He was 57 and leaves behind his wife and two sons and two daughters including his parents and two sisters. Temjen Toy, son of Er. Lanu Toy, retired Chief Engineer (Power department) and Temsumongla, was recruited to the Indian Administrative Service in 1989 through UPSC and allotted the Nagaland cadre. State Funeral: A State Funeral will be accorded to late Temjen Toy who died in service, as decided by the state cabinet at an emergency meeting Thursday evening. According cabinet secretary J. Alam the State Funeral will be held on Friday at 12 noon at late Temjen Toy’s official residence, Officers Hill, Kohima. All government offices in Kohima will remain closed on Friday to enable government employees to pay their last respects to the departed

CNTC seeks speedy completion of old Dhansiri bridge DIMAPUR, JAN 28 (NPN): Central Nagaland Tribes Council (CNTC) has urged the state government, the department in-charge and the contractor to complete the construction of Old Dhansiri bridge without any further delay. In a press release, CNTC president T Lanu Imchen said that it was now four years since construction of the bridge began, but some bridges that started much later have all been completed. Once completed, it said that the bridge would bring a great relief to citizens as it was “a vital linkage of releasing the congested traffic in the commercial hub of Dimapur”-- traffic problem from Zion Hospital junction till up to Khermahal police point and clock tower. CNTC has, therefore, urged the authorities to heed to the plight of the commuters and complete the bridge.

DIMAPUR, JAN 28 (NPN): Nagaland on Thursday reported only one COVID-19 positive case from Peren district, taking the State’s COVID caseload to 12084. As on January 28, the state recorded 52 active cases, while 11, 801 have recovered from the infection, 88 died due to the virus and 143 patients migrated.

Colony, Kohima. Temjen graduated from Bombay University in 1985 and pursued his MBA in Marketing at the prestigious Indian Institute of Management (IIM) Calcutta in 1986 but discontinued in the third semester to prepare for UPSC exams. He also served in three districts at various capacity and as DC of Mokokchuung and also headed various important departments. He was also Team Leader of Nagaland Empowerment of People through Energy Development (NEPED) from 2006 till 2011. He was actively involved with various frontal organizations especially in the field of sports and health related issues and was also the chair of various State apex sports organisations including Muay Thai, Softball and Rifle Association.

Governor of Nagaland RN Ravi has expressed grief and shock over at the untimely demise of Temjen Toy and said thatthe state has lost an able administrator and one of the finest human beings. In a condolence message to Mrs. Ruovi Toy, Ravi said that Toy as an administrator was always willing to take on difficult responsibilities and made his mark as a conscientious public servant. He said that Toy’s contribution to the people of Nagaland in various assignments would be remembered for ever. He displayed splendid administrative acumen while serving as Commissioner Nagaland as well as the principal secretary to two chief ministers. As a mark of respect and to mourn the demise of Nagaland chief secretary Temjen Toy (IAS), the Ao Senden and the Eastern Nagaland Peoples Organisation have called for closure of all establishments including government offices in their respective jurisdictions on January 29. The Ao Senden president Chubawati Ao and general secretary Imtipokyim Thursday informed that all government offices, educational institutions and business establishments under Ao jurisdiction will remain closed on January 29, 2021. Meanwhile, Eastern Nagaland Peoples Organisation (ENPO) has declared half day mourning on January 29 from 6 a.m. to 12 noon in all Eastern Nagaland areas. According to ENPO president, Kekongchim all government offices, school institutions and business establishments throughout Eastern Nagaland will remain closed during the mourning period.

KOHIMA, JAN 28 (NPN): Nagaland chief minister Neiphiu Rio has called on Nagas to become “more than self-sufficient” in food production so that they could sell the surplus. Speaking at the inauguration of the newlyconstructed Sechü (Zubza) Village Council hall on Thursday, Rio remarked that while COVID-19 pandemic had been very challenging for the people, it also taught “us” the need to get back to “our roots and work for our sustenance”. He recalled

that many people residing in urban areas and having faced scarcity of essential commodities had migrated back to their native villages and started cultivating lands. “We may be able to produce sufficient for ourselves. However, there is a need for us to produce in greater quantities and make our produces commercially viable,” he stressed. Rio said Nagas enjoy numerous privileges like not paying income tax or wealth tax which, he guessed, could be one of the reasons why the people had little sense of responsibility.

He observed that majority of the population avoided work and simply moved around asking from others, thus destroying the work culture of “our forefathers”. He mentioned that even the Bible taught man to make a living out of the sweat of his brow and stressed starting social reformation from the church in order to propagate the need for every person to work for his own livelihood and not simply rely on others. Rio lauded Sechü Village Council for being exemplary by not asking donations from others but collectively building the new hall with its own funds. Observing that Sechü was at a very strategic location envied by many, he said there was ample room for the village to change itself by upgrading to a town. “Many villages refuse to upgrade as they eye financial assistance that comes in

the form of village development board (VDB) funds. However, when there were more than 2,000 residents, a village can be upgraded into a town and with that even more funds will be made available to them,” he explained. He urged the village to have an open mind and think forward as, besides the four-lane road that already passed through the area, even a railway station would come up very soon. Therefore, necessary developmental activities have to be put in place in order to accommodate the change, he added. Earlier, the inaugural programme was chaired by organising committee convener Neidilhoutuo Sechü. NEW DELHI, JAN 28 (PTI): India has flattened its COVID-19 graph and 146 districts have reported no new case of the viral disease in the last seven days, 18 in 14 days, six in 21 days and 21 districts in the last 28 days, Union Health Minister Harsh Vardhan said on Thursday. This has been achieved due to pro-active testing with more than 19.5 crore COVID-19 tests conducted in the country so far, Vardhan, who chaired the 23rd meeting of the high-level Group of Ministers (GoM) on COVID-19 through a video-conference, said, according to a statement issued by the health ministry. The current testing capacity is 12 lakh tests per day, the minister added. Of the over 700 districts in the country, around 20 per cent have not reported any COVID-19 case in the last one week. “Less than 12,000 cases were reported

in the last 24 hours and the active caseload has reduced to just 1.73 lakh,” he said. Vardhan informed that a meagre 0.46 per cent of the 1.73 lakh active COVID-19 cases is on ventilators, 2.20 per cent is in the ICU and 3.02 per cent is on oxygen support. The minister stated that 165 cases of a new UK variant of the virus have so far been reported in the country and the patients are kept under supervised quarantine and surveillance.India has flattened its COVID-19 graph, he said. Dr Sujeet K Singh, Director, National Centre for Disease Control (NCDC), presented a detailed report on the current and future scenario of COVID-19 in India, drawing a comparison with the trajectory of the confirmed cases and growth rates of the viral disease in other countries. India has repor ted a seven-day growth rate of 0.90 per cent, amongst the lowest in the world, he stated.

