Sensational murder shocks Dimapur

DIMAPUR, DEC 18 (NPN): Dimapur city was rocked by a sensational murder, when the body of one of its prominent citizens- Kevi Zakiesetuo- was found dead near the boundary wall close to his office of his residence, ‘Zakiesetuo Manor’ on Tuesday at 11:50 am. Late Kevi Zakiesetuo was 59 and is survived by his wife Suvivono and four children. Born in Khonomoa, late Kevi Zakiesetuo was a member of Dimapur Town Committee, former president of Dimapur District Congress Committee and also former member of All India Congress Committee (AICC) and Nagaland Pradesh Congress Committee (NPCC) . Late Kevi had also contested the assembly election in 2003 on a Congress ticket. The funeral service will be held at late Kevi Zakiesetuo’s residence near DDSC stadium at 2:30 pm on December 19. KIPHIRE, DEC 18 (NPN): In a tragic incident, at least three persons were killed and two others suffered severe injuries when a Mahindra Bolero in which they were travelling met with an accident near Pfutsero under Phek district at around 1:30pm Tuesday. Out of the five occupants, three died on the spot while two injured were rushed to Naga Hospital Authority Kohima (NHAK). The cause of the accident could not be ascertained till the time of filing this report. The deceased have been identified as Paul Asangba Sangtam of Litsaowng village, Antony Tsangmong Tikhir of Pokphur village and T Seliba Sangtam of Langkok village. Injured person Simon Tsisemong Sangtam has been kept in the ICU while his minor daughter was also admitted in the same hospital. Owning to late receipt of information, family members could trace the accident spot around 4 pm. Police and administration from Kiphire, Pfutsero and Kohima and well wishers from nearby villages helped in retrieving the dead bodies.

The inquest report revealed a laceration on the head suspected to have been inflicted by a blunt object. As for the time of murder, Limasunep said the post mortem reports were awaited. Assuring citizens that the police will leave no stone unturned to unearth the truth, Limasunep also appealed to the family of the deceased and citizens of Dimapur to have faith in Dimapur police. der since investigation had only begun. “We do not rule out any possibilities and we are making all efforts to deliver justice,” Limasunep reiterated. mysterious circumstances, and asserted that the machinery of the state government would leave no stone unturned to ensure that justice is delivered. In a condolence message, Rio said late Zakiesatuo has been personally known to him for several years and considered him to be a friend. As a political leader, the chief minister said late Zakiesatuo was an approachable person who had a sincere commitment to serve the people, especially the weaker sections of society. He was a prominent and recognized personality of Dimapur and has positively contributed towards the betterment of the city in several ways, Rio said. “We will always remember him with fond memories and his contributions will continue to impact the society in the years to come,” said the chief minister. In his untimely demise, Rio said the society has lost a loved leader and Dimapur has lost a precious citizen, adding that the vacuum left by him will be difficult to fill and “we will all miss him dearly.”

KOHIMA, DEC 18 (NPN): In line with state government’s policy for restricting the use of plastics in Nagaland, the chief minister Neiphiu Rio has urged the villagers to produce more traditional handicraft items especially to reduce plastic use in the state. The chief minister told villagers during his maiden visit to the 11 Northern Angami-II A/C villages after he was elected to the 13th Assembly unopposed this year. Rio visited Rusoma village, Dihoma, Gariphema and Kijümetouma village on December 17, 2018. 6 detained in Mkg for LPG pilferage Case against govt for violating electricity rules DIMAPUR, DEC 18 (NPN): Nagaland Electrical Contractors’ Union (NECU) has filed a writ petition before Gauhati High Court seeking issuance of appropriate writ or order or direction on the State government not to energise Super Market at Kohima as the electrical work was carried out by a civil contractor in total violations of the Indian Electricity Rules, 1956 and government’s standing orders. In a statement, NECU president Kevichulie Chadi and general secretary HS Rotokha explained that contractors were aggrieved by a work order dated August 8, 2012 in which electrical works were assigned to a non-registered electrical contractor without estimate. They alleged that the work order was awarded to M/s Golden Traders, which was not registered as an electri(Cont’d on p-11) cal contractor in the electri-
cal inspectorate of the State. The duo pointed out that the contractor that bagged the order illegally had still not completed the electrical work, and that the external connection was still not done. The union claimed that the chief electrical inspector had earlier asked the urban development director not to allow anyone to do any electrification work other than by a registered electrical contractor. The chief electrical inspector also stated that electrical works should be allotted only to bona fide holders of identity cards issued by the electrical inspectorate. Further, the power commissioner & secretary (vide an order dated 12.09.2007) had also specified that wiring work should be carried out by an electrical contractor licensed or recognised by the chief electrical inspector. And, on completion of the work,
a test certificate by the electrical contractor should be submitted to the power department while applying for power connection, the union added. NECU said Section 45 of Indian Electricity Rules, 1956 under clause (2) provided that no electrical installation work carried out in contravention of sub-rule (1) should either be energised or connected to the works of any supplier. The release claimed that the union had already submitted a representation to the authority concerned pleading not to give clearance to energise for the electrical work – “Re-Construction of Super Market Kohima” – as per the norms and rules of the Indian Electricity Rules, 1956. DIMAPUR, DEC 18 (NPN): Mokokchung superintendent of police (SP) has assigned Special Operation Team (SOT) of police a special task of checking alleged pilferage of LPG cylinders, following discontentment among customers. Accordingly, SOT of Mokokchung police has started checking, frisking and monitoring movements of LPG-laden trucks. The move followed suspicion by the customers of a foul play as the cylinders available in the market sold by the agencies seemed to be weighing lighter than the normal actual weight. Meanwhile, in a press release, the SP claimed that, acting on specific inputs, an SOT team found two LPGladen trucks parked on the road suspiciously for quite some time near Mongsenyimti village on the early morning of December 15.
NEW DELHI, DEC 18 (PTI): The Union transport ministry has asked states to facilitate acceptance of driving licence and other documents like vehicle registration certificates in electronic format by enforcement agencies. Vehicle owners can also show their documents like driving licence, RCs and insurance certificates through mobile apps like Digilocker and mParivahan app, the Road Transport and Highways Ministry said Tuesday while issuing a Standard Operating Procedure (SOP) to states. The enforcement agencies like traffic and transport departments can simultaneously access these details from eChallan app, which has data for online verification of vehicle and its licence status, it said. The move is aimed at doing away with the handling of documents physically by enforcement
When the SOT personnel approached these trucks, they found the drivers and helpers doing a pilferage of the LPG cylinders. The SOT seized 181 caps, four pockets of sealing caps, three refill nozzles used for siphoning off gas from the filled cylinders to empty cylinders and Rs 54,000 in cash from their possession. All the six persons were detained and the two trucks loaded with LPG cylinders, along with the seized items, were brought to Mokokchung police station I for further investigation. A case has been registered under sections 285/336/407/420/379/34 of IPC and Section 7 o Essential Commodities Act. The district police chief claimed that the arrested persons admitted of committing the crime of siphoning off filled LPG cylinders to refill empty

Later, the nozzle was disconnected after the desired amount of gas was extracted. After that, the cylinders were secured with cylinder caps and seals, he explained.

