Offer on farm laws still stands: PM Opposition question handling of protests at all-party meet NEW DELHI, JAN 30 (PTI): Prime Minister Narendra Modi on Saturday told floor leaders of various political parties that his government’s offer on agri laws made to protesting farmers “still stands” and it was a “phone call away” for talks, days after violence broke out in parts of the national capital on Republic Day. Addressing these leaders at the customary all-party meeting convened by the government for the smooth conduct of the Budget Session, the Prime Minister, responding to the references by opposition leaders about the “unfortunate incident” on Republic Day, said that the “law will take its own course”. Hike in fuel prices hit pause for third day NEW DELHI, JAN 30 (IANS): Pause on price hike of petrol and diesel continued on Saturday for the third day in a row. Across the country as well the fuel prices remained at Wednesday’s level. Though firm global crude and product price is the reason for the increase in retail price of petrol and diesel, it is interesting to note that even though crude has been hovering just over $55 a barrel for some time now, OMCs have gone in for both a pause in price of auto fuels as well increase in its retail prices on consecutive days. Informed sources said that oil companies may be building buffer on retail price of petrol and diesel to prevent any sharp price increase of government decided to further raise excise duty on the two products to mobilise addition al revenue. Crude price have remained firm for last few weeks in wake of unilateral production cuts announced by Saudi Arabia and a pick up in consumption in all major economies globally. Petrol and diesel prices have increased 10 times in January with both auto fuels increasing by Rs 2.59 and Rs 2.61 per litre respectively during the month.

While unequivocally condemning the violence during the farmers’ tractor rally in Delhi on Republic Day, the opposition parties, including the Congress, Trinamool Congress, Shiromani Akali Dal and Shiv Sena, questioned the government’s handling of the farmer agitation. The opposition parties demanded an immediate inquiry into the Republic Day violence to find out who was responsible for it and they were also unanimous that the blame should not be put on the farmer leaders. TMC party leader in the Lok Sabha Sudeep Bandopadhyay , said that 20 opposition parties boycot-

ting the President’s address on 29 January is a strong message for the government to withdraw the three farm laws. Bandhopadhyay said “This will be a good message that the government is democratic,” the party’s leader in Lok Sabha, as saying during the meeting. “Majoritarianism cannot let farmers suffer,” Bandopadhyay was quoted as saying. Congress’ Adhir Ranjan Chowdhury told reporters that the Prime Minister narrated what Union Agriculture Minister Narendra Singh Tomar told the farmers during discussions that he is a phone call away from them provided they accept the government’s proposal. Even the Biju Janata Dal (BJD), considered friendly to the ruling BJP, said the government should incorporate a specific provision in the farm law that the Minimum Support Price will not be removed. While almost all opposition parties condemned the violence and vandalism at the Red Fort by a group of protesting farmers on Republic Day, they asserted that other farmers protesting peacefully should not be held responsible for it.

DIMAPUR, JAN 30 (NPN): Nagaland Foothills Road Coordination Committee (NFHRCC), which had a meeting with 11 Dimapur-based tribal hohos at its KherMahal Office, Dimapur on January 30,2021, has resolved to organise a meeting in consultation with all the elected MLAs of the 11 tribes on or before February 5, 2021 on the issue of Trans Nagaland Expressway (Foothills Road). In a press release, NPHRCC convenor Supu Jamir, general secretary W Lemba Chang and assistant general secretary Chenithung Humtsoe stated that detail of the meeting date, venue and the timing would be intimated at the earliest. Further, the meeting urged the state government to specifically finalise the Head of Account against which the remaining bills would be booked once the ongoing Doyang bridge construction was completed. NFRHCC also acknowledged the donation amount of Rs.30,000from the Dimapur Phom Baptist Church to the committee.

New Delhi, Jan 30 (PTI): Congress on Saturday slammed the BJP over FIRs filed against party MP Shashi Tharoor and six journalists, with its leader Priyanka Gandhi Vadra alleging that the ruling party has “torn to shreds” the “dignity of democracy” by this action. The opposition party also alleged that the BJP governments at the Centre and in states are hell-bent on “brutally and blatantly silencing” every contrarian or dissenting voice “by hook or by crook”. Tharoor and six journalists — Mrinal Pande, Rajdeep Sardesai, Vinod Jose, Zafar Agha, Paresh Nath and Anant Nath — have been booked by police in some BJP-ruled states over their allegedly misleading tweets on the violence during the farmers’ tractor rally in Delhi on Republic Day. States asked to increase coverage of Tikait’s emotional outburst reignites stir beneficiaries receiving COVID vaccine NEW DELHI, JAN 30 (PTI): Centre on Saturday asked states and Union Territories to augment coverage of beneficiaries receiving vaccination against COVID-19 and increase as well as optimize inoculation sessions per day. The states and UTs have also been asked to start vaccinating frontline workers from the first week of February, the Union Health ministry said in a statement. This was done during a review meeting chaired by Union Health Secretary Rajesh Bhushan. “While some states and UTs have more than 50 per cent coverage, they were all advised to improve the percentage coverage of vaccinated beneficiaries as there are many states and UTs that need to improve their performance on this parameter,” the statement said. The health secretary pointed out that COVID-19 vac-

He (secretary) urged the District Immunisation Officers to interact with the nodal officer at the session sites on a regular basis to evaluate the scope of this enhancement,” the statement said. Drawing attention to the recent letter of the Health Ministry, Bhushan pointed out that a provisional digital vaccination certificate after the first dose and final certificate after completing the second dose is required to be issued. “States/UTs were asked to take the necessary steps to ensure that the vaccination certificates are issued to all vaccinated beneficiaries before they exit the session,” it said. Bhushan reiterated that validation of eligibility and verification of identity of a beneficiary is of utmost importance to ensure that only genuine and duly authenticated beneficiaries are vaccinated as per the priority group identified.

