Rio wins uncontested; boost for NDPP-BJP Correspondent

KOHIMA, FEB 12 (NPN): NDPP’s chief ministerial candidate and three-time chief minister Neiphiu Rio notched up a dramatic and huge moral victory for NDPP when he was declared uncontested from the 11 Northern Angami-II assembly constituency after the lone NPF candidate Chüpfuo Angami withdrew from the race on the last day for withdrawal of nominations on Monday.

State BJP unit rejects ‘communal tag’ DIMAPUR, FEB 12 (NPN): State BJP unit has rejected the charge by NBCC that it was a communal party on the ground that if it was so then the ECI would not have recognised the party.

Stating this, the BJP unit media cell also pointed out that the secular character of the Constitution of India cannot be changed by any political party despite BJP currently enjoying absolute majority in parliament.

KOHIMA, FEB 12 (NPN): Stage is all set for the battle of the ballot in Nagaland for the February 27 elections with the deadline for withdrawal of nominations having ended on Monday.

According to Chief Electoral Officer Nagaland, media cell, 195 candidates will contest from 60 constituencies for the February 27 polls. Informing that altogether 257 candidates had filed nominations, CEO’s office said that the nominations of 29 candidates were declared invalid after scrutiny, adding that a total number of 32 candidates had withdrawn and one had been declared ‘uncontested.’

M e a n w h i l e, C h i e f Electoral Officer, Abhijit Sinha said that in order to ensure free and fair elections, webcasting of polling is being planned at 555 polling stations where internet connectivity is available, and the remaining 1641 Polling Stations will be covered by offline videography. He said the offline videography at the polling booths will be done under the supervision of the Presiding Officer and first Polling Officer.

BJP or its govt won’t come in the way of Naga pact: Rijiju NEW DELHI, FEB 12 (PTI/ AGENCIES): The BJP-NDPP coalition will not come in the way of “smooth implementation” of the proposed Naga accord, if voted to power in Nagaland, Union Minister of State for Home Kiren Rijiju Said Monday.

Rijiju, who is the BJP’s election in-charge for Nagaland, however, was noncommittal when asked if it meant that the new government would recommend the dissolution of Nagaland Assembly to pave the way for implementation of the

accord, if necessary. “Our party and the government, if elected, will not come in the way of the smooth implementation of the Naga accord as and when it is signed. Rather we will cooperate,” he told PTI. Meanwhile, The Asian Age report stated that the Ministry of Home Affairs is not apprehending any major problem during the elections in Nagaland as NSCN (I-M) and NNPGs have given commitment not to interfere in to the electoral process.

Naga identity may perish: Dr. Shurho

DIMAPUR, FEB 12 (NPN): NPF president, Dr. Shürhozelie Liezietsu warned that a day would come when the Naga people will suffer and their identity perish if they do not realize what force is penetrating into their land.

He was addressing a gathering at an election rally for NPF candidate, Ar. Loguseng Semp (Logus) at Tseminyu town.

government, but it will be a contest between outside forces and the force of the Naga people,” Dr. Shürhozelie said.

If the “tall leaders” who are succumbing to money and power are voted to power, they will land the Naga people into great trouble, he asserted.

He further went on to say that the 2018 elections is a “selection between the destruction or preservation of the Naga people and their identity.”

Nagaland polls: IT issues summons

DIMAPUR, FEB 12 (NPN): Income Tax Department has issued the first set of summons to people who have made cash withdrawals of over Rs 10 lakhs after the declaration of the Assembly polls. A source in the IT department informed Nagaland Post that the first batch of summons were issued to 15 persons including the brother of a prominent candidate contesting the elections. Surveillance team comprising of IT officials have been set up in all district headquarters including air surveillance unit at Dimapur Airport and a Railway intelligence unit in Dimapur Railway station to monitor movement of cash.

Prohibitory order in Tuli

DIMAPUR, FEB 12 (NPN): Additional District Magistrate Tuli sub-division, Rhosietho Nguori has promulgated prohibitory order under Section 144 CrPC in Tuli town due to apprehension of breach of law and order situation. The order which comes into immediate effect from Monday, February 12 is to remain till March 5 or till further order. As per the order, assembly of five or more persons has been prohibited in Tuli Town.

The order however exempts magistrates and other government officials, besides security personnel on duty.

RBI approves conversion of SBI Aghunato to banking treasury

CRBC endorses NBCC resolution

DIMAPUR: Council of Rengma Baptist Churches (CRBC) has resolved to endorse the Nagaland Baptist Church Council (NBCC) resolution adopted at the 21st triennial convention held from February 2-4 at Impur.

A press release from CRBC executive secretary, Haiwalo Apon said that CRBC took this decision in an Emergency Meeting held on February 9, at Mission Centre, Zunpha, Tseminyu.

Appreciating and acknowledging the call of the NBCC to Naga leaders to safeguard and uphold faith and Christian principles at all costs, CRBC said that it was unfortunate that some still misconstrue and view pessimistically the clean election movement spearheaded by NBCC. CRBC said that it had recommitted to reinforcing “the prophetic role against the resistance from society at large in this ensuing election process.”

not easy and we do not see immediate results, CRBC said and added that a certain degree of transformation had begun with some individuals and families even returning bribes after their consciences were awakened.

It also expressed displeasure over “few section”(s) of certain group leaders declaring support for particular candidates which, it said, goes against the clean election banner of every individual being entitled to their own opinions and votes.

“We pray that God’s grace will abound even at this situation,” CRBC said.

It issued a ‘humble and prayerful’ appeal to all Nagas, Rengmas in particular, to refrain from group declaration, violence, hatred, booth capturing and any other malpractices commonly seen during elections. The Clean Election Committee sought to inform the Rengmas in general through the press release that CRBC is organizing a common platform on February 15 at 10:30 a.m at RSA ground, Tseminyu Old Town so that the Rengma public can get an opportunity to elect the best and capable candidate.

KIPHIRE: In view of the general elections, District Election Officer (DEO) Kiphire in exercise of the powers conferred under sec.144 (A) of the code of criminal Procedure 1973 and specific directions of ECI has prohibited carrying of licensed arms/weapons within the jurisdiction of Kiphire district.

However, carrying of licensed arms for verification at nearest police stations or depositing of the same or for uploading of NDAL before deposition has been exempted from the purview of this order.

According to DIPR, the order will be in force with immediate effect till the completion of election process and violations will invite penal actions under Sec.153 AA of Indian Penal code 1860 and other relevant sections of the law.

MOKOKCHUNG: Deputy Commissioner (DC) & District Election Officer (DEO), Mokokchung, Sachin Jaiswal has informed that schedule for casting of postal ballot applied by polling personnel, DEF and NAP personnel at Town Hall Mokokchung will be as follows - February 19, from 9 a.m to 3 p.m, DEF personnel, February 20 from 9 a.m to 3 p.m, 2nd NAP personnel, February 21, 8 a.m to 10 p.m, DC staff, magistrate on duty, EEMs team and drivers, February 21 from 10 a.m to 4 p.m, polling personnel.

Further, DC & DEO has also informed that in view of the upcoming

election, a co-ordinationcum-briefing session on “election expenditure monitoring” with intending candidates, election agents, additional agents, ward/village authorities of 23 A/C, 24 A/C, 25 A/C, 26 A/C, 27 A/C, 28 A/C will be held on February at 13, 11 a.m at Conference Hall of ADC (planning), Mokokchung. All have been requested to attend the meeting.

