NEW DELHI/IMPHAL, DEC 20: The Centre has rushed around 4,000 paramilitary personnel to Manipur in the wake of violence following economic blockade on National Highways connecting the state. While around 1,500 paramilitary personnel were rushed in to Manipur in last two days, around 2,500 paramilitary were dispatched to the state last week, a senior Home Ministry official said today. The security personnel were sent to Manipur keeping in view the security situation in the state in the wake of violence following the economic blockade imposed by the Union Naga Council (UNC) on two National Highways since November 1. With ethnic passions running high in Manipur, various organisations have condemned the act of communal violence unleashed by mobs who waylaid vehicles and buses transporting Nagas and torching them in a senseless act of retribution against the UNC spearhead-

NSVDBA keeps stir in abeyance DIMAPUR, DEC 20 (NPN): Nagaland State Village Development Board Association (NSVDBA) has announced that its proposed agitation has been kept in abeyance following the effort of the responsible department and the SBI to release the wages at the earliest. The association had warned to protest across the state in the event the SBI failed to release the wages of MGNREGA workers by December 20, 2016. In a press release, NSVDBA general secretary, Manthungo Kikon, has informed the officials of the district VDB associations to be aware that the wages would be released anytime soon.

The demand was placed by the UNC before Union Home Minister Rajnath Singh when a delegation of the group met here. “We appeal for imposing President’s rule in Manipur as the state government has failed completely on all fronts and law order has deteriorated. Creation of seven new districts is a ploy by the Manipur Chief Minister for electoral gains,” senior UNC leader Adani Mao said at a press conference here. Mao, the former UNC president, who is at present looking after the affairs of the Council after the arrest of its senior leaders, alleged that Chief Minister Okram Ibobi Singh was trying “cheap tricks ahead of polls to hide the government’s incompetency”.

Claiming that violence has taken place in several areas of Manipur, Convener for Joint Naga Civil Societies, Lakpachui Siro, accused the Congress-led state government of disrupting peace by creating seven new districts for “electoral gains” ahead of the assembly elections next year. “The state government is going to upgrade Sadar Hills and Jiribam regions to full-fledged districts without consulting the Nagas who inhabit the areas. Precious lands, which belong to them, are being snatched away and there are unrest in the state,” he said. UNC has accused Meiteis of creating unrest in the state by killing innocent people, saying Meiteis are not only torching vehicles, burning down houses and looting Nagas, but also attacking places of worships in the state. A tripartite talk involving a delegation each from the Manipur government, the UNC and the Ministry of Home Affairs was scheduled to be held in Delhi on November 15 on the current situation of the state but the

state government did not send anyone to attend that meeting, Siro said. In a gazette notification issued on December 9, the state government announced the creation of seven new districts for administrative convenience, taking the total number of districts in the state to 16. The decision has sharply divided the state’s three main communities which are Meiteis, Nagas and Kukis. Though Meitei and Kuki groups have welcomed the move, the UNC has been protesting against it. The UNC claim that the decision would bifurcate ancestral lands of Nagas in Manipur. The Chief Minister said the move was aimed at addressing a long-standing demand of the majority Meitei community and the minority Kukis. The ongoing economic blockade by UNC launched on November 1 against the state government’s proposed move to create the new districts of Jiribam and Sadar Hills has resulted in black marketing of essential goods. Out of the nine dis-

tricts of Manipur, four districts-- Imphal East, Imphal West, Thoubal and Bishenpur are valley districts, and the five rest-- Ukhrul, Senapati, Tamenglong, Chandel and Churachandpur are hill districts.The five hill districts are tribal districts. Valley districts are smaller with a high density of population but hill districts are sparsely populated. Fifteen Manipur based civil society organizations have resolved to join hands and formed the “Goodwill Mission for Peaceful Coexistence (GMPC)” forum. The organizations which includes-- representatives of Tangkhul People’s Organisation, Naga People’s Union, Zeliangrong Union, Ten United Social Upliftment Khurai, HERICOUN, LIPUN, bodies of Khwairamband Keithel, Information Centre for Hill Areas Manipur, Manipur Online Forum and other Kuki based bodies in Imphal, have also agreed to hold a joint meeting on Wednesday at Imphal’s Khwairamband Keithel (Women Market).

DIMAPUR, DEC 20 (NPN): Naga Hoho has appealed to Nagaland Governor and Chief Minister to formulate policies and issue directives particularly to the government employees to “observe Christmas with peace of mind” along with the rest of Christian community across the world. In a press release, Naga Hoho president, P. Chuba ozukum, and general secretary, Mursikhoyu Yhobu, said Naga people including government employees celebrate Christmas with yearlong preparation. The hoho said the declaration of December 25 as the “Good Governance Day” by the Government of India was an act of breach of constitution undermining the sentiments of Christian institutions particularly in Nagaland where 90.02% were Christians. NH pointed out that India was one of the largest democracies in the world, which was founded on the principle of secularism. As such, it said the framers of the constitution clearly enshrined in the preamble under the constitution of India. Asserting that in India “secularism” means equal treatment of all religions by the state, the Naga Hoho said with the 42nd Amendment of the constitution of India enacted in 1976, the preamble to the constitution asserted that India is a secular nation. Thus, it said India is a country with various denominations and religious practices in different regions or states.

NNPGs maintained that by targeting innocent people, burning of church, vehicles and looting of passengers, “all under the endorsing eyes of state forces and administration”, was an insult to Nagas in particular and humanity in general. Urging all to stop such hate campaign, the group cautioned that Nagas irrespective of political affiliation and boundaries were closely observing the happenings in Imphal valley and elsewhere.

“It will be unwise for Nagas and Meiteis to resort to violence and destruction to settle their differences,” said NNPGs.

Churches vandalism flayed South Nagas Union of Nagaland State (SNUNS), Kohima unit during its emergency meeting held on Tuesday, vehemently condemned the vandalism at Churches. In a press note, SNUNS said such action against the most sacred institution, was an insult to all the Christians. SNUNS also condemned Manipur government for failing to safeguard the lives and property of Nagas in Imphal valley, where it said, innocent travellers were assaulted and their vehicles and properties destroyed. The union alleged that the war like situation was the creation of the Ibobi government by creating new districts without the consent of the Nagas, the land owners. Desist from confrontation: NPCC on Manipur situation DIMAPUR, DEC 20 (NPN): With Manipur reeling under immense tension in the wake of violence following economic blockade on National Highways, the Nagaland Pradesh Congress Committee (NPCC) appealed all to desist from adopting a policy of confrontation. NPCC also said it was wrong on the part of NSF to resort to economic blockade. Rather, NPCC president K. Therie in a press statement viewed that “intelligent personalities and leaders should be allowed to put their heads together to find out the best course of solution”. It said “people suffering for supporting the policy of confrontation are not the victims but they are connivers.” NPCC also put onus on Church leaders to take the lead so that further unwanted situation would be prevented. It pointed out that as Christians, it expected Nagas to be tolerant and find peaceful ways as Christian religion does not preach violence. NPCC also expressed concern on the “economic blockade” imposed by various organizations time

NPCC argued that the economic blockade was not just strangling the economy but the children to death. All Nagas or Meites are not bad. Silent majority are good. Nagas, Kukis and Meites have lived together in peace for centuries and may be more than thousand years for some”, NPCC said. On the political issue, NPCC said, since the Government of India has made its stand clear, “we have nothing to fight among ourselves”. Instead, the problem could be resolved only through negotiation.

