KOHIMA, FEB 12 (NPN): Nagaland Governor, R.N. Ravi asserted that political negotiations between the Government of India and the Naga Groups over the past many years has “concluded” and that there was now a need for efforts to build on the substantial gains made so far and move swiftly for the final solution. Addressing the inaugural session seventh session of 13th Nagaland Legislative Assembly (NLA), Ravi reminded the house on what was described as “historic consultative meeting” at Kohima on October 15, 2020 where all the tribal hohos, civil society organizations, political parties and representatives of various other sections of the society deliberated on the Naga Political issue. He said the meeting was held to reiterate “one solution for the Naga Political Issue” after which a seven-point resolution was unanimously adopted. Illegal tax at check gate under probe, says DFO Dimapur DIMAPUR, FEB 12 (NPN): In connection with the Nagaland Timber Traders’ Union (NTTU) allegation of illegal tax collection by forest personnel manning Check Gate Chumuokedima on February 10 last, the divisional forest officer (DFO) Dimapur Friday said that matter was under investigation and assured that appropriate action would be taken against any personnel found guilty. In a press release, DFO Dimapur informed that at present no forest check gate was operating at Chumukedima. DFO stated that check gates were primarily located at inter-state boundaries only. DFO, however, said mobile team was deployed frequently in order to contain any sort of illegal activities during the movement of forest produce. Further, DFO said that for movement of forest produce including timber within the State or its exports outside Nagaland, the various provisions in NFA 1986, NFTR 1969, NTFR 2017 and NJA 1970 were applicable. According to DFO, the orders pronounced by the Supreme Court from time to time regarding movement of timber was also adhered to.

He informed the House that the Health & family welfare department was setting up medical oxygen generation plants in 10 district hospitals and Jalukie community health centre with a total generation capacity of 1,680 litre of oxygen per minute, which would reduce dependence on pre-filled oxygen cylinders and ensure ready availability of bedside oxygen for patients. NEW DELHI, FEB 12 (PTI/AGENCIES): Congress leader Rahul Gandhi on Friday called Prime Minister Modi “a coward” who cannot stand up to the Chinese. Addressing a press conference, Gandhi said the PM has “not fulfilled the responsibility of protecting India’s territory” and has instead ceded territory to China. “The PM is a coward who cannot stand up to the Chinese. He is spitting on the sacrifice of our army. He is betraying the sacrifice of our army. Nobody in India should be allowed to do it,” Gandhi said. Gandhi questioned why the PM did not make a statement on LAC situation, and said Defence minister Rajnath Singh “sheepishly” made a statement on the issue in both Houses of Parliament. “The Prime Minister should say - I have given Indian land to China, this is the truth,” he said targeting Modi. He said it has emerged that Indian troops are now going to be stationed at Finger 3 at Pangong Tso lake. “Finger-4 is our territory, that is where our post used to be. DIMAPUR, FEB 12 (NPN): Fuel prices were revised across the country for the fourth straight day on Friday, as the state-run Oil Marketing Companies (OMC) hiked petrol and diesel prices by 29 and 38 paise per litre respectively. A litre of petrol in Delhi is selling at Rs. 88.14 and diesel is at Rs. 78.38 a litre. With the latest hike, a litre of petrol in Dimapur is selling at a record high of Rs. 90.55, while
diesel is at Rs. 81.30 per litre. In the State capital-- Kohima, petrol price was at its all time high at Rs. 91.47 per litre and diesel is retailing at Rs. 82.02.
Govt told to cut taxes
Reserve Bank of India (RBI) had suggested that the Union and state governments reduce taxes on petroleum products to provide some relief to customers who are paying record high prices for petrol and
diesel. “Pump prices of petrol and diesel have reached historical highs. An unwinding of taxes on petroleum products by both the Centre and the states could ease the cost-push pressures,” the Monetary Policy Committee (MPC) said. The statement comes a few days after the Centre imposed an agricultural infrastructure and development cess on petrol and diesel at the rate of Rs 2.5 and Rs 4 per litre, respectively, in the Budget. However, the government proportionately reduced basic excise duty and special additional excise duty to make it a revenue-neutral exercise and also to ensure that consumers are not affected. Assam cuts fuel price by Rs. 5: The Assam State Assembly election is still two months away but the BJP is already paving the way to woo voters. The state’s finance minister Himanta Biswa Sarma withdrew additional cess on petrol, diesel and alcohol on Friday. (Read more on p-4)
NLA session: Gov highlights projects implemented by depts DIMAPUR, FEB 12 (NPN): State Governor RN Ravi, while addressing the seventh session of the 13th NLA on February 12, highlighted about various projects implemented by the departments. Rural Development: Governor said department had been implementing several major development programmes for the rural people through 1285 VDBs in the State and under MGNREGS, during the current financial year. Out of the approved labour budget of Rs. 200 lakh person days, 152.72 lakh person days have been generated till date, he said. Among others, Ravi also said that under PMAY-G against the fund received, 1316 Houses were earmarked to be constructed in the State and in NSRLM the key achievements during the current financial year has been facilitating behaviour change among rural population towards Community Preparedness and Resilience to COVID-19 through

The department would be further developing 220kV downstream connectivity from 400kV substation at Zhadima (Kalpataru) to the State owned 220kV sub-station at Zhadima which would greatly improve power stability in Kohima, Kiphire, Phek & Wokha districts in particular and the whole state of Nagaland in general. The project is scheduled for completion by March 2021, he said. Road: With road sector being of the most important aim of his Government, Ravi said Nagaland PWD (NH) has taken up 1095.56 kilometers National Highways out of the
total of 1507.88 kilometers of NH existing in the State and it were carrying out several road improvement and widening works. The NH-2 from Botsa to Tsungiki Bazaar (km 40.00 to km 101.00) and from Yisemyong to Unger (km 168.0 to km 185.00), about 78 kilometers in all, were widened and strengthening of existing pavement for 173.46 kilometers on NH-2, NH-702B & NH-702A were also in good progress, Ravi informed. Further he said during the current financial year 2020-21, improvement works of the city portion of Dimapur (New Field Check Gate to Patkai Bridge via Purana Bazar and Chumukedima = 17.3 KM) has been completed successfully while also tenders for awarding of work for widening to two lane road from Tsungiki Bazaar to Izheto Village (km. 101.00 to km 125.00) on NH-2, and strengthening of NH-2 from TCP gate to IG Stadium (Km 0.00 to Km 6.00) are underway. DIMAPUR, FEB 12 (NPN): Asserting that out of the 110 sanctioned posts of assistant professor and librarian under the higher education department, only 105 posts have been advertised till date, the Nagaland NET Qualified Forum (NNQF) has appealed to the Nagaland Public Service Commission (NPSC) to advertise the five unadvertised posts. In a press release, NNQF stated that as per RTI reply, the reason cited for withholding five posts in the first Common Educational Service Examination (CESE) advertisement was that the matter was under review and examination. Expressing hope that the reviewing and examination have been completed by now, the Nagaland NET Qualified Forum has requested the Commission to advertise the remaining five posts. Further, the forum said that the online mode of registration and application was proving to be a problem to many of the candidates. It said that since timeframe for CESE application was from February 5-26, 2021, many remain apprehensive of being left out due to inability to register or failing to fill the applications on time. NNQF has, therefore, appealed to the NPSC to ensure that all candidates applying for the CESE were accommodated despite prevailing technical glitches.