Over 37 lakh beneficiaries vaccinated: Govt NEW DELHI, JAN 30 (PTI): Over 37 lakh healthcare workers have been vaccinated against COVID-19 till now, the Health Ministry said on Saturday. On the 15th day of vaccination on Saturday, 2,06,130 beneficiaries were vaccinated and 71 adverse events following immunization (AEFIs) were reported. “The cumulative number of healthcare workers vaccinated against COVID-19 is 37,06,157 (as at 7 pm Saturday), as per the provisional report,” the ministry said. Of the 37,06,157 beneficiaries, the highest number of people were vaccinated in Uttar Pradesh at 4,63,793 followed by Rajasthan at 3,26,745, Kar nataka at 3,15,343, Madhya Pradesh at 2,73,872 and Maharashtra at 2,69,064.

But Bharatiya Kisan Union (BKU) leader Tikait has broken out of the confines of western UP to find a space in the national spotlight as arguably the most powerful farm leader of the day. The movement was till now dominated by protesters from the fields of Punjab and Haryana who set up camp at Singhu and Tikri border points into the city. Now, the focus has shifted to Ghazipur on the Delhi-Uttar Pradesh border where farmers are gathering in thousands to boost the fight that seemed to have been weakening only two days ago. “We have a population of around 1,800 peo-

ple and every household will send one person each to the protest site and we have decided to send 4050 persons every week who will be replaced with the new group,” a farm leader said, adding that now zeal to go to Delhi has increased manifold ever since the government used force on the protestors at Singhu and Gazipur borders. The crowd at Ghazipur border that had reduced to 500 Thursday night grew manifold over the next 12 hours, running into well over 5,000 in next 24 hours. The movement was not just revived but further energised. Various farmer leaders Saturday claimed that with more and more farmer groups marching towards Delhi, there would a be a record gathering of peasants and farm labourers on the borders by February 2.

DIMAPUR, JAN 30 (NPN): Nagaland on Saturday reported two new COVID-19 positive cases in Kohima, taking the caseload to 12090. As on January 30, the state recorded 52 active cases while 11806 have recovered from the infection. Out of 88 deaths recorded

till date, 78 have died due to the infection. PTI adds: With 13,083 fresh cases, India’s COVID-19 tally has gone up to 1,07,33,131, while 1,04,09,160 patients have recuperated so far, pushing the national recovery rate to 96.98 per cent, the health ministry said on Saturday. K Y M C

NFR moots new trains to Mathura for pilgrims

Mathura (UP), Jan 30 (PTI): North Eastern Railway is contemplating new train services for the benefit of locals and pilgrims visiting Mathura, a senior official here said. “Demand for the introduction of few trains on different routes, including Delhi, and passenger trains for locals have been received,” Vinay Tripathi, General Manager, North Eastern Railway said on Friday. On an inspection from Bareilly to Mathura on board a special train, the senior railway official inspected Mathura Cantonment, Hathras, Kasganj among other stations. He said some trains may be introduced with approval from the Railway Board. Mathura is a religious place and scores of passengers, mainly from eastern UP and Bihar (the area that is covered under NER) come to the city for pilgrimage throughout the year. To create a pollutionfree environment at Mathura Cantonment, instructions have been issued to halt the use of diesel generator for power supply. He appreciated authorities for keeping the station neat and clean. Station authorities have been asked to improve few shortcomings and ensure display of important telephone numbers at the premises.

propose an exclusive industrial policy for the North East,” the Congress leader said. According to the 227th report of the DepartmentRelated Parliamentar y Standing Committee on Home Affairs, only 33 paise per capita was allocated for Assam in 2019-20 (Rs.1 crore in total) under the NEIDS and during 2019, Assam accounted for only 0.73 percent of the large industrial units established in the country, he pointed out. Out of 36 states and Union Territories combined, Assam ranked 20th in the Business Reform Action Plan Results, 2019 indicating no concrete reforms initiated by the BJP government in the state, he alleged. As per the CMIE data, the unemployment rate in Assam in December 2020 was 7.6 per cent, which is higher than the national unemployment rate of 6.5 per cent. Vallabh claimed that BJP government had promised nine new medical colleges and one high-tech 500 bed hospital in every district of Assam but the BJP government has deceived the people by holding foundation laying ceremonies just a month before the state elections.

AR recovers heroin in Mizoram; apprehended one DIMAPUR, JAN 30: Serchhip Battalion of 23 Sector Assam Rifles, under the aegis of Headquarters Inspector General Assam Rifles (East), recovered 74 grams of grade 4 Heroin in general area Zote on January 29. A press release by IGAR (E) stated that the operation was carried out by a joint team of Assam Rifles, customs department, champhai based on specific information. Approximate cost of the recovered Heroin is Rs 29,60,000. The committee was directed by the CM to complete the process of taking stock of the situation of the villagers and finding a viable solution for their rehabilitation and resettlement by January 31. According to reports, there are around 1,480 families in these two vil-

lages who are waiting to be relocated and resettled. Some of the Laika-Dodhia villagers and supporters of their cause held protests near the office of Deputy Commissioner of Tinsukia. They had set up camps with women and children and continued with the protests as a pressure building tactic. Protests were seen in Guwahati too in support of the Laika-Dodhia villaergs’ cause. Laika and Dhodhia are two forest villages that fall under Dibru-Saikhowa National Park of Upper Assam’s Tinsukia district. The Laika and Dodhia villages are said to have come into existence after the massive earthquake of 1950 that rocked Assam. Post the earthquake, Brahmaputra river washed away several villages. Some of the people who survived the massive floods are said to have settled in these villages which fall inside the Dibru-Saikhowa reserve forest. As the villages are inside forest area, developmental work is not possible and human habitation inside forest areas is not allowed. Problem for the families living inside the National Park began when in 1986 Dibru and Saikhowa reserve forests were clubbed together and then in 1999, the Dibru-Saikhowa Wildlife Sanctuary was upgraded to a National Park.

