Jacob allays fear over implementation of ILP in Dimapur DIMAPUR, JAN 8 (NPN): Public Health Engineering minister Jacob Zhimomi Wednesday allayed fears over implementation of inner line permit (ILP) in Dimapur district, saying ILP was not to harass any citizen but to know who is entering the state and for what purpose. “It is to prevent illegal immigrants from illegally entering the State,” Jacob stated. He further mentioned about the Government’s notification in 1979 where approval was given to extend tribal belt to entire Dimapur district and said that ILP was not a new concept. “There are various categories for tourists, labour class, skilled labour, renewal basis, sms alerts and other technological involvement so there is no need to panic,” he assured. Addressing the District Planning and Development Board, Zhimomi also expressed serious concern over the presence of industrial units in the residential and school areas. He said establishments of brick kilns, stone crushers/quarrying within school and residential areas will not be permitted if the industrial units do not fulfill the required provisions as it pertains to health issues, pollution and water contamination.

In response to the extrajudicial killing of Soleimani, Iran on Tuesday fired missiles at several Iraqi military bases known to house U.S. and coalition forces involved in the fight against ISIS. But instead of announcing a stepped up military offensive, however, Trump used his prepared remarks on Wednesday to strike an uncharacteristically positive note. “I’m pleased to inform you, the American people should be extremely grateful and happy,” Trump said. “No Americans were harmed in last night’s attack by the Iranian regime. We suffered

no casualties. All of our soldiers are safe and only minimal damage was sustained at our military bases. Our great American forces are prepared for anything.” “Iran appears to be standing down, which is a good thing for all parties concerned and a very good thing for the world,” Trump continued. “No American or Iraqi lives were lost because of the precautions taken, the dispersal of forces and an early warning system that worked very well.” Trump defended the controversial U.S. decision to kill Soleimani while the general was visiting Iraq last week, calling him a “terrorist.” But the president stopped far short of threatening further military action.

Even though Trump threatened Iran with additional sanctions, he also appeared to offer the Iranians an olive branch, signalling the United States does not seek a war with Tehran. “The US is ready to embrace peace with all who seek it,” Trump said.

Rio highlights financial problems of the state with 15th Finance Commission DIMAPUR, JAN 8 (NPN): Nagaland chief minister, Neiphiu Rio on Wednesday highlighted the plight of the state’s financial health, particularly following the change in the system of financing after 1989, when the funding arrangement put in place under the 16 Point Agreement was discontinued. Holding a meeting with the two-member 15th Finance Commission team-- Dr. Ashok Lahiri and Ajay Narayan Jha at the chief secretary’s conference hall in Kohima, Rio explained the problems the State had to face due to its remote location, besides being financially handicapped. He also raised some issues of concern to the State like the need for help in setting up Chiethu airport, for which land had already been acquired and importance of the foothill road for economic development of the State. Rio further briefed the members how the manufacturing sector had been heavily affected by the ban imposed by Supreme Court of India on felling of timber. The chief minister also highlighted the problems caused due to non-completion of road projects in the State despite the

passage of many years, causing untold problems to the people. On his part, the Planning minister, Neiba Kronu raised concerns over the slow rate of development and the need for funds for maintenance of assets. He also pointed out the problem faced by the State due to discontinuation of SPA funding, resulting in liabilities of more than Rs 500 crore. The Finance Commission members observed that Nagaland had high revenue expenditure compared to other North-eastern States, that the level of AT&C losses in power sector was very high and that the entire Northeast was lagging behind in infrastructure development. They observed that the Credit Deposit (CD) ratio was very low. Other issues discussed included direct benefits transfer, PFMS, banking coverage, low

CD ratio, low resource base, high revenue expenditure and decline in capital expenditure. Lahiri emphasised focusing on agriculture sector, harvesting abundant rainfall in the region and produce more so as to reduce dependence on commodities from outside the State. He also stressed becoming more self-sufficient in fish and meat products. The members expressed the need for the State government to explore more avenues to generate resources to fund its developmental activities. Most importantly, the 15 FC member stressed on rationalisation of employees so as to bring down revenue expenditure and increase developmental expenditure. TEHRAN, JAN 8 (AGENCIES): A Ukrainian airliner carrying 176 people crashed on the outskirts of Tehran during a takeoff attempt Wednesday hours after Iran launched its missile attack on U.S. forces, scattering flaming debris and passengers’ belongings across farmland and killing everyone on board. The Ukraine International Airlines flight was carrying 167 passengers and nine crew members from several countries. Ukraine Foreign Minister Vadym Prystaiko said they

included 82 Iranians, 63 Canadians, 11 Ukrainians, 10 Swedes, four Afghans, three Germans and three British nationals. The passenger manifest included several children and teenagers, some as young as 1 or 2. The Iranian military disputed any suggestion the plane had been hit by a missile, and Iranian aviation authorities said they suspected a mechanical problem brought down the three and half year old Boeing 737. However, Ukraine has refused to rule out that the plane

that crashed in Iran and killed all 176 on board was struck by a missile. Initially, Ukraine’s embassy in Iran said on Wednesday morning that engine failure caused the plane to crash and denied that it was terror-related or that a rocket had hit the aircraft. But it later withdrew this statement, saying that anything was possible, and Zelensky instructed Ukraine’s prosecutors to open criminal proceedings over the crash. KOHIMA, JAN 8 (NPN): As 15th Finance Commission members Dr Ashok Lahiri and Ajay Narayan Jha arrived here Wednesday to meet State government officials, chief secretary Temjen Toy clarified that the duo were not on a mission to help the state in wiping out its revenue deficit but expressed confidence that they would understand the predicament that the state was under and suitably recommend a favourable revenue gap grant. Toy said this in an exclusive interview to Nagaland Post at his office chamber Wednesday. When asked about what the state expected, he reminded that Nagaland was created out of political necessity though economically unviable. Further, he explained that because of historical reasons the employment rate in government was so high that most Central funds were spent on salary. Toy reminded that Nagaland has a small resource base and no matter how much effort was made to improve, it would hardly make much difference. He illustrated by saying that State’s total resources, including taxes, hardly came to a thousand crore rupees that could hardly meet a

month or two of monthly salary for government employees. Toy said the everything was government centric while business and industries were not able to come up for various reasons and all these contributed to the sad affairs of the State. He felt that the immediate future of the state in being financially self-reliant appear bleak. On excess employment in government sector, Toy conceded that tough measures needed to be initiated to check it. He said time has come for the State to come out of the over dependence on the government. He said the state government was seriously considering on how to offset the over employment. About the backdoor appointment, Toy vowed he would take action that instead of accusing the government, people must come forward and bring the issue to his knowledge. He also asserted that squatters from airport site would be evicted and that the Dimapur district administration was already working on it. On his instruction to stakeholders involved in construction of four-lane road from Patkai to Purana Bazaar to submit latest status report by first week of January 2020, Toy revealed that he was yet to receive the report.

NST divisional manager clarifies

DIMAPUR, JAN 8 (NPN): In a rejoinder to the statement issued by Nagaland Lokayukta regarding absenteeism of staff and offices remaining closed in the state capital, the NST divisional manager, Kohima Vikiho H. Yepthomi clarified that the NST divisional manager’s office has been functioning in the AMK building opposite to Congress Bhavan and not as shown in the photo that was published in the media. Yepthomi said the photo the office building, submitted by B.Phom Dy. SP of Nagaland Lokayukta Police establishment, was allotted only recently and currently under minor renovation. Stating that the new office would be occupied soon by the department, Yepthomi has therefore requested the concerned authority “to make necessary correction and exclude the office from the news article in all the local newspapers.”

