DIMAPUR, JAN 9 (NPN): The State government has identified 1,206 session sites for the COVID-19 vaccination drive in the state. Health & Family Welfare department informed that 19,690 health workers have registered for vaccination in the first phase. As vaccines come nearer to the general population, the department asserted that there was no room for complacency and called for reinforcing COVID-19 appropriate behaviors.

Nagaland COVID-19 tally rose to 11975 after 11 new cases were reported-- 7 in Dimapur, 2 each in Kohima and Mokokchung. In its weekly bulletin released on Saturday, the Health department stated that symptomatic cases were steadily increasing in the State even though there was a decline in positivity rate. Symptomatic cases among active cases increased from 1% in July 2020 to 24% as of this week. There has also been a slight increase in the mortality rate to 0.61% this week, it added.

Covid-19 ‘out of control’ in London LONDON, JAN 9 (AGENCIES): The new strain of coronavirus has tossed around Britain’s hopes of reviving its economy, and now the bigger concern the country faces is that of the overwhelming cases of the infection that are raging through its iconic capital of London. London mayor Sadiq Khan on Friday declared a major incident, warning that hospitals in the capital city of United Kingdom could soon be overwhelmed and more people might die. “I have declared a major incident in London because the threat this virus poses to our city is at crisis point. If we do not take immediate action now, our NHS (National Health Service) could be overwhelmed and more people will die,” he said on Twitter. Stating that the virus is “out of control”, Khan said that, as per the current data available, one in every 30 Londoners have been infected by Covid19. London’s population is estimated to be around 9.3 million as of 2020. “..The stark reality is that we will run out of beds for patients in the next couple of weeks unless the spread of the virus slows down drastically,” Khan said.

No fresh fire or smoke visible at Dzükou

DIMAPUR, JAN 9 (NPN): No fresh fire smoke were visible at scenic Dzükou valley on Saturday, as authorities apprised the Kohima District Disaster Management Authority (DDMA), which reviewed the Dzükou fire operation. According to a DIPR report, SP Kohima, Manoj Kumar informed that the ground operation team reported that smoke from across the mountain started appearing at around 10 a.m. However, due to high ridge and inaccessibility by the ground operation team, the smoke was doused by one sortie of India Air Force bambi bucket operation. Deputy commissioner and chairman DDMA Kohima, Mohammed Ali Shihab also informed that the state government has decided to continue with the recce cum bambi bucket operation on January 10. Meanwhile, according to a defence release, teams of security forces under Spear Corps along with NDRF were deployed to extinguish the wildfire in Dzukou valley. The teams were successful in dousing fire in a large area and creating fire lines to contain further spread. Spear Corps teams are also catering for critical logistics support to NDRF team at Dzukou Valley, the release said.

IMPHAL, JAN 9: Manipur chief minister N Biren Singh on Saturday claimed that forest fire on the Manipur side of the Dzuko valley was almost under control. “The fire in almost all the areas on the Manipur side had been brought under control, ‘’ he said. Regarding the alleged obstruction in the construction of road to Dzuko from Nagaland side, the chief minister said that he had discussed the matter with his counterpart Nagaland chief minister Neiphiu Rio. It may be mentioned that a group of people purportedly from Southern Angami area had strongly objected to the construction of a 15 km road from Mao to the Valley by the Manipur government. After the talk with the Nagaland chief minister, the road construction has resumed, Singh told reporters.

GUWAHATI, JAN 9 (AGENCIES): Krishak Mukti Sangram Samiti (KMSS) chief Akhil Gogoi has been named the president of the newly formed political party in Assam, “Raijor Dal”, reports The Sentinel Assam. The announcement came after the newly floated party’s firstever state convention came to an end in Moran. Meanwhile, Dr Hiren Gogoi has been appointed

as the chief advisor of the party and Bhasco D Saikia, Kabindra Chetia Phukan, and Jitul Deka have been inducted as the working presidents of the party. The general secretaries include Hussain Mohammad Shahjahan, Rubul Das, Giri Shankar Goswami, Ankur Saikia, Alok Nath, Lohit Gogoi, Dibas Phukon and Jahiruddin Laskar.

