NEW DELHI, JUL 25 (AGENCIES): Ram Nath Kovind took oath as the 14th President of India in the Central Hall of Parliament on Tuesday. Chief Justice JS Khehar administered the oath of office to Kovind who swore to “preserve, protect and defend the constitution and law.” Former President Pranab Mukherjee, Vice President Hamid Ansari, Lok Sabha Speaker Sumitra Mahajan and Prime Minister Narendra Modi were present at the ceremony. “I am accepting this position with all humility and I am grateful for this responsibility,” said Kovind in his inaugural address. Petroleum workers strike

DIMAPUR, JUL 25 (NPN): Petroleum workers in the Northeast have threatened to go on indefinite strike from July 27 protesting non-implementation of the Minimum Wages Act, 1936. The strike has been called under the banner of the Assam Petroleum Mazdoor Union (APMU). APMU president Munin Mahanta and general secretary Ramen Das informed that the union will boycott loading and unloading of petroleum products (oil and gas) throughout the North East during the period.

AAP unit ultimatum on CM DIMAPUR, JUL 25 (NPN): A day after the state chief minister, T.R. Zeliang, appealed for calm and assured to work towards all round development, the Aam Admi Party (AAP) Nagaland unit on Tuesday challenged the chief minister to undo the wrongs of the past years within 15 days. In a press release, media cell, AAP Nagaland unit, said Zeliang was not a new leader for the Nagas to believe that he would bring peace, development and give basic rights to every Naga citizen. “His poor former leadership is indicated everywhere in the State in every field like poor health center, poor road, poor administration of every school, secondary, college and university and others,” AAP said and urged Zeliang to abstain from making false statement for the sake of speech.

KOHIMA, JUL 25 (NPN): Nagaland chief minister, T.R. Zeliang on Tuesday completed the formation of his jumbo-sized ministry by inducting nine advisers and 26 parliamentary secretaries. Zeliang administered the oath of office and secrecy to the advisors and parliamentary secretaries at State Banquet Hall. With this Zeliang has been able to accommodate all the 47 legislators. However, the question lies as to how Zeliang would distribute the portfolios in a jumbo-sized ministry to please all. Talking to media persons after the swearing-in, the chief minister disclosed that the distribution of portfolios to the council of ministers and others would be done in a day or two. Considering the fact that there are so many members with less vacancies, the portfolio distribution needs to be worked out properly, he added. Zeliang as DAN legislature party leader. A statement signed by the 47 MLAs said that the resolution was adopted at the meeting of the DAN legislature party after the swearing in ceremony of advisors and parliamentary secretaries on Tuesday. The 47 MLAs have also unanimously elected Noke Wangnao as the new chairman of the DAN. Noke’s candidature was proposed by Imtilemba Sangtam and seconded by S.I. Jamir and Er. The issue was deliberated during the NPF legislature meeting on July 24, he added. On the issue of NPF central taking the party whip issue to court, Zeliang said their intention was to get a stay order before the expansion of his ministry. How-

ever, the court did not allow it and rather fixed the next hearing for July 31, Zeliang said. Zeliang was optimistic that the petition will be dismissed, saying it does not hold any merit. When asked whether he would seek to initiate any action against the 10 NPF MLAs who had voted against the whip issued by him during the July 21 floor test, Zeliang said the matter would be discussed during the NPF legislature party meeting. However, citing the anti defection law, Zeliang said if any member defies the whip it will directly attract disqualification and that if anyone files petition before the speaker, they will

also face disqualification. He further noted that as per rule, one can submit a petition only after 15 days. Meanwhile, on MKR Pillai’s case, T.R. Zeliang said he would pursue the matter since the government had already instituted an Inquiry Commission. With regard to termination of Pillai’s service, which was yet to be made public, Zeliang said he is yet to see the file which has been under process. He said Pillai will not be allowed to continue service until investigation is completed. Earlier, chief secretary, Pankaj Kumar initiated the oath taking ceremony which was witnessed by cabinet ministers, government officials and party workers.

MoRTH sanctions 115,435 kms State govt notifies on of national highways across India service termination NEW DELHI, JUL 25 (AGENCIES): The Ministry of Road Transport and Highways (MoRTH) informed Lok Sabha that total 115,435 kilometres of National Highways have been sanctioned in all 35 states and Union Territories in the country. In a reply of unstarred question raised by Shimla MP Virender Kashyap in Lok sabha, Union Minister of State for Road Transport and Highways Pon Radhakrishnan informed Lok Sabha that out of total 115,435 kilometres, 10,668 kilometres national highways have been sanctioned in the states of Himachal, Punjab, Haryana, Chandigarh and Jammu Kashmir. He told that 2,642 kilometres national highways have been sanctioned in Himachal Pradesh while 2,641 kilometres in Haryana, 2,601 kilometres in Jammu & Kashmir, 2,769 kilometres in Punjab and 15 kilometres have been sanctioned for Union Territory Chandigarh. The minister told that highest 15,436 kilometres (kms) national highways have been sanctioned for Maharashtra while minimum 15 kilometres have been sanctioned for Chandigarh.

DIMAPUR, JUL 25 (NPN): Consequent upon the cancellation of the Indigenous inhabitant certificate, Schedule Tribe and Backward Tribe certificate of one Lunghilang Pamai on June 13 last, the state government through a notification on July 21, terminated the service of Pamai as secretariat assistant who reportedly belonged to Manipur state. In this regard, the state government has written to the NPSC to recommend another candidate in lieu of Pamai from the waiting list under BT Zeliang maintained by the commission for appointment to the said post. It may be recalled that a complaint was lodged by Zeliang Peoples’ Organization Nagaland (ZPO-N) against issuance of Scheduled Tribe Certificate, Indigenous Inhabitant Certificate and Backward Tribe Certificate to two persons from Manipur in the name of Zeliang tribe. In the compliant to Commissioner Nagaland on July 26, 2016, ZPO (N) pointed out the issuance of certificates to two persons-- K. Rangsobe, s/o Peining and Mr. Lunghilang Pamai s/o Ramlan from Manipur, who appeared the NPSC Exam 2016 vice No. 15424 and No. 15663 respectively in the name of Zeliang tribe.

