China helping rebel groups on Myanmar border: India 4 dead, 2 injured in mishap NEW DELHI, DEC 7 (AGENCIES): Indian officials say China is assisting rebel groups that have stepped up attacks on its border with Myanmar in recent months, opening another front in the conflict between two nations already engaged in a deadly standoff in the Himalayas. Armed groups in Myanmar - including the United Wa State Army and the Arakan Army, which was designated a terrorist organization this year - are acting as Beijing’s proxies by supplying weapons and providing hideouts to insurgent groups in India’s North Eastern states, according to Indian officials with knowledge of the situation, who asked not to be identified due to rules for speaking with the media. The offic ia ls sa id multiple security agencies
warned Prime Minister Narendra Modi’s government that at least four of India’s most wanted insurgent leaders were in the southern Chinese city of Kunming to train and source weapons as recently as mid-October. The group -- including three ethnic Naga rebels fighting for a separate homeland in an area straddling the IndiaMyanmar border - met with acting and retired Chinese military officials as well as other middlemen who make up an informal network, the Indian officials said. The increased activity along the Myanmar border has sparked concern in New Delhi that India’s military is becoming stretched as tensions remain with China and Pakistan on other parts of its land border, which runs for roughly 14,000 kilometers (8,700 miles). The officials said India moved
several battalions consisting of about 1,000 troops each into the Myanmar border area after a soldier was killed in an ambush on Oct. 21. China’s Foreign Ministry denied claims the country was supporting armed groups against India, saying it doesn’t interfere in the affairs of other countries. “China has always taken a prudent and responsible attitude toward arms exports,” the ministry said in written responses to questions. “We only conduct military trade in cooperation with sovereign states and do not sell arms to non-state actors.” The United Wa State Army also denied a role in providing any aid or support to Indian rebel groups on China’s behalf, citing, among other factors, the over 500 miles between
their headquarters and the India-Myanmar border. The group doesn’t “have any connection with India’s national security, and we do not harm that country at all. So, we think we don’t need to comment on such kind of allegations,” Nyi Rang, the spokesman of United Wa State Army said, adding that accusation his group acts as a proxy for China “are groundless.” Indian officials said the recent upsurge in violence stems back to September, when Naga insurgents had walked away from decadeslong peace negotiations. On September 28, Indian border guards intercepted a large cache of weapons meant for Indian insurgent groups along the India-Myanmar border and arrested three suspected gun runners, according to
officials with direct knowledge of the matter. The New Delhi officials said those arrested explained that Indian insurgents were being supplied weapons by the Arakan Army, which in turn received China’s support to protect investments such as roads and gas pipelines in an economic corridor stretching from Sittwe port to Kunming. China was also helping Indian rebels with weapons and logistics including hideouts along the India-Myanmar border, the officials noted. Calls and Whatsapp messages to India’s Ministry of Home Affairs requesting comment went unanswered. Repeated efforts to contact senior members of the NSCN, whose leaders were believed to have been in Kunming, were unsuccessful.

AGARTALA/AIZAWL/ G U WA H AT I , D E C 7 (IANS): After Assam and Meghalaya, schools in Tripura partially reopened on Monday after nearly nine months, Education Minister Ratan Lal Nath said. The Minister said that classes for students of degree and technical colleges and Class X and XII began as they would sit for board examinations in a few months. “Students have to obtain written permission from their parents or guardians before attending classes. School and college authorities are mandatorily sanitising premises before resuming physical classroom teaching and other academic works. We are yet to decide on resuming other classes. Considering the Covid-19 situation, we will take a decision about pre-primary, primary and higher education schools,” said Nath, who has visited many schools and colleges to oversee academic and other health protocols. Peace talks with HNLC, if it shun AR & Mizoram illegal activities: Meghalaya govt Police seize 90
Prestone Tynsong Correspondent SHILLONG, DEC 7: The Meghalaya government on Monday said that the matter relating to holding peace talks with the Hynniewtrep National Liberation Council (HNLC) was up to the Central government if the banned outfit shunned all its “illegal activities”. Referring to the HNLC’s offer for peace talks, Deputy Chief Minister, Prestone Tynsong said ,“We have already taken up the matter with the Central government and let them decide on the issue”. Tynsong told reporters that they have been telling
the HNLC to stop illegal activities if they want to come across the table. The outlawed HNLC had recently claimed that it had triggered an IED blast at Soo-kilo under Sutnga Elaka in the State’s East Jaintia Hills district. However, no one was injured in the blast. Earlier, senior BJP legislator Alexander Laloo Hek, who is also the Health and Family Welfare Minister in the Meghalaya Democratic Alliance government, had said that the Centre has welcomed the offer by the outlawed outfit for holding peace talks. The HNLC, which runs hit-and-run operations from its hideout in Bangladesh, had on December 2019 said that it was ready for peace talks even within the ambit of the Constitution of India to regain the respect and recognition as a “nation”. Meghalaya shares a 443-km long border with Bangladesh, part of which is porous, hilly and unfenced and prone to frequent infiltrations.

Ex-government teachers during the protest. already died, with some committing suicide. The Bharatiya Janata Party-led Tripura government had earlier given a lump-sum financial aid of Rs 35,000 to 8,882 government school teachers, who lost their jobs from March 31 following Supreme Court and Tripura High Court verdicts which cited “discrepancies in recruitment”. Education Minister Ratan Lal Nath had earlier said that the residual numbers of teaching personnel of 8,882 among the 10,323 Tripura government’s former teachers would be absorbed in various departments against the vacant posts, but the steps have not been taken yet due to the court orders and other reasons. Nath, who also
holds the law portfolio, told the media that the previous Left Front government did not follow the first orders of the Tripura High Court in 2011 causing the termination of 10,323 government teachers. Opposition leader and former Chief Minister Manik Sarkar told the media that after the Tripura High Court and the Supreme Court had terminated the jobs of the 10,323 government teachers in 2011, 2014 and 2017, the then Left Front government had created 13,000 posts to accommodate these teachers. “The BJP leaders before the 2018 Assembly polls conspired against these 10,323 government teachers and filed petitions
Couple gets 12 years jail term in drug seizure case in Manipur Correspondent IMPHAL, DEC 7: Special judge NDPS (First Track Court) in Manipur on Monday convicted a couple for 12 years imprisonment in 2018 drug seizure case. The couple were identified as Sougaijam Robindro Singh of Kakching Wairi, Kakching district and his wife Lhalhochami (27). They were currently residing at Moreh ward 2. The couple were arrested by a team of Narcotic and Affairs of Border (NAB) division of Manipur police with 5,200 pieces of WY tablets and 100 gm of Heroin powder during a raid in their current residence at the border town more than two years ago, on April 18, 2018. NAB police station, during its course of investigation had also arrested five more persons allegedly involved in the case. However, the five persons were released by the court saying that there was no concrete evidence to prove that they were involved in the case.
The IO of the case submitted the charge-sheet against the couple and their five other associates in the court of special judge NDPS on November 15 last. After a series of hearings, the court declared the couple guilty in the case on November 27 last and released the five other arrested persons while fixing the sentence hearing on December 7. After hearing the arguments of both the public prosecutor of the case and counsel of the convicted couple, the judge pronounced the sentence of 12 year imprisonment under section 21(B) and section 22(C) of NDPS Act. The judge further imposed a fine of Rs one lakh each which the convicted couple have to deposit to the court within six months. Special public prosecutor advocate Koshia Mao of the case told reporters, after the sentence hearing, that the couple got the reward for the crime they had committed to the society. “This is a crime not for an individual or a per-
son. They are committing a crime which is affecting the whole society”, said Mao. While reminding the Manipur government ongoing ‘war on drug’, she assured that if there was an investigation which was done properly and if the accused was found guilty, obviously punishment should be given to the accused. “Only then, the society should know that such kind of business is harming the whole society. There were so many broken families because of this business”, she added. “So many parents were unable to see their children grow up. It is just like a murder. For a murderer, he or she was just killing one people. But for the crime of such drug business, the accused was killing more than thousands,” she said. The special public prosecutor expressed concern over the delay on the part of the police investigating drug related cases and said that it was due to delay in the submission of charge-sheets, most of the cases could not be disposed of timely.

Ex-govt teachers begin indefinite stir in Tripura AGARTALA, DEC 7 (IANS): Thousands of government school teachers in Tripura, who had earlier lost their jobs following court verdicts, began an indefinite sit-in demonstrations from Monday to reinstate their jobs. The leaders of the Joint Movement Committee (JMC), which is spearheading the agitation, announced that they would intensify their stir until the state government gives them written assurance about reinstating their jobs. JMC’s Joint Convener Dalia Das said that they had suspended their agitation after Chief Minister Biplab Kumar Deb on October 3 assured to take steps to solve their problems permanently within two months. “ T h e t wo m o n t h s have already lapsed, but the Chief Minister and his government have remained silent even when the teachers are suffering after losing their jobs in March this year,” Das told the media. JMC’s another Joint Convener Bimal Saha said that thousands of teachers, including their family members, are facing serious hardships for the past nine months while 76 retrenched teachers have

He said that online classes would continue till December 18 in the current year and from January 5 to 14 next year. In Imphal, officials said that there was no plan as yet to reopen educational institutions in Manipur. “Both government and private schools shall remain closed in Manipur until the state government issues a specific notification in this regard,” a senior Education Department official said. He said that the Home Ministry had suggested partial reopening of educational institutions with SOPs (Standard Operating Procedure) in place. Almost all education departments of all the north-eastern states have been conducting online classes for school and college students during suspension of normal classes since March after spike in coronavirus cases.

before the Supreme Court and promised to regularise their jobs if they come to power. But nothing fruitful has been done so far for these hapless teachers,” said Sarkar, who was the Chief Minister for 20 years till the BJP-led government came to power in Tripura in March 2018. The teachers were inducted into the state government schools in different phases from 2010 when the CPI-M-led Left Front government was in power. The Tripura High Court in 2011 and 2014 ordered for termination of services of all the 10,323 teachers, saying the selection criteria had “discrepancies”. Thereafter, acting on special leave petitions by the then Left Front government and a section of teachers, the Supreme Court upheld the High Court verdict on March 29, 2017. However, following an appeal, the apex court extended their services up to June last year. After coming to power in the state in March 2018, the BJP-led government filed another appeal in the Supreme Court in June 2019, with the court granting a one-time final extension in services till March 2020.