Over 70,000 have registered for COVID vaccine in State Budget session set to be stormy; Opp DIMAPUR, JAN 28 (NPN): Altogether 70,274 people have registered for COVID-19 vaccine in the State till Thursday, of which 20,692 are healthcare workers, a DIPR report stared. Disclosing this at a meeting of State Task Force held at the health & family welfare (H&FW) directorate in Kohima on Thursday to review COVID vaccination and upcoming National Immunization Day (NID) for polio, State immunisation officer (SIO) Dr Ritu Thurr further stated that 5,773 healthcare workers have been administered the first dose of Covishield vaccine in the State. He said the first dose of vaccination would continue till February 24. Held under the chairmanship of H&FW principal secretary Amardeep Singh Bhatia and attended by officials from H&FW and social welfare departments and State-level development partners from WHO, UNICEF and UNDP, the meeting was informed by WHO

senior medical officer Dr Sheilla Longkumer that the State was ready to start a three-day polio campaign to target 1,51,000 children and ensure coverage of 80% children below 5 years. She said that the state level campaign will be launched at Naga Hospital Authority Kohima. During the 3 days campaign-- Monday and Tuesday will be house to house, while Sunday will be open for those who could not get vaccinated on those two days.

State to launch IPP on Jan 31

State Health department has informed that Intensive Pulse Polio would be launched on January 31, 2021along with the rest of country. The department stated that polio drops would be administered to all eligible children from 0-5 years throughout the state in 2206 Polio Booths to be manned by 9096 health personnel and 441 supervisors along with vaccines and other logistics. It stated that special focus would be given

to migrant population with an aim to prevent importation of Polio cases. The department has appealed to all sections of the society, agencies (government, and non-government including the security forces and police), organizations, churches and community leaders and especially parents of children below 5 years of age to come forward and ensure that all eligible children receive the “Two Drops of Life” (Polio Drops) on January 31, 2021. India has remained free of wild polio cases since January 2011 and India’s unprecedented progress against polio has led to certification of south east region including India by WHO in March 2014. India remains at high risk of importation till the whole world is free of wild polio virus. As per the recommendations of the India Expert Advisory Group (IEAG) on Polio NIDs are to be conducted covering all the children in the age group 0-5 years of age using bOPV. NEW DELHI, JAN 28 (PTI): The Budget session of Parliament beginning Friday is poised to be stormy with the Opposition set to attack the government over the three new farm legislations, amid an ongoing agitation by farmers. The session will begin with the address of the President to the joint sitting of the two Houses on Friday morning followed by the presentation of the Union Budget on February 1. A total of 16 Opposition parties have announced a boycott of the President’s address in solidarity with the farmers protesting the new farm laws, senior Congress leader Ghulam Nabi Azad said on Thursday. 16 Opposition parties have also demanded a probe into the violence on Republic Day in Delhi. With a view to have a paperless Budget, all the documents and the Economic Survey would be made available online soon after

Like the last time, in this session too COVID-19 protocols will be in place and Rajya Sabha and Lok Sabha will meet in shifts of five hours each -- with the upper house meeting in the morning and the lower house in the evening. KVK Kiphire training on diversified farming practices

DIMAPUR: Training programme on “Diversified farming practices for doubling farmers’ income” was conducted from January 19 to 22, at Pungro block, covering Cedeyevong, Jenty, Zaonger and Kiusam villages under Kiphire district. A press release by KVK Kiphire senior scientist and head (i/c) Dr. N. Khumdemo Ezung stated that during the programme, HEA Kiphire Seroba Sangtam highlighted on various cropping systems like mixed cropping, inter cropping the benefits of crop rotation and how it helps in maintaining the soil fertility. He emphasized mainly on

growing groundnut along with maize, whereby, the groundnut being a leguminous crop further increase the soil fertility and enhances the growth and yield of maize. DAMU, KVK Kiphire SMS (agro meteorology), Temjenna Jamir, spoke on the various aspects of integrated farming system which was an important system for livelihood security. She spoke on the different types of integrated farming system mainly fishery-piggery and fishery-poultry. Farmers were also highlighted on the importance of registering themselves in

the mkisan portal and how it would play a significant role as bi-weekly messages were sent through the portal for all the registered farmers. Meghdoot, Damini and Mausam seva apps were also popularized during the programme. A brief highlight on the three Farm Acts, 2020 was also delivered. Training was conducted as part of Krishi Kalyan Abhiyan-III programme in Kiphire aspirational district, which was an initiative of Ministry of Agriculture and Farmers’ Welfare, India. Altogether, 120 farmers attended the four-day training programme.

