Election will go ahead as scheduled: DDGBA DIMAPUR, JAN 19 (NPN): Even as tribe executives expressed opposition election of Dimapur District GBs’ Association (DDGBA) office bearers, the DDGBA Saturday affirmed that opposition by “some vested group” would not affect election process to be held on January 22. In a press note, DDGBA president Tokuho Suhoi Neho and general secretary T Kenneth Tsopoe said decision to extend tenure of present office bearers to hold DDBGA office for another six months (June-November 2018) was approved by executive meeting on June 16, 2018 and accordingly general session was held on November 24, 2018. They said all eight administrative unit executive members and tribal representatives had a meeting on December 1, 2018where 30 members present resolved to allow old team to make necessary arrangement for eight unit executive members and 16 recognised tribal executives to elect new team of office bearers within January 2019. They said executive also resolved that GBs who did not subscribe yearly membership fee shall not be allowed to participate in DDGBA activities as per constitution (Yehzabo) Art 5 clause 3, which was notified on November 10, 2018.

Although Congress leaders – Sonia Gandhi and Rahul Gandhi– abstained from the rally, the party was represented by Mallikarjun Kharge, Congress’ leader in Lok Sabha and party spokesperson Abhishek Manu Singhvi. However, Sonia sent her message conveyed by Kharge. It read, “The upcoming Lok Sabha elections will not be an ordinary one. This will be the election to restore faith in democracy and to defeat the forces trying to sabotage the Constitution of India...” Rebel BJP leaders– Yashwant Sinha, Arun Shourie and Shatrughan Sinha – also shared the stage with the Opposition leaders. Other parties who sent key leaders were BSP, RJD, RLD, Gorkha Jan Mukti Morcha, Gorkhaland National Liberation Front and others. The message each of these leaders and parties dissipated was their readiness to share seats with the Opposition allies to dethrone the Modi government in the upcoming polls. Although any formal alliance of major opposition parties is yet to be formed, this

rally marked the beginning of such motive with leaders pledging to confront BJP with a united opposition of local parties. “It is a rainbow of 22 parties which is getting built”, Singhvi said. He accused the Modi government as a government of vendetta and vengeance which is breaking the unity of India on lines of religion, caste and creed. Sharing a similar belief, Kejriwal alleged, “Since the past 70 years, Pakistan had been trying to break Indian unity. What they couldn’t achieve in 70 years, Modi and Amit Shah has done it in a matter of less than 5 years”. Pawar took a dig at PM Modi alleging that the government has been destroying crucial democratic institutions like CBI, ED, RBI, Income Tax department and providing false information to the Supreme Court on various instances. Banerjee termed Modi’s governance as a Fascist rule which has crossed the Laxman Rekha in politics and alleged schemes in the insurance sector, banks and the Rafale deal as big scandals waiting to be unearthed. Ethical standards of the BJP were also questioned with Kumaraswamy alleging the BJP resorting to horse-trading

and lure Karnataka assembly members with money. Naidu warned the BJP in the rally, saying “If you misbehave with Karnataka, you are going to pay a heavy price”. Major leaders asked the people to view the coming election as “India’s second war of independence” and unsettle the incumbent BJP government at the Centre to re-install people’s faith in the country’s constitutional framework, its democratic institutions, the laws of the land and diverse customs. Leaders from North East, including former chief minister of Arunachal Pradesh Gegong Apang warned BJP of restraining from interfering with personal lives including dictates on what to eat and not to eat, respect local customs and traditions and restrain itself from enacting the Citizenship Bill into an Act or face consequences. Deve Gowda, however, appealed to political leaders of forming a core committee to decide quickly on the election manifesto and conclude seat-sharing agreements. The next such mega rally has been planned in Amaravati in Andhra Pradesh and in Delhi in the coming days.

‘Bachao, bachao, bachao’: Modi mimics Oppn rally

Prime Minister Narendra Modi Saturday slammed the proposed ‘mahagathbandhan’ of opposition parties, saying it was not just “anti-Modi” but against the people of India, and his political rivals have joined hands to save themselves from his campaign against Narendra Modi (PTI) corruption. “Poori jamaat” (whole opposition) had gathered in West Bengal,and was “pleading for help”, said Modi at a BJP rally in Silvassa, Dadra and Nagar Haveli. Modi projected the coming general election as a fight between “positivity and negativity”, “development and corruption” and “mahagathbandhan and the people of India”. “People who used to slam the Congress left, right and centre, are today standing with that party. This mahagathbandhan is not just against Modi but also against the people of India,” Modi said. “A party with only one MLA (in West Bengal) is giving them sleepless nights. This is because we are followers of truth... Today, the entire opposition has come together and is shouting ‘bachao, bachao, bachao’,” he said. “Where the BJP is not allowed to take out a yatra, where candidates in local body elections are killed and where democracy in being crushed, (opposition) leaders there are preaching about saving democracy. It’s truly ironical. After watching this, the nation will say — ‘wah kya scene hai’,” said Modi.

Accord with Naga groups soon: Ravi Convergence essential for agri sector growth: Rio HYDERABAD/DIMAPUR, JAN 19 (PTI/NPN): A proposed accord with Naga armed groups is expected to be concluded soon, Deputy National Security Adviser R N Ravi said Saturday. “It’s nearing conclusion with all. In fact, there is nobody left out. Everyone is part of it. “There are eight armed groups which are now talking to Government of India. NSCN (I-M) plus seven others, they are all part of it. There is no one left out,” Ravi, who has been involved in the process, told reporters here. The efforts to conclude the accord are expected to fructify “soon”, he said. He was speaking on the sidelines of a national conference on ‘Self Reliance in Defence Manufacturing’, organised by the Forum for Integrated National Security (FINS). On Saturday, Working

Committee (WC), Naga National Political Groups (NNPGs) claimed that there were continuity, clarity and progress in negotiations with Government of India (GoI). Mentioning that every issue was processed jointly and transparency, proactive argument and healthy debate preceded each round of negotiations, the committee asserted that this was a “tectonic shift” from the usual Indo-Naga political dialogue. It may be mentioned, the Government of India’s representative for Naga peace talks, RN Ravi, held an informal meeting with Khango-led NSCN (K) on January 10, 2019. Ravi had told Nagaland Post that “NSCN (K) will participate in the peace process along with Working Committee of the NNPGs”. On December 21, 2018

NSCN (I-M) through its MIP had reminded that the Framework Agreement signed and declared on August 3, 2015 was fundamentally based on the unique history of the Naga people and co-existence through shared sovereignty between the two entities. It said these were the core principles for bringing about final and lasting solution acceptable to both the parties. MIP said Naga people have suffered long enough with many having lost their lives and so the present affords a favourable political climate. However, adopting a hardline approach from the honourable “out of the box” approach to the Naga issue would indicate a clear deviation from the framework agreement that was based on mutual respect and recognition of the two entities, it said.

