Health workers hesitant to take vaccine: H&FW

KOHIMA, JAN 19 (NPN): Only 2873 out of 19,000 targeted health care service providers in Nagaland have so far been administered Covishield vaccine (manufactured by the Serum Institute of India). A total of 25,600 covishield vaccines were received by the state on January 14 to be administered under Phase-I. In January 16, out of 900 targeted people, 561 (62%) were vaccinated while on January 18 out of 1316 targeted in 22 sites, 897 (68%) was vaccinated. Over 19,000 health worker beneficiaries are to receive Covishield vaccine in the State under the current phase–I that was kicked off on January 16. In this regard, Dr. Kevichusa Medikhrü Director National Health Mission, expressed dismay at the response. He has appealed to health workers to take

Fuel prices hiked for second day DIMAPUR, JAN 19 (NPN): State-owned oil marketing companies (OMCs) increased the prices of petrol and diesel by 25 paisa per litre across metros for second consecutive on Tuesday. The increase in the pump price of petrol and diesel has come on a day when global oil prices gave a glimpse of softening with crude falling below $ 55 a barrel after almost a week of hovering above that range, reports IANS. According to a price notification from OMCs, petrol price rose to a lifetime high of Rs 85.20 per litre in Delhi while diesel price increased to Rs 75.38 per litre. After today’s rate revision, petrol price in Dimapur rose to Rs.87.59 per litre and diesel price increased to Rs.78.40 per litre. In the state capital Kohima, petrol price soared to Rs.88.56 per litre while diesel price was hiked to Rs.79.09 per litre. State-owned OMCs had on January 6 resumed daily price revisions after nearly a month-long hiatus. OMCs align the prices of domestic fuel with global benchmarks by taking into account alterations in the foreign exchange rates. Any changes in fuel prices are implemented with effect from 6 am every day.

In an inter view to Nagaland Post at his office chamber Kohima Tuesday, Dr. Medikhrü complimented the health workers, district immunization officers, CMO and MS who were working hard to achieve the target, without even getting proper rest. He however reminded that being in medical fraternity, it was important for the health workers to come forward and get the vaccine without hesitation. Dr. Medikhrü said the vaccination was not to be forced upon but administered purely on voluntary basis. When asked, Dr. Medikhrü said he has not received any information of anyone being forced to take the vaccination. However, the reason for not being able to achieve the target was because of the hesitancy of the health workers to take the vaccine while some were out of station, he said. He also informed that there was no report of any health workers having complications after being admin-

istered the vaccine though mild fever can be expected on the day after receiving the vaccine shot. Dr. Medikhrü said he did not see any reason for the health workers to be hesitant in taking the vaccine since they were trained and made aware at H&FW directorate as part of the campaign. He added the health workers should first see for themselves what the vaccine was all about and how safe it was. He said though many people wanted to be vaccinated, yet heath workers were given the priority. He also cited an instances in Delhi, where the turnout of the beneficiaries was very poor at the initial stage. However with the increase in the number of health workers being vaccinated, the turn out parentage increased eventually. Dr. Medikhrü informed that health ministry has directed states to organize another session after 5 p.m. for those who were hesitant to take the vaccine. However, he said this could not materialise since monitoring was till 5 p.m. To another query, he replied that there was no specific target in a day, pointing out that the objective was to keep increasing

the number of jabs. He said the target also depended on a district and the number of vaccination sites arranged, adding that, with a proper set-up, vaccination could be taken up at any site. Dr. Medikhrü admitted that though Monday, Tuesday and Wednesday were fixed as the vaccination days, the drive could not be completed within this

period. Hence, he said the inoculation would be carried over to next week. He emphasised that the vaccination drive should not be neglect or ignored like other essential health services. He said pregnant women were not being targeted under the first phase of the vaccination drive, while those below 50 years and having co-morbidities

would be included in the third phase. He however said they should get themselves registered first for the purpose. He also complimented health workers, district immunisation officers, chief medical officers (CMOs) and medical superintendents (MS) for working hard to make the vaccination drive a success without even getting proper rest.

Covid vaccine hesitancy must end, says Centre NEW DELHI, JAN 19 (PTI): Low tur nout of healthcare workers for Covid-19 vaccination has become a major worry for the Centre, top officials conceded on Tuesday. “The whole world is clamouring for a vaccine. If we still decline then it is a matter of sadness. ... I will urge them (healthcare workers) to please endorse the vaccine. We have to start non-Covid services. Those who are fortunate to receive the vaccine should not refuse it,” said V K Paul, member (health), Niti Aayog who also heads the national task force on Covid-19. “A lot of efforts have gone into making the vaccines. If our healthcare workers, especially doctors and nurses are declining it (vaccination), then it’s very upsetting,” he added before making an impassioned appeal to healthcare workers to complete this “societal responsibility.” “We never know what form this pandemic could take, how big it could get, so please get vaccinated,” he said in a briefing on the Covid-19 outbreak response

Providing official secret info to scribe a ‘criminal act’ NEW DELHI, JAN 19 (PTI): Providing official secret information to a journalist is a “criminal act” and both the giver and the receiver will have to go to jail, Congress leader Rahul Gandhi said on Tuesday referring to the purported WhatsApp chats of Republic TV editor-inchief Arnab Goswami doing the rounds of social media. Addressing a press conference, Gandhi said only five people -- Prime Minister, Defence Minister, Home Minister, Air Force chief and National Security Advisor -- were privy to the information, referring

to allegations that the reported chats showed Goswami being privy to the Balakot air strikes beforehand. “Information was with 4-5 people. In such missions, information is not given to the pilot, it was with the Air Chief, Prime Minister, Home Minister, Defence Minister and NSA. Out of these five people, one has given information to this person. This is a criminal act. We will have to find out who did it, and both (the giver and the receiver) will have to go to jail,” he said. “This process should start, but this process will not start because the prime minister may have given the information,” he alleged. Addressing a press conference here, Gandhi said, “The law will take its own course, but I have an observation. This was top-secret information, this was not provided to anybody else.” “Giving official secret information to a journalist is a criminal act, both on the part of the person who accepted it and on the part of the person who gave it,” he said. These people call themselves patriots, but there is nothing patriotic about putting the Air Force at