PEC seminar on model solid waste management DIMAPUR: Phevima Eco Club (PEC), a youth based initiative organised a seminar on “best practices on solid waste management” focused on zero waste at Kacharigaon Phevima village on January 26. A press release by PEC stated that, the interactive seminar and demonstration were conducted by “Pro Rural”, a Dimapur based NGO, registered in 2009, which has collaborated with Dimapur Municipal Council on waste management practices in 38 colonies in Dimapur. Seminar was co-facilitated by Lieutenant Col Joy Choudhury, of the Zila Sainik Board. Project coordinator of Pro Rural, Neili Konyak demonstrated the process of home composting with the G2G composter (garbage to gold) powder for turning household waste into compost manure. CMO Tuensang inaugurates sub-centres

DIMAPUR: Two new sub-centres at Chendang Saddle and Washu village were inaugurated by CMO, Tuensang Dr. I Moatemjen Jamir on January 27. A press release by the organisers stated that, Dr. I Moatemjen said that Chendan Saddle was located at a strategic location (Tri-junction of Noklak, Shamator & Tuensang) and therefore the health centre was very important to cater to medical emergency services in the area. He advised the village council to demarcate the area of health centre, make proper affidavit of land gift deeds and submit one copy to the CMO office as early as possible. He further instructed village leaders to discourage the private settlement near the health centre to prevent land encroachment issues in the future. Pranab Kumar Gogoi, a drilling superintendent, and Ram Kumar, a radio operator of Delhibased Quippo Oil and Gas Infrastructure Ltd, were kidnapped at gunpoint by ULFA-I insurgents from the drilling site in Innao area of Arunachal Pradesh’s Changlang district on December 21 last year. Suspected ultras kill two, injure one in Assam village Guwahati, Jan 28 (IANS): Two persons, including a woman, were gunned down and one villager shot and injured when suspected militants opened indiscriminate fire in a village in Karbi Anglong district of Assam that borders Nagaland, police said on Thursday. Police said that the armed men attacked Kharnaidisha village on Wednesday night and started firing, killing Amit Nunisa, 42, and Alota Maibongsa, 60, on the spot. Ashit Phonglosa, 25, sustained a bullet injury and was shifted to a hospital. Nunisa had surrendered to authorities along with several other Dima Halim Daogah extremists in 2003 after an agreement with the government. “We were asleep but woke up when we suddenly heard the sound of firing. When the villagers came out from their homes, they saw the gunmen leaving the village after killing two persons and injuring another,” a villager told the police.

Shillong, Jan 28: A civil society group on Thursday demanded the arrest of a Cabinet minister’s brother for allegedly carrying out illegal mining and holding him indirectly responsible for the death of six coal miners in East Jaintia Hills district recently. The East Jaintia Hills National Council (EJNC), president, Sambormi Lyngdoh has claimed the coal mine where the mining accident occurred belongs to Excise department Minister, Kyrmen Shylla’s brother Bison Shylla. He alleged that the “inaction” by the government against the mine owners indicated that the mine owners have political backing. Shylla is from the United Democratic Party, which is a key ally in the National People’s Partyled Meghalaya Democratic Alliance government. Rub-

bishing the allegation, excise minister said, “As far as I know, my brother is not involved in the incident but police should investigate to find out who is the owner of the land and take action as per as the law of the land.” Shylla won from the Khliehriat constituency in East Jaintia Hills district and vocally opposes the coal mining ban in the coal-rich district in particular. Lambasting the Home Minister Lakhmen Rymbui for inaction, Lyngdoh said if the Home Minister doesn’t take action, EJNC would be compelled to file an FIR against the coal mine owners for carrying out mining illegally. On January 21, six miners died in a mining mishap. Five out of the six miners have been identified and were from Assam. The body of the sixth miner wasn’t identified till reports last came in. EJNC president alleged that the mine

In the 2018 Ksan coal mining mishap, an unaccounted number of miners died in a coal mine accident when the walls of the mine burst and water from the nearby Lytein River flooded in. At least 17 miners died in the coal mine accident, one of the worst in Meghalaya’s mining history. The mining was being carried out illegally and the area too falls under East Jaintia Hills district.

Shillong, Jan 28: With the BJP seeking the resignation of Meghalaya Home Minister and United Democratic Party (UDP) legislator, Lahkmen Rymbui in the wake of the death of six labourers in an illegal coal mine in the East Jaintia Hills, the former has retorted back, asking his coalition partner to seek the resignation of Karnataka chief minister BS Yediyuraapa instead, in whose home constituency five persons died in an explosion in a quarry. “The BJP leaders from Meghalaya should first ask for the resignation of the Karnataka Chief Minister after five people have died on January 21, 2021 in the explosion at a quarry in Hunasodu village of Shivamogga which is his home constituency. The BJP being a national party should first introspect,” Rymbui said on Thursday. The BJP, which is a partner in the National People’s Party (NPP)-led ruling Meghalaya Democratic Alliance (MDA), of which the UDP is the second largest constituent, has been demanding for the resignation of Rymbui ever since the tragedy in the illegal coal mine came to light. Manipur college teachers demand 7th UGC Pay

IMPHAL, Jan 28: Teachers of government colleges in Manipur on Thursday staged a sit-in-protest to resume their suspended agitations demanding implementation of 7th UGC Pay and Regulations, 2018. The teachers’ strike, however, did not affect normal classes as they announced continuing taking classes even as they resumed the agitation in consideration of the interest of the students attending classes with the reopening of schools and colleges from Wednesday. “We will continue conducting classes during the agitation considering the interest of the students appearing in the semester exams to be commenced from coming April,” FEGOCTA general secretary Dr N Somerendro said. However, boycotts of classes will be resumed any

time if the government fails to issue the necessary orders. The teachers launched the agitation under the aegis of Federation of Government College Teachers’ Associations (FEGOCTA). Failure on the part of the government to issue orders affecting the 7th University Grants Commission (UGC) Pay and Regulations 2018, the key demand of the teachers prompted the resumption of the agitation. To mark resumption of the agitation, teachers staged a sit-in-protest at the campus of the NG College, Imphal where almost all the leaders of the FEGOCTA took part. Even as the state government had agreed in principle to implement the latest revised pay structures recommended by the University Grant Commission (UGC), necessary orders were yet to be issued, Dr Somorendro alleged. ‘Panchayat can make Arunachal Atma Nirbhar’