JPCI serves 10-day ultimatum; threatens to launch stir DIMAPUR, JAN 19 (NPN): Joint Committee on Prevention of Illegal Immigrants (JCPI), representing over than 20 Nagaland civil society organisations, has set a 10-day ultimatum on the Committee on BEFR/ ILP/Inclusion of Dimapur under ILP led by Abhishek Singh, IAS to submit its findings/recommendations before the state government/cabinet within 10 days from the date of publication of this press statement. JPCI through its media cell also demanded that a copy of the findings/recommendations of the committee be handed over to the JCPI for perusal. JPCI pointed out that the committee had reneged on its commitment to give its recommendations to the state government latest by November, 2018. In this regard, JPCI has threatened to resort to bandh/dharna/ strike or agitation of any

sort deemed fit, if the committee failed to respond to their demands positively Grappling with some of the most emotional and dangerous issues of the present time, the media cell said JPCI as a matured body, representing the present and the future of the Naga people, had been very cooperative and patient with the Committee. It therefore urged all sections of people– cutting across party lines– to be prepared for any eventuality. JCPI said it will clearly spell

out the course of action in the days to come. JPCI further said that the argument of chief minister Neiphiu Rio and the NDPP that Article 371A, BEFR/ILP and Village Council Act 1978 was enough to deal with CAB is infantile and bereft of rationality and reasoning as expected from seasoned politicians. It said that any college student should be able to comprehend that there is absolutely no linkage between Article 371A/ILP/Village Council Act, 1978 and citizenship as conferred by the Indian Constitution. “To even remotely suggest otherwise is madness. In fact, no sane and literate person should bring in Article 371A/BEFR/ILP into the CAB argument,” JPCI stated. It rather averred that the chief minister’s single minded purpose should be to protect the interest of Nagaland and NE at large.

Given the background, JPCI said it was now incumbent upon the apex tribal institutions to shoulder the responsibility of protecting the rights of the people. Meanwhile, JPCI on behalf of the Nagas expressed solidarity with all the indigenous peoples in the region opposing the CAB.

Fule prices hiked again NEW DELHI, JAN 19 (AGENCIES): Petrol and diesel prices were revised upwards by major oil PSUs on Saturday (January 19) in the wake of a falling rupee and increasing global crude oil prices. While petrol prices have gone up by 19-20 paise, diesel rates have been hiked 20 paise, according to data from Indian Oil Corporation (IOC). In Delhi, a litre of petrol now costs Rs 70.72 and Diesel prices have shot up to Rs 65.16 per litre. The fresh rise in petrol and diesel prices since January 7 is a result of strengthening global crude oil prices and a fall in the value of rupee against the dollar. Since the beginning of 2019, petrol prices across the country have gone up by almost Rs 1.82 per litre while diesel prices have been hiked by over Rs 2 per litre.

TAJCF not to cooperate with NFHRCC, state govt DIMAPUR, JAN 19 (NPN): Tuli Area Joint Council Forum (TAJCF) has decided not to cooperate with the Nagaland Foot Hill Road Co-ordination Committee (NFHRCC) and the state government for not responding positively to its demand. The decision to this effect was taken on January 18, 2019 during a meeting held to deliberate on the December 4, 2018 press statement demanding construction of Foot Hill Road (Trans Express Road) within the time period (December 2018) In a press note TAJCF president, L. Lepzük Lemtur and secretary TAJCF, M. Mar Lemtur reminded that the forum had warned of taking further action, detrimental to all sections if it failed to respond positively. The forum also expressed strong dissatisfaction against NFHRCC and the state gov-

ernment for not giving any single sustainable information to TAJCF expressing the causes of its failure and non-fulfilment of their demand in due time. In order to avoid taking “serious and injurious step”, TAJCF said the house resolved not to “morally cooperate” till the demand was fulfilled. Further, the house also resolved to withdraw the ‘NoC’ issued for construction of the said road. Meanwhile, TAJCF condemned the inhuman act of murder of an Assamese by an unknown person and for leaving the dead body in Wameken jurisdiction close to Wameken Yimsen. Mega legal services camp held in Wokha

DIMAPUR: The 10th Mega Legal Services Camp was conducted at Local Ground Wokha on January 19. The camp was organized by the Nagaland State Legal Services Authority (NSLSA) and Wokha District Legal Services Authority (WDLSA) in collaboration with Wokha district administration, government departments, stakeholders and NGOs. According to a DIPR report, Gauhati High Court Judge and executive chairman NSLSA, Justice N. Kotiswar Singh, in his inaugural speech said that the Legal Services Authority (LSA), with the objective to reach out to the poor and needy, was conducting these legal services camps so that the targeted section of society could avail various welfare measures and beneficial schemes and policies of the government. He stated that through these camps, the public are sensitized on their rights and entitlements so that they can avail maximum benefit out

Schedule Tribe certificates and Birth certificates were also issued and filled during the camp. Many government departments and banks set-up stalls at the camp. NNC parent body offers condolences

