KOHIMA, FEB 23 (NPN): With the release of Association for Democratic Reforms (ADR), Nagaland Election Watch report, it was found that there are 53 candidates seeking re-election to the 13th Nagaland Legislative Assembly. Of the 53 MLAs, 29 belong to NPF, 9 to BJP, 11 to NDPP, 3 to NPP and 1 to JD(U). Of the 38 NPF MLAs elected in 2013 assembly elections, 18 are contesting as NPF candidates, 4 as BJP, 10 as NDPP, one as JDU and one as NPP. Three are not seeking re-election

NSF reacts to DoSE clarification DIMAPUR, FEB 23 (NPN): Naga Students’ Federation (NSF) has questioned the sincerity of the Department of School Education (DoSE) towards its duty and responsibility for the timely distribution of text books and study materials to students of government schools. Reacting to the clarification issued by the DoSE published yesterday, a press statement from NSF president, Kesosul Christopher Ltu and general secretary, Imtiyapang Imsong said that the federation was “bewildered” by the reason cited by the Director of School Education
for the “time and again delay” in the distribution. Calling the clarification a “silly reply”, NSF said that the vehicles being requisitioned did not justify the department’s failure when the students had been left without text books after almost a month of the schools being re-opened. With the state being bound for the elections by early 2018, a period which coincided with the start of the academic session on February for the students, NSF said it was imperative that the department made the necessary arrangements (Cont’d on p-9)

KOHIMA, FEB 23 (NPN): Stating that election would come and go every five years, NPF president Dr. Shürhozelie Liezietsu urged the electorate not to compromise with their Christian faith, culture and identity by blindly supporting a wrong party. He made this remark while addressing an election rally at Pfütsero town in Phek district held, some 70 km away from the State Capital on Friday. Liezietsu appealed to the people to stand firmly behind NPF for building a fair name for Nagaland as the party represented “our identity, personality and aspirations”. NMA appeals DIMAPUR, FEB 23 (NPN): Naga Mothers’ Association (NMA) has appealed for peace and non violence during the state elections. A press note from NMA, while asserting that elections had to be free and fair, sought to draw the attention and intervention of Governor to the recent incidences of violence against women and the death of a youth. NMA urged for punitive and stringent actions against the “perpetrators and those found guilty.”
DIMAPUR, FEB 23 (NPN): State BJP has attributed NPF president, Dr. Shürhozelie Liezietsu’s “never-ending tirade” against the party to a “deep-seated feeling of insecurity” vis-à-vis his own political future post election. Accusing him of suffering from dementia and “meaninglessly” repeating what he had already said again and again, a press release issued by State BJP’s media cell on Friday explained that in such a state of mind, he conjured up imaginary “alien forces” and conveniently linked them to BJP and other rival political parties. The party, however, said that if fully empathized with his state of mind and remarked that it was only due to NPF’s alliance with BJP that helped him realize his dream of becoming a chief minister, “though sadly his reign ended abruptly as (Cont’d on p-9) his coronation”.
Poll violence: Mkg police arrest 24 persons Staff Reporter
DIMAPUR, FEB 23 (NPN): Mokokchung police on Friday arrested 24 persons in connection with poll related violence under Mokokchung district. According to SP Mokokchung, Raguramarajan A. 15 persons were arrested on Friday after a clash erupted between supporters of two rival parties. Both sides resorted to stone pelting, the SP said adding, no one was injured in the clash and no properties were damaged. The arrested persons were booked and charged (Cont’d on p-9) under Sec 147 (rioting) IPC.
In connection with the death of a youth in Tuli town on Thursday, the SP said nine persons suspected to be involved in the incident were arrested. Based on specific inputs, a police team raided various locations and detained nine suspects. The SP said that the detained persons were apprehended with catapults and marbles. The suspects were later shifted to Mokokchung for interrogation. Meanwhile, Mokokchung police also seized around Rs. 5.30 lakhs in cash on Friday reportedly belonging to a candidate.

DIMAPUR, FEB 23 (NPN): Mon District Magistrate, K.Thavaseelan (IAS) has issued an order on February 21 promulgating the prohibitory order under section 144 CrPC, enforcing night curfew from 10 p.m to 3 a.m for three months up to May 21, 2018. The prohibitory order has been issued for areas of the Indo-Myanmar border in the 3 km belt under Mon district, with immediate effect a DIPR report said.

Dimapur: Activities conducted by Agriculture Technology Management Agency in various parts of the state. DIMAPUR: Excise duty personnel while performing EEM duty recovered has 1068 bottles/cans of assorted liquor on February 22 at Super market area, Dimapur. According to commissioner of excise & prohibition Nagaland Dimapur, Tarep Imchen one accused Bokato Sumi has been arrested and booked under the NLTP Act 1989. In another separate incident, Excise Narcotic Cell duty personnel while performing EEM duty recovered 1500 bottles/cans of assorted liquor from a godown located at Diphu road Dimapur on February 23. One accused Vitono (23) has been arrested and booked under the NLTP Act 1989. It further informed that the department would continue to check and maintain strict surveillance to curb the illegal flow of liquor in the state and urged all colony chairpersons, GBs and public to report any illegal activity, transportation or godowns of liquor to the authority.

D i m ap u r , F e b 2 3 (NPN): One person was killed while another one was injured when the vehicle (Bolero) bearing registration number NL-07 7002, they were travelling on, went off road and fell into the river under Nagarjan bridge. According to officerin-charge (OC) of Traffic zone-I, Dimapur, the mishap reportedly took place at
around 12:15 a.m. and the deceased, who died on the spot, has been identified as one Kughato Yeptho (36), son of Phuto, a resident of Zhekishe village, Niuland Dimapur. The injured has been identified as one Kiheto Zhimomi, a resident of Thilixu village, Dimapur. The OC further said that after necessary examination on the dead person was conducted the case had been handed over to East Police Station, Dimapur.
AR seize illegal liquor
DIMAPUR: Wokha battalion of Assam Rifles under the aegis of HQ IGAR (N) carried out a search operation at Foot Hill road junction and captured illegal Indian Made Foreign Liquor (IMFL) on February 22. According to AR Wokha battalion, two individuals Atheo Odyuo (29) son of Lajamo Odyuo, resident of Bhandari village, Wokha and Nchunthung Kikon (18) son of late Thunglamo Kikon, resident of Alikhum village, Wokha district were apprehended with IMFL worth 28 thousand. The recoveries include 60 bottles of MC Dowell Rum, 24 bottles of foster beer, 48 cans of Kingfisher beer, 24 bottles of Kingfisher beer and 24 bottles of Heman beer. Further, AR informed that the liquor were found hidden in a Maruti Omni van (AS 25 B 1154). ECI’s directives on use of EVM/VVPAT DIMAPUR: Election Commission of India (ECI) in a notification has expressed satisfaction that sufficient number of electronic voting machines and printers for printing paper trail [Voter Verifiable Paper Audit Trail (VVPAT) are available for taking the poll in the Assembly Constituencies of Nagaland. A press release issued by CEO Nagaland media cell has informed that the polling personnel are well trained in efficient handling of the EVMs and VVPAT printers and the electors are also fully conversant with the operation of the machines. The Commission has specified that all the votes for the forthcoming general elections to the Nagaland Legislative Assembly 2018 shall be given and recorded by means of EVMs and VVPAT printers in the manner prescribed under the conduct of elections rules, 1961, and the supplementary instructions issued by the commission from time to time on the subject. The notification also informed that the commission has approved the design of the EVM and the VVPAT printer as developed by the Bharat Electronics Ltd., Bangalore and Electronics Corporation of India Ltd., Hyderabad to be used for the giving and recording of votes in the Assembly Constituencies.