MON: DC & DEO, Mon, K. Thavaseelan has informed all concerned that carrying of licensed arms within the district by any individual, post last date for verification or depositions of arms (February) has been banned.

License of any such arms that are caught will be cancelled and that, the ban on carrying of arms is as per the provision of section 144 of the CrPC, 1973.

WO K HA : D C & DEO, Wokha, Dr. Manazir Jeelani Samoon has informed that 2nd round of training for polling personnel drafted for election duty has been fixed on February 15 and 16 at GHSS, Wokha at 10 a.m.

According to DIPR, the training for “presiding officers and polling-I” will be held on February 15, while for “PollingII, Polling-III, Polling-IV (VVPAT) and Grade-IV”, the training will be held on February 16.

Therefore, all polling personnel have been directed to attend the training.

The notification further stated that disciplinary action shall be initiated

against the absentees as per relevant sections of law.

DC & DEO, Wokha also informed that “2nd medical board” for exemption of polling personnel will be conducted on February 14 at Dr. Motsuo Memorial Hospital, Wokha from 10 a.m onwards. All polling personnel who have applied for exemption on medical ground have been directed to report for examination.

According to DIPR, the DC & DEO has also informed government employees designated for the time being by the state government, for the conduct of any election related duties shall be deemed to be on deputation to the election commission for the period commencing on and from the date of notification calling for such election, and ending with date of declaration of the results of such election. Accordingly, such officials during that period shall be subject to the control, superintendence and discipline of the election commission.

Therefore, any government employee drafted for official duty in connection with election if found guilty of any act or omission and breach of official duties without reasonable cause shall be punishable under relevant sections of law.

Further, DC & DEO, Wokha has directed all Head of Department (HOD) and offices under Wokha district to ensure that the officers and staff under their establishment to attend the training.

DIMAPUR: In the runup for the state assembly elections, different units of excise department have seized large quantities of IMFL from around Dimapur town.

On February 11, acting on a tip off, Excise Mobile Squad Special Task Force (STF), which was constituted in view of the upcoming assembly election, seized 734 bottles of assorted liquor worth around Rs. 12 lakh on February 11 from town area.

This was informed in a press statement by Superintendent of excise (mobile squad), Katoho Sumi. In this connection, the owner

of the consignment, identified as Bindhu Das, son of late Rahul Das has been arrested and booked for violation of various section of NLTP Act’ 89, Katoho said.

Meanwhile, the seized liquor was deposited in the mobile squad malkhana for later destruction. The superintendent further admitted that flow of illegal liquor was on the rise in view of the election and to contain the same, excise department has revamped its field duty activities. He also informed that the unit will continue to raid various places not only in Dimapur but throughout the state.

Longleng observers brief political parties DIMAPUR: General observer and police observer for 49 and 50 AC under Longleng district, Dr. Raghav Langer and Jalindar. D. Supekar held a meeting with all political parties of Longleng on February 12 at the office chamber of the DC & DEO Longleng.

According to DIPR, both observers briefed the political parties about different aspects of electioneering process and do’s and don’ts of Model Code of Conduct (MCC) of ECI for free, fair and peaceful elections in the state, wherein, political parties also raised their doubts which were clarified by the observers.

Correspondent MON, FEB 12: In line with the Clean Election guidelines, the Konyak Baptist Bumeinok Bangjum (KBBB) in collaboration with the district administration kick started their Clean Election campaign by organizing an programme consisting of a marathon race, a human chain rally and followed by a ‘common platform’, at local ground Mon Town.

In the common platform, the 4 candidates of 46 Mon Town A/C, N. Thongwang Konyak (NPF

candidate), Hawang T. Wangsa (INC candidate), Cheong Konyak (NPP candidate) and Y. Mankhao Konyak (NDPP candidate) were given the opportunity to present their views and present their objectives for contesting the elections to the general public, so that the voters may know their candidates better.

Speaking on behalf of the voters, various NGOs leaders and church leaders emphasized on clean elections and appealed to the intending candidates to abstain from buying votes, using intoxicants, force

and violence. The leaders, exhorting the candidates to be responsible and look after the voters in terms of bringing developmental activities if elected, urged the candidates to not just make merry if elected.

Reminding electors that voting is the right of an individual in electing the right candidate, they urged them to not sell their votes; in selling ones votes, we are selling our future they said. Encouraging the masses gathered to take the lead in bringing changes, the speakers encouraged the voters to not just follow

blindly but decide on their choice of the candidates according to merit.

Earlier the marathon race for the Clean Election Campaign was flagged off

by DC & DEO Mon, K. Thavaseelan (IAS). The marathon race categories -- General, Departmental, Special and Female – saw the participation of 72 men and 16 women.

In the General category, Nahtei N. Konyak, Chamkay Konyak and Nokkai L. Konyak won 1st, 2nd and 3rd places respectively. In the Departmental category, Nokhan (forest department) and Hangkhanlal (Post Office Mon) were placed as 1st and 2nd while in the special category, Lijao, aged about 58 years emerged as the winner. She was also the oldest participant in the marathon. Ateih emerged as the winner in the female category.

The human chain rally started from Private Bus Station and culminated at Local Ground, where a brief program was held.

The rally attendance included hundreds of youths and students.

The house also resolved that “any unforeseen consequences arising out of the use of social media will be borne by the individual concerned” and that “booth capturing by any candidates or political parties will be strictly censored”.

Further, the joint statement signed by USLP vice president, K. Tsilise Sangtam and secretary, YTC, Y. Makezho warned that any contravention of the resolutions by candidates or political parties will invite serious action from the two apex organisation.

USLP and YTC meeting also resolved to extend full cooperation to the district administration for the upcoming election.

Something ‘terribly wrong’ with SIT probe on Manipur killings: SC

New Delhi, Feb 12 (PTI): The Supreme Court Monday expressed its displeasure over the progress of CBI’s SIT in probing alleged extra-judicial killings and fake encounters by the Army, Assam Rifles and police in Manipur and said something was “terribly wrong”.

The apex court, which said it had given the probe to the CBI so the truth would come out, asked the National Human Rights Commission to depute three persons to associate with the Special Investigation Team to carry out investigations in 17 of the 42 cases lodged by the SIT. The SIT told a bench comprising Justices Madan B Lokur and U U Lalit that they have registered 42 cases and investigations were going on in accordance with the court’s direction.

The bench, after going through the status report filed by the SIT, wondered how FIRs were registered against persons who were allegedly killed in fake encounters in Manipur.

“We wanted the CBI to investigate the matter so that you can find out the truth,” the bench said.

“What kind of investigation is this?” it asked.

“We wanted something to be done expeditiously. We do not want you (SIT) to be in any inconvenience.

All we want is to expedite the process,” the bench told the SIT. CBI’s DIG Sharad Aggarwal, who is in-charge of the SIT, said all these FIRs, lodged earlier by the Manipur police, have been re-registered by the probe team.

“We are not satisfied by the progress made by the SIT,” the bench said and asked Additional Solicitor General (ASG) Maninder Singh, appearing for the SIT, why the status report did not have the CBI director’s approval.

Singh, who initially told the bench that the status report was approved by the CBI director, said he would file an affidavit in this regard.

“Your next status report will have approval of the CBI director specifically,” the bench said and posted the matter for further hearing on March 12.

