‘Snooping’ row sets off political storm

NEW DELHI, DEC 21 (PTI): Ten central agencies have been authorised by the Centre to intercept information from any computer, a move that set off a political storm Friday with the opposition accusing the government of trying to create a “surveillance state”. But the Centre said the rules for intercepting and monitoring computer data were framed in 2009 when the Congress-led UPA was in power and its new order only notified the designated authority which can carry out such action. The opposition parties led by the Congress slammed the order as unconstitutional, undemocratic and an assault on fundamental rights and an attempt by the BJP government to convert India into a “surveillance state” by resorting to “snooping”, inviting a sharp response from the ruling party. In a strong defence of the government order, the BJP said it is legal with adequate safeguards and in the interest of national security, dubbing the opposition’s criticism as a “text book case” of speaking without any homework. Govt allows 10 central intelligence, security and tax agencies to intercept, monitor and decrypt all the data contained in ‘any’ computer system of snooping. Congress chief Rahul Gandhi told Prime Minister Narendra Modi that converting India into “police state” won’t solve his problems and it only showed he is an ‘insecure dictator’. MHA clarifies: As a controversy erupted, the Ministry of Home Affairs (MHA) issued a statement, saying the order was issued to prevent “any unauthorised use of these powers”. The new order “does not confer any new powers” to any security or law enforcement agency, the statement said, adding “each case” of computer interception, monitoring and decryption is “to be approved by the competent authority, which is the Union home secretary”. You are playing with the security of the country...” Outside Parliament, CPI-M chief Sitaram Yehcury said the order was unconstitutional. BJP government is converting India into a surveillance state through the order, Anand Sharma said with other opposition leaders by his side. The opposition parties including CPI(M), SP, RJD and TMC, said they will collectively oppose the order.

IMPHAL, DEC 21: Manipur chief minister, N Biren Singh, Friday said that the state government will request the Centre to help resolve the existing Manipur-Nagaland interstate boundary disputes. Replying to questions raised during the two-day session of the Manipur Legislative Assembly, the chief minister asserted that the border disputes at Dzuko Valley and Tungjoy village of Senapati district bordering with Nagaland have been ongoing for decades. He told the house that there had a complaint from the Nagaland government regarding an alleged damage of a border pillar at Tungjoy area. The chief minister said Manipur government has the desire to settle the disputes. Further, Biren Singh informed the house that the state government had recently constituted a committee with leaders of the villages in the disputed border area as members among others. There had been apprehension among the public after some trekkers from Manipur were arrested

by Nagaland police recently. The arrest of trekkers of Manipur Mountaineering and Trekking Association (MMTA), who had gone to Dzuko Valley as part of the recently concluded Manipur Sangai Festival, was an unfortunate incident, the opposition member observed and suggested that and there was the need for proper demarcation of the inter-state border at the earliest. The chief minister said that after the fire broke, some trekkers took shelter within Nagaland portion of Dzuko valley and subsequently got arrested, but trekkers who were within the Manipur portion of Dzuko valley returned back without any untoward incident. A small portion of the valley is within Nagaland and the larger portion is within Manipur, he added. As soon as the news of arrest of trekkers was received, Singh said he immediately contacted his Nagaland counterpart. The chief minister denied state government agreeing the valley belongs to Nagaland while entering an agreement to secure the release of the trekkers.

Kenye calls on Prez, seeks AFSPA repeal Banking services Talks based on framework: NSCN (I-M) DIMAPUR, DEC 21 (NPN): Nagaland’s lone Rajya Sabha member KG Kenye called on President Ramnath Kovind at New Delhi recently and took up various issues concerning the State and the Northeastern region. According to Kenye’s PRO Kuvera Nakro, the MP sought the consent of the President to repeal Armed Forces Special Powers Act (AFSPA), which was passed in 1942 by the British to suppress the Quit India Movement. He explained that AFSPA, which is considered as “draconian”, was discussed in the Universal Declaration on Human Rights in 1948 with members of the United Nations (now better known as Geneva Convention) and declared not to formulate this kind of Act. Kenye pointed out that the Government of India, despite being one of the signatories to the Geneva

Convention, promulgated the Act 10 years after its independence in Nagaland against its own citizens, and which was being enforced till date. On Article 371(A), the MP said it was a constitutional provision that could not be encroached upon, but lamented that the Centre was not implementing the Article in letter and spirit. He sought Kovind’s intervention in allowing the State to explore its own natural recourses, especially oil and natural gas, as the State was economically very weak. Further, pointing out that downgrading it into a kind of research institute would completely defeat the original policy, Kenye also called for upgrading and strengthening North Eastern Council (NEC) for better development of the Northeast. He stressed this also in view of the current geo-political situation and taking into

account the thrust of New Delhi in linking up with economies of South Asian and South East Asian countries. He recalled that then Zonal Council was dissolved and NEC constituted in 1972 as a direct consequence of the 1972 Indo-Pak war that resulted in creation of Bangladesh as the entire region was considered sensitive and strategic. Taking into account the World War II, 1962 Chinese aggression and 1971 IndoPak war, whose battles were fought in the North-eastern part of the country, and given the fact that the region was bounded by five countries, he said the Centre established a separate administrative unit. It was also set up due to the region’s distance from the national capital, besides given an appropriate platform for Nagaland, which was under external affairs ministry from 1960 to 1972.

DIMAPUR, DEC 21 (NPN): Reacting to the statement purportedly made by deputy National Security Adviser (NSA) and Interlocutor to the Naga Peace talks R.N. Ravi at a recent function in Pune, MIP of NSCN (I-M) has reiterated that the ongoing talks with the government of India after the July 1997 cease fire, was after due recognition of the “unique history and situations” of the Naga political issue. Ravi had purportedly stated that henceforth the government will not hold any new talks, whether conditional or unconditional, with any North East militant outfit and the only option was for them to either fight on or surrender. Drawing attention to the reportage by one Pradip Deka of Times of Assam under the title “No lateral talks with militants; die fighting or surrender- R.N. Ravi”, MIP claimed this gave the impression that the “Indo-Naga political dialogue” was on seeking solution within the framework of the Indian constitution. It reminded that the Framework Agreement signed and declared on August 3, 2015 was fundamentally based on the unique history of the Naga people and co-existence through shared sovereignty between the two entities. It said these were the core principles for bringing about final and lasting solution

acceptable to both the parties. MIP said Naga people have suffered long enough with many having lost their lives and so the present affords a favourable political climate. However, adopting a hardline approach from the honourable “out of the box” approach to the Naga issue would indicate a clear deviation from the framework agreement that was based on mutual respect and recognition of the two entities, it said. Instead, MIP said any attempt by the government of India to tread the path of ‘Machiavellianism’ would be a conscious and “deliberate betrayal of the government of India’s position to seek solution without precondition at the highest level, outside India, in a third country and based on the officially recognised unique history and situation of the Nagas.” It urged upon the government of India to have courage and boldness for her “larger security interest”. MIP said if lasting and honourable peace was what India desired, then it should not drive away the Nagas or those who seek peace. Warning that military solution would lead to a fresh conflict that would cost lives of many, NSCN (I-M) remarked that there was no “foundational logic or basis” in that approach after over 20 years of political negotiation. DIMAPUR, DEC 21 (NPN): Naga Hoho (NH) has refuted the allegations levelled against it by acting speaker Kenyuseng Tep and adviser Keviletuo Kiewho, besides the concern expressed by some tribal bodies. In a clarification issued by its media cell, NH remarked that it was baffling as to why Kiewhuo was openly voicing out only when the present NH tenure was over. On the contrary, the organisation accused him of making all efforts to influence and divide the executive, especially during the turmoil among political parties in the State since 2014. However, being a non political body of Naga people and being obligated to maintain neutrality towards all political parties, NH clarified that it could not fulfil any personal or political agenda of a per(Cont’d on p-7) son or group. despite all differences, the executive met Keviletuo at his residence on June 25, 2018 with the best intention and urged him to resolve all differences and work for the smooth functioning of Naga Hoho in the larger interest of the Nagas. Unfortunately, instead of coming forward for any discussions for thrashing out the differences, the organisation alleged that the adviser only tried to divide the executive and even challenged the activities of NH through the media. Pointing out that Yezabo (constitution) was clearly written and that it could not be easily distorted for personal convenience, Naga Hoho asserted that the interpretation of the acting speaker and adviser was completely against anyone’s understanding of the Yezhabo. It claimed that the executive members had time and again asked the acting

