NEW DELHI, JAN 4 (PTI): In a fiery “point-by-point” rebuttal to Congress’s charges on the Rafale deal, Defence Minister Nirmala Sitharaman on Friday accused it of spreading “falsehood” on the issue and said while the Bofors scam brought the party down, Rafale will help Prime Minister Narendra Modi retain power. Wrapping up a rancorous debate in Lok Sabha, Sitharaman, in her over twohour speech, also accused the Congress of stalling the contract during its rule because it “didn’t get the money”, asserting that there was a difference between a defence deal and dealing
in defence. Immediately after she began her reply, Congress leader Mallikarjun Kharge demanded that the prime minister should come to the House and respond on the issue. NEW DELHI, JAN 4 (AGENCIES): Petrol, diesel prices were cut on Friday after a two-day hiatus. After today’s price revision, petrol became cheaper by 20-21 paise across major cities of the country while diesel became cheaper by 21-23 paise per litre. In the national capital Delhi, petrol is sold at Rs 68.44 today as against Rs 68.65 yesterday and diesel is sold at Rs 62.44, as compared to Rs 62.66 on Thursday. Meanwhile, petrol was retailing at Rs. 66.30 per litre and diesel was sold at Rs. 60.12 in Dimapur on Friday. In Kohima, a litre of petrol and diesel were Rs. 67.11 and Rs. 60.74 respectively. It may be noted that OMCs have been reducing fuel prices since October. The petrol prices reached their lowest level of 2018 on Monday while diesel prices were at their lowest since March-end. The retail selling price of petrol and diesel is dependent on the international prices of benchmark fuel and the rupee-US dollar exchange rate. On Friday, the International Brent crude futures were down 39 cents, or 0.7%, at 0155 GMT at $55.56 a barrel. Industry sources said as per the assessment the fuel prices may witness further dip in the days to come.

NEW DELHI, JAN 4 (PTI): Lok Sabha Friday passed a bill to amend the Aadhaar Act and two related laws which will allow individuals to offer voluntarily biometric ID as a means of identity verification for obtaining services such as opening bank account and procuring mobile phone connection. The Aadhaar and Other Laws (Amendment) Bill proposes changes in the Aadhaar Act, Indian Telegraph Act and the Prevention of Money Laundering Act to comply with a Supreme Court judgement pronounced on September 26 last year, in which it upheld the constitutional validity of unique identification project with certain restrictions and changes. The compulsory use of Aadhaarbased KYC for mobile connections and bank accounts was prohibited by the apex court. Speaking on the bill, Union Electronics and IT Minister Ravi Shankar Prasad said, “Aadhaar being a digital identity has removed the role of a middleman in a substantial measure whose basic role was cutting, fitting and setting.” The bill also gives a minor the option to opt out of the 12-digit
identity scheme on attaining the age of 18 years. It also provides for stiff penalties for violation of norms set for the use of Aadhaar. The Aadhaar and Other Laws (Amendment) Bill 2018, moved by Prasad in the Lok Sabha on Wednesday, bans storing of core biometric information as well as Aadhaar number by service providers in cases of individuals who have voluntarily offered the national ID as a means of authentication. It also makes it clear that anyone not offering Aadhaar cannot be denied any service, be it a bank account or a SIM card. The bill seeks to amend the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016, the Indian Telegraph Act, 1885 and the Prevention of Money-laundering Act, 2002. The legislation proposes telecom service providers, apart from using Aadhaar for authentication, can also leverage off-line verification, use of passport, or any other officially valid document or modes of identification as notified by the central Government.

‘Application for UPSC exam must be treated as an attempt in itself’ NEW DELHI, JAN 4 (AGENCIES): If a civil services aspirant applies to take the exam to become a civil servant but does not eventually appear for the test, it should be treated as one of the handful of attempts candidates are allowed, the Union Public Service Commission (UPSC) has proposed to the Modi government. Such a rule, the commission believes, will ease the strain on it as an average 10 lakh candidates apply every year but only about half of them actually appear for the exam, a top source in the government told ThePrint. “The UPSC prepares for all the applications that are received in terms of the number of papers printed and centres roped in, among others. But a large number of people don’t show up,” the source who is familiar with the proposal said. At present, general category candidates are allowed six attempts while those from the OBC category are allowed nine. The attempts, however, are counted only when a candidate appears for the preliminary examination.

Roads, power PDA’s top priority: Kronu Correspondent
KOHIMA, JAN 4 (NPN): Planning & coordination and land revenue minister Neiba Kronu on Friday reiterated that the People’s Democratic Alliance (PDA) government would be giving top priority to improvement of roads and power sector in the State. Speaking at the 49th Games & Sports Meet, 2019 of Chokri Area Games & Sports Association (CAGSA) at Khulazu Basa in Phek district, Kronu maintained that road connectivity and electricity formed an integral part for all-round development, adding that other things would automatically follow once there were good roads and sufficient power in the State. He assured that all major road projects, including Kohima-Jessami, ChakhabamaZunheboto and Pfutsero-Phek roads, in the district would be taken up very soon and that Tizu area would be given special emphasis for power supply. He also informed the gathering that the border road along the Indo-Myanmar border and connecting the Phek district would be given priority for economic development. “Now that the election is over, we should now focus on development for the next four years,” he remarked.