KOHIMA, DEC 20 (NPN): Naga Students’ Federation (NSF) would stage sit-in protest at the Civil Secretariat, Kohima on Wednesday against the backdoor appointment made after June 6, 2016 and state government’s failure to respond to its 10-day ultimatum served on December 7. NSF president Subenthung Kithan told Nagaland Post that the federation had made several appeals to the state government to implement the June 6, 2016 office memorandum. However, he said that many were appointed through backdoor even after June 6. Maintaining that June 16 office memorandum would streamline the job opportunity system in a big way, Kithan, however, said the state government did not comply with the OM. NSF president demanded that government should immediately revoke the backdoor appointments and send vacant posts requisition for an open competition through NPSC and departmental examinations. NSF president cautioned that the federation would intensify

protest if the government failed to meet their demand. According to Kithan, so far 39 departments have responded to the RTI filed by the federation, adding that more replies were awaited from many departments. Even after the official notification of the P&AR, June 6, 2016, NSF president alleged that the state government has appointed 34 assistant professors in Higher and technical education, six LDAs in home-general, one junior engineer in geology and mining, one LDA in veterinary and animal husbandry, two research assistants, one assistant archivist and one LDA in art and culture department, 10 government pleader cum APP under law and justice, one LDA in information and public relations. DIMAPUR, DEC 20 (NPN): Acknowledging the importance of the financial literacy, the Nagaland Board of School Education (NBSE) has notified that starting from the academic year 2017, all the Higher Secondary Schools registered with the Board would be made compulsory to introduce the Financial Literacy course in Class IX. The NBSE in collaboration with the National Stock Exchange of India Ltd. had introduced the Financial Literacy at Class IX in 2016. In the first phase, the course was introduced in three districts, i.e. Kohima, Mokokchung and Dimapur in some selected schools. Besides the selected schools, NBSE has stated that any high schools interested in introducing the course could inform the Board on or before February 10, 2017. The National Stock Exchange of India Ltd. would provide training to the teachers who would teach the Financial Literacy course. Any graduate teacher after attending the training could teach the course, the Board said. NBSE stated that the exact date and time of the teachers training would be intimated on a later date to the schools. K Y M C

DIMAPUR: Department of School Education (DoSE) has notified that the ministry has observed instances where the scholarship amount could not be credited through Direct Benefit Transfer (DBT) mode in the bank account of students due to many bank accounts being indicated as Non-active/ Non operational/ Dormant/ Transaction limit fixed account etc. Moreover, it has been reported that in many cases, bank account validation in PFMS has not been successful as many bank accounts are in banks where Core Banking facility was not available. Therefore, students who have applied for scholarship under the scholarship scheme of Minority Affairs, have been asked to rectify them immediately to ensure smooth DBT release of scholar-

ships. Students have to ensure that: name on account number should be same as per the candidate name in the scholarship application form; IFSC code and account number of the candidate should be correct; bank account number should not be stopped/closed before transferring of the scholarship amount; bank account should be operative; bank account number should not have any fixed credit limit (i.e. sanctioned scholarship amount can be permissible to credit in account); bank account should not have any minor/ major issues; in case of joint bank account, candidate name should be first in bank account. If sanctioned scholarship amount cannot be transferred due to invalid bank details of the candidate then the fund would be deemed forfeited.

Chit funds tamed in Tripura; deposits rise by 150 per cent

Agartala, Dec 20 (IANS): With illegal chit fund organisations and NBFCs tamed in Tripura, deposits in small savings rose by 150 per cent in four years in the state, a Minister said here on Tuesday. “Following a series of steps to rein in rogue chit fund organisations and NBFCs, deposits in various small savings schemes rose by 150 per cent in four years in Tripura,” state Finance and Information Minister Bhanulal Saha told IANS. He said: “During 2011-12, gross deposits in small savings schemes were Rs 548 crore and in the last financial year (2015-16), the deposits rose to Rs 1,370 crore. “In the current fiscal (2016-17) up to August, gross deposits were Rs 929 crore and they might cross Rs 2,000 crore at the end of the financial year.” “If the central government had not reduced the interest rate in various small savings schemes, the deposits would be much

higher,” Saha opined. A top official of the Tripura Institutional Finance Department said there would have been more deposits in the small savings schemes had the post offices not lacked infrastructure and manpower. Saha said Tripura would allow chit fund organisations and non-banking financial companies (NBFCs) to operate only if they were registered and recognised. To further tighten the noose on illegal financial organisations, the Protection of Interest of Depositors (Financial Establishment) Second Amendment Bill was presented in the winter session of the Tripura assembly. However, it was withdrawn on Monday due to some loopholes pointed out by the opposition Congress and Trinamool Congress members. Chief Minister Manik Sarkar told the house on Monday: “We are withdrawing the bill to plug all

loopholes in it. It would be presented in the assembly again to tighten the existing act against the illegal chit fund organisations and unauthorised NBFCs.” Sarkar, who holds the home portfolio also, said that his government, on the advice of the Tripura High Court, had formed a special investigating team (SIT) to probe rogue finance bodies. NBFCs or chit fund companies which are not recognised by the Reserve Bank of India (RBI), the Insurance Regulator y Development Authority (IRDA) or the Securities and Exchange Board of India (SEBI), cannot conduct any monetary business or take deposits from people. The Chief Minister said Tripura is the first state in the country to have enacted the act in 2000 and amended it first in 2011 to curb the activities of illegal chit funds and NBFCs. He said his government had asked the Centre and the RBI for regulating the activities of illegal NB-

Guwahati, Dec 20 (Agencies): Assam will soon set up at least 71 skill development centres in tea gardens across the state. The move is aimed at increasing employability among youth in tea garden areas by imparting various skills to them. Assam has around 71 defunct skill centres across its 800 tea gardens. The state’s chief minister Sarbananda Sonowal has directed the labour department for reactivating all these defunct skill centres lying in tea garden areas and “develop modalities to transform them into skill development centres for honing the skills of youth and make them employable for different vocations.” Sonowal took the decision after chairing a meeting with the central committee members of Assam Tea Tribe Students’ Association (ATTSA). He said the initiative was “to bring back confidence and revive growth cycle for spearheading a paradigm of development.” The state government would soon prepare a blueprint to revitalise these defunct skill centres. “Shifting from everexisting hyperbole for development of tea garden areas, the present state government is committed to empower the youths of the tea garden areas and a blue

print will be prepared for revitalising the skill centres to make them powerhouse for development of skills and putting them in different employment avenues,” added Sonowal. To give the initiative a launch pad, Sonowal said that the state government will make the ground clear so that the tea garden areas can reap rich dividends from the central and state government schemes. Adding he said, “We have to add wings to the hope, dreams, and aspirations of lakhs of our people living in tea garden areas by making government schemes accessible to them”. The chief minister also informed the central committee of AATSA that a Memorandum of Understanding (MoU) would be signed between panchayat and rural development and tea garden managements where in the fitness of all the dwelling houses of the tea gardens would be assessed and upon the findings of the survey new dwelling houses would be constructed under Pradhan Mantri Awas Yojana. Moreover, after the ongoing land survey of the of tea garden areas, steps would be taken to develop a model line in the vacant space in each tea garden for constructing dwelling houses, added Sonowal.

