IMPHAL/GUWAHATI, JAN 15: At least four people were injured after anti-Citizenship (Amendment) Bill (CAB) protestors clashed with the police in Imphal on Tuesday while protests against the controversial Bill raged on in Assam Tuesday amid ‘Bhogali Bihu’ celebrations as copies of the legislation were burnt symbolically. In Imphal, Police used tear gas and mock bombs to disperse protesters who threw stones towards the police during the protests at two places. One of the protests originated from Imphal Khwairamband Bazar where women vendors of three all-women run markets joined the students in carrying out a rally on the street along BT Road. A large number of police personnel rushed to the spot in a bid to disperse the protestors. As the protestors forced to proceed, police resorted to firing several rounds of tear gas shells and mock bombs which outraged the protestors who pelted stones towards the police.

Fuel prices rise for the 6th day
NEW DELHI, JAN 15 (AGENCIES): Petrol and diesel prices were hiked for the sixth straight day on Tuesday amid a rise in international crude prices and rupee’s depreciation against the US dollar. After Tuesday’s price revision, petrol, diesel became costlier by 28-31 paise per litre across major cities of the country. In the national capital Delhi, petrol is sold at Rs 70.41 and diesel is sold at Rs 64.47 per litre as against Rs 70.13 and Rs 64.18 respectively on Monday.

In the melee, some protestors sustained minor injuries which need no medical attention. Police detained a student among the protestors only to release on the spot after the protestors rose up again and chased after the police by pelting stones. Police once again fired several rounds of mock bombs to prevent the protestors chasing after them. Owing to the scrimmage, normal business activities at Khwairamband Bazar and parts of Paona and Thangal Bazar, the
business hub of the state, were brought to a total halt. Almost all the shops and business establishments downed their shutters and all kinds of vehicles avoided taking the roads in the bazaar areas. No sooner had the scrimmage at Khwairamband Bazar subsided, another group of protestors – students of CC Higher Secondary School, Palace Compound and Manipur Muslims Welfare Organization (MMWO) - took out a protest rally from Palace Compound.
A clash erupted between the protestors and police who forced them to stop from further proceeding at Sanjenthong, only a few meters to reach chief minister’s secretariat. There too, police fired several rounds of tear gas shells and drew mock bombs towards the protestors who returned with stones. In the clash that lasted for about half an hour, one woman protestor fainted and four other protestors including a woman and two students sustained injuries. They were immediately rushed to nearby hospitals. None of the injuries were serious, according to hospital sources. Addressing the Sükrünye festival, Patton said: “Tribalism has hijacked our society and it is our own fault.” He however hoped that such festivities would help the Nagas remove the feeling of tribalism and work for oneness and
togetherness. Organised by the State government in collaboration with Chakhesang Public Organisation (CPO), the three-day Sükrünye 2019 Mini Hornbill Festival got underway here on Tuesday with Planning & Coordination and Land Revenue minister, Neiba Kronu as the chief host. Patton remarked Chakhesang community had contributed to the best of their ability towards progress of the State in the socio-economic and political spheres. He hoped the community would continue to lead the society towards achieving the “common goal and objectives”, besides reaping the fruits of sacrifice of their past leaders as well as those who were holding high positions today. Mentioning that Phek district had been named as the land of traditions, he said it was only apt for the Chakhesang community to show and lead the way to
rest of Naga people on the importance of research and preservation of rich cultural tradition and heritage. Patton explained that the main objective of the Mini Hornbill Festival was to give a boost to tourism and give equal opportunity to all Naga tribes to showcase their beautiful and rich cultural heritage, besides benefiting local entrepreneurs. D I M A P U R , JA N 1 5 (NPN): Hitting back at the chief minister Neiphiu Rio over his remark on Citizenship Amendment Bill (CAB) that NPF had raised its voice only now and remained silent when the Bill was introduced in July 2016, the two NPF legislators –– BS Nganlang Phom, MLA 49 Tamlu A/C, and T Torechu, MLA 60 Kiphire Pungro A/C–– Tuesday said it was “unprincipled” on the part of the chief minister to blame the NPF for not raising the matter in 2016 because he was the lone MP of NPF representing Nagaland then. In a joint statement, BS Nganlang Phom and T Torechu said that Rio should have educated the NPF party in the State and Naga people in general on the matter instead of pointing his finger at the (Cont’d on p-7) NPF party.
They claimed that the chief minister sought the attention of the centre for review of the Bill only after the opposition NPF raised the issue. NPF legislators said Neiphiu Rio as former Lok Sabha MP should understand the proceedings of parliament, and place before the public domain for debate on the ramifications of the bill on the Nagas and take a clear stand on the controversial Bill because after it is passed in the Rajya Sabha, the matter cannot be reviewed. Further, they also queried as to why the current Lok Sabha MP Tokheho Yepthomi did not raise his objection in the parliament before passing the said bill in the Lok Sabha. The two MLAs maintained that the Naga people need to understand why the chief minister and incumbent Lok Sabha MP kept
silent and woke up only after passing the bill in the House of the People. “Will the CM and MP (LS) learn that the
bill is ‘Against the Interest of Nagas’ only after it is passed in the Upper House and becomes a law?” they questioned.
Blame CM for mismanagement of Rs.185.09 cr
The two NPF legislators also alleged that the chief minister, as minister in-charge of rural development in the state, was responsible for mismanagement of Rs.185.09 crore, which was released as additional grant under Niti Aayog on November 8, 2017. They claimed that the fund allocated by the high level committee (HLC), which was constituted with chief secretary as the chairman on December 13, 2017, was ignored and sub-allocations were made unsystematically in total violation of the guidelines. NPF MLAs said that the fate of four communitized departments (School
Education, Power, PHED and H&FW) were at stake due to the “unilateral decision taken by minister in-charge.” According to Nganlang and Torechu, the four departments had submitted their proposals with the schemes as per the requirement of the respective departments which was approved by Niti Aayog. Accordingly, they said HLC had accorded sanction as per the requirement of the departments. DIMAPUR, JAN 15 (NPN): What the electrocution of a painter (Anil, aged 40), at NST Colony here Saturday brought to light was the hazardous conditions that labourers often have to work due to non-enforcement of basic safety rules in the State. The incident proved that rapid urbanisation coupled with disdain for safety measures and planning are perfect recipes for a disaster waiting to happen. On Monday, Nagaland Post had visited the spot where the labourer (Anil) was electrocuted. It was found that three transmission electric cables hung perilously close to the balcony of the second floor, barely a foot away. On that fateful day, one of the cables closest to the balcony’s edge was without insulation. The labourer was electrocuted

