NRC: Govt issues guidelines to states in NE Spl. Correspondent
NEW DELHI, JUL 25 (NPN): Ministry of Home Affairs (MHA) Wednesday asked the Assam State Government and neighbouring States to ensure maintenance of law & order in the run up to and post-publication of Draft National Register of Citizens (NRC). Assam government has been advised to set up a State-level coordination committee under the chairmanship of chief secretary to ensure coordination among state agencies, NRC authorities and Central agencies. Round-the-clock control rooms at the state capital and district headquarters are to be activated to receive complaints and coordinate prompt response. Registrar General of India (RGI) has been asked to use all means of communication including websites, toll-free numbers, SMS etc, to provide information to public about the Draft NRC. Further, MHA has advised the Assam government that no action should be initiated by the administration or the police based on the Draft NRC. There is no question of referring the persons whose names do not figure in the Draft NRC to the Foreigners’ Tribunal as people are entitled to file claims & objections and due opportunity has to be given to them before final publication. The question of referring any person to a detention centre based on NRC exercise also does not arise.
State government has been asked to issue clear instructions in this regard to all administrative and police functionaries. The part draft of the NRC was published on the intervening night of December 31 and January 1, wherein the names of 1.9 crore of the 3.29 crore applicants were incorporated. Union Home Minister Rajnath Singh had in a statement earlier assured that every individual will get justice and will be treated in a humane manner.
22000 CAPF rushed to Assam
Centre has sent over 22,000 central paramilitary troops in order to beef up security in Assam and adjoining states in view of the publication of the draft NRC. MHA has directed these units to be deployed immediately in the vulnerable areas of the state, officials said. “A total of 220 companies of the central armed police forces (CAPFs) are being sent to the state in view of the NRC,” a senior official said. The largest contingent among the forces is from the CRPF (53 companies) followed by Sashastra Seema Bal (41), BSF (40), ITBP (27), CISF (20) and Railway Protection Force (5). A total of 34 companies of the special auxiliary police are also being sent, they said. About 105 CAPF companies are being rotated and utilised for law and order duties from within the state, they said. One company of paramilitary comprises 100 personnel.
Nagaland prepares for preemptive action
DIMAPUR, JUL 5 (NPN): Ahead of the publication of the draft National Register of Citizens (NRC) in Assam on July 30, 2018, Nagaland government is set to take all preventive measures against influx of illegal immigrants from Assam. According to DIPR, Nagaland police will be deploying additional forces to the border areas to check and prevent influx of the illegal immigrants. Besides, additional IRB units are being deployed and flying squads are to be sent. State government is also writing to the village councils to be vigilant and not to allow the illegal immigrants to enter their jurisdictions or to employ them in any manner. DCs have also been directed to take appropriate measures in this respect and to issue necessary advisories to house owners in the towns to verify the identity of the tenants from the concerned authorities and not to let out their premises to doubtful and suspicious people. This was decided at a meeting of the Home and police departments under the chairmanship of chief secretary Nagaland, Temjen Toy. Toy stated that the state government was contemplating carrying out exercise on enrolment under NRC.
NSF demands strict mechanism: Naga Students Federation (NSF) has urged the state government to place strict mechanism to monitor the entry and exit of migrants/immigrants, saying the federation would also conduct spot verification to the entry and exit points in the State. In a press release, NSF president, Kesosal Christopher Ltu, and general secretary, Imtiyapang Imsong, stated that if the state government failed to take necessary measures to monitor the flow of illegal immigrants, massive alarming migration of illegal immigrants was bound to happen. According to NSF, the NRC, exercise to get rid of immigrants ,was posing the biggest demographic threat to the neighboring states of Assam and Nagaland in particular. Further, NSF informed the general public, indigenous and non-indigenous not to entertain or make effort to create passage for illegal immigrants and initiate strict and befitting action against the defaulters. Federation also impressed upon all the federating units and sub-ordinate bodies to be vigilant and monitor in their respective jurisdiction.

