Farmer unions reject Centre’s proposal To intensify nationwide stir on December 14
NEW DELHI, DEC 9 (PTI): Farmer leaders on Wednesday rejected a government offer of amendments in the new agri laws and a “written assurance” on continuing the MSP system, saying there was nothing new in it, and vowed to intensify their agitation by blocking key highways linking Delhi and a nationwide protest on December 14. The sixth round of talks between the Centre and the agitating farmer unions slated for Wednesday was cancelled, but the two sides maintained they were open to dialogue. Addressing a press conference, farmer leader Shiv Kumar Kakka said there was nothing new in the government’s proposal, and that it was “completely rejected” by the ‘Sanyukta Kisan Committee’ in its meeting on Wednesday. The farmer leaders, who have been adamant on their demand to scrap the laws, said it was an “insult”

to the farmers and they would intensify their agitation by blocking the JaipurDelhi and the Delhi-Agra expressways by Saturday, and escalate it to a nationwide protest on December 14 when they will “gherao” BJP ministers and boycott party leaders. Darshan Pal, another farmer leader, said the farmers rejected the proposed amendments in the laws as they wanted nothing less than a complete withdrawal of the legislation. He said the protesters will block all highways to the national capital on December 14, and gherao district headquarters, and also BJP district offices.
The farmer leaders also demanded that a law should be brought to give legal backing to the MSP mechanism. Meanwhile, Agriculture Minister Narendra Singh Tomar met Home Minister Amit Shah to discuss the next course of action after farmer leaders rejected the Centre’s draft proposal.
Oppn meet President
A delegation of opposition parties including Rahul Gandhi, Sharad Pawar and Left leaders on Wednesday met President Ram Nath Kovind seeking repeal of the three farm laws against which thousands of farmers have been protesting on vari-
ous borders of the national capital. The five-member delegation of opposition leaders included CPI(M) general secretary Sitaram Yechury, CPI general secretary D Raja and DMK leader TKS Elangovan, besides Gandhi and Pawar. “We met the President and informed him of our view regarding the three farm laws. We have asked for their repeal. We informed the President that it is critical that they are taken back,” Gandhi told reporters after meeting the President. He said the way the farm laws were passed in Parliament, “we feel it was an insult to farmers and that is why they are protesting in the cold weather against them”. NCP leader Pawar said various political parties have requested President that these farm laws should be repealed as they were not discussed with either stakeholders or in the Select Committee of Parliament. Yechury said, “We told President that the three farm laws were passed undemocratically in Parliament and have sought the repeal of these laws.” The opposition delegation was limited to five because of the COVID19 situation.

Economic blockade at Mariani lifted
Anti-CAA protest from December 11
Correspondent
G U WA H AT I , D E C 9 (AGENCIES): Various organisations opposed to the CAA, including North East Students’ Organisation (NESO) and Akhil Gogoi’s Krishak Mukti Sangram Samiti (KMSS) have called for a protest against the Citizenship Amendment Act (CAA) from Friday, to mark one year of similar agitation last year in which five persons died in police firing. NESO, comprising of eight apex student bodies of the North East, will be displaying black flags and black banners at important locations across the region to observe December 11 as ‘Black Day’. December 11 is the day when the Parliament had passed the highly contentious CAA. Meanwhile, organisations under the aegis of KMSS would be launching the anti-CAA agitation from December 12 and also demand the release of antiCAA activist and KMSS leader of Akhil Gogoi, who has been in judicial custody since December 12 last year. KMSS and 17 other organisations will launch the agitation from Sivasagar in eastern Assam and gradually to rest of the state.
MOKOKCHUNG, DEC 9(NPN): The economic blockade along NH 702D (Mokokchung-Mariani) imposed by various Assambased organizations since November 15 was lifted on Wednesday evening. Informing this to Nagaland Post, deputy commissioner (DC) Mokokchung, Limawabang Jamir said that DC Jorhat had conveyed to him about the withdrawal of the blockade in Mariani. DC Mokokchung expressed deep appreciation and gratitude to the people of Tsurangkong range and the citizens of Mokokchung district for showing maturity and restraint by not taking law into own hands during this trying times. Meanwhile, the counter blockade imposed by the Tsurangkong Range Naga Youth Front (TRNYF) was also lifted as appealed by the district administration of Merangmen circle to reciprocate the goodwill gesture, TRNYF president Bendangwati and assistant general secretary Rongsen said. Earlier during the day, tension prevailed along the border area of Aosenden village. When contacted,
Volunteers gathered at Aosenden village on Wednesday.
TRNYF president, said that hundreds of volunteers from all villages under Tsurangkong range gathered at Aosenden village following reports of some Assam based organizations serving a 72-hour deadline on Assam government to remove the structure/camp recently setup by Nagaland Police and to demolish the concrete bridge along the Tsusu river constructed by the Nagaland government. Bendangwati also said that there was a public announcement made across the border on Tuesday night urging the public of neighbouring Assam to gather on Wednesday to proceed towards Nagaland. This prompted the TRNYF to mobilize the manpower and move towards Aosenden village, he
added. However, there was no report of any untoward incidents even as Mokokchung district administration confirmed that the situation was brought under control. TRNYF said that they had also conveyed to the Assam police to vacate their post for peaceful coexistence of the people of the two states. While reminding that the people of Assam and Nagaland had been sharing peaceful neighbourly relations since time immemorial, TRNYF cautioned the Assam Police, stationed near the village, that they will be held responsible for any untoward incidents in the future. The volunteers dispersed from the area after learning that the Assam based organizations had gathered at Mariani to meet the DC and SP, TRNYF said.
Dengue: DC Dimapur NIDA against mixing of separate entities PDNCSU flays obstruction of 2-lane works issues safety advisory Correspondent
DIMAPUR, DEC 9 (NPN): Dimapur district administration has issued an advisory in view of the confirmation of one dengue positive case in Dimapur and in the interest of the health and safety of the general public. In a press release, the deputy commissioner (DC) Dimapur Rajesh Soundararajan has requested all responsible citizens to keep water-filled vessels and tanks tightly covered; empty and dry the coolers, flower pots and saucers once a week; wear clothes which cover the complete body; ensure the pregnant women and children sleep under mosquito net during day time preferably insecticide treated net; immediately consult a doctor in case of high fever; clear any stagnant water body and keep every household free of mosquito breeding places. DC has informed that only ELISA test positive would be confirmed as dengue positive. ELISA Test for confirmation can be done at District Hospital Dimapur.
KOHIMA, DEC 9 (NPN): Even as it prepares to stage protest on December 11 against Centre’s decision to allow practice of modern surgical procedures by Ayurveda doctors, the Nagaland In Service Doctors’ Association (NIDA) has said that it was not against Ayurveda health care delivery system, but against the mixing of two separate entities. Speaking to Nagaland Post at Naga Hospital Authority Kohima (NHAK) here Wednesday, NIDA president Dr. E Phyantsuthung said mixing of two different systems of medicine will lead to fall in the standard of health care in the country. He cautioned that the move could have adverse impact on common man who was already facing a lot of problems in accessing quality health care. In support of Indian Medical Associa-
tion (IMA)’s protest call, Dr.Phyantsuthung said NIDA would suspend all non-COVID related activities on December 11 from 6am to 6pm and would also shut all OPDs except emergency OPDs and surgical cases. He added that COVID related activities would continue right from sample testing to treating COVID admitted patients. Dr. Phyantsuthung said NIDA had no issues with government trying to push Indian system of medicine in large way, but maintained that it should not cross one’s own boundaries. He said that the proposed protest was in support of IMA and said it will follow the directives of IMA for next course of action. IDANSB to join protest: Indian Dental Association Nagaland State Branch (IDANSB) has appealed to all the dental professionals both in government service and private to show solidar-
ity and join the protest by withdrawing all non essential non-COVID services on December 11, from 6 a.m.- 6 p.m. IDANSB president Dr. Kaketo Yepthomi and honorary secretary Dr. Vichovol Temi said that the proposed protest was against the centre’s decision to allow Ayurveda practitioners to perform various surgical procedures involving the eye, ear, nose, throat and dental procedures like extractions, filling and root canal treatment. IDANSB said the government must understand and consider the sensitivity of the modern medicine and dental profession and take appropriate steps. Integration of all systems of medicine, IDANSB said would only lead to “mixopathy”, confusion and complications. It said that IDA plans to continue and intensify agitation until the steps towards implementing the mixopathy was abandoned.
DIMAPUR, DEC 9 (NPN): Phek District Nagaland Contractors & Supplier’s Union (PDNCSU) has condemned the obstruction of two-lane works under Phek district by some individuals, which compelled the road construction company to temporarily suspend the works. In a press release, PDNCSU president Kuzhosheyi Soho Alex and general secretary Razou Lohe said that Shivalaya Construction Company has temporarily suspended two-lane works under Phek district especially from Sedzu River to 50 Kms stretch due to “frequent pestering” by some individuals from certain villages demanding machineries for engaging in their personal woks. “It is learnt that some individuals had even deliberately released water from the water canals to the partly completed retaining walls and the works have to be suspended which is very unfortunate,” PDNCSU stated. Stating that the companies/ contractors were facing such difficulties, PDNCSU said it would “not hesitate to expose” those
people obstructing developmental works in the district. It said that such frequent interruptions had apparently led to disturbances in carrying out the smooth transition of their assigned developmental activities. PDNCSU has urged the VCC/public leaders of those villages to rein in their fellow members from carrying out such illegal activities, which could tantamount to obstructing developmental activities. It said that such illegal activities were liable to be booked and detained as per law. Further, the union reminded all responsible that “we cannot afford to let this opportunity slip away again due to our petty selfishness.” PDNCSU has also urged the district administration to take note of such occurrences and take action against those individuals obstructing developmental activities. It also demanded that adequate security be provided to the contractors so developmental works were carried out without any hindrances and completed within the stipulated time.