Correspondent
SHILLONG, DEC 7: Meghalaya Deputy Chief Minister, Prestone Tynsong on Monday said that the State government would soon take a decision on taking a legislators delegation to New Delhi to press for implementation of the Inner Line Permit (ILP) system in the state. Speaking to reporter, Tynsong maintained that they will decide soon because they have to make an appointment with the concerned authority and concerned ministers. He said that right now, they are yet to do that. “I think the Chief Minister is still working on that,” he stated. Asked if the government would call for an all party meeting to discuss strategy on how to approach the centre, he said, “If required yes, if it is not required I don’t think so”. Political parties and several NGOs have suggested that the state government arrange for all the sixty elected assembly members to go to New Delhi to detail the centre for the need to implement the ILP regime in the state.

A section of the media quoting Cachar Deputy Commissioner Keerthi Jalli said that the district administration has asked the police to investigate the inflammatory speech reportedly made by a local Bajrang Dal leader intimidating to beat up Hindus visiting churches during Christmas festivities. Expressing appreciation to different banks for extending financial help in the form of loans to vendors and others, he said that the banks, which provide maximum help to needy people, would be rewarded in the next Independence Day celebration. He also urged the banks to extend full cooperation and help to each and every person, who came to them
to seek information or financial help. The chief minister further said that being a people’s representative, he would not tolerate any form of ill-treatment to his people by any bank. State MAHUD minister Okram Henry said, though the amount given to each vendor was small, it was valuable because it would help them restart their business and ease the hardships given by the current pandemic. He also urged them to repay the loans on time so that they may apply for a bigger amount. Under PM-SVANidhi, each street vendor can avail loan up to Rs 10,000 repayable in monthly instalments within a period of one year. The scheme provides interest subsidy of 7% on regular and timely repayments and also incentivize digital transactions by vendors by providing monthly cash back up to Rs 100. Further, the vendors can avail the facility of escalation of the credit limit on timely early repayment of loan.

India speeding up review of Covid Vaccines: Govt
NEW DELHI/BENGALURU, DEC 7 (AGENCIES): India is accelerating its review of coronavirus vaccines developed by Pfizer Inc and AstraZeneca for emergency use, a senior government official said on Monday, as the world’s second-most affected country struggles to contain the outbreak. The government is pinning its hopes for mass supply of the vaccine on Serum Institute of India, the world’s largest vaccine producer by volume, which on Monday lodged the first formal application for emergency use approval for AstraZeneca Plc’s COVID-19 vaccine. Pfizer Inc had already applied for emergency use approval for its vaccine in India over the weekend, the official said, declining to be identified. “We are in the process of reviewing. It is an accelerated reviewing process, which is there for Serum too,” the government official said. “It is the need of the hour. We have to review at the earliest.” The world’s second-most populous country with over 1.3 billion people has 9.68 million infections, while more than 140,000 people have died of COVID-19. Lockdowns imposed to contain the spread of the virus have plunged the economy into one of its worst downturns in decades. Serum Institute CEO Adar Poonawalla tweeted that the move to apply for emergency use “will save countless lives,” but did not give any other details. The company declined to reply to Reuters’ follow-up questions about the process.
AstraZeneca, Pfizer and Moderna Inc are among the drugmakers seeking advanced approvals for their vaccines, which are increasingly being seen by governments as the only way to stop a pandemic that will soon complete a year since it was first reported in China. AstraZeneca’s vaccine, called “Covishield” by Serum Institute, has less stringent storage requirements and is expected to be easier to distribute and faster to scale up in low-income countries. But it is also facing queries from scientists over its trial data, which showed a 1.5 dose regimen delivered more than 90% efficacy and a full two-dose regimen just 62%, both administered over two stages. Britain and some other nations have pressed on with plans to roll out the AstraZeneca vaccine, while the Philippines and Thailand secured millions of doses, giving the shot a vote of confidence after experts raised questions about trial data. AstraZeneca said two weeks ago that it could launch an additional trial to evaluate the lower dose regimen, but Serum Institute has said it would continue to test only the two full doses as it would delay trials. Poonawalla has said the company will first focus on supplying the vaccine in India before distributing it to other countries, pricing it at 1,000 rupees per dose ($13.50) for private markets. Serum Institute has also said an emergency use approval could preface a full rollout by February or March.
Law against ‘love jihad’ during next session, says K’taka minister BENGALURU, DEC 7 (PTI): The anticow slaughter bill will be introduced during the ongoing winter session of the Karnataka legislature, while a law against “love jihad” will be taken up in the next session, State Revenue Minister R Ashoka said on Monday. “It has been decided at the government level to enact anti-cow slaughter legislation during this session. Cow is worshiped as god by farmers...there is a special place for cows in Indian culture. To stop the killing of cows we are beginning this law in Karnataka,” Ashoka said. Speaking to reporters, he asserted that it is guarantee that the anti-cow slaughter bill will be cent percent introduced. “No love jihad during this session..in the next session we will remove love jihad,” he added. A team of officials led by Animal Husbandry Minister Prabhu Chavan had recently visited Uttar Pradesh and Gujarat, where anti-cow slaughter law has been enacted, to study about its implementation, aimed at strengthening the bill to be introduced during the session that began today. Officials have been directed to gather information regarding an ordinance promulgated in Uttar Pradesh against “love jihad”, Home Minister Basavaraj Bommai had said, asserting the state will have a law against such practices. Uttar Pradesh had recently promulgated an ordinance against forcible or fraudulent religious conversions, which provides for imprisonment of up to 10 years and fine of up to Rs 50,000 under different categories. “Love jihad” is a term used by right wing activists to refer to the alleged campaign of Muslims forcing Hindu girls to convert in the guise of love. Leader of Opposition in Karnataka assembly Siddaramaiah has said that the Congress will oppose if the government tries to bring in legislation against “love jihad” and cow slaughter.
Farmer’s stir: Medicine traders flag supply shortage as major roads blocked in N. India NEW DELHI, DEC 7 (IANS): Amid the siege on several border points of Delhi by the farmers protesting the newly formed agrarian laws, the All India Organisation of Chemists and Druggists (AIOCD) has expressed concerns about the possibility of a shortage of essential medicines as the road transportation has been hampered in north India. The organisation has written a letter to Prime Minister Narendra Modi urging him to take immediate measures to resolve the impending crisis. “AIOCD, an association of medicines traders having pan India presence with over 8.50 lakh members, appeals to you for your intervention, which is required to maintain the supply of medicines in northern India. Due to the ongoing ‘Kisan Aandolan’, road transportation has been hampered in the north area. We fear, if the situation continues there would be shortages of essential medicines throughout India,” the letter read.
AIOCD President JS Shinde said that most drug manufacturing units are located in northern states, while the distribution of the medicines to other states takes place by road. He said that the shortage of essential medicine throughout the country would occur soon if the blockade on national highways continues. “Most of the medicine manufacturers have their production facilities located in Haryana, Himachal Pradesh and their depots are at Ambala/Zirakpur areas. Medicine supplies to various states of India are made by road transport and due to the Kisan Aandolan, road transportation has been disrupted heavily. If the situation continues, there would be shortages of essential medicines throughout the country,” he added. “We request therefore, kindly use your good offices to maintain supply of medicines by providing secure passage to medicine transporters,” the letter urged Modi.
He said a major problem in the country’s infrastructure sector was that new projects were announced but not much attention was given on how they will be funded. His government ensures the availability of funds at the start of a new project itself, Modi said. He said over Rs 100 lakh crore will be spent under the National Infrastructure Pipeline project and work is being done on the master plan for multi-modal connectivity. Efforts are also on to attract investment from all over the world to improve the country’s infrastructure, he added. Work is being carried out on 1,000 km of new metro rail lines in 27 cities countrywide, Modi said, claiming big progress in this sector since his first government took charge in 2014. The Rs 8,379.62-crore Agro Metro project has two corridors with a total length of 29.4 km and will connect major tourist attractions like Taj Mahal, Agra Fort
The organisation also appealed to the leaders of the farmers’ agitation to allow essential transporters like medicines so as to ensure availability of medicines to needy public without interruption. To block the farmers entry to the national capital, the Delhi Traffic Police have closed the national capital’s seven borders, including Singhu, Auchandi, Lampur, Piao Maniyari, Mangesh, Tikri, and Jharoda. Thousands of farmers, mostly from Punjab, are protesting at the entry points to Delhi since November 26. Meanwhile, a petition has also been filed in the Supreme Court seeking an “immediate removal” of protesting farmers from Delhi’s borders. The petition said the large gatherings of farmers at the borders posed a challenge to the fight against the pandemic in the Capital. Entry of patients to Delhi from other States for treatment and supply of emergency medicines, etc, would also be affected, it added.
and Sikandara with railway stations and bus stands. The project is scheduled to be completed in 5 years. Agra has a population of 26 lakh and 60 lakh tourists visit the city every year. The prime minister said tourism sector benefits the most from better connectivity and infrastructure. Work is on to make “local tourism vocal”, he added. He said the government has not only increased the number of countries covered under the e-Visa scheme, it has also significantly reduced the tax on hotel room tariff. “With the efforts of the government, India is now ranked at number 34 on Travel and Tourism Competitiveness Index. In 2013, India was ranked 65th on this index,” he said, while hoping for a recovery in the sector as the coronavirus situation improves. Union Housing and Urban Affairs Hardeep Singh Puri, UP Chief Minister Yogi Adityanath attended the event.
Body of MiG-29K pilot found 11 days after crash: Sources NEW DELHI, DEC 7 (AGENCIES): The remains of the Indian Navy pilot, who had ejected over the Arabian along with a trainee on November 26, have been located, official sources said today. Commander Nishant Singh, the instructor at the controls of the MiG29K jet he was flying with another pilot, had gone missing following an accident over sea. His co-pilot was located and rescued immediately. The trainee pilot informed officials that he had spotted a second parachute after he got out of the aircraft. Four days after the incident, on December 1, Navy specialists located the primary wreckage of the Russian-built twinseat fighter. Sources told NDTV that the ejection seat of Commander Singh wasn’t not present at the site.