It said three persons, to be deputed by the NHRC, would be associated with the SIT and the investigation should be carried out on a “priority basis”.

“We make it clear that the association of the NHRC is for the time being in respect of these 17 cases,” it said.

At the outset, senior advocate Colin Gonsalves, appearing for the petitioners, argued that except two

cases, the other FIRs have been lodged against victims who had died.

The bench asked the SIT about it and referred to reports of a commission of inquiry, another commission headed by former Supreme Court judge Justice Santosh Hegde, the NHRC and findings of the Gauhati High Court in these matters.

“The allegations are that some persons were killed in fake encounters due to excessive use of force. The commission of inquiry, Hegde commission, high court and NHRC said that there was excess use of force. The persons who have used that excessive force are the accused,” the bench observed.

“Why you have just re-registered the FIRs? I am sorry but there is something terribly wrong,” Justice Lokur said, adding that the status report does not even say that FIRs have been lodged against “unknown uniformed people”.

The CBI’s DIG told the bench that FIRs were lodged in accordance with the court’s direction and they would investigate the matter and file charge sheets before the competent court.

“You will have to examine and investigate all facets,” the bench said.

New Delhi, Feb 12 (Agencies): In a distressing development, forest cover in the verdant northeastern states has decreased since 2015. The India State of Forest Report 2017, released by Union Minister of Environment, Forests and Climate Change (MoEFCC) Harsh Vardhan, notes a decrease in forest cover in five northeastern states— Mizoram (531sqkm), Nagaland (459sqkm) Arunachal Pradesh (190sqkm) Tripura (164 sqkm) and Meghalaya (116sqkm).

The report mentions

the reasons for this decline as shifting cultivation, biotic pressure, rotational felling, diversion of forest land for development activities, submergence of forest cover, agriculture expansion and natural disasters.

The northeast is among the most densely forested regions of the country, supporting unique flora and fauna.

The court had on July 14 last year constituted the SIT comprising five CBI officers and ordered registration of FIRs and probe into the alleged extra-judicial killings in Manipur.

Shillong, Feb 12: Senior BJP leader Rajiv Pratap Rudy Monday voiced confidence that the party will form the next government in Meghalaya, Nagaland and Tripura on its own.

Tripura will go to the polls on February 18, followed by Nagaland and Meghalaya on February 27. The counting of votes is slated on March 3.

“The BJP has marched ahead in forming government from nine states in 2009 to 19 states now on its own and with coalition partners. We are going to add three more, first from Meghalaya, Tripura, and Nagaland, and the fourth is Karnataka,” Rudy told journalists. The BJP parliamentarian was in Shillong drumming up support for party candidates contesting from four Shillong-based urban assembly constituencies – East Shillong, South Shillong, North Shillong and Pynthorumkhrah.

“In Meghalaya, I can read the pulse of change and it looks like people have made up their minds for a change as we have witnessed across the country,” Rudy said.

“The Congress has no vision, it has lost foothold across the country and last few states are crumbling and one of them is Meghalaya,” he said adding that the BJP has a clear manifesto – development.

IMPHAL, Feb 12: Reacting to a recent statement of Nagaland Baptist Churches Council (NBCC), a BJP legislator from Manipur has denied the allegation of BJP being anti-Christian.

In a rejoinder to a recent NBCC’s open letter to all political parties in poll-bound Nagaland, BJP legislator Samuel Jendai wrote, “…I am a Christian by religion and do not subscribe to the negative propaganda of BJP being anti-Christian.”

“Had the BJP been anti-Christian and against the Constitution of India, I will not be a member of the party,” he added.

The BJP-led government in Manipur had initiated Christian friendly gesture by giving advance pay of December to government employee days before Christmas and it was widely acknowledged by all, Jendai claimed.

The MLA further pointed out that ECI would not have granted recognition to BJP as a political party if it is an anti-Christian or against any religious belief.

Grenade found in Cong supporter’s vehicle

Shillong, Feb 12 (PTI): A live grenade was Monday found in the SUV of a Congress supporter here, police said. The grenade was attached to the spare tyre of Michael Pakyntein’s SUV, which was parked outside his residence, City SP Spill Thamar told journalists. The incident was reported around 11:30 am today and a bomb squad that rushed to the spot confirmed it was a live Chinese grenade. It was defused soon after, Thamar said.

“A thorough investigation will be conducted to nab the culprits and police will also try to find out if it was fallout of a political rivalry in the area,” he said. Pakyntein, a former confidante and supporter of United Democratic Party legislator Paul Lyngdoh in Shillong West constituency, is rooting for Congress nominee M Rapsang in the assembly polls.

NEW DELHI, FEB 12 (PTI): The disqualified Aam Aadmi Party (AAP) MLAs on Monday claimed in the Delhi High Court that they were held guilty of holding office of profit by the Election Commission without giving them an opportunity to explain their stand.

The MLAs, all 20 of whom have now filed a plea in the high court against their disqualification, submitted before a bench of justices Sanjiv Khanna and Chander Shekhar that the poll panel had sent its opinion to President Ram Nath Kovind by “flouting the principles of natural justice”.

“There was no communication to us (AAP

MLAs) from the Election Commission (EC) about the hearing before it. It is in complete violation of natural justice,” senior advocate K V Viswanathan, appearing for some of the MLAs, submitted.

The submissions on behalf of the MLAs came during the nearly threehour-long day-to-day hearing of the legislators’ pleas challenging their disqualification for holding offices of profit.

The AAP MLAs counsel submitted that the EC’s order is not only “wrong and erroneous”, it is also “unfortunately not acting fairly” and has failed to discharge its statutory duty.

The DRMs have been allowed to sign MOUs with non-profits which specialise in such toilets under the new policy. Officials say that this policy will be reviewed in a month’s time.

New Delhi, Feb 12 (PTI): Using toilets at railway stations could soon be cheaper or even free at smaller railway stations, according to a new proposal by the Railway Board.

Presently, the ‘pay and use’ toilet policy allows the contractors who build such toilets to fix its usage rates, albeit at market price.

According to the new policy, the Divisional Railway Managers have been empowered to decide if they want these toilets to be paid for or keep them free for use of the public.

“DRMs are empowered to make location specific assessments to decide whether construction, operation, maintenance of the pay and use toilets should be taken up as an ‘earning contract’ or a service contract,” said a letter dated February 7 from the Railway Board to all zonal railways after the Board’s meeting on February 2. In a service contract, the toilets would be free or a nominal fee would be charged from the user.

Senior officials of railways told PTI that the need for a review of the pay and use toilet policy was felt after reports that adequate number of toilets were not being built under the Swachh Bharat Mission and

Bengaluru, Feb 12 (IANS): Raids on three leading fish processing units in coastal Karnataka revealed huge tax evasion on Rs 195 crore of undisclosed income and led to seizure of Rs 88 lakh unaccounted cash, a senior tax official said on Monday.

“Raids, searches and surveys of the fishing units resulted in unearthing of Rs 195 crore undisclosed income and seizure of Rs 88 lakh from them so far,” Income Tax Department Joint Director G. Ramesh told IANS here. The official, however, did not give a break-up of the undisclosed income or cash seized from the three units as investigation was underway and incriminatory documents of the last six years were being scrutinised. “The amounts are likely to go up as our officials plan to investigate all related parties and concerns, their bank transactions in India and overseas and investments made abroad without disclosing them,” asserted Ramesh. According to sources in the intelligence wing of the tax department, the three processing units are Mukkan Seafood Ltd, Janath Fishmeal and Oil Products Ltd and Goan Fresh Marine Export Ltd, located at Mangaluru and Udupi in Dakshina Kannada district, 350-400 km from Bengaluru on the west coast.

