Modi, Shah visit fuels speculation in Nagaland

Much is being speculated over the likely purpose of the proposed visit of union home minister Amit Shah to Nagaland on January 6 to be followed by a visit to the state by Prime Minister Narendra Modi sometime after January 10. This was disclosed by state chief minister Neiphiu Rio Tuesday while addressing the 61st Annual Sports Meet of Zhadima Village Youth and Sports Organization (ZVYSO)at Zhadima village, Tuesday.
Rio said while Shah will be visiting Nagaland on January 6, prime minister Modi is likely to visit after January 10 (tentatively January 13 or 14).
Rio expressed the hope that Nagas would get to know on the status of Naga political issue during the visits of the central leaders. He said the biggest hope on the Prime

Minister and Home Minister’s visit was on securing solution to the Naga issue which would be the “greatest happiness” for Nagas.
According to sources, Amit Shah will be arriving Dimapur from Imphal and hold meeting with state leaders before leaving for Delhi the same day. It was not clear whether Shah would be meeting ENPO representatives.
Sources however said that Shah’s proposed visit to Eastern Nagaland this month would be finalized only after submission of a report by the three-member Home ministry committee on ‘Frontier Nagaland’ demand. There are
speculations on whether Shah will announce the arrangement that the Centre proposes for eastern Nagaland so as to ensure that the constitutional obligation of Nagaland in constituting the next legislative assembly is not prevented. Election could be deferred if the need arose in order to prepare the necessary formalities.
In such an event, the state assembly could be placed under suspended animation and polls deferred. With regard to the subsequent visit of the PM, sources speculate that Modi could be expected to announce a likely solution and a slew of projects and assistance to the state.
Naga solution top priority: Rio
State chief minister Neiphiu Rio on Tuesday asserted that solution to the vexed Naga political issue was the top priority for his government, saying the issue should be resolved at the earliest to facilitate development and all-round development.
Speaking as chief guest at the inaugural of the 61st Annual Sports Meet of Zhadima Village Youth and Sports Organization at the village ground, Rio said he was hoping for an early solution, which would be of “tremendous benefit” for the people.
Rio said that following a solution there would be increase in seats for MLAs, Lok Sabha and Rajya Sabha. He also said there were other numerous economic packages
that have been put to in place. Rio stated that the elected members of the 13th Nagaland legislative Assembly had also come together and formed an opposition-less government to facilitate an early solution, which, he maintained was not possible under normal circumstances.
In this regard, Rio said that except for normal party activities, all the political parties had also resolved not to go for any sort of campaign in the past month(s). However, Rio pointed out that in the event of absence of a solution, Nagaland would also have to perform its democratic duties by going to an election by end of February or early March basing on the announcement of the dates by the Election Commission of India.

Director General of Police (DGP) Nagaland, TJ Longkumer has put in his resignation papers on January 2.
Informing this to media persons after the Cabinet meeting, State government spokesperson and Planning & Coordination, Land Revenue and Parliamentary Affairs minister Neiba Kronu said that the Cabinet will take up the matter on January 7. With regard to appointment of the next DGP, Kronu said that the cabinet will take a call and all formalities would be completed by January 7.
It may be mentioned that Longkumer, a 1991 batch Chhattisgarh cadre IPS officer, took over as the State police chief in 2018. His inter-cadre deputation was extended till August 31, 2022. Longkumer’s tenure as DGP was further extended till February 28, 2023.
As per Nagaland cadre IPS seniority list, Sunil Achaya (1991 batch), currently serving as joint director RAW is next in line. However, it was learnt that Achaya had reportedly refused to move to Nagaland.
The next frontrunner is 1992 batch IPS officer, Rupin Sharma, currently serving as DG (Prison & HG, CD & SDRF).
Adding to the already hyped political atmosphere, Central Nagaland Tribes Council (CNTC), comprising of Ao, Lotha and Sumi tribes-- has threatened to abstain from taking part in the State Assembly elections (expected February end or first week of March this year), if the BJP-led government at the Centre failed to fulfil its 2018 elec-
tion promise- “Election for Solution” while at the same time, also reaffirming its earlier demand for President’s Rule in Nagaland.
As the 2023 Assembly elections is to be announced any time soon, CNTC said the BJP-led government has failed to fulfil its 2018 commitment while its lack of “response or eagerness” for solving the Naga political issue has hurt the public sentiment.
CNTC maintained that instead of fulfilling its promise on solution, the Centre was likely to announce the date of Nagaland Assembly election. CNTC categori -
cally stated that “in the event of such move by the Centre (for holding election), it (CNTC) will be left with no option but to go in line with Eastern Nagaland People’s Organisation (ENPO) for abstaining from the state assembly election.
CNTC said it has renewed its demand for imposition of President’s Rule in the state, in view of the failure of the United Democratic Alliance (UDA) government in fulfilling its commitments.

According to official sources, a17-member ENPO delegation is to leave for Guwahati on January 4 to meet with Mishra head of the panel constituted by the union home ministry besides Joint Director Intelligence Bureau Dr. Mandeep
Singh Tuli and MHA director North East Di-vision, AK Dhyani on January 5.
Reaffirms August 26 resolution: Despite the Centre spurning the statehood demand, the seven apex tribal organizations of Eastern Nagaland-- Chang Khulie Setshang (CKS), Khiamniungan Tribal Council (KTC), Konyak Union (KU), Phom People’s Council (PPC), United Sangtam Likhum Pumji (USLP), Tikhir Tribal Council (TTC), and Yimkhiung Tribal Council (YTC) on January 3, reaffirmed the decision to not take part in “any election process of the Sate and State Centre until and unless a separate Statehood- (Frontier Nagaland)-is fulfilled, as demanded by the people of Eastern Nagaland
through the grassroot.”
The reaffirmation was made at an emergency meeting held on January 3 at DUDA Guest House, Sovima. The resolution was jointly signed by CKS vice president N Sepong Chang, KTC president Thongou, KU president Tingthok, PPC president M. Shami Angh, USLP vice president Y. Hotongkyu, TTC vice president Tsangli Tikhir and YTC president Throngso Yimkhiung.
The house acknowledged the Union Home Minister Amit Shah, and Central Committee on Frontier Nagaland Statehood demand headed by A.K.Mishra IPS(Retd), Advisor (NE), MHA for their
extortion, which has led to sharp rise in prices of various items which have only made the common people bear the brunt.
CNTC also reminded on the misappropriation of public money in the construction of High Court complex in Kohima, Sovima Cricket ground, Multi-purpose Stadium in Dimapur, etc, which were some of the examples of unabated corruption taking place in the state.
In the light of the above, CNTC claimed that with imposition of President’s Rule, all such corruption could be checked.
Cab appeals ENPO to reconsider demand for Frontier Nagaland

Even as the Government of India has rejected the Eastern Nagaland People’s Organisation (ENPO) demand for creation of ‘Frontier Nagaland’ state, the State cabinet on Tuesday appealed to the ENPO to re-examine/reconsider its demand in the greater interest of Nagas as a whole.
The cabinet which met here to deliberate on the issue of ‘non participation’ in the forthcoming assembly election by February or March this year also discussed the ENPO demand for separate ‘Frontier Nagaland’.
After the cabinet meeting, State government spokesperson and Planning & Coordination, Land Revenue and Parliamentary Affairs minister Neiba Kronu informed media persons that since solution of the decades-old Naga political issue was top priority, the cabinet decided to appeal to ENPO in the larger interest of securing an early solution.
Meanwhile, United Democratic Alliance (UDA) co-chairman and NPF Legislature Party Leader Kuzholuzo (Azo) Nienu disclosed to media persons, that three-member Ministry of Home Affairs (MHA) team headed by
advisor (North East) AK Mishra had ruled out creation of a separate ‘Frontier Nagaland’ as demanded by ENPO.
He said that this was informed at the cabinet meeting by a member of Eastern Nagaland Legislators’ Union (ENLU).
Azo further clarified that the State cabinet had never adopted any resolution nor recommended creation of a separate State by referring to the July 23, 2011 cabinet decision where it reaffirmed integration of all contiguous Naga-inhabited areas.
Accordingly, Azo said the Nagaland Legislative Assembly (NLA) adopted four resolutions in this regard. “Till today we stand by that,” Azo stated.
Azo said that instead, the State Cabinet had recommend granting of Autonomous Council for eastern Nagaland but that this was rejected by the ENPO, so the matter ended there.
He said that the main factor behind the ENPO statehood demand was “development and financial assistance”.
Azo remarked that it was a genuine demand which should be looked into but not at the cost of dividing Nagaland.
He said ENPO and the Home Ministry (MHA)
team would be meeting this week again.
Though the state government was unaware of what Central government would be recommending for ENPO, Azo said that the state government will support any recommendation of the Centre recommend but at the same time, it should also be made known to the state.
On ENPO’s resolution to abstain from taking part in the Assembly elections, Azo asserted that election was a constitutional mandate and, that once Election Commission of India (ECI) announces the poll schedule, it will be mandatory for all political parties to take part in the elections.
“We are waiting for the Election Commission to announce the date and we are mentally prepared,” he added.
Meanwhile, highly placed sources informed Nagaland Post that the Election Commission of India (ECI) was monitoring the situation in Nagaland.
Though there have been speculations about deferment of State Assembly polls, the Election Commission of India has reportedly sanctioned deployment of 50 companies of Central forces for election duty.
High time for GoI to decide on Naga solution: Dr Jamir
DIMAPUR, JAN 3 (NPN): Four-time chief minister and former governor Dr. SC Jamir maintained that it was high time that the government of India demarcate the political status of the agreements already signed with Naga stakeholders and raise the final curtain on the Naga political issue.
In a statement, Dr. Jamir said Naga public were “fully aware of the Agreements of 3rd August 2015, 17th November 2017 and 31st October 2019”, adding that no further attempts be allowed to delay the final announcement. Dr. Jamir hoped that as the new year unfolds, the Prime Minister of India, in his political wisdom, would redeem the
people of Nagaland and other Naga areas from the present impasse and usher in an era of stability “in this corner of India.”
He said that a peaceful Nagaland would ensure acceleration of a prosperous North-east and help realize Prime Minister Modi’s Act East policy. Dr. Jamir called for allowing the people of Nagaland to take care of their State and “similarly let others confine to their own States.”
Late comers making unrealistic claims: Dr. Jamir said that the pioneering older generation of the Naga political movement had committed themselves unselfishly and unreservedly to the cause they believed
in and together with the people, incalculable sacrifices were made.
However, he said noted that today “the late comers, who joined the fray in more recent times”, were subsuming what they were never part of, and were making tall, unrealistic claims about deciding the fate of the Nagas of Nagaland without the people’s expressed mandate.
“A glimpse of the Naga political scenario today indicates that the road map appears to be more realistic than before,” Dr. Jamir said.
On the over hyped phrase ‘uniqueness of Naga history’, Dr. Jamir said it was then Prime Minister Atal Behari Vajpayee who first coined and used the
phrase at a press conference. He said that however, today it has become a common political phrase especially among the underground leaders. Dr. Jamir therefore posed- “Should we also not ask ourselves whether or not we have been making a ‘unique’ modern Naga history?” .
Nagas fed with fanciful pictures of their future: Dr. Jamir said that for several decades the Nagas were fed with all sorts of makebelieve and fanciful pictures of the Naga future.

SC rules against addl curbs on lawmakers’ free speech Uphold SAPO claims in Kezoltsa and Dzükou areas: NTC urges state govt
(AGENCIES): Ruling out any additional restriction on freedom of speech of public functionaries, the Supreme Court on Tuesday said that ministers, MPs, and MLAs enjoy freedom of speech in equal measure as other citizens under Article 19(1) (a) of the Constitution, Bar and Bench reported.
A Constitution Bench of Justices S Abdul Nazeer, AS Bopanna, BR Gavai, V Ramasubramanian and BV Nagarathna ruled that like any other citizens, no additional restrictions, other than those prescribed under Article 19(2) of the Constitution, can be imposed on a
public representatives under right to freedom of speech and expression.
“Additional restrictions not found under Article 19(2) cannot be imposed on the exercise of article 19(1)(a)… Grounds mentioned in Article 19(2) for restricting free speech are exhaustive. Additional restrictions not found in Article 19(2) cannot be imposed on the exercise of right under 19(1)(a),” the Court held. The court delivered the judgment after hearing a batch of pleas relating to the scope of freedom of speech of public functionaries, and whether greater restrictions can be imposed on their right in the greater interest of
citizens and their right to life and personal liberty.
The court also ruled that statement made by minister related to government or its affairs cannot be vicariously attributed to the government. “A mere statement by a minister inconsistent with the rights of citizen does not form to be a constitutional tort but if it leads to omission or commission of offence by a public official then it is a constitutional tort,” the bench ruled.
Justice BV Nagarathna in a separate judgment held while freedom of speech and expression is a much needed right so that citizens are well informed and educated on
governance, it cannot turn into hate speech. “Hate speech in the sense strikes at the foundational values by making the society unequal and also attacks citizens from diverse backgrounds especially in a country like us that is Bharat. It shall be the duty of every Indian to uphold the dignity of every individual irrespective of religion, caste etc and also uphold the dignity of women,” she held.
The reference to a fivejudge bench had arisen following Samajwadi Party leader Azam Khan’s remarks on a 2016 gang-rape of a minor and her mother in Uttar Pradesh.
DIMAPUR, JAN 3 (NPN): Nagaland Tribes Council (NTC) on Tuesday urged the state government to “wholeheartedly uphold” the claims of SAPO in Kezoltsa and Dzükou areas.
NTC through its media cell said that the concerned tribal bodies and NGOs have over the years made attempts to resolve the land dispute problems so as to restore the age-old peaceful atmosphere that existed between Southern Angami Public Organization (SAPO) and Mao Council.
NTC has, however, expressed anguish over the
Nagaland government’s “silence and inaction” on the issue. The council maintained that Manipur government had gone to the extent of establishing an outpost of armed police in the area to monitor and prohibit the movement of the people of SAPO. However, it said that the Nagaland government “seemingly” was yet to genuinely ponder on the issue.
NTC stated that state government has also not enforced any protective mechanism for safety and security of its own citizens but “unreservedly allows”
the counterpart Manipur government to exercise its one-sided administrative authority.
Admitting that the land dispute was between two Naga communities, NTC has, however, said that one community belonged to Nagaland state and the other belonged to Manipur state. “This being the case, whatever may be the dimension of the dispute it certainly falls within the ambit of the inter-state boundary issue,” NTC asserted.