Though the two 100 MVA transformers had been in operation for some time now, the formal inauguration could not be done in time due to various reasons. expressed hope that with the formal inauguration and operationalisation of 2x100 MVA, the people of Dimapur and other districts would be greatly benefited. Advisor also urged the public to extend cooperation especially in payment of electricity bills. He said that electricity being one of the necessities it was also impor-
tant to pay bills on time. Ayemi asserted that the aim and priority of the state government was to bring social and economic development all over the state by carrying out various developmental works such as power systems in the state. He said the objective of the government was also to reach out to those who have
remained socially, economically and educationally backwards for several decades. He expressed the view that since electricity was connected directly or indirectly with all other activities, the socio-economic conditions of the people would also improve considerably with the upgradation of sub-station at Nagarjan. He also lauded the power department for its tremendous effort in enabling the government to fulfil the vision of providing uninterrupted power supply all over Nagaland. He was confident that the department would continue to perform their duties with more added vigour and work towards bringing 24/7 power supply. Further, the advisor expressed hope that the department would improve the overall maintenance of power system in the state and display exemplary discipline
and earn the admiration and support of the people. Also, speaking at the programme, principal secretary (power) Er KD Vizo said that the domestic consumption of power constituted about 85 percent of the total consumption, but the trend over the ten years has shown an increase of 7-10% in the normal annually. By 2021, Vizo said the power demand of 200 MW was expected from the industrial initiatives in the State. He, therefore, said that by 2021 the state power demand would touch 450MW. Vizo maintained that the present installed generation capacity of the State from small hydro projects was 26.74 MW, adding that the bulk of the state power requirement was being purchased from Central PSU generating units operating in the North East and Eastern (Cont’d on p-7) region.

Sikhs in Shillong fear being evicted
Punjab delegation led by Cabinet minister Sukhjinder Randhawa interacts with Sikh settlers at Punjabi Lane in Shillong in 2019.
Shillong, Dec 9: Sikhs of Shillong have appealed to various organisations in Punjab, including the state government, to not lose sight of the grave danger the Sikhs are living in the Meghalaya capital to continue to face from parochial Khasi organisations. The picturesque hill t ow n — a l s o k n ow n a s "Scotland of the East"— is witnessing an agitation by Khasi tribals for the introduction of the inner line permit (IPL) system to make the state out of bounds for people from outside unless the visitor owned a permit issued by
the state government. Khasi miscreants have often targetted Bengali living in the region, but there has been a sudden increase in racial attacks which has prompted the Bengalis of Shillong to write to West Bengal Chief Minister Mamata Banerjee for aid. Amid the disturbances, the Khasi exclusivist organisations have also turned their attention to Shillong-based Sikhs making members of the community nervous. Confederation of Meghalaya Social Organisations (COMSO)—an umbrella outfit of 11 Khasi
organisations—on Tuesday, expressed disappointment over the delay by the HighLevel Committee in submitting its final recommendation regarding the relocation of Harijan Colony. “There is nothing communal in it (in the demand for the relocation of the colony where Dalit Sikhs— whose ancestors had come to Shillong with British colonial troops over a century ago—reside ), and it is mainly for the reconstruction, and redevelopment of the site as the areas are unhygienic and unsafe”, said COMSO, chairman, Robertjune Kharjahrin.
“I don’t know why it is taking so much time to evict illegal settlers”, wondered Kharjahrin. He further added that the Syiem (local Khasi chieftain) of Hima Mylliem (name of the Khasi chiefdom) had made up its mind to hand over the land to the government. Gur jit Singh, chief of the Harijan Colony panchayat told the Tribune News Service over the phone from Shillong, that the only objective of the COMSO, and even the High-powered Committee (HPC) set up by Meghalaya government, under Deputy Chief Minister Prestone Tynsong, was to evict the Sikh residents from Harijan Colony—which was located near a prime commercial district of the city. Citing the successive court cases won by the Harijan Panchayat Committee on the issue of their right to reside in the colony, Gurjit Singh said that the “Syiem” could no longer roll back the land given to the ancestors of the present residents of Harijan Colony more than a century ago. It is feared, that the fresh pressure by Khasi organisations may force the Meghalaya government to once again swing into action against the Sikh residents of Harijan Colony.
Tripura teachers to continue stir
Agartala , D e c 9 (IANS): The indefinite sitin by thousands of Tripura government school teachers, who had lost their jobs following court verdicts, continued for the third day on Wednesday even as they rejected Chief Minister Biplab Kumar Deb’s offer to apply for the vacant posts. The leaders of the Joint Movement Committee (JMC), which is spearheading the agitation, on Wednesday reiterated to intensify their stir until the state government gives them a written assurance about reinstating them. Deb has asked the agitating teachers to compete for the vacant 9,000 posts in various departments including the Education Department for which the state government has recently issued notifications. “Instead of doing agitations, these teachers must prepare themselves and apply for their jobs as the government already published the necessary notification to recruit people against 9,000 vacant government posts,” Deb told the media. JMC’s Joint Convener Dalia Das, however, said that the teachers already completed several years of government service and several of them crossed their stipulated age and thus the Chief Minister’s offer is impractical.

Meghalaya ‘Youth Policy’ in a month, says Chief Minister Correspondent
Shillong, Dec 9: Chief Minister Conrad Sangma on Wednesday announced that the much awaited ‘Meghalaya Youth Policy’ would get a “final shape” and be ready for launch in a month’s time, even as he emphasized on “harnessing the potential of the youth” of the State. “A lot of innovative interventions will be made to ensure that the potentials of our youth are harnessed. It is our promise to the youth that as a committed government, we will create an environment where our youth are guided in the right direction,” he said after laying the base for the construction of an indoor stadium at Jongksha in East Khasi Hills district in presence of Sports and Youth Affairs Minister Bantiedor Lyngdoh. The state-of-the-art sport infrastructure is being built at an estimated cost of Rs. 22 crore and is likely to be completed by December, 2022. Eulogising the efforts of the Sports and Youth Affairs minister for his “dedication to enhance the sports facilities and infrastructure”, the Chief Minister said that the government was committed to
the welfare of the youth and was working in a systematic manner to leverage the sporting infrastructure. Talking about the sporting talent and lack of sports facilities in the state, Sangma observed, “We have immense talent in our State. However, due to lack of infrastructure and guidance, the youth are not able to unleash their full potential. This government is working with a direction to ensure that the youth of our State are given a platform to upscale their skills”. The Chief Minister and Sports Minister also felicitated the youth of the area, who had excelled in different regional, state level and national games in the past years. People of the area also took the opportunity to submit a memorandum to the Chief Minister, seeking his intervention for development of the viral link road in the area as well as upgradation of the local Public Health Centre (PHC). On receiving the memorandum, the Chief Minister announced that the PHC in Jongksha would be upgraded to a Community Health Centre (CHC) and funds for repairing of the link road, which has been in a dilapidated condition, would be sanctioned soon.

