Rift over 45% quota demand

DIMAPUR, DEC 3 (NPN): Core Committee on Rationalization of Reservation Policy (CCoRoRP) of the five apex student unions (Angami, Ao, Sumi, Lotha and Rengma) have resolved to object outright the 45% reservation demand of ENSF under any circumstances. After a lapse of 43 years when reservation should have been gradually decreased by now, the student bodies said what could be more unreasonable than the demand for increase in reservation, which they termed as preposterous. They said they saw no possible progression of “our people”, should it be implemented. In a joint statement, CCoRoRP convener N Ejanthung Ngullie and secretary Zakie Khate, Angami Students’ Union (ASU) president Vizokho Zashümo, Ao Students’ Conference (AKM) president Nungdokyanger Ao, Rengma Students’ Union (RSU) president Heiko Kent, All Sümi Students’ Union (SKK) president Hutoshe Kits and Lotha Students’ Union (LSU) president Ashanthung Humtsoe said that the committee expected the State government to settle the matter with sensibility and on logical reasoning. However, if the government succumbed to such unreasonable and absurd demands, the committee warned that it would leave no stone unturned to defend “our society” from such a self-defeating move by resorting to all forms of democratic protest.
PMS to be disbursed before Dec 11 DIMAPUR, DEC 3 (NPN): All Nagaland College Students’ Union (ANCSU) and Eastern Nagaland College Students’ Union (ENCSU) Thursday informed that the directorate of Higher Education has assured to disburse the second and final installment for Post Matric Scholarship (PMS) Scheduled Tribe (ST) 2019-2020 to the student beneficiaries before December 11, 2020 under any circumstances. In a joint press release, ANCSU president Vimeyiekho Vitso and ENCSU president Serichum Sangtam said the directorate of higher education on December 3, 2020 officially communicated to the two unions about the unavoidable delay in completing the requisite procedures for disbursing the scholarship to the student beneficiaries. The two unions have, therefore, appealed to the student community to consider the extraordinary situation and await the disbursement of scholarship as assured. In the event of department’s failure to comply with its given assurance, the two unions would hold the department accountable for any unfavorable situation.

phase of its indefinite democratic agitation passed off peacefully and successfully on Thursday, where government offices were locked and restrictions imposed on movement of government vehicles by six federating units at respective district headquarters. ENSF president Sepili L Sangtam and assistant general secretary Khomo P informed all the six federating units that the third phase of agitations would involve locking district administration offices at all the five districts and sub-division offices, besides completely restricting government activities. It declared that the indefinite democratic agitation would continue in the entire eastern jurisdiction until its demands were fulfilled. Conveying its gratitude to the six federating units for their support and cooperation for the cause, ENSF also appealed to all eastern brethren to support and cooperate with it in order to save the future generations. Meanwhile, stating that it was appalled at the manner in which the cabinet sub-committee cancelled the meeting to which it was invited at the last minute, ENSF said this showed how the State government did not want to address its demands and buy time instead, besides wanting it to carry on with the indefinite agitation
ENSF said the second round of meeting with Nagaland Public Service Commission as per chief minister’s directive held at the commission’s office on December 2 and convened by NPSC with its secretary, member, controller of exam and deputy secretary was inconclusive as they failed to give a written justification and clarification to the issues raised by it pertaining to NPSC.
Cabinet sub-committee appeal
On the other, the cabinet subcommittee constituted by State cabinet to examine the demands and grievances of ENSF regarding Nagaland Staff Selection Board held its first meeting under the chairmanship of deputy CM, Y Patton Thursday. Attended by all members, i.e., ministers P Paiwang Konyak and Neiba Kronu, adviser Toshi Wungtung, chief secretary and commissioner & secretary P&AR, the meeting appealed to ENSF to withdraw its agitation and allow the government to decide the issues based on findings in the larger public interest. The committee discussed and deliberated all the six charter of demands submitted by ENSF in respect of NSSB and decided that it would expedite its report and submit recommendations to the cabinet latest by December 31, a DIPR report stated.

Highway proj worth `4,127 crore to be inaugurated today NEW DELHI, DEC 3 (PTI): Union minister for Road, Transport and Highways Nitin Gadkari on Friday will inaugurate and lay foundation stone for Rs 4,127-crore highway projects in Nagaland in a virtual ceremony, the government said on Thursday. The national highway projects pertain to a total length of 270 kilometres. “Union Minister for Road Transport and Highways Nitin Gadkari will virtually inaugurate/lay foundation stone of 15 NH (national highway) projects having 270 km worth Rs 4,127 crore,” the Ministry of Road Transport and Highways said. The projects include providing alternate access to Imphal to Dimapur and connect Kohima to the Phek district and Myanmar border, besides improving transportation between Dimapur and other districts. Nagaland chief minister Neiphiu Rio will also be present on the occasion. Gadkari on August 17 last laid foundation stones for 13 highway projectsworth Rs. 3,000 crore, to improve connectivity in Manipur.