CWSK, CUNR condemn alleged murder
CWSK: Chakhesang Women Society Kohima (CWSK) and Chakhesang Union New Reserve (CUNR) Kohima have strongly condemned the alleged brutal murder of Khrütalü by her husband, Thejakuolie Angami, constable MT DEF Kohima on December 24.
In a condemnation note, CWSK president Neikhwepeu Khalo and general secretary Meneno V stated that violence against women was a gross violation of human rights.
The society appealed to the concerned authorities to conduct a thorough and unbiased investigation into the case, so that the perpetrator be awarded befitting punishment. CWSK also urged all right thinking citizens to condemn the “atrocious and diabolic act” by the law enforcement personnel so that such recurrence of horrendous crimes can be prevented.
CWSK further conveyed condolences to the bereaved family and prayed that the departed soul rest in eternal peace.

KOHIMA, JAN 3 (NPN): Western Angami Students’ Union (WASU) would be celebrating its 75th anniversary on January 6 and 7 at Western Angami Public Organization (WAPO) ground, Sechü, Zubza, under the theme “Restrengthening our foundation” to be hosted by Sechü Zubza Students’ Union.
Informing this during a press conference at hotel Lavisto, here Tuesday, WASU officials and Central Organizing Committee (COC) informed that around 2000 students from 11 units of WASU were expected to be part of the celebration.
During the main celebration on January 7, NPF Legislature Party leader and Co-chairman of UDA,
Kuzholuzo (Azo) Nienu, would be the special guest.
On the first day of the celebration, former president of Angami Public Organization, Mhiesizokho Zinyü would be the introductory speaker.

Kiphire battalion constructed a public toilet at khongsa village, Pungro sub division, Kiphire district under Assam Rifles Civic Action Project for the financial year 2022-23 and handed over the same to the villagers on January 2.
A press release by AR sources said that the initiative will help the village achieve their goal of making Khongsa village free from open defecation. The villagers assured full cooperation with security forces and vowed to put maximum effort to be part of Swachh Bharat Mission. In this connection, Sechü encouraged the youth to work for the welfare of Western Angami ‘D’ group.

DC Wokha bars declaration of consensus candidates
DIMAPUR: In view of the forthcoming Assembly elections scheduled to be held in February, Deputy Commissioner (DC) Wokha AK Ranja has issued a circular informing that declaration of village/ area/range consensus candidates by various public organisations/village councils/range organisations was violative of various election related laws and offence under the Indian Penal Code.
The circular dated January 3, further stated that undue influence at elections including interference or any attempt to interfere with the free exercise of electoral right by any means such as threat of injury/ restraint is an offence under Sec 171C, 339 and 340 of IPC. It said that under Sec. 125 of Representation of the People Act 1951, any attempt to promote enmity between classes in connection with elections on grounds of religion, race, caste, community or language constitutes electoral offence and is also punishable under Sec. 153A. 153B. 295A
and 505(2) of IPC.
DC said that the same has been reiterated by the Election Commission in its instructions dated April 26, 2014 that further prohibits any organisation/group from activity or statements that amounts to attack on personal life of any person or is malicious or offends decency and morality.
Violation of same by any organisation can also lead to debarment and denial of permission to hold any further programmes/activity, it said. Further, village councils being auxiliary to the administration under Sec 15 of The Nagaland Village Council Act 1978 is bound to be neutral in matters related to elections, it added.
Therefore, DC has asked all to refrain from declaration of village/ area/range consensus candidates or any other activity that subverts free exercise of electoral right by any means and warned of action under the applicable penal provisions of law.

DIMAPUR: In view of the upcoming general elections to the 14th Nagaland Legislative Assembly 2023, Deputy Commissioner (DC) & District Election Officer (DEO) Tuensang, Nokchasashi has informed all concerned to conduct physical verification of all arms and ammunition held by the licensees in the Tuensang district per the rules 30 and 112 of the arms rules, 2016.
Therefore, all the arms license holders under Tuensang District have been directed to report to the concerned Police Station between 9 am - 3 pm latest by January 20, 2023 with the arms/ ammunition and license booklet for physical verification.

Top militant held ahead of Shah’s visit to Mnp
IMPHAL, JAN 3: Amid enhanced security measures taken in view of the scheduled visit of Union home minister Amit Shah in Manipur, a top militant and his aide were arrested in Imphal on Tuesday.
A team of police commandos attached with Imphal East district police arrested self-styled chairman of Manipur Tribal Revolutionary Army (MTRA) and his aide during random frisking and checking of passers-by at Mantripukhri area along NH-2 under Heingang police station of Imphal East district around 4.45pm, police said.
The self-styled chairman was identified as Chuirei Makung alias Ati Making aka Teiba (42) of Manthuram village under Kasom police station of Kamjong district while his aide as Asonam Shinglai Tangkhul (40) of Lungtin village of Chandel district.
Asonam Shinglai is presently working under the command of the selfstyled chairman Chuirei Makhung of MTRA, the police claimed.
Two mobile phones
were confiscated from their possessions, the police said.
The police alleged that the chairman along with his aide came to Mantripukhri Bazar to collect money which the outfit had demanded from the businessmen and government officials residing in the area.
The arrested persons along with the seized items were handed over to Heingang police station for taking up further necessary legal procedures against them, the police added.

home minister Amit Shah will tour during his one-day visit in the state.
Shah will be in Imphal on January 6 on 1- day visit in the state. During his brief visit, Shah will inaugurate projects worth Rs 300 crore besides laying foundation stones for over Rs 1,000 crore worth projects, as per a government source.
Among others, the Union home minister will inaugurate the Olympian Park at Sangaithel in Imphal West where statues of 19 Olympians of Manipur are installed in honour of their contribution to sports and a 122-feet high polo statue at the Ibudhou Marjing com-
plex in Imphal East district.
Shah will also hoist the INA flag at the then INA headquarters at Moirang in Bishnupur district which is being developed as a heritage site among others.
Ahead of the scheduled visits of the Union home minister, Manipur police have been taking up security measures across Imphal and its outskirts.
Besides intensified random frisking and checking almost all roads leading to the city, the state police commandos are conducting mopping operations at various sensitive areas in the last few days.
A team of police com-
mandos on Tuesday conducted a cordon and search operation in residential areas in the periphery of the Imphal International Airport where the Union home minister is scheduled to land by a special flight.
Police commandos conducted house-to-house searches of around 35 houses, workshops, schools, brick fields and poultry farms and verified around 100 people, a police source said.
No arrest was made during the operation, the source said.
On the other hand, chief minister N Biren Singh today inspected some of the projects which the Union home minister will inaugurate on January 6.
He inspected the development of the heritage site for INA headquarters at Moirang where the INA flag will be hoisted by the Union home minister.
Singh also took stock of the preparation for the inauguration of Churachandpur Medical College at Churachandpur district headquarters and later inaugurated an open gym at Peace Ground, Tuibong of the district.
2 more held in APPSCCE-2017 paper leak case
GUWAHATI, JAN 3
(IANS): One person was killed while several others were left injured after two factions of a mosque committee clashed in Assam’s Dhubri district, the police said on Tuesday.
The incident took place in the Bilasipara area of the district on December 30.
According to the police, at least 20 people have suffered injuries in the clash. Two separate complaints have registered in the matter, while two persons have been arrested for their alleged involvement in the violent clash.
Superintendent of Police of Dhubri district, Aparna Natarajan, said that the incident took place at the Bilasipara Bangalipara mosque. One person was seriously injured in the clash who succumbed to his injuries at a hospital on Monday night.
Following that, locals on Tuesday evening staged a protest and blocked the road in the area.
The officer informed that two groups of the mosque were engaged in the clash, which left several people from both sides injured.
ITANAGAR, JAN 3 ( AGENCIES): The Special Investigation Cell (SIC) of the Arunachal police has arrested two more persons in connection with alleged irregularities in the Arunachal Pradesh Public Service Combined Competitive Examination (APPSCCE) conducted by the APPSC in 2017 and others, reports East Mojo.
The arrested individuals have been identified as Loter Gadi (31) and Lotu Gadi (38).
According to the SIC, Loter is a resident of the P Sector in Itanagar and is presently posted as a statistical investigator in the
economics and statistics department of Anini in the Dibang Valley district.
Lotu, on the other hand, is a junior engineer in the hydropower department (Anini sub-division) and is a native of Deke Village in the Leparada district.
SIC (vigilance) superintendent of police Anant Mittal said the duo was arrested on the basis of the FIR lodged by various deprived candidates of the APPSCCE-2017 examination and others.
“Further, all complaints related to other various exams conducted by the APPSC from 2014 onwards have been amal-
gamated with the instant case for detailed investigation,” the SP said.
The SIC has managed to arrest 39 persons in the case so far.
“The SIC’s investigation into the paper leak matter is ongoing and all facts are being investigated in detail. All legal formalities and norms of professionalism are being maintained during the investigation,” Mittal said, adding that the SIC is committed to ensuring justice for the aggrieved.
Manipur Congress slams govt for delay in holding local bodies polls
Correspondent IMPHAL, JAN 3: Opposition Congress in Manipur on Tuesday lashed out at the BJP-led government in the state for dilly dallyting on elections to the local selfgovernments.
Although the tenures of almost all local bodies –urban local bodies (ULBs), including Imphal Municipal Corporation (IMC), panchayati raj institutions (PRIs) in valley districts and Autonomous District Councils (ADCs) in hill districts had ended, elections have not been held for reasons best known to the government only.
The tenures of the 24 ULBs across the valley district ended two years ago while that of IMC one-anda-half year ago.
Elections to the ADCs were delayed ever since the tenures of the ADCs ended in May 2020. Besides, the terms of the PRIs had also expired October last year.
Addressing a news conference at Imphal Congress Bhavan today, Congress MLA Okram Surjakumar Singh (general secretary of
O Surajkumarthe MPCC), demanded that the state government must clarify the reasons behind delay in holding polls till date.
He said that COVID-19 should not be the reason for delay of elections as major elections like the state Assembly and Lok Sabha were conducted without any delay because of the pandemic. He asserted the importance of the local selfgovernment for outreach of government development initiatives and grass root local bodies were very important for smooth practice of democracy.
Despite knowing the importance, the incumbent government intentionally delayed the conduct of the polls, he alleged.
“This compelled the
people to think that the present government is autocracy in nature,” he said.
Even during the COVID-19 time, the elections to Lok Sabha and state Assemblies were held across the state by strictly following the appropriate Covid behaviours and ‘why not the elections to the local bodies’, he asked.
To protect the sanctity of democracy, the pending elections should be conducted without further delay, he demanded.
Chairman of the legal department of MPCC advocate S Shyamchoron recalled an assurance given by the state government in the High Court of Manipur in response to a PIL filed by him at his personal level.
He said that the PIL was disposed of after the government assured to hold elections by November 2022. However, the state government was yet to materialize the assurance given in the court till date.
Delay in holding elections to the local self-government was nothing but suppressing democratic rights of the people, he said.