Little progress in Meghalaya miners’ rescue Wild jumbos wreak havoc in Wokha SHILLONG, JAN 4 (PTI): Efforts to rescue the miners trapped in a Meghalaya mine for 23 days made little progress on Friday as most of the pumps brought in to draw the water out are yet to be installed, officials said. Only three out of the 13 high-powered pumps that were brought to the site could be installed and used so far, operation spokesperson R Susngi told PTI. Susngi said preparations to install another three pumps are on. “More pumps will be used in the adjacent shafts and we hope that the pumps from Coal India and Kirloskar Brothers are ready at the earliest so that they can also supplement the dewatering process.” Fifteen miners remain trapped inside a illegal ‘rathole’ coal mine in Lumthari village of East Jaintia Hills district since December 13 after water from a nearby river gushed in.

pleted, Susngi said. As the rescue operation entered the 23rd day, the efforts to pump out water from the main shaft, where the miners were stuck, and in the nearby abandoned mines have not made any visible impact. Divers from the Navy and the National Disaster
Response Force want the water level at the main shaft to go down from the current 160 feet to about 100 feet in order to resume rescue operation, an official of the diving operations team said. Three pumps brought in by the Odisha Fire and Disaster Service personnel have been operational since Wednesday. The water level in the nearby mines has remained somewhat stable and the personnel will go down and measure in the evening, the official said. On Thursday, the Supreme Court had expressed strong dissatisfaction over the rescue efforts to trace the miners and had asked the state government to bring them out dead or alive. Meanwhile, the district authorities have sought an additional fund of Rs 50 lakh to make payments for the various utilities hired for the rescue effort.

DIMAPUR, JAN 4 (NPN): A herd of wild elephants numbering around 20 to 30 had reportedly wreaked havoc across Pyotchu village jurisdiction under Lotsu Circle, Wokha district destroying farm houses at the rubber plantation area. Pyotchu village head GB Yananyimo Lotha told Nagaland Post over phone that the elephants intruded into a rubber plantation farm, which is about half an hour’s walking distance from the village, on December 31, 2018 midnight and January 2, 2019 morning. When the villagers inspected the ravaged area, head GB said they found out that rubber tabbing machineries were damaged besides overturning or crushing many bamboo thatched structures. into the village from a nearby forest. “They have destroyed many farm houses of the villagers and people are scared and helpless,” the head GB said. No injuries have, however, been reported. “Attacks by elephants have been on the rise in that area. Now we are worried that these elephants may return in bigger numbers,” he added. According to head GB, the elephants visit the village’s jurisdiction every year, but this time, they arrived in
larger number. Initially attempts were made to scare away the wild jumbos by bursting crackers and making loud noises, but eventually the villagers were forced to flee from the area. He was addressing the 54th Youth Day of Rachii Youth Organization (RYO) at Viswema village under Kohima district. He said the leaders of any organization, be they be of the Panchayat, youth, students, women, etc. should try to build and uplift one another from the grass root to higher levels. “We should not only concentrate on our own khel or village only but look beyond to the state and national level,” Er. Richard Singson of the Youth and Students Union Songlhuh, in a press release chose to identify the benefactor only as “Combat Hand” since the “Identity of the officer can’t be revealed due to security reasons and media policy”.
The benefactor dedicated a 746 book library, started a one year subscription of two newspapers for the library, and also donated music speakers and basic weight training equipment for the gym. “From now on Youths and Students of Songlhuh village can utilise and channelise their potential in right direction” the release said.
The library and gym were inaugurated in the presence of GBs, chairman, VDP secretary, Youth & Students body and around 100 villagers. The release reported that in the inauguration speech, the benefactor emphasized on judicial use of these two facilities by youth and students. He also urged parents to encourage their children to strike a
balance between learning and playing. The village GB, chairman and VDP secretary hailed the efforts of the benefactor who, they said, was always ready to extend help to the people of the village. A word of thanks was delivered by the village pastor. Later, the Songlhuh Inter Ward Sports Meet was kicked off by the “combat hand”.
DIMAPUR: District Programme Officer (DPO) Dimapur, Bonathung Ngullie has informed the public that the Pradhan Mantri Matru Vandana Yojana (PMMVY), a maternity benefit scheme implemented by Department of Social Welfare Nagaland, is a conditional cash transfer (DBT) scheme of Rs. 5000 for pregnant women and lactating mothers of 19 years of age and above. The First Live Birth payment will be paid in three instalments, and forms for this will be available at Anganwadi centres and/CDPO’s office. The first instalment of Rs.1000 will be paid at the time the pregnancy is registered at the nearest Anganwadi centre; the second instalment of Rs. 2000 will be paid after attendance at atleast one ante-natal check-
up (ANC), IFA tablets and TT injection and counselling session at Anganwadi centre. The third instalment of Rs. 2000 will be paid after registration of birth, and immunisation of child at six and ten weeks (first cycle). Photocopies of the following documents are to be submitted: Aadhaar cards of both husband and wife (beneficiary); beneficiary’s bank account details in her name; Mother and Child Protection Card (MCP) after registration at government health centre; birth certificate of child (at time of third instalment and institutional birth). The scheme is for first pregnancy for women above 19 years age. It can be availed by women whose Last Menstrual Period (LMP) was two years from the present date.

FGN: Federal Government of Nagaland (FGN) Kedahge, Viyalie Metha, gen (retd), on behalf of the FGN, has expressed deep grief and shock over the demise of kilonser, Gaibon Panmei on January 4, at Samziuram village after a prolonged illness. In a condolence note, Metha stated that late Gaibon Panmei son of Rangtaujei Panmei was born on March 1, 1934 at Longjang village, Zeliangrong Region, Nagaland. He joined national service (NNC/FGN) on December 20, 1957 and sacrificially served the nation till his last breath. He served the nation in various capacities as regional authority, tatar, midan peyu, dy. rali wali kilonser, fullfledged rali wali kilonser and keyie kilonser, FGN. He was a recipient of Civil Service Awards and the Nagaland Star, the highest award of the Naga Nation. The release added that he was one of the senior most national leaders. The note continued that he always maintained all necessary records and documents of the nation as well as of the region. He was an octogenarian whose sudden demise, the condolence note said, was an irreparable loss and created a vacuum for the nation and region. “Yet his true sacrifice and
patriotic services rendered to the Nation shall always remain alive with honor in the annals of the Naga Nation.” Metha offered his heartfelt condolences to the bereaved family members and relatives and prayed that the departed soul rest in eternal peace. NSCN (I-M): NSCN (I-M) has expressed deep pain at the untimely demise of Tokishe Zhimo, leacy (Ut), son of (Lt.) Luhezhe Zhimomi of Khehoi village, on December 31, 2018, after a prolonged illness. NSCN (I-M), in a condolence note said late Tokishe Zhimo enrolled in the Naga national service in 2015. The note also mourned the passing away of Viheshe Zhimomi, razou peyu (UT) son of (Lt.) Hovishe Zhimo of Nitozu village on January 3, 2019 after a prolonged illness. “He joined the Naga national service on 11-10-2011” the MIP stated. NSCN (I-M) called both the departed noble and diligent national workers, who served the Nation whole-heartedly until their last breath. “Their names shall be recorded and honoured for their sacrifices they have given to the nation” it added. It also offered its condolences to the bereaved family members and prayed to Almighty God to grant the departed souls eternal rest and peace.