Meanwhile, the alleged firing incident, as reported in the Assam media, supposedly took place near Seleng tea estate in Jorhat district.
DIMAPUR, JUL 25 (NPN): To commemorate the 100 years of Naga Club, the Naga Students’ Federation (NSF) has constituted a committee through the executive council of NSF to oversee the occasion. The committee would be headed by Neingulo Krome as convenor with 12 other members namely Vipopal Kintso, Dr. Dietho-o Yhoshu, Neivor Rutsa, Supongmeren Jamir, Elias T. Lotha, Kuputo Kits, K. Elu Ndang, Daniel Tep, Imchatoba Imchen, Sienotho, president NSF and general secretary NSF. In a press release, NSF general secretary, Imtiyapang Imsong, said that the coming together of Naga elders to form the Naga Club was “epoch-making for the Nagas to realization of identity and to social and political consciousness.” Naga Club started the Naga journey of collectively responding to the changes of time and envisioning a shared future, said the federation. In this regard, the NSF maintained that Naga people should celebrate the glorious legacy and take time to retrospect and introspect and find inspirations to continue “our journey with renewed vigor towards finding our rightful place in the world.”
DIMAPUR, JUL 25 (NPN): Lone Lok Sabha member from Nagaland, Tokheho Yepthomi, raised the Naga political solution issue in the Parliament on Tuesday. According to an official bulletin, MP reminded the house of the negotiation that has been going on for the last 21 years. He expressed apprehension that there could be law and order problem in Nagaland in particular and northeast states in general if the negotiation takes longer time. Drawing the attention of the house, the MP pointed out that during the period of negotiation, there had been successive governments (NDA government 19992003 and UPA government 2004-2014) and the current government. The MP, therefore, urged upon the House to expedite and resolve the issue at the earliest possible time.

ISLAMABAD, JUL 25 (PTI): Pakistan’s flamboyant cricketer-turned-politician Imran Khan’s Pakistan Tehreek-e-Insaf (PTI) was leading in 96 parliamentary seats while its main rival Nawaz Shariff ’s Pakistan Muslim League-Nawaz (PML-N) was ahead in 66 seats in the initial round of counting today in an election marred by a deadly suicide attack and allegations of manipulations by the powerful military. The Pakistan Peoples Party (PPP) of former president Asif Ali Zardari was leading in 37 seats, a sign indicating that he could play a ‘kingmaker’ in case of a hung parliament, accord-
ing to media reports. According to trends available, Independents/others were ahead in 59 seats including Muttahida Majlis-e-Amal (MMA)- an alliance of traditional religious parties leading in 11 national assembly seats. Pakistan’s National Assembly comprises a total of 342 members, of which 272 are directly elected whereas the rest - 60 seats reserved for women and 10 for religious minorities - are selected later through proportional representation among parties with more than five per cent of the vote. A party can only form the government if it manages to clinch 172 seats in
total. PML-N chief Shahbaz Sharif, who is hoping to become the next prime minister, was leading with 4,230 votes in NA-249 (Karachi West-II), according to trends. PPP Chairman Bilawal Bhutto Zardari was leading with 5,218 votes in NA-200 (Larkana I). According to the Election Commission, 3,459 candidates are in the race for 272 general seats of the National Assembly, while 8,396 candidates are running for 577 general seats of the four provincial assemblies Punjab, Sindh, Balochistan and Khyber-Pakhtunkhwa. More than 30 political parties have fielded their candidates for the elections.
