GUWAHATI, FEB 22 (IANS): Prime Minister Narendra Modi on Monday said that India’s growth engine would be further boosted with the development of Assam and the northeastern region. Addressing a massive public gathering at Silapathar in eastern Assam’s Dhemaji district, the Prime

Minister said that the ‘Aatmanirbhar Bharat’ vision would be further strengthened with the ‘Aatmanirbhar Assam’ and North East. “To achieve the Atmanirbhar Bharat vision continuous endeavours are going on. Whenever I visit Assam, I get the fresh impetus and inspirations to do more for the North Eastern

region,” Modi said after inaugurating and laying foundation stones of five mega projects worth Rs 3,000 crore in gas, oil and education sectors. “We are correcting the faults of the previous governments. If the policy is accurate, destiny would be perfect. Connectivity, health, education and infrastructure developments were ignored by the previous governments.” The Prime Minister said that the government is trying to give engineering and medical education in local languages so that its benefit could be obtained by the poor students and learners residing in the far-flung areas. Referring to the song of great singer and composer Bhupen Hazarika and rich Assamese cinema, Modi said that Assam’s all-round

development would make the development of India easier. “The entire world is now respectful of India’s engineering and technological milestones,” he pointed out. The Prime Minister said that as the government is working with the mantra of ‘Sabka Saath, Sabka Vikas, Sabka Vishwas’, LPG and electricity connections are being given to 100% households in Assam and other parts of India as these were earlier available to less than 40 to 50% familes. Union Minister for Petroleum and Natural Gas Dharmendra Pradhan said that Rs 95,000 crore would be invested in Assam’s gas and oil sector for the projects initiated by the Prime Minister on Monday. DIMAPUR, FEB 22 (NPN): No new COVID-19 positive cases were reported in Nagaland on Monday, while the active cases also dropped to 12. With this, the state’s total caseload stood at 12192. Altogether 11937 patients have recuperated from the infection till date. Meanwhile, 27,764 vaccine doses were administered across the state till date. State immunization officer Dr. Ritu Thurr, said 42% of the registered healthcare workers and 28% of frontline workers were inoculated the first dose and 4,418 healthcare workers completed the full two doses. DIMAPUR, FEB 22 (NPN): The State government on Monday announced a marginal decrease in the Sales Tax on petroleum products including motor spirit and lubricants, with effect from midnight of February 22, 2021. As per a notification issued in this regard, the Finance department, in exercise of powers conferred by sub section 3 of Section 3A of the Nagaland (Sale of

Petroleum and Petroleum Products Including Motor Spirit and Lubricants) Taxation Act, 1967 (as amended), reduced the sales tax on diesel from 17.50 per cent (Rs 11.08) per litre to 16.50 per cent (Rs 10.51) per litre), whichever is higher. Similarly, the sales tax on petrol has been reduced from 29.80 per cent (Rs18.26) per litre to 25 per cent (Rs 16.04) per litre, whichever is higher, the Finance department stated.

Opposition alliance of NR Congress-AIADMK-BJP said they would look at the option of forming a government only after holding discussions among allies. Before the walkout, the Narayanasamy delivered an hour-long speech in which he described “the strategies of the BJP” to topple his government as “nothing but political prostitution”, and said that those who had deserted the coalition would be called “opportunists” by voters. Later, speaking to The Indian Express at his residence, Narayansamy accused BJP of luring his ministers and MLAs. “They did that to ensure a caretaker government in Puducherry during the polls,” he alleged.

Govt appeals Aqahuto CSOs to withdraw agitation KIN urges for peace DIMAPUR, FEB 22 (NPN): Deputy Commissioner (DC), Dimapur Rajesh Soundararajan has informed the SDO(C) Dhansiripar that in lieu of the letter from the Commissioner Nagaland (CN), he has directed the SDO(C) to appeal to the Aqahuto Area Civil Society (AACS), to withdraw the 7-day ultimatum as the government was in the process of looking into the demands from the AACS. The DC forwarded the copy of the letter received from the Commissioner Nagaland. In the letter, the CN stated that the copy of the ultimatum dated February