He was speaking at the inaugural function of a three- day workshop on Arunachal Pradesh Panchayati Raj-Vision 2026 here. Mentioning the states potential in hydropower, tourism,

agriculture, horticulture, mines and minerals, the chief minister said, “You name it, we have it. With so much potential it is high time that we stop depending solely on the Centre and stand on our own feet.” This can be achieved only if the citizens contribute positively by sincerely doing their jobs, he said. “As grass-root leaders, your job is to think and work for your zila and gram. If you are sincere, honest and determined, each gram zila and our state will develop along with our country,” Khandu said. He also called upon the panchayat

Singh said the entire Northeastern region is faced with the challenge of mass exodus of students to different parts of the country in pursuit of higher education in streams of their preference. He said, it is therefore, for the educationists in the Northeast to work out a

comprehensive and effective plan to make use of the best practices incorporated in the NEP for the benefit of the students in the Northeast by overcoming the peculiar constraints of the region. The minister said the centre may also undertake a study to understand how the different streams and subjects available in the central institutions be introduced in the Northeast so that the students of the region can take the benefits of chosen subjects. The centre can also suggest ways and means to involve the state run colleges and institutions in carrying out the academic programmes initiated by the central government. It can also play the role of resource centre as well as coordinator between the central and state governments on the one hand and among the various education institutions of the region on the other hand, in order to ensure that the benefits of the NEP percolate down to the last student.

Arunachal: 5 NSCN rebels surrender in Longding

GUWAHATI , JAN 28 (AGENCIES): Five National Socialist Council of Nagaland (NSCN) cadres have surrendered before the security forces at Longding in Arunachal Pradesh, NE NOW report stated. Of the five surrendered militants, two belonged to NSCN (I-M) while three were from NSCN (K). The surrendered cadres were identified as Wangchen Wangsa (45) and Aaom Wangsu (24) of NSCN (I-M) and Chapha Panda (30), Jewang Wangsa (47) and Chaibo Panda (33) of

NSCN (K). Security forces have managed to bring the five NSCN militants to surrender after months of relentless pursuit and concerted efforts said, an Indian Army official. The cadres surrendered before a joint team of Arunachal Pradesh Police and Assam Rifles. Longding SP Vikram Harimohan Meena and Deputy SP Banghang Tangjang were present when the militants laid down their arms. The surrendered cadres were engaged in extortion and collection of taxes, said the official.

Deep Sidhu, main accused of Delhi violence, goes missing Chandigarh, Jan 28 (IANS): Punjabi actorturned-activist Deep Sidhu, who has been named in connection with violence in Delhi on Republic Day, has reportedly gone missing. He was last seen amidst the January 26 crowd that reached the iconic Red Fort by violating the planned route of the tractor march and was accused of provoking the protesters for installing a Nishan Sahib, a symbol of Sikh religion, on its ramparts. In a Facebook live from the Red Fort, Sidhu, who was once known for his proximity with actor and BJP MP Sunny Deol, was heard saying: “We have only hoisted the Nishan Sahib flag on the Red Fort while exercising our democratic right to protest.” He also said the national flag was not removed from the flagpole at the Red Fort and that nobody raised a question over the country’s unity and integrity. In another video, Sidhu was seen fleeing from Red Fort on a bike. Sidhu, along with gangster-turned-social activist

Sidhana is a gangsterturned-politician and was acquitted in several cases before contesting the 2012 assembly polls as a candidate of the People’s Party of Punjab, once led by Manpreet Singh Badal, who is currently the Finance Minister in the Congress government in Punjab. Farmer leaders have, in fact, distanced themselves from both Sidhu and Sidhana and blamed them for inciting violence. However, Sidhu, blaming the farmer union leaders of taking decisions without consulting the people and defending himself, in his latest video, said: “I am seeing that false propaganda and hatred is being spread

against me.” “Thousands of people had reached there (the Red Fort), but no farmer leader was present there. Nobody indulged in violence or damaged any public property. They put up the Nishan Sahib and a farmer flag at the flagpole to register their protest,” he said. “Many people were carrying Nishan Sahib flags, farmer flags and the tricolour. If you say by doing so I have turned traitor, then those who were present there were traitors too,” Sidhu added. On the farmer union leaders calling him an RSS man, Sidhu said only a truthful person would be able to hoist a flag at the Red Fort. “You’re calling me a RSS man, a BJP man. Will an RSS man put the flag atop Red Fort? Think about it. Will a Congressman be able to do so? No. Only a pure and truthful person will do so. By calling one person a traitor, you are referring to the whole crowd,” he said. In the video, he clarified that he hasn’t run away anywhere and is at the Singhu border.

UP police use force to disperse farmers in Baghpat

Baghpat (UP), Jan 28 (PTI): A farmers’ protest against three farm laws of the Centre, which was continuing on a national highway in this Uttar Pradesh district since December 19 last year, has come to an end with the protesters alleging use of force by police. The police, however, claimed that the matter was resolved through deliberations and the protesting farmers were sent home on Wednesday night. The protesters have alleged that police personnel entered their tents late on Wednesday night, used force on the sleeping farmers and chased them away. Thamba Chaudhary, Brijpal Singh, Baljaur Singh Arya, Vikram Singh and other farmers who took part in the protest on Thursday said their agitation against the farm laws was going on on one side of the national highway. Late on Wednesday night, a large number of police personnel entered their tents, resorted to lathicharge on the sleeping farmers and chased them away, they told reporters.

Charging the police with adopting repressive measures, they claimed that their tents were uprooted. About 40 farmers were present at the spot at that time, they said. Refuting the charges, Circle Officer Alok Singh said the protest ended after deliberations with the farmers and the police did not resort to lathicharge on the protesters. Whatever happened was in agreement with those present there, he said, adding that the protesting farmers returned home peacefully. Meanwhile, ADM Amit Kumar Singh said the Project Director of the National Highways Authority of India (NHAI), Sanjay Misra, had written a letter complaining that work on the Delhi-Saharanpur highway was being hampered because of some anarchic elements. Acting on the letter, the protesters were removed from the national highway and sent home, the ADM said. The protest was launched on the national highway at Badaut on December 19 last year.

