Biden sworn in as 46th US president COVID vaccine will ensure protection: H&FW Harris takes oath

KOHIMA, JAN 20 (NPN): In a bid to allay apprehensions and misconceptions among people against the vaccine for COVID-19, principal secretary Health & Family Welfare (H&FW) Amardeep Singh Bhatia explained that Covishield vaccine against the virus was rolled out after trials and recommendation from an expert panel of scientists. In an interview to Nagaland Post, Bhatia said only after exper ts and scientists prioritised the safety and efficacy of the vaccine and after the recommendation of Drugs Controller General of India (DCGI), the vaccine was being administered on an emergency basis. He said, based on the data made available by the experts, the vaccine was safe and effective. Further, Bhatia informed that around 65% of the beneficiaries listed in the first three days had been administered the vaccine. He said out of the remaining 35% left out, quite a substantial number could not turn up for the vaccination as most of them were out of
State COVID tally 12067 D I M A P U R , JA N 2 0 (NPN): Nagaland on Wednesday recorded only one COVID-19 positive case in Kohima taking the tally to 12067. As on January 20, seven more patients recovered from the infection while the number of active COVID-19 cases in the state was at 104. Meanwhile, the distribution across various categories include 4666 cases from the armed forces/ police, 1856 returnees, 4973 traced contacts and 572 frontline workers. PTI adds: With 13,823 infections reported in a day, India’s COVID-19 caseload rose to 1,05,95,660, while the recoveries surged to 1,02,45,741, the Union health ministry said on Wednesday. The death toll due to the disease increased to 1,52,718 in the country as 162 new fatalities were recorded, the ministry data updated at 8 am showed. The total number of people who have recuperated from the disease surged to 1,02,45,741, pushing the national COVID-19 recovery rate to 96.70 per cent. The COVID-19 case fatality rate stands at 1.44 per cent, it said. The active caseload remained below 3 lakh.

Meanwhile, in order to allay fear and apprehension against the vaccine for COVID-19 and also to encourage health workers to get inoculated, H&FW principal director, Dr. Vizolie Z Suokhrie assured that the vaccine will protect them and in turn enable them to protect the community. ishield vaccine at Seikhazou Urban Primary Health Centre on Wednesday morning. Dr. Suokhrie said that he was fortunate to be inoculated with the vaccine and reiterated that it was safe. He appealed to the people to come forward and take the vaccine so as to protect the community. National Health Mission director Dr Kevichusa Medikhrü was also administered with the vaccine in the afternoon. It may be mentioned that AIIMS director Randeep Guleria had also allayed apprehensions about the vaccines and assured that the side-effects will not result in death of the beneficiary. “Even if a person takes Crocin or Paracetamol, they may develop allergic reactions. There is nothing to worry about. There is no side-effect which would result in death,” Dr Guleria said.

tate Health department informed that vaccination of healthcare workers was done with great success on Wednesday as the state achieved 73% of Wednesday’s target. According to state immunisation officer (UIP) and spokesperson for Covid-19 vaccination, Dr. Ritu Thurr, 1097 healthcare workers were vaccinated on Wednesday without any adverse events being reported across 41 session sites. Till date 3,970 health workers have been vaccinated in the state safely by the covishleld vaccine

Though H&FW directorate has directed districts to conduct COVID-19 vaccination days on Monday, Tuesday and Wednesday, it gave permission to Kohima district to hold session sites at Botsa PHC, Viswema CHC, Kemipfuphe PHC, Kezocha PHC, Kohima Village PHC, Zakhama PHC, Zakhama army hospital and Mon district at Aboi Chc & Thomching PHC. All vaccination sites are entered in COWIN portal and all beneficiaries are verified with photo identity card before receiving the vaccine, Dr. Thurr said.

Centre offers to put on hold farm CM inaugurates Noklak as 12th district of Nagaland laws for 18 months to end protest NEW DELHI, JAN 20 (AGENCIES): In a major climb down, the Centre has offered to suspend the three contentious farm laws for up to 18 months in a bid to end the protests at Delhi’s doorstep. Centre also proposed to constitute a committee to review the laws and continue the ongoing dialogue with farm unions. The proposal came at a meeting between farm unions and the centre on Wednesday, after nine rounds of talks failed to resolve the deadlock. Farm unions, however, told the government they will respond on Thursday after discussing the proposal. The next meeting is scheduled on 22 January. “The government is ready to suspend the three laws for one to one-and-ahalf years during which a solution can be reached by mutual dialogue. We want the agitation to end and
the talks with farm unions to continue,” Agri minister Narendra Singh Tomar said after the meeting. Bharatiya Kisan Union (Ugrahan) president Joginder Singh Ugrahan said: “...We rejected the proposal but since it has come from the government, we will meet tomorrow and deliberate over it.” The government has offered to suspend the implementation of the three laws for up to 18 months or a mutually agreeable period of time to restore the trust of farm unions, and they are willing to do this through an affidavit in the Supreme Court, said K. Kuruganti, who is part of the 41-member delegation of Samyukta Kisan Morcha negotiating with the government. “The government has also proposed to form a committee to decide on the future of these laws on whether they
will be repealed or amended. We will send our response in a day,” Kuruganti added. On a plea filed by Kisan Mahapanchayat, the court also issued notice on the application to reconstitute the four-member review committee it had formed on 12 January while staying the implementation of the laws. One of the members, Bhupinder Singh Mann, recused himself on January 14 stating he cannot compromise with the interests of farmers. Supreme Court further said that the expert panel has no power to adjudicate and will only submit a report to the court after hearing all sides. Protesting farmer unions have refused to present their views before the committee and argued that they will only hold a dialogue with the government which has the powers to repeal the laws.