Hatsingmari, Jan 30 (Agencies): A massive fire broke out in Rajabala market in West Garo Hills of Meghalaya. Three shops have been gutted in the fire. Property worth over Rs 50 lakh have been destroyed in the fire, reports The Sentinel Assam. The fire is said to have happened due to an electrical short circuit. Fire tenders rushed to the spot to douse the fire. But by the time the fire was brought under control, the articles inside the three shops was completely destroyed, many things were reduced to ashes. The fire that destroyed the shops included a medical shop, a grocery shop and a textiles and apparel shop.

Agartala, Jan 30 (IANS): In a shocking incident, a leader of the ruling Bharatiya Janata Party (BJP) in Tripura, Kripa Ranjan Chakma, was gunned down on Saturday by unidentified gunmen, the police said, adding that a combing operation has been launched to nab the assailants. The police said that two to three assailants with arms attacked the house of the 35-year-old BJP leader in Manikpur in Dhalai district in the wee hours of Saturday and shot the tribal leader who died on the spot. A large contingent of security forces led by senior officers has launched a search operation in the tribal dominated area to nab the attackers. A local suspect has been detained in connection with the incident.

Assam man jailed for 16 years for sexually assaulting niece

Imphal, Jan 30 (IANS): A Special POCSO court Judge in Manipur on Saturday sentenced a man from Assam for 16 years and a fine of Rs 20,000 under the POCSO Act, 2012 for sexually assaulting his 12-yearold niece, a court official said. Both the victim and the convict are close relatives and hailed from Silchar in Southern Assam. According to the Manipur police, the convict Babul Kol, 39, raped his minor niece in 2016 while they are staying together in Ukhrul district in northeastern Manipur. Various civil society organisations and student bodies have been pressing the concerned authorities of the state government to check the ever hiking passenger fare in the state after public transport resumed with the unlocking of the COVID-19 induced lockdown. No new COVID case in Arunachal Itanagar, Jan 30 (PTI): Arunachal Pradesh did not record a single fresh case of COVID-19 in the last 24 hours, a senior health department official said on Saturday. The COVID-19 tally in the state remained at 16,827 as no new case has been reported since Friday, the official said. Two more persons recuperated from the disease on Friday, taking the total number of recoveries in the state to 16,758, State Surveillance Officer (SSO) Dr Lobsang Jampa said. The recovery rate in the state has touched 99.58 per cent, while the positivity stands at 0.07 per cent and the fatality rate at 0.33 per cent, he said. Arunachal Pradesh currently has 13 active COVID-19 cases, while 56 people have succumbed to the infection so far. The Capital Complex Region -- comprising Itanagar, Naharlagun, Nirjuli and Banderdewa areas -- and West Kameng have the maximum number of active cases at four each, the SSO said. A total of 3,91,822 samples have been tested for COVID-19 so far, including 547 on Friday, he added. State Immunization Officer (SIO) Dr Dimong Padung said that a total of 16,350 health workers have received the first dose of COVID-19 vaccine so far including 609 on Friday. The health department has been carrying out the inoculation drive four days a week -- Monday, Thursday, Friday and Saturday, he said. Farmer stir regains momentum

Ghaziabad/New Delhi, Jan 30 (PTI): Agitating farmer leaders held a day-long fast at various protest sites on Delhi’s borders on Mahatma Gandhi’s death anniversary on Saturday as the stir against the agri laws appeared to regain momentum after rallying support from the agricultural community of the crucial western Uttar Pradesh region. More farmers gathered at Gazipur, on the Delhi-Meerut highway, that has now become the new focal point of the stir, while union leaders claimed that protesters were also heading back to Singhu and Tikri borders from Punjab and Haryana, days after the crowds had waned following the violence at the tractor rally on January 26. The administration remained on high alert with Internet services temporarily suspended at the Singhu, Gazipur, and Tikri borders of the national capital, as well as the adjoining areas. New Delhi, Jan 30 (PTI): The Delhi Police has so far registered 38 cases and arrested 84 people in connection with the violence during a tractor parade by farmers here on Republic Day, officials said on Saturday. The tractor march by farmers protesting against the three recent agriculture laws had turned violent, leading to chaotic scenes on the streets of the national capital on Republic Day. Thousands of protesting farmers had clashed with the police during the parade. Many of them, driving tractors, reached the Red Fort and entered the monument. They also hoisted flags on the domes and placed a flagstaff at the ramparts of the national monument, where the national flag is unfurled by the prime minister on Independence Day. Police had asked nine farmer leaders to join the investigation in the case on Friday, but no one turned up.