speaker to convene federal assembly (FA) where all important issues or problems could be deliberated. However, it alleged that Tep ignored the directive of the executive council to summon it on several occasions. Hence, after all the efforts, NH presidential meeting was convened on November 26 as an extraordinary measure, which was converted to FA with unanimous decision of federating units. This was done after thorough deliberations among the federating units as it was felt that the acting speaker would only avoid calling the assembly for reasons best known to him, the hoho explained. Regarding the acceptance of removal of general secretary and finance secretary, the hoho explained it was done “lamentably under compulsion” as they were removed from the executive by their parent tribe hohos. Rescue ops continue; no trace of miners

Shillong, Dec 21 (PTI): The water level in a flooded mine in Meghalaya receded a few inches on Friday, holding out a sliver of hope for the survival of the more than dozen men who have been trapped inside the illegal coal pit since December 13 without any food and water, police said. As frantic rescue efforts continued for the ninth day in the mine in East Jaintia Hills district, Chief Minister Conrad Sangma said it is a major challenge and time is running out. The water in the 370feet-deep rat hole mine initially increased after the levels in the nearby Lytein river went up. Water from the river gushed into the pit on December 13, trapping the miners. At present only two high power pumps are being used to flush out the water from the flooded mine. “ We n e e d m o r e pumps. That is the crux of the matter as time is running out to rescue the miners alive,” the chief minister told PTI at his office here. About 200 high power pumps are needed to flush out the water from the flooded mine, he said.

Rescue efforts which began on Thursday continued Friday morning without much success.

“The local people are saying this and that is the scale of work we are looking at. It is a major challenge as time is running out,” he added, expressing his concern about the survival of the trapped men who many fear could be dead. According to Superintendent of Police (SP) of East Jaintia Hills district (SP), S Nongtynger, work on pumping out water is on with the hope that the water level will recede. Rescue efforts have been futile since the water

level in the flooded mine in East Jaintia Hills district has not receded since December 13. Over 100 personnel from the National Disaster Response Force (NDRF) and the State Disaster Response Force (SDRF) as well as the state police are camping on top of the mine. BJP wins Assam panchayat polls with 42 percent seats Guwahati, Dec 21 (PTI): The ruling BJP in Assam Friday emerged as the single largest party in the three-tier panchayat elections by bagging 42 per cent of the total seats, while Congress came second securing 34 per cent, the Assam State Election Commission (ASEC) said. The BJP bagged 11,325 out of a total 26,784 posts, counting of which began on December 12 across Assam, the ASEC said in a statement after conclusion of the counting process. The Congress has won a total of 8,970 posts, followed by Independents winning 3,048 seats, which is 11 per cent of the total seats. The Asom Gana Parishad (AGP), a constituent of the ruling alliance that contested separately, came fourth winning 1,963

posts while another opposition AIUDF bagged 1,319 posts. The two parties secured seven and five per cent of the total seats respectively, the ASEC statement said. Out of the total posts, 21,970 are for gaon panchayat members (GPM), 2,197 each for gaon panchayat presidents (GPP) and anchalik panchayat members (APM), and 420 are zilla parishad members (ZPM). No nominations were received in 52 GPM seats and by-elections will take place later in coming days to fill-up those posts, the ASEC said. In GPM, the BJP has bagged 9,094, followed by the Congress (7,292), the AGP (1,689) and the AIUDF (1,024). The other seats were captured by the Bodoland People’s Front (54), the CPI(M)

(33), the CPI (3), the TMC (5), the CPI(ML) (4), the NCP (3) and Independents (2,717). For the GPP posts, the BJP won in 994, Congress in 760, the AGP in 137 and the AIUDF in 130. The BPF bagged 2 seats, NCP one and Independents 173. In the APM seats, BJP bagged 1,025, while 771 were won by the Congress, 118 by the AGP, 136 by the AIUDF, one by both the CPI(M) and the TMC and 142 by Independents. The ASEC said in ZPM constituencies, the BJP won 212 seats, the Congress 147, the AGP 19, the AIUDF 26 and Independents 16. IOCL to enhance LPG production in Northeast

Guwahati, Dec 21 (Agencies): The Indian Oil Corporation Limited (IOCL) has done a massive capacity enhancement of Liquid Petroleum Gas (LPG) production in the northeast investing to the tune of Rs. 700 crore. According to Northeast Now, chief general manager of the IOCL’s Assam Oil Division (AOD), Uttiya Bhattacharyya said this on Friday and added that the IOCL was also planning to expand its distribution network to cater to the need of the people of the region. He said that as of now the LPG production capacity of IOCL’s AOD was 567,000 MT per annum. He said that the IOCL already had 800 distributors

in the northeastern states and added that advertisement has already been issued to appoint about 200 more distributors. “Majority of this will, however, be in Assam,” he added. He said that post approval of Cabinet Committee on Economic Affairs (CCEA) to expand the beneficiary list under Pradhan Mantri Ujjwala Yojana (PMUY), Indian Oil in a meeting with key officials pan-North East, developed a blueprint to ensure hassle-free release of LPG connections to all eligible beneficiaries. “It should be our endeavor that every kitchen in the country is smoke-free and healthy with easy access to LPG. With our sustained efforts, LPG coverage in the

North East has improved to 78 per cent on December 1 this year from 48 percent on May 1, 2017,”he said adding that 29 lakh LPG connections have been released in just a span of 19 months. He said that LPG business in the North East started in the year 1971. Since then till May 1,2017, total of 48 lakh LPG connections could be released. Due to PMUY launched by the PM of India on May 1, 2016 at Balia, UP and subsequently launched in the NE on May 13, 2017 at Assam, the PSU Oil companies have released 33 lakh connections in the North Eastern states,” he said adding that Indian Oil is privileged to serve its customers by releasing 27 lakh connections.

The Padma Shri awardee was afflicted by a debilitating motor neuron disease in 1969, due to which she was gradually losing her voice. She was initially confined to wheelchair and was bedridden for the past several years. A leading singer of the All India Radio, she had lent her voice to many popular film sings in the 1950s and 60s. Some of her Assamese songs which are still popular are ‘Sonor Kharu Nalage Muk’, ‘Jundhone Junalite’, ‘Konmana Boroxire Sip’, ‘Senai Moi Jau Dei’, ‘O Bondhu Somoi Pale Amar Phale’ among many others. She sang her last song ‘Luito Nejabi boi’ in 1969, after which the motor neuron disease left her crippled. The acclaimed singer received the Padma Shri award in 1998 and the state government honoured her with ‘Silpi Bota’ in 2010. The state government had given an aid of Rs one lakh earlier this year to the ailing singer.

