KO H I M A / D I M A P U R JAN 14 (NPN): Nagaland is all geared up to roll out COVID vaccine on January 16 as the first consignment of Covishield reached Dimapur by an Indigo flight from New Delhi Thursday.
Fuel prices rise for 2nd consecutive day D I M A P U R , JA N 1 4 (NPN): State-owned oil marketing companies increased the prices of petrol and diesel prices by 25 paisa per litre for second consecutive day on Thursday. According to IOCL website, petrol in the national capital was sold at the new record high level of Rs 84.70 per litre while diesel prices increased to Rs 74.88 per litre. After today’s rate revision, petrol price in Dimapur rose to Rs.87.09 per litre while diesel price increased to Rs.77.97 per litre. In the state capital Kohima, price of petrol was hiked to Rs.88.06 per litre and diesel price was raised to Rs.78.67 per litre. The OMCs’ patience of holding back fuel prices was broken last week on Wednesday when they increased the retail price of petrol and diesel for the first time this year after over a month-long pause. Oil companies executives said that petrol and diesel prices may increase further in coming days as retail prices may have to be balanced in line with global developments to prevent OMCs from making loss on sale of auto fuels, IANS reported.

The vaccine was flagged off to the districts by Health & Family Welfare (H&FW) principal secretary Amardeep Singh Bhatia at a brief ceremony at the H&FW directorate here later in the evening. On the occasion, Bhatia disclosed that 26,500 doses of the Covishield manufactured by Serum Institute of India, in collaboration with Oxford-Astrazeneca, reached the State and was being dispatched to all districts, adding that the vac-
cine would be administered to over 12,000 healthcare workers after its formal launch on January 16. He said the entire vaccination process would be closely monitored in order to ensure that there was very little wastage of the vaccine and in full accordance with the guidelines issued by the Centre. He later demonstrated the level of safety measures followed in packaging the vaccines to preserve it and continue the cold chain
while storing and transporting. As per the schedule, after Prime Minister Narendra Modi officially launches the vaccine on January 16, Nagaland, along with rest of the country, will follow suit and roll out the vaccine at government hospitals across the State. In the first phase, the vaccine will be administered to healthcare workers, while the vaccine will be given to frontline workers in the second phase. The third phase will make the vaccine available to those aged 50 and above and the fourth phase will include people below 50 years of age and above 18 years who have co-morbid conditions, including diabetes, cardiovascular illness, cancer, infectious diseases, and dementia. The vaccine will not be given to people below 18 years of age since it was yet to be tested on them. Meanwhile, during a media sensitisation workshop on the vaccine held at Hotel Vivor, Kohima Thursday afternoon, H&FW principal director V. Suokhrie allayed various apprehensions doing the rounds in regard to the vaccine. (Cont’d on p-6)

She said 100 beneficiaries would receive the vaccine at District Hospital, Dimapur in the first phase. According to cold chain operations officer, the State currently had one walk-in cooler, five ice-line refrigerators and three deep freezers to carry out the COVID vaccine drive effectively. Plane faces technical snag: The Delhi bound IndiGo passenger flight, that transported the vaccine, was grounded for few hours due to technical snag and took off only at around 7.30 p.m. from Dimapur.

Donald Trump becomes first US President to be impeached twice WASHINGTON, JAN 14 (PTI): Donald Trump became the first president in US history to be impeached twice when 10 of his fellow Republican Congressmen joined Democrats in the House of Representatives to charge him with inciting an unprecedented insurrection at the US Capitol last week. In a bipartisan vote, the Democratic-controlled House on Wednesday impeached Trump by 232 to 197 votes, exactly one week after pro-Trump rioters forced lawmakers to flee from the very chamber in which they cast ballots in during the fourth presidential impeachment in US history. Ten Republicans joined all Democrats to impeach 74-year-old Trump for “incitement of insurrection” for his actions on January 6, when he delivered a speech inciting his supporters to storm the US Capitol. The violence temporarily halted the counting of Electoral College votes and resulted in the deaths of five individuals, including a police officer. Trump will now face a

trial in the Senate, where if convicted he could face being barred from ever holding office again. The Senate is adjourned till January 19, a day before the inauguration of President-elect Joe Biden as the 46th President of the United States. The House went ahead with the move after Vice President Mike Pence on Tuesday refused to invoke the 25th Amendment to remove Trump from office. Trump will not have to quit the White House before his term ends as the Senate is out of regular session. The House voted after several hours of impassioned debate as National Guard
troops kept watch inside and outside the Capitol. The article of impeachment stated that Trump “repeatedly issued false statements asserting that the presidential election results were fraudulent and should not be accepted”. As the impeachment was in process in the House, Trump urged for calm as security agencies reported they had received inputs of a possible armed violence by his supporters here and across the country ahead of the inauguration of Biden. Democrats need 17 Republican votes to impeach Trump in the 100-member Senate.