Bird flu: Assam bans entry of poultry products from outside NE GUWAHATI, JAN 9 (PTI): The Assam government has imposed an indefinite ban on the entry of poultry products from outside the Northeastern region as a precautionary measure following avian flu outbreak in some states. The ban comes into force with immediate effect and will remain in effect until further orders, according to a notification issued by the Animal Husbandry and Veterinary department. However, there is no need to panic as the state has not reported any confirmed case of the bird flu so far, director of the state veterinary department Ashok Barman said. Assam imports poultry products from other parts of the country, especially Eastern India, but officials said there will not be a shortage of chicken

due to the large scale local production and storage. The government has imposed a “temporary ban on entry of poultry as a precautionary measure through western border of the State in the interest of prevailing escalation of the disease to Assam and other Northeastern states”, the notification said. This has been done due to the outbreak of the highly pathogenic avian influenza in some parts

of the country which is a highly contagious avian disease having zoonotic potential, it added. Advisories have already been issued to the authorities concerned for strengthening the active and targeted surveillance against the disease. “Poultry products are usually imported to the state from West Bengal, Bihar, Rajasthan, UP among others and we have decided to ban it temporarily as infected birds should not be allowed to come to Assam,” Barman said. The Centre has asked the states that are still unaffected by avian flu to keep a vigil on any unusual mortality of birds. The disease has so far been confirmed from six states - Kerala, Rajasthan, Madhya Pradesh, Himachal Pradesh, Haryana and Gujarat.

Aizawl, Jan 9 (PTI): At least 16 more people, including a one-year-old baby and four security personnel, have tested positive for COVID-19 in Mizoram, pushing the state’s tally to 4,275, an official said on Saturday. Of the fresh cases, 11 were reported from Aizawl, two from Lawngtlai and one each from Lunglei, Siaha and Saitual districts. “Five minors, including a one-year-old child, two Central Reserve Police Force (CRPF) employees and two personnel of Border Security Force and Assam Rifles were among the new patients,” the official said. Four new patients have travel history, while 10 were diagnosed with the disease during contact tracing and it is yet to be ascertained how the remaining two contracted the infection. Barring one, 15 were asymptomatic, the official said. Mizoram now has 82 active cases, while 4,185 people have recovered from the disease and eight died. The recover y rate among coronavirus patients in the state currently stands at 97.92 per cent.

Meghalaya too conducted a successful dry r un in 33 health care centres across all the 11 districts of the State on January 2. facilities. Kumar said that more than 600 healthcare workers participated in the dry run across the State. Representatives from the World Health Organisation, John Hopkins Program for International Education and United Nations Development Program were involved in monitoring the exercise. Under the dry run, three steps were undertaken. First, the details of the volunteers or the health care workers were registered. Then they were administered the vaccine under the mock drill. A doctor was kept in attendance at the Health Care Centres to check if there is any adverse reaction to the vaccine. The volunteers were kept for 30 minutes under supervision after they were administered the mock vaccine.

Itanagar, Jan 9 (PTI): Seven more people have tested positive for COVID19 in Arunachal Pradesh, taking the tally in the state to 16,764, a health department official said on Saturday. Of the fresh cases, two each were reported from the Capital Complex Region, Pakke Kessang and Lepa Rada and one from East Siang district. Barring two, all the new patients were asymptomatic, State Surveillance Officer (SSO) Dr Lobsang Jampa said, adding that the fresh cases were detected through rapid antigen tests. Nine more people were cured of the disease on Friday, taking the total number of recoveries in the northeastern state to 16,631, he said. T h e r e c ove r y r a t e among coronavirus patients in the state is currently at 99.20 per cent. Ar unachal Pradesh now has 77 active cases, while 56 people have succumbed to the infection so far, he said, adding that the fatality ratio is at 0.33 per cent. The Capital Complex region, comprising Itanagar, Naharlagun, Nirjuli and Banderdewa areas, has the highest number of active cases at 23, followed by Tawang (16) and East Siang (15).

