In an open letter to Gadkari on Tuesday, the State’s lone Rajya Sabha member urged the Central minister to instruct the departments concerned and the contractors to adopt necessary construction site procedures and precautions so that commuters were not put at risk of accidents. He hoped that necessary action would be taken on priority basis for public safety. Pointing to lack of safety measures on the highway, Kenye said it was being upgraded by National Highway & Infrastructure Development Corporation Limited (NHIDCL), which had awarded the work to various private contractors and that the work was presently on in full swing. States asked to combat lynching Tension along Nagaland-Assam border Staff Reporter
NEW DELHI, JUL 24 (AGENCIES): Against the backdrop of a recent spate of mob attacks/lynching in the country, the Centre has asked all states to appoint a superintendent of policelevel officer in each district, set up a special task force for gathering intelligence and closely monitor social media contents, so that no one is attacked on the suspicion of being child-lifters or cattlesmugglers. It may be mentioned that the Supreme Court had recently pointed out that states are under obligation to prevent lynchings and mob violence and such incidents cannot happen by the remotest chance. The Court reserved its verdict on petitions against lynchings but Chief Justice of India Dipak Misra said an elaborate judgment is required to be passed to prevent incidents. In 2018, the first incident was reported from Tamil Nadu in the first week of May followed by a few from Telangana, Andhra Pradesh and Karnataka. In June, two persons, including a Mumbai based sound engineer, were beaten to death in Assam and in July, five tribals were lynched in
Rainpada village of Maharashtra’s Dhule district. The latest incident took place in Rajasthan’s Alwar where one Rakbar Khan, succumbed to death after a mob allegedly beat him up on suspicion that he was a cow smuggler. The post-mortem report in the lynching of Rakbar Khan revealed on July 24 that the cause of death was shock as a result of the ante-mortem injuries sustained. Under fire from the opposition and with eyes on 2019 Lok Sabha elections and Rajasthan Assembly polls by end of this year, the BJP government at the Centre has come out with strict norms to tackle mobocracy. Citing Supreme Court directives, the Home Ministry said wherever it is found that a police officer or an officer of the district administration has failed to comply with the directions to prevent, investigate and facilitate expeditious trial of any such crime of mob violence and lynching, it should be considered as an act of deliberate negligence and misconduct, and strong action must be taken against the official concerned. However, media in Assam reported that the miscreants threatened the assistant manager of the Tea Estate and fired at him when he fled on his motorbike. was brought under control and protestors made to lift the illegal blockade. Official sources told Nagaland Post that tension was sparked on Monday when the civil administration in nearby Assam engaged labourers to clear a spot that fell within Naga area along the border, for establishment of a Police Outpost. On learning of the jungle clearing, villagers of nearby Tuli and surrounding areas rushed to the spot and prevented further work. On directive from DGP Nagaland, the Addl. SP Mokokchung went to the spot to prevent the villagers from precipitating the crisis further. By late Tuesday eve-
ning, additional police force from Mokokchung was deployed along the border to impose law and order. Meanwhile, according to Assam media reports, SP Jorhat, Vaibhav Nimbalkar after hearing of the alleged firing incident, contacted OC of Longchem in Mokokchung district and asked if they had noticed or had been informed of any suspicious movement. NFHRCC plea to CM for fund DIMAPUR, JUL 24 (NPN): Nagaland Foothills Road Co-ordination Committee (NFHRCC) has sought the intervention of chief minister, Neiphiu Rio to accord top priority and urged the latter to provide Rs 11.5 crore for completion of earth cutting to the historic road project, as it would be the gateway for Nagas. In a letter addressed to Rio, NFHRCC convener Supu Jamir and assistant general secretary W Lemba Chang recalled that the State government had started construction of the foothills road in 1974. It, however, did not materialise and was ultimately abandoned. Again, after a gap of almost four decades and at the initiative of NFHRCC, the project was revived in 2013 as “extra-ordinary project” or “people’s project”, they added. They pointed out that landowners were convinced to part with their land without a penny as compensation, Naga political groups agreed upon not to levy tax and department concerned too agreed for statutory deductions. The representation further recalled that NFHRCC leaders had met Rio when he was the chief minister
on June 17, 2013 and that he had assured the former that necessary fund would be provided for construction of foothills road as it was the road to granary. Accordingly, Rio had sanctioned Rs 40 crore as first instalment and Rs 30 crore as second instalment from Special Plan Assistance, before he left for New Delhi as a member of Parliament. Thereafter, they said when TR Zeliang became chief minister, only 8 km (5 km in Nuiland and 3 km in Naginimora) was left for earth cutting and the total amount involved was Rs 11.5 crore. However, Zeliang not only stopped providing fund, but also did not give even an appointment to the committee. Consequent upon this, the historic project came to a grinding halt, NFHRCC claimed. Regarding construction of bridge over Doyang river at Governor’s Camp, a little more than 50% of work was completed. In this regard, a meeting was held on July 9 this year with bridge contractor L Pukhato Shohe and that after a thorough deliberation it was decided (Cont’d on p-5)

Coordinator of NRC Tuesday said all bona fide Indians will be given adequate opportunities to prove their citizenship. It said, “applicants will be given ample opportunity to prove their eligibility for inclusion in the final NRC”. “Applicants who do not find their names in the Complete Draft NRC need not worry. All genuine Indian Citizens as per cut-off date March 24, 1971 (midnight) will be included in the final NRC”, said press advertisements given by the office of the State Coordinator of NRC. State NRC Coordinator Prateek Hazela has said that after publication of the complete draft, those who had submitted the NRC application form until August 31, 2015 can submit their claim in the prescribed form from August 30 to September 28 next at the NRC Seva Kendra (NSK) where the claimant had earlier submitted the application form. Similarly, there is also a provision for any person to submit objections against any ineligible name included in the complete draft NRC, he said, adding the objection can be submitted at the NSK covering the residence of the person against whom the objection has been submitted.
Guwahati, Jul 24 (PTI): The Assam government would provide security to all Indian citizens and no one should worry about the “after affects” of publication of the NRC next week, Chief Minister Sarbananda Sonowal said Tuesday. The second and final draft of the National Register of Citizens (NRC) is scheduled to be published on July 30 when the fate of all 3.29 crore applicants will be decided. The chief minister said the state government was duty bound to provide safety and security to all sections of the people. “The state government will provide safety and security to all Indians living in Assam,” Sonowal said in an official release. “No one should be
worried about the after affect of the NRC publication as adequate measures have already been taken to bring all Indian citizens within the ambit of security of the state,” he said. The part draft of the NRC was published on the intervening night of December 31 and January 1, wherein the names of 1.9 crore of the 3.29 crore applicants were incorporated. The massive exercise, aimed at identifying the illegal immigrants in the north-eastern state bordering Bangladesh, is being carried out following a decision in 2005 after a series of meetings involving the central and state governments and the influential All Assam Students’ Union (AASU). Shillong, Jul 24: Meghalaya’s powerful Khasi Student’s Union (KSU) on Tuesday urged ruling National People’s Party-led government and the indigenous people of the state to be on high alert against the possible migration of illegal immigrants from Assam after the final draft National Register of Citizens (NRC) is published on July 30. “The NRC in Assam is part of measures to weed out immigrants who illegally settled in Assam after 1971 from the electoral roll. There has been an increase of population after 1971 in Assam and the indigenous tribes of Assam like the Assamese, Bodo, Rabha, Mising and others have become minorities in their own respective regions,” KSU general secretary,
Donald V Thabah said. According to 2011 census, the KSU said, Assam has a total population of 3.29 crore. “In the first list of NRC published, only 1.9 crore are genuine citizens of Assam, meaning, the remaining 1.39 crore population in Assam have to prove themselves whether they are the genuine citizens of Assam,” Thabah said. The NRC is being updated in accordance with the Assam Accord signed on August 15, 1985, and
under the directions of the Supreme Court. Thabah said feared that Meghalaya would face the worst situation if no measures are taken since other states like Arunachal Pradesh, Nagaland and Mizoram are protected under Inner Line Permit. The KSU also asked the State Government to complete the setting up of entry and exit points in various parts of the State and bring out more stringent laws that helped in curbing influx.