Itanagar, Dec 20 (Agencies): All Arunachal Pradesh Students’ Union (AAPSU) on Monday demanded the state government to conduct a high level enquiry into the death of Haa Tama. Tama, who reportedly fell down from a 3-storey hostel building in Jaipur, Rajasthan on December 15, succumbed to his injuries on December 17. He was pursuing B Tech. at Dr K N Modi University. Suspecting foul play in the student’s death, AAPSU in a letter to Arunachal Chief minister Pema Khandu sought his intervention and asked to pursue the matter with his Rajasthan counterpart to unearth the reason for his unnatural death. AAPSU also submitted a similar representation to the Arunachal chief secretary seeking the state government’s immediate intervention in Tama’s death case and a high level inquiry to unravel the truth behind his death. Meanwhile, the All Arunachal Pradesh Anti Corruption Student’s Union has also sought a CBI enquiry into the alleged brutal murder of Haa Tamar.

Overall, demonetisation is good for the country: Arunachal CM Da m b u k , D e c 2 0 (IANS): Demonetisation, which has caused acute distress across the country, doesn’t seem to have had much of an impact in the northeastern state of Arunachal Pradesh. Chief Minister Pema Khandu has described it as “good” for the nation, adding that connectivity needs to improve in the state before the move started to pinch. “Our population is very less. We have hardly 1.4 million people. Initially, we panicked for our people, but later on they realised that demonetisation is overall good for the country,” Khandu told IANS here. “A s f a r a s b a n k s are concerned, we have fewer banks in Arunachal Pradesh. A few districts have hardly three or four banks. Since our population is hugely scattered in remote places, we need to come up with a mechanism so that in the coming days people don’t face any problem,” he added. It’s been quite an eventful year for Khandu, who became the chief minister in July after the Supreme Court restored the Congress

government to nullify the efforts of then Governor Jyoti Prasad Rajkhowa to install a BJP government in the state. Khandu insisted his government was stable. “Now there is no issue of stability. US locates missing WW II soldiers’ remains in Arunachal New Delhi, Dec 20 (PTI): The United States Tuesday said it has successfully located remains of the country’s servicemen who went missing in Arunachal Pradesh during World War II. A Defense POW/ MIA Accounting Agency (DPAA) team carried out works on sites in the Himalayas where US aircrafts are believed to have crashed with still unaccounted for servicemen. The team visited several locations in Arunachal Pradesh to determine if the reported sites can be definitively correlated with known crash sites involving missing US servicemen. “The United States is committed to making sure all the soldiers, sailors, airmen and marines who served our country come home. DPAA’s mission in India is a vital part of that commitment,” American Ambassador to India Richard Verma said. In a statement by the American Embassy here, Mission Commander Lt Col Pritz said, “we want to thank the government of India, the Ministry of External Affairs, the government of Arunachal Pradesh, and the Indian Air Force for their invaluable assistance and cooperation in conducting this mission. Without their support, this mission would not have been successful”.

IMPHAL, Dec 20: An ex-gratia amount of Rs 20 lakh each will be paid as compensation to the families of the three State force personnel who were killed in attacks by suspected militants along ImphalMoreh highway on December 15. The Cabinet also approved to provide a job each to the next of kin of the deceased personnel besides extending family pension. A decision of the cabinet had resolved to hike the compensation amount to be paid to the family of the three slain personnel. Earlier, the chief minister announced compensation amount of Rs 5 lakh each. The State Cabinet also decided that the State will bear the treatment cost of those personnel wounded in the attacks.

If the team can corroborate evidence at the site with the historical records and reports, future missions to the sites may conduct an excavation in an attempt to recover the remains and return them for identification. While discussing about the sites with local residents, the team received a presentation of human remains and osseous material, which a witness recovered near a crashed aircraft. After arriving at the sites, the team found additional human remains believed to be associated with the missing US service members. Once approved by the Indian government, these remains will be sent to the DPAA laboratory for identification. All these spots were located within Arunachal Pradesh, which is where the vast majority of losses took place. The team trekked to sites ranging from 2,500 feet to 10,000 feet in altitude, over trails that took anywhere from a few hours to several days to reach from the last point a vehicle could travel. Last year, the DPAA had successfully recovered remains from the same region. In April, US Secretary of Defence Ashton Carter received the remains from the Indian government and the process to identify them is underway.

Theft accused found hanging in police lock-up

Guwahati, Dec 20 (Agencies): A 20-year old person, who was arrested on charges of committing a theft, was found hanging inside the lock-up of Rangjuli police station in Goalpara district in Assam on Tuesday. The police have registered a case of custodial death. Sanjay Das (20) was caught red-handed while committing theft in a grocery store in Rangjuli, a small township about 90 km west of Guwahati on Saturday evening. He was thrashed by the people before the police rescued him and took him to the police station. He was found hang-

ing in the toilet attached to the police station lock-up early Tuesday morning. “As the youth was beaten up by the people before police rescued him, he was then taken to the local primary health centre for a health check-up, following which he was detained on the basis of an FIR lodged by the shopkeeper. At around 4 AM on Tuesday he went to the toilet attached to the lockup, and when police on duty found that he had not come out, they broke open to find him hanging,” Goalpara SP Amitabh Sinha said. The youth tore a portion of the blanket that was given to

him at night, and was found hanging from the toilet door hook, the SP added. Sinha said the police had registered a case of custodial death according to the NHRC guidelines, following which a magisterial inquiry was carried out. A team of doctors carried out the post-mortem examination which was entirely videographed. Sanjay Das, who came from a poor family of Matia village, about 30 km from Rangjuli, was an unemployed youth who had reportedly worked in the same grocery shop where he was caught on Saturday evening for allegedly committing theft.

Tripura considering pay hike of employees Agartala, Dec 20 (Agencies): Tripura government would do something for the employees and pensioners in respect to the pay revision, this was informed by Chief minister Manik Sarkar informed the Assembly. Replying to a query, he said, “I can’t say more than whatever finance minister Bhanu Lal Saha in respect to the pay revision of over 2 lakh employees and pensioners. Please wait for a while before declaring the

final decision of the government.” He continued, “Employees and pensioners are well aware about the state government’s financial constraint in offering new pay structures to them.” Earlier, Congress MLA Ratan Lal Nath strongly demanded immediate implementation of new pay scales for the government employees and pensioners. “Assam government has already declared that it would offer new pay scales by April next year. The employees of the state remain deprived for long time due to step motherly attitude towards employee demand.” On the issue, TMC MLA SR Barman urged the state government to offer new pay scales to the employees and pensioners. “It seems the government is disobeying the High Court’s verdict giving instruction to the state to release 31 percent DA to the employees.”

In reply, Tripura finance minister said, “The government is not against giving new pay scales to the government employees and pensioners but the way the Centre is pumping fund is far beyond required level”. He added that the state has received Rs. 500 crore in the last financial year while this year the state may receive Rs. 1000 crore less. “If this trend continues, it will be difficult for the state to fulfill the demand of the employees.”