NPF CEC endorses DAC’s decision against 31 MLAs KVC, KVYO issue directives for clean election DIMAPUR, JUL 25 (NPN): NPF Central Executive Council (CEC) has endorsed the decision of the Disciplinary Action Committee (DAC) of the party to expel 20 MLAs of the party and suspend another 11 MLAs “for anti-party activities” that was detrimental to the unity and integrity of the party. This was one of the 15 resolutions adopted at the CEC emergency meeting held in Kohima on July 25. Resolution committee convenor Zaku Tsukru, members Phushika Aomi, Pusazo Luruo, Blaise Ihielung and member secretary Sebastian Zumvu, stated that the party’s CEC has recommended immediate suspension of E.E.Pangteang from the party for “anti-party activities.” It also resolved to take up disqualification petition against all NPF Legislators, who defied party whip issued by NPF Chief Whip

resignation of Zeliang. The house further endorsed the DAN coalition partners’ decision to elect Kuzholuzo (Azo) Nienu as its chairman. It also endorsed and recognised the election of Azo as the Leader of NPF Legislature Party. Claiming that Azo has more than one-half support of the NPF party legislators, the CEC demand he be officially recognised as such by the NLA with necessary protocol arrangements due to him. CEC has also extended full support to the leadership of party president Dr Shürhozelie Liezietsu. It endorsed the support extended by the party president to the Prime Minister of India for his sincere attempt to bring an early solution to the Naga political problem and to curb corruption in the country. Besides, the CEC has approved the core committee constituted by party

president Dr Shürhozelie Liezietsu on July 24, 2017. At the meeting, the CEC approved the dissolution of NPF working committee and finance committee by the party president. It also recommended dissolution of the NPF Peren Division and all frontal organisations of the party in the division for siding with expelled legislators. It was resolved to introduce Personal Confidential Report (PCR) system for all responsible members of the party with effect from July 2017. Meanwhile, the NPF CEC has called upon party legislators “who have been misled by selfish elements” to come back to the fold of the party to avoid severe penal repercussions. It cautioned that, henceforth, all forms of anti-party activities would attract immediate disciplinary actions, be it party functionaries or legislators.

In this regard, KVC chairman Dr. Neiphi Kire and general secretary Zeneizo Rutsa has asked all to abide by the directives for the forthcoming 10-Northern Angami-I A/C bye-poll . In order to ensure free and fair election, KVC resolved that no one shall buy votes with money, shall not insist/force Clan, Khel, Village and family to declare support for a particular candidate, shall not bribe voter/s with money or materials, shall not distribute alcohol, drugs or other intoxicants to voters, shall not set up camps in the colony/

It further asked all genuine voters to vote without fail and warned that outsiders, who are not genuine voters, would not be allowed to disrupt the voting process. KVYO: In another statement, Kohima Village Youth Organisation (KVYO) president, Medozhatuo Rutsa and joint secretary, Ruokuoneitso Kire has informed that KVYO, during its emergency meeting on July 22 made several resolutions in order to promote free and fair election.

KVYO said it would strictly monitor all the polling booths under its jurisdiction and affirmed to restrict entry of non-registered electors of the particular area on the polling day. KVYO warned defaulters of unbending consequences, saying they will be solely held responsible for their heedless behaviour. While encouraging all to participate in fair election, KVYO also cautioned registered voters of severe action if found indulging in any unfair means or disrupting the peaceful atmosphere. KVYO further warned all residents not to entertain or host any person during the poll period. “If any atrocious situation arises out of this, the house owner entertaining such person will be held responsible,” KVYO added. Around 100 GBs, DBs and VCs and other village authorities from different villages under Pfutsero subdivision attended the workshop/training programmme. ADC, SDO and EAC Sakraba were also present during the training programme. PDLSA also organized an essay competition at Pfutsero Government College. Altogether 19 students participated in the essay competition. The names of the winners would be announced on 28 July during the school’s sports week prize distribution day.

The programme was organised with an objective to continue re-enforcement of the realization among the quality peace club members. Special guest, NEISSR vice principal, Rev. Fr. John Poji, appreciated the organizers for giving a platform to the younger generation in the field of peace building. He also exhorted the participants by stressing on “harmony and peaceful society” and urged the students to keep contributing in every possible way to make society a better place to live in. NCSN/GPRN (R) expels member DIMAPUR: NSCN/GPRN (Reformation) president has announced the expulsion of ‘major’ Neibulie Angami, son of Kedovito Angami, Piphema village Dimapur on July 25 from national active service of the Naga Army after thorough investigation of his doubtful character. NSCN/GPRN (R) through its MIP informed that investigation revealed that, undoubtedly, he was “an agent of adversaries, an anti-Naga element”. MIP stated that the nexus with adversaries led to the arrest of so many Naga freedom fighters, the latest being the arrest of six Naga army with security arms of ceasefire members on April 19, 2017. MIP further informed that when Neibulie was asked to report by the office of the chief of army within five days on June 5, 2017, he had failed to do so. DIMAPUR: Population stabilisation fortnight which commenced on July 11 under the theme “New wave, new believe; family development through complete responsibility” across Nagaland culminated on July 24. Longleng: Longleng observed population stabilisation fortnight synchronizing with world population day, District Health Society Longleng launched population stabilization fortnight at IDSP Hall, CMO office. During the fortnight, focussed group discussion on population fortnight was conducted in 16 villages under Longleng district. The target group were lactating

mothers and pregnant women with an aim to create awareness and educate them to be and to become healthy mothers and also to enable them to clarify their doubts to improve their health. Sixteen villages were visited to conduct Focussed Group Discussion (FGD) and two teams were divided covering four blocks under Longleng District for 12 days. Topics on family planning, breastfeeding, birth spacing, how to use condoms and contraceptive pills and on personal hygiene were discussed during the programme. DIMAPUR: A new Sümi vernacular called “Sümi Kukuputsa” was launched on Tuesday at the Tourist Lodge Dimapur, in the presence of invitees from Sümi frontal organisations, office staff and board of directors. The newly launched vernacular was inaugurated by Toniho Yeptho, advisor and former president of the Sümi Hoho, who expressed his happiness for the new venture undertaken by the “young dynamic” Sümi intellectuals who were working tirelessly for the Sümi community. He said Sümis would

now be having their own vernacular which was very much needed for a long time. In a press statement, recorder of the programme, Jonah Achumi, stated that the objective for launching the vernacular was to reach out and preserve Sümi dialect, reach out to the non- English reading sections and bring together all the Sümis from every nook and corner. In a keynote address, chairman board of directors, Dr. Khekugha Murru informed the gathering about when and how the “Sümi Kukuputsa” started and has come till date.