WC NNPGs react to statements DIMAPUR, JUL 25 (NPN): Working Committee (WC) of the NNPGs on Wednesday said it was pained to come across the recent statements issued in the name of NNC (Parent Body). In a press note, WC NNPGs media cell said when the political talks started between government of India and WC in October 2017, the president of NNC (Parent Body) Z Royim Yimchunger and CCM colleagues endorsed V Nagi, general secretary to represent the group. Subsequently, it said Nagi was made one of the five co-conveners of WC, representing NNGPGs, in the ongoing political dialogue with the Centre. “A l m i g h t y G o d touched and used each leader to respect, inspire and accept the other. This spirit of comradeship will guide all the leaders even in
future,” WC stated. With the involvement of so many committed and senior national leaders, having his own ideology and political orientation, so also human follies and weaknesses, WC said while coming together for a common political vision, personality and ego clashes become inevitable. However, WC said “while all the leaders admirably maintained their composure and temperament in a dignified manner even in the most difficult moments such as at WC leaders’ meetings and negotiating table, unfortunately on many occasions V Nagi’s aggressive tone and volatile temperament broke the chain and began to effect the morale of Naga delegation.” It said the political dialogue too became stretched, tense and damp with little progress and negative energy slowly seeping in de-

DIMAPUR, JUL 25 (NPN): Government High School Longchem, said to be the oldest in Japukong Range and which will be celebrating golden jubilee has no proper wall or floor since it was established. This was disclosed in a press statement by Longchem Ad hoc Town Committee (LATC) vice chairman, A Panger Longchar,in an open letter addressed to principal director school education. According to LATC, the high school has remained neglected by the department for so long but despite all these, the school has managed to excel in HSLC examinations. LATC pointed out during the past fifty years there were ups and downs in exam results but the school achieved 100% pass in 2016-17 and 2017-18 HSLC exams with some students securing distinctions in English and Social Science subjects. As compared with other schools, LATC said the school also lacked adequate teaching staff as the only Mathematics teacher was transferred in December 2017 with no replacement yet. The committee has, therefore, appealed to the principal director of school education to look into matters raised and take necessary actions.

DIMAPUR, JUL 25 (NPN): Old Riphyim Village Council (ORVC) has urged the State government to provide compensation to farmers for damage caused to their farmlands by wild elephants, besides weaning away the pachyderms from human habitations. In a press communiqué, village council (VC) chairman Nyanbemo Patton pointed out that majority of the people were cultivators and were solely dependent on their farm produce for livelihood. And as the harvest season was approaching, he said there was growing apprehensions in the minds of the farmers of wild pachyderms raiding their farmlands, unless the government initiated necessary remedial measures in time. NEW DELHI, JUL 25 (AGENCIES): In a shocking turn of event, a body of a newborn baby was found on an AirAsia flight to Delhi from Imphal via Guwahati on Wednesday. As mentioned in NDTV reports, the baby has been delivered on board in the toilet and had toilet paper stuffed in its mouth. Meanwhile, police have registered a case of death and are investigating if the baby was stillborn. A doctor from the airport’s medical team confirmed that the baby was delivered on board the flight that had arrived from Guwahati. A suspect has been detained. The “premature dead foetus” was discovered when the aircraft was preparing to land at Indira Gandhi International Airport in New Delhi. The crew alerted the police, who detained the woman after questioning all the female passengers on board the flight, the airline said. AirAsia said the matter has been reported to the Directorate General of Civil Aviation. “We will be assisting in the investigation and cooperating with all agencies concerned. AirAsia India would like to apologise to all guests experiencing disruptions in their flight schedule,” the air carrier’s (Cont’d on p-7) statement said.

DIMAPUR: Nagaland Public Rights Awareness and Action Forum (NPRAAF) has mourned the demise of Music & Cultural affairs secretary, William. K. Lotha, at 11 p.m July 24 in Dimapur after a brief illness. A condolence note from team NPRAAF said that late William K. Lotha was born on April 22, 1986 and was a founding member of NPRAAF, who ceaselessly crusaded against all forms of corruption in the state ever since the inception of NPRAAF. His dream was that the educated youth of the state would live in a world of fairness and justice, the note said. In every meeting he expressed optimism that one day Nagaland would see better roads, health, education and would be free of corruption if every NPRAAF member continued to champion the cause of the people. of directors, Dr. Khekugha Muru said a likeminded group of people from a social media page of the same name, “Sümi Küküpütsa”, decided to start a daily with an aim to promote and preserve the Sümi language. Asserting the need to preserve one’s mother tongue, Dr. Khekugha said a tribe or community would lose its identity if they failed to utilise their language.
