all objections raised by the Republicans to the votes in the states of Pennsylvania and Arizona. In the presidential election held on November 3, Biden and Harris received 306 electoral votes, while President Trump and Vice President Mike Pence got 232. The counting of Vermont’s three electoral votes put Biden and Harris over the 270-threshold needed to win the presidency. The 78-year-old Democratic leader and his 56-year-old Indian-origin deputy will be inaugurated on January 20, it was announced after the constitutional process was finally
completed by a joint session of Congress. In the violence on Wednesday, four people died, including one woman who was shot by a police officer, amid protests and rioting on Capitol Hill that resulted in dozens of demonstrators being arrested, police said. Metropolitan Police Department Chief Robert Contee called the rioting by pro-Trump demonstrators “shameful” during a news conference. One woman was shot and killed by Capitol Police during the rioting. Police said three other people - a woman and two men - died
after apparently suffering “separate medical emergencies” near the Capitol grounds. In a statement released just after the certification was finalised, Trump acknowledged his election loss. He said that even though he disagrees with the outcome, “there will be an orderly transition on January 20th.” “I have always said we would continue our ... fight to ensure that only legal votes were counted. While this represents the end of the greatest first term in presidential history, it’s only the beginning of our fight to Make America Great Again!” (Cont’d on p-6)

The minister said suggestions were also made to invite intellectuals from all areas, including ENPO, and other tribes to work out a formula since the reservation review could not be held time and again. mand and deadline set by Eastern Naga Students’ Federation (ENSF) that expires on January 10, Kronu said the cabinet has entrusted minister P Paiwang Konyak and adviser Toshi Wungtung to hold discussion with the federation. However, ENSF president Sipili Sangtam claimed that till Thursday the duo had not met them or held any kind of meeting. Speaking to media persons, Sangtam reiterated that ENSF had given the deadline of January 10 to the State government to address its “legitimate demand”, stating that upon expiry of the deadline, the federation would hold a meeting with its units and decide further course of action. Considering all these, the chief secretary, in his letter, urged upon the Railway Board to revoke the decision of the NFR to make Ledo as terminating/starting point of Nagaland Express. It may also be recalled that the report that was published in Nagaland Post on December 17,2020 had also attracted the attention of Dimapur Naga Student’s Union. In the letter, the state government also reminded that considering the poor railway connectivity and acknowledging Dimapur as the second highest revenue earning station, NFR introduced Nagaland Express in 2011 to mitigate the travelling plight of the people of the state. NSF objects to proposed PHE departmental exam DIMAPUR, JAN 7 (NPN): Naga Students’ Federation (NSF) has expressed strong opposition to the proposed departmental exam by the public health engineering department (PHE) for recruitment to various Group C posts on January 13, 2021. NSF president Ninoto Awomi and general secretary Liremo R Kikon reiterated its earlier stand for a ‘complete ban of all departmental examinations for recruitment to Group C post until Nagaland Staff Selection Board (NSSB) is implemented in the state and that all existing vacancies must be requisitioned through NSSB only’. NSF, therefore, appealed to the PHE department to refrain from going ahead with the proposed exam by respecting the as-
pirations of the youth and student community. The federation cautioned that it would be compelled to take up actions it deemed fit if the department and all other departments took up “any action in contravention of this public appeal.” Further, NSF sought the cooperation of all aspiring candidates and urged them to abstain from the proposed departmental examination “in our collective bid” to uphold and protect the future of the youth and student community. Meanwhile, NSF appealed to chief minister Neiphiu Rio and his cabinet colleagues to fast track the process of implementing NSSB in the state, adding that indefinitely withholding the NSSB would prove detrimental to the state as a whole. Post-mortem
Vol. XXxI NO. 32 Dimapur, FRIDAY, JANUARY 8, 2021
I
Bonded by AFSPA
n a surprise move set against the backdrop of expectations of a peaceful solution, the Ministry of Home Affairs (MHA) has declared the entire State of Nagaland as a “disturbed area” for six more months under the Armed Forces (Special Powers) Act (AFSPA) on December 30,2020. AFSPA is currently effective in entire Assam, Nagaland, Manipur (excluding Imphal Municipal Council Area), Changlang, Longding and Tirap districts of Arunachal Pradesh. The government on April 24,2018 withdrew the Armed Forces Special Powers Act (AFSPA) from all of Meghalaya and parts of Arunachal Pradesh. Meghalaya, Tripura and parts of Arunachal Pradesh have been declared free of insurgency. It may be noted that the AFSPA had its roots in the Armed Forces Special Powers Ordinance of 1942 promulgated by the British on August 15, 1942 to suppress the Quit India Movement. The same colonial mindset went into invoking the Act in Nagaland in the 50s. The Act provides unbridled powers to security forces which cannot be contested in civil courts. In 1972, amendments to the AFSPA took away the power from the State government and its legislative Assembly and handed it over to an appointee of the Central Government. While the situation in Nagaland is by and large, peaceful it does not appear so for the Central government. On the other hand, though many parts of India, especially Naxal-infested states have witnessed terrible violence, the government of India did not invoke AFSPA in those areas. This inherent contradiction in dealing with similar situations in the mainland states vis-à-vis the north east and Jammu and Kashmir also reveals how Delhi looks at the issue of maintenance of public order. The State government always objects to the extension of AFSPA in Nagaland as and when the Union government seeks the State’s opinion before declaring Nagaland a ‘disturbed area’, but the law is extended every year and now it has become a routine exercise. The Act effectively places the entire zone or area under the jurisdiction of the armed forces through which, the latter can over ride the fundamental rights of citizens in pursuance of the enforcement of law and order. In addition, there is no mechanism for the people to challenge this opinion. The Disturbed Areas(Special Courts)Act 1976 grants powers to the central or state governor to make the declaration but does not describe the circumstances under which the authority would justified in making the declaration. The Act is also violative of the International Covenant on Civil and Political Rights. The main complaint against the Act is that it empowers even a non commissioned officer to undertake any action against anyone at any time, any place and even to the point of resulting in death-with no questions asked, not even in any court of law. Terrorism and violence that have been spawned by decades of neglect and wrong policies cannot be tackled by carpet bombing with such draconian Act and methods. The Jeeven Reddy Commission headed by retired judge Jeeven Reddy, set up by the UPA government on AFSPA, had recommended several amendments but which was resisted by the army .Both the centre and State governments must device other methods to tackle the problem and some Act could replace the current draconian Act as a beginning.
DailyDevotion Intimate With Jesus Jesus said to him, “Have I been with you so long, and yet you have not known Me, Philip?” —John 14:9 These words were not spoken as a rebuke, nor even with surprise; Jesus was encouraging Philip to draw closer. Yet the last person we get intimate with is Jesus. Before Pentecost the disciples knew Jesus as the One who gave them power to conquer demons and to bring about a revival (see Luke 10:18-20). It was a wonderful intimacy, but there was a much closer intimacy to come: “…I have called you friends…” (John 15:15). True friendship is rare on earth. It means identifying with someone in thought, heart, and spirit. The whole experience of life is designed to enable us to enter into this closest relationship with Jesus Christ. We receive His blessings and know His Word, but do we really know Him? Jesus said, “It is to your advantage that I go away…” (John 16:7). He left that relationship to lead them even closer. It is a joy to Jesus when a disciple takes time to walk more intimately with Him. The bearing of fruit is always shown in Scripture to be the visible result of an intimate relationship with Jesus Christ (see John 15:1-4). Once we get intimate with Jesus we are never lonely and we never lack for understanding or compassion. We can continually pour out our hearts to Him without being perceived as overly emotional or pitiful. The Christian who is truly intimate with Jesus will never draw attention to himself but will only show the evidence of a life where Jesus is completely in control. This is the outcome of allowing Jesus to satisfy every area of life to its depth. The picture resulting from such a life is that of the strong, calm balance that our Lord gives to those who are intimate with Him.