Centre-farmers standoff continues as talks fail; next round on Dec 5 NEW DELHI, DEC 3 (PTI): Marathon talks between the Centre and agitating farmer unions Thursday failed to end the standoff over the new farm laws as the protestors refused to budge on their demands and another round of discussions will be held two days later in a bid to forge a resolution. The government side, led by Agriculture Minister Narendra Singh Tomar, assured the group of nearly 40 farmer leaders that all their valid concerns would be discussed and considered with an open mind, but the other side stuck to their demand of repealing the three “hastily-passed” farm laws, saying there were several loopholes and deficiencies. After the eight-hourlong meeting, Tomar said the government will consider all issues on Friday and so will the union leaders, before coming to the table again on Saturday. Asked whether the government is ready to amend the three contentious laws, he said, “I am not a fortune teller. anyone’s mind. Still, if farmers have any worries on that front, we would want to assure them that the new laws do not present any threat to the MSP system,” he said. Stepping up their stir, thousands of protesting farmers from Uttar Pradesh blocked National Highway-9 near the UP Gate, while thousands from Punjab and Haryana stayed put at other points of the national capital. Bharatiya Kisan Union leader Naresh Tikait held a ‘maha panchayat’ at the protesting site -- Gazipur border. He said that there is no midway for settlement on the issue of MSP, adding that the government must give assurance in writing to farmers. Farmer lead-
ers, who came out of the meeting venue shouting slogans, said the talks remained deadlocked and some of them threatened to boycott any further meetings if no solution was found at Thursday’s meeting. “Discussions are over from our side. Our leaders have said they will not attend further meetings if a solution is not given today by the government,” said Pratibha Shinde, AIKSCC working group member and president of Lok Sangharsh Morcha, which represents farmers of Maharashtra and Gujarat. Meanwhile, Akali Dal stalwart and former Punjab CM Parkash Singh Badal returned his Padma Vibhushan award in protest against the Centre’s new farm laws.
PAC flays ‘rampant’ money 3 police stations from NE among top 10 in India MCCI asks members not to pay illegal taxes collection by NPGs in Dmu DIMAPUR, DEC 3 (NPN): Expressing serious concern over the alleged “rampant and unabated collection of money” by various Naga political groups (NPGs) in Dimapur, the Public Action Committee (PAC) Dimapur Thursday said it “strongly” condemned such collections when business was hampered badly by pandemic and lockdown. The Public Action Committee through its media cell stated that it was not sensible to burden business people at a time when they were “still finding it hard to pick up the normal tempo”. F u r t h e r, PAC ex pressed shock that various NPGs were collecting money in the name of ‘Christmas’, which it asserted was “totally against Christian principles.”
PAC has, therefore, appealed the Naga political groups to reign on their cadres “not to abuse and blaspheme God that will bring wrath on our people.” The committee reminded NPGs that collecting of money in the process of peace talks was “totally unreasonable”. It said they should instead be showing seriousness by not angering and displeasing the business fraternity in particular and public in general. Meanwhile, the committee has also appealed the police to be more vigilant as people from other districts were in Dimapur for Christmas shopping. Public Action Committee also said it has received complaints of bag snatchers in and around Dimapur, which needed to be contained with sincerity.
DIMAPUR, DEC 3 (NPN): Police stations of three Northeastern States made it to the top 10 police stations India for 2020 announced by Union Ministry of Home Affairs (MHA), with Thoubal district police station of Manipur leading the table with number one position. According to a PIB release, Arunachal Pradesh’s Changlang and Sikkim’s East District bagged the third and seventh positions respectively. Other police stations that made it into the top 10 list included Tamil Nadu, Chhattisgarh, Goa, Andaman & Nicobar Islands, Uttar Pradesh, Dadra & Nagar Haveli and Telangana (see table). Government of India selects best performing police stations across the country every year to incentivize more effective functioning of police stations and bring healthy competition among them. This is in accordance with the directions of Prime Minister Narendra Modi, while addressing director generals of police during
the 2015 conference in Kutch, Gujarat. This year’s survey for best police stations was conducted under challenging circumstances by MHA as it was difficult to access police stations located in remote areas during COVID-19 pandemic due to various restrictions on movement. Consequently, the survey was conducted in accordance with the guidelines of the government. The objective was to rank the top 10 police stations out of the 16,671 in the country through data analysis, direct observation and public feedback. The ranking process commenced with shortlisting of the best performing police stations in each State on the basis of addressing property offence, crime against women, crime against weaker sections and missing persons, unidentified found person and unidentified dead bodies, with the last parameter having been introduced this year. The number of police stations selected initially from each State
comprised of three from each State with more than 750 police stations, two from all other States and Delhi and one from each Union Territory. Altogether 75 police stations were selected for next stage of the ranking process. In the final stage, 19 parameters were identified to evaluate the standards of service delivery and identify techniques of improvement in policing. Citizens who were approached for feedback included 4,056 respondents, covering approximately 60 people at each shortlisted location. The annual ranking of police stations recognizes the hard work of police personnel and encourages them, besides providing a feedback on many aspects of policing in the country for future guidance. It also provides a picture of the state of physical infrastructure, resources and deficiencies at the level of police stations. The annual exercise of ranking of police stations works as a constant guide for improvements.
DIMAPUR, DEC 3 (NPN): Mokokchung Chamber of Commerce & Industry (MCCI) has directed its members not to entertain any individual, group or organization engaging in collecting or demanding any form of illegitimate taxes, loan or donations. In a press release, MCCI president Tsukti Longkumer and general secretary Limalenden Longkumer advised its members to immediately inform MCCI office if they encounter such instances. MCCI has further prohibited sale of tickets of any kind or form like raffles, lotteries, event tickets, calendars, buffet coupons, etc. to business establishments/shops in the market. MCCI also asked its members not to entertain or patronize all such sellers. In view of the current festive season, MCCI has warned its members not to engage in the proscribed business of dealing, transporting, stocking or selling of firecrackers and cautioned that engaging in such acts would attract stern punitive action. All shops and traders have also been requested to decorate their respective places of business and not to park vehicles in front of their shops. Also keeping in mind the prevailing pandemic, it instructed establishments in Mokokchung to follow the directives and SOPs pertaining to COVID19 pandemic and cooperate with the authorities. Members have been urged to extend continued support to the ban on single-use plastic items.
FNR calls for avoiding politicking for short-term gains BJP president Nadda to visit Nagaland DIMAPUR, DEC 3 (NPN): To meet the transforming needs of “contemporary realities”, Forum for Naga Reconciliation (FNR) suggested both Naga leaders and Government of India (GoI) should avoid politicking for short-term gains and show statesman-like character and diplomatic qualities based on sincerity and respect. In a statement, the forum asserted that Nagas are united in historical and political rights even if opinions and approaches are divided, claiming that Nagas are learning to use differences to heal and build understanding and for cooperation. And it would be beneficial for all, including GoI and neighbours to encourage and support a reconciled and healed Naga people, it added. Pointing out that the failure of 16-Point Agreement led New Delhi to sign the Framework Agreement
with NSCN (I-M) in 2015 and the Agreed Position with NNPGs in 2017, FNR alleged that yet the recent public display to idolise the 16-Point Agreement revealed the true hand behind the gestures of peace. If the intention was to win the hearts of Nagas, this policy and approach demonstrated lack of acumen and prudence, it stressed. FNR said all throughout Naga historical and political rights provided the common ground upon which Naga leaders entered into a relationship of forgiveness, trust, respect and reconciliation. It claimed that its focus was on reconciliation and peacebuilding using nonviolent approaches and dialogue. And between 2008 and 2014, over 300 meetings were held with Naga political groups, church, tribe and civil society organisations and the public. The meetings
were designed to address differences by nurturing a consciousness for honest discussions, trust building and kindle healing and reconciliation through forgiveness and mutual respect. It also identified difficulties, challenges and opportunities for Naga reconciliation, the statement read. In the course of identifying reasons and circumstances for disunity, the 16-Point Agreement of 1960 and Shillong Accord of 1975 with GoI and formation of “Revolutionary Government of Nagaland” in 1968 were seen as historical events that decisively fragmented the Naga political movement and induced situations for division and disunity. While majority of the Naga people across Naga lands had rejected the agreements, the forum said the consequences of these events led to bitterness, loss of human life, suspicion,
distrust, fragmentation of Naga lands and division. It also created two narratives – one around Statehood and the other around Naga people-hood. FNR emphasised that much honest discussion, truth speaking, healing, forgiveness and reconciliation were required around these historical events. But the trauma and wounds were still raw and sensitive, provoking the worst out of each other, it admitted. Therefore, the forum said it was not surprising that the Indian State and its agencies with guile and statecraft have actively steered the Statehood narrative, intensifying division and simultaneously normalising complacency and conformity among the Naga populace. “But to what end? A divided Naga house is in nobody’s long term interest,” it declared.

