The decision by farmer unions came a day after massive violence during their tractor parade in the national capital that left nearly 400 police personnel injured. The farmer leaders, however, alleged that there was a conspiracy behind Tuesday’s incidents and demanded a probe. They said their agitation against the farm laws will continue and public meetings and hunger strikes will be held across the country on January 30. “The tractor parade was hit by a government conspiracy. Deep Sidhu is an RSS man. Police let him go after he hoisted a religious flag at Red Fort,” farmer leader Darshan Pal, who

DIMAPUR, JAN 27 (NPN): Nagaland on Wednesday reported two new COVID-19 cases-- one each in Dimapur and Kohima, taking the tally to 12083. As on January 27, there were 57 active cases while 40 patients recovered from the infection. P T I a d d s : I n d i a ’s COVID-19 tally mounted to 1,06,89,527 with 12,689 new cases in a day, while 1,03,59,305 people have recuperated from the infection so far pushing the national recovery rate to 96.91% on Wednesday, Health Ministry stated. With 137 more fatalities, the death toll reached 1,53,724, the data updated at 8 am showed.

Proposed NH-29 closure cancelled

DIMAPUR, JAN 27 (NPN): Dimapur district administration has informed that the proposed total restriction of all movement from 7 a.m. of January 30 till 5 a.m. of February 1, 2021 from Chathe River Bridge (Patkai Bridge) to Kukidolong has been cancelled in view of the Nationwide Pulse Polio Immunization Drive. In a circular, DC Dimapur Rajesh Soundararajan informed that traffic movement would be allowed as usual without any restrictions.

Fuel prices at all-time high DIMAPUR, JAN 27 (NPN): State-owned oil marketing companies (OMC) continued to increase prices of petrol and diesel for the second consecutive day on Wednesday. Fuel prices, which vary from state to state depending on local sales tax or VAT, are now at record high levels in the country. According to a price notification from OMCs, petrol and diesel prices were raised by 25 paise per litre each across the country on Wednesday. This took petrol price in Delhi to Rs 86.30 per litre and to Rs 92.86 per litre in Mumbai. Diesel rate climbed to Rs 76.23 a litre in the national capital and to Rs 83.03 per litre in Mumbai, the price data showed. After Wednesday’s rate revision, petrol price in Dimapur rose to Rs.88.70 per litre while diesel price climbed to Rs.79.38 per litre. In the state capital Kohima, price of petrol was hiked to Rs.89.64 per litre and diesel price increased to Rs.80.14 per litre. According to PTI report, branded or premium petrol price crossed Rs 100mark in Sriganganagar town of Rajasthan.

Investigation on to nab culprits responsible for Dzükou valley fire Correspondent

KOHIMA, JAN 27 (NPN): Southern Angami Youth Organisation (SAYO) disclosed that it was seriously pursuing and assisting the police to nab culprits responsible for the devastating fire that broke out at Dzükou Valley on December 29,2020. Informing this at a press meet at the Southern Angami Board of Trustee building here on Wednesday, SAYO president Zakieleto Tsükrü said an FIR had been lodged with Khuzama police station (PS) on January 12 with some evidences produced to police pertaining to the case. He also told media that as a follow-up to the case, SAYO executives met the officer In-charge (OC) of Khuzama PS on January 25, during which the OC disclosed that he had contacted his counterpart at Mao PS and that necessary procedures have been initiated to nab the culprits. Tsükrü said that so far no one has been arrested but was hopeful that police will investigate the case with all

He said that ever y incident of forest fires in the valley were caused by trespassers and affirmed that SAYO would bring the case to a logical closure at all cost. SAYO leaders said though there has been no full scale survey to assess the extent of damage caused by the fire, the organisation estimated that close to 15 square km of vegetation, including around 6 km of land covered by trees, have

been burnt. While thanking the government for rendering full support in efforts to fight the fire, SAYO also requested it to provide necessary equipment and logistics to help contain future fires at initial stages so as to avert greater destruction. SAYO thanked all government agencies, especially armed forces- air force, army, Assam Riflesincluding police and home guards. SAYO also thanked the Manipur government led by its chief minister N Biren Singh in providing support during the recent disaster. DIMAPUR, JAN 27 (NPN): A day after it served a sevenday deadline demanding the removal of deputy commissioner (DC) Kiphire, AK Ranjan, the United Sangtam Likhüm Pümji (USLP) on Wednesday declared noncooperation to the Kiphire district administration until the DC was removed. In an order, USLP president T. Seopi Sangtam directed all Sangtams under Kiphire district to not extend any from of cooperation towards the administration until the state government removes the DC.