New Parliament: Need for New India
ith the dawn of January, we have entered the 21st year of the 21st century. It marks a significant moment in India’s growth prospective to become the 21stcentury leader. The nation is witnessing a transformative journey to fulfill the aspiration of the citizenry. The same decade of the previous century marked several historical milestones that have added tremendous value to achieve nationalistic goals. The futuristic planning of this new decade will resonate a long way inthe country’s development path. The Newly inaugurated Parliament building is a case in point in the broader growth trajectory of the nation. The MontagueChelmsford reforms resulted in the participation of Indians in governance through the enactment of the Government of India Act 1919. In 1921, public representatives were elected for the first time through the GoI Act,1919. The need felt to accommodate themappropriately & the Central Assembly started functioning in the present-day Delhi legislative assembly premises. A century back, these reforms resulted in the creation of the bicameral leg-
I
islature. AdwinLutiyan& Herbart backer designed the present parliament building’s architectural plan foraccommodating the legislators. Beginning in 1921, it took six-year to built the parliament building entirely. First Lok Sabha had 489 seats & each MP had represented on an average 7 lakh population. The capital’s population was merely 1314 lacs, which is now more than 2.5 crores. As the country’s population has been increased from 36.1 crores in 1951 to more than 135 crores presently, so are the people represented by an individual MP. Nowadays, MPs have to manage dayto-day affairs, monitoring developmental projects & schemes from their camp offices. A need felt for an institutional & infrastructural set up for them to facilitate coordination with various departments & to ensure smooth delivery of public services in the National Capital. The idea of the new structure for parliament is not recently mooted; two former speakers highlighted the need for the same. The Parliamentary staff, security personnel, media visitors, and parliamentary activities have risen sharply since the present structure was
commissioned in 1927. During the parliament’s joint session, the central hall remains jam-packed & few Members are bound to sit on additionally arranged chairs. However, there were several limitations to structural repair, alteration & modification, being a heritage grade-I building. The existing parliament building lacks several safety issues, i.e., earthquake-proof, standard fireproofing system & less office space, etc. In 2012, Meera Kumar, The then Lok Sabha Speaker, accorded approval for the New parliament building citing the distress over the overutilized ages-old building. Similarly, in 2016, former speaker Sumitra Mahajan suggested that the urban development ministry initiate the new parliament’s construction. Chairman Rajya Sabha M Venkaih Naidu, Lok Sabha Speaker Om Birla & Union Urban Development Minister Hardeep Singh Puri have solicited suggestions from parliamentarians& other relevant stakeholders forthe proposed new parliament &ambitious central vista project. Article 81 of the Indian constitution provides for the delimitation of parliamentary constituencies. The
last delimitation exercise was conducted based on the 1971 census&the statewise distribution of seats bound to increase in 2026. Subsequently, the number of MPs will undoubtedly increase, which poses an urgent demand for an appropriate accommodative arrangement for the upcoming legislators. It is the farsighted vision of Prime Minister Narendra Modi for dedicating the New Parliament Building to the nation by the 75th year of independence, which will nurture the Aatmnirbhar nation’s aspiration. Under the Central Vista project, the new parliament building’s indigenous architecture will represent the cultural diversity of strengthening Ek Bharat-Shrestha Bharat’s spirit. The red Dholpur stone of Rajasthan will provide a great look to this temple. This more spacious, energy-efficient green, accessible & techno-friendly building will have a seating capacity of 1224 MPs. It will expeditethe breaking of vertical silos among the parliament & various government departments and save more than 1000 crore annually from the government exchequer. India has imbibed democratic values and its rich
Covid vaccine: Is it Halal or not?
t’s not only the Muslims, even Hindus and Jews have raised questions about the use of the Covid vaccine, due to prohibited substances in its composition. Even before the Covid vaccination process starts in India. The Indian Muslims have courted another controversy. The question is whether they’ll be amenable to get vaccinated or not, as there are reports that the proposed vaccines may not be halal as per the Islamic dietary laws. Muslims, Jews and even Hindus have questioned the composition of the proposed vaccines developed by Pfizer, Moderna, AstraZeneca and Bharat Biotech’s Covaxin. Even as India is scrambling to start the coronavirus vaccination drive, Muslims have raised concern over the use of pork products -- forbidden in Islam and Judaism, while the Hindus have questioned the inclusion of cow blood in the vaccine. Halal or haram The vaccine manufacturers -- Pfizer, AstraZeneca and Moderna -- have rejected in vain the allegations of using pork gelatine. The manufacturers have clarified that pork products are not part of the vaccines, though pork-derived gelatine is known to be used as a stabiliser for safe storage and transportation of the vaccines. The approved Covid-19 vaccines have been met with a mixed response from the Islamic theological community, halal associations and halal pharmaceutical experts as to whether the vaccine is halal, despite various governments’ approval, including those of many Muslim-majority countries. In the UK, the Pfizer-BioNTech vaccine, which is being given to the public, was approved by the British Islamic Medical Association (BIMA) and other Islamic scholars, stating the vaccine was halal “based on the information available.” According to the British government, the vaccine does not contain any components of animal origin, which has been a concern for Muslims as porcine, which is haram (non-permissible), or non-halal slaughtered beef could have been used. However, the Standards and Metrology Institute for Islamic Countries (SMIIC), a unit of the Organisation of Islamic Countries (OIC), has so far, not officially stated that the vaccine is halal or not halal. Ihsan Ovut, the Secretary General of SMIIC, in an email to an Islamic website, said there is “no specific standard developed on the halal-ness of COVID-19 vaccines”. A halal pharmaceuticals expert says the vaccine cannot be claimed as halal if they are not halal-certified. But this No is on technical grounds. According to
Dr. Mohammed Ali Al Sheikh, who works at SMIIC, the halal certification has to be carried out by a competent third-party and cannot be claimed by a manufacturer itself, which Prizer did. It is an opinion seconded by the World Halal Authority (WHA). Acceptance by Muslim countries However, in spite of these flimsy or technical objections, Bahrain, Saudi Arabia, Bangladesh, Malaysia, Indonesia, the UAE and Pakistan, countries which claim to be Islamic or are Muslim-majority countries, have approved the Sinopharm vaccine, while Singapore’s government has authorised the Pfizer-BioNTech vaccine for use in the country. This step must have been taken after considering the religious sensibilities and analysis of the composition of these vaccines. In Singapore, which has a sizeable Muslim population, the Office of the Mufti of the Islamic Religious Council of Singapore (MUIS), stated on its website that the Covid-19 vaccine is “a basic necessity (daruriyyat)” as it is a life-saving inoculation. In Indonesia, the government has already said it will include the Muslim clerical body in the Covid-19 vaccine procurement and certification process. Indian Ulema’s view In India, the controversy was stoked last week by Mumbai’s Raza Academy, a Barelvi outfit, seeking details about all the vaccines being developed and whether they contain pork extract, from the WHO. The Indian Islamic scholars, as usual are divided on the issue with the majority of them citing verses from the Holy Quran (Surah Nisa and Surah Baqara) to advocate for the vaccine, but not giving a clear-cut guidance to the Muslim populace. Leading Islamic scholar Akhtarul Wasey, former professor of Islamic Studies at Jamia Millia Islamia, trying to put at rest the whole issue, opines that for Muslims pork and alcohol are not permissible for eating and drinking purposes, but if a part of these is used for medicinal purpose then it is allowed in Islam, as that medicine will be taken for the express purpose of saving life, which is allowed in Islam. Furthermore, he asserted that according to Islamic jurists a person suffering from hunger for more than three days and nearer to death is also allowed to eat the meat of a dead animal, in order to survive. Prof. Wasey urged the Muslim Ulema to be more proactive in this regard and appreciated the stand taken by Deoband and Nadwa, the two leading Islamic seminaries in this regard. He also reiterated the fact that the Polio
