1 killed in poll violence in Tuli DoSE responds DIMAPUR, FEB 22 (NPN): Stone pelting allegedly by supporters a candidate in Tuli town on Thursday morning grievously injured a youth and supporter of another candidate who latter succumbed to injuries on way to Jorhat hospital.

When contacted SP Mokokchung, Raguramarajan A. said the incident took place at around 10 a.m. when a group of youth, travelling in a gypsy, were pelted with stones by some youth who were by the roadside. He said the victim, identified as 25

year old Longshak (Along), was hit on the head and fell on the road. The victim was rushed to Jorhat for medical assistance but succumbed to injuries on the way, SP stated. SP said police have launched a manhunt to nab the culprits. He assured that an impartial investigation would be carried out and that the police would not budge to any pressure.

DIMAPUR, FEB 22 (NPN): Department of School Education (DoSE) has issued a clarification with regard to the demand put forth by the Naga Students’ Federation.

In a press note, director of School Education, Wonthungo Tsopoe said the text books had already reached Dimapur. However, since department vehicles were requisitioned for poll duty, the text books could not be distributed, he said.

Ntl deworming day conducted in Longleng DIMAPUR: District Health Society (DHS) Longleng commemorated National deworming day at Mount Carmel School, Longleng on February 22.

The team was lead by school health program medical officer, Dr Suimzenla and Dr Lirenthung Khuvung.

Speaking at the programme, Dr Suimzenla emphasised on the several harmful health issues causing worm infection such as Anemia, nutritional impairment, stomach ache, nausea, vomiting etc.

She also spoke on the benefits of deworming where it improves immunity, concentration, anemia, capacity to learn etc.

Further, Suimzenla urged the school children to keep short and clean nails, to drink clean water, wash their hands especially before eating and after using the toilet.

On account of National deworming day, deworming tablets were also distributed to all the schools in the district, both government and private and anganwadi centres.

The programme was attended by district media officer, nurses and principal and staffs of Mount Carmel School.

The DC & DEO Dimapur has further clarified that all postal ballot for the aforementioned employees would be issued only at the designated location mentioned above and not through any other means and this will be the last of such facilitation centre for the aforementioned personnel for casting their postal ballot.

C a u t i o n s a ga i n s t booth capturing: DC & DEO Dimapur has notified all voters that Rule 39 of the Conduct of Elections, 1961 provides for maintenance of secrecy of votes of the electors while, booth capturing is an offence under Section 135A of Representation of People Act, 1951.

According to DIPR report, DC & DEO has warned that whosoever commits the offence of booth capturing shall be punishable with the imprisonment for a term which shall not be less than one year, but which may extend to three years and with fine.

The DC & DEO has also informed of all arrangement being made by the district administration to ensure the same. “Secrecy of Voters” will in no way be compromised, the DC & DEO stated.

The DC & DEO further stated that most of the polling stations in Dimapur are under critical/ vulnerable category where maximum CAPF (security forces) shall be send for poll-

ing duties.

RO 3 Dimapur-III AC clarifies: Additional Deputy Commissioner HQ & Returning Officer 3 DimapurIII AC, Sara S. Jamir, has issued a clarification with regard to complaint received from Lun Tunglung, INC candidate, 3 Dimapur-III, on violation of Fundamental Rights and RPA Acts under 3 Dimapur III. According to DIPR report, the RO has clarified that inducement of voter with money, materials or use of threat to vitiate election is an election offence. However, there was no “substantial evidence submitted” to the claims.

Asserting that ECI and election machinery aim to ensure one man one vote, the RO said polling officers in the presence of polling agents at all polling stations shall verify the antecedents of all voters before allowing any persons to vote. It was also clarified that no such report of booth capturing plan or to kidnap any election agents was received from any intelligence sources till date. The RO has further clarified that sufficient information on use of web casting camera, VVPAT, EVM, etc are widely published so as to educate and inform all voters through use of videos, Radio, Posters, Banners, print advertisement, VVPAT demonstration in the villages/wards etc. by the office of CEO, DEO, AERO, Supervisors, Sector Officers, SWEEP campaign, etc. Hence, RO said sufficient efforts has been undertaken to alley any misinformation on the use of such devices.

It also clarified that the DC & DEO Dimapur has issued press release informing all citizens on the legal penalties of booth capturing and warned the district administration was making all necessary arrangements to ensure secrecy of the vote by elector and shall take all necessary steps to conduct credible election.

The RO also clarified that there no report was received from any established source on the involvement of NPGs in this election till date.

Meanwhile, ADC& RO for 3 Dimapur III AC has requested the person concerned to file FIR to the nearest Police Station and submit the FIR report along with evidence(s) such as verifiable document, photographs, videos, witness, etc., to validate/support his complaint for future necessary action.

KOHIMA: DC& DEO Kohima, Rajesh Soundararajan, has informed all Returning Officers (ROs) of 8th Western Angami-A/C, 9th Kohima Town A/C, 10th Northern Angami-I A/C, 12th Tseminyu A/C, 14th Southern Angami –I A/C and 15th Southern AngamiII A/C that the 4th mock drill on webcasting would be held on February 23, 11 a.m. onwards. According to DIPR report, DC& DEO Kohima has informed the ROs to ensure the following for the mock drill: BLOs of the earmarked polling stations should be directed to be present in their respective polling station’s location by 9:30 a.m. and keep the polling room unlocked and ready; the control room at the ROs level should be activated on the day.

The DC& DEO has also requested the ROs to go through the guidelines for monitoring of webcast feed on the poll and adhere to the guidelines.

PHEK: DC & DEO Phek, Shanavas C, has directed all vehicles requisitioned for conduct of general elections, 2018 in Phek district to report to Local Ground, Phek Town as per the listed schedule. According to DIPR report, DC & DEO Phek has listed the schedules as: Meluri and Chozuba vehicles to report on February 23, 9 a.m.; vehicles reporting to Chizami, Pfutsero, PhekSadar and Phek Town to reach on February 24, 9 a.m.

WOKHA: DC& DEO, Wokha, Dr. Manazir Jeelani Samoon, has informed that the 3rd and final Round of Training for all Wokha district polling personnel drafted for election duty has been fixed on February 24, 10 a.m. at GHSS, Wokha.

All polling personnel have been informed to attend the training without fail.

Disciplinary action shall be initiated against the absentees as per the relevant sections of law, warned the Dc & DEO. Information on vehicle requisition: DC & DEO Wokha has directed owners/drivers of vehicles requisitioned for the 13th Nagaland Legislative Assembly election duty from Wokha District to report on February 23-24 to the local ground with their vehicles.

DC & DEO Wokha has cautioned that non compliance of the order shall be liable for strict action as per the provision of Representatives of People Act, 1951.

PHEK: DC & DEO, Shanavas C, has informed

all concerned who have been drafted for election duty for the upcoming Nagaland Legislative Assembly, 2018 that casting of postal ballots in the facilitation centre at the Office of the DC& DEO, Phek, has been extended till February 25, 3 p.m. It has been informed that receiving of filled up application for Postal Ballots in form-12 along with supporting documents including a photo copy of EPIC in respect of Assembly Constituencies under Phek District shall be acknowledged till February 23, 3 p.m.

Final training for polling personnel: DC & DEO Phek has informed the third and final round of training for all polling personnel who have been drafted for election duty shall be held on February 24 at Government Higher Secondary School, Phek as per the given schedule.