SHILLONG, JAN 9: The Border Security Force (BSF) has rescued around 30 cattle, which were about to be smuggled out to neighbouring Bangladesh from Meghalaya’s East Jaintia Hills district on Friday, an official said on Saturday. “The BSF troops of 97 Battalion BSF deployed at mobile check post Sonapur, East Jaintia Hills district observed a suspicious truck loaded with bovines. The BSF troops tried to stop the truck but the driver did not pay any heed and crossed the check post with heavy acceleration. The BSF troops pursued and seized 30 cattle cramped in the truck almost 2 km away from the Sonapur check post. The driver managed to flee but one Indian national was apprehended by BSF troops in this connection,” BSF Meghalaya Frontier, spokesperson, U.K.Nayal said. He said the total seizure worth more than Rs 12 lakh was made. “All the cattle were tethered tightly with the rope exhibiting cruelty to animals. Cattle were

likely to be smuggled to Bangladesh since they were marked with a code on them,” Nayal said. He said that the seized cattle, apprehended person and truck all were handed over to Lumshnong police station, East jaintia Hills for further disposal. “The Border Security Force is presenting high degree of watchfulness on the International Border to assure national security as well as to prevent all kind of illegal activities in the interiors also,” Nayal maintained.

Building a new legacy

t was another proof of the direction and determination that the Modi government was taking India towards the ‘New India’ by planning to entirely change the face of the Central Vista, spanning from the Rashtrapati Bhavan to India Gate, including the Parliament and various ministries, which is perhaps India’s most significant symbol of democracy. The Central Vista project involves the redevelopment of the area known as Central Vista Avenue, the area between the Rashtrapati Bhavan and the India Gate, where all the important buildings related to the union government are located. It is scheduled to be completed by August 2022 on the 75th Independence Day. This project has two main parts, a new parliament building, and a new secretariat complex to bring all the central govt ministries in one place. A third part involves the development of the Rajghat and the area around it, which is available for the general public, including the development of public amenities. This project will involve demolition of some non-heritage buildings in the area, and construction of new buildings in place of them. The Central Vista was designed by Edwin Lutyens and Herbert Baker, to house the capital of British India. The project is driven by a desire to overshadow the Nehru legacy through discrediting achievements in the past 60 years of post-independent India. Prime Minister Narendra Modi performed the Bhoomi puja on December 10,2020 despite a petition against the project. The Supreme Court however, allowed the puja but directed the government to not begin construction till it gives its assent. The crux of the petitioners’ case before the Court was that the process followed to commence the Central Vista redevelopment was so superficial that it falls short of the obligations imposed on the government to protect heritage buildings. The petition also argued that the notification violated the Master Plan of Delhi 2021, and that the Centre’s notification sought to override an earlier (December 2019) notice issued by the Delhi Development Authority inviting objections against the proposed changes in land use, which was itself under challenge in the top court at the time. As per media reports, the only material given to the Court to justify the construction of a new parliament were two letters by two speakers seeking more space - written in 2015 and 2019 - followed by an Office Memorandum of Ministry of Housing and Urban Affairs directing the CPWD to float a request for proposal to redevelop the Central Vista. In addition, there appeared to have been no study conducted by heritage experts to determine whether the existing parliament structure could still be used for retrofitting, or whether the only alternative was to develop a new one on an adjoining land. It was further contended that the approval of change in land use and the environmental clearance was pushed through amidst the pandemic with insufficient public consultation. The Prime Minister Narendra-Modi led central government allocated Rs 20,000 crore to the project in March 2020 at a time when the nation was falling under the clutches of Covid-19 pandemic. The Opposition urged the government to scrap the project and divert the funds to efforts dealing with the coronavirus crisis. The Supreme Court on January 5,2021 however upheld as constitutional, by a majority of 2:1, the manner in which the Executive had undertaken the re-development of the multi-crore project. The government claims the Central Vista will take care of deficiencies of the existing Parliament building like inadequate space, structural weaknesses and security problems, and save the public exchequer crores paid as rent for offices. That may be sound logic, but building an edifice for a forum meant for informed discussion and debate while giving these concerns the go-by is a false start.