Following are reports of the events. KASU General Conference underway: Cultural activities and indigenous games marked the Kuhuboto Area Students’ Union’s (KASU’s) 35th biennial General Conference hosted by Kuhuboto town on Friday. The inaugural session was graced by entrepreneur, Hollen K. Yepthomi as the conference host. In her address, Hollen urged youngsters to first seek God’s blessing in everything they do. She also encouraged students to work hard in order to achieve their dreams. Hollen further encouraged educated youth to take the initiative to lead people in the right direction. Reminding the students that there was no substitute to hard work, she urged them to work hard with commitment and determination to achieve
their goals. On her arrival, the conference host also unfurled the union flag. Earlier, a presidential address was delivered by president KASU, Kabo G. Zhimomi and KGPO president, Kuhovi Zhimomi delivered the greeting message. Cultural shows were performed by Tokugha Kiphimi Kuqhakulu, Luzheto Kiphimi Kuqhakulu, Suhoi Kiphimi Kuqhakulu and Kuhuboto town. A special song was presented by Roviche K. Yepthomi. Indigenous games such as fire making, cart racing, spear kicking, etc were also demonstrated. The introductory session was held on Thursday evening with an opening prayer by Rev. Kaiho Awomi, Nihoto Ghami Baptist Akukuhou. During the four-day event, sporting activities such as volleyball, table tennis, badminton, loop race and cultural activities, indigenous games and literary competition will be played and conducted among the 23 units under KASU. (Staff Reporter) KSU holds General Conference: The 43rd General Conference of Kiruphema Students’ Union (KSU) was held with Angami Public Organisation (APO) property secretary, Savilie Kruneilie as the special guest at Kiruphema Basa on Friday. Savilie, who is also a former president of Western Angami Public Organisation (WAPO), in his address, complimented the KSU for attaining its 43rd glorious year. In his speech, he laid stress on the importance of education and said that education was the most powerful weapon, urging the student community to whole-heartedly pursue it. He advised students to wisely manage their time and face competitive exams so that they may have a better future. Savilie also called upon the students to learn the history and tradition of their forefathers and at the same time learn about the change brought about by modern times to

Silchar (Assam), Jan 4 (PTI): Prime Minister Narendra Modi Friday assured the people of Assam that no genuine citizen will be left out of the NRC and hoped that the citizenship bill will be soon get Parliament’s nod. “I am aware of the problems and difficulties faced by many during the NRC (National Register of Citizens) process but I assure you that no injustice will be done to any genuine Indian citizens,” he told the Vijay Sankalp Samavesh Rally at Kalinagar near here. “The government is also moving ahead with the Citizenship (Amendment) Bill. Ganja worth Rs 1.2 cr seized in Tripura Ag a rta l a , J a n 4 (IANS): BSF and Tripura Police in a joint raid seized a huge amount of ganja worth Rs 1.2 crore in Tripura, police said on Friday. A BSF statement said 2,040 kg of ganja in 204 bundles was seized from a club in Melaghar village in Sepahijala district late on Thursday. “The present market value of the narcotic is Rs 1.2 crore. Seizure of such huge quantities of ganja from a recognised club clearly indicates the sensitivity and seriousness of the crime of drugs in Tripura,” the statement said. It said FIRs were registered against the President and the Secretary of the club under Narcotic Drugs and Psychotropic Substances Act.

Tripura to seek Rs 8390 crore central package for tribal welfare
Agartala, Jan 4 (PTI): The Tripura government would seek a special package of Rs 8389.71 crore from the Centre for development of the state’s indigenous people, who constitute one third of its population, a minister said Friday. The tribal people of the state remained backward as no previous government had taken any initiative for their development, Education Minister Ratan Lal Nath, also the cabinet spokesperson, told reporters here. “ O u r g o ve r n m e n t asked all the state departments to make an overall estimate for tribal development. We have compiled the estimates made by the departments and decided to put forward the demand
to the central government,” Nath said. “We made a comprehensive package amounting to Rs 8389.71 crore for tribal welfare. The council of ministers passed the package and the same will be sent to the Centre for final approval. The package would be used for socio-economic, cultural and linguistic development of the indigenous people,” the minister said. The council of ministers in the BJP-IPFT government has made the decision to seek the package at a meeting on Tuesday. Before the February 18 assembly election, Nath said, a team of the BJP and the Indigenous People’s Front of Tripura (IPFT) met Union Home Minister
Rajnath Singh and briefed him about the socio-economic condition of the tribal people. At the meeting, it was decided that a high level committee would be constituted to look into their problems and taking remedial measures, he said. “We also made a poll promise that a modality committee would be formed to ensure development of tribal people if the BJP was voted to power,” Nath, a BJP leader, said. The Centre has constituted the committee with Reena Mitra, the secretary of MHA’s internal security, as its chairperson and Satyendra Kumar Garg, the joint secretary of MHA, as its member secretary.