Rajnath dedicates 28 projects in Arunachal IIT-G develops drone for warehouse, military and law enforcement
(PTI): Defence Minister Rajnath Singh on Tuesday dedicated to the nation 28 infrastructure projects including bridges and roads in strategically-key areas of Ladakh, Arunachal Pradesh, Sikkim and Jammu and Kashmir among others to boost military preparedness and spur socio-economic growth.
The defence minister unveiled the projects, built at a cost of Rs 724 crore, at a function held at the Siyom bridge on the AlongYinkiong road in Arunachal Pradesh, in his first visit to the border state that came three-and-a-half weeks after an attempt of transgression by the Chinese troops in the Tawang sector of the Line of Actual Control (LAC).
The projects comprised 22 bridges including the Siyom bridge, three roads and three other projects. Eight of these projects are in Ladakh, five in Arunachal Pradesh, four in Jammu and Kashmir, three each in Sikkim, Punjab and Uttarakhand and two in Rajasthan, according to the defence ministry. In his address, Singh also made an indirect reference to the Chinese PLA’s attempts of
transgressions along the LAC. “Recently, our forces effectively countered the adversary in the Northern sector and dealt with the situation with bravery and promptness. This was made possible due to adequate infrastructural development in the region,” he said.
“This motivates us even more for the progress of far-flung areas,” he said.
There has been a fresh spike in tensions between India and China after troops from the two sides were engaged in a clash along
the LAC at Yangtse in the Tawang sector of Arunachal Pradesh on December 9.
On December 13, Singh told Parliament that the Chinese troops tried to “unilaterally” change the status quo in the Yangtse area but the Indian Army compelled them to retreat by its firm and resolute response. In his remarks, the defence minister asserted that it is the top priority of the Modi government to connect the border areas and ensure the development of its residents. The event at Along-Yinkiong Road witnessed the physical inauguration of the strategicallyimportant Siyom Bridge, while the other projects were dedicated virtually.
The bridge is a state-ofthe-art 100-meter long steel arch superstructure. Singh also highlighted the crucial role played by the BRO in bolstering India’s security through infrastructure development in border areas.
NEW DELHI, JAN 3 (PTI): ‘Warehouse drones’ for warehouse management, ‘Reaper drones’ for military and law enforcement and ‘Ornithopter’ based on the design of birds for surveillance in tight spaces are among the various drones developed by the aeromodelling club at IIT-Guwahati.
The club is encouraging students to harness creativity, technology and innovation in aeromodelling and develop smart drones with an easy interface for common people, an official said.
“The club has developed different types of drones, including ‘Warehouse drones’ for warehouse management, ‘Reaper drones’ for military and law enforcement, ‘Ornithopter’ based on the design of birds that can be used for surveillance in tight spaces, for wildlife photography, and ‘RAVEN’, an indigenously developed VTOL (Vertical Takeoff and Landing) capable fixed-winged aircraft,” said Chivukula Vasudeva Sastri, a professor at the Department of Chemistry, the Indian Institute of Technology (IIT)-Guwahati.
“Apart from these projects, students have also developed a drone capable of firing at targets with high precision. The firing mechanism is designed in such a way that it returns to its previous position waiting for the pilot’s command for the next firing,” he added.
Sastri explained that in a real-world scenario, warehouses were one of the most difficult places to maintain with various repetitive tasks such as inventory management or moving objects to different places.
Any failure in doing these tasks on time can cause heavy financial losses. To avoid human inefficiency, the innovators have developed a drone to eliminate
such labour-intensive duties that involve time consuming repetitive physical work.
“With a little bit of tweaking in the program, for future scope, the utility of the drone can be modified from understanding the flow of water in agricultural lands to delivery of goods within a city by using line following algorithms along roads, it can also be used for faster identification of items in the inventory of industries,” Sastri said.
‘Reaper’ is an indigenously developed unmanned aerial vehicle designed primarily for military and law enforcement use such as patrolling, target identification and tracking, among others.

steps into the new year 2023 at a crucial period when the much hoped for, expected yet inordinately delayed political solution since 2003 is still awaited and testing people’s patience; the lopsided development ; lack of direction in governance, stagnation of development and post-covid pandemic impact on economy. The issues that have dominated the political landscape has been the delayed political solution which has revealed the political chicanery hidden under its belly. The other issue that has somewhat overshadowed political solution is the demand for creation of Frontier Nagaland carved out of present Nagaland comprising of the six districts in eastern Nagaland. The state government, as mentioned in reports carried in this newspaper, has not taken up the issue in the assembly as should have been, because it concerns a demand for bifurcation of the state. Instead, the state government has for whatever reasons known to it, has tried to act as a pacifier. This clearly shows that there is not compass guiding the statecraft. The two issues have also in a way, further exposed the shallowness of unity among the people and communities in Nagaland. There are basically three major tribal alliances that have assumed the status of quasi government. These tribal alliances have risen in esteem and enjoy a great degree of clout under the regional political dispensation probably to showcase the traditional hegemony in socio political affairs as the leaders have declined to take crucial decisions. If there is any explanation or wisdom or intention in having unelected NGO leaders ‘guide/advise’ the government, then it is only for those in power who best understand the reason or the logic behind. In other areas, the state has gone full steam on building infrastructure and less on improving rural road and economy. The challenges due increase in population, need for improvement towards quality education for the less privileged has only led to disproportionate opportunities and growth of consumerism. While the understanding of global economy has just one objective- progress, yet achieving the objective has different means as the variety of activities demand their own individual attention. In addition to contractsupply mania that has given rise to a growing breed of nouveau riche, funds have also been spent mostly on construction of huge government office buildings while the gap between the haves and haves not continues to widen. In retrospect, Nagaland is the first state to have been carved out of Assam in 1963 and had a head start over states that came into existence a decade later. The new state took off on an amazing journey of progress after decades of disturbances. It may be said that development in Nagaland from 1963 onwards till early 90s was stable and consistent despite unresolved political issue. Today, the unresolved issue has taken centre stage . During those decades, the centre provided funds only for economic infrastructure;there was no extra fund unlike today where thousands of crore rupees over and above the annual state budget are provided through Central Sponsored Schemes and other packages.A decade after Nagaland became a state, Manipur, Meghalaya and Tripura also attained statehood in 1971, followed by Sikkim in 1975 then Arunachal Pradesh and Mizoram in 1987. Today, these states which were created after Nagaland are decades ahead in contrast. That should be a food for serious thought as people ponder over the Naga issue of the issues of Nagas.

A person who has not been born again by the Spirit of God will tell you that the teachings of Jesus are simple. But when he is baptized by the Holy Spirit, he finds that “clouds and darkness surround Him….” When we come into close contact with the teachings of Jesus Christ we have our first realization of this. The only possible way to have full understanding of the teachings of Jesus is through the light of the Spirit of God shining inside us. If we have never had the experience of taking our casual, religious shoes off our casual, religious feet— getting rid of all the excessive informality with which we approach God— it is questionable whether we have ever stood in His presence. The people who are flippant and disrespectful in their approach to God are those who have never been introduced to Jesus Christ. Only after the amazing delight and liberty of realizing what Jesus Christ does, comes the impenetrable “darkness” of realizing who He is.
Jesus said, “The words that I speak to you are spirit, and they are life” (John 6:63). Once, the Bible was just so many words to us — “clouds and darkness”— then, suddenly, the words become spirit and life because Jesus respeaks them to us when our circumstances make the words new. That is the way God speaks to us; not by visions and dreams, but by words. When a man gets to God, it is by the most simple way— words.

The Nagaland local papers carried an article on Dec 16, 2022 by Mr Benito Z. Swu with the title “Memorandum that sealed the Naga Political Fate”. As correctly stated, The Naga Club was formed in Jan 7, 1918. The circumstances and events leading to its evolvement has been stated in earlier press releases of the Naga Club as well as well documented in literature and shall not be repeated here for the sake of brevity.
1. The purported careful study of the Memorandum by you, Mr Swu and the prejudiced assessment with an intent to mock, has failed to see many crucial elements of the Memorandum. At the outset, it is very clear that the Memorandum is an outright written protest against the Reformed Scheme that served to unify all the Nagas and their land. This was the first written protest document from the Nagas found in record that became the written Magna Carta of the Naga National Politics, and which has chartered and changed the unique history of the Naga people. Other earlier protests were only in the form of violent warfare albeit that caused much loss of lives to the British during their expedition to the Naga Hills, that compelled them to seek peace with the Nagas, and sought for written treaties to which the Nagas refused, and a verbal and ritualistic “No-more-fight agreement” was negotiated upon in the customary practice of the Nagas, in the interest of peace.
2. On the Unity of the Nagas or the lack of it stated in the Memorandum, the Naga Club had been brutally honest without any pretension. It is a fact that the Nagas were not organized then as we are
today. Not to talk of Naga unity, even villages of the same tribes were in constant warfare amongst themselves for various reasons, and neighboring villages were even known to be bitter rivals. As such the Naga Club provided free accommodation with cooking facilities to the travelers coming from far-flung areas and as they were in the guest house the people of HQ Kohima would go to make friends with them by playing carrom board, Ludo, chess, cards, reading newspapers, etc. and once they get to know each other next time the people coming from distant places would not stay in the Naga Club guest house but they would go straight to their recently made friends’ abode. That was how the founders of Naga Club promoted unity and brotherhood in our land. This great legacy from our erudite legendary forefathers should not be undermined at any cost.
3. The memorandum clearly states that there were no other persons (or associations, by today’s standards) to voice for the Naga People at that point of time. We are aware of how many provinces or regions of India which submitted itself to the authority of the British Govt then without any protest or fight or without having put on record any official statement of assertion of inherent rights to remain as free and independent people. It is for this reason that many provinces in India including kingdoms neighboring Nagaland came under India, whereas the circumstances became different for the Nagas and their land. For advocating our distinct identity and our earnestness to live as free and independent people, we owe greatly first to our thought-
ful ancestors who fought the British most fiercely to remain un-dominated, the evidences of which had been recorded in literature by none other than the British themselves, and secondly to the Naga Club who proactively submitted the Memorandum that asserted our rights and our desire to remain free from dominion of India. We are proud that our Naga case was not an act of secession that unlawfully or treasonously violated some solemn agreement or undertaking made by them to a part of the new independent India. Nor was it an anti-India reaction as they were acting on the basis of their unquestionable right to choose their own future as a good neighbor of India
4. On the poverty of the Nagas then as claimed by you, there is no loss of grace to be truthful without pretense. And there is nothing degrading about being truthful and honest even if it were about one’s poverty. You may be enlightened to note that the poverty the memorandum mentions has specific reference to the lack of monetary wealth only. This does not discount the abundant blessings of Almighty God with huge natural mineral resources of all kinds above and beyond upon the Nagas. The very purpose of the Memorandum was to assert that Nagas were uniquely different from the Hindus or the Muslims of India with no affinities, social, cultural, religious whatsoever.
5. Your hypothetical suggestion that (quote) “The paper could’ve prayed to the British to work out the modalities for complete independence of the proud self-sufficient Naga people in the event of the British leaving the Naga Hills” (unquote) is precisely the
exact, in your own words, ‘the slave mentality and dependency syndrome’ that you accused the Naga Club of. On the contrary, the people then had been proud enough to declare (quote) “Leave us alone to determine for ourselves as in ancient times” (unquote) as they were poor financially but had selfsufficient in all counts. The dependency syndrome that you had accused them of was unknown to them then.
6. In your prejudiced attack on the then Naga Club, you seem to have overlooked the glaring facts staring out of the memorandum to assert the Naga People’s rights. Nowhere in the Memorandum is there a demand for special status and we do not need any special status from India or we are demanding nothing from India, our only demand is to leave us alone to determine for ourselves. The memorandum has sought to withdraw the Naga Hills from the Reformed scheme of India, aware and apprehensive that foreign laws and customs would be introduced that would supersede our own customary laws. Nevertheless, the Excluded Area tag of British India Govt Act of 1935 which excluded all the Naga inhabited areas outside the British India Empire even still does clearly demonstrate that the Naga Hills are not a homogenous part of India.
7. It is always easier armed with the best modern education to ridicule the language of the Naga Club then, and it is always easier to criticize on hindsight with “What ifs” and “Could-haves” as you yourself did. And by the same logic of retrospection, you could’ve perhaps offered your learned advice as they
drafted the memorandum but for the circumstances that prevented you from doing so. It is therefore necessary not to take the contents out of the context.
The Memorandum has not diminished the position of the Nagas but rather gave a firm foundation to chart further course of the Nagas and conveying to the world of how we detest to be placed under the dominion of people who never had conquered us. In the Naga Political history, we have 3 strong pillars based on the solid rocks, such as, Simon Commission Memorandum, Naga Independence declaration and 1951 Plebiscite, without these 3 pillars, the Nagas would have no political foundation in their political history. NNC is the by-product of the Naga Club, the independence declaration and the Plebiscite of 1951 are done by the NNC.
8. In your scathing attack to denigrate the Naga Club, you have exalted the attack on British by Jadonang while ignoring the several and fatal attacks known as Anglo-Naga War with the British which had been orchestrated by the Naga people from 1832 to 1880. As stated in the Memorandum, the Nagas were disunited and unorganized then, and which is why prominent leaders in the form of A Z Phizo or Khrisanisa Seyie and others went to all the regions of the Nagas to unite for a common cause. The fact remains that the memorandum laid the foundation for the Nagas to communicate to the world with an official written document to assert their rights which wars and physical or military reciprocation could not. We are fortunate that we are able to read this article but there are many around the world who cannot read the way we can read. There are people with disabilities and one of them is the visually impaired. We are aware that even under normal circumstances, persons with disabilities—one billion people worldwide— are less likely to access health care, education, employment and to participate in the community. They are more likely to live in poverty, experience higher rates of violence, neglect and abuse, and are among the most marginalized in any crisis-affected community.
Many times we might think that the number is less but the fact is that there is no enabling environment which restricts the movements of people living with disabilities. For the visually impaired, life under lockdown has posed several issues in terms of independence and isolation, especially for people who rely on the use of touch to communicate their needs and access information. The pandemic has revealed how critically important it is to produce essential information in accessible formats, including in Braille and
audible formats. Otherwise, many persons with disabilities could face a higher risk of contamination due to a lack of access to guidelines and precautions to protect and reduce the spreading of a pandemic.
The recent pandemic has compelled us to intensify all activities related to digital accessibility to ensure digital inclusion of all people including people living with disabilities. During the COVID-19 pandemic, many good practices have been implemented by parts of the United Nations system to promote a disabilityinclusive response to the COVID-19 and disseminate information in Braille.
Braille is a tactile representation of alphabetic and numerical symbols using six dots to represent each letter and number, and even musical, mathematical and scientific symbols. Braille (named after its inventor in 19th century France, Louis Braille) is used by blind and partially sighted people to read the same books and periodicals as those printed in a visual font.
It is essential in the context of education, freedom of expression and opinion, as well as social inclusion, as reflected in article 2 of the Convention on the Rights
of Persons with Disabilities.
The World Health Organization estimates that globally, at least 1 billion people have a near or distance vision impairment that could have been prevented or has yet to be addressed. Persons with vision impairment are more likely than those without to experience higher rates of poverty and disadvantage.
The Convention on the Rights of Persons with Disabilities, adopted in 2006, has advanced the rights and well-being of persons with disabilities. The Convention considers Braille essential for education, freedom of expression and opinion, access to information and social inclusion.
Like many other days held around the world 4th January has been declared as World Braille Day. In November 2018 (Resolution A/RES/73/161), the United Nations General Assembly decided to proclaim 4 January as World Braille Day, recognizing that the full realization of human rights and fundamental freedoms relies on an inclusive written promotion.