India, Kyrgyzstan to fight terrorism

New Delhi, Dec 20 (IANS): India and Kyrgyzstan on Tuesday pledged to work together to prevent youths from falling prey to the common challenges of terrorism, extremism and radicalism as the two sides reaffirmed their commitment to strengthening all-round cooperation In a joint address to the media with Kyrgyz President Almazbek Atambayev after delegation-level talks here, Prime Minister Narendra Modi said the two sides “focused on our common priority of diversifying and deepening bilateral engagement”. “We also discussed how we could work together to secure our youth and society against the common challenges of terrorism,

extremism, and radicalism,” he said. “We agreed on the need to coordinate and work closely in addressing and overcoming these challenges for our common benefit.” The Prime Minister said that India regarded the Kyrgyz Republic as a valuable partner in the common pursuit of making Central Asia a region of sustainable peace, stability and prosperity. Stating that the two sides also discussed cooperation in the defence sector, he said: “The Kyrgyz-India Mountain Bio-Medical Research Centre is an excellent example of successful collaboration. It has proved to be a rewarding research initiative, which we need

to build on.” Modi also said that the two sides have started work on a KyrgyzIndia Joint Military Training Centre in the Kyrgyz Republic. Why can’t we deposit remaining notes until Dec 30 as notified?” Mr Chidambaram said, “RBI makes new rule on deposit, FM contradicts. Who should citizen believe? Neither has credibility.”

After banning old 500 and 1,000 rupee notes on November 8, the government had allowed all of the cash holdings with any person to be deposited in bank accounts till December 30. There was no limit on the quantity or value of the demonetised notes that could be deposited. However, the government on December 17 issued a gazette notification putting restrictions on deposits henceforth.

New Delhi, Dec 20 (PTI): Central gover nment employees, who had a December 31 deadline to declare their assets and liabilities under Lokpal Act, do not need to make the disclosure for now as government is finalising a fresh set of rules. Without specifying any date, an office memorandum (OM) has said rules will be notified in due course to prescribe the form, manner and timelines for filing declaration of assets and liabilities under the revised provision of the Lokpal Act. In July this year, the central government employees were asked to declare their assets and liabilities by Dec 31 under section 44 of the Lokpal and Lokayuktas Act. Besides this, the public servants were also directed to declare their annual return of assets and liabilities as on Mar 31, 2015 on or before Dec 31 this year. In the OM, the Centre clearly stated that there is no requirement for filing declaration of assets and liabilities by public servants as of now.

ISI planning fresh terror attacks across India: IB New Delhi, Dec 20 (Agencies): Pakistan’s Intelligence Agency, InterServices Intelligence (ISI) is reportedly planning to carry out series of terror attacks across India in coming days, the Intelligence Bureau issued a warning on Tuesday. Intelligence Bureau detectives reportedly detected phone calls between militants and terrorist handler and issued an alert of possible terror attacks on the Indian soil. An IB source revealed that several Taliban militants have been spotted on Pakistani terrorist launch pads across the Line of Control. The terrorists were reportedly communicating in the Pashto language, the source added. According to information available with IB sources, the terrorist handlers are planning to send Taliban terrorists with the help of ISI and Afghan terrorists, who have come up with fresh terror attack plans. Combined training have been provided to these terrorists in Swat Valley and Tora Bora mountains, the IB source added further. According to another input, the ISI have been facing manpower crunch and radicalised youths and therefore, have called for help from Taliban and Afghan terrorists. Militant attacks, ceasefire violation and cross-border firing have been on the rise since India conducted a surgical strike in September.

Confusion over RBI deposit curbs draws opposition flak New Delhi, Dec 20 (IANS): The government on Tuesday drew flak from the opposition amid confusion over RBI’s new curbs on depositing more than Rs 5,000 in scrapped notes even after Finance Minister Arun Jaitley said any amount of old currency can be deposited in banks in one go and without questions being asked. But despite Jaitley’s clarification on Monday night, the central bank didn’t amend its notification that said amounts exceeding Rs 5,000 in 500 and 1,000 rupee notes can be deposited till December 30 after explaining to bank officials the reasons for not having done it earlier. The Finance Minister at an event on Tuesday didn’t give a direct reply when reporters asked him about the government’s flip-flop on allowing the deposit of old notes after the November 8 decision to recall the high-value currency bills. “Whoever has old currency must go and deposit it in one go. If somebody goes every day, it raises suspicion. Since exemptions have been lifted, whoever has old currency must deposit it in one go,” Jaitley said. He didn’t elaborate. Pawan Kumar, Manager of the Punjab National Bank in Noida Sector 16, told IANS that the RBI directive was aimed at stopping people from depositing money for others and

coming to banks over and again. But he said questions would be asked and customers needed to satisfy their banks “why you were not able to deposit the old currency till now”. “We only need a reason from you. This move is to thwart those candidates who are depositing money on behalf of others and have been frequenting banks for this purpose,” the manager said. The issue reached the Supreme Court on Tuesday with Punjab Congress chief Amarinder Singh urging it to put on hold the latest RBI order. Amarinder Singh urged the apex court to treat his petition as a public interest litigation as the government was causing havoc with changing rules daily. People were facing immense hardship due to the currency ban, he said. Former Finance Minister P. Chidambaram lashed out at a “desperate government resorting to desperate measures” and said the new cap on deposits left the “poor and middle class high and dry”. “RBI makes new rules on deposit, FM (Finance Minister) contradicts. Who should citizen believe? Neither has credibility,” Chidambaram tweeted. Congress Vice President Rahul Gandhi took a dig at Prime Minister Narendra Modi, saying the

The Communist Party of India-Marxist (CPI-M) dubbed the curbs “whimsical and anti-people” and demanded its immediate retraction and also other restrictions on using and depositing the old tender until alternative arrangements were made. “In fact, the latest order is because almost all the notes taken out of circulation have come back into the banking system exposing the fraudulent claims that black money will be eliminated,” the CPI-M said. It said the government was making the life of common people, especially farmers, “miserable by the latest restrictions”. The Aam Aadmi Party (AAP) said the nation had got “a weak” Prime Minister who changes his decision every other day. AAP leader Ashutosh said since the demonetisation was announced, the government had issued a total of 59 notifications, changing the rules to exchange or deposit old notes. “I feel that under no other Prime Minister the government has changed its decisions so many times so quickly,” Ashutosh said. “The nation needed a strong Prime Minister. But what we have got instead is a weak Prime Minister who is so confused that he changes his decisions every day.”