Ninong Ering, in a letter addressed to the Prime Minister on Friday said that though the Cabinet had approved the Constitution (Scheduled Tribes) Order (Amendment) Bill, 2018 to be introduced in the Parliament and had sought the inclusion of four tribes of the State namely Nocte, Tangsa, Tutsa, Wancho into it, the ‘Yobin’ tribe had, however,
been left out. “A private members’ bill on the same issue was pending since 2015. I have repeatedly and frequently raised the claim to include Nocte, Tangsa, Tutsa, Wancho and Yobin through this bill. “The latest decision by the cabinet includes four tribes, however, the ‘Yobin’ community has been left behind. It is a very thinly populated tribe residing in isolated areas of mountainous state of Arunachal Pradesh,” Ering wrote in his letter. The MP also wrote a letter to Lok Sabha Speaker, Sumitra Mahajan requesting her to withdraw the Bill. Earlier, the Arunachal Pradesh government had
sent a proposal to the Centre to amend the list of scheduled tribes of the State by doing away with the category ‘any Naga’ tribe and replace it with the names of the tribes- Nocte, Tangsa, Tutsa and Wancho. Notably, the National Commission for Scheduled Tribes (NCST) issued a noobjection certificate to the Centre, paving way for introduction of the bill. Ninong Ering had earlier requested the Union Tribal Affairs Minister for with a request of inclusion of Yobin, Nocte, Tutsa, Tangsa and Wancho tribes in the ST list of the State. He had also introduced a private members’ bill in the Lok Sabha in this regard.

Shillong, Jan 4: Meghalaya Chief Minister Conrad Sangma on Friday said that banning of coal mining is not the solution in the wake of 15 miners trapped inside an illegal flooded coal mine in the state. “Banning coal mining is not really a solution right now. What the correct solution now is to ensure whatever activities that takes must be regulated. Environment and safety of miners must be given a priority. The regulation must be as such that the
economic condition should not be affected,” he said in a videotaped statement. In fact, the National Green Tribunal had ordered an interim ban on “rat-hole” coal mining in Meghalaya since April 17, 2014, after the All Dimasa Students’ Union and the Dima Hasao District Committee filed an application before the National Green Tribunal alleging that the water of the Kupili river was turning acidic due to coal mining in Jaintia Hills. Claiming that his government has been working to stop illegal mining activities, Sangma said, “…

New Delhi, Jan 4 (AGENCIES): Senior Cong ress leader Ajay Maken resigned as party’s Delhi unit chief on Thursday citing health reasons. Party sources said Maken met Congress president Rahul Gandhi on Thursday evening to hand over his resignation. His resignation has been accepted. Maken had even earlier expressed his desire to resign from his position on health grounds but Rahul Gandhi had asked him to continue back then. “After the 2015 Vidan Sabha elections, as the Delhi Congress chief, I have received a lot of love from Delhi Congress workers, the media covering the party and from our party head Rahul Gandhi ji. In these difficult times, it was not easy. I thank you all for everything,” Maken tweeted on Friday morning. AICC Delhi in-charge PC Chacko told HT, “Ajay Maken had resigned in September but was asked to continue. Now, he was

Resignation of Ajay Maken has come at a time when there has been speculation about a possible alliance between the Congress and the Aam Aadmi Party or the AAP for Lok Sabha elections later this year. Maken is believed to be opposed to the view sup-
porting such an alliance. The AAP had registered an overwhelming victory in 2015 Delhi Assembly elections, when the Congress failed to win a single seat. The party was in power for 15 years with Sheila Dikshit as the chief minister before it was voted out in 2013, when the assembly polls resulted in a hung assembly. Maken took over as the Delhi Pradesh Congress Committee or DPCC chief in March 2015 soon after the assembly elections. He replaced Arvinder Singh Lovely, who was a minister in Sheila Dikshit government. Later in 2017, Lovely switched over to the BJP before returning to the Congress fold in February last year. Several names including that of Dikshit are doing rounds as possible replacement for Maken. One view within the Congress party suggests that Dikshit be appointed as the DPCC chief.

Trump in his comments to his Cabinet colleagues referred to Prime Minister Modi as an example of how world leaders are talking about their contributions that were nowhere near the “billions of dollars” the US was spending.

Don’t know who’s using it (the library) in Afghanistan. But it’s one of those things. I don’t like being taken advantage of,” he said. “I say this, India. Trump took a jibe at Modi for funding a “library” in Afghanistan, saying it is of no use in the war-torn country. He also criticised India and others for not doing enough for the land-locked nation’s security. Reacting to Trump’s jibe, senior Congress leader Ahmed Patel said: “Tenor and tone of the US president describing the Prime Minister of India is not in good taste and is completely unacceptable.”

erala is witnessing a battle between forces having varied vested interests over an ancient tradition which has provided an opportunity to show that each of them is right but for the ordinary Indian all of them are only partly right. Lakhs of women are on the streets of Kerala protesting against the judgement and yet, not one person is willing to listen to them. Following the ruling of the Supreme Court to permit women devotees to enter the Sabarimala temple as barring women was in violation of Article 25 (Clause 1) and Rule 3(b) of Kerala Hindu Places of Worship. Though the Supreme Court issued the order, women activists posing to be devotees, including a Muslim woman activist. As a consequence of the action, the Jama-ath Council expelled Rehana Fathima from the community for trying to enter Sabarimala which was against the religious sentiments of lakhs of Hindus.On January 3, two women activists entered the temple and made a history but Kerala is boiling due to several protests. The protests were against the Left government in Kerala for allowing two women activists from entering the temple. It was interesting that Lakhs of women came out on the streets of Kerala protesting against the judgement of the Supreme Court in setting aside the ban imposed by management of the Sabarimala temple against women of certain age groups who were still in the menstrual cycle. The Sabaramila temple episode is a classic example of how contemporary thinkers are trying to toy with the past. For one, the present conflict is about so-called gender equality and fundamental rights. The Sabaramila episode was explained as a fight between women and patriarchy whereas the actual fight was between urban feminists and tradition, ignoring the beliefs of women devotees of Ayyappa. The so-called women activists who are least bothered about religious practices other than the agenda of feminism, have announced that the issue involved anti-women prejudices. The feminine voices against Sabaramila( and the medieval practices) has been raised as an issue for contemporary society. However, what has been heard and written about, was all about how the guilt of the Sabarmila temple because the mainstream media consistently aired the view of urban feminists, because of their privilege and access. One point that needs to be clearly explained and amplified is that , unlike the vague explanation, equality does not mean sameness. Women may be in the same group historically as being of the same sex;but that does not mean they all share the same ideology or think the same way, dress the same, talk and walk the same or even share the same aspirations. Therefore, if women don’t belong or identify themselves as belonging to the same group because of different backgrounds, hopes, dreams, languages, expressions, bodies and preferences then surely and certainly, can they be defined as feminists? Today, what is being heard is all about women issues, gender equality and women’s rights. Those who raise the voices for gender equality are those English speaking, rich, urbane women who believe that they are called to speak for women’s rights in favour of their native sisters who lack education. The BJP has claimed credit for emancipation of Muslim women through triple talaq ordinance but it thinks nothing of the bias against Hindu women. Thus, both the feminists and BJP seek to gain from the case but both of them are terribly out of sync with truth.