16 has been received by the government on February 20. The CN said since the ultimatum coincided with the recent budget session, all heads of government departments were concentrated with the assembly matters. However, the CN said the 8-point charter of demands required more time as the contentious issues required proper examination and processing through statutory norms and procedures. On demand No.1, the CN said the plight of the villagers of the area for better communication facility was duly acknowledged and the government was in the process of taking

necessary exercise by the authority responsible and then take it up with MoRTH ministry. On demand No.2. CN stated that it was definitely the primary concern of the government but the process got hampered due to the pandemic in 2020 but the cabinet committee recently resumed discussion. The CN said owing to the sensitivity of the matter, it would require due diligence and cannot be dictated for finalisation within a given week’s time. DIMAPUR, FEB 22 (NPN): Kuki Inpi Nagaland (KIN) has warned of a potential tension in Peren district, particularly in Khehoi-Mhainamtsi area, and appealed to the district administration and State government to intervene before it further deteriorates and restore peace and normalcy in the area. KIN, through its media cell secretary Lallenmang Singson said that the situation had left everyone with consternation and a feeling of insecurity. When every individual/ organisation was tirelessly working for peace to prevail in the land, KIN said sudden escalation of incident was most undesirable. As such, KIN appealed to all concerned to refrain from further confrontation and violence but solve the issue through mutual understanding with a sense of brotherhood and in true Christian spirit.

DIMAPUR, FEB 22 (NPN): Nagaland Foothills Road Co-ordination Committee (NFHRCC) has appealed to chief minister Neiphiu Rio to provide necessary funds as the working season was running out of time. According to NFHRCC convenor Supu Jamir and assistant general secretary Chenithung Humtsoe, it was learnt from the Finance department that the file with regard to the construction of motorable road before the onset of the monsoon season was already endorsed to the chief minister’s office. Around 200 students from Phek from various educational institutions have enrolled for the free coaching class. Farm laws have been amended to ensure their produce reaches international markets, the prime minister said. He said his government has earmarked Rs 20,000 crore for strengthening the fisheries sector and Assam will hugely benefit from it. NEW DELHI, FEB 22 (PTI): Union Home Minister Amit Shah on Monday reviewed the COVID-19 situation in the country in the wake of sudden spike in cases in a few states. The review meeting was also attended by Union Health Minister Harsh Vardhan, Home Secretary Ajay Bhalla and top officials of the two ministries. The home minister took stock of the coronavirus situation in the country, particularly in the states which have witnessed a spike in cases recently, a home ministry official said. The ongoing vaccination drive and the steps needed to check further spread of the virus were discussed in the meeting, the official said. The possible assistance to be offered to the affected states was also discussed in the meeting, another official said. The review meeting was also attended by Union

Health Minister Harsh Vardhan, Home Secretary Ajay Bhalla and top officials of the two ministries. There have been reports of sudden spike in the number of COVID-19 cases in states. According to the Union Health Ministry, the surge in active cases is due to Maharashtra, Kerala, Chhattisgarh, Punjab and Madhya Pradesh reporting a spike in the daily infections. People coming to Madhya Pradesh from Maharashtra will be subjected to thermal screening, government officials said in Bhopal. In Karnataka, Health Minister K Sudhakar cautioned people against negligence towards observing COVID protocols, and of stricter steps if the number of cases increase. He said marshals would be deployed to monitor weddings as they were taking place without any norms or guidelines being followed.

In the national capital, Delhi Lieutenant Governor Anil Baijal directed authorities to take all necessary steps to prevent any rise in COVID-19 cases in view of the surge in some states. Public buses and metro trains will run at their current limited capacities for at least two more weeks with the Delhi Disaster Management Authority deciding to maintain status quo on the number of passengers, sources said. After logging over 6,000 COVID-19 cases for three days in a row, Maharashtra reported 5,210 fresh infections on Monday. In Mumbai, the number of single-day infections dropped to 760 after reporting over 900 fresh cases for two consecutive days. In Madhya Pradesh, Chief Minister Shivraj Singh Chouhan issued several directives while reviewing the coronavirus situation in the state at a meeting in Bhopal.