Treasonous reasons

W

hat befell Manipur television journalist Kishorechandra Wangkhem (39) reflects the kind of mindset prevailing in India where criticisms are not tolerated. Wangkhem, a television journalist has been detained for criticizing the Bharatiya Janata Party (BJP) government on social media under laws intended to ensure national security. He is employed as an anchorreporter with a news channel IST. He was arrested on November 21 by Manipur Police for uploading a video where he reportedly criticized the Prime Minister and called Manipur BJP chief minister N. Biren Singh as a “puppet of the Centre”, following which, the state government cracked down on him with a heavy hand. Wangkhem was initially arrested on separate charges of sedition on November 21, before being released on November 25, according to his wife, Ranjita Elangbam. He was then detained on November 27 under National Security Act, which allows for detention of up to a year without trial, and has since been held at a jail in Imphal. A board of judges set up under the Act approved his detention on Thursday. What Wangkhem had sought to project was that while Manipur’s BJP government thought right in celebrating Rani Jhansi, yet it did not feel right to celebrate Manipur’s freedom fighters. Kishorechandra Wangkhem was sent to jail under the NSA less than 24 hours after he was granted bail by a CJM court in West Imphal in a sedition case filed by the local police. The court of the CJM had said that remarks were an “expression of opinion against the Prime Minister of India and Chief Minister of Manipur” and couldn’t be termed as seditious. The National Security Act allows detention of people merely under the presumption that they are “detrimental or pose a threat to national security”. Furthermore, it also denies them access to a lawyer or a hearing before a court of law. The fate of Wangkhem once again confirms that Indian laws, enacted in the interest of internal security, are nothing but repressive in intent and inhuman in purpose. The country is ranked 138th in the World Press Freedom Index run by Reporters Sans Frontières - lower than Zimbabwe, Afghanistan and Myanmar - as a result of censorship laws and the murder of several journalists. The use (or misuse) of the NSA has been well explained by Wangkhem’s lawyer who said that the arrest was nothing but a “blatant abuse of the law and its powers”. Unfortunately, there are those who would choose to greatly differ such as Manipur’s deputy home minister Dr Th Charanjeet Singh, who in a statement, maintained that the state had considered the evidence and stood by its decision to detain Wangkhem. The BJP-led coalition government in Manipur which also includes the Naga People’s Front(NPF) and National People’s Party(NPP)- are all in this blatant inhuman repression that goes against the very grain of democracy. It is absolutely bizarre that calling the chief minister a “puppet” of the Centre , is anti-national and a threat to the security and integrity of the nation. This case including many in other parts of India, clearly reveal the mindset of those ruling the country. If the same people with the same mindset return to power , individual freedom would be a thing of the past when draconian laws would be used to slap people with treason for criticising those in power.

In preaching the gospel, always focus on the matter of the will. Belief must come from the will to believe. There must be a surrender of the will, not a surrender to a persuasive or powerful argument. I must deliberately step out, placing my faith in God and in His truth. And I must place no confidence in my own works, but only in God. Trusting in my own mental understanding becomes a hindrance to complete trust in God. I must be willing to ignore and leave my feelings behind. I must will to believe. But this can never be accomplished without my forceful, determined effort to separate myself from my old ways of looking at things. I must surrender myself completely to God. Everyone has been created with the ability to reach out beyond his own grasp. But it is God who draws me, and my relationship to Him in the first place is an inner, personal one, not an intellectual one. I come into the relationship through the miracle of God and through my own will to believe. Then I begin to get an intelligent appreciation and understanding of the wonder of the transformation in my life.

An Alternative to Hornbill Festival?

t is obvious that beyond the philosophy of Hornbill festival is preservation and promotion of the beauty of a given human culture. In process, it ripples and is becoming a tip of a national and international attraction. But the big issue is ‘What future can hornbill festival contribute and offer to the upcoming Naga youth in a modern generation and scientific age’? A Bird Festival or Morality? Nagas must choose either a primitive festival in a modern generation or morality as the believers of the Redeemer of the world. A festival that earns and attracts tourists at the expense of morality can be a great risk to Nagas and the posterity with a sinking ground and declining future like Sodom and Gomorrah. The Other Side of Festival Without making a reference to published critics, observations and opinions expressed in local news papers, silent side of the festival is more than the advertised aspects of the festival. Taking for granted that the festival is an ideology of a common platform to harmonize Naga culture, the other side includes scene of unanalyzed unbiblical and un-Christian behaviors as openly witnessed by one and all. Paganization The act of hornbill festival is like worshiping a dead bird. Over 50 years ago it was prophesied that the Nagas would worship a dead bird. While adoring the bird, cruelty to other animals is like a valley of old sacrifices. The hidden scene is shameless immoral festival which is a sacrilege to a sacred land created by God. Perhaps the heathenism part is the uninvited aspect of the festival which is a blow and defeat to the purpose of the Festival. As a Christian land, the final analysis of the festival is a misrepresentation and a destructive doctrine to the world. Can we give something more meaningful to the world? Theology of Syncretism Every hornbill festival begins with an incantation pronounced by a priest-like figure. But the content of the incantation is theologically empty and unclear while the Christians are waiting for a clear voice to the living God, the Creator of Nagas and universe. The leaders of Haiti dedicated their nation, land and government to deities of evil spirits (voodoo). The risk was a major earthquake in

2010 with a loss of millions, a thorn to the globe. No one knows what is ahead of Nagaland as the land deviates from the truth to untruth. Perhaps our land survives because of the few faithful. The incantational prayer is, therefore, challenged by the believers of the Creator of the universe, the Almighty. Such a practice is meaningless, unbiblical and syncretistic which does not reach God. The Gospel came to the Nagas 146 years ago. And hence, the concept of mountain gods, natural spirits, and boulder inhabiting spirits are no more in exercise since they are the lower form in theology. Are we comfortable with reversing gear? A Reversal Journey The land is a land of Bible believers with 99% Christians with Christians in leadership. Is Nagaland setting any good example before other states? Or what impression the Nagas are impacting on NonNagas with living among us? The nature of celebration of Hornbill festival is a process of de-Christianization with systematic introduction of old ritualism along with Babylonian intoxicative chemistry. In process, the celebration destroys and harms the vitality of aspiring generation. Can the modern generation continue to accept such reversal scheme? Side affect of Education The whole body suffers when a finger suffers. Can a father or mother tell his or her son or daughter “I am going to Hornbill festival. It is your duty to study hard and pass in high division”? Education is directly or indirectly affected by prolonged Hornbill festival during exam time. It is a total package that affects acceleration of education. Our modern youth generation must rethink of global value. If education is the future of our land, we must prioritize it. What lasting and structural values can Hornbill festival offer to the youth in the state and the world in general? It is high time for the forward thinkers, aspiring and prospective youth, and intellectuals to walk away from such reversing, wasteful, and suffocative superstition to a positive and brighter future. Alternative Proposals A few relevant suggestions are hereby furnished for our leaders to consider: 1. Naga Observatory An obser vator y that would bring the bright objects above our head to a closer