A renowned Indian journalist and historian had once stated that how could a young civilization of a few hundred years old such as the Nagas have the wisdom to write to the Simon Commission about their rights to be free and independent, if it wasn’t for God leading them. The same historian appreciated that because of the Memorandum to the Simon Commission in 1929, and later the declaration of the Naga independence on 14th Aug 1947 a day before India, and the re-imposition of the Naga’s earnest desire to remain a free people through the observance of 16th May 1951 Plebiscite, the Naga political struggle can never be considered as an act of secession. It is unfortunate that you fail to see the wood for the trees, for if you do, you would understand the crucial role that the Memorandum to Simon Commission played in the Naga Political History. It is hoped that the perspective shared would open your eyes to see the larger picture rather than engaging in narrow, spiteful and malicious attack on the Naga Club and its Memorandum.
Therefore, it is appropriate to say that it is not due to the memorandum but inspite of the memorandum that the Naga Political Issue has eluded solution. It is just that because today we have too much Delhi dependency syndrome in our Naga society by so many people and multiple political factions which eluded Naga Political solution.

In India, National Programme for Control of Blindness and Visual Impairment (NPCB&VI) was launched in the year 1976 as a 100% centrally sponsored scheme (now 60:40 in all states and 90:10 in NE States) with the goal of reducing the prevalence of blindness to 0.3% by 2020.
A Rapid Survey on Avoidable Blindness conducted under NPCB during 2006-07 showed reduction in the prevalence of blindness from 1.1% (2001-02) to 1% (2006-07).
The 2030 Agenda for Sustainable Development, adopted in 2015, further pledges that no one will be left behind in the aim to ensure that all human beings can enjoy prosperous and fulfilling lives. This means we have to ensure that people with visual impaired should not be deprived of rights and Braille may be available so that they can also progress in life like any other human being. Apart from that we can also donate eyes and help others see after our death. Together we can make an inclusive society for all of us and let us take up the challenge to do it.

Amidst the installation of milk chilling plants and pasteurization plants in Nagaland such as in Dimapur, Kohima, Mokokchung, Pfutsero and Wokha, Naga farmers have now grasped milk production as a serious business and women particularly are taking the lead in rearing cows in urban and semi-urban places. Traditionally, the Nagas were never inclined to rear cattle for the production of milk. Now, toned milk and other milk products in poly packs and cups under brand names KOMUL and DIMUL are sold not only in Nagaland but also in neighbouring districts of Assam. The State Focus Paper (SFP) 2022-23 for Nagaland, which was published by NABARD, states that the state produced just 74 thousand tonnes of milk, leaving a deficit of 43.67 thousand tonnes from the 2018-19 survey. Milk production was 57
tonnes in 2001-2002, rising to 73 tonnes in 2018-19, resulting in a growth rate of 0.28 per cent. Small-scale dairy farmers will be able to take advantage of these opportunities, which indicates the industry’s enormous future potential.
The survey also revealed that, contrary to the standard recommendation of 150 grams per head per day, there were only 97.99 grams of milk available per person. From 77.84 MT in 2010-11 to 78.35 MT in 2012-13, total milk production rose. However, there is a declining pattern of all-out milk creation to 76.50 MT in 2019-20 and 55.93 MT in 2020-21 because of the Coronavirus pandemic, disturbance, and lockdown.
According to data from the Nagaland State Dairy Cooperative Federation (NSDCF), the total milk processing marketing in 2020-21 will be approximately
6.51 lakh litres, which suggests that demand will continue to rise due to an expanding population. At the same time, approximately 95,000 litres of fresh milk are directly sold to state residents every day. Dimapur District Cooperative Milk Producers’ Union Ltd. (DIMUL) saw a 30.92% increase in sales turnover between 2021 and 2022, with a total sales turnover of INR 1763.34 lakh. Mhasizokho Lhoushe, chief executive officer of DIMUL, disclosed this information at the company’s 23rd annual general meeting on Tuesday at Dimapur Central Dairy, DIMUL. Lhoushe said the significant portion of deals commitment was from Lassi at 36.58% (922.31 MT), cow milk at 31.70% (10.11 lakh litres), conditioned milk at 15.25% (5.42 lakh litres), Misti Dahi 6.08% (74.49 MT), plain dahi 1.98% (41.78 MT), and frozen yoghurt 1.47%
(13.48 MT). However, he stated that the annual supply of cow milk to the military establishment has decreased slightly as a result of frequent shifts in force strength, affecting the supply chain.
The CEO went on to say that between the years 2021 and 2022, DIMUL purchased 12.43 lakh litres of milk annually, or an average of 3405 litres per day—a 20.21 per cent increase from the previous year. He went on to say that the price of milk procurement has been changed to keep up with changing market trends and to help farmers keep producing milk.
Regarding the Artificial Insemination (Al) service, Lhoushe stated that the dairy industry’s primary challenge is the low productivity of indigenous farm animals. He stated that Al plays a significant role. According to him, the milk union has been providing Al with free service at the farmer’s
doorstep for the past few years, and the results have been encouraging. According to the data, 459 Al were performed and 109 calves were born in 2021 and 2022. All in all, dairy cultivating is of extraordinary worth and could act as an integral asset for the decrease of neediness in provincial regions. Unaccounted cash seized in Kolkata
KOLKATA, JAN 3 (PTI):
Nine people were arrested in Kolkata for possessing unaccounted cash of around Rs 60 lakh, police said on Tuesday.
Acting on a tip-off about the presence of a huge sum of money meant for hawala transactions, the anti-rowdy section of the detective department of Kolkata Police conducted a raid in Burrabazar area on Monday evening.
The policemen first arrested one person and seized Rs 9 lakh from his possession.
After interrogating him, eight other people were arrested from different parts of Burrabazar area and in all, cash of Rs 59,76,200 was seized, a senior officer said.
They could not provide the source of the money and were, hence, arrested, he said.
Mob beats, ties man to pole in UP
BALRAMPUR (UP), JAN 3 (PTI): A man was arrested here for allegedly being part of a group that tied a man to a pole and thrashed him when he came to meet his girlfriend, police here said on Tuesday.
In all, fifteen people have been booked in the matter, with at least four named individuals.
According to the police, the incident took place in the Barhgaav area of the district on Sunday, when Sonu Gupta had gone there to meet his girlfriend.
Some people in the area tied Gupta to a pole, and beat him with sticks, while some others made a video of the act and uploaded it on social media, police said.
Superintendent of Police Rajesh Kumar Saxena said the four named individuals in the FIR are Sanjay, Saroj, Ram Swarup, and Ghisiy aavan. Ram Swarup has been arrested.
A hunt is on to nab other accused, Saxena added.
Maha CM Shinde says he will visit Ayodhya
NAGPUR, JAN 3 (PTI): Maharashtra Chief Minister Ekna th Shinde on Tuesday said he will visit Ayodhya to offer prayers to Lord Ram, but did not specify any date.
A grand temple of Lord Ram is being constructed in the Uttar Pradesh city.
Speaking to reporters at the Nagpur airport, Shinde, while replying a question, said some religious leaders from Ayodhya paid him a visit on Monday and invited him to Ayodhya for a “darshan” of Lord Ram.

Inaugurating the 108th Indian Science Congress here, Modi also stressed on strengthening scientific processes, focus on emerging areas such as quantum technologies, data sciences, development of new vaccines, stepping up efforts on surveillance for newer diseases and encouraging youngsters to take up research.
“Efforts of science can turn into great achievements only when they come out of the lab and reach the land, and their impact reaches from global to grassroots, when its ambit is from journal to zameen (land, everyday life) and when change is visible from research to real life,” the Prime Minister said.

Actor Gayathri Raguramm quits BJP; claims women not safe in TN unit

Actor-politician Gayathri Raguramm, who was suspended from the BJP in November last year, announced on Tuesday that she is resigning from the party and claimed that women are not safe in the Tamil Nadu unit as “nobody cares about true karyakartas”.
She blamed state BJP chief K Annamalai for her decision to quit the party.
A senior leader, however, rejected her claims and said she is not a loss to the party. The leader said they do not give much importance to her allegations.
On November 23, Gayathri, president of other states and overseas Tamil development unit of the BJP, was suspended by Annamalai for six months over “engaging in activities that brought disrepute” to the party.
“I have taken the decision with heavy heart to resign from TNBJP for not giving opportunity for an enquiry, equal rights & respect for women. Under Annamalai leadership women are not safe.

Another Russian found dead in Odisha
PARADIP (ODISHA), JAN 3 (PTI): Another Russian was found dead in Odisha on Tuesday, the third such incident in a fortnight, police said.
The Russian, identified as Milyakov Sergey, was found dead in a ship anchored at Paradip Port in Jagatsinghpur district.
The 51-year-old man was the chief engineer of the vessel, M B Aldnah, which was on its way to Mumbai
from Chittagong Port in Bangladesh via Paradip.
He was found dead in his ship chamber around 4.30 am. Police could not immediately ascertain the cause of the death.
Paradip Port Trust Chairman P L Haranand confirmed the death of the Russian engineer and said an investigation was underway.
Two Russian tourists, including a lawmaker, were
found dead under mysterious circumstances in Rayagada town in southern Odisha in the latter half of December.
Pavel Antov (65), a lawmaker in Russia, died after allegedly falling from a hotel’s third floor on December 24, while his friend Vladimir Bidenov (61) was found dead in his room on December 22.
Minister urged researchers to include subjects such as artificial intelligence, augmented reality and virtual reality in their list of priorities and also come up with innovations in the field of semiconductors.
“India is taking several initiatives in the field of semiconductors. New innovations will be required in the field of semiconductors. Should we not think in the direction to make the country future ready in this field,” Modi said.

Vande Bharat pelted with stones in Malda; BJP demands NIA probe
MALDA (WB), JAN 3 (PTI): Just a few days after its inaugural run, the Howrah-New Jalpaiguri Vande Bharat Express was pelted with stones in West Bengal’s Malda district, prompting the BJP to demand an NIA investigation into the incident.
No injuries, however, were reported in the incident that took place near Kumarganj railway station, around 50 km from Malda town, on Monday evening, a Railway official said.
The glass door of coach number C13 of 22303 Vande Bharat Express was damaged in the incident, he said.
Kumarganj falls under the jurisdiction of the Katihar division of the Northeast Frontier Railway (NFR).
The train was not stopped mid-way after the incident took place at 5.10 pm on Monday and it halted at its designated stoppage at Malda Town railway station, the official said.

NEW DELHI, JAN 3 (PTI): The national executive of the BJP will meet here for two days on January 16-17 and is likely to endorse an extension in its nati onal president J P Nadda’s tenure, according to party sources on Tuesday.

Flipkart fined by consumer court for non delivery
BENGALURU, JAN 3
(IANS): E-commerce major Flipkart has been fined by the Bengaluru Urban District Consumer Disputes Redressal Commission for not delivering the cellphone to a customer even after receiving full payment in advance.
The commission, in its recent judgment, has directed the company to the amount of Rs 12,499 with yearly interest of 12 per cent, as well as a Rs 20,000 fine, and Rs 10,000 for legal expenditure.
Chairperson M. Shobha, and member Renukadevi Deshapande gave the verdict.
Divyashree. J., a resident of Rajajinagar in Bengaluru, had filed a complaint against Flipkart
in this regard. She said that she had booked a mobile on January 15, 2022, and it was expected to be delivered on the next day.
The company had got the full payment from the customer, but did not deliver the mobile to her.
The order stated that Flipkart has not only shown total negligence regarding service and followed unethical practices.
Even as the court had
sent notice, the company did not send its representative to the commission. The order further states that the customer has suffered financial loss and mental trauma as the phone was not delivered on time.
The customer had made payment of instalments without the cellphone being delivered to her and she had also contacted customer care many times, the order stated.