Slamming the Union Finance Minister, Srinivas said that Nirmala Sitharaman says that rising prices of petrol and diesel is no longer under the government’s control. “To whose account is the 100 per cent excise duty going? The common people of the country are reeling under the fire of inflation, but the government seems to have found an opportunity in disaster,” he said. Srinivas also condemned the arrest of Disha Ravi in connection with the toolkit case and said that the character of the nation is being destroyed as the right of expression is being abolished. He said that her arrest is a violation of her democratic rights and this type

of incident is against the democratic tradition of the country. “The government is afraid of criticism and is indulging in the practice of arresting the critics,” the IYC chief said. Srinivas demanded that the government should take concrete steps to control the rising inflation at the earliest and work to provide relief to the people, especially young talented youth like Disha Ravi. IYC’s national media in-charge Rahul Rao said that the government has no understanding of the economy as inflation is increasing day by day. “We demand that the government should roll back the prices of petrol, diesel and LPG cylinders with immediate effect,” Rao said.

LUCKNOW, FEB 22 (PTI): With a target of making Uttar Pradesh ‘atmanirbhar’, the Yogi Adityanath government on Monday presented a Rs 5,50,270.78 crore budget for financial year 202122 in the state Assembly. With Assembly elections in the state less than a year away, the budget includes new schemes of Rs 27,598.40 crore, with infrastructure development bagging the lion’s share. The budget presented by Finance Minister Suresh Kumar Khanna, in the presence of the chief minister, is over Rs 37,410 crore more than the previous year’s budget size, making it the largest fund allocation in the state. Reading out the budget speech from a laptop, Khanna said the target was

to make Uttar Pradesh “atmanirbhar” and ensure all round development of the state. This is the Adityanath government’s first paperless budget. The budget for 202122, is also the last budget of the present Adityanath government before the next UP Assembly polls. The budget makes a provision of Rs 101 crore for the under-construction airport in Ayodhya which will be named ‘Maryada Purushottam Sriram Airport, Ayodhya’ after Lord Ram and also earmarks Rs 2,000 crore for increasing the number of airstrips at the Jewar Airport in Noida to six from two. There is a provision of an outlay of Rs 100 crore proposed for “Atma Nirbhar Krishak Samanvit Vikas Yojna” in the

budget for doubling farmers’ income and Rs 600 crore for Mukhyamantri Krishak Durghatna Kalyan Yojana besides Rs 700 crore for free water facility to farmers and Rs 400 crore for crop loan to farmers at concessional rates. For women welfare, the

budget proposes Rs 1,200 crore for implementation of Mukhymatri Kanya Sumangla Yojana and Rs 100 crore for malnutrition of women and children under Mukhymantri Saksham Suraksha yojna. Provisions of Rs 4,094 crore for nutritional programme and Rs 415

crore for National nutritional campaign besides Rs 200 crores for Mahila Samarthya Yojna are also there. For youth development, the budget makes a provision for distribution of tablets to eligible students under the government’s ambitious Mukhyamantri Abhyudaya Yojana, for free coaching for competitive exams and for setting up model career centres in 12 other districts. The budget provides Rs 100 crore for providing employment and self-employment to migrant workers under the Mukhyamantri Pravasi Shramik Udyamita Vikas Yojna. In view of the coronavirus pandemic, the budget makes a provision of Rs 50 crore for vaccination scheme towards prevention of COVID-19.

Varavara Rao gets 6-month bail on medical grounds MUMBAI, FEB 22 (PTI): The Bombay High Court on Monday granted interim bail for six months on medical grounds to ailing poet and activist Varavara Rao, an accused in the Elgar Parishad-Maoist links case. The court said it could not be a “mute spectator” and permit 82-year-old Rao’s health condition to deteriorate in custody. A bench of Justices SS Shinde and Manish Pitale said there existed no doubt that given his current medical condition, Rao would face “acceleration and intensification of ailments” if he continued to remain in custody. It noted that medical

facilities at the Taloja prison’s hospital in neighbouring Navi Mumbai were inadequate. Rao is currently admitted in Nanavati Hospital, a private medical facility in Mumbai. He has been in custody since August 28, 2018, awaiting trial in the case, which is being probed by the National Investigation Agency (NIA). The bench granted bail to Rao for six months, while directing him to stay within the jurisdiction of the NIA court in the city during this period. Rao will be discharged from the hospital depending on his health condition and then released on bail, as per

the HC. While granting Rao bail on medical grounds, the HC dismissed NIA’s argument that he was not entitled to relief on humani-

tarian grounds. However, the court imposed a host of stringent conditions on his bail, including prohibiting him from establishing contact