by this particular electrical wire while working on the building. The electrical cable had not been insulated when the incident took place but by Monday, it was found
to have been insulated with black tape at two places. It may be mentioned that the two high tension cables out of the three, running along the building were insulated whereas, the one closest to
the building was not insulated. As per safety regulations, transmission cables across civilian populated areas are supposed to be insulated. Later Nagaland Post visited the injured labourer (Anil) at MH Hospital at Circular Road. Though fortunately alive, Anil was in immense pain with his entire body, except neck and face, covered with bandage. Speaking feebly, Anil could barely move but narrated the incident. Anil said he was painting the outside portion of the building on Saturday morning when he accidentally came into contact with the live cable. The electric shock was so powerful that he felt being pulled by a powerful magnetic force. A video that circulated on Facebook showed him dangling on a bamboo frame while the electric current caused smoke and
sparks on his body. Passersby who saw the shocking spectacle managed to help him and then rushed to MH Hospital. The immediate medical attention saved Anil’s life. Nagaland Post also spoke to two SDOs of the electricity department– Akito Muru from Burma Camp power house and Namheu Khate from PWD power house – on why the cable was not insulated and exposed and if mandatory vertical and horizontal distance between high voltage wires and buildings were maintained. NEW DELHI, JAN 15 (AGENCIES): The Comptroller and Auditor General has refused to disclose details about its audit in the controversial Rafale aircraft deal, saying the process is not yet complete and any disclosure at this stage will amount to breach of the Parliament’s privilege, an RTI reply said. In its response to Punebased activist Vihar Durve who had sought the report from CAG, the country’s auditor said, “The audit is under progress and the report is yet to be finalised. The information cannot be given under Section 8(1)(C) of the RTI Act as the disclosure would cause breach of Parliament”. It rejected the pleas seeking lodging of an FIR and a court-monitored probe alleging irregularities in the Rs 58,000 crore deal. “The pricing details have, however, been shared with the Comptroller and Auditor General (CAG), and the report of the CAG has been examined by the Public Accounts Committee (PAC)...,” the bench led by Chief Justice Ranjan Gogoi had said.. NSBSG state organising commissioner (scout), John Tochimong stated that, the camp began on January 14 and will continue till January 16. Altogether nine scouts and 19 guides from Dimapur and Kohima districts have gathered for the preparatory camp. The camp
is being led by the state organizing commissioners of both the scout and guide sections. The scouts and guides are being tested on various scouting skills and a workshop was conducted on advance scouting skills so as to make them excel to the Rashtrapati testing.

DIMAPUR: To promote electoral awareness ahead of the Lok Sabha elections 2019, a training programme for Nodal Officers of departments and directorates in connection with formation and functioning of Voters Awareness Forum (VAF) was conducted by State level master trainers at Hotel Japfü, Kohima on Tuesday. Briefing the participants, Chief Electoral Officer (CEO), Abhijit Sinha, said that election is an important thing in a democracy which should be ethical and for which the ECI has decided that every organisation (government or private) should have Voters Awareness Forum (VAF) under the chairmanship of departmental head, one nodal officer with five to six executive members, for generating

Meghalaya govt orders banning coal transportation Shillong, Jan 15 (PTI): The Meghalaya government Tuesday ordered implementation of the Supreme Court order banning transportation of coal with immediate effect, officials said. Chief Secretary Y Tsering issued the order directing authorities to ensure compliance of the directions of the Supreme Court without fail, they said. The apex court banned transportation of coal in the state forthwith until the next hearing on February 19, refusing a plea by the miners to send extracted coal left to transport since the 2014 NGT ban on mining. In pursuance of the directions of the Supreme Court in its sitting Tuesday as communicated by the learned advocate general, transportation of coal in the state of Meghalaya is hereby stopped with immediate effect, Tsering said in his order. The ban comes a week after a citizens forum in Meghalaya, in which RTI activists Agnes Kharshiing was part of, demanded the Supreme Court to issue a complete ban on coal min-
ing/transportation in the state citing that there has been absolute loss in terms of revenue from the industry and that all indices in the mining district are down with 76 per cent of people landless. The forum alleged collusions between the state government and the illegal coal miners wherein the courts and the NGT were misled on several occasions on the total amount of extracted coal waiting to be transported. The Supreme Court has also rapped the Meghalaya government for failing to curb illegal mining and has asked it to file an affidavit. Former chief minister and Leader of Opposition Mukul Sangma hit out at the state government and said the leadership do not have the moral rights to continue to be in office. This (SC order) shows that for the first time, the court no longer trusts the state government and the leadership has to be held responsible. With this exposure, the leadership does not have the moral and legal rights to continue
in office, Mukul said. Meanwhile, on Tuesday, the Indian Navy carried on with the underwater exploration at the main shaft in search of the miners for 15 hours without any results, operation spokesperson R Susngi told PTI. He said the Kirloskar Brothers Ltd (KBL) pumps did not dewater the main shaft in view of the Navy underwater exploration. Coal India Ltd and Odisha Fire Services on the other hand, ran their pumps in nearby abandoned shafts in search of any signs of the miners, Susngi said. Scientists from Hyderabad and Chennai are surveying the strata of the coal seams and the rocks formation in the area, he said. As the operations entered its 32nd day Tuesday, the Sound Navigation and Ranging (SONAR), which uses sound propagation to navigate, communicate or detect objects underwater, is expected to arrive at the site anytime soon. The machines will be used to map the rat holes criss-crossing underneath the earth’s crust in the area.