He said there is nothing patriotic about taking political advantage over the strikes. “If Mr Arnab Goswami knows, if it is on his WhatsApp, I assume the Pakistanis also know it. Referring to the contents of the purported chats, Gandhi said the distressing thing is that after the 2019 Pulwama attack, the journalist said that “this is good for us”. “This is a reflection of the mind of the prime minister that it is good that 40 of our people have been killed and we will win the elections,” he alleged. Meanwhile, Maharashtra Home Minister Anil Deshmukh asserted that Centre should take note of the purported chats between Arnab Goswami and Partho Dasgupta in connection with Balakot air strike. The matter is “serious” as it relates to national security, Deshmukhsaid. Later, in a tweet, he said the state government will also take legal advice on this matter as “it is evident that they were privy to the plan related to national security”.

DIMAPUR, JAN 19 (NPN): Commissioner of Police (CP), Dimapur, Rothihu Tetseo, has appealed to residents of the town to obey rules laid down by law enforcing agencies and traffic personnel to avoid accidents. Speaking to Nagaland Post at his office here on Tuesday, the CP lamented that even if thousands of traffic personnel were deployed to control traffic, road mishaps would be inevitable if residents did not cooperate and that there was no use of deploying heavy manpower. Referring to recent accidents in and around the town and highway area, he explained that use of roads even before their completion due to non-availability of alternate routes was one of the major reasons. als and machineries lying on the roads, which also lacked proper signage indicating intersections or speed breakers set up by the constructing companies only added to the problem. closed circuit television (CCTV) in City Tower area, Tetseo said a proposal in this regard has been sent to the State government. As CCTVs help in police investigations, he appealed to all business establishments to install them, which would enable the police to gather video evidences, if required in case of any accident or robbery etc. He suggested

that trade licence issuing authorities should also set a pre-condition that shop owners would not get their licences unless they installed CCTVs. NEW DELHI, JAN 19 (NPN): The 69th Plenary Session of North Eastern Council (NEC) would be held in Shillong on January 23 and 24, 2021 under the chairmanship of the Union Home Minister Amit Shah. The meeting would be attended by the MoS (I/C), Development of North Eastern Region (DoNER) & vice chairman, Dr. Jitender Singh and members of NEC consisting of the governors and chief ministers of the eight North Eastern states and other members. Senior officials from the states and key ministries of the government of India are also expected to be present on the occasion. Dr. Jitender Singh Tuesday held a meeting with senior officers of DoNER and NEC in New Delhi to review the preparedness and modalities for the 69th Plenary Session of NEC at Shillong. ARK foundation conducts sensitisation programme DIMAPUR: Access to Rights and Knowledge (ARK) Foundation, with support from Social Welfare department as part of drug free India campaign, conducted sensitisation programmes on substance use prevention, management and co-morbidities, with two programmes conducted virtually on January 13 with drug users, and in partnership with NEDHIV-Tuli and YMS-Tamlu TI projects, and third programme conducted on January 16, was held in the office of OST centre, District Hospital Wokha. A press release by ARK Foundation stated that, resource person, president ARK foundation, Ketho Angami, emphasised on nature of drug use and its harmful effects on individual and society at large. He encouraged people to never

initiate first use of drugs by never getting introduced to any sort of addictive substance while also urged those who are already in habit, to seek timely interventions and recover from the disease. Ketho further shared that “drug use” was a dangerous habit as during course of addictive days, drug users come across various risk factors such as deaths because of overdose, likelihood of HIV, viral hepatitis and TB infection on daily basis. He remarked that the main concern was lack of awareness and information which resulted in the spread, while also there was the challenge for easy access to all such test and treatment facilities in our state. On the subject of drug overdose, he said it was reversible and that human lives should not be lost due to overdose.

KPC conducts monthly revival programme

D I M A P U R : Ko i n o n i a Prayer Centre (KPC) held its monthly revival programme from January 15 to 17 under the theme “He made known His ways unto Moses, His acts unto the Children of Israel” (Psalm 103:7). A press release by KPC media cell stated that, on January 15, senior pastor, Rev. Zotuo Kiewhuo dedicated the Koinonia Prayer Centre staff quarter. In his dedicatory remark, Rev. Zotuo challenged all ministry workers and believers to continue serving God with purity and sincerity. During the Sunday evening service, Dr. Thungdeno Murry from Wokha shared her testimony of physical healing from nasopharyngeal carcinoma (head, neck cancer). Earlier, praise and worship was led by KPC worship team with its leader, evangelist Neilhou Sopfünuo. The revival programme was hosted by Esther, Ruth, Lydia, Joshua, Daniel, Paul and Joyce Kiewhuo. KPC located at Tsiesema Basa and is open 24/7 and holds revival meeting every second week from Friday to Sunday hosted by well wishers.

DC Dimapur holds meeting for R- Day

DIMAPUR: Deputy commissioner Dimapur, Rajesh Soundararajan convened a meeting with HoDs and administrative officers under Dimapur district on January 18, conference hall of DC Dimapur. Militant launch failed grenade attack at Mnp Raj Bhavan Correspondent IMPHAL, Jan 19: Amid the tightened security ahead of the Republic Day celebration in Manipur, suspected insurgents lobbed a hand grenade at Raj Bhavan, Imphal late Tuesday afternoon. The hand g renade landed just at the gate of the main entrance of the Raj Bhavan around 4.15 pm but it did not explode. CRPF personnel on duty at the main entrance gate immediately called in bomb experts. The bomb experts defused the same around 5 pm and handed it over to the police who rushed to the spot on being informed. High ranking police officers of the state police also rushed to the spot to take stock of the situation. Quoting the CRPF personnel guarding the state Governor’s residence, police said that the suspect(s) hurled the hand grenade with no direction around 4.15 pm. Following the failed bomb attack, security in the periphery of the Raj Bhavan has been beefed up by increasing frequency of patrolling being conducted by the state police force. The Raj Bhavan is being guarded by the CRPF round the clock with patrolling in the periphery by the state police force. The Imphal Raj Bhavan has a history of being targetted by insurgents with IEDs and hand grenades.