Never run before God gives you His direction. If you have the slightest doubt, then He is not guiding. Whenever there is doubt— wait. At first you may see clearly what God’s will is— the severance of a friendship, the breaking off of a business relationship, or something else you feel is distinctly God’s will for you to do. But never act on the impulse of that feeling. If you do, you will cause difficult situations to arise which will take years to untangle. Wait for God’s timing and He will do it without any heartache or disappointment. When it is a question of the providential will of God, wait for God to move. Peter did not wait for God. appy New Year’ is the greeting that we normally share with acquaintances as we usher into the New Year. Forecasting on what lies ahead however will be more of speculations or conjectures but less a reality. Will it be a Happy New Year or a year of anxieties or failures, one never knows. I would nevertheless like to indulge in dwelling upon few likely shape of things to come that may invoke some interest to its readers. In the coming days one may look forward with a certain degree of optimism on the ongoing peace initiatives that is apparently cruising towards a kind of settlement. Enough has been read on the writings on the wall that are either appealing or cheerless but a likely Agreement between the Government of India and various groups. It will however be difficult to forecast on the kind of Agreement that may emerge out of the current talks except to speculate. It is however clear with no uncertain terms that the Government of India may consider accommodating only those issues that is permissible under the ambit of the Constitution but not beyond it. Demands therefore from the Home front may confine only to the attainable issues that are devoid of ambiguity, rhetoric and fanciful. How long do we after all continue guessing by listening to the speculations on talks that resembles the sound of muffling drums from a distance that is not audible? Besides the negotiating parties with the Government of India, there is a need for the State Government that are voted to power by the people to actively engage in the current Peace process. Maintenance of Law and Order has to be one of the core issues for any kind of Settlement and on this vital issue of paramount importance, the State Government need not shy away by assuming the role of cheerleaders from the gallery but instead take positive partnership in the Settlement process. Let me bring out an extract of the Declaration of Joint Forum of Nagaland Legislative Assembly during December 2018 that was made in our usual classical style and approach. It reads ‘….. declared its commitment towards the Democratic desires of the Naga People to live together under one administrative umbrella while ap-