The enforcement agencies can simultaneously access these details from eChallan app, which has data for on-line verification of vehicle and its license status, it said. “Off-line verification of mParivahan QR Code is also available on this platform. The enforcement agencies can use normal android mobile apps for this purpose. This is irrespective of whether the state has implemented Vahanl Sarathi
or not, provided the data from these states are regularly updated in the National Register. The enforcement agencies can also carry out complete challaning operation including tagging of the Driving Licence or the Certificate of Registration for impounding or suspension,” it said. This step is likely to benefit both the enforcement agencies as they need not physically handle any document, their office need not maintain any inventory or record, and the citizens as they will escape harassment to collect document after the payment of compounding fees as the challan when disposed would automatically update the record in the Database, it said. “This fast, transparent and accountable system will also ensure real-time availability of offence status to the transport and traffic enforcement officers and the citizens,” it added.
DIMAPUR, DEC 18 (NPN): Public Health Engineering Department (PHED) has informed all the registered consumers at Dimapur town that department was not in a position to supply water because the main pipeline of 300mm diameter conveying water supply to Dimapur town from Chumukedima Water Treatment Plant has been damaged during construction of four-lane works of NH-29. In a press release, PHED Dimapur urban division executive engineer Vikeduolie stated that process of laying the new pipelines would start once the National Highway levelling works were completed. In this regard, the executive engineer has requested consumers of Dimapur town and adjoining areas to bear with the department for the inconvenience caused.
DIMAPUR, DEC 18 (NPN): In a major development, NSCN (Reformation) Tuesday announced the expulsion of its ‘army chief ’ Jackson Pochury for his alleged anti-social and anti-national activities. According to a statement issued by ministry of infor mation (MIP), NSCN(R) claimed that the immediate provocation was Jackson’s alleged threat to the collective leadership of the organisation of dire consequences, which was serious issue as far as Naga yehzabo (constitution) was concerned. NSCN(R) claimed the second issue was violation of the organisation’s discipline B that stipulates that every member would be guided by moral sense of responsibility and uplift the moral standard of the country. The structure, provisioned for hosting tourists and guests has conference hall, kitchen, dining space, bedded rooms and suites. “The building can also be a source of income generation for the Khel youths,” the convenor said.

DIMAPUR: A lecture on late Dr. Talimeren Ao, in commemoration of his 100th birth anniversary, was held at Forest Colony Community Hall, Kohima on Tuesday. According to DIPR, the programme was organised by the Department of Youth Resource & Sports in collaboration with the Department of Information and Public Relations. Giving a brief introduction on late Dr. T. Ao, Youth Resource & Sports Officer (DYRSO) Chubarenla Longchari said that Dr. T. Ao captained the first free Indian football team to 1948 London Olympics. He was the Flag Bearer of the Indian contingents at the Wimbley Stadium, London during the opening
ceremony of the Olympics on July 29, 1948. She said that at a press conference in London, the Indian were asked why they played bare footed, where Dr. Ao replied “we play football in India, whereas you play bootball”, the British were impressed by the barefooted Indian footballers, which splashed in the newspapers of London in the next day. “Talimeren Ao, popularly known as Dr. T. Ao was born to Reverend Subong Wati Ningdangri and Maonsangla Chankilari in the then Naga hills of the individual state of Assam. From his early childhood, Dr. T. Ao displayed a strong inclination towards sports and athletic activities” she said. Chubarenla pointed
out that Dr. T. Ao displayed a strong inclination towards sports and athletic activities. He excelled not only in his studies, but also in football and other sports. In 1937, he was awarded the Best Sportsperson Trophy in the Inter High School tournament in Jorhat, and was the individual athletic champion of Cotton College for three consecutive years. He also won individual championship in athletics of Calcutta University in 1946 and 1947. “Dr. T. Ao played for Cotton College in the reputed Maharana Club of Guwahati till 1942. Assam okays Rs 600 cr farm loan waiver

Guwahati, Dec 18 (PTI): The BJP government in Assam has approved Rs 600 crore farm loan waiver which it said will benefit around eight lakh farmers of the state, a move that comes in the backdrop of debt woes of farmers becoming a major issue in the run up to the Lok Sabha elections. The decision was taken at a cabinet meeting held on Monday night. Assam is the third state to waive farm loans in the last few days after the newly formed Congress governments in Madhya Pradesh and Chhattisgarh announced it on Monday. States which have earlier waived farm loans are Karnataka, Maharashtra, Uttar Pradesh and Punjab. According to the Assam government scheme,
it will write off 25 per cent loan of farmers up to a maximum of Rs 25,000 of all farm debts, state government spokesperson and Parliamentary Affairs Minister Chandra Mohan Patowary said. The waiver will be for all the loans taken through Kisan Credit Card (KCC) and from PSU banks, he said. The government has also sanctioned an interest relief scheme which will enable around 19 lakh farmers to take loans at zero interest from the next financial year, he said. “The debt relief scheme for farmers will waive 25 per cent of all loans taken till now. The benefit will be up to a maximum of Rs 25,000. This scheme will immediately benefit around eight
lakh farmers,” he said. Due to these schemes there will be an additional burden of Rs 600 crore on the state exchequer this fiscal. “For the next fiscal, we will have to do budgetary provision for the schemes,” Patowary said. The cabinet also approved subsidy up to Rs 10,000 to incentivise farmers if they take loan from KCC. “There will be interest relief scheme of up to four per cent for farmers. There will be interest relief from the state government so that farmers get crop loan at zero interest from next financial year,” Patowary said adding that around 19 lakh farmers across the state are expected to take the benefit of it. The Congress, Left and other parties have been tar-
geting the BJP-led central government over the issue of farm distress. The principal opposition made farm loan waiver a major electoral issue in the recent Assembly polls in which it wrested power from the BJP in Madhya Pradesh, Chhattisgarh and Rajasthan, Congress president Rahul Gandhi said on Tuesday that he will not let Prime Minister Narendra Modi sleep until all farms loans have been waived, while Prime Minister Narendra Modi had on Sunday blamed the Congress for the agrarian crisis in the country. The newly for med Congress governments in Chhattisgarh and Madhya Pradesh had waived farm loans within hours of being sworn in. In other decisions, the Assam cabinet enhanced the state Freedom Fighters’ pension from Rs 20,000 to Rs 21,000. The meeting also approved the formation of a Micro and Small Enterprises Facilitation Council to help the growth of MSME sector in the state, the minister said. The government also sanctioned Rs 32.72 crore loan from National Cooperative Development Corporation for revival of a jute mill at Nagaon, he added.

Itanagar, Dec 18 (IANS): Union Minister for Road Transport and Highways Nitin Gadkari is likely to lay the foundation for national highways projects worth Rs 9,533 crore in Arunachal Pradesh on Thursday, officials said on Tuesday. To be accompanied by Arunachal Pradesh Chief Minister Pema Khandu and Minister of State for Home Affairs Kiren Rijiju, Gadkari would inaugurate bridges across Dibang and Lohit river in Roing. “The total length of this project is 30.95 km and cost Rs 1,508.30 crore,” officials said, adding the Minister will also inaugurate the recently two-laned, 25.14 km Mahadevpur to Buri Dihing section of NH-52 B, constructed

Aizawl, Dec 18 (PTI): Lalrinliana Sailo of the ruling Mizo National Front (MNF) was Tuesday elected as the Speaker of the Mizoram Assembly. Pro-tem speaker Lalrinawma declared Sailo as elected unopposed as the opposition parties did not field any candidate. Sailo said that in a deviation from the past, supplementary questions in the Assembly would now be allowed even if the minister concerned is absent to reply to the queries. The minister in-charge of any department can authorise another minister to reply on his behalf, he said. “It was earlier practised that no supplementary questions were allowed when the minister in-charge of the department was absent,” he said. Sailo said that he did not find any clause in the rules of procedures of the state legislature that bars a minister, who is not incharge of the department, to reply to questions. Lalduhoma to vacate Aizawl West-I seat
Aizawl, Dec 18 (PTI): Zoram People's Movement (ZPM) leader Lalduhoma, who won from two seats in the recent Assembly elections, would vacate the Aizawl West-I constituency seat, the party said Tuesday. Lalduhoma would retain the Serchip seat, a ZPM press statement issued here said. It said that ZPM block leaders of the Serchhip and Aizawl West-I were consulted by the party high command before the decision was made. A meeting of the ZPM caucus on Monday decided that in view of the future of the party, it would be better to retain the Serchhip seat, the statement said. Lalduhoma, who was the chief ministerial candidate of the ZPM during the hustings, defeated five-time chief minister Lal Thanhawla, in the latter's home turf in the November 28 Assembly polls. Lal Thanhawla had won from the Serchhip seat seven times since 1984 and lost only once in 1998. Lalduhoma also defeated sitting legislator and former minister K Sangthuama of the Mizo National Front (MNF) in the prestigious Aizawl West-I seat.