Former Arunachal CM Apang quits BJP Guwahati, Jan 15 (IANS): Former Arunachal Pradesh chief minister and senior BJP leader Gegong Apang on Tuesday resigned from the party, saying it was no longer following the principles of the late Atal Bihari Vajpayee. “I am disappointed to see that the present day BJP is no longer following the principles of the late Vajpayeeji,” Apang said in his resignation letter sent to BJP President. “The party is now a platform to seek power, it serves a leadership which hates decentralization or democratic decision making and no longer believes (in the values) the party was founded for,” he added. Apang said BJP did not get the people’s mandate in 2014 in Arunachal. “But the BJP leadership used every dirty trick in the trade and installed the late Kalikho Pul as Chief Minister. Despite an adverse Supreme Court ruling, a BJP government was reinstalled. Neither a proper investigation was done in Pul’s suicide nor the present BJP leadership thought of morality and ethics by installing many more BJP governments in the northeast,” said Apang.
He said that during the state level executive committee meeting at Pasighat, BJP General Secretary Ram Madhav did not allow many members to place their views. “The decision to put Pema Khandu’s name as Chief Minister before the election is neither the norm nor the tradition that BJP had followed. BJP in the past has always asked the views of legislature and party members and then decided on leadership. Such undemocratic practices are not for the parties that grew under the leadership of Advani, Vajpayee, B.S. Shekawat, Kushabhau Thakre, Madan Lal Khurana, Rajmata Scindia and Sikandar Bakhl,” he added. “From issues like grassroot delivery of government schemes to matters like Naga peace talks, ChakmaHajong issue, amendments of Citizenship Bill, telecommunications and real time digital connectivity to peaceful and cordial relation with neighbours like Bangladesh, Myanmar and China, both the party and the Modi government are not addressing the real issues,” he said.

Agartala, Jan 15 (IANS): Foodgrain and other relief supplies for the Reang tribals sheltered in Tripura for over 21 years, have been extended for another two-and-a-halfmonths, an official said here on Tuesday. “The Home Ministry has extended the deadline for repatriation of tribal refugees from Tripura to Mizoram till March 31. The assistance to the refugees in the form of foodgrain and cash doles will also be continued till March 31,” said Kanchanpur Sub-Divisional Magistrate Abeda Nanda Baidya. He said that following the Ministry’s previous order, the supply of free foodgrain and other relief was supposed to stop starting from Wednesday. Over 35,000 Reang tribals, comprising 5,907 families, fled from Mizoram and have been staying in seven relief camps in northern Tripura’s Kanchanpur and Panisagar sub-divisions since October 1997 following ethnic tension after a Mizo forest official was killed in the neighbouring state.

Aizawl, Jan 15 (PTI): Mizoram Chief Minister Zoramthanga has told Prime Minister Narendra Modi that the people of the northeastern state vehemently opposes the passage of Citizenship (Amendment) Bill (CAB), an official statement said Tuesday. The controversial bill, which has triggered large scale protests in the northeastern states including Mizoram, was passed by the Lok Sabha on January 8. The statement said that Zoramthanga met Modi in New Delhi on Monday and discussed several issues including the opposition to the proposed amendment on the Citizenship Act, 1955. MP to waive off loans of 55L farmers
Bhopal, Jan 15 (PTI): Madhya Pradesh Chief Minister Kamal Nath Tuesday launched his government’s Rs 50,000-crore farm debt-waiver scheme named ‘Jai Kisan Rin Mukti Yojana’. Hailing the scheme as a milestone, Nath said here it would benefit 55 lakh small and marginal farmers. He also slammed the opposition parties for alleging that the scheme was being implemented without any budgetary provisions. Before the Assembly elections in November last year, Congress president Rahul Gandhi had promised that if his party was voted to power, it would implement farmers’ loan waiver within 10 days of government formation. The state cabinet on January 5 gave its nod to waive crop loans of 55 lakh farmers, while extending the eligibility cut-off date
BJP following scorched-earth policy: PC New Delhi, Jan 15 (PTI): Senior Congress leader P Chidamabaram Tuesday accused the BJP government of following a scorched-earth policy, saying it will spend the money it does not have and will leave a huge unpaid bill for the next dispensation. He asserted that only those who know they face defeat will follow a scorched-earth policy. “As I had said, more panic-driven measures are in the offing, but where is the money?” the former finance minister tweeted. “The BJP government is following a scorchedearth policy. It will spend money it does not have and it will leave a huge unpaid bill for the next government,” he wrote on the microblogging site. The Congress has been accusing the BJP of taking hasty decisions to woo voters just ahead of the 2019 Lok Sabha polls. It had hit out at the BJP for what it called “hasty” passage of the bill for quota to economically weaker sections of general category, passed in both Houses of Parliament in the just-concluded winter session. The BJP has hailed the move as historic and one that is pro-poor.

