DIMAPUR, JAN 6 (NPN): Dogs affected with Parvovirus infection has been reported in Jalukie under Peren district. The disease is caused by canine parvovirus which is highly contagious. The dogs affected with the Parvo viral infection become dull, and refuse to take food. In a press release, the dean of college of veterinary sciences & animal husbandry, Jalukie (CAU, Imphal), Peren district stated Veterinary Clinical Complex, located at Jalukie colony has lately been receiving a number of cases. The dean stated that since there was no antiviral drug, the affected puppy or dog has to be given supportive therapy mainly intravenous fluids to prevent dehydration and antibiotics to prevent secondary infections. Vaccination and good hygiene were the only preventive measures, the dean stated. Stating that necessary vaccines were available at the Veterinary Clinical Complex, Jalukie colony, the dean has advised pet owners to protect their pets with timely and regular vaccination.

DIMAPUR, JAN 6 (NPN): Nagaland Pradesh Congress Committee (NPCC) president K.Therie reiterated his party’s peaceful resolution to the political problem in Nagaland was consistent , while welcoming Niki Sumi-led NSCN(K) decision to join the peace process as there was always room for those who subscribe to peaceful solution. DIMAPUR, JAN 6 (NPN): The forest fire, that has devastated large tracts of the scenic Dzükou valley, was reportedly spreading towards the North side. Giving an update on the status of fire during the review meeting, DC Kohima Mohammed Ali Shihab said that the fire was moving towards the North in Dzükou Valley as reported by Indian Air Force pilots. More fire line cutting has been planned in Dzükou Valley as part of the operation to contain the raging fire, besides increasing the number of sorties under-

taken by India Air Force (IAF) helicopters. For this, the State government was awaiting response from the Defence ministry to requisition additional helicopters to carry out Bambi bucket operations. DIMAPUR, JAN 6 (NPN): State-owned oil marketing companies Wednesday increased the prices of petrol and diesel after 29-day hiatus. In the national capital, the retail price of petrol and diesel increased by 26 paise and 25 paise per litre to Rs 83.97 and Rs 74.12 a litre respectively on Wednesday. After today’s rate revision, petrol price in Dimapur rose to Rs. 86.34 per litre while diesel price increased to Rs.77.32. In the state capital Kohima, price of petrol was hiked to Rs.87.31 and diesel price was raised to Rs.78.01 per litre. With Wednesday’s increase, fuel prices have now increased on 16 of the past 47 days with petrol prices rising by Rs 2.91 per litre and diesel by 3.66 a litre. Though retail pricing of petrol and diesel has been deregulated and oil marketing companies were following a daily price revision formula, the same was suspended for almost two months to prevent volatility in the international oil markets from impacting fuel prices regularly during the pandemic. Rates vary from state to state depending on the incidence of local sales tax or VAT.

NEW DELHI, JAN 6 (AGENCIES/PTI): The Centre on Wednesday said that Avian Influenza, or the bird flu outbreak, had so far been reported at 12 epicentres across four states — Kerala, Rajasthan, Madhya Pradesh and Himachal Pradesh — and issued advisories to contain further spread of the infection. Of the 12 epicenters, the bird flu has been reported in crows in Baran, Kota, Jhalawar region of Rajasthan as well as Mandsaur, Indore, Malwa areas of Madhya Pradesh. In Himachal Pradesh, the infection was found in migratory birds in Kangra region and in poultry ducks in Kottayam, Alappuzha (4 epicentres) in Kerala. Avian influenza or bird flu is a highly contagious viral disease caused by Influenza Type A viruses, which generally affects poultry birds such as chickens and turkeys. There are many

Meanwhile, the ministry has already set up a ‘control room’ in New Delhi to keep a watch on the situation and take stock on a daily basis regarding the preventive and control measures undertaken by the state authorities. The ministry said the disease spreads mainly by migratory birds coming into India during winter months from September-October to February-March. The secondary spread by human handling (through fomites) cannot be ruled out.

DIMAPUR, JAN 6 (NPN): NSCN (I-M) has expressed deep grief over the demise of Lathon Kemp, one of the Naga women who weaved the first Naga national flag. The 97-year-old Kemp reportedly passed away on January 5 at 3.30pm at her native village Sendenyu under Rengma region. NSCN (I-M) through its MIP stated that as a mark of respect to Lathon Kemp, the Naga national flag would be flown at halfmast on January 7, 2021. NSCN (I-M) thanked God for giving her full life as her life lasted from 1924 to 2021. It said the Naga people believe that God must have inspired her “to work on this flag to give political meaning and identity to the Naga people as a

nation. It stated that the Naga political movement was carried out under the banner of “this God given flag.” “It was this beautiful flag with rainbow and Bethlehem star that inspired and lead the Naga people throughout. This flag is also identified as God’s covenant with the Naga people that He will be with the Nagas,” NSCN (I-M) stated. Saluting “this noble woman”, the NSCN (I-M) conveyed condolences to the bereaved family members and her close friends who have stood by her till the last breath of her life. “It is our prayers that our Almighty God will grant her a peaceful rest till the resurrection day,” NSCN (I-M) stated.