NBA raises red flag on attempts to codify social customs, practices Leaking classified info act of DIMAPUR, JAN 20 (NPN): Nagaland Bar Association (NBA), has cautioned the attempt to codify old social customs and practices of various tribes and seriously viewed the impending negative effect to the age-old customary practises of Nagas. NBA president Talitsungba Ao and secretary V.Hukavi Zhimomi, in a statement, said the bar at its executive committee meeting on January 13,2021 came to this conclusion after discussing matters related with the ongoing steps taken by the state government for codification of Naga social customs and practices. The NBA executive pointed out that in order for social customs and practices to have the force of law, ought to fulfil the three necessary requirements: it must have been in practice
without any interruption since the time immemorial; it must have been regarded as having the force of law and also it must be unwritten. According to NBA, social customs and practices once reduced into writing under the authority of the government, will become a “code” and lose the essential legal ingredients of customary laws. It emphasised that social customs and practices codified by the government or under the authority of the government which becomes code and no longer customs and practices in the eye of law. Further, NBA pointed out that apart from protection of religious and social practices of the Nagas, and the Naga customary laws and procedures under Article 371A (a) (i) (ii) of the Constitution of India 1950,
the protection and preservation of the social customs and practices of the ethnic minorities all over the world were universally acclaimed inherent rights. NBA said these practises were also recognised and protected by declarations of the United Nations, adding that no authority can lawfully impose codification of these customs and practices. However, NBA said the government of Nagaland apparently “may not have taken proper legal advice or may have been wrongly briefed on the subject matters.” According to NBA, even the Centre could not so far codify the social customs and practices uniformly for the entire populace of the country because of the divergence among communities - religiously, ethnically or for the other
reasons. It said that the leaders of tribal unions/associations in Nagaland could be lacking in knowledge about the likely negative legal consequences that could arise if such codification was allowed to be made by the government or under its authority. NBA said the recent requisition by the state government in directing all the tribal unions/associations in the State to furnish in writing, the questionnaire it circulated relating to various social customs and practices, appeared to be “misdirected in the eye of law” and liable to be abandoned to maintain the legal sanctity of the social customs and practices. Meanwhile, NBA has stated that despite of the Nagaland state having the distinction of the second oldest among the North-
Eastern states, it was lacking far behind other states in the establishment of the State Judiciary. Apart from Article 214 of the Constitution of India 1950, NBA said the Union Cabinet had also passed resolutions providing separate High Courts for each state. NBA said Nagaland was still controlled by the Gauhati High Court that functions under “different social atmosphere as distinguished from our tribal social conditions.” It said Nagaland “has ample provisions for independent higher judiciary in the state as against the control from the authority located in another state.” NBA appealed to the state authorities “to exercise the Constitutional powers so the people in the state would enjoy the full privileges of being a full fledged state”.

DIMAPUR: Kohima Ao Officer’s Union (KAOT) held its general meeting 2021 at Molu Ki, Kohima on January 19, with minister of Rural Development, Metsubo Jamir as the chief guest. According to DIPR report, speaking on the occasion, Metsubo appreciated the officers for their sacrifices, in rendering their services towards the union besides their busy schedule in their respective offices and departments. AGARTALA, JAN 20 (IANS): The opposition Communist Party of India (Marxist) MLAs on Wednesday staged a protest for the first time after the Bharatiya Janata Party (BJP) came to power in Tripura in 2018. The left party staged the protest against the attacks on opposition parties, MLAs, MPs and other leaders. The CPI(M) legislators carried placards during the protest march in the capital city Agartala before the sitin demonstration, terming the BJP-led government’s rule as ‘Jungle Raj’. Demanding his immediate intervention, a sixmember CPI(M) delegation
led by former Chief Minister Manik Sarkar met Governor Ramesh Bais and apprised him about the “total lawlessness in the state”. Prasad, 95, had served as the governor of Arunachal Pradesh from October 21, 1993 to May 16, 1999. “The news of the sad demise of Dr Mata Prasad, the eighth and the longest serving Governor of Arunachal Pradesh came as a shocker to me. He had held the helms of the state in its transitional phase from where we have had an eventful journey of progress and ably emerged as a distinct and deter mined state, rubbing shoulders with our peers with pride,” he said. During his tenure as the governor of Arunachal Pradesh, Prasad inaugurated the Upper
Siang district, the office of Divisional Commissioner and Deputy Inspector General for East and West of the state at Namsai and Ziro. Correspondent Shillong, Jan 20: Meghalaya registered seven new COVID-19 cases on Wednesday, taking the active cases to 133, even as seven more persons recovered from the viral infection, surging the recovery figure to 13,440. Director of Health Services (MI), Dr. Aman War informed that six new cases were detected in East Khasi Hills district and one in West Garo Hills district. East Khasi Hills district, which includes Shillong, is the most affected district in the State with 100 active cases including two patients from Armed Forces and Para-Military Forces. War said the seven new recovered cases were recorded in East Khasi Hills district. Meghalaya has so far registered 13,717 COVID-19 cases, which include 144 deaths, 133 active cases and 13,440 recoveries.

Bokajan, Jan 20: Karbi Anglong police recovered a rhino horn and arrested a person from the Dillai area of Bokajan in East Karbi Anglong on Wednesday. As reported, a team of Karbi Anglong police based on a specific information regarding dealing of a rhino horn at Dillai area carried out an operation and recovered one rhino horn weighing around 390 grams from the possession of Arif Jakaria a resident of Tinsukia village under Juria
police station in Nagaon district. During preliminary interrogation, it was revealed that the horn was supposed to be sold in Dimapur. Police also recovered one AK 47 rifle, two AK 56 rifles, one double-barrel rifle, one grenade, 4 live round of bullets and other incriminating documents from their possession. Earlier in February 2020, the Bokajan Police recovered a rhino horn weighing 510 grams while conducting random search and frisking of motorcyclists on NH-39 in the Amrajan area of Bokajan. The Bokajan Police had also recovered a pair of elephant tusks from the Balipathar area of Bokajan back in 2019. In March 2019, Khatkhati Police had arrested two youths in a restaurant along the Assam-Nagaland border with an elephant ivory tusk which had been brought for sale for an amount of Rs 2,00,000.

EC to keep in mind Bihu and exams for Assam polls
Guwahati, Jan 20 (PTI): Chief Election Commissioner Sunil Arora on Wednesday said the 2021 Assam assembly polls will be held taking into consideration the Rongali Bihu festival in April and the CBSE board examinations for students of class 10 and 12. The assembly elections will be completed before the CBSE board exams which are scheduled between May 4 and June 10, he said. “We have already taken the festival into consideration before coming here for the review meetings,” he told reporters here. The commission is aware of the festivals held in the states, the CEC said. He said the commission has also held discussions with CBSE officials to decide on the poll schedule. “We have decided that the election process will be completed before the board exams which will start from May 4,” he said. The elections will be held in strict adherence to COVID-19 protocols, Arora said, adding that the number of auxiliary polling booths would be increased. “The number of electors at each polling station has been restricted to 1,000 as against the existing 1,500,” he said.