According to DIPR report, DC & DEO Phek has issued the following schedule: 20th Meluri A/C from 10 a.m. to 11:15 a.m. at Assembly Hall; 17th Chizami A/C from 10 a.m. to 11:15 a.m. at 1st floor, New building; 18th Chozuba A/C from 11:30 a.m. to 12:45 p.m. at Assembly Hall; 16th Pfutsero A/C from 1 p.m. to 2:15 p.m. at Assembly hall and 19th Phek A/C from 2:30 p.m. to 3:45 p.m. at Assembly hall. The DC & DEO has directed all concerned to attend the training.

MOKOKCHUNG: DC & DEO Mokokchung, Sachin Jaiswal, has informed those polling personnel, DEF, NAP and driver applied for postal ballot and missed out for casting their postal ballot on the scheduled dates from February 19-21 at designated Facilitation Centres that another date is hereby fixed in order to facilitate the voters.

According to DIPR report, DC & DEO Mokokchung has informed that DEF, NAP, DC staff, Fire Personnel, NPTO, wireless personnel and drivers could cast it on February 23, 8 a.m. to 11 a.m. at Dobashi Court, DC Office Mokokchung and polling personnel on February 23, 12 noon to 2 p.m. at Training centre Mayangnokcha Higher Secondary School, Mokokchung.

YVC clarifies on Feb 17 incident

DIMAPUR, FEB 22 (NPN): Yimpang Village Council (YVC) has issued a clarification with regard to the February 17 incident, wherein 40 Bhandari A/C BJP candidate was allegedly attacked.

In a press note, YVC chairman N. Zubemo Ezung and Hd.GB Nribemo Yanthan clarified that no such ambush on BJP candidate, Mmhonlumo Kikon took place within the village jurisdiction.

Narrating the incident, YVC said that the council had asked Kikon to hold a public meeting if he wanted to carry out election related activity in the village. However, YVC alleged that the candidate carried out house-to-house campaigned, despite the

DIMAPUR: Deputy Commissioner (DC), Additional Deputy Commissioner (ADC) and District Election Officer (DEO) across the state have issued directives, information related to forthcoming elections.

3rd phase training: DC & DEO Dimapur has informed all polling personnel drafted for election duty for Dimapur district that the 3rd phase of training would be held from February 23-24 at Dimapur Government College. It has been informed that on February 23, training for presiding officers and 1st polling officers would start from 12 noon to 2:30 p.m. while training for 2nd and 3rd Polling officers would be held from 3 p.m. to 4 p.m.

On February 24, training for 4th polling officers (VVPAT) would be held from 12 noon to 2 p.m.

DC & DEO Dimapur has directed all polling personnel to bring a copy of passport photograph during the training. It has been informed that appointment orders would also be issued during the two days training.

Information on postal ballot: DC & DEO Dimapur has informed all concerned that a facilitation centre for the purpose of casting postal ballot would be opened on February 23, 10 a.m. onwards at Dimapur Government College, near D.C. Court junction, Dimapur for personnel requisitioned for polling duty.

DC & DEO Dimapur has further clarified that the same would be the last of such facilitation centre with regard to the aforementioned personnel meant for casting postal ballot. In this regard, all political parties/ contesting candidates has been requested to send their agent so as to ensure a free, fair and transparent casting of postal ballot.

According to DIPR report, the DC& DEO has further informed that the 2nd, 3rd and 4th polling officers training would be held on February 23, 9 a.m. and training for presiding officers and first polling officers on February 24, 9 a.m. onwards. All presiding officers and polling officers has been directed to report at MGHSS auditorium at 9 a.m. on the dates allotted for them. DC & DEO Mokokchung has cautioned that failure to comply with the directives will attract disciplinary action against the concern polling officers.

LONGLENG: DC& DEO, Longleng, John Tsulise Sangtam has informed all presiding officers under 49 AC Tamlu and 50 A/C Longleng that the polling materials for polling will be dispatched on February 25, 12 noon at Receiving & Dispatching Centre, DC Office, Longleng. It has been informed that EVM, (CU, BU) & VVPAT would be issued on February 26 during their departure to polling stations. According to DIPR report, the DC& DEO Longleng has further directed all polling parties to report on February 25, 1 p.m. at DC& DEO office to familiarize themselves with their group members and also for a final briefing by the DC& DEO. All concerned has been directed to attend the briefing.

PUGHOBOTO: ADC & DEO Pughoboto, Avelu Ruho, has informed all government employees, police personnel, drivers and handyman drafted for election duty under 13 Pughoboto A/C who have applied for postal Ballot in Form 12 and were not unable to cast their votes that a final day of voting has been arranged on February 24, 11 a.m. to 2 p.m. at office of the ADC & DEO. According to DIPR report, ADC & DEO has informed that a facilitation centre has been arranged where the applicants can cast their votes after completing necessary formalities and attestation by an officer who will be stationed in the centre itself.

It has been informed that no applicant would be allowed to take the postal ballot outside the facilitation centre. In this regard all the contesting candidates under 13 Pughoboto A/C have been informed to send their polling agents on the above mentioned date.

DIMAPUR: In view of the ensuing general assembly elections scheduled to be held on February 27, Excise Kohima Election Expenditure Monitoring Squad (EEMS)/duty party and Peducha check gate party in separate occasions has seized 1200 bottles of assorted Indian Made Foreign Liquor (IMFL) from a godown and check gate on February 21 and February 22 respectively.

According to superintendent of Excise & Prohibition and nodal officer (EEM) Kohima, Vikikhe Aomi, acting on reliable information, EEMS duty party conducted a raid at by-pass area (National Highway) 8-Western Angami A/C, Kohima and seized 900 bottles of IMFL from the godown while the Peducha check gate

Meanwhile, the Kohima Excise superintendent has appealed to all colony and ward chairmen, GBs and public to report any illegal activities in their respective wards/colonies to Excise Kohima office or district nodal officer (EEM) so as to ensure clean election.

Chishi, has informed that the destruction was in the presence of chief judicial magistrate, Longleng, Tucuno Vamuzo; APP Longleng; EAC Longleng, Vitoka Yepthomi and others.

Excise MS seize IMFL

DIMAPUR: Excise mobile squad duty personnel on Election Expenditure Monitoring (EEM) while carrying out their duty on February 20-21 have recovered 1559 bottles of assorted Indian Made Foreign Liquor (IMFL) from various locations across Dimapur. A press release by commissioner of Excise & Prohibition, Nagaland, Tarep Imchen, has informed that in this connection four persons have been booked under the NLTP Act 1989.

Meanwhile, Imchen has also informed that the department would continue to check and maintain strict surveillance to curb the illegal flow of liquor in the state.

DIMAPUR: State Finance Department team attended first consultative workshop for north east and Himalayan region states organised by the 15th Finance Commission (FC) on Thursday at New Delhi wherein the team highlighted the problems faced by Nagaland state and requested the commission to address it.

A press release by the department informed that a team of officers comprising of secretary (finance & budget), Y. Kikheto Sema; joint secretary (FRC), Kekhwezo Kepfo and deputy secretary (budget), Ketoulhou Metha, attended the workshop.

In his introductory speech, secretary, fifteenth finance commission, Arvind Metha, stated that the commission was aware of the various problems faced by the hilly states.

He stressed that since there was only about one and half years left till the Fifteenth Finance Commission becomes effective in 2020-21, there was much work to be done.

without making “abnormal demands”.

He also said that the states should prepare good notes in support of the estimates to make the Commission become better acquainted with the problems faced.

While addressing the meeting, Y. Kikheto Sema, stated that the Commission will be more aware of problems faced by the hill states, particularly North East states and Nagaland in particular.