MUMBAI, JAN 30 (PTI): The Shiv Sena on Saturday slammed activist Anna Hazare for first announcing a hunger strike over farmers’ issues and then calling it off within hours, saying this was “on expected lines”. Hazare on Friday announced an indefinite fast in support of farmers who are agitating on Delhi borders against the new farm laws, but later changed the decision after discussions with BJP leader Devendra Fadnavis and Union Minister of State for Agriculture KailashChaudhary. “The developments were funny but on expected lines,” the editorial in the Sena mouthpiece `Saamana’ said, adding it was unclear what was Hazare’s stand on the controversial farm laws of the Union government. “Protesting farmers are being targeted and the way they are being treated is shocking,” it said. During the UPA regime led by Manmohan Singh, Hazare went to Delhi twice and staged massive agitations (against corruption) and the BJP had sup-

ported those agitations, the Sena said. “But in the last few years, he has not taken a stand on demonetization,lockdown (for coronavirus),” it said. The party also alleged that the Union government is doing everything tocrush the farmers’ agitation, and `look- out notices’ have been issued against their leaders at airports as if they were international fugitives. When asked by reporters about the Saamana editorial, Hazare said at Ralegan Siddhi, his village in Maharashtra’s Ahmednagar district, that society and the country’s interest mattered to him and not the party in power. “When I see anything wrong happening, something which is against the country and society, I take a stand. I have protested against the land acquisition bill during the Narendra Modigovernment’s tenure,” he said. The post-mortem report of the deceased person suggested the cause of death to be head injury after his tractor turned turtle. “As per the post-mortem report, the cause of death is shock and haemorrhage due to a head injury received after his tractor overturned,” said a senior police officer. The case has been registered at the IP Estate police station. The FIR also names certain other persons who too tried to mislead the public. On 26 January, The Caravan had put out a tweet citing an eyewitness, saying the farmer was shot by the police. Earlier on Thursday, the Noida Police had booked Congress MP Shashi Tharoor, journalists Rajdeep Sardesai, Mrinal Pande, Vinod K. Jose (The Caravan) and others for sedition on Thursday.

New Delhi, Jan 30 (PTI): The Trinamool Congress (TMC) on Saturday appealed to the government to withdraw the three contentious farm laws at an all-party meeting convened by Prime Minister Narendra Modi for the smooth conduct of the Budget Session of Parliament. According to sources, TMC MP Sudip Bandyopadhyay told the meeting that the prime minister must convene an all-party meeting for a threadbare discussion on the farmer issue. “This will send a good message that the government is democratic. Twenty opposition parties boycotted the President’s address (to the joint sitting of Parliament) which sent out a strong message for the government to withdraw the farm laws. Majoritarianism cannot let farmers suffer,” a source quoted the TMC MP as having told the meeting. New Delhi, Jan 30 (PTI): Media bodies Saturday condemned the filing of sedition charges against six senior journalists and editors for their reporting on the farmers' tractor parade and the ensuing violence here on Republic Day, alleging the situation in the country is akin to an "undeclared emergency". At a 'protest meeting' held here, a number of media bodies including the Press Club of India, Editors Guild of India, Indian Women's Press Corps (IWPC), Delhi Union of Journalists (DUJ) and Indian Journalists Union (IJU) condemned the "practice of filing sedition charges against journalists". Senior journalist and president of the Press Club of India Anand Sahay alleged the current government "does not care for the notion of democracy" as the smallest voice of criticism may land people in jail. "Today the atmosphere is such, it's so poisonous, so toxic that anyone who wants to go to the court perhaps is a fool. You know what the result is going to be. Even during the emergency, rules against journalists were not so harsh, I don't recall any-

body going in for sedition," Sahay said. On Thursday, the Uttar Pradesh and Madhya Pradesh Police filed FIR for sedition against journalists Mrinal Pande, Rajdeep Sardesai, Zafar Agha, Paresh Nath, Anant Nath, Vinod K Jose for reporting on the farmers' protest rallies and the ensuing violence that took place in the national capital on January 26. Sahay also named some of the journalists who have been proceeded against in the recent times including Siddique Kappan from Kerala, Kishore Chandra Wangkhem from Manipur, Dhaval Patel from Gujarat, Rahul Kulkarni from Maharashtra, and Vinod Dua. People have seen what the emergency was, we are heading for something worse, where if you raise the voice against the powers that are you will be targeted whether through sedition, or filing of FIRs so that you lose desire to fight or feel compelled to call it a day. Editors Guild president Seema Mustafa said the government's action against journalists are meant to "intimidate and harass" them. "This is only being done to intimidate, harass, victimise the journalists against whom these cases are being filed. But also to terrorise the professionals as well, to make you think twice, to make you afraid of doing your job, to be worried every time you write, to be looking over your shoulder, and then of course the editors, the proprietors those who control the news to be very reluctant in reporting the news as it is," Mustafa said. S N Sinha of IJU recalled a recent incident where journalists from Kanpur in Uttar Pradesh were charged for reporting on a yoga function. He said that journalists were "society's watchdogs, not the government's lap dogs". "In today's time, a journalist's duty is to praise the government and if you criticise through a factual story you can be put behind

bars. The government wants to hear its praise, but the type of journalism we have done we are the society's watchdogs, not your lap dogs," Sinha said. Rajdeep Sardesai, who is one of the