Rahul Gandhi continues to attack Centre on farm laws

Rahul Gandhi KALPETTA (KER), JAN 28 (PTI): Congress leader Rahul Gandhi on Thursday continued to attack the Centre over the three farm laws and claimed most farmers were not aware of details of the bills and if they did, there would have been an agitation throughout the country. Referring to the contentious central farm laws, he said it was the “latest deadly assault” on the farmers. A day after violence during the farmers’ tractor rally in Delhi, Gandhi had appealed to the Narendra Modi government on Wednesday to repeal, what he claimed were, “antiagriculture” laws. “Most of the farmers are not aware of the details of the farm bills.Because if they did, there would have been an agitation

throughout the country,” he said,addressing a UDF convention on Thursday at Kalpetta in Wayanad, his Lok Sabha constituency, on the second day of his two-day visit to poll- bound Kerala. He also alleged that while the BJP government at the Centre was “aggressively” using its central agenciesCBI and the Enforcement Directorate (ED)-against opposition party ruled governments, there was no such pressure on left ruled Kerala where the assembly polls are only months away. “In every opposition party ruled states, CBI and ED are used aggressively by the BJP.There is no such thing in Kerala. There is no such pressure on the Kerala government. CBI and ED are very relaxed on the cases here,” Gandhi said. “You go through newspaper reports.Does the BJP attack the Congress more or the CPI(M)? Does the Prime Minister attack the Chief Minister of Kerala or does he attack the leadershipof the Congress party?” he asked, apparently suggesting that the saffron party was going soft on the left front in the southern state. They are stealing from every single worker, they are stealing from every single worker in the mandis and stealing from every truck driver who takes wheat from the mandis and the Prime Minister of India is organising the robbery,” he alleged. “This is not just a crime against farmers, but crime against India,” Gandhi said. Gandhi also said if the Congress-led UDF comes to power in Kerala, a medical college, along pending demand of his Wayanad constituency, would become a reality. “The state government is going slow on this demand,” he claimed. Culprits behind wildfires

W

ith approximately around fifteen square kilometers of vegetation that included around six square kilometers of trees in Dzükou valley destroyed by a devastating fire which broke out during the last part of December 2020 and lasting over ten days till the fires were doused in the first week of January,2021. The loss can never be evaluated both environmentally or economically. What is of serious concern is that the forest fires in Dzükou valley have become almost regular incidents in recent memory. The most devastating fire was witnessed in 2006 when Southern Dzükou was totally devastated after over 20 kilometers were reduced to ashes. Another similar disaster was averted in 2009 but forest fires, whether caused by nature or man, continues to pose serious threat on Dzükou valley. The Southern Angami Youth Organisation (SAYO), whose volunteers have valiantly battled fires in several incidents, is actively involved with protection and preservation of the Dzükou valley. SAYO has extended cooperation with police to ascertain how the fire broke out and who was responsible? There have been several reports of some people suspected to be involved and who had trekked from another end of the valley. It would definitely be in the interest of both the governments of Nagaland and Manipur to ensure that the culprits responsible for the recent fires in Dzükou valley are identified and brought to book. The probe will go on but the important thing is to understand the valley and its vegetations in order to be mentally and physically prepared for any such eventuality. What the 2006 forest fire revealed is that there is need to understand more about forest fires, how they can occur, the biomass of the area and preparing for any such eventuality. The biomass at Dzükou is mainly of the unique bamboo brake variety which has a tendency to act like a combustible material. What it means is that there is need to undertake floristic analysis of the species most liable to spread fire. This is required since the quantity of combustible available and the actual vegetable species are the main factors determining heat emanation in the event of a fire. Estimation of the contours of the area along with the distribution of the foliage can also help in understanding how fire could spread. The state government has to put into gear the resources of the departments of Forests and fire services to study areas prone to forest fires. Knowledge of the typology of the combustible is necessary for the realization of planning measures. Since most of the forest area in the state fall under the traditional jurisdiction of the respective villages, awareness about prevention and fire fighting must be inculcated. The villages play a direct role in the management of the forests and therefore, the Forest department has to coordinate such exercises with the villagers. Better management through co-ordinated efforts between the departments involved with environment, such as forest department and also natural calamity, such as NSDMA will go a long way towards protection and preservation of the valley. Though the current failings has proved to be a bitter experience, yet in a way, the fires at Dzükou provides us with the opportunity to be better equipped and prepared.

Every time we stand on our own rights and insist that this is what we intend to do, we are persecuting Him. Whenever we rely on self-respect, we systematically disturb and grieve His Spirit. And when we finally understand that it is Jesus we have been persecuting all this time, it is the most crushing revelation ever. Is the Word of God tremendously penetrating and sharp in me as I hand it on to you, or does my life betray the things I profess to teach? I may teach sanctification and yet exhibit the spirit of Satan, the very spirit that persecutes Jesus Christ. The Spirit of Jesus is conscious of only one thing— a perfect oneness with the Father. And He tells us, “Take My yoke upon you and learn from Me, for I am gentle and lowly in heart, and you will find rest for your souls” (Matthew 11:29). All I do should be based on a perfect oneness with Him, not on a self-willed determination to be godly. This will mean that others may use me, go around me, or completely ignore me, but if I will submit to it for His sake, I will prevent Jesus Christ from being persecuted.