The MiG-29K is fitted with the Russian-built K-36D-3.5 ejection seat, widely considered the most sophisticated in the world. In the event of the ejection handles being pulled, the pilot in the rear seat is ejected first, followed by the pilot in the front. Sources indicate the fighter was at a very low altitude when the pilots ejected. The government con-
ducted an intensive aerial, coastal, and surface search operation involving naval ships and aircraft. Divers carried out underwater searches using specialised equipment to map the seabed in the area around the primary wreckage site, the sources added. The Indian Navy has a fleet of over 40 MiG29K fighter aircraft based out of Goa and also operated from the INS Vikramaditya aircraft carrier.
Eluru mystery illness not showing signs of contagiousness; Centre forms team to

HYDERABAD, DEC 7 (AGENCIES): The mystery disease that began spreading in Eluru in Andhra Pradesh has not shown any signs of contagiousness so far, state authorities said on Monday even as the Central government announced that it will fly a team of experts to the town on Tuesday. “So far, the illness has not spread from one person to another,” a note shared by Collector Revu Muthyala Raju stated, even as over 340 people have fallen sick so far. The undiagnosed disease has also caused the death of one person. Currently, 157 patients are receiving treatment while 168 others have been
discharged. Of all the affected persons, 307 hail from Eluru town, 30 from Eluru’s rural areas and three from Denduluru. Raju’s report highlighted that the affected persons complained of 3 to 5 minutes of epileptic fits without repetition, forgetfulness, anxiety, vomiting, headache, and back pain. As some people suspected the water supplied as the cause, Raju claimed that people from other areas where Eluru Municipality water is not distributed had also fallen ill. “One or two persons in every household is ill. People who drink mineral water on a daily basis also
reported sick,” the Collector claimed. According to Raju, 22 freshwater samples were tested but these were normal. Authorities are awaiting culture reports of some cerebral fluid samples taken from affected persons while 10 milk samples have been sent to the Centre for Cellular and Molecular Biology (CCMB) near Tarnaka in Hyderabad for testing. The ministry of health has formed a three-member team to investigate the sudden illness of people in and around Eluru. The team, comprising Dr. Jamshed Nayar, Associate Professor (Emergency Medicine), AIIMS, New Delhi, Dr.

Avinash Deoshtawar, Virologist, NIV, Pune and Dr. Sanket Kulkarni, Dy. Director, PH, NCDC, will reach Eluru on Tuesday morning and submit a report by the evening. As the unidentified disease swept across several pockets in Eluru amid the coronavirus pandemic, the district administration carried out a household survey to know its prevalence. As many as 62 village and ward secretariats conducted the health surveys in 57,863 households. Similarly, 56 doctors, three microbiologists, 136 nurses, 117 FNOs and 99 MNOs have been deployed on duty. In the past 24 hours, 62 medical camps were held, and 20 ambulances and 445 beds made available for treatment at Eluru government hospital and four other institutes. Fifty beds were also allotted in Vijayawada government general hospital, along with some medical personnel, for the treatment of the affected persons. Many villages in West Godavari district lack filtered drinking water. Over the decades, successive governments have ignored the pleas of people to fix this problem, forcing people to make do with muddy water.

Launching the Agra metro rail project through video conference, Modi said the reforms carried out by his government are also getting reflected in election results. His pitch on the importance of reforms comes ahead of Tuesday’s Bharat Bandh over the three new farm laws enacted at the Centre. But during his brief address, the prime minister made no direct reference to the new laws or the farmers’ protests. “Reforms are needed for development. Reforms are very much needed for a new order and to give new facilities. We cannot build the next century with the laws of the previous century, he said. Some laws that used to

Farmers and politicians
O
n December 8, 2020 farmers’ union of north India have called for a ‘Bharat Bandh’ which is expected to reverberate across states that are main producers and growers of agricultural crops. Since November this year, farmer unions have been protesting against the three farm laws cleared by the government during the previous September Parliament session such as- Farmers’ Produce Trade and Commerce (Promotion and Facilitation) Act, 2020. Farmers (Empowerment and Protection) Agreement on Price Assurance and Farm Services Act, 2020. Farmer unions in Punjab and Haryana say the recent laws enacted at the Centre will dismantle the Minimum Support Price (MSP) system. They argue that over time big corporate houses will dictate terms and farmers will end up getting less for their crops. Farmers also fear that with the virtual disbanding of the mandi system, they will not get an assured price for their crops and the “arthiyas” - commission agents who also pitch in with loans for them - will be out of business. So the key demand of the farmers is the withdrawal of the three laws which deregulate the sale of their crops. The farmer unions could also settle for a legal assurance that the MSP system will continue, ideally through an amendment to the laws. The opposition have been demanding that the government convene parliament in order to discuss the issue as it is a subject of urgent national interest. However, the Modi government has been playing with assuring words to the effect that it is willing to talk things over with the farmers and clear their misgivings. Despite numerous assurances by the government, including by prime minister Narendra Modi, defence minister Rajnath Singh, home minister Amit Shah and others, that the laws will empower farmers, the protesters are unconvinced and have been demanded that the laws should be rolled back. According to official sources, the Modi government was working on fine-tuning its response to the issues raised by farmers, and ensuring that they are addressed to the satisfaction of all. Days ahead of the nationwide bandh called by protesting farmers against the three acts, several political parties and other organisations such as Bank Employees Association extended their support to the bandh. Till the, the Modi government was reacting to the farmers and when opposition parties lent their support, the BJP trained its guns on them. The BJP accused opposition parties of opportunism in raising farmers’ issues particularly the erstwhile UPA alliance parties. It alleged that the UPA during 2010 and particularly Sharad Pawar of the NCP had proposed amendments to Agriculture Marketing Produce Market Committee(APMC). However, NCP responded saying it was brought about by the previous Vajpayee government and that Pawar had only sought suggestions for betterment and not privatisation of APMC. The farmers demand are not totally unreasonable as the government’s stand which means that both need to come down from their pedestals and hammer out a solution. The government should also look at the issue purely from its political perspective but from a broader point and even be willing to amend or repeal its three laws. At a time when the economy is not doing well and people are still suffering from the effects of COVID-19 pandemic, the government must accept that it alone holds the key to resolving the dispute.
DailyDevotion Repentance Godly sorrow produces repentance leading to salvation… —2 Corinthians 7:10 Conviction of sin is best described in the words: My sins, my sins, my Savior, How sad on Thee they fall. Conviction of sin is one of the most uncommon things that ever happens to a person. It is the beginning of an understanding of God. Jesus Christ said that when the Holy Spirit came He would convict people of sin (see John 16:8). And when the Holy Spirit stirs a person’s conscience and brings him into the presence of God, it is not that person’s relationship with others that bothers him but his relationship with God— “Against You, You only, have I sinned, and done this evil in your sight…” (Psalm 51:4). The wonders of conviction of sin, forgiveness, and holiness are so interwoven that it is only the forgiven person who is truly holy. He proves he is forgiven by being the opposite of what he was previously, by the grace of God. Repentance always brings a person to the point of saying, “I have sinned.” The surest sign that God is at work in his life is when he says that and means it. Anything less is simply sorrow for having made foolish mistakes— a reflex action caused by self-disgust. The entrance into the kingdom of God is through the sharp, sudden pains of repentance colliding with man’s respectable “goodness.” Then the Holy Spirit, who produces these struggles, begins the formation of the Son of God in the person’s life (see Galatians 4:19). This new life will reveal itself in conscious repentance followed by unconscious holiness, never the other way around. The foundation of Christianity is repentance. Strictly speaking, a person cannot repent when he chooses— repentance is a gift of God. The old Puritans used to pray for “the gift of tears.” If you ever cease to understand the value of repentance, you allow yourself to remain in sin. Examine yourself to see if you have forgotten how to be truly repentant.