We will have another flight on December 23. We will then ensure that at least once or up-to twice a week flights from Delhi to Shillong will be operational,” he told reporters here Sangma further informed that the flight which is likely to be operational from Delhi will be a 72seater aircraft which is bigger than the regular ATR planes. Direct flights between the national capital and the Meghalaya capital have been long awaited, with several endeavours to this effect not having taken off in the past in full flight, despite efforts by the State government and the Union ministry of civil aviation. The Umroi Airport or Shillong Airport is the city’s official airport which is situated at a distance of about 30 km from central Shillong.
IIT-Guwahati researchers develop Tynsong lays foundation stone Mizoram launches project to assist technology to harvest water from air for road projects in Meghalaya migrant workers find employment
Associate professor Uttam Manna from the Centre of Nanotechnology.
G u wahat i , D e c 9 (PTI): Researchers at Indian Institute of Technology, Guwahati claimed to have developed a new technology to harvest water from the air by using the concept of hydrophobicity. A team, led by Uttam Manna, Associate Professor of Chemistry, along with his research scholars Kousik Maji, Avijit Das and Manideepa Dhar, published the results of the “path-breaking” work in the journal of Royal Society of Chemistry, IIT-Guwahati said in a release.
“Such water-harvesting techniques use the concept of hydrophobicity or waterrepelling nature of some materials. The concept of hydrophobicity can be understood by looking at the lotus leaf,” Manna said. The research team from IIT-Guwahati has used the concept of chemically patterned SLIPS for the first time, to effectively harvest water from moist air, he added. “A patterned hydrophilic SLIP was produced by spraying a sponge-like porous polymeric material
on top of a simple A4 printer paper. Further, chemically modulated hydrophilic spots were associated on the coating, prior to lubricating with two distinct types of oils. “This surface could harvest water from foggy/ water vapour laden air without the need for any cooling arrangement,” the release said. With increasing water scarcity throughout the world, there have been attempts to collect and conserve water through nontraditional means and the IIT-Guwahati scientists have turned to nature to design ways of water harvesting, it said. “We have produced a highly efficient water harvesting interface. The researchers have also compared the performance of their pitcher-plant inspired SLIPS materials to other bio- inspired ideas and have found theirs to be superior in terms of efficiency of water harvesting,” Manna said.

Shillong, Dec 9: Meghalaya’s Deputy Chief Minister Prestone Tynsong, who is also in-charge Public Works Department (Roads), on Wednesday laid the foundation stone for the upgradation and improvement of the vital Shillong-Diengpasoh road in the proposed New Shillong Township . The road is among the 10 road projects selected under Phase-I sanctioned under the Meghalaya Integrated Transport Project (MITP), funded by the World Bank. As part of the road improvement for the road section, the existing single-lane road would be converted into 2-lane corridor with a total length of 11.769 km. Funded by the World Bank, this project will include widening, metalling and black topping and will connect Shillong and New Shillong Township and Shillong Bypass.
In a meeting held at Mawdiangdiang Football Ground, Tynsong said that once completed, this road will strategically transform the core road network in the state. “Mawdiangdiang and its adjoining areas will become a centre of governance in years to come with more government institutions being set up in these areas,” he said, adding that the road would prove to be a boon to the people of the area. Tynsong said that many projects for development of roads have been undertaken in the State in these past few years and expressed hope that this project would be an “added asset” to the State besides easing traffic movement. The Deputy Chief Minister urged all stakeholders, particularly the residents of the area to cooperate with the contractor and the officials for the smooth execution of the road project.

stipulated dateline. After the review meeting, the chief minister chaired the cabinet meeting, the second cabinet meeting held at Senapati district headquarters after Singh became the chief minister of the state. Later in the afternoon, the chief minister interacted with CSO leaders of the district. After listening to their grievances, the chief minister said that the main purpose of his visit was to review various developmental works and schemes implemented in the district. During his first visit to the district as a chief minister, Singh said, he had announced to take up various developmental works worth Rs. 202 crore. The water supply project being taken up at an estimated cost of Rs 40 crore was now 80% complete, and it was likely to be commissioned by February next year. The chief minister further said that the high school located at Katomei would also be upgraded to a fullfledged higher secondary school, for which Rs 1.80 crore has been earmarked.
imposed: Dr. Mukul Sangma
Correspondent SHILLONG, DEC 9: Meghalaya’s former Chief Minister and Leader of Opposition Dr. Mukul Sangma on Wednesday said that farm legislation can’t be imposed if the intended purpose of the proposed law doesn’t benefit the beneficiaries. “Government of India is saying we are benefiting the farmers, but farmers are saying they don’t agree. Then we should not be adamant, we should not be seen as people who are insensitive while being in power,” the veteran Congress legislator told reporters after the Congress Legislature Party meeting. Sangma said irrespective of what the government thinks, the targeted beneficiaries think otherwise and so it is the responsibility of the Government to be “responsive to the sentiments of the people.” "If laws are imposed, it doesn’t augur well as it sends a wrong signal that politicians tend to impose and imposition is
not consistent in the spirit of democracy," he said, underscoring the need of engagement with the aggrieved party and take the collective opinion into consideration. “Decision which comes as an offshoot of long drawn engagement is something which should be there in the spirit of democracy,” Sangma suggested, expressing hope that the Central Government looks into all aspects in respect of the three farm laws, which are being enacted. “I must say as we have seen how laws were bulldozed. Was there any debate, any voting. So therefore it is only appropriate for anybody to say that the laws were imposed upon the farmers. We expect the Government of India to respond to the ground reality and decide upon in consistency with the spirit of democracy,” he added. He said that if farmers don’t agree it will ultimately create uncertainties for the farmers and will have negative ramification on the welfare of the farmers.

China gives ‘5 differing explanations’ for deploying forces at LAC: Jaishankar
Mehbooba again alleges ‘illegal detention’
between patrols along the border “but you never had a major breach of understanding”. He said multiple agreements between the two sides were inked from 1993 with a commitment that both parties will not bring large forces to the border areas. “Now for some reason, for which the Chinese have to date given us five differing explanations, the Chinese have violated it. The Chinese have literally brought tens of thousands of soldiers in full military preparation mode right to the LAC in Ladakh. Naturally the relationship would be profoundly disturbed by this,” he said. Referring to the Galwan Valley clashes in eastern Ladakh in which 20 Indian soldiers were killed, Jaishankar said the incident “completely changed national sentiment”. The external affairs minister also said the “very big issue” is how to get the relationship back on track. He also mentioned various diplomatic and military engagements between the two sides in the last few months including his meeting with his Chinese counterpart Wang Yi in Moscow.
S rina g ar , D ec 9 (IANS): Former Jammu and Kashmir Chief Minister Mehbooba Mufti on Wednesday once more alleged that she has been “illegally detained” for the third time in less than a fortnight. She wrote on Twitter that there were restrictions imposed on her while BJP ministers were allowed to campaign in the ongoing District Development Council (DDC) elections. “Illegally detained today for the third time in less than a fortnight. Too much democracy indeed,” Mufti tweeted. “If my movements are curbed due to ‘security concerns’ then why are Bharatiya Janata Party ministers allowed to campaign freely in Kashmir, while I’ve been asked to wait until culmination of DDC elections?” she said. On Tuesday Mufti alleged that she was detained at her residence on the Gupkar road in Srinagar ahead of her visit to Central Kashmir’s Budgam district to meet with families evicted there.