NEW DELHI, JAN 6 (IANS): The Union Health Ministry on Wednesday asked people not to download or register on several fraudulent applications named ‘CoWIN’ which are available on app-stores. “Some apps named ‘CoWIN’ apparently created by unscrupulous elements to sound similar to the upcoming official platform of the government are on app-stores,” the Health Ministry alerted. The ministry added, “Do not download or share personal information on these. The MoHFW official platform will be adequately publicised on its launch.” Short for ‘COVID Vaccine Intelligence Network’ application, the CoWIN app will be used to manage and scale up the massive vaccination drive which is soon to be rolled out in the country.

DIMAPUR, JAN 6 (NPN): In view of the prevailing situation owing to COVID19 pandemic, the Nagaland University (NU) has notified that the under-graduate odd semester examinations will be conducted through online mode as per the routine notified earlier (Jan 18 to Feb 4). For this, NU will notify the detailed guidelines for conduct of online examinations soon. Meanwhile, All Nagaland College Students’ Union (ANCSU) acknowledged the wisdom of the State government and Nagaland University to conduct the under-graduate odd semester examination through online mode. This noble consideration by the University and the State government has re-affirmed that the welfare of the students and the colleges fraternity is prioritized, ANCSU stated. The union urged all students to appear in the online exams responsibly and ensure fruitful outcome through the online exam. ANCSU further urged the competent authorities and service providers to ensure regular power supply and uninterrupted internet services during the exam period scheduled from January 18 to February 4.

1 killed in road mishap

DIMAPUR, JAN 6 (NPN): One person died on the spot near Clock Tower Junction, Dimapur on Wednesday evening, when the bike in which he was riding, collided with an army truck (recovery van). According to traffic police, the truck was travelling towards Khermahal side at the time of the incident. The victim was rushed to a nearby private hospital but was declared brought dead. DIMAPUR: Deputy chief minister, Y. Patton has expressed grief on the demise of Limoni, beloved mother of Orenthung Lotha, Deputy Commissioner Wokha, on January 5 at Renthan village under Wokha district. In a condolence note, Patton said her demise was not only loss for the family but “we have lost a God fearing mother and a great soul, which will be difficult to fill the void created by her departure”. Patton and his family conveyed condolences to the bereaved family members and prayed that Almighty God grant them comfort to bear the loss and the departed soul rest in eternal peace.

Union Commerce and Industry Minister Piyush Goyal, while participating in a virtual seminar, thanked ATMA for agreeing to invest Rs 1,100 crore for developing a plantation in 2,00,000 hectares of land within a span of five years in the northeastern states. Acknowledging the good quality of natural rubber produced in the mountainous northeast region, Goyal said that the region is an ideal natural rubber producing zone. “Natural rubber sells at better prices in the market,” Goyal said and urged the eight Northeastern states to work out schemes and coordinate with the National Bank for Agriculture and Rural Development (NABARD) for loan assistance to the farmers. Meanwhile, the BTC has chalked out its priority areas for the coming days and the process of digitization of the records has started. Talking to The Assam Tribune, Chief Executive Member of the BTC, Pramod Boro said that they were shocked to know about the liabilities of the Council after assuming office. He said that almost all the major departments of the Council have substantial amount of liabilities with the Public Works Department topping the list with liability of Rs 900 crore. “There are reasons to believe that majority of the unpaid bills were fake ones. We have started the process of verifying all the unpaid bills and the fake ones will be cancelled,” he said. He also said that there were instances when supK Y M C

plies were made against verbal orders without following the norms and some work orders were issued without financial sanctions. He revealed that most of the departments did not submit the utilization certificates for years and admitted that bringing the house in order would be a Herculean task. Boro said that record keeping system was in a mess and it is almost impossible to trace out important documents. To deal with the problem, the Council has decided to digitize all the important documents from now on so that it can be traced out quickly whenever required. With digitization of the records, it will be easier to scrutinize any record whenever required and chances of corruption will be minimized, he added. The BTC chief said that providing effective governance to the people of the Bodoland Territorial Region (BTR) is the number one priority and all the 40 departments of the Council have been directed to start innovative planning. spending money received from the Central and State Governments should not be the priority of the departments and the priority should be to make proper planning so that the people are benefitted from the schemes, he said. Boro said that eradicating corruption in implementation of rural development schemes would be another priority and steps have been initiated to link up the offices of the Village Council Development Committees (VCDC) with the BTC headquarters so that implementation of all the schemes can be thoroughly monitored. Boro said that 80 per cent people of BTR area depend on agriculture, but no effective step has yet been taken to mechanize agriculture and to train up the farmers under different Government schemes. Marketing is another major problem, because of which the farmers are not getting due prices. The Council is planning to put in place a procurement and marketing scheme for the benefit of the farmers, he added.