n 24 September 2018, I wrote an Article in the Nagaland Post on the best option to change the Naga mindset is to neuter every violent organization in the State by declaring them “Terrorist Organization”. Now, “Any Organization, big or small, armed or unarmed, political or apolitical, religious or non-religious that uses Violence or Threats to achieve its End is of a sort “Terrorist Organization”. My idea was for the Government of Nagaland to decide for a mindset of bullet for bullet, Law for Arms, Justice for Violence and Jail for Threats of any kind. This will facilitate the Government creation of peace, law and order and good sense to prevail in our land. Such an action by the Government would turn all violent Organizations in the State into harmless Gender and make them Mother of all Peace on earth in just one term of the government. The Naga is often ignorantly self-willed but is naively an obedient creature and soon, Lions will turn into harmless Sheep, Spears into useful Walking Stick for the infirm and the Violent will turn into ceaseless Prayer Group organizations. Once, a Governor of Nagaland conveyed a message desiring to see me. When, I went to the Raj Bhavan, he asked me whether the various Naga armed Groups would accept if the GoI makes an Agreement with the NSCN (IM). I replied, “If the IM had not consulted the others
pealing to all sections specially the Civil society, groups and HoHo’s to have confidences in the strengthening of the Naga family and come together under the spirit of oneness so that we collectively work towards unity and not towards fragmentation of the Naga family….” It is indeed written with beautiful and appealing phrases that will please all its readers but then the appeal only expresses a kind of desire for unity where none will raise objections but the appeal shy away from the core issue of declaring an expressive policy of commitment by the highest forum of the State in combating squarely on the multiple centrifugal forces such as violence, corruption, loose administrative set up, tribalism and anti-social elements that is fragmenting our society to splinters today. Much has been commented about the Special Provision under Article 371 (A) of the Constitution that relates to the State of Nagaland. The then Naga Delegation, after prolonged and hectic negotiations with the Government of India finally drew up the said provisions under Article 371 (A). This Article that has been loved, hated, debated and pursued still remains a Special Provision that has stood firm against various tests of time and situations. The present leaders and negotiators both from the over ground and other streams may like to ensure that any conceivable agreements that are likely to arrive at following the talks will only be an improvement to the existing provision under Article 371 (A). One may now have a sigh of relief and cheers that works on road development between Dimapur and Kohima has begun. Hopefully it will not take years for its completion. Let us also consider the condition on the ongoing developmental works on roads elsewhere. What about the progress made on the construction of bridge over Dhansiri river connecting Purana Bazar and Dimapur Town that has started some years ago. One wonders how many more years it will take before it is finally completed. In fact with the affords, such construction which should be just a routine in nature should have taken less than a year for construction specially relating to such a priority bridge con-
necting Dimapur with the rest of the State but then to the misfortune of our work culture, we entertain excuses for delay attributing to the fund constraint, price escalation, summer rain, winter draught, soil unsuitability, the so call land owner interferences, underground taxation, unavailability of labourers, thus causing inordinate delay in completion. What about the construction of a bridge that is connecting the State Civil Secretariat, the central nerve centre to the State Capital Kohima where presently all vehicles of high and low are made to cruise through an improvised diversion over a nullah. Should the might of the State take so long to construct this tiny bridge till the Kingdom come but Bravo none seems to be complaining? Roads everywhere are the faces that portray the condition of a Sate. To a visitor, the first impression that he or she creates are the conditions of roads. The conditions of our roads even in our State Capital are not worth commenting. One tourist during the recently held Hornbill Festival express his views about our roads, he said, “….I have not found as bad as the roads in Kohima to any other State Capitals of the North East…” (20th December in a local paper). Are we not aware of the fact that often we are travelling on the roads of shame rather than the roads of pride. Shouldn’t we wake up to such stark realities? We often talk about the uniqueness of our culture. There is nothing wrong in talking about such issues that we often exalt very highly. I however wonder the kind of uniqueness that a visitor may find when he or she visits our State. Uniqueness of our culture should not be confined only to the songs and dances with daos and spears and jumping with HoHo’s and BoBo’s during the Hornbill Festivals. Culture should in fact portray the characteristics of other aspects of our lives such as its people’s simplicity, hospitality, honesty, work culture and values that constitute the total spectrum of our culture. There is therefore a need to inculcate the above elements into our living styles that others will see the uniqueness in us. Ushering into the New Year should also remind us in
taking up new initiatives for proper exploration of mineral potentials of our state to boast up the present economic scenario of our state. It is learnt with concern that the ONGC from Assam has continued oil exploration in Assam/Nagaland during the last 39 years, whereas during such period our state was kept busy in sorting out the issues involved on oil extraction but not actually making use of the mineral deposits for income generation. The comment made by one of the honourable MP’S of Nagaland recently is pathetic as well as alarming. It reads ‘…The unresolved Naga political issue and differences of opinions among various underground leaders, the ONGC has been exploiting the natural resources of the Nagas quietly and silently for the last 39 years..’ I was made to understand that the area of a particular oil reserve lying underground may be branching out to areas beyond a particular state, as such, in such a situation, there is a likelihood of our oil reserve being extracted by pumps located elsewhere. There cannot be any Boundary Commission Or even Article 311(A) to sort out such issues that lies deeply underground. We have therefore no other choice but to begin proper exploration at the earliest. My hunch is that huge quantities of oil that would have generated formidable income for our state might have been extracted from station located elsewhere. Last year must have been the year of exposures and excitement for the members of the newly constituted legislative body of our state especially for those elected for the first time, when they suddenly woke up to the new found power, fame and privileges. It may now be dawning upon them that leadership is not as simple as delivering a lecture or inaugurating a new building but leadership entails patience, vision, hard work and wisdom for making a good leader. The new year should remind them to embark upon following the narrow road of learning, working and reaching out to people in meeting their needs and also draw up plans and programmes for implementation in pursuance to their election promises. However, too much eye contact can mean dominance, lack of respect or threat. On the other hand, too little eye contact can be perceived as lack of attention, insecurity, impoliteness, shyness. Dress: Clothes do make a difference in how we perceive ourselves and how others perceive us. It’s all about feeling good, looking poised, being self-assured and having a confident posture in all situations. Make sure you dress comfortably and rehearse your walk and sitting in the outfit. Avoid loud colours and flashy accessories; these could be very distracting for the interviewer. Wear clean and ironed clothes. Answer to impress: If you’ve attended an interview recently, chances are high you were asked some version of “Tell me about yourself ”. Despite the near certainty of this question, candidates often struggle to provide a good answer. The three important things are: 1) Who you are, 2) Expertise highlights, 3) Why you are here. The Governor then suddenly asked, “If you are asked to make an Agreement with Muivah, what would you say?” “Mr. Muivah and Mr. Isaac Chishi were my contemporaries in different Colleges at Shillong. I knew Isaac better; he studied in Kohima and spoke Angami language fluently. And, if I were to make an Agreement with Muivah, I would tell him only three things: One: I would say, “Mr. Muivah, I will make an Agreement with you, if you renounce Violence. I will continue to talk to you, but I will never make an Agreement with you if you do not renounce Violence. Two: Mr. Muivah, yours is not a legally elected Government and so you have no Right to collect Tax from the people. Three: You must deactivate all your weapons, if not, I will continue to talk with you, but will never make any Agreement with you”. I also told the Governor that every animal in Nature, including Man has its own territory where its writ runs; Muivah’s territory is not Nagaland. The Governor stopped the subject of politics as abruptly as he started it, and
shifted his talk to pleasantries of Nagaland, of the enchanting mountains and of the beautiful climate. Tea and a standing invitation to his place ended the significant and poignant meeting. I had hoped my words may reach higher ears in the government echelons but nothing appeared visible immediately. I had more than once written that the Government of India does not know how to make Peace in the IndoNaga Issue. Today India is not in a capable position of making a settlement. At the present, India does not have leaders democratically broad minded and bold enough capable of deciding new unconventional innovative decisions. The vast majority of Hindus in Indian still sincerely believe in Myths (story or idea that is believed by many but not true), Deities (beliefs in natural or artificial Objects as having essential nature of God), Caste System (division of Hindu people into hereditary high and low status groups) and traditional Systems in the Hindu Society. The belief in traditional systems has such strong hold on the mind of the populace that the Leaders cannot escape popular gravitational force of the society. When Religion in a secular democratic country goes awry, the secular democratic Government of the land can declare the religion illegal and restrain it legally from functioning, but not in a Hindu country. Hindus live today by unchangeable traditional be-
liefs of the past, they cannot today change the Past. This will continue for more than several indefinite generations in India. And only when India becomes an important part of the Global world in economic power, in a few indefinite centuries, then traditional religious practices may give way to enlightened democracy that becomes relevant and more tenable to India’s global status. Then a new earth and a new heaven will descend on India, it will then become so sensible that it would feel ashamed of its anti-humanright, armed occupation of Nagaland and would enter into negotiation for the peaceful exit of Nagaland from India. As for the present, surprisingly at a time when the Nagaland least expected, a BJP coalition Government descended on the state like a Genie of Aladdin’s Lamp and now the BJP’s central Minister for DoNER of the Northeast, Honorable Jitendra Singh on 28th December 2018 publicly said: “The Northeast has undergone a revolutionary transformation in the last four and a half years and the region has become a role model for other states.” The Honorable Minister is extolling not only the development of the Region alone but also hypes the virtues of the Prime Minister of India in the hearing of the whole of India. He should have rather honestly mention the real situation of the Region! The politicians of Na-
galand quickly imbibe such subtle nuances of the mainland politicians and spread them quickly in the state. As of now, anybody who is somebody in coalition government with a central Party immediately adopts every traits of the latter, from the neck to the toe of the person, even the style of the dress of the central party men is imitated in such detail of the style, fashion and color of the material! Forget Nagaland politicians crying so tireless for Change and Regionalism in Nagaland only when election time comes! There can be no change of political style in the State of Nagaland unless the Political Parties of Nagaland produce new, unconventional original Ideas of politics for Nagaland. Unemployment is the biggest of the major problems facing the country, Union Minister Nitin Gadkari Fiday said, adding that there was a “difference” between employment and jobs. He was addressing a youth empowerment summit organised by Fortune Foundation here. Speaking on employment generation, Gadkari said, “To address the problem of unemployment, not everyone can get jobs. Because there is a difference between employment and jobs. There are limitations to jobs and therefore creation of employment is the main part of the financial policy of any government.” “There is a need to think about how to create employment opportunities in rural and urban areas of the country,” Gadkari added. New Delhi, Jan 4 (IANS): The Supreme Court on Friday directed the Centre to state on affidavit the steps taken to date in pursuance to the long-awaited appointment of the Lokpal. The bench of Chief Justice Ranjan Gogoi and Justice Sanjay Kishan Kaul asked the Attorney General K.K. Venugopal to ensure that the steps taken to date are brought on record through an affidavit to be filed within two weeks. “Much time has lapsed, something needs to be done”, the bench observed. Directing that all details be put on record, the court fixed January 17 for considering the matter again. “No, no note. File an affidavit,” Chief Justice Gogoi told Attorney General who sought to pass on a note to the bench carrying the details of the steps taken by the government in the process of appointing Lokpal. In the last hearing on July 24, the court had declined to accept the affidavit filed by the Secretary (Personnel), DoPT describing it “wholly unsatisfactory” and had directed the filing of a “better affidavit giving full particulars” of the steps being taken for setting up a search committee for suggesting probable names for Lokpal.