Manipur observes Minorities Rights Day

IMPHAL, Dec 18: Minorities Rights Day, hosted by Manipur State Minorities Commission (MSMC), was observed in Imphal’s Chandrakirti auditorium on Tuesday. Speaking on the occasion, chief minister N Biren Singh stressed the need for a concerted effort of all section of the society to ease the notion of differentiating majority and minority among the communities living in Manipur.
The state government has constituted a state level committee with representatives from all political parties in the state as members in order to identify weakness areas of the minorities. The committee has been entrusted to identify developmental needs at the minority dominated areas and suggest the government the work needed to be done for their upliftment, he added. He said that the state government was set to take up various developmental
works under a pilot project in minority dominated areas of the state in order to breach the gap. Lilong (in Thoubal district) being the most important minority area of the state, works for the said project would be taken up first at the locality, he added. The developmental works would be extended to other minority areas as well in due course of time, he said. As part of this new initiative of the government, a market shed worth Rs
4.30 crore exclusively for Meitei-Pangal (Manipuri Muslim) womenfolk would be constructed at Lilong. The foundation stone for the same would be laid as soon as possible, the chief minister informed. The chief minister further announced that around 1500-2000 minority families have been identified to provide benefits under PMAY housing scheme. In order to provide skill development training to minority youths, Industrial Training Institute (ITI), Lilong would be upgraded to an advanced skill development training centre, he added. Mizoram to have dry Christmas and New Year Aizawl, Dec 18 (Agencies): Mizoram is set for a dry Christmas and New Year with the new Mizo National Front government’s decision to designate December 21 to January 14 as dry days as it looks set to bring back prohibition. Imposing total prohibition in the Christian majority state was one of the poll promises of MNF. “We have decided to immediately stop sale of alcohol by gover nment agencies. As for the private players, it is not possible immediately and we need legislation that will take some time. So as an interim measure we have decided that December 21 to January 14 will be dry days,” chief minister Zoramthanga told Hindustan Times after a cabinet meeting on Tuesday. “During this period of dry days, we hope to complete formalities and bring in legislation. If we are able to bring it, then the problem will be solved. If we cannot, than the dry days could continue,” he said. “MNF always stood for prohibition. It is the Congress which lifted it the last four years,” he said.

The BJP leader’s accusations came when he said the Supreme Court verdict on Rafale deal showed that there was no scam in it and that Congress president Rahul Gandhi has been spreading lies about the Narendra Modi government. The Congress got the opportunity to rule the nation for more than five decades, but it proved to be the most corrupt party in the country, Sonowal told a press conference. “Right from Pandit Nehru regime to the last Manmohan Singh regime, if you go through the history of Congress, in every tenure you will discover corrupt practices, either in this deal or that deal,” Sonowal alleged. However, he did not specify any corrupt practice allegedly involved by Congress governments.

On the Assam government’s demand for reverification of the National Register of Citizens (NRC) draft, he said it was made after following reports that some ‘suspected’ names are there in the complete NRC draft on June 30. “After publication of the NRC draft, many organisations and parties levelled allegations that some illegal immigrants’ names are there in the list. To verify this, we sought approval from the Supreme Court to permit re-verification of at least 20 per cent samples,” the Assam chief minister said.
Tripura restricts creation of new govt jobs Manipur to set up fish feed manufacturing mill
Agartala, Dec 18 (PTI): Tripura government has imposed a set of restrictions on the creation of new government jobs and advised abolition of vacant posts, in case new posts are created. A memorandum issued by the Finance Department on Monday stated that Tripura already has the highest level of government employment in the country, in proportion to its population. Tripura has roughly 200,000 government employees, including 60,000 pensioners. The estimated population of the state is 4,000,000. “The need for this provision arises due to the fact that salaries and wages constitute the largest item of expenditure and it is absolutely necessary to exercise financial prudence and discipline while com-
mitting expenditure under these heads. “Hence, whenever a department submits a proposal for post creation, it should be accompanied by a proposal for surrender/abolition of posts with equivalent financial implications, the memorandum signed by Chief Secretary L K Gupta, who also holds the Finance portfolio, said. Restrictions were imposed on filling up of vacant posts saying all government departments must ensure that no process of filling up vacant posts is initiated without prior concurrence of the Finance Department and violation of the newly laid out plans would invite disciplinary action against concerned officers, it said. “Some departments have a wrong notion that the Finance Department
has unlimited funds for salaries and wages and that it is their entitlement to fill up all the vacant posts and create new ones. This is not the case,” the memo said. The Department of School Education has violated these instructions and was asked to explain their action. Earlier this year, the department announced recruitment in over 14,000 teaching positions to fill up vacancies, that were to be created by the retirement of 10,323 school teachers, who were terminated by the Supreme Court in 2017. As per the new rules, the Finance Department would monitor expenditure on salary and wages by each department on a monthly basis and impose cuts from non-salary budget for departments which exceed their approved funds.

Manipur requires 52,000 metric tonnes of fish to be self sufficient against the 32,000 metric tonnes of fish produced by the state in a year. Heavy rain hits search operation in M’laya coal mine Shillong, Dec 18 (PTI): The search operation launched to trace trapped miners in Meghalaya’s East Jaintia Hills district took a hit on Tuesday due to strong winds and heavy rain, police said. The miners were reportedly trapped in the illegal coal pit on December 13 with district authorities making futile attempts to locate them over the past six days. They are now feared dead as water from a nearby river has been gushing into the 370-feet-deep pit. A top police officer said the exact number of miners trapped inside the pit is yet to be ascertained. “With the identification of one more victim, the number of trapped miners rose to 14. As the mine operators did not maintain a log book, it is difficult to ascertain the exact figure,”
Superintendent of Police (SP) S Nongtynger told PTI. One person, identified as Krip Chullet, has been arrested so far pertaining to the case. Chullet was allegedly involved in hiring labourers, overseeing the work and sending them down the shaft. The SP said that “incessant rainfall affected Tuesday’s operations as the approach road leading to the mine was not accessible”. The administration is planning to deploy more pumps to flush out water from the mine, he said. “Only two pumps were in service today. Authorities are planning to use more pumps as there was no sign of dip in the water level. Divers can get in only after the water level subsides,” Nongtynger said. The National Disaster Response
Force teams, which are involved in the rescue operation, along with the Meghalaya Disaster Response Force, have suggested the district administration to ask the Oil Natural Gas Corporation to deploy submersible water pumps to reduce the water level. The Meghalaya government on Monday sought the Union Home Ministry’s help to rescue the miners. “I have spoken to the Union Minister of State for Home Affairs Kiren Rijiju and requested him to send in more professional teams and the best equipment they have,” Chief Minister Conrad K Sangma told mediapersons on the sidelines of a programme here. The union minister, he had said, has taken up the matter with experts and soon more assistance would arrive at the accident site.
Tai Ahoms call blockade over naming of bridge
Guwahati, Dec 18 (IANS): A week ahead of the scheduled inauguration of the Bogibeel bridge, Tai Ahom organisations on Tuesday called for a road blockade near the bridge demanding that it be named after Chaolung Siu-ka-pha, the founder of the erstwhile Ahom Kingdom of Assam. The call for the road blockade comes a day after the Assam government wrote to the Northeast Frontier Railway (NFR) to name the bridge as “Birangana Sati Sadhani Setu”, named after Chutia community queen Sati Sadhani. There cannot be a better choice as he was the one who united all the communities living in this land to constitute the greater Assamese society,” said a senior leader of Ahom Sabha. Prior to the state government’s announcement, general secretary of the All Assam Chutia Students Union, Mohen Bora had
threatened that several youths from the community will jump into the Brahmaputra river from the Bogibeel Bridge on the day of its inauguration if their demand was not met. Meanwhile, the Deuri community has also demanded that the bridge be named after their leader Bhimbor Deuri. Several Mising organisations said that the bridge should be named after Swahid Kamala Miri and justified that most of the people who had given their lands for the bridge are from Mising community. Earlier, BJP MLA from Dibrugarh constituency, Prashanta Phukan had demanded that the bridge be named after former Prime Minister Atal
Behari Vajpayee for his concern for the people of the northeast. While former Prime Minister H.D. Deve Gowda laid the foundation stone of the bridge in 1997, Vajpayee inaugurated the construction works of the bridge in 2002. Prime Minister Narendra Modi is scheduled to inaugurate the bridge on December 25. The bridge will not only connect the Dibrugarh and Dhemaji districts, but is also of strategic importance to India as it will significantly enhance the nation’s ability to transport troops and supplies to Arunachal Pradesh. Built at a cost of around Rs 5,920 crore, the 4.98-km long structure is India’s longest rail cum road bridge.