IMPHAL, Jul 24: Despite police crackdown, agitations by students demanding immediate removal of vice-chancellor of Manipur University continue unabated. On Tuesday, after police foiled a bid to storm the fortified chief minister’s bungalow in the morning, students of various colleges affiliated to Manipur University carried out a rally demanding immediate declaration of results of Three-year Degree Course (TDC) conducted by the university and removal of the controversial VC. While alleging that the impasse in the university has put the academic careers of the college students at stake, the agitators demanded that the crisis be “resolved immediately so that the pending exam results can be declared at the earliest.” While blaming VC Prof AP Pandey’s ‘inefficiency’ behind the prevailing crisis in the MU,
they demanded immediate removal of the VC in order to save the academic careers of the students. Mention may be made that the results of the 2nd, 3rd, 4th and 6th Semester exams of TDC conducted by the Manipur University are yet to be declared following the prevailing imbroglio in the university. Earlier in the day, police also foiled a bid to storm chief minister’s bungalow by a group of students demanding removal of the VC. The students were pushed back by the police before reaching the chief minister’s bungalow. However, four representatives of the students were allowed to proceed and meet the state education minister Th Radheshyam. The student leaders urged the education minister to ensure declaration of the pending result of exams of the six semesters of TDC. The minister assured that the issue would be resolved at the earliest by consulting the chief minister.

in March. “Democracy entirely throttled under the BJPled alliance government. Despite attacks on opposition parties every moment, police remained inactive, administration continued to be silent,” said Dhar, who is also the state secretary of CPI-M. The Left leader said attacks, clashes among BJPIPFT workers in many parts of the state followed by road blockades, and agitations by the ruling party supporters disrupted normal life almost every day. “Life and livelihood have been ruined due to the misgovernance of the BJPIPFT government. People should be united against the violence, misrule and crisis of essentials,” Dhar added. “Four CPI-M members and leaders have been murdered in four months
of BJP-IPFT governance. Thousands of party members and supporters were attacked.” According to Dhar, 1,000 Left activists, including 100 women, have suffered injuries. “Around 750 offices of the CPI-M and Left parties have either been burnt, attacked or captured. Close to 200 offices of the Left mass organisations have been attacked and nearly 150 have been forcibly occupied. “Pradhans, chairmen and elected members of various local bodies including the Tripura Tribal Areas Autonomous District Council are being coerced either to resign or join the BJP,” Dhar added. Alwar lynching: Judicial probe ordered into Rakbar’s death
Alwar, Jul 24 (PTI): Rajasthan Home Minister Gulab Chand Kataria today ordered a judicial inquiry into the killing of Rakbar Khan, saying the evidence suggested it was a custodial death. The minister, who met the victim’s family, said an initial compensation of Rs 1.25 lakh had been ordered. “We have written to the additional chief judicial magistrate to initiate a probe,” Kataria told reporters at a press conference here. The minister, along with chief secretary D B Gupta and DGP O P Galhotra visited Ramgarh in Alwar district today to inspect the spot where Khan (28) was allegedly lynched on suspicion of cow smuggling and inquire about the lapses on part of the police. In cases of custodial death, a committee constituted at the district level takes decisions regarding compensation to the family members of the deceased, Kataria said, adding that a sessions judge normally heads such a committee. On the lines of the Pehlu Khan lynching case, the state government has ordered a compensation of Rs 1.25 lakh to Khan’s family. Further compensation will be provided based on the recommendations of the district legal committee, he added.
The action was taken after a video purportedly showing ASI Singh admitting to his “mistake” went viral. The police have arrested three people suspected to be involved in the attack on Khan. The committee will also probe whether Khan became a victim of police Gulab Chand Kataria (file) beating on the intervening night of Friday and The Human Rights Saturday. New Delhi, Jul 24 (AGENCIES): Former prime minister Manmohan Singh today said he had expected his successor Narendra Modi to fulfil the UPA government’s commitment on special category status to Andhra
Pradesh as it was a promise made after consulting BJP leaders. Addressing the Rajya Sabha during a debate on Andhra Pradesh, Singh said he had made a “solemn commitment” on the floor of the House as prime minister of India on

Mumbai, Jul 24 (PTI): Shiv Sena chief Uddhav Thackeray today claimed that had his party not supported the BJP to form the government in Maharashtra in 2014, the latter would have come to power by breaking the Opposition Congress and NCP. In remarks laced with sarcasm, he said people did not make a mistake by voting for the BJP in the 2014 Lok Sabha polls, but alleged that they were “duped”. He needled the BJP over its allegations of corruption against the UPA dispensation, on the back of which it came to power, but could not prove any charges. “Had we not participated in the government, the BJP, like it goes on winning states through all possible means...Like it broke the Congress and Trinamool
Uddhav Thackeray (file) Congress (TMC) in Tripura, the BJP would have broken the Congress and NCP to come to power in Maharashtra,” Thackeray said. “Instead of letting that happen, I let my people gain experience of working in the government,” he said, in the second part of his interview to Sena mouthpiece ‘Saamana’. The Shiv Sena leader sought to know what happened to the 2G scam, which, he said, was discussed not only in the
country but across the world. “During that time (when the scam broke out), the country’s image stooped so low, as if there was no country as corrupt as India. “The result was that the government changed, but nothing happened to the allegations of corruption. Even today, you (the BJP) talk about 60 years of corruption, but nothing has been proved yet,” the Sena president said. “If there really has been corruption, prove it. It is improper to run away after slinging mud at others while holding a lotus in your hand,” he quipped. Responding to another query, Thackeray said nowadays when somebody works, he is termed “corrupt” and if one does not, he is termed “inefficient”.

According to NFHRCC, the foothills road would be extended till Khelma in due course of time to connect the entire foothills area of the State. In the near future, the road could also be converted into international road in consonance with the Government of India’s Act East Policy, the committee added.
KG Kenye seeks Gadkari’s attention to Dmu-Kma road (From p-1) However, with the onset of monsoon, the MP said the road had been rendered muddy and slippery, and added that many like, him who travel regularly and appreciated the ongoing works, were disappointed with lack of safety norms being adopted. According to Kenye, proper procedures of the Union road transport & highways ministry were not being followed. He alleged that many sections of the road had been dug with no warning indicators, while some portions did not even have traffic diversion barricades for proper visibility during rains or at night. All this had posed a severe risk for commuters as drivers are forced to drive in hazardous condition, he added.
February 20, 2014. The assurance on special category status to the “successor state” of Andhra Pradesh was given after discussing the issue with Arun Jaitley, then leader of the opposition, and other senior BJP leaders, Singh said.

“Lynching is unjustified but so is smuggling. You can’t imagine the menace of armed cattle smuggling in this area people have no choice but to guard own villages and cattle,” Ramgarh MLA Gyan Dev Ahuja said. “This is last Hindu majority village and if you fail to catch smugglers here and they cross over to ‘their’ villages you can’t catch them. Cow smuggling is big menace here with hundreds of cows being stolen and taken away. With more vigilance by Rakshaks on roads these smugglers have started using fields leaving residents scared. The man (Akbar) was not killed by farmers or Gau Rakshaks but they did their job by catching him and calling police who allegedly killed him,” Ahuja claimed.