Party’s national spokesperson and Nagaland in-charge Nalin S Kohli informed this to media persons on the sideline of a consultative meeting of BJP Nagaland unit at party head office here on Thursday. Staff Reporter DIMAPUR, DEC 3 (NPN): Northern Angami Colony was formally inaugurated on Thursday by advisor of Excise, Sericulture and Minority Affairs, Zhaleo Rio. Addressing the gathering at the inaugural programme, Zhaleo called for the residents to be united and broad-minded in their aspirations and challenged members to take the colony to higher level in recognition of the efforts rendered by the founding fathers. He urged every resident to be socially responsible, be it for the uplift of the colony or Dimapur or Nagaland as a whole. Asserting that irresponsible failures on one’s part in the society could become seeds of dissension,
he therefore requested everyone to be sensible towards the interest of the society. He also opined colony councils and chairmen to think about setting up of market ward wise so that there was no need for people to venture to populated market areas frequently. On COVID-19 pandemic, he stated that Nagas have the tendency to stigmatise unnecessarily thereby creating confusion without knowing facts. He attested that SOPs laid down by the central and state government was not to punish but to keep people safe. In the ribbon cutting ceremony of the monolith, Rio beseeched blessings and expressed profound gratitude to the founders of the colony over 50 years ago.

DIMAPUR: The new deputy commissioner’s residence at Tuensang was inaugurated on December 3, with advisor of NSDMA & CAWD Kazheto Kinimi as the guest of honour. A press release from the organisers stated that, speaking on the occasion the advisor gave a brief background on the construction of DC bungalows in Tuensang, Phek, Kiphire and Wokha. Advisor also inspected the new bungalow. Welcoming the invitees, DC Tuensang, Kumar Ramnikant highlighted on
the importance of the DC bungalow as an extension of the DC office itself. Commissioner of Nagaland, Rovilatuo Mor expressed his appreciation on the timely completion of work and extended his best wishes to the people of the district. Excise Dimapur duty party seizes IMFL
DIMAPUR: Excise Dimapur, duty party manning the excise check gate at Chümoukedima detained a vehicle (truck) MN AA-0422 at the check gate among a convoy of 24 vehicles moving towards Kohima-Imphal from Dimapur area along the NH-29 on December 2 at around 8:20 p.m. According to PRO Excise Dimapur, on inspection and frisking the vehicle, 776 cases of IMFL concealed beneath sacks of corn/maize grains were recovered. In this connection, two accused namely Thoithoi meitei and Lusoi of Haley Amang Leika, Imphal, Manipur were arrested and booked under the relevant punitive sections of the NLTP Act 89. As per investigation, the seized contrabands were
originally bound for Imphal, Manipur. Excise duty party was led by AIE Allen Jami, H/ constable Tsuknung, lady H/constable T.K Medom, constables Akahoto, Khekavi, Thejong, Khalenthong, Tsathongli, Mathna and lady constable Kiyerangzaile. It may be mentioned that smugglers, bootleggers
and traffickers often use the modus operandi of shipping illicit IMFL under the guise of carrying essential commodities taking advantage of the security cover provided by the state forces. PRO stated that effort should be made to subject all the commercial vehicle entries to a thorough screening process before providing them safe passage.