DIMAPUR, FEB 12 (NPN): Nagaland on Friday reported one COVID-19 positive case in Kohima, taking the tally to 12176. As on February 12, the state recorded 77 active cases while 11861 patients have recovered so far from the infection. 10,908 inoculated: A total of 754 beneficiaries were vaccinated on Friday taking the total vaccinated tally in the state to 10,908. State immunization officer (UIP) Dr. Ritu Thurr stated that 6,710 healthcare workers and 4,198 frontline workers have been vaccinated till date. To speed up the process, he said the last date for health care workers vaccination would be February 20 across the state. The second dose vaccination for healthcare workers would start from February 15, 2021 for those who have already received the first dose.
NEW DELHI, FEB 12 (PTI): Passengers will have to shell out more money for air travel from now as the civil aviation ministry increased the lower and upper limits on domestic airfares by 10-30%. These new limits would remain “in force up to March 31, 2021, or until further orders”, the ministry said its order on Thursday. While announcing the resumption of scheduled domestic flights on May 21 last year, the ministry had placed limits on airfares through seven bands classified on the basis of flight duration. The first such band consists of flights that are of less than 40 minutes duration. The lower limit for the first band was increased on Thursday from Rs 2,000 to Rs 2,200. The upper limit in this band was set at Rs 7,800, which was Rs 6,000 earlier. The subsequent bands are for flights with durations of 40-60 minutes, 60-90 minutes, 90-120 minutes, 120-150 minutes, 150180 minutes and 180-210 minutes. The fresh lower and upper limits set by the ministry for these bands were: Rs 2,800 – Rs 9,800; Rs 3,300 – Rs 11,700; Rs 3,900 – Rs 13,000; Rs 5,000 – Rs 16,900; Rs 6,100 – Rs 20,400; Rs 7,200 – Rs 24,200, respectively. Staff Reporter DIMAPUR, FEB 12 (NPN): A seminar on “Locating food sustainability at grassroots level in the post-Covid specific situation of Nagaland state” was held at DBIDL, Don Bosco School campus, Dimapur, organised jointly by North East institute of Social Sciences and Research (NEISSR) and Peace Channel (PC) Dimapur, on February 12. At the seminar, resource person, Khrolhiweu Tsuhah of North East Initiative Development Agency (NEIDA), spoke on the topic “(Re) locating food sustainability at grassroots level with a particular focus on Indigenous seed system in Nagaland”.
She stressed on the basis of knowledge of seed system stating that seed knowledge system was an accumulated wealth of knowledge and skill development through practice and collective effort of farmers. Speaking on the system of sharing and supply of seeds, she viewed that informal seed supply system was the driving source in sustainable agriculture and local genetic diversity in Nagaland. She also added that the exchange and distribution of seeds varied upon geographical boundaries, cultural systems and social networks. She further opined that recognition and need for effective state seed conservation policy towards
climate resilient agriculture was needed, and also stressed on the need for research and documentation on Indigenous Technical Knowledge (ITK) and to practice and safeguard traditional agro biodiversity conservation retaining farmers’ right to their biodiversity and traditional knowledge systems. She further stressed upon recognition and promotion of women farmers’ contribution to sustainable agriculture through conservation of genetic diversity. PSDTTU backs NTTU
DIMAPUR: Pungro Sub-Division Timber Traders’ Union (PSDTTU) has expressed shock on the illegal taxation being imposed upon the traders which it termed was a “blatant and unacceptable”. While backing Nagaland Timber Traders’ Union (NTTU) for raising the issue, the union has appealed to the state government to take action against the erring officials. The union president, JB. Shahoto in a statement has also condemned the action of the officials, who at their “whimsical state” has resumed the taxation. It therefore, urged the state government to do away with taxation and initiate action against the defaulters.
DIMAPUR: Nagaland Board of School Education (NBSE) has informed that an orientation programme on NBSE portal will be held on February 18 at 10 am through virtual mode for all registered institutions and middle schools (both Government and Private). According to DIPR, the programme is mandatory for all institutions registered under NBSE, including the Middle Schools (both Govt. and Private) having enrolment in class VIII. The programme will focus on the use of the NBSE portal for uploading and downloading of forms, question papers and fee payments, and the NBSE offline software for data entry. Heads of registered institutions have been requested to nominate either a teacher or an office assistant, who will be handling the School ID in the NBSE portal for online submission of particulars of students, fee payments, downloading of question papers, uploading results and any other office related works, to participate in the webinar without fail.

DIMAPUR: Indian Dental Association Nagaland State Branch (IDANSB), Zunheboto unit organised a free denture camp as part of Community Dental Health (CDH) programme on February 12 at District Hospital, Zunheboto. In a press statement district media officer, CMO office Zunheboto, Shekho Sophie stated that at the camp, medical superintendent, District Hospital, Zunheboto, Dr.Lanuchuba highlighted about the importance of dental, oral health and hygiene.