Stating that Nagaland was perhaps the only state to have been created out of a “political exigency”, Kikheto mentioned that

there have been talks for nearly 70 years now and now there was a note of positivity towards a probable solution to the talks.

However, on the financial stage, Kikheto said that the 9th Finance Commission “went against the provision of the 16 point agreement and changed the funding pattern to the state”.

Over and against this, he said the Thirteenth Finance Commission was one of the “most unfavourable” to the State of Nagaland, due to the normative approach that the 13th FC took towards the State.

He said the Fourteenth Finance Commis-

sion took a “more favourable approach as it was more realistic, as a result of which the State has been able to hold its head above the water inspite of the huge bag and baggage carried over from the 13th FC in the form of deficit”.

However, since the deficit was not covered by the 14th FC, Kikheto said the development works have not been able to be taken up in the state.

The secretary finance said 10% devolution under the 14th finance commission did not have much impact on smaller states like Nagaland since projects such as SPA, NCA, etc. under erstwhile planning commission was discontinued, leaving the state with 40 incomplete SPA projects with pending liabilities of Rs. 836 crores, with litigations from the court due to non-payment of bills to contractors.

Kikheto pointed out that the state has been requesting the government of India to consider this grant, as the NITI Aayog had also cleared it. However, he said a regret letter was received on December 16, 2017 and requested that the 15th FC to consider this problem faced by Nagaland.

While commenting on the special category states,

Kikheto stated that there were only three special category states – Nagaland, Jammu & Kashmir and hill districts of Assam.

However there are now 11 special category states (nearly 33% of the total states in India) and Bihar and Orissa are also seeking for the status.

While stating that Nagaland has no objection towards the government considering states for special category, he re-iterated that Nagaland, Jammu & Kashmir and Arunachal Pradesh should be considered special out of special category states due to the geo-political issues prevailing in these states.

The release informed that that the current workshop was the first consultative workshop for North East and Himalayan Region states, which gave the Commission an opportunity to address the problems faced by the states and gain from the experience insights from the state for timely completion of the preparatory exercise.

All the states in attendance were able to highlight the problems encountered by respective states and the expectations from the fifteenth finance commission.

DIMAPUR: Dimapur District Legal Ser vice Authority (DDLSA) organised a legal awareness programme on Febr uary 15 at MGM Higher Secondary School (MGMHSS).

In the seminar, chief judicial magistrate, Ajungba Imchen, along with the other panel lawyers visited the school and briefed the students on their rights and to understand their circumstantial problems in detail.

The team advised the students to be conscious of how someone treats them and to fight back for their rights.

They also reminded the students about the rights of the consumer

and to be cautious of those retailers who try to deceive us.

According to a press note from the PRO to Governor, Acharya said that Rev. Billy Graham dedicated his life to proclaiming the Gospel of Christ to every part of the world including Nagaland in 1972.

Give BJP a chance to serve Meghalaya: Modi

Phulbari, Feb 22: Exhorting the 18.43 lakh electorates in Meghalaya to vote for BJP, Prime Minister Narendra Modi on Thursday said that the ruling Congress-led government is not taking the people of Meghalaya seriously since they see no political challenge in the state.

“The enthusiasm and support that people of Meghalaya towards the BJP is overwhelming …. I urge the people of Meghalaya to give us a chance to serve the state. We will ensure good governance guided by the philosophy of ‘Sabka Saath, Sabka Vikas,” he said addressing election rally here in Garo Hills.

Garo Hills region in western Meghalaya has 24 assembly segments and was once considered the “heartland” of the former Lok Sabha Speaker, late Purno A. Sangma, who was also the founding member of the National People’s Party (NPP), one of the allies of the BJP at the Centre, Manipur and Rajasthan.

“The Chief Minister of Meghalaya (Mukul Sangma) is a doctor himself but look at the condition of health infrastructure in the state. It is in ruins. Women are forced to deliver babies at home, which poses a great threat to the lives of the mother and baby,” he said.

Wooing the poor families to vote for BJP, the Prime Minister accused the Meghalaya government of not utilizing the funds al-

located to the state meant for building the house for the poor.

On the poor road connectivity in rural areas of Meghalaya, the Prime Minister said that central government has provided around Rs. 470 crore under Pradhan Mantri Gram Sadak Yojana for construction of 1100-Km of road.

However, he said Meghalaya government was unable to spend 50 per cent of the work.

“We have planned to spend around Rs. 180 crore for building of new Shillong airport. Thus, it will improve the possibilities of industrial development besides generation of employment for common man,” Modi said.

He also highlighted about the Saubhagya Yojana which would ensure power for all and Ayushman Bharat which would ensure healthcare for all.

Unlike in Nagaland, where the BJP has stitched an alliance with the newly floated Nationalist Democratic Progressive Party, the BJP is fighting the assembly polls in Meghalaya in 47 seats all alone.

New Delhi, Feb 22 (PTI): The National Investigation Agency (NIA) has arrested a member of a banned Manipuri terrorist organisation who was allegedly a part of the team that carried out an audacious attack on an army convoy

in June 2015, in which 18 soldiers were killed and 15 other injured, an official spokesperson said.

The details of the place of arrest were not given out by the NIA and the spokesman only said 22-year-old Moirangthem Nimaichand

Meitei was also in the team that was involved in the ambush near Paraolen village in Chandel district of Manipur on June 4, 2015, he said. This was the worstever terror attack on the army which saw 18 personnel dead and 15 seriously injured.

The accused was produced before the special judge on February 20 where he was remanded in seven days of NIA custody.

However, sources said the accused had been detained by a combined team of the NIA, Gorkha Rifles and Bishnupur police in Ma-

nipur on February 3 from Ningthoukhong area.

The anti-terror probe agency, which investigated the case, had ascertained that the the total number of militants who participated in the attack was 23 out of whom two were killed in the retaliatory action by the Army in Chandel district of Manipur, officials said.

Army trucks were attacked with ‘Lathod guns’ and grenades by suspected terrorists of NSCN (Khaplang) and other groups. The militants had formed three groups to carry out the attack and explosive-laden cans were planted alongside the road to maximise the damage, they said.

Guwahati, Feb 22 (IANS): A businessman was shot dead by unidentified assailants here, police said on Thursday. The incident took place at around 8.30 p.m., on Wednesday the four assailants on two motorcycles shot Hemant Chousaria from close range while he was returning home after closing his shop in Kailash Nagar, Hatigaon.

The victim was rushed to the Dispur Hospital but was pronounced dead. “We have recovered empty cartridge of 9 mm pistol from the area.

We have also recovered a bag from the place of occurrence with Rs 1 lakh cash,” the police said.

Bangladesh fears exodus of Bengalis from Assam

DHAKA, FEB 22 (Agencies): The ongoing process of compiling the National Register of Citizens in Assam may trigger an exodus of Bengalis and create one more Rohingya-like refugee crisis for Bangladesh, senior officials of Prime Minister Sheikh Hasina’s government said here on Wednesday.

Addressing visiting Indian journalists, they said the process in Assam is threatening India-Bangladesh ties and will be exploited by anti-India elements and Islamic fundamentalists who are challenging the Awami League rule.

“Citizenship issue will be another disappointment after the setback on the sharing of water of the

river Teesta. We believe India should think of its friendship with Bangladesh before going ahead with the full implementation of the citizens register in Assam.

“If the process leads to deportation of a section of the Bengali population of Assam, it will trigger another Rohingya-like refugee crisis,” said Iqbal Shobhan Chowdhury, media adviser to Prime Minister Hasina.