Jaishankar further said, “We have this problem because from 1988, our relationship had its hiccups, we had our issues and differences but the direction of the ties broadly were positive.” The external affairs minister said the relationship progressed in trade, travel and various other domains as both sides inked several pacts to maintain peace and tranquillity along the LAC. “All of this was posited on the fact that while we were trying to solve the boundary question, we would maintain peace and tranquillity along the border areas,” he said, adding there were incidents of arguments
nal Affairs has organised the visit to familiarise the foreign envoys about some key research and development activities being done by the country, an official release had earlier said. The state government made foolproof arrangements duly following all the COVID-19 protocols. The dignitaries were divided into two batches and were taken to the facilities separately. Telangana Principal Secretary Industries and IT Jayesh Ranjan made a powerpoint presentation and showcased the investment potential of the state to the visiting dignitaries. The foreign envoys were taken to Hyderabad over a month after the Ministry of External Affairs briefed over 190 heads of diplomatic missions and representatives of leading international organisations on COVID-19 related issues. According to officials, the tour of the foreign heads of missions in India to Hyderabad is being organised as part of MEA’s COVID-19 briefing initiative, and will be followed by visits to facilities in other cities.
Can’t disclose details of PM’s flights due to his security reason: IAF plea in HC NEW DELHI, DEC 9 (PTI): The Indian Air Force (IAF) moved a plea in the Delhi High Court on Wednesday challenging a Central Information Commission (CIC) direction to provide information regarding Special Flight Returns (SRF)-II, saying it relates to details of the Prime Minister’s security apparatus and cannot be provided. The IAF plea has claimed that the “information so sought includes details related to the entire entourage, names of Special Protection Group (SPG) personnel accompanying the Prime Minister of India on foreign tours for his personal safety, and the same, if disclosed, can potentially affect the sovereignty and integrity of India, the security, strategic, scientific or economic interests of the State”. The petition, filed through central government senior panel counsel Rahul Sharma and advocate C K Bhatt, is in appeal against the CIC’s July 8 direction to IAF to provide
File photo of Narendera Modi
certified copies of available and relevant Special Flight Returns-ll to RTI applicant Commodore (retd) Lokesh K Batra. Batra had sought certified copies of SRF-I and SRF-II with regard to each foreign visit of former PM Manmohan Singh as also Prime Minister Narendera Modi from April 2013 onwards. IAF, in its plea, claims that the CIC has “failed to appreciate and consider that the information sought by the respondent (Batra) from the petitioner (Air
Force) cannot be disclosed and the application of the respondent for seeking the same ought not to have been allowed as the information sought is extremely sensitive in nature...” The petition contends that the SRF copies sought relate to “official records of functioning and working of the security apparatus of the Prime Minister of India which cannot be brought in public domain for safety and security reasons”. The matter is likely to come up for hearing on Friday.
Mamata synonymous with ‘intolerance’: Nadda KOLKATA, DEC 9 (PTI): BJP president J P Nadda Wednesday accused West Bengal Chief Minister Mamata Banerjee of being synonymous with “intolerance”, and exuded confidence about forming the next government in the state with more than 200 seats. Buoyed by the BJP’s good show in panchayat samiti and zila parishad elections in Rajasthan despite the continued farmers’ protest at Delhi’s borders, he asserted farmers of the state have given a decision in favour of the Narendra Modi government and its policies. Nadda, who arrived here on a two-day West Bengal visit, criticised the “dynastic politics” of the ruling TMC and other parties in the country, and asserted for the BJP “party is family”. “Today, I want to recollect what Syama Prasad Mookherjee had said about discipline and tolerance...it is very pertinent in the present situation in Bengal. For West Bengal Chief Minister Mamata Banerjee intolerance is another name,” he said after inaugurating nine party offices across various
J P Nadda
districts of the state. “Everyone knows the way Rabindranathji (Tagore) gave a vision to the country, but today intolerance is increasing in Bengal,” he deplored. Nadda accused the Trinamool Congress government of “minority appeasement”. He asserted the saffron party will come to power in the 2021 polls with more than 200 seats ousting the TMC “lock stock and barrel”. “When the entire country was watching the ‘Bhoomi Pujan’ (of Ram temple in Ayodhya), Mamata Banerjee imposed a lockdown in West Bengal on August 5 to prevent people
from being part of the occasion at the local level. “In sharp contrast, the lockdown was withdrawn for Bakr-Eid, on July 31. We don’t have any problem with that, but why was the puja stopped on August 5. This shows that the state government’s policies are driven by appeasement politics,” he said. The BJP leader said he feels “sad as well as embarrassed” whenever he visits the state, which was once known for its distinct culture, but now was infamous for “violence, corruption and nepotism”. Nadda said the BJP’s victories in the panchayati raj elections in Rajasthan and Bihar assembly polls have proved that rural India is with Prime Minister Narendra Modi and the policies of his government. Urging party workers and leaders to fan out across the state with the message of development, Nadda said, “The time has come to unmask the corrupt TMC and pack them off in the next assembly polls.” He said the BJP had a 2 per cent vote share in the
2011 assemby polls in West Bengal which went up to 18 per cent votes and two Lok Sabha seats in 2014. In the 2019 Lok Sabha polls, the party bagged 40 per cent votes and 18 seats, he said. Nadda asked BJP workers to continue the momentum so the party wins the 2021 polls with more than 200 seats in the 294member assembly. Referring to the political killings in the state, Nadda claimed more than 130 BJP workers had attained “martyrdom” and their sacrifices will not go waste. “There is no end to the ongoing political violence in Bengal. Every day, our party workers are being attacked and killed. More than 130 BJP activists have been killed in acts that are against humanity,” he said. He asserted a BJP government alone was capable of creating a “sonar Bangla” (Bengal made of gold), and assailed the Mamata Banerjee government for not joining several central schemes, including Ayushman Bharat and PM Kisan Samman Nidhi, denying their benefits to the poor and farmers.

NEW DELHI, DEC 9 (PTI): External Affairs Minister S Jaishankar said on Wednesday China has given India “five differing explanations” for deploying large forces at the LAC, adding this violation of bilateral pacts has “very significantly damaged” their relationship that is now at its “most difficult phase” in the last 30-40 years. The comments by Jaishankar during an online interactive session organised by Australian think tank Lowy Institute came against the backdrop of the over seven-month-long military standoff between India and China at the Line of Actual ControL(LAC) in eastern Ladakh. “We are today probably at the most difficult phase of our relationship with China, certainly in the last 30 to 40 years or you could argue even more,” Jaishankar said highlighting various aspects of the bilateral ties in the last three decades. “The relationship this year has been very significantly damaged.” “We are very clear that maintaining peace and tranquillity along the LAC is the basis for the rest of the relationship to progress. Nagaland Post
Post-mortem
Vol. XXxI NO. 8 Dimapur, THURSDAY, DECEMBER 10, 2020
T
Lopsided priorities
his newspaper had been highlighting the importance of the foothill road since years back since the tribes comprising of the Foot Hill Road Coordination Committee (FHRCC) revived the 256 kilometer project that was abandoned by the North Eastern Council(NEC) in 1974. The foothill road is a dream project because it seeks to cut short the travel time and distance from Dimapur –the trade and commerce centre of Nagaland-with Mokokchung, Longleng, Tuensang, Wokha, Zunheboto and Kiphire. The foothill road project is undoubtedly the most important and vital link that connects so many districts. Several apex Naga tribe organisations have been appealing with the state government to do everything within its means to ensure that the dream project comes through. Of course, trade and commerce as well as linkages with six districts are grounds that cannot be dismissed. However, one of the most crucial aspect that makes the foothill road project is the fact that once completed, it will also help each and unhindered movement of people and goods from one part of Nagaland to another without being held ransom to bandhs or blockades imposed by spate of organisations in Assam. It may be recalled that some weeks ago economic blockades were imposed on Nagaland at Karbi Anglong (two entry points to Nagaland-Dillai and Khatkhati) and at Jorhat (MarianiMokokchung road junction). These blockades were over and above the spate of bandhs in any portion of Assam that vehicles from Dimapur pass through. The consequent affect is that not only Nagaland but even Manipur suffer from these bandhs and blockades. Various leaders in the past had been pressing for the foothill road to avoid the bandhs and blockades and it appeared that the state government would do the needful. However, the state government, for whatever reasons, has totally ignored the foothill road. The project has been excluded among priority roads recently announced by the Ministry of Road Transport and Highways (MoRTH). This newspaper had earlier emphasized that the state government should accord top priority to the foothill road by taking it up with utmost urgency with the government of India for inclusion as a ‘must priority project’. However, the announcement made by the union minister for MoRTH Nitin Gadkari on December 4 of road projects in Nagaland totalling a colossal Rs.4127 crore did not include the foothill road. The conspicuous exclusion could not escape scrutiny since the economic bandhs imposed on Nagaland from Assam was too recent. It is laudable that the Dimapur Ao Youth Organisation (DAYO) has raised it in public domain. The exclusion of the vital foothill road as a priority project defies all explanations and logic. If such an important link also described as the umbilical cord connecting one half of the State with another did not merit consideration by the State government; then there is nothing more that can be said. In this regard state government owe an explanation to the people. Besides the foothill road, it appears that the State government has not accorded priority to the proposed railway line from Dimapur to Tizit-Tuli as much as it has been doing for the Dimapur-Kohima railway line. No doubt Dimapur to Kohima railway line is in the interest of the capital but it is another matter with Dimapur-TizitTuli railway line. The state government has to take an in-depth review and push through the foothill road if it means business about development of the remaining regions of the state.
DailyDevotion The Opposition of the Natural
Those who are Christ’s have crucified the flesh with its passions and desires. —Galatians 5:24
The natural life itself is not sinful. But we must abandon sin, having nothing to do with it in any way whatsoever. Sin belongs to hell and to the devil. I, as a child of God, belong to heaven and to God. It is not a question of giving up sin, but of giving up my right to myself, my natural independence, and my self-will. This is where the battle has to be fought. The things that are right, noble, and good from the natural standpoint are the very things that keep us from being God’s best. Once we come to understand that natural moral excellence opposes or counteracts surrender to God, we bring our soul into the center of its greatest battle. Very few of us would debate over what is filthy, evil, and wrong, but we do debate over what is good. It is the good that opposes the best. The higher up the scale of moral excellence a person goes, the more intense the opposition to Jesus Christ. “Those who are Christ’s have crucified the flesh….” The cost to your natural life is not just one or two things, but everything. Jesus said, “If anyone desires to come after Me, let him deny himself…” (Matthew 16:24). That is, he must deny his right to himself, and he must realize who Jesus Christ is before he will bring himself to do it. Beware of refusing to go to the funeral of your own independence. The natural life is not spiritual, and it can be made spiritual only through sacrifice. If we do not purposely sacrifice the natural, the supernatural can never become natural to us. There is no high or easy road. Each of us has the means to accomplish it entirely in his own hands. It is not a question of praying, but of sacrificing, and thereby performing His will.