Indians are bombarded with fake news and divisive propaganda on a near-constant basis from a wide range of sources, from television news to platforms like Facebook and WhatsApp. Many of India’s misinformation campaigns are developed and run by political parties with nationwide cyberarmies; which target not only political opponents, but also religious minorities and dissenting individuals, with propaganda rooted in domestic divisions and prejudices. The consequences of such targeted misinformation are extreme, from death threats to actual murders and dozens of lynching cases by mobs spurred by nothing more than rumours. In the aftermath of the violence during Republic Day in New Delhi when thousands of protesting farmers including hooligans in the ranks, had a showdown with Delhi Police, all hell broke loose. There have been many allegations and counter-allegations on who and why the supposedly peaceful proposed tractors rally turned out to be anything but peaceful. The scenes of protestors breaking police barricades and hundreds storming the historic Red Fort, attracted wide attention while the national Republic Day programme was on at Rajpath. The entire issue of protesting farmers and their demands is also turning out to pit the government on one side and the opposition on the other side. Quite clearly, the opposition parties recognise the farmers issue as a potent weapon to hit the government with and would like the protest to gain more momentum. The government on the other hand, is confident that it has the aces up its sleeve to checkmate and then defeat the demand for repeal of the three laws as well as the dream of the opposition to milk the agitation. However, as news, both fact and fake, are broadcast or uploaded, another element has come into play. A total of three sedition cases have been filed across three BJP-ruled states against those critical of the government or merely reporting on available reports. Those charged included Congress MP Shashi Tharoor, India Today journalist Rajdeep Sardesai, National Herald’s senior consulting editor Mrinal Pande, Qaumi Awaz editor Zafar Agha, The Caravan magazine’s editor and founder Paresh Nath, The Caravan editor Anant Nath and its executive editor Vinod K. Jose, and one unnamed person for sharing “unverified” news during the farmers’ tractor rally in Delhi on January 26. The Editor’s Guild of India criticised the police forces for registering cases against journalists, saying they were reporting “all the details as they emerged”. The Guild said the FIRs alleged that the tweets were “intentionally malicious and were the reason for the desecration of the Red Fort. According to the Guild, the FIRs were basically “an attempt to intimidate, harass, browbeat and stifle the media” and said it was disturbing that journalists were charged with ten different provisions including colonial sedition laws; promoting communal disharmony and insulting religious beliefs etc. Therefore, if fake news is unpalatable, even those which are palatable, should also attract same penal provisions.

Chastening is more than a means of discipline— it is meant to bring me to the point of saying, “Speak, Lord.” Think back to a time when God spoke to you. Do you remember what He said? Was it Luke 11:13, or was it 1 Thessalonians 5:23? As we listen, our ears become more sensitive, and like Jesus, we will hear God all the time. Should I tell my “Eli” what God has shown to me? This is where the dilemma of obedience hits us. We disobey God by becoming amateur providences and thinking, “I must shield ‘Eli,’ ” who represents the best people we know. God did not tell Samuel to tell Eli— he had to decide that for himself. God’s message to you may hurt your “Eli,” but trying to prevent suffering in another’s life will prove to be an obstruction between your soul and God. It is at your own risk that you prevent someone’s right hand being cut off or right eye being plucked out (see Matthew 5:29-30). hat is the place for a single year in the history of a nation? A lot, if it was 2020. A year ago, on January 30, 2020, India’s first confirmed case of Sars-CoV-2 (then called novel coronavirus 2019 or 2019-nCoV) was reported. Till the fourth week of March 2020, though India had reported only a few hundred confirmed cases, experts using a “modelingbased study” projected that the country could have hundreds of millions of cases and a few millions of deaths by July 2020. In the year that is now behind us, the virus, the pandemic and related interventions changed many things around us. For most, daily routines were disrupted. The lockdown and other pandemic responses resulted in reduction of economic activities, the loss of job opportunities, economic slowdown and caused hardship to every citizen. The migrants walking across highways became the disconcerting and defining image of challenges faced by people during the pandemic. People tested positive for the virus were discriminated against and stigmatised. Frontline workers, while out for contact tracing, were

abused and attacked. The “infodemic” became a major hurdle in effective response to the pandemic. This period also witnessed an unprecedented high-level policy discourse on the need to strengthen the Indian health system and boost public health services. The health workers toiled against all odds to defeat the virus. COVID-19 specific services such as testing, contact tracing and treatment facilities were scaled up. Within the country, production of personal protective equipment (PPE) coverall, testing kits, and ventilators was ramped up and self-sufficiency achieved. Multi-sectoral and multiagency collaborations were formed to mount a joint response. Researchers and scientists joined hands to develop new testing kits, to conduct clinical trials on treatment regimens as well as vaccines. Citizens internalised COVID-appropriate behaviour in their routine. In early 2021, two SARS CoV-2 vaccines were licensed in India and vaccination has started. The COVID-19 vaccines manufactured in India are being used in a number of other countries as well. A year since India first

confirmed COVID-19 case, the country has reported nearly 10.7 million confirmed cases and 1,53,000 deaths. This, by any count, is not a small number but, as a whole, the COVID-19 situation in India has not been as bad as it was projected and better than many countries (if we compare in terms of per million). However, the fight is not over yet. The emergence of new strains in many countries is a cause of concern. A fresh surge in Manaus, Brazil, in spite of high sero-prevalence in the city, is a warning that the virus cannot be taken lightly and that the pandemic is far from over. While we will ultimately win in the fight against COVID-19 pandemic, the victory will be incomplete if the lessons are not learnt and then acted upon. Diseases have social and economic impact, with the poor, marginalised and vulnerable populations often being the worst affected. In the COVID-19 pandemic, it was the marginal and informal sector workers whose sources of income decreased, and many of whom lost jobs. Children’s education was adversely affected. Women had difficulty in accessing routine

health services. The ongoing pandemic has reportedly widened inequities and Oxfam has termed COVID-19 as “the inequality virus”. India as a country, aiming for “Antyodaya” (upliftment of the weakest in the society), needs to urgently increase investment on strengthening its health systems. Government investment on health has potential to address various types of inequities, alleviate poverty, prepare the country for future epidemics and pandemics, and can help accelerate economic growth. That is the first learning. Second, the need for strengthening India’s health system had received the highest level of political attention during the early part of the pandemic. This needs to be sustained and followed through. A stronger health system is possible when interventions are done in various areas, including governance and leadership, health financing, service provision and delivery, health infrastructure and workforce, medicines, diagnostics and vaccines and health information system. Merely increasing hospital beds or getting additional ventilators would not be sufficient. Third, keeping society