DIMAPUR: Along with the rest of the world, the International Day of Person with Disabilities (PwDs) was observed in Mokokchung and Dimapur on December 3. Mokokchung: In Mokokchung, the programme was held under the theme, “Not all disabilities are visible” at Ongpangkong Salang Hall Mokokchung, with SE (PHED) Mokokchung circle Er. T. Bendang as special guest on December 3. According to DIPR report, Er. T. Bendang called upon all to give public awareness and acceptance of the disabilities or differently abled persons in society. He said that one should celebrate on the achievement and contributions made by the disabled persons to
societies. told The Telegraph that the BTC polls will be an “acid test” for the party, the state leadership and the proposed grand alliance to take on the well-entrenched BJP in the 2021 Assembly polls. “We are dealing with the polls with the seriousness it deserves. The result will have an impact beyond the BTC and the grand alliance involving the AIUDF. Everyone has been urged to contribute to the party and the alliance’s victory. It is undoubtedly an acid test for us and the three of us — myself as BTRCCC chairman, the PCC chief and Assam in-charge Jitendra Singh. This will be our first BTC polls,” Boro said. The BJP and its ally AGP have gone all out against the proposed grand alliance, raking up the illegal Bangladeshi bogey, an emotive issue in the Brahmaputra Valley. The AGP on Wednesday said that the issue would affect the Assamese and its culture. However, one key reason the ruling dispensation is against the grand alliance is the vote share the Congress and the AIUDF command. Together with small and regional parties they could be a potent threat, the Congress and AIUDF leaders said. In the 2016 Assembly
polls, the BJP-led alliance won 86 seats with a 41.9 per cent vote share while the Congress bagged 26 (31 per cent)and the AIUDF 13 (13 per cent). Together, the Congress and the AIUDF had a vote share of 44 per cent, 3 per cent more than the BJP, an AIUDF leader said. In the 2019 Lok Sabha polls, the BJP won seven seats while the Congress and the AIUDF bagged three and one seat respectively. The BJP polled 83,24,083 votes, the Congress 63,08,928 and the AIUDF 4,84,560. The BJP enjoyed a comprehensive edge but then the voting pattern in a general election is different from state polls, said a Congress leader. The Cong ress had drawn a blank in the 2015 BTC polls while the AIUDF had won four seats. Congress insiders said the party has lost a lot of ground since the birth of BPF which was the party’s ally at Dispur before it joined hands with the BJP before the 2016 Assembly polls. This time, however, the BPF finds itself in a spot, challenged as it is by its ally BJP, the United People’s Party Liberal and the Congress-AIUDF alliance. The BPF is contesting 37 seats, the BJP 26 and the UPPL 40. Presently, the council is under governor’s rule.

Aizawl, Dec 3 (PTI); Mizoram’s COVID-19 tally mounted to 3,881 on Thursday as 12 more people tested positive for the infection, a health official said. Eight fresh infections were detected in Aizawl, two in Lawngtlai and one each in Lunglei and Kolasib districts, he said. Twelve more people were cured of the disease, taking the state’s recovery count to 3,584, the official said. The recover y rate among the coronavirus patients in the state stands at 92.35 per cent, he said. Mizoram now has 291 active cases, of which Aizawl has the highest at 139, followed by Lunglei (74), the official said. Six coronavirus patients have succumbed to the infection to date, he said. The state has so far tested 1,53,180 samples for COVID-19, including 1,043 in the last 24 hours, the official added.

Assam PCC chief Ripun Bora and AIUDF president Badruddin Ajmal addressed a total of four rallies during the day for the December 7 and 10 polls. They started at Mudaibari constituency in Udalguri district, hopping from one constituency to another in a chopper, something which only senior state cabinet minister Himanta Biswa Sarma has been doing regularly since October-end. The Congress’s alliance with the AIUDF was decided nine months ago even before the talks of a proposed grand alliance involving the two parties, the Left and regional parties started doing the rounds The alliance is also significant because there is opposition from within the Congress on any direct truck with the AIUDF as it may impact the party’s prospects in the Brahmaputra Valley in next year’s Assembly polls.