“The raids were conducted by 150 officers from Karnataka and Goa since February 8 on 20 premises and surveys in 23 premises of the units spread across six states, including Karnataka, Goa, Maharashtra, Tamil Nadu, Telangana and Andhra Pradesh,” reiterated Ramesh. Premises of some agents which supported the units in procuring the raw fish and other seafood like prawns were also searched, besides that of some end-users of the processed food.

“The raids preceded discreet inquiries for over three months when our officials learnt about the modus operandi of various fish processing units. They also identified the whole chain, from raw fish suppliers to the end-users and swung into action on last Thursday,” said Ramesh.

New Delhi, Feb 12 (AGENCIES): Chief Justice of India Dipak Misra on Monday questioned the logic behind having a criminal and corrupt person as the head of a political party.

He said such a lapse was a huge blow to the purity of the election process.

Far worse is the prospect of democracy when such a criminal at the head of political party has the power and authority to choose candidates who would contest elections under his party’s banner, Chief Justice Misra observed at the head of a three-judge Bench. The court said having a criminal decide who the people should vote for, by itself, goes against the basic tenet of democracy.

“How can a convicted person be an office-bearer of a political party and select candidates to contest elections? This goes against

“However, in the present case, the members of the legislative assembly were removed without holding a full- fledged inquiry and without giving them any opportunity to explain if they ever held any office of profit,” the bench was told.

The high court had on January 24 refused to stay the Centre’s notification disqualifying the MLAs, but restrained the Commission

from taking any “precipitate measures” such as announcing dates for bypolls to fill the vacancies.

The EC had recommended the disqualification of 20 AAP MLAs on January 19. The President had accepted the EC’s opinion the very next day.

The 20 disqualified MLAs include Adarsh Shastri (Dwarka), Alka Lamba (Chandni Chowk), Anil Bajpai (Gandhi Nagar), Avtar Singh (Kalkaji), Kailash Gahlot (Najafgarh) -- who is also a minister -- Madan Lal (Kasturba Nagar), Manoj Kumar (Kondli), Naresh Yadav (Mehrauli), Nitin Tyagi (Laxmi Nagar), Praveen Kumar (Jangpura).

The others are Rajesh Gupta (Wazirpur), Rajesh Rishi (Janakpuri), Sanjeev Jha (Burari), Sarita Singh (Rohtas Nagar), Som Dutt (Sadar Bazar), Sharad Kumar (Narela), Shiv Charan Goel (Moti Nagar), Sukhbir Singh (Mundka), Vijendar Garg (Rajinder Nagar) and Jarnail Singh (Tilak Nagar).

Taxing the lower income

F

inance Minister Arun Jaitley reiterated his commitment on reduction of corporation income tax to 25 percent. This is welcome and quite in sync with the global trend and what US president Donald Trump had done. Last April, Jaitley had said that India would be moving towards becoming a voluntary tax compliant society. That also is equally welcome. However, Jaitley also has to ensure that the step does not impoverish the common tax payer. He has reasons to be happy on the increase in number of I-T payers who are fattening government coffers.

That looks good but almost all of them, barring a few, are at the threshold level of Rs 2.5 to 2.7 lakh annual income. These poorest classes are making the government richer. But they themselves are moving away from the market. So what the government is gaining the economy is losing. There are criticisms of government allowing cuts in corporate income tax and notionally losing about Rs 80,000 crore a year.

That’s just notional. Effective corporation tax is not more than 22 percent as the corporations are good tax planners. However, to have it they spend a lot on tax management. Now as this aspect will be taken care of, effective corporate expenses will come down.

Ultimately, that is expected to benefit the consumers as prices would come down. The inflationary trends would come down. That saves government expenses too and the society as a whole can grow faster. However, though the BJP in 2014 had indicated of doing away with the personal I-T, so far it is in a dilemma on how to manage government finances. It is a legitimate concern. The government expenses are growing. Its income-tax infrastructure has become bulkier. The compulsion of filing I-T return has increased paper work. An I-T officer in Hyderabad sent an assessee to jail and fined for not filing e returns for 2012-13. This was not a crime and should have attracted a penal fine. Tax terror is bad as it only leads to covert ways as shown in UP when a GST commissioner was caught for accepting alleged gratification. Such officials are sent gifts and other benefits by large taxpayers. The Narendra Modi government has an onerous goal of making India an honest society. Jaitley ought to scrap dysfunctional taxes, such as the personal income tax, and focus on taxing expenditure more effectively. The twin move will likely give the economy the consumption boost it needs. India’s relationship with avoiding income taxes is the stuff of movie plots. The rich go to creative lengths to avoid paying taxes. The enforcement also has its cost and encouraging more dishonesty in society. Overall, there is little by way of example to incentivize tax evaders into becoming taxpayers. Scrapping personal income taxes, on the other hand, will end both covert and thrifty spending.

It will free up incomes that could find their way to services ranging from travel to home improvement.

It will also give a fillip to consumables from groceries to gadget. India has a capable actual tax-paying population who will remain small for a long time to come unless average family income increases from less than Rs 10,000 a year. The government can be an enabler by freeing a small amount collected as I-T so that society can spend more, boost consumption and spread that into the entire society. A small give away can boost the economy. Such a step would eliminate fear of spending and filing IT returns and save on administrative costs, prosecution and other paraphernalia. What is lost is gained in more than one way. Let Jaitley spread the largesse to the people and let the government prosper.

Once we realize we have constantly been showing disrespect to God, we will be filled with shame and humiliation for ignoring Him. “You speak with us,…but let not God speak with us….” We show how little love we have for God by preferring to listen to His servants rather than to Him. We like to listen to personal testimonies, but we don’t want God Himself to speak to us. Why are we so terrified for God to speak to us? It is because we know that when God speaks we must either do what He asks or tell Him we will not obey. But if it is simply one of God’s servants speaking to us, we feel obedience is optional, not imperative. We respond by saying, “Well, that’s only your own idea, even though I don’t deny that what you said is probably God’s truth.”

Am I constantly humiliating God by ignoring Him, while He lovingly continues to treat me as His child? Once I finally do hear Him, the humiliation I have heaped on Him returns to me. My response then becomes, “Lord, why was I so insensitive and obstinate?” This is always the result once we hear God. But our real delight in finally hearing Him is tempered with the shame we feel for having taken so long to do so.

hen elephant population swelled in Africa, some countries introduced the system of culling (selective killing) of elephants, in an effort to control their increasing population. They targeted adult Bull Elephants, but soon found out that adolescent males took up the behaviour of random and senseless destruction. These young male elephants, not only uprooted trees and destroyed vegetation, but began attacking other animals, without rhyme or reason. This led to the discovery that without the restraining presence of the mature Bulls, who enforced hierarchical and societal discipline, it became a free-for-all among the young male elephants.

So, if lack of rules and discipline can affect an animal that functions more on instinct than reason, how much more will it affect men? Men who can reason, who can recognise cause and effect?