ealth and fitness advisors often emphasise on seafood for muscles, high protein, weight loss etc. Few of them have studied the immense health risks that come with eating seafood. Mali Ston is an Adriatic Sea coastal town in Croatia, known all over the world for its unique farmed oysters, of which 5 million sell every year. For centuries, rows of oyster-filled underwater farm beds have spread through the bay. An annual oyster tasting feast has tourists pour in. In 2019 they have had to cancel it because the Institute for Marine and Coastal Research in Dubrovnik has detected norovirus in the oysters. The virus has been caused by the sewage from the town pouring in all these years into the bay. Norovirus is a dangerous virus, causing over 20 million illnesses and hundreds of deaths annually. Symptoms, which include chronic vomiting and diarrhoea, can become very severe, very quickly, requiring the need for emergency treatment. Flame-grilled car p, seasoned with sauces and known as masgoof, is Iraq’s national delicacy. Iraq produces 29,000 tonnes of carp each year, grown in farms along the Euphrates river. In 2018, millions of carp died overnight in the fish farms. Samples of the dead fish, the water and sediment, sent to laboratories, confirmed that the fish died of a virus caused by low temperatures, overstocking of fish farms and polluted river water. Warnings have been issued by the government not to eat carp. Seafood is responsible for a large proportion of food-borne illnesses. These are caused by a variety of bacteria, viruses, and parasites. Chemicals, metals, marine toxins, and infectious agents have been found in seafood. The illnesses
caused by these agents range from mild gastroenteritis to life-threatening conditions. Seafood includes molluscs (e.g., oysters, clams, and mussels), finfish (e.g., salmon and tuna), marine mammals (e.g., seal and whale), fish eggs (roe), and crustaceans (e.g., shrimp, crab, and lobster). Some seafood commodities are inherently more risky than others, depending on the environment from which they come, their mode of feeding and how they are prepared and served. All seafood are susceptible to surface, or tissue, contamination. Bivalve molluscs feed by filtering large volumes of seawater. During this process, they can accumulate and concentrate pathogenic microorganisms. Contamination of seafood by pathogens can occur when areas are contaminated with human sewage. Additionally, seafood may become contaminated during handling, processing, or preparation. Unlike meat and poultry, that are usually fully cooked, seafood is often consumed raw, or prepared in ways that do not kill organisms. Seafood has been implicated in so many outbreaks of illnesses that data is collected by official agencies in every country. The Food and Veterinary Office of the European Union has initiated a Rapid Alert System for food. The source of danger, and the country of origin, are reported. Between 1992 and November 1997, the 71 seafood alerts from this system represented 42.5 percent of all food alerts. The seafood products implicated mussels, tuna fish products, oysters, squid, raw sole, shrimp, octopus, shellfish, crawfish, scallops, cuttlefish, anchovy, Nile perch, bivalve molluscs, king prawn, salmon, mullet fillets, canned fish, clams. These alerts have doubled and tripled since. Thirty-three different

Seafood consumption countries had exported seafood/fish on which an alert was reported. The highest alerts were received on fish sent from India. So you can imagine the state of seafood being sold within India. 34 people died from poisoning by shellfish, and fish in Japan, in the 1475 outbreaks of poisoning (33,253 cases) reported between 1987-96. In Canada 29 different species of fish and shellfish, and/or seafood products, were implicated in seafood-borne illnesses. The top six in number of outbreaks were mussels, clams, tuna, barracuda, and marlin. These six represented 56 percent of the outbreaks. The others were whelk, mahimahi, mackerel, swordfish, crab meat, salmon, oysterss, clams and dips, haddock, halibut, sole fillets, sharks, scallops, pollock, chicken haddie, shrimp, quahogs, kippers and parrotfish/doctorfish. Ten countries, that had exported these fish to Canada, were implicated. India was one of them. In the United States, from 1973 to 2006, over 500 outbreaks involving thousands of people, have taken place. Forty-nine percent were due to infectious agents generally associated with faecal pollution, and 46 percent were from agents associated with processing and preparation. Some of the pathogens responsible for sea food infections are: Vibrio bacteria, which cause outbreaks of gastroenteritis. Symptoms include watery diarrhoea,
abdominal cramps, nausea, and vomiting. V. vulnificus is particularly virulent, especially among patients with liver disease and iron storage disorders, who are at increased risk of invasive disease. Infections can lead to sepsis and severe wound infections. The fatality rate is about 50% for bloodstream infections and 25% for wound infections. In January 2007, vibriosis became a nationally notifiable disease. Salmonella bacteria, which cause acute gastroenteritis, with symptoms including diarrhoea, abdominal cramps and fever. Seafood-associated outbreaks have been caused by fish, shrimp, oysters, and clams. Shigella bacteria in fish comes from sewage in the water. Clinical manifestations range from watery, loose stools, to more severe symptoms, including fever, abdominal pain and bloody diarrhoea. Complications include seizures in young children, toxic megacolon, Reiter’s syndrome, and hemolyticuremic syndrome. Clostridium botulinum, which is characterized by an acute paralysis. Early signs and symptoms of botulism often include twitching, slurred speech, and difficulty in swallowing, progressing to descending weakness and paralysis. Foods identified in outbreak investigations have included fermented or salted seafood, specially salmon and whale. Other toxin-forming bacteria: Staphylococcusau-
reus, Clostridium perfringens, and Bacillus cereus can form enterotoxins that cause acute gastrointestinal illness. Norovirus infection is characterized by diarrhoea, vomiting, nausea, abdominal cramps, headache, myalgias, and low-grade fever. Seafood, harvested from sewage-contaminated waters, has caused large outbreaks of norovirus gastroenteritis. Hepatitis A virus is the most serious viral infection associated with seafood consumption. It is an acute illness associated with fever, malaise, jaundice, anorexia, and nausea; symptoms may last from several weeks to several months. However, deaths can occur. Outbreaks of hepatitis A virus infections, associated with oysters and clams, have been known since the 1960s. The largest reported outbreak occurred in China in 1988; almost 3,00,000 persons were infected after consuming clams harvested from a sewage-contaminated area. H e l m i n t h s : l a r g e, worm-like parasites that infect most marine animals. Clinical manifestations, associated with helminthic infections, range from no symptoms, to mild, chronic gastrointestinal symptoms, allergic reactions, and sometimes intestinal perforation. Infections are likely underdiagnosed and underreported, due in part to a lack of routine diagnostic tests. Some other common seafood-related diseases and infections, around the world, include diarrhoetic shellfish poisoning, paralytic shellfish poisoning, scombroid histamine poisoning, Vibrio cholerae, Listeria monocytogenes, Staphylococcus, Bacillus cereus. Many outbreaks likely go unrecognized and are not investigated. Contamination through sewage is a very common
practice around the world, and especially in India. Overboard sewage discharge into seafood harvest areas, illegal harvesting from sewage-contaminated waters, and sewage runoff from land after heavy rains or flooding, are the many ways in which this happens. Right from the production phase to packaging, transport and consumption, seafood is likely to be contaminated with bacteria, viruses and fungal infections. Intensive fish farming, which involve massive crowding of fish into pens, has substantially enhanced the incidence of seafood diseases in India and abroad. At the processing and packaging stage, seafood is often exposed to unhygienic handling by workers, bad storage conditions, irregular temperatures, the addition of preservative compounds. With a heavily globalized food trade, the long journey seafood travels before reaching our plates, drastically increases the chances of it becoming dangerously contaminated. At the consumption stage seafood is often prepared in ways that do not kill organisms, or even many times eaten undercooked or raw – making it a particularly dangerous food. It is important that you understand the consequences of seafood consumption. If not for reasons of sustainability and animal welfare, look at seafood in terms of your own immediate health. People with underlying medical conditions such as liver disease, diabetes, or immuno-suppressing conditions, are at higher risk of acquiring severe infection and should be especially careful. As the waters grow warmer, sea food will get more and more dangerous to eat. To join the animal welfare movement contact gandhim@nic.in, www. peopleforanimalsindia.org