Bangladeshi policymakers are unanimous that the failure to conclude the Teesta water sharing agreement between New Delhi and Dhaka has been disappointing and the ongoing process in Assam will complicate the situation further.

I tanag a r , F e b 2 2 (PTI): Arunachal Pradesh Chief Minister Pema Khandu Thursday termed the rape allegations made against him by a woman last week as “false” and “politically motivated” and said he has full faith on the National Commission for Women (NCW) to decide on the merits of the case.

A woman had filed a complaint with the National Commission for Women (NCW) alleging that Khandu had raped her in 2008.

“I am shocked and saddened by the false allegations against me. I have always conducted myself honourably and with utmost integrity. In my view, these allegations are politically motivated and crafted by my opponents,” Khandu has said in a statement issued by his office yesterday.

It is unfortunate that they have resorted to such “dirty tricks” to bring “dis-

The court, however, found no merit in the complaint and dismissed it by mentioning that “the complaint filed under Section 156(3) of the Criminal Procedure Code is devoid of any merit and complainant is not entitled for the orders as prayed for”.

“The entire episode is in public domain for scrutiny and the chief minister’s office believes that citizens of the state can now clearly see through the conspiracy being hatched against the CM who is growing in popularity by the day for his strict decisions to root out corruption,” the statement added.

IMPHAL, Feb 22: At least 27 college students were injured Thursday after the vehicle they were travelling fell into a gorge in Manipur’s Senapati district. Five of them were said to be in serious condition.

Students of the Don Bosco College, Maram were returning from Khongnem village where they volunteered in destroying illegal poppy cultivation by a joint team of state police and district administration.

On the way back after destroying the poppy plants, the vehicle (Tata Mobile) they were travelling skid off the road and fell into the roadside gorge, injuring all the 27 students. All the injured were immediately rushed to Senapati district hospital. Five seriously injured students were shifted to a hospital in Imphal, the source said.

Reports said that students along with volunteers of NPO and village authority went to destroy the poppy cultivation in the hill range at Khongnem area under Tadubi sub-division of Senapati district along with a team of district police and officials of SDO Tadubi sub-division. The joint team destroyed poppy plants cultivated to around 10 hectares.

Around 50 students of Don Bosco College, Maram were part of voluntary team.

By making such a statement, the Army chief has indulged in politics which is against the constitutional mandate given to him, president of All India United Democratic Front tweeted.

He tweeted: “Gen Rawat has made a political statement, shocking! Why is it a concern for the Army Chief that a political party, based on democratic and secular values, is rising faster than BJP?” Ajmal’s tweets came in response to Rawat’s statement yesterday that AIUDF’s growth has been “faster” than that of the BJP in the 1980s. The Army chief was referring to reports of increase in Muslim population in several Assam districts. Alternative parties like the AIUDF and the AAP have grown because of the misgovernance of big parties, he added.

The MP from Dhubri also tagged the tweets to Twitter handles of Rashtrapati Bhavan and the Prime Minister’s Office asking them to “please take note”.

Scandal in the capital

I

t was an unprecedented, unwarranted and ugly incident in Delhi. It was a continuing proxy war launched by the political party in power at the Centre against the political party in power at the national capital. When television channels broke the report of the alleged assault on the Delhi chief secretary Anshu Prakash by AAP legislators, it shocked the nation. The occasion was a late night meeting at the residence of the Delhi chief minister Arvind Kejriwal to discuss some urgent matters pertaining to release of ration to card holders. The chief secretary Prakash claimed he was physically beaten up by at least two AAP MLAs. The AAP MLAs however disputed the allegation saying there was no assault only verbal assault because the MLAs were angry with the way in which the Delhi chief secretary responded to their pleas for release of ration cards to around 2.5 lakh card holders. The ration cards were purportedly not cleared with Aadhar therefore the holders were denied rations. The chief secretary also reportedly spiked the anger when he refused to respond on the ground that he was not answerable to either the chief minister or MLAs but only to the Lieutenant Governor of Delhi. This was supposedly the flash point. However, the other side of the story was that the AAP MLAs were spoiling for a fight as they would have been for quite some time since the top constitutional head, the Lieutenant Governor and the executive head the chief secretary were creating road blocks in the functioning of the AAP government. This situation is totally unacceptable. No matter what people think of babus; they are a necessity to run a government. One can have grievance. A political party can have serious difference with another or an official or a group of them. But using hands to get even is not only criminal but also indicates a low level mind and that too when the chief minister was present. Does this speak good of the chief minister, who says nothing when his MLAs assault the chief secretary?

The previous Lieutenant Governor Najeed Jung resigned much ahead of the end of his tenure as he wanted peace away from the almost daily battle of words and court litigations with Arvind Kejriwal and the AAP government. The fact is that after Congress was thrown out of the Centre and the Delhi Union Territory, the BJP and AAP had only each other to fight and that they did. Earlier BJP and AAP used to verbally castigate and abuse the Congress as an almost routine affair. As it is, the Delhi Congress, under Ajay Makjen has put a comical stink, by fully backing the BJP and against the AAP in the case. Whether the AAP MLAs behaved like goons or not, has to be investigated before jumping to conclusions by demanding jail terms. The babus on the other hand, have been thrown in an unenviable position. They are made to adopt a non-cooperative stand and even confront the AAP whenever there is an alibi. Such a situation of babus being egged on by the party in power at the Centre and the party ruling the UT are at perennial loggerheads is an unwholesome situation. This calls for an intervention from the Delhi High Court to resolve the impasse between the executive and the legislature. A clear order has to be issued by the court to put everyone in their respective places.

And many of the educated ENPOs have adopted Ao Names though by Tribe they are different from the Missionaries. (Imtilepden is Ao name meaning ‘Chopped off and Gathered from principal Villages’, refer to deeds of Head-hunting days, though the Candidate is a Sangtam).

I am taking keen interest at reading BJP propaganda materials these days of wooing the affable Naga to toe the BJP Fold. The News Papers had earlier produced the Congress Party election promise to subsidize Christian Tour to Jerusalem in case they succeed in the Elections. The BJP imitated the Congress and promised to send 50-selected Nagas to Jerusalem every year FREE if the Nagas vote them to Power in Nagaland.

The Naga Faithfuls, even Half-Faithfuls and Leaders and Laymen, all take great pride and pleasure in going to the Holy Land. All the political Party Leaders know the Naga desire for the Jerusalem Tour.

However, political Parties or Candidates making such cheap propaganda promises during Election time only reveal themselves to the pub-

lic. They mistake the Naga people for a cheap, ignorant, uninformed and easily fooled people.

‘There is a group of ‘NAGA SADHUS’, -the highest Group of Hindu Sadhus in India- they go naked.

The NAGA of Nagaland in the Northeast is no Hindu and there is no Sadhu in the Naga. Without either being a higher or lower Caste Hindu, a Naga Man is more Naga than the ‘NAGA SADHU’ of Hinduism is.

The Naga is no “Scheduled-Caste nor a “Scheduled Tribe”, he is simply Naga People, pure and simple.

Promising to take some Naga to the Holy Land every year, if voted to Power is cheap peanut Politics for the Naga.

Rather than fooling the Naga, it exposes their immature mentality and shallow perception in the political Parties Congress or the BJP. What the Naga do not like in the BJP Governments is the latter’s tolerance of the unlawful activities of the Hindu Organizations persecuting the Christians, other minority communities and intolerance on the Low Castes in India.

Religion like Hinduism is lauded as National and others are decried as Anti-National in the name of Nationalism.