Drugs worth over Rs 34.12 crore disposed in Manipur
Manipur CM N Biren Singh setting fire drugs disposed by police in Imphal East district on Thursday. Correspondent IMPHAL, JAN 14: Narcotics and Affairs of Border (NAB) of Manipur police on Thursday disposed off pretrial drugs and psychotropic substances worth around Rs 34,12,09,910 in the international market. The narcotic drugs seized by NAB and various units of the state police were disposed off at Pungdongbam Chingmang in Imphal East district. Chief minister N Biren Singh set the drugs on fire in the presence of ministers, MLAs, high ranking police officers, media persons, villagers and local leaders. The contraband items consigned to flames today
comprised 2. 271 kg of Heroin powder, 273. 87 kg of Ganja, 5,80,853 pieces of WY tablets, 1,22,696 pieces of SP capsules and 530 N-10 tablets. The items were seized by NAB, Thoubal, Bishnupur, Noney, Senapati, Imphal West and Imphal East district police, according to the police. After setting the drugs on fire, the chief minister warned police personnel from involving in narcotic drug trafficking in future. He said, “Government would terminate the service if anybody from the Manipur police department is found guilty in drug and psychotropic substance related cases no matter whether he
or she is a relative or a family member.” He informed that around 40 departmental enquiries involving police personnel regarding drug related cases were going on. The chief minister asserted that the ‘War on Drugs’ was not an idea conceptualised recently for him. He said he began to feel the need of an effective campaign against intoxicants in the mid-90s when he was the editor of a vernacular daily. Urging different organisations to come up with a sincere mind in this regard, he said that the government would definitely consider all the valid points and suggestions. He said that instead of making fun of the mission, the government’s efforts should be acknowledged. The chief minister stated that travelling to most interior areas hiking difficult terrains to destroy poppy plants and convincing villagers to grow alternative cash crops in place of poppy is not an easy task. “It needs efforts guided by true conviction,” he said, even as he lauded NAB, Manipur police, paramilitary forces and all those involved in the ‘War on Drugs.’