But I trust their (Congress MLAs) loyalty...I will not say more, but the BJP needs to keep its own house in order,” he said. Nath said his government would give the report card of the work to be done in the next five years. “We are saying that Modi ji (Prime Minister Narendra Modi) should also give the central government’s report card,” he said. On how the state government plans to arrange funds
for the farm loan waiver scheme considering the economic condition of the state, Nath said, “We had studied before making the loan waiver announcement. I have talked to the banks. The BJP itself has accepted that they have left a debtridden state behind.” Farmers who have registered themselves to pay GST and are paying income tax, cannot avail benefits under this scheme, he said. Asked if the ‘Bhavantar Yojana’ launched by the Shivraj Singh Chouhan government would continue, Nath said, “We are studying the scheme and will present it in a new form after removing its shortcomings.” Nath symbolically received the loan waiver forms of some farmers from around Bhopal. The loan waiver forms could be submitted till February 5 and farmers would start getting the benefits from February 22.
Indian killed in Afghan bomb attack: MEA New Delhi, Jan 15 (PTI): An Indian national was among those killed in the terror attack in Afghanistan’s capital on Monday, the Ministry of External Affairs said and called for the perpetrators of the assault as well as those who provide them shelter to be brought to justice expeditiously. A bomb exploded near a heavily-fortified foreign compound in Kabul, killing at least four people and wounding over 100. The Taliban on Tuesday claimed responsibility for the attack in Kabul that ripped through surrounding neighbourhoods. “India strongly condemns the horrific terror attack in Kabul yesterday in which an Indian national and many others lost their lives,” the Ministry of External Affairs (MEA) said in a statement Tuesday.

Kharge calls CBI chief appointment ‘illegal’ Centre, CBI told to respond on plea over phone tapping
New Delhi, Jan 15 (PTI): Leader of Congress Mallikarjun Kharge has written to Prime Minister Narendra Modi, terming the appointment of M Nageswara Rao as the CBI’s interim director “illegal” and demanding that a meeting of the selection committee be convened immediately to appoint a new chief of the probe agency. Kharge, who is part of the prime minister-headed three-member panel that removed Alok Verma as CBI chief, alleged that the government is scared of CBI led by an “independent” director.

New Delhi, Jan 15 (IANS): The Delhi High Court on Tuesday asked the Central government and the CBI to reply to a plea seeking direction to constitute a SIT to look into the abuse of power by some officials of the investigating agency by illegally tapping phone calls. A division bench of Chief Justice Rajendra Menon and Justice V. Kameswar Rao asked the Centre and the Central Bureau of Investigation (CBI) to file their reply and listed the matter for further hearing on March 26. The court was hear-
ing a plea filed by lawyer and social activist Sarthak Chaturvedi, who has also sought a direction to the Centre for framing comprehensive guidelines regarding tracing, tapping and surveillance of phone calls. The plea also sought accountability of officials. Quoting an application filed by senior CBI officer Manish Sinha in the Supreme Court, the plea claimed that mobile numbers of several individuals who had made phone calls to Special CBI Director Rakesh Asthana were il-
legally intercepted by the special unit. “On October 17, the Director CBI briefed Ajit Doval, National Security Advisor (NSA) and informed him that Asthana’s name is cited in the FIR. Subsequently, on the same night, it was informed by Special Unit to Manish Sinha that NSA has informed Asthana about registration of FIR. It was informed that Asthana reportedly made a request to NSA that he should not be arrested,” the plea read. The plea asked: “Did they illegally intercept calls of
NSA and Asthana?” Chaturvedi requested the court to set up a Special Investigation Team (SIT) to probe the abuse of powers by some highly placed CBI officials by illegally intercepting phone calls of individuals without following due procedures. He said that some CBI officials were misusing their powers for ulterior motives. The Special Unit (SU) of the CBI deals with phone tapping and technical surveillance. It is headed by a Deputy Inspector General (DIG) rank official.

Loan and loot
oans that have remained unpaid by big business houses have accrued from Rs 3,23,464 crore, as on March 31, 2015, to Rs 10,35,528 crore, as on March 31, 2018 due to the manner in which public sector banks give in to political pressures. The Modi government had been pointing accusing fingers at the UPA for abetting or ignoring the massive loot of public money. However, from facts available, it is clear that the loot is still taking place under the Modi government. This is not to blame any government of the loot but to question the role of the mandarins at the finance ministry and top bosses of various banks. Managers of government owned banks know that if loans given to businessmen close to politicians go bad, the government will ultimately pick up the tab by recapitalising the public sector bank to an adequate extent. Therefore, the pressure put on the bank chiefs has led to “ease of doing business” with easy loans to borrowers who are likely to default. According to the Reserve Bank of India (RBI), banks will continue to face deterioration in their non-performing assets (NPAs) or bad loans due to the current economic conditions in the current fiscal year. A break-up of the NPAs shows that 21 public sector banks (PSBs) saw their bad loans pile grow by Rs 1.19 lakh crore (or 15.4 percent) to Rs 8.97 lakh crore in the March 2018 quarter, compared to December 2017’s figures, while that of 18 private banks surged by Rs 19,446 crore or 17.9 percent to Rs 1.28 lakh crore in the March 2018 quarter from Rs 1.09 lakh crore in the December 2017 quarter. Industry leader, the State Bank of India (SBI), which tops the NPA chart, has logged an increase of Rs 24,286 crore in bad loans in the March quarter to Rs 2.23 lakh crore. The Nirav Modi scam-hit Punjab National Bank (PNB) has reported the maximum rise of Rs 29,100 crore in gross NPAs to Rs 86,620 crore in the March quarter. Barring the Bank of India (BoI) and Oriental Bank of Commerce (OBC), most other PSBs’ also recorded a rise in bad loans during the quarter. ICICI Bank’s bad loans pile grew by Rs 8,024 crore or 17.4 percent in the March 2018 quarter to Rs 54,063 crore; Axis Bank’s widened by Rs 9,248 crore or 37 percent to Rs 34,249 crore in the March 2018 quarter from Rs 25,001 crore during the December 2017 quarter. The total loans of public sector banks are 2.9 times the total loans of private sector banks. But their bad loans are 7.5 times that of private banks. If both these set of banks were equally well run, then the two ratios just referred to, wouldn’t have been different. If the government wants to promote economic activities, then there is need to streamline the banking system instead of taking the easy way of averaging losses by forced mergers. The big sharks are allowed to take colossal amount from banks as loans and when they don’t repay, nothing is done. This is in sharp contrast to the ordinary citizens who are hauled to courts and their properties seized if they failed to return the pittance they took as loans.