The BJP Governments tolerate and give covering-fire to the Hindutva and Sangh Parivar vigilantes continually violating the Fundamental Rights of the Low Castes, Minorities. They destroy Mosques, Churches, prevents Christians from worshiping in the Church, breaks up Church meetings,prevent foreign Christians leaders from attending Centenaries in the Northeast, kill religious Workers, harass and perpetrate immoral acts on them.

Thus, basically, overall no party in Nagaland hold any credibility. It’s just that through the capability, charm and money power of certain leaders, it might be able to have some semblance of support.

The BJP would still bank on Prime Minister Modi to deliver in Tripura, Meghalaya and Nagaland.

BJP might also be looked up by some to bring in the much needed developmental works in Nagaland. But BJP would have to convince voters why Christmas day had to be selected for ‘Good Governance Day’ and Good Friday for ‘Digital India day’. When one observes the footsteps of BJP and its affiliates, leaders like Rev. Dr. Zelhou Keyho, the General Secretary of Nagaland Baptist Church Council (NBCC) would have genuine reasons to feel insecure about the future of his flock.

Khekiye K Sema (IAS Retd.) the social Activist cum anti-corruption crusader, has added an interesting tale to this year’s election. While the champion of the ACAUT movement might realise how difficult it is to be really ‘clean’ in the Nagaland Election, he does offer a viable option to voters.

But fighting from the Congress ticket would also be a disadvantage because, the Congress, in a large part has defunct units which would take time to recuperate. In the 5th Ghaspani-II constituency from which he is contesting, he would also face two equally competitive candidates. While Zhaleo Rio, the incumbent MLA (now in NDPP) might not have much to show in terms of developmental work, one can’t blame him completely since the government had been in a disarray right from the beginning of his term. But his support structure in the villages are still strong. Dr. Kevingulie Khro, the other candidate from NPF, would also put up a good fight because he was the one who had done the ground work for quite some time and his approachability would also win hearts easily.

Lastly, one should be prepared for surprises in this year’s election results, and we might see some old enemies sitting together again. That’s Nagaland, and our leaders best explain the type of state we live in.

Nagaland has a new political Party –NDPP- (Nationalist Democratic Progressive Party), suddenly popped up, allied with the BJP. It is not by a specific Naga Tribe that brought the BJP to Nagaland.

The Party has not done anything illegal, though it has given twenty Nagaland Assembly Seats to their socalled coalition Partner before the Government of Nagaland is formed and its new Chief Ministerial candidate sings praises unto the virtues of its alliance, claiming the BJP is out to protect Christian Religion in Nagaland.

It is because of the Naga gullibility for such self-serving politics that Nagaland is in such perplexity, indecisiveness and directionless condition and has grown so uncomfortable with the promises of the politicians.

lean Election movement spearheaded by the churches and civil societies educate the citizens of the state not to buy and sell votes. Many believers and concerned citizens are not taking bribes. They know that it is evil to sell their votes. Those who have taken bribe have sold themselves to the candidates. They are purchased like domestic animals. They are not they owned, they belong to someone who bribed them. They become valueless, voiceless and powerless. When the candidates win the election, they do not have to help those who have taken bribe because they are already paid. The contesting candidates know this very well.

In spite of knowing the evil of bribery, the contesting candidates seem to be competing in buying votes in order to win the election. They distribute money to individuals and households.

However, Clean Election Movement has a good impact. Indeed, it is helping the contesting candidates. Many committed Christians refuse to take money from the candidates and party workers. They signed Clean Election Pledge Card and sticking to their commitment to God. God must be very pleased with them.

But those who are not born again Christians are demanding more money from contesting candidates. They seem to be costlier.

What does the word of God says about bribery or buying and selling votes? The word of God clearly states that it is evil. Exodus 23:8 says, “You shall not take bribe, for a bride blinds the officials, and the cause of those who are in the right.” Deut. 27:25 states, “curse be anyone who takes a bribe to shed innocent blood.” Bribery is evil and thus it is a curse.

It is a sin for it breaks the law of God. It further says. “a gift in secret averts anger; and a concealed bribe in the bosom, strong wrath” (Proverbs 21:14).

The anger of the Lord is upon those who give bribe and those who take bribe. Because bribery prevents justice, it takes away development fund; it takes away the share of the poor and needy people. Those who pay bribe and take bribe secretly take away public money that is for the development of good roads, good educational institutions, good hospitals and for the improvement of our economy. Therefore, it is a sin and God’s wrong wrath will be upon those people.

Only few days left to cast votes, candidates and party workers may come to your home to plea for votes. They may give you Rs. 5000/to Rs. 30,000/- or less or more. When they come to us let us pray with them. But do not take bribe. We decide and vote for the candidate we think best for the society. It would be very righteous before God that we do not to sell our votes. We are created in the image of God. We are redeemed by the blood of Jesus Christ. We belong to God. It will be a curse to sell ourselves. Let us not make ourselves cheap like purchasable commodity. May God guard us from the temptation of bribery.

Divers Temptations in Nagaland (James 1: 2 K1V)

ames realized that his readers were undergoing severe trials, and wanted them to realize how will faith react under trial.

He aware that all kinks of temptations would beset those first-century Christians, and of course the same is also true in our land today.

The most crucial word in James 1:2 is “temptations.” The word “temptation” simply mean “testing’, This testing can be used either in the positive sense of testing to bring about that which is good or in the negative sense of testing to bring about that which is bad. The context must reveal which use of word testing is intended.

The test result and award will be given to the concern person after the test. Your award depends on whether you stand the test today or not.

God allow trials or testings for various reasons, but it is Satan and the flesh who tempt us to sin. Trials are not a mark of God’s disfavor. Trials do not mean that God has turned His back on us. Instead, when we profess that we have faith, we should expect testings to come into our lives to reveal the solidarity of our faith.

We, the Nagas are in the divers temptations. All of us, called ourselves “Believers of Jesus Christ”. Let everyone pose a question, “am I really a believer of Jesus Christ?” “Let no man say when he is tempted, I am tempted of God: for God cannot be tempted with evil, neither tempteth he any man.” No believer of Jesus Christ, should ever blame Jesus Christ when

you are tempted to do evil.

Jesus Christ never tempted you to do anything evil-and He never brings a test into someone’s life with the purpose of enticing him to do what is evil. When testings come, each believers of Christ should be on guard so that he is not driven from the way of life which is in Christ.

In the days of Nebuchadnezzar, king of Babylon, he erected a huge golden image and ordered every person to worship it.

Those failing to worship the image would be immediately thrown into a blazing furnace, the penalty he gave. The three Jewish hostages: Shadrach, Meshach and Abednego stood strong in their faith not to bow

down to the idol (Daniel 3:1-16). They firmly stated, “0 Nebuchadnezzar... If we are thrown into the blazing furnace, the God we serve is able to save us from it, and he will rescue us from your hand, 0 king.

But even if he does not, we want you to know, 0 king, that we will not serve your gods or worship the image of gold you have set up.”

(Daniel 3: 16-18. NIV) This is the faith and stand of the believers of Christ in front of the tests and temptations. God saved them in the fire (Daniel 3: 19-27). Where are we today? What is your stand as far as your faith is concern? Are we strong enough before this huge golden image of our day?

Are we willing to sacrifice our faith for development, money or fame? Our faith is not to be compromised with anything in the world.

May our God tell us one day, “Well done”, you have stood strong in trials and triumph over the tests that came across your way.

Some people blame God for their sin, “could God not have made a man that did not sin?” Yes, He could have, but God wanted a creature who could serve Him because of love rather than because he could not do otherwise. Sin comes from the heart, not from the environment of an individual.