n a historic decision, on June 24, 2020, the u n i o n g ove r n m e n t opened India’s space programs for private companies. Now the private sector can participate in the entire range of space-related activities. The newly formed Indian Space Promotion and Authorisation Centre (IN-SPACe) will act as an arm of ISRO and help regulate and facilitate the Indian space sector. The private players will now be allowed to use ISRO’s scientific and technical resources, infrastructure, and data for their programmes. India accounted for merely 3% of the global $360 million space industry, of which only 2% is rockets and satellite launch. There was scarce participation from the private companies till now, which was primarily limited to the manufacturing and fabrication of components. Most sectors today, ranging from transport to weather to even agriculture, need satellite data and imageries to chalk out their future business plans. ISRO would have to grow ten folds to cater to the growing demands within India effectively. This inability of ISRO to

satisfy the ever-increasing requirements has led to the need for private companies to share this load without compromising on the quality of the solutions. This need of the hour and the timely change in the regulations has led to the introduction of a few startups who are leveraging their skill sets and ideas for a better future for India. Pixxel is India’s first private earth imaging company, working to provide affordable and round the clock real-time satellite imagery. Pixxel has raised $5 million seed funding from Light Speed, GrowX and is set to launch the first satellite by December this year from a Russian facility. Between December 2022 and June 2023, Pixxel has planned to launch a constellation of 30 satellites with the help of ISRO. Skyroot, India’s first space launch startup, was founded two years ago by a rocket engineer team who previously worked at ISRO. The startup has raised $4.3 million to date and hopes to secure another $51 million in 2021. It will launch its first satellite, “Vikram-1,” in December 2021. They have reduced the engine’s mass by 50% and lead time for manufacturing by 80%
using 3D print technology. Vikram-2 and Vikram-3 are planned to be launched around 2023 and hence compete with SpaceX. Astrome is a startup focusing on low internet connectivity in the rural area and different cities across India. It could potentially compete with SpaceX to work upon connectivity problems by beaming high bandwidth internet. At IISC, the 18-member team plans to launch 200 microsatellites by 2021 into space to provide the internet with 100GBps capacity via their patented MM technology. Agnikul Cosmos, incubated in IIT Madras, aims to democratise small satellite launches and is looking forward to its first launch by 2022. Intending to launch vehicle-spaceport interfaces, the company has established itself as a leading rocket technology company. The company aims to provide rapid, agile, and low-cost access to space. ISRO is working on the launch of more massive satellites, while Agnikul targets the market where thousands of satellites of around 100kg are set to be launched across the world. From a million-dollar

industry in the early ’20s, Space tech valuations have reached a whopping $ 360 Billion industry in 2019. The Indian Space economy is currently valued to be 2% of the global space economy.Indian spacetech ecosystem is a dark horse which is expected to increase its market share with a significant cost advantage, a large skilled human resource pool and high consumer-driven local demand for telecommunications. There were merely five significant deals in India amounting to just $ 3.4 million. The downstream space sector consisting of satellite communication and application consisted of 68% and the upstream industry consisting of satellite propulsion, launch vehicle, a lunar rover-based application consisted of 32% of the investment. At present, the ISRO undertakes two to three major satellite launches a year. The Pillai committee recommended a greater role for private sector for using ISRO facilities for satellite launch taking the number of annual launch to 15.The downstream space segment consists of the application of satellites for communication, scientific research, weather forecasting, geo-
logical and oceanographic studies, disaster management, agricultural studies, and all products and services related to these areas. With the right use of data analytics capabilities coupled with artificial intelligence (AI) and machine learning (ML) algorithms, the data generated by remote sensing satellites can be of immense value for decision making. There is huge scope for the commercialisation of the ground operations like mission support, satellite broadband gateways and 5G backhauling. Thefuture scope of public-private partnership is dependent on how well the two entities can work together to achieve a common goal. The need for the load-sharing has led to the change in the rules and regulations thereby leading to public-private partnership which seems to be giving satisfactory results at the moment; however various initiatives such as upskilling talent force, encouraging FDI, developing investor’s confidence and technological innovations etc., need to consistently increase which will require a perfect balance between the two entities. InSPACe is expected
to be functional within the next few months.Even though the internal threats such as domination of profitability interests over society should be of prime importance, we cannot ignore the foreign threats at the same time. The ambitions, current rate of raising funds and the technological advancements of the Startups along with considering affordability and agility will lead to significant growth opportunities in the Indian space arena in the upcoming future and will help the start-ups to take the legacy of ISRO further, thereby strengthening India’s position in the space sector. The estimated growth in the space sector, prior to involving the private entities was 5 % by 2023; however, considering the current scenario, the new growth estimate is 7% by 2023. Therefore, it is more about the uniting, evolving, advancing, spreading peace and fighting against our enemy, if need be. So, let us win over the internal conflicts and secure our motherland by winning the race to space. Maitreyi Shaklya DMS, IIT Delhi

In Delhi, Union minister Prakash Javadekar said the results indicate that crores of rural people are in favour of agriculture reforms. “This is a farmers’ mandate and a vote for farm reforms,” he told reporters. He said the results bucked a trend in Rajasthan where in the panchayat elections in 2010 and 2015, the party in power had won the rural government elections as well. Polling for the panchayat elections was held on November 23 and 27, and December 1 and 5.

NCB probe: Absconding accused Regel Mahakal held
MUMBAI, DEC 9 (PTI): The Narcotics Control Bureau has arrested an absconding accused in a drugs case linked to actor Sushant Singh Rajput’s death and also seized a contraband worth Rs 2.5 crore during raids in Mumbai, an NCB official said on Wednesday. The NCB official claimed it is the “biggest seizure” of drugs in the case linked to Rajput’s death. The accused, identified as Regel Mahakal, was arrested late Tuesday night after raids in some areas of Mumbai, including Lokhandwala, by an NCB team led by the probe agency’s zonal director Sameer Wankhede, the official said. A contraband, ‘Malana cream’, worth Rs 2.5 crore was seized during the raids, he said. One more person was also arrested during the raids, the official said without divulging further details. Mahakal’s name had cropped up during question-
ing of some drugs peddlers in the case. He allegedly used to supply drugs to Anuj Keshwani, also an accused in the case who was arrested in September this year, who was supplying it to others, the official said. Meanwhile, Mahakal was on Wednesday produced before a magistrate’s court here which remanded him in the NCB’s custody till December 11. The NCB told the court that the investigation into the case was incomplete and Mahakal’s custody was required to confront him with other arrested accused, special public prosecutor Atul Sarpande said. The probe agency also told the court that it need to question him about his WhatsApp chats, he said. Based on some WhatsApp chats involving drugs, the NCB has been probing the alleged use of drugs in some quarters of Bollywood after the death of Rajput in June this year.
loaded within no time. Further, at the voltage level of 66/33kV, he said that three 20MVA transformers got overloaded and unfortunately, one 20MVA transformer got damaged on November 12, 2017 due to overloading. To mitigate the power crisis, he said the state government sanctioned an amount of Rs. 14.96 crore in December 2017 from State Resources and the installation of 100MVA, 132/33kV transformer was completed within 12 months time from the date of sanction. He infor med that technically the transformer had been in operation since the time of installation, but formal inauguration could not be done in time. He pointed that at present the department had 100MVA at the voltage levels of 132/66kV and another 100MVA at the voltage levels of 132/33kV. However, he cautioned that in the event of any outages of one of the 100MVA transformers, there would deep power crisis. The engineer-in-chief, therefore, has stressed the need to have an intermediate transformer of at least 80MVA capacity of 66/33kV for either stepping down or stepping up as the situation demands to avoid serious blackouts.
Covid-19 patients’ houses: SC
NEW DELHI, DEC 9 (PTI): The Supreme Court on Wednesday said putting up posters or signs outside the homes of Covid-positive patients in the country, to indicate they were suffering from the disease, was no longer required unless there was direction from a competent authority. The apex court said posters could be affixed in specific cases by authorities under the Disaster Management Act. A bench headed by Justice Ashok Bhushan said this in its verdict on a plea seeking directions to do away with the practice of pasting posters outside homes of those infected by coronavirus. The bench, also comprising justices R S Reddy and M R Shah, disposed of the plea, saying the Centre has already issued guidelines, and therefore, states and union territories should not affix such posters. The Centre had earlier told the top court that its guidelines do not contain any instructions regarding affixing posters and signages outside homes of COVID-19 patients, and there cannot be any stigma attached to it. The bench had reserved its judgement on the plea on December 3.

Solicitor General Tushar Mehta had on December 3 referred to the affidavit filed in the apex court by the Ministry of Health and Family Welfare (MoHFW) and told the bench that guidelines do not require any such affixation of posters. The counsel appearing for petitioner Kush Kalra had told the apex court that there are no such instructions in the guidelines to affix posters outside the home of those found COVID positive but the “reality is very different”. While hearing the matter on December 1, the top court had observed that once posters or signages are pasted outside the homes of COVID patients, the people affected are treated as “untouchables”, reflecting a different “ground reality”. In its affidavit, the ministry had said that “its guidelines do not contain any instructions or guidance regarding affixing of posters or other signage outside the residences of those found COVID positive”. Mehta had told the bench that the Centre has not prescribed this practice and some states might be pursuing it on their own to prevent the spread of the virus.