AG ARTA L A , J a n 6 (Agencies): Twelve Bangladeshi nationals were arrested on January 4 with forged Aadhaar cards from the Maharaja Bir Bikram (MBB) Airport here. Police sources said that the 12 arrested were travelling to Chennai via Guwahati in an Indigo flight (No. 6E-119). They were allowed entry into the terminal by the CISF jawans on duty. But trouble started at the reporting counter where the 12 men had gone to get their boarding passes. On examining their Aadhaar cards, the official on duty found the cards to be forged and issued in the names of others. All the cards were forged by putting different photographs alone. The Indigo official immediately alerted the police officers at the airport police station and all the 12 Bangladesh nationals were immediately taken into custody. Sources at the MBB Airport said that all the arrested persons had illegally entered India.

State education minister Himanta Biswa Sarma, while announcing the Rs 100-per-day scheme for female students during a scooter distribution programme in Sivasagar on Sunday, however did not divulge details of the scheme and when it would be launched, reports The Shillong Times. Apart from reaching out to students and their guardians, the scheme is apparently intended to enhance enrollment of students in government schools. Kokrajhar(Assam), Jan 6 (PTI): The 16-yearold son of former Rajya Sabha MP Biswajeet Daimary, who was missing from his boarding school here, was found by the police on Wednesday in Chirang district, a senior police officer said. Daimary’s son had gone missing from his boarding school since Tuesday afternoon and the police had launched a massive search operation to find him. He was found at the bus station at Chapaguri in Chirang district on Wednesday after noon and was handed over to his father who reached there from Guwahati this morning. “The missing child of ex-MP Biswajeet Daimary has been located. A big relief for all of us”, Additional Director General of Police (Law and Order) G P Singh tweeted. Singh had arrived here from Guwahati to supervise the search operation. The boy is yet to be questioned as he is in a state of trauma, another police officer said. BORDUMSA, JAN 6 (AGENCIES): Seventeen days have passed since the abduction of two employees Quippo Oil and Gas Infrastructure Limited, however, the Arunachal Pradesh police has not yet made a breakthrough in the case. On the other hand, the state police, who is leading the investigation in the case seems to be clueless on the whereabouts of the two kidnapped oil company employees, reports The Sentinel Assam. Massive search operations have been launched

by the Police, Army and paramilitary forces to trace the two officials of the oil-drilling firm, who were abducted from a drilling site at Kumchaikha near Innao in December last year. Changlang SP, Mihin Gambo said that they are yet to get a lead in the case. The employees were Pranab Kumar Gogoi (51), a Drilling superintendent, who is a resident of Sivasagar town in Assam and the other one is Ram Kumar (35), a Radio Operator, who hails from Bihar. They were abducted

and made hostage by suspected rebels on December 21. The two personnel were engaged by M/s Quippo Oil & Gas Infrastructure Limited operating under Oil India Limited (OIL), Changlang district. The other employees who were working in the drilling site at Innao in Arunachal Pradesh’s Changlang district of Quippo Oil and Gas Infrastructure Limited, left the site out of fear, after knowing about the abduction of their colleagues. They either left for their homes or the Duliajan based office of the company. Gambo earlier said that the motive behind the abduction of the two employees of Innao-Khumchaikha-based ‘Quippo Oil and Gas Infrastructure Limited’ is yet to surface. No party or organisation has so far claimed responsibility for the abduction nor has there been any communication for ransom to this effect till now.

IMPHAL, Jan 6: The deck is cleared for conducting dry run for COVID-19 vaccination in the remaining parts of the state on January 8, Manipur health department said, in a statement, on Wednesday. The mock drill which nationwide began on December 28 was conducted at 10 places spread over two districts of Imphal West and Thoubal districts on January 2 last. State health department is expecting launch of the vaccination programme in the state within the current month, January, as soon as Centre provided the vaccine(s) in the state The state was targeting to vaccinate a total of 46,000 people with maximum number from healthcare and frontline workers in the first phase of the programme. UP horror: 50-year-old woman gang-raped Killed by priest, accomplices Budaun (UP), Jan 6 (PTI): A 50-year-old anganwadi worker was gang-raped and brutally murdered allegedly by a priest and his two accomplices in Budaun district of Uttar Pradesh, police said on Wednesday. Two of the accused were arrested on Tuesday night after the post-mortem report confirmed rape while the priest is on the run, they said, adding that the woman’s leg and a rib bone were fractured and there were injuries in her private parts. The incident, which triggered an instant hue and cry in the political circles, took place on Sunday and the matter came to light when her body was brought home at night. The FIR was registered two days later following which the duo was nabbed. Opposition par ties attacked the BJP government in the state and termed the incident “horrific” and “shameful”, with the Congress comparing it to the Nirbhaya incident of 2012. “The post-mortem report confirms rape and there are injuries in her private