Hansraj Gangaram Ahir (file) New Delhi, Jul 24 (IANS): The government has no specific data on the number of journalists killed in the country because a repository of information on crime and criminals does not collate data in categories of professionals, the Lok Sabha was informed on Tuesday. “While (the) National Crime Records Bureau (NCRB) collects data pertaining to murders, it does not collect data in respect of separate categories of professionals, including journalists,” Minister of State for Home Affairs Hansraj Gangaram Ahir said in a written reply. The reply came in response to a question, seeking state and union territory wise data on the number of journalists or media persons attacked or killed during each of the last three years and the current year and the laws to curb such attacks. The Minister said that existing laws were adequate for the protection of citizens including media persons.

The answer came from the villagers who claimed that ever since vigilance was stepped up on roads, cow smugglers used fields to walk animals across the border every night. Imagery lost in wink
T
here is an old Hindi film song that says “Koi jeeta koi hara; kheerki me se dekho jara”. That was a two decade-old Hindi song. Going by the song it is difficult to decide who won the recently concluded No Confidence Motion against the Modi-led government. The question is who was the winner- the shrewd monologue Narendra Modi or the youthful quixotic Rahul Gandhi? The numbers don’t reflect the core issue as the NDA already had them even before the session began. The ruling NDA knew it and so did the Congressled opposition. The nation had also no doubt. The core issue at hand was the opportunity to reveal the intent and purpose of the government and decide on course correction. That is the core issue of such motions as practised in all constitutional democracies around the world. So a not-trust motion is not a matter for settling scores or in reality distrust in the government. It has a purpose and to that extent the nation’s democracy has definitely won. Now the main focus was also on Rahul Gandhi. He showed and surprised many with his speech which was delivered with aplomb. Rahul’s body language was positive and his articulation more than served the purpose of exposing Modi in particular. Rahul ended his speech with a surprise move which he carried out like a surgical strike. He embraced a shocked Modi. It was a visual treat and a master stroke for the Congress. Rahul did give back to Modi the hugs that the prime minister became known across the globe with world leaders. It showed that Rahul learnt quick(from Modi). It was indeed was a fine performance. Even BJP MPs were taken aback. They were appreciative of the “Pappu”, who has become Rahul or Rahul who was also “Pappu”. He eventually undid the positives of the hug after he returned to his seat by giving a mischievous ‘wink’ to his party members. This ‘wink’ changed the meaning of the hug and left a bad taste. By winking, Rahul demeaned the leader of the house and made him a mocker. Such immaturity was also a reason why a leader from the north east had rebelled against the Congress establishment years ago. That leader knew that it eventually meant that a member of the powerful family would be foisted bypassing veteran party leaders in future. Those capable and veteran leaders within the Congress should speak up and act as one to salvage whatever is left of the party in order to rebuild and reinvigorate it before the forthcoming assembly elections and the big fight in 2019. Rahul has a golden heart and a good person. However his heart is not made for politics and his goodness does not make him a good politicians either. He has attained the highest position as president of the oldest national party which has a very rich history. Sonia also owe it to the past Nehru-Gandhi leaders to ensure that the grand old party does not become redundant. She must place the party and nation above her family interests. Even as the Congress creation of a hate imagery of the ruling combine seems to stick; the same imagery of a winking or mocking Rahul only cancels that out.
DailyDevotion His Nature and Our Motives …unless your righteousness exceeds the righteousness of the scribes and Pharisees, you will by no means enter the kingdom of heaven. —Matthew 5:20 The characteristic of a disciple is not that he does good things, but that he is good in his motives, having been made good by the supernatural grace of God. The only thing that exceeds right-doingis right-being. Jesus Christ came to place within anyone who would let Him a new heredity that would have a righteousness exceeding that of the scribes and Pharisees. Jesus is saying, “If you are My disciple, you must be right not only in your actions, but also in your motives, your aspirations, and in the deep recesses of the thoughts of your mind.” Your motives must be so pure that God Almighty can see nothing to rebuke. Who can stand in the eternal light of God and have nothing for Him to rebuke? Only the Son of God, and Jesus Christ claims that through His redemption He can place within anyone His own nature and make that person as pure and as simple as a child. The purity that God demands is impossible unless I can be remade within, and that is exactly what Jesus has undertaken to do through His redemption. No one can make himself pure by obeying laws. Jesus Christ does not give us rules and regulations— He gives us His teachings which are truths that can only be interpreted by His nature which He places within us. The great wonder of Jesus Christ’s salvation is that He changes our heredity. He does not change human nature— He changes its source, and thereby its motives as well.

RECALL after the Independence, politician and diplomat Syed Shahabuddin articulated the Muslim point of view. He did not ask for separation but suggested a self-rule for Muslims within the country. Nobody took him seriously, not even the Muslims because the partition had brought misery to both the communities. Now Assauddin Owaisi, the president of All-India Majlis-e-Ittehadul Muslimeen, has demanded that there should be reservation for Muslims in the armed forces. Owaisi is quite right that the Muslims have come down in numbers in the Indian army. But that was inevitable because the division was on the basis of religion and the Muslim armed forces went to the Pakistani side. The thinking is faulty. I recollect that the Constituent Assembly was discussing the subject of reservation— the then Home Minister Sardar Patel had proposed 10 percent of reservations for Muslims—the Muslim leaders in the Constituent Assembly stood up and said that they did not want any reservation because it had
Dangers to secularism
led to the formation of Pakistan. Owaisi’s grievance is that despite the Prime Minister’s 15-Point Programme expressly stating that all efforts would be made to increase the share of the minorities in Central Government jobs, little was done about it. Owaisi pointed out the same thing at a public meeting recently and was rightly questioned by some groups on his linking of recruitment into paramilitary forces with religion. However, Owaisi defended his statement, saying that “those people are totally ignorant, arrogant, and they do not read. I want to ask them: isn’t this issue related to the Prime Minister’s 15point programme? Point number 10 of the 15-point programme clearly states about the recruitment to state and Central services for Muslim communities.” Owaisi said as per the rules even if 10 people were to be recruited, the selection committee must necessarily have members from the dalit, ST and minorities communities. This was as per the memorandum issued by the Department of Personnel,
he added. Owaisi also pointed out that the Minister for Minority Affairs, Muqtar Abbas Naqvi, had wrongly claimed that the percentage of minorities in government jobs had increased. “I had exposed the wrong claims of the government,” he said. According the leader, “Muslim recruits in the CISF are mere 3.7 per cent. In CRPF, they are just 5.5 per cent and in Rapid Action Force are just 6.9 per cent.” Kuldip He even chall e n ge d t h e Narendra Modi government to release the data of recruitment in all central government organizations. The parliamentarian from Hyderabad also said the the government should release data of recruitment to banks, the railways and other PSUs to reveal how many minorities have been recruited. “The BJP is not doing justice to minorities. I have all the right to question the government,” Owaisi said. Congress is the only party which is supporting the Muslim point of view. Prime Minister Modi recently accused publicly that the Con-
gress was a party for Muslims over the alleged remarks by Congress president Rahul Gandhi who supported the continuance of practices like triple talaq during his speech in Azamgarh. “For the last two days, I am hearing that a naamdar leader—a a sarcastic reference to Rahul Gandhi—recently said that the Congress is a party of Muslims. I’m not surprised. Even former Prime Minister Manmohan Singh once Nayar said that Muslims have the first right over nation’s natural resources,” Modi recalled. Former Prime Minister Manmohan Singh at the meeting of the National Development Council in 2006 had said: “We will have to devise innovative plans to ensure that minorities, particularly the Muslims, are empowered to share equitably in the fruits of development. They must have the first claim on resources.” Modi, during his speech, also wondered whether the Congress was interested only in the welfare of Muslim men and not women. “I want to ask the naamdar of