In visions only

eople can perish not because of lack of vision only but also lack of comprehension about a desired and achievable vision. Different people have visions that seek to address the same objective but through different angels. A vision needs a firm foundation which has several layers to provide the structure for shaping the socio-economic future of society. Any weakness in any layer can have negative impact on the overall progress. These layers of a vision may be broadly identified as – economic, education, employment, entrepreneurship and government’s role. Economic vision is not only about good things that we hope at the moment to believe it would be achieved in the future but another way of setting the foundation for progress. Economic vision also cannot ignore the reality of the ever changing environment and the factors that impact infrastructure and commerce etc. It would be a folly to expect an economic vision without fully being aware of the requirements. Economic vision has to do with the people and not those who dream about it. Political leaders ape the theme of ‘economic vision’ but unfortunately, there is hardly any concrete evidence to suggest that the pursuit of the objective has been realistically addressed. Economic evolution is a process that links it ‘entrepreneurship’; which is largely understood as a component that could propel a society towards progress. The policy to promote entrepreneurship originated with the socio-economic vision of the early fifties. Government bureaucrats need to view entrepreneurship not from their official perspective but from the perspective of how self-promoted entrepreneurs have proved themselves in real life. Government-sponsored entrepreneurs are more for the official purpose of claiming “achievement” and do not reflect the ground reality of hundreds of selfsponsored and promoted entrepreneurs, who have impacted their environment solely through that spirit of entrepreneurship. Education is the mainstay of economic growth. Sometimes growth may not always be positive if it cannot be sustained. In Nagaland, education has not succeeded much in breaking the barriers of inadequacy due to disinclination among students in taking up science subjects. There could be a reason why students invariably opt for arts subjects. The quality of education( studying arts as in this case) show that it has only armed the unemployable with paper degrees. Though science education is a must, yet arts education cannot be ignored. The vision on education needs a clarity on the relevance of the subjects taught and the capability of teachers who can actually inspire students to break new grounds. Each year a few thousand come out of colleges and join the growing ranks of the unemployed. More jobs are needed but there isn’t any. The most crucial aspect which acts like a fulcrum, in undoubtedly good governance. The loss of moral authority of the government today and the rise in anti social crimes are impediments towards visionary progress. This has to begin by connecting the link between the people and their government. The link is undoubtedly, the election process, which has been criminalised. Elections form the critical umbilical cord between the electors and elected. A re-look at the objectives and achievements of the state through the decades could provide useful inputs but to appreciate such, there is need to think “out of the box” and which could mean, out of the official bureaucratic thinking.

The theme of the world’s religion today is to serve in a pleasant, non-confrontational manner. But our only priority must be to present Jesus Christ crucified— to lift Him up all the time (see 1 Corinthians 2:2). Every belief that is not firmly rooted in the Cross of Christ will lead people astray. If the worker himself believes in Jesus Christ and is trusting in the reality of redemption, his words will be compelling to others. What is extremely important is for the worker’s simple relationship with Jesus Christ to be strong and growing. His usefulness to God depends on that, and that alone. The calling of a New Testament worker is to expose sin and to reveal Jesus Christ as Savior. Consequently, he cannot always be charming and friendly, but must be willing to be stern to accomplish major surgery. We are sent by God to lift up Jesus Christ, not to give wonderfully beautiful speeches. We must be willing to examine others as deeply as God has examined us. We must also be sharply intent on sensing those Scripture passages that will drive the truth home, and then not be afraid to apply them.

American (USA) politics R T ecently news received from across the borders that the Americans (U.S.A) has picked up a handsome spectator/onlooker who does not know much about games and sports to be the captain of their football team in the world football championship tournament. It is a surprise and unprecedented. Many educated people say that we are living in a global village. And with the advancement of technological knowledge what is happening in Europe is impacting in Africa and what is happening in America is affecting Asia. As of now we are living in uni-polar world headed by U.S.A. China, Russia and India are trying hard to make multi-polar world, and they are rapidly growing in every spheres. That’s encouraging. As a responsible citizen it may not be wrong to say something which seems to affect the nations and the peoples world around. Firstly, as for Donald Trump, the President-elect of U.S.A is physically and mentally alright. He is in a high social and economic position as a successful businessman. But it is true that he has no political and administrative experiences. Not to talk of President, but he had not been even as a senator or a Governor of American state in which American politicians acquire political and administrative knowledge and experiences. He may have many plans and thinking, high and low, but thinking and doing are different. The president of U.S.A means the president of the world. Therefore, i think every sensitive person has concerns for the U.S.A President. It is very interesting to watch the election process of U.S.A closely through T.V and news papers. flagration and devastation by wars, insurgencies and famines, I though the American presidential candidates should spell out the burning International and National issues and their campaigns would focus on such issues. But unfortunately, President-elect Donald Trump’s main focus was on personal and family issues/matters of Secretary Hillary Clinton. Throughout his campaigns, as i understood he raised the commissions and omissions of Hillary Clinton, the democratic candidate, true or false we don’t know. Instead of fighting party Vs party he always attacked Hilary Clinton personally. He (Donald Trump) charged and intimidated Hillary Clinton that he would appoint a special prosecutor to try Clinton and send her to jail, if he was elected President. Some important issues raised by Donald Trump were all reactionary and harsh measures. The Americans are regarded as the most advanced people of the world. But if they behave and practise like that, then what others will learn from them? In the second place, Secretary Hillary Rodham Clinton got very little chance to raise international and national issues. Instead she was desperately trying to douse the flames/fire set against her by the Republican Donald Trump. It is true she has vast political and administrative and diplomatic experiences as she was once first lady of U.S.A, as a senator and as secretary of state. But according to my observations, 68 years is too much for a woman. For Donald Trumps as a male in good health 70 years is ok. He will, if he lives, live strong even up to 75/76 years. But for Hillary Clinton, as had been told her

by Trump, her stamina and energy could not cope with the stress and hardships of torturous campaigns. In the election campaign Clinton asserted that she would be president of all races in U.S.A. but Trump had strong reservations about the colored peoples. Clinton was supported by majority of the colored people and less support by the whites and the Christians. Most of the white Americans and educated Americans supported Donald Trump. Is this tendency not emanated from the minds of racisms?? Whatever may be the justifications, the racism is deeply rooted in the minds of the white Americans. The white Americans preach Christianity, brotherhood and inclusiveness, but in their minds they have racial prejudice. Before and during the election campaign Trump asserted to take up many harsh measures. But when he was elected the President, he has come to the reality, and when he himself faces the realities, he is softening his stand day by day. It is a good sign, but how much?? It is to be taken for granted that Trump will have a host of best advisors. In that case Trump will be either a hen-picked of others or passive and if he does not take heed to the advises, he will automatically become an autocrat. The people of the world see him to have some inclinations towards the Russian President Vladimir Putin. The world knows what Vladimir Putin and Syrian President Bashar Al Asad are doing. Has Nagaland become a Russian oligarchy?

he Nagaland teachers and the ACAUT were protecting their rights in peaceful assembly when the government of Nagaland used disproportionate force and violence against them, this is intemperate and unjustified. The government of Nagaland acted like a Russian oligarchy. Some 4 years ago three women sang a song at the Cathedral of Christ Saviour in Moscow. They sang:“Mother Mary, Please Drive Putin Away”! The women were promptly arrested, put in the lock-up and then after 5 months, they were all sentenced to 31/2 years in Jail. There was world wide protests and condemnations of the Russian actions as undemocratic, intemperate and severe. In Nagaland, just the other day on 15 December, the government used water cannon, tear gas and police baton charges on peaceful assembly of the ACAUT at Khermahal traffic junction Dimapur. This point is well outside the government’s declared curfew zone of 100 meters around the Dimapur city tower. Before that the government used the same water cannon on non-violent teachers at Kohima. The teachers were protecting their rights for payment of the teaching services they rendered to the government for many months. And they were shot with water cannon! These show Nagaland government’s increasing nervousness at every non-violent peaceful public assembly. What does the Government fear from unarmed peaceful teachers and the ACAUT? ACAUT’s only aim is to clean the Naga society of the hopeless Corruption at high places and the unauthorised taxation of NSCN and the NNC (NonAccordist Groups). ACAUT is only out doing what the government has become hopelessly ineffective! Earlier, I phoned an ACAUT member who was present at the unnecessary repackaging of the government rice from gunny bags to plastic bags at the Godown. I asked; “Was the godown