Bharat bandh evokes mixed response in NE KG Kenye suspended from NPF GUWAHATI/AGARTALA/SHILLONG, JAN 8 (IANS): A countrywide shutdown on Wednesday called by 10 central trade unions (CTUs) and other organisations to protest against the Centre’s economic policies evoked partial response in northeastern states. Flights operated normally to and from northeastern states and the Northeast Frontier Railways also operated their trains in all states of the region. No major untoward incident was reported from any of the states. In Assam, normal life was partially hit in most parts of the state as a large number of vehicles went off the roads and most markets were shut. Though medicine shops were open but a large number of commercial shops and shopping malls were shut in many places. Most educational institutions, especially schools, remained closed. Maximum bank branches and financial institutions remained shut. But most government offices functioned almost normally. The bandh in Manipur was a mixed response. The state observed holiday on account of Gaan-Ngai festival, the post-harvest festival Kabui tribe, as such no educational institution and government office functioned for the day. The all-women market complexes were the most affected as women vendors decided to suspend their business in support of the strike. Almost all the petrol outlets including financial institutions remained close for the day. The strike had no impact in hill districts of the state. In Tripura, the normal life was affected due to the 24-hours shut down. Most markets, shops and business establishments were closed in the state and most private and passenger vehicles remained off the roads. But many government offices functioned almost normally and schools and other educational institutions also remained open. The nationwide strike evoked little response in other states-Nagaland, Arunachal Pradesh, Mizoram and Meghalaya.

KOHIMA, JAN 8 (NPN): Postal services in Nagaland was affected as All India Postal Employees Union (P-III, P-IV and GDS) Nagaland division joined the one-day nationwide strike on Wednesday called by ten central trade unions to press for the 12-point common demands of the working class that include minimum wage, social security and several others. Altogether 41 Post Offices across Nagaland remained closed including Railway Mail Service. The strike was called by National Federation of Postal Employees, New Delhi. The Kohima division postal staff including AIPEU Nagaland division held a demonstration outside Head post office, Kohima. In Dimapur postal staff also a demonstration outside Super Market area. DIMAPUR, JAN 8 (NPN): Finally putting all speculations to rest, NPF has suspended its Rajya Sabha member KG Kenye from both primary and active membership of the party till further orders for voting in favour of Citizenship Amendment Act in Parliament last month. Party president Dr Shurhozelie Liezietsu in his suspension order explained that he was acting in pursuance to the recommendation of Disciplinary Action Committee (DAC) and in exercise of the power conferred on him as president by Clause 9 of Article-V read with Article XIV of the party’s constitution. He, however, ruled that Kenye would be bound by the whip of NPF on the floor of Upper House as per the existing law and judicial decisions of Supreme Court.

The suspension order stated that DAC at its meeting held on December 27, 2019 thoroughly examined Kenye’s reply to the show cause notice served on him and recommended to discuss his reply in a bigger forum within the party. And in pursuance to the recommendation of DAC, a consultative meeting comprising of central office bearers (COBs), NPF Legislature Wing, frontal and cell heads, divisional presidents and special invitees was convened on January 7 at NPF central office in Kohima, where Kenye too was given special time slot to present his point of view. However, the order stated that the House decided to stick to the central executive committee (CEC) resolution of January 31, 2019 to oppose CAA. The meeting was also not convinced with the explanation

rendered by the Rajya Sabha member and arrived at a consensus opinion that he had acted in contrary to the said resolution. Hence, the matter was referred back to DAC, which, after proper application of mind, recommended suspension of his membership from the party. The order also deplored the MP’s intention and conduct in addressing a press conference after receiving the show cause notice. Mentioning that Kenye might have personal reasons for voting in favour of CAA, the president however asserted that as far as the party’s stand was concerned, there was no change as it remained opposed to CAA. Correspondent KOHIMA, JAN 8 (NPN): District level workshop on combating child trafficking in Kohima, organized by national commission for protection of child rights in collaboration with Nagaland state commission for protection of child rights and Seva Bharati Purbanchal was held at Hotel Japfü Kohima on Wednesday. Kohima deputy commissioner, Gregory Thejawelie in his address said that state still a long way to go although there were many activities taken up for child rights. He reminded that society needed to give effort and support for chil-

dren especially in regard to education and health care. Stating that many unreported cases against the children were happening in the society, DC challenged the concerned authority to know the actual problem facing society and bring to the public domain. He warned that unless the present trend happening in the society was checked, the condition may go from bad to worst. Senior superintendent of police Kohima, Kevithüto Sophie in his address stated that minors were particularly vulnerable to trafficking as they are more easily manipulated and often don’t realize that they are the victims of the

crime. He said child trafficking involves a number of complex crimes requiring law enforcement to collaborate with multiple community partners to identity and respond to child victims. SP informed that juvenile/children who happened to end up in Nagaland from different states were engaged as domestic helpers and at the same time abused and exploited by their employers. He said with the proactive role of the child protection unit in creating public awareness and actively engaging in the protection and welfare of children in distress, there is decrease in the number of reported cases against abuse. How-

ever, he said actual figures could be higher as many victims are still not registering cases with the police, largely because they do not know the law or fear traffickers. He informed that hundreds of children were indirectly trafficked to Kohima as well as other districts inNagaland from rural areas on pretext of job, education and some family relation with the trafficker’s employer. He informed that till date no anti-human trafficking cases have been registered in Kohima district, however some cases were registered under POSCSO Act in Kohima district in 2015, 8 cases, 10 cases in 2016, 7 in 2017, 4 in 2018 and 7 in 2019. He informed that under kohima district a child friendly police station at women station PS has been set up with children caricatures painted on the wall for friendly environment where OC and NGOs of women PS are the care taker of the children. He said DEF Kohima constituted anti-human trafficking unit with additional SP of police as nodal officer along with officers from the unit as members. DIMAPUR: Narcotic cell of the Excise department, Nagaland seized 400 bottles of codeine cough syrup (Condectuss) at the excise check gate, Chumukedima on January 8. According to deputy commissioner of Excise Dimapur, S. Chanlei Angh stated that in this connection, one person namely, Wapang Chang, 37 years, son of Sapu Chang resident of Medziphema town, was arrested and booked under relevant section of Drug & Cosmetic Act 1940. DIMAPUR: Naga Club observed its 102nd Foundation Day on January 7 at M.C Hall, Red Cross Building, Kohima with Medoselhou Keretsü as the guest speaker. A press release by Naga Club information and publicity section said Keretsü recalled that Naga Club was formed by Naga visionary leaders on January 7, 1918 at a time when Nagas were living in an age of “political unawareness without any knowledge and sense of responsibility about neither sovereignty nor national consciousness”. Nationality under the leadership of Rheichalie Pienyü when the British Statutory Commission from Great Britain headed by John Simon with Atlee and E. Cadogan visited Kohima, Naga Hills District, Assam in 1929. Keretsü recalled that it was during this critical juncture that the leaders and members of the Naga Club submitted the famous Naga Memorandum to Simon Commission on January 10, 1929. On August 14, 1947, he said Naga National Council declared independence of the Nagas as being an independent nation, consistent fully with the position Naga Club had declared eighteen years earlier in 1929.