The chairman also thanked individuals, civil society organisations and wellwishers for their constant support and urged them to continue to extend their cooperation. Legal awareness program held in Dimapur DIMAPUR: A legal awareness program was held at Niu Colony Burma Camp, Dimapur on July 18. Students, faculty members of the college attended the program along with family members of late Dr. Hokishe Sema who also graced the occasion. Speaking as the guest speaker, former head of department (English) of the college, K P Avikasit drew comparisons between today and the yesteryears when accessing information was an arduous and time consuming task. In comparison, he said students today have access to a wide spectrum of knowledge at the tip of their fingers but he cautioned that it should not be at the cost of human values being pushed into the backburner. Avikasit called upon the students to give back to society and sought to drive home the message that education was only complete when the recipient gives back to society. Kavili Jakhalu expressed her gratitude to the founding fathers of the college, saying that the foundations of the success the college enjoys today was laid 52

DIMAPUR: Naga American Foundation (NAF) held its 2018 conference on July 13 and 14 at Santa Clara, California, in the heart of Silicon Valley. The conference, which was the 16th gathering organized by the NAF, was hosted by San Francisco Bay Area Nagas at Santa Clara First Baptist Church. A press release from NAF secretary, Justin Aier stated that speakers included Dr. Vic Nienu, an early Naga pioneer in the San Francisco Bay Area, who also gave a welcome address, and Stephen Imsong, a manufacturing engineer from Boston, Massachusetts, who talked about a solo motorcycle trip that he took across the US last year. Naga families hosted him during his trip. Imsong also spoke about the distinct “Naga warmth” that was afforded to him during his travels. Professor of English at Central Washington University, Dr. Paulus Pimomo, and Dr. Sylvia Pongener, of Bolingbrook, Illinois, delivered the keynote talks. Dr. Pimomo spoke on his childhood communitarian education in a Naga village, something he described as “a sound foundation for people interested in growing into well-adjusted individuals among others in any society.” He also referred to the importance of lifelong learning as the equipment for navigating different perspectives and
cultures. Dr. Pongener, a former board member of the NAF, talked about Naga hospitality and how it remains a common and important representation of Nagas living abroad. Senior pastor of Santa Clara First Baptist Church, Rev. Dr. Wungreiso Valui, who along with his wife, family life pastor, Margareth Valui, led one of the largest American Baptist congregations in the Bay Area, told the story of Nagas’ introduction to the Gospel and their subsequent spreading and growth in many countries around the world. “The vibrant, skilled, and educated youth at NAF 2018 is the story of a bright future in America”, Rev. Valui said. “We are the
fruits of the labor of God’s work.” NAF board announced that its next conference is to be held in Edison, New Jersey in 2020, and will be hosted by the family of Stelton Baptist Church senior pastor, Rev. Dr. Louis Meren Ao. NAF president, Honili Sema proposed a vote of thanks. Other highlights of the conference included a cultural show featuring traditional dances, musical performances, and a martial arts demonstration, and culminated in a video presentation produced by titled by Rev. DIMAPUR: Dimapur Chamber of Commerce and Industry (DCCI) has extended its support to the initiative of DoH&FW for ensuring food safety and standards in Nagaland. A press release from DCCI president, Akashe Zhimomi stated that it seeks the help of the DoH&FW and DMC towards working out a mechanism to ensure vegetables and fruits were under constant monitoring and fit for human consumption. DCCI has also strictly warned vegetable and fruits vendors that it would not tolerate selling of chemically treated items for public consumption. It further warned footpath vendors against selling products in unhygienic conditions. The recent inspection of food joints, bakeries and ice cream units carried out revealed unhygienic conditions and food items unfit for human consumption, and hence DCCI warned that it would periodically carry out such surprise checks in the future. 28 per cent growth Smuggled gold worth Rs 80 in tax collection in lakh seized in Manipur North East region Correspondent Guwahati, Jul 25 (PTI): The North East region has witnessed a 28 per cent growth in tax collections till June 30 this year compared to the same period last year, according to a senior income tax official. During the current financial year, the Income Tax Department in NER has collected Rs 1,564 crore out of target of Rs 8,357 crore, said L C Joshi Ranee, Principal Chief Commissioner of Income Tax, NER during the celebration of 158th Income Tax Day here yesterday. The net collection in the region during the financial year 2017-18 was Rs 7,097 crore, Joshi said. He urged people to use the benefits of the service of online applications like Aaykar Setu which helps taxpayers to get any information and services needed. In the prog ramme top three tax payers in the category Corporate (both PSUs and non-PSUs) of North East region for the financial year 2016-17 were felicitated. Under the category of PSUs Numaligarh Refinery Limited, Oil India Limited and North Eastern Electric Power Corporation Limited (NEEPCO) were felicitated as the top three tax payers, respectively.