Look at us, everything about us is corrupted and perverted. We seek Government Employment, not to serve the people, but to loot the people of what is rightfully theirs; we seek Elected Office, not to build up Society but to destroy it, by looting our State. Our Civil Societies, instead of safeguarding the rights of Society, sell our rights so that their executive members may get their share of the plunder.

When the Elders of a Society break the law day in and day out for decades at a stretch; when Society is deprived of Justice; do you expect the Young to obey Laws you have broken, time and again? Who are guiding and inciting the Youth to Violence?

The Self-Seekers who would fill their pockets Today, at the expense of Nagaland’s Tomorrow. The only reason why violence has not broken out in other Districts and among other Tribes is because there is less awareness of the importance of Assembly Elections.

But as Polling Day approaches, I expect more violence to erupt in other places. Canvassing for votes in the usual manner has been prevented by the false slogan, “Solution before Election”. The Candidates have been deprived of 2 months of trying to convince the swing voters to support them. All the action that should have been spread over three months has been compressed to 20 odd days. Rival Candidates will have to spend more and cause more mayhem to buy the vacillators or threaten them into submission, respectively.

God Forbid that more pain and destruction should follow; but all violence that has happened and all that may follow, is largely the fault of all the proponents of the lie, “Solution before Election”.

We need honesty and accountability in Nagaland; if not, we can expect nothing but destruction and mayhem.

egal process of nomination and scrutiny are over.

We are now all set to go to the poll after less than 15 days of hectic campaigning by the parties and independent candidates as well that are in the fray. This time gap between the nomination and the polling day is comparatively shorter than the previous elections shorter the better for many good reasons to my mind.

Fellow Naga voters; the ensuing election to the 13th house is going to be the most crucial election in the history of Nagaland state politics! For sure we are going to be litmus tested. As our state is 54 years old by now we cannot be kidding any more. More than half a century old citizens we are, we should have been matured enough and qualified for free and fair election (clean pools in the popular term).

But alas it is not so on the ground! We Nagas have thrown away all our old moral values. Yes, we are Nagas by blood but by our characters and behaviours we have reduced ourselves to much lesser Nagas! How and from where do we regain our last character is one simple but important question for all of us. If any Naga can come out openly claiming that in every respectable respect he/she is remaining a TRUE NAGA and a TRUE CHRISTIAN, hats off to such a he or a she.

Let us be reminded of some of our failures :E.g (i) The 18 point agreement inked for clean polls on 22nd June 2017 between 7 political parties and NBCC which was very exhaustive covering almost all important points that would make clean polls remained just in the paper and on records.

Every valid agreement should be legally binding and enforceable but that is not the case in this 18 point agreement. The agreement was without proper planning for implementation. With due apology the agreement was just some good thoughts put together by the signatories in the form of agreement. As we are seeing it, from Day 1, almost all the points have been violated and so far no voice has been heard from the signatories against the violation! (ii) The demand and the stand for solution before election and no filing nominations and no issue of party tickets by the parties have all been ended in tamashas.

Who will ask why all these are so?

Such are our present day Naga characters! Have we not reduced ourselves to lesser Nagas?

To save time and space let me talk straight.

I. Dear fellow Naga voters, let us not sell our votes. Our one vote is invaluable. One vote can decide the future of our next government.

II. Respected candidates, if you want to be a good and God-fearing leader, please do not buy vote, buying one vote would amount to buying the whole votes.

III. For non-Christian voters and who do not fear God let them have their own decisions.

IV. Our state has more than 95% overwhelmingly Christian majority and we are all believers. Let us not compromise our Christian faith.

V. Trading with our franchise is straightaway a crime. Let us not do it.

Unethical election process brings corruption in the political system

(From previous issue) So, as you are preparing for election, let us pray to have clean election so that our elected leaders work for us. It’s time we enjoy the best development in our land. It is time that we all live in a ceiling and plastered house. On Palm Sunday Jesus cleansing the temple is a clear example that Jesus is against the corruption. Jesus is not against anybody but against the wrong.

We need to imitate our Lord in fighting the corruption.

Politicians must polish not pollute the politics. It is not wise to talk about corrupted people and government but to find out the root cause of it. We must turn back and think why not the right things are? The Bible is warning us to “Make hay while the sun shines.” We need to mend before it is too late or else we be struck down. If present phase of corruptions/evils go uncheck we will be no people in near future. Let us be true to democracy and let democracy works its concept.

The refusal of The Churches, under the aegis of the Joint Christian Forum, to take part in the scam of, “Solution before Election”, made me think that our N.B.C.C. had managed to recover some semblance of sanity, but its latest statement, denouncing Electoral Violence, but at the same time pushing an Anti-B.J.P. Agenda, smacks of Political Propaganda on behalf of some other Party. Is this your “Clean Election” Agenda?

Everything you stated about the atrocities committed by Hindu Fundamentalists is true. I was horrified when I read about the deaths of Mr. Graham Staines and his sons. But when did you wake up to the fact that the Bharatiya Janata Party is the Political Wing of the Rashtriya Swayamsevak Sangh? Or that the Vishwa Hindu Parishad is one of the Member Organisations of the R.S.S. and that the Bajrang Dal is the militant youth wing of the V.H.P.?

Did the B.J.P. Party come out of the blue to contest the 13th Nagaland Legislative Assembly Polls? Did Fundamentalist Hindus suddenly begin committing atrocities on Christians? Where was your condemnation of the B.J.P. Party all these years, and before Electoral Canvassing was begun? I do not recall you refusing the hiring of the Covenant Hall to the B.J.P. You may make excuses that it was not the B.J.P, but The Airports Authority of India (if I recall correctly) that hired the Hall, but when you “found out” that the B.J.P. was going to use it, you could have refused. he election in our land is an unethical process. Politicians today are aiming to capture power by hook with no consideration for ethical values, and that brings corruption in the political system. Free and fair election is necessity of democracy, but there is no free and fair election in our land, not observing the law of the nation in true spirit. Clean election is necessity of democracy, every representation of people whether MLA or MP has to observe the law of the nation in true spirit. Clean election constitutes the foundation of Parliamentary Democracy.

Today money and muscle power plays an important role in election to win and after winning the election, only few money is spent on developmental work and the rest goes into the pocket of politicians to recover their money which was spent during the election. We know that in Nagaland during election both poor and rich people spent money in reckless manner, because during election money is just like a leaves of tree falling during autumn season.

It doesn`t meant that all the politicians are corrupt; some are dedicated and devoted politicians who have sacrificed a lot for the welfare of our people. But the process of election in Nagaland is totally an unethical, for which

there is corruption in the political system in Nagaland.

In the path of reform in election process on 13th March, 2003, the judgement of Supreme Court had delivered following points (1) Candidates must declare their criminal antecedents, wealth, educational qualifications etc. (2) Voter has fundamental right to know the antecedents of a candidate and this right was independent of the statutory right under the election law.

(3) A voter is first citizen of this country and apart from statutory right; he is having fundamental right conferred by Constitution.

According to Mr, Justice M.B. Shah “right to vote would be meaningless unless citizens are well informed about the antecedents of candidate”, therefore, a voter should know the antecedents and personality of the candidate whom he/she is going to give his/her valuable vote.

To eradicate unethical election process and corruption in the political system public must play vital role. In democracy public is the most powerful entity, if public do not vote in favour of dishonest and corrupt politicians who wish to purchase their votes, the said problems in the political system will be solved.

As a Christian we should not sell our votes, selling our vote is

selling our truth and birthright.