DIMAPUR: National National Council (NNC) parent body president, Z. Royim Yimchunger has expressed deep sorrow and offered heartfelt condolences over the demise of Kevitsielezo Phizo, who passed away on January 17. In a condolence note, Royim Yimchunger stated that late Kevitsielezo Phizo was the son of late A.Z. Phizo (the father of the Naga Nation) who hailed from Khonoma village. Late Kevitsielezo was a businessman by profession; however, he was a strong supporter of the NNC and the Naga cause. The note added that he had been a man of integrity and humanity who guided and helped his father, late A.Z. Phizo, and the NNC in many ways. The note further said that the sacrifices and services rendered by the departed would be ever remembered by the Nagas even in the days to come. Rohim further stated that for the cause of Nagas, late Kevitsielezo Phizo's family members faced many hardships and difficulties during his father's time. DIMAPUR: The body of an unidentified non-local male (40-45 years approximately), wearing a navy blue jacket, was found lying near the Railway track between Dimapur and Khatkhati (Assam) on January 14. A press release issued by the additional deputy commissioner of police/ PRO, Dimapur, stated that the body is suspected to have fallen down from a moving train. The press release added that inquest was conducted and after observing all legal formalities the body was shifted to Dimapur Civil Hospital for post-mortem examination and identification. The district youth Congress unit had filed an FIR at Manida police outpost in Barpeta district. According to Guwahati Plus, the organisation has accused the BJP leader of making unconstitutional, false, communal and illegal statements in a talk show which was held at Guwahati on January 16. The FIR was signed by 21 members of Barpeta District Youth Congress (DYC) including its president Anwarul Islam Khan. Khan has accused the minister of making false statements during the talk show about the presence of ‘Bangladeshis Muslim foreigners’ in Baghbar LAC.

Guwahati, Jan 19 (PTI): The Government Railway Police Saturday seized over 20 kg of ganja from a drug peddler at the Guwahati railway station, GRP sources said. Acting on a tip-off, the GRP detained the drug peddler identified as Majit Kumar, a resident of Haryana in the railway station, the sources said. The GRP seized three packets of ganja that Kumar was carrying. The ganja was worth several lakh of rupees, they said, adding further investigations were on.

BSF refutes claims of pushing Rohingyas into Bangladesh Agartala, Jan 19 (IANS): The Border Security Force (BSF) has strongly refuted claims by Bangladeshi border guards’ “unfounded allegation that the BSF have been pushing Rohingyas into Bangladeshi territory”, an official release said here on Saturday. “On Friday night, Border Guards Bangladesh’s (BGB) Lt. Col. Gomal Kabir over phone informed BSF Commandant Ratnesh Kumar that they have detained 31 Rohingya Muslims along the International Border (with Western Tripura). The BGB commandant insisted the BSF Commandant to take over those Rohingyas inside the India-Bangladesh Border Fencing,” a BSF release said. It said that the BGB Commanding Officer, who is the commandant of 25 Battalion of the BGB, also alleged that the BSF have been pushing Rohingyas into Bangladeshi territory. “BSF commandant firmly denied any such attempt and refuted the allegation as published in Bangladesh media,” the release added. It also said that dur-

ing the search of the area and spot verification, there were no signs of any illegal crossing of Rohingyas from the Indian territory to Bangladesh. A senior BSF official said that during the past one year, 62 Rohingya Muslims had entered India (Tripura) illegally. He said that the Rohingyas have illegally entered Tripura and a few other northeastern states via Bangladesh in search of jobs and temporary works. But, subsequently they were pushed back following legal and security formalities. Over 700,000 Rohingyas have fled Myanmar’s Rakhine state since August 2017 after a wave of persecution and violence that the UN described as an attempt at “ethnic cleansing”. Efforts are on to repatriate them. Tripura shares an 856km border with Bangladesh, most of which is fenced except a stretch of nearly 20 km. Other than Tripura, the other northeaster n states sharing the 1,880-km International Border with Bangladesh are Meghalaya (443 km), Mizoram (318 km) and Assam (263 km).

Navy continues search for trapped miners Correspondent

Shillong, Jan 19: Indian Navy divers on Saturday continued with their search and rescue operation using underwater remotely operated vehicle (UROV) to detect the 15 trapped miners in Meghalaya’s East Jaintia Hills district. “The Indian Navy today continued their UROV operation in the main shaft where the 15 miners are trapped inside the coal mine and their work is in progress,” rescue operation spokesperson, Reginald Susngi said. On Wednesday, the Indian Navy divers detected a dead body inside the coal mine through an UROV. The Naval team had said the body will be extracted under the supervision of doctors. Susngi said the unidentified dead body is yet to be retrieved from the flooded

On Friday, Deputy Commissioner F.M.Dopth visited the families of three of the 15 trapped miners at Lumthari village nearby the tragedy site, and expressed the authorities “inability” to evacuate them. The families of the trapped miners said they want the “dead bodies” of the miners to be taken out as per the Supreme Court order. A Supreme Court bench comprising Justice A.K.Sikri and Justice S. Abdul Nazeer had expressed dissatisfaction with the rescue operation and ordered

NEW DELHI, JAN 19 (PTI): Some members of the Kashmiri Pandit community gathered at the Raj Ghat here Saturday to mark the 29th anniversary of their forced exile from Kashmir and demanded creation of a separate township in the valley for them. They took an oath to return to Kashmir Valley and appealed to the government to fulfil its duty by facilitating their return. They commemorated Kashmiri Pandit Exodus Day, the organisers said in a statement. On this day in 1990 hundreds of thousands of protesters, along with armed militants, occupied streets of Kashmir shouting slogans against the minority community which eventually led to their exodus from the valley. “Many Kashmiri Pandits were killed, raped and tortured before and after 19 January, 1990 in a series of targeted killings of minority Pandits,” it said. Re m e m b e r i n g t h e night, Mona Razdan, one of the displaced Kashmiri Pandits, said that the night was “possibly the longest night of our lives”. “Mobs from all over the valley had occupied every single road in Kashmir. They shouted slogans against Pandits asking us to either join them or leave the valley,” she said.