Keretsü said the subsequent all-out struggle waged by all Naga tribes, starting with the Naga voluntary Plebiscite in 1951 reaffirming their stand, the boycott of the first two Indian General Elections, and the enormous price Nagas have paid up to this day for their declared aspirations, have shown that the Nagas believed their position was fully justified, valid and legitimate legally, morally and from all other considerations. Keretsü further said, “The objective of Naga Club framed by our forefathers 102 years ago was to realise the need of coming together as a people. At that point of time in history, Nagas had very few edu-

cated members; we barely had any knowledge about politics let alone about our human rights. Yet, in spite of all our short comings, we were known for our honesty, bravery and such other ageold values.” He regretted that despite the sacrifices made by the pioneers for unity the same has elusive for the Nagas. Keretsü lamented the present “sad reality” that any organization which bears the nomenclature “Naga” attract the malicious eyes of the external forces and attempts of such forces trying to divide such organizations. Keretsü concluded by saying, “I would like to implore all present here today that we should, at all times remember that we are one people, one race, one family. And sooner or later, it is the destiny of the Nagas to live together as one people under the same administrative umbrella. No force on earth should deter us from uniting and so we should turn back to our Creator once again for unity.” Earlier in the programme chaired by Naga Club general secretary, KN Mhonthung Lotha, the invocation was pronounced by Rengma Baptist Church, Kohima pastor Dr. Kenyeseng Tsela while Naga Club treasurer, Vixepu Swu, extended greetings.

DIMAPUR: The 54th general conference of the Yimchungrü Akherü Arihako (YAA), hosted by Sotokur village, Tuensang got underway on January 7. A press release by YAA press and information secretary, S Thsankiu stated that, the 54th general conference monolith was unveiled by N. Bangkhao Konyak, advisor, DUDA Nagaland in the presence of Eastern Nagaland Peoples’ Organization (ENPO) president, Kekongchim Yimchunger, Yimchungrü Tribal Council (YTC) general secretary, Laji Luyanba, host of Sotokur village council members and village elders. Speaking on the occasion, the special guest at the

inaugural session on January 8 urged the students to be the role model by overcoming all the challenges in life. Chakma, Hajong refugees will not get citizenship: P Khandu

ITANAGAR, JAN 8 (PTI): The Arunachal Pradesh government will fight a legal battle in the Supreme Court “with all preparations” so that the 73,000-odd Chakma and Hajong refugees living in the state do not get citizenship with the help of the amended Citizenship Act, the Assembly was informed on Wednesday. Chakma and Hajong refugees came from erstwhile East Pakistan - now Bangladesh - five decades ago. The Supreme Court had directed the Centre in 2015 that they are accorded Indian citizenship. Several organisations in Arunachal Pradesh have been opposing the idea of granting citizenship to them saying it would change the demography of the state. The state government had filed a review petition on October 26, 2015 against the apex court’s judgement of according citizenship to the refugees but it was rejected, Chief Minister Pema Khandu said during the Question Hour. Responding to a query from Congress MLAs Nabam Tuki and Wanglin Lowangdong, he also said the state government then filed a special leave petition on September 14, 2016,

NFR to monitor 28 stations through CCTVs Guwahati, Jan 8 (PTI): The Northeast Frontier Railway (NFR) will monitor the security of 28 stations through closed-circuit television (CCTV) cameras, an official said on Wednesday. High definition CCTV cameras are being installed at platforms, circulating and waiting areas of important stations with sufficient number of passengers, NFR spokesperson Subhanan Chanda said. Railway Ministry has already decided to provide 19,000 high definition CCTV cameras at 983 railway stations across the country under the Nirbhaya fund to ensure round-theclock security to passengers especially women. In NF Railway, CCTVs are to be commissioned at 28 stations out of which 16 are being done by NFR under Integrated Security System, Phase - I and II and 12 are being done by RailTel under Nirbhaya fund, he said. Out of the 16 stations, eight including Guwahati, Lumding, Dimapur, Dibrugarh, New Jalpaiguri, Siliguri Jn, Kishanganj and Katihar) were commissioned during the period 2016-18 and eight others are being commissioned now. Out of these remaining eight stations, five- Kamakhya, Rangiya, Diphu, Silchar, New Bongaigaon have been commissioned. Three others - Kokrajhar, Mariani and New Tinsukia are likely to be commissioned by March 2020 along with the 12 stations of Alipurduar Junction, New Alipurduar, Coochbehar, New Coochbehar, Raiganj, Barpeta Road, Jorhat Town, Bongaigaon, Tinsukia, Purnea Jn, Samsi and Agartala being done by RailTel. Khandu said, following another SC verdict of 1996, the state government has been providing basic amenities such as health care, education, electricity and water to the Chakma and Hajong refugees living in Changlang, Namsai and Papumpare districts. Asked by Lowangdong about the possibility of the refugees moving the Supreme Court claiming themselves as the natives of the state following amendment of the Citizenship Act, Khandu said the state government will fight the case “with all preparations”. The Chakmas who are Buddhists, and the Hajongs who are Hindus, allegedly faced religious persecution and entered India through the then Lushai Hills district of Assam, now Mizoram. According to the amended Act, Hindus, Sikhs, Buddhists, Jains, Parsis and Christians who have come from Pakistan, Bangladesh and Afghanistan till December 31, 2014 after facing religious persecution there will not be treated as illegal immigrants and will be given Indian citizenship after they reside in India for

five years. Khandu said, all the 4,637 applications for citizenship by the Chakmas and Hajongs have been recommended with negative remarks by the state government and the matter now in the court of the Union Home Ministry. According to a survey of 2015-16, the total number of Chakma and Hajong refugees in the three districts is 73,780. Changlang district has 65,875 refugees, followed by 5,348 in Namsai district and 2,257 in Papumpare, Khandu said. In response to another query on alleged encroachment of forest land and illegal tree felling by the refugees in Changlang district, the chief minister said he would convene a meeting of the principal chief conservator of forest and other officials concerned on January 10 to review the situation. The Arunachal Pradesh Assembly in October 2017 adopted a resolution to call upon the Centre to immediately take steps to protect the territorial and other rights of the tribals in the state if granting of citizenship to Chakmas and Hajongs is considered. Chakmas and Hajongs were originally residents of Chittagong Hill Tracts in erstwhile East Pakistan. They left their homeland when it was submerged by the Kaptai dam project in the 1960s. Khandu said a total of 7,072 Tibetan refugees also stay West Kameng, Lohit, Upper Siang and Changlang districts of the state.

BSF seizes gold valued Rs 1 cr in Tripura Agartala, Jan 8 (IANS): Border Security Force (BSF) troopers led by senior officials on Wednesday arrested three people of a family who were smuggling gold valued around Rs one crore from Bangladesh, BSF official said. Acting on a tip-off, the BSF jawans led by senior officials apprehend one Jahangir Hossain, 54, his wife and son while they were clandestinely acquiring 2.276 kg gold worth of Rs 96 lakh from the Bangladeshi smugglers. “The Indian smuggler Jahangir Hossain, while doing the illegal trade was assisted by his wife and young son. The three were detained at the spot bordering Jaynagar (on the outskirts of the state capital here),” BSF Deputy Inspector General (DIG) C.L. Belwa told IANS over the phone from the IndiaBangladesh border. He said that Customs officials were informed who later reached the border village. The gold was handed over to the Customs Department for completing their formalities. On January 3, the BSF and and the Directorate of Revenue Intelligence had seized around 1,68,500 Yaba tablets (drugs) worth of Rs 8.53 crore destined for Bangladesh from a house in a border village called Matinagar-Rayermura under the Sepahijala district in western Tripura. Tripura shares a 856km international border with Bangladesh, of which a stretch of 67 km is still unfenced.