drive in India was completed successfully and the scourge of Polio in India was wiped out after the intervention of Indian Ulema. In fact, Jamaat-e-Islami Hind (JIH) has become the first Muslim body in India to categorically state that Muslims are permitted to use the Coronavirus vaccines, even if they contain pork extracts, as it sought to dispel all rumours suggesting otherwise. In an advisory, the Shariah Council of the JIH said, “Islam gives great importance to human life and also emphasises on its protection.” It added: “If an impermissible object is transformed into another thing, totally different in properties and characters, it may be considered as clean and permissible. On this basis, the use of Gelatine derived from the body part of a haram animal has been considered to be permissible by Islamic jurists. Same is the opinion of some jurists about pork Gelatine.” It is not just Muslims in India, who were concerned about the composition of the vaccines. Swami Chakrapani, president of the Hindu Mahasabha, had written to President Ram Nath Kovind demanding that the government and pharmaceutical companies clarify whether Covid-19 vaccines contain cow’s blood or not. But the Indian media coolly overlooked this letter. There’s a similar assessment by a broad consensus of religious leaders in the Orthodox Jewish community as well. Rabbi David Stav, chairman of Tzohar, a rabbinical organisation in Israel, said, “According to the Jewish law, the prohibition on eating pork or using pork is only forbidden when it’s a natural way of eating it. If “it’s injected into the body, not (eaten) through the mouth,” then there is “no prohibition and no problem, especially when we are concerned about sicknesses.” Nonetheless, the Indian Muslims concerns as to whether the vaccine is halal or not, might be a challenge to convince people to be inoculated in addition to the anti-vaccination phenomena proliferating in many countries. Meanwhile, there are reports that a halal-certified vaccine may however be on the horizon. Malaysia’s MYEG inked a deal with China’s Anhui Zhifei Longcom Biopharmaceutical to conduct Phase-3 clinical trials in Malaysia and to obtain halal certification, based on Malaysia’s DSM standards for a Covid vaccine. Indonesia’s state-owned PT Bio Farma, which is working with China’s Sinovac Biotech Ltd, has also confirmed that it is seeking halal certification for the COVID19 vaccine. experience in our cultural ethos. Be it 12th-century AnubhavaMantapa of Bhagwanbishwshera or the 6th century Buddhism, which had taught about the Coexistence of core principles of democracy, i.e., liberty, equality & fraternity to the world. Dr. Bhim Rao Ambedkar had very lucidly elaborated these facts during the constituent assembly debates. The USA’s present parliamentary building was constructed within 25 years of independence; Australia & Brazil have proudly dedicated themselves new post-colonial parliament building. We must undertake a historical exercise to develop our post-colonial & People’s parliament of the largest democracy, which will be the most magnificent and attractive monument of the world. This glorious project will depict India’s democratic tradition’s journey, representing India as the Mother of Democracy in a real sense. The 21st-century challenges are constrained by the 20th or 19th-century governance formula, which requires a pragmatic course correction through all due diligent procedures. The nation is decisively sailing to become a knowledge & economic superpower with
the sincere approach of reform, perform & transform towards strengthening democratic ethos. The supreme court verdict has provided a green signal to the government for moving ahead with Central Vista Project is a welcome move. The government has clarified that it will continue to adhere to the highest standards & sensitive to environmental concerns during construction. Today, all stakeholders’ roles demand continuous recalibration over their rights and duties. Convergence is required among the individualistic, collective & nationalistic goals for strengthening our democratic institutions’ credibility. The new parliament building’s commissioning, a symbol of AatamNirbharta, will mark a fitting tribute to the Indian democracy on the 75th year of independence. It will inspire us all to bring the national interest on the top. Everyone mustengage actively for India’s prosperity under the spirit radiating from the temple of democracy. The pertinence of having a separate time zone for the North-East
I
f you were to measure the distance between Arunachal Pradesh in the Eastern most region and Gujarat in the West, it is approximately about 2933 kms long. Accordingly, the Sun rises and sets much earlier by an hour or more in Arunachal than in Gujarat due to this factor. But oddly enough, the whole country shares only a single time zone regardless of the region and thus, this has created a lot of problems for people living in the Northeast region. India follows the Indian Standard Time (IST) which is + 5:30hr ahead of the Coordinated Universal Time (UCT, 0.00), based on the imaginary longitudinal line that runs through Greenwich in the UK. The problem is that IST is properly applicable only up to West Bengal in the East due a number of geographical factors. Businesses are shut much earlier in this region along with schools and offices due to the sun setting early by around 4:30-5pm. Not to mention, in winter higher consumption of electricity arises out of shorter days and a lot more longer nights. In 2018, a paper published by scientists at theCSIR-National Physical Laboratory (CSIR-NPL), New Delhi, suggested the implementation of two times for the country, IST-I for the rest of India (UTC + 5:30hr) and IST-II for the 7 NE states including the Andaman and Nicobar Islands (UTC + 6:30hr), which if implemented, could save 20 million kwh of electricity consumption among other benefits. But this was rejected by the government due to sensitive reasons both political as well as
cultural, thereby letting the whole region continue to lose out on valuable productive daylight hours. One fear is that of train collisions, but again such collisions can be avoided according to the CSIR-NPL paper, “if the train clocks are switched at Alipurduar Junction on the West Bengal and Assam border.” India had previously followed two time zones during the colonial period, the Bombay and the Calcutta time zones, for economic and administrative convenience but had switched to the current Indian Standard Time (IST) after 1947. But one peculiar aspect which many still do not know is that the tea plantations and the oil industry in Assam still use the ‘chaibgaan time’, implemented more than 150 years ago, inorder to maximize productivity. Myanmar and Bangladesh which are geographically much closer to the NE region for the former and closer to the mainland for the latter, also runs an hour (Mynamar) and half-anhour (Bangladesh) ahead of IST respectively. It is not odd for countries to have two or more time zones frankly speaking, the US has altogether six time zones while Russia has eleven along with having a much extensive railway network than India to worry about. If the political leaders at the Center are serious enough of emphasizing development and progress in the NE, it would do them good to allow a separate time zone for us thereby letting us catch up with the rest of the country ‘on time.’ Mongsentong Longkumer, Agri Forest Colony, Kohima