India needs to improve its educational outcomes
oth China and India started building their national education systems under comparable conditions in the late 1940s. Different policies and historical circumstances have, however, led them to different educational outcomes, with China outperforming India not just in terms of its percentage of literate population and enrollment rates at all levels of education, but also in terms of number of worldclass institutions in higher education, and greater research output. The roots of China’s successful education system date back to the Cultural Revolution (1966-1976), which unintentionally expanded access to the primary education through democratising the schooling system, which was previously elitist in character, thus addressing the problem of mass illiteracy. In contrast, India continued to focus on its higher education system since independence and only realised the importance of basic education in 1986, keeping it behind China and many other countries in Asia in educational development. In terms of enrollment, China reached a 100 percent gross enrollment rate (GER) in its primary education in 1985, whereas, India attained that level only in 2000. In terms of secondary school enrollment, India and China both started at the similar rates in 1985, with about 40 percent of their population enrolled in secondary schools. However, due to a wider base of primary school students, the rate of increase in China has been much faster than in India, with 99 percent secondary enrollment rate in China and 79 percent in India in 2017. India is closing in on the Chinese rate in terms of access to education, but on the literacy level front, there is a huge gap in the percentage of literate populations in the two countries. In the age group of 15-24 years, India scores 104th rank on literacy and numeracy indicator, compared to China’s 40th rank. The OECD Programme for International Student Assessment (PISA), which assesses after every three years the domain knowledge
of 15-year-old students in reading, mathematics, science and finance, revealed that students in China performed above the OECD average in 2015. Moreover, one in four students in China are top performers in mathematics, having an ability to formulate complex situations mathematically. Further, China outperforms all the other participating countries in financial literacy, by having a high ability to analyse complex finance products. For India, the comparable data is not available as it was not a participating country in PISA 2015. However, in India, the Annual Status of Education Report (ASER) 2017 provides data for rural youth, aged 14-18, with respect to their abilities to lead productive lives as adults. According to this survey, only about half of the 14-year-old children in the sample could read English sentences, and more than half of the students surveyed could not do basic arithmetic operations, like division. For basic financial calculations, such as managing a budget or making a purchase decision, less than two-thirds could do the correct calculations. With regard to the higher education system, both India and China dominate the number of tertiary degree holders because of their large population size, but when it comes to the percentage of the population holding tertiary degrees, only about 10 per cent and 8 per cent of the population possess university degrees in China and India, respectively. By contrast, in Japan, almost 50 per cent of the population holds a tertiary degree, and in the United States, 31 per cent of the population hold a tertiary degree. In terms of the international recognition of universities, the Times Higher Education (THE) World University Ranking for 2019 places seven of the China’s universities in the top 200, compared to none for India. The global university rankings, which are based on various performance metrices, pertaining to teaching, research, citations, international outlook and industrial income, shows progress for several

We are told by moral teachers that it is the ego in us that drives ambition. And that, it is not good for the soul to be thus ambitious! We are also told that it is pride which we are feeding, if we are ambitious. We are even told to be bereft of desire. We are told to live for a higher purpose. Then, I would question- are we not put on this temporal plane for a purpose. Simply put, are we not to enjoy life? Find fruition for our creative juices? Indeed, as we all know, ambition carries with it its own weight. The higher the ambition the greater will be the pressure and the struggle. If you want to capture the country you will have to go to the ends of it. If you want to capture continents then similar will have to be your enterprise, if you want to capture the world? Then you will have to go to the lenghts of the earth! But then that is the price to pay! And one is willing for it. For there is the prize at the end of it. Come to think of it, nothing comes without a price. Many have been the endeavours throughout known history. There have been saints who have sought ecstasy of the spirit, while there have been pursuers of the pleasures of the flesh. The notorious Casanova is an example! There have been warriors of different shades and hue who have been in the search for fulfilment which conquest might bring. But, at the end of the day the purpose of each has been to taste a piece of the concept of paradise. Many have hurt, injured, maimed. Nay! many have been killed even at the altar of ambition. But humankind has not surrendered. And the fight goes on for a little piece of heaven! I do not condemn, neither do I condone {ambition!} All I can say is carry on. Amen! Edward Lotha