Bible prohibits selling the truth.

Proverbs is a collection of wise saying for daily living. It covers all the important aspect of human life, so Proverbs 23:23 says “do not sell the truth” Today many Nagas are exchanging the truth with money which is destroying the principle of Nagaland for Christ.

We know the story of Esau in the Bible for selling his birthright to his brother Jacob, (Genesis 25: 29-34). One day when Esau came in famished from hunting and asked Jacob to feed him some of the red stew that was preparing, Jacob was quick to take advantage over his brother’s weakness and bargained with Esau to sell his birthright in exchange for the food.

Esau sold his birthright to Jacob in exchange for food. Jacob was wrong to exploit Esau`s hunger for his own benefit, but Esau also was wrong to be more concerned about his immediate physical needs than about his long term inheritance. By despising his birthright Esau lost his status in the family. Esau and his descendents had lost much.

But Jacob also met trouble in his life. He had broken the moral code for which, he had to suffer the consequence.

Behaviour of today`s politicians depicts the nature of Jacob, who took advantage and

exploited Esau for his own benefit when Esau was hungry and public have become Esau who sold his birthright to gratify his immediate physical needs and lost his long term inheritance. Therefore, both the politicians and the public of the Nagas need to learn a lesson from the above said story.

We are living in a democratic country; so, we must be aware of our right and power of voting.

Knowing ethical voting and ethical process of election is vital to eradicate corruption in the political system. Corrupt politicians must not be voted to be in power. How can we expect from the politicians who are having corrupt background to provide us pure governance?

Unless citizens are well informed about the ethical election process there will be no solution of this corruption prevailing in the political system in our land.

Therefore, it is the duty of every bona-fide citizen to learn about ethical processes of election to bring transformation in the political system in our land. In conclusion I request all the voters to maintain ethical voting and cast your valuable votes to the deserved, dedicated, sincere and honest politicians in the upcoming State Assembly Election 2018.

How far is Nagaland after 12 time of Election?

mong the three states of Northeast India who are preparing for the upcoming state election, Nagaland is the oldest state compared to Tripura and Meghalaya. Nagaland got it full- fledged statehood on the 1st of December, 1963 while the other states, Meghalaya and Tripura in the year 1972.

Looking back at the past years since 1964 Nagaland had its first state election to the State Legislative Assembly. However, we do not know how many of the voters learned from the past experiences of choosing their own leaders to the state Legislative Assembly. We do agree with Kahuto Sumi‘s last article on ‘The Dilemma facing the Naga voter’ (NP Feb 9, 2018) who stated that Nagaland needs clean candidates rather than clean election. We have heard and read in different newspapers as well as TV channels reporting about the different churches in Nagaland constantly praying for clean election in the

state. Certainly this good act of the people belonging to different churches in the state is admired and appreciated by all.

However, as Kahuto stated in his last article that we need more clean candidates rather than clean election is much more appropriate for our state like Nagaland. Twelve times Nagaland had experienced state election since the first election conducted in January 1964, while the first state government was formed on the 11th February 1964 with its first Chief Minister P. Shilu Ao, an MLA from Impur constituency. Therefore, as the 13th state election in Nagaland is coming on the 27th February this month, we do not know how far the Naga voters have learned from the past to cast the vote to the right candidate who will serve and govern the state well.

Are we the citizens for good governance or for money? How can the state develop if all run for money rather than good governance or good government? We

have seen quite many articles in different newspapers of Nagaland where the writers keep on questioning the public ‘Is Nagaland for Christ or for money?’ Having said so, we do not have any intention to condemn or to criticize any of the candidates for the election; instead we just want to make the readers reflect on how we exercise our franchise in the past years of election. Last year we had written an article on ‘Good roads attract more tourists’ yet when we see our road condition in Nagaland is really unacceptable and condemnable to any of the government in the past. ‘As we enter Nagaland gate we can feel like sitting on a horse not inside the vehicle’ said one of the citizens of Dimapur.

Hence, if roads are not improving even in the city like Dimapur imagine of the road condition in the thousand of villages in Nagaland. ‘It is better to go by chopper rather than by road’ said one of the citizens of Tuensang town. On the other hand, the

chopper service is merely twice a week, and that is only when the weather is clear. Consequently, it cannot meet the demands of the people again he added. Thus, where are the schemes for road and development? Furthermore a good road is only a distant dream for the people of Tuensang district.

As a result, it is a high time for the people of Nagaland to choose the good leaders to the state Legislative Assembly as they exercise their franchise on the 27th of this month. Let us remember the beautiful words of the father of the Nation Mahatma Gandhi who once said ‘The world has enough resources for the needy but not enough for the greedy’.

Thus, let the citizens be prudent enough in casting the vote to the right candidate rather than later complaining of the corrupted government in Nagaland.

NPCC releases election manifesto

DIMAPUR: All India Congress Committee (AICC) obser ver Capt Praveen Dawar on Monday released Congress manifesto for the ensuing Assembly election.

Speaking on the occasion, Dawar remarked that today the nation was at the crossroads – one leading towards a Hindu rashtra while another towards a secular State. This, he said, had placed a great responsibility upon the people of Nagaland to make the right choice and protect secularism, even as he appealed for voting in favour of secularism.

Nagaland Pradesh Congress Committee (NPCC) president K Therie, who too was present on the occasion, said the present Nagaland Legislative Assembly (NLA) had lost its meaning as the Assembly met just to fulfil the constitutional provisions and did not sit long enough to discuss issues and problems confronting the people.

Lamenting that the people had also come to believe in money power over issues that concerned their future, Therie commented that he was pained to see that “our people” were forgetting the bad roads and collapsed bridges in the State.

H e ex p l a i n e d t h i s was for the first time in the history of Nagaland that Nagaland Baptist Church Council (NBCC) had come out openly because they recognised the threat from

the BJP-RSS combine.

According to Therie, Congress, which subscribed to the ideology of secularism, had taken a policy decision to support secular candidates in constituencies where the party was not putting up candidates.

“We shall work to provide a secular front or alliance government in the State,” he added.

Stating that NPF had expressed no regret in not being able to form an alliance with BJP, the NPCC president termed this as an indication of the party’s shift to secularism. He said talks were on with some secular parties and that the Congress would tacitly support them against BJP-NDPP alliance in constituencies where it did not have a candidate.

“Congress will support secular parties to form the government as this in the only option,” he reiterated.

Highlighting the manifesto, Therie said one of the major commitments of Congress was the endeavour to solve the decades-old Naga political problem. He also said cashless health cards would be issued to all citizens, thereby insuring them for free cashless treatment. He also promised that Congress would strive for quality education in the State so that students did not have to migrate to other cities. To boost employment, Therie said all departments would be encouraged to only take up projects that

would generate employment and were productive.

He said agriculture sector would get special attention through minimum support price to famers to assure them returns and that value addition would be done through cold storages to ensure that Nagaland’s organic food was marketed.

“We shall increase technical seats to 3,000 with scope for increasing the intake capacity further,” he promised.

Claiming that minorities had participated when the memorandum for Naga Hills was submitted to Simon Commission in 1929, the NPCC president however lamented that their participation was lacking today. He, therefore, promised that legislation would be introduced to ensure their participation in decisionmaking process through nominations.

He also assured 100% release of MGNREGA fund to beneficiaries and full delivery of schemes under Civil Supplies department.