The Nagas are no children of Ram
he Naga is no children of the Hindu God, neither Ram nor others. From very early head hunting days, the Naga was not conscious of any links -racial or politicalwith any other races of the Plains of India. Today some Hindu Religious fundamentalist organization seems interested to belittle the minority Christians of India as have not participated in the Indian National Struggle. This is gross injustice to the Christians of India but true of the Naga, because the Naga -pagan or Christian- never liked to have any trucks with the Indian National Movement, consciously or blissfully unaware. The Naga refused participation in the Constituent Assembly of India and the Naga, not even of recently much hyped Gaidinliu, Rongmei Naga of Manipur, participated in the Gandhi led Congress Indian National Movement. The science of study of the Human Race classifies the Naga naturally as belonging to the Mongolian Race and they had no historical or mythological social connection with any Life of the controversial socalled Aryans of India. The Naga looked at himself simply the children of ‘Heaven and Earth’ they considered “the Father and Mother” from very early times. He (Naga) had no specific personal name for the God of Heaven and Earth regarded as living everywhere in Nature and not in any human structures or Temple. The Naga God was a fearful Spirit. Ram is the God of the Hindu Nation and a Pantheon of the Hindus the Naga saw as aliens having no dealings historically. The social, political structures and institutions of the Naga Society are nowhere similar to those of the so-called Aryan people of India. The Hindu Society is highly organized into sacred high and low Castes, Brahmins in the highest and Sutras the lowest, born to serve the higher Castes. Such division of people in the society into high and low Castes is anathema to the Naga, which considers Equality one of the most important Social values. The Naga considers Taboo the worship of man-by-man and the Hindu custom of touching someone’s foot with the forehead to show

respect is inequality unconscionable. Today some Hindu majority Fundamentalists have started behaving like Fascists and the National Government of the BJP rides on the crest of the narrow fundamentalist waves to toe their agenda. Quite a few BJP ruled states of India have passed law enigmatically known ‘Freedom of Religion” to suppress the very Freedom of Religion the Constitution of India provides freedom to all. Various Hindu religious practices discriminate non-Hindu minority. India sees the Northeast Christian no true Indian, though, initially it was the Naga in particular, who were uncomfortable to have any exchanges with the Hindus or the Muslims of India. Most Naga today do not accept they are Indians. There have been frequent instances of Hindu Activists and Vigilantes summarily killing others on suspicion of carrying Beef in their bags or transporting dead Cows for burial. A Nation with political power can change the Citizenship of a person; but it cannot change the Flesh and blood of the people, which is Race. A person may adopt any religion, but that would not change the Race. Race is a function of nature. The Naga, like Christians of India today is Christian by Faith; but the Christian idea of monotheism of their ‘God most High’, is not in oppositions to the pagan Naga belief of Heaven and Earth –the Father and the Mother. Science postulates that life evolved from simple One-celled Body of nonliving elements under unparalleled unique conditions of Nature billions of years ago and developed, over millions of years, into the present many-celled Life. This process finally culminated into the development or evolution of man the Homo sapient life wonderfully alive, living, ethical and conscientious. The corporal Body is mortal and lasts for one life span only; after that, it ends in death and returns to its original non-living elements of the soil. The Spirit in man on the other hand, is invisible, immortal and lives forever. This Spirit is not only alive but also wonderfully Ethical, Moral, Conscientious and Truthful. It is most
amazing the invisible Spirit has distinguishable individual personality. Science has Theories or Principles that postulate the vast Universe as containing countless of Stars and cosmic bodies of galaxies, that coalesce, contract or collapse under cosmic gravitational Force into infinitely small dark spot known in the 21stcentury as the Black Hole. (Anything that gravitates about an axis has the potential to create power like the revolving Turbines in a Hydroelectric Power Station; a galaxy rotates around a central point of its own). After its cosmic life span of billions of years, ultimately, like the Life and Death of a Living Organism on earth, the Universe collapses and contracts over billions of years into an infinitely small dark spot, the 21st Century’s most brilliant Physicist Dr. Stephen Hawking –died just some months ago this year, calls SINGULARITY. The Universe then exploded in what is now the Big Bang creating, dispersing, spreading, or expanding in terrific speed of light at 186000 miles per second in all directions endlessly in the empty spaces of the endless Universe to create new heavens and new earth. T h e U n ive r s e h a s bitten more than what it could swallow and began to contract after millions and billions years of cosmic gravitational force into black hole Singularity. Some postulate this Science’s Idea of the Universe could even be the Spirit of God, creating new heavens and the new earth and finally collapsing into a dead Black hole to begin again. In John 5:17, Jesus told the Pharisees: “My Father is always at his work to this very day, and I too am working”! Science says the immense endless empty expanses of spaces of the Universe is filled with invisible never seen anti-matter particles suspected to exist and has recently been discovered and called ‘God’s particle’ (Hobs Particles) and Science believes this invisible particle is the basic building material of everything in the Universe. The Story of Creation of Universe Science postulates agrees in principle with the story of creation of Heaven and Earth in the
Bible the Naga believes. Genesis 1:2 says of Creation, “Now, the earth was formless and empty, darkness was over the surface of the deep, and the Spirit of God was hovering over the waters”, To this Writer, Science’s creation of the Universe opened his mind much vaster, deeper and more endless than the Genesis of the Bible. However; Science thinks ‘TIME and SPACE’ did not exists before ‘a billionth of a millionth of a Second’ of the big bang! This is mind-boggling! The Bible says: (Gen. 1: 2) – “The Spirit of God was hovering over the empty formless darkness over the surface of the deep”. This is the picture of the Universe before the ‘first day’ of creation and appears more reasonable and conscionable. The Bible gives us hopefully a clue the Spirit of God must have existed before the Singularity of Dr. Stephen Hawking, who said, “Time and Space did not exist before the instance of the big bang”. However, the Spirit of God must have been in existence before the big bang, for God said: “Let there be light”, and there was light.” Before that instant, the Universe was “empty formless darkness” and the Spirit of God was hovering over the surface of the deep”. Similarly, with the power of his Word, all things in Universe came into existence that John the Gospel Writer wrote: (John 1: 1-3): “In the beginning was the Word, and the Word was with God, and the Word was God. He was in the beginning. Through him all things were made; without him nothing was made that has been made”. God willed everything of the Universe -including stars and heavenly bodies spreading into endlessness and contraction into infinite Zero of the Black hole. There was only one exception, and that exception was that he made Man and Woman with his hand out with the dust of the ground ‘in the likeness of his own image’ and “breathed life into the Man’s Nose and made him LIFE. The Naga is the Children of this God and no others. Thepfulhouvi Solo
Congress, please tell that is the party only for Muslim men? Because they don’t stand with Muslim women on issues of triple talaq and nikah halala,” he added. Whatever the case, Muslims do not feel involved in the affairs of government. Owaisi has rightly said that if the Muslims were to participate in the country’s development, India’s example would be followed in the rest of the world. He did not himself jettison the parochial point of view he espouses. I have seen that most Muslims leaders are talking in terms of co-existence as if they were two nations. They should realize that there is only one nation, India, and religions come second. Not long ago, I went to address the Aligarh Muslims University and I was surprised to find the students talking in terms of ummat, their community. The then Vice-Chancellor calmed the students down with the explanation that there was no contradiction in being a staunch Indian and a staunch Muslim. My feeling is that we are all Indians first and Hindus, Muslims, Sikhs and Christians later. Even the
constitution’s preamble has the word ‘secular’ to describe the nation’s ethos. Mrs Indira Gandhi, the then Prime Minister, is the one who include the word during the emergency. The Janata Party changed all other additions that Mrs Gandhi had made, but left the preamble as it is, without any amendment. It is unfortunate that political parties are furrowing their lonely plough while keeping the shield of secularism. I have heard some voices demanding separate country. Parliament should suo moto take notice of such demands and warn the nation that the people with such thinking are misusing the constitution which gives one person, one vote even though Hindus are 80 percent in the country. Owaisi may be doing all these to garner vote in the forthcoming elections. But he is sowing the seeds of hatred which should be nipped in the bud. I also find the RSS active when the government is conniving at their activities to support Hindutva. Leaders who would take a stand on secularism are silent. Silence and the voice of Owaisi seems very loud.
On the utility of sports (From previous issue) Sports is about getting the upper hand and not giving up an advantage or giving up an advantage.. sport is about fighting till the last. Sport is about miracles. Sport is about enjoyment. Sports is about sportsmanship just as it is about winning. Just as it should be in life. Sport is about legends and how one admires and seeks to emulate. Sport is about stretching the human spirit towards new endeavours to achievement. Sport is about breaking barriers. Sport is about the inevitable mingling of races and classes for all are sportsmen just as all are humans at the end of the day. Sport is about quality that leaves a permanent mark, and the mediocrity that falls by the wayside just as it is in life. Sports is also about seizing the opportunity and striking at the right moment. And giving it your best shot. Just as it is in life. Sports is also about optimism and the realisation of being realistic in expectations. But never giving up hope. And it is certainly not about pessimism. Sports is also about the importance of humility and practicality. It is about how the arrogant fall and how the humble in victory are more admired. Sports is about the search for meaning and direction and purpose. Sport is about constant learning and improvement. It is about the fact that experience matters. Sport is about the living up to expectations and the glory if they are met and the shame if one falls short. However it is also about the fact that there is no shame if one does one’s best. Sport is about the constant fight that is life. Sport is about the
next game, match and point. Sport is also about the music and poetry that is life. Sport is about the rhythm and pace. It teaches us to speed up when necessary and to slow down when it needs to be so. Sport is about rivalries and camps. Sport is about loyalty. It teaches us not to score against self in the all important game that is life. It also teaches us about sacrifice for the common cause. Sport is about harmony and peace. Sport is about care and caution and also the spirit of adventure. Sport is about handling success and how you bask in its glory. Many have not been able to handle success and have fallen by the wayside. A la Maradona or a Tyson. Sport is about the importance of temperament, about maintaining your cool. Sports is about skill and practice. Sport is also about knowing your limits and also about the fact that the sky is the limit. It is about emerging stronger from defeat. It is about simplifying the complicated and complicating the simple. It is about good beginnings, a good middle game and finishing touches. It is about savouring moments of victory and tasting the bitterness of defeat. It is about making a name and losing one. Most importantly it is about going on in spite of everything. Sport is about fulfilling potential. It is about satisfaction in fruition of creativity. It is about the fact that anything is possible and that all things are possible to the one who believes; after all at the end of the dayit is all about a prayer. (Concluded) Edward Lotha, Advocate