A pyrrhic impeachment
D
onald Trump’s political future suffered a grave blow on January 13,2021 after the House impeached him for a second time, an unprecedented rebuke that may result in the White House doors being forever shut to him. It was a moment to savour for house speaker Nancy Pelosi, who represents those who has a pathological hatred for Trump. Nancy should remember her February 4,2020 humiliation, when Trump abruptly turned away when she extended her hand for a handshake. Nancy and Trump are from two extreme ideologies and have no love lost for each other. For the record, under Pelosi’s leadership, the House of Representatives impeached President Donald Trump, first on December 18, 2019, and again on January 13, 2021. Donald Trump will be remembered for being the most controversial US president ever. The backlash against Trump in the wake of the January 6 insurrection at the Capitol has been swift, creating an unprecedented test of the vice-like grip he’s held on his party since his 2016 political ascendance. The Capitol riot the president was accused of inciting sparked a wave of reactions such as the Trump’s banishment from Twitter, a 24-hour suspension by Facebook, having his Youtube taken off and also prompted corporate leaders to suspend donations to Republicans. In office, Trump made more enemies than friends as he was uncompromising and did cared little for diplomacy and mending fences. He forcefully attacked the liberal elites in politics, the media and academia who favored the secular over the sacred, the global over the local, the urban over the rural, the educated over the uneducated, and burgeoning minorities over the declining white majority. Of all, perhaps, the liberal media that is all over the place, was Trump’s archenemy. The media contributed hugely to the anti-Trump feeling across America. The majority liberal media mischievously accused Trump of being anti-Muslim when he suspended travel to and from countries which promote terror attacks on the US. His attempt to stem the tide of illegal immigration, especially from across the border with Mexico, earned him the ire of Democrats. He vowed to punish American companies who set up manufacturing units in China but reward those who returned back. He fulfilled the promise to shift the American embassy to Jerusalem which no president did. He promoted the American middle class business and the conservative God-centric values, opposed same sex marriage etc. These made him the perfect enemy of a left-liberal Democratic party. Many Democrats consider him to be a megalomaniac, a xenophobe, a homophobe, an Islamophobe, a racist, and a misogynist. What is however, interesting and intriguing about Democratic hatred for Trump is that there is really no ideological basis for it. It is no secret that Democrats, whether they call themselves liberals, leftists, progressives, Democratic socialists, or just plain socialists, hate Donald Trump. While condemning Trump , Democrats ignore the fact that they have never allowed him to govern in peace. Even on his inauguration day, seventy House Democrats boycotted his inauguration while some of them declared Trump to be an “illegitimate president.” They incited crowds to violent protests nationwide against Trump but when he urged crowds to peacefully protest, it was termed as insurrection. Donald Trump will certainly go down in history as the president who exposed the underbelly of American mainstream politics and the claim of being the world’s oldest democracy.
DailyDevotion Called By God
I heard the voice of the Lord, saying: "Whom shall I send, and who will go for Us?" Then I said, "Here am I! Send me." —Isaiah 6:8 God did not direct His call to Isaiah— Isaiah overheard God saying, “…who will go for Us?” The call of God is not just for a select few but for everyone. Whether I hear God’s call or not depends on the condition of my ears, and exactly what I hear depends upon my spiritual attitude. “Many are called, but few are chosen” (Matthew 22:14). That is, few prove that they are the chosen ones. The chosen ones are those who have come into a relationship with God through Jesus Christ and have had their spiritual condition changed and their ears opened. Then they hear “the voice of the Lord” continually asking, “… who will go for Us?” However, God doesn’t single out someone and say, “Now, yougo.” He did not force His will on Isaiah. Isaiah was in the presence of God, and he overheard the call. His response, performed in complete freedom, could only be to say, “Here am I! Send me.” Remove the thought from your mind of expecting God to come to force you or to plead with you. When our Lord called His disciples, He did it without irresistible pressure from the outside. The quiet, yet passionate, insistence of His “Follow Me” was spoken to men whose every sense was receptive (Matthew 4:19). If we will allow the Holy Spirit to bring us face to face with God, we too will hear what Isaiah heard— “the voice of the Lord.” In perfect freedom we too will say, “Here am I! Send me.”