It is only when we are protected by God with the miraculous sacredness of the Holy Spirit that our spirit, soul, and body can be preserved in pure uprightness until the coming of Jesus-no longer condemned in God’s sight. We should more frequently allow our minds to meditate on these great, massive truths of God.

Hardly less than two weeks to go for Trump to leave the office, he incited insurgency to his supporters to march towards Capitol. The entire world witnessed a week of turbulence that rattled many including the law makers in the American Congress as the rioters entered the ‘secured’ building started ransacking and looting. The visuals and images have shaken those who believe in democracy and put them in utter dismay to think about the conception of democracy. Trump known for his provocative narratives, indecent body gestures and divisive politic as the last resort incited insurrection that goaded a violent mob entered into Capitol Hill, a symbol of American democracy, destroying the chambers of the law makers, tore down metal barricades at the bottom of Capitol steps and some tried to push past cops in riot gear venting their anger. Throughout his tenure, Trump has constantly provoked violent impul-

sive behavior that excited his supporters. For every action there should a logical conclusion. Accordingly, on the 6th of January, 2021, President Trump finally enthralled his hard-core supporters over the edge that resulted in the besiege of the Capitol Hill, considered as the darkest day in the history of America that witnessed unprecedented attack on its democracy and rule of law. Four were killed in the skirmishes which occurred immediately after Trump addressed thousands of his supporters, inciting and encouraging to march to the Capitol Hill. It was violent as they vandalized Speakers Nancy Pelosi’s office and briefly took control of Senate chamber and had the audacity to pose for photos on the dais where Vi c e P r e s i d e n t M i k e Pence, who presided over earlier. What went on the dreadful day in Capitol Hill went viral as leaders and others were shocked and dumbfounded since the United States known for superior military and economic power. Over and above, security and riot police though present did not act swiftly as the situation demanded because the ideology of ‘white supremacy’ reigned in.

President-elect Joe Biden used an array of terms to describe the rioters, and said, “It’s not protest; it’s insurrection.” US and global media outlets described as “mob” and “rioters” and their actions tantamount to “treason” and “sedition”. Tr ump’s predecessors Obama, Bush and Clinton condemned the actions of the rioters and called it a moment of “great dishonor and shame” for the United States. Instead of protecting the Constitution, he abetted his supporters to violate the democratic principles and the rule of law. For weeks, President Trump and his supporters had been proclaiming January 6th, 2021, as the day of reckoning. A day to gather in Washington to “save America” and “stop the steal” of the election, which he lost, but claimed that he had won. The day he had specified, Trump rallied thousands of his

infuriated supporters by waving Trump flags and regalia stormed the Capitol in order to take over the temple of democracy. On December 19, 2020, Tr ump tweeted January, 6th 2021, “Be there, will be wild.” His supporters took his words seriously. As a result, a member of the Red-State Secession group on Facebook posted on the 6th January, 2020, the eve of the appointed day, “If you are not prepared to use force to defend civilization, then be prepared to accept barbarism.” Beneath that many posted commented that included photos of the weaponry that includes assault rifles. There were also comments referring to “occupying” the Capitol and forcing congress to overture the November polls. Republican Congressman added that “There is no question that the President formed the mob, the President incited the mob, the President addressed the mob. Centre seeks dismissal of review petition on PM CARES Fund

Mumbai, Jan 9 (PTI): The Centre on Saturday sought dismissal of a review petition seeking information about funds received by the Prime Minister’s Citizens Assistance and Relief in Emergency Situation (PM CARES) Fund. The Union government told the Nagpur bench of the Bombay High Court that audit statement of receipt and payment accounts of the PM CARES Fund for 2019-20 was available on the trust’s website. An affidavit was filed by Pradeep Srivastava, Under Secretary in the Prime Minister’s Office, before a division bench of Justices Sunil Shukre and Anil Kilor in response to a petition filed by advocate Arvind Waghmare. Waghmare has sought a review of the High Court’s August 2020 order dismissing his plea for declaration of the funds received by PM CARES, a charitable trust set up by the Union government amid the COVID-19 pandemic. In August, 2020, the High Court, however, dismissed the petition saying since the Public Charitable Trust Act was applicable to the PM CARES Fund, the petitioner was free to resort to the mechanism provided under the Act for redressal of his grievance of public disclosure of funds. Later, in December, 2020, Waghmare filed a review petition before the High Court, claiming that the Public Charitable Trusts Act was not applicable in Delhi and sought the court to direct the government to disclose details of the funds K Y M C