Due to this, he said people by and large were afraid to speak out the truth.
However, Dr.Jamir maintained that today’s younger generation of Nagas can no longer be held captive to the night of dismal and hideous make-believe fantasies and ephemeral dreams.
Materialism appears to have enslaved today’s leaders: Dr. Jamir said that Naga leaders who spearheaded the Naga political movement were true patriots and nationalists. He said that NNC was not only formed by the Nagas of Nagaland, but that the greatest sacrifices for its cause were also made by Nagas of today’s Nagaland.
Dr. Jamir maintained that he could vouch for the fact that the Central leaders were well aware that much of the ‘mess’ in the Naga society had been created by ‘outsiders’ and ‘tenants’.
He said that Nagas of Nagaland
remained “unflinchingly committed” to the cause of a separate homeland. Dr. Jamir said that in the initial years of the Naga political movement, Nagas lived in blood and sacrifice and gave their all for the Naga cause. He said “this movement propelled by the people’s aspiration” for a greater, brighter and better Naga future could be treated as “unique in the true sense of the term”.
He however said ideological differences and selfish polity among the leaders divided and weakened the most cherished movement.
Further, said sheer materialism appeared to have enslaved today’s leaders across the board.
Dr. Jamir said that for them ‘no solution is solution’ so they could “continue to loot the State and its people”.
The veteran Naga leader stated all the elected representatives of the Nagaland State Legislature, the tribal Hohos and Church leaders should, with one voice, demand that the government of India and the underground leaders immediately finalize the agreements and usher in permanent peace in Nagaland. “Time should not be wasted on interpretation of English words and phrases in their agreements that were signed,” he said.
He maintained that since sovereignty and integration of Naga territories have been ruled out, other issues should not be allowed to confuse the general public.

According to NTC, Nagaland border problems were that of Constitutional and political issue, which needed to be addressed through Article 3 and 4 of the Constitution of India, wherein the chief arbiter was the Central government.
NTC maintained that it was high time that the state government took up the inter-state boundary and strive to settle the issue with the counterpart Manipur state government through the arbitration of the Centre.
Pointing out that Nagaland is a State, NTC said there cannot be any State or Country without any demarcated boundary.
“Land is a creation of God and even an inch cannot be created by any human being,” it said.
NTC also stated that the boundary of any State was mostly based on traditional and ancestral land.
Although the aspiration of the Naga integration is respected at all times, NTC
said the people of Nagaland cannot sacrifice any area of land that belonged to their communities ancestrally, traditionally and historically.
NTC has, therefore, urged upon the State government to “no longer timidly take shelter behind NGO(s)” but accord topmost importance of the land dispute issue in question, wholeheartedly uphold the claims of SAPO in Kezoltsa and Dzükou areas and “practically protect it from any form of encroachment from the neighbouring state.”
NTC has suggested that if Nagaland government cannot similarly setup Nagaland armed police post in the disputed areas in order to protect the SAPO people of Nagaland it must strongly ask Manipur government to immediately withdraw the already established armed police post in the area so that “one sided harassment” was not committed to the innocent visitors in the areas.

The rupee pared initial gains and slumped 22 paise to close at its all-time low of 83 against the US dollar on Tuesday, pressured by a strong greenback overseas and sustained foreign fund outflows.
At the interbank
foreign exchange market, the rupee opened on a positive note at 82.69 against the greenback, but pared the gains and fell to an intra-day low of 83.00.
The domestic currency finally settled at 83.00, down 22 paise over its previous close of 82.78.
ONGC, Indian Oil, Power Grid top profit making PSUs in FY22
NEW DELHI, JAN 3 (PTI): The net profit of operating public sector enterprises jumped 50.87 per cent to Rs 2.49 lakh crore during 2021-22, with ONGC, Indian Oil Corp, Power Grid, NTPC and SAIL emerging as the top five performers, according to a government survey.
The net profit of operating central public sector enterprises (CPSEs) stood at Rs 1.65 lakh crore in the previous fiscal.
The Public Enterprises Survey 2021-22 also revealed that the net loss of loss-making CPSEs narrowed to Rs 0.15 lakh crore in FY 2021-22 from Rs 0.23 lakh crore in FY 2020-21, showing a decrease of 37.82 per cent.
Major loss-making CPSEs include Bharat Sanchar Nigam Ltd (BSNL), Mahanagar Telecom Nigam Ltd (MTNL), Air India Assets Holding Ltd, Eastern Coalfields Ltd and Alliance Air Aviation Ltd.
“Total gross revenue from the operations of operating CPSEs during FY 2021-22 was Rs 31.95 lakh crore as against Rs 24.08 lakh crore in FY 2020-21,
showing an increase of 32.65 per cent,” it said.
Dividend declared by operating CPSEs in FY 2021-22 stood at Rs 1.15 lakh crore, as against Rs 0.73 lakh crore in FY21, up 57.58 per cent.
The survey attributed the revenue rise in FY 202122 to better performance by the petroleum (refinery and marketing), crude oil and transport, and logistics segments.
Among the sectors, manufacturing, processing and generation sector continues to command the highest share, followed by services, and mining and exploration.
Three cognate groups -- petroleum (refinery and marketing), trading and marketing, and power generation -- together contributed 69.08 per cent
to the gross revenues in FY 2021-22.
The net profit of profitmaking CPSEs stood at Rs 2.64 lakh crore in FY 202122 against Rs 1.89 lakh crore in the previous fiscal, up 39.85 per cent. The top five CPSEs with the highest net profits were ONGC, Indian Oil Corporation, Power Grid Corporation of India, NTPC and Steel Authority of India Ltd (SAIL), the survey said.
The contribution of all CPSEs to the central exchequer by way of excise duty, custom duty, GST, corporate tax, interest on central government loans, dividend, and other duties and taxes stood at Rs 5.07 lakh crore in FY 2021-22, as against Rs 4.97 lakh crore in FY 2020-21, showing an increase of 2.14 per cent.

Delhi New Year horror: Girl dragged under car for 12 kms
NEW DELHI, JAN 3 (PTI) : A person who probably can tell what transpired on the December 31 night, when a 20-year-old woman was hit by a car and was dragged under it for miles in outer Delhi, has come forward and is giving her testimony, police on Tuesday said.
A senior police officer addressing a press conference said that a witness to the incident has emerged and she was with the victim at the time it happened.
Her statement is being recorded under 164 CrPC, Sagar Preet Hooda, Special Commissioner of Police (Law and Order) said.
The woman who accompanied the victim on her scooter did not sustain any injury in the accident.
Since she was scared, she fled when the accident took place leaving her friend behind, Hooda said.
Police said the victim’s friend did not tell about the accident with anyone else.
“So, now we have an eye witness to the incident
and she is cooperating with the police. We are getting her statement recorded under section 164 CrPC. This is a significant development in the incident.
“This will be an important evidence for us to get the accused punished,” Hooda said.
“Investigation is still underway. It is at primary stage and multiple angles are being probed. We are hopeful of completing the investigation soon and we will ensure that the accused
get strictest punishment,” he added.
The victim, who was the sole breadwinner of her family, was hit by a car on December 31 night and dragged by it for 12 kilometres. She was found naked on a road in Kanjhawala, according to police.
The woman, a Sultanpuri resident, worked parttime with an event management firm and had been out for work on the New Year eve when the incident happened.

Friend called for testimony: Police
Investigation into the Kanjhawala case has revealed that the 20-year-old woman who was killed after her scooter was hit by a car was accompanied by a friend at the time of the accident who had fled the scene out of fear, police said on Tuesday.
The woman has been called to record her statement, they said.
In CCTV footage recovered by the police, the victim was seen leaving a hotel around 1.45 am after a New Year party. She was wearing a pink-coloured T-shirt and her friend a red one.
According to the footage, initially, the friend was driving the scooter, while the victim sat in the back seat.
A footage later showed them to have changed places, with the victim in driver’s seat when it was hit by a car, according to police.
The friend, police said, escaped with minor injuries and fled the spot, while the victim got stuck under the car and was dragged along.
The woman, who was the sole breadwinner of her family, was dragged for 12 kilometres under the car and was found naked by a road in Kanjhawala, according to police.
The investigating team is also expected to take the accused to the spot
on Tuesday to recreate the crime scene, police said.

MUMBAI, JAN 3 (PTI): The prosecution claimed on Tuesday that no sanction was needed to pursue a criminal case against West Bengal Chief Minister Mamata Banerjee for allegedly disrespecting the national anthem as the incident had taken place during a `political’ visit and not an official one. A special court for cases against MPs and MLAs here was hearing a review petition filed by Banerjee against a summons issued against her by a local magistrate’s court in connection with the case.
Mumbai BJP functionary Vivekanand Gupta filed a complaint before a magistrate’s court last year alleging that Banerjee did not stand up when the national anthem was being played at an event during her visit to Mumbai in December 2021.
A First Information Report be registered against her under the Prevention of Insults to National Honour Act, he demanded.

gress leader filed a review petition before the special court against the summons issued by the magistrate, arguing that the mandatory sanction to prosecute a public servant was not obtained in the case.

“The visit had a political agenda,” he said, adding that hence, no sanction was required.
Special judge R N Rokade said he will pass the order on Banerjee’s plea on January 12.

(PTI): Congress leaders on Tuesday demanded the arrest of Karnataka BJP MLA Arvind Limbavali and five others named in the FIR in connection with the alleged suicide of a businessman, and urged the state government to ensure justice to his family.
PATNA, JAN 3 (PTI): BJP president J P Nadda on Tuesday alleged that ‘Jungle Raj’ has returned to Bihar, alluding to the formation of the ‘Mahagathbandhan’ (Grand Alliance) government in the state around five months ago.
Addressing party workers in Muzaffarpur district’s Paru, which falls under Vaishali Lok Sabha constituency, Nadda claimed there has been a
complete breakdown in law and order in the state after the Nitish Kumar-led JD(U) formed the government with Congress and RJD.
“Since the formation of the ‘Mahagathbandhan’ government in Bihar, not a day goes without hearing about murders, loot, kidnapping, rape and other crimes. ‘Jungle Raj’ has returned to the state. There is a complete breakdown in law and order in the state,” he said.
Nitish Kumar had formed the government with the Opposition parties after ending its coalition with BJP in August last year.
Nadda was earlier in the day welcomed by BJP workers at Jay Prakash Narayan International Airport in Patna.
He is expected to chair a meeting with state BJP leaders in the evening before leaving for Delhi.
Siddaramaiah, who is Leader of Opposition in Karnataka Assembly and Randeep Surjewala, who is Congress general secretary in-charge of the State, along with KPCC working president Ramalinga Reddy, met Pradeep’s family at their residence here.
Pradeep (47) was found dead in his car at Nettigere near here on Sunday. He had allegedly shot himself in the head inside his car.

eight-page death note that named Mahadevapura MLA Aravind Limbavali and five others, following which an FIR was registered by the police against them. “This is an unfortunate incident linked to a financial deal, it should not have happened. invested Rs 1.5 crore into a financial deal, out of which there was no profit of even a paisa so far. The family wants that money back,” Siddaramaiah said.
Speaking to reporters after meeting the family, he said, as MLA of the locality, Arvind Limbavali is said to have tried to settle things.
“Namita is not alleg-
ing anything, she is only saying that she wants justice and was not angry with anyone, but when the inference is drawn, six names are mentioned in the death note, which also includes the name of Limbavali. If his name is taken, he is in some way responsible for the death, or else why he would write,” he added.
Noting that the FIR has been registered against Limbavali and five others, the Congress legislature party leader said police should immediately ensure the financial issue is settled and the family gets the money that was invested by Pradeep.
“Also, immediately everyone should be arrested and action should be taken in accordance with law against those responsible for the death. Arrest should happen and crimi-
nal trial should follow, and police should ensure that the culprits are punished whether it is a MLA or anyone else. Mistake is a mistake, whoever it may be, they should be punished as per law,” he said.
Suggesting that if not arrested, he claimed evidence may be destroyed by the accused. “Family even alleged that the police took the mobile phone late at night. Police trying to link different angles to the case now is not correct,” he said.
Referring to a similar case against then Minister K S Eshwarappa in connection with the death of a contractor, who made bribery charges against him, Siddaramaiah said the case was closed and demanded that the government should not interfere in the process of law.

NEW DELHI, DEC 3 (PTI): Jammu and Kashmir, which used to be a “terrorist hotspot”, has become a “tourist hotspot” as 22 lakh tourists visited the Union Territory in 2022, nearly four time more than the previous highest, the Union Home Ministry said on Tuesday.
According to the ‘Year End Review 2022’ of the Home Ministry, released on Tuesday, the number of terror incidents in J and K decreased from 417 in 2018 to 229 in 2021, while the number of security forces personnel martyred has reduced from 91 in 2018 to 42 in 2021. “Earlier, it was a terrorist hotspot and today it has become a tourist hotspot in Kashmir Valley. Earlier, maximum six lakh tourists used to visit every year, whereas this year till now, 22
lakh tourists have visited. This has given employment to thousands of youth,” the year end review said.