He said that it started with a group of seven friends and ultimately became a Facebook blog called “Sümi Kukuputsa”. Fr o m o r g a n i z i n g conclaves and awareness programmes like wildlife conservations, literary competitions, symposiums and workshops, reaching out to the churches, taking out relief works to the publishing of a vernacular, he said “Sümi Kukuputsa” has come a long way because of the ardent help and support from Sümi elders, leaders, frontal organizations and all citizens alike.

KOHIMA: Sara clan members have served a 15-day ultimatum on the principal director, school education, over the appointment of chowkidar at Zuketsa government high school, under Pfutsero sub-division, Phek. The decision to serve ultimatum was taken at an emergency meeting of the Sara clan members on July 23, 2017. In the letter signed on behalf of the clan members, Chikha Sara, Medolhou Sara, Visatso Sara, David Sara, Neikolo Sara, Zuwelhi Sara and Krowelhou Sara stated that failure to revoke the appointment order by the department would compel the land owners to take the matter into their own hands for which the department would hold the responsible for any consequences. The signatories stated that appointed person did not fulfil the required criteria or endorsement by the appointing authority from among the landowners.

DoH&FW informs on ‘plastic egg’

DIMAPUR: Directorate of Health & Family Welfare, joint director (Food Safety) Dr. Kevichusa Medikhru has clarified to the issue of alleged “plastic egg” collected from a vendor in Upper Chandmari, Kohima on July 7. In a press note, joint director stated that the eggs were sent to State Public Health Laboratory (Food Lab.) for testing. As per the findings of the food analyst, notified under Section 45 of Food Safety Standard Act 2006, based on the parameters performed on cell membrane, egg shell (test for CaCO3 ), protein (Ninhydrin and Biuret Test) and synthetic color, the alleged plastic egg, so tested K

It further informed that in the event of food adulteration, food poisoning, suspicious food items, sub-standard food items, best before food items, etc., the consumer could get the samples tested for confirmation under section 40 of Food Safety Standard Act 2006 by informing the CMO (DO) or by sending the samples to food analyst, State Public Health Laboratory, Para Medical Colony, Kohima, or inform the concerned food safety officer to collect the food items under section 38 of the Act, for testing and confirmation by a notified food analyst.

DIMAPUR: Citing anomalies in the electoral roll, the Kiphire Tuensang Districts Sümi Students’ Union (KTDSSU) and Pungro Area College Students’ Union (PACSU) have appealed to the chief electoral officer (CEO) of Nagaland to link Aadhaar with electoral roll under Kiphire district “as per ECI notification” dated February 27, 2015. It may be mentioned that following apprehension among the citizens that their names could be deleted from the electoral roll on the basis of non-furnishing of Aadhaar number, the ECI in a clarification dated May 22, 2015, stated that “furnishing of Aadhaar number is not mandatory; it is only optional and may be furnished voluntarily, as clarified by the Hon’ble Supreme Court. No electoral service will be denied to any elector on the ground of non-furnishing of Aadhaar number… Similarly, non-furnishing of Aadhaar number will not be a ground for deletion of name of an existing elector from electoral roll.” In a joint representa-

tion addressed to the Chief Electoral Officer (CEO) Nagaland, the KTDSSU, Bothuka Yepthomi, and PACSU president, Rasuka Jacob, claimed that in almost all the villages under Kiphire district there was excess of electors. The two unions said they have observed on close scrutiny that there were multiple electorates using fictitious name with the same photo. They also stated that many electorates with the same identity and bio data were enrolled in 57, 59 and 60 assembly constituencies. Photos of some electorates, the two unions said did not match with their age. They also claimed that some villages that were yet to be recognised already have polling station. Further, citing various anomalies, the KTDSSU and PACSU requested the CEO to immediately link Aadhaar with electoral exclusively under Kiphire district within a month. Failing which, the two unions said they would have no option but file PIL in higher court for its judgement. K

Assam seeks Rs 2,939 cr as interim flood relief state chief secretary VK Pipersenia said. The central team, which is headed by V Shashank Shekhar, a joint secretary in the home ministry, later broke up into two groups and left for upper and lower Assam respectively. “The team would submit its own assessment to the Centre after its return,” chief secretary Pipersenia said. Other members of the central team are from various departments, including water resources, finance, road transport, rural development, agriculture and Niti Aayog. Pipersenia, in a presentation before the sevenmember central team, said the floods have left behind a trail of destruction, which also includes massive silt deposit on over two lakh hectare crop area. “The Brahmaputra and its tributaries have caused as many as 20 breaches on their embankments, which require to be immediately plugged

Manipur facing shortage of doctors: health minister

IMPHAL, Jul 25: Manipur health minister L Jayentakumar Tuesday said that the state is facing shortage of medical doctors. Manipur health service has only 697 doctors (medical officers) even as the minimum required was estimated at1385, Jayentakumar told the house of Manipur Assembly. He also informed the house that the government was facing lots of difficulties in the maintaining the state health department due to lack of adequate doctors. In response to a question asked by Congress MLA K Meghachandra Singh, he said that the current strength of medical officers in the state health department is only 697. The minimum requirement

of doctors for an effective health care service was at least 1385. At the same time, of these 697 doctors some were on leave for higher studies and 14 who are specialized in their respective field have been absorbed at state run JNIMS as demanded per guidelines of the Medical Council of India. As such only 474 doctors were posted at various PHCs and CHCs, he said. The health minister further said that the government is working out for recruitment of 300 doctors and the MPSC has been directed to do the needful. “Once the doctors are recruited, the state health department will be able to fill the vacancy at PHCs and CHCs in the state and render effective healthcare service, Jyentakumar hoped.