S R I NAG A R , D E C 9 (PTI): Three unidentified militants were killed and a civilian injured in an encounter with security forces in Pulwama district of Jammu and Kashmir on Wednesday, police said. Security forces launched a cordon and search operation in Tikken area of Pulwama district in the early hours of Wednesday following information about presence of militants there, a police official said. He said the search operation turned into an encounter after militants opened fire on the security forces, who retaliated. Two ultras were killed in the initial stages of the operation, the official said, adding a civilian also sustained injuries during the exchange of fire between the two sides. The third militant put up some resistance before being neutralized by the security forces, he said. The identity and group affiliation of the slain militants was being ascertained, he added.

The bench then asked about the fire safety audit of Gujarat and hospitals there and said as to how many nodal officers have been appointed. It then enquired about the steps taken to enforce the COVID-19 guidelines on wearing of face masks in public and adhering to the social distancing norms. “You file a detailed affidavit giving all steps taken,” it said. Earlier, the apex court had said that people are violating “with impunity” the COVID-19 guidelines on wearing face masks at public places and are not adhering to social distancing norms.

He said that the scheme partial capacity addition of another 20MVA (making it 60MVA) and replacement of aged switchgears and protection system was implemented. Upon completion of those works, engineerin-chief said the demand grew so rapidly in no time that it outgrew its capacity of 60MVA to almost 80MVA. Anticipating an additional load growth of about 70 MVA taking the total demand to 150 MVA, Sema said the department proposed to upgrade the existing sub-station to 200MVA during the 11th Five Year Plan for which the department submitted DPR costing Rs. 34.2 crores. DoNER sanctioned only Rs. 17.05 crore. With that amount, he said the department could install only one 100MVA, 132/66kV Transformer in March 2015 which provided some relief for some time. However, as anticipated, he said with the rapid load growth the transformer also got fully

The top court said the Gujarat government may issue “appropriate notification” to ensure that the Enquiry Committee chaired by Justice D A Mehta, which is probing the fire at the Covid Hospital in Rajkot, is also empowered to inquire into the other fire incident which had happened at Shreyas Hospital of Ahmedabad. Mehta had said that the same panel may also look into the both fire tragedies “so that an early report may be submitted and appropriate measures may

He said there was now tremendous pressure to have state’s own Hydro power generation stations. Fur ther, Vizo appealed to the general public to extend co-operation in places where hydro power stations were coming up. He also pointed that in particular Dimapur district was consuming about 50% of the power consumption in the State and revenue leakage was also maximum in the area. Therefore, he appeal to all colony leaders, GBs and citizens to help the department of power to check excessive power theft in Dimapur district. He also urged the citizens to learn how to conserve energy and reduce unnecessary usage. NEW DELHI, DEC 9 (PTI): The Supreme Court Wednesday sought “detailed” response from the Centre as well as states on issues ranging from adhering to COVID-19 guidelines on wearing of face masks and social distancing norms to implementation of fire safety guidelines in hospitals and nursing homes across the country. The top court was hearing a suo motu case registered by it to ensure proper treatment of COVID-19 patients in hospitals and dignified handling of dead bodies there. Recently, it also took cognisance of the fire incident in a designated COVID-19 hospital in Gujarat’s Rajkot in which several patients had died, raising the issue of lack of proper fire safety measures in hospitals across the country. A bench headed by Justice Ashok Bhushan asked Solicitor General Tushar Mehta, appearing for the Centre and the Gujarat government, to file detailed affidavits within three days on the issues such as enforcing of COVID-19 guidelines and fire safety

Cong suffers blow in Raj panchayat polls JAIPUR/NEW DELHI, DEC 9 (PTI): The ruling Congress in Rajasthan suffered a jolt with the BJP beating it in panchayat elections, an outcome which the winning party on Wednesday called a “farmers’ mandate” amid protests against the Centre’s new agri-marketing laws. The BJP bagged 1,989 of the 4,371 panchayat samiti seats while the Congress won 1852 with almost all results of the fourphase local government polls being declared. The CPI (M) bagged 26 seats, the RLP six and the Bahujan Samaj Party five. Independent candidates won 439 panchayat samiti seats. At the zila parishad level, BJP candidates won 353 of the 635 seats for which results were declared and the Congress got 252. Only one zila parishad seat result is yet to be announced in the election held across 21 of the state’s 33 districts. The BJP candidates are now in majority in 13

EU to secure borders against terror attacks Brussels, Dec 9 (AP): The European Commission wants member states to reinforce external border controls and police cooperation to better protect the 27-nation bloc from extremist attacks. As part of its CounterTerrorism Agenda unveiled Wednesday, the EU’s executive arm said an efficient detection of suspects at the bloc’s borders is crucial to guarantee European citizens’ security. Since the deadly Paris attacks five years ago in which fighters who had returned from Syria were involved, the EU has been repeatedly hit by extremist actions. In 2019, seven jihadist terrorist attacks were carried out in the EU, and twice that number of plots were thwarted by law enforcement. “Member states should urgently complete the modernisation of our external border management within the agreed roadmaps, with the ambition of developing the world’s most modern border management system,” the commission said.
European Commissioner for Promoting our European Way of Life Margaritas Schinas, left, and European Commissioner for Home Affairs Ylva Johansson.
Under the Schengen Information System regulations implemented two years ago, national authorities are already required to create alerts related to “terrorist offenses” and member states need to share information with Europol. “Despite the progress made, more work is needed,” said the commission, which plans to strengthen the EU agency for law enforcement with an increased budget and larger competences, including the possibility to issue its own alerts on foreign fighters. The EU’s executive branch also plans to work with member states to improve access to digital evidence and encrypted information used by criminals. The commission esti-
mates that 5,000 EU residents have traveled to Syria and Iraq to join jihadist groups, including 1,500 who are still in the area and could return with plans to hit European targets. “All those entering the EU, citizens or not, must be checked against the relevant databases,” said the commission, which will also propose that individuals who have been denied a firearm for security reason in one EU country can’t apply for a weapon in another member state. In its proposals, the commission urged EU countries to ensure the interoperability of their information systems and to share intelligence on foreign fighters in a bid to carry out efficient, systematic targeted checks.

Google and FB risk big fines under draft Aus news law Canberra, Dec 9 (AP): Google and Facebook would risk multimillion-dollar fines if they failed to comply with proposed legislation introduced into the Australian Parliament on Wednesday that would make the tech giants pay for journalism they display. Australian Treasurer Josh Frydenberg introduced the so-called News Media and Digital Platforms Mandatory Bargaining Code and revealed details of his plan for Australia to become the first country to force the digital platforms to compensate news media for journalistic content. “We are not seeking to protect traditional media companies from the rigor of competition or technological disruption, which we know benefits consumers,” Frydenberg told Parliament. “Rather, we are seeking to create a level playing field where market power is not misused and there is appropriate compensation for the production of original news content.” Details of the draft legislation will be scrutinized by a Senate committee before lawmakers vote on it next year. Breaches of the code,
such as failure to negotiate in good faith, would be punishable by a fine of 10 million Australian dollars ($7.4 million) or the equivalent of 10% of annual turnover in Australia. If a platform and a news business cannot agree on a price for news after three months of negotiations, a three-member arbitration panel would be appointed to make a binding decision for payment over at least two years. The panel would usually then accept in full either the platform or the news business’s final offer. In “very limited circumstances” when neither option is in the ”public interest,” the panel “may amend the more reasonable of the two offers,” government documents say. The bill does not specify how payment would be made. The platform and the media business could agree on a lump sum or regular payments based on the amount of news content used. Facebook and Google have said they would read details of the draft legislation before commenting. Facebook has previously warned it might block Australian news content rather than pay for it.
US lawmaker supports farmers agitating against farm laws in India WASHINGTON, DEC 9 (PTI): In the midst of a global pandemic, it is unsurprising that India’s farmers are worried about the impact of the recent agricultural reforms, a top American lawmaker has said, coming out in support of the agitating farmers who have been protesting against the new farm laws. Thousands of farmers from Punjab, Haryana and several other states have been protesting on various borders of Delhi since November 26, seeking repeal of three farm laws enacted in September. Dubbing these laws as “anti-farmer”, these farmers claim that the newly enacted legislations would pave the way for the dismantling of the minimum support price system, leaving them at the “mercy” of big corporations. However, the government has maintained that the new laws will bring farmers better opportunities and usher in new technologies in agriculture. “In the midst of a global pandemic, it’s unsurprising that India’s farmers are worried about the impact of recent agricultural reforms. As we know from our own experience in the US, citizens have every right to