opened by breaking open the lock? Or how and who opened the godown?” I was replied: “There were several complaints ACAUT received earlier saying that illegal repackaging of rice is going on in the Godown. So some of us ACAUT members went to see it. Indeed, when we reached the godown, we saw it open and Laborers were repackaging rice into the allegedly illegal plastic bags. Then, we went and reported the matter to the deputy commissioner who sent the SDO and police to the godown to investigate. Village functionaries around the godown and ACAUT members also went with them. There were news papers reporters too with us in the group. Then, the police closed the godown”. If these things are true and there is every reasons that they would be, because of the presence of the SDO, the police in the godown closing party together with the news reporters. If the godown was closed by the police in the presence of the SDO and in front of the news reporters together with the functionaries of 13 villages around The godown, then there is no strength in the government allegation that the “ACAUT did illegal criminal trespassed and created law and order problem”. If the ACAUT had broken-open the godown by force secretively or clandestinely, then that could be a trespass, but it was the owner of the godowns who opened the godown for their own purpose and were doing their own work of re-packaging the rice into the plastic bags! Then where is the criminal trespass and creation of law and order problem by ACAUT as alleged by the government? Is the government of Nagaland run by dishonest liar oligarchs jailing those who speak the truth? Nagaland appears increasingly jittery, intemperate and nervous oligarchy! Naga unity and final settlement

ooking at Naga history we find that Nagas lived in village state from of Government having complete authority over its own affairs and territory even in the head hunting days. Union of villages or tribes under one authority or head did not exist. In essence, Nagas are disunited unintentionally prior to the emergence of the Naga National Council, (NNC) in 1946 which brought the Nagas together under one political institution. At that time Naga youth movement (NYM) the Youth Wing of the NNC functioned as the security and defense force. When the Federal Government of Nagaland was proclaimed on the 22ndMarch, 1956 merging the NNC and the Hongking Government of the thenNEFA, the need for a standing National Army arose. It was commissioned in the form and style of Naga Safe Guards with Gen. Thungti Chang as the first Cin-C. The force was raised on the principle of equal representation throughout Nagaland where every 9th (ninth) households sponsor one army who will be of the 10th (tenth) household. At this period every Naga had a sense and feeling of responsibility and participation in the National Movement and in the heated wave of unabated armed conflicts, it reached peak moments of achievement. The Bi-lateral Ceasefire of 5th Sept. 1964 was signed by the FGN and the GOI just 1(One) year after granting Statehood of Nagaland. In a sense, the Ceasefire agreement is a negation of the 16 Point Agreement signed by the NPC and GOI. The 6 (six) round peace talks started, yet, all

along the ugly element of tribalism which is the main factor of Naga disunity was taking its toll on the main national movement. The peace talks ended in a dead lock and final settlement eluded us. The Revolutionary Govt. was formed by a splinter group of national workers but surrendered shortly in 1972. In the aftermath of the Indian national emergency and imposition of President Rule in Nagaland, the Shillong Accord on 11th Nov. 1975 was signed by the Representatives of Underground Organization and the Govt. of India. This added fuel to disunity element and it became the main factor in further splits in Naga movement whether the claims and counter claims, the accusations and counter accusations can be justified or not. An issuer which is the responsibility of the GOI and the Nagas to solve was made and internal issue by we Nagas ourselves to champion disunity which is to the advantage of India in her delaying and time prolonging game plan and policy in respect of final settlement. In the present Naga Political scenario there are independent identities like NNC Transit Camp Group (a bye-product of Shillong Accord), NNC/FGN-without Shillong Accord Group, NNC, Non-Accordists who even induct Kilonsers in their fold which is unusual and other NNC individual entities. So also there is NSCN (IM), NSCN (K), NSCN (R), GPRN/NSCN and so on. Are these entire genuine groups and enjoy the mandate of the Nagas? If so when and where did they get the mandate and if not why the Naga people as a whole do not check

it. Some seek settlement without Sovereignty, some by the Nagas of Nagaland alone and some groups trying to exclude some other groups. Where can we find unity of principle and purpose in all these instances? Only the stand of the NNC/FGN is clear as of today. NNC upholds sovereignty as was made in the Independence declaration of 14thAugust, 1947 and endorsed in the historic Plebiscite of the 16th May1956. This is the mandate of the Nagas and remains intact as it is.NNC is the stake holder in solving Indo-Naga issue. Naga Nation is inclusive of all the Nagas irrespective of the arbitrary division of Naga territory into Myanmar (Burma) and India by Nehru and Unu in 1953. To our understanding, the NNC did not acknowledge it in any form at any point of time in Naga history. Universally, is there any validity for any outsider to apportion the territory and property of another person at will without the consent or even the notice of the owner for the matter? This is exactly what the Naga case is today. The conflict of contention is that Indian claims Nagaland to be apart of it and so became the 16th State of India in 1963. On the other hand, Naga never joined the Indian Union. The will and the stand of the Nagas to be a free people and nation was made amply clear to Simon Commission even in 1929 and subsequently Nagaland was treated as an excluded area at that time also by the British India Govt. We can make history but cannot change history and therefore, ignoring historical facts and the right of the

Nagas, settlement of the Indo-Naga problem in any form will be impossible. T h e 1 6 t h Po i n t s Agreement signed by the GOI and Naga People’s Convention (NPC) which was a composition of the negligible first few educated and semi educated Nagas at that time lacked consensus, so it could not succeed according to the envisaged plan of the signatories. The Naga stand and issue remains the same as ever. The much publicized framework agreement of 3rd August 2015 between GOI and NSCN (IM) also lacked consensus which is the most vital necessity. In the joint statement of likeminded NNC groups on the 7th Dec. 2015 they declared in no uncertain terms that the NNC have nothing to do with the agreement and that it is purely a matter of concern for the GOI and the NSCN (IM). So then, where will the needed consensus come and settlement made. Political thinkers rightly said that sovereignty lies with the people. In fact, true political power lies in the hands of the people and therefore this is what the Nagas need to exercise today. The present situation in Nagaland may be likened to a time where Nagas are fighting among themselves for ownership rights today over the fruit of a tree which is yet not planted. Today when we speak of Peace, Unity and Settlement what do we find? Nagas, be it social, political and religious leaders, the intelligentsia and the public tend to be indifferent. It seems as if our people think that peace, unity and settlement is the concern and responsibility of the few national workers only who

are in the field presently. It seems we forget that the public is the owner and the National Workers are servants of the people. Nagas utterly fail to exercise even the inherent advisory role and authority and calm succumb to the dictates of the very few national workers whether it is right or wrong. Adding to all these again, our people heap blames and accusations on the nation. This is in fact accusing and blaming ourselves. This trend of existence only indicate nation destruction and not nation building. For how long will the Nagas grope in darkness without a clear goal and direction? Now, then, Nagas,

what shall we do? 1. Shall we be masters of our own destiny? 2. Shall we be ready to stand up for own rights both within and without and defend it at any cost? 3. Can we readily fulfill our responsibilities and commitments towards the society and the nation? 4. Shall we take initiative first or wait upon others to do it first? 5. Christmas is a time to draw closer to Jesus