IMPHAL, Jul 25: Anti-Smuggling Unit of Imphal Customs Division Wednesday nabbed two persons with 16 pieces of gold rods worth around Rs. 79,90,144. The gold rods weighting 2.651 kg was seized from the two persons during an operation conducted by sleuths of the anti-smuggling unit from Imphal’s Khoyathong Traffic Point, said assistant commissioner RK Darendrajit of Customs Division, Imphal. The arrested persons have been identified as Gurpreet Singh, a resident of Bheru village of Punjab’s Patiala district and Jagraj of Rurki Budh village of the same state and district. They attempted to smuggle the gold by casting them into rods and hiding them in a compartment of two stroller bags, the assistant commissioner said.

A government order issued by Special Secretary (Home) Kh Raghumani on July 20 last banned the mobile internet services for five days to curb rumour-mongering through spread of hate videos and messages in the state. Some mobile service providers started their inter net ser vice from Tuesday night while other resumed from today
morning. It may be noted that the ban on mobile internet was imposed after tension brewed up in the state, particularly in Imphal, in the wake of a series of protests that intensified during the sitting of the monsoon session which concluded on Monday. Earlier, agitating students demanding an end to the crisis in Manipur University, and civil society organizations protesting against the Manipur Prohibition (Second Amendment) Bill-2018 had threatened to disturb the last day of the monsoon session on Monday.
New Delhi, Jul 25 (IANS): Displaying samples of rotten rice and flour in the Lok Sabha, CPI-M MP from Tripura Shankar Prasad Dutta said on Wednesday that “starvation will ruin” the state if the Central and state governments fail to provide adequate funds for the MGNREGA scheme. “As there is no money in the hands of hills or village people, fair price shop dealers are selling rotten rice and flour. I have the rotten flour collected from a shop...insects can be seen. Please see whether these are eatable,” the MP from Tripura West said in the Lower House. Dutta blamed the state’s ruling BJP-IPFT (Bharatiya Janata Party-Indigenous People’s Front of Tripura) government for the alleged apathy towards people in the state, saying: “Today maximum number of people in Tripura have no work to do...even in agriculture fields. Earlier, during the Left regime, people were earning around Rs 600-800 per day under the MGNREGA scheme, as there was plenty of work.” The Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) Act 2005 provides for at least 100 days of guaranteed employment in every financial year to every household.

The Central team arrived in Imphal on Tuesday to examine the ground reality following a plea from the state government to conduct a spot verification after allegations surfaced of the border pillar being relocated three kilometers towards Manipur from the original location. The Central team accompanied by Tengnoupal district deputy commissioner and superintendent of police visited the site where the original pillar was located. Arunachal ranked 4th in cleanliness ranking: Khandu Itanagar, Jul 25 (PTI): Chief Minister Pema Khandu Wednesday said Arunachal Pradesh was ranked fourth in the cleanliness ranking among the states. “Our government had allocated an amount of Rs 30 crore for carrying forward the Swachh Bharat Abhiyan (SBA),” Khandu said and exuded confidence that the states ranking would improve more in the days to come. The chief minister said due to coordinated efforts among all the stakeholders, Arunachal Pradesh could achieve the status of Open Defecation Free (ODF) well in advance of the deadline of December 31, 2018. Khandu today formally launched the Swachh Sarvekshan Grameen (SSG-2018), a national survey launched by the Union Ministry of Drinking Water and Sanitation in the state. The objective of the rural survey is to undertake ranking of states and districts on basis of their performance attained on key quantitative and qualitative Swachh Bharat Mission-Grameen (SBM-G) parameters.