It also dismissed the Maharashtra government’s submission that after discharge from the Nanavati Hospital, Rao would be shifted to the prison ward of the state-run JJ Hospital in Mumbai. “We are of the opinion that this court, as a constitutional court, cannot be a mute spectator to the undertrial (Rao) being sent to prison and then to government hospitals where his health deteriorates further. “To be ultimately shifted to private superspeciality hospitals, upon intervention of courts...,” the HC said in its 92-page judgement.

NEW DELHI, FEB 22 (IANS): The Delhi Police on Monday sought the custody of climate activist Disha Ravi for five more days in connection with the ‘Toolkit’ case. The climate activist was produced before Chief Metropolitan Magistrate Pankaj Sharma of the Patiala House Court at the end of her three-day judicial custody, amid high security. Disha Ravi faces charges of conspiracy and sedition in the ‘Toolkit’ conspiracy case related to the farmers’ agitation and was arrested from Bengaluru on February 13. In the last hearing, the police had told the court that her custody would be required on February 22 to confront her with coaccused Shantanu Muluk. Muluk and another accused Nikita Jacob joined the investigation into the case at Delhi Police’s Cyber

ven as the Kezekevi Thehou Ba (KTB) , an NGO, filed a slew of RTI applications with the Transport and Health & Family Welfare departments and responses of which are still awaited, this is only the tip of the iceberg. The RTI query with the Transport department, pertained to the fleet of vehicles allotted to VVIPs and officials from 2010 to 2021 , sanctioned amount for the period, repair and maintenance of the vehicles for the same period, number of vehicles condemned and subsequently allotted. The NGO has filed the RTI against the backdrop of serious allegations that many vehicles were prematurely condemned and subsequently allotted to favoured beneficiaries and that too without invited bids through tender process. Another RTI filed with the Health & Family Welfare department pertained to the appointments of junior doctors and medical officers. According to KTB sources, the H&FW department had appointed several fresh graduates while ignoring senior serving doctors. KTB wanted to know the justification if any, for the lacuna. On receipt of the responses, KTB is to decide on the next step. In a recent interview to this newspaper, KTB members said they decided to act instead of criticising by filing RTI applications. Earlier, four applicants had sought the court’s intervention on alleged corruption in the purchases of several items under the department of health and family welfare after answers to RTI queries given by the latter was ambiguous. The four then took up the matter through a memorandum dated May 11,2020 with the state governor. The signatories, in the memorandum, pointed out that the department had bypassed laid down procedures for purchase of various medical equipments without floating public tender and neither were designated Purchase Committee (PC) and Verification Committee(VC)/Quality Control Committee(QCC) involved in the entire process. They said even rates appeared to have been fixed/approved by a chosen few and supplied items received by some chosen officials on behalf of the official committee whose signatures were not appended. The items supplied were allegedly sub-standard and bore no labels nor information about the items with purchased rates. According to the signatories, these items were rejected by COVID-19 hospitals as these would expose frontline workers to inherent danger from COVID-19. Objection raised against RTI and PIL by some organisation that it would impede the current preparedness by the department to contain COVID-19 was untenable. Such specious argument is not only bizarre but a travesty of justice. Public in Nagaland are not ignorant about blatant acts of corruption in the government which have been highlighted in the past by ACAUT Nagaland. Several other NGOs had also brought disclosures in the media on the facts and figures obtained through RTI Act during the recent months. For whatever reasons, the opposition NPF, which had ruled the state on three consecutive terms and in alliance with the BJP other parties from 2003 till 2018, not been vocal about corruption. The RTIs and PILs serve only to remind all that there are still some people who are acting out of conviction and hopefully, the silent and cynical majority will lend their support to promote transparency and accountability in public affairs.