Forward Generation It is high time to overcome decoration of a dead bird to improvement of quality of education. Our teeming students and children must be adorned with practical oriented education in schools. Inclusion of cooking class, sanitary awareness, gardening and self-reliant schemes, and basic science in education package will thrive and calibrate quality education. 3. Smoother Movement Needless to talk bout the deplorable condition of our roads and bridges. The need is exposed to all including heart patients, pregnant mothers, health emergencies, and tourists. Decades of dust and potholes with splashing must be over in a modern age. The need is to put our house in order to meet public need before an exorbitant decoration of a dead bird. 4. International Visa facility Most of the international travelers in Northeast India are from Nagaland. It is expensive, inconvenient and disappointing to travel to Kolkata and Delhi foreign embassies for visa application and obtaining. It would be a worthwhile effort if our leaders can take this up with the DoNER and make this facility of international community accessible to us. 5. Naga Cultural Research Institute Thriving of a culture requires a comprehensive academic research work which must probe into origin of the Nagas (a controversial theory), formation of indigenous cultural shape, relationship with nature and pre-Christian religion, societal growth, prepopular science, a scenario of pre-British and post British period, entry of Christianity, relationship with surrounding nations, Indo-Naga issue, a transitional metamorphosis, and international relationship, keeping such view of a study in Nagaland and national universities, and international affiliation. In view of importance of such cultural development, it is proposed that Nagaland set up a Naga Cultural Research Institute (NCRI) logistically with Kohima Kisama Naga Heritage becoming the research side. India’s energy subsidies moving in the right direction

ndia has become an outspoken proponent of renewable energy, including at the just-concluded COP24 in Poland and as champion of the International Solar Alliance (ISA). But do the facts back up the rhetoric? Is the central government walking the talk? Money, as they say, isn’t everything - but an analysis of expenditure patterns reveals a lot about government priorities. And government subsidies affect energy prices, which drive investment and consumption decisions. A recent study of India’s energy subsidies sheds light on exactly which energy types the government is backing. And it’s no small amount - Rs 151,484 crore ($23 billion) in the 2017-19 fiscal. The report is an update of a comprehensive inventory released last year. Consistent with the government’s position has been its shift away from subsidising fossil fuel and towards renewable energy. Fiscal 21016-17 saw a record rise in support for renewable energy of Rs 5,766 crore ($0.8 billion). At the same time, government support for coal, oil and gas fell by Rs 13,418 crore and by Rs 120,687 crore from 2014-15, reflecting reform of consumer price subsidies for fuels such as petrol and diesel. But this is not the full story. Subsidies for fossil-fuels were still over three times those for renewables in 2017-18 at Rs 52,982 crore. Coal alone received more than renewables at Rs 15,992 crore and even increased by Rs 1,148 crore. Subsidies for coal can undermine the development of renewables by artificially reducing prices for coal-fired power, the renewables’ main competitor. This contributes to air pollution and carbon emissions. Even where there are environmental standards for coal, they aren’t always well-enforced. One such example is non-compliance with coal washing laws, delivering a benefit of Rs 980 crore in 2017-18 to coal companies - and incentivising dirtier air for everyone. Some energy subsidies are important to achieve certain policy objectives, such as access to energy. Around 70 per cent of India’s energy subsidies aim to keep prices low for consumers or to connect households with modern energy, such as the Ujjwala programme for cooking gas or the Saubhagya programme for electricity. The single largest support measure in 2017-18, accounting for almost half of all energy subsidies, was transfers to electricity companies to keep power prices low (Rs 74,925). Programmes to improve access to clean, modern energy are vital for health and improving development outcomes across many areas, as recognised in the UN Sustainable Development Goals. But this does not mean that such programmes should be exempt from review. On the contrary, evaluation is essential to ensure they are effective and delivering value for money. by higher-income households. Efforts have been made to improve targeting, but given their high remaining costs, renewed efforts to direct support to the poor are critical. Looking at expenditure patterns, alternative ways of providing access to modern energy can also be considered. Kerosene, for example, is still used as the primary source of lighting for 30 per cent of households in some states and by many more as a backup during power outages. Subsidising kerosene might seem like a lifeline to these households. But kerosene causes indoor air pollution and poses a fire risk, as well as providing low quality light. Renewable alternatives such as solar lanterns or home systems are available for comparable costs to kerosene over time. But subsidies are needed to help poor households meet the initial upfront costs. Further support may also be warranted for electric vehicles (EVs), which can help reduce pollution and de-link India’s economy from volatile international oil prices. At the moment, when oil prices rise, the subsidy bill increases at the same time that revenues decline due to a variable fuel tax on petrol and diesel. Subsidies for EV are only in their early stages in India, totalling Rs 148 crore in 2017-18 and rising to Rs 250 crore in 2018-19. Looking forward, the central government’s support for renewable electricity is likely to head in the opposite direction to EV in coming years. Reforms associated with the GST will see tax breaks for coal and renewables both decline by about Rs 2,000 crore in 2018-19. But total tax breaks for coal will still be five times those for renewables. In addition, the largest subsidy for renewables, “viability gap funding”, is likely to decline in line with increasingly competitive pricing for renewables. Despite the increasing competitiveness of utility-scale solar and wind projects, certain clean technologies may continue to require budgetary support. They include offshore wind, energy storage and off-grid solutions. In addition, support for integration costs (such as energy storage) is likely to be needed to accelerate greater uptake of renewables. One potential source of funding is to shift savings from fossil-fuel subsidy reform or better subsidy targeting. Hard data, such as that in this review, provides a welcome anchor point in a debate that is frequently shrouded in spin-by governments, interest groups and commentators. Greater transparency and reporting is needed to get the full picture. Financial information is sorely lacking for many government energy policies, particularly at the state level. Only with full accounting and disclosure can there be the necessary evaluation of energy policies to ensure they are meeting their objectives and delivering value. Sohrabuddin case: All accused acquitted

Mumbai, Dec 21 (PTI): All 22 accused in the alleged fake encounter killings of gangster Sohrabuddin Shaikh, his wife Kausar Bi and his aide Tulsi Prajapati were acquitted Friday by a special CBI court because of insufficient evidence, even as it expressed sorrow over the loss of “three lives.” Special CBI Judge S J Sharma said in his ruling the system demands that the court go solely by evidence, and observed that the prosecution had failed to establish a cogent case to suggest that there was any conspiracy to kill the three people, or that the accused persons had any role in it. “When this court ultimately went through all the evidence and testimonies on record, it concluded that no case of conspiracy could be established. Also, no link between these 22 persons and the three deaths could be established,” he said All the accused, who were mostly police officials from Gujarat and Rajasthan, were out on bail during the year-long trial. The prosecution had examined 210 witnesses, of which 92 turned hostile. Sixteen people, including Shah, Kataria, Vanzara and Pande were earlier discharged by the CBI court due to lack of evidence against them.

Ready to discuss Rafale issue in Parl: Congress

Panaji, Dec 21 (PTI): The Congress on Friday said it did not mind discussing the Rafale deal in the Parliament, but it could be done only after a Joint Parliamentary Committee (JPC) conducts a probe into it and collects facts. Talking to reporters here, Congress spokesperson Jaipal Reddy said when his comes to power in 2019, it would investigate this fighter jet deal. “We are ready for a discussion. We need certain facts to be collected, which can be done only by the JPC. What the JPC does is it collects facts...We don’t know the facts. How do you reach to conclusion without sure knowledge of facts,” he said. Reddy was replying to a question on why the Congress was not holding a discussion on the issue in the House. “When we come to power (in 2019 general elections), which are sure going to be, we will investigate. Let the facts be known to the people,” he added. Referring to the SC

verdict on the Rafale deal, Reddy said, “As far as the court is concerned, SC decides what it should do. We (Congress) are not in the court. The judgement of the SC is limited in its scope. It cannot be taken at its face value, because it has to be revisited. “At any rate, we won’t ask the SC for its opinion. We are not in SC,” Reddy said. “In a democracy, first democratic process must be exhausted and that is why we are insisting on JPC,” he said. Responding to the question on UPA’s “delay” for the deal, Reddy said generally defence purchases take long time. “For everything, Defence department has to be consulted. In this case, the law minister has to be consulted, finance ministry has to be consulted, and eventually, the price has to be agreed to,” the former Union minister said. “In the meantime, we were getting into election and given more time, perhaps, we would have struck the agreement ourselves,” he added.