Fifteen bridges have been badly damaged, while approaches to 187 bridges have been washed away, it said. The floods have also fully damaged over 3,000 houses belonging to individuals, apart from partially damaging about 23,000 houses in 29 districts in the past two months. Even on Tuesday, as the floods have significantly receded and all rivers barring the Dhansiri in Golaghat district were flowing below the danger level, about 5,000 were still lodged in 19 relief camps in five districts. With one more death reported from Hojai district in central Assam, the death toll in the current floods has risen to 79.

Cadet strength of NCC NE region will increase: DG S h i llo n g, J u l 2 5 (PTI): The Director General of the National Cadet Corps (NCC) Lt Gen Vinod Vashisht Tuesday said the cadet strength of the NCC North-east region directorate will see an increase of 30 per cent from the current strength of 89,000 by the end of 2020. The NCC is also pushing its presence in the border districts in Arunachal Pradesh, Meghalaya and Manipur. “The current cadet strength is 89,000. By 2020 we will raise another 30 per cent and that will exceed one lakh,” Lt Gen Vashisht told reporters here. He is on a two-day visit to the state. Of the 108 districts in the region, he said, “We have six or seven districts which are not covered right now and some are not receiving adequate attention,” urging his officers and staffs to reach out to these districts and the concerned state governments to try and get them covered adequately under the NCC programmes. IMPHAL, Jul 25: Manipur deputy chief minister Y Joykumar Singh who is also finance incharge Tuesday informed the house of Manipur Assembly that state government was yet to consider implementation of 7th Pay Commission’s recommendations to its employees. Responding to a question raised by opposition Congress MLAs, the deputy chief minister said that government cannot give any commitment on when the recommendations of

the 7th Pay Commission would be adopted in the state. “We are in the process of studying the provision of the 7th Pay Commission but no commitment can be given at the moment,” Singh said. While informing the house that the state government has no resource for implementing the recommendation, he said that it would bear an additional burden of Rs 1,700 crore when 7th Pay Commission is implemented. The state has over 74,000 government employees excluding

The 7th Central Pay Commission proposal was put forward in November 2015 to the Narendra Modi-led National Democratic Alliance (NDA) at the Centre. Of the Rs 2,939 crore that we have listed in our assessment, about Rs 1,800 crore would be required to repair and strengthen embankments and other flood control measures under the water resources alone,”

US regulatory nod for Zydus drug to treat ulcer Ahmedabad, Jul 25 (IANS): Zydus Cadila on Tuesday said it has received final approval of the US Food and Drug Administration (USFDA) for its Mesalamine delayed-release tablets (800mg) to treat a bowel disease that causes inflammation in the digestive tract (ulcerative colitis). “The drug will be manufactured in our formulation manufacturing plant at Moraiya near Ahmedabad,” a company statement said. The company has received 27 final ANDA (Abbreviated New Drug Application) approvals and two tentative approvals from the USFDA since January. “We have 130 regulatory approvals and filed 300 ANDAs since the filing process began in 2003-04,” said the statement.

NEW DELHI, Jul 25 ( Ag en c ie s ) : I n d i a n armed forces are “reasonably and sufficiently equipped” to defend the country, defence minister Arun Jaitley assured the Rajya Sabha on Tuesday. Jaitley was responding to concerns raised by opposition MPs regarding defence preparedness in the light of a CAG report, tabled last week, pointing to a shortfall of ammunition with the Indian Army, with the available stock barely enough to last 10 days in a state of war. The defence minister replied that CAG’s findings on shortage of ammunition relate to a period of time, with 2013 being the reference year, and may not be relevant anymore. “Subsequently...significant progress has been made,” he said adding that “procedures for (procurement of arms and ammunition) have been simplified, powers decentralised and the armed forces reasonably and sufficiently equipped”. As per the CAG report, which covered the period April 2013 to September 2016, the army faces a shortfall of 40 per cent, that is 61

New Delhi, Jul 25 (PTI): The Lok Sabha was Tuesday adjourned for the day, virtually without transacting any substantial business, after Congress members created an uproar over a range of issues, including remarks made by certain BJP MPs against its leader Jyotiraditya Scindia and the revocation of suspension of six of its members. Congress and opposition parties were also demanding a discussion on the lynching incidents in the country in the name of cow protection. Scindia said BJP MPs Veerendra Kumar and Nandkumar Singh Chouhan had levelled certain allegations against him pertaining to the Dalit community. He said if these remarks were found to be true, then he would quit as the member of the House and demanded that if the BJP leaders failed to prove their allegation, then they should tender their resignations. “My image has been tarnished,” Kharge said. Mallikarjun Kharge, the Leader of the Congress in the Lok Sabha, defended Scindia and said the Guna MP has been fighting for the well-being of the Dalits in the House over the last

espite being the nation’s largest ever public transportation system, the Indian Railways has failed to deliver on efficiency, hygiene and amenities. As the fourth largest railway network in the world comprising 119,630 kilometres (74,330 mi) of total track with 7,216 stations at the end of 2015-16m, the Indian Railways has tremendous potential of becoming a profit making PSU giant However, despite all the potential, the Indian Railways appear to be insulated from the demands for a total revamp. The Indian Railways alone carried 8.107 billion passengers annually during 2015-16 or more than 22 million passengers a day and 1.101 billion tons of freight annually. In a damning report, the CAG (Comptroller and Auditor General) has found the food served by the Railways in trains and at railway stations unsuitable for human consumption. Since the passengers travelling long distance trains like Rajdhani etc pay for food, they are forced to buy contaminated and recycled foodstuff at prices higher than those in the open market and often no bills are issued. In addition, packaged and bottled items past their shelf life are available for sale as also unauthorised brands of water bottles, indicating poor monitoring. The damning indictment of the Indian Railways was contained in a report based on the inspection by a joint team of CAG and railways. The joint team inspected 74 railway stations and 80 trains and in common, found utter lack of hygiene. The packaged food items are often reheated and not fresh. There is also lack of hygiene at catering units at stations and on trains. Railway pantries teem with cockroaches, rats and other insects. Often, rat droppings and dead cockroaches used to be found in food items. Frequent train travellers are not surprised by the damning report of the joint team. The Indian Railways has been notorious for lack of cleanliness and hygiene. The stations emit foul smell as human excreta, urine and dirty can be seen on the railway tracks. The ugly sight is enough to make some people sick. Even the train compartments are not properly cleaned after previous passengers detrained. Toilets basically are unhygienic and disgusting in all compartments but passengers have no choice. Though toilets are expected to be cleaned at every other station, the cleaners just flush out water and fill the tanks. Toilets and latrines are not brushed nor cleaned with disinfectants. The canteen team and their uniform stinks, the utensils used for serving beverages are dirty and worn out. It is better to carry one’s own water and biscuits rather than forced to eat unhygienic or contaminated food and fall sick. Even the linen issued on some of the trains seem to smell of starch while blankets are dirty and unwashed for days. As per rule, linen should be changed once a day. With mosquitoes, bed bugs, cockroaches and even rats giving company passengers can barely catch sleep. Current union railway minister Suresh Prabhu is trying his best to bring about major changes but the system itself is resistant to changes. It will be a great achievement if prime minister Narendra Modi also initiate actions to transform Indian Railways besides his dream of bullet trains.