protest peaceably, be accommodated and their concerns listened to,” Congressman Brad Sherman, Co-Chair of the Congressional Caucus on India and Indian Americans, said on Tuesday. “As chair of the Caucus on India & Indian Americans, I’ve proudly championed the close partnership between the world’s largest and oldest democracies. It’s a partnership built on both interests and values, including a shared dedication to human rights and freedom of speech,” he said in a series of tweets. India has called the remarks by foreign leaders and politicians on protests by farmers as “ill-informed” and “unwarranted”, asserting that the matter pertains to the internal affairs of a democratic country.
“The farmers yearning to be heard are another powerful example of how peaceful protest is just one of the many cherished democratic traditions binding our countries together,” Sharman said. Congressman-elect David G Valadao also supported Indian farmers. “As farmers peacefully make their voices heard, the Government of India has a responsibility to allow their citizens to exercise this right to assemble,” Valadao said. Farmer leaders have been firm on their demand for repeal of three new farm laws. They have claimed that the laws will benefit corporates and end the mandi system and the minimum support price (MSP) regime. The government has maintained that it is committed to the welfare of farmers and have presented these laws as major reforms for their benefits. A late-night meeting called by Home Minister Amit Shah ended in failure on Tuesday as farmer leaders rejected the government’s offer to amend new farm laws, saying they would settle for nothing less than the scrapping of the legislations, while many of them threatened to boycott Wednesday’s scheduled talks with ministers.
Russia accuses US-led West of attempting Pak lawmakers to resign en masse to paralyse govt: Rehman to ‘undermine’ its close relations with India New Delhi in the military and technical cooperation area (with Russia),” the top Russian diplomat added. In 2018, India and Russia announced that they have elevated their strategic partnership into a “special privileged strategic partnership”. In October 2018, India had signed a USD 5 billion deal with Russia to buy five units of the S-400 air defence missile systems, notwithstanding warning from the Trump administration that going ahead with the contract may invite US sanction. The S-400 - known as Russia’s most advanced long-range surface-to-air missile defence system - can destroy incoming hostile aircraft, missiles and even drones at ranges of up to 400 km.

US Supreme Court rejects bid to overturn Biden’s win Washington, Dec 9 (IANS): The US Supreme Court has rejected a challenge against President-elect Joe Biden’s victory in Pennsylvania. Republicans in the state wanted to overturn certification of the result, but justices rejected the request in a one sentence ruling, the BBC reported. It is a blow to President Donald Trump, who has previously suggested without evidence that the election result would be settled in the Supreme Court. Trump lost his bid for re-election last month. Since then, he and his supporters have launched dozens of lawsuits questioning the vote results. None have come close to overturning Biden’s victory. The Democratic candidate defeated Trump by a margin of 306 to 232 votes in the US electoral col-
lege, which chooses the US president. Biden won seven million more votes than the president nationwide. Pennsylvania’s Governor Tom Wolf has already certified Biden’s victory in the state. Under the rules of the electoral college, the state’s 20 electors will meet on December 14 to officially cast their votes for the president-elect. Republicans in the state, however, wanted to overturn Wolf ’s certification. The state’s top court had rejected their bid last week, which made them appeal to the US Supreme Court in Washington. Lawyers for the state and Governor Wolf criticised the case as “fundamentally frivolous”. “No court has ever issued an order nullifying a Governor’s certification of presidential election re-
sults,” they wrote. And on Tuesday the Supreme Court dismissed the suit. The one-sentence ruling did not even cover the Republicans’ allegations, reading simply: “The application for injunctive relief presented to Justice Alito and by him referred to the Court is denied.” Before, during and after the election, Trump has made unsubstantiated claims of electoral fraud and suggested that the result would eventually be decided in the Supreme Court. The president appointed three of the court’s justices during his single term in office. Most recently, he controversially placed conservative judge Amy Coney Barrett on the bench after the death of the court’s most liberal justice, Ruth Bader Ginsburg, just weeks before the election.
China, amid a deteriorating political row. Last week, Australia reacted angrily to a Chinese official’s post on Twitter which included a graphic, fake image of an Australian soldier killing an Afghan child. Australian Prime Minister Scott Morrison demanded an apology from Beijing, which was rejected.

The US, Japan, India and Australia had in 2017 given shape to the longpending proposal of setting up the “Quad” or the Quadrilateral coalition to counter China’s aggressive behaviour in the Indo-Pacific region. The US says Quad is not an alliance but a grouping of countries driven by shared interests and values and interested in strengthening a rules-based order in the strategically-important Indo-Pacific region. “At the same time the West is attempting to undermine our close partnership and privileged relations with India. Moscow, Dec 9 (PTI): Russian Foreign Minister Sergey Lavrov has accused the US-led West of attempting to “undermine” Russia’s close partnership and privileged relations with India. Speaking at a meeting of the state-run think-tank Russian International Affairs Council via a video link on Tuesday, Lavrov said the West is seeking to reinstate the unipolar world order that would include all states but for Russia and China with which it would deal later. “’Poles’ like Russia and China are unlikely to be subordinate to it. However, India is currently an object of the Western countries’ persistent, aggressive and devious policy as they are trying to engage it in antiChina games by promoting
Islamabad, Dec 9 (PTI): The political crisis in Pakistan has deepened after an 11-party Opposition alliance announced that their lawmakers will resign en masse by the end of this month from parliament to paralyse the government and force Prime Minister Imran Khan to call early snap polls. The decision was taken after the Pakistan Democratic Movement (PDM), an alliance of 11 Opposition parties formed in September this year to overthrow Prime Minister Khan’s government, held a marathon meeting in Islamabad. PDM chief Maulana Fazlur Rehman announced on Tuesday night that a consensus was reached on resigning from parliament. “All lawmakers will submit their resignation letter to their party chiefs by

While US President Donald Trump and President-elect Joe Biden topped the list, BTS was one of two musicians to be among the top 10 most tweeted about global figures, with the other being American rapper Kanye West. Twitter added that a tweet of BTS member Jungkook covering a song by US musician Lauv in May was the second most retweeted tweet worldwide this year at over 1.6 million times, following the tweet of American actor Chadwick Boseman’s passing. In a bid to reform, Windies cites Indian SC verdict on BCCI New Delhi, Dec 9 (IANS): Over five years after the Supreme Court of India declared the Board of Control for Cricket in India (BCCI) as a public body discharging public functions, West Indies cricket has taken cue from the Indian apex court’s observation and has classified Cricket West Indies (CWI) in the same bracket. A task force established under the chairmanship of Don Wehby -- a former Jamaican minister and business executive who was invited by CWI to undertake a review of the corporate governance framework and to recommend changes to enhance stakeholder trust and ensure more transparency and accountability -- has quoted the Supreme Court of India’s observation in its report. “In its strategic planning over the past decade, CWI makes reference to the inclusion of critical stakeholders in its governance structure. That suggests implicitly a recognition of the fact, and law,
that cricket is a public good in the region and that CWI carries out a public function,” the Wehby Report says. “...we consider it highly pertinent, and therefore quote as applicable to West Indies cricket, the statement of the Supreme Court of India in its ruling that cricket is a public good in India, with CWI holding a status commensurate with that of BCCI pronounced upon by the court,” adds the Wehby Report before it mentions the entire order of the Supreme Court of India. “As noted repeatedly by the Supreme Court in India, cricket is a public good, and therefore its management and control
is a public function. CWI should exercise that public function on behalf of the people of the region as a public good. Despite its stated commitment to the transformation of the governance of CWI to one which truly and effectively carries out a public function, CWI remains a privately-run entity. While CWI has vacillated and resisted change, West Indies teams have descended to the bottom of the international rankings and CWI has moved from crisis to crisis financially,” the report further adds. The report observes that CWI is facing criticism and a lack of confidence and support from public and stakeholder groups across the region. “CWI is approaching the mid-way point of its 2018-2023 strategic plan and its finances remain unfavourable with the reality of cyclical revenue flows and diminishing sponsorship opportunities. It faces criticism and a lack of confidence and support from the public and stakeholder
groups across the region including governments,” the report says. Retired Chief Justice of India RM Lodha, the architect of the BCCI reforms that led to a new constitution, told IANS, “This is actually basic template for good governance and good management of cricket. It brings accountability, brings transparency, and it brings the stakeholders, i.e. the public at large, at the forefront because it is their interest which is taken care of at every stage.” Lodha admitted that implementation has been a problem in India. “When SC accepted
(the reforms), our point of view was already vindicated, but it is the implementing agencies that are creating havoc. They are not honestly implementing it. Otherwise SC, in the first order of July 18, 2016, accepted every word of it,” he said. The Wehby report also says that most of the cricket boards, including India’s, have reformed their boards’ governance structures. However, the Windies task force looks at Cricket Australia, England and Wales Cricket Board and New Zealand Cricket primarily as it deems them more pertinent to CWI.