Shillong, Dec 3 : Meghalaya police have arrested six persons and seized 1525 kg of explosives from a storehouse and a vehicle in East Jaiñtia Hills district on Wednesday night, police said on Thursday. Acting on a tip-off, an alert was sounded and the police intercepted an Assam registered vehicle AS 01 DY 6131 smuggling out explosives at Kongong checkpoint and arrested two persons; Kadam Ali and Deepak Das from Assam’s Kamrup district on Wednesday, a senior police official said Police seized 10 cartons containing 250 kg of explosives (2000 gelatin sticks, 1000 live detonators) from the vehicle. Based on the lead provided by the two arrested persons, police nabbed four more persons from different locations in connection with the possession and supplying of the illegal explosives in the district. Burhan Uddin and Juomri Ali were arrested from their residence at Umpleng market in East Jaiñtia Hills district. In the course of interrogation, Burhan and Juomri revealed that they had received the consignment from one Carlus Muliar residing in Mokympad
New Delhi, Dec 3 (PTI): India and Bangladesh are expected to hold their Director General-level border talks in Guwahati later this month, the first time the biannual meeting will be held outside Delhi, official sources said. The 51st edition of these high-level talks will be held between the Border Security Force (BSF) and its counterpart Border Guard Bangladesh (BGB) beginning December 22. Discussions on curbing a variety of border crimes and enhancing cooperation between the two countries are expected to be held for four days. Assam’s capital is the base for BSF’s Guwahati frontier headquarters whose troops guard 495 km of the 4,096 km-long India-Bangladesh border that runs along the state and some parts of West Bengal. A special BSF water wing that keeps vigil along the riverine border areas including Dhubri in Assam is under the command of this frontier of the border force.
This is the first time since these biannual talks began in 1993 that they are being held outside Delhi, the sources said. The meeting being held near the border may also give an opportunity for the brass of the two sides to jointly visit some border areas in Assam, they said, stating the reason behind moving the talks outside Delhi. The Director Generallevel talks were held annually between 1975 and 1992 but they were made biannual in 1993 with either side alternatively travelling to the national capitals of New Delhi and Dhaka. A delegation led by BSF Director General Rakesh Asthana had visited Dhaka for these talks in September. Asthana will lead the talks again with his BGB counterpart Maj Gen Shafeenul Islam, the sources said. The current relations between the two countries and the forces are very good and both sides will take them forward during these talks, officials said.

Correspondent SHILLONG, DEC 3 : The Meghalaya gover nment would start work on converting overhead power cables to underground ones in the mountainous state capital and two other important towns of the State. “ Underground cabling is something adopted by many countries abroad and isn’t a new concept. We have already completed underground cabling on a pilot basis in the Police Bazaar area,” Power Minister James Sangma told journalists at press conference on Thursday. He informed that the State Government would start work to have 100 per cent underground electric cables in Shillong, Tura in West Garo Hills district and Jowai in West Jaintia Hills district. The Power Minister said that the project would be taken up considering various factors. “Overhead electric cable apart from being an eyesore is also risky, especially during the windy seasons the wires touch each other and cause short circuits
leading to power failure and also pose risk to the public,” Sangma said. On the other hand, the power department has to periodically trim tree branches which grow near electric wires. “The power department officials have to take permission to cut these branches,” he informed, hinting to delay in work. “We have decided that underground cabling is the solution. It reduces risk, improves the aesthetic look and the maintenance cost of such cables is also less,” he added. The power department would also “renovate and modernize” existing dams, some of which like the Umiam dam (1957,) needs renovation. He said that work would be completed within the next six months and a preliminary study has been done which showed that the efficiency of these dams would improve with renovation. The State Government has also decided to replace old wires with aerial bunched cables in rural areas in the ADB Phase-ll programme.

If the government fails to arrest the culprits within a week, a massive movement will be launched in the state, Debbarma, also scion of the erstwhile Tripura royal family, said. “The way Biswajit Debbarma was injured is inhumane. If the government fails to take action against those responsible for the crime, the TIPRA will take its own course of action,” he told a press conference. Debbarma also blamed the government of “inaction” as it has been over 10 days since the incident occurred but no action has been initiated against the culprits.

Blockade of vision
t is a matter of serious concern that the government of Nagaland has left the issue of continued economic blockade imposed on the state at Mariani under Jorhat district , to back room parleys while the affected seven districts are facing hardship. Some organisations of Assam are refusing to lift the illegal blockade imposed at Mariani since November 15 along the National Highway 702D. The particular route at Mariani serves as entry and exit points for movement of traffic to and from Nagaland. The road blockade is affecting the condition of seven districts-Mokokchung, Tuensang, Wokha, Longleng, Noklak and Kiphire. The old route from Amguri to Mokokchung has not been affected yet but there is no guarantee that elements could do likewise. However, the Mariani-Mokokchung road which is shorter in distance, is considered a better option. Commodities bound for other six districts such as Tuensang, Zunheboto, Kiphire, Noklak and Wokha-pass through Mokokchung. This clearly indicates that the particular route(Mariani-Mokokchung road) is vital to all the districts. According to reports, the district administration at Jorhat had not been informed nor its consent taken to stage the blockade. Anyway, the fact that the blockade which had been temporarily lifted for 36 hours to enable the DCs of Jorhat and Mokokchung to hold their meeting from November 25. The meeting failed to break the deadlock and the blockade resumed thereafter. In what could be described as a desperate measure, the Chamber of Commerce and Industries of the seven districts have lamented on the continuation of the illegal blockade even as both the governments of Assam and Nagaland have not been able to prevail upon the enforcers to lift the blockade. The seven DCCIs had recently stated that if the situation where “anti-social elements” continue to prey upon the helplessness of the authorities, they would have no option but to seek alternative sources for carrying on trade and commerce. The geographical location of the affected districts is such that the only link for commerce is in Jorhat or in smaller measure at Mariani or Amguri. However given the fact that there is always a potential for such blockades either in Mariani or Amguri, the seven districts appear to have little choice. So far, there has been very little heard from the state government on whether it has taken this matter seriously with Dispur. Assam is ruled by the BJP and Nagaland is ruled by the PDA coalition, a partner of the NDA in which the BJP is also a major ally. Given this arrangement, it is not understood why the NDA partners of both states have not been able to resolve the matter. The issue of alleged encroachment could take time and the people of the affected districts cannot wait till eternity. The only option is for the Assam government to order lifting of the blockade while engaging with the government of Nagaland over the issue of alleged encroachment. The bandh is an offence under the National Highway Act 1956, sub-section 8 (1) and any act of encroachment or prevention of movement or blockade invites stiff punishment. The only visible and practicable response from Nagaland is to accord top priority on early completion of the Trans-Nagaland Expressway connecting Dimapur with Tuli and Tizit. This road links Wokha, Mokokchung, Mon, Longleng and Kiphire districts. Hopefully, the state’s leaders will wake up and act sooner than later not only for ensuring movement of commodities but also promoting economic development of the other half of Nagaland.