UGC constitutes EEC DIMAPUR: University Grants Commission (UGC) as per the UGC (Institutions of Eminence Deemed to be Universities) Regulations, 2017 and UGC (Declaration of Government Educational Institutions as Institutions of Eminence) Guidelines, 2017 has constituted Empowered Expert Committee (EEC). According to DIPR report, N. D IM A P U R , F E B 2 3 (NPN): Reiterating its “serious concern” for Nagaland, Congress said installation of a “god-fearing and secular-minded” government was the only way to salvage the society from being transformed “into Hindutva.” Nagaland Pradesh Congress Committee (NPCC) president K. Therie in a statement remarked that his party wanted the electorate to support secularism, Godfearing and corruption-free government for finding a solution to the decades-old Naga political problem. He promised that Congress was committed to stand by these virtues. Therie lamented that the State’s electorate had changed and that the democratic process of electing representatives through conscious voting had given way to “who could pay more”. “We have lost inherent values of honesty, decency and Christian principles. Accepting and demanding cash and vehicles have become the new trend,” he added. The NPCC president attributed the change in electoral behaviour to the two Assembly elections of 2008 and 2013, besides the corrupt government, which

Perhaps the change BJP-NDPP would bring was to collectively loot the State for another five years and leave a legacy of debt, he quipped. Therie reminded the people that Modi would not be in office after May 2019 and forever, adding that India was tired of his false promises. Stating that voting for Hindutva brigade would be foolishness, the NPCC president urged the electorate not to cast their votes in favour of the persecutors of Christians and other minorities. He claimed that only Congress believed in freedom of religion, culture and customs, while BJP believed in a Uniform Civil Code, one nation, one religion, one law and one tax. Predicting that the verdict of 2018 Assembly election would be either for secularism or communalism, Therie called for educating “innocent” voters as the poll outcome would change the course of “our society” and the present way of life might become history. “I appeal to every voter to cast your vote consciously,” he concluded.

Solar power plant inaugurated in CIHSR

DIMAPUR, FEB23 (NPN): A 100 KW grid solar power plant and 100 KW off grid solar power were commissioned and inaugurated at CIHSR hospital and Centre of Nursing (CON)- IP, CIHSR hospital, respectively for which a short programme was held Friday, at private ward block, CIHSR hospital, Dimapur. The 200 KW off-grid solar power plants was sponsored by MNRE, government of India and implemented by DNRE, government of Nagaland. At the programme, commissioning address was delivered by New Renewable Energy (NRE) director, Er. TS Angami mentioned about the importance of solar power plant and renewable energy. He also pointed out the threats of global warming felt across the global and the fast depleting fossil fuels sending red signal, new and renewable energy was the only solution to alleviate the looming crisis, he said. and global warming thus, he pointed that it is important to find new ways to minimize the effects. He also pointed that power generation consumes maximum watt. NBCC encourages voting with ‘Christian Principles’ DIMAPUR, FEB 22 (NPN): Nagaland Baptist Church Council (NBCC) has encouraged the Christians in Nagaland to exercise their voting rights with Christian principles and commitment for a better Nagaland. A press release from NBCC, Clean Election Campaign convenor, Rev. Dr. Mar Atsongchanger, also encouraged the voters to elect good leaders, who are God-fearing, wellcultured, well-educated and who have the ability to lead the people towards a free-corruption state. Atsongchanger said that the churches in Nagaland, for the last few decades spearheaded by the NBCC, had been sensitising its members to the principles of Clean Elections with the knowledge that all corruption in the government systems was due to corrupt practices during electioneering. “It is a time to choose our future with Christian and Naga identity” the release said while encouraging members to “have allegiance towards one’s faith, rather than by going with any communal party.” NBCC also wanted that the slogan of the Nagas’ -- “Nagaland for Christ” -- should not be misused for the benefit of any political party or individual. The council further advised candidates to not buttress voters with money or threaten them with issues of development.

NDD 1st round launched in Peren, Tuensang
DIMAPUR: National Deworming Day (NDD) 1st round 2018 was launched on Thursday at Government Middle School, Jalukie Town Sector A by District Health Society Peren (NHM) with the Department of Health & Family Welfare. A press release by DPO-UIP/RCH informed that the programme was launched by SDO(C) Jalukie, T. Lankonsen Tsanglao, as chief guest, by administering the first tablet to school children. Cong likely to retain seat in M’laya: Tharoor Shillong, Feb 23 (Agencies): Congress leader and Lok Sabha MP Shashi Tharoor on Friday predicted the party would come back to power in Meghalaya on account of good performance record of its government whereas the BJP has no “record of delivery”. Tharoor said that the BJP’s failure in delivery of its poll promises made in 2014 have left people of Meghalaya with no hope that they would deliver in the state. Elections in Meghalaya to the 60 assembly seats, in which the Congress will be contesting in all and the BJP in 47 seats, will be held on February 27. Stating that the BJP’s biggest weakness is that they have no record of delivery even at the national level, Tharoor said, “What make the people here suddenly believe that somehow in Meghalaya they will deliver when they have not done anywhere else?” On the other hand, the Congress government

the Centre will not work as money alone can’t buy votes,” he said. Claiming that the NDA Government has only renamed schemes initiated by the UPA Government, Tharoor said, “What they have done is they have become a name changing government but a not a game changing government.” “Instead what they have initiated you have the demonetisation. It was a bad idea and badly implemented and you have the GST which was a good idea but badly implemented,” he said. The Congress leader, who campaigned for Shillong-East candidate Ampareen Lyngdoh and held two small meetings at cafés her, also criticized the BJP ally, the National People’s Party, with whom the BJP formed the government in Manipur. The Member of Parliament and a former bureaucrat also accused the BJP Government of “promoting a narrow minded idea of India” which he said was “an idea based on Hindutva that is their only message.” Hitting at the reported attacks on Christians in BJP-ruled states, Tharoor questioned the “real face” of the BJP Government. “In Meghalaya they come here and say that you can eat whatever you like and in the rest of India they beat and even kill people on suspicious of having eaten beef,” he said. He also said that in Meghalaya they are opening their arms to all while in Delhi they even denied visas to a world Baptist leader Rev Paul Mzisa who wished to come here to celebrate 150 years of Christianity in the Garo Hills.

He met officials of BSF and Assam Rifles at the state headquarters in Shalbagaan, 10 km from here this morning after landing at Agartala. Singla also met BSF officials at Nalkata in North Tripura district later today. Meanwhile, his liaison officer Animesh Debbarma informed TNT that the MHA envoy would join discussions with district collectors and SPs from three districts of Mizoram at BSF’s sector headquarters at Panisagar in North Tripura district tomorrow morning. Over 35 thousand Reang refugees are living in six major relief camps of North Tripura since they fled from Mamit, Kolasib and Lunglei districts of Mizoram in 1997-98.