1,000 doses of COVID vaccine wasted in Assam; probe ordered SILCHAR (ASSAM), JAN 20 (PTI): The authorities have ordered an investigation to find out how 1,000 doses of COVID-19 vaccine got frozen and wasted due to their storage in subzero temperature violating norms at Silchar Medical College and Hospital in Assam’s Cachar district, an official said on Wednesday. The ongoing inoculation drive will not be affected by this wastage, which came to light on Tuesday, as the district has adequate stock of the vaccine, Cachar Deputy Commissioner Keerti Jalli said. She said that 100 vials of Covishield vaccine were spoiled mainly due to lapses in the storage facility and cold store management. “We have, however, initiated an inquiry into the incident to ascertain the exact reason behind the lapses,” Jalli said. The vaccination drive will not be hampered due to this as “we are prepared with enough stock and error margin was also taken into account during the allocation of doses for the district,” she added. National Health Mission Director in Assam,
Dr S Lakshmanan, said that show-cause notices have been issued to those responsible for storing and supplying the vaccine. The priority now is to ensure scientific disposal of the wasted doses, he added. A senior doctor of Silchar Medical College and Hospital said that the vaccines were supposed to be stored at a temperature of 2-8 degree Celsius. However, it was found that the vials were kept in sub-zero temperature and they got frozen and wasted. U s u a l ly, a n a l e r t message is received if the temperature in Ice Lined Refrigerators in which the vaccines are stored rises or falls, but no such message was received when those vials were damaged, the doctor said. It appears that there was some problem in the messaging system, he said. In Cachar district, 11,710 healthcare workers are scheduled to be vaccinated in the first phase and there are two session sites in the district - Silchar Medical College Hospital and S M Dev Civil Hospital.

State education minister Sorokhaibam Rajen urged for awareness on child trafficking, especially among parents to protect children as well as women was highly essential. “The causes and factors of trafficking should not be taken easily. Although authorities concerned are taking the responsibility to protect children and women, cooperation from the people is needed,” he added. Imphal East DC Khumanthem Diana Devi said that child trafficking or human trafficking in the state was on the rise as the state has an easy route for trafficking. PM to virtually address Tezpur University convocation on Jan 22 Guwahati, Jan 20 (PTI): Prime Minister Narendra Modi will address the convocation of Tezpur University in Assam on January 22, the central university said on Wednesday. The prime minister will virtually address the 18th convocation of the university from New Delhi and confer degrees and diplomas upon students who passed out in 2020, a statement said. “The convocation will be held in a blended mode observing COVID-19 protocols, where only PhD scholars and toppers will receive their degrees and gold medals in person,” it said. The university will award the remaining students with their degrees and diplomas virtually. A total of 1,218 students will receive their degrees and diplomas in the convocation.

KHADC objects illegal construction of transit camp by Assam

SHILLONG, JAN 20: The Khasi Hills Autonomous District Council (KHADC) in Meghalaya objected to the constr uction of an Assam State Transport Corporation transit camp at Khanapara in Ri-Bhoi district claiming the land belongs to Meghalaya. KHADC Chief Executive Member, Titostarwell Chyne said the land is well within Meghalaya and therefore the “illegal” construction work undertaken by the Assam government must stop immediately.
“We have written a letter to the Deputy Commissioner Kamrup district on December 23 asking him to intervene and stop the construction work as the land belongs to Meghalaya," he said. Chyne has also written to the State Chief Secretary and the Deputy Commissioner Ri-Bhoi district urging them to take necessary steps to stop the illegal construction. “Not less than three land owners of the plot, where the transit home is being constructed, have approached the council seek-
ing redressal,” he informed, adding that the land owners have all the legal documents to lay claim over the land. Meghalaya and Assam share a several decade old boundary dispute. There are 12 areas of dispute, which both sides claim as its own territory. Block I and II are some of the major areas of dispute. The Meghalaya Democratic Alliance Government would be taking up the issue of boundary dispute with Assam during Union Home Minister Amit Shah’s visit to the State on January 23.
Five new COVID cases in Mizoram
Aizawl, Jan 20 (PTI): Five more people, including two minors, have tested positive for COVID-19 in Mizoram, pushing the tally in the northeastern state to 4,334, an official said on Wednesday. Three fresh cases were reported from Aizawl district and two from Lunglei and Siaha. Three new patients have travel history and it is yet to be ascertained how the remaining two have contracted the infection, the state information and public relations department official said. Two new cases were detected through RT-PCR and TrueNat methods and three through rapid antigen tests.
Altogether 537 health workers have received shots of COVID-19 vaccine on Tuesday, state immunisation officer Dr Lalzawmi said. “At least 204 healthcare professionals from Aizawl district, 133 from Lunglei and 100 each from Mamit and Lawngtlai have received the jabs on January 19,” she said. Lalzawmi said 1,082 people have been vaccinated since the launch of the nationwide inoculation programme on January 16. Mizoram now has 67 active cases, while 4,258 people have recovered from the disease and nine died.