Sir,
Problematic online gaming during the pandemic
The ongoing battle with COVID-19 has had a negative impact on almost every one of us. However, what I have noticed is that it has affected the children of today’s generation greatly. We’re living in unprecedented times and because regular classes are on hold, every parent had to provide their children with cell phones. This in turn gave them more freedom to explore the internet world. Stay-at-home mandates and quarantines have increased consumption of digital entertainment. Lack of sleep, concentration problems, poor self-control, anger issues, isolation, depression etc. are common impacts seen on affected individuals. As a result, it poses great risk for vulnerable individuals including minors. If not addressed, I believe this would create more trouble for the years to come. Chenithung Humtsoe, Dimapur

accused should have been present for the purpose of identification as this was the first hearing after the court took cognizance of the chargesheet. He also sought issuance of a warrant against Goswami and the other two. While keeping Gharat’s plea pending, the court noted that as restrictions (on movement and travel) on account of coronavirus are in place till January 31, no coercive action can be taken in such matters. The court posted the case for hearing on February 6. On that date, the accused will have to appear before the court, Gharat told PTI. “In normal circumstances, if an accused fails to respond to summons issued by a court and fails to appear before it on the given date, the court can issue a warrant. “If on the next date too the accused does not appear then a nonbailable warrant is issued,” the prosecutor said. It is the court’s discretion, he said. The trio are facing a case under IPC sections 306 (abetment to suicide) and 109 (punishment for abetment). The charge sheet claims that Naik killed his mother, a partner in his business, and hanged himself at their Alibaug house in May 2018 as he was under stress due to non-payment of dues by the firms of the three accused.
Imams slam Owaisi; say won’t allow division of Muslim votes in Bengal