NEW DELHI, JAN 19 (PTI): A court here questioned the Delhi police on Saturday for filing a chargesheet against former Jawaharlal Nehru University Students Union president Kanhaiya Kumar and others in a 2016 sedition case without procuring requisite sanctions. Metropolitan Magistrate Deepak Sherawat granted police time till February 6 to procure requisite sanctions after they told the court they will get the approvals within 10 days. “Why did you file (the chargesheet) without approval? You don’t have a legal department,” the court said. The court is likely to resume hearing on the matter soon. Police on January 14 filed the chargesheet at a city court against Kumar and others, saying he was leading a procession and supported seditious slogans raised on the varsity campus during an event in February 2016. Police also charged former JNU students Umar Khalid and Anirban Bhattacharya for allegedly shouting anti-India slogans during the event held on February 9, 2016, to mark the hanging of Parliament-attack mastermind Afzal Guru. AAP government and the Delhi Police engaged in a blame game on Saturday after a court questioned the department for filing a chargesheet in the sedition case against former JNUSU president Kanhaiya Kumar and others without procuring the required sanction from authorities. An AAP government spokesperson said no file seeking any prosecution sanction in any JNU-related case had so far been brought to the notice of any Delhi minister. “If the Delhi Police are making any such claim, it is a complete lie and they are hiding something,” he said. However, a senior Delhi Police official said prosecution sanction is required at the stage of taking cognisance. He said that while filing the chargesheet, the investigating officer had mentioned that he has applied for sanction from the Delhi government. “It was applied for the same day,” the spokesperson said. It was felt that Modi will appoint the Lokpal and implement the Lokpal Bill and a brake would be put to corruption in the country.

Ganga to be 100 per cent clean by March next year, says Gadkari NAGPUR, JAN 19 (PTI): The Ganga will be “100 per cent clean” by March 2020, Union Minister Nitin Gadkari Saturday said, and linked it to “good governance”. He was addressing a gathering of the BJP’s SC Morcha here. “In just 10 per cent work of the Rs 26,000 crore project currently underway, the Ganga has started getting cleaner. By March this year, 30-40 per cent of the work will be completed and by March next year, Ganga will be 100 per cent clean,” he said. He said he could give a “district-wise, state-wise and project-wise” record of the work he had

done to clean Ganga. “Not only the Ganga, but we have also been working on 40 of its tributaries,” he said, adding that projects worth Rs 800 crore were also underway to rejuvenate the Yamuna. He said 20 per cent excess water had been released into the Ganga for its “aviralta” or continuous flow. He said the river would have “continuous” and “unpolluted” water on its entire stretch by June this year. “Our dream of a clean Ganga will come true. This is called good governance,” the Union Minister for Water Resources, River Development and Ganga Rejuvenation said.

Agonisingly slow

here is some truth in the statement by the Angami Youth Organisation(AYO) which expressed dismay over the slow pace of progress of the ongoing construction of the four-lane highway between Dimapur-Kohima. It may be noted that the four-lane road from Dimapur-Kohima Road ( from Km 123.840 to Km 138.775, Km 138.775 to Km 152.490 and Km 152.490 to Km 166.700) covering a total length of 42.48 Kms was approved at a cumulative cost of around Rs.1570.71 crore. The work has been cornered by national firms to construct the four-lane highway in three phases. Package 1 includes the stretch from 123.840 km to 138.775 km, for which the total sanction cost is Rs 489.01 Crores. Package 2 includes the stretch from 138.775 km to 152.490 km – at a total sanction cost of Rs 519.72 Crores. Package 3 includes the stretch from 152.490 km to 166.700 km, for at a total sanction of Rs 562.98 Crores. Nagaland is in dire need of the four-lane in order to meet the increasing number of vehicles. This became more pressing when the NH 29, which was supposed to be a two-lane highway, was instead, reduced to a single-lane highway due to rampant encroachments. There is no doubt that Nagaland is in dire need of an all weather, motorable and smooth road linking the state capital with other parts of India ; even as other states in the north east today have constructed beautiful, high quality and wide roads besides smooth road networks linking every district. It may be recalled, that the ministry of surface transport during 2000, had okayed proposal to turn the double-lane NH 29(erstwhile NH 39) to a four-lane highway, especially along the DimapurChumukedima stretch. The state government had issued notifications reaffirming the National Highway Act 1988 wherein 75 feet from the centre of the road on either side, was deemed to be the road reservation area. This was to facilitate construction of the four-lane highway. The ongoing construction of 4- lane road project on the National Highway 29 (Asian Highway –I) is supposed to be completed by the end of 2019 and accordingly, specific instruction have been given to the respective contracting firms on several occasions. The AYO is not wrong about the slow pace of road construction work. At the present pace, the project is not going to meet the schedule but could extend beyond 2020. The contractors from outside Nagaland, who won the bid, are going slow for whatever reasons or excuses. The best time to ensure early completion is during the dry winter months from November –March. When monsoon arrives, the thick dust will be turned into mud and make it even more difficult to work or drive. It may also be pointed out that construction of four-lane between Guwahati to Shillong, was taken up at break-neck speed where the state government made sure that the firms worked overtime even at night to complete the project. The width of the 4-lane between Dimapur to Kohima is not as wide in most places when compared with the 4-lane highway between Guwahati to Shillong. There is every reason for various organisations to do some home work to ascertain whether the technical specifications are being followed. This will be another contribution for the interest of the people and their progress.