A response to RN Ravi’s Statehood Day Speech
he Global Naga Forum (GNF) takes strong exception to the speech delivered by the Hon’ble Governor, R.N. Ravi on 58th Statehood day on December 3. The speech, to say the least is puerile, self-contradictory and misleading. RN Ravi’s sterile narrative that glorifies the opportunistic educated middle class elites who betrayed the Nagas and became collaborators of the oppressors to create a truncated Nagaland as the “Founding Fathers” of Nagaland is oxymoronic. History bears testimony to the fact that the creation of the state of Nagaland in 1963 and the politics of betrayal machinated and executed through carrot and stick and divide and rule policies has not worked and will never succeed. The speech sheds light on RN Ravi’s intent and inability to perform his role as the Interlocutor of the Indo-Naga political dialogue. RN Ravi’s unrestrained comments that the NSCN (IM) is a militia predominantly of the Tangkhul Naga tribe of Manipur, and the ‘ceasefire’ between the Government of India and the NSCM (IM) is a “reckless ceasefire” pushing the Nagas into a state of civil war (Nagaland: descent into Chaos, by RN Ravi, in the Hindu, 13th January, 2014) informs us of his lack of appreciation for a process that started through
the Prime Minister of India and has continued through the various Indian leadership. In another, he comments that “India’s negotiations with the NSCN-IM have been driven by the belief that the insurgent group represents the people of Nagaland…that belief is simplistic, and remains simplistic” (Sushanta Talukdar & Praveen Swami, in the Hindu, 30th December, 2013). However, the history and the genesis of the 1997 ceasefire between the GOI and the NSCN (IM) was entered into for political talks to be held without any pre-condition at the Prime Ministerial level in a third neutral country. Perhaps it was this realization that made RN Ravi say, that,“Naga political issue belongs to the Naga people”. Such contradicting positioning as against his position as the interlocutor seems to compel RN Ravi to further divide the people that on one hand, he talks of democratic dialogue and inclusive solution, and on the other hand insinuate that some people from outside the state inspired by Maoist ideology and tactics may use guns to intimidate or threaten the primary stakeholders which will invite the wrath and full might of the law of the land. Who are these “invisible people” that Ravi is talking of ? The Nagas are nearly 70 tribes and the attempt to drive a wedge be-
tween the Nagas by reducing the future of a people to 14 tribes as primary stakeholders is an affront to the aspiration and intellect of the Nagas. The centrality of RN Ravi’s speech that there can be no political solution above the present state of Nagaland is to advance this divisive agenda and by proclaiming that some people are standing as a road block to the aspirations of the people of Nagaland though the political talks have been concluded on October 31, 2019 harms India more than the Nagas knowing fully well that the talks have been dragging on because of lack of political wisdom of India. Ironically, RN Ravi seems to think that the regimentation of the truncated Nagaland which is the root cause of the endless armed struggle leaving the trail of blood, betrayal and bitterness is the solution to the Nagas’ aspiration for selfdetermination. Nowhere has a problem been handed down and accepted as the solution. What the Indo Naga process need is a statesman as an interlocutor that will have the heart and intellect to objectively engage with the issue. We agree with RN Ravi that the heart of Nagas/Nagaland lives in its villages. We dare the governor to call for a plebiscite in all the villages of Nagas to determine their political future. On NSSB reservation issue
T
he demand of ENSF for 45% Job Reservation under the Nagaland Staff Selection Board (NSSB) has invited vociferous opposition from NSF and other Students’ Bodies. This subject has opened another pandora’s box for everyone to argue for and against it, mostly based on their tribal organizational affiliations. This sensitive issue should be looked into objectively and dealt with sanely by hearing both sides and arriving at a consensus acceptable to both. Just as during the demand made to State Government to constitute Nagaland Staff Selection Board, NSF and ENSF stood and fought together there should be a conversation between the two to amicably resolve it. The State Government has done its part by fulfilling the aspirations of the Students‘community for NSSB and, it would be great injustice to further derail its implementation at this stage when all modalities for the same is almost set. The Constitution of India Article 15(4) read with Article 16(4) provides the State Governments for reservation of appointments or post for any backward class of citizen. So there is nothing neither illegal nor unreasonable about the demand of ENSF for reservation under NSSB, as reservation is not permanent and will be subjected to periodical review. What has ruffled the feathers and invoked strong reaction from NSF and others appears to be the 45% reservation demand by ENSF. It is a fact that there already exist 41% Job reservation, out of which 25% have been allotted to Eastern Nagaland tribes. However, it is also a fact that on the ground despite fears by most other advance tribes, existing data indicates that major tribes are still way ahead of the rest and Eastern Nagaland tribes are far less represented than they should be. The demand of ENSF for 45% Job reservation meant for 6 tribes under