The right to life, and environment

n the wake of Independence, India’s Constitution was an aspirational and audacious commitment to each citizen that held both people and the state to a high standard. Despite deep social divisions and abysmally low rates of literacy, life expectancy and nutrition, the Constituent Assembly developed a social contract that emphasised dignity and well-being for all Indians. Over the last seven decades, India has made distinct progress, but many core development challenges persist and we are yet to fulfil our constitutional promise. Climate change will only exacerbate existing inequalities through a range of cascading and coinciding crises that devastate the poor, marginalised and vulnerable. This Republic Day, it is worth remembering lessons from our Constitution as we prepare to tackle the biggest crisis that looms over India and the world. In our constitutional commitment to human rights, we also have a charter for climate

action. In his last speech to the Constituent Assembly on November 25, 1949, B R Ambedkar famously asked what Indians must do “if we wish to maintain democracy not merely in form, but also in fact”. In his view, it was essential “not to be content with mere political democracy” but to strive for social democracy as well. Ambedkar believed that we needed empowering, equitable and inclusive principles to govern our relationships with each other and the state. These words from the Preamble — justice, liberty, equality and fraternity — serve as both hopeful and solemn reminders of the daunting path to achieving social democracy, especially in a warming world. We know that climate change is profoundly unjust, that it will increasingly impinge upon our freedom of movement, and that it could deny equality of status and opportunity to millions of disadvantaged citizens like the forestdwelling communities who have contributed least to

the crisis and yet stand to be hit the hardest. The evidence is clear that unless we rapidly move to reduce planet-warming greenhouse gas emissions, vast swathes of India could be inhospitable due to floods, droughts, heatwaves and increasingly erratic and unpredictable monsoon rains. The pandemic has provided a mere snapshot of how health and financial systems could be completely overwhelmed by climate impacts. In order to tackle these challenges, fraternity or bandhuta, the more holistic and less gendered word used in the Hindi language Constitution, is a reminder of how Indians must embrace their interconnectedness. This is something we so easily forget when we buy into the divisive narratives of difference that make us fall apart, and so easily remember when disaster and tragedy unite us into falling together. Bandhuta can particularly serve as a call to action for the powerful to direct their resources towards shaping India’s response to climate

change and “assuring the dignity of the individual”, as framed in the Preamble. Indian business and philanthropy can play a key role in building resilience by encouraging innovation, complementing the role of the state, and securing citizens’ legislated rights. Climate philanthropy can help develop and pilot new solutions and inspire ambitious political action. This is crucial in the narrow window available in the wake of the pandemic during which India can build a green and just transition. A plethora of opportunities are currently on the margins but could become mainstream drivers for the three key pillars of jobs, growth and sustainability. A distinctly Indian, climate-friendly development paradigm powered by clean energy could play an integral role in fostering social and economic justice by uplifting millions of Indians. Imagine rural livelihoods supported by clean-energy appliances such as grain crushers and cold chains that build decentralised access to elec-

tricity, reduce drudgery and foster entrepreneurship. Envision pilot projects with urban bodies to create local area plans that develop more habitable cities with renewable energy-driven public transportation, more pedestrian access and rejuvenation of green spaces and water bodies. Picture how Indian businesses can become more competitive for investment, spur innovation and nudge a more conducive regulatory environment through adopting renewable energy. Our nation’s welfare depends on healing the broken relationship between a broken economy and a broken ecology. We must equip and encourage people to think about the future, as well as the privations of the present. As the Centre for Policy Research’s Shibani Ghosh explains, the right to life enshrined in Article 21 is increasingly interpreted as a right to environment. When this is read together with Articles 48A and 51A(g), there is a clear constitutional mandate to protect the environment

that will only grow more important in the coming decades for citizens and the executive, legislature and judiciary. Central to these considerations is the need for a uniquely Indian climate narrative, one that is both by and for Indians. On January 26, 1950, when the Constitution came into effect, India stepped out of the shadow of the empire to become an independent republic with power held by its own citizens and elected representatives. Seventyone years later, India can build its own pathway out of the pandemic to become a climate leader aiming to secure a future where both people and nature can thrive. Much of this work can be rooted in the constitutional framework that binds together millions of Indians despite their myriad differences — a framework that is progressive in scope and ambitious in vision. I share this on behalf of all the affected residents alongside the ongoing four lane National Highway in Nagaland. I cannot remain a mute spectator for I have seen enough with my bare eyes for the last two years how we the residents have been exposed to extreme dust pollutants. While appreciating the suo motu case taken up by Kohima Bench of Gauhati High Court, what has been ignored or neglected is the air pollution generated from the four lane. Isn’t air pollution a civil wrong also a crime? It was all because of the delay and the construction company and NHIDCL are to be held accountable for not taking up adequate measures. As per information received under RTI, the Environmental Management Plan of M/S RAMKY-ECI (JV) and M/S Gayatri Projects Limited, both has assured the following that : 1. “The road surface shall be hosed or watered using suitable equipment to avoid dust pollution”. 2. “We will take all reasonable steps to minimize dust nuisance during the construction of works”. 3. “Air pollution monitoring shall be carried out at least once a month to verify that air pollution norms are being followed by the contractor and the air quality at the construction site does not exceed the prescribed limits”. 4. “Planting of trees along the highway as part of compensatory planting and also at locations sensitive to air pollution like schools, hospitals etc., which are very near to the highway