KO L K ATA , J A N 7 (AGENCIES/PTI): Days after AIMIM chief Asaduddin Owaisi met Pirzada Abbas Siddiqui — an influential Muslim cleric of Furfura Sharif — the Bengal Imams’ Association on Wednesday said that their community needs no Muslim leader from outside the state. Condemning the politics revolving around the Muslims of the state, the chairman of the organisation, Mohammed Yahiya, said they do not support communal politics in West Bengal. Accusing the Hyderabad-based outfit of “working with a communal agenda”, Yahiya said, “We do not subscribe to communal agenda. If needed, we will float our own party and take to the streets to protest this kind of politics. Muslims in Bengal do not need Muslim leaders from outside the

state.” He also accused Owaisi of helping the BJP by dividing Muslim votes. “Whenever the BJP sets their eyes on a state, Owaisi goes there to help the BJP. We will not allow the division of Muslim votes in Bengal,” Yahiya added. Owaisi’s meeting with Pirzada Abbas Siddiqui on Sunday had fuelled speculation of a new political understanding ahead of the Assembly elections in West Bengal. “We are holding talks with Abbas Siddiqui on whether to contest polls together or on our own… we would like to work together,” Owaisi had said after meeting the cleric. “We strongly condemn the politics which has been playing over the Muslims in the state. We do not subscribe to religious and castebased politics. We cannot tolerate religious fanaticism,” Yahiya said.

New Delhi, Jan 7 (PTI): The government has cleared eight hydropower projects of 144 MW on the Indus river and its tributaries in Ladakh, the highest so far, sources in the Jal Shakti Ministry said on Thursday. At present, there are several small projects, with a collective capacity of 113 MW on Indus in Ladakh, and the new projects will have much more capacity than those constructed so far, a senior official added. The official said the new projects have been cleared by the Central Water Commission as well as the Indus Commissioner after a separate Union Territory of Ladakh was announced last year. These projects will come up in Kargil and Leh districts of Ladakh. Because of its topography, it is not feasible to construct big hydropower projects in the Ladakh region. on these matters and yet such incidents take place”. She said the woman was earning the livelihood of her family, adding that the culprits had planned the action as they had called her to the temple through a phone call. “Suspending a station officer is not enough. I have told the Senior Superintendent of Police that no one involved should be spared under pressure,” Devi said. She said such incidents are taking place despite campaigns like ‘ beti bachao-beti padhao’ and ‘mission Shakti’ as criminals have no fear of police, and people’s faith will be restored only when action is taken against criminals. Meanwhile, former Samajwadi Party Member of Parliament Dharmendra Yadav alleged that the police and administration purposely delayed the post mortem examination and did not disclose the report. Yadav, who met the victim’s family as part of a Samajwadi Party team sent by party chief Akhilesh Yadav, alleged that crime against women is at its peak under the current government which makes tall claims about women’s empowerment. He also alleged that action against culprits under the Yogi Adityanath government is taken on the basis of their castes.

BADAUN (UP), JAN 7 (PTI): A team from the National Commission for Women (NCW) on Thursday met the family members of the 50-year-old anganwadi worker, who was gangraped and brutally murdered allegedly by a temple priest and two others, and expressed dissatisfaction over the police action in the case. Member Chandramukhi Devi, who arrived here on Wednesday night after the National Commission for Women took note of the incident, met officials and took stock of the action taken in this connection. She also visited the village of the deceased and met her family members. On Sunday, the 50year-old woman who had gone to a temple was found dead under mysterious circumstances. Her family members have accused the temple priest and his aides of raping and murdering her. A case has been registered against the accused and two of them were arrested on Tuesday night, while the priest is still absconding. “I am not satisfied with the role of the police. Had timely action been taken, perhaps the life of the victim could have been saved,” Chandramukhi Devi told newspersons here. “The Senior Superin-

The United States stands for democracy around the world and it is now vital that there should be a peaceful and orderly transfer of power,” British Prime Minister Boris Johnson wrote on Twitter. Australian Prime Minister Scott Morrison, another ally, who had previously voiced support of Trump, described the scenes as “very distressing”. Canadian Prime Minister Justin Trudeau in a radio interview said: “We’re following the situation minute by minute as it unfolds.” German Chancellor Angela Merkel expressed anger and sadness over the images from Washington. NEW DELHI, JAN 7 (PTI): A cacophony of rumbling engines, Punjabi tunes and rousing slogans filled the air as rows of tractors took over the roads at the Singhu border for the protest march by farmers on Monday. Thousands of farmers who have been protesting at the Delhi-Haryana borders for over 40 days took out a tractor march to strengthen their agitation against the new farm laws. The tractor march started from four different points -- Singhu to Tikri Border, Tikri to Kundli, Ghazipur to Palwal and Rewasan to Palwal. “The government has been hosting meeting after meeting. China likens US riots to HK pro-democracy protests Pak’s anti-terrorism court issues arrest Netizens say ‘Karma’ BEIJING, JAN 7 (PTI): China on Thursday likened a mob assault on the US Capitol Hill to that of Hong Kong protesters’ attack on the local legislative building in 2019 and questioned the contrasting reactions by the international community and the media, while the Chinese netizens cheered the incident in America with words like “Karma”, “retribution” and “deserving”. “We have noted what has taken place in the US and we believe that the American people hope for a return to normal order as soon as possible,” Foreign Ministry spokesperson Hua Chunying said at a media briefing here while responding to questions seeking China’s response to the Capitol riots and Chinese social media reactions applauding the unprecedented violence. “Many Chinese netizens are wondering why some politicians and media in the US reacted so differently to a similar situation,” Hua said, drawing a comparison between the Capitol Hill riots and the attack on the Legislative Council building in Hong Kong by