He also proposed to remove an additional cess of around 25 per cent imposed on alcoholic beverages in the last year. “Speaker sir, at the peak of COVID-19, we had levied additional cess on petrol, diesel and liquor. Now, the number of patients has reduced... I am grateful to my cabinet colleagues who agreed to my proposal this morning to rescind this additional cess. Hence, petrol and diesel will become cheaper by Rs 5 per litre with effect from midnight tonight, benefiting lakhs of consumers across Assam,” Sarma said in his speech. The finance minister

Agartala, Feb 12 (PTI): A 32-year old man was awarded 12-year prison term and fined Rs 60,000 by a local court here for cheating and raping a woman on the pretext of marriage. Additional District and Session Judge Dhiman Debbarma ordered authorities concerned to fix deposit the penalty – to be paid as compensation to the woman -- in a nationalized bank for a period of five years. The judge also asked the district legal service authorities to give Rs 3-4 lakh to the woman as legal aid. According to additional public prosecutor Arobindo Deb, the 32-year-old, a resident of Amtali here, had engaged in a physical relationship with the woman in 2013, but refused to marry her when she got pregnant.

Besides, three villages in Jorhat, Majuli and Karbi Anglong districts also received electricity, it said. The state-run Numaligarh Refinery Limited (NRL) along with The Energy and Resources Institute (TERI) implemented the project. In Golaghat, the work began in 2016 and covered 720 households across 18 villages in three phases,

The solar domestic systems are able to operate up to four-six hours during a day in their full capacity. The user paid 10 per cent of the total cost as an advance, while NRL paid the balance amount using its Corporate Social Responsibility (CSR) fund.

Will not return home till agreement is reached: Tikait
Bahadurgarh (Har), Feb 12 (PTI): BKU leader Rakesh Tikait on Friday revealed plans by farmer leaders to hold meetings in Prime Minister Narendra Modi’s home state Gujarat and said protesters in Delhi will not return home until the Centre reaches an “agreement” with them. It was not immediately clear if the remark made at a “mahapanchayat” here was a climb down from Tikait’s earlier assertion that there will be no “ghar wapsi” unless the laws are withdrawn. The government has been telling farmer unions to consider an option other than the complete repeal of the laws. He said the government will have to talk with the farmer unions’ committee spearheading the agitation against the laws. “This agitation will continue until the Government of India talks to the committee and arrives at an agreement. Till that time, farmers will not return home,” he said addressing a “mahapanchayat” organised by the “Dalal Khap 84” near the Tikri border. He also claimed the agitation is spread across the country and not limited to Punjab, Haryana or Uttar Pradesh as being

Tikait alleged that farmers from Gujarat were being pressured not to lend support to the agitation. “If anyone from Gujarat wants to come here to support the agitation and if it is found they are coming, police are being send to their homes,” he alleged. “We will hold meetings in Gujarat and other states,” he said. Tikait also said the “business on hunger” will not be allowed and those wanting it will be “driven out” of the country. Hitting out at the farm laws, he claimed these will lead to the dismantling of the minimum support price (MSP) and exploitation of farmers, from whom big companies will procure their
produce at cheaper rates and then store it in godowns. Big godowns will be built, which will be barricaded on similar lines like the ones near the protest sites at the Delhi borders, he said. Without naming anyone, he said attempts have been made to divide the farmers’ stir. “They tried to divide us on the lines of Punjab and Haryana, then small and big farmers,” he said. “We have said that the three laws are not acceptable to farmers and should be rolled back. But how will they take back these when godowns were built first and laws were framed later,” he said. “They did business of temple, religion and feelings. Now, they want to do the business on hunger,” Tikait alleged. The BKU leader from Uttar Pradesh has been camping at Ghazipur on the Delhi-UP border for over two months against the central laws enacted in September. The Centre has been saying these laws will bring in new farming technologies and free the farmers from the clutches of middlemen. The farmers have been rejecting these claims, saying these laws will harm their interest.

Trudeau commended govt’s efforts to talk to farmers: MEA
New Delhi, Feb 12 (PTI): In his telephonic talks with Prime Minister Narendra Modi, Canadian Prime Minister Justin Trudeau commended the Indian government’s efforts to choose the path of dialogue in dealing with the farmer protests and described it as “befitting in democracy”, the Ministry of External Affairs said on Friday. Modi and Trudeau held the telephone conversation on Wednesday, covering a range of issues including the coronavirus crisis. “On
the farmers’ protests, Prime Minister Trudeau commended efforts of the government of India to choose the path of dialogue as befitting in democracy,” External Affairs Ministry Spokesperson Anurag Srivastava said at a media briefing. His comments came following a question on the issue. “He (Trudeau) also acknowledged the responsibility of his government in providing protection to Indian diplomatic premises and personnel in Canada,” Srivastava said.
Scores of lawyers march to SC to protest ‘atrocities’ on them