EC orders re-poll in 6 polling stations in Tripura Mnp budget session ends on a stormy note Agartala, Feb 23 (IANS): The Election Commission on Friday directed the Tripura Chief Electoral Officer (CEO) to conduct a re-poll in six polling stations on Monday, an official said. One polling station falls in Dhanpur segment, from where Chief Minister and CPI-M politburo member Manik Sarkar is contesting. While the ruling Communist Party of India-Marxist criticised the Election Department officials for “criminal negligence” in performing polling duties on February 18, the Congress flayed them for playing a “biased role” and criticised both the Election Commission and the
state election machinery. “The Election Commission has asked the CEO to conduct re-poll in six polling stations in six Assembly constituencies across Tripura on February 26,” an official of the Tripura Election Department said. The official said the EC also issued orders regarding VVPATs (Voter Verifiable Paper Audit Trails) of seven polling stations in seven Assembly constituencies since their respective Presiding Officers did not allegedly get clearance from EVM (Electronic Voting Machines) control units of the votes cast during the mandatory mock poll before the start of actual polling. The Election
Commission said in four polling stations in four Assembly seats, the total number of electors did not tally with the total number of votes recorded. “The Election Commission has also asked the Returning Officers of these four Assembly constituencies not to declare results without prior permission, if the winning margin is one vote,” the official added. The CPI-M Tripura State Secretary Bijan Dhar criticised the Election Department for what he called “criminal negligence” regarding polling in 59 of the 60 Assembly seats. “Due to technical problems in EVMs-VVPATs the
voters suffered inordinate delay in casting their ballots till February 18 midnight. This happened because of incompetence and apathy of the election officials,” Dhar said in a media statement. Chief Electoral Officer Sriram Taranikanti earlier said that 191 (6 per cent) VVPATs and 89 (5 per cent) EVMs malfunctioned across the state. Dhar said technical glitches in EVMs-VVPATs were reported from around 520 polling stations and demanded a probe. Over 92 per cent of Tripura’s 2,536,589 voters cast their votes in Sunday’s peaceful elections in 59 of the 60 Assembly seats.

Tribal bodies oppose ST status demand for Meitei IMPHAL, Feb 23: Six Manipur based tribal based civil society organizations have raised objection to Scheduled Tribe (ST) status demand for Meitei/ Meetei. Registering their protest against the demand, the tribal bodies submitted a memorandum to the Prime Minister of India on Thursday. Joint Co-ordination Committee of Tribal Organizations (JCCTO) –All Tribal Chief Forum Manipur, All Tribal Rights Protection Forum Manipur, Federation of All Tribal Youth Clubs Manipur, All Manipur Tribal Union, Zeliangrong Baudi (Assam, Manipur and Nagaland) and Zeliangrong Students

In the memorandum, they expressed confidence that the Prime Minister will take the matter seriously and save from further social animosity in the state and the region. “The demand (ST status for the Meitei/Meetei) is ridiculous, to say the least and illogical. We the tribals are forced to oppose to the demand tooth and nails,” the tribal bodies stated in the memorandum while citing various reasons. Among other reasons, it alleged that the attitude and mind-set of the Meetei/Meitei is direct threat to the tribals. “If they do not change their mindset, we accept the challenge gracefully,” stated JCCTO in the memorandum.
Stating that Manipur tribals have only one saving grace, the tribal bodies stated that the tribal in Manipur are recognized as ST and the government of India gives the facilities to them from time to time. This act has become eye-sore to the majority and advance community,

NPP releases ‘People’s Document’ for Meghalaya polls Jowai, Feb 23 (IANS): National People’s Party President Conrad K. Sangma on Thursday released the People’s Document for Meghlaya at an election rally here. The “People’s Document” highlights key aspects of governance in areas of economic plan-
ning and development, education, healthcare, infrastructure, public utilities delivery systems, agriculture, employment generation, youth welfare, women empowerment and environmental protection. Senior NPP leaders Prestone Tynsong and Sniawbhalang Dhar, NPP candidates from Jaintia Hills
and other party functionaries were also present at the rally. “This is not just another election manifesto; rather, it is the foundation on which the contractual obligation between the party and the people of Meghalaya stands upon. It is not only our guiding light, but will also act as a
constant reminder of our promise to the people of Meghalaya which we must honour at all costs,” Sangma said. He said that the main thrust of the People’s Document is to bring about much-needed change, which the people of Meghalaya are desperately longing for.
“This is a very important moment in the history of Meghalaya because the National People’s Party, along with the people will rise to the challenge of re-imagining and re-creating not only the destiny of the state, but most importantly, the present reality of our people,” he said

11. Tenure & Training. Enrolment is for an initial period of 20 years extendable up to the age of 57 years (subject to service conditions). Initially candidates will be sent for a Joint Basic Phase Training (JBPT) at Basic Training Institute, Belagavi (Karnataka). On successful completion of JBPT, candidates will be sent for trade training of specified duration. Training is however liable to be terminated at any time if the trainee fails to achieve the required standards in academics, profession, physical fitness and discipline or is found to be medically unfit. AFTER SUCCESSFUL COMPLETION OF TRAINING, THE AIRMEN WILL BE DEPLOYED ON JOB AS PER THEIR TRADE. Allotted trade will not be changed on candidate’s request on any ground.

ince the 1993 election, this newspaper has highlighted various election malpractices that rob voters of their voting rights due to proxy voters and also mortgaging people’s future when votes are auctioned. Even the clean election campaign was aired in this newspaper in 2008 in the face of rising anger at the manner in which the entire democratic process was evolving into a mockery. The most talked about is use of money which started sometime in 1974 elections in some areas of a district. The use of money spread gradually to other districts and soon took the form of a virus. Today money is the key to many elections and especially during the last two days before the polls as voters eventually decide on the strength of money being offered and received. Money buys the services of scores and even a few hundred volunteers including muscle power and gunmen of all hues. This is to intimidate, abduct and to capture booths. The continued use of foul and corrupt means during elections and passing them off as democratic exercise; only goes to show how much deviation has taken place during the decades. Perhaps the “concerned citizens” need to also be concerned over criminalization of elections and not only about political issues; after all, corruption and criminalization should prick the conscience of all right thinking citizens. Even in the present context, the church had in 2012 feebly attempted to curb election evils but did not implement it in letter and in spirit. This was attempted for the 2018 election but mid-way it got derailed when the church was made to change tracks by acting as the catalyst of NGOs for ‘Solution Before Election’. The demand was a delusion that whatever Nagas want, the government of India has to accede to. History should have driven some sense that election had been held and very enthusiastically too because it is the ultimate of people wielding the power to decide. There was no chance at all to defer elections, no matter how strong or how genuine the desire. The BJP has been blamed for breaking ranks after signing the agreement with other political parties, to not set up candidates for election. However, if the BJP is to blame then it must also be praised for leading all other parties to participate in election, which is now being most enthusiastically contested. The real purpose of elective democracy is not about elections and which party wins and rules. It is also not about abusing and shaming traditional governments (village councils) to issue diktats in favor of a candidate. The real intention of election is to bring out the best in us as individuals, to debate and tolerate divergence and not be sucked into the same ‘Hindutva’ ideology versus secularism or the BJP/ RSS plank of nationalism versus diversity. A cursory browsing of the social media by groups in Nagaland, especially by the youths reveal that a majority do not understand the complexities of modernity and its challenges. What is read in their often abrasive and at times offensive statements, reveal tiny truths, large intolerance and humungous ignorant pride. The best candidate is not one who is clever or cunning or has a lot of wealth (earned or stolen) but one who has a proven track record of public service and trust. This is the simple ingredient that Nagas must look for in choosing those who are trustworthy.