NEW DELHI, JAN 3 (PTI): The Supreme Court on Tuesday granted interim bail to suspended Jharkhand cadre IAS officer Pooja Singhal in a money laundering case to look after her ailing daughter.
A bench comprising Justices Sanjay Kishan Kaul and Abhay S Oka also directed the Enforcement Directorate to respond in three weeks to Singhal’s main bail plea. Appearing for the antimoney laundering probe agency, Additional Solicitor General S V Raju said the plea was incorrect and devoid of merits.
“I will be the last person to oppose such pleas,” the law officer said.
The top court, which has now listed the suspended IAS officer’s plea for hearing on February 6, has imposed some conditions,
including that she will not visit Ranchi unless a court case is listed for hearing in the city.
Singhal has been in custody since May 11 after raids were conducted at properties linked to her. The ED has accused Singhal, a former state mines department secretary, of money laundering and said its team seized more than Rs 36 crore cash linked to alleged illegal mining as part of two sepa-
rate money laundering investigations.
Earlier, the top court sought the probe agency’s response on Singhal’s interim bail plea. “Issue notice returnable in the re-opening miscellaneous week of January, 2023 both in the SLP as well as on the application for interim bail.
“In the meantime, the respondent is directed to verify the medical status of the daughter of the petitioner,” the bench had said.
During the earlier hearing, Singhal’s counsel submitted that his client’s daughter needed to be looked after due to a medical condition.
The top court had asked the anti-money laundering probe agency to verify the condition of her daughter and inform the bench.
NEW DELHI/CHANDIGARH, JAN 3 (PTI): An armed Pakistani intruder was shot dead by the Border Security Force (BSF) along the India-Pakistan international border in Punjab on Tuesday morning, officials said.
The infiltration bid was detected in Gurdaspur’s Ajnala sector around 8 am and the troops subsequently recovered the body of a man along with a weapon there.
“At about 0830 hours,
BSF troops of border post Channa in Gurdaspur sector observed suspected movement of an armed Pak intruder ahead of the fence.
“The suspected intruder was challenged and neutralised by the troops,” a BSF spokesperson said.
“A gun was found near the body of the Pakistani miscreant and an extensive search of the area is in progress,” the spokesperson said. The intruder was found armed with a sophis-
ticated modified ‘Pump Action’ shotgun, which can fire more than one shot.
It was earlier informed by BSF officials that there were two incidents of intrusion, but later they clarified it to be a single incident.
This was the first incident in 2023 where a Pakistani intruder was killed at the 2,289 km-long border that runs along Jammu, Rajasthan, Gujarat, and Punjab on India’s western flank.

(PTI): Heliports in all districts will boost tourism in the state, Chief Minister Sukhvinder Singh Sukhu said upon his arrival here on Tuesday.
Sukhu said efforts would be made to ensure that all district headquarters had a heliport within a year. Clearances have been given for social impact assessments to review the effects of infrastructure projects and other development interventions with regards to the expansion of Kangra-Gaggal Airport and the government will look into the prospect of increasing tourist stay in
Dharamsala, he added.
Speaking on de-notifying projects announced by the previous BJP government after April 1, 2022, Sukhu said the new institutions had been opened without budget allocation to woo voters with eye on Assembly polls.
The projects will be reviewed and the institutions opened according to need, he added.
Sukhu, who was accompanied by the Congress’ Himachal Pradesh co-incharge Tajinder Singh Bittu, was given a rousing welcome as he presided over the Abhar rally at Zorawar Stadium near Tapovan here.

NARAYANPUR, JAN 3 (AGENCIES): Chhattisgarh Police on Tuesday arrested five people, including Bharatiya Janata Party’s (BJP) district head, in connection with vandalism of church in Narayanpur district.
Locals had vandalised a church in the district over suspicion of carrying out religious conversions, reports India Today.
The police arrested the accused under sections 153 (a) (Promoting enmity between different groups on the grounds of religion), 295 (Injuring or defiling a place of worship with intent to insult the religion of any class), 147( punishment for rioting),
148 (armed with a deadly weapon) 149 (unlawful assembly guilty of an offence committed in prosecution of common object) of the Indian Penal Code (IPC). All the accused, identified as Ladhakshya Roopsaye, Ankit Nandi, Atul Netaam and Domend Yadav, have been produced in the magistrate’s court. During the incident, a police officer stationed at the spot to control the mob was also injured.
On December 31, 2022, members of tribal communities carried out protest rallies against the alleged religious conversions, following which clashes took place between the tribal groups and Christian tribals.
The Opposition party said Monday’s violent incident in Narayanpur city could have been averted had the police acted in time against complaints pertaining to alleged religious conversions. A church was vandalized and six police personnel, including an IPS officer, were attacked and injured during a protest by a group of tribals in Narayanpur city, located around 300km from state capital Raipur, in connection with an alleged incident of religious conversion.

Governor acting beyond her powers by raising questions on quota bills: Baghel
Chhattisgarh Chief Minister Bhupesh Baghel on Tuesday said Governor Anusuiya Uikey was overstepping constitutional boundaries by asking questions to the state government on the two reservation amendment bills.
The governor should either sign the bills or return them, he said.
The CM was speaking at the ruling Congress’s Jan Adhikar Maha-rally here at the Science College ground, organized to highlight his government’s initiatives in favour of reservations and the “delay” by the governor in giving assent to the two bills passed by the state Assembly last month.
The Assembly on December 2 passed the Chhattisgarh Public Service (Scheduled Castes, Scheduled Tribes and Other Backward Classes Reservation) Amendment Bill and Chhattisgarh Educational Institutions (Reservation in Admission) Amendment Bill related to quotas in government jobs
and admission in educational institutions in proportion to the population of respective communities.
As per the bills, Scheduled Tribes will get 32 percent reservation, Other Backward Classes 27 percent, Scheduled Castes 13 percent and Economically Weaker Section (EWS) four per cent, taking the overall reservation in the state to 76 percent.
The delay by governor Uikey in giving assent has led to a confrontation between her and the Congress government.
“Legislature, executive and judiciary have distinct functions....their responsibilities are defined in the Constitution....The
Raj Bhavan has been acting beyond its jurisdiction by asking questions to the state government (on reservation bills). Article 200 of the Constitution mentions clearly that either the governor gives assent to a bill or returns it to the Assembly,” Baghel said at the rally.
The bills, passed by the MLAs in the interest of people, has been withheld at the governor’s residence, he said.
“The BJP has made Raj Bhavan an `akhada’ (arena) of politics and it is trying to stop the benefits of reservation, which is your right, from reaching you,” the chief minister further said.
The governor had said she would give her assent to the bills within a minute after they were passed, he claimed. The government has also replied to all her questions, Baghel said.
The BJP-led Union government was snatching away employment, trying to abolish reservation and selling off public sector undertakings, he said.
The Opposition legislators trooped into the Well of the House raising slogans like “stop converting tribals”. Senior Congress MLA Dhanendra Sahu, who was in the Chair, announced the suspension of 12 BJP members and adjourned the House for five minutes.
After the proceedings resumed, Sahu revoked the suspension of the Opposition members. However, BJP legislator Agrawal his reiterated demand for a discussion on alleged religious conversions in the state.
Subsequently, BJP members displayed posters featuring messages that said the Congress government was against reservation for deprived sections, a move that again led to bedlam. Thereafter, Sahu adjourned the House for the day.

The Home Minister was willing to give a statement on the Narayanpur incident in the House, but the BJP raised the issue just to create noise, he added.
NEW DELHI, JAN 3 (IANS): The Supreme Court on Tuesday issued a notice on the Madhya Pradesh’s government plea against a high court order restraining it from prosecuting interfaith couples, who get married without informing the District Magistrate.
A bench comprising Justices M.R. Shah and C.T. Ravikumar, during the hearing, noted that all conversions cannot be said to be illegal.
The top court issued notice on the state government’s plea and scheduled the matter for hearing on February 7.
Solicitor General Tushar Mehta, representing the state governm ent, said it cannot turn a blind eye if marriage is used for illegal conversion and added that there was no prohibition for marriage or conversion, but it was only required to intimate the District Magistrate.
Mehta sought a stay on the high court order, however the apex court declined to pass any direction.
The state government, in its plea, contended that the high court order has mixed up Section 10(1) with Section 10(2) of the
Madhya Pradesh Freedom of Religion Act, 2021. It further added that the provision that applies to a citizen who is desirous of conversion is Section 10(1) and the violation of this provision has no penal consequences and there is no prosecution.
The state government said it is Section 10(2) which has penal consequences, which applies to a priest or person who is desirous to convert others by mass conversion.
It added the validity of Section 10(2) cannot be tested in violation of any fundamental right as there is no fundamental right to convert others.
The Madhya Pradesh High Court, in its decision in November 2022, had restrained the state government from prosecuting “adult citizens if they solemnise marriage on their own volition” and violate Section 10 of the Madhya Pradesh Freedom of Religion Act (MPFRA), 2021. The provision required individuals, who intend to convert, and the priest, who would carry out the conversion, to notify the District Magistrate of their intention 60 days in advance.
Loan fraud case: CBI gets time till Friday to file reply to Kochhars’ plea against arrest
NEW DELHI, JAN 3 (PTI): The BJP on Tuesday derided Rahul Gandhi for being “perpetually confused” and accused the Congress leader of wanting India to surrender before China following his recent remarks on the border tensions.
India cannot be understood only by travelling across the country, one needs to understand Indianness, BJP Spokesperson Sudhanshu Trivedi said.
“Discovery of India has been going on for four generations (of Gandhi’s family),” Trivedi said in an apparent reference to Jawaharlal Nehru’s ‘Discovery of India’.
Addressing a press conference at the BJP headquarters here, Trivedi took a dig at Gandhi’s Bharat Jodo Yatra and said the Congress leader had become a victim of confusion during his travels.
Referring to Gandhi’s remarks on the tensions along the border with China in his interview with actor Kamal Hasan, Trivedi said, “Rahul Gandhi has made his intention
clear that India should surrender before China in the same way it used to happen during his party’s government.”
The BJP leader added that the interview was an interaction between a “perpetually confused and tensed leader” and “confused film star”.
“But he has dispelled India’s illusion... His statement on China is indicating that India should bow down to China,” Trivedi added.
He also asked if Gandhi was making such comments because of “donations his party got from China or because of agreements between his party and the Communist Party of China”.
MUMBAI, JAN 3 (PTI):
The Kochhar couple has moved the HC seeking to quash their remand order, calling their arrest “illegal”. Seeking their release from jail, they have also submitted that their son is getting married later this month and invitations have already been sent out to guests.
The CBI arrested Chanda and Deepak Kochhar in the case on December 23 following which the couple was sent to jail under judicial custody.
On Tuesday, when the HC took up their plea against arrest, the central agency sought time to file its response. Deepak Kochhar’s lawyer Vikram Chaudhary submitted that the wedding of his client’s son is sched-
uled for later this month and invitation cards have been distributed. The businessman was called to record his statement in the case, but was instead arrested, said the lawyer.
Chanda Kochhar’s lawyer told the court that the prosecution in a case against her under the Prevention of Money Laundering Act (PMLA) had made a statement that her arrest was not required. But the CBI arrested the former ICICI Bank CEO citing non-cooperation in investigation of the loan fraud case, said her lawyer. The Kochhars have been named accused in a separate case filed under the PMLA against them by the Enforcement Directorate (ED). The lawyers sought
the couple’s interim release on account of their son’s upcoming wedding. However, the high court said the CBI needs to be given time to file its response to the plea, and adjourned the matter till Friday.
The CBI has named the Kochhars, Videocon Group founder Venugopal Dhoot, along with companies Nupower Renewables (NRL), managed by Deepak Kochhar, Supreme Energy Pvt Ltd (SEPL), Videocon International Electronics Ltd. (VIEL) and Videocon Industries Ltd, in its 2019 FIR registered under Indian Penal Code (IPC) sections related to criminal conspiracy and the Prevention of Corruption Act.

Terming the Constitution as a living document, President Droupadi Murmu on Tuesday said it was fully capable of incorporating the changing hopes and aspirations of people.
“Our democracy is the largest and most vibrant democracy in the world. The Constitution is the basis of our great democracy,” Murmu said while addressing the inauguration ceremony of the Constitution Park at Raj Bhavan here.
Referring to the 105 Constitutional amendments, she said, “In this way, our Constitution is a living document which is fully capable of containing the hopes and aspirations of the public changing with time.”
The makers created a comprehensive Constitution due to their sensitivity towards each section of society and awareness of each level of democracy and each aspect of administration, she said.
“Our visionary Constitution makers had clarity of thought about the rights of future generations to create systems according to their needs. That is why the provision for Constitu-
tional amendments were included in the Constitution itself,” she said. She said women, on the strength of their struggle and ability, were continuously increasing their presence from panchayat bhavans to the Parliament and serving the society and the country.
Apart from valour, Rajasthan’s history was one of dignity and empowerment of women, she added. She also expressed confidence that the Constitution Park would inspire the coming generations.
“The main purpose of building this Constitution Park is to maintain awareness about the ideals of the Constitution. This is a very important objective, which is a big effort towards keeping the democracy of our
country strong,” she added.
Noting that the park was built in less than a year under the Smart City Mission, Governor Kalraj Mishra said the Constitution was the best explanation of democracy and reflected the ideals of the nation.
During his address, Chief Minister Ashok Gehlot also underlined the importance of awareness of the Constitution.
After inaugurating the park by unveiling a plaque and cutting the ribbon, Murmu took a round of the venue and spoke to architect Anoop Bartaria.
The park, built by the Jaipur Development Authority at an estimated cost of Rs 9 crore, showcases the Constitution’s journey from its making to its
implementation through sculptures and pictures on panelled glass, among others.
Folk artistes, including acclaimed performer Gulabo Sapera, performed at the event. Murmu appreciated their depiction of the three-year journey into the making of the Constitution and said a major chapter of India’s modern history was presented at the Samvidhan Udyan (Constitution Park) through elegant paintings, sculptures and other art forms.
Murmu, on her first visit to Rajasthan as president, was received at the state hangar of Jaipur airport by Mishra and Gehlot earlier in the day.
During her stay in Jaipur, the President also virtually inaugurated Power Grid Corporation of India’s transmission system for 8.9 GW solar energy in Bhadla, Fatehgarh and Bikaner regions and laid the foundation stone for the 1,000 MW Bikaner solar power project.
After the programme in Jaipur, she left for Abu Road in Sirohi where she will address a conference at Brahmakumari Ishwariya Vishwavidyalaya in the evening.
NEW DELHI, JAN 4 (PTI): A second batch of 12 cheeta hs is likely to arrive in India from South Africa in January, sources said on Tuesday.
Discussions with South African authorities to translocate 12 cheetahs to Kuno are at an advanced stage and the animals are likely to arrive in January, a Union Environment ministry source said.
According to the ‘Action Plan for Reintroduction of Cheetah in India’ prepared by the Wildlife Institute of India, around 12-14 wild cheetahs (8-10 males and 4-6 females) that are ideal for establishing a new cheetah population would be imported from South Africa, Namibia and other African countries as a founder stock for five years initially and then as re -
quired by the programme.