(PTI) NEW DELHI, FEB 12 (IANS): Scores of lawyers took to streets on Friday to protest against alleged atrocities against them and to seek protection by invocation of Article 142 of the Constitution. More than 200 lawyers, donning black coats and holding placards, marched from the Delhi High Court to the Supreme Court to register their protest. Huge placards read “Save the bar, save the Constitution”, “Attack on lawyers is attack on justice” and “We request advocates’
protection under Article 142”. Speaking to IANS, Advocate Mehmood Pracha, whose office was raided by the Delhi police in December last year, contended that the lawyers have relevant demands which should be heard. “There should be a Advocates’ Protection Act. We have requested Supreme Court to bring certain guidelines immediately because it has power to do so under Article 142 of the Constitution,” he said. He said that the apex court can also direct the gov-
ernment to enact certain legislation. “Article 142 can be used to lay down framework for those laws, like done in Vishakha Guidelines.” Paracha emphasized that in the absence of this, legal practice is becoming absolutely impossible and lawyers are not free to practice their profession without any fear and pressure. “The entire justice system and constitutional democracy will collapse. Therefore, it is of utmost importance that advocates’ protection is ensured,” Pracha added.
NLA session: Gov highlights projects implemented by depts PHE: Ravi said the PHE department under the Jal Jeevan Mission (JJM), had provided 61 habitations with 100% Functional Household Tap Connection (FHTC) with a total of 41,203 FHTC provided in the State till date. Further, a total of 1,46,826 FHTC in 466 habitations are planned for coverage with drinking water supply under JJM during 2020-21 while under Rural Sanitation (Swachh Bharat Mission (Gramin) the Department has completed the construction of 13,751 units of Individual Household Latrines (IHHL), 140 units of Community Sanitary Complexes (CSC) and covered 62 villages/habitations with Solid & Liquid Waste Management (SLWM) units. Transport: Governor said the Transport department had increased its fleet by inducting 20 new buses in during 2020-21. Besides other Covid-19 related duties, he said the department
also played a significant role in the fight against COVID19 by deploying over 80 buses to ferry the returnees to their respective District Head Quarters and within their Districts. Women Resources: Ravi said Women Resources department took up production of face masks on a significant scale thereby creating a source of employment during the time of pandemic for skilled unemployed women in and around Kohima during 2020-21. He said the department plans to take up new initiatives under the Transformative Livelihood Intervention (TLI) Project and under the Integrated Developmentcum-Resource centre, Dimapur, to cover more women entrepreneurs as well as rural and marginalized women in the State. Sc &Tech: Ravi said Science & Technology department constructed a 50seater Digital Planetarium and an Innovation Hub at the department’s complex premises. Among other things, the department
plans to finish installation of equipments at the newly constructed Planetarium & Innovation Hub, carry out science popularization programmes at district head quarters and continue assisting the rural high schools by providing science equipment kits. NRE: Ravi in his address said New & Renewable Energy department had completed trial run for Tsutsung Small Hydro Power (1MW) along with construction of 33kV transmission line for evacuation of power from Tsutsung generating station to 132/66/33kV sub-station at Aolichen, Mokokchung. The project for the same is expected to be commissioned by the end of the current financial year. He added that the department was undertaking a program of distributing solar study lamps to government school students up to 12th standard under the namesake scheme and that so far 24,000 units had been distributed so far. Geology & Mining:
Ravi said the department is carrying out Seismic microzonation of Greater Dimapur city in collaboration with NEIST, Jorhat and NSDMA. It is targeted to be completed by 2021. The objective of this study is to establish data for sustainable urban planning and earthquake hazard mitigation measures, he added. DUDA: Ravi said the Department of Underdeveloped Areas (DUDA) was implementing the ‘Mechanism for Marketing of Minor Forest Produce (MFP) & Minimum Support Price (MSP) and development of value chain for MFP’ under TRIFED, Ministry of Tribal Affairs, from 201819. Under this scheme, 380 SHGs under 38 VDVKs have been formed thus benefitting 11,400 households. And that the department was actively involved in elevating the livelihood of farmers and Minor Forest Produce gatherers. Tourism: As the State has been greatly affected by the covid pandemic, he said the Tourism depart-
ment has outlined several strategies for the revival of the industry and to make Nagaland an eco-adventure, rural tourism destination and also promote it as a ‘Safe Destination’. IT&C: Ravi disclosed that Information Technology & Communication department developed Online Platforms for various departments including Higher Education, Technical Education, School Education, Home department, Employment, Skill Development & Entrepreneurship during the current financial year to enable information sharing, monitoring, analysis, planning, financial assistance. PM to hand over Arjun tank to Army in Chennai on Sunday PM to inaugurate projects in Tamil Nadu, Kerala New Delhi, Feb 12 (PTI): Prime Minister Narendra Modi will hand over the Arjun Main Battle Tank (MK-1A) to the Army in Chennai on Sunday and also inaugurate and lay the foundation stones of several projects in Tamil Nadu and Kerala. A PMO statement on Friday said these projects, including the launch of a Chennai Metro project and a petrochemical complex in Kerala, will add crucial momentum to the growth trajectory of these states and help hasten the pace for them to realise their full development potential. In Chennai, Modi will hand over to the Army the state-of-the-art the Arjun tank, which has been indigenously designed and developed, and manufactured by the Combat Vehicles Research and Development Establishment, DRDO along with 15 academic institutions, eight labs and several MSMEs, it noted. The PMO said he will also inaugurate the fourth railway line between Chennai Beach and Attipattu stations. This 22.1 km section, laid at a cost of Rs 293.40
crore, traverses through Chennai and Thiruvallur districts and will ease up traffic from Chennai Port. This section connects the Chennai Port and Ennore Port, and passes through major yards, providing operational flexibility for the movement of trains, the PMO said. Modi will inaugurate the electrification of a single-line section of 228 km, completed at a cost of Rs 423 crore. This will enable free flow of traffic without the need for a change of traction between Chennai Egmore and Kanyakumari and would result in saving
of Rs 14.61 lakh per day on fuel cost, it added. He will also lay the foundation stone for the extension, renovation and modernization of the Grand Anicut Canal System and the Discovery Campus of IIT Madras. The canal is important for irrigation in the delta districts and the modernization exercise will cost Rs 2,640 crore, leading to an improvement in its water-carrying capacity. The Discovery Campus of IIT Madras will be built at Thaiyur near Chennai at an estimated cost of Rs 1,000 crore in the first phase over
an area of 2 lakh sqm. In Kerala, Modi will dedicate to the nation the Propylene Derivative Petrochemical Project (PDPP) of BPCL. It will produce acrylates, acrylic acid and oxoalcohol, which at present are predominantly imported, and is expected to result in saving of about Rs 3,7004,000 crore per annum in foreign exchange. Constructed at a capital cost of about Rs 6,000 crore, the PDPP complex has been set up close to the refinery to achieve integration of feedstock supply, utilities, off-sites and other facilities, the PMO said. It will benefit the downstream sector in saving huge costs as a result of the ready availability of feedstock and optimized supply chain management. With its commissioning, Kochi refinery will become the first Indian refinery to produce niche petrochemicals. The prime minister will dedicate to the nation Ro-Ro vessels at Willingdon Islands, Cochin. The International Waterway Authority of India will deploy two new Roll-on/Roll-off vessels between Bolgatty and Willingdon Island on National Waterway-3.

Horticulture: Governor Ravi said the department with a view to strengthen the post-harvest management and marketing sector in the State has initiated works
for the construction of 240 functional pack houses, 250 Low cost preservation units, 15 collection, sorting and grading units and 1 unit each of pre-cooling unit and cold room. Under Phase-III of Mission Organic Value Chain for North Eastern Region (MOVCD-NER) which was from 2020-21 to 2022-23, the department has targeted the formation of 6 Farmer Producer Companies (FPCs) covering 3,000 hectares for crops such as Dragon fruit in Dimapur, Avocado in Kohima, Apple in Kiphire, Spices in Wokha, Ginger in Mon and Banana in Mokokchung covering 500 hectare area each. Vety: Ravi said the Veterinary department was planning to provide 80,000 chicks, 3300 goats and 6728 pigs to the farmers with a view to boost meat production in the State. Further implementation of 138 poultry units and 148 piggery units is in progress under RKVY to provide subsidiary income to the farmers and also boost meat production in the rural areas.