Mumbai beat Chennaiyin 2-1 in ISL
NEW DELHI, DEC 9 (AGENCIES): Mumbai City FC picked up their fourth consecutive win as they edged past Chennaiyin FC in their fifth match of the Indian Super League (ISL) season on Wednesday at the GMC Stadium, Bambolim. Jakub Sylvestr had handed Chennaiyin the lead in the 40th minute but Hernan Santana (45+4’) and Adam Le Fondre’s (75’) strikes sealed three points for the Islanders. Four changes were made by Sergio Lobera in the Mumbai lineup which defeated Odisha in their last match. Amey Ranawade, Hernan Santana, Raynier Fernandes and Adam Le Fondre replaced Mohammed Rakip, Mehtab Singh, CY Goddard and Bartholomew Ogbech. Csaba Laszlo, on the other hand, made two changes in Chennaiyin starting eleven. Injured Anirudh Thapa was replaced by Germanpreet Singh in midfield and Fatkhullo Fatkhuloev came in for Esmael Goncalves on the right flank.

Parthiv Patel retires from all forms of cricket
New Delhi, Dec 9 (IANS): Wicketkeeperbatsman Parthiv Patel on Wednesday announced his retirement from all forms of cricket. In a social media post, Patel said he is “bringing the curtains down on an 18-year-long cricketing journey”. Patel, who made his international debut at the age of 17 in an away Test series against England in 2002, played 25 Tests, 38 ODIs and two T20Is for India, his last international appearance coming in team’s famous Test win in Johannesburg in January 2018. He was also part of the squad when India won their maiden Test series in Australia in 2018-19. “On this day, as I pause and reflect to assess how far I have come, the biggest wish I have is for my father to have been standing beside me, at the closure of my journey as a cricket player, as he has through most of my life and career,” Patel said. “Today, I announce my retirement from all forms of cricket and as I bring down the curtains on this 18-year-old cricketing journey, I feel heavier with gratitude towards many,” he added. Apart from playing for India, Patel led Gujarat to the Vijay Hazare Trophy in 2015 as he scored a matchwinning maiden List A
Parthiv Patel century in the final against Delhi. He outdid that achievement the next season, when he made 143 against Mumbai to help Gujarat pull off the highest successful run-chase in a Ranji Trophy final. “The BCCI showed a generous amount of confidence and faith in a 17 year old boy to play for India. I have enormous gratitude towards them for being a guiding force and hand holding me, in the formative years of my young career,” Patel said in his social media post. “I am full of gratitude to The Gujarat Cricket Association, my home, for solidly rallying around me throughout my journey, and the leadership role conferred upon me couldn’t have been more joyous and fulfilling than our team winning all formats of the game,” he added. The left-handed batsman scored over 11,000 r uns in 194 first-class games, with 27 centuries and 67 half-centuries.
Chennaiyin’s intensity dropped drastically in the second half as Mumbai commanded proceedings. Unlike the first half, the Islanders were proactive in their attacking third. Mumbai finally took the lead in the 75th minute thanks Adam Le Fondre’s strike. A long free-kick from Jahouh was kept in play by Borges inside the box and Boumous nudged it with his head towards an unmarked Le Fondre who comfortably placed the ball into the net. The Marina Machans went all out after conceding and had come agonisingly close to equalise in the final second of the match when Jakub Sylvestr had a free header to convert from Crivellaro’s cross but the ball went wide by inches. Lobera’s men remain at the top of the league table with 12 points from five matches while Laszlo’s side remained on the eighth position with four points from as many games. Man Utd crash out of UCL; Ronaldo outshines Messi
New Delhi, Dec 9 (Agencies/AP): Manchester United are out of the Champions League as early as the group stages as the Premier League giants suffered a shock 2-3 defeat to German side, RB Leipzig, in a crucial Group H encounter away from home on Tuesday. According to India Today, United have finished below Leipzig and Paris Saint-Germain as they slipped out of contention for a knock out berth. Ole Gunnar Solskjaer’s men could have progressed even if they had secured a draw on Tuesday but Leipzig sealed the deal early with 2 goals inside the first 13 minutes. Justin Kluivert’s strike in the 69th minute made it 3-0 but Leipzig had to overcome a late comeback from Manchester United to seal a memorable win. Bruno Fernandes penalty in the 80th minute gave Manchester United a ray of hope which was amplified after Paul Pogba’s header two minutes later. However, United ran out of steam as they kept searching for an equaliser without much success. Under-fire boss Solskjaer pointed out that coming back from behind is not easy at Champions League even as United fans were hopeful of another fightback following their comeback-from-behind wins over Southampton and West Ham United at the Premier League.

Juventus beat Barca 0-3 at home Chelsea held by Krasnodar Referee implicated in match-fixing case
Meanwhile, Cristiano Ronaldo scored a brace to help Juventus beat Barcelona 3-0 and secure the top spot in Group G. Ronaldo scored from the spot twice as he faced his arch-rival, Lionel Messi, for the first time since joining the Turin-based side in 2018. All eyes were on the latest chapter of the famed rivalry between Ronaldo and Messi. The duo was expected to meet earlier this year in their early-campaign fixture in Turin but Ronaldo was ruled out of the fixture after he contracted Covid-19. On Tuesday, Ronaldo was switched on as he not only led the attack from the front but was often seen tracking back. Towards the end of the one-sided encounter, Ronaldo tracked back and dispossessed Messi before leading a counter-attack. It was a humiliating defeat for Barcelona at home as the La Liga giants’ problems continue under new boss Ronald Koeman. The Catalans are 9th on the league table with just 4 wins in their first 10 matches. However, both Juventus and Barcelona have sealed a place in the knockout stages of the Champions League, finishing the group stages tied on 15 points each.
A second-string Chelsea side was held 1-1 at home by Krasnodar in the Champions League on Tuesday, in a match where there was little at stake. Jorginho converted a penalty four minutes after Rémy Cabella had put Krasnodar in front. Chelsea had already qualified for the knockout stage as Group E champion, while Krasnodar knew it would finish third and play in the Europa League. It was still a surprise at Stamford Bridge when Cabella gave Krasnodar the lead with a tidy finish in the 24th minute. Chelsea was punished for standing off the visiting attackers in the area, with center backs Antonio Rüdiger and Andreas Christensen far too tentative. Chelsea hit back almost immediately, however, with Jorginho burying a penalty in his trademark fashion to level at 1-1. The Italy midfielder slotted home after Tammy Abraham was fouled by Krasnodar defender Kaio. It was Jorginho’s first penalty since missing in the 4-0 win in Krasnodar, in a failure that cost him Chelsea’s main spot-kick duties.
Czech referee Pavel Kralovec, who officiates in the Champions League, has been implied in a local match-fixing scandal, Czech media Pavel Kralovec said Wednesday. The case involves former Czech Football Association (FACR) deputy head Roman Berbr, who has been in custody over suspected match-fixing since October. Citing police wiretaps, the DNES broadsheet said Berbr had called Kralovec ahead of July’s Czech Cup final, in which Sparta Prague beat Slovan Liberec 2-1 to reach the Europa League group stage. “Very simply, I need just one political thing, OK? You will understand. Josef Krula stopped by on Monday,” Berbr said, according to the wiretap. Krula is Sparta’s sports manager and a former referee. Kralovec, who answered that he did understand, came under fire after the game as he had notably refused to send off Sparta midfielder Martin Frydek for stepping on an opponent, despite calls from the video referee.
PSG, Basaksehir players walk off after alleged racism by match official
London, Dec 9 (Agencies): The Champions League clash between Paris Saint-Germain and Istanbul Basaksehir was abandoned on Tuesday night as both sets of players walked off after fourth official Sebastian Coltescu was accused of racism. The Group H encounter was suspended midway through the first half after Pierre Webo, Basaksehir’s black assistant manager, vehemently protested a decision on the touchline. As the referee came over, footage appeared to show Coltescu identifying Webo by saying: ‘The black one over there. Go and check who he is. The black one over there, it’s not possible to act like that’. It is believed Coltescu said ‘negru’, the Romanian word for black. A furious Webo heard this and immediately accused Col-

tescu of racism. He had to be restrained by other members of the coaching staff as he was shown a straight red card. According to French outlet RMC Sport, Webo’s red card has since been suspended by UEFA and he can be on the touchline on Wednesday for the rearranged fixture should he wish to be. Ex-Chelsea
striker Demba Ba, a substitute for the Turkish side, charged in the direction of Coltescu to question why he had used the word to identify Webo. He said: ‘You never say “this white guy”, you say “this guy”, so why when you’re mentioning him... listen to me... why when you mention a black guy, why do you say “this black guy”.’