The mill is to be installed in line with government’s target of Manipur achieving self-sufficiency in fish production by 2022 and to boost the fish farmers of the state in enhancing fish production, MH Khan said. The raw material for manufacturing the feed will be bought from the farmers of the state under a policy of the state fisheries department. The department has already made necessary arrangement to give loan to 2500 farmers to produce the raw materials. State agriculture department will be responsible for providing and selecting the loan to the farmers. The agriculture department will encourage farmers in
cultivating maize and other crops which will be used in manufacturing the fish feed, he added. The state farmers are currently producing around 32,000 metric tonnes of fish in a year which is 40% short of the demand, said the additional chief secretary. In order to fill the gap, the state fisheries department has also taken up steps to train the farmers and understand their problems to expedite and reach the goal, he said. The additional chief secretary was addressing a news conference held at the Durbar Hall of chief minister’s secretariat. State fisheries director Bidyarani Devi and director of agriculture Ph Rajen also attended the conference. The fisheries director said that Manipur has 56 hectare of water area avail-
able for fish farming. The current rate of fish production -1,500 kg per hectare per year needs to be improved, she added. “We need to expand the area (water bodies) to produce more fishes, so that the goal of being a self sufficient fish producer by 2020 is achieved,” she said. Agriculture director Ph Rajendro said that his department had already

started identifying fields which were not productive in rice cultivation but will be beneficial to the farmers if they cultivated maize and other crops like soya bean. The department is also planning to create awareness to the farmers in hill districts engaging in jhum cultivation to grow maize instead of rice to increase their productivity, added Rajendro.

fter 34 years, the quest for justice by the families of the ghastly anti-Sikh pogrom in 1984 has ended with the life sentence awarded to former MP and senior Congress leader Sajjan Kumar by the Delh High Court on December 17. Sajjan Kumar, 73, was convicted in the killing of five members of a family in Raj Nagar and the torching of a gurdwara in Delhi on November 1, 1984. He has been told to surrender by December 31. Officially at least 3,000 people were killed by anti-Sikh mobs in response to the assassination of Indira Gandhi by her Sikh bodyguards. Independent sources estimate the number of deaths at about 6000 to 8000. The horrors of the anti-Sikh riots haunt the survivors, many of who lost all their loved ones in the most inhuman manner. Those who orchestrated the murder and mayhem in leading murderous thugs, were not only some leaders of the Delhi Congress but also from other communities who cut across political ideological lines. The brutality of the violence was like a re-enactment of the Hindu-Muslim riots during the days of partition. What happened in Delhi on October 31,1984 and a few days following, exposed the existence of an inherent character of some breed of people for whom communal hatred and murder are just forms of expression. The law and order machinery failed to respond because those in-charge chose not to stand in the way of powerful politicians and goons who belong to the ruling party. According to eyewitness accounts, the Delhi police was not only conspicuous by its absence but also eventually encouraged and even indulged in violence. Media reports went as far as to point out that more police was in charge of Indira Gandhi’s funeral procession than of the security of Sikhs. Despite curfew bands of murderous thugs continue to prowl the streets of Delhi ferreting helpless Sikhs. The army was deployed only on the afternoon of November 1,1984 but abstained from using fire against rioters. The action of the Delhi Police was nothing short of being accomplices to the murder and mayhem. It was reported that the police even disarmed Sikhs who tried to protect themselves and their relatives by force. Some Sikhs were either handed over to mobsters or sent back home unprotected. There were serious allegations that police refused to record people’s complaints and FIRs (First Information Reports) after the pogrom. Even if the complaints were recorded, it was alleged that they were done in such a manner that the reports were useless for prosecution. The Nanavati Commission report had also pointed out that there was ample material to show that no proper investigation was done by the police even in those cases which were registered by it. Some noteworthy observations from the issue is about how the state and media belittle such crimes. First, the tragedy is being described as ‘anti-Sikh riots’ and the general interpretation that the violence was the result of a spontaneous outburst of popular anger and grief of Indian citizens over the assassination of Prime Minister Indira Gandhi. The killings were not riots but ethnic cleansing and the violence was not spontaneous anger but hidden virus that surfaces. The anti-Sikh pogrom is a forerunner of the anti-Muslim pogrom in Gujarat in 2002. While trying to hit the Congress over Sajjan, the BJP should also not forget its own role in Gujarat and how its leaders had also been charged with involvement in the violence. The difference is that Congress has accepted its role in 1984 whereas BJP continues to deny its role in 2002

If you are sensitive to God’s way, your message as His servant will be merciless and insistent, cutting to the very root. Otherwise, there will be no healing. We must drive the message home so forcefully that a person cannot possibly hide, but must apply its truth. Deal with people where they are, until they begin to realize their true need. Then hold high the standard of Jesus for their lives. Their response may be, “We can never be that.” Then drive it home with, “Jesus Christ says you must.” “But how can we be?” “You can’t, unless you have a new Spirit” (see Luke 11:13). There must be a sense of need created before your message is of any use. Thousands of people in this world profess to be happy without God. But if we could be truly happy and moral without Jesus, then why did He come? He came because that kind of happiness and peace is only superficial. Jesus Christ came to “bring…a sword” through every kind of peace that is not based on a personal relationship with Himself.

ith much persuasion as a stakeholder I take this opportunity to share my thoughts for the welfare of the department. The success of any task or activity depends upon the quality of preplanning and whether accomplish or not the objective must be attempted to solidify. To start with a strong monitoring mechanism is imminent in the School level and a rational commitment is needed from all the stakeholders. In my 20 years of continuous selfless attachment in Service Association work like ANSTA & NSEAOA what I personally observed is a logical working system is in the offing particularly management policies at all level and emphatically requires more inputs on academic interest. And to achieve its goal a tangible policy is impending to formulate through the blessing of political will to improvise its traditional tag. In this regard I would like to lay down the following humble suggestions as a measures for improvement of academic acceleration towards qualitative education in the department. 1. Teachers Registry may be installed digitally so as to maintain the actual position of the required Teachers in the GPS, GMS, GHS across the State to balance the staffing pattern and also to check the excess and shortage Teachers in the School. While it can also help in reckoning the actual vacancies caused to be filled up without any discrepancies. 2. Teachers Code with