Those years of silence were a time of discipline, not a period of God’s displeasure. There is never any need to pretend that your life is filled with joy and confidence; just wait upon God and be grounded in Him (see Isaiah 50:10-11). Do I trust at all in the flesh? Or have I learned to go beyond all confidence in myself and other people of God? Do I trust in books and prayers or other joys in my life? Or have I placed my confidence in God Himself, not in His blessings? “I am Almighty God…”— El-Shaddai, the All-Powerful God (Genesis 17:1). The reason we are all being disciplined is that we will know God is real. As soon as God becomes real to us, people pale by comparison, becoming shadows of reality. Genetic science perspective on the issue of lineage/identity

ocus of debate & rational argument Whether this Naga social institution of paternal inheritance should be strengthened by law as mooted in the Nagaland Legislative Assembly. If a child is born to a non-indigenous father, should he/she inherit the lineage/identity(Eg. Scheduled Tribe) of the father or the mother? This has always been a very interesting worldwide debate, but unless we are able to arrive at a point of correlating sociology and genetic sciences, the moot point of this argument will always remain in uncertainty. Genetic science reveals that “When a human child is born, women don’t have a Y chromosome because it is passed only from father to son. Men posses both X & Y chromosomes which enables men to genetically inherit both paternal and maternal lineage.” This issue is NOT about women who by default inherit the identity of their father but the issue is about children - Whether these children should inherit the identity of his/her mother’s father or of his/ her father. Sociological perspective - This institution of paternal inheritance in our society has been established for hundreds of years and precedence has been set to this day wherein even our Naga womenfolk also inherit the identity(surnames/lineage) of their father, father’s father & forefathers (paternally) until marriage wherein her children will not inherit her father’s identity but her husband’s identity. Genetic perspective The basic fundamentals of biology(genetic sciences) reveal that Females have two X chromosomes, while males have one X and one Y chromosome. Women

by nature do not get the Y chromosome. Gene sequencing has determined that more than 95 percent of the Y chromosome is unique to males – known as the male - specific region of the Y or the MSY which is passed on without recombination. The DNA on that chromosome provides the genetic history of a man’s paternal ancestral line. Genotyping is the scientific method of tracing your genes back to thousands of years and in reference to a Naga genetic scientist based in US wherein her genotyping could only trace her maternal lineage and not her paternal ancestry. This helps us understand a startling natural phenomenon that using the Y-line genotyping, human females can only trace their maternal lineage(Her mother’s mother, mother’s grandmother etc) and cannot trace her paternal lineage (Father’s father, grandfather forefathers etc) since females possess only the X chromosome and not both X & Y. However, human males can trace both his father’s lineage and mother’s lineage because a human male has both X & Y chromosomes. This reveals that even biologically it is the male which inherits the paternal identity and has the ability to pass on both his father’s and mother’s lineages/identities in the form of X & Y chromosomes to the siblings. (The identity in this context is not concerned with the physical appearance of the child but his ancestral lineage.) Convergence of Sociology with Genetics - So even if a Naga woman marries a non-local Naga; genetically by nature, she cannot pass her father’s lineage/ identity(Eg. surname or tribe status) onto the child. The woman can only pass on her maternal (mother’s

lineage) mapping to the child. The child even if he/ she likes it or not has been biologically given by nature, the IDENTITY/LINEAGE of the father. This child if male, will further pass on his father’s Y chromosomes unto his generations. If in any case, a woman gives her son the lineage (Eg. surname or tribe status) of her father and not her husband, then this defies natural laws because her son received the Y chromosome of her husband’s and not her father’s and this is the scientific point of argument based on genetic sciences to support our sociological institution of paternal inheritance. Our Naga social institutions are inline with the laws of nature and would require legislation to strengthen our existing social institution before further dilution of it’s value & significance. Even if a Naga mother married to a non-indigenous person gives her father’s surname to her son; the son’s DNA will not have the identity/lineage of his mother’s father but only carry the non-indigenous mapping (Y chromosome) of his father and his father’s ancestral lineage. Until a time comes when panhumanism is significantly achieved due to rapid global interaction, intermingling and a single human identity with a panglobal Government starts taking form; social institutions to ensure protection, continuity and progress of these groups of human communities such as our indigenous Naga tribes is important; not for domination and supression of one group by the other but for the progress & contribution of this group for the overall sustainable progress of mankind on this planet. Sustainable development goals building capacities

he Government of Nagaland has taken a commitment to integrate the Sustainable Development Goals into the policy process of the state. In this regard, the state has proposed to organize a Capacity Building exercise in collaboration with United Nations Development Programme (UNDP) for all the Nodal Officers in the state to enhance their understanding on the SDGs and start the process of designing Strategic Plans and Actions for departments to achieve the 17 Goals in a holistic manner. Implementing SDGs requires new capacities and invigorating new ways of working in public institutions and among public servants. To support integrated policies, government functionaries/officials need to be committed and equipped to identify and analyze inter-linkages, synergies and work across institutional boundaries and build partnerships. Enhanced capacities are needed to improve sectorial policies, reach those who are furthest behind, envision the long-term impact of policies and possible scenarios as well as to collect and analyses data, other statistics and also urge for renewed efforts to make institutions transparent and accountable and to support participatory decision-making. The Government of Nagaland has already started the process of nominating nodal officers from each department. It is planning to start the exercise of identifying the SDG Goal-wise indicators for schemes/programmes in the State with the Planning Department taking a lead. The Capacity Building workshop was organized by Government of Nagaland in partnership with UNDP with a view and intended to support the state departments in the process of understanding the SDGs and integrating it in their work, understanding available data, plan for a monitoring system towards SDG implementation and development strategies and Sensitizing all departmental Nodal Officers on the SDGs. The role and the target is to work towards the fulfilment of the same and contextualizing the Global Goals to the local context and also Developing an outline for each department on their strategies and actions to be achieved by 2030 and also Creating a platform for SDG implementation in the State by Understanding the use of data, current availability and periodicity of data for achieving the SDGs and to Develop an institutional structure for taking forward SDGs in the state. The main purpose of Capacity Building Workshop also include the participation of Principal Secretaries, Secretaries, Additional Secretaries of Key Government