boundary”. Both the Construction Company has not conformed to the standards of EMP. Coming to Article 21 of the Constitution of India, it guarantees Right to life & personal liberty. It guarantees a life of dignity, to live in pollution free environment. It is the right of residents to breathe in clean air, and freely sit out, dry clothes or food, etc. They have clearly violated right to life and personal liberty. Furthermore, I question the credibility of the Nagaland Pollution Control Board for not being diligent and remaining toothless when genuine complaint was made to the Board. The Board empowered under AIR Act, 1981 had a role to play to combat air pollution in the State. As I delve deeper into the book, “The Great Smog of India” by Siddharth Singh, the book gives me the notion that air pollution is a very complicated issue and to combat it is to strike a balance everywhere rather than to completely seal the outlets that causes pollution. It is understandable that it is not facile to prevent Air Pollution, however, Nagaland in comparison to Delhi’s situation can easily take up this genuine problem. We require development at any field but that should not be at the expense of human life. A Project like this should be taken with great care so as not to pose risk to the public health. The positive news during the pandemic was, of course, the significant improvement in air quality, reduction in greenhouse gas emissions and less water pollution, all of which help in restoring ecological systems. The pandemic has specifically elevated the significance of social factors in the current moment, and environmental factors in the long-term. According to a study by the University of Oxford, there is a positive correlation between the average environmental, social and governance (ESG) scores of organisations and their countries’ macro-economic performance. A sustainable economy that promotes equality, facilitates self-reliance and prosperity and is environmentally sound is what all nations should aspire to. I have been reading posts about certain auto drivers charging enormous amount of money from passengers on the pretext of COVID and fuel hikes. And it was very appalling that the concerned authorities are not paying any heed towards the grievances of the public. The lack of vigilance on the part of the authorities encourages the drivers to charge randomly. Public have to put up with such occurrences on a daily basis which is most annoying. For instance, yesterday I took an auto from firing area to dhobinala and the auto driver demanded a hefty amount. When I asked for the reason of the exorbitant hike of 150 rupees, he replied nonchalantly with a ‘Petrol daam utishay’. With that reply engrained in my mind, I enquired other autos too and the responses varied from one driver to another. Some are honestly charging the appropriate amount without any expectation or arrogance. It is very sad to note that most drivers who charge inflated amount happen to be our own people. No wonder, people tend to look out only for non-Naga drivers. If we need to promote our local people, then those drivers need to be as honest as the non-locals. Without following the price rates fixed by the RTA, many are committing daylight robbery by smoothly mooching off the hard earnings of common men. NEW DELHI, JAN 28 (PTI): The coronavirusinduced suspension of scheduled international passenger flights has been extended till February 28, aviation regulator DGCA said on Thursday. “However, international scheduled flights may be allowed on selected routes by the competent authority on a case-to-case basis,” the Directorate General of Civil Aviation added. Scheduled international passenger services have been suspended in India since March 23 due to the coronavirus pandemic. But special international flights have been operating under the Vande Bharat Mission since May and under bilateral “air bubble” arrangements with selected countries since July. India has formed air bubble pacts with around 24 countries including the US, the UK, the UAE, Kenya, Bhutan and France. Under an air bubble pact between two countries, special international flights can be operated by their airlines between their territories.

NEW DELHI, JAN 28 (PTI): Supreme Court on Thursday said that if a Member of Legislative Assembly is disqualified under anti-defection law, he cannot be appointed as minister, till the remaining term of the House, even if he is nominated as Member of Legislative Council. The top court upheld the verdict of Karnataka High Court which had said that disqualification of BJP MLA AH Vishwanath under the anti-defection law continues till May 2021 and had dashed his hopes of becoming minister in the BS Yediyurappa-led government in the state. The top court said if he was elected as MLA or MLC then it could have been another matter but since he was nominated to legislative council, he cannot become a minister. New Delhi, Jan 28 (PTI): External Affairs Minister S Jaishankar on Thursday outlined eight principles to repair strained relations between India and China that included strict adherence to all agreements on border management, fully respecting the LAC, showing sensitivity to each other’s interests, and making peace and tranquillity along the frontier basis for advancing overall ties. “From that, we can seek proper guidance that will be to the benefit of both nations. These can be summed up by eight broad propositions. First and foremost, agreements already reached must be adhered to in their entirety, both in letter and spirit,” he said. “Second, where handling of border areas is concerned, the Line of Actual Control (LAC) must be strictly observed and respected; any attempt to unilaterally change the status quo is completely unacceptable,” Jaishankar added. Third, he said, peace and tranquillity in border areas is the basis for development of ties in other domains, noting if they are disturbed, so inevitably

The blocking of UN listing of Pakistani terrorists involved in attacks on India had its own resonance. And of course, the violation of Indian sovereignty by the China-Pakistan Economic Corridor,” he said.

Kolkata, Jan 28 (PTI): The West Bengal on Thursday became the sixth state to pass a resolution against the three contentious farm laws enacted by the Centre, even as the opposition BJP staged a walkout from the assembly amid “Jai Shri Ram” slogans. State Parliamentary Affairs Minister Partha Chatterjee moved the resolution under rule 169 urging the centre that the three lawsthe Farmers (Empowerment and Protection) Agreement on Price Assurance and Farm Services Act,2020; the Farmers’ Produce Trade and Commerce (Promotion and Facilitation) Act, 2020; and the Essential Commodities (Amendment) Act, 2020- be repealed. West Bengal assembly is the sixth to pass such a resolution after Punjab, Rajasthan, Chattisgarh, Delhi and Kerala. While the first three are ruled by the Congress, Aam Aadmi Party (AAP) is in power io Delhi and the Left Front is ruling Kerala. New Delhi, Jan 28 (PTI): Congress MP Shashi Tharoor and six journalists have been booked by the Noida Police for sedition, among other charges, over the violence during farmers’ tractor rally in Delhi, officials said on Thursday. The FIR was lodged at the Sector 20 police station here following a complaint by a resident who alleged that “digital broadcast” and “social media posts” by these people were responsible for the violence during a tractor rally by farmers in the national capital. The journalists named in the FIR are Mrinal Pande, Rajdeep Sardesai, Vinod Jose, Zafar Agha, Paresh Nath and Anant Nath. An unidentified person has also been named in the FIR. “Yes, the FIR has been lodged,” a senior Noida Police officer confirmed to PTI. The FIR has been lodged under Indian Penal

NEW DELHI, JAN 28 (PTI): India’s COVID-19 tally of cases crossed 1.07 crore with 11,666 new coronavirus infections being reported in a day, while the national recovery rate climbed to 96.94 per cent, according to the Union Health Ministry data updated on Thursday. The total infections have mounted to 1,07,01,193. The death toll increased to 1,53,847 with 123 daily new fatalities, the data updated at 8 am showed. The number of people who have recuperated from the disease surged to 1,03,73,606 pushing the national COVID-19 recovery rate to 96.94 per cent. The COVID-19 case fatality rate stands at 1.44 per cent. The COVID-19 active cases remained below 2 lakh for the ninth consecutive day. There are 1,73,740 active coronavirus infections in the country which comprises 1.62 per cent of the total caseload, the data stated.