NEW DELHI, JAN 27 (NPN): Centre on Wednesday released Rs. 62.50 crore for Nagaland out of Rs 12,351.5 crore released to 18 states for providing grants to the rural local bodies (RLBs). This amount is the second instalment of basic grants released in the financial year 2020-21, the Finance ministry stated. The grants to RLBs were released as per the recommendations of the 15th Finance Commission to create community assets and improve the financial viability of the rural local bodies. The 15th FC has recommended two types of grants basic and tied-to the RLBs. Basic grants are untied and can be used by the local bodies for location-specific felt needs except for salary or other establishment expenditure. The tied grants can be used for the basic services of (a) sanitation and maintenance of open defecation free (ODF) status and (b) supply of drinking water, rainwater harvesting and water recycling. “The grants are meant to ensure additional funds to RLBs over and above the funds allocated by the Centre and the State for sanitation and drinking water under the Centrally Sponsored Schemes like Swachh Bharat and Jal Jeevan Mission,” it said.

DIMAPUR, JAN 27 (NPN): Moya village council (MVC) and Salomi village council (SVC) have served a seven-day ultimatum on the state power department to release the payments due to the Likimro Hydro Electric Project (LHEP)company, failing which they would be compelled to take up the matter legally and also with the Government of India. In an open letter to engineerin-chief power, the MVC chairman K AsangYim, SVC chairman Korakmong Yim and former head GB Moya village & former president YTC/advisor ENPO, M. Thsesong Yimchunger, stated that LHEP, which falls under Moya and Salomi jurisdictions, was the only successfully run project of the power department under government of Nagaland. The signatories said that people from Pungro sub-division have been benefitted from the project particularly the people of Moya and Salomi villages. “In fact, it has become an employment source for our people,” they said. However,

they said that despite the project being run successfully, the NEC company bill for the past more than eight months was not paid by the department/government. The signatories have, therefore, urged the department to release the payments at the earliest so the company could continue to supply power. Claiming that the state government has earned hundreds of crores of rupees from the project since 2006, the signatories said they failed to understood why the department of power has not released the payments despite finance department having already released the payment up to the month of September 2020. They said in the past also that the department has been withholding the amount towards operation and maintenance despite release of such amounts by the department of finance. Since the project lies under the Yimchunger land and in the ENPO area specifically, the two councils affirmed that they would not tolerate such attitude of the government to shut down the project.

Delhi Police on Wednesday alleged that farmer leaders made inflammatory speeches and were involved in the violence during the tractor parade by agitating farmers that left 394 of its personnel injured, as it warned that no culprit will be spared. Delhi Police has registered FIRs where names of at least 10 farm leaders, including Yogendra Yadav and Rakesh Tikait have been mentioned. A senior police officer said they will summon the farm leaders for questioning. “We have already detained around 200 protesters on charges of rioting, damaging public property and attacking police personnel,” an officer said.

DIMAPUR, JAN 27 (NPN): Naga Council Dimapur (NCD) has reaffirmed its earlier resolution for a model uniform burial design and resolved to open burial at New Naga Cemetery with new sets of regulations, NCD general secretary Thsapongkyu Sangtam stated in a press note. During the meeting held at NCD conference hall on Wednesday, presided over by NCD vice president (Adm) Etsungmomo Kikon, it was decided that the width and breadth of each burial will be 3 x 7 feet, depth of the burial dug should be 5 feet from the ground level, tomb construction will be allowed only up to 1 feet above ground level (uniform), each tomb (burial) site shall have an interval distance of 1 feet on both sides, 1 feet plaster on surrounding tomb is compulsory and tombstone should be 2 x 1 ½ feet. Agenda for new cemetery and celebrating NCD’s 75th anniversary was then placed before the councillors for deliberation. As six out of 30 councillors were granted leave on health grounds and other unavoidable cases, 22 attended the meeting. The meet concluded with a mass prayer.

DIMAPUR, JAN 27 (NPN): State health & family welfare department has said that the COVID-19 vaccination drive was successfully carried out across the state on Wednesday with 570 healthcare workers getting vaccinated by the Covishield vaccine without any adverse events reported. In a press release, the state immunization officer (UT) Dr. Ritu Thurr informed that the total vaccinated healthcare workers now stood at 5,773. Today’s vaccination was carried out in 20 session sites. In view of the Polio National Immunization Day scheduled in the coming days, Dr.Thurr informed that COVID-19 vaccination would not be conducted for the coming Monday, Tuesday and Wednesday. Further, the health department has reiterated that Covishield Vaccine has gone through all phases of clinical trials and it has been found to be safe for use in general population. PTI adds: A total of 23,28,779 healthcare workers have received COVID-19 vaccine jabs in the country so far, the Union Health Ministry said on Wednesday while underlining that no case of severe adverse event or death is attributable to the vaccination till date. I TA NAG A R , JA N 2 7 (PTI): Arunachal Pradesh Governor Brig (Retd) Dr B D Mishra on Wednesday emphasised on the need to improve road infrastructure to bring development and prosperity in the rural areas of the state. Chairing a high-level meeting to discuss the implementation of Pradhan Mantri Gramin Sadak Yojana (PMGSY), the governor said that availability of roads, proper health facility, education and economic activities, would enable the rural population to become ‘Atma Nirbhar’, a Raj Bhavan release said. The meeting was also attended by Rural Works Department (RWD) Minister Honchung Ngandam and Urban Development Minister Kamlung Mosang. The governor pointed out that the road from Miao to Vijaynagar in Changlang district has still not received proper attention and progress on the road is “disappointing”, it said. Work on Phase IV and V of the road has made no