Extortion syndrome
E
ven as the seventh session of the 13th Nagaland Legislative Assembly begins, another reminder has been served on the elected members about the persistently perennial problem of illegal gate collections. In this regard, the Nagaland Timber Traders’ Union(NTTU) has alleged that a truck carrying timber and belonging to one of its members, was stopped at Peducha on February 9 by police and asked to pay Rs.5000. After the usual ‘negotiation’ the personnel finally accepted Rs.1500. However, the same truck was again stopped at forest check gate Chümoukdima and driver asked to pay Rs.22,000 on account of not possessing TP. The truck was released only after the owner paid up Rs.5000. This case is another glaring instance of how government agencies are involved with this illegal activity. However, once a minister, when asked about allegations that staff of the department were found collecting unauthorised taxes, had the temerity to claim that he has not received any such report even though he may have surely been reading local newspapers. There have been numerous instances where government agencies such as police, excise, taxes, forest, geology & mining, veterinary & animal husbandry and municipal council positioned at check gates prey on every commercial vehicle to impose their tax at will. Those “officials/staff” involved are no better than those who prowl on every facet of the trade and business community at check gates, godown, markets and shops to whimsically impose illegal taxes and make life hell. The chronic problem of mushrooming of illegal and multiple taxations has spread like cancer and left a damaging impact across the state. Several dozen unions and groups are solely involved with collection of fees or tax at various gates, some which they have set up along and on highways. Illegal collection or extortion have also given birth to syndication of the market which have only worsened the economy as well adversely affecting the daily economic condition of people. These unwanted activities, some pursued under ‘authorised agencies’ to collect or impose tax especially at check gates, has earned Nagaland a dubious distinction as the state with a thriving extortion cottage industry. Nagaland has a long history of illegal collections in whichever name or under whatever pretext or excuse since the early 90s. Even before ACAUT Nagaland picked up the gauntlet against multiple and unabated taxations in 2013; there were other organisations which organised protest bandhs etc against all these activities. The government had even ordered a ban on all forms of collection, whether authorised or otherwise. However, it proved easier to issue orders than in implementing them. Some organisations had even gone to court and in response, the state government was reminded about its own ban order but it appears there was no one in authority willing to bell the cat. It may also be recalled that in September 2019, the Public Action Committee(PAC) under the aegis of Naga Council Dimapur(NCD), was preceded by declaration of intention in the media. The ‘Operation Check Gate’ was confined mainly to three inter-state check gates- Dillai, New Field and Burma Camp. During the week-long drive by PAC volunteers drawn from tribe-affiliates of NCD manned the check gates and which hit the collection industry very badly. The ball is now with the government and legislators should speak what they feel about it in the ongoing assembly session.

Once we realize we have constantly been showing disrespect to God, we will be filled with shame and humiliation for ignoring Him. “You speak with us,…but let not God speak with us….” We show how little love we have for God by preferring to listen to His servants rather than to Him. We like to listen to personal testimonies, but we don’t want God Himself to speak to us. Why are we so terrified for God to speak to us? It is because we know that when God speaks we must either do what He asks or tell Him we will not obey. But if it is simply one of God’s servants speaking to us, we feel obedience is optional, not imperative. We respond by saying, “Well, that’s only your own idea, even though I don’t deny that what you said is probably God’s truth.” Am I constantly humiliating God by ignoring Him, while He lovingly continues to treat me as His child? Once I finally do hear Him, the humiliation I have heaped on Him returns to me. My response then becomes, “Lord, why was I so insensitive and obstinate?” This is always the result once we hear God. But our real delight in finally hearing Him is tempered with the shame we feel for having taken so long to do so.