Departments, Head of Departments, Nodal SDG Officers and Officers from State Directorate of Planning & Finance and by bringing on the board some eminent economist, planning specialist and sector stalwarts to ensure the process with expected economic growth of the State. Some of the main target areas include – - Enhancing the understanding on SDGs, challenges to its implementation thereby making Sustainable Development more responsive and relevant to local needs and aspirations. - Undertake an exercise on Mapping of the State and Central schemes against the Sustainable Development Goals and development of integrated financing framework. - Identification of State level indicators against the draft national indicators and correlating the same with the indicators identified in the vision plan exercise and finalization of indicators. - Awareness generation and capacity building among all stakeholders for coordinated and pooled policy and support to meet the SDG targets while ensuring that the implementation process is partnership based, fully inclusive, transparent and accountable. - To have a clear understanding on the contributions of the sub national governments in the SDG agenda and have a clear understanding on achieving SDG localization, development of M&E and data collection tools for removal of data gaps and subsequent development of SDG district index and State dashboard. - Help develop an SDG communication strategy to localize, domesticate and simplify the message of SDGs to support in generating awareness and lead to improved data generation and implementation. - Defining a clear institutional structure for implementation of SDGs in the state Enhancing understanding on SDGs and defining the role of departments in the process. - Define understanding on the local context of SDGs with both the national and global Perspective. The goal is to design a Strategic Plan and Action Plan framework which each department will prepare for preparing the Vision Plan of Nagaland till 2030. Define a set of base indicators which can be used to start designing a monitoring process. Of vernacular and my enlightenment with English

e grasped the sounds of na tive rhyme from “Kuhipath” the first book of class (Ka) One. Those were fun in memorising multiplying-tables under sun-soaked summer. Come rain, sun or snow – we squeeze into one hall that all five primary classes continued to study. Child’s learning and development throughout their journey has actually begun from today’s so-called Nursery/ Kindergarten-Stage days itself, ours had Ka-Kha days at preschool learning under open sky, where a kid involves in all transitions from home to another room at toy-strewn nursery. It opens the doors to a world of reading. Sociologists argue that nursery rhymes set to music aid in a child’s development. Rhymes are words for life; one just couldn’t forget that dwells in one’s heart. Every person is capable of astounding creativity. Israelis believe tapping into a child’s inner world though Piano and Violin so as to bring out their mathematics skills and creativity. We nurtured in Buniyadi Pathyakram (primary education introduced by the Father of our nation Gandhiji) i.e. vernacular and reached traditional rhyme Jack and Jill (one of the earliest origin in Britain, 1765) at class V only. At high school, there was not just a textbook in rhyming verse, we were frantic with worry at English grammar and defaulters were forced to stand up over benches. The panic-stricken students often bunked out. The teachings were strict,

firm but no friendly. Thus there was no joy in learning and ironically we could not learn either. At home, the scene had further deteriorated sharply as father asked grammar during dinner. Quite honestly, I passed such a bad time with English at school. The British colonisation has led it possible to make English as world’s common language, the greatest gift to the world. British contaminated the Indian Education System by injecting western education in India. Our forefathers came across at their education and that could be the reason behind their strong grammatical knowledge. Soon after independence, vernacular language is being taught at primary level. The recommendation for three language policy by UGC in 1948–49 did not materialize as Tamil Nadu opposed to Hindi as it itself a minority language. It had no superiority over Kannada, Telegu, Tamil, Marathi, Punjabi, Malayalam, Urdu and Gujrati. It had finally adopted by the Parliament in 1968. The promotion of Urdu was launched during 1972. In 1990 Ali Sardar Jafri committee modified the threelanguage formula Hindi (with Sanskrit), Urdu/MIL and English/MIL in Hindi speaking States and regional language, Hindi/Urdu/MIL and English/MIL for nonHindi speaking States. I always had a desire with English since childhood. There was a big deal about hearing spoons and forks at mealtime by British. We hadn’t gotten the knack of those cultural identities.

May be we were living on dark ages prior to TV that transformed knowledge later. My understanding on English never got fulfilled at school and all my efforts went in vain. After 10+2, Indian Air Force had given us the opportunity to involve with English and formal eating manners and etiquette. A popular saying in Britain is “Manners maketh man”. The fork is held in the left hand, the knife in the right to cut food and help carry food to the fork. The saga of IAF in blue truly started from its inception as the Royal IAF. Our training at the Silicon Valley Bangalore also enlightened us to learn better. Further my first posting at the national capital; the British Library had rejuvenated to go in deep learning through academic, cultural and professional exchanges. The English language has turned into a widely accepted means of international communication and has become the Lingua Franca (ELF – English as a lingua franca) in 21st century. People are becoming more and more serious about language learning in their highly networked professional world. Today India’s North East is not far behind. It is one of the most linguistically diverse states in India. English as a language of convenience is connected hundred languages of north eastern people. Its ubiquitous influence is felt by our young generation and NE culture is moving something of a renaissance. In comparison to area, it seems pretty good to have more than 25 English Newspapers circulations

daily. The phenomenon of linguistic globalization has brought enormous changes that influence every aspect of our lives. The growth of English and the emergence of the internet have enabled instantaneous global communication nowadays. Interestingly English is a vernacular in United Kingdom but it is used as a lingua franca in Asian countries (Philippines and India). Similarly Russian, Mandarin Chinese, Arabic, Spanish, Portuguese and French serve alike purpose in their countries. English is a Second Language (ESL) in European countries. A Spaniard, a Frenchmen, and a German might carry on a conversation in English only. English is spoken by one in every four people worldwide (1.75 billion). It is almost 80 percent of non native English speakers in the world. It is the third most native language after Chinese and Spanish. British Council creates international opportunities for the people worldwide in educational opportunities and cultural relations. English is becoming a core criterion in determining employability worldwide. It makes a significant contribution to sustainable global development in trade and business. IELTS (International English Language Testing System), the world most popular English test for higher education and global migration, is a must now to apply for a visa to stay in the UK. My granny wondered how her American-born grandchildren speak fluent English, even though child’s

mother does not. Now the things have changed. I saw our teenage daughter ‘Pakhi’ could easily sing along in accompaniment with the tune of popular English album. Even our nephew ‘Dhunu’ could speak Hingligh at LKG itself. Their intelligence astounded me. Its only saving grace is the digital internet. All these ingredients helped us to adopt English as a common language across India. Is that pretty alarming to vernacular language and culture? Under Article 343, official language of the Union has been prescribed, which includes Hindi in Devanagari script and English. Since Hindi failed to become pan India language, English slowly capitalise it. Parents lose faith to vernacular schools even in the remotest area of NE states. More number of English medium private institutions is coming up across India to cater the demand in the