The news of Dr. Billy Graham’s demise brings immense sense of loss. An unparalleled beauty adorned with uncommon qualities, yet so humble and simple was Billy Graham. He was calm but firm, zealous in evangelism but respectful in dealing, a public man but a personal friend to many. Undoubtedly, he was “the” evangelist of the twentieth century, whose life touched millions of lives across the globe, including our shattered Nagaland. Rose to worldwide fame, but returned it all to Jesus. He will be remembered by the world, and will remain an unmatched inspiration to those who would as well choose to serve his Jesus.

Billy Graham had made a remarkable impression on Kohima with his “Billy Graham Evangelistic Crusade” in 1972, which elderly folks can fondly recall. His unquestionable love for Jesus, untainted integrity and unswerving commitment to Jesus Christ are his trademarks. Amidst the loss and earthly sadness, we ought to celebrate this great life for who he was, fashioned by God – a man of God! And be thankful for such gift of God to our time.

As the earthly things grew dimmer and heaven became brighter for him this day, I believe his dearest Savior and Lord Jesus had readily embraced him with these loving words – “Very well done! My friend” – and cheered by hosts of grateful people there at his homecoming! What a life lived for God! What a treasure for the church!

What a testimony that a life soaked in the Holy Spirit can become! Billy Graham will be missed dearly.

No proposal to merge 4G speed in India slowest in world 86% of bank frauds tied to BSNL, MTNL: Manoj Sinha loans; 99% in case of PNB linked to advances.

According to experts and bankers, advancesrelated frauds result out of breach of trust and contract, and involve misuse of letters of credit or guarantees, submission of forged or fake documents to avail loans and mortgaging of assets that don’t exist or have been pledged elsewhere and so on.

Pinkerton, a private investigation firm that has worked with multiple banks, including Public Sector Banks (PSBs), has found that in its experience, the most popular modus operandi for such frauds include: Colluding with bank officials; paper forgery; using same collateral for obtaining loans; fake know-your-customer (KYC) documents; floating new firms while hiding previous ones; fictitious sales and beefing up of transactions et al.

Prof Charan Singh, former RBI Chair Professor at the IIM-B, says: “So long as there is money, the greed to obtain it in whichever way possible cannot be rid from the system.

But what the government and the banks can do is install systems that minimise such frauds. We need an overhauling, from period transfers of all employees in banks to making top

management and directors liable, there needs to be a complete cleansing of the system.”

A working paper titled “Frauds in the Indian Banking Industry,” published by Prof Singh and his associates points out: “...Big frauds aren’t so easy to commit and often results because bank officials collude with borrowers and sometimes even with officials of third parties such as advocates or chartered accountants (CAs).”

It goes on to say that third parties such as the CAs or the advocates often get away as it is nearly impossible for the banks to prove criminal intent on the part of such persons due to various reasons such as lack of clear understanding of legal matters to bankers, and lack of expertise and legal advice on this subject, and unwillingness to reveal some sensitive data to courts/ public domain.

While agreeing with these observations, Netrika Consulting Managing Director Sanjay Kaushik said that such frauds indicate a larger systemic issue that needs addressing professionally, using globally-accepted tools and best practices and that mere troubleshooting after a scam has been unearthed won’t take the system too far.

New Delhi, Feb 22 (PTI): Telecom Minister Manoj Sinha Thursday said there are no plans at present to merge BSNL and MTNL, but asserted that the strategic plan outlined for promoting synergy among state-owned telecom firms will strengthen and benefit both the organisations.

“There is no thinking in government on merging the two. But we are taking steps to ensure that collaboration between MTNL (Mahanagar Telephone Nigam Ltd) and BSNL (Bharat Sanchar Nigam Ltd) strengthens and benefits both the organisations,” Sinha said.

He was speaking to reporters on the sidelines of an event to unveil the strategic plan for telecom and organisation under Department of Telecom.

DoT today unveiled a strategic plan for bringing together state-owned com-

panies and organisations in the sector for promoting greater operational synergy among them, including effective utilisation of human resources as well as land and buildings.

Asked whether the telecom ministry will intervene in the ongoing face-off between established private operators under COAI and telecom regulator Trai over the latter’s policies and regulations, the Minister pointed out that the regulator is “independent”. “Trai is an independent regulator.

Whatever the ministry has to do, it will do so with fairness and without bias,” he said.

Mobile operators under the aegis of COAI have alleged that decisions by the Telecom Regulatory Authority of India (Trai) have put all but one operator at a huge disadvantage, and that its regulations had distorted the market.

However, stronger regulatory efforts to clean-up bad loan problems, combined with planned recapitalisation of state banks, could help support a recovery in the sector over the medium term, the US-based agency said in a statement. Regulators appear increasingly impatient with the slow resolution of NPL stock, which has prolonged the

BENGALURU, Feb 22 (Agencies): While 86% of all frauds are advancerelated in India for the year 2016-17, it was 99% at the Punjab National Bank (PNB) which experts say points to a series of collusions and connivance from insiders.

But PNB is not the only with such exposure: A total of 26 banks have reported that more than 97% of their frauds were advance related, of which 15 of them have it at 99% or more. Another eight banks have said that such frauds account for 90% to 95% of frauds.

Data from the RBI shows that of the Rs 23,903 crore lost to frauds in 201617, 86% or Rs 20,561 crore were lost to advance related frauds. In case of PNB, of the Rs 2,808 crore lost to frauds, Rs 2,788 crore or 99.29% was linked to advances.

While RBI is in the process of compiling figures for the year 2017-18, data for the three years ending March 31, 2016 show that 67% of total frauds were linked to advances, which means that in 2016-17 there has been an increase of 28%. In the said period (three years), banks lost a total of Rs 22,743 crore to frauds, of which Rs 15,238 crore was

NEW DELHI, Feb 22 (Agencies): India may be going digital, but highspeed internet on mobile phones still remains a challenge, even on 4G. Despite telecom companies announcing massive rollout of 4G services, the average network speed in India remains the slowest across countries having substantial telecom networks, lagging even Pakistan, Algeria, Kazakhstan and Tunisia.

According to a list prepared by mobile analytics company OpenSignal, 4G download speed in India is the slowest across 88 countries spanning six continents. This is despite the fact that 4G has been expanding at a rapid pace across the country, and networks are being upgraded from slower 2G services.

NEW DELHI, FEB 22 (IANS): The CBI on Thursday continued questioning Rotomac owner Vikram Kothari and his son Rahul in connection with the Rs 3,695 crore loan default case. A senior Central Bureau of Investigation (CBI) official confirmed that the two were being questioned again on Thursday.

This is the four th consecutive day of their questioning. On the first two days the probe agency quized them and searched their residences and office premises in Kanpur, Uttar Pradesh.

NEW DELHI, FEB 22 (IANS): The CBI on Thursday registered a case and booked five persons on charges of uploading and circulating child pornography through a Whatsapp group that had 119 members from both India and abroad.

Calling the activity a “global crime”, the Central Bureau of Investigation (CBI) busted the racket on the basis of intelligence inputs.

The members of the group -- KidsXXX -- included members of foreign countries like the US, China, Pakistan and Brazil, Afghanistan, Sri Lanka, Kenya, Nigeria, Mexico and New Zealand, besides India.

Administrators of the Whatsapp group were identified as Nikhil Verma, Satyendra Chauhan, Nafees Raja, Zahid and Adarsh.

A case has been filed against them under Section 67-B of the Information Technology Act and the provisions of Protection of Children from Sexual Offences Act (POCSO).

The central agency is planning to write to the investigators of the foreign countries concerned, whose members are part of the Whatsapp group. The minor victims in the videos and photos are, however, yet to be identified, the CBI spokesperson said.