“L
istening to Calvary’s Whisper” was a song dedicated to my longtime friend Rev. Dr. VK Nuh, with whom I traversed many paths in the Naga peace and reconciliation journey. Similarly, in the Forum for Naga Reconciliation (FNR), I am most fortunate to be graced by another elder, Uncle Niketu, whose testimony remains a chronicle of peace and justice amid human finitude. From these elders, as well as the young men and women invested in our journey of common hope, I gain strength and inspiration. This latter group, in particular, has introduced me to a new generation of Nagas who have set their sights beyond the arrogance of cultural hegemonic preservation. A word to my peers (that is, to the elders): Let us learn some lessons from this young Naga generation. We cannot continue to suppress our future by the guiltridden weight of the past. Our future must be liberative. In my personal life, I must confess that I am guilty of storing up anger and hatred against people with whom I differed, especially on the matter of Naga political and historical rights. What followed within me, as a consequence, was a hurting heart behind all my rhetoric and actions. Now, in my older days, I am increasingly called to listen to Calvary’s whisper. The result is that what my heart speaks, my intellect does not object. I experience a growing freedom to confess that my past judgments towards those I’ve differed with have been stained by ill will. I confess to embodying states of self-righteous indignation over the seemingly disgraceful words and behaviors of other people. I realize that my one-dimensional political vocabulary was absolutized and I became suspicious of different lexicons, no matter how constructive they may have been. I made decisions without knowing why, and in the process such decisions exerted itself through psychological inertia, making it hard to change though it was the right thing to do. At the moment, there is so much anger and hate in the form of rejoinders on the speeches of the 58th anniversary of Nagaland statehood. In the first place, what

less should the participants of the statehood celebration done? Exonerate Naga nationalism or follow the governmental protocols of State function? The occasion necessitated an order under the Government of India and thus, the occasion was a status quo function of the state of Nagaland under India. The occasion also provided historical retrieval of the Naga People’s convention (NPC) and the justification of the becoming of the state of Nagaland. The lone person as living testimony to the NPC is Uncle SC Jamir. Uncle Jamir knows how many years we have not met, and I also know that I differ with him on the matter of Naga nationalism, as antagonistic as that makes me to him. As an honest reflection of listening to Calvary’s whisper, I have made an attempt to change my attitude and my perspective: A person in time, Uncle Jamir as a young lawyer was doing what was a plausible thing to do back then, as his peers thought, though the antithesis remains to this day. What the NPC members resolved was done through limited resources and modes of communication—nothing comparable to the convenience, speed, and collective information at our disposal today. In perspective, the emergence of the State of Nagaland must be placed in its proper historical order. What has happened cannot be undone, but can be built upon to reach the mark. Just as the 16 Point Agreement was not the final answer for the Nagas, it is perfectly honorable to accept the fact of the Government of India signing the Framework Agreement with the NSCN (IM) and the Agreed Positions with the NNPG. Narratives cannot deconstruct the fact and rationale behind the signing of the agreements. Justifying false innocence and attempting to maintain dignity that is already fractured will not work. In our daily affairs, we have seen friends turn to foes and vice versa. Such a change in tempo can be dangerously toxic, both for the foes and friends alike, precisely because each is directed by the basic human instinct of survival. Sadly, this cause and effect can lead to permanent entanglements. I sincerely believe that Nagas still have a chance to put matters in
the right perspective by being creatively imaginative. Firstly, we must locate and interpret the words and actions of our “turned enemy” seriously as a fallout of political negotiation. In any strategic negotiations resolving an issue takes time. The impending frustration has often led to the demonization of one another. It takes only an emotional outburst to undo the gains of an entire political process. The late President of Egypt Anwar Sadat and the late Prime Minister of Israel Menachem Begin endlessly demonized each other until US President Jimmy Carter invited both of them to the Camp David Summit. In this connection, allow me to be more personal. Mr. RN Ravi, to whom I have not talked nor met since his appointment as the Governor of Nagaland state, needs our honest understanding. What changed the interlocutor, who once even said “Kuknalim” to the Naga people? The negative tipping point was the moment when various parties began demonizing each other, which has led to the present state of affairs. If Mr. RN Ravi was hailed during the initial Framework Agreement and thereafter, what could be the fallout now? I, as a Naga, call upon my fellows Nagas to reconsider the exposition of our experiences to be determinative of the historical and political rights of the Nagas. Without a doubt, the NSCN (IM) has been at the forefront of the Naga historical and political rights. Nagas will not remain blind to such an accomplishment that has an abiding significance. As befitting a frontal political organization, Nagas expect a leadership that is based on sacrifice, where leaders can accept failures and act with a conviction that is both diplomatic and far-sighted. Secondly, let us all accept that we have made mistakes in our moments of weakness. In many ways, our “factional” situation is our creation. The currency of hegemonic politics and the currency of “Nagas of Nagaland” have no value in the market of the political destiny of the Nagas. I believe that we can rekindle our camaraderie again. Leaders
understand this delicate matter, but the human element remains obstinate. The sooner the players dispose of their false innocence and reclaim dignity, the sooner we can chart a future whose outcome will yield dividends for the Nagas and the GoI. Finally, the GoI and the Naga political groups must revisit the agreements signed for a comprehensive solution. Equally, the two Naga political Groups must agree to sit at the table without any pre-
conditions. By accepting our differences, unity and reconciliation is far from superfluous. What evolves out of our agreement to accept our differences will be a net-positive social and political transformation, crucially built upon the principle of cooperation. In this regard, Nagas must understand that cooperation is nationalism begun. Nationalism is cooperation at its best. Reader’s Post Sir,
‘Gubernatorial’
Every valley shall be filled--those who are truly repentant and humble would be saved and satisfied. Every mountain and hill shall be brought low--people like the scribes and Pharisees, who were haughty and arrogant, would be humbled. The crooked places shall be made straight--those who were dishonest, like the tax collectors, would have their characters straightened out. The rough ways shall be made smooth--soldiers and others with rough, crude temperaments would be tamed and refined. A final result would be that all the flesh--both jews and gentiles would see the salvation of God. A reasonable consideration for the rights or feelings of others is the foundation of social conduct. Liberty is not a personal affair only, but a social contract. The Government of India in a clarion call stated that any discussion for Naga political solution should be within the ambit of the Indian constitution and not beyond the frame of Indian constitution. In the process apparently it shows that, there will be no integration of all contiguous inhabitants of Naga area, no separate constitution and no separate flag for Nagas. The territorial integrity and sovereignty of the union of india is supreme. It is further mentioned that, the Indian national flag and constitution are the pride of the people of India. The government of India is absolutely clear that there is and there shall be only one National flag and constitution in India. The governor “gubernatorial” is the constitutional head of the state. The governor of state is not elected but is appointed by the President of India and holds his office at the pleasure of the President. The grounds upon which a governor may be removed by the President are not laid down in the constitution, but it is obvious that this power will be sparingly used to meet with cases of gross delinquency, such as bribery, corruption, treason and the like or violation of the constitution. Through the procedure of appointment by the President, the union government would be able to maintain intact its control over the state. The stability and unity of the governmental machinery of the country as a whole can be acheived only by adopting the system. As the constitutional head of the state, he needs to express, and tell the truth concerning of the state as a whole and for their future guidance during such auspicious occasion without any bias attitude. The powers and functions of governor as constitutional head of the state always represents the President of India. Governor’s message during 58th Nagaland Statehood day carries nothing out of way. He performs his legitimate duties. Y. L. Jami IAS (Retd), Kushiabill Dimapur

Oppn has double standards on farm sector reforms: Ravi
NEW DELHI, DEC 7 (AGENCIES): Union minister Ravi Shankar Prasad today accused non-BJP parties of jumping onto the bandwagon of the farmers’ protest, and said whatever has been done in the NDA government’s farm sector reforms, was on the opposition’s to-do list when it was in power. His attack was mostly focussed on the Congress, which the minister said, was in favour of privatisation when in power. Nationalist Congress Party chief Sharad Pawar -- the agriculture minister in the UPA government – was also targeted by the minister a day before the all-India strike in favour of the farmers, which has been supported by trade unions and opposition parties. Prasad said the repeal of the APMC Act was part of the 2019 manifesto of the Congress. Contract farming also started during the Manmohan Singh government in many Congress states, the minister said. It was clearly mentioned in the manifesto, Mr Prasad said, that the Congress will “repeal the APMC act and make inter-state

trade free of restrictions”. “In an interview with Shekhar Gupta, Sharad Pawar the APMC Act will end in six months... The recommendation of the Planning Commission came during the UPA government that the central government may enact inter-state agriculture trade act,” Prasad said. “When Sharad Pawar was saying that if we do not improve then we will stop giving financial support, then SP, TDP, Left were all supporting Manmohan government. This is your double character. You are ready to go to any limit,” he added. The BJP started its retaliation at the protesting farmers and the opposition on Sunday, picking out instances of their support to
Centre unlikely to share draft amendments before talks NEW DELHI, DEC 7 (AGENCIES): The Central government’s unrelenting attempts to resolve the farmers’ agitation through dialogue is making little headway with few of the farmer unions remaining adamant on their demand to repeal the new agriculture laws. While farmers expect the government to send the new draft with amendments to them before they come for the next round of meeting on December 9, sources in the government said that the draft will be discussed only at the discussion table. “It doesn’t make any sense to send in draft before they come for discussion. They are most welcome to come and discuss and debate the amendments they want in the laws,” added the source. The farmers had claimed that once the government sends the draft to them, they will first discuss it among themselves before coming for the meeting. The government, in a bid to make headway in the discussions, agreed to ‘as many amendments’ as demanded by the farmers. “The farmers seemed like a divided lot with few convinced of laws and government’s intention to make amendments on their suggestions whereas there was a handful of those who remained adamant on the repeal of farm laws,” added a source.
individual aspects of the farm bills in the past. BL Santosh, the general secretary of the BJP, tweeted an article from Punjab-based English daily the Tribune on Sunday, headlined “Allow corporates to procure wheat: Farmers”. “This was in 2008. Farmers of Punjab & Haryana demanding allowing of corporates in agri marketing. Just understand the duplicity of the same unions now,” read the accompanying tweet, which carried the hashtag #FarmersWithModi. Today, Maharashtra Chief Minister Devendra Fadnavis called all parties supporting the bandh “hypocrites”. “Maharashtra had passed a law. There are private APMCs running. There are value chains available even now. So I’m surprised that what Maharashtra did during our time, what’s wrong if the Centre does it?” he said. “On 27 December 2013, Rahul Gandhi had said vegetables and fruits will be denotified from APMC Act. Now that the Centre is doing that, what is wrong?” he questioned.