Correspondent IMPHAL, Jan 8: Suspected militants failed in carrying out a bomb attack on the AG (Accountant General) office when they lobbed a hand grenade on Wednesday afternoon. After the failed grenade attack, top officials of the state police and CRPF rushed to the AG office and took stock of the situation. Two motorcycle-borne youths suspected to be militants lobbed the hand grenade at the AG office situ-

ated on the eastern side of NH-102 adjacent to state police headquarters and opposite Imphal West district police headquarters which is also guarded round the clock by the CRPF personnel. A police report stated that the two suspects lobbed the Chinese made hand grenade around 2.35 pm which t failed to explode. The grenade fell near the northern sentry post of the office. The grenade attack was suspected to have been intended to target security

personnel guarding the office, according to the police personnel who rushed to the spot soon after the incident. Experts of the state police bomb detection and disposal squad safely defused the grenade and disposed it at an open area of Langol in Imphal West district around 4 pm. Imphal police station has lodged a suo mottu against the unknown culprits for further investigation. None of the insurgent group has so far claimed responsibility for the attack.

M’laya editors demands apology from state HM

SHILLONG, JAN 8: The Meghalaya Editor and Publisher Association (MEPA) has demanded an unconditional apology from State Home Minister James Sangma for his misbehaviour with a senior journalist. In its emergency executive committee meeting held on Tuesday, MEPA has resolved to demand an immediate public apology from Sangma for his misbehaviour towards the senior journalist and also to ensure that such incidents do not recur in the future. “Media has the right to ask question

from those in power and if the right of the media is throttled, the future of democracy will be in peril,” MEPA General Secretary John Wilson Thabah said. Thabah said the members of the association discussed the incident in detail and felt that the behaviour of the home minister towards the senior journalist was unbecoming of his stature since the journalist concerned and his colleagues present had wanted to meet the minister and discuss various issues related to the state. “Since James K Sangma is a minister in charge of various departments and also the

fact that he is the official spokesperson of the MDA government, it is the duty of the journalists to meet him to get the version of the government on various issues. But the manner in which the minister conducted himself and even trying to aggressively confront the senior journalist is totally condemnable and unacceptable,” Thabah said. On Tuesday, the media fraternity in Meghalaya had also demanded for an unconditional apology from Sangma for his misbehaviour with journalists that took place on Monday. The scribes, which

met on Tuesday at Shillong Press Club, also condemned the minister’s uncalled for behaviour with the press people waiting at his office door for a meeting with him to seek answers to several questions, currently being raised by the public. In a letter signed by several jour nalists and submitted to Sangma, the scribes expressed shock at the unwanted behaviour of the home minister in the secretariat on Monday evening. The media persons also submitted a list of 24 questions to the minister and sought his replies on them soon.

NEW DELHI, JAN 8 (IANS/PTI): Stating that Delhi Police had responded promptly after receiving a written request from JNU administration on January 5, DCP, Devender Arya, claimed on Wednesday that investigation into the

Sunday’’s violence, was on track. Arya, who visited JNU campus on Wednesday, said that cases have been transferred to Crime Branch and situation on campus is well within control of police administration.

He said that apart from video footage and phone call data, help of social media platforms is also being sought to investigate the violent incidents that rocked the campus on January 5. He said that police in uniform are deployed outside JNU campus while police in civil dress were stationed on campus as per request made by JNU administration. JNU and its vicinity have been the scene of protests and counter protests following the assault on Sabarmati hostel inmates on campus by groups of masked people. The pro-left student unions and ABVP have been accusing each other over the attacks.

Police receives 11 complaints in connection with JNU violence The police have received 11 complaints, including one lodged by a professor in connection with the violence in Jawaharlal Nehru University, officials said on Wednesday. Heavy Police force continued to be deployed at JNU after a mob of masked young men stormed the varsity campus in south Delhi on Sunday, police said. The police have received 11 complaints in connections with the incident on January 5. Out of these, one complaint has been lodged by a professor while the other complaints have been lodged by the students, they said. The 11 complaints received in connection with

the violence at the varsity on Sunday, will be transferred to Crime branch, police said. Deputy Commissioner of Police (Southwest) Devender Arya said the present situation in JNU is in control. “At the request of JNU administration, the police presence will continue,” he said. Policemen in civil clothes will be inside the JNU campus while personnel in uniform will remain outside the campus, he said. Teams of both the Crime Branch and Forensic Science Laboratory have visited the campus to collect evidence. Videos are also being scrutinised, they said.

New Delhi, Jan 8 (PTI): The Congress on Wednesday hit out at Prime Minister Narendra Modi, asking him to “stop crushing” India’s soul after BJP leaders gave a call for boycott of Deepika Padukone’s film “Chhapaak” in the wake of her visit to JNU campus in support of protesting students. The opposition party also alleged that as per Modi and his ‘Bhakts’, no artist can protest or join a cause and has no right to express. “Modiji, Stop crushing India’s soul! As per you and your Bhakts - 1. No artist can protest. 2. No artist shall join a cause. 3. Kejriwal dares Tiwari on free schemes New Delhi, Jan 8 (IANS): Delhi CM Arvind Kejriwal on Wednesday dared the city’s BJP chief Manoj Tiwari to implement free electricity and water schemes in the states ruled by the saffron party before promising it in Delhi. Responding to a tweet which claimed that Tiwari had said that he will not end the subsidies implemented by the ruling AAP but increase it by five times, Kejriwal said this is a mockery of the people. “Five times more subsidy? Means instead of 200 units, you will give 1,000 units of free electricity and instead of 20,000 litres of free water, you will give one lakh litres of free water? You are making fun of people by these promises. Before Delhi elections, implement this in any one BJP-ruled state,” he tweeted in Hindi. hose who vehemently opposed the CAB described it as “divisive. It proved true when it divided people across the social and political spectrum. It also divided political parties especially within those that had initially opposed it. The “minority-majority” binary that the BJP sought to create did not work. The Bill amending the Citizenship Act, 1955, was passed, despite the message that it was a highly socially divisive and sectarian one.There are now rumours and murmurs on why some MPs whose parties had opposed the Act instead voted the other way. After CAB was later enacted Citizenship Amendment Act(CAA), it continues to divide. The national divide has interesting facts. CAA has succeeded in polarising the nation in tune with the ideology of the party in power at the Centre which continues to push through its various agenda through brute majority in parliament. Unfortunately, in pursuance of this objective the Modi government has decided to fight fire with fire. Union Home Minister Amit Shah, who is believed to spearhead the CAA has vowed that there will be no rollback. The Modi government has launched a nationwide pro-CAA march across the nations including visitations to houses by its leaders to woo the people in favour of the Act. The government has used the police to book even those who had peacefully protested against the CAA. Be that as it may, the unabated wave of nationwide protests against the Citizenship (Amendment) Act (CAA), the National Register of Citizens (NRC) and, more recently, the National Population Register has proven to be a most interesting turning point in India’s democracy. When the BJP -led NDA government scored a political point by getting the Citizenship (Amendment) Bill passed smoothly, it had not anticipated what would follow. The opposition parties, too, were taken unawares by the deep ferment that had been building up against the legislation. The protests initially were confined to the north-eastern States when the dubious connection between the CAA and the NRC began to unfold. Advisor to the powerful students union of Assam-AASU and conglomeration of north east students-NESO- Samujjal Kumar Bhattcharya has termed CAA as “unconstitutional”, and “anti-Assam”. Bhattachrya warned that the people of Assam and the north east will continue to oppose the CAA till it is withdrawn. The anti-CAA outpouring has witnessed youths spearheading the agitation across India. Students, including those from elite universities, management schools and the Indian Institutes of Technology, came out in support of the protests and against the CAA. The message was loud and clear: discrimination would not be tolerated and the right to protest peacefully in democratic India was sacrosanct. It appears that the Modi government will not retreat on the CAA even if the sky falls. It is now a matter of who blinks first. That may only happen after more agitations and violence are witnessed but it will be too high a price to be paid. Clearly, the ball in the court of the Modi government and confronting the public or even victimising those who support the CAA is not going to help neither the government nor the people and least of all the economy, when the slowdown appears not to be going away so soon.