Working on addressing misinformation on user policy update, says WhatsApp NEW DELHI, JAN 20 (PTI): A day after India asked it to withdraw changes to its privacy policy, WhatsApp on Wednesday said the proposed change does not expand its ability to share user data with Facebook and that it is open to answer questions on the issue. The Indian government on Tuesday posed 14 questions to WhatsApp on its “invasive” changes in Terms of Service and Privacy Policy. “We wish to reinforce that this update does not expand our ability to share data with Facebook. Our aim is to provide transparency and new options available to engage with businesses, so they can serve their customers and grow,” a WhatsApp spokesperson said. The spokesperson added
that WhatsApp will always protect personal messages with end-to-end encryption, so that neither WhatsApp nor Facebook can see them. “We are working to address misinformation and remain available to answer any questions,” the spokesperson further stated. In a strongly worded letter to WhatsApp CEO Will Cathcart, the Ministry of Electronics and Information Technology has said the proposed changes to the WhatsApp Terms of Service and Privacy Policy, without giving users an option to optout, “raise grave concerns regarding the implications for the choice and autonomy of Indian citizens”. The letter noted that with over 400 million users in India, the changes will have a disproportionate
impact on the country’s citizens, it said. It has also asked WhatsApp to provide details of the services provided by it in India, categories of data collected and permissions and consents sought. It has also asked WhatsApp to withdraw the proposed changes and reconsider its approach to information privacy, freedom of choice and data security. WhatsApp had earlier this month begun asking its 2 billion users worldwide to accept an update of its privacy policy if they want to keep using the popular messaging app. The new terms caused an outcry among technology experts, privacy advocates and users and triggered a wave of defections to rival services such as Signal and Telegram.
“On one hand there is strictness with criminals and rioters and control on the law and order situation and, on the other, work on expressways and institutes like the AIIMS is on, expediting the speed of development,” he said, adding big companies are coming to the state even while the doors are open for small industry. Hailing the One-District-One-Product scheme of the UP government for making local workers selfreliant, the PM said it would pave the way for achieving the target of ‘atmanirbhar Bharat.’ He also praised the efforts of the UP government during the difficult coronavirus times as well as its works for the migrants returning home. The prime minister earlier pressed the remote button to release the assistance and interacted with some
beneficiaries. Union Rural Development Minister Narendra Singh Tomar and Adityanath were present on the occasion. The assistance includes the release of the first instalment to 5.30 lakh beneficiaries and the second instalment to 80,000 beneficiaries who have already availed of the first instalment of assistance under the PMAY-G. Modi had given a call of Housing for All by 2022, for which a flagship programme of PMAY-G was launched on November 20, 2016. So far 1.26 crore houses have already been built across the country under the scheme, an official release said. Under PMAY-G, each beneficiary is given 100 per cent grant of Rs 1.20 lakh (in plains) and Rs 1.30 lakh (in hill states/NE region/ difficult areas/JK & Ladakh besides Naxal-hit districts besides areas falling under the Integrated Action Plan IAP). Stressing that his government aims at extending basic facilities in the rural areas through this scheme to bridge the gap between villages and cities, the PM also referred to the housing schemes of the earlier governments, especially in UP. He also praised the efforts of the UP government
during the difficult corona times as well as its works for the migrants returning home. On the occasion, he interacted with one beneficiary each from Kheri, Chitrakoot, Varanasi, Ayodhya and Saharanpur districts and said the scheme has helped people believe that they will be able to have a house of their own. Saying that the history of housing schemes is very old in the country, the PM said earlier also there was a need for cheap housing for the poor but the experience of the poor had been very bad. “So when the Centre was working on this schemes, we paid special attention to ridding those wrongs and reached those people in the villages first who had lost all hope of having their own houses,” he said. The prime minister said the effort of the country today is that the gap between villages and towns, as per the basic facilities, is bridged and life in the rural area is as easy as in cities for which the scheme is being linked to the basic facilities like toilet, power and water supply. Referring to the ‘Prime Minister Swamitva Yojna’, he said it would change the life of the poor in villages.

However, the state government said it was not linked to the vaccine shot, even as the postmortem of the deceased is yet to be conducted. Telangana’s Director of Public Health and Welfare said the male worker was vaccinated on January 19 at Kuntala PHC in Nirmal district of northern Telangana. A day later, he developed chest pain and was brought dead to District Hospital, Nirmal at around 5:30 am. “Preliminary findings suggest that the dead seems to be unrelated to the vaccination. As per the guidelines, postmortem will be conducted by a team of doctors,” a statement issued
JAMMU, JAN 20 (IANS): Three infiltrators were reportedly killed and four soldiers injured overnight on the Line of Control (LoC) in J&K’s Jammu district where the army foiled an infiltration bid, officials said on Wednesday. Defence sources said Pakistan Army started heavy shelling in Khour area of LoC’s Akhnoor sector on Tuesday evening to facilitate infiltration of terrorists. “Four army soldiers were injured in Pakistani shelling and three terrorists were killed in Indian retaliatory action while the infiltration bid was foiled. “The bodies of the slain terrorists are lying on Pakistan side of the LoC and these have not been so far picked up by Pakistani troops,” a source said. This is the first major ceasefire violation by Pakistan on the LoC in 2021.
LUCKNOW, JAN 20 (PTI): Prime Minister Narendra Modi on Wednesday lashed out at previous governments, saying the poor had to bear the brunt of their “wrong” policies and intentions. He said the poor people never believed in the past that the government will help them get a roof over their heads. “Their (previous governments’) policies were wrong and the poor had to bear the brunt of their wrong intentions,” he said while releasing financial assistance of Rs 2,691 crore to 6.1 lakh beneficiaries in Uttar Pradesh under the Pradhan Mantri Awas Yojana. The prime minister specifically criticised the state’s previous Samajwadi Party government for its alleged failure to take advantage of the Prime Minister Awas Yojna (Gramin) after its launch in 2016. “When we brought the PMAY-G in 2016, the government here, which you all removed, despite our repeated requests did not provide the names of beneficiaries,” said Prime Minister Modi. “We were ready to provide funds but all requests, letters in this regard were ignored. This behaviour of the government of that time has not been forgotten by

NEW DELHI, JAN 20 (PTI): Bhutan and Maldives on Wednesday became the first two countries to receive COVID-19 vaccines sent by India in sync with its ‘neighbourhood first’ policy. External Affairs Minister S Jaishankar shared on Twitter photos of the consignments reaching the two countries. On Tuesday, India had said it would send COVID19 vaccines under grant assistance to Bhutan, Maldives, Bangladesh, Nepal, Myanmar and Seychelles from Wednesday. The supplies to Sri Lanka, Afghanistan and Mauritius will commence after confirmation of necessary regulatory clearances. It is learnt that 1,50,000 doses of Covisheild vaccine, manufactured by the Serum Institute of India (SII), were sent to Bhutan and 1,00,000 doses reached Maldives as part of India’s grant assistance. “Indian vaccines reach Maldives, reflects our special friendship,” Jaishankar tweeted along with a photograph of the consignments. “#VaccineMaitri begins. Rijiju gets additional charge of AYUSH Ministry NEW DELHI, JAN 19 (PTI): Youth Affairs and Sports Minister Kiren Rijiju has been temporarily assigned the charge of the Ministry of AYUSH, according to a Rashtrapati Bhavan communique issued on Tuesday. The move was necessitated as Shripad Yesso Naik, the Minister of State (Independent Charge) for the Ministry of Ayurveda, Yoga and Naturopathy, Unani, Siddha, and Homeopathy (AYUSH) was undergoing treatment at a hospital in Goa. Naik (68) was admitted to the hospital on January 12 after he met with an ac-
cident while on his way back to Goa from Karnataka. The minister’s wife and his close aide had succumbed to the injuries in the accident. “The President of India, as advised by the Prime Minister, has directed that during the hospitalization and treatment of Naik, following a road accident, his portfolio related to Ministry of AYUSH be temporarily assigned to Kiren Rijiju in addition to his existing portfolios,” according to the statement. The president has further directed that this arrangement may continue till Naik resumes his work related to Ministry of AYUSH, it said.