Correspondent Shillong, Jan 19: The National People’s Party-led Meghalaya Democratic Alliance government on Tuesday said that it has sought an appointment with Union Home Minister, Amit Shah during his visit here and take up the issue of implementing Inner Line Permit to curb the illegal immigrant problem in Meghalaya. Shah, who is ex-officio chairperson of the North Eastern Council (NEC), the regional planning body of the eight North Eastern States, would be visiting the State to chair the North Eastern Council’s 69th plenary on January 23. The NEC planetary is an important meeting in which all the governors and chief ministers from the region, senior central and state government officials come together to brainstorm on developmental issues of the region. During the two-day plenary, there would be presentations from the ministry of DoNER, NEC, the state governments and central ministries on various developmental initiatives and future plans for the region.

Discussions would be held on the progress of ongoing projects, outlays by central ministries in the region and plans for the period beyond March 2021 during the term of the Fifteenth Finance Commission. Apart from these developmental issues, the NPPled MDA government is also concerned about the growing demand for implementation of ILP in the State. ILP under the Bengal Eastern Frontier Regulation, 1873, is an official travel document issued by the Central Government to allow inward travel of an Indian citizen into protected/ restricted area for a limited period. It is obligatory for Indian citizens from other states to obtain permit for entering into the restricted areas. Chief Minister Conrad Sangma on Tuesday chaired a meeting with his cabinet minister and decided to seek an appointment with Shah to discuss the issue primarily. Deputy Chief Minister, Prestone Tynsong told reporters that the MDA Gover nment during its scheduled meeting with the Home Minister discussed

ment is also trying to facilitate an appointment between Shah and some of the NGOs at the forefront demanding the implementation of the ILP in the State,” Tynsong said. More than a dozen of pressure groups, including the influential Khasi Students’ Union have been demanding to implement the ILP in Meghalaya. “Now arrangement is being made for appointment of the NGOs with the Union Home Minister,” the Deputy Chief Minister said. However, in Thoubal district, police commandos apprehended an alleged cadre of the KYKL, the banned outfit during an operation at Wabagai Terapishak area under Hiyanglum police station of the district today morning. The cadre identified as Waikhom Gyanendro Singh alias Romen allegedly working under the command of self-styled major Khelemba of KYKL was arrested during a cordon search operation in the area, the police said. The arrested cadre along with three mobile handsets recovered from his possession was later handed over to Hiyangum police station for further investigation, the police source said. The police commandos in the district further conducted a cordon and search operation at villages in Charangpat under Thoubal police station. They raided around 150 houses and verified around 400 people aged15 to 60 by parading them at public grounds of the respective villages. Security has been beefed up across the state, particularly in the valley districts as insurgent groups are likely to carry out disruptive activities on or before the Republic Day. Insurgent groups have been boycotting Republic Day each year in the state.

Avoid Covaxin in case of allergies: Bharat Biotech

HYDERABAD, JAN 19 (IANS): Bharat Biotech, makers of India’s first indigenous vaccine for Covid-19, has advised people not to take ‘Covaxin’ if they have allergies, fever, bleeding disorder, are on blood thinners, immune-compromised, or are on medicines that affect immune system. The Hyderabad-based vaccine-maker, in a fact sheet for recipients and caregivers, said that even pregnant and nursing women should not take the vaccine. People who have taken another Covid-19 vaccine or are suffering from any other serious health-related issues should also not take Covaxin. Bharat Biotech reiterated that the Drugs Controller General of India (DCGI) had authorised the “restricted use of Covaxin under clinical trial mode”. “Individuals who are prioritised under the public health programme of the Health Ministry will be covered under this endeavour. Informing the individuals about the offer to vaccinate them with Covaxin will rest with the respective govern-

ment programme officials. Those offered Covaxin at pre-specified booths will have the option to receive or reject the administration of the vaccine,” says the fact sheet that surfaced on Tuesday. Company sources told IANS that the fact sheet was issued last week. “As with any new medicine, this vaccine will be closely monitored to allow quick identification of any new safety information,” said Bharat Biotech. Side effects can be reported to tollfree number 18001022245. The vaccine-maker said that in phase 1 and 2 clinical trials, Covaxin has demonstrated the ability to produce antibodies against Covid-19. However, the clinical efficacy of Covaxin is yet to be established and it is still being studied in phase

3 clinical trial. In phase 1 and 2 trials, 680 people were administered two doses each of Covaxin. The phase 3 clinical trial with 25,800 participants is on. The first dose was administered to them on January 6. In the ongoing clinical trial, Covaxin has shown to generate immunity following two doses given four weeks apart, the firm said. Covaxin, which Bharat Biotech developed in collaboration with the Indian Council of Medical Research and National Institute of Virology, and ‘Covishield’, developed by Oxford University and pharmaceutical company AstraZeneca and manufactured by Serum Institute of India at Pune, have been cleared by the DCGI for emergency use. Both the vaccines are in use during the nationwide immunisation programme launched on January 16. The move to include Covaxin even before the publication of data from its phase 3 trial had come under criticism from some quarters.