This event is a picture of the mistake we make in thinking that the ultimate God wants of us is the sacrifice of death. What God wants is the sacrifice through death which enables us to do what Jesus did, that is, sacrifice our lives. Not— “Lord, I am ready to go with You…to death” (Luke 22:33). But— “I am willing to be identified with Your death so that I may sacrifice my life to God.” We seem to think that God wants us to give up things! God purified Abraham from this error, and the same process is at work in our lives. God never tells us to give up things just for the sake of giving them up, but He tells us to give them up for the sake of the only thing worth having, namely, life with Himself. It is a matter of loosening the bands that hold back our lives. Those bands are loosened immediately by identification with the death of Jesus. Then we enter into a relationship with God whereby we may sacrifice our lives to Him. It is of no value to God to give Him your life for death. He wants you to be a “living sacrifice”— to let Him have all your strengths that have been saved and sanctified through Jesus (Romans 12:1). This is what is acceptable to God.

When US and Soleimani worked together B efore Gen. Qassem Soleimani was killed by a drone strike outside Baghdad’s international airport in the early hours last Friday, he was hardly a household name in the United States. The White House — which had ordered the killing — immediately set about framing the assassination along the same lines as the death of Abu Bakr al-Baghdadi a few months previously, or that of Osama bin Laden in 2011. America had just defeated one of its greatest enemies, officials said. But that Soleimani, the commander of Iran’s Quds Force — the country’s elite external military wing — was a relatively unknown figure among the American public not only attests to his skill as an officer of clandestine warfare, but also the extremely complicated relationship he had with the United States. Just a few years earlier, Soleimani had been an indispensable figure in the fight against the Taliban and ISIS.

Soleimani’s ability to be both foe and occasional ally to the U.S. was part of his trademark style of warfare — which was so successful that it led many commentators to brand him the most skilled officer operating in the Middle East. According to Dr. Arshin Adib-Moghaddam, a world politics professor at SOAS University of London and author of the forthcoming book What Is Iran? Domestic Politics and International Relations in Five Musical Pieces, Soleimani created “a regional axis that is both institutionalized and ideological,” which could “translate into versatile military and political action whenever necessary.” Soleimani could simultaneously fight Israeli forces in Lebanon through Hezbollah (to the detriment of Washington) while conducting operations against the Taliban in Afghanistan (to Washington’s benefit). Iran’s occasional collaboration with the U.S. began right after 9/11. While the Trump administration has

repeatedly claimed that Iran was at least partially responsible for the attacks, Tehran actually used the occasion to express its sympathy with the American people, denounce the Taliban and recalibrate its relations with Washington. According to Dr. Marvin Weinbaum, director of the Afghanistan and Pakistan program at the Middle East Institute, Iran not only opened up its airspace to give aid to the initial American invasion of Afghanistan but was “absolutely critical in bringing the various factions of the mujahedeen and the Northern Alliance together.” That eventually culminated in the creation of Afghanistan’s current Constitution. Weinbaum believes that Soleimani was instrumental in the collaboration, which was brought to a swift end following President Bush’s 2002 declaration that Iran was a part of the “Axis of Evil” alongside Iraq and North Korea. Whatever residual good feelings remained between Washington and

Iran entirely evaporated in the early years of the Syrian Civil War. During that conflict, Soleimani propped up the embattled Assad regime against prodemocracy protesters, foreign intervention and, later, Islamist factions such as the Nusra Front and, by 2014, ISIS. While the Syrian Civil War represented a nadir of American-Iranian relations, with America-backed militias fighting Iranian-backed militias, the rise of ISIS provided a marriage of convenience. Alongside ISIS’ anti-American slant, according to Adib-Moghaddam, the terror group also had a “virulently racist anti-Iranian, anti-Shia agenda.” Perhaps no military action better displayed Soleimani’s willingness to collaborate with the United States than the September 2014 Siege of Amirli, a small Shiite Turkmen town in Iraq. Fearing that ISIS intended to commit genocide, Iran and American-backed forces, with direct air support from both countries,

lifted the siege in what was to turn out to be one of ISIS’s most stinging defeats. The Siege of Amirli was just one instance of IranianAmerican collaboration to fight ISIS, all of which took place alongside the warming of relations between the two countries before the the signing of the 2015 nuclear agreement. But this de facto alliance had its limits. hocking news keep pouring in from the Gulf region and the latest being the death of around 80 American soldiers in an Iranian retaliatory missile attacks on the US facilities in Iraq and in another tragic incident in which 56 people and more than 200 were injured in a stampede which broke out on Tuesday at the funereal of Iranian General QassemSoleimani killed in a US air strike at the Baghdad airport. The stampede took place in Kerman, the hometown of Revolutionary Guard Major General QassemSoleimani as the procession began. What had set off the stampede is not yet known to the outside world. The funeral procession in Tehran on Monday drew over one millionpeople crowding both main thoroughfares and side streets in Tehran. A similar stampede, though on a smaller scale,struck the 1989 funeral procession for Ayatollah Ruhollah Khomeini killing at least eight peopleand injuring hundreds. Soleimani’s death in a drone strike on Friday has sparked calls across Iran for revenge against America, drastically raising tensions across West Asia. Earlier, Hossein Salami, the new leader of Iran’s Revolutionary guard vowed to avenge Soleimani’s death as he addressed a crowd of supporters gathered at the coffin in a central square in Kerman. Salami said, “We tell our enemies that we will retaliate but if they take another action we will set ablaze the places that they like and are passionate about.” The crowd in response chanted “Death to Israel.” Needlessly, Israel is a long time regional foe of Iran. According to a report on Tuesday by the semi-official Tasnim news agency, Iran has worked up 13 sets of plans for revenge for Soleimani’s killing. The report quoted Ali Shamkhani, the