Economy: Staying on Track

he Economic Survey chapter on State of the Economy (SOE) 2020-21 – A Macro View, is a fluent narrative of the Indian economy in a COVID-19 world, first pushing itself to limit contraction of output and subsequently achieving a sharp V-shaped recovery with the help of timely and effective policy interventions by the Government. It further explains the futuristic underpinnings of Government policies that are intended to lift the economy back to its prepandemic growth path. The SOE describes the policy dilemma of lives versus livelihoods faced globally at the beginning of the pandemic forcing countries to choose between the two. Deploying the containment strategy India initially chose lives but soon enough livelihoods as well once the system to handle the pandemic was in place to hasten the unlocking of the economy. The result was a 23.9 per cent year-on-year contraction of GDP in the first quarter of FY 21 followed by a much smaller shrinkage of 7.5 per cent in the second quarter and thereafter by a steady decline in the pandemic curve. It was the accurate timing of the lockdown and gradual pace of its unlocking that made India resolve the dilemma earlier than others. The monetary strategy discussed in SOE is built around the measures taken by RBI to support businesses by reducing cost of borrowing and boosting liquidity. The RBI administered cut in policy rates, launched open-market and long-term repo operations,

reduced banks’ CRR, raised banks’ borrowing limits, granted term loan moratorium and interest deferral, and enhanced ways and means advances of Governments, among others. The significant cut in policy rates seems to be the standout feature of the strategy as it risked provoking capital flight from the country. However, the global liquidity glut caused by advanced economies trying to pull themselves out of pandemic induced slowdown prevented the capital flight. In fact, the growth promise seen in emerging market economies, particularly India, has been continuously attracting capital into the country. The fiscal strategy to deal with the pandemic initially provided a safety net to vulnerable segments of the population that included healthcare support, food supplies, cash transfers, loan guarantees, interest subsidy and tax deferrals, among others. Later in the year the fiscal strategy shifted gears to strengthening consumption. As explained in the SOE, the need for protracting fiscal stimulus was to align it with the evolution of private consumption demand. During the initial period of uncertainty, the private consumption demand was low and limited to essential spending as the perceived need of the people was to augment precautionary savings. Accordingly, fiscal spending provided for meetingessential consumption. As uncertainty cleared with the easing of lockdown, people started spending on discretionary non-essential consumption.Growth picked up requiringadditional fiscal stimulus to provide only

a tailwind to the incipient recovery. Thus, alignment of fiscal response with changes in private consumption ensured non-wastage of fiscal resources. The SOE next explains the role of structural reform in resurrecting the growth potential of the economy. Freeing of agriculture marketing, definitional change of MSME to support growth and job creation, enactment of four labour codes, reducing crosspower subsidies, disinvestment of PSUs and commercial mining in coal, were the major reforms announced by the Government. These reforms together with the ones implemented over the last 6-7 years are intended to further ease the binding constraints on private sector investment. The economic outlook in SOE projects the real GDP growth at 11 per cent in 202122. IMF in its January, 2021 update projects it at 11.5 per cent. These projections are inspired by GDP growth in 2020-21, sequentially expected to increase from (-) 19.4 per cent in H1 to (+) 23.9 per cent in H2. Within H1 itself GDP growth has sequentially increased from (-) 29.3 per cent in Q1 to (+) 23.2 per cent in Q2. Such jumps in sequential growth rates do not reflect an economy in recession. On the contrary they show the economy staying on track strategically navigated bycontainment measures, monetary expansion, fiscal stimulus and structural reforms. Trump winning the 2016 election was the biggest upset moment for many Americans. The media says it was a white lash, but it is not necessarily true. States like Iowa, Wisconsin, Michigan, Ohio, and Pennsylvania flipped towards Trump because of Jobs. These states were still not recovering from the recession and were heading towards a stagnant economy. Trump’s campaign promised jobs to these highly unemployed states. The Tax cuts and Jobs Act, signed by Trump in December 2017 was the most significant restructuring of the U.S tax system since the 1980’s, his tax cuts helped fuel economic growth, reduce unemployment to the lowest level for half a century. He also expanded fracking, making U.S the biggest oil producer. Since the Economy was slowly heading for a recession, months before the 2016 presidential election. If not for his policies of repatriating American corporate cash held overseas, tax cuts and reduction of unnecessary regulations, another recession would have probably happen instead of the more robust economic growth. In 2019 he presided over America’s lowest unemployment rate in 50 years, boosting the Economic growth among the lowest paid workers. The Economy was booming just as he promised. Trump tax cut bill cut corporate tax from 35% to 21% and decreasing taxes for around 65 percent of working Americans in 2018. The booming economy was not the result of Trump’s political philosophy but a result of him allowing business to work and create jobs and not through the government, because he keeps the government out of the way by keeping taxes and regulations to the minimum. The American media are more left- oriented; on top of that, the vast majority of journalism schools are run by liberals, the media is a powerful tool which can even manipulate the opinions of the public. During his tenure, almost all the mainstream Medias, celebrities and talk show hosts were not in favor of him due to many reasons; one in particular is due to his inability to emphasize. In 2020 he also lost young voters due to his denial of climate change. With all that being said and despite all pros and cons under Trump administration we can all learn to rethink and question the first impressions our mind creates. Real power in politics is not the office you hold, everyone losses that eventually, it’s not the policies you implemented, it can be reversed. Real power is when you change the way people think. New Delhi, Jan 30 (IANS): The Centre has lined up an intensive legislative agenda with over 20 bills for the Budget Session of Parliament which began on January 29. A major portion of the legislative agenda would include introduction and passage of several economic bills that aim at carrying the reform agenda of the government. Among the bills lined up for consideration during the Budget session of Parliament include legislation’s covering delicensing of country’s electricity distribution sector, amendments to Competition Commission of India and PFRDA legislations, creation of new development financial institution, ban on private cryptocurrencies. These would be besides the Finance Bill 2021-22 that would form part of bulk of budget proposals made by Finance Minister Nirmala Sitharaman on February 1. New Delhi, Jan 30 (PTI): Chief Economic Adviser K V Subramanian on Saturday said the country would witness revival of ‘animal spirits’ of private enterprises with the economy staging a ‘V-shaped’ 11 per cent growth in the next fiscal year beginning April. The Economic Survey 2020-21 presented in Parliament on Friday expects the growth rate to rebound sharply from an estimated record contraction of 7.7 per cent in the current financial year on account of the impact of the COVID-19 pandemic. “I think next year with an 11 per cent growth rate, that is anticipated. Private sector moves in when they see opportunities,” Subramanian said when asked about the revival of ‘animal spirits’ in private investment. WHO team visits second Wuhan hospital in coronavirus probe Wuhan, Jan 30 (AP): Members of a World Health Organization (WHO) team investigating the origins of the coronavirus pandemic visited another Wuhan hospital that had treated early COVID-19 patients on their second full day of work on January 30. Wuhan Jinyintan Hospital was one of the city’s first to deal with patients in early 2020 suffering from a then-unknown virus and is a key part of the epidemiological history of the disease. “Just back from visit at Jinyintan hospital, that specialised in infectious diseases and was designated for treatment of the first cases in Wuhan,” Dutch virologist Marion Koopmans said in a post on Twitter. “Stories quite similar to what I have heard from our ICU doctors.” Zoologist Peter Daszak of the U.S. group EcoHealth Alliance, who is a member of the team, said in a tweet that the visit was an “important opportunity to talk directly” with medics who were fighting the virus at the critical time. The validity period of the New START will be extended by five years to February 5, 2026, Xinhua news agency quoted the Kremlin as saying in a statement issued on Friday. On Tuesday, Moscow