pro-democracy protesters in 2019. “Words like ‘Karma’, ‘retribution’ and ‘deserving’ were frequently mentioned in Chinese netizens’ comments when they saw the latest episode of the US’ real version of The House of Cards,” said a report in the ruling Chinese Communist Party’s English tabloid, the Global Times. Its nationalist editor, Hu Xijin, even predicted the likelihood of the collapse of the US political system.
“Some may say that the US is not Ukraine and it is capable of rapidly re-establishing all citizens’ constitutional loyalty. They overestimate the power of the US political system. There is no doubt that the US system is degrading and showing signs of worsening as cancer,” he said in a write-up. Chinese web users still remember the distress and anger they felt when they saw rioters in Hong Kong storming the city’s Legis-
lative Council Complex, scrawling graffiti, smashing and robbing items, the report said. “However, instead of condemning the violence, US politicians hailed the ‘courage’ of these mobs, Western media praised the ‘restraint’ of the rioters, and House Speaker Nancy Pelosi even called it a ‘beautiful sight to behold’,” it said. Fo r e g i n M i n i s t r y spokesperson Hua said the radical protesters in Hong
Kong violently stormed the Legislative Council building, caused damage and attacked the police, who remained highly restrained and professional, and not a single protester was killed. “Although events in the US Capitol were not as violent as in Hong Kong, four lives were still lost,” she said. “What words did they use about Hong Kong? What words are they using now?” she asked. The mainstream media in the US are condemning the incident, using words like ‘violence,’ ‘thugs,’ ‘extremists,’ and ‘disgrace.’ What words did they use to describe HK? ‘Beautiful sight to behold,’ and ‘fighters of democracy’,” she said. Since the radicals’ assault on the Hong Kong Legislative Council, China has passed its national security law for Hong Kong and took over the full control of the former British colony, disregarding the global protests and arrested scores of pro-democracy protesters. “This contrast in rhetoric as well as the reasons for it are thought-provoking and deserve serious and profound reflection,” Hua said.
warrant for JeM chief Masood Azhar
LAHORE, JAN 7 (PTI): In a significant development, an anti-terrorism court in Pakistan on Thursday issued an arrest warrant for banned Jaish-e-Mohammad (JeM) chief Masood Azhar on the charges of terror financing. The Anti-Terrorism Court (ATC) Gujranwala issued the warrant during a hearing in a terror financing case instituted by the Counter Terrorism Department (CTD) of Punjab police against some members of the JeM. “ATC G u j r a n wa l a judge Natasha Naseem Supra issued an arrest warrant for Masood Azhar and directed the CTD to arrest him and present him in the court. The CTD told the judge the JeM chief was involved in terror financing and selling jihadi literature,” an official told PTI. He said the ATC judge issued the arrest warrant for Azhar on the request of a CTD inspector. Azhar is believed to be hiding in a “safe place” in his native town – Bahawalpur. Following the Palwama terror attack in February 2019 in India, Pakistan’s Punjab province police had