Paul’s idea of service was the same as our Lord’s— “…ourselves your bondservants for Jesus’ sake” (2 Corinthians 4:5). We somehow have the idea that a person called to the ministry is called to be different and above other people. But according to Jesus Christ, he is called to be a “doormat” for others— called to be their spiritual leader, but never their superior. Paul said, “I know how to be abased…” (Philippians 4:12). Paul’s idea of service was to pour his life out to the last drop for others. And whether he received praise or blame made no difference. As long as there was one human being who did not know Jesus, Paul felt a debt of service to that person until he did come to know Him. But the chief motivation behind Paul’s service was not love for others but love for his Lord. If our devotion is to the cause of humanity, we will be quickly defeated and broken-hearted, since we will often be confronted with a great deal of ingratitude from other people. But if we are motivated by our love for God, no amount of ingratitude will be able to hinder us from serving one another. Paul’s understanding of how Christ had dealt with him is the secret behind his determination to serve others. “I was formerly a blasphemer, a persecutor, and an insolent man…” (1 Timothy 1:13). In other words, no matter how badly others may have treated Paul, they could never have treated him with the same degree of spite and hatred with which he had treated Jesus Christ. Once we realize that Jesus has served us even to the depths of our meagerness, our selfishness, and our sin, nothing we encounter from others will be able to exhaust our determination to serve others for His sake.

s I look around I see big hoarding with an adage “change is coming.” In addition it also appears daily in the local papers with the comparison of the present depilated conditions and expected condition after the election. As the election is round the corner in Nagaland, every political party and every aspirant candidate cuddles with word plays and ideas to woo voters. I don’t mind seeing a politician playing with words and ideas as this is part with the election gimmick. But I don’t like them thinking that they can fool the people so easily. Why do politicians talk about change only during election? Do we have magic word for change? Do our former Chief Minister(s) and MLAs deserve to talk about change? Are they not responsible for the present mess in our state? I want to see an honest and pragmatic perspective of change from our politicians. Change is what all the people of Nagaland want to see and experience individually and collectively. Indeed, it is a groaning desire for every person in Nagaland to see that change would take place after the election 2018. But do our intending candidates sincere enough to talk about change? Are they sincere enough to bring change in Nagaland? As I understand change takes place when there is change of heart. As someone has rightly commented, “Unless we learn to control our thoughts, we will never learn to control our behaviors.” As

Nagaland, it is high time that we need to check our perspective towards our state and her resources. We must do away with “no money from Delhi” syndrome if we really want to bring change in our state. Our MLAs and Ministers must change perspective in seeing our state and her resources from different perspective. Are we talking about change because of election or are talking about change because we look the things honestly from different perspective? Have we changed our perspective as we talk about change in Nagaland? Third, change takes place when people are invited to get involved in running and managing the state. President Barack Obama reaffirmed in his farewell address his belief that change only happens when ordinary people get involved, get engaged and come together to demand it. It is unrealistic to think that change can be ushered only by our elected members of legislative assembly. Change comes when ordinary people are involved and engaged. If our politicians are mindfully serious in bringing out change in Nagaland, they must revisit what Abraham Lincoln said some centuries ago, “Government of the people, by the people, for the people, shall not perish from the earth” People are the energy, ingredient and resources for the government. Without people’s genuine involvement in government, no government can usher change in right perspective. It is high time that our politicians to interact with
the people at the ground zero and listen to their frustrations, disappointments, dreams and aspirations. They must be willing to realize that there are untapped resourceful minds who want to rebuild our state but unable to do so for lack of opportunities. In this Dr. Nelson Mandela has a lesson for us. He writes, “I have always known that its greatest wealth is its people, finer and truer than the purest diamonds.” In ushering change people are the greatest resources. Therefore, it becomes pertinent for us to rethink our approach. Instead of only begging money from New Delhi, why don’t we try to engage our people from different professions and use them as great resources in bringing change in our state? We have enough experiments over the years that money from New Delhi could not bring us change. Rather it has corrupted our minds and our actions. Today we need a new perspective of change, a change which comes through people’s involvement and engagement in government. For this purpose, the common people too have to act wisely in forming the government. This is the reason why selling and buying the votes during election is immoral and unethical. The common people should uphold the norm of people’s involvement and engagement in forming the government in a positive way. he Naga people in general have been discussing and debating on how to improve the system in Nagaland. We have been discussing a lot on corruption, about poor infrastructure, about leadership crisis, we have been making hues and cries. Now the time has come for the “Talk” to “Walk”. We have criticised our leader a lot on the ground of his inability to fulfill the demands of the people. Let this election be a turning point for the citizen of Nagaland. Let us start a new era, a new road to development. Let us dream for a better Nagaland. I don’t know much of our ancestors but I was told that the Naga people were regarded for the bravery and honesty. But as we look into the present scenario we have become a laughing stock for the rest of the world. Yet, it is never too late for a change. We can change if we want to but we are too reluctant to accept rather we just find some lame excuses and agrees to keep the system as it is unless it effects our personal life. We have become selfish: “mind your own business” has become a tag. I’m not blaming anyone as we were tired of shouting for a change. But I believe this election will decide the future of the Nagas, but what if it is only one sighted. What about our leaders? Are they really committed to what they say? Are they going to build the future for Nagas or build future for them? I have heard enough of ‘Youth Development’, ‘Women Empowerment’, ‘Road Construction’ this construction, that construction etc etc. But it is the humble request from a lay man- “Development cannot be reached if the pockets have holes”. a matter of fact the present conditions of our state display the condition of our thoughts. Since our thoughts are corrupt our actions are corrupt. The veracity of our corrupt thoughts dictates our corrupt actions. There is an unflinching link between our thoughts and our actions. If we really want to bring change we must change our thoughts. Norman Vincent Peale rightly observes, “Change your thoughts and you can change your world.” Therefore, it is pertinent for us to check the impact of our corrupt thoughts on our corrupt deeds. It is high time we need to correct our corrupt thoughts if we want to bring change in our state. Instead of projecting corrupt conditions in the news papers we must correct our corrupt thoughts in all sincerity individually and collectively. Second, change takes place when we change our perspective in seeing things differently. Real change doesn’t come out of political alliance. The present projection of change is just a political gimmick to woo voters. This is not an honest and sincere projection of change. Real change comes only when there is a real change of perspective in seeing the things differently. Marcel Proust observes, “The real art of discovery is not to visit new lands, but to see existing ones with different eyes.” Change takes place only when we see the existing things from different perspectives. Change will not come from Delhi. Instead of relying on Modi government in Delhi to bring change in

In January this year, the value of Bitcoins was going up and down so fast (in a $10,000 range) that you had to discuss it with a live price tracker in your hand. Here’s a typical conversation: ME: “I’ll buy your car for one Bitcoin.” HIM: “No way! This car’s worth more than... $9,845.” ME: “More than... $11,245? No, it isn’t. That’s a good price.” HIM: “Okay, you got a deal.” ME: “I’m now transferring to you one Bitcoin.” HIM: “Wait. This
is only worth... $7,231.” ME: “Too late, Byeee.” [Drives off.] Bitcoin analysts say the number of new coin issues is accelerating so we’ll each have our own currency in “the mid-tolong-term future”, meaning a week next Tuesday. With another round of call to participate in the election process, we must remember that voting is not only our right but it is our power. When we vote we exercise our power to choose and our power to change. Vote is the platform to efficiently communicate the will of voter to the elected officials and helping our democracy to be more participatory and responsive. To quote Jose mati, “The vote is a trust more delicate than any other, for it onvolves not just the voter but his life, honour and future as well”. There has been a hue and cry over the years of corruption and lack of developments in the state. After all the hype, news, smear campaigns, poll related violence, buying and selling of votes against the much concerted effort of the NBCC’s campaign for CLEAN ELECTION philosophical debates on social media, election day is finally upon us to put all our loud talks into action. Are we ready to vote with the right conscience or have we opted not to vote for fear of threat or intimidations, remember when we choose not to vote, it is not rebellion but it is a surrender. Every voter should identify the two types of leaders – leaders, driven by socialized power who are willing to sacrifice their self interest for common good and leaders driven by personalized power who gain personally at their followers’ expense. Let us be wise in electing leaders driven by the former because such leaders have compelling values and act with a broader purpose in mind. We should vote for such leaders who realize that they do not exist on their own accord and did not get to where they are on their own. PNB shares plunge over 30% in 8 trade sessions

Mumbai, Feb 23 (IANS): During the eight trading sessions following the detection of a $1.8 billion fraud in one of the branches of the Punjab National Bank (PNB), the bank’s shares on the BSE have plunged almost 30 per cent to a price of Rs 113.40 per share. On Friday -- the eight trading day since the unfolding of the multi-crorerupee scam -- shares of PNB closed lower by 1.09 per cent at Rs 113.40 per scrip. The stocks have plummetted 29.84 per cent since close on February 12 at Rs 161.65 per share. Gitanjali Gems, the other entity involved in the fraud case, also witnessed a fall in its shares for the eighth consecutive day -down 4.98 per cent to Rs 24.80 per share on Friday. Since its closing at Rs 62.85 per share on February 12, the company’s share has nosedived 60.54 per cent. The shares of the two companies had started to decline following the country’s second largest state-run bank PNB’s declaration on February 14 of unearthing a fraud of Rs 11,300 crore involving diamantaire Nirav Modi.