a Working Gown or Working Identity Card may be introduced to Teachers for public recognition in honoring as Professionals. And by doing so it will incline to prevent from manipulative practices of keeping proxy Teacher in the School. 3. Teachers recruitment policy may be taken up on regular basis or conduct at least twice in a year to avoid all sorts of frequent agitation/ strikes for want of backlog service regularization which is endless that hampers the daily classroom routine time and again. 4. And it requires a major amalgamation in this sector to carry forward an effective and sustainable teaching learning process which can enable the child to pursue higher education at all level because that is the gate way of building the child’s educational future career. 5. An Academic Cell for Primary and Elementary Education may be separately function in the Directorate and promote supervision and monitoring the academic performance of the GPS and GMS in particular. Divisional / District level to upkeep the continuity of coordinating in managing their establishment courteously because these are correlated functionaries as far as administrative aspects are concerned. 8. Teachers Award may be streamlined by giving responsibility to the Heads of the School to identify only deserving genuine Teachers and not by the individual Teachers concerned to initiate by himself/ herself to be awarded. The number of State Teachers Award may be fixed
and distributed to all the District on quota wise to do justice to all teaching community in the State. Besides due facilities be accorded and their services can be fully utilized as an outstanding meritorious Teachers in the department. 9. As far as possible Teachers training can be of an oriented motivational teaching learning skill and preferably during vacation so as not to disturb the regular classes. 10. The different formats related to State School Employees bio data/ particulars may be limited to only one and formulate as Unified School Education Format (USEF) inclusive of all expected requirements to fill in such as Staff position, Students enrolment and other physical related matters like building, classrooms, offices, furniture’s, fencing, toilets, safe drinking water etc enabling for accessibility use by DoSE, NBSE, SCERT through data base to do away filling of numerous School formats. 11. ith the year coming to end, many private schools in Nagaland demands that parents pay the full school fees for 3-4 months for their children till December. But why such demands are made by the month of September/October every year and yet no one gives a damn about such unjustified and forceful request or order one can say. For many Nagas raising such an issue is matter of pride and prestige no matter even if their income could not meet such demands. While it is a dream of every parent to let their children study in best schools, say the least, in a good one, these demands seems somewhat unjustified. Parents and guardians are usually informed by the month of September to pay the school monthly fees straight for the 3-4 months, like for example, September to December. While some even demand that the fees are paid till the month of January next year. But on the other side, do these private schools understand the plight of the parents of the children who are mostly from the middle and lower classes? For those parents who are well to do and from wealthy backgrounds, things like these are of no issue of importance to them but there are thousands of parents of school children studying in private schools in Nagaland who are meeting ends meet and earning their livelihoods with meager salary or income with great difficulty for sustenance. For those parents who have a single child or two it maybe not much a burden for them, but for the parents who have more than that, the time of this year is really a harrowing period and a nightmare. One’s income must be in 6 or 7 digit figures to meet this demand. The department of school education and the student organisations should be aware of this trend put some corrective measures at the earliest to lighten the burden of many parents whose children are studying in private schools. Many schools are hiking the schools fees every year. There should be some controlling agency to monitor it. In other states, the hike of school fees is done only after the consent of the parents and guardians or state education authorities but in our state it is khushi-khushi of the school. Also the admission done once at the start while joining the school is enough which are said to be a practice in other states but in Nagaland one has to do the admission every year. Mumbai hosp blaze toll rises to 8

Mumbai, Dec 18 (PTI): The death toll in the blaze in a government hospital here rose to eight Tuesday, while 176 injured people, including three firemen, are being treated in different hospitals across the city, an official said. The deceased include a six-month-old girl. Among those admitted, almost 25 are reported to be critical while 26 were discharged after primary treatment, said the official of the Brihanmumbai Municipal Corporation’s (BMC) disaster management cell. The 325-bed ESIC (Employees State Insurance Scheme) Kamgar Hospital at Marol in suburban Andheri was constructed in 1970s. Police and hospital authorities have vacated the building, he added. While six people had
died in the blaze on Monday, two more succumbed to their injuries later in different hospitals, the official said. Nearly 375 people, including patients and visitors, were in the five-floor hospital during visiting hours when fire and smoke were reported on its fourth floor around 4.03 pm on Monday, according to a fire brigade official. “The fire was extinguished at 7.35 pm, and hospital authorities shut down the facility till further notice,” he said. “Most of the deceased, including the six-month-old child, died due to suffocation,” he said. Several women who recently delivered babies managed to save their newborns by rushing out of the building while wrapping the children in their arms, he said.
The building’s glass facade posed a hindrance as it blocked air passage and firemen had to break the glasses on all the floors to evacuate those stranded inside, he said. Milind Ogle, the deputy chief fire officer of the MIDC area, said the hospital doesn’t have the final no-objection certificate for fire compliance. “The hospital applied for the final NOC a fortnight ago for its under-construction building adjacent to the old structure that caught fire,” he said. “When our team visited the hospital to inspect the conditions for fire compliance, it found certain shortcomings in the installations and it was communicated to the hospital administration,” Ogle said. While reviewing fire compliance norms for the new building, the team also noticed some lacunae in the old hospital building, he said. “So we refused to issue the full and final fire NOC to the old building also,” he added. Bhubaneswar, Dec 18 (PTI): Rainfall, coupled with squally winds, lashed several parts of Odisha Tuesday under the impact of Cyclone Phethai that barrelled through coastal Andhra Pradesh. The India Meteorological Department (IMD) has forecast isolated heavy to very heavy rainfall in south Odisha and heavy rainfall in western region till Wednesday as the cyclonic storm weakened gradually. “The depression over north coastal Andhra Pradesh moved in northnorth-east direction and we a k e n e d i n t o a we l l marked low pressure area and lay over north-west and adjoining west-central Bay of Bengal and Odisha Tues-
day morning,” Director of the Meteorological Centre here, H R Biswas said. It is likely to weaken further into a low pressure area during the next 12 hours, he said. While inclement weather affected normal life in many parts of south and western Odisha, no casualty was reported, a senior official said, adding power supply was disrupted in some areas. As many as 11,600 people were evacuated in Gajapati district even as houses ravaged by Cyclone Titli in October are yet to be fully repaired, a senior official at the Special Relief Commissinor’s (SRC) office said. nerable blocks in Gajapati district have been accommodated in safer places. The official said relief camps have been opened and evacuated people are being provided food and other essentials. “We shifted the people because it is dangerous staying in half-constructed houses during the calamity,” the official said. A weary looking bespectacled Ansari in a jacket, muffler and a pashtun cap, was welcomed by his parents, Nehal and Fauzia, who were waiting at the border along with a large contingent of India-Pakistan friendship activists and officials. Stepping on to the Indian side, the 33-yearold along with his family knelt down and touched the soil of his motherland with their foreheads. As Ansari, stood up, he first hugged his mother and then embraced his father in an emotional reunion. The three were then whisked away by the authorities without allowing any small talks with the media. Pakistan had alleged that Ansari, an engineer, was an “Indian spy” who illegally entered the country. Islamabad accused him of involvement in anti-state crimes, forging documents, and jailed him.
Govt working to simplify GST, says Modi Mumbai, Dec 18 (PTI): Indicating that further simplification of the Goods and Services Tax is on the anvil, Prime Minister Narendra Modi said his government wants to ensure that ‘99 per cent things’ attract sub-18 per cent GST slab. Before implementation of the GST, registered enterprises only numbered 65 lakh, which has now risen by 55 lakh, Modi said, addressing the Republic Summit here. “Today, the GST system has been established to a large extent and we are working towards a position where 99 per cent things will attract the sub-18 per cent GST slab,” Modi said. Modi indicated that the 28 per cent slab of GST
would only be restricted to a few select items, such as luxury goods. The Prime Minister said the effort will be to ensure that 99 per cent of all items, including almost all items used by the common man, would be kept at a GST slab of 18 per cent or less. “We are of the opinion of making GST as smooth as possible for the enterprises,” he said. “In earlier days, the GST was framed according to the existing VAT or excise tax structures exercised in those respective states. (With) the discussions held from time to time, the tax system is getting improved,” Modi said. “The country was de-
manding GST for decades. I am pleased to say that GST implementation has removed contradictions in the trade market and efficiency of system is improving. The economy is also getting transparent,” Modi said. Even a small tax reform in developed countries is not easy, he said. Modi also spoke of his government’s commitment to root out corruption. “Corruption had been taken as a new normal in India. It was ‘Chalta hai’. Whenever anyone used to speak up, someone would say, ‘This is India. This is how it is’,” Modi said. “Why should it be like this,” he said. When companies

Silver, however, fell by Rs 85 to Rs 38,315 per kg due to reduced offtake by industrial units and coin makers. Traders said a firm trend overseas as a slide in the dollar and equities raised precious metal’s appeal as a safe haven investment, mainly pushed up gold prices. Besides, fresh buying by local jewellers at domestic spot market supported the upside, they added. Globally, gold traded 0.16 per cent higher at USD 1,248.20 an ounce in New York. Silver too was up 0.20 per cent to USD 14.77 an ounce.