Jammu/Srinagar, Feb 12 (PTI): Jammu and Kashmir Chief Minister Mehbooba Mufti today pitched afresh for a dialogue between India and Pakistan to end the violence in the restive state, even as a gunfight raged between terrorists and security forces in Srinagar.

The chief minister also hit out at some media houses, which, she claimed, have created an atmosphere in which the very talk of talks was considered anti-national.

“If Farooq Abdullah and Mehbooba Mufti say hold talks with Pakistan,

that Kashmiris were losing lives on the borders and in hinterland, civilians or security personnel, she said she was happy that both the opposition and the ruling parties in the state favoured dialogue for conflict resolution.

She assailed “some TV channels” for vitiating the atmosphere in the state.

“There are some media houses that have created an atmosphere where even talking about talks has become anti- national.

They hold worst debates with polarised mindset.

They bring people from Kashmir who are not even known in their own colonies.

“They always speak anti-India. They are picked up because they use unparliamentary and bad language, particularly against India, and same type of people are picked from the other side to reply to them,” Mehbooba said.

Recalling her father, the late Mufti Mohammad Sayeed, she said the former chief minister always favoured dialogue as a tool to strengthen democracy, which, he felt, was a battle of ideas.

Operations in south Kashmir have been intensified in wake of videos of large groups of militants surfacing on social media.

Mehmood Shah claimed in an e-mailed statement that the attack was perpetrated by its activists.

The heavily-armed militants tried to strike the CRPF camp, located very close to SMHS Hospital from where Lashkar- eTaiba militant Naveed Jutt alias Abu Hanzala was freed from police custody by terrorists on February 6.

Mumbai, Feb 12 (PTI): The economy will accelerate to 7.5 per cent in FY19 and there is a slim chance of the much- feared rate hike by the central bank in the nearterm as inflation risks abate, says a report.

There is optimism on the growth front and the expansion rate should go up to 7.5 per cent for FY19 from the 6.6 per cent print in FY18, German brokerage Deutsche Bank said in a report Monday.

Admitting its growth estimate is marginally higher than the 7.5 per cent median forecast by the Reserve Bank’s professional forecasters poll last week, the report said even with the higher number, growth will be lower than the potential rate. Growth slid to a threeyear low of 5.7 per cent for the June 2017 quarter due to the impact of demonetisation and implementation of GST.

New Delhi, Feb 12 (PTI): Retail inflation declined to 5.07 per cent in January due to easing prices of vegetables, fruits and fuel components, an official data showed Monday.

Based on Consumer price index (CPI), the inflation was at 5.21 per cent in December -- a 17-month high, and 3.17 per cent in January last year. The data released by the Central Statistics Office (CSO) showed that the rate of price rise for consumer foods eased to 4.7 per cent in January, from 4.96 per cent in December.

Inflation in the vegetable basket slowed to 26.97 per cent as against 29.13 in December. Prices of fruits too rose at a lower pace of 6.24 per cent last month, as against 6.63 per cent recorded in the preceding month.

NEW DELHI, Feb 12 (Agencies): The Budget 2018-19 has a proposal that you need to know about -- the functioning of the Public Provident Fund (PPF). According to the Finance Bill 201819, a provision has been made to repeal the PPF Act, 1968.

The proposed change in the budget has raised fears of losing benefits under the PPF scheme among subscribers and beneficiaries. This prompted Economic Affairs Secretary SC Garg to issue a clarification on the matter.

The economic affairs secretary took to Twitter and said: “Public Provident Fund (PPF) Deposits enjoy protection from being attached. All existing protections have been saved while consolidating PPF Act under proposed Government Savings Promotion Act. Existing and new PPF deposits would continue to have this protection.”

New Delhi, Feb 12 (PTI): Retirement fund body EPFO is expected to keep interest rate unchanged at 8.65 per cent on provident funds for its about 5 crore members for 2017-18 at its trustees’ meet on February 21, 2018, sources said.

The Employees Provident Fund Organisation (EPFO) has already sold exchange traded funds (ETF) worth Rs 2,886 crore earlier this month to bridge the gap to maintain 8.65 per cent for this fiscal, they said.

The EPFO had announced 8.65 per cent rate of interest on deposits for 2016-17, a tad lower than 8.8 per cent in 2015- 16.

It has earned a return of around 16 per cent at Rs 1,054 crore which would be sufficient to provide 8.65 per cent rate of interest this fiscal, said sources.

NEW DELHI, Feb 12 (PTI): Insurance regulator Irda has asked all insurers to transfer the deposits of policyholders that have been laying unclaimed for over 10 years to the welfare fund by March 1.

“All insurers having unclaimed amounts of policyholders for a period of more than 10 years as on September 30, 2017 shall transfer the same to Senior Citizens’ Welfare Fund (SCWF) on or before March 1, 2018,” the Insurance Regulatory and Development Authority of India has said in a circular.

L i f e, n o n - l i f e a n d health insurance service providers will have to comply to the SCWF Rules, 2016 every year. “The insurers shall make transfers to the consolidated fund of India on or before the 1st March, each year,” Irda said.

The idea behind setting up of PDMA was to resolve issues relating to conflict of interest as the RBI decides on the key interest rates as well as undertakes buying and selling of government bonds.

Kumar also pointed out that presently tenants cultivators are not able to avail crop loans and other benefits like minimum support prices (MSP).

“In the next three months, Niti Aayog in consultation with state governments will evolve a suitable mechanism to enable access of tenants cultivators to bank loans without compromising the rights of the land owners,” he said.

Mumbai, Feb 12 (PTI): The vehicle finance business of non-banking finance companies (NBFCs) is likely to grow at 15 per cent till FY20, helped by the improving macroeconomic environment and government focus on infrastructure and rural areas, according to a report.

The report finds market opportunity for NBFCs stemming from continued government investments in roads, expected finalisation of the scrappage policy or the voluntary vehicle modernisation programme and higher budgetary spends for the rural sector.

“We expect the vehicle finance portfolio of NBFCs to grow 300 basis points (bps) faster over the three financial years to 2020, clocking a compound annual growth rate (CAGR) of 15 per cent, compared to 12 per cent saw in the past three years,” Crisil said in a report today.

New Delhi, Feb 12 (PTI): NITI Aayog ViceChairman Rajiv Kumar made a strong case for setting up an independent debt management office, saying better servicing of loans could lead to substantial reduction in India’s interest payments.

At present, the government debt is managed by the Reserve Bank of India (RBI). “Now, the time has come to seriously consider better management of India’s debt servicing obligations...interest payment is such a large part of the revenue expenditure that better management of debt servicing could substantially reduce interest payment,” Mr. Kumar said.

Noting that India’s external debt is only 18% of total GDP, he said when the RBI manages India’s debt then there is conflict of interest.

WASHINGTON, FEB 12 (IANS): Islamic State (IS) leader Abu Bakr al-Baghdadi was injured in an airstrike in May 2017 and had to relinquish control of the terror group for up to five months, US officials told CNN. US intelligence agencies have assessed with a high degree of confidence that the world’s most wanted man was near Raqqa, Syria, when the missile struck, the officials said late Sunday.

Their assessment is based on reports from IS detainees and refugees in northern Syria that emerged months after the airstrike.

Baghdadi’s injuries were not considered lifethreatening but they did mean he could not continue to command the daily operations of the group, said the officials. However, it remains unclear whether Baghdadi was hit in a targeted attack or if he was part of “collateral damage”.