received and expenditure done. The Centre, in its affidavit, stated that the review petition was completely “misconceived and is nothing but another attempt at seeking publicity”. As such, the petitioner cannot be said to have any grievances about disclosure of income and expenditure of the funds,” the affidavit said. It further stated that the High Court has already dismissed Waghmare’s petition in the past and should now dismiss his review petition with exemplary cost. NEW DELHI, JAN 9 (PTI): Despite their rockhard determination to sustain the over 40-day-old agitation against the new farm laws, many protesting farmers at Delhi borders are falling prey to anxiety and depression, with a few having allegedly claimed their lives fighting this prolonged battle in biting cold. Braving the elements and the odds stacked up against them, an overwhelming number of farmers have been protesting at Singhu Border and two other sites since November 26, but their “sedentary lifestyle” at present and “psychological sedimentation” is taking a toll on their physical and mental well-being. According to NGOs running medical camps at the Singhu Border, the nerve centre of the massive agitation, these farmers are brave in their spirit, but some

have become vulnerable, facing extreme weather and may be a “sense of waning hope” that have translated into suicides at times. However, to ease their psychological burden, USbased NGO, United Sikhs, has started carrying out counselling sessions for farmers at their camp set up on the Haryana side of the protest site at Singhu Border. “So many farmers have died during this agitation, some of them claimed their own lives. While they may have a strong determination, but the extreme cold and pent-up emotions, coupled with sedentary lifestyle at present as they are not going to fields, is mak-

ing them psychologically vulnerable,” said Sanya Kataria, a clinical psychologist and a volunteer at the camp. A student of Doctorate in Psychology at a private university in Noida, she has been offering services via the United Sikhs camp in the last few days. “These farmers have been sitting for over 40 days on a national highway as part of this agitation. While most can withstand the physical rigour and biting cold as they are used to working hard, some of them have fallen prey to anxiety, depression and also hopelessness coupled with lack of self-esteem and feeling of frustration. It is a dangerous combination,”

she told PTI. So, problems like attention deficiency, restlessness, headaches are common symptoms being seen in those who have chosen to visit the camp for counselling, Kataria said. In some cases, there is an emotional burnout from extreme stress and that is what “we attempt to detect early” through sessions, so that they won’t attempt or even contemplate taking any extreme step, she said. Asked what kind of activities are done during a counselling session, the medical volunteer said the idea basically is to make them stop thinking about one “negative thought continuously”. “So, we engage them in activities to distract their minds, and create greater mindful awareness, or what we call ‘grounding’. So, we ask them to name five things they can see around, four things they can touch, three things they can hear, two things they can smell and one thing they can taste,” Kataria said. Besides, the techniques of diaphragmatic breathing or drawing breath from the

nose and exhaling from nose itself, also proves useful, she said. Gurdeep Kaur, assistant coordinator, at the United Sikhs India office in Delhi, says the news of many farmers committing suicide at Singhu Border have “caused great distress to us”. “We don’t want any farmer to die, and prevent any further suicide bids. So, our counselling calms their minds. We also ask farmers to come for follow-up sessions,” she said. Besides, there is a facility for physiotherapy at the camp, and and general physicians and other doctors come too, “some as volunteers, other on a payment basis, by rotation”, Kaur added. Bharatiya Kisan Union (BKU) national spokesman Rakesh Tikait had recently claimed that 47 farmers have sacrificed their lives during the protests. A 75-year-old farmer protesting against the Centre’s new farm laws had allegedly hanged himself at the Uttar Pradesh-Delhi border in Ghazipur, earlier this month.