Disengagement at LAC: Decoding China-India moves C hina and India have announced the disengagement of troops along Line of Actual Control (LAC), at the southern and northern bank of the Pangong Tso Lake having commenced since February 10. It seems to be a positive step to mark the beginning of a possible end of one of the longest stand-offs, which had tremendous financial and human cost to bear, due to ‘LOCisation’ of the LAC, in harsh winters. A compulsion to get into some mutually acceptable solution, out of numerous negotiations at various levels is understandable, as stretching the standoff beyond a point was serving no useful purpose. The actual worth of announcements will be seen in implementation stage, in view of trust deficit and past track record of Chinese in junking agreements, when it suits them, as the LAC as well as border remains undemarcated between both countries. Decoding the Statements and Implications Chinese strategic
design involves misinterpreting the statements to its convenience. Chinese statement indicates that it is a Pangong Tso specific Agreement, meaning synchronised and organised disengagement of frontline troops at the southern and northern bank of the Pangong Tso Lake, which can be well inferred by them as pullback of Indian troops from Kailash Range, in exchange of PLA moving back their frontline troops from Finger 4 and continuing to maintain their presence elsewhere. The Defence Ministry’s statement in Rajya Sabha on February 11, highlights that the Chinese side will keep its troop presence in the North Bank area to east of Finger 8, thus moving back from Finger 4 to 8. Reciprocally, the Indian troops will be based at their permanent base at Dhan Singh Thapa Post near Finger 3. A similar action would be taken in the South Bank area by both sides. Structures built by both sides since April 2020, in North and South Bank area to be removed
and the landforms restored. The Chinese, however, have not put out any such assurances in public domain, so far. The Ministr y also highlighted some outstanding issues with regard to deployment and patrolling at some other points along the LAC in Eastern Ladakh to be discussed later, in next meeting of the Senior Commanders within 48 hours after the complete disengagement in the Pangong Lake area. It indirectly implies that some Indian concerns including extra kilometrage with China in Depsang plains, Galwan, Gogra and other areas, restrictions on patrolling, vulnerability of DS-DBO road will remain to be discussed later. From Chinese perspective, it indirectly means that newly occupied heights on Kailash Range, which were their major concern, will be vacated in a phased, coordinated and verified manner by both. The military activity including patrolling to the traditional areas will cease temporarily in north and south
of Pangong Tso. Chinese discomfort includes Indian dispositions in India’s Sub Sector North including DBO, infrastructure development including DSDBO road, viewed as a threat to crucial Tibet-Xinjiang-Pakistan connectivity, which will remain. The Chinese aim of preventing Indian infrastructure development hasn’t been achieved, as both sides continue development of infrastructure in areas they perceive to be theirs. What India needs to be Careful of ? India in Ladakh is in a position of strength, having created a vulnerability for China south of Pangong Tso and occupation of some crucial heights elsewhere. The professionalism of Indian Military under extremely harsh climatic conditions of Ladakh, and the national resolve of India, to have reacted speedily and decisively during the pandemic, creating a mirror image deployment to even out PLA’s first movers advantage, has forced China to revisit its op-
tions, leading to the present agreement. This agreement will lead to India losing major advantage of some heights on Kailash Range, a crucial bargaining chip, in exchange of Chinese recoiling from North of Pangong Tso. This will have to be pursued with vacation of Depsang and other areas, without which LAC will de facto get altered not in Indian favour. Given the track record of China, it may go through this agreement temporarily and later follow it up by a military action, post winters to reoccupy same areas after getting Kailash Range vacated from Indians, due to its faster mobilisation advantage due to its better infrastructure. This option, however, is marred with a major risk of loss of face for Xi Jinping, as a military defeat is last thing which he would like to face, that too in centenary of formulation of CCP. Chinese strategic aim in Eastern Ladakh will continue to be to provide depth to its National Highway G-219, Karakoram Pass and China-Pakistan Eco-
nomic Corridor (CPEC), redraw LAC as per its perception and negotiate border on their terms thereafter. Indian aim should be not to concede de facto shift of LAC as LAC-2020, be prepared for �Two Front War’ as a worst case scenario, and continue capacity building in all domains, including maritime arena. As long as the LAC is not demarcated, standoffs will continue, and a temporary solution will only postpone the next standoff, leading to ‘LOCisation’ of the LAC further. The changing canvas of the dairy industry with breed improvement
I
ndia’s journey from a milk deficit country to one of surplus has been momentous. Initiated in 1970, Operation Flood was arguably the world’s most ambitious dairy development program that transformed India into one of the largest milk producers. India’s milk production rate in the past few decades has, in many ways, been symbolic of the upward trajectory of the country’s economy and influence. The per capita availability of milk in 2018-19 was 394 grams per day as against the world average of 302 grams. Between 2016 to 2019, the annual milk production in the country registered a Compound Annual Growth Rate of 6.4 percent. Today, with an annual production of 187.75 million tonnes (per 2018-19 data) India accounts for about twenty two percent of the world’s milk production. However, India is yet to join the ranks of major milk exporting nations, as much of what we produce is directed towards meeting domestic demands. So, to unpack the issues facing our dairy sector, it is pertinent to dive deep and list out the factors that have been hampering the productivity levels of our cows.
The dairy sector assumes a great deal of significance on account of multiple reasons – for one, it has to do with the socio-cultural affinity towards cows and dairy products in large parts of the country, and as an industry, it employs more than 70 million farmers. However, the crying need of the hour is for us to identify ways in which we can enhance the return on investment for our farmers. Recent data indicates that indigenous cows produce 3.01 kgs of milk per cow per day while the yield of exotic crossbred cows is 7.95 kgs. This implies that, overall, the average productivity output of indigenous cattle (both non-descript and high yielding indigenous breeds) is only 1099 kg per animal per year, while for cross-bred cattle average productivity is 3073 kg per animal per year. So, the magic word is ‘cross breeding’. Crossbreeding has taken off in a big way because of the advancements in reproductive technologies like In Vitro Fertilization (IVF), embryo transfer process, and artificial insemination. Out of these processes, IVF and artificial insemination have proven to be the
most popular and effective methods. The NAIP (Nationwide Artificial Insemination Programme) Phase-I was launched by the Hon’ble Prime Minister, Narendra Modi - in Mathura on the 11th of September in 2019. Every animal in the programme was assigned a 12-digit unique identification number under the Pashu Aadhar scheme to ensure accuracy in tracking – the animal is monitored continuously from the period of artificial insemination till the birth of the calf. Building upon the first phase of the programme, NAIP Phase-II was initiated on the 1st of August 2020with an allocation of Rs. 1090 crores in 604 districts covering 50,000 animals per district and is on track to be completed by the 31st of May 2021. Under the programme, 9.06 crore artificial inseminations will be performed in 604 districts and is expected to lead to the birth of 1.5 crore high yielding female calves. Consequently, 18 million metric tonnes of additional milk will be produced, as average productivity will be enhanced from 1861 kg per animal per year to 3000 kg per animal per year. Until now, Artificial Insemination (AI) technology has been the most used
method in India, but its success hinges upon accuracy in heat detection and timely insemination. And this is where In Vitro Fertilization (IVF) technology will prove to be more effective. IVF has become a helpful tool in crossbreeding as under this technology semen from different bulls can be used to fertilize each oocyte from a collection that in turn enables greater genetic diversity from a single cow. Projects for the establishment of 30 IVF labs have already been sanctioned, and 15 labs have been made functional thus far. In the past six years, the Animal Husbandry and Dairying sector has received a great deal of impetus under the Hon’ble Prime Minister’s vision of ‘Make in India’ and towards becoming an ‘Atmanirbhar (self-reliant) Bharat’. In keeping with our ethos of ‘Jai Kisan, Jai Vigyan’ the marriage of rural farming with the latest innovations in technology will usher in unprecedented transformations in our dairy industry. Jal Jeevan Mission : A social revolution through water I grew up in a small village in Haryana. Coming from a poor Dalit family, poverty and exclusion were the only flavours of life. My parents’ daily schedule hinged around securing a 2 course meal for their family. My father worked as a shoe maker while my mother toiled hard as a wage labourer. I remember her ordeal, walking tirelessly up to the designated well, each day, just to fetch drinking water.Her resolve to secure drinking water for her children gave her the grit to brave all physical and social hardships she faced in this process. Later in life, I was fortunate enough to witness piped water connections in our village, but this time the caste-class matrix dictated the selection of esteemed beneficiaries. The poor and marginalised were again devoid of their basic right to clean drinking water. Years passed by and by 2019, we as a Nation, could provide piped water supply to a mere 3.23 Crore rural households out of a total 18.93 Crore rural households. But, it was after 72 years of Independence -2019 that from the pre-
cincts of Red fort, our Prime Mi-nister Sh. Narendra Modi announced his resolve to provide piped water connections to every rural household under governments flagship program“Jal Jeevan Mission”.Present at the Red fort at that historic moment, my past flashed in front of my eyes. I remembered how late Atal Bihari Vajpayee ji, during his visit to my village for performing kanyadaan of my sister, described piped water connection as a conduit to dignity of life for each household. That moment,I considered myself fortu-nate to be serving in the newly formed Jal Shakti Ministry and saw“Jal Jeevan Mission” as a God-sent opportunity. Each day, the entire team led under the dynamic leadership of our Prime Minister is working tirelessly to accomplish this unprecedentedtask. I proudly announce that in a short span of 1 year, 3.04 Crore households have been provided piped water connections as against 3.23 Crore households since Independence. Goa has emerged as the first State to achieve 100%
coverage under Jal Jeevan Mission and as on date, 52 Districts, 660 Blocks, 39,317 Gram Panchayats and 73890 villages have achieved the targets of “Har Ghar Jal”. Encouraged by the promising results of Jal Jeevan Mission for rural households, Government of India, in the Budget 2021, made a historic announcement of launching Jal Jeevan Mission (Urban) to provide potable piped water supply to 2.68 crore urban households spread over 4,378 Urban local bodies with an outlay of Rs 2.87 lakh crore over a period of 5 years. The far reaching benefits of this mission are perhaps beyond estimation. However, there is something more significant that is happening as an implication of this Mission. A water connection is being provided to one and all irrespective of caste, community, religion, race etc. with an approach that - “No one is left behind”. Priority has been placed on Villages with ma-jority SC/ST population with the aim to secure 55 lpcd of water per capita. This secular and inclu-sive approach is primarily benefiting the
people from backward castes and is proving to be a Socia-lRevolution. The Mission mandates provisioning of water supply infrastructure at an unprecedented scale. It re-quires skilled manpower like plumbers, masons, electricians, fitters, pump operators etc. which shall be met by skilling people from respective villages therefore, opening vistas for skilled employment in-situ. The entire Mission follows a bottom-up approach. It requires formation of Village Water Supply Committees/Pani Samitis that shall prepare a Village Action Plan for themselves. Interestingly, these committees are mandated to have 50% women members, since women are most affected group and therefore their say is seen as a crucial input for the Mission’s effective implementation.. Lastly, Information Technology has been leveraged to collate and display realtime nationwide water data on a portalwww.ejalshakti.gov.in. A Rashtriya Jal Jeevan Kosh (RJJK) is set up for accepting contributions from people whohave moved from villages but still nur-
ture love for their native place. Soon, they will be able to donate, at the click of the mouse, for specific water supply related works by interacting with the members of Paani Samiti through this portal. Hence, Jal Jeevan Mission is not merely a scheme who’s outcome is limited to aggregate of