Four teams have been formed to nab the priest, the SSP said. The case was registered yesterday after the post-mortem report came. “Based on complaints of the family members and the post-mortem report, a case has been registered under section 376D (gangrape) and 302 (punishment for murder) of IPC,” the SSP said. He said that opinion on the post-mortem report is being sought from medical experts and after that only any conclusion can be reached. To a specific question as to whether the case bore any resemblance to the horrific Nirbhaya rape case, the SSP said, “It will be wrong to link this incident to any previous incident. Let’s wait for the medical examination report.” CMO Budaun Dr Yashpal Singh said the woman died of trauma and excessive bleeding. The victim’s son said his mother had gone to offer prayers at the temple on Sunday but she did not re-

turn home within expected tome. It was only around 11 pm that the temple priest and two of his aides came to their house and handed over her body, he said. Before the family members could ask how she died, the accused left the house saying that she had fallen in a dry well and her body was pulled out and brought to her home. Tagging a media report, Gandhi tweeted: “In Hathras, the government administration did not listen to the voice of those pleading. The government saved

Talking to reporters at his residence here, Misra expressed suspicion that people who were afraid of losing orders from the Indian government might have been involved in the attack on him. On Tuesday, Misra had claimed that he was poisoned with deadly arsenic trioxide on May 23, 2017, during a promotion interview at ISRO headquarters in Bengaluru. “My contribution was in developing radar imaging satellites - RISAT, considered as a very high-grade technology. We can watch the earth’s surface in any situation, be it day or night, using this system. “This radar system is 10 times costlier (than the indigenous one) if we buy it (from others),” Misra said. “This system is useful for the military for its ability to capture images despite clouds and dust. State Education minister Vijay Inder Singla said following the persistent demand of parents, the state government has decided to reopen all government, semi-government and private schools from January 7 onwards. In a statement here, Singla said the timings of the schools will be from 10 am to 3 pm. The students only of classes 5 to 12 will be allowed to physically attend their classes, said the minister. Singla said while giving his nod, Chief Minister Amarinder Singh directed the department to ensure the safety of the children, amid COVID-19 pandemic. The minister said following the CM’s directions, all school managements have been asked to strictly comply with all anti-Covid precautions in schools.

New Delhi, Jan 6 (PTI): The Supreme Court Wednesday agreed to examine controversial new laws of Uttar Pradesh and Uttarakhand regulating religious conversions due to inter-faith marriages. A bench headed by Chief Justice S A Bobde refused, however, to stay the controversial provisions of the laws and issued notices to both state governments on two different petitions. The pleas, filed by advocate Vishal Thakre and others and an NGO ‘Citizen for Justice and Peace’, have challenged the constitutional validity of the Uttar Pradesh Prohibition of Unlawful Religious Conversion Ordinance, 2020 and the Uttarakhand Freedom of Religion Act, 2018 which regulate religious conversions of inter-faith marriages. At the outset, the top court asked the petitioners to approach the Allahabad High Court after Solicitor General Tushar Mehta said that it was already seized of the matter. Colombo, Jan 6 (PTI): India has agreed to give priority to Sri Lanka when supplying its COVID-19 vaccine to other countries, External Affairs Minister S Jaishankar on Wednesday told Sri Lanka’s President Gotabaya Rajapaksa, according to an official statement issued here. The Drug Controller General of India on Sunday approved the Oxford COVID-19 vaccine Covishield, manufactured by the Serum Institute and indigenously developed Covaxin of Bharat Biotech, for restricted emergency use in the country, paving the way for a massive inoculation drive. The president told the Indian minister that Sri Lanka wishes to obtain the Indian vaccine, Rajapaksa’s office said in a statement. According to the statement, Jaishankar told President Rajapaksa that India has agreed to give priority to Sri Lanka when supplying the Indian vaccine to other countries. Priority projects