Christmas is celebrated every year to commemorate the birth of Jesus Christ. This is not only the season to reconnect with family and friends and enjoy night parties or forgive each other. Christians should not forget that Jesus is the reason for this Christmas season. It is the acceptance and recognition of Jesus, the Son of God who came to live with human beings in flesh and to save them from the wrath of God. Christmas is also a time to reverently worship, glorify and praise the Almighty God for the birth of Jesus. The Bible says that He came to serve and not to be served and so did He and gifted grace to the world. (Matthew 1:21)(NKJV) “And she will bring forth a Son, and you shall call His name JESUS, for He will save His people from their sins.”(Luke 2:11) (NKJV)“For there is born to you this day in the city of David a Savior, who is Christ the Lord.” Christmas season reminds us the great truth of incarnation. We easily forget truth so it needs repetition. So Christians celebrate Christmas or the birth of Jesus Christ and marvel over the incarnation. Christmas is a time to come closer to Jesus and learn about the truth and be true Christians. Let Christmas be celebrated in true Christian spirit and let us abundantly be blessed. K Thong

In two other operations since Sunday, police in Thane and Nashik seized about Rs 50 lakh in new notes of Rs 2,000 each.

I-T detects Rs 3,185 cr black income

New Delhi, Dec 20 (PTI): Over Rs 3,185 crore of un-disclosed income has been detected while Rs 86 crore worth new notes have been seized by the Income Tax department as part of its country-wide operations against black money hoarders post the demonetisation of two high value currencies by the government. Official sources said the taxman carried out a total of 677 search, survey and enquiry operations under the provisions of the Income Tax Act since the note ban was declared on November 8, even as the department has issued over 3,100 notices to various entities on charges of tax evasion and hawala-like dealings. The department, they said, has seized cash and jewellery worth over Rs 428 crore during the same period even as the new currency seized (majorly Rs 2000 notes) is valued at about Rs 86 crore. “The total undisclosed income admitted or detected as part of this action, till December 19, is more than

NEW DELHI, DEC 20 (PTI): India will host the fifth edition of the Global Conference on Cyber Space (GCCS) in 2017 in which over 100 countries are expected to participate, IT and Law Minister Ravi Shankar Prasad today said. “India has been selected for hosting Global Conference on Cyber Space (GCCS) in 2017. It is recognition of India’s emerging role as big cyber power accelerated by Digital India which has gained international fame,” Mr Prasad told PTI. The UK had hosted the first GCCS in 2011 followed by Budapest in 2012. South Korea hosted the event 2013 and the Netherlands in 2015. Over 100 countries participate in it with ministerial level delegation, Mr Prasad said. The minister further said that he today met the Netherlands Ambassador Alphonsus Stoeling who formally handed over GCCS hosting to India.

New Delhi, Dec 20 (PTI): The Delhi government Tuesday made it clear that the third phase of oddeven scheme will only happen in the city with prior adequate preparations and awareness to the people as Transport Minister Satyendar Jain conveyed it in the NCR Planning Board meeting chaired by Union Urban Development Minister Venkaiah Naidu. Jain has asked the Centre to give the city administration sufficient time before asking it to implement the next round of car-rationing scheme as part of anti-pollution emergency measures. The main focus of the National Capital Region Planning Board (NCRPB) meeting was on the rising pollution level in the city. Earlier this month, the Centre had submitted in the Supreme Court its action plan to tackle the menace of air pollution and recommended slew of measures including ban on construction activities and implementa-

tion of odd-even scheme in the national capital. “In the NCR Planning Board meeting, I have requested the Centre to give us sufficient time before implementing the odd-even scheme so that we can sensitise people and generate awareness among the masses about it. “I have no objection on the next round of odd-even scheme. If Centre today says that odd-even will be implemented tomorrow, it cannot happen in one day. We need sufficient time before implementing the scheme,” Jain told reporters here. The minister also urged the central government to think about the livelihood of lakhs of labourers before banning construction activities as it has come to the notice that due to this move, labourers go to their native villages. “When the construction activities were recently banned in Delhi, most of labourers had gone to their

villages. In view of this, I have requested the Union Minister to consider about their livelihood before taking any such decision,” he added. Jain said that during the meeting the report of IIT Kanpur on the city’s air pollution was also discussed, according to which there should be ban on power plants within radius of 300 km of Delhi. Apart from this, the report has also recommended controlling dust pollution through vacuum cleaning. “I raised both the issues in meeting and the Union Minister assured us to look into into,” Jain said, adding he also highlighted the delay in completion of three Urban Extension Roads being constructed by Delhi Development Authority (DDA). “There has already been a delay in completing these roads built in Outer Delhi. DDA has been constructing them for 15 years, but it is yet to complete them.

The agency has also referred over 220 cases to its sister agencies like the CBI and the Enforcement Directorate (ED) to probe other financial crimes like money laundering, disproportionate assets and corruption as part of their legal mandate. Officials said various tax offices in the country and it’s policy-making body Central Board of Direct Taxes (CBDT) are also coordinating with banks and their regulator RBI as part of these investigations, being carried out to check tax evasion and illegal profiteering leading to black money. UNITED NATIONS, Dec 20 (Agencies): Pressing for international action against terror groups Lashkar-e-Taiba, Jaish-eMohammed and “their shadowy supporters”, India today delivered a sharp message to Pakistan at the UN, saying “what you sow will bear fruit.” India’s permanent representative at the UN, Syed Akbaruddin, told the Security Council: “If we are to bring sustainable peace to Afghanistan, groups perpetrating violence must be denied safe havens in Afghan’s neighbourhood.” The comments come a day after India’s top antiterror body, the National Investigation Agency (NIA), named Pakistan-based Jaishe-Mohammed chief Masood Azhar as the mastermind of the terror attack on the Pathankot air base in January, in which eight security men were killed. Quoting Rumi, the envoy warned Pakistan: “What you sow will bear fruit. If you have any sense my friend, don’t plant anything but peace.” In apparent criticism of China, he

also blamed the “split” in UN bodies for the world organisation’s inability to deal with terrorism. The NGT directed aviation regulator DGCA to issue a circular to all airlines asking them to pay Rs. 50,000 as environmental compensation if their aircraft violated its direction. A bench headed by NGT Chairperson Swatanter Kumar passed a slew of directions while disposing of a plea of a retired army officer alleging dumping of human excreta by aircraft over residential areas near the IGI Airport in New Delhi. Normally, the waste in the aircraft tank is disposed by ground personnel once the plane lands. However, there are cases where lavatory leaks occur in the air. The tribunal asked the Directorate General of Civil Aviation (DGCA) to issue circular to all ground handling services and airlines to ensure that they do not release waste from human waste tanks while

landing or anywhere near the terminals of the IGI Airport. “DGCA shall also issue directions that aircraft on landing shall be subjected to surprise inspection to see that human waste tanks are not empty. If any aircraft is found to be violating such circular or (their) tanks are found empty on landing, they shall be subjected to environment compensation of Rs. 50,000 per default,” the bench said. The direction came on the plea of Lt Gen (Retd) Satwant Singh Dahiya who has sought action against the airlines and levy of hefty fines on them for endangering the health of residents, terming the act as a violation of the ‘Swachh Bharat Abhiyan’. While issuing directions, the green panel also said it was “surprised” to note the stand taken by the Central Pollution Control Board (CPCB) that on analysing the samples taken from the petitioner’s house, it could be ascertained that it was excreta but its source could not known. “We are surprised to note the stand of CPCB to the extent of coliform and the kind of splashes

created on the houses of the petitioner as well as others clearly demonstrate that it was human excreta,” the bench said. It added that the amount collected shall be deposited with CPCB for using it for environment protection and a quarterly report shall also be submitted by DGCA before it. DGCA was also asked by the tribunal to set up a helpline so that similar complaints can be addressed and this number and email address be made public. During the hearing, DGCA told the bench it has issued a circular to constitute a committee to investigate the matter. The NGT had earlier slapped a cost of Rs. 5,000 on the Environment Ministry and the Ministry of Civil Aviation for their failure to file inspection report on the plea. It had also directed CPCB to depute a senior environmental engineer to inspect the petitioner’s house and check the existence of human excreta on its walls and if excreta was found, samples should be collected for analysis and the report placed before the tribunal.