But how is it possible without water where people do not get sufficient water for drinking only, how can people think of taking a bath? At such a time, many places in Nagaland which is one of the lands of festival state in north-east region, people even also had to pray to God for water, its good thing to pray to God all the time. But God has made some rules to run his creation, for example, to run humans in this world, some leaders are chosen who take care of people properly. So on behalf of all Nagaland residents, I am requesting all those leaders who are responsible for delivering water to all, if you can do some good and innovative ways in this field, then it will help all the people a lot and you will submit blessings for all those help. Comedian arrest: Two co-accused get interim bail
Puducherry Feb 12 (PTI): Chief Election Commissioner Sunil Arora said here on Friday the Assembly polls due in the next few months would be held simultaneously in Puducherry and Tamil Nadu. He was addressing reporters here before ending his two- day visit, along with a team from the Election Commission, to the Union Territory to review its poll preparedness. Asked about voting rights of members nominated to the Territorial Assembly, he said the Supreme Court had in 2018 ordered such members had voting rights. He read out the provisions for nomination of members in the Union Territory Act and from the extracts of the apex court judgement on voting rights for nominated legislators. Arora said he and his team have had discussions with the officials of various departments such as the enforcement departments
and state-level bankers committee, among others. “It was a fruitful meeting,” he said. The Chief Election Commissioner further said the commission would ensure free, fair, inducementfree and COVID-19-safe elections. He said there would be zero tolerance to misuse of money power and illegal distribution of freebies and other inducements to voters. He said the number of polling booths would be increased from 952 to 1,564 in the Union Territory. The election official said it was also insisted at the meeting that no polling station should be above the ground- level as the aged and physically challenged voters should face no difficulty. He released a booklet on SVEEP (systematic voters education and electoral participation) and also flagged off a vehicle to highlight the chief features of SVEEP.
Bhopal, Feb 12 (PTI): The Madhya Pradesh High Court on Friday granted interim bail to two men accused of organising a comedy show in Indore, during which stand-up comedian Munawar Faruqui allegedly insulted Hindu deities. Faruqui, who was arrested on January 1 and was in jail since January 2, was set free on bail last week. A single bench of the high court comprising Justice Rohit Arya granted bail to the two co-accused Prakhar Vyas and Adwin Anthony. In two separate orders that ran identical, Justice Arya observed, “The applicant is held entitled for temporary bail maintaining parity in light of the order of February 5 passed by the Supreme Court (granting bail to Faruqui).” “Accordingly, applicant is hereby enlarged on temporary bail on the conditions that applicant shall not indulge himself in any such activity,” the order stated.
DEHRADUN/ TAPOVAN, FEB 12 (IANS/PTI): The Uttarakhand government on Friday sounded an alert after satellite images detected the formation of a large lake in the catchment area of the turbulent Rishiganga river which had caused a deluge on February 7. “We have to remain alert as satellite pictures show formation of a 400 metre long lake at Rishiganga,” Chief Minister Trivendra Singh Rawat said. Top government officials said people have been asked not to go near Rishiganga river and take all precautions. On the other hand, the government also sent a team to see the formation of the lake and suggest measures. The team comprising personnel of the National Disaster Response Force and State Disaster Response Force personnel will trek through the tough terrain to take the first hand information of the lake formation in the higher altitudes of the Himalayas. “This team will trek to see exact location of the lake and submit a report in this regard,” state police spokesman, DIG Nilesh Anand Bharne, said. The government has also asked scientists of the Wadia Institute of Himala-
KOLKATA, FEB 12 (PTI): The CPI(M) on Friday claimed that the people of West Bengal have “positively” responded to the 12hour strike call given by the Left Front in protest against alleged police atrocities on DYFI and SFI activists the day before. Senior CPI(M) leader Md Salim contended that the party “had decided not to enforce the strike” as that would have inconvenienced common people, but many have “voluntarily” supported the bandh. “The police, however, arrested Leftwing activists who were preparing to take part in the protest march during the day. Several of them have been taken into custody and we demand their immediate release... Nonetheless, people of the state have supported the bandh,” Salim told reporters. Activists of the Left Front and the Congress clashed with the police in central Kolkata on Thursday during their march to the state secretariat, demanding creation of jobs. Rishiganga is a tributary of Dhauliganga river on which the Tapovan project is being built. The statement by the ministry came hours after Congress leader Rahul Gandhi alleged that the government has “ceded” Indian territory to China and raised questions over the agreement on the disengagement process. The ministry also dubbed as “categorically false” the assertion that Indian territory is up to Finger 4 in the Pangong Tso area, adding the permanent posts of both sides in the area are “longstanding and well-