of China’s low-ranked universities, largely driven by improvements in its citations. In fact, the Tsinghua University has overtaken the National University of Singapore (NUS) to become the best university in Asia due to improvements in its citations, institutional income and increased share of international staff, students and co-authored publications. While India has progressed in terms of massification of education, there is still a lot which needs to be done when it comes to catching up with the China’s educational outcomes. China’s early start in strengthening its primary and secondary education systems has given it an edge over India in terms of higher education. Moreover, Chinese government strategies are designed in line with the criterion used in major world university rankings, especially emphasis is on the two factors which weigh heavily in the rankings -- publications and international students. The relentless publications drive, which is very evident in China, is weak in India and has led to a growing gap in the number of publications contributed by the two countries. Further, China enrolled about 292,611 foreign students in 2011 from 194 countries, while India currently only has 46,144 foreign students enrolled in its higher education institutions, coming from 166 countries. The large number of international enrollments in China is a reflection of its state policies granting high scholarships to foreign students. To catch up with China, India needs to lay emphasis on improving its educational outcomes. Massification drive for education has helped India raise its student enrollments, but a lot needs to be done when it comes to global recognition for its universities. Further, it needs to focus on building the foundation skills which are acquired by students at the school age, poor fundamental skills flow through the student life, affecting adversely the quality of education system. Therefore, I have decided to tackle it differently this year. I’ve evenly spread them across the year, and have decided to tackle one each month. Let’s see if I can do better this year. For your personal finance, I have planned something similar. Take out your calendar and your marker pen. Mark the dates and plan your finance in such a way that you don’t miss anything important this year. January: Make your financial plans. Set your goals and a time frame for them. Readjust if you need to. Check your emergency fund. Keep three to six months expense in it but not more. February: Success in your personal finance is a team game. Team up with your spouse this Valentine’s Day and revisit your dreams and aspirations. On February 6, the RBI (with a new Governor) will declare its monetary policy. Market is expected to react to this. GDP data will be out on February28 and market may react. March: It is the month to contribute to our nationbuilding. Pay your taxes with pride. Understand the structure and the exemptions thoroughly. March 15 is the last date for paying the fourth instalment of your advance tax. March 31 is the last date for filing returns for 2017-18. It is also the last date to link your Aadhaar number with your PAN. April: It should be a month to check if you have been made a fool. Check for mis-selling and also for ponzi schemes. They both refuse to die and are particularly active in our State. If you are holding physical shares,look out for April 1. It’s the deadline to dematerialise them for good.
May: This has become the active month to plan your vacation for your children’s summer holidays are round the corner. Having a plan will ensure that you do not go overboard with your budget. For those planning to buy gold, Akshaya Tritiya is on May 7, and GDP data will be out on May 31. June: Congratulations, you have officially reached the halfway mark. Reflect and review once more. The RBI monitory policy will be out on the 5th and the last date to pay the first instalment of your advance tax for 2019-20 is June 15. July: Check your health insurance this month, as tropical diseases will be in the air now. July 31 is the last date to file your ITR. Miss this and be prepared to pay a penalty of Rs. 5,000. August:Think about your retirement and about your financial independence. Take the help of a financial planner for proper calculations. Monetary policy will be out on the 7th and GDP data on the 30th. September: Make plans for Durga Puja and Diwali shopping. But whatever you do, stick to your plans. The last date for paying the second instalment of your advance tax is September 15. October: Both Durga Puja and Diwali are in this month. Enjoy the festivities responsibly. RBI monetary policy will be out on October 9. November: Teach your children the art of money through various means, especially pocket money. Teach them the importance of decision-making from an early age. Review their pocket allowances and keep a greater proportion as performance bonus for household chores done. December: Do nothing! Yes, you have heard me correctly. You have done great throughout the year and now enjoy the moment. But review what could be better for the next year. Important dates are 4th and 15th. Renewable energy: ‘Economic moats’ to drive further growth
T
he renewable energy sector in India has been dynamic in the last two decades, and especially over the last few years, with ambitious targets. That said, recent bottlenecks the sector has faced suggest that businesses in the sector require to focus on creating “economic moats” to enable the next phase of growth. The ter m “economic moat”, as defined by Morningstar, is “a structural business characteristic that allows a firm to generate excess economic returns for an extended period”. It is vital that firms in the renewable energy sector that want to be profitable and deliver investment returns in the long run continually reassess their business models from a financial viability perspective. The first pillar of creating an “economic moat” is through efficient scale. Building moats through this pillar are already in the works in the Indian renewable energy sector. In a highly price-competitive market where tariff rates have nosedived, consolidation through mergers and acquisitions to create operational efficiencies is a step in the right direction. The second pillar is “cost advantages”. While selling a commoditised product, “cost advantages” will accrue through the ability of firms to create efficient businesses and display “good stewardship of capital”
to access relatively inexpensive capital. This “cost advantage” through robust operations that translates into a strong balance sheet and allows companies to access capital at lower rates will be a significant driver of longterm strategic advantage in the renewable energy market. Additionally, “cost advantage”, not just through access to low-cost capital but also through prudent balance sheet management, will be a significant driver in creating “economic moats”. Prudent balance sheet management here refers to capital structure decisions on the mix of debt and equity, as well as decisions regarding tenor and nature of debt utilised to generate funding. The ability of the businesses to anticipate interest rate cycles and the prudence for a long-term outlook is vital to creating the “cost advantage”. For instance, with interest rates at the relatively low-end of the range and global interest rates creeping higher, the decision to borrow paying fixed interest rates as opposed to floating interest rates can create structural advantages for business as interest rates start inching higher. Such “cost advantages” that both allow access to lowcost capital and assist in a well-hedged capital structure is an area that businesses most focus on. The third pillar is the “network effect”. In India, we have seen some renewable energy developers consider investing in transmission assets. This is the correct thing to do. Creating “network effect” through adding transmission businesses to their kitty is complex but might be essential for renewable energy players to both create sustainable “economic moats” and expedite renewable energy usage. A significant issue that renewable energy developers have faced in the past is the lack of transmission asset infrastructure to evacuate energy from production sites. As mentioned, an integrated transmission and production business is far more complicated, but given the needs, large players will have to look at adding expertise and capacity to create the transmission infrastructure to push ahead with higher production capacity. Apart from looking at transmission assets, they must also actively pursue opportunities in the energy storage space.
While this area has received significant attention, going forward, as storage technology evolves and costs decline, the ability to create integrated energy storage and development businesses might separate the wheat from the chaff. Significant variation in business models can be created through the integration of both centralised storage as well as eventually creating large platforms that enable decentralised storage at a consumer level. Businesses that will be able to both finance and operate successfully integrated storage businesses within the larger energy development platforms might end up being the long-run winners. Renewable energy businesses in India have witnessed unprecedented growth in the last decade. Rapidly declining tariffs and substantial fundraising by developers have been the hallmark of the industry. Going forward, business model innovation to create structural advantages will help it both tide over issues such as lack of transmission infrastructure as well as create sustainable economic models that can deliver long-term value for the rapidly growing energy consumer base. He had earlier argued that all women should be allowed to enter the Sabarimala shrine. Violent protests broke out in the state, during which over 3,000 people were arrested, after the entry of two women into the hilltop shrine of Sabarimala in the first week of January. Women of childbearing age have traditionally been prohibited from the entering the shrine, dedicated to Lord Ayyappa who is considered to be a celibate deity, but the practice was termed illegal by the Supreme Court. NEW DELHI, JAN 15 (IANS): Attacking Pakistan but not by name, Indian Army chief General Bipin Rawat on Tuesday said “our western neighbour” was ceaselessly supporting terrorists and warned that India will achieve “decisive success” if a war is forced on it. “If our nation is forced into a situation of war, decisive success will be ours,” he said addressing the 71st Army Day parade here. Warning that security challenges will be more complex in future, the Army chief said: “There is a need to enhance our professional skills to deal with any danger.” Gen Rawat said that a new policy had been adopted on the border with China and the armies of the two countries told to maintain peace. Referring to action taken in the wake of unending firing by Pakistani troops, he said: “We have been giving a befitting reply to the enemies on the Line of Control (LoC) that has led to heavy loss of lives and logistics.” Accusing Pakistan of helping terrorists, Gen Rawat said: “I warn the enemy that we will not hesitate to take heavy action in reply to what they are doing against our country. “Not only is our neighbouring country supporting terrorism but it is also providing arms and facilitating training to terrorists. That country (Pakistan) has been included in the category of countries sponsoring terrorism.” He said the Army’s anti-infiltration operations were on and would continue.