ince several years back, this newspaper had been focussed on two communication links that are vital for all-round progress of the state especially in the light of ‘Act East Policy’. Development cannot take place unless communication links are in place. In this regard the foothill road project that seeks to link south-western region of the state(Peren, Dimapur) with the north-central region(Wokha-Mokokchung, Mon and Tuensang) is very vital. The other vital project is the railway connectivity between Dimapur to Tizit and Tuli. Presently, the main link road is through Assam(Karbi Anglong, Jorhat, Sivasagar). The Foot Hills Road Coordination Committee(NFHRCC) formed in 2013, decided to revive the 256 kilometer road project that was abandoned by the North Eastern Council(NEC) in 1974. The NFHRCC has taken up the project on priority despite no further funds forthcoming. The state government had allotted around Rs.70 crore but the amount is a pittance. This newspaper had been highlighting the importance of the foothill road since 2013 after the Foot Hill Road Coordination Committee(FHRCC) was formed to revive the 256 kilometer project that was abandoned by the North Eastern Council(NEC) in 1974. The foothill road is not a mere dream project but a need because it seeks to cut short the travel time and distance from Dimapur –the trade and commerce centre of Nagaland-with Mokokchung, Longleng, Tuensang, Wokha, Zunheboto and Kiphire. The foothill road project is undoubtedly the most important and vital link that connects so many districts. It may be pointed out the Dimapur district and in particular, Dimapur city is the main economic and trading centre of the state and also the gateway to Nagaland. Dimapur is linked with rail, road and plane to the rest of the country and in order to extend the benefits of connectivity, road link within districts is paramount towards achieving economic progress. So many roads that have much less economic significance receive funds in terms of a few hundred crore rupees. The NFHRCC has recently appealed to 11 other apex Naga tribe bodies to donate Rs.50,000 each towards the project. The 11 Ao legislators (ten from Mokokchung district and one from Dimapur district) have taken up the matter with the chief minister. The state government appears to have failed to pressurise the Centre to take up the project as priority. The project has been excluded among priority roads recently announced by the Ministry of Road Transport and Highways(MoRTH). This newspaper had earlier emphasised that the state government should accord top priority to the foothill road by taking it up with utmost urgency with the government of India for inclusion as a ‘must priority project’. However, the announcement made by the union minister MoRTH Nitin Gadkari on December 4 for road projects in Nagaland totalling a colossal Rs.4127 crore did not include the foothill road. Besides the vital foothill road, the state government also appears to have also ignored the urgent need to link up Dimapur with Tizit and Tuli by rail. The state government has not accorded priority to the proposed railway line from Dimapur to Tizit-Tuli as much as it has been doing for the Dimapur-Kohima railway line. It may also be noted that the NFHRCC came into existence through necessity and all those legislators from districts where the road passes through, should accord top priority for the people’s road.

God’s idea is that the three should go together as one. They were always together in the life of our Lord and in perfect harmony. It is a discipline that must be developed; it will not happen overnight.

India in UNSC: How long it has to wait for permanent seat? W ith India being part of United Nations Security Council (UNSC) as nonpermanent member from January 1, 2021, and UN 75 years of celebration (2020) hangover rolling over to next year, the debate on UNSC reforms continues, with no worthwhile progress, despite high pitch for reforms made by many countries including India. The fact that unilateral and multilateral interventions without UNSC sanction continue to happen; UN hesitancy and alleged delay to declare coronavirus as pandemic is seen as arm-twisting by Permanent Five (P5) member and UNSC passes resolution to grant stipend to UN designated global terrorist, diluting global response to biggest security challenge of the century, are some examples to justify poor credibility of UN/UNSC in absence of reforms. It’s also a fact that there is no other alternative organization to UN, with as much recognition and membership of various countries, having large No of missions of various kinds to its credit, for various global roles, but it needs to be reformed to meet the aspirations of developing countries. Thomas G Weiss argues that If the United Nations did not exist, we would have to invent it. So why not to use our analytical toolkits to repair it? Refor ms unavoidable! UNSC was composed by victors of the Second World War in 1945 to suit their interests and the UN Charter was designed accordingly, giving to themselves the Permanent membership and veto power in the Council. The geopolitical, strategic, economic realities have changed considerably since then, but the UNSC has not

reformed itself to these global realities. With global economic and population fulcrum shifting to IndoPacific, inadequate Asian representation and no African and Latin American representation are pushing UN to irrelevance, unless it reforms itself. With Nonpermanent status, it can be part of resolutions for next two years, set the agenda when it gets monthly Presidency twice and at best try to create an environment of reforms. The need for UNSC reforms has been emphasised by most of the UN Secretary Generals during their tenures. Antonio Guterres expression “The Security Council we have now does not correspond to today’s world. I have encouraged member states to have a serious dialogue on this. I want to continue this dialogue at the UN General Assembly, but the permanent members do not agree” indicates the helplessness of UN in dealing with P5 on the subject. Indian PM Modi in his address on 75th Anniversary of UN had urged that “Reform in the responses, in the processes, and in the very character of the UN is the need of the hour”. Many other countries have expressed similar sentiments since last three decades. What needs to be reformed? UNSC in current form is not representative of developing world and global needs, with primacy of policy being political tool in hands of P5, is well recognised globally. By 1992, India, Brazil, Germany, and Japan (referred as G4) had put up their claims and logic for demanding inclusion as permanent members. India has been part of UN since inception, has the world’s second-largest population and is the world’s largest democracy suited to