and Washington exchanged notes on extending the key arms control pact. Presidents Vladimir Putin of Russia and Joe Biden of the US welcomed the move in a telephone call. The same day, Putin submitted a bill on the extension in the State Duma (the lower house of parliament). On Wednesday, the Russian Parliament approved it. The extension of the treaty meets Russia’s national interests, makes it possible to preserve the transparency and predict-

ability of Moscow-Washington strategic relations, helps to maintain strategic stability in the world, positively affects the international situation, and contributes to the nuclear disarmament process, the Kremlin said. In response to the development, a US State Department representative told Russia’s TASS News Agency said: “There are still steps that should be finalized. But we are optimistic that the extension, which obviously meets our national security interests, will be finalized before expiration on February 5.” In 2010, Russia and the US signed the New START, which stipulates limits to the numbers of deployed nuclear warheads and strategic delivery systems by both. The last remaining nuclear arms control treaty in force between the two nuclear superpowers was about to expire on February 5 before they agreed to preserve it.

B ru s s e l s, J a n 3 0 (IANS): The European Commission has granted conditional marketing authorization for the Covid-19 vaccine developed by British company AstraZeneca and Oxford University, although the bloc seems unlikely to get the amount of doses as agreed at the moment. “Securing safe vaccines for Europeans is our utmost priority. With the AstraZeneca vaccine now authorized, 400 million additional doses will be available in Europe,” European Commission President Ursula von der Leyen said on Friday. Von der Leyen said that she expected AstraZeneca to deliver the doses as agreed so that Europeans can be vaccinated as soon as possible, reports Xinhua news agency. The European Union has been squabbling with the British company over the latter’s announcement that it may deliver considerably fewer doses than promised for the first quarter.

The warning comes days after China stepped up its military activities and flew warplanes near the island, BBC reported. It also comes after new US President Joe Biden reaffirmed his commitment to Taiwan, and set out his stance in Asia. The US has called China’s latest warning “unfortunate”, adding that tensions did not need to lead to “anything like confrontation”. China sees democratic Taiwan as a breakaway province, but Taiwan sees itself as a sovereign state, with its own constitution, military, and elected leaders. Analysts say Beijing is becoming increasingly concerned that Taiwan’s government is moving the island towards a formal declaration of independence and it wants to warn President Tsai Ing-wen against taking steps in that direction.

Bog beetles finally reveal their remarkable age

onsider two beetles wedged in the grooves of a piece of oak that was dug from a Cambridgeshire bog in the 1970s. The insects were donated to the London institution by a farmer concerned they might be an invasive species. They weren’t, and so were put in a drawer. Only now have they been examined and shown to be nearly 4,000 years old. The beetles are Oak Capricorns (Cerambyx), a species not previously known to have ever existed in Britain. About the size of your thumb, they have wonderful long antennae. And if alive today and resident in the UK, they would certainly be among the country’s largest beetles. “They’re as big as a stag beetle,” said the NHM’s senior curator of insects, Max Barclay. “As far as I know, the story is this: A farmer in eastern England was cutting up wood he’d found while doing some deep ploughing and discovered these insects inside; dead, of course. This was a huge piece of waterlogged oak, and he sent us