MUMBAI, Feb 23 (PTI): Mahindra Aerospace has inked an initial pact with Viking Air of Canada to support each other’s noncompeting aircraft business amid growing opportunities in the regional air connectivity space in India. The pact is aimed at boosting market penetration in identified territories, and provide potential customers with multiple options based on specific operational requirements, Mahindra Aerospa ce said in release today. The Victoria (Canada)based Viking Air is the global leader in utility aircraft services, and the manufacturer of the 19-seater passenger twin-engine utility turboprop aircraft, Series 400 Twin Otter, which is capable of operating from multiple surfaces including water. Mahindra Aerospace and Viking Air have signed a memorandum of understanding (MoU) for a stra-
tegic alliance, which was signed during the on-going visit of Canadian prime minister Justin Trudeau to India, it said. “India’s diverse market landscape offers numerous options for Viking and Mahindra Aerospace to leverage their resources for a mutually beneficial collaboration to develop regional air transportation solutions,” the release stated. “We are confident that the Viking Twin Otter Series 400 aircraft and our 8 and 10-seater Mahindra Airvan will offer a unique product portfolio to customers across various geographies,” it added. New Delhi, Feb 23 (IANS): Chinese technology giant Huawei and telecom services provider Bharti Airtel on Friday announced to have successfully conducted 5G network trial under a test set-up in India. The trial was conducted at Airtel’s Network Experience Centre in Manesar (Gurugram), the company said in a statement. “We are moving quickly to begin collaboration towards 5G interoperability and development testing (IODT). It said the wealthiest in India have cornered a huge part of the wealth created in the country through crony capitalism and inheritance, while people at the bottom are seeing their shares being reduced further. “These inequalities are the result of package of reforms adopted during the big bang liberalisation of 1991 and the subsequent policies adopted,” said Oxfam India CEO Nisha Agrawal. NEW DELHI, FEB 23 (IANS): Admitting that India’s urban infrastructure was under “extreme strain”, Union Minister of State for Housing and Urban Affairs Hardeep Singh Puri has said the government was committed to bringing holistic transformation in the country’s infrastructure development, including providing 12 million houses in urban areas by 2022. Sanctioning at a rate of 3 lakh to 5 lakh affordable houses per month under the Pradhan Mantri Awas Yojana (PMAY), Puri said the government is committed to providing “12 million houses in urban areas by 2022 as part of its home-for-all campaign”. He said this capacity building was imperative as the urban population was expected to rise from the present 30 per cent to an estimated 50 per cent by 2030.

“I was able to get cabinet approval for a new urban affordable housing fund and a provisioning of Rs 60,000 crore for the four-year period,” the minister said while delivering a special lecture on ‘2022: The India We Seek’, organised jointly by the Society for Policy Studies and India Habitat Centre. The ministry has also come out with eight models to promote private sector participation in the affordable housing sector. Six of these are based on leveraging government land and two are
based on private land ownership. The cost of land can be as high as 40 per cent to 80 per cent of the house being provided. Both the central and state governments are also providing outright subsidies, and the typical cost of a home is about Rs 6.5 lakh. “PMAY is getting high traction. There can no more generous scheme for social transformation like this,” he said. Suggesting that the current government has a powerful, positive and growth-oriented agenda, he said: “In order to achieve the new India, the Indian state must be strengthened to deliver the goods and services required. You cannot deliver the goods and services if the state is enfeebled.” He also laid emphasis on cooperative federalism for the effective execution of various flagship schemes aimed at planned urbanisation. Puri said that though
India was one of the most successful examples of postcolonial reconstruction, it has several issues to address. “Millions of our people still suffer in poverty, we must still overcome deep-rooted social prejudices and satisfy the demand for shelter, food, clothing and opportunity for the rapidly growing population,” he said. The government plans to achieve 100 per cent open defecation-free India and 100 per cent solid waste management in the country by the 150th birth anniversary of Mahatma Gandhi on Oct 2, 2019. Even Gandhi, in 1916, a year before his Champaran movement that heralded our freedom struggle, had called for a cleanliness campaign before striving for political freedom, said the minister. BHUBANESWAR, FEB 23 (IANS): India on Friday successfully test-fired nuclear-capable ‘Dhanush’ ballistic missile from a naval ship off Odisha. The surface-to-surface missile, with a strike range of 350 km, was test-fired from the ship positioned near Paradip in the Bay of Bengal, said a defence official. The trial was carried out by the Strategic Force Command (SFC). Dhanush, a naval variant of the indigenouslydeveloped ‘Prithvi’ missile, is capable of carrying a payload of 500kg and hitting both land and sea-based targets, the sources said. The missile launch and its flight performance were monitored from Defence Research and Development Organisation (DRDO) base off Odisha coast. The missile has already been inducted into the defence services.

NEW DELHI, FEB 23 (IANS): In its bid to bury rumours that 18,000 employees have been transferred following the detection of $1.8 billion fraud, Punjab National Bank (PNB) has clarified it has only transferred 1,415 employees as part of its Rotational Transfer Policy.
“There have been reports appearing in the media that the bank has transferred close to 18,000 employees. The same is factually incorrect as the bank has transferred 257 sub staff, 437 clerks and 721 officers (total 1,415 employees) since February 19, 2018, as per prevail-
ing Rotational Transfer Policy of the bank,” PNB has tweeted. It further added that the working of the branches is “going on smoothly” and the transfers are in no way affecting the customer service of the bank. The bank decision to transfer these officials came soon after Rs 11,300 crore fraud was detected in its Brady House branch, in which bank officials were also involved. The Central Bureau of Investigation (CBI) on February 17 had arrested PNB’s retired Deputy Manager, Gokulnath Shetty and its Single Window Operator Manoj Kharat in the multi-crore fraud case.