Centre’s farm laws designed to destroy agriculture: Rahul

NEW DELHI, JAN 19 (PTI):The Centre’s new farm laws are designed to “destroy” the agriculture sector, Congress leader Rahul Gandhi alleged on Tuesday and asserted that the only solution to the farmers’ issue is to repeal the legislations. At a press conference, Gandhi also released a booklet highlighting the “plight” of farmers in the wake of the Centre’s three farm laws. He alleged that the laws will put the entire agriculture sector in the hands of “three to four crony capitalists”. The Centre’s new farm laws are “designed to destroy” the agriculture sector, the former Congress chief said. “I support the protesting farmers 100 per cent and every single person in the country should support them as they are fighting for us,” he said. There is just one solution that these three laws will have to repealed, Gandhi said when asked about the impasse in talks between the government and the protesting farmers. Hitting back at BJP president J P Nadda for his tweets earlier in the day criticising him, the Congress leader said it was an “attempted distraction”. The farmers know that it was Ra-

hul Gandhi who stood up in Bhatta Parsaul and over the land acquisition issue, not BJP leader Nadda, he said. “I am not afraid of anyone, neither of (Prime Minister Narendra) Modi nor of anyone else. Thousands of farmers, mostly from Haryana and Punjab, have been protesting at several border points of Delhi since November 28 last year, demanding a repeal of the three laws and a legal guarantee to the minimum support price (MSP) system for their crops. Enacted in September last year, the three laws have been projected by the Centre as major reforms in the agriculture sector that will remove middlemen and allow farmers to sell their produce anywhere in the country. However, the protesting farmers have expressed their apprehension that the new laws would pave the way for eliminating the safety cushion of the MSP and do away with the “mandi” (wholesale market) system, leaving them at the mercy of big corporates.

Expert panel recommends Phase 1 trial of nasal Covid-19 vaccine

NEW DELHI, JAN 19 (IANS): The Subject Expert Committee (SEC) of the Central Drugs Standard Control Organisation (CDSCO) on Tuesday recommended Bharat Biotech's intranasal vaccine for coronavirus for phase 1 clinical trials. The final call will now be taken by the Drugs Controller General of India. Days after getting the Drugs Controller General of India's nod for restricted emergency use of India's first indigenously-made coronavirus vaccine, Bharat Biotech had applied to the drug regulator for permission to start the clinical trials of their nasal coronavirus vaccine. The nasal vaccine is different from the intramuscular vaccine which recently got approval, as it is noninvasive, needle-free, doesn't require trained healthcare workers, eliminates needleassociated risks, suits children and adults and has scalable manufacturing. Earlier on Tuesday, Dr VK Paul, Member, NITI (National Institution for Transforming India) Aayog had said, "A nasal vaccine candidate has been identified. It has come for con-

sideration for phase 1 and phase 2 trials. If it works then it could be a gamechanger." "Phase 1 has been recommended," top government sources told IANS. Clinical trials of Bharat Biotech's 'BBV154' -- a novel adenovirus vectored, and intranasal vaccine for coronavirus -- will be conducted at various locations. The vaccine will be single-dosed. According to the firm, an intranasal vaccine stimulates a broad immune response at the site of infection, in the nasal mucosa, which is essential for blocking both infection and transmission of Covid-19. The vaccine has demonstrated protective efficacy in mice and hamsters. Mice and hamsters immunized with its single-dose conferred superior protection against the SARS-CoV-2 challenge, "more so than one or two intramuscular immunizations of the same vaccine and dose." " T h u s, i n t r a n a s a l immunization of ChAdSARS-CoV-2-S can create an immune response in the nose, which is the point of entry for the virus, thereby protecting against disease,

infection and transmission," Bharat Biotech said in a statement. On January 3, two intramuscular vaccines Bharat Biotech's Covaxin and Oxford-AstraZeneca's Covishield manufactured by the Serum Institute of India were approved for restricted emergency use and have been administered to over four lakh people till now. Both are two-dose vaccines. While the full efficacy of Covaxin is yet to be determined, it was given the go-ahead by the DCGI citing 'public interest'. Covaxin is an indigenously developed vaccine by Bharat Biotech, in collaboration with the Indian Council of Medical Research (ICMR). Public health experts believe that intranasal vaccines for coronavirus, administered through the nose rather than muscles, can be a potential game-changer in India's fight against the coronavirus pandemic. Last month, Punebased Serum Institute of India and Codagenix Inc had announced that they have received regulatory approval in the United Kingdom to begin an early-stage trial of their single-dose, intranasal coronavirus vaccine.

NEW DELHI, JAN 19 (PTI): The BJP on Tuesday accused the Congress of working to scuttle the ongoing talks between the government and farmer unions, hitting back at the opposition party’s leader Rahul Gandhi over his attack on the Modi dispensation over farm laws and national security. Senior BJP leader and Union minister Prakash Javadekar said the opposition party does not want the talks to succeed and has resorted to obstructive tactics. The next round of talks between the government and farmer unions is scheduled for Wednesday. He expressed confidence that the talks will be successful and claimed that the three laws, whose repeal has been demanded by protesting farmers, were based on demands made by the farming community over the years. Addressing a press conference after Gandhi released a booklet “Kheti ka khoon” and attacked the government, Javadekar accused him of running away from the questions BJP president J P Nadda asked of him on Twitter and alleged that the Congress leader

New Delhi, Jan 19 (IANS): From the upcoming Parliament session beginning this month-end, there will be no food subsidy at the Parliament canteen. Lok Sabha Speaker Om Birla on Tuesday announced the new move, saying “Food subsidy at Parliament canteen has been completely removed”. Birla made the announcement addressing the media ahead of the forthcoming Budget session of Parliament that will begin from January 29. Sources said that the savings could add up to almost Rs 17 crore annually with the removal of subsidised food at the Parliament canteen. In the winter session of Parliament in 2019, Birla mooted a suggestion for it and the Members of Parliament unanimously decided to not avail of any subsidy at the Parliament canteen. Birla later shared details about the time schedule of how Lok Sabha and Rajya Sabha will function in the upcoming session. “Amid the Covid-19 pandemic, the Budget session will commence from January 29. Rajya Sabha

will sit from 9 a.m. to 2 p.m. and Lok Sabha will sit from 4 p.m. to 9 p.m. Zero Hour and Question Hour will be held,” the Speaker said. He made it clear that all MPs will have to go through RT-PCR test before joining the Parliament session and that they have been told to undergo the mandatory Covid-19 test. The Budget session will commence with the President’s Address while the Union Budget will be presented on February 1. The session will conclude on April 8 with a recess in between from February 15 to March 8. The President will deliver his annual address to a joint sitting of both Houses of Parliament at 11 a.m. on January 29. The two Houses will meet separately for tabling of the President’s Address. The Economic Survey will also be tabled in both Houses in this 30-minute sitting and Finance Minister Nirmala Sitharaman will present the Union Budget at 11 a.m. on February 1. Covid protocols will be followed in this session on the same lines as the Monsoon session.