ED seeks FEMA probe against Amazon

NEW DELHI, JAN 28 (PTI): The Enforcement Directorate (ED) has initiated a probe against ecommerce giant Amazon for alleged violation of the foreign exchange law and rules of the country, official sources said on Thursday. The probe is being conducted under various sections of the Foreign Exchange Management Act (FEMA) after the central probe agency recently received a communication from the Commerce Ministry seeking “necessary action” against e-commerce players like Amazon and Flipkart pertaining to certain multi-brand retail businesses and an observation made by the Delhi High Court in relation to Amazon. The HC had said that said the attempt made by the US-based firm to control Future Retail through a conflation of agreements it has with an unlisted unit of the Indian company will be considered as violative of the FEMA and foreign direct investment (FDI) rules. When contacted, an Amazon spokesperson said

it was “not aware of any new case by the ED against Amazon India”. Sources said the agency is looking to “investigate into the entire issue and will seek details from Amazon and other stakeholders”. In the first instance under the ED scanner is a recent communication sent to it by the Department for Promotion of Industry and Internal Trade (DPIIT) that functions under the Commerce Ministry. It had forwarded a representation made by the Confederation of All India Traders (CAIT) alleging that major e-commerce players like Flipkart and Amazon violated FEMA and FDI rules.

CAIT had alleged that these e-commerce companies were in violation of FEMA and FDI rules by adopting illegal structuring/investments and practices. Flipkart, at that time, had said it was “fully compliant with all applicable laws and FDI regulations in the country”. In the second instance being investigated by the ED that involves Amazon, the Delhi High Court had made observations on the US e-commerce firm objecting to the Rs 24,713 crore Future Group-Reliance deal that was signed in August last year. In August 2019, Amazon had agreed to pur-

chase 49 per cent of one of Future’s unlisted firms, Future Coupons Ltd (which owns 7.3 per cent equity in BSE-listed Future Retail Ltd through convertible warrants), with the right to buy into the flagship Future Retail after a period of three to 10 years. Amazon had dragged Future Group to arbitration at Singapore International Arbitration Centre (SIAC), arguing that Future violated the contract by entering into the deal with rival Reliance. On October 25, 2020, an interim award was passed in favour of Amazon with a single-judge bench of V K Rajah barring FRL from taking any step to dispose of or encumber its assets or issuing any securities to secure any funding from a restricted party. After this, Future Group filed a plea with the Delhi High Court. On December 21, a single member bench rejected the plea to restrain Amazon from writing to regulatory authorities about the SIAC arbitral order but gave a go-ahead to the regulators to decide over the deal.

In a set of recommendations involving tax treatment for health insurance policies, the industry had urged the government to immediately increase the 80 D tax deduction benefit for individuals on their premium payment for health insurance policies. The limit currently stands at around d Rs 25,000 for health insurance cover for self and family and additional amount of Rs 25,000 for premium payment towards health policies taken for dependent parents upto 60 years of age and Rs 50,000 deduction for cover to patents above 60 years. The industry has also sought tax treatment for health policies at par with life insurance cover that attracts lower GST rate of 5 per cent against 18 per cent payable on health insurance.

Pak Defence Ministry wants ex-ISI DG’s name retained in ECL ISLAMABAD, JAN 28 (IANS): Pakistan’s Defence Ministry has taken a stand against a request, put in by former Inter-Services Intelligence (ISI) Director General Retd. Asad Durrani, to remove his name from the countrys Exit Control List (ECL). The Ministry contended that Durrani had been in direct and constant contact with the Indian Intelligence agency, the Research And Analysis Wing (RAW), since 2008, adding that he may be still in contact for future publications, which would be against the interest of Pakistan. Durrani came under the radar after he co-authored a book titled “The Spy chronicles: RAW, ISI and the Illusion of Peace” with Amarjit Singh, the former head of India’s RAW, in 2018. After the book’s publication, Pakistan’s Military Intelligence (MI) wrote to the Interior Ministry to put Durrani’s name on the ECL, which was later done in May 2018. Durrani challenged the decision at the Islamabad High Court (IHC) in 2019. The Defence Ministry, in its response to Durrani’s petition in the IHC, maintained that the “former ISI Chief ’s name was put on the no-fly list for his involvement in anti-state activities”. “A perusal of the book The Spy Chronicles revealed that it contained certain contents concerning the national security

This is also a major problem in Iow- to middle-income countries, where 60 per cent of antibiotics are sold without prescription, often by untrained medical practitioners. The researchers said that clinicians need to be better educated about the long-term effects on the microbiome and learn about better ways to speak with their patients about antibiotic risks and benefits. They also need to improve their communication about the consequences of antibiotic treatment and identify alternatives. (IANS)

Kolkat a , J an 2 8 (IANS): Former India captain and current Indian cricket board (BCCI) president Sourav Ganguly successfully underwent angioplasty on Thursday and is stable, Apollo Hospital confirmed. “Dr Aftab Khan and the team comprising Dr Ashwin Mehta, Dr Devi Shetty, Sr Ajit Desai, Dr Saroj Mondal and Sr Saptarshi Basu successfully performed angioplasty on Mr Sourav Ganguly at Apollo Gleneagles Hospitals, Kolkata on January 28, 2021 and two stents were placed,” a statement from the hospital said. “The procedure was uneventful. Mr Ganguly is stable and under close observation,” the statement added. Ganguly was rushed to the Apollo Hospital on Wednesday after he complained of uneasiness and chest pain on Tuesday night. The former India skipper had suffered a blackout while working out at his personal gym earlier this month and was admitted to Kolkata’s Woodlands Hospital on January 2. Ganguly had undergone an angioplasty and other related tests then before being discharged from the hospital on January 7.

The recording, between Sunday Times journalist Tiisetso Malepa and Yacoob, is of an interview in which Malepa asks Yacoob about allegations made by suspended acting CEO Kugandrie Govender that the judge had treated her unfairly and offered her money to seek legal counsel, reports ESPNcricinfo.