New Delhi, Jan 9 (IANS): With the sudden death of several crows in Delhi’s Mayur Vihar Phase III area stirring panic amid a nation-wide bird flu scare, government officials said on Saturday that their samples have been sent to Bhopal to ascertain the cause of death. “Samples of four crows have been sent to Bhopal’s National Institute of High Security Animal Diseases,” Director of Delhi’s Animal Husbandry Department, Rakesh Singh, told IANS. “The reports are expected to come by January 12-13 and only then we will be able to ascertain if it is bird blue,” he added. Besides Mayur Vihar, carcasses of crows have also been found in Dwarka as well as Hastsal in west Delhi in the past few days. Further, reports of unusual mortality in ducks have also been received from Sanjay lake in east Delhi. Samples from Hatsal have been sent to the Northen Regional Disease Laboratory in Jalandhar, while the rest have been sent

to Bhopal. In the wake of bird flu outbreak in several states, the Delhi government has banned import of live birds with immediate effect, besides setting up a 24-hour helpline and closing the Ghazipur poultry market for the next 10 days. So far, the disease has been confirmed in seven states -- Kerala, Rajasthan, Madhya Pradesh, Himachal Pradesh, Haryana, Gujarat and Uttar Pradesh. In a communication to the chief secretaries and administrators of the states and UTs, the Secretary of the Department of Animal Husbandry and Dairying has requested the Animal Husbandry departments to ensure effective communication and coordination with health authorities for close vigilance of the disease status and avoid any chances of jumping of the disease into humans. Besides increasing surveillance around the water bodies, live bird markets, zoos, poultry farms etc., proper disposal of carcass and strengthening of bio-security in poultry farms have

Pak court asks police to arrest JeM chief by Jan 18 LAHORE, JAN 9 (PTI): UN designated global terrorist Masood Azhar, chief of the banned Jaish-e-Mohammad (JeM), should be arrested by January 18 in connection with a terror financing case, an anti-terrorism court in Pakistan has asked the Punjab Police, a court official said on Saturday. The Anti-Terrorism Court (ATC) Gujranwala issued an arrest warrant against Azhar in the terror financing case instituted by the CTD in the previous hearing on Thursday. “ATC G u j r a n wa l a judge Natasha Naseem Supra during the case hearing on Friday directed the CTD to arrest JeM chief Masood Azhar by January 18 and present him in the court. In case of failure (to arrest him), the court may begin proceedings to declare him a proclaimed offender,” a court official told PTI on Saturday. Azhar is facing charges of terror financing and selling jihadi literature. China and the WHO have reached a consensus on specific arrangements of the investigation with four video conferences, Zeng Yixin, deputy head of the National Health Commission, told a press conference. He added that Chinese experts were waiting for their WHO counterparts’ arrival. Once the WHO experts complete their procedures and finalise the schedule, Chinese experts will go to Wuhan, where the virus originated in December 2019, with them to conduct the investigation, Zeng said. He stressed that China’s position on the WHO investigation is positive, open and supportive.

He again called the US his country’s “main enemy.” “Whoever takes office in the US, its basic nature and hostile policy will never change,” he said. Indian cricket officials have apparently alleged that fast bowlers Jasprit Bumrah and Mohammed Siraj were racially abused by the crowd at the Sydney Cricket Ground (SCG) on Saturday. Paris, Jan 9 (IANS): World football governing body FIFA announced on Friday that the use of concussion substitutes will be tested at the Club World Cup in Qatar in February. According to a FIFA statement, it will “trial additional permanent substitutions for cases of actual or suspected concussion” at the seven-team tournament, which will be the first time that concussion substitutes will be allowed in an international football competition. In the Qatar Club World Cup, scheduled to be held from February 1 to 10, a team can use one more substitute per match for players’ suspected concussion in addition to the team’s five regular substitutes, Xinhua news agency reports. FIFA said it could reduce the pressure on medical personnel to make a quick assessment and send a strong message that “if in any doubt, the player should be withdrawn”. The rule-making body, International Football Association Board (IFAB), had approved the use of concussion substitutes in December 2020, claiming to protect the player from a potential second blow to the head.