post-Covid-19 world of increased volatility, social and economic tensions, but also one of huge opportunity from technology, is hurtling towards us. Businesses are urgently redefining their strategies to compete in this new era where the growth of the “digital” collides with the slowdown of the “physical”. But what about governments? Surely, if businesses and supply chains are transforming, economic policymaking and governance models cannot remain unchanged. Economic policies of the 20th century were for a world of “physical” supply chains. In the last few decades, China was the biggest beneficiary of such industrial strategies. In the 21st century, the value pools in every industry are shifting from the physical to the digital (for instance, mobility services or even music streaming in a car). Policymakers must take into account this rapid growth of digital solutions and services. In terms of India’s economic strategies, while industrial policy should continue to target a greater share in global physical supply chains, India should not miss the bus to build a competitive position in the new global digital value chains. What does this mean for governments? Let’s take the example of a tractor manufacturer who wants to shift from selling a product to selling a digital farm solution to farmers to improve their profits. To do this, the manufacturer has to integrate data that measures performance factors such as soil conditions, machine performance, depth of planting with external data on inputs, crop prices and weather into an artificial intelligence (AI) algorithm, which allows the farmer to make considered economic choices. To enable India and its firms to be globally competitive in digital solutions and services, policies to

improve infrastructure and regulatory costs or even innovation capability will not be enough. India needs policies that aggressively build an equally competitive data and digital infrastructure, AI/machine learning (ML) capabilities, with supportive policies on data-sharing and privacy. India will need many more data scientists, analysts and AI/ML programmers. Another idea from businesses that we find fascinating for governments is the emergence of ecosystems as platforms to solve customer problems. The rationale is simple. Traditional supply chains do not possess all the capabilities to solve fast-changing and complex customer needs. An ecosystem of partners with different skills, using shared digital architecture and data, can do that. For example, tractor manufacturers cannot offer digital solutions to the farmer. They need an ecosystem of partners who offer different parts of the solution — from pricing analysis to weather forecasts and drone-based soil analysis. Governments face a similar challenge of the complex needs of people. They can, therefore, adopt this innovative business model. However, to do that, they must overcome the cultural challenge posed by the “rules of engagement” for business ecosystems. Ecosystems are more open and collaborative (ranging from completely open such as Wikipedia or semi-open such as an emarketplace) compared to a “closed” system (controlled by one entity in terms of data flows and transactions). They have a greater number of participants, more diversity and limited/ no hierarchy, all connected digitally, with a common objective to deliver customer value. They operate with an open and win-win mindset. Can governments build public ecosystems which harness skills and capabilities inside and outside governments, enabled by digital infrastructure and

data-sharing and appropriate public policy, in a culture of openness and collaboration? The last idea draws upon two radical organisational innovations adopted by leading-edge companies. The first is the concept of agile teams, in a move away from traditional efficiency-driven hierarchical and siloed organisations. Agile is both a philosophy and a way to deliver value. Agile teams are focused, nonhierarchical, cross-functional and outcome-driven. Outputs are clearly defined, measurable and delivered in “sprints”, ie, in short periods. There are no reports sent from one silo to another, everyone sits in a room, meetings are short, standing, and participative. There is no place to “hide”. he debate is on. When buying a car, you contemplate over petrol or diesel. When planning a vacation, you argue over hills or beaches. When it comes to your morning breakfast, should you pick poached egg or omelette? Each has its own unique flavor and wisdom. But when it comes to your retirement investment, the debate stops at PPF v/s NPS. Which one should be your choice? Where are you expected to get more returns? Where will you feel more secure? Let’s find out. Both NPS and PPF are regular, long-term investments. When the NPS (National Pension Scheme) was launched in 2004, it was meant only for government employees. But in 2009, it was opened to the public. There are three categories in which one can invest in the NPS. The first is the statutory contribution by the government employees. The second includes corporate employees, and the third is the voluntary contribution by the public. NRIs are also allowed to invest in NPS. In case of PPFs, only Indian citizens can invest; NRIs are not allowed to invest in PPF (Public Provident Fund). The minimum age for joining the NPS is 18 years and the maximum is 65. But in PPF, there is no age factor. Minors can also contribute to PPF. The returns for PPF are determined by the government and can change every three months and it reflects the current borrowing rates of the government. In NPS the investor has the option of choosing from Equity, government security and corporate bonds. Because NPS is market-dependent, they have a higher return prospect which varies. It will depend on which fund the investor has selected and also on the performance of the fund manager. As of the first week of February, the equity funds average return has been around 23 per cent in the last one year. For the last five years, the average has