progress. Mishra said that the road besides being a boon for the people has national strategic importance which cannot be allowed to lag behind. “This kind of delay in such an important road constr uction is beyond comprehension,” he said and stressed on timely and proper implementation of the road. The governor further emphasised that utilising every paisa of the allocated fund in the project must be ensured and advised the ministers for close monitoring of the road project to ensure proper deployment of funds and manpower. Mishra while discussing the issues of the road project reiterated that the Vijaynagar area in the eastern tip of the state has enormous potential for tourism for wildlife watch, adventure trekking, eco and cultural visits and huge scope for other economic activities as well. He said that along with economic prosperity of the local people of Vijaynagar, Ramnagar and Gandhigram, the PMGSY road would facilitate in the conservation of the flora and fauna of the Namdapha National Park besides ensuring national security, the release added.

Kokrajhar (Assam), Jan 27 (PTI): A huge cache of arms and ammunition were recovered on Wednesday from Kokrajhar district, police said. Acting on a tip-off, security personnel recovered the arms and ammunition from Lauti area near the India-Bhutan border, Kokrajhar Superintendent of Police Rakesh Raushan said. A team, led by Additional Superintendent of Police Mukut Rabha, recovered 51 live ammunition of AK-47 series rifles, one AK-56 rifle, one AK-47 rifle, three AK magazines and one pistol along with a magazine. Raushan said the arms and ammunition were buried under the soil and former BLT (Bodo Liberation Tigers) militants are believed to be involved in it.

IMPHAL, Jan 27: Suspected militants fired some shots at the house of a former MLA after a hand grenade they lobbed to the house failed to detonate in Manipur’s Imphal West district on Tuesday night. No casualty was reported to the former MLA Sapam Kunjakishor alias Keba and his family members. Sapam Kunjakishor alias Keba was at home at the time of attack. The car-borne suspects launched the attack around 8pm on Tuesday and left the spot hurriedly, police as well as locals said. They first hurled a hand grenade that fell at the front courtyard. As the grenade failed to detonate, they fired some shots, causing damages to the window panes of the house. Police who rushed to the spot recovered the Chinese made hand grenade after personnel of the state police bomb detection and disposal squad defused the same safely.

IMPHAL, Jan 27: After a gap of almost 10 months and amid the COVID-19 pandemic, schools and colleges classes from Class one and above reopened on Wednesday in Manipur. Almost all the schools and colleges re-opened and resumed normal classes. Almost all teaching staff attended while students’ attendances were reportedly low on the day of the resumption of the normal physical classes. The educational institutes reopened with several COVID-19 safety SOPs in place. Stringent safety measures were seen taken up at the schools and colleges which opened for the first time following the SOPs issued by the state government. Authorities of the institutions also displayed SOPs and other guidelines at the notice boards and at the entrance gate as well. Teachers and students were sanitized their hands with sanitizers and soap arranged by authorities at the entrance gate while entering the campus. Face masks were made compulsory for teachers and students and they were not allowed entering the school campus without wearing a mask. Students were aware of the safety tips and the need for maintaining social distance inside the class room. To maintain social distancing, each class was divided into many sections, authority of a school in Imphal said.

Assam: 4 drown as boat capsizes in Brahmaputra Jorhat (Assam), Jan 27 (PTI): At least four people, including two minors, have drowned after a country boat capsized in the Brahmaputra river in Assam’s Jorhat district, officials said on Wednesday. The incident took place on Tuesday when a few members of a picnic party went for a river cruise on a country boat, they said. SDRF’s Jorhat station officer Bidyut Gogoi said around 12 people were on the boat when it capsized. Locals rescued some people on another country boat, of whom two are undergoing treatment at Jorhat Medical College and Hospital (JMCH). The bodies of four people were recovered near Baghmora picnic spot on Wednesday morning, Jorhat Deputy Commissioner Roshni Aparanji Korati said. Apart from schools, normal classes for the 1st, 2nd and 3rd semesters were also resumed in the colleges. During the lockdown, most schools and colleges switched to online classes and even conducted exams online. No such arrangement was however made for students of most of the government schools. For the colleges, the final semester’s exams was already conducted as they continued online classes. H o w e v e r, o n l i n e classes were incomplete, said the students who revealed various problems they faced during online classes. They said that at some point of time, they found it hard to understand the lessons taught by the teachers due to network problems which are very common in most part of the state. They could not interact with the teachers satisfactorily and consult freely, the students revealed. “I am ver y happy when the physical class resume, thinking that I will able to interact directly with teacher,” a student said. A school authority said that he was happy to see the students coming to school after a gap of almost