launched a crackdown on terrorism financing and in this connection arrested six activists of the JeM in Gujranwala, some 130kms from Lahore. The CTD said its teams raided the whereabouts of the JeM’s “safe house” and arrested its members -- Muhammad Afzal, Muhammad Amir, Allah Ditta, Muhammad Iftikhar, Muhammad Ajmal and Muhammad Bilal Makki -- and recovered lakhs of rupees from their possession. “The suspects were collecting funds to finance activities of JeM. The chargesheet against them has been submitted to the Anti-Terrorism Court Gujranwala and they are being interrogated,” the CTD said. Following immense international pressure after the Pulwama attack, the
Pakistan government had arrested over 100 members of banned militant outfits including the JeM chief ’s son and brother. The government also took control of the JeM, Mumbai terror attack mastermind Haifiz Saeed’s Jamaat-ud-Dawah (uD) and Falahai Insaniat Foundation (FIF) properties including seminaries and mosques across the country. JeM had claimed responsibility for the Pulwama terror attack that killed 40 CRPF soldiers. Pakistan’s Punjab government claimed to have taken over the administrative control of the JeM headquarters - comprising Madressatul Sabir and Jama-e-Masjid Subhanallah – in Bahawalpur. According to the government, some 600 students are studying there and none of them is associated with any banned outfit or involved in any terror activity. state of emergency declared in Tokyo
TOKYO, JAN 7 (IANS): Japanese Prime Minister Yoshihide Suga on Thursday declared a state of emergency in the Tokyo metropolitan area, which also included the Saitama, Chiba and Kanagawa prefectures, authorising tougher measures to fight a recent Covid-19 resurgence. The state of emergency will come into effect on Friday until February 7, Xinhua news agency reported. The measures will include restaurants and bars having to stop serving alcohol by 7 p.m. and close by 8 p.m. Gyms, department stores and entertainment facilities will also be subject to shorter operational hours. As the government has set the goal of reducing the number of people in the office by 70 per cent, it also urged companies to have employees work from home or stagger their shifts. Meanwhile, events will be capped at 5,000 people or 50 per cent of venue capacity. A state of emergency was first declared in Tokyo and six other prefectures on April 7, 2020. It was later expanded to cover the whole country before being lifted in late May. The new emergency declaration came as Tokyo reported a record 2,447 new Covid-19 cases on Thursday, breaking the previous record of 1,591 infections. The measures are more relaxed compared to those under the previous state of emergency and there will be no punishment for those that fail to comply. Since the onset of the pandemic earlier last year, Japan has so far registered more than 260,000 coronavirus cases and 3,609 deaths. K Y M C
deputy leader of the statesanctioned Popular Mobilization Forces, an umbrella group composed of an array of militias, including Iran-backed groups, formed to fight the Islamic State group. Soleimani headed the expeditionary Quds force of Iran’s Revolutionary Guard Corps. The arrest warrant was for a charge of premeditated murder, which carries the death penalty on conviction. It is unlikely to be carried out but symbolic in the waning days of Trump’s presidency. The decision to issue the warrant “was made after the judge recorded the statements of the
claimants from the family of Abu Mahdi al-Muhandis,” according to a statement from the Supreme Judicial Council. The investigation into the killings is ongoing, the court said. The killings sparked a diplomatic crisis and strained U.S.-Iraq ties, drawing the ire of Shiite political lawmakers who passed a non-binding resolution to pressure the government to oust foreign troops from the country. Iran-backed groups have since stepped up attacks against the American presence in Iraq, leading to threats by Washington to shutter its Baghdad diplomatic mission.
Institute of India,” Mkhize said. The government had come under fire in the past week for allegedly having neglected to make payments on time to secure its part of the vaccines in the Covax consortium of almost 200 countries. During a briefing on Monday, Mkhize had said the discussions were underway to secure earlier supplies by February as the Covax consignment was only expected to be delivered later in the year. He said that there would be a priority acquisition of the vaccine by February for healthcare workers, but did not give further details. Mkhize said
he could mention the India supply at that stage because negotiations were still ongoing. “At the time I could not disclose further details. I am pleased to announce that the Serum Institute
of India has given us permission to make public an announcement and start engaging with the relevant stakeholders in preparation for the rollout (of the vaccine),” the minister told Parliament.

ISL 7: Odisha beat Kerala 4-2
BAMBOLIM (GOA), JAN 7 (PTI): Odisha FC picked up their first win of the season, defeating Kerala Blasters 4-2 in an Indian Super League clash, here on Thursday. Kerala drew first blood through Jordan Murray (7’) but Odisha took the lead in the first half itself through an own goal from Jeakson Singh (22’) and a strike from Steven Taylor (42’). Diego Mauricio’s second-half brace (50’, 60’) then settled the tie in favour of Odisha. Gary Hooper (79’) scored a consolation for Kerala, but it proved to be not enough to spark a comeback. It was Odisha, which started better, enforcing a corner in the third minute but Kerala scored the opener much against the run of play. KP Rahul headed Facundo Pereyra’s free-kick at goal and a diving Arshdeep Singh could only parry it straight into Murray’s path. The latter made no mistake from a tight angle. Odisha struck back 15 minutes later in a somewhat fortuitous fashion. Jerry Mawihmingthanga found Mauricio on

the right and his shot took a heavy deflection off Jeakson before trickling past a wrong-footed Albino Gomes. Vicente Gomez almost came up with an equaliser as he headed in Pereyra’s cross, but it was straight at Arshdeep. Kerala would rue the misses soon with Taylor taking advantage of some poor defending to give Odisha the lead just before half-time. Jerry’s cross found Taylor unmarked at the far post and the English defender calmly slotted in.
Jerry missed a good chance straight after the restart, but Mauricio would soon ensure that his miss went unpunished. First, he scored Odisha’s third after Jerry’s lob found him clear on goal. Ten minutes later, he scored a spectacular goal to put the result beyond doubt. The Brazilian received the ball from Nandhakumar Sekhar and beat a defender before curling it past the keeper from outside the box. Kerala had a glimmer
Sourav Ganguly discharged from hospital, says ‘I am absolutely fine’
BCCI President Sourav Ganguly after he got discharged from a private hospital, in Kolkata, Thursday. (PTI)
KO L K ATA , J A N 7 (IANS): Former Indian skipper and the Board of Control for Cricket in India (BCCI) president Sourav Ganguly was discharged from Kolkata’s Woodlands Hospital on Thursday morning, following six days of hospitalisation. “I am absolutely fine now. I thank all the doctors and nurses at the hospital for the treatment and care,” Ganguly said after getting discharged from the hospital. He, however, refused to
answer any question from the media. The 48-year-old had suffered a sudden blackout following mild chest pain during a workout session at his Behala residence on January 2. He was moved to the Woodlands Hospital that day itself where he underwent angioplasty. Meanwhile, Ganguly’s fans gathered in front of the hospital as well as in front of his Biren Roy Road residence at Behala this morning to catch a glimpse
of their favourite cricketer. “I’m keeping fine. I have come back to life,” said Ganguly towards his followers after reaching his residence. Earlier, noted cardiac surgeon Devi Shetty, who came to the West Bengal capital on Tuesday morning, had examined the BCCI chief and said the former batting great was stable and could be discharged. Ganguly had three blocked coronary arteries and a stent was inserted in one to remove the blockage. A nine-member medical team had been formed to look after him, as suffered a mild cardiac attack. A medical team, led by state-run SSKM Hospital’s cardiology department head Saroj Mondal, was looking after Ganguly’s health check-ups at the hospital. According to hospital sources, Ganguly will have to follow a strict guideline for the next two weeks. Some medical tests will also be conducted upon him during that time.
of hope in the 79th minute when Gary Hooper netted their second. Jordan Murray did well to put the ball in the box and found Hooper, who slashed at goal. His shot took a deflection off Taylor before going in. The goal inspired the previously-downbeat Kerala players as they launched assault after assault on the Odisha goal. However, the Odisha defence stood firm as their coach Stuart Baxter celebrated his first win of the season at the final whistle.