Heated discussions over the revamping of the economic capital framework was one of the reasons behind the sudden resignation of RBI Governor Urijit Patel earlier this month. The government has been sparring with the RBI on deciding a fixed formula for transferring dividend to the government as it believes the central bank

The government wants to set a clear formula for transfer of the funds as the calculation of fiscal deficit and expenditures can be upset if the amount of transfer is lower-than-expected. Delhi not only wants to have a clear dividend-sharing policy with the central bank but is also looking to revamp the entire economic capital framework as it believes the current framework is “extremely conservative.” If the government is successful in convincing the RBI of a less conservative framework, then trillions of rupees could be freed up for government use, according to the second source, who also did not want to be named. Such funds will be crucial to the Narendra Modiled government, which will look to lure voters by giving tax rebates, increasing allocation towards rural schemes and spending on subsidies ahead of a general election that must be held by May.

FinMin’s Alternative Mechanism RBI limits total gives nod for merger of 3 banks outstanding ECBs New Delhi, Dec 21 (PTI): Public sector lender Bank of Baroda Friday said the ‘Alternative Mechanism’ of the finance ministry has accorded inprinciple approval for its merger with Dena and Vijaya Bank. “Ministry of Finance, Department of Financial Services on 20th December 2018 has advised that the Alternative Mechanism (AM) has accorded its inprinciple approval to the proposed amalgamation of Bank of Baroda, Vijaya Bank and Dena Bank,” it said in a regulatory filing. Bank of Baroda is the transferee bank, while Vijaya Bank and Dena Bank are the transferor banks in the amalgamation process, it added. T h e ‘A l t e r n a t i v e Mechanism’ (AM) headed by Finance Minister Arun Jaitley had decided to merge three banks with a view to create global size lender, which will be stronger and sustainable. Following which, the board of directors of Bank of Baroda had given an in-principle approval for the proposed merger of the

three state-owned lenders on September 29. Both the other banks have also approved the merger proposal at their respective board levels. The new entity to be formed with the merger of Bank of Baroda, Vijaya Bank and Dena Bank is expected to be operational in the beginning of the next financial year. The merged entity will have a combined business of Rs 14.82 lakh crore, making it the third largest bank after SBI and ICICI Bank. It will have better financial strength. The net NPA ratio will be at 5.71 per cent, significantly better than public sector bank (PSB) average (12.13 per cent). The merger of these three lenders comes after India’s top lender State Bank of India (SBI) merging its five subsidiary banks and taking over Bharatiya Mahila Bank last year, which has catapulted it to be among top 50 global lenders. Shares of Bank of Baroda traded 0.30 per cent up at Rs 115.20 apiece on BSE.

Mumbai, Dec 21 (PTI): The Reserve Bank of India (RBI) Thursday announced a cap on the outstanding stock of external commercial borrowings (ECBs) at 6.5% of GDP at current market prices. Based on the gross domestic product (GDP) figures at March-end 2018, the soft limit works out to $160 billion for the current financial year, the RBI said in a statement. “The outstanding stock of ECB as on September 30, 2018, stood at $126.29 billion,” it said. The decision to have a “rule-based dynamic limit” for outstanding stock of ECB at 6.5% of GDP at current market prices has been taken in consultation with the government, the RBI added. ECBs refer to commercial loans in the form of bank loans, securitised instruments (floating rate notes and fixed rate bonds, non-convertible, optionally convertible or partially convertible preference shares), buyers’ credit, suppliers’ credit availed of from nonresident lenders with a minimum average maturity of 3 years.

NEW DELHI, DEC 21 (AGENCIES/PTI): With Brent crude oil futures sliding below $55 per barrel and rupee trading below 70 against the US dollar, petrol and diesel prices were today cut by 17 paise and 15 paise respectively after a two-day hiatus. The price of petrol is now tracking January levels while diesel is close to April rates. A litre of petrol today costs Rs 70.46 in Delhi, Rs 76.08 in Mumbai, Rs 71.03 in Bengaluru, Rs 73.11 in Chennai and Rs 72.55 in Kolkata. Meanwhile, petrol was Rs. 68.21 a litre and diesel stood at Rs. 61.95 in Dimapur on Friday. In the state capital Kohima, petrol and diesel prices were Rs. 69.02 and Rs. 62.57 per litre. Crude prices declined below $55 per barrel in the past couple of days on oversupply concerns and fear of weak global growth.

New Delhi, Dec 21 (Agencies): India’s drug regulator has initiated a wider probe into the entire range of baby care products of Johnson and Johnson (J&J) Pvt. Ltd, after ordering it to halt production of its Johnson’s baby powder amid allegations that it contains asbestos. On Thursday, the Drug Controller General of India (DCGI) issued Form 15 (under the Drugs and Cosmetics Act) to J&J’s manufacturing plants in Mulund and Baddi, barring the company from using raw material for talcum powder till further orders. “All other baby products will also be tested for their ingredients and preservatives. The drug inspectors have been told to start lifting the samples both from its manufacturing sites and markets all over India,” said a senior official in the health ministry. The company is facing questions from the drug

In first six months of the current fiscal, the collection stands at Rs 25,318.1 crore and Rs 46,548.8 crore for petrol and diesle, respectively. The government had cut the excise duty on fuel prices in October in order to tackle increasing prices of petrol and diesel. New Delhi, Dec 21 (Agencies): The government will likely renew its demand for Rs. 13,140 crore ($1.9 billion) in additional dividend from the central bank helmed by newlyappointed governor Shaktikanta Das, two sources in the government told Reuters. The government believes the amount has been pending since 2016-17, when an internal formula called staggered surplus dividend distribution method was used without consulting the government to transfer the dividend for that year, said one of the sources, who did not want to be named as they are not authorised to speak to the media. “Even though RBI in 2016-17 used their own formula it had still transferred Rs. 13,140 crore less to the government in our view,” the official said. “We have been asking that amount to be given to us,” the official added. Lo n d o n, D e c 2 1 (Agencies): US Defence Secretary James Mattis is resigning, the latest in a string of senior US officials to do so. According to BBC, his announcement came a day after President Trump said he was withdrawing troops from Syria - a decision General Mattis is understood to oppose. In his resignation letter, Gen Mattis strongly hinted at policy differences with Mr Trump. He said the president had the right to appoint someone “whose views are better aligned with yours”. Gen Mattis, 68, will leave the job in February. President Trump has not immediately named a successor, but said one would be appointed shortly. Members of Congress from both sides of the political divide have reacted with shock to the resignation. Senate Majority Leader Mitch McConnell, from Mr Trump’s own Republican Party, said he was “distressed” to hear the resignation was reportedly

UAE pledges $3bn to boost Pakistan’s liquidity, reserves Dubai, Dec 21 (PTI): The UAE will soon give USD 3 billion to cashstrapped Pakistan to support its financial and monetary policies, the state media reported on Friday. The announcement comes as Pakistan is negotiating a USD 8 billion from the International Monetary Fund (IMF) to bail itself out from a severe balance-of-payments crisis that threatens to cripple the country’s economy. However, a recent meeting between the IMF and Pakistan ended in a stalemate. The transfer of 11 billion dirhams (USD 3 billion) by the governmentowned Abu Dhabi Fund for Development (ADFD) to State Bank of Pakistan is expected to be carried out in the “coming days”, the WAM news agency said. The police said on Twitter that the shooting took place at around 1.30 p.m. in the Lugeck area, some 100 metres away from the Stephansplatz Square in the city centre. The shooter was yet to be apprehended, Efe news reported. “A search is currently underway. Further details remain unclear,” the police said. Police officials added that search operations were being conducted throughout the entire city and that people uninvolved in the incident were not in danger, implying that the shooting was not being treated as a terror attack.