10 months. At the same time, they were doing their best for the safety of the students. “For us students are the VIPs and we are doing our best for the safety of the students,” he said. Each class are divided into sections based on the strength so as to ensure social distancing while studying, he added. Recently, N Biren Singh cabinet decided to reopen the schools and colleges for resumption of normal classes for Class-IX and above. While announcing the reopening of the schools and colleges to resume the physical classes, the state government had stated the willing students to attend classes will be tested prior to their attendance and only Covid-19 negative students will be allowed to attend classes. Consent certificate from the respective guardians, parents also have to be produced. The directorate of education (school) in an order issued recently had stated that the decision to re-open schools for Classes 9-12 for the academic session 2020 was taken in order to prepare students for the ensuring examinations viz. promotion, HSLC, and HSE, etc.

Sasikala released after serving 4 years in prison BENGALURU, JAN 27 (PTI): Expelled AIADMK leader V K Sasikala was released on Wednesday after serving four years imprisonment in a corruption case at a prison here. The formalities for her release were done at the state- run Victoria Hospital, where she is undergoing treatment for COVID19 infection, which she had contracted a week ago, along with her sister-in-law J Ilavarasi. “Yes, she has been formally released,” Parappana Agrahara Jail Superintendent V Sheshamurthy told PTI. According to hospital sources, prison officials sporting PPE kits completed the formalities inside the COVID-19 ward of the hospital. However, she would remain at the Victoria hospital for another three days as mandated under the COVID-19 protocol, though she is now asymptomatic and her symptoms have reduced. “As per protocol, she will be discharged on 10th day (January 30) if she is asymptomatic and free for oxygen support for at least three days,” the hospital said in an official bulletin.

Rajnath speaks to new US Defence Secy Lloyd Austin NEW DELHI, JAN 27 (PTI): Defence Minister Rajnath Singh on Wednesday spoke to new US Defence Secretary Lloyd Austin and exchanged views on regional and global issues of mutual interest, in the first high-level engagement between the two sides after Joe Biden was sworn in as the 46th President of the US last week. Singh said the firm commitment to deepen India-US defence cooperation was reiterated during the talks. “Spoke with my US counterpart, Secretary Def Austin and conveyed my warm wishes on his appointment,” Singh tweeted. “We reiterated our firm commitment to deepen India-US defence cooperation. We exchanged views on regional and global issues of mutual interest to strengthen our strategic partnership,” he further said. It is not immediately known whether the eastern Ladakh standoff between India and China figured in the talks. The Indo-US defence ties have been on an upswing in the last few years and in June 2016, the US had designated India a “Major Defence Partner”. NEW DELHI, JAN 27 (PTI): A third batch of three more Rafale fighter jets on Wednesday took off from France for a non-stop flight to India, in a further boost to the strike capability of the Indian Air Force. The Multi Role Tanker Transport (MRTT) of the United Arab Emirates will provide mid-air refuelling to the three Rafale jets, according to the Indian Embassy in France. “Three more #Rafale jets take off from France for a non stop flight to India with mid air refueling by UAE MRTT; Adding more strength to India’s air power. Wishing our amazing pilots smooth flight&safe landing with superb fighter jets,” it tweeted. The first batch of five Rafale jets arrived in India on July 29, 2020, nearly four years after India signed an inter-gover nmental

agreement with France to procure 36 of the aircraft at a cost of Rs 59,000 crore. The second batch of three Rafale jets arrived in India on November 3. The Rafale jets, manufactured by French aerospace major Dassault Aviation, are India’s first major acquisition of fighter planes in 23 years after the Sukhoi jets were imported from Russia. The new fleet of Rafale jets has been carrying out sorties in eastern Ladakh. The Rafale jets are capable of carrying a range of potent weapons. European missile maker MBDA’s Meteor beyond visual range air-to-air missile, Scalp cruise missile and MICA weapons system will be the mainstay of the weapons package of the Rafale jets. The IAF is also procuring a new generation

Hammer (Highly Agile Modular Munition Extended Range) is a precision-guided missile developed by French defence major Safran. The weapon has been developed by MBDA to combat common threats facing the UK, Germany, Italy, France, Spain and Sweden. ‘Never said doors for dialogue with farmers shut’

Unlike the last 10 rounds of talks, the 11th round saw both the sides hardening their positions and could not even reach a decision on the next date for the meeting. Farmers under focus