Secretary of Iran’s Supreme National Security Council, as saying that even the weakest among them would be a historic nightmare for the US. However, he declined to elaborate. Meanwhile, the US Air Force launched a drill with 52 fighter jets in Utah; just days after President Donald Trump threatened to hit 52 sites in Iran. Britain has come out condemning the attack on military bases in Iraq that hosted US-led coalition forces including British personnel. It has urged Iran not to repeat the reckless and dangerous attacks. Surely and slowly, the world will divide on this issue and it will not be good for Iran. Most appalling thing about Iran rightnow is that there is a miasma of revenge lingering all across Iran following the killing of Soleimani by the US military. Every Iranian’s mind is injected with the poison of revenge. Every religious leader, high ranking officials, and even the daughter of the slain Soleimani speak revenge on America. The terms they use against America can have a devastating effect on the laymen let alone others. This could upset the people’s composure and lead people from being sane to insane. People will become prejudiced like the proverbial saying ‘everything looks yellow to a jaundiced eye.’ Revenge repels rational thought in man and in the revengeful mind; there is nothing but revenge, which eventually kills the man who harbours it. So, Iran’s leaders must not be carried away by spite, instead exhort their people for maintaining calm and composure. Revenge is not a solution but destruction, and in the destruction nothing constructive is gained. ndia is boiling on the issues of Citizenship Amendment Act (CAA), 2019, National Population Register (NPR) and National Register of Citizenship (NRC). How should Nagas respond to that situation? The answer is simple and plain. Nagas were not Indians and Naga territories were not Indian territories. Nagas were free people. For that reason, we declared own independence to let the world know of our independent status, established our own government, the Federal Government of Nagaland, to run the affairs of our own country and we enacted our own constitution (Yehzabo). The Naga government was running the affairs of the newly organized country smoothly. However, India violated the sovereignty of Nagaland by her aggression. Those in support of CAA, NPR and NRC may claim that Nagas became India’s citizens on the basis of 16point agreement of 1960 or the Shillong Accord of 1975. Truth was that, the Naga National Council (NNC), the only mass based authentic and mandated Institution of the Nagas that declared the independence of Nagaland was not party to 16-point agreement or the Shillong Accord. The only legitimate

agreement Nagas had signed with India was the 1964 ceasefire agreement. It was not a simple ceasefire agreement but a bilateral peace treaty, international in nature by entities. By that treaty, India consciously recognized the legitimacy of the Federal Government of Nagaland which also meant that India recognized separate citizenship of the Nagas. Citizenship is a sovereign subject. India as a sovereign Republic has her own constitution that defines her own citizens. In the same way, Nagaland as a nation has her own constitution that defines her own citizens. The sovereignty of India and Nagaland are entirely different. So also the citizenship. History of independence was clear for both the nstions. Nagas declared their independence on August 14, 1947. India formally attained independence from Great Britain on August 15, 1947. Modern India was created by the British but independent Nagaland was organized into a modern nation state from time tested established institutions. Nagaland as a nation has no power to question the citizenship of sovereign Republic of India. In the same way, India has no right to impose her citizenship on Nagas. Independent

Nagaland has not been a normal functioning nation because of forced occupation and imposed rule. It has been under an abnormal situation. India caused that mal-situation. An imposition under an abnormal situation cannot be binding. Therefore, whether it is CAA, NPR or NRC, it will only have an imposition effect on Nagas. Attempt to impose these laws on Nagas violate our right as separate citizens. Nagas have no obligation to prove our citizenship to India because we are the citizens of our own country . No Indian law will protect the Nagas. Independence is our only protection. That being the truth, CAA, NPR and NRC are not applicable to Nagas. Nagas should have nothing to do with the problems going on in India in protest against the CAA, NPR and NRC because it is India’s internal problem. Nagas should not meddle in India’s internal problems but being a separate nation, we should mind our own business. n his statement, Mr. N. Kitovi Zhimomi said, “Working Committee of the Naga National Political Groups (NNPGs) strongly opposes any move to change the political map of Nagaland. Any solution that will abrogate Article 371 A (of the Indian Constitution) is not acceptable to NNPGs.” From day one, the Naga people have rejected outright the invitation of the Constituent Assembly of India to join the Union of India and its constitution. But, against this historic Naga national decision, the 16point agreement was signed between the GoI and a few Naga traitors in the stolen name of the Naga people on the basis of the Article 371 A of the Indian Constitution. The so-called Nagaland state is but the child of Indian constitution. This take us to wonder why a tall leader like N. Kitovi Zhimomi is advocating for the cause of 16point agreement even when the Indian leaders too have admitted the fact that the 16-point agreement does not

solve the Indo-Naga political problem. This never augurs well for his standing with so many years of sacrifice for the Naga national cause. The present Nagaland state covers only 16,579 square kilometer whereas Nagaland has 120,000 square kilometer. Who changes the map? Out of 50 tribes, Nagaland state embraces only 16 tribes. Who divides the Nagas? He also says, “Integration through constitutional and administrative measure… The administrative system of the Naga tribes in other states shall be worked out as per the constitutional scheme without any interference or infringement on the Provisions of the Article 371 A.” When we say ‘Nagas’, all Nagas are one. And that there is no white Nagas or black Nagas. The Nagas were forcibly divided by the colonial power and placed them in different administrative units for political reason known to all. The terms - the Indian Nagas, Burmese Nagas, Manipur Nagas, Assam Nagas, Arunachal Nagas and Nagas of Nagaland state are

derogatory language used by the colonialists. Integration of the divided Naga ancestral domains is the inherent right of the Nagas, and that the Government of India has officially recognized the legitimate right of the Nagas to integration of all Naga areas. By integration, it means – geopolitical integration based on sovereign right of the Nagas, not that of the Indian or Burmese constitution. Indeed, we are for a territorial integration under one political roof. We don’t see any meaningful solution without integration. However, political settlement with the Government of India cannot cover Nagas in Burmese occupied areas. That will be the second phase to be settled with the Burmese Government. PAN Naga Hoho will be a common platform for the Nagas to inculcate and foster the spirit of oneness and unity of all Nagas who are arbitrarily divided by the enemies’ artificial ‘Berlin wall.’ Common culture, common history, common root of language, common iden-

tity, common social values, common religion, common territory and common political concept are materials for integration. It is more than cultural body. The Naga Regional Territorial Councils (NRTC) to be created on the basis of Framework Agreement in Naga Areas in the so-called Manipur state, Arunachal Pradesh and Assam are transitional. The present Nagaland state and the NRTC governments will be equipped with sovereign powers as envisioned in the Framework Agreement. Power to decide our future by ourselves is epicentral to our politics. He also said, “Abrogation of Article 371 A will lead to total collapse of the sovereign rights of the Nagas.” The sovereign right of a people is inherent. It cannot be given or taken away by any power. Based on the universal principle of democracy, the Government of India (GoI) has recognized the sovereignty of the Nagas. Our national politics, our national resistance movement and our negotiations with the GoI are centered on sovereignty.

And that the Article 371 A of the Indian constitution is the anti-thesis of the Naga sovereignty, the epicenter of Naga politics. All Nagas are indigenous in Naga country. Indigenousness of a Naga is to be traced from common history, common culture, common identity, common DNA, common territory, common social practices, common religion and common political concept. But granting residential permit or citizenship to the immi-

grants, refugees or foreigners is a legal matter to be dealt with. The Scripture says, “If I forget thee, O Jerusalem, let my right hand forget her cunning. If I do not remember thee, let my tongue cleave to the roof of my mouth; if I prefer not Jerusalem above my chief joy.” We believe all Naga leaders are advocates of the Naga National cause, not that of the Indian constitution. Bharat bandh: mixed response; violence in Bengal