Sports as a career Sir,
Young talented boys and girls having interest in football or any other sport should be encouraged by the government. They can be given training at an early age in a sport oriented institute which can be set up by the state government. There was talk many years back on sports facilities etc but nothing seemed to have come into fruition. It would be truly a blessing for young people if the government took up sports as an employment avenue for those who are sincere to pursue it as a career. More sportsmen and women in society would also reduce dependency on drugs or alcohol. Lemtila Sangtam, Purana Bazaar

Sabarimala entry ban on women mired in patriarchy: SC
New Delhi, Jul 24 (AGENCIES): Ban on entry for women of a certain age at Sabarimala temple is based on the “patriarchal” belief that the dominant status of a man in society makes him capable of performing austerity while a woman, who is only a “chattel of man”, is incapable of remaining pure for the 41 days of penance prior to the pilgrimage, the Supreme Court observed on Wednesday. The Constitution Bench led by Chief Justice Dipak Misra said the court cannot accept a practice mired in patriarchy and chauvinism. Travancore Devaswom
Board, which objects to opening up of Sabarimala temple to women aged between 10 and 51, responded that “then every religion is based on male chauvinism”. “Prohibition is not because of male chauvinism. It is linked to the penance and character of the deity. Women accept the prohibition. It is not imposed on them,” senior advocate A.M. Singhvi, for the Board, defended the ban. But Justice D.Y. Chandrachud said a woman’s acceptance of the ban could be traced to a certain social conditioning she was made to suffer from her birth in a patriarchal society. She must
Benami properties worth Rs 4,300 cr attached till June 30 New Delhi, Jul 24 (IANS): Taking action against ‘benami’ (proxy) transactions in the country, the Income Tax Department has attached benami properties worth over Rs 4,300 crore till June 30 this year, the Parliament was told on Tuesday. Minister of State for Finance Shiv Pratap Shukla told the Rajya Sabha in a written reply that the government had taken various steps to identify benami properties including setting up of 24 dedicated Benami
Prohibition Units (BPUs) across the country. “These BPUs are involved in gathering information and matching the same with the data available for identifying the benami properties and taking effective action as per the provisions of Prohibition of Benami Property Transactions Act. “As on June 30, 2018, provisional attachments have been made in more than 1,600 benami transactions involving benami properties valued at over Rs 4,300 crore,” he said.
He said women do not even enter mosques in India, leave alone questions of menstruation and age. Justice Chandrachud responded that the court does not depend on modern ethos to examine the question of rights. “Modern notions keep changing. After 1950 (the year the Indian Constitution came into existence), everything should conform to constitutional principles, ethos,” Justice Chandrachud observed. At this point, Chief Justice Misra intervened to ask “whether a public temple can even enter into the concept of banning. Is such a ban on women an essential and integral part of religion?” Singhvi answered the question with a counterquestion. He asked whether the Supreme Court can take upon itself to decide what is ‘essential’ to a religious denomination on the basis of an Article 32 petition. But the Chief Justice said the Board was merely assuming that Ayyappa devotees formed a separate religious denomination.

Dispose off rape cases on priority, says ex-judge
P P Naolekar (file)
Indore, Jul 24 (PTI): Former Supreme Court judge P P Naolekar said today rising instances of rape were a “blot on the country” and suggested that higher courts dispose of such cases on a priority basis. Naolekar, however, disagreed with the view expressed in certain quarters that every convicted rapist should be hanged. “The Supreme Court and High Courts should get hearing of rape cases quickened for fast delivery of justice as rape cases have become a blot on the country,” the former Madhya Pradesh Lokayukta told PTI. He said appeals in the HCs and the Supreme Court against the lower court judgements in rape cases should be listed on a priority basis to ensure fast delivery of justice. On demand for hanging rapists raised in certain quarters after street protests over rising cases of sexual assaults, he said it was not proper to sentence every rape convict to death.
Panaji, Jul 24 (PTI): The Goa government has decided to move the Mahadayi Water Dispute Tribunal against Karnataka’s alleged act of diverting the Mahadayi river water to its Malaprabha basin, a minister said today. A team of officials from Goa yesterday visited Karnataka’s Kanakumbi village, located in the Malaprabha basin adjoining the state’s border, and confirmed that the Mahadayi river water was being diverted, Goa’s water resources minister Vinod Palyekar said. The team found that Karnataka has constructed a five- km-long tunnel to divert the water to the Malaprabha basin, he claimed. The Goa government would send its team to New Delhi to file an application before the Mahadayi Water Dispute Tribunal tomorrow against the illegal diversion of water, he said. “The tribunal is expected to deliver its verdict next month in the dispute