W

hat was supposed to have been a peaceful show of protest by the farmers on Republic Day, turned into a day of violence, rioting and damage to public property. One farmer driving a tractor was killed in an accident while many of them, including Delhi Police personnel sustained injuries. The protest rally was supposed to commence only from 12 noon till 5 p.m. but it began at around 8 am – way ahead of the designated time and agreed routes. Further, the protestors deviated from the predesignated routes, as agreed upon in advance by the Delhi Police and farmer leaders. The protesting farmers reached Delhi’s Indraprastha, ITO and other parts of Central Delhi after breaking barricades at the Ghazipur and Tikri borders early Tuesday morning. Farmers unions and government have held eleven rounds of talks but the government is not willing to concede to the demand for total repeal of the three farm laws. The government had instead offered to keep the laws in abeyance for one or one and half years. However, the farmers were unwilling to water down their demand for repeal of the three “black laws” and legal guarantee of the government for minimum support price (MSP) of their crops. The farmers unions have been camping on the outskirts of Delhi for over two months demanding nothing short of repeal of the three controversial farm laws which the Modi government hastily passed in parliament without debates or consultation with stake holders. As far as negotiations with the government are concerned, the agenda of the farmers is to focus the discussions only on ways in which the new laws can be scrapped. The government has, however, refused to roll back the pro-reform laws farmers saying it will hurt their livelihoods. On Republic Day, hundreds of farmers entered the Red Fort, and scaled the monument’s walls and hoisted a flag associated with Sikhism as armed police in riot gear looked on. The Supreme Court had on January 12 ordered to keep the three laws in abeyance and ordered the formation of a committee, but its intervention backfired as farmer unions alleged that the panel is “pro-government”. From the beginning when the government decided to dig its heels against the farmers, it was clear that a confrontation was imminent. The violence that took place on Republic Day confirmed that some trouble makers were less bothered about the issue and more intent on creating mayhem. As things stand, two farmers unions have withdrawn from the rally in protest against the violence unleashed. The Modi government, which was on the back foot over the farmers issue, can now take the high moral ground. The clashes also exposed the ineffectiveness of the Delhi Police, which is under the Ministry of Home Affairs(MHA). Delhi Police came under scanner for failing to prevent violence on February 25,2020 during anti-CAA protests. On Republic Day, Delhi Police failed to respond when barricades were brought down by protestors. Ultimately, the biggest losers are the farmers, who had braved freezing temperatures in the open for over two months and winning the support of people. Violence on Republic Day has indeed taken the shine off the farmers’ just demands and boosted the government’s rigid stand over the farm laws. It remains to be seen whether farmers will finally blink or remain ever determined for repeal of the laws.

It is one steady invasion, and these things will come in like a flood, unless we allow the Spirit of God to raise up the banner against it. “I say to you, do not worry about your life….” Our Lord says to be careful only about one thing— our relationship to Him. But our common sense shouts loudly and says, “That is absurd, I mustconsider how I am going to live, and I must consider what I am going to eat and drink.” Jesus says you must not. Beware of allowing yourself to think that He says this while not understanding your circumstances. Jesus Christ knows our circumstances better than we do, and He says we must not think about these things to the point where they become the primary concern of our life. Whenever there are competing concerns in your life, be sure you always put your relationship to God first. “Sufficient for the day is its own trouble” (Matthew 6:34). How much trouble has begun to threaten you today? What kind of mean little demons have been looking into your life and saying, “What are your plans for next month— or next summer?” Jesus tells us not to worry about any of these things. Look again and think. Keep your mind on the “much more” of your heavenly Father (Matthew 6:30).

n India, school closures post the spread of the pandemic started as early as March 2020. As months went by, concerns increased: Would learning levels drop, existing inequalities deepen? The Annual Status of Education Report (ASER 2020 Wave 1) conducted in September 2020, focused on a nationally representative sample of rural children and their access to learning opportunities during the period when schools were still closed. State governments as well as private schools tried to provide learning materials in a variety of ways. However, not much was known about whether children were receiving this material and how they engaged with it. Moving forward, it is critical to understand what worked, and for whom. And to understand if this shift to remote learning will widen the digital divide and accentuate equity issues in learning. It is well established that children from economically weaker backg r o u n d s h av e l o w e r learning outcomes. For instance, children from poorer households tend to have less educated parents who are unable to provide learning support like in

A widening learning gap richer households. Parents support their children’s learning in many ways — helping with homework, sending children to tutors or private schools, and spending more time with children. All these inputs contribute to the overall development of the child. Remote learning opens up another channel that widens the learning disadvantage of relatively poorer children. These children may not have access to devices like computers, tablets, smartphones etc. that are needed for remote learning and, therefore, may not be able to access the opportunities provided during the pandemic. ASER 2020 has found that children with low parental education are less likely to have a smartphone — 45 per cent as compared to 79 per cent of children with high parental education. Such families are also more likely to send their children to government schools — 84 per cent compared to 54 per cent for children with more educated parents. Further, only 55 per cent of children with low parental education received any learning support at home compared to almost 90 per cent of children with high parental education.