Rajnath pays tribute to Armed forces on ‘Armed Forces Flag Day’
Rajnath Singh (File)
NEW DELHI, DEC 7 (AGENCIES): Union Defence Minister Rajnath Singh on Monday paid tribute to the Indian forces on the occasion of Armed Forces Flag Day and reminded the country to ensure the welfare of ex-servicemen and their families. “On the occasion of Armed Forces Flag Day, I salute the valour and service of the Indian Armed Forces. This day reminds us of our solemn duty to ensure the welfare of Ex-Servicemen, differently-abled soldiers and the families of those who lost their lives defending the nation,” Defence Minister tweeted. Appealing people to contribute in Armed Forces Flag Day Fund (AFFDF) to honour sacrifices made by soldiers in the line of duty,
Union Defence Minister last week had announced that ‘Armed Forces Flag Day’ would be celebrated throughout December. Speaking to ANI, Singh had said, “Centre and States along with Sainik Board will celebrate ‘Armed Forces Flag Day’ throughout December. It’s our national responsibility to support families of our security personnel, who have lost their lives or suffered injuries in the line of duty.” Although December 7 is commemorated as ‘Armed Forces Flag Day’ every year, this year Centre has announced that the whole month would be celebrated as ‘Armed Forces Flag Day’ to honour the sacrifices by armed forces in the line of duty. “I appeal to everyone to contribute towards the Armed Forces Flag Day Fund. Let us express our commitment to our country and the Armed Forces,” Singh added. The collected fund is used for the welfare of the Armed Forces personnel and ex-servicemen and also to rehabilitate battle causalities. Small flags are also distributed on this day in return for donations.
‘This is murder’: BJP says party worker killed after clash with Police in Siliguri

SILIGURI, DEC 7 (AGENCIES): One person was killed allegedly in a clash between BJP workers and the police in West Bengal’s Siliguri on Monday afternoon after the party’s supporters were stopped from taking out a protest march. The BJP claimed that Ulen Roy succumbed to his injuries after he was beaten by the police, but the administration claimed he was never hit by the police. Roy, a resident of Gajoldoba in Jalpaiguri, was rushed to a nearby hospital where he was declared dead. Speaking to the media persons, state BJP president
Wrestler Kartar Singh, hockey players Rajbir Kaur, Gurmail Singh and other sportspersons march towards Rashtrapati Bhavan to return their awards to President in New Delhi.
NEW DELHI, DEC 7 (PTI): Led by two-time Asian Games gold-winning former wrestler Kartar Singh, a few sportspersons from Punjab on Monday marched towards the Rashtrapati Bhavan to return “35 national sports awards” in a show of solidarity with farmers agitating against new agriculture laws but were stopped midway by the police. Kartar, who was presented the Arjuna award in 1982 and Padma Shri in 1987, was accompanied by Olympic gold-winning former hockey player Gurmail Singh and former women’s hockey captain Rajbir Kaur among others. While Gur-
mail is a 2014 Dhyanchand awardee, Rajbir was bestowed the Arjuna in 1984. “The farmers have always supported us. We felt bad when we saw that our farmer brothers were lathicharged, roads were closed. Farmers are sitting on streets in bitter cold for their rights,” said Kartar, gold medallist in the 1978 and 1986 Asian games. “I am a farmer’s son I still do farming despite being IG, Police,” he added. The athletes, who reached Delhi on Sunday, began their march from the Press Club of India but were halted near Krishi Bhavan by the police and sent back.
“Of late sportspersons are seen to be announcing return of their National Awards as a mark of their support for the recent farmers issue. National Awards and farmers issue are two separate things,” IOA President Narinder Batra and Secretary General Rajeev Mehta said in a joint statement. The marching athletes claimed to have the support of several Arjuna and other national sports awards winners. Earlier, Khel Ratna awardee and India’s first Olympic medal-winning boxer Vijender Singh had also threatened to return the honour in support of the protesting farmers.
NEW DELHI, DEC 7 (AGENCIES): There must be no construction or demolition for the central vista project after Prime Minister Narendra Modi launches a part of it this week, the Supreme Court said today, rebuking the government for “moving forward aggressively” on the plan even before a decision on petitions challenging it. As the government agreed to its condition, the Supreme Court said the “authorities are free to undertake formal process without altering site in question in any manner”. “You can lay the foundation stone, you can carry on paperwork but no construction or demolition, no cutting down any trees,” the Supreme Court told Solicitor General Tushar Mehta. PM Modi will perform the groundbreaking ceremony on Thursday for a new parliament building to be built at nearly Rs. 1,000 crore as part of the central vista project, it was announced on Saturday. Construction work was put on hold only this morning after the Supreme Court reprimand. “We expected that you will continue with paperwork etc but not move forward so aggressively that you will start construction,”

the Supreme Court said to the Solicitor General. “Just because there is no stay that does not mean you can start construction. We did not pass any clear stay order because we thought you are prudent litigant, and you will show deference to the court. The news items in public domain show you are starting construction,” said the judges. When Mehta sought time to respond to the court’s order that no construction or demolition could continue, the court said sternly: “Respond in five minutes or we will pass this order.” After consulting the government, the lawyer told the court: “There will be no construction, demolition or felling of trees. Only foundation stone will be laid.” As the judges passed
officials said. According to police, three of the five arrested are from Kashmir, while the rest are from Punjab. Two of the Punjabbased men were involved in the killing of Balwinder Singh in Punjab, they said. Singh, who received the Shaurya Chakra for fighting militancy, was shot dead in October.
Deputy Commissioner of Police (Special Cell) Pramod Singh Kushwah said, “On Monday morning, our team received specific information that two Punjab based criminals were supposed to receive some money from three Kashmiris. On this specific information, five people were arrested after a brief exchange of fire from the Laxmi Nagar area
in Delhi.” Three pistols, two kilograms of heroin and Rs one lakh cash were recovered from them along with the two cars in which they were travelling, he said. During preliminary investigation, it has emerged that there was an attempt to link up terror outfits active in Kashmir with Khalistan operatives by Pakistan’s ISI, he said.

5 suspected terrorists held after encounter in Delhi NEW DELHI, DEC 7 (PTI): Five suspected terrorists, two of whom were allegedly involved in the murder of Shaurya Chakra winner Balwinder Singh in Punjab, were arrested on Monday in east Delhi’s Shakarpur area after an encounter and have revealed Pakistan spy agency ISI’s attempt to link up terror outfits in Kashmir with Khalistan operatives,
Dilip Ghosh, said, “Our party worker Ulen Roy was killed by the police. Tomorrow we have called for a 12-hour bandh in North Bengal. The Solicitor General states that there will be no construction activity of any nature on the concerned sites, nor any demolition, including further translocation of trees until pronouncement of judgment in all the cases.” The court has reserved its verdict on a batch of petitions questioning the project on environment grounds. The Rs. 20,000-crore Central Vista project seeks to refurbish and build gov-

The project will be aligned along Rajpath, the ceremonial road cutting a swathe across the heart of Delhi, and form the seat of the government that will start with the North Block. A new triangular Parliament building that can seat 900 to 1,200 MPs is to be constructed by August 2022 when the country celebrates its 75th Independence Day.

NEW DELHI, DEC 7 (PTI): Businesses with up to Rs 5 crore turnover will have to file only four GST sales returns, or GSTR-3B, from January instead of 12 at present, according to sources. The quarterly filing of return with monthly payment (QRMP) Scheme would impact almost 94 lakh taxpayers, about 92 per cent of the total tax base of the goods and services tax (GST), he added. With this, from January onwards, small taxpayers would need to file only eight returns (four GSTR-3B and four GSTR-1 returns) in a year, one of the sources said. The source further said the scheme also brings in the concept of providing input tax credit (ITC) only on the reported invoices, thereby putting a significant curb on the menace of fake invoice frauds. Sources in the know of the matter said the QRMP scheme has optional feature of invoice fil-
ing facility (IFF) to mitigate business-related hardships for the small and medium taxpayers. Under the facility of IFF, the small taxpayers who opt to be quarterly return filers under the QRMP scheme would be able to upload and file such invoices even in the first and second month of the quarter for which there is a demand from the recipients. Further, this would engage buyers who earlier used to avoid purchase from the small taxpayers in the want of uploading of invoices in the system on monthly basis, the sources said. According to the sources, the taxpayers would need not upload and file all the invoices for the month and could upload and file only those invoices that are required to be filed in IFF as per demand of the recipients. The remaining invoices of the first and second months can be uploaded
in the quarterly GSTR-1 return. The IFF would be available up to a cut-off date and credit would flow to the recipient after the cut-off date on filing of the IFF, they added. The GST Council in its meeting on October 5 said registered person having an aggregate turnover up to Rs 5 crore may be allowed to furnish return on a quarterly basis along with monthly payment of tax, with effect from January 1, 2021. With the launch of the QRMP scheme on December 5, taxpayers with up to Rs 5 crore turnover have the option to file their GSTR-1 and GSTR-3B returns quarterly beginning JanuaryMarch period. Taxpayers can make GST payments through challan every month either by self-assessment of monthly liability or 35 per cent of net cash liability of the previous filed GSTR-3B of the quarter.
DoT to seek Cab nod on PLI scheme guidelines NEW DELHI, DEC 7 (PTI): Department of Telecommunications (DoT) will approach the Union Cabinet for approval of the structure of production-link incentives for telecom gear makers in India, official sources said. In November, the Cabinet approved an incentive of Rs 12,195 crore to introduce production-linked incentive (PLI) scheme for telecom and network products. The Digital Communications Commission on December 1 approved the proposal for the scheme. “The DoT will go to the Cabinet to get approval of the guidelines and structure of the PLI scheme. It will be in place within a month. Everything is going on with positive momentum,” the source told PTI. The product lines that have been specified include core transmission equipment; 4G/5G, next-generation radio access network and wireless equipment; and access and customer premises equipment (CPE).