represent South Asia, having contributed maximum peacekeepers to UN so far, has a strong case. Brazil is the largest country in Latin America (unrepresented continent) and fifth largest in the world. Japan and Germany are one of the largest financial donors to UN. Besides G4 countries South Africa (largest economy in African Continent) is also a claimant, as the Continent remains unrepresented on high table of permanent members. The pitch for reforms of G4 was lowered by their regional rivals like Italy, Pakistan, Mexico and Egypt, which started formulation of another interest group, known to be “Uniting for Consensus” opposing G4 becoming permanent members with a veto power. The efforts for expansion of UNSC and reforms were also made in the form of The General Assembly Task Force on Security Council Reform and 2005 Kofi Annan’s Plan to expand to 24 member UNSC, with various combinations for equitable representation, but none of the initiatives have worked so far. Reform in UNSC requires an amendment to the UN charter, in accordance with Article 108, which highlights that any reform of the Security Council not only requires the support of at least two-thirds of UN member states, but also all the permanent members of the UN Security Council must also agree to that, as they have veto powers. The stance of P5 members to expansion has been varying as per their national interest, like most P5 members agree to Indian inclusion, except China. Veto Power: The bone of Contention! Reforms to improve effectiveness and responsiveness of UN to international security challenges are meaningless without

the reform of the UNSC veto power with P5. which enables any one of them to prevent the adoption of any “substantive” draft Council resolution, regardless of its level of international support. There have been many proposals since inception from totally abolishing veto power to selectively using for vital national security issues and requiring agreement from multiple states before exercising the veto thereby following consensus principle. The roadblock is that Articles 108 and 109 of the United Nations Charter grant the P5 veto over any amendments to the Charter, requiring them to approve of any modifications to the UNSC veto power, that they themselves hold. It thus becomes obvious that even if one member of P5 doesn’t agree to any reform, the UNSC cannot be reformed. It has been seen in past that UNSC in some of major global security issues, the UNSC could not arrive at a consensus and interventions happened by countries mainly from P5 without UNSC resolution. US entry in Iraq war or Warsaw Pact war in Afghanistan are few cases in point. Holding veto power by any P5 member, therefore, doesn’t guarantee that a resolution howsoever important will get through in its favour, but it certainly guarantees that no resolution against its interest will go through in UNSC. It therefore gives a lucrative power which P5 members will not like to give up or share. The G4 members sometime had agreed to compromise to become permanent members without veto power, but it means very little in terms of reforms. Today the Permanent members (P5) countries in UNSC being a divided house, the veto power is the biggest obstacle in getting

through any resolution, even for the global benefit, if it happens to be against national interest of any one of the P5 members or their allies/partners. UNSC has thus become an organisation, which can pass strong resolutions against weak countries, weak resolutions against strong countries and no resolution against P5 countries, and its implementation also follows the same power structure and politics. To address an extreme security crisis, breach of the peace or act of aggression, wherein the use of armed force is necessary to maintain or restore international peace and security, if the P5 fail to reach unanimity to discharge this primary responsibility, the UNGA can immediately consider to make appropriate recommendations (with two third majority) to members for collective measures, as per UNGA resolution 377 (Uniting for peace), but these provisions have sparingly been applied due to possible backlash from P5. Suggested model Besides the existing P5 members, an expansion of UNSC from five to 10 permanent members, with the addition of G4 and South Africa will provide equitable regional representation besides balancing developing and developed world to meet the aspirations of humanity. These ten countries account for nine out of ten largest economies and eight out of ten largest defence budgets. The rotational election of non-permanent members the numbers, which was increased from six to 10 in 1965, could continue on regional representational basis as hitherto fore. The expansion of P5 without veto power makes very little impact on the problems, because of which the reforms are required. Ideally the veto power should be abolished, but I don’t think P5 will like

to part with their trump card, which makes them powerful in UN. Will UNSC reforms ever happen? Under the given charter, articles and structures, there is very little hope for UNSC reforms in near future unless the lack of reforms can push the credibility crisis of UN to a degree that it becomes unsustainable for UN to function, or incidences of side-lining UN increase manifold. Former UN Secretary General Kofi Annan (2015) has aptly said If the UN Security Council does not appoint new permanent members then its primacy may be challenged by some of the new emerging countries. There is also a possibility that if UN doesn’t reform itself, it may lose relevance and alternate global and regional groupings may assume greater importance with issue based consensus in like-minded groupings for unilateral/multilateral actions. More global pressure from middle powers like G4 may force an expansion of UNSC as a possibility, but abolition of veto power in current set up is unlikely, as it makes P5 powerful to an extent that the threat of using veto sometimes forces a change in drafting of resolution, even if it’s not in best interest of humanity. No P5 member is likely to compromise this power in its own national interest, which is generally prioritised before global interest, thus making reformation process a mirage. Major General S.B. Where is the body count in a pandemic where half the world should be dead or dying? Is it really a ‘Plandemic” and not a Pandemic? Abolish concept of state Legislative Councils by amending Constitution