New Delhi, Dec 18 (Agencies): Nearly 91 percent of all spam calls in India in 2018 (January to October) were made telecom service providers, the Financial Express reported citing a Truecaller report. Interestingly, telemarketing, which is often pointed fingers at when customers get spammed, constituted just 2 percent of the spam calls in 2018, down from 13 percent in 2017. Spam calls from telecom companies have increased drastically in 2018 compared to last year when they accounted for 54 percent of the total number. A bill in this regard could be moved in the ongoing Winter Session of Parliament and would clarify that the changes in the two Acts are being made through the principal Aadhaar law. Under the amendments, an Aadhaar holder can opt for offline verification through QR code and will not require to share actual Aadhaar number. The Supreme Court had struck down Section 57 of the Aadhaar Act that made seeding of the biometric ID with SIMs and bank accounts mandatory, saying it had no legal backing. To overcome this lacuna, the Telegraph Act is being amended to provide legal backing for the issuance of mobile SIMs through Aadhaar.
Similarly, the amendment to the PMLA will give individuals option to link their bank accounts to Aadhaar in the KYC option. Under the amendments, the government has proposed an imprisonment of up to 10 years for attempting to hack Aadhaar data. Currently, the punishment for this offence is 3 years. Sources further said a child who has been enrolled for Aadhaar through his/ her parents will have an option to opt out of Aadhaar database after attaining the age of 18 years. Also, action will be taken against accountable individuals in case they deny any service for want of Aadhaar, as per the proposed amendments. The apex court in a landmark judgment had held constitutional validity of Aadhaar for the distribution of state-sponsored welfare subsidies but ruled that it cannot be made mandatory for opening bank accounts or providing mobile-phone connections. The ruling followed petitions by activists and lawyers citing privacy concerns.
New Delhi, Dec 18 (PTI): A fresh cadre review and restructuring of the Income Tax Department has been ordered by the government with an aim to create a “caring but strict” direct taxes regime in the country. The Central Board of Direct Taxes (CBDT), that frames policy for the I-T Department, on Monday ordered creation of a 12member committee of senior officials to accomplish the task within the next three months. The development assumes significance as another committee or task force to draft a new direct tax law to replace the existing Income Tax Act is already a work in progress and it has been asked by the government to submit its report by February 28. The new committee to undertake cadre review and restructuring of the department has been given a specific four-point charter to follow. A copy of the terms of reference of the committee has been accessed by PTI and it said the panel will suggest ways to “organise the I-T Department in a manner which will further promote compliance with direct tax laws through caring tax payer service and

New Delhi, Dec 18 (PTI): The Cabinet on Monday approved amending the existing laws to provide legal backing for seeding of biometric ID Aadhaar with mobile numbers and bank accounts as an optional KYC after the Supreme Court barred mandatory use of 12-digit unique identifier by private firms, sources said. The Cabinet headed by Prime Minister Narendra Modi approved amendments to the Telegraph Act and the Prevention of Money Laundering Act (PMLA) after the Supreme Court in September imposed restrictions on the use of Aadhaar by private companies. “Private entities using Aadhaar as a KYC document will have to ensure safety and privacy of the Aadhaar data,” a source said. Sources said the two Acts will be amended to provide for voluntary sharing of the 12-digit identification number for obtaining new mobile phone connections and for the opening of bank accounts.
Mumbai, Dec 18 (PTI): The Indian rupee Tuesday rallied by a whopping 112 paise, its best single-day gains in over five years, to settle at 70.44 against the US dollar as softening crude oil prices eased concerns over India’s current account deficit expansion. Besides, sustained selling of the American currency by exporters and banks as well as the greenback’s weakness against its key rivals globally ahead of the US Fed policy decision Wednesday also helped the domestic unit scale further heights. The Brent crude, an international benchmark, was trading 2.26 per cent lower at USD 58.26 per barrel, a 14-month low. At the Interbank Foreign Exchange (forex) market, the rupee opened on a firm note at 71.34 from. It gained further ground to hit a high of 70.44, a massive climb of 112 paise over its previous closing. The Indian currency had gained 34 paise to close at 71.56 against the US dollar Monday. The Tuesday’s 112 paise ascent marked the best day for the rupee since September 19, 2013, when

Beijing, Dec 18 (AP): China will never pursue hegemony, President Xi Jinping said Tuesday as global concerns persist over the country’s growing economic influence. During a speech to mark 40 years of market reforms, Xi repeated China’s commitment to a multilateral trading system and further opening of its economy. However, he did not announce any new initiatives to counter a slowing economy and trade frictions with the United States. The Chinese leader said China would not develop “at the expense of other countries’ interests.” China’s expanding footprint worldwide — from Asia-Pacific to Africa and beyond through a broad network of infrastructure projects called the Belt and Road Initiative — has led some nations to raise the alarm over what they call China’s long arm of influence, which has been criticised for being political as well as economic. SEOUL, Dec 18 (Agencies): One of South Korea’s largest human rights groups will strip Myanmar’s de facto leader Aung San Suu Kyi of its 2004 prize because of her “indifference” to the atrocities against the Rohingya minority, organisers said on Tuesday (Dec 18). Suu Kyi was unable to receive the Gwangju human rights award at the time because she was under house arrest by the military junta.
Her party has since taken office in Myanmar and the Nobel Peace Prize winner holds the title of state counsellor, but the one-time champion of democracy has been widely accused of apathy or complicity in the plight of the Rohingya. The United Nations has warned the Muslim minority continues to be targeted in an “ongoing genocide”. “Her indifference to the atrocities against the

Three others abstained -- the Dominican Republic, Eritrea and Libya. Much like the Global Compact for Safe, Orderly and Regular Migration -- the refugee pact is not legally binding. The two global agreements stem from the socalled New York Declaration adopted unanimously by the UN General Assembly in September 2016, with the goal of better handling migrant and refugee flows worldwide. The compact -- written under the auspices of the Geneva-based UN refugee agency (UNHCR) -- hopes to ensure an adequate international response to largescale refugee movements and extended displacement of refugees. DIMAPUR: Agriculture Technology Management Agency (ATMA) Wokha, Chukitong Block conducted various activities on Decembers 12 and 13, at Chukitong and Koio respectively. The various activities conducted were “mobilization of Farmers Group (SHG)”, where “Zeno Therapy Okho (SHG) was formed consisting of 13 members. A press release from BTM Chukitong, Abeni Patton stated that “demonstration on use of neem oil” was conducted at Nyanbemo’s pea garden by Nzani, ATM, Chukitong Block. During the demonstration, she explained on the names of various insects such as Aphids, white flies, mealy bugs, moth, cabbage worms, etc which can be controlled by spraying of neem oil. She demonstrated spraying of neem oil on Aphids that were present on pea. Later “fishery farm school” was established at Chukitong with Nyanbemo as the farm school teacher. After the programme neem oil was distributed to the farmers and oil cakes and fishing
net given to the farm school. Altogether 26 farmers (13 SHG and 13 farm School members) and three ATMA officials attended the programme. Meanwhile, mobilization of Farmers Group SHG was conducted on December 13, where “mhonka SHG” was formed consisting of 12 members. “Demonstration on use of Bio-fertilizers” was also conducted where ATM Chukitong Block, Zajamo, demonstrated on the seed treatment of Bio-fertilizers such as Azotobacter and phosphotika on radish seeds. He also told them about seedling and soil treatment with Biofertilizers. Later on “Training on preparation of Liquid dish wash” was also conducted by BTM, Chukitong Block, Abeni Patton. After the programme, biofertilizers such as Azotobacter and Phosphotika , seeds of Radish and materials for preparing liquid dish wash was distributed to the farmers. Altogether 12 farmers and 3 ATMA officials attended the programme.