making available to merchants a mobile application that allows shopkeepers to use any NFC-enabled smartphone to receive contactless card payments. Rau points out that given that average card transactions on their platform is Rs 2,800, the Rs 5,000 limit covers most use cases. According to Mastercard vice-president Vikas Sarogi, the exponential growth in the last few months is because of a shift to a hygienic way to pay and the increase in limits will hasten the cash-to-digital shift. Payments networks are extremely bullish about contactless transactions as the general public has now overcome fears stoked by social media rumours on how ‘Wi-Fi’ payments can be compromised. Payments experts say that the incidence of fraud on NFC cards is lower. Visa now sees 44% of its transactions in the AsiaPacific region through con-

Farmer groups, camping at various Delhi border points for over a week, have called for a nationwide shutdown on Tuesday to protest against three recently enacted agriculture-related legislations. MUMBAI, DEC 7 (AGENCIES): The Reserve Bank of India’s decision to hike the limit on contactless payments without entering a PIN to Rs 5,000 from Rs 2,000 earlier is expected to level the playing field in favour of cards. The development comes at a time when QR (quick response) code transactions are seeing runaway growth. In India, QR codebased payments have been increasing on the back of the Unified Payments Interface (UPI), which saw a record 2.2 billion transactions in November. Two key advantages for merchants in the use of QR codes is that they can start accepting payments without spending on point-of-sale (PoS) devices, and it is contactless — a key feature during the pandemic. Although contactless or NFC (near field communication) -based cards were launched by Visa over five years ago, the pickup has been slow. Initially, there was a shortage of acceptance devices, which has now been covered with over one million PoS machines having NFC capability. According to payments infrastructure firm Pine Labs CEO Amrish Rau, the share of contactless in its total transactions has increased from 2% in January 2019 to over 12% in October 2020. “All our terminals are now accepting contactless,” said Rau. Besides providing merchants with the PoS machines, Pine Labs is also

This year’s global coronavirus pandemic, as well as the Trump administration’s withdrawal from the world health body, has exposed WHO’s fragile funding base. The organisation relies largely upon
Ethiopia’s Abiy denies guerrilla war emerging in Tigray ADDIS ABABA/NAIROBI, DEC 7 (AGENCIES): Ethiopian Prime Minister Abiy Ahmed denied on Monday that a rebellious northern force his troops have battled for over a month would have the capacity to mount a guerrilla war from the mountains of Tigray. Federal troops have captured the regional capital Mekelle from the former local ruling party, the Tigray People’s Liberation Front (TPLF), and declared an end to their offensive. But TPLF leaders say they are fighting back on various fronts around Mekelle. Ethiopia experts fear a drawn-out insurgency with a destabilising impact around east Africa. “The criminal clique pushed a patently false narrative that its fighters and supporters are battlehardened and well-armed, posing the risk of protracted

insurgency in the rugged mountains of Tigray,” Abiy said in a statement. “It also claimed that it has managed to undertake strategic retreat with all its capability and regional government apparatus intact. The reality is the criminal clique is thoroughly defeated and in disarray, with insignificant capability to mount a protracted insurgency.” There was no immediate TPLF response.
With communications largely down and access for humanitarian workers and media restricted, Reuters has not been able to verify claims from all sides on the state of fighting. The conflict, which has its roots in Abiy’s pushback against Tigrayans’ past dominance of federal government and military posts, is thought to have killed thousands of people. It has also sent nearly 50,000 refugees fleeing to Sudan, seen TPLF rockets fired into Eritrea, stirred ethnic divisions, and led to the disarming of Tigrayans in Ethiopia’s peacekeeping contingency combating al Qaeda-linked militants in Somalia. The United Nations and aid agencies are pressing for safe access to Tigray, which is home to more than 5 million people and where 600,000 relied on

But Erdogan also said Turkey wanted negotiations over the conflicting claims to continental shelves and rights to potential energy
resources. The EU ministers were due to evaluate grounds for sanctions against Turkey. The bloc’s leaders will then decide on Thursday whether to make good on their threat, after Turkey sent an exploration vessel into waters claimed by Greece. “In the eastern Mediterranean issue, our country never sides with tension, but with peace, cooperation, fairness and implementing justice. The
path to this goes through negotiations based on mutual respect,” Erdogan said, repeating a call for a conference that involves all actors in the region. food aid even before the war. However, two senior aid officials told Reuters over the weekend that looting and lawlessness meant the region was still too dangerous to dispatch convoys. The government says that with peace restored, its priorities are the welfare of Tigrayans and return of refugees. However, some residents, diplomats and the TPLF say clashes persist, with protests and looting also reported in Mekelle on Friday. The TPLF dominated government for nearly three decades, until Abiy took power in 2018 and began democratic reforms. The party accuses him of seeking to centralise power at the expense of Ethiopia’s 10 regions and says Tigrayan officials were unfairly targeted in a crackdown on corruption and rights abuses.
voluntary contributions from member nations as well as a handful of large foundations. That has left it open to criticism that it’s vulnerable to outside influence at the expense of global health priorities. In an interview with The Associated Press ahead of the WHO Foundation announcement, Soni said his priority is to seek out corporate and individual donations. He said the foundation will ul-
timately assume control of the COVID-19 Solidarity Response Fund, which has raised $238 million so far. “Part of what I’m doing and bringing to the foundation is the orientation of the private sector, which can and must do more to ensure equitable and speedy access to new technologies all around the world,” said Soni, who is American. Soni has also been a senior advisor to the Bill & Melinda Gates Foundation, which this year was the second-largest contributor to WHO’s budget after Germany. Although US President-elect Joe Biden has said he wants the US to rejoin WHO after he takes
office in January, Soni said the experience showed that the global body needs more flexibility in raising money. “For many years, WHO has just been a vessel for big money, either from big donors or big countries, to do what those big donors or those big countries want. WHO has no ability to set the global health agenda, to focus resources where there’s the greatest burden of disease and death,” said Lawrence Gostin, a Georgetown University professor who has worked with WHO in the past. But Gostin cautioned that raising private money has its own pitfalls. WHO

If corporations “get preferential access or any access to decision-making as a soft quid pro quo, it’s disastrous for the organisation, not only because it could influence what WHO is recommending but more important, it can be seen to influence it,” he said. He had left Indonesia in 2017 to go on an umrah, or minor pilgrimage, to Mecca shortly after police charged him in a pornography chat case and with allegedly insulting the official state ideology, Pancasila. Police dropped both charges last year due to weak evidence, but authorities in Saudi Arabia had banned him from leaving the country without any explanation. His return comes as Islamist forces are gaining political strength in Indonesia.

KATHMANDU, DEC 7 (IANS): The Nepal government on Tuesday will reveal the revised height of Mount Everest, the world’s tallest peak, the media reported on Monday. The announcement will be made by the Department of Survey on Tuesday afternoon during an event, The Himalayan Times newspaper reported. The current height of the mountain, 8,848 metres, was measured in 1954 by the Survey of India. Nepal decided to remeasure the peak after speculations that the widely accepted figure might not be the actual height after

CHURCH STANDS ON CLOSURE OF SHOPS ON SUNDAY
Ao Baptist Pastor’s fellowship unanimously affirms with Nagaland Baptist Churches’ Council and Ao Baptist Arogo Mungdang statement on closure of shops on Sunday. First, we stand firm with the biblical truth and its teachings to keep the Sabbath day Holy. A day of Christian assembly and worship and not for gathering of manna’s on the Sabbath day. It’s a season of reaffirming and looking into one’s own act of our own faith as a true believer. Retrospecting the salvific history of Exodus wanderings remind us that God provided manna and was allowed to gather the manna for six days only with enough even to feed the people during the Sabbath day which is also known as the Lord’s day. A day in remembrance that God created the universe in six days and then “rested” on the seventh day (Ex 20:8-11). Secondly, the number of congregation were limited by an order to gather and worship in a “New Normal” perspective. Yet, it makes no sense to gold rush on Sundays opening up the shops. By and large, the church did obey the Caesar’s appeal not because of any high hopes or fear but with the understanding of one’s own responsibilities to keep the community safe at least during this pandemic crises. Therefore the Ao Baptist Pastors’ fellowship affirms with the closure of markets in and around Nagaland together with NBCC and ABAM rather we encourage every believers to give more attention in worshipping our creator, savior and provider. JAKARTA, DEC 7 (AP): Indonesian police early Monday fatally shot six followers of a firebrand cleric who returned last month from a 3-year exile in Saudi Arabia after criminal charges against him were dropped, officials said, prompting fears of more violence. Jakarta Police Chief Muhammad Fadil Imran said police were following a car carrying 10 supporters of Rizieq Shihab, the leader of the Islamic Defenders Front, early Monday morning. The followers attacked the police with guns and swords, threatening the officers’ safety, he said. “The officers then took firm and measured action so that six died from the group of 10 people,” he said at a news conference. He did not give further details of the violence. An official of the Islamic Defenders Front, Ahmad Shabri Lubis, gave a different account, saying that Shihab and his family were heading to a place to deliver a sermon and that guards traveling with them had been shot. “ O n t h e i r way t o the sermon location, the group was intercepted by unknown people that we

The Five Eyes intelligence-sharing group - made up of Australia, Britain, Canada, New Zealand and the United States - said last month the move appeared to be part of a campaign to silence critics and called on Beijing to reverse course. White House national security adviser Robert O’Brien said in November the expulsion showed the “One Country, Two Systems” formula, under which Hong Kong’s autonomy had been promised since Britain handed the territory back to China in 1997, was now “merely a fig leaf ” and promised further U.S. action. That month, the State Department and Treasury Department imposed sanctions on four more Chinese officials in Hong Kong’s government and security establishment, barring them from traveling to the United States and blocking any U.S.-related assets they might have. Hong Kong is expected to be one of Biden’s thorniest challenges with China, which will be high on his foreign policy agenda with relations between Washington and Beijing at the lowest point in decades over an array of disputes.