What about other learning resources, like availability of textbooks and access to private tuition? Here the gap is much smaller: 28 per cent children with low parental education took private tuition compared to 33 per cent with high parental education. Similarly, there was not much difference in access to textbooks — 79 per cent versus 83 per cent. This is understandable as most state governments made a big push to get textbooks to children during the lockdown. Other than textbooks, school systems shared a variety of learning materials during the pandemic. Overall, only about 35 per cent children reported receiving any learning material (other than textbooks) from their school in the week prior to the survey. However, only 23 per cent children with low parental education received any material as compared to 49 per cent of children with high parental education. There could be a variety of reasons for this large gap in access. First, as noted earlier, a majority of children at the lower end of the income distribution are enrolled in government schools and these schools were slightly less success-

ful at distributing learning materials (other than textbooks) as compared to private schools — 33 per cent children in government schools reported receiving learning materials as compared to 40 per cent in private schools. Second, while schools used a variety of ways to share material and activities such as phone messages, messenger apps, in-person visits and phone calls, 87 per cent of children received learning material via one medium, predominantly WhatsApp (72 per cent). Again, with a majority (55 per cent) of children in relatively poorer households not having a Smartphone, their access to whatever learning material being distributed in this mode was limited. Although there has been a lot of public discussion on digital modes of education for school children, online and video classes catered largely to urban or educated elite populations whose children went to private schools. Among the learning materials and resources shared by schools, the closest things to “instruction” were online videos/classes. With limited access to digital devices, it is not surprising that less than 5 per cent of rural

children with low parental education attended online classes as compared to 20 per cent of rural children with high parental education. In other words, apart from having a textbook, children whose parents had little or no education, who most likely had learning deficits to start with, were pretty much left to their own devices. In fact, 40 per cent of these children did not engage in any kind of learning activity in the reference week, as compared to 20 per cent of the children with more educated parents. It is clear that all children will need some remediation as and when schools open. However, children from disadvantaged backgrounds, typically studying in government schools, will need more help. According to ASER 2018, the proportion of children in Class 5, with low parental education, who could read a Class 2 level text was 35 per cent as compared to 70 per cent of children with high parental education. So, not only did these children have limited access to learning materials during the school closures, they also started with a much larger learning deficit. By

implication, children who had lower learning levels to start with will experience greater learning losses due to limited access to learning resources during this period. This, in turn, will lead to a widening gap between children from poorer backgrounds as compared to more well-off children. States may use this opportunity to put in focused remedial instruction in school. ASER 2020 shows how families and communities stepped in during the pandemic. Today, parents are more educated than ever before — more than 75 per cent children have at least one parent with more than primary school education. ASER 2020 shows 75 per cent children receive some kind of help from a family member in studying at home. Also, the community can play a larger role. During the school closures, almost 70 per cent of school respondents reported getting help from a variety of community members to reach out and support children. ver the past 200 years or so, humankind has undergone massive changes. While change has been constant throughout human life on earth, science and technology gave humans the handles of control over a lot of those changes. Science and technology also accelerated the pace of change. Many say human life has reformed in all these years. The point they seem to miss is that in all these years, we have mostly tried to regulate procedure and not really been working at reform. Regulation is not reform. Reform is a more fundamental concept, one that introduces positive changes. The pandemic, which stopped life in its tracks, was a reminder that we need reforms. With the vaccine now reaching people and restrictions on movements gone, it is possible we will soon push the lessons of the pandemic into oblivion and move on without reforming. Governance, as a tool, is not about reforms. Governance is about laying out procedures for the smooth functioning of systems. But reforms go beyond that. The fight today is between life and lifestyle. In the process of our evolution, we have built many institutions and each institution has taught us more regulation and less reform. Human life is not eternal. Life is about more than just inhaling and exhaling air. Science and technology only create an illusion of giving us a quality life, with more apps and gadgets. For every problem, there is a machine. The machines have more machines to enhance their performance and give us an illusion of a life well lived. We judge the quality of life by an individual’s ability to buy these machines. But the quality of life can’t improve just by automating daily functions. To attain a quality life, we have to reform. This reform requires change and actualisation of the inner self. This needs inner reforms. Artificial intelligence cannot regulate our minds and emotions. It cannot stop a pandemic from hitting us again, even if it can assist in making a vaccine faster through data collection, analysis and sharing. We must also ponder over