The CBI on Tuesday also searched the premises of the group’s administrators in Delhi, Uttar Pradesh and Maharashtra and recovered computers, hard disks, phones and incriminating videos and photos of children being sexually abused.

The CBI official said they are investigating all angles in this case including a well-organised racket shooting children’s sexual abuse videos and selling them in the virtual world.

Contours of solutions to Delhi sealing issue almost ready: Puri NEW DELHI, FEB 22 (PTI): Union minister Hardeep Singh Puri today said “contours of the solution” to the problem of the ongoing sealing drive in the national capital was “almost ready” and asked for “slight patience” to provide relief to traders.

The DDA had proposed to amend the master plan by providing uniform Floor Area Ratio (FAR) for shop-cum-residence plots or complexes on par with residential plots, as given to properties on mixed-use street.

DIMAPUR: In order to conduct a clean, free and fair election, Dimapur district administration has organized various surveillance teams in the form of static surveillance teams and flying squads, video surveillance team, central paramilitary forces, Assam Rifles etc totaling to more than thousand personnel.

Dr. Shürhozelie said that despite atrocities and violence meted out to Christians across the nation, Nagaland state upholds Article 25 of the constitution which safeguards freedom to profess, practice and propagate his own religion.

However, he lamented that Christians do not enjoy such right in most of the BJP-ruled states where the church leaders, pastors face harassment every day and missionaries from abroad could not enter India freely. He also cited recent denial of Visa to one of the missionaries from World Baptist Alliance to India.

Nirav’s PNB fraud started in 2008, arrested bank officials tell CBI NEW DELHI, FEB 22 (IANS): The practice of illegally issuing Letters of Undertaking (LoUs) and Foreign Letter of Credit (FLCs) and then rolling them over to favour Nirav Modi and Mehul Choksi groups started in 2008 and continued till these were discovered in January this year, according to CBI officials.

The illicit activities resulting in fraud of Rs 11,300 crore occurred under the nose of top Punjab National Bank officials but they claimed to be unaware of the scam.

The decision to observe the silent protest during lunch break, came two days after Chief Secretary Anshu Prakash alleged that he was beaten up by two Aam Aadmi Party MLAs in the presence of Chief Minister Arvind Kejriwal.

The alleged assault took place at the Chief Minister’s residence on Monday midnight, where Prakash was summoned for an emergency meeting.

Florida shooting: Trump suggests arming teachers

WASHINGTON, FEB 22 (IANS): US President Donald Trump met survivors and families of the victims that were killed in the Florida school shooting and suggested that teachers and staff members should be provided with arms to avert such massacres, the media reported.

Tr ump’s comment came during a White House “listening session” on Wednesday which was attended by families and students including six survivors from Marjory Stoneman Douglas High School in Parkland, Florida, where a 19-year-old man Nikolas Cruz armed with an assault rifle killed 17 people on February 14, reports CNN. The event brought Trump face-to-face with

students and parents who have demanded action on gun violence.

“If you had a teacher who was adept with the firearm, they could end the attack very quickly,” he said, stating that schools could arm up to 20 per ent of their teachers to stop “maniacs” who may try and attack them.

“This would be obviously only for people who were very adept at handling a gun, and it would be, it’s called concealed carry, where a teacher would have a concealed gun on them. They’d go for special training and they would be there and you would no longer have a gun-free zone,” Trump said. “Gunfree zone to a maniac -- because they’re all cowards -- a gun-free zone is ‘let’s go

in and let’s attack because bullets aren’t coming back at us’.” Acknowledging that the idea was controversial, Trump said that his administration would give it serious study.

The President also called for more mental institutions and hospitals in addition to the idea of arming teachers.

Trump’s idea of arming teachers and school staff was met with support from many of the attendees, CNN reported.

Fred Abt, father of Parkland shooting survivor Carson Abt, said he had discussed with Education Secretary Betsy DeVos that rather than waiting for first responders to arrive, it would be more efficient to have firearms locked on school campuses.

“One possible solution, which may not be very popular, would be to have people in the school, teachers, administrators who have volunteered to have a firearm safely locked in the classroom who are given training throughout the year,” he said.

“There are plenty of teachers who are already licensed to carry firearms, have them raise their hands to volunteer for the training, and when something like this starts, the first responders are already on campus.

Andrew Pollack, a father of one of the 17 victims who died in the Florida shooting, said he was speaking because his daughter couldn’t.

China no threat to Australia, says Turnbull CANBERRA, FEB 22 (IANS): China is not a threat to Australia because it lacks “any hostile intent”, Prime Minister Malcolm Turnbull said here on Thursday as he embarked on his US visit.

Turnbull while speaking to the media, sought to play down a more hostile approach to China by the US, rejecting the “out-ofdate cold-war prism” of seeing the two super-powers as in competition, reports the Guardian.

Asked if the US viewed China as a “strategic threat”, unlike Australia, Turnbull replied that “a threat is a combination of capability and intent”.

“China has enormous capability, and of course it’s growing [as it becomes] more prosperous … but we do not see any hostile intent from China.

“We do not describe China as a threat,” the Prime Minister said.

According to the Prime Minister, Australia and US President Donald Trump, did not view the Asia-Pacific region “through an outof-date cold-war prism”, citing Trump’s business experience to demonstrate he “understands the economic significance of China’s rise and its opportunity”.

BERLIN, FEB 22 (AGENCIES): German Chancellor Angela Merkel pressed European member states Thursday to do their share in helping to deal with the large influx of migrants, work together to strengthen external borders and fight the problems causing people to flee their homelands, reports AP. Speaking to Parliament before a meeting with other EU leaders Friday in Brussels, Merkel stressed that countries need to remember that “solidarity is not a one-

way street” — a statement that seemed to take aim at eastern European members who have benefited from EU funding, but have been resisting taking in refugees.

“It is up to all member states never to lose sight of their responsibility for the whole,” she said, without naming any individual nations. “And that, of course, includes safeguarding our common European values on which the European Union was established.”

Germany took in by far the largest number of

migrants since 2015. Hungary, Poland and the Czech Republic are being sued by the European Commission for refusing to accept their share.

Merkel says EU leaders need to agree upon a fair quota system for taking in asylum-seekers, saying that the goal is to have “significant steps” concluded by June. She said she would approach the negotiations with “tenacity and patience.”

She said Germany also plans to become more engaged in European matters overall, noting that her conservative bloc’s coalition agreement with the Social Democrats — who still need to approve it before a new government is formed — stresses the importance of Europe.

“Germany can only do well in the long term when Europe does also,” she said.

Among other issues she said Germany would push for the Brussels summit was how to make the EU more competitive in China, resolving conflicts in places like Syria, Libya and Ukraine, and how to move ahead after Britain leaves the trade bloc.

The newly released report ranked 40 urban areas across the US based on pest and litter data from the American Housing Survey, air pollution data from the Environmental Protection Agency and population estimates from the US Census Bureau, Xinhua reported.

Chaos deepens in Syria enclave, global outcry grows

DOUMA (SYRIA), FEB 22 (AGENCIES): The Syrian regime rained rockets and bombs on Eastern Ghouta Thursday, killing another 19 civilians as international pressure mounted to stop the carnage in the rebel-held enclave, reports AFP. Calls for a humanitarian truce in one of the bloodiest episodes of Syria’s seven-year-old conflict went unheeded as the death toll for Damascus’s five-day blitz rose to 368.