WASHINGTON, DEC 7 (AGENCIES): The United States is preparing to impose sanctions on at least a dozen Chinese officials over their alleged role in Beijing’s disqualification of elected opposition legislators in Hong Kong, according to three sources, including a U.S. official familiar with the matter. The move, which could come as soon as Monday, will target officials from the Chinese Communist Party (CCP) as President Donald Trump’s administration keeps up pressure on Beijing in his final weeks in office. President-elect Joe Biden takes over on January 20. The State Department and the White House did not immediately respond to requests for comment. Up to 14 people, including officials of China’s parliament, or National People’s Congress, and members of the CCP, would likely be targeted by measures such as asset freezes and financial sanctions, two sources said. The U.S. official, speaking on the condition of anonymity, said multiple individuals would be sanctioned. A person familiar with the matter said the group would likely include officials from Hong Kong as well as the mainland. The sources did not provide

S
cientists have developed a novel technology for a CRISPRbased COVID-19 diagnostic test that uses a smartphone camera to provide accurate results in under 30 minutes. According to the research published in the journal Cell, the new diagnostic test can not only generate a positive or negative result, it also measures the viral load -the concentration of virus -- in a given sample. All CRISPR diagnostics to date have required that the viral RNA be converted to DNA and amplified before it can be detected, adding time and complexity, the researchers said. In contrast, the new approach skips all the conversion and amplification steps, using CRISPR to directly detect the viral RNA, they said. “One reason we are excited about CRISPR-based diagnostics
is the potential for quick, accurate results at the point of need,” said Jennifer Doudna, a senior investigator at Gladstone Institutes in the US. “This is especially helpful in places with limited access to testing, or when frequent, rapid testing is needed. It could eliminate a lot of the bottlenecks we’ve seen with COVID-19,” Doudna said. Doudna won the 2020 Nobel Prize in Chemistry for co-discovering CRISPRCas genome editing, the
technology that underlies this work. In the new test, the Cas13 protein is combined with a reporter molecule that becomes fluorescent when cut, and then mixed with a patient sample from a nasal swab, the researchers said. The sample is placed in a device that attaches to a smartphone. If the sample contains RNA from SARS-CoV-2, Cas13 will be activated and will cut the reporter molecule, causing the emission of a fluorescent signal, they said.

Spurs back on top but Liverpool fire warning LONDON, DEC 7 (AGENCIES): Tottenham Hotspur reclaimed the Premier League top spot with victory over Arsenal on Sunday but champions Liverpool’s rout of Wolverhampton Wanderers showed Juergen Klopp’s side are starting to hit their stride. Harry Kane scored his 250th career goal for club and country after laying on Son Heung-min’s 10th league goal of the season as Tottenham beat Arsenal 2-0 to reach 24 points from 11 games. Shor tly afterwards Liverpool, in their first game with fans at Anfield since they won the title, crushed Wolves 4-0 with Mohamed Salah, Georginio Wijnaldum and Joel Matip on target. A miserable day for Wolves was capped as Nelson Semedo scored an own goal.Liverpool joined Tottenham on 24 points, although Jose Mourinho’s Spurs have a superior goal difference. Tottenham also welcomed fans back, 2,000 of them, for the first time in 277 days -- thanks to the government’s new Tier 2 COVID-19 restrictions -- and they were treated to
hearing fans singing the club’s anthems on the Kop. “As long as nobody tells me someone was injured then it’s been a perfect night,” Klopp said after his side’s 31st victory in their last 32 home league games. Salah was gifted an opener by a mistake from Conor Coady and did not look back after that. Jamie Vardy scored a last-gasp winner to give Leicester City a 2-1 victory over bottom club Sheffield United and move his side into fourth spot with 21 points, one behind Chelsea who had taken over top spot on Saturday after beating Leeds United. Match in action between Jamshedpur and ATK Mohun Bagan during the ISL season 7 on Monday.
The home team could have broken the deadlock in the 13th minute when a long ball from Peter Hartley found Lalnunfela who did well to break Sandesh Jhingan’s offside trap and found himself one-on-one with Arindam. However, instead of shooting straight
away, the forward dribbled past Jhingan inside the box and passed the ball to Mobashir whose shot was easily collected by the ATK Mohun Bagan custodian. The Men of Steel finally scored the opening goal and were rewarded for their relentless effort in
the 30th minute. They got three back-to-back corners and eventually, Valskis managed to score with a powerful header off Aitor Monroy’s excellent delivery into the box. Jamshedpur’s defensive organisation was spot on in the first half as they
did not allow any space to Roy Krishna in Bagan’s attacking third and completely nullified the Fijian’s threat. Monday’s Match Bengaluru FC Vs Northeast United Time: 7:30 PM

Perez goes from last to first in astonishing Sakhir GP
MANAMA, DEC 7 (AGENCIES): Mexican Sergio Perez, in his penultimate race for Racing Point and without a drive for next season, took the first win of his Formula One career in an extraordinary Sakhir Grand Prix in Bahrain on Sunday. Tearful Frenchman Esteban Ocon was second for Renault, his first podium finish, and Canadian Lance Stroll took third for Racing Point as champions Mercedes’s race fell apart in a botched pitstop and bad luck. “I hope I’m not dreaming because I’ve been dreaming of this moment for 10 years,” said Perez,
eyes closed and looking to the heavens on the podium as the Mexican anthem sounded. “After the first lap, the race was gone. But it was all about not giving up, recovering. This season, the luck hasn’t been with us but I think today we won on merit.” Perez spun on the opening lap after a clash that sent Red Bull’s Max Verstappen and Ferrari’s Charles Leclerc out of the race. The Mexican’s fighting comeback through the field after pitting, from 18th place to an emotional victory, was the stuff of fantasy. The victory was the first for the
team as Racing Point and first for the Silverstone-based outfit since Italian Giancarlo Fisichella won for predecessors Jordan in Brazil in 2003. George Russell, standing in for Lewis Hamilton at Mercedes after the seven times world champion tested positive for COVID-19, could have won but a late slow puncture dashed his hopes as he was closing in on Perez. The Briton led for much of the race but finished ninth with the fastest lap, the only consolation for the regular Williams driver being that he scored points for the first time in his career.

Milan battle to 2-1 win at dogged Samp to stay 5 pts clear GENOA (Italy), DEC 7 (AGENCIES): Serie A leaders AC Milan battled their way to a 2-1 win away to a dogged Sampdoria side to remain unbeaten in the league this season and stay five points clear at the top on Sunday. Franck Kessie broke Sampdoria’s resistance from a penalty in the 45th minute and substitute Samu Castillejo rifled in the second for Milan in the 77th minute before Albin Ekdal headed one back to set up a nervewracking finale for the visitors. Milan, again missing leading scorer Zlatan Ibrahimovic through injury, have 26 points from 10 games, with Inter Milan on 21 and Napoli and titleholders Juventus on 20. Sampdoria are 12th with eleven points. The hosts wore special blue and white halved shirts, the original kit of the Andrea

Doria club which merged with Sampierdarenese to form Sampdoria in 1946. Sampdoria coach Claudio Ranieri, whose side are winless in their last six games in all competitions, was determined to make life as tough as possible for Milan and turned the first half into a midfield war of attrition with precious few chances. The hosts had the first
opening when Lorenzo Tonelli’s header was saved by Gianluigi Donnarumma and Tonelli was also in action at the other end where he performed a miraculous clearance off the line to deny Ante Rebic. Rebic ran onto a long ball forward and flicked it over goalkeeper Emil Audero towards goal but Tonelli managed to hook it away with centimetres to
spare, the ball hitting the post before bouncing away to safety. Milan finally broke the deadlock in the final minute of the first half, Kessie scoring from the spot after Theo Hernandez’s header was blocked by Jakob Jankto’s trailing arm. Sampdoria enjoyed their best spell of the game after the break with Morten Thorsby heading over from Antonio Candreva’s cross. Castillejo came on in the 76th minute and scored with his first touch one minute later, firing into the roof of the net after Rebic pulled the ball back from the byline. Yet Milan had to cling on after Ekdal headed one back, and the Swede nearly grabbed an equaliser with another header but sent his effort over the bar with the very last move of the match.