been 15 per cent. In the corporate bond fund, the returns for the last one year have been a little above 11 per cent; the average for the last five years has been 9.5 per cent. In case of government securities, the last one-year average and the past five-years average has been a little above ten per cent. Whereas, the current return from the PPF has been fixed at 7.1 per cent. The period of investment for PPF is 15 years. But after 15 years, one can continue his/her investment for an infinite time, but in a block of five years. However, in case of NPS, the vesting age is 60 years (at which one retires) and can be extended to 70 years. This was done since NPS was constructed as a pure retirement product. The maximum limit for PPF investment for a financial year is 1.5 lakhs. In case of NPS, a government employee pays ten per cent of his/her basic salary, plus his/ her dearness allowance. And an equal amount is contributed from the government’s end. In the corporate sector, the contribution of the employee and employer rests at ten per cent each. There is no limit for the frequency of investment. But for a private citizen, one should not invest more than 20 per cent of his annual income in NPS. In PPF, on maturity, you get back the entire amount as a lump sum. But NPS withdrawal rules are different. Since the purpose of NPS is giving you a pension, whatever you accumulate at the time of retirement, minimum 40 per cent should be utilise to buy an annuity plan. Rest 60 per cent can be withdrawn at the time of retirement. Both NPS and PPF have their own strengths and weaknesses. But since NPS is market-linked, its returns in the long run are superior. he Nagaland Voluntary Consumers’ Organisation(NVCO) is very much upset for the state government presenting State Budget deficit every year and now it reaches to the tune of Rs. 2679.46crores. For the last several years ‘state budget deficit’ has become a regular event be the present government or the past governments. While presenting the state budget for 2021-22 the present government has ignored economy development of the state despite of incurring so much of loss/hardship to every individual especially the poor section due to pandemic (COVID-19) starting from early part of the year 2020. Why deficit? The answer is simply ‘Corruption’ ‘Misappropriation’, etc. and did not take any action on those malpractices. The Supreme Court of India remarked Corruption is like disease called cancer and if not detected in time it grows bigger and bigger and it will malignise the polity of the country leading to disastrous consequence. The President of NVCO Kezhokhoto Savi and also an anti-corruption crusader sincerely appealed the churches especially the leaders, Tribal Hohos/Civil Societies not to remain silent in respect of the present affairs of corruption in our state so as not to lead our society to disastrous consequence. In the early part of America a church leader/priest like Martin Luther King Junior started a civil movement who was also supported by the most powerful Evangelist Billy Graham in fighting against inequality, discrimination, injustice, etc. Though they no more but their mission remain fresh in every citizens’ mind where Billy Graham was a true man of God and the most famous speech of Martin Luther King Junior – “I have a Dream” still remain powerful and challenging to the people of the world. Mr. Savi admitted that everyone of us as individual has been benefitted into corruption one way or the other.

In Nagaland corruption started with Nagaland State General Legislative Assembly Election or ByeElection where the political parties and contesting candidates have to spend huge amount of money to win election and most of the voters voluntarily sells their votes willingly by way of accepting money and even to the extent of demanding huge amount of money from contesting candidates in the name of group, individual, etc. Mr. Savi stated that in the past the NVCO have conducted several awareness campaigns for the urgent need of ‘Lokayukta’ in the state covering colleges, churches, etc. With so much of pressure from civil societies including ACAUT Nagaland, PSAN, NVCO, PCC, etc and of course finally from the Supreme Court’s direction Lokaykuta was established by appointing a retired chief justice of Meghalaya High Court Mr. Justice Uma Nath Singh and Mr. Mayang Lima as UpaLokayukta who was one of the defeated candidates with NDPP ticket during the last/recent Nagaland State General Legislative Assembly Election. However, Lokayukta could not function much longer as the State Government had approach the Supreme Court of India by filing a writ petition specifically seeking removal of the Nagaland Lokayukta with a prayer to let the Court direct the Lokayukta to assign all the pending matters before him to the Upa-Lokayukta and this writ petition could be the first of its kind in the country. Well the state government must be happy for the resignation of the Nagaland Lokayukta Mr. Justice Uma Nath Singh and further feels more comfortable as the Upa-Lokayukta has a political party particularly NDPP’s affiliation and the so called ‘Public Servants’ must be feeling relish as they could be free the check of corruption. However, the state gov-