The United Nations chief said the bloodshed wreaked by the aerial campaign had turned Eastern Ghouta into “hell on earth”, while German Chancellor Angela Merkel called for an end to the “massacre”.

Residents huddled in basements as government forces pounded the besieged enclave with rockets and bombs, turning towns into fields of ruins and even hitting hospitals.

Taliban attack local police; eight killed KABUL, FEB 22 (AP): An Afghan official says Taliban fighters have attacked a police security post in central Ghazni province, killing eight local police.

Arif Noori, spokesman for the provincial governor, said today the attack happened the previous night.

He said the insurgents attacked from four sides using heavy weapons, including artillery, killing eight police and wounding another in a two-hour attack.

Government reinforcement reached the area too late to stop the attack, Noori said.

Zabihullah Mujahid, spokesman for the Taliban, claimed responsibility for the attack in a statement, and said nine local police were killed and one other captured in the attack.

According to Doctors Without Borders, 13 of the facilities it supports in Eastern Ghouta were damaged or destroyed in three days, leaving remaining staff with very little to save the hundreds of wounded brought to them every day.

In the hospital mortuary in Douma, the main town in the enclave just east of Damascus, bodies wrapped in white shrouds were already lining up on the floor, two of them children.

Little pools of blood dotted the way to the hospital, where most of the victims of the sustained rocket fire unleashed by government troops on Thursday were taken.

“The rocket fire hasn’t stopped this morning. Around 200 groundto-ground rockets struck Douma alone,” said Rami Abdel Rahman, head of the Syrian Observatory for Human Rights.

Morning rain appeared to initially keep warplanes away but the sky cleared by midday and jets, some of them Russian according to the Observatory, soon returned.

Russia has so far denied direct involvement in the assault on Ghouta but the pro-government Syrian newspaper Al-Watan reported on Thursday that Russian warplanes and advisers had joined the battle.

Regime and allied forces have been massing around the enclave, in which an estimated 400,000 people live, ahead of a likely ground offensive to flush out holdout Islamist and jihadist groups.

The brief respite provided by the rain on Thursday encouraged some residents to venture out of their basements and shelters, to buy food, check on their property or enquire about their relatives and neighbours.

Explosion at US embassy in Montenegro’s capital city

PODGORICA (MONTENEGRO), FEB 22 (IANS): An unidentified attacker threw an explosive device at the US embassy in Montenegro’s capital city Podgorica, before blowing himself up with another bomb, police said on Thursday. The attack took place around midnight on Wednesday, reports Xinhua news agency.

“Immediately before the suicide, the person threw an explosive device into the compound of the embassy from an intersection near the sports centre in Podgorica,” the police said. It added that the explosive device was most likely a hand grenade.

Identification of the assailant was underway. The US

State Department said that the embassy has been conducting an internal review to confirm the safety of all staff, according to spokesperson Heather Nauert.

“The immediate holding of free presidential and parliamentary elections -- of course without their being engineered by the Guardian Council and without interference by military or security bodies so that people have

Details on Graham’s death, funeral service released ASHEVILLE (North Carolina), FEB 22 (agencies): The Rev. Billy Graham passed away in his sleep Wednesday morning, and though no family members were present, a spokesman said his passing was peaceful.

“It was described by nurse and doctor as a very peaceful passing,” said Mark DeMoss, a spokesman for the Billy Graham Evangelistic Association.

“He was not in any pain, and he wouldn’t have suffered any.” The association held a press conference Wednesday night at the Billy Graham headquarters in Charlotte to announce details of funeral plans and to talk about Graham’s final moments. At age 99, Graham suffered from several maladies, including vision and hearing loss, as well as Parkinson’s-like symptoms diagnosed nearly 20 years ago.

In a televised press conference from Iloilo -- a city located 460 km south of Manila -- Duterte said Philippines-based Rappler was “sponsored” by the CIA as “it takes every chance to undermine” his administration in order to destabilize it.

“That is the history of America’s CIA. They take care of the political dissenters because eventually they will choose a candidate that they can manipulate like this,” the leader said.

Duterte’s remarks came days after an intelligence report by the US suggested

Duterte was a “threat to democracy” in Asia and compared him to autocratic heads of state in the region, including Cambodia’s Hun Sen. The document referred mainly to Duterte’s “war on drugs”, which has led to over 7,000 deaths in the Philippines, according to estimates, as well as other controversial proposals of the President, Efe news reported. arner Bros have announced an escape room themed after the forthcoming Tomb Raider film adaptation starring Alicia Vikander.

Tomb Raider Escape, the world’s first escape room using actual film sets, and is set to open for a limited time in east London on Friday, March 9. Participants will be required to uncover the mysterious Tomb of the Mother of Death.

Lasting 30 minutes, the multi-room experience is inspired by the film, using its props to create an immersive experience based on consultation with production designer Gary

Freeman.

Contestants in the escape room will be able to explore sets from the film and “take on physical and mental challenges that Lara faces.”

Officials from both clubs have been in talks since December over the 21-year-old, who has been likened to Barcelona great Xavi Hernandez, reports Xinhua.

“You could say that it’s 90 per cent complete. There are just some little details remaining,” Globoesporte quoted a Barcelona official as saying. It added that all parties had agreed in principal to a five-year contract, meaning Arthur would be tied to the Catalan club until early 2024.

Russian curler Alexander Krushelnitsky was stripped of his Pyeongchang Winter Olympics bronze medal on Thursday.

PYEONGCHANG, Feb 22 (Agencies): Russian curler Alexander Krushelnitsky was stripped of his Pyeongchang Winter Olympics bronze medal Thursday after admitting doping, the Court of Arbitration for Sport said.

The 25-year-old was one of 168 Russian athletes who passed rigorous testing to compete as neutrals in Pyeongchang after Russia were banned over a major doping scandal.

“The athlete has admitted the anti-doping rule violation; he is disqualified from the mixed doubles curling event,” the court said in a statement.

Krushelnitsky, who won mixed doubles bronze along with his wife, Anastasia Bryzgalova, has protested his innocence and officials have hinted at foul play.

But Kr ushelnitsky decided not to contest Thursday’s CAS hearing, saying it was “stupid to deny” testing positive for meldonium, an endurance booster.

However, CAS said Kr ushelnitsky, who is provisionally suspended, “reserved his rights to seek the elimination or reduction of any period of ineligibility based on ‘no fault or negligence’

following the conclusion of the Games”.

The Inter national Olympic Committee will this week decide whether to lift Russia’s suspension in time for Russian athletes to carry the national flag at Sunday’s closing ceremony, taking into account the conduct of their athletes in Pyeongchang.

No FA action against Firmino over Holgate spat LO N D O N, F e b 2 2 (Agencies): Liverpool forward Roberto Firmino will face no disciplinary action following his clash with Everton’s Mason Holgate in the FA Cup third-round tie at Anfield last month.

Officials announced on Wednesday there was insufficient evidence to uphold an allegation of “discriminatory conduct” during the Merseyside derby clash.

Firmino and Holgate were involved in an angry exchange after the Everton defender pushed the Brazilian into the front row of the stand shortly before half-time of Liverpool’s 2-1 win.

Words were exchanged which left the 21-year-old Holgate incensed. Referee Bobby Madley made reference to an allegedly racist remark that had been reported to him, understood to be by the Everton defender on the pitch and Everton officials after the match. That prompted the FA, English football’s governing body, to look into the incident.

However, a FA statement issued Wednesday said: “Following a detailed investigation into an allegation of discriminatory conduct against Liverpool’s Roberto Firmino by Everton’s Mason Holgate, the FA can confirm that it will not be taking any disciplinary action against Firmino.”