New Delhi, Jan 4 (PTI): Launching a fresh offensive on the Rafale deal, the Congress on Friday accused Prime Minister Narendra Modi of brushing aside objections raised by the Defence and the Law ministries, causing losses to the exchequer and compromising national security. The opposition party fielded senior leaders Ghulam Nabi Azad, Mallikarjun Kharge and Randeep Surjewala to reiterate its demand for a Joint Parliamentary Committee (JPC) probe. Addressing the media outside Parliament, the leaders cited objections raised by the Defence and Law ministries and demanded that the prime minister and defence minister disclose full facts before Parliament and a JPC. “Will the prime minister and defence minister now disclose the full facts to Parliament. Only a JPC can investigate the Rafale scam,” Azad told reporters ahead of the government’s reply in Parliament. New Delhi, Jan 4 (PTI): The government ordered investigation against 110 companies in the last three years for their involvement in fraudulent activities, according to Union Minister P P Chaudhary. Specific details about the investigation were not disclosed. The Minister of State for Corporate Affairs told the Lok Sabha that investigation has been ordered against companies for their involvement in fraudulent activities during the last three years. As per data provided by him as part of a written reply, probe was ordered against 110 companies in the last three years. In a
separate written reply, the minister said the Serious Fraud Investigation Office (SFIO) has been ordered to probe such companies where they are “allegedly involved in fraudulent activities, including through illegal accounts/ transactions”. The Serious Fraud Investigation Office comes under the Corporate Affairs Ministry. “12 complaints were received by the SFIO against the scam of QNet during the period 2013-14 to 2018-19 (till November 30, 2018) and these were forwarded to the respective Registrar of Companies for necessary action,” Chaudhary said in another written reply.

Mumbai, Jan 4 (PTI): The country’s foreign exchange reserves increased by USD 116.4 million to USD 393.404 billion in the week to December 28, on account of rise in foreign currency assets, according to RBI data. In the previous week, the reserves had increased by USD 167.2

New Delhi, Jan 4 (PTI): The fertiliser subsidy arrear touched about Rs 23,284 crore till December 2018, the government told the Rajya Sabha, saying that some of it would be cleared with available funds and the remaining on receipt of additional funds. In a written reply to the Upper House, Minister of State for Fertilisers Rao Inderjit Singh said the government is releasing subsidy to fertiliser companies on a regular basis subject to the availability of budget. Placing the data before the Rajya Sabha, the minister said Rs 23,283.66 crore fertiliser subsidy was pending till December 2018. Out of which, about Rs 11,293 crore subsidy is on domestic urea and Rs

Mumbai, Jan 4 (PTI): The Indian rupee Friday rebounded by 48 paise to settle at 69.72 against the US dollar in line with smart gains in domestic equities and uptrend in other emerging market currencies. Also, sustained selling of the American currency by exporters and banks propped up the rupee after two successive sessions of fall, traders said. Higher crude prices and sustained foreign fund outflows, however, capped the rupee gains to some extent, they said. Brent crude, the global benchmark, was trading at USD 57.15 per barrel, higher by 2.14 per cent. Foreign funds pulled out Rs 157.72 crore from the capital markets on a net basis Friday, while domestic institutional investors bought equities to the tune of Rs 240.60 crore, provisional data showed. At the Interbank Foreign Exchange (forex), the rupee opened on a firm note at 69.95. It gained further to hit a high of 69.66 following dollar selling by exporters, before finally closing at 69.72, up 48 paise. On Thursday, the rupee had weakened for the second straight session and