tate Legislative Councils are whiteelephants on stateexchequers to rehabilitate favorites and relations of political rulers or even selling seats in these bodies. Vidhaan Parishads in states which were gradually being abolished by many states in post-emergency period after 1977 with just five remaining at a time, are being gradually revived purely for personal favours. Since these serve absolutely no purpose, constitutional provision of having Legislative Councils in states should altogether be abolished. Earlier also, misuse of Legislative Councils for personal favours are on record in states like UP, Bihar and Karnataka. Though demands are

being raised in Britain to abolish House of Lords, yet Rajya Sabha must be retained because it does serve some fruitful purpose. But stricter rules regarding attendance, continuous absence from the House and medical fitness, together with re-introducing secret vote to check use of money-power in Rajya Sabha elections should be formulated to avoid making it a club of billionaires and celebrities. The farmers protesting against the legislations had announced on January 2 that if their demands remained unmet they would take out a ‘tractor parade’ towards Delhi On January 26, when the country would be celebrating its Republic Day. tWomen hailing from three villages -- Safa Kheri, Khatkar, Pallwan -- in Jind are learning to steer the tractor wheel. “Around 200 women are being imparted training to drive tractors,” Sikim Nain Sheokant, the president of Jind-based Kisan Ekta Mahila Manch said over the phone. Covishield has been authorised for emergency use only and final contours are reportedly being worked out as it is yet to fulfil additional conditions. The big question, however, is how many Indians are ready to take the vaccine? A report on India Today stated that as per latest survey by online platform LocalCircles and , 69 per cent maintain that they are in no rush to take a vaccine against coronavirus. The Serum Institute dismissed these claims as “oblique pecuniary motive” maintaining that the participant’s suffering was independent of the vaccine trial he underwent and

threatened to seek damages for malicious allegations in excess of Rs 100 crores (20 times the damages claimed by the participant). All such issues have led to a level of distrust amongst citizens. 69% Indians won’t rush to take Covid vaccine. The survey conducted by LocalCircles between January has concluded that Indians’ hesitancy to take a vaccine against Covid-19 remains unchanged in November and December 2020, with 69 per cent maintaining that they won’t rush to take it. To a question that received 8,723 responses, only 26 per cent of citizens said they will get the vaccine as soon as it becomes available via private or other healthcare channels. Five per cent said they are health or frontline workers and will get themselves vaccinated on priority through government channels. Mumbai, Jan 6 (PTI): Malegaon bomb blast case accused Lieutenant Colonel Prasad Shrikant Purohit on Wednesday told the Bombay High Court, through his lawyer, that he was collecting intelligence for the Indian Army as part of his duty by attending conspiracy meetings for the 2008 blast. The high court was hearing Purohit’s application seeking that all charges against him in the case be dropped. Six people were killed and 100 others injured when a bomb strapped to a motorcycle went off near a mosque in Malegaon city in Nashik district of Maharashtra on September 29, 2008. Neela Gokhale, the counsel for Purohit, who has been booked under antiterror laws by the National Investigation Agency (NIA), told a bench of Justices SS Shinde and MS Karnik that he had been meeting conspirators and attending secret meetings in a bid to gather information and pass it on to the Army. Gokhale submitted that Purohit was merely discharging his duties, and therefore, the NIA should have obtained a prior sanction of the Central government to prosecute him. The meeting, being organised by the government think tank Niti Aayog will be held virtually and will also be attended by Niti Aayog Vice Chairman Rajiv Kumar and Niti Aayog CEO Amitabh Kant. Gross domestic product will expand 4% in 2021, less than the 4.2% forecast in June, followed by 3.8% growth in 2022, the Washington-based lender said Tuesday in its semi-annual Global Economic Prospects report. The U.S. and euro area forecasts were lowered while the China growth projection rose by 1 percentage point to 7.9%. WASHINGTON, JAN 6 (PTI): Democrat Rev Raphael Warnock has scored a crucial win in Georgia’s Senatorial race, bringing his party within the reach of a majority in the US Senate. Multiple news outlets on Wednesday morning projected Warnock, a senior pastor of Ebenezer Baptist Church in Atlanta, winner against Republican Senator Kelly Loeffler in the Georgia Senate runoff. He is the first African-American to represent Georgia in the US Senate. He is also the first Democrat to win the Senate race from Georgia in 20 years. The control of the Senate now boils down to the other Senate runoff from Georgia wherein Republican incumbent Senator David Perdue is trailing against Democrat Jon Ossoff, when reports last came in. But party cadres have been granted the right to seek the removal of leaders if they are found incompetent, according to the amended party rules published by the Chinese language service of the staterun Xinhua news agency. Founded in 1921 by Mao Zedong, the Communist Party of China (CPC) -which took over power in 1949 -- is drawing up grand plans to celebrate its centenary year in July. ankaj Tripathi has revealed a few of his secrets when it comes to honing his phenomenal acting skills. He loves revisiting the works of Chekov and Brecht, global icons who revolutionised theatre and gave shape to modern acting techniques. Tripathi also often falls back on eminent Kannada playwright and theatre director Prasanna’s book, Indian Method In Acting. Tripathi opened up on this aspect when he was posed with questions about his craft at a recent virtual film festival. The conversation led to an elaborate discussion on the writings and works of Bertolt Brecht and Anton Chekhov. “A large part of why I was inclined to the arts is because academics never