India announces supply of Covid vaccines to 6 countries

NEW DELHI, JAN 19 (PTI): India, one of the world’s leading drugmakers, on Tuesday said it will provide COVID-19 vaccines under grant assistance to Bhutan, Maldives, Bangladesh, Nepal, Myanmar and Seychelles from Wednesday, and that shipments will be sent to Sri Lanka, Afghanistan and Mauritius as well on receipt of necessary regulatory clearances. In a tweet, Prime Minister Narendra Modi said India is deeply honoured to be a “long-trusted” partner in meeting the healthcare needs of the global community and that supplies of the vaccines to several countries will commence on Wednesday, and more will follow in the days ahead. India is one of the world’s biggest drugmakers, and an increasing number of countries have already approached it for procuring the coronavirus vaccines. The Ministry of External Affairs said India will supply COVID-19 vaccines to partner countries over the coming weeks and months in a phased man-

ner keeping in view the domestic requirements. In a statement, the MEA said India has received several requests for the supply of Indian-manufactured vaccines from neighbouring and key partner countries. “In response to these requests, and in keeping with India’s stated commitment to use India’s vaccine production and delivery capacity to help all of humanity fight the COVID pandemic, supplies under grant assistance to Bhutan, Maldives, Bangladesh, Nepal, Myanmar and Seychelles will begin from January 20,” it said. “In respect of Sri Lanka, Afghanistan and Mauritius, we are awaiting their confirmation of necessary regulatory clearances,” it

added. India has already rolled out a massive coronavirus vaccination drive under which two vaccines, Covishield and Covaxin, are being administered to frontline health workers across the country. While Oxford-AstraZeneca’s Covishield is being manufactured by the Serum Institute, Covaxin is being produced by Bharat Biotech. “India fulfils commitment to give vaccines to humanity. Supplies to our neighbours will start on 20th January.The Pharmacy of the World will deliver to overcome the COVID challenge,” External Affairs Minister S Jaishankar said on Twitter. The MEA said it will be ensured that domestic

manufacturers will have adequate stocks to meet domestic requirements while supplying abroad. “Immunisation programme is being implemented in India, as in other countries, in a phased manner to cover the healthcare providers, frontline workers and the most vulnerable,” it said. “Keeping in view the domestic requirements of the phased rollout, India will continue to supply COVID-19 vaccines to partner countries over the coming weeks and months in a phased manner,” it added. It is learnt that Pakistan is unlikely to be benefitted from India’s initiative as that country is yet to approach New Delhi. The MEA said prior to the delivery of vaccines, a training programme, covering administrative and operational aspects, is being conducted on January 19-20 for immunisation managers, cold chain officers, communication officers and data managers of the recipient countries, both at national and provincial levels. India had earlier sup-

plied hydroxychloroquine, remdesivir and paracetamol tablets, as well as diagnostic kits, ventilators, masks, gloves and other medical supplies to a large number of countries to help them deal with the pandemic. The MEA said India has also provided training to several neighbouring countries to enhance and strengthen their clinical capabilities, under the Partnerships for Accelerating Clinical Trials (PACT) programme. “Separately, several training courses have been organized for healthcare workers and administrators of partner countries under the Indian Technical and Economic Cooperation (ITEC) programme, sharing our experience in dealing with the pandemic,” it said. “In an ongoing effort, India will continue to supply countries all over the world with vaccines. This will be calibrated against domestic requirements and international demand and obligations, including under GAVI’s Covax facility to developing countries,” the MEA added.

CHANDIGARH, JAN 19 (AGENCIES): Punjab Pradesh Congress Committee president Sunil Jakhar on Tuesday criticised the BJP-led Union government for serving notices to the “peacefully” protesting farmers through the National Investigation Agency (NIA) while letting off journalist Arnab Goswami. “If anyone deserves to be investigated by the NIA right now it is Arnab Goswami who not only breached the Official Secrets Act but also compromised national security by sharing classified details with others,” Jakhar said in a statement. He urged farmers to bring up the matter in their meeting with Union ministers on Wednesday, saying it was their children who worked in the defence forces whose security had been jeopardized by Arnab. SC seeks report from NGT panel on cleaning of river Yamuna

NEW DELHI, JAN 19 (PTI): The Supreme Court Tuesday sought a report from a committee, set up by the NGT, on its recommendations for improving the water quality of the Yamuna river and the extent to which the authorities have implemented them. The National Green Tribunal, on July 26, 2018, had constituted the monitoring committee comprising its former expert member B S Sajwan and former Delhi chief secretary Shailaja Chandra on the cleaning of the Yamuna and had directed it to submit an action plan in this regard. A bench headed by Chief Justice S A Bobde took note of the submission of amicus curiae and senior advocate Meenakshi Arora that the NGT-appointed