New Delhi, Jan 4 (PTI): Finance Minister Arun Jaitley on Friday said in Lok Sabha that there would be no loss of jobs due to merger of public sector banks. Earlier this week, the Cabinet approved merger of Vijaya Bank and Dena Bank with Bank of Baroda. Jaitley said that there would be no job losses due to merger of the banks and that the move would create a bigger entity like the State Bank of India (SBI). The cost of lending could also become cheaper, he added. During the Question Hour, the minister said that out of the 21 public sector banks, 11 are under PAC (Prompt Corrective Action) framework. BENGALURU, Jan 4 (Agencies): Growth in India’s services sector slowed slightly in December, but firms hired at a faster clip on continuing optimism as new business and employment remained buoyant, a private survey showed on Friday. The Nikkei/IHS Markit Services Purchasing Managers’ Index declined to 53.2 in December from November’s four-month high of 53.7, but remained above the 50 mark threshold that separates growth from contraction for the seventh
slowed slightly to form a somewhat disappointing end to 2018.” The slowdown in the pace of expansion in India’s dominant sector - the services firms - was largely driven by a contraction in foreign demand for the second straight month. A sub-index tracking overall demand in the sector declined to 52.7 last month from 53.3 in November. Slower services activity along with weaker growth in the manufacturing sector led the composite index to fall to 53.6 last month from a more than two-year high of 54.5 in November. However, optimism about future activity in the services sector increased to a three-month high, signaling a strong outlook for the sector this year despite uncertainties around the upcoming general election. Meanwhile, input costs rose at its weakest pace since May 2017, but prices charged for the provision of services rose again as firms sought to share additional costs with their clients, pushing output prices up by a slightly faster pace.

Mass data attack on German politicians London, Jan 4 (Agencies): Hundreds of German politicians including Chancellor Angela Merkel have had personal details hacked and published online, reports say. Contacts, private chats and financial details were put out on Twitter which belong to figures from every political party except the farright AfD. According to BBC, data from celebrities and journalists also appear to have been leaked. It is unclear who was behind the hack, which emerged on Twitter last month in the style of an advent calendar. The tr ue extent of damage caused by the leak is not yet known although Justice Minister Katarina Barley said it was a “serious attack”. “The people behind this want to damage confidence in our democracy and institutions,” she said. Germany’s federal office for information security (BSI) said it was investigating the hack and said government networks were not affected, as far as it was aware. The national cyberdefence centre convened a meeting on Friday morning. A government spokeswoman said no sensitive data

Only AfD appears to have escaped
• Greens leader Robert Habeck, who had private chats with family members and credit card details posted online • Journalists from public broadcasters ARD and ZDF as well as TV satirist Jan Böhmermann, rapper Marteria and rap group K.I.Z • Another TV satirist, Christian Ehring, had 3.4 gigabytes of data stolen and posted online, including holiday photos. Last year he won a court case brought by AfD leader Alice Weidel, who complained when he called her a “slut” on his TV show. • Centre-left SPD MP Florian Post said he felt “quite shocked” by the leak of account statements and other details online, but he added that at least one file that had been posted was fake. German politicians have been targeted before. Russia was accused of a series of cyber attacks that stole data from computers in the German parliament, the Bundestag, in 2015. Last year the German government’s IT network came under a fresh attack amid reports that Russian hackers were also to blame.

Ex-Bangladeshi President to be opposition leader Dhaka, Jan 4 (IANS): Former Bangladeshi President Hussain Muhammad Ershad, who ruled the country from 1982 to 1990, will become the leader of the opposition in the Parliament following Sunday’s general election, his party said on Friday. Ershad’s Jatiya Party, a key ally of Prime Minister Sheikh Hasina’s Awami League (AL)-led alliance government, said in a statement that it will join the Parliament as main opposition led by the former President, Xinhua news agency reported. Ershad’s younger brother and Jatiya Party chairman GM Quader, who is a former minister, has been chosen as deputy leader of the opposition. Jatiya Party emerged as a main opposition party by winning 22 seats in Sunday’s parliamentary election. Former Prime Minister Khaleda Zia’s Bangladesh Nationalist Party-led alliance got only seven seats in the election and rejected poll results and demanded re-election. The Joint General Secretary of the AL Jahangir Kabir Nanak said the election was held in a free, fair and peaceful manner with the participation of all parties.

Ba n g ko k , Ja n 4 (IANS): A fisherman was killed and thousands of people were left stranded on Thailand’s southern gulf coast as Storm Pabuk made landfall on Friday. More than 30,000 people were evacuated. The storm made landfall at 12.45 p.m. in the Nakhon Si Thammarat province with sustained winds of 75 km per hour amid flights and ferry services cancelled since Thursday, according to Thailand’s Meteorological Department. Some of the country’s most popular tourist destina-
tions, including Koh Samui, Koh Phangan and Koh Tao islands, along with islands in the Andaman Sea such as Phuket and Koh Phi Phi were expected to be affected by the storm during the peak holiday season. The district chief of Koh Samui island, Kittipop Roddon, told CNN that there were about 20,000 tourists staying on the island, which was the second largest in Thailand. “The island is now totally cut off from the mainland, all kinds of transportation (to mainland) have been suspended since yesterday,”
he said, adding that there was enough food and supplies on Koh Samui to last through the storm. The rescue services of the southern Pattani province told Efe news that the body of a fisherman was recovered after a fishing boat capsized due to strong waves. Four of the six fishermen were rescued while one continued to be missing, the rescue agency said. The storm was expected to affect much of Thailand’s southern coast until Saturday with heavy rainfall and threat of flash floods or landslides.

Beijing, Jan 4 (Agencies): The name of the next Imperial era, known as gengo in Japanese, will be announced on April 1, Prime Minister Shinzo Abe confirmed Friday. “Tradition dictates that the name of a new era is decided on and disclosed to the public following the start of the new Imperial era,” Abe said during a New Year’s news conference in Ise, Mie Prefecture, following his annual visit to the Grand Shrines of Ise earlier in the day. “However, I believe it is best to announce the name on April 1, prior to the Crown Prince’s ascension, so as to minimize the impact the change may have on the lives of the Japanese people,” he added. According to Japan Times, the new era name will be made public soon after it is approved at a Cabinet meeting on April 1, a month prior to the start of the new era. Sharapova struggled to move on court and conceded the opening set 6-1, with coach Thomas Hogstedt urging the Russian to take her game to the next level or call for a medical timeout. “If you feel more like you did on the first point, then you just stop.