NEW DELHI, JAN 8 (AGENCIES): Protesters took to street Wednesday in response to a one-day nationwide strike called by ten central trade unions against the government’s ‘anti-people’ policies. Transport and banking services were affected in most states while protesters were detained in West Bengal, Tripura, Andhra Pradesh, and Tamil Nadu. Among the demands of the protesters were – increased fee structure and checking commercialisation of education, addressing agriculture sector crisis, withdrawal of Citizenship Amendment Act, saving JNU, among others. West Bengal: Incidents of violence and arson were reported from various parts of the state with buses, a police vehicle and government properties being vandalised by strikers who tried to enforce the 24-hour bandh. In various parts of the state, railway tracks and roads were blocked, affecting normal life. Country-made bombs were found on several roads in Barasat area of the North 24 Parganas district. Crude

bombs were also found on railway tracks at some places in the district. Meanwhile, chief minister Mamata Banerjee hit out at the Congress and the Left parties, saying those who don’t have any political existence in the state are trying to ruin its economy by pursuing “cheap politics” of strikes. Punjab & Haryana: The nationwide strike received a partial response in Punjab and Haryana. Protesters blocked roads and rails tracks at a few places and also took out processions against the central government in support of their demands in Punjab, the police said. Banking services were hit in both states and Chandigarh as employees of public sector banks observed the strike. The call of various farmers’ organisations, which are seeking implementation of Swaminathan Commission report, to stop supplies of milk, vegetables and other items as part of their call to ‘rural India bandh’ also failed to evoke much response in both states, except at a few places.

Rajasthan: Banking and financial operations were affected in Rajasthan where thousands of employees associated with trade unions participated in the strike. Roadways buses, autorickshaw services were partially affected, particularly in areas like Sikar, Ganganagar and Hanumangarh. However, the strike remained peaceful in the state. Similarly, thousands of workers of textile and cement industries, krishi mandis also participated in the strike in different parts

of the state. Tamil Nadu: At least 800 people, including 2 MPs from Left parties, were arrested from Coimbatore. The demonstration was led by CPI Lok Sabha MP, K Subbaryan, who is also Tamil Nadu AITUC president and CPI(M) MP, P R Natarajan. The state transport services remained normal. Banking services were mildly affected but otherwise it was business as usual in the state. Maharashtra: The strike failed to evoke much

response in Maharashtra with transport and banking services remaining largely unaffected in many districts as well as in Mumbai. Trade union leader Ajit Abhyankar, however, claimed that at least 15,000 people affiliated to various Central trade unions, Bhartiya Kamgar Sena, posts, banks, and other government establishments participated in a public rally outside the district collectorate in Pune. He also claimed that the institutions which were working smoothly employed only contractual employees. Uttar Pradesh: About 15 lakh power sector employees and engineers across the country went on strike against the Centre’s proposed amendments to the Electricity Act as well as other privatisation policies of the government, which they say are against the interest of the consumers and employees. Gujarat: Banking services were partially hit in Gujarat on Wednesday due to the strike. However, the strike has had no impact on the operations of the State Bank of India, Indian

Overseas Bank and Bank of Baroda in the state, as majority of the employees of these banks are associated with other unions, which have not joined the strike, he said. Telangana: Banking services across Telangana were severely affected due to the strike. Operations in all public sector banks except SBI were affected. The strike by as many as three lakh employees and workers was underway with the participation of members of various trade unions in the state, senior leader of Telangana CPI, Sudhakar said. Andhra Pradesh: Leaders of the Congress, CPI and CPM were taken into custody as they staged a sit-in protest on the highway outside the RTC bus station in Vijayawada. Reports said employees stayed off duties in various public sector undertakings, mostly in Visakhapatnam. Most of the banks remained shut. Karnataka: In Karnataka’s Madikeri, a KSRTC bus was damaged due to stone-pelting. However, bus operations were normal across the state.

7 BJP will pay for stubborn stance on CAA: Amarinder CHANDIGARH, JAN 8 (IANS): Taking former Madhya Pradesh CM Shivraj Singh Chouhan head on over the threat of the Centre implementing the Citizenship Amendment Act at any cost, Punjab CM Amarinder Singh on Wednesday said the BJP would have to pay a heavy price for such stubbornness. An elected government which refuses to heed the voice of its people or respond to their anger is bound to lose their confidence and collapse, said the Chief Minister, adding the BJP’s stance on the issue “smacked of a dangerously fascist approach that would lead to their eventual downfall”. As far as his government was concerned, “there was no way it would allow the brazenly divisive Act to be implemented in Punjab”, Amarinder Singh said. “You cannot force us to do so,” he said, even as he reiterated that neither he nor the Congress was against grant of citizenship of persecuted minorities in other countries, such as Sikhs in Pakistan, but were completely opposed to the discrimination in the CAA

against certain religious communities, including the Muslims. Despite the nationwide public outrage over the controversial CAA, the BJP-led NDA government at the Centre was refusing to acknowledge the unconstitutionality of the legislation, said the Chief Minister, lashing out at Chouhan for his “shockingly inconsiderate remarks on the issue”. It was obvious that Chouhan, like other BJP leaders, had no inkling of the implications or consequences of the CAA, nor did he apparently want to understand it, said Amarinder Singh in a reaction to the comments made by Chouhan in Ludhiana a day earlier. Chouhan had absolutely no idea what he was talking about, nor had he bothered to study the Act, which has triggered massive public protests across the country, said the Punjab CM, adding that the protests were not “the brainchild of the Congressa or any other party, as Chouhan was claiming, but the result of a spontaneous outrage among Indians cutting across religious and party lines”.

MUMBAI, JAN 8 (IANS): Systematic Investment Plan (SIP) inflows during December last year jumped by Rs 245 crore (monthon-month) to a record high of Rs 8,518.47 crore, Association of Mutual Funds in India (AMFI) data released on Wednesday showed. The SIP inflow in November, 2019 stood at Rs 8,272 crore. Also, the total number of SIP accounts increased to 2.97 crore while the assets under management (AUM) under SIPs surged to Rs 3.17 lakh crore, up from Rs 3.12 lakh crore in November. AMFI CEO N.S. NEW DELHI, JAN 8 (IANS/PTI): The Cabinet on Wednesday approved a proposal to divest equity shares of six PSUs, including MMTC and Odisha Mining Corporation in Neelachal Ispat Ltd. “The Cabinet has approved divestment of some shares of six companies held in Neelachal Ispat,” Information and Broadcasting Minister Prakash Javadekar told media after the Cabinet meeting here. Cabinet has allowed Neelachal Ispat stakeholders to sell shares, he said. The six PSUs are MMTC, National Mineral Development Corporation (NMDC), Bharat Heavy Electrical Ltd (BHEL), Odisha Mining Corporation, Odisha Investment Corpora-

The move will help create an efficient energy market, usher in competition and reduce coal imports, while also ending the monopoly of state-owned Coal India Ltd. India’s coal sector was nationalised in 1973. Joshi, however, said Coal India will be “supported and strengthened” and adequate blocks will be allocated to it to meet the target of producing 1 billion tonnes of coal by 2023. Of the 204 coal blocks whose allocation was cancelled by the Supreme Court in 2014, only 29 could be auctioned as some of these mines had end-use restrictions - meaning coal produced from them could be used only for the designated captive purpose only and not traded in the market. The opening up of the mining to non-coal companies as well as removing the end-use restriction will pave way for the auction of these mines, he said. Govt further opens up coal mining

In a bid to attract investments and boost domestic coal production, the government on Wednesday approved promulgation of an ordinance to open up coal mining in the country to non-coal companies while removing restrictions on end-use of the fuel. The Union Cabinet headed by Prime Minister Narendra Modi also gave its nod for concluding auction of iron ore and other mineral mines before the expiry of their current mining lease on March 31, so as to avoid disruption in production. Briefing reporters, Coal and Mines Minister Prahlad Joshi said the Cabinet has approved promulgation of Mineral Laws (Amendment) Ordinance 2020 to amend Mines and Minerals (Development and Regulation) Act 1957 and Coal Mines (Special Provisions) Act 2015. The ordinance will amend the current proviso in the law that allows only companies in coal mining to bid for coal mines. Any company meeting the minimum criteria will now be allowed to bid for coal mines, the first auction of which under the liberalised rules will open within this month, Coal Secretary Anil Kumar Jain said.