what needs more attention and care — regulation or life itself ? This crucial question also provides answers to what is more important — regulation or reform. And what is reform exactly — a real change or more regulation? It is important to make these distinctions and set the right priorities. Regulations can show the way but the end goal of society needs to be reform. We are faced with huge crises such as climate change, environmental degradation, crimes against people based on their life choices, and an increase in violent tendencies among children due to unmonitored exposure to online content and violence-promoting gaming. To each problem our response is to bring in a new regulation — but in the absence of real reforms, we find our problems getting bigger and seemingly out of control. Societies will have to get together and discuss the need for reforms. They must begin by asking the crucial question: Are we only destroying what we have or are we building something new? Sustainable life goes beyond just planting trees or reducing our carbon footprint. It is also about a balance between regulation and change. The pandemic proved to us that all that we built in over 200 years has pushed us towards living more dangerously. We are now living in what is called the age of anxiety. he year 2020 compelled the entire world to recognise the urgent need to review everything using collective wisdom. The year was also a landmark in the history of gender rights. It saw the confluence of very important milestones — a quarter of a century since the path-breaking Beijing Platform for Action, five years of the 2030 Sustainable Development Agenda and the beginning of the Decade of Action to achieve the ambitious Sustainable Development Goals. The year saw governments, politicians, practitioners and people strive and struggle to meet the twin mandate of protecting past gains on gender and creating a future that is more equal. At the centre of this is the compounded task of holding the purse strings in a way that economic relief and respite reached the last mile and the economy remains afloat. The Union Budget 2021, therefore, is an exercise that will have a bearing on the decades to come. It will need to address the need to propel more favourable developmental outcomes for the country. The most critical requirement on the road to recovery will be addressing broader economic vulnerabilities while also attending to the necessities of those who we must not leave behind in the journey forward. In doing so, it is imperative that the budget have a strong gender content. This does not imply that government allocations be divided according to gender. It also does not mean a separate budget for women. It means looking at the entire budget-making exercise from a gender equity perspective to assess how it will impact women, men and persons with other gender identities differentially. It implies that the budget considers the varied impact of the pandemic that has worsened pre-existing gender and economic inequalities. It should be founded

on the premise that rebuilding the economy will not be possible without prioritising women’s economic recovery and well-being. The government of India’s response to the COVID-19 pandemic has been prompt, given that the challenge was to manage one of the world’s largest lockdowns. It has been premised on the mission of self-reliance, selfdependence and inclusive growth. With increasing evidence, there is greater acceptance of the fact that the impact of the crisis has not been gender-neutral. A socio-economic impact assessment of the pandemic by UN Women has revealed that the feminised sectors are hit the hardest. Globally, 72 per cent of domestic workers — largely women — have lost their jobs during the pandemic. With plummeting economic activity, women in the accommodation, food services and care sectors, where they have a significant presence, have been more vulnerable to pay cuts or loss of livelihoods. To move steadfast on the road to recovery, it is vital that the budget addresses women’s distinct economic roles, recognises their contributions and constraints and takes this opportunity to put them at the centre of investment. Government expenditure on up-skilling and reskilling of women needs to be increased to keep women in the workforce and bring back those who have left. An important task will also be putting more money in the hands of women through schemes like the Mahatma Gandhi National Rural Employment Guarantee Act, under which the majority of the beneficiaries are women. Given the pandemic’s deep impact on women, the budget also presents an opportunity to renew focus on issues like nutrition and access to education. There should be a special focus on frontline healthcare workers, especially nurses, midwives

and community health workers. For a more sustained recovery, more women need to be included in the post-pandemic decision-making processes. The role of almost half the population in pulling back the economy and society needs to be recognised. Ground realities in this colossal rebuilding endeavour point to the longstanding need to inject more fluidity in the system. Debatably, the most important part of the recovery will be cushioning small and medium enterprises, a notable percentage of which are women-owned and managed. Given that these have been traditionally considered as high-risk by financing institutions and tend to not have all the required collaterals for getting loans, developing a new scheme to meet the financing needs of womenowned businesses will be critical. Promotion of women-owned businesses in public procurement processes will require incentives and concession, especially with regard to the entry criteria. The government could also consider affirmative action in procurement similar to South Africa, where rules demand that government contractors’ subcontract to certain marginalised groups. For example, priority can be given to businesses which employ 50 per cent women or which source from women-owned businesses. Budget 2021-22 is going to be a historic one in many ways. It presents the government with an opportunity like never before to not just recover but build back better and equal. Hopefully, the paradigm shift from women in development to women-led development will be initiated at a time when we risk reversing much of what we had considered won. A Bench headed by CJI SA Bobde also stayed the acquittal of the accused after Attorney General KK Venugopal submitted that the judgment would set a dangerous precedent. Making an urgent mentioning of the case, Venugopal urged the top court to take suo motu cognisance of the HC’s verdict that said groping a child’s breasts without ‘skin-to-skin contact’ would not amount to ‘sexual assault under POCSO Act. “It is a very disturbing conclusion. Flaming petrol prices to fuel CNG vehicles adoption: report