magine a woman has a few drinks one night, pops some ibuprofen in the morning for her hangover, and goes for a run. She’s never had an issue with alcohol, ibuprofen or exercise before. But this time, some combination of the three triggers a lifethreatening allergic reaction known as anaphylaxis. This is a real case that happened to a patient of Dr. Andrew Murphy, an allergist at Suburban Allergy Consultants in Pennsylvania. So, is it possible to be allergic to exercise? Not technically, Murphy said. When a person is exposed to something they’re allergic to, a protein from the allergen, for example peanuts, grass or cat dander, interacts with antibodies on immune cells in their body. The immune cells fire off chemicals like histamine that cause sneezing, hives, wheezing and other symptoms. There’s no protein that enters the body when a person works out, so it’s not possible to be allergic to running. But, exercise can trigger the same array of symptoms in people with a rare condition called exercise-induced anaphylaxis. “It’s not necessarily antibody-mediated, but exercise is a trigger and the allergy [immune] cells

are still activated,” Murphy told Live Science. Exercise alone is enough to trigger an allergic reaction in some people, but the way it does so is unknown. One theory proposes that exercise causes a release of endorphins, which triggers certain immune cells to release chemicals such as histamine, according to a 2010 review in the journal Current Allergy and Asthma Reports. Other people, like Murphy’s patient, have a condition known as fooddependent exercise-induced anaphylaxis, or FDEIA. For them, eating a certain

food before working out can cause symptoms such as wheezing or hives — even if they have no reaction to that food when lounging. In the case of Murphy’s patient, the “food” was either alcohol, ibuprofen, or a combination of the two. There are several theories why certain foods in combination with exercise can cause an allergic reaction, including that working out makes the gastrointestinal tract more permeable, allowing allergens to come into better contact with the immune system. records but many other similar “proxies” suggest this. The presence of the woodchomping beetles probably speaks also to more forested times. East Anglia has since been cleared of nearly all its ancient woodlands. You can still find something “new” in the insects brought back to Britain by the great naturalists Charles Darwin and Alfred Russel Wallace. Darwin on his Beagle expedition picked up 8,000 beetles. Allahabad HC stays arrest of Mirzapur makers Farhan and Ritesh

he Allahabad High Cour t on Friday stayed the arrest of producers of Mirzapur web series, Farhan Akhtar and Ritesh Sidhwani, in connection with a first information report that accused them of improper and indecent portrayal of the town Mirzapur and outraging religious belief. However, a division bench of justices Manoj Kumar Gupta and Subhash Chand directed the petitioners to offer full cooperation in the investigation while granting the relief. Hearing a writ petition filed by Akhtar and Sidhwani, the court issued notice to the Uttar Pradesh government and complainant seeking their replies and listed the case in the first week of March. The FIR was registered against Akhtar and Sidhwani at Kotwali Dehat Police Station in Mirzapur district under sections 295-A, 504, 505 and 34 of IPC and 67-A of IT Act. The petitioners’ counsels argued that no offence was made out against Akhtar and Sidhwani. There was no allegation that the web series was produced with any deliber-

ate or malicious intention of outraging the religious and social feelings of the citizens of India or to insult the religious and social feelings of the people of any particular class, they said. “Having regard to the facts of the case and the submissions made, till the next date of listing or till submission of police report under Section 173(2) CrPC, whichever is earlier, no coercive action shall be taken against the petition-

Interestingly, NorthEast is the only side who have managed to win against the might of the table-toppers. New Delhi, Jan 30 (PTI): Indian tennis star Rohan Bopanna’s search to look for a partner for the men’s doubles competition at the Australian Open ended on Saturday as he tied up with Japan’s Ben McLachlan for the season’s first Grand Slam. Bopanna had originally paired with Joao Sousa but the Portuguese contracted coronavirus virus, forcing them to pull out.

Bopanna, who served a 14-day hard quarantine after arriving in Melbourne on January 16, informed that Ben and he were in the same boat. “I got lucky there. Olympics without spectators among options: Yoshiro Tokyo, Jan 30 (IANS): Holding the Tokyo Olympics without spectators is one of the scenarios that the Games organising committee is evaluating, the committee’s president Yoshiro Mori said. Uncertainty looms over the Olympics, which had already been postponed once due to the Covid-19 pandemic and is scheduled to be held from July 23 to August 8 this year. “We have been doing all kinds of simulations. Basically, I don’t think (the games without fans) is something that would happen or something that I would like to do, but it won’t be a simulation unless we think about it,” Mori told reporters after a remote meeting with International Olympic Committee president Thomas Bach on Friday. Bach had earlier said that while the organisers would prefer having fullcapacity stadiums during the Games, they looking to host a “safe” event, even if it means holding it behind closed doors.

No Ranji Trophy this season, after 86 consecutive years Test rankings: Kohli steady at New Delhi, Jan 30 (IANS): After staging Ranji Trophy for 86 consecutive years since its inception in 1934-35, India’s premier first class cricket national championship will not be held for the first time in 2020-21 domestic season. Interestingly, in a letter addressed to all its affiliated state associations dated January 29, the Indian cricket board is mum on not organising the Ranji Trophy this season. It merely says that the Board of Control for Cricket in India (BCCI) has decided to conduct the Vijay Hazare Trophy 50over tournament and Senior Women’s One Day tournament after the completion of the Syed Mushtaq Ali Trophy T20 tournament. The president of a state association said that all the indications of the BCCI not being keen on staging the Ranji Trophy had been there for a long time. “The writing on the wall was there since Day One, that the BCCI would not hold the Ranji Trophy this season. It is sad and unfortunate that the