market. Now, in the age of the Internet and supremacy of English, the future of other languages looks bleak to students. Is the future of mother language at stake? And English have become de jure King of Global Lingua Franca. English is not just related to England for its people and language anymore that widely used in many varieties throughout the world. My learning to English on those days at school was distraught with anxiety. But today I realised those days were not dark indeed it illuminates me from the age of reason to this digital world. And English remain to me as one of my favourite. It’s truly enlightened culminating from vernacular days to help me easy swiping across the touch screen at my smartphone these days. With the increase in high rise buildings in metro towns of Dimapur and Kohima, it would do well to maintain safety measures for the residents. Be it commercial or rental residences, they need to be well equipped with fire extinguishers at least on alternate levels if not on all. The causes of fire could be due to short circuit, industrial commercial kitchens in residential area and schools whatsoever. It would do well for the concerned department to make inspections on such buildings from time to time for safety of public. RUPNAGAR, JAN 19 (PTI): Punjab police Saturday claimed to have busted an Army recruitment racket with the arrest of five people. Rupnagar Senior Superintendent of Police Swapan Sharma said the police also recovered 29 Aadhaar cards, fake documents and Rs 8 lakh cash from the possession of arrested persons. Besides, 68 fake stamps of officials like SHOs, tehsildars, municipal councillors were found, he said. In the last five years, the gang managed to secure recruitment of 26 individuals in the Sikh and J&K regiments by preparing fake caste and residential certificates, the SSP said. Sharma said the accused used to charge Rs 3 to 5 lakh from every individual for the recruitment. The SSP suspected involvement of some clerks of the Army recruitment centres in Patiala, Ferozpur and Ludhiana in the racket. The scam was detected when the accused came to a police station for verification of documents, he added. Initial investigations revealed that Yogesh of Salem Tabri, Ludhiana was the kingpin of this gang, which in last five years prepared fake documents of nearly 150 individuals hailing from Haryana, the police officer said.

Speaking on IFAD partnership with government of Nagaland, IFAD India representative, Rasha Omar, informed that the initial activities to ground the project have been completed. She said that IFAD was looking forward to 20192020 for effective implementation of the project. “FOCUS is a very special project in IFAD’s portfolio in India and globally, as it is the first project that IFAD finances where jhum management is addressed in a holistic manner,” said Omar. She said the project in Nagaland would intervene in 650 villages in eight districts – Mon, Longleng, Zunheboto, Wokha, Kiphire, Phek, Mokokchung and Kohima – and plans to reach 137, 000 households. Accepting jhum system of cultivation as part of Naga culture, Omar said the aim of the project was to manage jhum sustainably, both in the cultivation and fallow stages, and that the project does not aim to replace or eliminate jhum. “More productive and sustainable jhuming will be based on a judicious combination of modern scientific knowledge, agricultural technologies and practices in natural resource management as well as the traditional wisdom and adaptive practices of the upland com-

munities,” said Omar. She said the project would intervene to improve the productivity across the farming system, adding that it should enable 137,000 farmers to double their incomes by the end of the project. Omar said IFAD loan of 40.25 million USD and a grant of 0.55 million USD contributes only 46% of the total project cost estimated at 89 million USD. In this regard, she said the success of the project relies on excellent collaboration among line departments and convergence with the CSS of the agri and allied sector as well as with the schemes of the rural development department particularly MGNREGA. Omar said timely release of funds to the project as per its annual work plan and budget was one of the factors for the project’s success. She expressed gratitude to the government of Nagaland for choosing IFAD as its partner for its first externally aided load funded project for agriculture. Further, Omar hoped that IFAD and government of Nagaland would continue to remain partners to build on achievements of the FOCUS project in the state and to promote the practices in northeast region and in similar agro-ecologies where jhum is practiced in Society East Asia. Gold extends losses on lacklustre demand

New Delhi, Jan 19 (PTI): Gold prices on Saturday fell further by Rs 60 to Rs 33,160 per 10 gram at the local market here owing to weak demand from jewellers, according to the All India Sarafa Association. Besides, a weak trend in overseas market dampened trading sentiment here. Silver too ended lower by Rs 280 to Rs 40,100 per kg owing to reduced offtake by industrial units. Marketmen said gold dropped due to subdued demand from local jewellers and retailers at existing levels and a weak trend in global market. Globally, gold eased by 0.77 per cent to USD 1,282.30 an ounce and silver by 1.26 per cent to USD 15.41 an ounce in New York. In the national capital, gold of 99.9 per cent and 99.5 per cent purities fell by Rs 60 each to Rs 33,160 and Rs 33,010 per 10 gram, respectively.

New Delhi, Jan 19 (IANS): Reliance Jio led the subscription race in November 2018 adding around 88.01 lakh subscribers across the country, the highest among all the telecom service providers. Data released by the Telecom Regulatory Authority of India (TRAI) on Friday evening showed that the subscriber base of Reliance Jio by November 30 was around 27.16 crore. The total number of mobile phone subscribers in the country by the end of November was 117.18 crore, with a net addition of 17.39 lakh customers during the month, as per the data. “Total wireless subscribers (GSM, CDMA and LTE) increased from 1,170.02 million at the end of October 2018 to 1,171.76 million at the end of November 2018, thereby registering a monthly growth rate

New Delhi, Jan 19 (PTI): HDFC Bank, India’s biggest lender by market value, reported a 20.31% rise in third-quarter net profit on Saturday, lifted by higher interest and fee income. Net profit rose to a record Rs 55.86 billion ($785 million) for the three months to December 31, from Rs 46.43 billion a year ago, the bank said. Asset quality was stable, with gross bad loans as a percentage of total loans at 1.38% by the end of December, compared to 1.33% in the previous quarter and 1.29% in the same period last year. Loans have grown at a quicker pace at private-sector banks, which have grabbed market share from state-controlled lenders that carry the majority of bad loans in India. HDFC Bank’s total loans at the end of December were Rs 7.81 trillion ($110 billion), with retail loans up 24%. Its relatively small exposure to the troubled infrastructure sector, which has forced other banks to make profit-denting provisions, has helped HDFC Bank maintain stable asset quality.