over sharing of Mahadayi river water. Without waiting for results, Karnataka has made this move which amounts to contempt of the tribunal,” Palyekar alleged. He said the Goa government came to know about the water diversion through some reports in a section of media. Goa-based environmentalist Rajendra Kerkar also called the water resources department to complain about the diversion, the minister said. Karnataka and Goa, the riparian states of the Mahadayi (known as Mandovi in Goa), have been locked in a bitter battle over the sharing of water of the
river, which originates at Belagavi in Karnataka. The matter is pending before the Mahadayi Water Dispute Tribunal. Last year, the Supreme Court had ordered Karnataka to stop the work on construction of a canal, which was aimed at diverting water from the Mahadayi tributary. Goa claimed that it had photographic evidence to support its claim that the work had begun. However, Karnataka had rejected the claim saying there was no such activity. In January this year, the Goa government had told the tribunal that the Mahadayi river water demand by neighbouring Karnataka is actually for irrigating its sugarcane crop areas. Goa Chief Minister Manohar Parrikar had earlier said that his state could share the river water with Karnataka for drinking purposes and expressed his willingness for bilateral talks.
Sushma trolling: Centre avoids direct reply on investigation New Delhi, Jul 24 (AGENCIES): Union government on July 24 avoided a direct reply on whether an inquiry was conducted into the recent trolling of External Affairs Minister Sushma Swaraj on social media, saying in such cases, an investigation is ordered on receipt of a complaint. Trinamool Congress MP Prasun Banerjee had submitted a written question in the Lok Sabha on whether the government had conducted any inquiry into the trolling of Swaraj and if
it had, whether the standard protocol was followed. In a written re ply, Union Minister of State for Home Hansraj Gangaram Ahir said, “On receipt of complaints from affected persons, law enforcement agencies require social media platforms to remove such content or block them from viewing and take up investigation and other action as per law against the culprits.” Swaraj was recently targeted
by trolls on social media platforms, following the transfer of Passport Seva Kendra official in Lucknow Vikas Mishra for allegedly humiliating an inter-faith couple.

have unquestioningly accepted the ban, considering that “she has always been told what to say, what to do or not do...” Justice Rohinton Nariman said the ban seems to have emanated from the “paternalistic notion” that women cannot perform the penance of 41 days. “How can you assume here that women cannot lead an austere life for 41 days’ vratham (penance)? Women before puberty and after menopause are allowed into Sabarimala. But men, regardless of puberty or andropause, can enter... what can be more unreasonable?” Justice Chandrachud asked. “My beliefs may be fickle, irrational. But do not search for logic here... These are sensitive matters of religion,” Singhvi said. Singhvi pointed to how self-flagellation is practised among some Shias. “You can say the practice is ‘barbaric’ or you can say it is ‘religious’. But the truth is people believe in it even though it may not be in consonance with the modern notions of 2018,” he submitted.

comprehensive to deal with various situations that may emerge in all banks, including public sector banks,” he said. RBI Governor Urjit Patel in his presentation before the Parliamentary Standing Committee on Finance had last week pitched for more powers saying that the central bank has “inadequate” control over state-owned lenders. Replying to another question on whether less money was being put in ATMs after the demonetisation, Shukla replied in negative. RBI has informed that the total amount of Notes in Circulation (NIC) as on July 18, 2018 was Rs 19.28 lakh crore as compared to Rs 17.74 lakh crore as on November 4, 2016, he said.

Listing out RBI’s powers to deal with banks, Minister of State for Finance Shiv Pratap Shukla said the central bank can inspect the lenders, examine on oath any officer, direct special audit and give directions to banks. Also, whole-time directors of nationalised banks and State Bank of India are appointed in consultation with the RBI, he said in a written reply in the Rajya Sabha. “...the powers of RBI are wide-ranging and

While, silver prices rose by Rs 30 per kg owing to mild offtake by industrial users. Standard gold (99.5 per cent purity) fell by Rs 70 to Rs 29,920 per 10 grams from Monday’s closing of Rs 29,990. Pure gold (99.9 per cent purity) also moved down by a similar margin to finish at Rs 30,070 per 10 grams as compared to Rs 30,140 previously. However, silver (.999 fineness) moved up by Rs 30 per kg to Rs 38,205 as against Rs 38,175 yesterday. This is a continuous process and prosecution is filed against companies that have not complied with CSR spend requirements and also not furnished any valid reasons for not spending or under spending,” he added. In this pursuit, the taxman has been asked to “monitor” top 100 TDS deductors in their regions, monthly TDS remittance from salaries of both the private sector as well as government departments, online retail companies and local bodies. “E-commerce has emerged as a huge business in the past few years. This involves advertisement on the websites of various organised and unorganised agencies, payments for job work – building website, translation of pages, data entry of text, research among others. This area promises to yield significant revenue,” the CAP said. It added that “large scale” non-compliance of TDS provisions by local bodies (especially panchayats) has been noticed in some regions. “A special drive to ensure compliance by the local bodies can be helpful in boosting revenue,” it said.

New Delhi, Jul 24 (PTI): The government on Tuesday said it has issued preliminary notices to as many as 272 companies for not complying with corporate social responsibility (CSR) spending requirements under the companies law. Under the law, certain class of profitable entities is required to shell out at least 2 per cent of their average three-year annual net profit towards CSR activities in a financial year. In case of not spending the requisite amount, the firms concerned have to provide reasons for the same. In a written reply to Rajya Sabha, Corporate Affairs Minister Piyush Goyal said Centralised Scrutiny and Prosecution Mechanism (CSPM) has been tasked to examine the records of top

lines and analysis. This is (the Swiss) government response,” he said. Goyal said according to Swiss authorities, the more reliable data source for deposits held in Switzerland is the Locational Banking Statistics (LBS) of Bank of International Settlements. LBS measures international banking activity from a residence perspective, focusing on the location of banking office and captures around 95 per cent of all cross-border banking activity.
The action plan has also directed the central processing centre (CPC) of the TDS, the IT Department’s repository of all data in this context, to “regularly provide useful reports and inputs to field officers that may be used for identifying survey cases”. The Central Board of Direct Taxes has also directed the AOs to keep a check on cases in the prosecution list where TDS/ TCS was not deposited after deduction; trend of TDS payment in stark contrast to other deductors in similar business; cases showing negative trend in payment; tax evasion petitions and habitual late filers/non-filers of TDS statement. The action plan reasons that monitoring TDS payments and keeping a strict vigil on revenue earned from it is important as TDS collections constituted over 41 per cent (during 2017-18 fiscal) of the total direct tax collections in the country. “The importance of TDS as a non-obtrusive but powerful instrument for preventing tax evasion, widening the tax base and augmenting revenues has been growing over the

He said SNB data includes non-deposit liabilities, business of Swiss branches located in India, inter-bank transactions and fiduciary liability. BIS data show non-bank loans and deposits—which constitute the individual and corporate deposits and exclude inter bank transactions— have fallen by 34.5 per cent in 2017 to $524 million compared to $800 million in 2016, he said and vowed to continue the crackdown against black money. “Further, there has been significant reduction in Swiss non-bank loans and deposits of Indians by 80.2 per cent between 2013 and 2017,” he said adding the figure in 2013 was $ 2.6 billion which came down to $2.3 billion in 2014 and $1.4 billion 2015. “Moreover, it is frequently assumed that any assets held by Indians are undeclared,” he said. “So if you want to know the deposits of Indian residents in Switzerland, the correct data source is called locational banking statistics.”
New Delhi, Jul 24 (PTI): The Income Tax Department is set to crack down on TDS defaults by government and private sector entities, especially e-retail portals, local bodies like panchayats, as the CBDT has directed its assessing officers (AOs) across the country to undertake at least 30 surveys or on-spot checks. The directive has been issued by the policy-making body of the tax department as part of its recently issued Central Action Plan (CAP) 2018-19 that acts as the blue print for taxman’s action for the entire year. “Surveys are the most effective tools for detection of non-compliance in TDS (tax deducted at source) and TCS (tax collected at source)...,” the CAP, accessed by PTI, said. “A new target of at least 30 surveys/spot verifications by each AO during the year has been incorporated in this plan,” it said. A survey or on-spot verification is an action where an IT Department team pays a surprise visit to the business premises of an organisation suspected of TDS default and inspects their account books and financial statements. “Considering that there are hundreds of AOs in the department, this new policy measure would result in thousands of TDS surveys by taxman across the country,” a senior official said.