On terrorism in Jammu and Kashmir, the Army chief said his men had caused heavy losses to the militants with the help of other security agencies. Asser ting that the Army was determined to crush terrorism, Gen Rawat said terrorists in Jammu and Kashmir were in a “hopeless” situation. “The result is that the terrorists are now threatening teenagers to take to arms in Jammu and Kashmir. We don’t want that terrorists continuously keep threatening citizens.” He said the situation in the northeastern states was “under control” and that focused intelligence based operations by Army and Assam Rifles were on. The Army was also training paramilitary forces and police in Maoist affected areas. Gen Rawat also talked about “revolution in military affairs” to make the war strategy modern. To deal with future challenges, he said the 1.9 million strong Indian Army had adopted the techniques of “collective” changes in weaponry and its “reorganisation” was on. “The aim of our capacity is being increased in a rapid way. Army’s modernization is being done. We have been successful in procuring new weapons and in the technique to work in darkness.”

Besides IOC, at least half a dozen other central PSUs have disclosed share b u y b a c k p r o g r a m m e s. Prominent among these include ONGC, NHPC, Coal India, Oil India Ltd, BHEL, NALCO, NLC, Cochin Shipyard and KIOCL, that could fetch the government a little over Rs 6,000 crore.At Rs 149 per share, the government is likely to get about Rs 2,400 crore by tendering some of its shares in IOC in the buyback. Besides, of the total dividend payout of Rs 6,556 crore, the government is expected to get Rs 3,544-crore plus the dividend distribution tax. The Department of Investment and Public Asset Management (DIPAM), which has been set a target to raise Rs 80,000 crore for the government through stake sale in central public sector enterprises, had prodded all cash-rich PSUs to go for share buybacks.

New Delhi, Jan 15 (PTI): Indian Oil Corporation (IOC) on Tuesday said it will raise $900 million through an overseas bonds issue to meet its working capital requirements. In a regulatory filing, IOC said it has launched an international bonds issue of $900 million, carrying a coupon of 4.75 per cent. The Notes are expected to be settled by January 16, 2019. “The Notes carry a coupon of 4.75 per cent per annum payable semi-annually. The Notes will mature in 2024 and all the principal and interest payments will be made in US dollars,” it said. IOC said the proceeds of the issue will be used to fund working capital requirements for the normal course of business. The bonds will be listed on the Singapore Exchange. Book-runners for the issue are Citigroup, DBS Bank, SBICAP Securities, Standard Chartered Bank and Westpac Banking. IOC is buying back shares and is paying an interim dividend for the fiscal 2018-19, aggregating to Rs 11,000 crore. The board of IOC last month approved buyback of up to 29.76 crore

Mumbai, Jan 15 (PTI): The Indian rupee Tuesday plunged by another 13 paise to close at one-month low of 71.05 against the US dollar amid strengthening greenback and surging crude oil prices. At the Interbank Foreign Exchange, the rupee opened weaker at Rs 70.79 then lost further ground and fell to a low of 71.15 against the American currency. The domestic unit, however, gained some strength and finally settled at 71.05 a dollar, down 13 paise over its previous close. This was the third straight session of loss for the rupee. The domestic currency Monday plunged by 43 paise to close at nearly one-month low of 70.92 against the US dollar. The Indian unit has lost 64 paise in these three sessions. New Delhi, Jan 15 (PTI): Extending its gain for the second straight day, gold prices on Tuesday gained marginally by Rs 25 to Rs 33,125 per 10 gram at the bullion market in the national capital on firm trend overseas, according to the All India Sarafa Association. Silver, similarly, advanced by Rs 100 to Rs 40,200 per kg on increased demand from industrial units and coin makers. Traders said besides firm trend overseas, increase in demand from jewellers due to a weaker r upee against the dollar aided the surge in the prices of the precious metal. Earlier in the day, the rupee had breached the Rs 71-mark against the dollar. On Monday, gold had surged by Rs 225. In the national capital, gold of 99.9 per cent and 99.5 per cent purities advanced by Rs 25 each to Rs 33,125 and Rs 32,975 per 10 gram, respectively. However, sovereign gold held steady at Rs 25,400 per piece of eight grams.