NEW DELHI, Jan 19 (IANS): The Centre is unlikely to meet its disinvestment target of Rs. 80,000 crore this year, resulting in overshooting the fiscal deficit target, Care Ratings said on Friday. A report by the domestic rating agency said that owing to a shortfall in disinvestment realisations as well in indirect tax collections under the GST regime, the fiscal deficit will come in at 3.5 per cent as against the targeted 3.3 per cent, signifying a slippage of around Rs. 20,000 crore. “In this fiscal year, meeting the disinvestment target of Rs. 80,000 crore will be challenging given the volatile conditions in the financial markets. US President Donald Trump on Thursday unveiled a plan that envisages developing space-based sensors to detect incoming enemy missiles and exploring space-based weapons to shoot down missiles before they can threaten US soil. enowned Naga musician Ato Nienu released his first gospel debut album “I will come” in Kohima on Saturday evening. During the launching programme, MLA Kuzholuzo (Azo) Nienu officially released the audio music album consisting

of nine songs including ‘Jihovah Medo’ that won the Best Gospel Dialect during the Nagaland Music Awards 2016. Azo in his short speech emphasised on use of one’s talent which suits person best stating that life is full of opportunities; we are living in a paradox of choices.

‘Begin Again’ is getting Bollywood adaptation

ollywood musical c o m e dy - d r a m a , “Begin Again”, starring Mark Ruffalo, Keira Knightley and Adam Levine, will get a Bollywood adaptation. It will be helmed by “Veere Di Wedding” director Shashanka Ghosh. The Hollywood film revolved around a chance encounter between a struggling record-label executive (Ruffalo) and a young singer-songwriter (Knightley), new to Manhattan, which turns into a promising collaboration between the two talents. The scripting for the Hindi adaptation is presently underway with Arshad Syed as the writer. “We want to tell a story about the world of music and fresh voices in sound on the Indian scene. And through that, a take on urban relationships that don’t necessarily mean love and marriage and happily ever after,” Ghosh said in a statement. “The worlds explored here are deeper than surface level - heart, hurt, passion,

and above all - music.” For the film, Bhushan Kumar’s T-Series and Vi k r a m M a l h o t r a - l e d Abundantia Entertainment have come together. New Delhi, Jan 19 (PTI): BCCI acting President CK Khanna on Saturday urged the Committee of Administrators (CoA) to lift the suspension on Hardik Pandya and KL Rahul for their much-criticised remarks and refused to convene a Special General Meeting on the matter. Khanna said calling the SGM to appoint an ombudsman to investigate the two players’ conduct, as demanded by Board officials, wouldn’t be right as the Supreme Court is due to take up the issue next week. Melbourne, Jan 19 (IANS): Reigning US Open champion Naomi Osaka of Japan outlasted upset artist Taiwan’s Hsieh Su-wei to reach the last 16 of the 2019 Australian Open on Saturday. The No.4 seed downed her Taiwanese opponent 5-7, 6-4, 6-1, to reach the fourth round in Melbourne for a second straight year, reports Efe. Osaka bounced back from a set and a 4-1 down and squeezed past 28thseeded Hsieh in one hour and 57 minutes. Japan’s first-ever Grand Slam champion hit 41 winners, including eight aces and collected 42 unforced errors, nearly half of those in the first set. A thrilling opening set saw a battle between heavyhitter Osaka’s raw power and Hsieh’s double-handed deception, dinks, drop shots and invitations to over-hit. Vikas wins pro boxing debut New York, Jan 19 (PTI): Indian boxer Vikas Krishan was off to a winning start in the professional circuit, notching up a Technical Knockout against American Steven Andrade in New York. Vikas, who has signed up with the legendary Bob Arum’s Top Rank Promotions, made his debut in what was to be a six-round super welterweight contest. The bout, however, lasted just two rounds on Friday night at the Stone Resort Casino in New York. The fight was the under-card of Olympic silvermedallist Shakur Stevenson’s IBF Intercontinental and WBC Continental Americas featherweight title contest against Jessie Cris Rosales. Stevenson knocked out his opponent. “Won my pro debut fight by TKO. Thank you all for your love and support,” Vikas tweeted after the bout. Saina bows out of Malaysia Masters Kuala Lumpur, Jan 19 (Agencies): Forty minutes is all reigning world champion Carolina Marin needed to overpower Saina Nehwal with her high-tempo game in the semi-final of Malaysia Masters in Kuala Lumpur on Saturday. Marin won the 11th encounter on the BWF tour against Nehwal 21-16, 2113. The Spaniard now leads the head-to-head 6-5. In what was the first meeting between the two former world No 1 shuttlers since the World Championships quarter-final in 2018, Marin proved too hot to handle. Nehwal started on the front foot and had a 4-1 lead in the first game against Marin. It was a good start by the Indian, with both players operating at a high level.

Barca escape Copa expulsion BARCELONA, Jan 19 (Agencies): Barcelona will remain in the Copa del Rey after the Spanish football federation (RFEF) said on Friday it had rejected Levante’s complaint that the Catalan side fielded an ineligible player. Levante said that Barca had played defender Juan ‘Chumi’ Brandariz in last week’s Copa del Rey last16, first-leg game, which Levante won 2-1, when he was supposed to be serving a suspension. A statement from the federation said the head of the competition, Carmen Perez, had rejected Levante’s complaint because it arrived after the 48-hour deadline. “After studying the complaint and the corresponding allegations, the head of the competition has decided to maintain the result of the tie and keep Barcelona in the quarter-final draw,” the federation said. Levante said in a statement that they will appeal the decision. Barca, who have won the last four editions of the Copa del Rey and have lifted the trophy a record 30 times, won Thursday’s second leg 3-0 at the Nou Camp for a 4-2 aggregate win. Ernesto Valverde’s side will face Sevilla, who they thrashed 5-0 in last year’s final, in the quarter-finals following the draw, which was made shortly after the federation announced it had rejected Levante’s complaint.