New Delhi, Feb 12 (IANS):Union Petroleum Minister Dharmendra Pradhan on Friday defended the Union Budget 2021-22, saying it did not put additional burden on people and had come at a time when the Indian economy was hit by the coronavirus pandemic. The allocation for the health sector had been increased by 137 per cent to Rs 2.23 lakh crore compared with last year with provision for Rs 35,000 crore for corona vaccination too, he said while addressing youths here as part of the BJP drive to explain to the people various welfare measures proposed by the government. “The budget for health provides for Rs 35,000 crore for vaccination. We have also been helping several countries with the vaccine in line with the Indian philosophy of ‘Vasudhaiv Kutumbakam’,” the Minister said. “Based on the Prime Minister’s advice of ‘jaan hai tau jahan hai’, health and well-being of the citizenry has been taken care of,” he added. New Delhi, Feb 12 (IANS): In a far-reaching reform on family pensions, Union Minister Jitendra Singh on Friday said the upper ceiling of the facility has been raised from Rs 45,000 to Rs 1,25,000 per month. The Minister said that the move will bring “ease of living” for the family members of the deceased employees and would provide adequate financial security to them. The Minister said that the Department of Pension and Pensioners’ Welfare (DoPPW) has issued clarification on the amount admissible in case a child is eligible to draw two family pensions after death of his or her parents. Singh said that the amount of both the family pensions will now be restricted to Rs 1,25,000 per month, which is more than two and half times higher than the earlier limit. Citing sub-rule (11) of rule 54 of the Central Civil Services (Pension) Rules 1972, the Minister said in case both wife and husband are government servants and are governed by the provisions of that rule, on their death, the surviving child is eligible for two family pensions in respect of the deceased parents. WASHINGTON, FEB 12 (PTI): Joe Biden has been very clear about restoring compassion and order to America’s immigration system, according to a senior White House official who said the recent executive actions by the US President are just the beginning to correct the “divisive, inhumane and immoral policies” of the past four years. A White House spokesman said this on Thursday after the Biden administration was urged not to issue the most sought-after H-1B work visa to any new individual born in India until the country-cap on green cards or permanent legal residency is removed. “The executive actions signed thus far are just the beginning,” a White House spokesperson told PTI. “President Biden has been very clear about restoring compassion and order to our immigration system, and correcting the divisive, inhumane and immoral policies of the past four years, which is our focus in the coming weeks and months,” the spokesperson said. Dua Lipa releases first new single of 2021, ‘We’re Good’

fter teasing its release for the past two weeks, Dua Lipa has finally dropped her first new single for 2021, titled ‘We’re Good’. In the song, Lipa sings about a relationship that needs to come to an amicable end, with lyrics such as “let’s end it like we should and say we’re good“. In addition, Lipa has unveiled the music video for the song, drawing inspiration from 1997’s Titanic. The video, directed by Vania Heymann and Gal Muggia, features Lipa as a singer on a ship, and has a focus on some freedom-seeking lobsters. Lipa teased the new single on social media earlier this month, posting the track’s artwork of herself
in a green dress, green gloves and a large diamond ring. “WE’RE GOOD – 11TH FEB,” the singer tweeted. The new song also appears on Lipa’s previously teased ‘Future Nostalgia: The Moonlight Edition’, which arrived today (February 12). Two-time F1 champion Alonso fractures upper jaw in cycling accident LO N D O N, F E B 1 2 (AGENCIES): Fernando Alonso sustained a fracture of his upper jaw in his cycling accident on Thursday, his Alpine team say. The 39-year-old twotime world champion had a “successful corrective operation” and will remain in hospital for observation for 48 hours. The team added: “The medical team are satisfied with his progress. After a few days of complete rest, he will be able to progressively resume training. “We expect him to be fully operational to [prepare] for the season.” Pre-season testing is to be held in Bahrain from 12-14 March, before the first race at the same track on 2628 March. The three ODIs will be part of the ICC Super League, a pathway to ensuring direct qualification for the 2023 World Cup scheduled to be held in India. The Pakistan team will depart for Johannesburg on March 26 and will play the three ODIs on April 2, 4 and 7. Centurion will stage the first and third ODIs, while the second match will be played in Johannesburg. The two teams will then play four T20Is. Originally, three T20Is were scheduled, but on the request of Cricket South Africa, the PCB has agreed to play an additional match in the shortest format. Johannesburg will host the opening two matches on April 10 and 12, while Pretoria will be the venue for the third and fourth T20Is.

VASCO, FEB 12 (AGENCIES): Aridane Santana scored a last-gasp equalizer to help Hyderabad FC hold SC East Bengal to a 1-1 draw and dent their hopes of making it to the playoffs of the Indian Super League at the Tilak Maidan, Vasco on Friday. Bright Enobakhare scored in the 59th minute for East Bengal, who seemed to be cruising towards the win until the stoppage-time leveler from Santana. The result extended the Nizams’ unbeaten run to nine games. Hyderabad made two changes in their playing XI as Liston Colaco and Joel Chianese came in for Mohammed Yasir and Fran Sandaza, while East Bengal reposed faith in the same XI that defeated Jamshedpur FC in the previous encounter. The Nizams enjoyed better possession early on but SCEB had more shots on target. The Kolkata side created more opportunities compared to Hyderabad in the first session. TOKYO, FEB 12 (IANS): Tokyo 2020 organising committee president Yoshiro Mori announced his resignation on Friday due to protests over his sexist remarks about women last week. The 83-year-old former Japanese prime minister made the announcement at a special meeting of its executive members, reports Xinhua news agency.
He told the meeting that his inappropriate remarks have caused chaos and that he wishes to “resign as president as of today”. Mori, who was appointed to head the Olympic organising committee in January 2014, said on February 3 at a meeting of the Japanese Olympic Committee, “Women have a strong sense of rivalry... if one female member raises