JERUSALEM, Dec 21 (Agencies): The American decision to withdraw from Syria has abruptly scrambled the geopolitics of the Middle East, clearing the way for Iran to expand its influence across the region, leaving Israel virtually alone to stop it, and raising the prospect that thousands of Islamic State prisoners could be set free. Beyond the region, President Tr ump’s announcement ricocheted Thursday from Moscow, where it was praised, to Washington, where it was the catalyst for the resignation of Defense Secretary Jim Mattis. The decision shows that even a relatively small move — the United States has only about 2,000 troops

in Syria — can have farreaching consequences in a complex war, leaving allies struggling to cope and adversaries pleased and emboldened. “Donald’s right, and I agree with him,” said President Vladimir V. Putin of Russia, whose influence over Syria can only grow more dominant as the United States exits. Turkey, Iran and the Syrian government of President Bashar al-Assad also stand to reap enormous immediate benefits from the American withdrawal. On the other hand, allies like the Kurdish forces who fought alongside the United States in Syria feel betrayed and are threatening to free thousands of Islamic State prisoners if the United

States abandons them. 13 miners killed in Czech coal mine explosion Karvina (Czech Republic), Dec 21 (IANS): A methane gas explosion at a coal mine in the Czech Republic killed 13 miners, officials and the state-run OKD mining company said on Friday. Thursday’s blast occurred 2,625 feet below ground at the CSM hardcoal mine near Karvina city, close to

the Polish border. OKD, the company that operates the CSM mine, said 11 of those killed were Polish miners provided by a contractor agency, while two were Czech, CNN reported. A further 10 miners were injured in the blast, with one in a critical condition, according to the Czech national news agency CTK. The explosion devastated large

areas of the mine. OKD’s Managing Director, Boleslav Kowalczyk, said search and rescue operations had to be called off because of poor conditions in the mine. “Unfortunately, we have reached a point where it was impossible to move forward because there was a fire raging and zero visibility,” he said in a statement.

Panaji, Dec 21 (PTI): Senior Congress leader and former Union minister Jaipal Reddy has accused Manohar Parrikar of trying to “blackmail” Prime Minister Narendra Modi through the Rafale deal to retain his chair as the Goa chief minister. Reddy was addressing the party’s concluding function of ‘Jan Akrosh’ Rally at Margao town Thursday. The Congress has been holding ‘Jan Akrosh’ rallies across Goa demanding “resumption” of governance in the state, claiming Parrikar’s health has affected the functioning of the administration. Reacting to Reddy’s statement, the BJP said the Congress was trying in vain to raise the Rafale issue despite it being cleared by the Supreme Court. The Supreme Court on December 14 gave the Narendra Modi government

The former Information and Broadcasting minister demanded Parrikar’s resignation and said he was “sticking” to the chief minister’s chair “like a leech”. “He talks of morality, what morality is there of Mr Manohar Parrikar sticking to the chair like a leech,” Reddy said in the presence of Congress leaders, including state chief Girish Chodankar, former Goa chief ministers Digambar Kamat, Ravi Naik, Francisco Sardinha, and others.

Munger, Dec 21 (PTI): Culling of birds has been ordered in four villages in Munger district as outbreak of bird flu has been confirmed in those areas, a senior state government official said Friday. Divisional Commissioner, Munger, Pankaj Kumar Pal said though bird flu has been confirmed in some areas of Munger district but so far there were no case of avian influenza afflicting any human being. Following reports of birds dying in some villages under Ghoraho Panchayat, samples were sent to a medical lab in Kolkata for tests wherein strains of the H5N1 virus were confirmed, he said. “Culling of birds has, therefore, been ordered in four villages falling under the panchayat Chakhand, Amaiya, Belsira and Aphroj. A Central team has reached the villages with the necessary paraphernalia. Besides, those in the poultry business are being compensated,” Pal told PTI. “Although no humans have so far been found to be afflicted by the virus, antiviral drug Tamiflu is being made available in the affected region as a precautionary measure. An advisory has also been issued asking the people to avoid coming into contact with any migratory wild birds or consumption of their meat,” the Commissioner added.

‘High Level Mechanism on Cultural and People-toPeople Exchanges’, the two foreign ministers deliberated for around two hours on ways to boost people-to people contact and cultural exchanges between the two neighbours. The setting up of the new mechanism was decided upon during the Wuhan summit between Prime Minister Narendra Modi and President Xi Jinping. “Our leaders had realised that unless we have better people-to-people cooperation, we cannot have close cooperation between the two countries,” said Swaraj. “I am very happy over outcome of our talks... I am confident that the new mechanism will help both the countries in building

greater synergies in bilateral ties,” she said in her media statement in the presence of Wang. Since the resolution of the Doklam face-off, the two countries have taken a series of measures to enhance overall ties. Wang, who arrived here early Friday morning, said he had a “very successful” meeting with Swaraj. “India-China relations have reached a new historical stage,” he said at the inaugural session of 3rd India-China High Level Media Forum. Swaraj said she and Wang held a series of bilateral meetings in the last few years and talks on people-topeople contacts and cultural exchanges were for not more than 10 minutes in each of the meetings.

The organisation said it was unfortunate that Tep, while not following the directive of the executive council, was issuing statements and notifications on his own without any consultation with the council. Surprisingly, he issued a statement on December 6 by using the name of Rengma Hoho (RH) and few other tribes only to malign and weaken NH. Such “double dealings” by hoho leaders brought only confusion and misunderstanding among general masses, it added. Reiterating that it did not recognise State borders and considered every region and tribe as equal when it came to affiliation, and that every federating unit had equal right as per the Yehzabo, NH said it was depressing to hear from prominent tribe hoho leaders that the apex body was “lopsided and helplessly drifting southward with imaginative domain”. The apex body asserted that it was still having the command of 15 federating tribe hohos out of 22 tribes, adding that the decision taken by the FA on November 26 representing two-thirds majority of the federating units could not be termed as null and void. While acknowledging the concern expressed by five tribal bodies – Angami Public Organisation (APO), Chakhesang Public Organisation (CPO), Pochury Hoho (PH), RH and controversial signatories of Zeliang People’s Organisation (ZPO) – over the state of affairs and weakening of Naga Hoho, the organisation clarified that ZPO (Visa Meru & Joshua Newmai) were never a part of Naga Hoho as clarified by Zeliangrong Baudi, the apex body of Zeliangrong people. NH said it welcomed expression of concern and positive criticism, but asserted that a non-member who had not contributed his services had no moral authority in its affairs. The organisation said the posts of president and vice-president were thoroughly deliberated in different stages, including in the FA of September 28, 2016. It was also debated in the presidential council meeting along with goodwill mission to three dissociated tribes – Ao Senden, Sumi Hoho and Lotha Hoho – on November 21, 2017 wherein APO, CPO, RH and PH representatives were present. However, it was resolved not to allow the president to demit office on the ground that he was elected by Naga people to serve their interest, and not for any particular tribe. To buttress its point, the apex body pointed out that Horangse Sangtam was elected as president in 2005 with the purpose to harp unity among the Nagas though United Sangtam Likhum Bhumji, but he was not affiliated to Naga Hoho. And this had been its objective and practice since inception, it added. Meanwhile, NH appealed to alls sensible Nagas and tribe leaders to come together once again and cooperate with the search committee for electing new office-bearers to take over the mantle by strengthening it with vigour and make it an apex body “free from personal affiliations and isms.”