At present, the sole universal disease recognised is the Yellow Fever — passengers arriving from affected regions (mostly African and South America nations) or travelling to them may be required to produce them. Covid-19 vaccination certificates could be included in WHO recommendations under its “public health emergency of international concern” guidelines or any of 196 member-states could ask for an inclusion of it under IHR. Time will also come to seriously review reservation/quota ie: Whether the actual deserving ones are getting the reservation or not. It will also be wise to ask what reservation is contributing to the society at large. For eg: Students’ studying till Higher Secondary/College in their respective four Backward Districts can genuinely and boldly claim the reservation. But those privileged students’ who do their studies from other advanced Districts, Cities or even outside States should not take away the reservation meant for the less privileged students/group. Here, the privileged Students’ or job seekers also should not be deprived and placed under reservation by the System just because he/she belonged to the Backward District. It will benefit the Nagas, if the NSF & ENSF sit down and agree for the larger interest &growth of one and all. Amarinder meets Shah; appeals to resolve impasse
New Delhi, Dec 3 (PTI): Punjab Chief Minister Amarinder Singh on Thursday made an appeal to Union Home Minister Amit Shah and the protesting farmers to find an early resolution to the impasse over the new farm laws, saying the agitation is affecting Punjab’s economy and the nation’s security. Singh after meeting Shah at his residence here said a common ground must be found soon and the two sides should not take rigid positions on the matter. “I came to meet the Home Minister to reiterate our position and to make a request to him and the farmers to resolve this soon because this (agitation) affects the economy of my Punjab as well as the security of the nation,” the Congress leader told reporters after the meeting. He said he urged the home minister to find an early solution to the issue. Asked if he was trying to mediate between the agitating farmers and the central government, Singh said a discussion is going on

Coats for UP cows this winter Prayagraj (UP), Dec 3 (IANS): Cows in Uttar Pradesh will now get special coats to save them from the winter chill. The Animal Husbandry Department of the state has asked veterinary officers in various districts to ensure proper protection for cows in state-run cow shelters during the winter months. Officials are now making arrangements for the cow coats that will be made of jute bags and will keep the cows warm. The cow shelters are also being covered with thick polythene curtains or ‘tarpaulin’ so that cold winds do not enter. Jute bags are being sewed together to make thick curtains and covers. The same jute bags will be used to make cow coats which the cows will wear to stay warm during winters. The jute bags will be provided by the district supply department. In some districts, the gram panchayats will make cow coats and will cover the cow shelters with polythene and other material with the MGNREGA budget. In Ayodhya, for instance, the cow shelters will also have bonfires to save cows from extreme cold.

The last date for the bids is December 14. “Broadly, the project itself entails participating in a bid process along with all other participants who wish to take charge and ownership of AI and its assets. New Delhi, Dec 3 (PTI): India’s spice king and MDH Masala owner Mahashay Dharampal Gulati, familiar to all those who watched him in his company’s ads over the years, died here on Thursday morning. He was 97. Gulati, who was awarded the countr y’s third-highest civilian award Padma Bhushan last year, was undergoing treatment at the Mata Chanan Devi Hospital where he breathed his last, sources said. According to reports, he was undergoing postCOVID treatment and suffered a cardiac arrest in the morning. Nagpur, Dec 3 (PTI): Officials of the Directorate General of GST Intelligence’s (DGGI) Nagpur zonal unit have arrested a company’s director for fraudulent availment of an input tax credit of Rs 49.19 crore. In a statement, DGGI Additional Director (Nagpur Zonal Unit) Pradeep Gurumurthy said that as part of the ongoing drive against fake invoices and non-existent entities, an information was received that an entity had obtained a GSTIN at Nagpur only on paper, and transactions worth hundreds of crores were being carried out. The entity provides work contract services at various locations in the country. He added that a series of searches were carried out at different locations, which revealed that the GSTIN had no physical presence at Nagpur. Apparently, fake documents with forged signatures were uploaded on behalf of this entity to obtain GST registration and in order to hide the non-existent nature of this entity, Gurumurthy.

LONDON, DEC 3 (PTI): Prime Minister Boris Johnson sought to strike a note of caution amid the excitement of the UK becoming the first country to approve the Pfizer/BioNTech vaccine against COVID-19, warning that it is not “game over” for the deadly virus just yet. Johnson hailed the “searchlights of science” fighting back against the world’s “invisible enemy” but urged people to not get carried away with over optimism over the course of the “long and cold months” ahead while the two-dose vaccine starts to be injected into the arms of those at the highest risk of death from the disease. He urged people to follow the Covid Winter Plan of tiered lockdown which is now in force across England, with a majority of areas still under high alert measures of social distancing. “It is a fantastic moment, but the worst thing now would be to think that this is the moment when we can relax our guard and think it’s game over in the fight against COVID. It’s not. This is not the end,” Johnson said, during a brief-