Nagaland Post, Dimapur FRIDAY, JANUARY 15, 2021

People’s confidence is a must
he need of the hour is winning this battle that has drained us economically, socially and psychologically. That said, the decision to roll out the vaccine is a good start. Let’s keep our fingers crossed. A good policy must fulfil four criteria — it must have clarity in objectives, strategic design, financing and outcomes, all in sync. For example, the objective of the national roll out can be to stop infections, check current transmission and/ or reduce if not eliminate mortality, depending upon the efficacy of the vaccine. The polio vaccine, for instance, achieves all three for life while the flu shot can protect against infection only for a year. Such characteristics then determine the strategies, funding and ways to measure outcomes. So, when eradication became an objective, the polio strategy was redesigned. In the COVID vaccine roll out, there is no clear data for either of the two vaccines proposed for use in the programme. We do not know if they provide protection for life, for a year or six months, its efficacy among the elderly or the very sick or in stopping new infections. Getting such data requires at least three years and cannot be obtained in a few months.
T
India also does not have any advance purchase agreements for vaccines that have some of this data due to the completion of Phase 3 trials. The two vaccines to be used in India, have not completed the Phase 3 that confirm safety and efficacy when tried out on a large sample. Given these limitations, the government has drawn up strategic guidelines for implementing an ambitious vaccine programme covering 30 crore people by July. With meticulous attention to detail, the guidelines draw upon the knowledge of running national campaigns acquired over three decades of implementing the Universal Immunisation Programme that resulted in eradicating polio and protecting 75 per cent children against 14 vaccine preventable diseases. These guidelines detail the skills, roles and responsibilities of the required human resources, logistics for delivering vaccines at point of use, physical infrastructure, monitoring systems based on digital platforms and feedback systems for reporting adverse events. The approach involves 19 departments, donor organisations and NGOs at the national, state, district and block level. The guidelines also mention the priority criteria — caregivers, front
line workers of the departments of health, defence, municipalities and transportation; persons above the age of 50 and those below 50 having diabetes, hypertension, cancers and lung diseases. In other words, the guidelines are a reference manual for what is to be done, by whom, when and how. The guidelines are ideal but do not reflect the real world of the health system that is full of flaws, defects, inconsistencies and cracks. Of the 28,932 cold chain points, half are in the five southern states, Maharashtra and Gujarat. The eight states in the North and Odisha that account for over 40 per cent of the country’s population have only 28 per cent of the cold chain points. Combined with poor human resources — doctors, nurses, pharmacists — a weak private sector, poor safety and hygiene standards, frequent power outages, poor infrastructure in terms of physical space, the capacity to implement with the expected speed, quality and accuracy is daunting. The immunisation can disrupt routine health service delivery — antenatal care, national programmes like those pertaining to TB or other immunisation drives and exhaust workers, particularly if we have yet another wave
There are challenges in Covid vaccination drive
of the infection or other outbreaks like the bird flu that is being witnessed in some states now. While data for the above-50-year-olds is available in the electoral rolls (though there are complaints of exclusions making the Census a better option), line listing of the under 50s with comorbidities can be challenging. Disease burden of NCDs’ is much higher in southern states that also have a higher proportion of the elderly. Not only are urbanrural variations substantial, but urban areas have weak public health infrastructure and a multiple number of private providers, mostly unregistered, thanks to the poor implementation of the Clinical Establishment Act, 2010. Patient tracking can be problematic as many may not have been diagnosed, go to multiple providers, or have multiple addresses as in the case of migrants. Fudging, false certification and siphoning off vaccines to private facilities in the event of vast price differentials cannot be ruled out. The non-availability of efficacy data could also impact the procurement and supply of vaccines, result in huge wastage, and can introduce scope for errors and duplication. Instead of rolling out the programme throughout
the country in one go and given the complexity of the line listing of priority groups, it may be useful to consider other options such as covering all at one time in an area, instead of sequencing them into different groups. The areas could be ranked on the basis of a vulnerability index built by triangulating data sets from disease burden, caseload of COVID infections, demographic profile, health-seeking behaviour and availability of infrastructure etc, block, district and state wise. Such an approach could enable having differential strategies to suit the health system capacities to organise, deliver and monitor. But central to the success of the roll out will be the confidence of the people in the vaccines. Non transparency of data, needless haste and opacity with which the licenses were given, worsened by caveats and conditions, strident defence by the ruling party in its attempt to stifle healthy conversation that could result in allaying doubts and fears, clumsy attempts to politicise the discourse by media channels have only deepened suspicions. The worst outcome is the denting of our international reputation and respect built over years of adherence to scientific rigour. Coming out of this messy situa-
tion is necessary and one option — as adopted for the polio eradication programme — is to establish an independent team of experts under the aegis of the WHO to ensure adherence to recruitment standards, consent conditions, adverse event record management, compensation standards, conditionalities required in emergency authorisation and trial conditions. This will create confidence in the community and international authorities as well. Finally, it is important to understand that vaccination is an incomplete solution to ending the epidemic, since the virus is mutating. Adopting safe behaviour is. Launching a nuanced communication strategy will be fundamental. The government can use its experience of controlling the HIV/AIDS epidemic. Science, evidence and data analytics need to be the bedrock of the roll out policy, not politics and scoring brownie points for electoral advantages. The need of the hour is winning this battle that has drained us economically, socially and psychologically. That said, the decision to roll out the vaccine is a good start. Let’s keep our fingers crossed. K. Sujatha Rao (Former Union health secretary)

Send me.”

He also urged the general public to confirm any news by validating it through websites of WHO, UNICEF, Union Ministry of Health & Family Welfare, Indian Council of Medical Research, Centre for Disease Control, etc. Meanwhile, a State government statement claimed that Covishield has gone through all preclinical and clinical stages as with any other vaccine development and has been evaluated to be very safe for use in general population by Drug Controller General of India. The vaccine has been found to have more than 70% efficacy from the clinical trials with good levels of immunogenicity (meaning it creates sufficient antibodies against COVID-19).

While the vaccine for the first two phases will be available free of cost, more information on the later two phases will be revealed in due course of time as the Centre is yet to take a decision on whether to give it free of cost. However, Suokhrie remarked that he was hopeful that it might also be given for free. UNICEF’s State consultant Dr Longri Kichu shared a PowerPoint presentation at the workshop on the vaccine rollout strategy, landscape and advocacy, communication & social mobilisation. He said the safest way to get back to a normal life was through mass vaccination and people should not spread rumours that could affect the vaccination process. (From p-1) He said the vaccine was totally safe as it had passed all the pre-clinical and clinical stages as was done in any other vaccine development, and that the safety and efficacy of the vaccine was given utmost importance. Regarding its transportation, Suokhrie said that the department was adequately prepared to safely transfer the vaccine that required storing at 2 to 8 degree Celsius. He said 1,206 sites across the State had been identified for administering the vaccine for the first two phases and around 50,000 beneficiaries were expected to be vaccinated. Suokhrie admitted that, as witnessed in other vaccination drives like polio or hepatitis, there could be a mild fever or slight swelling. However, he assured that these were considered normal and should not be misconstrued otherwise. “The vaccine is finally here, but all COVID-19 Appropriate Behaviours (CAB) put into place so far