We soon find, however, that the Beatitudes contain the “dynamite” of the Holy Spirit. And they “explode” when the circumstances of our lives cause them to do so. When the Holy Spirit brings to our remembrance one of the Beatitudes, we say, “What a startling statement that is!” Then we must decide whether or not we will accept the tremendous spiritual upheaval that will be produced in our circumstances if we obey His words. That is the way the Spirit of God works. We do not need to be born again to apply the Sermon on the Mount literally. The literal interpretation of the Sermon on the Mount is as easy as child’s play. But the interpretation by the Spirit of God as He applies our Lord’s statements to our circumstances is the strict and difficult work of a saint. The teachings of Jesus are all out of proportion when compared to our natural way of looking at things, and they come to us initially with astonishing discomfort. We gradually have to conform our walk and conversation to the precepts of Jesus Christ as the Holy Spirit applies them to our circumstances. The Sermon on the Mount is not a set of rules and regulations— it is a picture of the life we will live when the Holy Spirit is having His unhindered way with us.

ad not NPF been rejected by BJP, the relationship would have remained and had not NPF thus provoked, its clandestine ties with BJP for the last 4 decades since 1977 would have been divulged for general consumption. And had the reactionary statements of NPF to BJP soon after severing ties contained sobriety, comment of this nature would not have been necessary. People believe that NPF’s alliance with BJP was of recent tie up after it changed its nomenclature to NPF. Yet, 40 years, from 1977 till 2017 is a long time. Whereas, NPF used to have the audacity to claim the regional identity all these years. I remember how the erstwhile UDF claimed to be the party that stood for Naga sovereignty movement and branded the erstwhile NNO which merged with Indian National Congress (INC) as anti-Naga sovereign. When I entered into State politics some 35 years ago, I came across many Nagas were hypnotised to believe that supporting the erstwhile NNDP was as good as standing for Naga Independence as though this regional party candidates never took oath for integrity and sovereignty of India under the Constitution of India to fight for Assembly seats. As the years rolled on, people started realizing that rules thus exist for election or for governance are for all the people belonging to regional party or national party to follow alike without exemption. Meanwhile, after 40 years of association with BJP, the local papers carried the news about NPF’s

severing ties with BJP on 20.7.2017. Whereas, while NPF was struggling to save Dr. Shurozelie’s ministry, BJP, its 40 years ally, was offered even 2 cabinet posts and parliamentary secretary posts. Yet, BJP rejected the offer and preferred to stand for Chief Minister TR Zeliang. Only then the grape became sour. It is ironic for NPF to warn the Naga people to beware of BJP elements trying to ‘pierce the Trishul into the heart-land of Christ’. Let me once again remind NPF what is BJP made of ? BJP is the political platform of Hinduism. BJP survives by VHP, Bajrang Dal and RSS in particular. In the words of the famous columnist Kuldip Nayar, “If there was any iota of doubt about the links between RSS and BJP, PM Modi dispelled it. He presented his key ministers to RSS chief Mohan Bhagwat and asked them to provide information on the working of their ministries.” –Nagaland Post 17.9.2015. Yet, NPF’s alliance with Hinduism party as BJP was not accidental but intentional and motivational. In March 2010, Ram Nath Kovind, as BJP spokesman, vehemently opposed the inclusion of Muslim and Christian converts in the Scheduled Castes as recommended by Justice Ranganath Misra Commission. RN Kovind branded ‘Islam and Christianity are alien to India’ quoting from Morung Express dt. 21.6.2017. Whereas, NPF had unanimous decision to vote for Ram Nath Kovind just the other day and made him the President of India. In other words, you have

agreed with your candidate that we, the Christians, are alien to India. Being the ally of BJP for 40 years up to 18th July 2017, NPF preferred to remain mute when Christian Calendars have been unconstitutionally infringed since 2014. What greater threat to the existence of Christianity when not allowed to celebrate Christmas and Good Friday peacefully in our own land? NPF refused to notice how Churches were vandalised, nuns raped, pastors and missionaries were persecuted by BJP workers. Even the tomb stones of Christians were not spared. The BJP workers hate not only the living Christians but even their death. Yet, NPF calls BJP as the ‘natural ally’ as published by Eastern Mirror 29.6.2017. W h e n B J P G ov t . banned sale, purchase and slaughter of cow, secular people in Kerela sharply reacted. Followed by fellow Christians in Mizoram who held ‘Beef Ban Banking Banquet’ to welcome the visit of Union Home Minister Rajnath to Aizawl. JV Hluna, President, BJP of Mizoram State challenged the beef ban saying that the Bible permits eating beef. Meghalaya State Govt. adequately reacted to all anti-Christian policies framed by BJP. What a farce was the NPF’s so called ‘beef feast’ at Kohima on 21.7.2017 which appeared in local dailies on 22.7.2017 immediately after severing ties with BJP? In fact, NPF had no disagreement with BJP’s policies except that the former was angered by the latter’s refusal to rescue the ship that sank.