SC upholds demonetisation 4:1; Justice Nagarathna dissents
NEW DELHI, JAN 3 ( AGENCIES): The Supreme Court on Monday upheld the Narendra Modi-led Union government’s 2016 demonetisation decision and dismissed the petitions challenging it, reports Outlook India.
The five-judge Supreme Court bench in a 4:1 judgement ruled that the decision-making process of the government was not flawed as it had consulted the Reserve Bank of India (RBI).
The five-judge bench was headed by Justice SA Nazeer. Besides him, the three judges in the majority judgement were Justices BR Gavai, AS Bopanna, and V Ramasubramanian. The fifth judge on the bench, Justice BV Nagarathna gave the dissenting judgement.
In her minority judgement, Nagarathna ruled that the Modi government’s 2016 decision was unlawful and the decision should have been made through legislation and not through a gazette notification. The Supreme Court judgement came on a clutch of 58 petitions challenging the decision of the Modi government to demonetise currency notes
in 2016.
On November 8, 2016, Modi announced that notes of denominations 500 and 1,000 would cease to be legal tender and would instead be replaced by new notes of 500 and 2,000. This led to huge shortage of cash and long lines at banks to exchange notes and attracted widespread criticism.
What has the SC majority said?
The SC pronounced two judgements on Monday — one for the four judges in majority authored by Gavai and another dissenting judgement by Nagarathna.
In the majority judgement, Gavai said the Modi government’s decisionmaking process was not flawed as it had consulted RBI. It further said it’s not relevant whether objective achieved or not.
“There was consultation between the Centre and the Reserve Bank of India for a period of six months. We hold that there was a reasonable nexus to bring such a measure, and we hold that demonetisation was not hit by the doctrine of proportionality,” said the majority judgement.
What did the minority judgement say?
Nagarathna in her minority judgement said the demonetisation decision was unlawful.
Nagarathna differed from Gavai’s judgment on point of Centre’s powers under section 26(2) of RBI Act. Nagarathna said the demonetisation was unlawful and it should have happened via legislation, not a gazette notification.
“Parliament should have discussed law on demonetisation, process should not have been done through gazette notification. Parliament cannot be left aloof on issue of such critical importance for country. There has to be great restraint in matters of economic policy, court cannot supplant wisdom of executive,” said Naga-
Woman Army officer deployed at Kumar Post in Siachen Glacier for first time
NEW DELHI, JAN 3
(PTI): Captain Shiva Chauhan from the Corps of Engineers has been posted at a frontline post in Siachen Glacier, in first such operational deployment of an woman Army officer at the world’s highest battlefield.
The officer was posted at the Kumar post, located at an altitude of around 15,600 feet in Siachen, on Monday for a three-month stint after she underwent rigorous training, Army officials said.
Defence Minister Rajnath Singh conveyed his best wishes to Capt Chauhan and said he was happy to see more women joining the armed forces and take every challenge in stride.
“Excellent news! I am extremely happy to see more women joining the Armed Forces and take every challenge in stride. It is an encouraging sign. My best wishes to Capt Shiva Chauhan,” he tweeted.
The Army said Capt Chouhan became the first woman officer to get operationally deployed at the world’s highest battlefield.
The Siachen glacier at the height of around 20,000 feet in the Kara -
koram range is known as the highest militarised zone in the world where the soldiers have to battle frostbite and high winds.
In the past, women officers have been posted to Siachen base camp which is at about 9,000 ft as part of their regular postings along with the unit.
“It was a proud moment for Indian Army when Capt Shiva Chouhan became the first woman officer to get operationally deployed at the world’s highest battlefield, Siachen, after a month’s arduous training at Siachen Battle School along with other personnel,” the Army said in a statement.
Capt Shiva Chouhan from Rajasthan is a Bengal
Sapper Officer.
She has done her schooling from Udaipur and holds a bachelor’s degree in Civil Engineering from NJR Institute of Technology, Udaipur.
She lost her father at a young age of 11 years and her mother took care of her studies.
From her childhood, she was motivated to join the Indian Armed Forces and showcased unparalleled zeal during training at Officers Training Academy (OTA), Chennai and was commissioned into the Engineer Regiment in May 2021.
The officer was put through rigorous training at the Siachen Battle School where she trained alongside the officers and men of the Indian Army, officials said.
The training included endurance training, ice wall climbing, avalanche and crevasse rescue and survival drills, they said.
“In spite of various challenges, Captain Shiva with unflinching commitment successfully completed the training and was all set to be inducted to the Siachen Glacier,” said an official.

What were arguments of petitioners, Centre?
As many as 58 petitions had challened Modi government’s 2016 demonetisation decision.
For the petitioners, Senior Advocate P Chidambaram called the demonetisation deeply flawed and argued that the government cannot on its own initiate any proposal relating to legal tender, which can only be done on the recommendation of the RBI’s central board.
Arguing against the demonetisation, Senior Advocate Shyam Dewan pointed out problems with the scheme.
“He pointed out that the November 8th 2016 demonetisation notification erased the responsibility of the RBI by declaring all Rs.500 and Rs.1,000 notes as invalid tender. However, since these notes were still allowed to be exchanged for valid tender, the Union’s
liability to guarantee the value of the demonetised notes stood strong...Divan argued that citizens who were unable to exchange their demonetised currency notes within the stipulated time period due to genuine reasons must be allowed to do so now. He argued that the Supreme Court must issue a general direction to the effect since it had transferred all demonetisation challenges from lower Courts to itself,” reported SC Observer.
On its part, the Centre said the matter should not be revisited since no relief can be provided.
Resisting the apex court’s attempt to revisit the 2016 demonetisation exercise, the government had said the court cannot decide a matter when no tangible relief can be granted by way of “putting the clock back” and “unscrambling a scrambled egg”.

Reacting to the Supreme Court’s verdict, Congress leader and Senior Advocate Chidambaram said the SC cleared the decision but has not upheld its wisdom.
“Once the Hon’ble Supreme Court has declared the law, we are obliged to accept it. However, it is necessary to point out that the majority has not upheld the wisdom of the decision; nor has the majority concluded that the stated objectives were achieved,” said Chidambaram.
Notably, the Supreme Court majority judgement said it’s not relevant whether the objectives were achieved.
Govt failed to achieve any objectives of demo: Sibal

Kapil Sibal on Tuesday said the government had failing to achieve any of the objectives of the demonetisation exercise and asked who should apologise for it.
Attacking the government a day after the Supreme Court upheld the l egality of the of 2016 decision, Sibal listed a series of objectives of demonetisation and said they all failed.
“Demonetisation. Majority of Supreme Court Upholds Process. Objectives of demonetisation: curb black money, reduce tax evasion, stop circulation of fake currency, curb terrorism, tackle problems of corruption. All failed. Who should apologise?” he asked on Twitter.
In a big win for the Modi government, the Supreme Court in a 4:1 verdict held that demonetisation is not bad in law merely because some citizens suffered through hardships. The decision does not suffer from illegality as there was consultation between the RBI and
the Centre for a period of six months before the notification under challenge was issued, it said. It stated that the decision-making process was neither flawed nor hasty and it is “not relevant” whether the stated objectives were achieved or not.

(PTI): The Andhra Pradesh government issued an order late on Monday night prohibiting conduct of public meetings and rallies on roads, including National Highways, citing public safety but all opposition parties vociferously decried the move, alleging it was aimed at muzzling their voices.
The ban order comes in the wake of a stampede at a rally held by the main opposition Telugu Desam Party at Kandukuru last week in which eight persons were killed. Only the BJP MP G V L Narasimha Rao supported the government decision, though with a rider. The prohibitory order (GO No. 1) was issued under the provisions of the Police Act, 1861, and the police immediately started implementing it.
Meanwhile, the Telugu Desam Party chief is scheduled to undertake a tour of his Kuppam Assembly constituency from January 4 to 6 but the Palamaner Sub-Divisional Police Office served a notice on the
former saying strict action would be taken if any meetings were held in violation of the GO No. 1 and untoward incidents occurred.
The SDPO said they would consider granting permission for Naidu’s meetings if suitable places that did not cause any inconvenience to the public were identified. The GO No. 1 said, “The right to conduct a public meeting on public roads and streets is a subject matter of regulation as Section 30 of the Police Act, 1861 itself mandates.”
Principal Secretary (Home) Harish Kumar Gupta, in the GO, asked the respective district administration and police machinery to identify “designated places away from public roads for conduct of public meetings, which do not hamper the flow of traffic, public movement, emergency services, movement of essential commodities, etc.”
“The authorities should avoid permitting meetings of public roads. Only in rare and exceptional circumstances permission
for public meetings may be considered, with reasons recorded in writing,” the Principal Secretary said.
The Principal Secretary highlighted the Kandukuru incident that occurred on December 28 and noted that “holding of meetings on public roads and road margins is leading to deaths and creating traffic obstructions.” Police take a long time to control the situation, he added. The opposition parties have decried the government’s decision and called the GO atrocious.
“The Jagan Mohan Reddy regime brought out this dark GO only to stifle the opposition voices that have been exposing the miserable failures of the government. This regime has been resorting to vendetta as there has been tremendous public response to Chandrababu Naidu’s rallies,” TDP state president K Atchannaidu said in a statement.
The GO only revealed that Jagan Mohan Reddy was too scared of losing at the hustings. “We will not be cowed down by such things
and continue to raise our voice for the people’s cause,” Atchannaidu asserted.
Jana Sena Political Affairs Committee chairman Nadendla Manohar said the “midnight GO” only exposed the dictatorial attitude of the Jagan Mohan Reddy regime.
“Activities by political parties are also in accordance with the freedom of expression granted under Article 19 of the Constitution. Has the Jagan government decided to abolish Article 19 in Andhra Pradesh,” Manohar questioned angrily. Suppressing basic rights in the name of law and order amounted to violation of the Constitution, Manohar alleged.
BJP state general secretary S Vishnuvardhan Reddy said the YSR Congress should know that conducting public meetings and rallies was the right of any political party. But this government has taken a strange decision not to allow opposition parties come out onto the streets against its rule, he lashed out in a statement.
Thereafter, Justice Bagchi said that even if the recordings for the calls were made though FaceTime medium, at least the locations could be tracked through the IMEI number of the mobile phone used for that purpose.

CHANDIGARH, JAN 3 (IANS): Launching a direct offensive against the drug menace in the state, P unjab Chief Minister Bhagwant Mann on Tuesday di rected the officers to confiscate the property of those involved in the heinous crime of drug peddling.
Chairing a meeting here to review law and order situation in the state, he reiterated the firm commitment of the state government to wipe out the scourge of drugs from the state.
Noting that the government has already put the big fish involved in drug peddling behind bars, Mann said that to ensure further stern action, the property of these drug peddlers must be seized with immediate effect.
The Chief Minister said necessary amendments, if any required, in the requisite laws will be duly made.
He said the officer, in whose jurisdiction drugs are being sold will be held accountable for this lapse. He said severest of severe action will be taken against the officers found indulging in drug trade.
Mann also asked the officers to ensure that the villagers unanimously pass resolutions for making their villages drug free. These villages are incentivised by giving grants under the Rural Development Fund and others.
He also said the security of these villages passing the resolution will also be ensured by all means.

ISIS owns up Kabul attack
KABUL, JAN 3 (AGENCIES): The ISIS terror group on Monday claimed the responsibility for an attack on the Taliban in Kabul. The terror group said on Telegram that the attack on Sunday had killed 20 people and wounded 30, reports Reuters.
A spokesman for Afghanistan’s Talibanrun interior ministry said an explosion outside the military airport in the capital Kabul had caused multiple casualties.
The interior ministry denied the casualty figures claimed by ISIS and said it would release the official death count.
6 killed, 5 injured in Texas road accident
HOUSTON, JAN 3 (IANS): An investigation is underway after six people were killed and five others injured in a road accident involving three vehicles in Texas, local authorities said.
The accident occurred near George West, Xinhua news agency quoted the Texas Department of Public Safety as saying in a statement on Monday.
Local media reported that a minivan travelling south on Highway 59 tried to overtake a vehicle in a no-passing zone and crashed head-on into a northbound SUV, which was then rear-ended by a sedan.
Libyan govt to hold elections in 2023: PM

(IANS): Libyan Prime Minister Abdul-Hamed Dbeibah said his government is ready to hold general elections this year.
“The Government of National Unity and the National Elections Commission are fully prepared to hold the national elections in Libya,” Dbeibah said during a cabinet meeting.
“The year 2023 is the year of elections, the year of uniting civil institutions, sectors, and organisations, and supporting national figures whose demand and the goal is to hold successful elections,” Xinhua news agency quoted the Prime Minister as saying. Libya failed to hold general elections in December 2021 as previously scheduled due to disagreements over election laws among the parties.
The Prime Minister also stressed that his government’s priorities include achieving development in Libya and avoiding armed conflict and war. Libya is currently divided between a government appointed by the House of Representatives (Parliament), and the Tripoli-based Government of National Unity which only agrees to hand over power to an elected government.
Bird flu cases in Japan reach record
TOKYO, JAN 3 (IANS): Bird flu cases in Japan hit 54 this season, a record high after new infections were confirmed in Chiba and Fukuoka prefectures, the government said on Tuesday. As of Tuesday, the number of outbreaks of avian influenza reached 54 across 23 prefectures in Japan this season, topping the previous record of 52 logged in the 2020-2021 season, according to the Ministry of Agriculture, Forestry and Fisheries.
Beijing threatens response to ‘unacceptable’ virus measures

The Chinese government blasted COVID-19 testing requirements imposed on passengers from China and threatened countermeasures against countries involved, which include the U.S. and several European nations.
“We believe that the entry restrictions adopted by some countries targeting China lack scientific basis, and some excessive practices are even more unacceptable,” Foreign Ministry spokesperson Mao Ning said at a daily briefing Tuesday.
“We are firmly opposed to attempts to manipulate the COVID measures for political purposes and will take countermeasures based on the principle of reciprocity,” she said.