hina’s intrusion deep inside Indian territory in Arunachal Pradesh, where a village was reportedly constructed during 2019-20 speaks volumes about the state of vigil by Indian agencies. In a report by NDTV, though the area is Indian territory, according to official government maps, it has been in effective Chinese control since 1959. The latest image that establishes the village in question is dated November 1, 2020. The image dated a little more than a year before that - August 26, 2019 - does not show any construction activity. So, the village was set up in the last year. Even if the particular area has been occupied by China since 1959, it was only recently that the village was constructed. Earlier only a Chinese military post existed, but this time a full-fledged village that can house thousands has been built. The village, located on the banks of the River Tsari Chu, lies in the Upper Subansiri district, an area which has been long disputed by India and China and has been marked by armed conflict. If the village came up during 2020, then it means that the government of India and its security agencies remained in the dark. The tragic incident in June last year, when 20 Indian soldiers were killed in a clash with the PLA in the Galwan Valley, confirmed that China is on a land grab mode, even if it means sparking another war. Even when the ruling BJP’s own MP from Arunachal Pradesh, Tapir Gao, had warned the Lok Sabha of Chinese incursions in his state, referring specifically to the Upper Subansiri district, India continued to believe that China will desist from further adventure. Women in India spend more than nine times the time spent by men on unpaid care work. In actual terms, this is what the gender disparity looks like – 297 minutes of women’s time a day compared with 31 minutes of men’s time a day. The gap is wider in urban India according to Oxfam’s “Time is Up” report of 2020 based on surveys conducted on 1,047 individuals. According to the time use data from the most recent round of the National Sample Survey Organisation (NSSO) 2020, women spend 238 minutes (four hours) more on unpaid work each day than men in India. Drawing from this data, economists Jayati Ghosh and CP Chandrashekhar point to the wide diversity between work participation figures of men (nearly 70 per cent) and women (just over 20 per cent) in the 15-59 age group. According to them as high as 94 per cent of women in the age group surveyed were forced to engage in unpaid labour, while the number was just 20 per cent for men. The NEP unveils a host of opportunities to the students in the educational technology sector. This will enable many students from Nagaland to avail the elbow room. This ed-tech will make their learning more accurate, interactive and engaging. For instance online tutoring and peer learning platforms will not only integrate the students-teacher relationship but simultaneously student-student integration. The Diksha application will also help teachers to create training content, profile, in-class resources, assessment aids and connect with teacher community. The students will in addition be able to get access to diverse digital platforms such as Divyang Friendly Educational Software, Massive Open online Courses( MOOCS) ,e-content in various languages, virtual labs etc which will make them competent suffice to throw one’s hat in the ring with the outside world. This ed-tech will ease the learning burden of the Naga students. The Mother tongue which the NEP proposed to bring until at least grade V sounds viable. Research has shown that children’s first language is the optimal language for literacy and
learning through primary school (UNESCO 2008a). Without skeptic mother tongue in primary education will succor the child in the learning process as the child is taught in the language he or she is familiar to. This will help them to develop critical thinking and evolve better comprehension. This was rightly stated by Nelson Mandela when he quoted “If you talk to a man in a language he understands, that goes to his head. If you talk to him in his own language that goes to his heart.”This policy indeed looks quite fascinating and deliberates word of honour. The backlash of this policy averred where English is the dominant language of internet, science and technology. It will also affect the children of people in transferable jobs and so forth. In 2007, Sweden, which ranks top on the European Union’s Gender Equality Index, introduced subsidies to domestic chores (cleaning, laundry and ironing). Thirteen years later, studies indicate that those who opted for subsidies reported more hours of earned income (around $2000 more annually than those in the same bracket who did not avail of the subsidies). There seem to be improvements in work conditions for domestic workers too by institutionalising proper pays and work conditions for them. But there are many arguments around whether subsidies for doing domestic chores is actually the way out to address the household chores parity, with critics calling it socialism for the rich and others saying that household chores are a part of work. Critics also argue that these subsidies tend to perpetuate gender stereotypes further. A significant number of women employed as domestic workers tend to be women, and immigrants. No matter what the response to Haasan’s proposal will be, a few things are certain. The data pointing to wide gender disparity when it comes to work participation, unpaid work, pay gap, etc and the wide-ranging arguments reinforce that we have a long way to go when it comes to rejecting patriarchal norms that entrench ‘love’ and ‘duty’ deep in family values. One, it is not just about whether the unpaid work of women at home is recognised, it is also about the more basic question of why domestic work is seen as the domain of women. Manu, the patron saint of patriarchy in the Indian context, associates the fire-place, the grinding stone, the broom, the pestle and mortar and the water-pot, with impurity/sin – all activities that he also linked with women’s responsibilities. From matrimonial advertisements to television serials, from films to the neighbourhood gossip mill, all celebrate “homely” brides, “good” housewives, who will take care of their families well. The Twitter debate following Ranaut’s response to the Makkal Neethi Manram poll promise laid bare arguments that spoke about not monetising the value of the
labour of love performed by wives and mothers. G i r l s a r e t r a d i t i o n a l ly “trained” for marriage by being taught how to cook from a very young age. The phrase, “padhke kya karogi, chulha chauka hi to Karna hai” (why study when you have to manage the hearth) has been heard across geographies. Several adolescent girls at the Voices from Margins webinar series hosted by Praxis Institute for Participatory Practices during the lockdown last year underlined the increased burden of household chores for young girls and the consequent impact on their studies. The pandemic’s impact on unpaid work by women across the globe has already been well documented. Until and unless sexist association of domestic chores with women is called out and questioned, there will be a range of justifications to ensure women stay within the hearth. The argument of paying them for it or not will not change the situation. Two, the second question is how domestic work is viewed. In addition to the centuries-old argument made by Manu, the recent reference to “pathetic” living conditions of our cricketers in Australia because they have to make their own beds and clean their toilet is another case in point. Whether the cricketers made this link or those in the newsroom did, the message is clear. Cleaning toilets, making beds, are inferior tasks, unworthy of some. The casteist association with domestic chores, and within it, tasks related to cleaning toilets has been forever connected to the oppressed castes. Domestic workers are, even today, treated as polluting, with households laying limits on where they can enter and what they can touch. Not just that, domestic workers are seen as dispensable. Linking back to the pandemic, once again, many domestic workers pointed out that they were laid off without salaries and with no certainty of when they would be hired again. Domestic workers mentioned how while they were forced to undergo COVID tests before being allowed into societies where they worked, their employers were allowed to roam around scot-free. Domestic work has to be treated as a profession, and work-
ers must be accorded fair wages. Being seen as unskilled work for women who are not capable of doing any other work, thereby falling outside labour legislations, said Bharti Birla from the ILO at a webinar last year. Unless there is value associated with domestic work, payment for household chores to homemakers alone will fail to bring about any far-reaching changes in the stature of women and gender relationships. Three, concepts of family, rooted in these patriarchal constructs of “love” and “duty” derive from a dominant male gaze over the years. It draws from one that has led people to believe that not just through history, even prehistory, women sat at home, while the men turned the wheels of time (literally and metaphorically). Not just that, it is also time to relook at serious discrepancies within the concept of family, introspecting into how the following are understood – gender roles, issues of consent, child sexual abuse and violence. Families are not spaces for equals, but hierarchical institutions with a patriarch and patriarchal rules. Payment for household chores is not independent of these debates and discussions on the larger questions of patriarchy and gender. Overall, it is interesting that invisibilised work carried out by women becomes a moot point in an election. The poll promise also