It is simply pitiable to read NPF’s statement dated 20.7.2017 that ‘... all these years and playing host to the saffron party was successful in containing the agenda of the BJP in Nagaland.’ I am not convinced so. Rather the Trishul was pieced into the heart of NPF ministry and fatally injured it jointly by ‘Hereka boy’ and RSS Pracharak Governor. Also saying that ‘BJP has another thinking coming because its culture and mentality were alien to the Naga people’. Had BJP responded to the invitation of NPF and continue to be the ally in ruling or in opposition, will NPF ever come out with the above few truths about its natural ally? The just deposed CM Dr. Shurhozelie humbly admitted that ‘due to its alliance with BJP, the party on many occasion could not speak out the truth’. He is indeed the face of NPF, and as the most elderly figure admitted compromise of its beliefs for the sake of relationship with the saffron party. Though too late, such admission of fact befits the status of a Christian leader. Such dilution of the political principle is as not simple as one can admit and another can hear of; it is very serious because of its ramifications on our society. Whatever said and done, the credit should go to Dr. Shurhozelie who revoked the Rongmei recognition as a tribe in Nagaland. Similar credit should go to NPF for being the sponsor of BJP to have established its roots, the Hinduism root, in our small land called Nagaland for Christ. Z. Lohe

The death of a policeman

he task of every policeman is to ensure safety to the public to the best of their ability. They heat of the day and the cold winter do not deplete their service. They bear such unpleasantweather to make our life pleasant and comfortable. They are the unrecognized treasures of the society. Sometimes, the goodness of the policemen is taken for granted. Therefore, some policemen are used for personal works of the officers. The burdens of the officers are carried by unpretentious constables. During election, they are used like scarecrows by politicians. To be under the law is to close one’s mouth. They have less words to question or frame a sentence. Yet, they must be treated with respect and honour. A simple constable might have left his family in the far flung village to serve the State. His service to the State is hardy recognized by people. Due to disproportionate work that is entrusted to them. They die early death. I am sure some of you must have some friends or relatives, brother or sister, or even son/ daughter in the police department. We need to be proudof them and encourage the service they render to us. Our constant prayers and support will guide them towards good and faithful life. Failure of encouragement and constant support both from the family and the department can lead them to wrong side of life. There are many cases where misfortune intrudes the life of the policemen and repentance takes place only on the death bed. It is a tragedy that many policemen die of alcohol and drugs. Before the sting of death comes, they sting themselves with death. Even before they reach half of life’s span, they grow old and weary. Every day, we read in the local dailies that truck load of alcohol and thousands tablets of prohibited drugs are caught by the policedepartment in Nagaland. The monthly or yearly collection would be unimaginable. Having a good eye on those items spoils

the life of the policeman. Yes, it is true that the eye does not know what the heart desires. Sometimes, it so happened that they catch and enjoy themselves from the free supply. I am sure they must be thanking God for such big catch of fish. Yet, it only kills them in few years. Instead of catching the fish, the fish swallows them alive. What a painful death it is! May be some fishcan also be soldin the black market to make their life more secure. Nothing is impossible in Nagaland. Every policeman can become another Napoleon Bonaparte. The word ‘impossible’ is not found in Naga’s dictionary. That is why (a missing page) common sense is absent in many people. I have come across young policeman almost breathing his last on his death bed. He agreed that many policemen (will) die of alcohol and drugs if they do not take care personally. Other causes are few. He married a pretty girl just to bring down tears upon her check every day. This type of policeman manages the family with the sad tune of cries and agonies. Some homes become theatres where only live tragedy movies are shown and enacted. You must have come across handsome young boys who darkened his skin and flesh with heavy intake of alcohol. Most policemen are of dark complexion either because of hard work or hard drinks. Likewise, they travel in the same boat only to drown themselves at the young age. Death catches many young policemen in the pretext of duty. My high School teacher who became Officer in Charge (OC) of a police department in a certain place left his goodness in the dustbin to be in constant touch with drinks and drugs. He goes for duty in the highestpossible spirit with his jawans to give better surprise to people by his heavenly spirit. Instead of bringing law and order, he brings disorder. I met him several times. But the meeting on the cold December night in the hospital was never to be forgotten. There was some accident in the town.

The patients were brought to the hospital. He came along with his jawans for further investigations. His movements were unstable and slow and his face was dark enough together with the dark hours of evening. The combination seems perfect. He was not fine enough to talk to. He pretended not to know me and I pretended to not know his state of mind. It was a twilight encounter. The young jawans were just made to obey in spite of his senseless behaviour. This is how alcohol and drugs destroy our Naga policemen. Many policemen will be heading for faster funeral ceremony to be performed on their dead body if they do not choose the better side of life. Are you a policeman? Be on your guard. How many of you have lost your father, brother, son or friend in alcohol and drugs? They are dead and gone but the future path can be made clean by creating awareness among the Nagas. We are never too late to set things right. Let us not allow our young jawans to die early leaving their kids to grow without propershelter. The young wife becomes widow before five to ten years of marriage life.The tears of the hearts are more painful than that of the eyes. We should not make Nagaland a ‘Widow State’, a State without husband. We all love and appreciate police personalswho are well disciplined and well cultured. Nagas do not lack such personals. Many Naga policemen are living the best exemplary life in the society. Their families are kept in peace and happiness because of their good conduct. They become the source of joy to the family and society. They perform their duty with service and dedication. By this, they enhance the growth of Naga society. We should all allow tr ue spirit of service andcommitment to soften our coarse mind and heart. This will open our inner eyes to see the horizon within and outside of us. Rev. Fr. G. L. Why should we continue to suffer