New Delhi, Jul 24 (PTI): Indian deposits in Swiss banks was down 34.5 per cent in 2017 and 80 per cent since the Narendra Modi government came to power in 2014, Finance Minister Piyush Goyal said on Monday, citing data from the global body of central banks, the Bank for International Settlements (BIS). He said this in Parliament rebutting reports last month, which quoted the Swiss National Bank, the country’s central bank, as saying in its annual report that Indian deposits had risen by 50 per cent in 2017. He told Rajya Sabha during question hour that he discussed the issue with Swiss authorities, who told him in a written reply that media reports “have not taken account of the way the (SNB) figures have to be interpreted”. Last month, PTI had reported SNB data that the money parked by Indians in Swiss banks rose to CHF 1.01 billion (Rs. 7,000 crore) in
Mumbai, Jul 24 (PTI): The rupee Tuesday dropped by 8 paise to close at 68.94 against the US currency, extending its fall for a second straight day due to sustained dollar demand from importers even as local equities hit a record high. The rupee plunged below the 69 mark in early session to trade near its all-time low levels due to overnight gains in the dollar against global currencies. However, local unit regained some lost ground towards the tail-end as overall trading mode turned little positive after the dollar lost strength against the euro, pound and safe haven Japanese yen. The dollar index was down 0.16 per cent at 94.48 against overnight levels of 94.84. Domestic forex sentiment also remained shaky due to ongoing tensions between the US and other global economies, a dealer said. Currency traders also reacted negatively to comments by President Trump on EU and China for manipulating their currencies and keeping interest rates lower, raising concerns that the current global trade tensions could be followed by a currency war.

with 187 people injured, including 23 minors, although they warned that those figures were expected to rise as they had identified dozens of burned-out houses they had yet to access due to the extreme temperatures inside the buildings. So far, 47 bodies have been taken to a forensic centre near Athens for formal identification. Fa n n e d b y s t r o n g winds, the fast-moving wildfire incinerated whole swathes of the landscape and destroyed hundreds of properties and vehicles, many of which had to be abandoned as many people made a dash for the sea, using boats to escape the encroaching flames. Some 700 people were rescued by coast guards, including 19 pulled directly from the water but several people drowned before help reached them. Spain and Cyprus sent
water-dropping planes and Portugal contributed 50 firefighters to bolster the Greek efforts to control the blaze, but the conflagration was still raging out of control late Tuesday. President Vladimir Putin of Russia said his country was prepared to help but did not elaborate what shape this assistance would take. The area around Mati, on the east coast, is popular with well-to-do Athens dwellers who built summer holiday homes there because it is surrounded by normally verdant forest and rolling hills within easy access to the Aegean Sea. Dry and very hot conditions have turned the area into a potential tinderbox, authorities have said. Greek Prime Minister Alexis Tsipras declared a state of emergency and triggered the EU Civil Protection Mechanism requesting back-up to fight the flames.
New Delhi, Jul 24 (Agencies): David Coleman Headley, the US citizen of Pakistani origin, who has been convicted of his role in the deadly 26/11 Mumbai terror attack case, is reportedly battling for his life after being attacked inside the jail by fellow inmates, television reports said. However, the US authorities have refused to comment on the media reports regarding Headley’s condition. “We are not able to locate information about this individual,” the Metropolitan Correctional Center in Chicago said in when asked about the incident. According to some media reports, Headley was attacked on July 8 by two other inmates. The reports said he suffered serious injuries and was rushed to North Evanston hospital, where he was admitted to the critical care unit. Headley has been sentenced to 35 years in prison by a US court for the 2008 terrorist attack on Mumbai that killed more than 160 people. Headley who recced various Indian cities, including Mumbai before the 26/11 attacks was arrested in 2009. The government has been trying for Headley’s extradition from the US but all efforts have failed so far.
N Korea begins dismantling rocket test site
Washington, Jul 24 (Agencies): North Korea appears to have started dismantling key facilities at a rocket-engine test center, a group of experts said Monday, potentially marking a significant step after last month’s summit between Kim Jong Un and US President Donald Trump. According to the respected 38 North group, commercial satellite imagery of the Sohae satellite launching station indicates Pyongyang has begun taking down a processing build-
ing and a rocket-engine test stand that had been used to test liquid-fuel engines for ballistic missiles and space launch vehicles. Sohae, on the northwest coast of North Korea, has been used to test rockets, with the aim of putting a satellite into orbit. But rocket engines are easily repurposed for use in missiles and outside observers say nuclear-armed Pyongyang’s space program is a fig leaf for weapons tests. 38 North analyst Jo-
seph Bermudez called the move an “important first step” for Kim in fulfilling commitments he made to Mr Trump during their June summit in Singapore. Since Sohae is “believed to have played an important role in the development of technologies for the North’s intercontinental ballistic missile programme, these efforts represent a significant confidence-building measure on the part of North Korea,” Mr Bermudez said. A US defence official,
however, told AFP that the Pentagon was not closely tracking activities at Sohae in terms of how it relates to the denuclearisation of North Korea. “It’s not on the radar, so to speak,” the official said. O n M o n d a y, M r Trump said he was “very happy” with how talks were progressing with North Korea, after observers and the media highlighted an apparent lack of concrete results since the summit with Kim.
Mehul Choksi moves to Antigua; gets local passport
New Delhi, Jul 24 (PTI): Fugitive diamantaire Mehul Choksi has moved to Antigua from the US and taken the passport of the Caribbean country, government sources said. In response to diffusion notice issued by Interpol, the Enforcement Directorate has been informed by Antiguan authorities that Choksi arrived there this month and had taken the passport of that country, they said. Choksi had fled the country in the first week of January, nearly a fortnight before weeks before country’s biggest banking fraud surfaced. The CBI has booked Choksi, uncle of his alleged partner in crime Nirav Modi, in two cases related to the scam and
Mehul Choksi
filed charge sheet against him. A special court in Mumbai has issued a NonBailable Warrant against him. Armed with the warrant, the CBI moved the Interpol for issuance of Red Corner Notice against the Gitanjali group pro-
moter, who is one of the masterminds behind US $2 billion banking fraud in the Punjab National Bank, but it is still under process. On this basis, request for Red Corner Notice was moved in June. While RCN has been issued against Nirav Modi
and his brother Nishal by the Interpol, the request for such a notice against Choksi is pending with the Lyon-based international police cooperation agency, they said. The issuance of RCN would mean that the member countries of the Lyonbased international police cooperation agency can arrest and extradite him. The CBI, in its charge sheets filed on May 14, had alleged that Nirav Modi, through his companies, siphoned off funds to the tune of Rs 6,498.20 crore using fraudulent LoUs issued from PNB’s Brady House branch in Mumbai. Choksi allegedly swindled Rs 7080.86 crore, making it possibly the biggest banking scam in the country, it had alleged.