Sahni - known as son of mallah (boatman) - comes from a backward community and could help neutralise some of the adverse impact of Upendra Kushwaha exiting the NDA within this community.

New Delhi, Dec 21 (PTI): Eyeing a new chapter in Sino-India ties, External Affairs Minister Sushma Swaraj and her Chinese counterpart Wang Yi on Friday held extensive talks under a newly set up framework and agreed on “ten pillars” of cooperation to enhance cultural and people-to-people exchanges. In her media statement, Swaraj said the armies of the two countries are working to strengthen communication and striving to implement confidence building measures that will help in maintaining peace and tranquility in border areas, which she said, is an important prerequisite for development of ties. Referring to trade ties, Swaraj said there was a need to find a solution to India’s expanding trade deficit with China and hoped that China will provide support for market access to Indian goods and services. Paswan crisis over; BJP clinches deal on Bihar seats

BJP, the AJL alleged that the order was issued under pressure and directives from the ruling party at the Centre is vitiated by mala fide, bias and had “oblique political motives”. The L&DO had ended the lease -- entered into with AJL on August 2, 1962 and made perpetual on January 10, 1967 -- asking the company to hand over the possession by November 15. The L&DO’s order had also said that failure to hand over possession would lead to initiation of proceedings under the Public Premises Act. In its plea, AJL has also said that the digital versions of English newspaper National Herald, Hindi’s Navjivan and Urdu’s Qaumi Awaz have commenced since 201617. The weekly newspaper ‘National Herald on Sunday’ resumed on September 24 last year and the place of publication was the ITO premises, AJL had said, adding that the Hindi weekly newspaper Sunday Navjivan was also being published since October this year from the same premises.

The riots had broken out after the assassination of the then Prime Minister Indira Gandhi on October 31, 1984 by her two Sikh bodyguards. The high court in its judgement had said that the riots were a “crime against humanity” perpetrated by those who enjoyed “political patronage” and aided by an “indifferent” law enforcement agency. It had set aside the trial court’s verdict which had acquitted Kumar in the case. The court had said there has been a familiar pattern of mass killings since the Partition, like in Mumbai in 1993, Gujarat in 2002 and Muzaffarnagar, UP in 2013, and the “common” feature of each was the “targeting of minorities” with the at-

tacks being “spearheaded by the dominant political actors, facilitated by the law enforcement agencies”. The six accused, including Kumar who was a Member of Parliament at that time, were sent for trial in 2010. Three years later, the lower court convicted five of the accused but acquitted him of all the charges. The high court upheld the conviction and varying sentences awarded by the trial court to the other five -- former Congress councillor Balwan Khokhar, retired naval officer Captain Bhagmal, Girdhari Lal and former MLAs Mahender Yadav and Kishan Khokhar. It also convicted them for criminal conspiracy to burn down residences of Sikh families and a gurdwara in the area during the riots. The trial court in 2013 had awarded life term to Khokhar, Bhagmal and Lal, and a three-year jail term to Yadav and Kishan Khokhar. Following the high court verdict, life term of Khokhar, Bhagmal and Lal has been upheld and the sentence of Yadav and Kishan Khokar has been enhanced to a 10 years in jail.

New Delhi, Dec 21 (Agencies): The Lok Sabha’s Rules Committee on Friday recommended “automatic suspension” of members who enter the well of the house or willfully obstruct its business by shouting slogans despite being repeatedly warned by the Chair. The panel’s recommendation to Speaker Sumitra Mahajan comes at a time regular disruptions of the House have become the norm. The recommendation, to suspend five consecutive sittings or remainder of the session whichever is less, was made in a draft report placed before the committee in its meeting chaired by the speaker. KAKINADA, Dec 21 (AGENCIES): An Indian Navy chopper was pressed into service to stabilise a tilted hydrocarbon excavation rig belonged to the public sector major Oil and Natural Gas Corporation (ONGC) in the Bay of Bengal between Kakinada and Yanam on Friday. According to the ONGC officials, a Brazilian company had installed ‘Olinda Star’ rig in the Bay of Bengal for the ONGC and taken care of its operation and maintenance.

Patna, Dec 21 (PTI): A local court on Friday awarded life sentence to suspended RJD MLA Raj Ballabh Yadav and two others convicted in a case related to raping a minor girl over two years ago. Three others were sentenced to 10 years rigourous imprisonment in the case. The court had convicted Yadav and the five others, including four women, on December 15 for the rape of the minor girl at his residence in Bihar Sharif on February 6, 2016. Special MP and MLA court judge-cum-Additional District and Sessions Judge Parshuram Singh Yadav awarded life imprisonment to Raj Ballabh Yadav under sections 376 (rape) and 120(B) (criminal conspiracy) of the Indian Penal Code and the POCSO Act. Yadav, who is an MLA from Nawada, now stands to lose his membership of the Bihar Assembly. According to section 8(3) of Representation of People Act, 1951, a person convicted of any offence and sentenced to imprisonment for not less than two years shall be disqualified from the date of such conviction and shall continue

to be disqualified for a further period of six years since his release. The court also slapped a fine of Rs 50,000 on Yadav. The two others who were also awarded life imprisonment were ordered to pay a fine of Rs 20,000 each. A fine of Rs 10,000 was imposed on the remaining three. Rashtriya Janata Dal (RJD) suspended Yadav from the party on February 14, 2016, after he was named as accused in the rape case.

In its chargesheet, the Bihar police had also named a woman and her relatives as accused on the ground that they were supplying women and girls to the MLA. Yadav had evaded arrest for a considerable time and finally surrendered after a local court issued a proclamation notice and an order to attach his properties. He had later secured bail from Patna High Court, which was cancelled by the Supreme Court on November 24, 2016.

JNU issues show cause notices to 27 teachers

New Delhi, Dec 21 (PTI): The Jawaharlal Nehru University administration has issued show cause notices to its 27 teachers for participating in a hunger strike last month against the varsity’s directives on rescheduling the academic calendar and compliance of faculty attendance, sources said Friday. JNUTA president Atul Sood and secretary Avinash Kumar are among those who have received the show cause notices on December 19, they said. The teachers have been given one week’s time to explain their position, “failing which it will be presumed that they have nothing to say in their defence and disciplinary action under the admissible rules will be initiated against them”, they added. In the show cause notices, the varsity said the JNUTA were given an opportunity to “send two representatives or office-bearers to discuss the issues with the rectors, registrar and concerned officers of the university”. Advocate Kapil Sibal appeared for Prasad in the court. After considering the CBI counsel’s request, the court of Justice Aparesh Kumar Singh fixed January 4 as the next date for hearing, Prabhat Kumar, another lawyer representing the RJD chief, told reporters. “CBI counsel Rajiv Sinha had requested the court to fix another date for hearing on the bail petition on the ground that he was yet to get a status report on the petitioner’s health from his doctors,” he added. Chandigarh, Dec 21 (AGENCIES): Pakistan has turned down the demand from the Indian side for a land swap between the two countries to make Kartarpur a part of India. “Absolutely not”, Pakistan foreign office spokesperson Mohammad Faisal said in Islamabad on Thursday, responding to a media query if Pakistan would consider handing over the Kartarpur land to India in a swap deal. “It’s a gesture for Sikh minority community made on their request to provide a visa-free corridor to facilitate visit to a religious shrine. The decision to open the Kartarpur corridor was taken at the state-to-state level and the Indian government was fully involved in it,” he added. The Punjab assembly on December 14 had unanimously passed a resolution, seeking an India-Pak land swap deal on Kartarpur, the final resting place of Guru Nanak located in Narowal district of Pakistan.