ernment is solely responsible to immediately appoint Nagaland Lokayukta considering the rate of corruption in the state and also to dispose of the pending cases in the fairest manner that ‘justice’ is delivered where several public servants are likely to be punished. Lokayukta is a great check on corruption specifically public servants which includes the chief minister, dy. chief minister, ministers, advisors, legislators, the Vice-Chancellor of Universities, commissioners, secretaries, directors which clearly confine to the higherups of the government departments. In Nagaland the corrupt practices includes abuse of power, nepotism, bribery, extortion, embezzlement, fraud, etc and also a very peculiar corrupt practices such as; in the name of Party Fund and higher office and down below deducts certain percentage in a form of commission from developmental project fund, appointing several non-government employees to the rank of commissioners, secretaries/ joint secretaries/ PRO/ Media office/assistant, etc., including appointing several non-legislator to hold cabinet rank as advisors and advisor ranking minister of state which seriously affects the state exchequer, backdoor appointment, misuse of public funds and properties, drawing monthly salaries without attending offices, fund-raise by way of asking donation, selling moudi/packed food/ meat/buffet ticket/lottery ticket/calendar, etc. at an exorbitant rate, drawing the full amount of project fund without completing the work, etc. Another serious corrupt practices was every year the CAG report tabled before the session of NLA detects hundreds crore of rupees been misappropriated by several departments but no action is being taken in the court of PAC which consisted of legislators. tive Assembly session a report by the Comptroller and Auditor General of India(CAG) for the year ended March 31, 2018 said the state government has “incorrectly used the funds that belong to its employees” under the National Pension Scheme(NPS), the chief minister of Nagaland who holds finance portfolio presented Rs 365.33 crore deficit and again the CAG Report tabled detects anomalies in various government departments which includes the detects of Rs.215.89 crore loss misappropriated by 18 government departments and had also urged the state government to lodge First Information Report(FIR) in all the cases of misappropriation, loss to the government so as to ensure that timely action was taken in all such cases and in this regard the NVCO sincerely appealed the public to remain a watch dog on the state government whether an FIR would be lodged and for how long the PAC would remain ineffective/ fruitless towards corrupt practices. Role of the Church - Church as the prophetic community should lend her voice to curb the menace of unabated corruption. Church need to raise her prophetic voice vocally and publicity against any malpractices by any individuals or groups irrespective of personalities. Church ought to set her eyes not solely on the church assets and infrastructure but give more importance to tend her sheep in becoming more humane. Revisit the concept of Church and State Separation according to the changing scenario for both are sacred and secular correspondingly. *Church should raise its voice against misleading Policies, Structures and Issues. Church ought to act as a catalytic group in the community reforms movements. *Act as an alternate body for renewal and prevention of increasing moral anarchy and social disintegration. On the pretext of the recent rise in fuel rates, the auto drivers have been charging enormous rates even for covering a short distance. Even before the budgeting, our Dimapur drivers had been charging a lot. But now, the non-existence of a fixed auto price rate has opened a gateway for all these faulty drivers to charge exorbitant amounts from the daily commuters. Some auto drivers are honest. However, with the addition of the overpriced fares, most of our local drivers have started flaunting attitudes the size of Russia. The two seats had fallen vacant following the demise of the sitting MPs belonging to the Congress and the BJP. One of the seats was held by veteran Congressman Ahmed Patel since 1993 till his death on November 25 last year due to complications related to COVID-19. Tikait said this stir will go on and farmers will work in their fields simultaneously. Demanding a law on minimum support price (MSP) for farmers, he said, “When a law on MSP will be framed, farmers will be protected. This stir is about that, this is about rights of farmers.” Tikait had recently said farmers will not return

home till the farm laws are repealed and had added that farmers should be ready to sacrifice their standing crop for it. The unions are protesting against the Farmers’ Produce Trade and Commerce (Promotion and Facilitation) Act, 2020, the Farmers (Empowerment and Protection) Agreement on Price Assurance and Farm Services Act, 2020 and the Essential Commodities (Amendment) Act, 2020. The three farm laws, enacted in September last year, have been projected by the government as major reforms in the agriculture sector that will remove middlemen and allow farmers to sell anywhere in the country. However, the protesting farmers have expressed apprehension that the new laws would pave the way for eliminating the safety cushion of MSP and do away with the mandis, leaving them at the mercy of big corporates. The Centre has repeatedly asserted that these mechanisms will remain.