Lokpal selection panel to meet on March 1: Centre to SC
N ew D elhi , F eb 23 (IANS): The Centre on Friday informed the Supreme Court that a meeting of the Selection Committee is scheduled to take place on March 1 to deliberate on the steps to be taken for the appointment of a Lokpal. The committee would comprise of the Prime Minister, Chief Justice of India, Lok Sabha Speaker, the leader of the largest opposition party and an eminent jurist, according to the Attorney General. The jurist would be appointed by the President on the recommendation of the Selection Committee, with the Prime Minister as its Chairman. Venugopal said this to the bench of Justice Ranjan Gogoi and Justice R. Banumathi, which asked the Secretary - Department of Personnel and Training (DoPT), to file an affidavit indicating the steps taken for the appointment of a Lokpal. Asking the DoPT Secretary to file the affidavit by March 5, the court fixed March 6 as the next date of hearing in the petition by NGO Common Cause. The Attorney General informed the court about the scheduled meeting of the committee in
the course of the hearing of a contempt plea filed by the NGO. The NGO had moved the contempt plea after the government did not act on the April 27, 2017 judgment of the top court, holding that the “Act, as it stands today, is an eminently workable piece of legislation and there is no justification to keep the enforcement of the Act under suspension till the amendments, as proposed, are carried out”. The court’s observation came while addressing a question whether the Lokpal law, as it exists today, is so “unworkable” that it (court) should refuse its enforcement, notwithstanding that the Lokpal Act had come into force by a January 16, 2014, notification. The Centre had flagged two hurdles in implementing the Lokpal law, saying that it provides that the selection panel should have the Leader of Opposition (LOP) as one of its members, but there is no recognised Leader of Opposition in the current 16th Lok Sabha. The other hurdle it cited relates to the tenure of the eminent jurist to be appointed by the Selection Committee. Referring to the provisions of the Lok-
pal and Lokayuktas Act, 2013, and the amendments the government wanted to bring, the judgment had said that Sub-Section (2) of Section 4 of the Lokpal Act says that the appointment of the Chairperson or a Member of the Lokpal will not become invalid merely because of the reason of any vacancy in the Selection Committee. Extending this to the appointment of an eminent jurist by the selection panel, the court said: “If, at present, the LOP is not available, surely, the Chairperson and the other two Members of the Selection Committee, namely, the Speaker of the Lok Sabha and the Chief Justice of India or his nominee may proceed to appoint an eminent jurist as a Member of the Selection Committee under Section 4(1)(e) of the Act.” Speaking for the bench, Justice Gogoi said: “We also do not see any legal disability in a truncated Selection Committee to constitute a Search Committee for preparing a panel of persons for consideration for appointment as the Chairperson and Members of the Lokpal” and recommending the same to the President for appointment.
Pushkar case: SC seeks police response on Swamy’s plea NEW DELHI, FEB 23 (IASNS): The Supreme Court on Friday sought Delhi Police’s response on a plea by BJP leader Subramanian Swamy seeking a court-monitored SIT probe into the death of Sunanda Pushkar -- wife of Congress MP Shashi Tharoor. While issuing notice to the city police, a bench of Justice Arun Mishra and Justice A.M. Khanwilkar kept open the question on the locus of Rajya Sabha member Swamy (a third party) in the matter. During the last hearing on January 29, the court had said: “We understand the merit but the question is of maintainability. You
have to satisfy the court on categorical findings of the Delhi High Court.” Swamy has approached the top court against the Delhi High Court’s order that dismissed his plea for the court-monitored probe into Pushkar’s death. On October 26, 2017, the Delhi High Court had dismissed Swamy’s plea while terming it as a “political interest litigation”. The High Court had said it was “unfortunate that court is being used in this manner” and “courts should be careful in not letting the judicial machinery be used by political personalities for their own purposes”. “This is perhaps a textbook

NEW DELHI, FEB 23 (IANS): Delhi Police, which searched Chief Minister Arvind Kejriwal’s residence on Friday for CCTV footages in connection with the alleged assault on Chief Secretary Anshu Prakash, said no cameras were installed in the room where the incident reportedly took place. A senior police officer said they would go about the investigation based on the coverage by cameras installed in the corridor and added that seven of the 21 CCTV cameras in the house were not functioning. “Going by the coverage by CCTV cameras outside the drawing room and in the corridor, we will try to understand the movement of people before and after the incident,” Additional Deputy Commissioner of Police (DCP) Harendra Kumar Singh said. “The time of cameras at the Chief Minister’s residence was running behind by 40.43 minutes,” he said, adding that hard disks of the cameras had been seized. A forensic team was also present during the search, so that evidence could be collected in a certified and professional way,
Delhi CS ‘assault’: AAP cries foul as police visits CM’s residence
Delhi Police on Friday visited Chief Minister Arvind Kejriwal’s residence to look for evidence in connection with an alleged assault on Chief Secretary Anshu Prakash there by two AAP legislators just days back. Additional Deputy Commissioner of Police Harendra Kumar Singh told IANS that the “raid” was underway and police would be looking for CCTV footages besides questioning staff regarding the alleged assault. The Aam Aadmi Party termed the action “police raj” and said that there was no “intimation” prior to the search. Kejriwal told reporters outside his residence that he was “happy that the investigation is taking place” but said that they probe agencies should also garner “courage to question (BJP chief) Amit Shah” in the Justice Loya death case. “A lot of police has been sent to my house. Investigation is going on in my house. It is a good thing,” Kejriwal later said in a tweet. This was the first time the Chief Minister has responded to the allegations on the assault. Kejriwal also said in another tweet that his Council of Ministers has sought an appointment with the Lt. Governor Anil Baijal later in the day. NEW DELHI, FEB 23 (IANS): Delhi Bharatiya Janata Party (BJP) chief Manoj Tiwari, who made a name for himself as an entertainment personality before entering politics, wants to keep the artiste in himself alive, but refrains from expressing his viewpoint on the demand for putting a two-year ban on Pakistani talent working in Hindi film industry. It all started in 2016 when cross-border IndiaPakistan tension spilled over into the entertainment world, with some Indian political outfits imposing a ban on Pakistanis and a few Pakistani theatres pulling down Indian movies from their big screens. The ban came after the September 18 terror attack that killed 19 Indian soldiers in Uri in Jammu and Kashmir. The issue resurfaced earlier this month when Union Minister Babul Supriyo said that Pakistan’s popular singer Rahat Fateh Ali Khan’s voice in the song “Ishtehaar” from the Bollywood film “Welcome to New York” must be dubbed by someone else. NEW DELHI, FEB 23 (IANS): The Singapore Tourism Board (STB) on Friday said India has emerged as the third largest visitor arrivals (VA) source market for the island nation, notching the highest growth rate of 16 per cent. “STB announced that India, for the first time, has moved up from fourth to third place (ahead of Malaysia and behind China, Indonesia) as a VA source market for Singapore,” said the board’s statement. According to the statement, VA from India into Singapore has crossed the one million-mark for the third time in a row, reinforcing it as one of the most preferred destinations for Indian travellers. While Mumbai, Chennai, Delhi and Bengaluru continued to remain the top VA source cities for Singapore, STB’s efforts to engage travellers from cities like Ahmedabad, Coimbatore, Hyderabad, Jaipur, Kolkata and Pune have also resulted in double-digit growth.