Slow speed ahead

fter the cellular revolution that swept the country during 1995 and which belatedly arrived Nagaland in 2000, there is still much expected of the services from the towering giant BSNL and recent private entrants to the field. No doubt the microwave traversing across the region get impeded by geographical bearers and get weakened. The mobile and internet services under BSNL North East Circle II continues to deteriorate, while private service providers manage to keep their networks satisfactorily. BSNL, which has the largest network as well as manpower and resources, appears disinclined to perform. BSNL is a government behemoth which once ruled the land and private operators had absolutely no space. However around two decades after private operators also arrived, they have overtaken BSNL in most cities and still expanding to other parts of the country, including Nagaland. During the COVID-19 pandemic when schools are conducting online classes, the poor internet service provided by the cellular companies has irked the internet users. The internet service in the north east is often so poor that web pages do not open. People have to move around to get a good network coverage area. There have been a spate of complaints over internet connectivity but in vain. With online examinations scheduled by February, student associations in Nagaland have hit out at internet service providers for their slow speed. It is a feature of mobile and internet services in the north east, especially the hilly states, that connectivity gradually diminishes in some areas till it is non existent. Otherwise, at best the internet services is very slow and belies the expectation of having graduated from 2G to 3G and to 4G. The pandemic has hit every activity and probably due to the SOPs many employees are not fully performing their duties. However, even despite the pandemic, the North East has historically suffered from poor transport connectivity within and between the seven states as well as with the rest of India and neighbouring countries. This has not only impeded everyday life and livelihoods but also regional development and national security. So much had been made about north east and the Act East policy and the prime minister’s focus on Digital India connectivity and communication but the reality does not match. All the Power Grid Corporation of India Limited(PGCIL) links in the north east are highly choked due to capacity overload which has added to the problems. The BSNL services in the region excluding Guwahati and Jorhat etc are practically oscillating between dead or dying stages. Though there are new entrants that seek to dominate internet services such as Reliance Jio Infocomm, owned by Asia’s richest person Mukesh Ambani. Reliance Jio Infocomm has been controversial for disrupting the telecom market in 2016 by launching extremely low-cost 4G services. However, today the same fate of slow speed appears to have afflicted the new entrant. If internet users in premier towns and cities also complain of slow speed, the situation in far flung areas can only be imagined. Since examinations will be held online by next month, the Internet Service Providers (ISPs) should undertake urgent remedial measures to improve the speed. It is time that the state government look into the matter and take it up urgently with the telecom ministry especially in view of online classes and examinations.

The saint’s duty is to be still and listen. There is a “darkness” that comes from too much light— that is the time to listen. The story of Abram and Hagar in Genesis 16 is an excellent example of listening to so-called good advice during a time of darkness, rather than waiting for God to send the light. When God gives you a vision and darkness follows, wait. God will bring the vision He has given you to reality in your life if you will wait on His timing. Never try to help God fulfill His word. Abram went through thirteen years of silence, but in those years all of his self-sufficiency was destroyed. He grew past the point of relying on his own common sense. Those years of silence were a time of discipline, not a period of God’s displeasure. There is never any need to pretend that your life is filled with joy and confidence; just wait upon God and be grounded in Him (see Isaiah 50:10-11). Do I trust at all in the flesh? Or have I learned to go beyond all confidence in myself and other people of God? Do I trust in books and prayers or other joys in my life? Or have I placed my confidence in God Himself, not in His blessings? “I am Almighty God…”— El-Shaddai, the All-Powerful God (Genesis 17:1). The reason we are all being disciplined is that we will know God is real. As soon as God becomes real to us, people pale by comparison, becoming shadows of reality. Nothing that other saints do or say can ever upset the one who is built on God.

ecovery efforts cannot be gender-blind, because, as the saying goes, “gender-blind is not gender-neutral.” There are four areas where government policy can help ameliorate long-standing issues. In 2019, before the Covid-19 pandemic, female labour force participation in India and South Asia was 20.5% and 23.5%, respectively (ILO estimates, World Bank database). Comparable estimates for males were 76% and 77%, respectively. West Asia and North Africa are the only regions with lower female participation than South Asia. The pandemic has made this situation worse. It has hit women disproportionately — because they work in sectors that have been the hardest hit; work more than men do in the informal economy; or because they are the primary caregivers at home. Owing to Covid-19, global female employment is 19% more at risk than male employment (ILO estimates). For India, economist Ashwini Deshpande estimates that compared to men, women were 9.5% less likely to be employed in August 2020 compared to August 2019. Ominously, girls are at greater risk of losing their human capital — in India, there is a 30% increase in new registrations on matrimonial websites, and, in South Asia, an additional 200,000 girls are expected to be forced into child marriages this year (Lancet). The biggest dividends will come from focusing on women in the informal sector. In India, Nepal, Bangladesh and Pakistan, 76, 89, 71 and 66% of working women, respectively, are employed on own account or as family workers (ILO). The Integrated Child Development Scheme provides some support, but it is not a full-time child care solution. The “Sangini Centres” of Self Employed Women’s Association (SEWA) provide full-day child care for 0-5 year olds, including nutrition, health and child care. Women using these centres report a monthly income increase of between ₹500-1,000. Similar centres will have to be significantly expanded. As for the formal sector, governments can mandate paternity leave on a useit-or-lose-it basis, as one way to get men to share in infant care duties. Second, tackle the digital divide. In India in 2019, internet users were 67% male and 33% female, and this gap is even bigger in rural areas. This divide can become a barrier for women to access critical education, health and financial services, or to achieve success in activities or sectors that are becoming more digitised. To address this, partnerships between the public and private sectors will be most effective. Actions will need to address affordability of phones and computers, female digital literacy and its social context and inadequate technical content dedicated to women and girls. Third, in the formal sec-