The performance was broadcast to more than 1.9 million people worldwide. Moon may have harboured life 4 bn yrs ago
W
hile the Moon is presently unsuitable for habitation, there could have been life on its surface about four billion years ago, researchers have suggested. There may have been actually two early windows of habitability for Earth’s Moon, according to the study published in the journal Astrobiology. According to the researchers, conditions on the lunar surface were sufficient to support simple lifeforms shortly after the Moon formed from a debris disk four billion years ago and again during a peak in lunar volcanic activity around 3.5 billion years ago. During both periods, the Moon was spewing out large quantities of superheated volatile gases, including water vapour, from its interior, according to the researchers. The researchers said that this outgassing could have formed pools of liquid water on the lunar surface and an atmosphere dense enough to keep it
there for millions of years. “If liquid water and a significant atmosphere were present on the early Moon for long periods of time, we think the lunar surface would have been at least transiently habitable,” said study co-author Dirk Schulze-Makuch from the Washington State University in the US. The researcher’s work draws on results from recent space missions and sensitive analyses of lunar rock and soil samples that show the Moon is not as dry as previously thought. Life on the Moon could have originated much as it
did on Earth but the more likely scenario is that it would have been brought in by a meteorite, according to Schulze-Makuch. The earliest evidence for life on Earth comes from fossilised cyanobacteria that are between 3.5 and 3.8 billion years old. During this time, the solar system was dominated by frequent and giant meteorite impacts. It is possible that meteorites containing simple organisms like cyanobacteria could have been blasted off the surface of the Earth and landed on the Moon. (IANS)

Dubai, Jul 24 (IANS): Ahead of the crucial fivematch Test rubber against India starting August 1, England pace spearhead James Anderson has regained the top spot among ICC Test bowlers in the latest rankings released here on Tuesday. Anderson, who scalped nine wickets in the drawn two-Test series against Pakistan at home, has pushed South Africa seamer Kagiso Rabada following the Proteas’ 0-2 loss at the hands of Sri Lanka in the justconcluded two-Test series. Rabada, who took eight wickets in the series, including a four-for in the opening Test in Galle, dropped to the second spot with 882 points, even as Anderson comfortably rocketed to the top with 892 points. Behind them is India’s left-arm spinner Ravindra Jadeja at No.3 while another Protea Vernon Philander separates No.5-ranked Ravichandran Ashwin from his spin twin. But Sane believes the arrival of Sarri, who City faced twice in the Champions League last season when he was in charge of Napoli, will rejuvenate Chelsea. When asked who will be the biggest threat to City, Sane told Sky Sports News, “I think Chelsea because they have brought a really good coach. If you have seen how Napoli played last season, it was really, really attractive and really good. We really suffered against them.” “They will need some time to get really used to his tactics. They could be really tough. Also Liverpool too - they bought really good players. They could be really strong next season.” Sane is currently with City on the club’s preseason tour of the United States.

Federer withdraws from Rogers Cup T o ro nt o, J u l 2 4 ( Ag e n c i e s ) : Wo r l d number two Roger Federer has withdrawn from next month’s Rogers Cup in Toronto as part of his ongoing strategy to lighten his schedule and conserve energy for the top events, tournament organisers said on Monday. The decision by the 36-year-old Swiss, who was stunned in the final of last year’s Rogers Cup in Montreal by German Alexander Zverev, comes less than two weeks after his quarter-final loss at Wimbledon. “I had a fantastic time in Montreal last year and always enjoy playing in front of the Canadian fans, but unfortunately with scheduling being the key to my longevity moving forward, I have regrettably decided to withdraw from Toronto this year,” Federer said in a statement issued by organisers, adding, “I wish the tournament every success and am sorry to miss it.” T h e Ro g e r s C u p, scheduled from 4-12 August, will include nine of the top 10 players on the ATP World Tour, including world number one and three-time champion Rafael Nadal and Wimbledon champion and four-time winner Novak Djokovic.
New Delhi, Jul 24 (Agencies): Yusuf Pathan’s “inadvertent” violation was the lone blot on Indian cricket’s doping record last year, a WADA report has revealed after a scrutiny of 275 samples by the BCCI. While the WADA report does not name anyone, the player in question is former India player Yusuf Pathan, who was handed a retrospective ban of five months by the BCCI, that ended before this year’s IPL. According to the BCCI statement issued back then, Pathan senior had “inadvertently ingested a prohibited substance commonly found in cough syrups”. Pathan’s backdated suspension was from August 15, 2017 to January 14, 2018. While Pathan’s is the only Adverse Analytical Finding (AAF), there are also a couple of Atypical Findings (ATF), which suggests that there must have been some suspicion about the urine sample of two players. Whether there are any foreign players among the
Yusuf Pathan
two in the ATF category couldn’t be ascertained. According to the WADA report, out of the 275 samples tested during 2017, 233 were In Competition (IC) testing while 42 were Out Of Competition (OOC). For 2016, it was former New Zealand captain Brendon McCullum, who had tested positive during IPL but BCCI had then procured a backdated TUE (Thereaputic Use Exemption) certificate for the player and the case was closed. In 2018, there is one positive dope test and that is
of first class cricketer from Punjab, Abhishek Gupta, who is currently serving his suspension. The BCCI does not come under the ambit of National Anti-Doping Agency (NADA) and its testing is done by Sweden’s IDTM (International Doping Test & Management). However in the WADA list, it is reported that NADA had conducted 10 In Competition Testing in 2017. W h i l e NA DA D G Naveen Agarwal was unavailable for a comment, the tests are probably done in tournaments which is not recognised by the BCCI.

Buenos Aires, Jul 24 (IANS): The Argentine Football Association (AFA) must be restructured for the national team to once against thrive, according to Argentina football great Diego Maradona. Argentina were eliminated from this summer’s World Cup in Russia following a 4-3 loss to eventual champions France in the round of 16. “A house has to be built on solid foundations and today the mother house of (Argentine) football is a disaster,” Maradona said on Monday, Xinhua news agency reported. The 57-year-old criticised AFA directors and staff who applauded President Claudio Tapia upon his return from Russia at Ezeiza airport in Buenos Aires earlier this month. “It can’t be the case that the corrupt people who are with him (at the AFA) go to receive him at Ezeiza,” Maradona said.
Reported ‘untoward things’ to ACU: Maxwell New Delhi, Jul 24 (PTI): Australian batsman Glenn Maxwell has claimed that he has reported “certain untoward things” during the IPL to the anti-corruption officials while refuting a recent investigative documentary’s insinuation that he could be involved in spot-fixing. An Al Jazeera documentary on corruption in cricket alleged that Australian players were involved in spot-fixing during the 2017 Ranchi Test against India, in which Maxwell made his maiden Test century after being recalled. Even as there was no direct reference to the all-rounder in the video, the match footage used in the documentary indicated that Maxwell was one of two Australian players being accused. He confirmed to ‘SEN radio’ that the aired footage was of his batting. “I’ve been very honest with them (anti-corruption officers) the whole way through with the IPL,” Maxwell said. “If I’ve ever seen anything untoward I always sat down with them (ACU),

had a long coffee and just talked about everything to make sure nothing ever, ever comes back to me,” he said. An International
Cricket Council (ICC) investigation into the allegations is currently underway. However, the ICC has accused Al Jazeera of not sharing the raw footage of
the sting despite repeated requests. “If there’s anything slightly amiss, I always give them a call and make sure they have every bit of evidence they can possibly have. “There’s some things you see in the game of cricket where you’re always just a little bit unsure. All the things you do hear in the game, and when it comes out later on you go, ‘Oh, I swear I could have noticed that while I was watching it’,” Maxwell said. Maxwell said that it was easier when he captained Kings XI Punjab in 2015 IPL. “It was probably easier when I was captain and I was able to see the way the game was going, and the instructions that I was giving players, and the way the game was moving, I could actually work it out a little better. “There wasn’t really anything untoward in the season I was captain, but you could certainly tell from opposition stuff and that’s why I reported certain things,” he said.

But the amount he took was over 100 ml and he had no “therapeutic use” exemption for the infusion, which constituted a anti-doping violation, the USADA explained.