Further, an Oil Palm Farm School was set up with Vitozhe Sema, a progressive farmer whose farm is spread over eight hectares as the farm teacher. Won’t let PM sleep until all farm loans waived: Rahul
New Delhi, Dec 18 (PTI): Addressing the country’s distressed farmers directly from outside Parliament, Congress chief Rahul Gandhi Tuesday said he will not let Prime Minister Narendra Modi sleep until all farm loans are waived. In a stinging attack on what he described as crony capitalism, Gandhi said the government has turned a blind eye to the loans given to 15 top industrialists of the country, including Reliance’s Anil Ambani, but made no effort to alleviate the woes of the farmers in the last four years. “ We p r o m i s e d t o waive loans in 10 days. In two states, we did it within six hours and we would do it in the third state very soon,” he told reporters outside Parliament. He was referring to the Congress’ newly-formed governments in Madhya Pradesh and Chhattisgarh fulfilling promises made ahead of the assembly polls and waiving loans on Monday. A Congress government, led by Ashok Gehlot, was also sworn-in in Rajasthan. Gandhi said the recent win of the Congress in Rajasthan, Madhya Pradesh and Chhattisgarh is the

victory of the poor, the farmers, the youth, labour and small shopkeepers. “Modi ji has been prime minister for 4.5 years, but has not waived a single rupee of farmers’ loans. I want to tell you that the Congress party and other opposition parties will unite till all farm loans are waived. We will stand up and fight against them, we will not retract a single inch, we will not let him (PM) sleep at night, till the time Indian farmers’ loans are waived. “I want to give this message and tell the farmers that this country is yours and not of 15-20 industrialists. That injustice being done to you, despite the hard work and toil that help provide food to the country. Your voice does not reach and we will help do it. We have done it in three states and you
remember that we will exert pressure on Narendra Modi to waive farm loans,” he said. Issuing a challenge to the prime minister, Gandhi said, “If the Modi government does not waive farm loans, we guarantee to waive farm loans if voted to power in 2019.” He said a united opposition will exert “such pressure on Modi that not a single farmer will be left out”. “The Congress and other opposition parties are behind you. You don’t worry. Your work is being done,” he told the farmers. He also claimed that the loans of friends of Modi and BJP president Amit Shah had been waived. Alleging that Rs 3.5 lakh crore was waived for 15 people, including for Anil Ambani, he said poor people and small shopkeepers were on one side and the group of industrialists on the other. He assured the people that the Congress and all other opposition parties would stand by them. Cartoons don’t hurt, they have healing power: Modi Mumbai, Dec 18 (PTI): Prime Minister Narendra Modi Tuesday suggested that a case study of the socio-political history of last four to five decades by way of cartoons be taken up by a university in Maharashtra. He said cartoons do not hurt but have a “healing power”. He was speaking after launching a coffee table book, titled “Timeless Laxman”, on the life and times of renowned cartoonist late R K Laxman, who was known for his iconic caricature of ‘The Common Man’. Fadnavis and Governor C Vidyasagar Rao were also present at the event. “I would like to tell Chief Minister Devendra Fadnavis to see if any university in the state can do a case study of the sociopolitical history through the medium of cartoons. The base can be Laxman’s works,” Modi said. He said Laxman’s cartoons were the “easiest way of teaching social science”. “Laxman was not just an individual but a fundamental thread that held together crores of common people and their hearts,” he said. Referring to the video that was being circulated in social media, the SP clarified that Longkumer agency’s was not involved in all these, even as he appealed to all to refrain from circulating the video. He, however, added that the police were looking into the angle of negligence on the part of the stakeholders on the matter. The SP also advised customers and the public in general to be more vigilant and report to the nearest police station immediately, if they had any information or suspected LPG pilferage. He said the customers needed to be more cautious in future by weighing cylinders before buying from distributors to prevent such incidents. Asking the distributors to be more cautious while receiving and selling the LPG consignments as it was their responsibility to check the consignment thoroughly as per the existing guidelines to avoid and detect pilferages during the transportation, the SP said they should report to the nearest police station, if there was any pilferage. During December last year, Mokokchung Police had arrested two persons for alleged LPG pilferage in Zunheboto-bound LPG trucks. And to prevent commission of similar crimes in the future, the SP asked both customers and dealers to be more vigilant and cautious, while extending cooperation to the police in addressing the issue.

NSCN(R) explained that it had accepted Jackson as lieutenant colonel from NSCN (Unification) in December 2015 and unanimously decided to elevate him to the highest rank in Naga Army set-up and conferred him with major general rank within a short time simply because it wanted minor tribes to lead the nation. NSCN(R) appealed to other Naga revolutionary governments and organisations not to entertain such unreliable person as accepting him would only disgrace the nation. “Naga people are moving towards ultimate unity and reconciliation with a comprehensive solution from Government of India, and entertaining such a person will only lead to misunderstanding and confusion,” the statement added. Meanwhile, NSCN(R) directed Jackson to hand over all “government properties”, including firearms, vehicle and other documents through some NGOs, within a week. The organisation said the expelled leader was possessing two identified arms – .32 pistol and M16 – provided by GPRN for his security. The organisation also urged Naga Army personnel “misguided by Jackson” to come back and report to its president.

BJP calls for patience on Ram temple
New Delhi, Dec 18 (PTI): The CBI has booked two Army officers for allegedly taking bribes of over Rs 82 lakh from a civilian supplier in the procurement of rations for troops posted in Nagaland, officials said Tuesday. The action has been taken on a complaint from Brigadier Rajiv Gautam posted at the headquarters of the Army’s 3 Corps. Lt Col Amit Sharma and Lt Col Sutikshan Rana, officers of the Army Service Corps, received bribes worth Rs 82 lakh between 2012 and 2016 from a supplier of ration, according to the complaint, which also stated that the figure might increase. Sharma was commanding officer of the Army Service Corps (Supply) Type ‘C’ at Dimapur from July 27, 2012, to October 15, 2014, while Rana held the position from October 16, 2014, to September 10, 2016. The Army had carried out a court of inquiry during which it was found that Rs 82 lakh were allegedly paid to these two officers by Jai Prakash Singh, a contractor, it said. During a sevenmonth-long preliminary enquiry, the CBI managed to established alleged payments of Rs 10 lakh and Rs 3.40 lakh from Singh to Sharma and Rana, respectively, the officials said. The payments were made through bank deposits of third parties known or close to the family members of Sharma and Rana, they said.
Can a murder convict be kept indefinitely in jail, asks HC
New Delhi, Dec 18 (IANS): The Delhi High Court on Tuesday sought to know whether a person can be kept in jail indefinitely for committing a murder, even if he has already served the sentence. A bench of Justices Siddharth Mridul and Sangita Dhingra Sehgal raised the query while hearing a plea filed by former youth Congress leader Sushil Kumar Sharma, who is serving life term in the 1995 murder of his wife Naina Sahni. Asking whether a person could be allowed to be kept in jail indefinitely for the offence of murder, the bench observed it is a human rights concern of the prisoner and termed the issue as “very serious”. Sharma is seeking release after having undergone nearly 29 years of incarceration. The Sentence Review Board has rejected the plea of Sharma seeking premature release, saying that he had been convicted for brutal killing of his wife. The high court bench pointed that the Supreme Court, while commuting death penalty to life imprisonment to Sharma, had clearly observed that “the medical evidence does not establish that the dead body of the deceased was cut”. “The second post-mortem report states that no opinion could be given as to whether the dead body was cut as dislocation could be due to burning of the body.