tor, use the income tax system to push female labour force participation. Women have a higher elasticity of labour supply than men (their labour supply is more responsive to their take-home wages) — lower income taxes for women can incentivise their participation. This policy has been implemented in parts but needs to be institutionalised. In India, given the abysmally low rate of female participation, such a move will not have a significant impact on public finances. In India, too, significant gaps in data on the girl child prevent a systematic longitudinal assessment of the lives of girls. This needs to be corrected. The best way to “not waste the crisis” is to ensure that women come back stronger. Women in India and other parts of South Asia can become a critical part of the recovery. We all have varieties ways to handle different difficulties in times of crisis, which affects not only emotional but also physically. As Christian women, we are taught in church and by our pastors in biblical ways in which we can handle with gentleness and prayer. Are we after hearing and reading the word of God really able to handle our problems accordingly? Many a times we all forget to act as Christians whenever crisis arises. I am reminded about a particular speaker who shared really well on the topic of crisis and responsibilities as women. Way back in the year 2010, Madam Kevinourheno Seyie, Advisor,Angami Women Organization (AWO) came to Kijiimetouma village. She shared on the role of Women: Crisis and Responsibilities at Cheriidiki Thenuko Krotho. She stressed on the role of women and said that God entrusted them with special tasks different from men. The obedient women and their descendants are blessed abundantly with physical, spiritual and material health in her honest carrying out of the aforesaid tasks; otherwise they are cursed, condemned and life becomes a ' living hell' . However, the wholehearted and committed women who accept God's purpose and are prepared to take up the tasks get the moral courage, will power and strength to move on and will thank God that her ' yoke' as a woman is not harsh, hard ,sharp but musical, comfortable,gracious and pleasant. With God's grace, her 'burden' as a woman would be light and easy to bear. Nation building begins from a woman. The good woman begets a good nation through homemaking thereby bringing up 'quality children'. This should not be understood to mean that women alone bear the entire responsibility as men are equally responsible. However,the point is that we should not pin our blames just on our physical weakness and continue to lead a defeated life but instead take up strong discipline and positive stand to fulfil our purpose and meaning as women. We must remember at all cost that

God created us, women to be 'thermostats' capable of changing the climate, with humane qualities and determination like that of Esther, who out of committed love and care for her people said “If I perish, I perish” and went to the King after fasting,meditating and was able to save her people. How should we overcome our crisis and what are the responsibilities of a woman? Should we say that the greatest ignorance is not to be aware of one's potentialities and limitations? In many cases, women fail to realize their full potential to raise her social standard, education and economic standards. Her God given abilities lie dormant and underdeveloped. It is said that the average woman utilizes less than 4 to 10 percent of her intellectual capacity and potentiality. It is the irony of our life that with so much of our capacities lying unutilized in us, we women still talk of poverty, ignorance and sickness as though they are our legacy and something to flaunt about. Our attitudinal change is the only answer to overcome our crisis and the challenges we face. When a woman recognises her weakness, humbles herself before God, grows deeper in prayer, truly seeks the face of God and discovers His plans for her, then she becomes strong and her power lies in her weaknesses. A community of irresponsible, lazy and dependent persons with no entrepreneurial drive who do not believe in their own sweat and toil will not help a person, but rather diminish herself worth. For a person strongly guided by several forces and values like burning desire to win, sense of responsibility, strength of character, planning with common sense, hard work, commitment, self discipline, etc, success is assured. Women may go through a series of struggle that would not break her spirit. With God's help, she would only get stronger and realize her worth, becoming more responsible and productive in the society she is placed in. I was truly inspired by her and I believe there were many more that drew inspiration from her too. I wish to meet her someday again and also live to become someone like her. apitalism brings prosperity. With better connectivity with the outside world entrepreneurship is on the rise in our state too. Young budding creative entrepreneurs are making great headways. But as we speed on the highway of improvement, it's important to also slow down at the speed breaker of reflection- reflection of our own paths and the fate of those who took the same path. Capitalism, as we have learnt from history, when it is unhinged by integrity, character and love breeds rampant cynicism and a sad and narrow view of life, hindering positive creativity, productivity and innovation in the long run. The group/state/ nation then will either wallow in dull stagnancy or crumble in it's own corruption. And thus, a good and robust foundation of integrity, love and work is needed, one that can stand firm even when the law isn't watching, the income not rocketing and the day isn't going well. Thank God for the Gospel of Christ which gives the foundation & empowers one - to know the world in all its wrongs and evil and still choose to Love, return good for evil, do unto others as you would have them do to you, and gives the Hope that redemption is still possible, for SomeOne did the same for you. As a state known for its Christian majority population (90.2%) and with a title such as "Nagaland for Christ", do we still know what the Biblical gospel actually is? Or is the "book of the Gospel" lost in the house of God itself as it happened to the Israelites? Our culture has been shaped deeply and immensely by the gospel of Christ- education, civilisation, altruism and many more - but like any good thing in a fallen world- it can decay with time and with every passing generation. And unless every generation does their role in rediscovering it anew, preserving and cultivating it, it will fade with the generation of old. The words of Mordecai rings truer than ever:"For if you remain silent at this time, relief and deliverance for the Jews(Nagas) will arise from another place, but you and your father's family will perish. And who knows but that you have come to your royal position for such a time as this?" India asks WhatsApp to withdraw changes to privacy policy New Delhi, Jan 19 (PTI): The Indian government has asked WhatsApp to withdraw the recent changes in the privacy policy of the messaging app, saying unilateral changes are unfair and unacceptable. In a strongly worded letter to WhatsApp CEO Will Cathcart, the Ministry of Electronics and Information Technology said India is home to the largest user base of WhatsApp globally and is one of the biggest markets for its services. The proposed changes to the WhatsApp Terms of Service and Privacy Policy, without giving users an option to opt-out, “raise grave concerns regarding the implications for the choice and autonomy of Indian citizens,” it wrote. The ministry asked WhatsApp to withdraw the proposed changes and reconsider its approach to information privacy, freedom of choice and data security. WhatsApp had on January 16 delayed the intro-

duction of the new privacy policy after user backlash over sharing of user data and information with the parent company, Facebook Inc. Stating that Indians should be properly respected, the ministry said, “any unilateral changes to the WhatsApp Terms of Service and Privacy would not be fair and acceptable.” With over 400 million users in India, the changes will have a disproportionate impact on the country’s citizens, it said. It asked WhatsApp to provide details of the services provided by it in India,

Also, WhatsApp has been asked to explain if it conducts profiling of Indian users on the basis of their usage, as well as explain the difference between the privacy policy in India and other countries. tinction between companies and WhatsApp will cease to exist,” it said. “This approach has the potential to infringe on core values of data privacy, user choice and autonomy of Indian users,” it said. WhatsApp had earlier this month begun asking its 2 billion users worldwide to accept an update of its privacy policy if they want to keep using the popular messaging app. The new terms caused an outcry among technology experts, privacy advocates and users and triggered a wave of defections to rival services such as Signal. In the updated policy, it got a right to share data it collected from WhatsApp users with the broader Facebook network, which includes Instagram, regardless of owning any accounts or profiles there. Some businesses, as per the new policy, were to use Facebook-owned servers to store messages. This triggered an outcry

Stating that the changes proposed create systemic vulnerability, the ministry said the government expects WhatsApp “to take all information security safeguards as per law”. It went on to state that the Personal Data Protection Bill is being discussed by a joint committee of the Parliament and making “a momentous change for its Indian users at this time puts the cart before the horse.” Also, Indian users are being subjected to differential treatment when compared to their European counterparts where the changes do not apply. “By not providing Indian users with the ability to opt-out of this data sharing with other Facebook companies, WhatsApp is treating users with an ‘allor-nothing’ approach,” the ministry said.