Labuschagne, Pucovski put Aus ahead on rain-hit Day 1 of SCG Test SYDNEY, JAN 7 (IANS): Gritty half centuries from Marnus Labuschagne and debutant opener Will Pucovski on Thursday put Australia ahead on the rainhit opening day of the third Test against India at the Sydney Cricket Ground. Australia ended Day One at 166/2 in 55 overs that could be bowled because of rain. At Stumps, Labuschagne and Steve Smith remained unbeaten on 67 and 31. Earlier, after winning the toss, the hosts didn’t have a great start as they lost opener David Warner early in the innings. Warner, who is coming back from groin injury after having missed the first two Tests, was caught in slips by Cheteshwar Pujara off the bowling of right-arm Mohammed Siraj in the fourth over. Warner scored five runs of the eight balls he faced. Australia had reached 21/1 when rain came pouring in the seventh over and players left the field. Umpires called for early Lunch and the play resumed only after a lengthy break in the second session. Indian bowlers -- Jasprit Bumrah, Siraj

and Ravichandran Ashwin -- all bowled on tight lines and lengths and made sure the hosts didn’t score freely after the break. However, in the last 45 minutes of the session, the visitors were a bit sloppy in the field as wicketkeeper Rishabh Pant dropped two catches of Pucovski -- one against Ashwin and other against Siraj -- and allowed the debutant to score his maiden half century as Australia reached 93/1 at Tea. In the final session of the day, Australia lost Pucovski who became the first Test scalp of debutant Navdeep Saini. The 22-yearold got out lbw after scoring
62 runs in the 110 deliveries he faced during the course of his innings. Smith, who had struggled in the first two Tests, came out with a positive intent this time around and scored quite a few boundaries and didn’t let the Indian bowlers, particularly Ashwin, dictate terms. Along with Labuschagne, the duo added 60 runs for third wicket and laid a solid platform for the hosts to set a huge firstinnings total. Brief scores: 166/2 at Stumps on Day One (Marnus Labuschagne 67*, Will Pucovski 62; Navdeep Saini 1/32)
FA Cup: Southampton–Shrewsbury postponed LONDON. JAN 7 (AGENCIES): Southampton’s FA Cup home tie against League One Shrewsbury Town this weekend is off after a number of positive coronavirus tests in the visiting camp, the Premier League club announced on Thursday. Saints said they had received confirmation from the Football Association after a number of players and staff at third-tier Shrewsbury tested positive for Covid-19 ahead of Saturday’s scheduled third-round
match. “A meeting of the FA’s Professional Game Board will take place early next week to make a decision as to what will happen with the fixture,” said a statement from the side. Southampton have had their own problems with the virus -goalkeeper Alex McCarthy tested positive and had to miss his side’s win over Liverpool this week. Middlesbrough’s preparations for Saturday’s FA Cup match away
at Brentford have been hit by the virus. The visitors revealed their training ground had been “effectively closed” since Monday after a number of positive Covid-19 tests among first-team players and staff. A further round of testing was due to be carried out on Thursday. Manchester City have confirmed their Women’s Super League game against West Ham this weekend has been postponed due to a number of positive tests.
Serie A: Juve end Milan’s 28-game unbeaten run
Juventus players celebrate a goal during a Serie A match against AC Milan at the Giuseppe Meazza stadium in Milan Jan. 6, 2021.
MILAN, JAN 7 (AGENCIES): Federico Chiesa scored a brace as Juventus inflicted a first league defeat this season on Serie A leaders AC Milan, ending their 27-match unbeaten run with a 3-1 win on Wednesday. Stefano Pioli’s side maintained their one-point advantage over city rivals Inter Milan who missed a chance to go top with a 2-1 loss at Sampdoria. AC Milan had been
unbeaten since before the coronavirus lockdown last March, with a run of 12 matches without defeat to complete last season where they finished sixth, and 15 games this campaign. But Chiesa, who joined from Fiorentina last October, bagged his first brace for the champions, scoring on 18 and 62 minutes in the San Siro with Weston McKennie getting a third with quarter of an hour to go.
“This defeat hurts,” said Pioli. “If there is an opponent against whom we have suffered it is Juventus, who have won the Scudetto for nine years in a row. “But understanding how bad you feel after a defeat will also help us grow.” The hosts, chasing their first ‘Scudetto’ since 2011, had been hit hours before kick-off with the news that forward Ante Rebic and midfielder Rade
Krunic had tested positive for Covid-19. The absence of the pair was a blow for the side already without key players including their injured top scorer Zlatan Ibrahimovic for an eighth league game. Juventus pair Alex Sandro and Juan Cuadrado were also out with coronavirus as the champions moved up to fourth, seven points behind Milan, but having played a game less. “I saw the spirit of a team that wants to lead and win,” said Juventus coach Andrea Pirlo. “This match was crucial for us.” Chiesa has come into his own for Pirlo’s side who had been dependent on Cristiano Ronaldo’s goals this campaign. Paulo Dybala provided the assists for both Chiesa’s goals. Chiesa rattled the woodwork minutes before picking up a clever Dybala back-heel flick to finish off after 18 minutes. Rafael Leao send through for Davide Calabria to grab the equaliser four minutes before the break to keep Milan’s hopes alive. But Dybala again teeded up Chiesa to rifle in the second before the pair were replaced by McKennie and Dejan Kulusevski. Kulusevski provided the pull back for McKennie to seal the victory after 76 minutes.