comes at a time when government policy-making is expressing interest in putting a number on the time spent by men and women on paid and unpaid work. A neoliberal government may even put its weight behind such a law, arguing the business case for paying for household work. But let us be aware of larger arguments of patriarchy and gender. Keeping in mind the basic principle of providing visibility for unpaid work, and challenging patriarchy, policymakers can follow the ideals of visionaries like Kanshiram and Periyar who wanted women to free themselves from domestic chores so that they contribute in social and political responsibilities in the public domain. Gender-neutral solutions such as institutionalising women’s right to property and co-ownership of any assets purchased by a couple could also go a long way in recognising the value of unpaid work and gender-equal family structures. And last, but not the least, laws such as this must go hand in hand with universal basics such as labour rights, assured fair living wages for all work, including for domestic work, grievance redressal systems in place, protection from violations of human rights. We have a misconception about our local vendors that I would like to address. Just because some local drivers charge more than the non locals, most of us have misconstrued this idea in our heads that every Naga charge more than what is needed. However, what we do not understand is that they have a family to feed too. Even double government service parents find it difficult to raise their kids with their surplus earnings, so why would we think that these vendors with their meagre earnings not face any hardships? The common mentality of our people about Naga vendors charging too much and rather buying from the cheap non local vendors is very discouraging. SC rejects pleas seeking review of Aadhaar verdict
NEW DELHI, JAN 20 (PTI): The Supreme Court has dismissed a batch of pleas seeking review of its 2018 verdict which had upheld the Centre’s flagship Aadhaar scheme as constitutionally valid but struck down some of its provisions, including its linking with bank accounts, mobile phones and school admissions. A five-judge Constitution bench headed by Justice A M Khanwilkar, by a majority of 4:1, rejected the review pleas against the apex court’s September 26, 2018 verdict. Justice D Y Chandrachud, one of the five-judges of the bench, dissented with the majority verdict and said that the review petitions be kept pending until a larger bench decides the question related to certification of a bill as a money bill. The Aadhaar Bill was certified as a money bill which enabled the government to get it cleared without getting the assent of a majority in the Rajya Sabha. “The present review petitions have been filed against the final judgment and order dated September 26, 2018. We have perused
the review petitions as well as the grounds in support thereof. In our opinion, no case for review of judgment and order dated September 26, 2018 is made out,” the majority order of January 11 said. “We hasten to add that change in the law or subsequent decision/judgment of a coordinate or larger bench by itself cannot be regarded as a ground for review. The review petitions are accordingly dismissed,” said the bench, also comprising Justices Ashok Bhushan, S Abdul Nazeer and B R Gavai. The review pleas were taken up for consideration in-chamber by the bench. In its 2018 verdict, a five-judge Constitution bench headed by then Chief Justice Dipak Misra had held that while Aadhaar would remain mandatory for filing of Income Tax
Return and allotment of permanent account number (PAN), it would not be mandatory to link Aadhaar number to bank accounts and telecom service providers cannot seek its linking for mobile connections. In its 4:1 verdict that had also quashed some contentious provisions of the Aadhaar Act, the top court, however, had held Aadhaar would be needed for availing facilities of welfare schemes and government subsidies. Ruling that seeding of Aadhaar would not be required for opening bank accounts, availing mobile services, by CBSE, NEET, JEE, UGC and for admissions in schools and free education for children, the top court had observed that Aadhaar had also become a household name and that its use has spread like a “wildfire”.