interested me. I wasn’t one for books, and practicals was my favourite. So, when I went to Nation School of Drama (NSD), I was glad that it’s good riddance from books and hardcore studying. NSD has a huge library. A semester later, I was back to being surrounded by books of modern Indian drama

and traditional Indian drama, amongst others. In NSD, we managed because equal emphasis was given on practicals and theory. Practicals included staging shows, which always piqued my interest. Books were deemed boring,” Tripathi said. He continued: “Today, almost 16 years later, I feel

I enjoy theory more than I did before. Now when I look back, I feel those books have been instr umental in strengthening my craft. For an actor, books are as important as practicals. I don’t have to give exams, so it lures me to read books on honing craft. I feel the need to read up as much as possible about acting techniques to stay on my toes. I revisit the world of great theatre pundits like Chekov and Brecht to make sure that I have my ground work in place. Of the Indian books, I constantly read ‘Indian Method In Acting’ by theatre director Prasanna. Novel drug form may help treat calcium-related disorders

e s e a r c h e r s h ave found that a novel form of a drug used to treat osteoporosis that comes with the potential for fewer side effects may provide a new option for patients. For the study, published in the journal Biophysical Journal, a team of researchers developed a stabilized form of human calcitonin, which is a peptide drug already used for people with osteoporosis. “The technology can help make these calcitonin drugs safer and more effective,” said Elizabeth Topp, Professor, Purdue University in the US. The team created a prodrug form of the peptide hormone to increase its effectiveness as an osteoporosis treatment. In humans, calcitonin is the hormone responsible for normal calcium homeostasis. When prescribed to osteoporosis patients, calcitonin inhibits bone resorp-

tion, resulting in increased bone mass. Unfortunately, human calcitonin undergoes fibrillation in aqueous solution, leading to reduced efficacy when used as a therapeutic. As a substitute, osteoporosis patients are prescribed salmon calcitonin. It does not fibrillate as rapidly but suffers from low potency

and the potential for several adverse side effects. “Our approach will increase the therapeutic potential of human calcitonin, promising a more effective option to replace salmon calcitonin for osteoporosis and related disorders,” Topp added. To decrease the fibrillation propensity and increase

the therapeutic benefit of human calcitonin, Purdue researchers phosphorylated specific amino acid residues. “This technology provides a way to stabilize them in a reversible way so that the stabilizing modification comes off when the drug is given to the patient,” Topp said. (IANS)

Dhyan most deserving for Bharat Ratna: Iqbal New Delhi, Jan 6 (IANS): Hockey wizard Dhyan Chand is the most deserving sports personality for the Bharat Ratna award, says former captain of the Indian men’s hockey team Zafar Iqbal. “As far as sports is concerned, Dhyan Chand is the most deserving candidate for Bharat Ratna,” Iqbal told IANS in an exclusive interview. In 2014, legendary Indian batsman Sachin Tendulkar became the first and the only sportsperson to be conferred with the Bharat Ratna. However, even before that, calls have been made over the years to award Dhyan Chand with country’s highest civilian award. “Sachin Tendulkar has been given the Bharat Ratna award. At that time also, we had requested the government to bestow the prestigious award to Dhyan Chand. In fact, we have been requesting the government for decades. Meanwhile, right-arm pacer Navdeep Saini will make his Test debut as he replaces injured Umesh Yadav, who has returned to India after suffering calf muscle injury during the second Test in Melbourne which India won eight wickets. Saini, 28, has so far played seven ODIs and 10 T20Is for India. “We all are really excited to have him (Rohit) back in the team, especially his experience at the highest level which matters a lot.