Airlines avoiding flying through Iran, Iraq airspace PARIS, JAN 8 (AFP): A growing number of airlines said Wednesday they were avoiding Iranian and Iraqi airspace for flights to the region after Tehran fired ballistic missiles against bases housing US troops in Iraq. “As a precautionary measure and following news of air strikes underway, Air France has decided to suspend until further notice all flights through Iranian and Iraqi airspace,” an Air France spokesman told AFP. Iran launched a series of missiles at bases housing US troops in the early hours, officials in Washington and Tehran said. Iran’s supreme leader called the attacks a “slap in the face” after a US drone strike killed Iranian military commander Qasem Soleimani near Baghdad international airport last week. Shortly after the missile attacks, the US Federal Aviation Administration said it was banning USregistered carriers from

flying over Iraq, Iran and the Gulf. Its Russian counterpart, the Federal Air Transport Agency, said it was recommending airlines avoid the air space over Iran, Iraq and the Persian and Oman Gulfs “due to information about current risks for safety of international passenger flights”. The region is an important corridor for flights travelling between Europe and Asia, although planes can be rerouted. A KLM spokesman told AFP: “Until further notice, KLM has no flights over Iranian or Iraqi airspace. All flights to different Southeast Asian destinations and other destinations in the Middle East will be flown through alternative routes.” In Germany, Lufthansa said it had cancelled its daily flight to Tehran in addition to halting overflights of Iran and Iraq until further notice. The toll reached 26 after firefighter Matt Kavanagh, 43, died wile on duty after a crash between two vehicles which police linked to the bushfires, Victoria’s Emergency Services Minister Lisa Neville said. This is the third death in Victoria due to the fires, which have already caused 20 fatalities in New South

The confirmation came as firefighters continued their struggle to control dozens of fires that have been raging in the country’s southeast as temperatures are expected to rise above 40 degrees Celsius at the end of the week. The bills to extend the retirement age from 60 to 64 years for the chiefs of army, navy and air force, and the chairman of the joint chief of staff committee sailed through the Senate or the upper house despite protests from minor parties, Geo News said. As soon as the bills were passed, Senate chair-

man Sadiq Sanjrani adjourned the session. The bills were already approved by the Standing Committee on Defence. On Tuesday, the three bills - The Pakistan Army (Amendment) Bill 2020, the Pakistan Air Force (Amendment) Bill 2020 and the Pakistan Navy (Amendment) Bill 2020 were passed easily by the National Assembly or the lower house of Parliament as the Pakistan Muslim League-Nawaz (PML-N) and the Pakistan People Party (PPP) supported them.

PARIS, JAN 8 (AFP): 2019 was the second hottest year on record and ended the hottest decade in history, the European Union’s climate monitoring service said Wednesday. Data released by the Copernicus Climate Change Ser vice (C3S) showed that worldwide temperatures last year were second only to 2016, in which temperatures were boosted 0.12 degrees Celsius by an exceptionally strong El Nino natural weather event. The average temperature in 2019 was only a few hundredths of a degree below the 2016 level.

The five last years have been the hottest on record, and the period of 2010-2019 was the hottest decade since records began, C3S said. Globally temperatures in 2019 were 0.6 Celsius warmer than the 1981-2010 average. Earth’s temperature over the last five years was 1.1C-1.2C warmer than pre-industrial times. Researchers at the University of Science and Technology in China say bio-coal could also help improve food supplies by replacing bio-fuels made from grain. The team say that if coal was replaced with their plant based alternative, made from forest and agricultural waste, then millions of tons of carbon wouldn't be released. The bio-coal they produced is an 'energy efficient' solid by-product of distilling bio-oil - an existing 'plant product' which they say is 'highly corrosive and inefficient'. The team estimate that

by 2030 about 400 million tons of 'bio-coal' could be produced every year, all of which could directly replace the fossil fuel. Bio-coal could 'help fast-track climate change mitigation efforts by providing an accessible opportunity for developing countries to switch out conventional fossil fuels for renewable energy', say the team. The researchers say other options such as biogas involve 'dipping into the food supply', something many developing nations don't have the resources to do. Bio-oil synthesized from the thermal decomposition of plant waste has been identified as an alternative to grain-based biofuels for some time, the team say. The China team de-

I was told about his life by my grandparents. We had a very small chapter in our history book on him. His bravery, selflessness all of which were told to me in the form of stories by my family, attracted me. In 2006-07 I finally decided that I want to make a film on him but then I got busy

with other work. In 2015, I started researching on the subject for the film." Raut feels nobody could have pulled off the historical character better than superstar Ajay Devgn. "Look at the type of personality that Mr Devgn has and the depth of his performance. There wouldn't be anybody other than him to play this part according to me. He is the most perfect choice for the role," he said. "Tanaji Malusare was a mesmerizing personality, he was huge, he was a brilliant strategist. The Guerrilla warfare which the Marathas are famous for, Tanaji Malusare was a champion of that. It was actually a war strategy of Chhatrapati Shivaji Maharaj and Tanaji Malusare was one of his strongest lieutenants to pull that off. He was a huge asset to the Maratha empire. (IANS)

enetically modified poplar trees that do not release airpolluting chemicals that help produce ozone may hold the key to saving the planet, a study suggested. Poplars are a fast-growing source of renewable wood fuel — and are often seen as a greener alternative to fossil fuels. However, these trees also emit high levels of the chemical isoprene that forms toxic ozone when mixed with other air pollutants in sunlight.

In three-year-long trials at plantations across Oregon and Arizona, the researchers showed that trees can be genetically modified to reduce negative impacts on air quality while leaving their growth potential virtually unchanged. The team genetically modified poplars not to produce isoprene. Trees whose production was suppressed did not suffer any ill effects.Their photosynthesis, or 'biomass production' was the same as unaltered varieties — and they were able to make fuel and grow as well. The researchers used a genetic engineering tool known as RNA interference to disrupt protein coding instructions from each cell's DNA. The researcher's work paves the way for for future isoprene research — including in different growing environments. KOHIMA, JAN 8 (NPN): The athletic events of the 64rd Kohima Village Sports Association Meet 2020 came to an end as Tsütuonuomia-Khel took a huge lead over the medal tally of the sports meet with 34 medals (15 gold,9 silver, 10 bronze) on the day-2 at IG Stadium here Wednesday. Dapfhütsumia-Khel continued in second position with a total tally of 14 medals (5 gold, 6 silver, 3 bronze). DUBAI, JAN 8 (PTI): India skipper Virat Kohli retained his top spot among batsmen while Cheteshwar Pujara and Ajinkya Rahane slipped in the latest ICC Test rankings issued on Wednesday. With 928 points, Kohli is way ahead of second-placed Australian maestro Steve Smith (911), the ICC said in a statement. Pujara was placed sixth, down one rung, with 791 points, while Rahane occupied the ninth spot after slipping a couple of positions with 759 points.