Clarify ground situation in Arunachal ‘China village’: Sena
MUMBAI, JAN 20 (PTI): The Shiv Sena on Wednesday asked the Centre to clarify “the actual situation on ground” in view of reports that China has built a village in Arunachal Pradesh. Sena spokesperson and Raya Sabha MP Priyanka Chaturvedi said she has written to DefenceMinister and External Affairs Minister “to bring to their urgent attention the building of new settlements by China in Indian Territory of Arunachal Pradesh, within past year, as per the satellite images available in public domain”. “Will the government be transparent and clarify the actual situation on ground? While our soldiers have been bravely fighting out these incursions it is saddening to see the political blame game being indulged in by the Central government. “Till when will the government continue to blame the past to justify the present and future decisions?,” Chaturvedi said in a statement. Citing news reports, she stated that this newly-built Chinese village is approximately within 4.5 kms of the Indian territory of the de facto border. “As per the official government maps, this area is part of Indian Territory but has been in Chinese control since 1959. However,
while earlier only a Chinese military post existed in these areas, this time a full-fledged village has been built in it and the military post has been upgraded,” the Sena MP stated. She further said that while China has been stepping up expansionism in the border-lands “while our government is not even willing to call China out by name”. “The area where these villages have come up may be disputed, but international law forbids unilateral change of the status quo in such disputed territories,” she said. Chaturvedi also said that China’s construction of a village is just the latest example of how it is encroaching on areas inside India. “China has no land claim in this occupied region that can be backed by international law. However, now by constructing villages that were uninhabited but strategically important areas, it is seeking to challenge the international law,” she added. Chaturvedi stated that the construction of this village is a violation of a key part of multiple agreements reached by China with India that asked the two sides to strictly respect and observe the LAC and work together to maintain peace and tranquillity in the border areas.
Modi to attend Netaji’s 125th birth anniv programmes during Kolkata trip
KO L K ATA , JA N 2 0 (AGENCIES): Prime Minister Narendra Modi will be in Kolkata on 23 January to attend two programmes commemorating Netaji Subhas Chandra Bose’s 125th birth anniversary. In a six-hour-long trip, Modi will attend the valedictory session of a daylong seminar on Bose, titled ‘Revisiting the legacy of Netaji Subhas in 21st century’, in the National Library, and a light-and-sound show at the Victoria Memorial Hall. He will land in the city at 3 pm and leave for Delhi around 8.40 pm. According to the organisers of the programmes, Modi will also be conducting an important meeting during an hour-long free slot. The seminar — which is a joint collaboration between the culture ministry, Delhi-based INA (Azad Hind Fauj) trust, National Library, and the Institute of Social and Cultural Studies (ISCS) — will be attended by 150 selected invitees, including Bengali intellectuals and academicians. He is also not part of the high-level committee despite heading the Netaji Research Bureau in Kolkata. NEW DELHI, JAN 20 (PTI): Top Congress leaders will deliberate on the way forward to elect the new party chief at a meeting of the Congress Working Committee on Friday, sources said. Members of the CWC, the party’s top decision-making body, are expected to discuss and finalise the schedule for organisational elections and the AICC plenary session. This follows a report by the Central Election Authority chaired by Madhusudan Mistry making certain recommendations on the election to the Congress president’s post. The sources said the virtual CWC meeting will be chaired by party chief Sonia Gandhi, who has asked the leadership to hold organisational polls including for the party president’s post. Sonia Gandhi took over as interim Congress president after Rahul Gandhi resigned in the wake of the party’s Lok Sabha debacle in May 2019. There have been demands from a section of the Congress leaders for having a full-time and active party president and an organisational overhaul. The CWC had in its earlier meeting decided to hold organisational elections, following a storm in the party in August last year over a letter to Sonia Gandhi by a group of 23 leaders including Ghulam Nabi Azad, Anand Sharma, Bhupinder Hooda, Prithviraj Chavan, Kapil Sibal, Manish Tewari and Mukul Wasnik raising these issues.

Bobde on Wednesday expressed his dissatisfaction at the absence of senior advocate Dushyant Dave, representing eight farmer unions protesting against the farm laws, from the hearing in connection with the laws last week. MUMBAI, JAN 20 (PTI): A sessions court in Mumbai on Wednesday rejected the bail application of former CEO of ratings agency BARC, Partho Dasgupta, an accused in the alleged fake Television Ratings Point (TRP) case. Dasgupta was arrested by the Mumbai crime branch from Pune district last month. A magistrate court had earlier rejected his bail plea, observing that he played a vital role in the scam. Opposing Dasgupta’s bail application in the sessions court, special public prosecutor Shishir Hiray submitted that although the charge-sheet in the case has been filed, there still are multiple things which need to be investigated. After losing around $4.5 billion over the past five years, LG’s smartphone business has been struggling to compete with rivals. Mumbai, Jan 20 (IANS): The Centre is working with State Bank of India to launch an E-portal on the lines of Amazon to facilitate Medium, Small and Micro Enterprises to sell their products, Transport & MSME Minister Nitin Gadkari said here on Wednesday. At present, Amazon. com generates a business of around Rs.70,000 crore annually for Indian MSMEs, which can be enhanced by a dedicated E-Portal to enable them complete with global brands, he said at a webinar organised by All India Association of Industries President Vijay Kalantri. Stating that the government aims to increase the share of MSME sector in total exports from the current 48 percent to 60 percent in the coming years, Gadkari said that this would go a long way in boosting the Atmanirbhar Bharat programme of Prime Minister Narendra Modi. Biden plans sweeping executive orders to unwind Trump legacy on Day-1
WASHINGTON, JAN 20 (AGENCIES): Presidentelect Joe Biden plans to begin immediately unwinding President Donald Trump’s policies on immigration, climate and other issues on Wednesday with at least 15 executive actions, including moves to reverse US withdrawals from the Paris Agreement and the World Health Organization, and stop construction of a border wall, reports The Mint. Biden will also sign orders revoking a permit for the controversial Keystone XL pipeline, imposing a mask mandate on federal property to combat the coronavirus pandemic and ending Trump’s travel ban against some predominantly Muslim and African countries. While some of the orders roll back unilateral measures Trump imposed, others -- including an extension of moratoriums on student loan payments, foreclosures and evictions -- are intended to address the health and economic crisis wrought by the pandemic. “We’re seeing too many Americans that are just barely keeping their heads above water,” incoming National Economic Director Brian Deese told reporters in a call previewing the executive actions. Biden’s aides say he’ll sign more Day One executive actions than any of his predecessors, to be followed by additional regulatory and policy changes over the