The weather is likely to improve from Wednesday morning in West Bengal as the well-marked low pressure will further weaken into a low pressure system and move to the north-eastern states, where it will cause heavy rain at isolated places, the Met department said. The weatherman forecast light to moderate rain in most places of Gangetic West Bengal and in some places of Sub-Himalayan West Bengal. New Delhi, Dec 18 (IANS): While global coal demand looks set to rise for the second year in a row in 2018, it is forecast to remain stable over the next five years as declines in Europe and North America are offset by strong growth in India and Southeast Asia, the International Energy Agency (IEA) said on Tuesday. Air quality and climate policies, coal divestment campaigns, phase-out announcements, declining costs of renewables and
abundant supplies of natural gas are all putting pressure on coal. As a result, coal’s contribution to the global energy mix is forecast to decline slightly from 27 per cent in 2017 to 25 per cent by 2023, IEA’s market report ‘Coal 2018’ said. But coal demand grows across much of Asia due to its affordability and availability. New Delhi, Dec 18 (IANS): A Delhi court on Tuesday granted bail to Manoj Prasad, an alleged middleman in a corruption case involving Central Bureau of Investigation (CBI) Special Director Rakesh Asthana. Special CBI judge Santosh Snehi Mann granted bail to Prasad, observing that no purpose would be served by keeping him behind bars. Granting him bail on a personal bond of Rs 1 lakh with two sureties of the like amount, the court directed him to not leave the country without the permission and also mandated him to report to the CBI every Monday. The CBI had on October 15 registered a case against Asthana for allegedly receiving a bribe of Rs 2 crore from one Sana Sathish Babu which was given through two middlemen -- Manoj Prasad and Somesh Prasad -- to wreck the probe against meat exporter Moin Qureshi. Manoj Prasad was arrested on October 17. CBI’s Deputy Superintendent of Police Devender Kumar, who is accused of falsifying records of the corruption case, was arrested on October 22. Kumar was granted bail by a trial court on October 31.

New Delhi, Dec 18 (IANS): After the “Happiness Curriculum” in schools, the Delhi government will now launch “Entrepreneurship Curriculum” from next session to groom students to become job providers and not seekers, Education Minister Manish Sisodia said on Tuesday. Talking about curriculum at the first convocation of Indira Gandhi Delhi Technical University for Women, Sisodia said it will be designed in a way to train the students to think of becoming entrepreneurs and help them select thier college-level courses accordingly. “We had launched the Happiness Curriculum in government schools. Now we will launch the Entrepreneurship Curriculum from the next session for secondary and senior secondary students,” he said. New Delhi, Dec 18 (PTI): As Hindutva organisations mount pressure on the Centre for a law to build a Ram temple in Ayodhya, two senior union ministers-Rajnath Singh and Nitin Gadkari--Tuesday called for patience and favoured the construction at the disputed site through mutual consent. Gadkari also asserted that the demand for the Ram temple is not a “communal or religious” issue while Rajnath Singh, the union home minister, counselled patience when some party’s MP’s wanted to know the government’s stand at the meeting of the BJP parliamentary party. Hindutva organisations, including the Rashtriya Swayamsewak Sangh(RSS), have in the last few months intensified their demand for an early construction of the temple, with many of them, including the Sangh chief Mohan Bhagwat, pitching for a law to facilitate this. Rome, Dec 18 (Agencies): Pope Francis on Tuesday condemned nationalist leaders who blame migrants for their countries’ problems and themselves fostered mistrust in society by pursuing dishonest gain and xenophobic and racist policies. Sanaa, Dec 18 (IANS): A ceasefire between Yemen’s warring parties went into effect at midnight on Tuesday in the strategic port city of Hodeidah. T h e c e a s e f i r e wa s reached on December 13 in Stockholm after a round of UN-sponsored talks -- the first direct talks in more than two years between representatives of Yemen’s internationally recognised government, which Saudi Arabia supports, and the Iranian-backed Houthi rebels, reports CNN. The agreement stipulated an immediate ceasefire in Hodeidah, the besieged rebel-held port city which is an entry point for 70 per cent of foreign humanitarian aid into the country. The UN has described Hodeidah as a “lifeline” for Yemen’s war-ravaged population.

London, Dec 18 (AFP): British ministers met on Tuesday to intensify plans for leaving the European Union without a deal -- a prospect that is becoming more likely as Prime Minister Theresa May plays for time with just 101 days to go until Brexit. The opposition Labour Party meanwhile faced refusal over its request for a no-confidence motion in May and growing pressure to table a binding vote against the government. Kerala Blasters part ways with James
Kochi, Dec 18 (Agencies): Kerala Blasters have finally decided to end their association with David James. The Men in Yellow have been on a winless run in the 2018-19 season of the Indian Super League “(ISL) for 11 matches after winning their opening game against ATK. This is the second season running when the Blasters have decided to sack the coach mid-way through their campaign. Last season, Rene Meulensteen, who was the former Manchester United assistant coach, was shown the door after a notso-good start. Under David James, Kerala have amassed a mere nine points from 12 matches where they drew six, lost five and were victorious just once. IPL auction: Chakravarthy fetch big money; Yuvraj finds a buyer at last Jaipur, Dec 18 (PTI): Unheralded architecttur ned-cricketer Var un Chakravar thy Tuesday fetched a sensational bid of Rs 8.4 crore, more than 40 times his base price, before veteran Yuvraj Singh finally found a buyer at the IPL players’ auction that had an unmissable Caribbean flavour to it. Chakravarthy, with a base price of Rs 20 lakh, went to Kings XI Punjab after a bidding war that also involved Delhi Capitals, Chennai Super Kings and Rajasthan Royals. KXIP, who had the maximum money going into the auction, also spent big on England all-rounder Sam Curran, buying him for Rs 7.2 crore, the most for an overseas player on Tuesday. Yuvraj fans must have also heaved a sigh of relief when the 37-year-old was bought by Mumbai Indians for his base price of Rs 1 crore after going unsold initially. Medium pacer Jaydev Unadkat became a millionaire once again with a Rs 8.4 crore bid from Rajasthan Royals but the spotlight was firmly on Chakravarthy, the 27-year-old mystery spinner from Tamil Nadu who gave up a career as freelance architect to pursue cricket. The 23-year-old, who came with a base price of Rs 75 lakh, went for Rs 4.20 crore to KXIP. Delhi Capitals paid Rs 2 crore and Rs 50 for Rutherford and Keemo Paul while Royals bought Thomas for Rs 1.1 crore. Amongst other Indians, spinner Axar Patel (Rs five crore), pacer Mohit Sharma (Rs five crore) and Mohammad Shami (Rs 4.8 crore) were the other names to fetch big bids. The high-profile unsold players were Cheteshwar Pujara, Brendon McCullum, Shaun Marsh, Chris Woakes and Dale Steyn.
Manchester United sack coach Mourinho Lo n d o n, D e c 1 8 (IANS): Jose Mourinho has been sacked as the manager of English Premier League team Manchester United, the club announced on Tuesday. United are currently sixth in the league table, 19 points behind leaders Liverpool. “Manchester United announces that Jose Mourinho has left the club with immediate effect,” the club said in a statement. The Portuguese coach joined the side in 2016 and led them to victory in the Europa League and League Cup in his first season in charge. The 55-year-old led the 20-time English champions to second place last season, but has overseen a disappointing start to the current campaign, in which they have won just seven of their opening 17 matches while racking up five defeats and five draws. They were also eliminated from the League Cup by second-tier Derby County, although they did manage to qualify for the Champions League Round of 16, where they will face French champions PSG.

Laurent Blanc The former France international and manager is well respected at United having spent his final two years as a player at Old Trafford. Blanc became France manager in 2010. PSG followed, where he won 11 trophies in three seasons. Ryan Giggs One of the greatest players ever to represent United, Giggs spent four games as United’s interim manager after David Moyes was sacked in 2014 and two years as van Gaal’s assistant. He left United when Mourinho was appointed in 2016 and would be a popular appointment with the fans.