New Delhi, Dec 21 (PTI): The Delhi High Court Friday dismissed former Congress leader Sajjan Kumar’s plea seeking time till January 30 to surrender after being recently sentenced to life imprisonment in a 1984 anti-Sikh riots case. A bench of Justices S Muralidhar and Vinod Goel said it saw no grounds to grant him the relief and rejected his application. “Application is dismissed,” it said. The same bench had on December 17 convicted and sentenced 73-year-old Kumar to imprisonment for the remainder of his life in the case and had asked him to surrender by December 31. He had sought more time, till January 30, to surrender saying he has to settle family affairs related to children and property and also needs time to file appeal in the Supreme Court against the high court verdict. The application, filed through advocate Anil Sharma, had said Kumar was “under shock and surprise” since the time he has been convicted and he believes that he is innocent. Vatican City, Dec 21 (AFP): Pope Francis vowed Friday that the Catholic Church will never again treat abuse allegations without “seriousness and promptness”, calling on abusers to hand themselves in to police. “The Church will never seek to hush up or not take seriously any case,” the pope said in his annual address to the Church’s governing Curia at the Vatican. “Let it be clear that before these abominations the Church will spare no effort to do all that is necessary to bring to justice whosoever has committed such crimes”. A litany of child sexual abuse scandals has rocked the Roman Catholic Church, which has

This is the choice and the decision of the whole Church.” The pope on Friday also called on for anyone who has committed child abuse, including priests, to hand themselves over to justice.

“To those who abuse minors I would say this: convert and hand yourself over to human justice, and prepare for divine justice,” the pope told Curia. Francis has struggled to resolve the problem as the steady drip of scandal corrodes the church’s authority but fresh cases surface regularly against a background of sharp divisions in Rome over the issue. The pope last week removed two prominent cardinals from his inner circle months after they were tainted by paedophile scandals and ahead of a Church-wide meeting on the “protection of minors” next year. Australian Cardinal George Pell and Chilean Cardinal Francisco Javier Errazuriz were both removed from the so-called C9 Council of Cardinals, an international advice body set up by Francis himself, the Vatican said on December 12. The last time the C9 met in September, Errazuriz, who is accused of ignoring reports of abuse in Chile, and Pell, who faces charges in Australia related to historical child sexual offences, were both absent, and the council said it was considering restructuring.

Catalan protests as Spanish cabinet meets

Lo n d o n, D e c 2 1 (Agencies): Pro-independence protesters are blocking roads in some parts of Catalonia as Spanish ministers hold a cabinet meeting in Barcelona. According to BBC, the decision to move the meeting was aimed at reducing tensions, months after Catalan leaders were jailed for trying to break away from Spain. Prime Minister Pedro Sánchez and Catalan leader Quim Torra agreed on Thursday to an “effective dialogue”. But anti-Madrid protests were expected to grow during the day. More than 20 roads, including the AP7 and A2 motorways, were blocked by protesters across Catalonia as police were deployed in large numbers ahead of the cabinet meeting. The protests were co-ordinated by a radical group, the Committees for the Defence of the Republic (CDRs). On the AP7, which runs along the Mediterranean coast, protesters sat on the road with their hands in the air as police dragged them from the carriageway. As the cabinet meeting got under way, there was a tense standoff between police and protesters in the centre of Barcelona. Riot police were pelted with objects as they dis-

The cabinet was convened exactly a year after the previous Spanish government held snap elections in Catalonia, a decision seen as provocative by proindependence groups.

On Thursday evening, Mr Sánchez and the Catalan leader held a symbolic meeting and issued a declaration, pledging their “commitment to an effective dialogue that conveys a political proposal with broad support in Catalan society”. A follow-up meeting between Spain’s vice-president and her Catalan opposite number is to take place next month. Mr Sánchez came to power as the head of a minority Socialist government in June. The cabinet was set to rubber-stamp a 22% increase in Spain’s minimum monthly wage from €736 ($835; £665) to €900, effective from January. That would transform it from one of the lowest in Europe to

one of the highest. Catalonia held its disputed vote on 1 October 2017 and its separatist government declared independence on 27 October. But Spain’s constitutional court deemed the referendum illegal and Madrid imposed direct rule. Catalonia’s then leader Carles Puigdemont fled into exile in Belgium after the failed independence bid. Other Catalan leaders also fled abroad. Spain’s Supreme Court has since withdrawn its European Arrest Warrants against Mr Puigdemont and five of his aides who remain in other countries. Pak dismisses India’s Kartarpur land swap offer Islamabad, Dec 21 (IANS): Pakistan has rejected India’s request to swap Kartarpur with another piece of land in order to make it a part of India. “There is absolutely no question of any land swap,” said Pakistan Foreign Office spokesperson Mohammad Faisal here on Thursday, on being asked whether his country would consider handing over the Kartarpur land to India in a swap deal. he first chocolate museum in the Middle East opened in Lebanon on Friday. The museum is already present in Brussels, New York, Paris, Mexico and Prague. “Today we are opening it in Lebanon for the first time in this (Middle Eastern) part of the world,” Mohamad Hashwe, head of the board of directors of the museum, was quoted as saying by Xinhua news agency. The museum contains 350 paintings and artefacts, telling the story of chocolate and the development of this industry over the years. Smith was involved in the ball-tampering scandal against South Africa in Cape Town, along with David Warner and Cameron Bancroft. On Friday, he faced Australian media for the first time since his teary apology at a news conference at Sydney airport on March 29, when he pledged to “do anything” to make up for his mistake and admitted he had failed as a captain. “For me in the room, I walked past something and had the opportunity to stop it and I didn’t do it and that was my leadership failure,” Smith said. “It was the potential for something to happen and it went on and happened out in the field. I had the opportunity to stop it at that point rather than say, ‘I don’t want to know anything about it. That was my failure of leadership. And, you know, I’ve taken responsibility for that.”

I would love to be full-time United boss: Solskjaer

Manchester, Dec 21 (Agencies): Ole Gunnar Solskjaer told his first official press conference as Manchester United’s caretaker manager on Friday that he would relish the opportunity to be the permanent boss. The 45-year-old Norwegian, a legendary former player at Old Trafford, has been appointed interim boss until the end of the season, replacing Jose Mourinho. Solskjaer, on loan from Norway’s Molde, conceded that he has not looked beyond the end of the current campaign with the club where he spent nearly 15 years as a player and coach. But he said he would be interested in taking the job permanently should the

opportunity arise. “When you get a job like this and they ask you to sign for six months, you say ‘yeah’,” he said. “I’m happy to help out and my job now for the next six months is to do as well as I can and move the club forward as well as I can. I understand there are so many managers who would love to be manager of Manchester United and I am one of them. But it is not something we’ve talked about, they’ll do a process now for the next six months.” Solskjaer, renowned for his threat off the bench and still revered by United supporters for scoring the winning goal in the 1999 Champions League final, faces a daunting challenge as he replaces Mourinho.