RANCHI, FEB 23 (IANS): Opposition parties in Jharkhand on Friday demanded the arrest of a BJP legislator on the charge of thrashing a land acquisition official over compensation. Bharatiya Janata Party legislator Sadhu Charan Mahto had on Thursday allegedly thrashed Saraikela Land Acquisition Officer Deepu Kumar at Raghunathpur village in Neemdih block, where compensation was being distributed for land acquisition for the National Highway-32 project. The
legislator was said to have entered into an altercation with the officer and later manhandled him and even broke the windowpanes of his vehicle. The district administration was instructed by the state government to speed up distribution of compensation while the MLA was accused of opposing it. He had earlier asked the officer not to distribute the compensation. “ T h e B J P g ove r n m e n t i n Jharkhand, like what happened in Delhi, should immediately arrest the
legislator. We condemn the BJP legislator’s action in creating hurdles in official work and beating the official,” Congress leader Kishore Sahdeo told IANS. BEIRUT/ISTANBUL, FEB 23 (AGENCIES): The Turkish army struck a convoy entering Syria’s Kurdish-held Afrin region, which Ankara said carried fighters and weapons but Kurdish forces said was made up of civilians entering with food and medicine, reports Reuters. In a statement on Friday, the Turkish military said a fleet of some 30-40 vehicles of the Syrian Kurdish YPG militia had approached the main town of the northwest Afrin region. It said artillery targeted the convoy “carrying terrorists, weapons and ammunition”. The YPG said the convoy, which arrived in Afrin
late on Thursday, had transported civilians from the Jazeera region further east and other towns under the control of Kurdish forces. Birusk Hasaka, the YPG spokesman in Afrin, said the convoy included hundreds of people. The shelling set some cars ablaze, wounding at least ten people and killing one passenger. “The convoy was headed to stand in solidarity with the people of Afrin, carrying food aid and medical supplies,” he told Reuters. Turkey launched an assault last month on Afrin, seeking to drive out the YPG which it deems a menace along its border. It denies hitting civilians during the offensive.
“As always all attention and sensitivity was shown so that civilians were not harmed,” the Turkish military said on Friday. Since the onset of Syria’s conflict in 2011, the YPG and its allies have carved out three autonomous cantons in the north. Their territory expanded as they defeated Islamic State with U.S. help, although Washington opposes their autonomy plans, as does the Syrian government. This week, militias allied to Damascus deployed to Afrin to help fight the Turkish assault. The Damascus government has also been allowing Kurdish fighters, civilians, and politicians to pass through its territory to reach Afrin in recent weeks. A YPG statement accused Turkey of trying to “create a state of terror and force people towards mass displacement” with air strikes and arbitrary shelling in Afrin. Ankara sees the YPG as an extension of the banned Kurdish PKK movement, which has waged a decadeslong insurgency on Turkish soil.
UNICEF number two resigns after complaints UNITED NATIONS, FEB 23 (AFP): UNICEF deputy director Justin Forsyth has resigned following complaints of inappropriate behaviour towards female staff in his previous post as head of British charity Save The Children, the children’s agency said today. “Executive Director Henrietta Fore today accepted Justin Forsyth’s resignation from his position as Deputy Executive Director of UNICEF,” said a UNICEF statement. “We are grateful to Mr Forsyth for his work over the past two years to advocate for the most vulnerable children and help advance UNICEF’s mission to save children’s lives. This mission is now more important than ever,” it added. Forsyth joined UNICEF in 2016 after leaving his post as chief executive officer of Save the Children, where he faced complaints from three workers who said he had sent inappropriate texts and commented on what young female staff were wearing. UNICEF yesterday said it was unaware that Forsyth faced those complaints when he was recruited. Forsyth had apologised to the three staff members for the incidents. In the wake of the MeToo movement, UN Secretary-General Antonio Guterres this month announced a zero-tolerance policy on sexual harassment and vowed new stepped-up measures to address misconduct by staff at the world body.

We’ve seen modest progress in terms of Pakistan’s actual acknowledgement of these concerns, but President (Trump) is not satisfied with the progress when it comes to Pakistan,” Shah said on Thursday while expressing the US administration’s displeasure on the issue. He was responding to a question on the progress made in Trump’s South Asia policy which was announced in August last year. Shah also shed light on the US’s progress in Afghanistan, saying “we’ve made significant progress against the Islamic State, reducing their presence

It said the charity was suspended for two months pending an internal Haitian investigation into the matter. An investigation con-
ducted by Oxfam a year after the earthquake had found that seven staff were accused of using prostitutes at an Oxfam-funded residence. The 2011 report, disclosed on Monday, also found that three staff members had physically threatened a witness. One official has acknowledged paying for prostitutes and the others were accused of harassment and intimidation. Washington, Feb 23 (IANS): In a move that is likely to hit Indian IT firms and their employees, the Trump administration has announced a new measure that makes it tougher to issue H-1B visas to those to be employed at one or more third-party worksites. The US Citizenship and Immigration Services (USCIS) published a policy memorandum on Thursday saying it may request detailed documentation to ensure that a legitimate employer-employee relationship is maintained while an employee is working at a third-party worksite. The H-1B programme offers temporary US visas that allow companies to hire highly skilled foreign professionals working in areas with shortages of qualified American workers.

A total of 11,075 soldiers from 29 countries participated in the Cobra Gold 2018 training, held in eastern Thailand, reports Efe news. The United States was the biggest participant with 6,125 soldiers, followed by hosts Thailand, who sent 4,007 troops to the drills. South Korea sent 300 troops, its biggest contingent since 2010 when it first joined the annual exercises which started in 1982. Other participants this year included Indonesia, Japan, Malaysia and Singapore while Germany, Brazil, Brunei, Cambodia, Laos, Myanmar, Pakistan, Sri Lanka, Sweden and Vietnam attended as observers.

BEIJING, FEB 23 (PTI): China has equipped a branch of the PLA deployed along the Indian border with a powerful USstyle integrated individual soldier combat system to prepare for a future “informatised warfare”, a media report has said. Informatised warfare, a term widely used by the
Chinese military in recent years, refers to the use of IT, digital and artificial intelligence applications in battlefield conditions. The Sky Wolf Commandos, a branch of the People’s Liberation Army (PLA) special operations forces from the western theatre command, have been equipped with the QTS-
11 system in their training, Weihutang, a column affiliated with the China Central Television (CCTV), reported. The western theatre command looks after the security along the 3,488 kmlong Line of Actual Control (LAC) with India. The QTS-11 system, according to Chinese ex-
perts, is similar to the one being used by US soldiers. Hailed as the “strongest individual firepower in the world”, the QTS11 system not only contains firearms but also a full digitalised integrated individual soldier combat system, including detection and communications, Song Zhongping, a Chinese military expert told state-run Global Times. The system, which includes an assault rifle and 20-millimeter grenade launcher, is capable of destroying antipersonnel targets. Each soldier equipped with the system is armed with a thermal imager and optoelectronic and positioning systems, the Global Times quoted a report by Science and Technology Daily. QTS-11 system weighs up to seven kgs. “The individual soldier combat system is only part of the digitalised army, something countries are attempting to do. Developing the integrated individual soldier combat system adapts to informatized
warfare in the future,” Song said. “QTS-11 systems of the US and China are similar but not comparable. The system’s capability depends on how it is used,” Song said. Special operations forces are the first to have a taste of the QTS-11 system before the system would be widely equipped into other forces. The system is also very expensive, Song said. The announcement by the official media of the deployment of new system along the border with India followed a report few days ago of the upgrading the air defences along the LAC was seen by military observers here as a psychological warfare being resorted to by the PLA. The Global Times earlier quoted an expert as saying the upgradation of the air defence with deployment of fighter jets like J-10 and J-11 is aimed at confronting any threat from India in the light of India acquiring new fighter aircraft, an apparent reference to Rafale aircraft.

MALE, FEB 23 (IANS): The first round of presidential elections in Maldives will be held in early September and preparations for the polls have already begun, the Elections Commission has announced. It said on Thursday that a second round, if necessary, would be held within 21 days from the election day. The President’s Office in a statement said it welcomed the announcement and encouraged all relevant stakeholders to offer the Elections Commission their full, unreserved support for the conduct of their work. “Free, fair and credible elections are the foundation of our democracy and it is essential for continuity of our nation’s growth, stability and prosperity,” the statement said. “The government of the Maldives extends its invitation to all international stakeholders to observe the electoral process and... urges the international community to provide support in bringing back normalcy in

JUBA, FEB 23 (AGENCIES): A UN rights commission in South Sudan said Friday there was sufficient evidence to charge at least 41 senior officers and officials with war crimes and crimes against humanity, reports AFP. South Sudan’s fouryear-old civil war has been characterised by extreme brutality and attacks on civilians. But no high-ranking officials have been held to account, despite African Union (AU) promises to establish a special court to try alleged crimes. “The court could be set up straight away and the prosecutor could begin working on indictments,” said Yasmin Sooka, chairperson of the UN Commission on Human Rights in South Sudan. “Under the peace agreement, those indicted can no longer hold or stand for office. Ultimately this is the only way to stop the rampant devastation of millions of human lives by South Sudan’s leaders,” she said.