New Delhi, Jan 15 (PTI): The country’s exports growth remained almost flat in December 2018, recording a marginal expansion of 0.34 per cent to USD 27.93 billion, mainly on account of global trade tensions. Subdued exports and declining imports have narrowed the trade deficit to ten-month low of USD 13.08 billion in December 2018 as against USD 14.2 billion in the same month previous year. According to trade data released by the commerce ministry, in last December, exports grew by 0.34 per cent (lowest in three months), while imports entered negative zone, registering a decline of 2.44 per cent to USD 41 billion. A Chinese court in the northeastern city of Dalian on Monday gave the death penalty to Robert Lloyd Schellenberg for smuggling drugs, aggravating tensions between Beijing and Ottawa who are locked in a dispute over Canada’s arrest of telecom giant Huawei’s chief financial officer, Meng Wanzhou. The evidence against Schellenberg is “…compelling and ample, and the criminal charges are well founded,” the court said. Tel Aviv, Jan 15 (Agencies): Israeli Prime Minister Benjamin Netanyahu on Tuesday urged Iran to quickly remove its forces from neighbouring Syria or face continued attacks on them by Israel. “Yesterday I heard the Iranian foreign ministry spokesman saying ‘Iran has no military presence in Syria, we only advise them’,” Netanyahu said at a Tel Aviv ceremony to install a new head of Israel’s armed forces. “So let me advise them -- get out of there fast, because we’ll continue our forceful policy of attacking, as we promised and are doing, fearlessly and relentlessly,” he said. In a rare public confirmation, Netanyahu said Israel had attacked what he described as “Iranian warehouses containing Iranian weapons in the Damascus international airport” over the weekend. Netanyahu added that Israel had attacked Iranian and Hezbollah targets in Syria hundreds of times. Israel has pledged to prevent Iran entrenching itself militarily in Syria, where its arch foe is backing President Bashar al-Assad’s regime alongside Russia and Hezbollah. Netanyahu also reiterated that Israel’s central security challenge was “Iran and its terror emissaries,” saying the Israeli military had “prevented the military entrenchment of Iran in Syria.”

Ad e l aid e , Jan 15 (Agencies): Virat Kohli smashed his 39th one-day international century as India claimed a dramatic six-wicket victory over Australia at a sweltering Adelaide Oval on Tuesday to level up the three-match series at 1-1. Skipper Kohli contributed of 104 of his side’s runs as they successfully chased down their victory target of 299 for the loss of four wickets to send the series into a decider on Friday at Melbourne Cricket Ground. Mahendra Singh Dhoni, clearly suffering in the heat, smashed a huge six to bring the scores level and reach his half century before scoring the winning run with four balls to spare. Shaun Marsh had earlier scored a sparkling 131,
his second century in three outings in the format, to drive the hosts to 298 for nine in their 50 overs in the heat of the afternoon when temperatures soared well above the 40 degree Celsius mark. Kohli took over under the lights on what remained a muggy evening and took his century off 108 balls, pumping his first towards the dressing room after taking two runs to square leg to reach the milestone. In all, he hit five fours and two sixes in his 112-ball innings but left disappointed after smacking a Jhye Richardson delivery straight to Glenn Maxwell on the deep midwicket boundary in the 44th over. Dhoni (55 not out) had played within himself as he kept Kohli company in a
partnership of 82 but hit a six for his first boundary soon after his captain departed and added 57 with Dinesh Karthik (25 not out) to get the tourists over the line. Finch won the toss for the second successive match but that was as far as his luck went and he departed for six as he did on Saturday when the hosts won the series opener in Sydney by 34 runs. The hosts have made a habit of making starts in recent matches and Usman Khawaja had put 21 runs on the board before being brilliantly run-out by a direct hit from Ravindra Jadeja at coverpoint. Marsh and Glenn Maxwell put on 94 runs off 66 balls for the sixth wicket to accelerate the scoring in a partnership that took the top order batsman to his seventh ODI century. Maxwell blasted 48 off 37 balls before he holed out to Karthik at long off the bowling of seamer Bhuvneshwar Kumar, who finished with figures of 4-45. That triggered an Australia collapse with Marsh lasting only two more balls before becoming Kumar’s third victim and the home side able to add only three more runs at a cost of four wickets. CWA open wrestling championship Dimapur, Jan 15 (NPN): The 1st Chakhesang Open Wrestling Championship, organised by Chakhesang Wrestling Association (CWA), will be held on February 8 at Pfutsero Sports Complex with Neiba kronu, minister, Planning & Coordination and Land Revenue as the special guest. The championship is open to all the wrestlers from Nagaland as well as other states. The winner of the championship will pocket a cash prize of Rs.1,20,000, the second position holder will receive Rs.80,000 while the third and fourth position holders

will get Rs.40,000 and Rs.20,000 respectively. The quarter finalists will get Rs.6000 each and pre-quarter finalists will pocket Rs 3000 each. Interested wrestlers can collect forms from Sports World, Kohima. The last date for submission of form is January 25. Accommodation will be provided to non Chakhesang wrestlers. Therefore, wrestlers/ participants have been asked to inform the organisers at the time of form submission.