The other factors that remain unclear are who fired the missile, the exact date of the strike or whether Baghdadi’s injury was the result of a Russian missile.

NEW YORK, FEB 12 (IANS): New York Attorney General Eric Schneiderman has filed a lawsuit against disgraced Hollywood producer Harvey Weinstein, his younger brother Robert and their firm, the Weinstein Company, after a four-month investigation into inappropriate sexual conduct.

The lawsuit, filed electronically in the State Supreme Court in Manhattan on Sunday, appeared timed to delay a fire sale of the

company, which was also expected to be finalised on Sunday, reports The New York Times.

“Any sale of the Weinstein Company must ensure that victims will be compensated, employees will be protected going forward, and that neither perpetrators nor enablers will be unjustly enriched,” Schneiderman said in a statement. The Weinstein Company has been trying to avoid bankruptcy since last October,

when reports by The New York Times and The New Yorker revealed decades of sexual harassment allegations against Harvey Weinstein.

The company was nearing a deal to sell itself to an investor group for about $275 million, plus the assumption of $225 million in debt, informed officials told The New York Times.

ritish stand-up comedian, actor and activist Russell Brand will be seen essaying the role of hard-up assassin in action comedy “Butterfingers”.

Directed by Barnaby Southcombe and based on a script by Tom Nash, the film will be introduced to buyers at the European Film Market in Berlin next week, with Highland Film Group handling global sales, reports hollywoodreporter.com.

“Butterfingers” follows the story of a lonely and down-on-his-luck hit man named Keith (Brand) -also known as Butterfingers -- as he competes against arch-rival Perry, who is after the same target in Spain.

When Per r y beats Keith to the chase and kidnaps the target’s ex-love, Keith reluctantly takes their teenage son and nine-yearold daughter as secondary leverage, resulting in a race across Europe as

he’s forced to deal with the antics of children while attempting to make it to the mark first.

Speaking to Vogue during a preview of her Autumn/Winter collection at Paris Fashion Week, Beckham, 43, previously said: “I’m not going on tour. The girls aren’t going on tour.”

But while a tour might not be in the offing, it’s claimed that the girl power icons are now considering the prospect of one-off shows.

“Given the family situations, committing to a gruelling mega world tour was always a tough ask. When they got back together this month to discuss reforming, a mammoth tour was dismissed by the majority”, a source told The Sun. “But performing together again certainly wasn’t, so the idea of playing a few huge shows in various cities was one that received the most inter-

Disturbed re-teams with producer Kevin Churko

isturbed has confirmed that it has retur ned to The Hideout Recording Studio in Las Vegas, Nevada with producer Kevin Churko to record its first new music since 2015’s “Immortalized” album.

Prior to the arrival of “Immortalized”, Disturbed had been on hiatus since the fall of 2011, after completing the touring cycle for its previous studio effort, “Asylum”, and issuing a rarities collection called “The Lost Children”.

Singer David Draiman revealed a year ago that Disturbed would record an acoustic EP before the band begins work on the followup to “Immortalized”.

It is not presently clear if Disturbed’s current studio sessions are for an acoustic release or if those plans have been abandoned in favor of a full-length electric effort.

Port Elizabeth, Feb 12 (IANS): Failing to maintain their triumphant run after a defeat in the fourth One-Day Inter national (ODI), India will aim to clinch their maiden bilateral 50-overs series against the Proteas in South African conditions in the fifth encounter here on Tuesday.

India started on the front foot clinching the first three matches by a comprehensive margins. South Africa, however, bolstered by their victory in the last tie will have an opportunity to end the six-match series on an even note.

The recent histor y which has seen India losing against the Proteas in the 50-over format at the South African conditions could change under the flamboyant captaincy of Virat Kohli.

In 2013-14, India were outclassed by South Africa 0-2 while in 2010-11 the visitors gave a tough fight but failed to get hold of the

series, losing it by a slender 2-3 margin.

Kohli, with 393 runs in the ODI series so far, which contains two centuries and identical numbers of unbeaten knocks, has led India from the front to heap trouble on the already depleted hosts.

Alongside the skipper, opener Shikhar Dhawan has looked in fine nick throughout the series and will be the key to give India a dominant total on board in the encounter on Tuesday.

There is also a strong possibility of Kohli dropping opener Rohit Sharma, who has failed to get going in the series, scoring merely 40 runs in the four matches.

Mladenovic double faulted on her first match point at 40-15 but delivered a strong serve on the next point. It proved enough, sparking wild celebrations from captain Yannick Noah and French staff members at the indoor court in western France.

In the absence of seventh-ranked Caroline Garcia, who is declining to play for France as she focuses on her singles career, the 13thranked Mladenovic led the way by winning both her singles in the World Group first-round match.

Port Elizabeth, Feb 12 (PTI): South African spinner Imran Tahir has alleged that he was racially abused by an Indian fan during the fourth ODI against Virat Kohli’s men, prompting the country’s board to launch an investigation.

Tahir did not feature in the rain-curtailed match that India lost by five wickets in Johannesburg on Saturday. South Africa team manager Mohammed Moosajee said the tweaker was abused while he was carrying out his duties as 12th man.

“My understanding from Imran’s perspective is that he was racially and verbally abused by a certain gentleman throughout the match. He reported to stadium security stationed in front of the dressing room and two of the security personnel accompanied him to identify the perpetrator,” said Moosajee.

“According to what Imran said, it was an Indian fan,” Moosajee added.

Smith, hailed as the country’s finest batsman since Donald Bradman, polled 246 votes, well ahead of two-time medal winner David Warner (162 votes) and Nathan Lyon (156 votes).

Smith, who had earlier been named Australia’s Test Player of the Year for his dominant 12 months with the bat, won his first Border Medal in 2015.

The skipper was the hot favourite to take the award following a year in which he played 24 in-

ternational games across limited overs and Test cricket and scored 1754 runs at 67.46 with seven centuries.

Munich, Feb 12 (IANS): Record German football champions Bayern Munich and goalkeeper Sven Ulreich have agreed on a contract extension until June 2021.

The 29-year-old backup goalkeeper, who joined Bayern from Stuttgart in 2015, has penned a new three-year deal, the Bavarian giants announced on Sunday, reports Xinhua.

“The past three years have shown that we can always rely on Sven Ulreich. Especially this season, he has played a significant role. We are leading the Bundesliga and still have good chances to progress in the Champions League and German Cup,” Bayern’s sporting director Hasan Salihamidzic said on the club’s official homepage.

Ulreich has made 17 Bundesliga appearances between the posts so far as starting goalkeeper. German international Manuel Neuer has been sidelined since September 2017 with a metatarsal fracture.

P ra g u e , F e b 1 2 (IANS): Czech tennis player Tomas Berdych has announced that he will not compete in the Davis Cup any more in his bid to prolong his professional career.

The 32-year-old Berdych on Sunday said that he has reached an age where he can’t play without resting. The world No.16 said he must rest and conserve energy if he wants to prolong his tennis career.

From 2003 to 2013, Berdych competed in the Davis Cup for the Czech Republic without interruption. He helped the Czech team win the Davis Cup in 2012 and 2013. He played his last Davis Cup match in 2016 against Germany.

Czech Davis Cup team captain Jaroslav Navratil said that his team will play against Israel at home on April 6-7, and the team hopes to return to the World Group of the Davis Cup this year.