Health Ministry officials said that there will be a gap of 28 days between two doses of COVID-19 vaccines and its effectiveness can be seen only after 14 days, and urged people to keep following COVID appropriate behaviour. The ministry, which has listed series of frequently asked questions (FAQs) on COVID-19 vaccine, also stated that it was advisable to receive a complete schedule of the anti-coronavirus vaccine irrespective of past history of coronavirus infection as this will help in developing a strong immune response against the disease. On whether a person with an active COVID-19 infection be vaccinated, AIIMS Director Dr Randeep Guleria said a person with active and symptomatic COVID-19 infection may increase the risk of spreading the same to others at the vaccination site and thus infected individuals should defer vaccination for at least 14 days after the symptoms are resolved.

LISBON, JAN 14 (IANS): Portuguese Prime Minister Antonio Costa has announced a new nationwide lockdown as a measure to stem the exponential growth in new Covid-19 cases. With the start of the new “state of emergency” starting on Friday, Costa noted that “the rule is to stay in a home-based retreat”, as it happened in March and April 2020 early in the pandemic, reports Xinhua news agency. “The only relevant new exception” is that schools will remain “in full working order,” Costa announced in an official statement. Only trips to purchase essential goods and services, professional activities that cannot be performed at a distance and brief physical activities, as well as assistance to family members will be allowed. Costa pledged that the government will provide financial assistance to companies and their employees for closing their activities during the state of emergency, which lasts 15 days and should be renewed for the same period. Restaurants and the like may operate exclusively for home delivery or takeaway, while fairs, food markets and supermarkets are allowed to operate without time restrictions. This is the ninth state of emergency decree since the beginning of the Covid19 pandemic. It is the highest civil protection classification in Portugal, allowing the suspension of rights, freedoms and guarantees. Po r t u g a l r e p o r t e d 10,556 new cases in the last 24 hours, the highest daily figure since the beginning of the pandemic, bringing the total to 507,108.

FC Goa beat Jamshedpur 3-0; jump to 3rd spot
M A R G A O, J A N 1 4 (AGENCIES): FC Goa have jumped to third spot in the Indian Super League points table with an impressive 3-0 win over 10-men Jamshedpur FC at the Fatorda Stadium in Goa on Thursday. Jorge Ortiz scored a brace while Ivan Gonzalez added one in the dying minutes to complete a dominant result. Their dominance can be understood from Goa’s 63 per cent possession. From the early exchanges, Goa looked a constant threat while going forward and got their fair share of chances on goal. They were also helped by Jamshedpur, who were not tight on the Gaurs thus plenty of time and space on the ball. With the Gaurs growing further into the game, they managed to break the deadlock with Jorge Ortiz finding the back of the net in the 19th minute. Few minutes later, Nerijus Valskis almost levelled it for Jamshedpur, only to

be denied by goalkeeper Naveen Kumar, who did well to stop a close range shot. Though it was Goa with majority of the possession, Jamshedpur looked a threat at times, especially from set-pieces in the first 45 minutes.
Things started on a bright note in the second half as Juan Ferrando and his men doubled their lead with Ortiz scoring his second of the night in the 52nd minute, making matters difficult for Jamshedpur to stage a comeback. Jamshed-
pur did bring in some fresh legs, including Jackichand Singh, William Lalnunfela and others but it was all about Goa. They looked even more threatening after the second goal. Everytime the Gaurs attacked the opposition half,
a third goal looked more likely. Ortiz missed some wonderful opportunities to complete his hat-trick, but the Spaniard just could not find that all-important goal. Jamshedpur upped their game with around 20 minutes to go, but Goa’s Kumar was having a good game. He did well to come up with a twin save in the 78th minute to preserve that clean sheet. Things got worse for Jamshedpur as Alexandre Lima was shown a second yellow, leading to a red card in the 86th minute. And Goa took advantage of the situation and Gonzalez made it 3-0 after a wonderful solo run from his own half. He played a quick one two with Alberto Noguera, who passed back to him and Gonzalez finished well to complete a wonderful goal in the 89th minute.