In making the recommendation to authorise supply, the MHRA will decide what additional quality assurance checks may be
required before a vaccine can be made available. The UK claims to be the first country to preorder supplies of the vaccine from Pfizer/BioNTech, with 800,000 doses being made available next week and 40 million doses ordered overall – enough to vaccinate up to a third of the population, and the majority of doses anticipated in the first half of next year. “As a nation, we owe every scientist, clinician and trial volunteer an enormous debt of gratitude for their victory won against odds that at times seemed impossible. It is thanks to their efforts, and of our Vaccine Taskforce, that the UK was the first country to sign a deal with Pfizer/BioNTech and will now be the first to deploy their vaccine,” said UK Business Secretary Alok Sharma. The MHRA started the rolling review of Pfizer/BioNTech’s data in October and the UK government asked the regulator to assess the vaccine for its suitability for authorisation under Regulation 174 of the Human Medicines Regulations, enabling the temporary supply of medicines to
be authorised. The regulator has stressed that a speedy timeline does not mean any “corners have been cut” and the vaccine was declared safe for human use only after very rigorous checks. “This vaccine has now passed all of the extensive checks needed for authorisation to supply and will soon be ready to be delivered to the NHS,” said Professor Jonathan Van-Tam, Deputy Chief Medical Officer for England. The state-funded National Health Service (NHS) for England said deployment plans will include hospital hubs for NHS and care staff and older patients to get vaccinated; local community services with local teams and General Practitioners already signing up to take part in the programme; and vaccination centres across the country, ensuring people can access a vaccine regardless of where they live. “This is a momentous occasion and provides fresh hope that we can beat this pandemic, with the UK at the forefront of this revolutionary breakthrough,” said Health Secretary Matt Hancock.

Britain approved Pfizer Inc’s COVID-19 vaccine, developed with Germany’s BioNTech, outpacing the world in the race to begin the most crucial mass inoculation programme in history. Speaking from Copenhagen, Kluge said vaccine supplies would be very limited at first and that countries must decide who gets priority, though the WHO also cited “growing consensus” that first recipients should be older people, medical workers and people with other diseases, as Britain plans. The new coronavirus still had the potential to do “enormous damage”, Kluge said, but “the future looks brighter” as other vaccine candidates, including from Moderna and AstraZeneca,
have also delivered positive trial results. “The more candidates we have, the more opportunities for success,” Kluge told a news briefing. “Vaccines, combined with other public health measures, bring the end of an acute phase of the pandemic and the rebuilding of economies within reach.” The EU’s own regulator, in response to the swift British approval of Pfizer’s shot, has said its own, longer procedure was more appropriate and required more evidence. EU and separate U.S. approval could come within days or weeks. A WHO official, asked about the different regulatory processes, said the global health agency and

Giscard d’Estaing died on Wednesday evening “surrounded by his family” on his property in Authon in Loir-et-Cher, west France, Xinhua news agency quoted Europe 1 radio as saying in a report. The former President had been hospitalized several times in recent months for heart problems.

The film will release in India a day before the US release date of December 25. The biggest sale at the ‘Icons & Idols Trilogy: Rock ‘N’ Roll’ auction this week was the late Van Halen axe-slayer’s custom Kramer ‘Frankenstrat’, which fetched an impressive $231,250. While the ‘Jump’ rocker’s 2004 EVH Charvel Art Series electric guitar with red, white and black stripes on the body went for $140,800. What’s more, a prop guitar from the rock band’s 1984 ‘Hot for Teacher’ video sold for $50,000. The extensive sale also saw two of late Nirvana frontman Kurt Cobain’s smashed up Fender guitars fetch $281,600. And one lucky bidder picked up the late Bob Marley’s first-ever guitar for $153,600. Meanwhile, last week it was revealed that Eddie’s old Ferrari is going up for auction. The rock icon passed away at the age of 65 in October, and his race car which boasts custom racing seats - is expected to make big bucks along with other Van Halen memorabilia. LO N D O N, D E C 3 (AGENCIES): Formula One’s governing body opened an investigation into Romain Grosjean’s Bahrain Grand Prix crash on Thursday as the French driver hailed those who helped him escape the fireball. The Inter national Automobile Federation (FIA) also made changes for this weekend’s race at Sakhir, adding two rows of tyres and a conveyor belt at the turn three scene of Grosjean’s accident. A kerb between turns eight and nine was removed to reduce the risk of a car becoming airborne and the depth of the barrier on the right side of turn nine was increased to four rows of tyres. Grosjean suffered burns to his hands after
his Haas car split in two, penetrating a metal barrier and erupting in flames, in Sunday’s race. The Frenchman left hospital on Wednesday and in an Instagram post accompanying video footage pointed to “the moment I realized I was going to live”. He highlighted the professionalism of the marshal with the extinguisher and FIA doctor Ian Roberts. “I told him he was a hero, he went into the fire as much as he could to save me,” he said of Roberts. “I felt Ian’s hands pulling me over the barrier and knew I was safe. I remember every second of it and life will never be the same again, but I’m sure for the best,” added the driver. “I met with death and
that is the worst feeling I ever had. But I’m alive and will enjoy every second of life and every small win in a much better way from now on.” The FIA expected its investigation to take six to eight weeks. It will look at all safety devices, how the safety barrier performed and the role of track marshals and medical intervention team. NEW DELHI/MUMBAI, DEC 3 (AGENCIES): India’s cricket board will consider adding two new teams to the popular Indian Premier League (IPL) franchise-based tournament, according to the agenda of the governing body’s annual general meeting scheduled to be held later this month. The IPL, which has an estimated brand value of $6.8 billion, drew record television and digital viewership during its 2020 season amid the turmoil of the COVID-19 pandemic. “Approval on inclusion of 2 (two) new teams to the Indian Premier League” was listed on the agenda seen by Reuters. BCCI treasurer Arun Singh Dhumal told Reuters that the AGM will be held at the end of December with