The U.K. will require that passengers from China take a COVID test before boarding the plane from Thursday. Transport Secretary Mark Harper said the requirement is for “collecting information” because Beijing isn’t sharing coronavirus data.
Health officials will test a sample of passengers when they arrive in the U.K., but no quarantine is required for those who test positive, he said.
“The policy for arrivals from China is primarily about collecting information that the Chinese government is not sharing with the international community,” Harper told the LBC radio station on Tuesday.
Sweden’s Public Health Agency said Tuesday that it had urged the government to require travelers from China to present a recent negative COVID-19 test.
Philippines’ Prez heads to China amid sea disputes

Philippine President Ferdinand Marcos Jr. flew to China on Tuesday for a three-day state visit, saying he looks forward to his meeting with Chinese leader Xi Jinping as they work to boost bilateral ties.
“As I leave for Beijing, I will be opening a new chapter in our comprehensive, strategic cooperation with China,” he told officials and diplomats, including the Chinese ambassador, prior to boarding his flight from an air base in the capital.
“I look forward to my meeting with President Xi as we work towards shifting the trajectory of our relations to a higher gear that would hopefully bring numerous prospects and abundant opportunities for peace and development to the peoples of both our countries,” he added.
Alluding to the two countries’ territorial dispute in the South China Sea, he said he looks forward to discussing bilateral and regional political and security issues.
“The issues between our two countries are prob-
lems that do not belong between two friends such as Philippines and China,” he added. “We will seek to resolve those issues to mutual benefit of our two countries.”

VATICAN CITY, JAN 3 (AGENCIES): Tens of thousands of people paid their respects on Monday to former pope Benedict XVI at the Vatican, at the start of three days of lyingin-state in St Peter’s Basilica before his funeral, reports AFP.
They began queueing before dawn to view the German theologian’s body, which was transferred early in the morning from the monastery in the Vatican grounds where he died on Saturday aged 95.
“I arrived at 6:00 am, it seemed normal to come and pay homage to him after all he did for the church,” said an Italian nun, sister Anna-Maria, near the front of the line that snaked around the vast St Peter’s Square.
Benedict led the Catholic Church for eight years to 2013 before becoming the first pope in six centuries to step down, citing declining health.
His successor Pope Francis will lead the funeral on Thursday in St Peter’s Square before Benedict’s remains are placed in the tombs beneath the basilica.
He will be buried in the tomb which held pope John Paul II’s remains until 2011, Vatican spokesman Matteo Bruni said Monday.

19 dead in Mexico prison attack
MEXICO CITY, JAN 3 (AGENCIE): An attack on a prison in the Mexican border town of Juarez left 19 dead and allowed a cartel kingpin to escape along with two dozen other prisoners, authorities said Monday, reports Reuters.
An armed group, traveling in armored vehicles, launched almost-simultaneous attacks on the prison and the municipal police station, Defense Minister Luis Crescencio Sandoval said in a news conference.
Authorities said the Sunday morning attack had coincided with preparations for New Year’s Day visits. They initially said the toll was at least 14, but by Monday, Sandoval said, this had risen to 19: 10 guards, seven prisoners and two attackers.
The attack allowed 25 inmates, including Ernesto Alfredo Pinon de la Cruz, also known as “El Neto,” to escape. Pinon is a top gunman for the Juarez-based “Los Mexicles” cartel, Security Minister Rosa Icela Rodriguez said at the news conference.
Federal authorities were called in to contain the unrest. They later found a “VIP zone” in the staterun prison with drugs and money, said Rodriguez, who slammed the Chihuahua state administration. “That’s the state’s responsibility, because federal authorities can’t intervene in these places,” Rodriguez said.
The statement from the agency comes as Sweden, which has taken over EU’s rotating presidency, has called a meeting of the EU’s crisis management mechanism for Wednesday in Brussels, where travel restrictions will be discussed with the aim of agreeing on a common line.

Global anti-terror body FATF may ‘greylist’ Nepal for money laundering
KATHMANDU, JAN 3 (AGENCIES): Nepal is at real risk of being put on the greylist by the Financial Action Task Force (FATF) as there are deficiencies in both its legislation and enforcement of laws related to money laundering and terror financing, writes Prithvi Man Shrestha in The Kathmandu Post, reports ANI.
Nepal is struggling to address a number of deficiencies to comply with the standards of the Paris-based regulatory body related to anti-money laundering and terrorist financing and has identified at least 15 weak laws.
The greylisting could be damaging to Nepal’s struggling economy which is heavily reliant on for -
eign aid, remittances and imports. A country on the greylist could potentially face problems such as a lack of trade opportunities, a downgrade of ratings, and a subsequent shrinking of the economy.
A delegation of the Asia Pacific Group on Money Laundering (APG), a FATF-style regional antim oney laundering body recently visited Nepal for two weeks to assess the country’s response to money laundering and terror financing, reported Shrestha.
Officials said that the APG would only include the progress made till December 16 in its mutual evaluation report, which puts Nepal in a vulnerable position again, and liable
to being greylisted if not blacklisted.
‘Blacklist’ is a term used for the FATF’s list of “High-Risk Jurisdictions subject to a Call for Action.” Currently, North Korea, Iran, and Myanmar are on the blacklist.
The ‘greylist’ is used to denote a group of countries/ jurisdictions with “strategic deficiencies” in their regime to counter money laundering and terror financing.
Once listed as ‘jurisdiction under increased monitoring’ by the FATF, they must develop an action plan within a specific period.

The 61st annual sports meet of Zhadima Village Youth and Sports Organization (ZVYSO) began on Tuesday at Zhadima village ground.
Addressing the inaugural programme, chief guest, chief minister Neiphiu Rio said Nagaland was looking forward to host the National Games after Meghalaya. For this, he said Nagaland needed to produce more medal prospects as it would be embarrassing for the State to host and not win any medals.
Lauding sportspersons from who participated in the North East Olympics in Shillong and won a total of 79 medals including 18 Gold, 17, Silver and 44 Bronze, Rio said this was an indication that Nagaland was progressing in games
and sports.
He said Nagaland athletes were now being trained by well qualified coaches and trainers, adding that the result was noticed during the NE Olympics.
Rio expressed hope that Naga sportspersons would reproduce similar results when the State hosts the National Games. He said Nagaland was “very hopeful” of winning the bid.
In its efforts to usher the sports sector, he said the state government had been introducing various policies and also hosted the Asian Cross Country Race last year brining laurels to the State even at the international level.

In the individual category, the player of the match was awarded to Nyithong Magh of Zenith SKZ, 16-year-old Zenilo Seb of Zisunyu XI (B) was named player of the tournament, Nenti Kath of Zenith SKZ received the best goal keeper award and Khiti Kath of Zenith SKZ was the highest goal scorer of the tournament.
The valedictory ceremony was graced by Regional Transport Officer, Roben Mesen as special guest. He lauded the Eagles’ Club for being an exemplary character in serving the community in the field of sports, education or other social services.

BCCI invites bids to own WIPL teams
NEW DELHI, JAN 3 (PTI): The BCCI on Tuesday invited bids to own and operate teams in the inaugural Women’s Indian Premier League (WIPL) scheduled for March.
The inaugural season of the Women’s IPL is likely to be played from March 3 to 26, which will be followed by the men’s IPL.

Group III leaders Nagaland football team held on a goalless draw against 2nd place Goa to remain on top despite a spirited performance from the Goan team at the 76th National Football Championship for Hero Santosh Trophy 202223 in Kokrajhar, Assam on Tuesday.
In a must win match for Goa team, Nagaland coach Mughato Aye fielded a defensive team with their goalkeeper Niethovilie Chalieu making two crucial
saves for Nagaland team.
Goa got numerous chances to score but could not manage to score as their strikers were left frustrated with some sloppy finishing.
On the other hand, Nagaland failed to make much impact in the match going forward and will be happy with the draw. At the end of the final whistle, Nagaland celebrated the draw like they won the match knowing that a defeat could only land up in trouble for the knockout stage.
Up next, they will
face Arunachal Pradesh on January 5 in the last league match of the tournament. While Goa team will play against Tamil Nadu.
After four matches, Nagaland continues to lead the Group 3 tally with 10 points (+4 goal difference) and Goa (+2 goal difference) behind with 8 points.

Earlier on January 1, a brace from goalscoring spree Haileuyibe Iranggau saw Nagaland defeating neighbouring state Assam by 3-1. Nagaland have never qualified for the final round of the Santosh Trophy and will be historic if the team can keep the momentum going on with one match remaining.
In the match, Nagaland striker Iranggau scored two stunning goals in the 24th minute and added his second in the injury time. The second half saw Pursunep scoring in the 47th minute to make it 3-0 for Nagaland. J Deka did score a consolation goal but Nagaland hold on the lead till the end of the final whistle.

“The Governing Council of the IPL invites bids from reputed entities to acquire the right to own and operate a team in Women’s Indian Premier League, through a tender process.”
The ITT will be available for purchase for a non-refundable fee of Rs five lakh till January 21.
“Any interested party wishing to submit a bid is required to purchase the ITT.
The deadline for the ITT for media rights ended on December 31.

Tragopan Club Viswema organised the 8th Nagaland Open Pcheda Championship and 2nd Torü Ke-Rha Championship at watch tower, R. Khel, Viswema village on Tuesday.
The competition witnessed a good response with around 95 Pcheda male and 80 girl participants from neighbouring villages vying for the prizes.
Neisal Theyo walked home richer with Rs. 20,000 by emerging as winner of the competition, while second place was secured by Vivohoto Sothu bagging Rs. 15,000, third place by Zayieho Kin who also received Rs. 10,000 and fourth place was bagged by Medokevi Kin and
received Rs. 5000, while consolations were presented Rs. 1000 to Metol Neikha, Puzoto Vitsu, Viyieto Koso, Rukuhokho Kennao and Keneizoto Neikha. Khosel Rhutso was adjudged the ‘Best Player’ and walked away with Rs. 1000 and citation.
Under Torü Ke-Rha, first prize was bagged by Rachii Khel, Team B who received Rs. 10,000 while second place was secured by Lomu Kita whemi Zheri Khel and received Rs. 7000 and the consolations of Rs. 1000 were also presented to Taho group, Pavoma Khel, Puno Kita whemi, Zheri Khel, while the best player was awarded to Lolenu Koso (Lomu Group) with cash prize of Rs. 1000 and citations.
Pcheda is a traditional
game that requires players to throw thin dried bamboo sticks from a set distance on a solid mud platform where the sticks slide, fly and land on the farthest and is declared the winner while Torü Ke-Rha game, which had been played since time immemorial, consisted of two teams playing against each other, where one player is required to strike the Toru of opponent but has to follow a sequence.
District Project Officer, Department of Land Resources, Chümoukedima, Tepunol Yore, graced the occasion as the chief guest.
He shared that both Pcheda and Torü Ke-Rha commonly known as indigenous games had the potential for gaining recognition in the national as well as the international arena.

1st T20I: India beat Sri Lanka by two runs in last-ball thriller

Young medium pacer Shivam Mavi claimed 4-22 on debut as India defended a modest total of 162 to beat Sri Lanka by two runs in the thrilling first T20I and take 1-0 lead in the three-match series at the Wankhede Stadium, here on Tuesday.
India started 2023 with victory thanks to some good bowling by Mavi, Harshal Patel and Umran Malik as they prevailed over Sri Lanka in a last-ball thriller.
With a modest 162 to defend, India needed to get early wickets to put Sri Lanka under pressure and they did just that, eventually getting them all out for 160 in 20 overs.
Shivam Mavi claimed two wickets in his first spell in his debut match, Harshal Patel bagged another two and Umran Malik took one as India sent back five Sri Lankan batters for 68 runs.

added 40 runs for the sixth wicket but just when they were looking like taking the match away, Mavi broke their partnership by sending back Hasaranga.

Mavi provided India with the breakthrough in his first over by claiming his first T20I wicket on debut. The young bowler showed great character as he struck after being hit for back-toback boundaries by Kusal Mendis in his first over. Mavi came back strongly in his second over and sent
back Nissanka, sending one through the game to rattle the stumps.
Dhananjaya de Silva was his second victim when he got the batter to spoon a catch to Sanju Samson with a slower one.