A civil suit by Sasikala and Dhinakaran, who were ousted from the party in 2017, is likely to come up in a court here next month challenging decisions of the present leadership of the AIADMK. The main opposition DMK, which is out of power for almost ten years is leaving no stone unturned to win polls likely in April. A notification issued by the Centre said: “In exercise of the power conferred by clause (1) of Article 217 of the Constitution of India, the President is pleased to appoint (i) Jasmeet Singh and (ii) Amit Bansal, to be Judges of the Delhi High Court, in that order of seniority, with effect from the date they assume charge of their respective offices.” The top court collegium had recommended their names in August last year. At the interbank forex market, the local unit opened at 72.58 against the greenback and witnessed an intra-day high of 72.29 and a low of 72.58. It finally ended at 72.49 against the American currency, registering a rise of 16 paise from its previous close. On Thursday, the rupee had settled at 72.65 against the American currency. The forex market was shut on Friday on account of Chhatrapati Shivaji Maharaj Jayanti. Meanwhile, the dollar index, which gauges the greenback’s strength against a basket of six currencies, advanced 0.04 per cent to 90.40. “Indian Rupee gained strength amid steady FII inflows and expectation of improved macroeconomic data. India’s GDP data is forecast to show that economy expanded in Q3 FY21 after 2 consecutive quarters of contraction,” said Saif Mukadam, Research Analyst, Sharekhan by BNP Paribas.

Photographer spots ‘Never-seen-before’ yellow penguin

lack-and-white tuxedos may be the conventional dress code in the penguin world, but one dashing individual is breaking the status quo with an à la mode yellow coat. A wildlife photographer captured images of the rare penguin on a remote island in South Georgia in December 2019 and only recently released the photos. A king penguin “walked up straight to our direction in the middle of a chaos full of sea elephants and Antarctic fur seals, and thousands of other king penguins,” the photographer from Belgium, Yves Adams wrote on an Instagram post. “How lucky could I be!” At the time, Adams was leading a two-month photography expedition through the South Atlantic and had stopped on a South

Penguins with unusual plumage are relatively rare, and sometimes it can be difficult to identify the cause behind the rare colors just by looking at the penguins, according to the Australian Antarctic Program. Some unusual coloring can be due to injury, diet or disease, but many instances are due to mutations in the bird’s genes. Such mutations can cause, for example, “melanistic” penguins whose typically white parts are black and “albinistic” penguins that don’t have any melanin and thus are white. Railway historian unravels mystery behind Bengaluru parks’ rundown locomotive

estled under the canopy of trees in Bengaluru’s Indira Gandhi Musical Fountain Park lies an old locomotive. Seen as a piece of junk by the common public, no one realised that this was an old gem rusting away until five months ago. A social media post led TR Raghunandan, a former government employee and railway historian, to take an interest in the engine and start researching it. After carefully scraping the tender [coal-car] of the engine, he stumbled upon

the number 812 inscribed with paint, which was now fading. In addition to the number, the fact that the engine is narrow-gauge intrigued him to dive deeper to find more answers. The locomotive was built specially to suit semiarid regions and the longest existing narrow-gauge railway line in present-day India can be seen in Gwalior, he added. Digging into the fairly well-maintained archives, the historian found that the engine was first brought to India during the

1960s for the Gwalior Light Railway. In a bid to learn about the manufacturer of the engine, Raghunandan travelled across countries and continents. “In the UK, I met a person who had taken a photograph of the locomotive 811 in London. I got as much information from him as I could. The model seemed like an American one but uncertainty still lingered. After multiple difficult attempts, I finally found some archival documentation done by Hugh Hughes on the locomotives in India,” added Raghunandan. The four-volume book series finally gave him the answers. He found out that the engine was manufactured by Japanese firm Nippon Sharyo in the year 1959 unlike his inference that it’d been manufactured by Baldwin Locomotive Works, Philadelphia, USA.