On Thursday, the Guardian revealed how Gui had been travelling with Sweden’s consul general in Shanghai, Lisette Lindahl, when he was taken by plainclothes agents on January 20. Later that day, Sweden’s Ambassador to China, Anna Lindstedt, received a call from a Chinese interlocutor who announced the China-born bookseller, a Swedish citizen since 1992, was suspected of leaking state secrets. On Thursday, the total of 36 MPs, including politicians from Germany, Hungary, Italy, Portugal, Spain, the UK and Sweden, wrote to the Chinese leader to voice “strong condemnation” over Gui’s plight and demanded that “he is protected from torture and other ill-treatment”. The MPs said their determination to free Gui had intensified after he was marched before the cameras on February 9 for a “highly coercive” confession, the Guardian reported.

Snap CEO Evan Spiegel Earned $638 Million in 2017

nap CEO Evan Spiegel is now one of the highest paid executives in the U.S. The 27-year-old entrepreneur made nearly $638 million in 2017, according to documents filed on Thursday morning, thanks to a sizable stock award following the company’s initial public offering. Spiegel was awarded 3 percent of total outstanding shares at the time of the IPO, paid out over three years. In 2017, that payment amounted to nearly $637
million. Spiegel also received $1.08 million in other compensation that came in the form of such company perks as a vacation payout, legal fees and security. His base salary was cut at the time of the IPO to just $1. Spiegel’s hefty payday comes after a volatile year for Snap stock. Shares have regularly traded below Snap’s $17 IPO price since last summer, rising this February after the company reported its first strong earnings since its public debut. Imran Khan, Snap’s
chief strategy officer, was the second-highest paid executive at the company in 2017, earning nearly $101 million, made up of a $442 million salary and $100 million stock award. General counsel Michael O’Sullivan earned a total of $16.7 million. On Feb. 6, Snap reported $286 million in fourth-quarter revenue and losses of 28 cents per share. c t r e s s P r i ya n k a Chopra has decided to cut ties with billionaire diamond trader Nirav Modi’s brand following the news about the alleged banking fraud carried out by him. “In the light of recent allegations, Priyanka Chopra has chosen to terminate her contract with the Nirav Modi brand,” a spokesperson of Priyanka, who was the global brand ambassador for Nirav Modi, said in a statement issued on Friday. As the news about the multi-crore scam involving Nirav Modi came to light earlier this month, a statement from the actress read that she was seeking legal opinion on her contract. There were also speculations that she is suing the
brand for non-payment of dues. But her spokesperson denied this. The termination news comes in the wake of after actresses Kangana Ranaut and Bipasha Basu accusing Mehul Choksi-owned Gitanjali Group of breaching the contracts with them and not paying their dues. Nirav Modi and his uncle Mehul Choksi, along with the directors of the Nirav Modi and Gitanjali groups, are under investiga-
tion by the Central Bureau of Investigation (CBI) and the Enforcement Directorate (ED) for an alleged Rs 11,300 crore fraud on Punjab National Bank through illegal use of Letters of Undertaking and Foreign Letters of Credit to raise and roll over money. I have always been very fascinated by the Indian soundscape and I hope to meet some musicians for future collaborations during my visit this time,” Moshonov said in a statement. Cape Town, Feb 23 (IANS): India and South Africa will battle it out in the series-deciding third and final Twenty20 International (T20I) at the Newlands Stadium here on Saturday. In the first game, a brilliant all-round show helped visitors beat hosts South Africa by 28 runs at Johannesburg. In the second
game, South Africa, who lost the One-Day International (ODI) series 1-5, kept the T20I series alive by registering a six-wicket victory at Centurion. The second match was a show of respective batting resolves by both sides, especially of their middle-order batsmen. While Manish Pandey (79 not out off 48) and Mahendra Singh
Dhoni (52 not out off 28) responded for India, the hosts had to thank Heinrich Klaasen (69 off 30) and Jean-Paul Duminy (64 not out off 40) as they overhauled the visitors’ total of 189/4 with six wickets and 1.2 overs to spare. Klassen and Duminy were particularly harsh on leg-spinner Yuzvender Chahal (0/64) and left-arm medium pacer Jaydev Unadkat (2/42) in the second match. These two will be eager to bounce back with improved performances in the third match as captain Virat Kohli trusts them. Farhaan Behardien and David Miller have not lived up to the expectations yet and the match gives them another chance to make impact and impress the selectors ahead of the busy schedule. Koreas to hold talks on Paralympics participation Seoul, Feb 23 (IANS): South and North Korea on Friday agreed to hold working-level talks next week to discuss Pyongyang’s participation in the 2018 Winter Paralympics, which will be held in next month, Seoul’s Unification Ministry has confirmed. The two sides will meet on February 27 at the northern side of the inter-Korean border to discuss details of the North’s participation in the March 9-18 games, reports Yonhap News Agency. At last month’s interKorean talks, the North agreed to send a 150-member delegation to the Paralympics. Seoul will send a three-member delegation led by Lee Joo-tae, a Director-General in charge of inter-Korean exchanges at the ministry, to the upcoming talks, it added. The two Koreas have engaged in a flurry of sports diplomacy since North Korean leader Kim Jong-un expressed willingness to send a delegation to the February 9-25 PyeongChang Winter Olympics in his New Year’s message. The North has dispatched nearly 500 people, including athletes, musicians and cheerleaders to the Olympics.

M O SC OW, F eb 2 3 (Agencies): Russian bobsledder Nadezhda Sergeyeva has tested positive for a banned substance at the Winter Olympics, Russia’s bobsleigh federation said Friday. “A doping test by the pilot of the Russian team Nadezhda Sergeyeva on 18 February gave a positive result for a heart medicine that is on the banned list,” the federation said in a statement, adding that a previous test on February 13 was negative. It was the fourth positive doping case of the Pyeongchang Games in South Korea. The statement came a day after Russian curler Alexander Krushelnitsky was stripped of his Pyeongchang Winter Olympics bronze medal after admitting doping.

NEW DELHI, Feb 23 (PTI): Sports Minister Rajyavardhan Singh Rathore on Thursday said his ministry is actively considering setting up a world class football academy in Manipur in collaboration with the state government. Rathore said this while interacting with a group of students from Manipur aged between 11 and 16 years who are currently on a National Integration Tour organised by Assam Rifles. The minister noted the remarkable presence of eight players from Manipur in the Indian squad for the FIFA U-17 World Cup and asked the students to prepare hard in the sport of their choice so that they can participate in future editions of Khelo India School Games. “A group of 20 students along with their teachers from Chandel district of Manipur here

USTA ‘mostly liable’ in Bouchard fall NEW YORK, Feb 23 (Agencies): The US Tennis Association was found “mostly liable” by a New York jury on Friday for Canadian tennis star Eugenie Bouchard’s locker room fall at the 2015 US Open, US media reported. The Gunners were leading 3-0 from the first leg last Thursday, but were poor in the first half as Ostersunds stormed into a 2-0 lead on the night thanks to a Calum Chambers own goal (22) and Ken Sema (23).