New Delhi, Jan 26 (IANS): Elevated prices of petrol due to a steep increase in taxes in the recent past is set to increase the adoption of compressed natural gas (CNG)-driven vehicles, Crisil Research said. Accordingly, the last time petrol prices had crossed the Rs 80 per litre mark was in October 2018, when Brent crude had surged to $80.5 per barrel. In contrast, the price has now touched an all-time high of Rs 85.2 per litre in New Delhi even though Brent has slid to $55 per barrel. The increase is due to higher excise duty, which rose by Rs 13 to Rs 32.98 per litre in 2020 and valueadded tax. “Tax now accounts for over 60 per cent of the retail selling price of petrol, compared with 47 per cent

in 2019,” said Hetal Gandhi, Director, CRISIL Research. “Given that the government has to find the money to ramp up public spending and is also promoting usage of cleaner fuels - it is unlikely that the tax on petrol will come down to previous levels anytime soon.” In the current fiscal, the government is expected to earn incremental revenue of Rs 1.4 lakh crore because of higher excise duty - despite petrol and diesel sales volume likely declining 10-16 per cent. Besides, in 2021, Crisil Research expects Brent crude to rise 23 per cent on-year to an average $50-55 per barrel from $42.3 per barrel in 2020, riding on a gradual recovery in economic activity globally. “That would mean a 4 per cent increase over the average closing price of De-

cember 2020.” “In comparison, domestic gas prices are expected to rise over 20 per cent to $2.5-3.5 per million British thermal unit (mBbtu) in calendar 2021 from $2.45 in 2020.” Furthermore, the percentage increase in domestic gas prices is similar, the differential between petrol and CNG retail prices will remain wide because of higher taxes on the former. per cent of the passenger vehicles sold in the country annually. “With the implementation of Bharat Stage VI standards, prices of diesel vehicles have risen sharply, pushing most commercial players towards CNG.” “The price competitiveness of CNG is evident in consumption volumes, which have logged a CAGR of 11 per cent over the past three years.” About 1.8 lakh CNG cars and passenger vehicles were sold last fiscal versus 1.4 lakh in fiscal 2015. “CNG was always cheaper than petrol, but the price differential between the two has widened rapidly in the past two years,” said Mayur Patil, Associate Director, Crisil Research. “Today, the cost of running a CNG car is 44 per cent less than a petrol variant, if you consider the

CNG price of Rs 42.7 per kg in New Delhi.” According to report, the ramp up in the share of natural gas in India’s energy mix is expected to take place via the trunk gas pipelines which are being laid, and deeper penetration of the CGD network. “A total of 136 ‘geographical areas’ have been awarded under Rounds 9 and 10 of CGD, which are expected to cover 71 per cent of the cumulative population.” “While growth in CNG vending outlets has more than doubled to 2,434 between 2015 and 2020, it is still significantly fewer than petrol outlets. The expansion of CGD network and increasing adoption of CNG as a fuel for personal vehicles will ensure this number increases faster than before.”

Proposed changes to India's regulatory framework for non-bank financial institutions (NBFIs) or NBFCs are likely to enhance the sector's stability, Fitch Ratings said on Wednesday. The longer-term impact of such reform would also depend on its implementation, robust regulatory and market scrutiny, it said. "We believe that the reforms would preserve NBFIs' niche business models, and could improve the funding environment for some entities by strengthening investor confidence in the sector," the ratings agency said in a note. "For the sector as a whole, the proposed measures should strengthen governance and risk management, although we do not view these areas as major credit weaknesses for Fitchrated Indian NBFIs." As per the note, the proposed new norms entail larger entities to face enhanced disclosure requirements, tighter risk and capital management requirements, which would

More than 560 young and gifted musicians in all music disciplines from 5 continents and 38 countries around the world competed for the event. lder adults who post more pictures on Facebook may feel more competent and that may lead to significantly higher levels of well-being in general, a new study suggests. The findings, published in the journal Health Communication, indicates that certain Facebook activities are linked to feelings of competence, relatedness and autonomy.

“What it may boil down to is that older adults might want to reduce their overall use of the platform, but still engage more in those specific Facebook activities that can enhance their sense of competence, like posting photos,” said researcher S. Shyam Sundar, Professor at Pennsylvania State University in the US. According to the team, commenting more frequently and receiving

more responses to posts -also called message contingency -- tended to improve feelings of relatedness and connection with others on Facebook. However, the researchers also found that overall Facebook use was linked to lower well-being among older adults. “Much of the social media research out there focuses on younger people because they tend to be the main users of the technology, but older adults are also becoming more used to technology and are using social media more,” said Eun Hwa Jung, Assistant Professor at Kookmin University in South Korea. For the study, the researchers conducted both a content analysis and an online survey of about 202 Facebook users who were more than 60 years old. (IANS)

New Delhi, Jan 27 (IANS): The player auction ahead of the 2021 Indian Premier League (IPL) edition will take place on February 18 in Chennai. IPL confirmed the news on their official Twitter handle: “IPL 2021 Player Auction on 18th February. Venue: Chennai.” As many as 139 players have been retained by the eight IPL franchises whereas 57 players have been released from their existing squads. Sunrisers Hyderabad have retained the most number of players -- 22 -- while Royal Challengers Bangalore have only 12 players in the squad. Kings XI Punjab will enter the auction with the biggest possible purse of Rs 53.20 crore, followed by RCB (Rs 35.90 crore).