will order an immediately pause in construction on the barrier, and a review of how best to redirect funds diverted from military construction and counter-narcotics budgets that Trump used to build the wall. Scrapping the travel ban The incoming administration is also scrapping Trump’s travel ban on several Middle East, Central Asian and African countries, most of them with majority Muslim populations, that the outgoing president had deemed terrorist threats. Trump’s policy was “was nothing less than a stain on our nation” and “rooted in xenophobia and religious animus,” Biden National Security Adviser Jake Sullivan told reporters in a conference call. Counting noncitizens for the US Census Biden also intends to end Trump’s plan to exclude noncitizens from the decennial U.S. Census, a change that could affect how congressional seats and Electoral College votes are apportioned for the next decade. Domenico Arcuri said he had secured unanimous backing from Italy’s regional governors to take civil or criminal action, where possible. In a statement late Tuesday, he said: “It was unanimously decided that such action will be taken in the coming days.” Pfizer confirmed last week it would temporarily reduce deliveries to Europe and Canada while it upgrades production capacity to 2 billion doses per year at its Belgium plant. Arcuri said the delay would amount to a 29% reduction in upcoming deliveries to Italy. Netflix surpasses 200 million subscribers

etflix has surpassed another major milestone: 203.6 million subscribers around the world. The achievement comes after Netflix saw spectacular growth in the first half of 2020. But as it celebrates passing the 200 million subscriber mark, Netflix is also acknowledging that 2021 likely won’t see as many net subscriber gains every quarter, starting in the first quarter of 2021. Netflix added a total of 8.5 million paid net subscribers in Q4, bringing in a record breaking 37 million paid memberships in 2020. Netflix “achieved $25 billion in annual revenue,” according to the earnings report. Still, Netflix is warning that “we expect paid net adds of 6 million” in Q1 2021 compared to last year’s “15.8 million, which included the impact from
the initial COVID-19 lockdowns.” Most importantly, however, Netflix executives are telling shareholders that “we no longer have a need to raise external financing for our day-to-day operations.” Or, more simply put, Netflix no longer needs to borrow substantial amounts of cash. Coming off a less than stellar third quarter in terms of subscriber gains (2.2 million added compared to the 6 million expected), the current uptick in growth is a sign of what Netflix can achieve with a string of must-watch content. In the fourth quarter, new shows like The Queen’s Gambit and Emily in Paris found a sizable fan base right away. Plus, strong returns for popular shows like The Crown helped make Netflix a destination streamer, even amid competition from Disney
Plus (The Mandalorian’s second season premiered at the end of October) and HBO Max. More than 62 million households watched The Queen’s Gambit within the first four weeks of its release, making it the second most watched limited series on Netflix. The only show that beat it was Tiger King. Toward the end of the quarter, Netflix also saw another big hit with Shonda Rhimes’ Bridgerton, which Netflix projected would amass more than 63 million household views within its first four weeks. If true, that would make Bridgerton Netflix’s fifth most-watched series to date. The Crown’s fourth season also remained one of the most-watched shows for weeks. utgoing US President Donald Trump has pardoned Lil Wayne and commuted the prison sentence of Kodak Black during his last full day in office. Earlier this month, Bloomberg reported that the rappers appeared on the list of individuals Trump was expected to pardon. Today (January 19), those speculations were confirmed. Wayne and Kodak Black were two of over 140 people who were pardoned or had their sentences commuted on Trump’s final day in office. That list also notably includes former White House chief strategist Stephen Bannon, who was a founding member of far-right media organisation Breitbart News. Back in December, Wayne pled guilty to a federal firearms charge relating to a December 2019 incident, in which he was arrested for illegal possession of a handgun during a flight on his private jet from California to Florida. He had been set to appear in court on January 28, facing a maximum sentence of 10 years in prison. The rapper met with Trump back in October of last year ahead of the federal election, posting

ortnite developer Epic Games has announced that the games competitive scene will have a prize pool of $20 million this year. 480-million-yearold fossil found in Morocco is a “missing link” between modern-day starfish and their ancestors, a scientist has said. The fossil, discovered in the Anti-Atlas mountain range, captures the early evolutionary steps of the animal at a time in Earth’s history when life suddenly expanded, a period known as the Ordovician Biodiversification Event. The fossil species has an intricate design, with feathery arms akin to a lacework. The origin of starfish has eluded scientists for decades but the new species is so well preserved that its body can finally be mapped in detail and its evolution understood, according to researchers. The species, named Cantabrigiaster fezouataensis, is the earliest starfishlike animal, according to a study published in the journal Biology Letters.
“Finding this missing link to their ancestors is incredibly exciting,” said Evolutionary palaeoecologist Dr Aaron Hunter, of Cambridge University, one of the paper’s authors. “If you went back in time and put your head under the sea in the Ordovician, then you wouldn’t recognise any of the marine organisms – except the starfish, they are one of the first modern animals.” The fossil lacks roughly 60 per cent of a modern starfish’s body plan, with its features instead a hybrid between those of a starfish and a sea lily or crinoid – not a plant but a wavyarmed filter feeder which fixes itself to the seabed via a cylindrical “stem”. Scientists can now use the fossil as a template to work out how it evolved. “The level of detail in the fossil is amazing – its structure is so complex that it took us a while to unravel its significance,” said Dr Hunter.

New Delhi, Jan 20 (PTI): Sports Minister Kiren Rijiju on Tuesday inaugurated a kho-kho national coaching camp to pick the best players through a scientific evaluation programme. Kho-Kho Federation of India (KKFI) and Ultimate Kho-Kho (UKK) introduced a High Performance Assessment and Scientific Analysis and Evaluation Programme called ”Rise in Sports Excellence” for the first time in the country, a release said. “I have always believed sports science is the future. To make India a sporting powerhouse, each
sport needs to be developed, especially indigenous sports like Kho Kho which is a speed-reliant sport,” Rijiju said. “The federation and Ultimate Kho Kho have done a commendable job in putting together such an exhaustive plan in such a short time. Indian sports need the backing of corporates,” he added. During the 30-day camp, 138 players, including 18 women, from across the country will be monitored by and analysed by vastly experienced experts at Manav Rachna Sports Science Centre in Faridabad and SGT University in
Gurugram. 3rd Aphuyemi Cup
DIMAPUR, JAN 20 (NPN): The 3rd edition of Aphuyemi Cup will be held on January 27 at Ghatashi Town based on “Muku Bidi Jukucho” “Twenty four dream”. SDO, PWD (R&B), Dimapur division, Er. Nagashe Swu will grace the event as chief invitee. The tournament carries a total cash prize of Rs. 1.5 lakh.