society is the aggregate of people living together in an ordered community. More broadly, a society may be illustrated as an economic, social, industrial or cultural infrastructure made up a varied collection of individuals. The state on the other hand is responsible to those that have elected them to provide conditions that foster and facilitate security, prosperity, happiness and development of the people. In the context of my Nagaland, an exceedingly dismal picture emerges. The two way symbiotic relationship between the people and the state has been affected due to the greed of few and no development. Our land is blessed and offers wonderful opportunities. Instead what we have today is a state riddled with numbing corruption, apathy by the powers, a strange system of money collection by various factions, non existent infrastructure and lack of opportunities of employment for the youth. There are no industries to speak and our revenue is amongst the lowest. A journey along the pothole riddled National Highway linking the two major towns of Dimapur and Kohima is an exercise in acute agony. The roads in the interiors are even worse and in the current monsoons are not only acutely uncomfortable but pose a major safety hazard for travellers. The cartel of timber smugglers aided and abetted are steadily reducing the rich eco system of our Reserve Forests to barren wastelands. One should not be surprised if, within the next decade or so, our land will start witnessing droughts, landslides and other natural calamities. If one talks of reasonable civic amenities then water supply and electricity are both, at the best of times erratic. In fact, large portions of our urban areas do not have access to piped potable water and people resort to randomly sink borewells which will have its own adverse impact on the ground water levels in a few years time. The sewage system in our towns is mostly non- existent. Take Dimapur for instance- we are happy to divert the filth and muck from our homes, shops and commercial establishments to flow into the Dhansiri River polluting it beyond redemption. The over riding question is - who is responsible. The answer is not difficult to find – ‘US’. We need to raise these issues and the unholy nexus needs to be exposed. We cannot continue to talk about pride, self determination and oppression while we continue to languish without any development as others march ahead. People cannot be permitted to play power musical chairs to serve their narrow and selfish ends. Those who pretend to represent us while lining their pockets need to be exposed. The elected and the electorate have never been more apart than in the past six months. If anything, the recent political mess in the Nagaland Legislative Assembly highlights the lack of standard governance in the state. In these times, Naga people are asking where are the good roads, bridges, electricity, good hospitals and schools. For the infighting of the legislators is like a malady upon the people and as a sick person promises to live well during recovery, so too, the electorate are reminded of their power to elect well during elections. In a way, this hurried government leads the way to easy questioning of ethics in governance and the role of governments as institutions for public welfare of its citizens are made apparent. The irony is that the more the newspapers print the political tussle, the more the public recall what should be the ideal duties of their elected officials. The play for personal power however imperative for our honourable legislators was unnecessary for the common man. What type of governance is prevalent for us Sir,

Our bridges are collapsing, road conditions are depleting , fuels are being adulterated, rice meant for the downtrodden are sold off, funds meant for developmental purposes are siphoned off into private accounts, teachers are not paid salaries..... the list goes on but the saddest part is that there is no one to own up and take responsibility. There seems to be not an iota of accountability, transparency and responsibility in our governance system. It is just like enjoying the whole pie on rosy days and passing the bucks to others when tragedy strikes. And the irony in the entire drama is that, every one wants to grab power and authority. Needless to say, the lust for power and authority has time and again been illustrated by our leaders in the recent past in full public glare. This leads to the question - What type of governance is prevalent in our set up? What do we call a governance system where everyone wants power, seat and authority but no accountability and responsibility? In recent memory there is no mention of such type of governance in our academic curriculum, the closest being a dictatorial form of governance. D isc l o sing this to IANS, Deputy Commissioner of Police Rajan Bhagat said these dogs would help police in tracking and solving crimes and finding evidences from crime spots. The decision to add these dogs to the force was taken after back-to-back inputs by the Special Cell of Delhi Police of possible terror attacks in the national capital. Even on Monday, the Special Cell issued an advisory about two terrorists trying to enter Delhi to execute terror attacks. “Currently we have 60 sniffer and explosive detection dogs, comprising Labradors, German Shepherds and Cocker Spaniels. NEW DELHI, Jul 25 (Agencies): Stressed telecom companies may get relief on spectrum payments to the government with the inter-ministerial group (IMG) likely to allow delayed payments. The IMG may also offer lower interest rate (10.5% at present) on outstanding spectrum payments. The high-powered group has been set up for looking into woes of the sector. According to sources, the telecom companies may now get 16 years to make spectrum payments instead of eight years at present. This repayment period starts after a two-year moratorium following the initial downpayment. However, the IMG has not touched the thorny issue of inter-connect charges (IUC) — where older operators such as Airtel, Vodafone and Idea are opposing Reliance Jio’s demand for a reduction. NEW DELHI, Jul 25 (PTI): The old 500 and 1,000 rupee notes are being reconciled and processed by the RBI for verifying numerical accuracy and authenticity and the progress is being closely monitored, Finance Minister Arun Jaitley said today. The government had demonetised old high denomination notes on November 8, 2016, and had given people time till December 30, 2016, to deposit the same in bank accounts. The RBI has been entrusted with the job of counting the notes deposited post the cash recall. In a written reply in the Rajya Sabha, Jaitley said the central bank is still completing the counting of specified bank notes (SBNs). “SBNs received are being reconciled to obviate reporting errors and

In its appraisal of the 12th Five Year Plan (201217), the Aayog said that when measured at factor cost, the real GDP growth under the old methodology turns out to be 4.5 per cent in 2012-13 and 4.7 per cent in 2013-14. “Because the Twelfth Plan projections were based on the old series, it may be reasonably concluded that at least in 2012-13 and 2013-14, India has performed worse than the ‘policy logjam’ scenario,” the Aayog said in its appraisal document.

Pyongyang, Jul 25 (AFP): Washington’s ban on US citizens travelling to North Korea will have no effect on the country’s tourism industr y and Pyongyang does not care about it “at all”, a senior development official insisted Tuesday. The measure is due to be enacted this week and once it goes into force US passports will no longer be valid for travel to the isolated country, which is subject to multiple sets of United Nations sanctions over its nuclear and missile programmes. Around 5,000 Western tourists visit the North each year, tour companies say, with about 20 percent of them Americans. Standard one-week trips cost about USD 2,000. But Han Chol-Su, vice-director of the Wonsan Zone Development Corporation, denied the loss of business would have any impact. “If the US government says Americans cannot come to this country, we don’t care a bit,” he told AFP in Pyongyang. Beijing, Jul 25 (PTI): China on Tuesday defended the action of its fighter jets flying close to a US naval plane in the East China Sea, saying American aircraft coming near China’s border and carrying out reconnaissance has threatened China’s national security. China’s Defence Ministry was responding to a report that the US Navy EP-3 reconnaissance aircraft had to take evasive action on Sunday after a Chinese J-10 warplane zoomed underneath it. The ministry said the action of its pilots was “legal, necessary and professional”. “The US military aircraft coming near China’s border and carrying out reconnaissance has threatened China’s national security, damaged Sino-US military air and sea safety, endangered the personal safety of both pilots,” it said in a statement. “The US side should immediately stop such unsafe, unprofessional and unfriendly dangerous military activities and take practical measures to add positive energy to the development of Sino-US military relations,” it said. Reports from US quoting Pentagon as saying that the US Navy EP-3 reconnaissance aircraft had to take evasive action on Sunday after a Chinese J-10 warplane conducted sorties perilously close to it.