7 Centre issues Letter of Comfort to Bharat Biotech for 45L doses HYDERABAD, JAN 19 (PTI): Bharat Biotech has secured a fresh Letter of Comfort from the Centre for another 45 lakh doses of its COVID-19 vaccine Covaxin, sources said on Tuesday. Out of those 45 lakh doses, the city-based vaccine maker will be supplying over eight lakh doses of Covaxin to some of the friendly countries such as Mauritius, Philippines and Myanmar, free of cost as good will gesture. They also said the company will be dispatching 20 lakh doses of the earlier order in a couple of days, from here. “The company was given a fresh letter of comfort recently for supplying another 45 lakh doses of Covaxin. The doses will be dispatched as when the Ministry places orders with the company,” sources told PTI. After having received the government purchase or-

der for 55lakh doses, Bharat Biotechshipped the first batch of vaccines (each vial containing 20 doses) to Gannavaram (Vijayawada), Guwahati, Patna, Delhi, Kurukshetra, Bangalore, Pune, Bhubaneswar, Jaipur, Chennai and Lucknow. Bharat Biotech has also donated 16.5 Lakh doses to the union government. Sources further said the supplies from the company depend on the orders being placed by the government. “This is not like a regular tender where there are timelines to supply goods. The order will be dispatched in bits and pieces. It is not possible to dispatch all the doses in a single shot due to various reasons. The dispatches depend on the ministry’s call,” they said. S rinag ar , Jan 1 9 (PTI): People’s Conference chairperson Sajad Lone on Tuesday announced his party’s exit from the sevenparty conglomerate People’s Alliance for Gupkar Declaration (PAGD), saying some constituents of the grouping had fielded proxy candidates in the district development council (DDC) elections. Lone announced the decision in a letter to PAGD head and National Conference president Farooq Abdullah. “On the face of it, PAGD won these elections unambiguously having won the maximum number of seats. We can’t hide statistics and apart from the number of seats that PAGD won, other important statistical variable in the context of August 5 (Abrogation of Article 370) is the number of votes polled against the PAGD,” Lone said in the letter released to the media here. NEW DELHI, JAN 19 (PTI): The Indian Air Force will deploy its Rafale, Sukhoi and Mirage 2000 combat jets besides other key assets in a five-day mega air exercise with French air and space force that begins near Jodhpur on Wednesday. The Indian Air Force (IAF) said its deployment at the ‘Ex-Desert Knight 21’ will also include IL-78 flight refuelling aircraft as well as airborne warning and control system (AWACS). “The French side will participate with Rafale, Airbus A-330 Multi-Role Tanker Transport (MRTT), A-400M Tactical Transport aircraft,” it said, adding around 175 French personnel will be part of the exercise. The IAF deployment in the exercise will include Mi-

SURAT, JAN 19 (PTI): Thirteen migrant labourers and a year-old-girl from Rajasthan who were sleeping by the roadside in Gujarat’s Surat district were among 15 dead after a dumper truck ran over them on Tuesday, police said. Those killed include eight women and a migrant worker from Madhya Pradesh, police said. While 12 of them died on the spot, three died during treatment at a hospital, police added. Except for the 19-yearold worker from Madhya Pradesh, all the other deceased were from villages in Banswara district in south Rajasthan, police said. The tragedy took place near Kosamba village, around 60 km from Surat, police said. The truck driver, who apparently lost control over the vehicle after hitting a sugarcane laden tractor, has been booked under sections of the IPC and Motor Vehicles Act, police said. The new Gallup poll published on Monday revealed that 34 per cent of Americans approved of the job Trump is doing as President, the lowest rating since he assumed office on January 20, 2017, The Hill news website reported. The Gallup poll also showed that Trump’s 41 per cent approval rating thoughout his four years as President was four points lower than for any of his predecessors. Tr ump is the first American President to receive a 50 per cent approval rating at any point of his term and also since Gallup began measuring presidential job approval in 1938. On Monday, Mike Ryan, executive director of the WHO’s Health Emergencies Program, said at the ongoing 148th session of the world body’s Executive Board that some 5 million coronavirus cases were reported last week globally, reports Xinhua news agency. The number of new deaths has also shown a similar trend, with over 93,000 fatalities reported last week, and the figure is likely to reach 100,000 per week very soon, he said. According to Ryan, although nearly 84 per cent of deaths were in people over 65, it is important to note that some 16 per cent of all fatalities were among those aged between 25 and 64. The WHO official also said that the more cases a country has, the higher the mortality impact will be in the country’s population.

Bhubaneswar, Jan 19 (IANS): The proposed world-class hockey stadium in Odisha’s Rourkela will be developed within one year, informed chief secretary Suresh Chandra Mohapatra on Tuesday. The stadium to be developed inside the Biju Patnaik University of Technology campus will be the second venue for the Men’s Hockey World Cup 2023. The tournament will be organised both in Bhubaneswar and Rourkela. “It will be India’s largest hockey stadium. The stadium will come up in BPUT campus. The construction works for the proposed world-class hockey stadium will commence within three-four months and it will be completed within record time of one year,” said Mohapatra. Notably, CM Naveen Patnaik in December last year announced setting up world-class hockey stadium in Rourkela, which would be the biggest stadium for Hockey in India.