Coming out with 59 circulars relating to regulations pertaining to notes-ban in less than 50 days “proves that the Prime Minister does not know what he is doing,” AAP leader Ashutosh said. “The country wanted a strong Prime Minister, but has got a weak one. Tightening rules for depositing demonetised notes, the government had yesterday said individuals can deposit over Rs 5,000 in old currency bills only once until December 30 and that too after explaining why it has not been done so far. Initially, after banning old Rs 500 and Rs 1,000 notes on November 8, the government had allowed people to deposit scrapped currency notes in bank accounts till December 30 and there was no limit to the amount that can be deposited.

Bengal Chief Minister Mamata Banerjee on Monday said the bank branches in the state were not receiving sufficient cash to meet the people’s needs. “The United Bank of India branches here were supposed to receive Rs 640 crore in cash in last one and half months. But they have received only Rs 504 crore since demonetisation,” Banerjee said in West Bengal’s Bankura district. “Our state is not getting the promised money,” the Chief Minister said. Banerjee also said the number of workers under the 100 days’ work scheme in the districts has been reduced to one-third of their strength before demonetisation as they were unable to withdraw money from the banks.

“Earlier 30,000 people used to work under 100 days’ work scheme in Bankura. Now only 10,000 people are working. Labourers are not getting wages under 100 days’ work scheme due to demonetisation,” she said. Describing the situation in the nation as “Cash crunch - bank crunch”, the Trinamool Congress supremo said the government should work on developing the infrastructure before lecturing about cashless economy. “Most villages don’t have banks and most banks don’t have money. This is a time of major crisis. Let them first create the infrastructure for cashless economy. Only bhashan (lecture) won’t do,” Banerjee said.

New Delhi, Dec 20 (PTI): Finance Minister Arun Jaitley today said the government’s decision to tweak the presumptive income norms would reduce the tax liability by up to 30 per cent for those small traders opting for digital transactions. He said in the Budget for 2016-17, small traders and businessmen, with turnover of up to Rs 2 crore who did not maintain proper accounts, were presumed to have earned 8 per cent income or profit for tax purposes. But if they use digital mode of payments, their income will now be

NEW DELHI, dec 20 (Agencies): “The Reserve Bank of India (RBI) has enough new Rs 500 and Rs 2,000 notes to last even beyond December 30,” said finance minister Arun Jaitley today, as he sought to provide reassurances following additional new regulations on currency deposits announced yesterday. The new regulations announced yesterday said that people can now only deposit Rs 5,000 in scrapped notes and even that, they can do only once until December 30. Further, the RBI said that those depositing more than Rs 5,000 in scrapped currency notes will be scrutinised and questioned. Today, Jaitley said anyone going more than once “raises suspicion”. But that didn’t answer the questions most people are asking. What about people who still haven’t deposited any old currency, have more than Rs 5,000 and were waiting perhaps for queues at banks to get shorter? Why would they be questioned? Vadodara, Dec 20 (PTI): All India Bank Employees Association (AIBEA) and All India Bank Officers Association (AIBOA) have given a call for demonstration against the problems that various banks and their employees are facing due to demonetisation. The agitational programmes that they plan to undertake include demonstrations on December 28, followed by the unions addressing a letter to Union Finance Minister Arun Jaitley on December 29, the two bank unions said. The union members also plan to demonstrate over the issue on January 2 and 3, 2017. AIBEA general secretary C H Venkatchalam and his AIBOA counterpart S Nagrajan in a statement issued today said, “As per the call of our organisations, already our units have undertaken the programme of demonstrations in all major centres and met the local executives of RBI to hand over our memorandum.” The unions have demanded to ensure supply of adequate cash to all banks and branches, restore all ATMs without further delay and ensure transparency in cash supply to banks. “If RBI is not able to supply adequate cash to banks, then decision should be taken to suspend cash transactions in the bank branches till sufficient cash is supplied to banks,” the statement said.

The drone operated by a US survey ship in the South China Sea (SCS) was seized by a Chinese navy vessel which reportedly declined to hand it over despite request from the American ship. TOKYO, DEC 20 (IANS): Japan’s top court on Tuesday upheld a lower court’s ruling in favour of the government’s plan to relocate a US Marine Corps air base within the island prefecture of Okinawa, the media reported. According to the court ruling, Okinawa Governor Takeshi Onaga acted “illegally” when he revoked in October 2015 an approval issued by his predecessor for the landfill work of the relocation plan, Xinhua news agency reported. Onaga has said he would swiftly retract the revocation but whether he would explore other options to block the relocation plan has caused attention. Meanwhile, over 100 persons gathered in front of the top court on Tuesday to protest against the ruling, shouting slogans such as “No New Henoko Base”. The central government has been seeking to relocate the US Futenma base from Ginowan to the less populated Henoko coastal area of Nago, saying it is “the only solution” for removing the dangers posed by the base to the crowded residential area without undermining the Japan-US alliance.

AIBA re-inducts BFI as permanent member Montreux, Dec 20 (IANS): The International Boxing Association (AIBA) has unanimously voted to reinduct the Boxing Federation of India (BFI) as one of its permanent members during its extraordinary congress here on Tuesday. Complementing India’s comeback into the international boxing fold, the AIBA has also decided to host its annual commission meeting in India in February next year. Tuesday’s decision m a r k s I n d i a ’s f o r m a l re-introduction into the inter national boxing fraternity after a gap of four years. “We are delighted that India is now a full member of AIBA. With this, our boxers will once again have the honour of competing under the Indian flag,” BFI President Ajay Singh said in a statement. “The BFI’s focus will be to develop the sport and ensure that our country

Tata Trusts have joined forces with U Dream to draw from a pool of world-class trainers and coaches from India and Germany. The programme will create an integrated environment for development – focusing in equal measures o n p r ov i d i n g q u a l i t y i n f r a s t r u c t u r e, wo r l d class human capital and academics. The initiative will also offer opportunities for the students to compete against both national and inter national teams in similar age groups. This will not only make communities recognise spor ts as a means to diversified livelihoods, but understand its significance as a catalyst for sustainable development. Tata Trusts believes in layering various interventions. Capacity building of communities is essential for the success of these inter ventions and sport is an excellent medium for this.” The programme aims to identify and nurture the innate talents of young children in Mizoram and the partnerships with the government and the Mizoram football association will help in consolidating the grassroots football programme of Tata Trusts.