Fo r e i g n M i n i s t e r Sameh Shoukry, speaking after talks with European Union diplomatic chief Federica Mogherini in Brussels, said Qatar must accept in full the demands by Egypt, Saudi Arabia, Bahrain and the United Arab Emirates. “It is not an issue of compromise, we cannot compromise with any form of terrorism, we cannot compromise or enter into any form of negotiations,” Shoukry told a press conference. “It is only once the necessary measures are undertaken by Qatar, that goes towards truly accepting to be a partner in the fight against terrorism, that this crisis will be resolved,” he said. Shoukry said Qatar was “harbouring elements

associated to terrorist ideologies, to radical ideologies, that they have utilised their media outlets to promote and to justify and to glorify terrorist activity.” The four Arab states have demanded that Qatar stop supporting the Muslim Brotherhood movement, end ties with their Shiite rival Iran, and close broadcaster Al-Jazeera which they accuse of inciting unrest in their countries. But they face mounting international pressure to compromise in their weeksold boycott against Qatar, particularly from the United States. Mogherini -- who at the weekend met Kuwait’s emir, a key figure involved in trying to mediate the crisis -- in turn reiterated calls for talks to resolve the crisis “We in Europe see this as a need not just for one country but for all countries,” she said, adding that the EU shared with Egypt a “clear commitment to fight terrorism”.

Taher Ahmed and his sons had injured seriously three members of the village by using a dao (matchet) and a bamboo pole in a fight on the evening of 2nd July, 2017 at Shokhuvi Bazzar, and if the fight had not been intervened by some of the villagers there could have been loss of life. In the meeting Taher Ahmed and his sons had confessed and admitted to their action. The Village Council therefore, after taking serious consideration had resolved the following : 1. Mr. Taher Ahmed (Abdunur) son of Late Aliur Raham resident of Pub Bandarmela Village under P.S Murajhar, Nagaon district, Assam is hereby expelled from the jurisdiction of the Shokhuvi Village on the 23/07/2017 and shall not be allowed to set his foot in the Village ever again. 2. India get WTA event after five years

NEW DELHI, Jul 25 (PTI): India will host its first WTA tournament in five years when the city of Mumbai stages a $125,000 event in November, giving home players an opportunity to compete with the world’s top-50. Yet again, it is Maharashtra State Lawn Tennis Association (MSLTA) which has come forward to bring the much-needed tournament to the country. MSLTA had recently bagged the hosting rights of India’s ATP World Tour event, Chennai Open and it was re-branded as Maharashtra Open, to be held in Pune. The last time India hosted a WTA event - Royal Indian Open - was in 2012 in Pune. There will be four wild cards each on offer in main draw and the Qualifiers of the Mumbai Open. Top players in the country at that time are likely to get those wild card entries.

Singapore, Jul 25 (Agencies): Chelsea have suffered their first defeat of pre-season after Bayern Munich held on to record a 3-2 victory in their International Champions Cup fixture in Singapore. Bayern stormed into a 3-0 lead after just 27 minutes and although Chelsea cut the deficit to just one thanks to goals from Marcos Alonso and Michy Batshuayi, they could not force an equaliser against their opponents, who are managed by their former boss Carlo

New Market FC in Kohima Football League Dimapur, Jul 25 (NPN): New Market FC, one of the oldest football clubs in Kohima, will be participating in the upcoming Kohima Football League 2017. The club will conquer the field with the motto- ‘Sauviter in Modo, Fortiter in re, Uno Animo’ meaning ‘gentle in manner, faithful in deed with one mind.’ The club popularly known as New Market XI started playing in 1977 by participating in Sir CR Pawsey Trophy. Thereafter, New Market XI participated in every major tournament in the state. Some of the tournaments participated by the club on regular basis are: Senior Soccer League (1980s), Royal Gold Cup (1988-2013), NSF Martyr’s Memorial Trophy (1990’s till date) and Classic Cup (1995 till date). The club bagged the runners-up in the last Sir. CR Pawsey Trophy in 1982. Having won the cup twice, it is one of the most successful in Classic Cup. India to host World Boxing Championships

New Delhi, Jul 25 (PTI): In a historic first for Indian boxing, the country will host the men’s World Championship for the first time in 2021 besides next year’s women’s World Championship, shaking off the last remnants of administrative turmoil that once plagued the sport. AIBA made the groundbreaking announcement for India at the end of its two- day executive committee meeting in Moscow. India has never conducted the men’s World Championship but has played host to the 2006 women’s mega-event. The major men’s boxing events hosted by India have been the 1990 World Cup in Mumbai and the 2010 Commonwealth Championships in New Delhi. The development is quite significant given that India had a federation in place only last year after serving suspension and termination between 2012 and 2016 owing to administrative wrangling. After analysing the presentations, the AIBA Executive Committee unanimously awarded the 2019 women’s World Championships to Trabzon, Turkey. The AIBA 2018 Congress was awarded to the Russian capital city of Moscow.

Peaty breaks men’s 50m breaststroke world record BU DAPE S T, J u l 2 5 (Agencies): Britain’s Adam Peaty broke his own men’s 50m breaststroke world record on Tuesday in the heats of the world aquatic championships. The 22-year-old clocked 26.10 seconds, lowering his own mark of 26.42 set two years ago in the semi-finals of the world champs in Kazan, Russia, on his way to winning the final. Fresh from winning the men’s 100m breaststroke gold on Monday night, Peaty blasted out his world-record time to qualify for Tuesday night’s semi-finals. “I wasn’t going for a world record, I was just trying to qualify for the semis,” said Peaty.