Agartala, Jul 25 (PTI): The “security concerns” over the Rohingya influx were among the many issues discussed on the last day of the four-day conference between top officials of border guarding forces of Bangladesh and India. At the biannual conference that concluded in Agartala yesterday, officials of the Border Security Force (BSF) and the Border Guards Bangladesh (BGB) pledged to maintain peace through effective coordination. Talking to the press at the BSF frontier near here, Md. The possibility of terror threats can’t entirely be ruled out at this moment. However, no credible proof was found so far to suggest that Rohingya refugees have terror links,” he added. Both sides also stated that the cordial relationship between the BSF and the BGB would go a long way in containing human trafficking and illegal arms trade.

rioting case: Hardik, Violence mars Maratha quota bandh Visnagar aides get two-year jail term Mumbai, Jul 25 (PTI): The bandh in Maharashtra called by pro-quota maratha groups was today marked by violence and arson even as one more protester died, a day after consuming poison. In the wake of violence, the bandh in Mumbai was called off midway, despite which some areas continued to witness incidents like stone pelting till late evening. Protesters attacked buses, indulged in arson and pelted stones at local trains in several parts of Maharashtra, including Mumbai and the adjoining Thane city, during the bandh called by Maratha outfits to press their demand for reservation in jobs and education. The Mumbai-Pune and Mumbai-Goa highways were blocked for hours by the protesters. Three policemen, including a Superintendent of Police, suffered injuries in stone pelting. Police used force, including teargas shelling and baton charge, to disperse the violent protesters at several places. A number of places saw pitched battles between the police and stone-pelters for hours. Yesterday, a man, identified as Jagannath Sonawane, consumed a poisonous sub-
stance during the protest in Aurangabad. He died today at a local government hospital. The latest round of agitation, organised in the form of a bandh in various places of Maharashtra since Monday, today reached Mumbai where a shutdown was attempted to be imposed. However, the bandh in the financial capital of India, which began this morning, was called off just before 3 pm after various parts saw violence. “We only wanted to prove that we are together and proved it. We never
wanted protests to get violent and therefore, we are calling off our bandh in Mumbai for today,” Virendra Pawar, leader of the Morcha, told reporters here. “We suspect some people carried out violent activities with political motives. Otherwise, it was supposed to be peaceful like before. But considering the reports of violence coming from outside Mumbai, we decided to call it off,” Pawar added. Another leader of the Morcha said a bandh may be called again on August 9 but a final call in this regard
will be taken after consulting all senior members of all Maratha morchas. The Maratha Kranti Morcha had given the call for the bandh, demanding an apology from Maharashtra Chief Minister Devendra Fadnavis for alleging that some members from the community were planning violence at Pandharpur town in Solapur district. Fadnavis, who was scheduled to perform puja at a temple on ‘Ashadhi Ekadashi’ on Monday, cancelled it after the Maratha outfits threatened to disrupt the event. “Whatever we had to convey to the government, we have done so. But we have been disappointed by the government’s response over the last two years,” Pawar said. The agitation leader said not a single representative from the government had reached out to the protesters. Attacking the chief minister, the agitation leader said Fadnavis has been “confining himself to his AC room” and never bothered to address their demands. While imposing the bandh, protesters pelted stones at some local trains as well as buses and set ablaze a bus of the state-owned Brihanmumbai Electric Supply and Transport (BEST) in suburban Mankhurd.
Mehsana (Guj), Jul 25 (PTI): A Gujarat court sentenced today Patidar quota agitation leader Hardik Patel and two others to two years imprisonment in a case of rioting and arson in Visnagar town here in July 2015. Later, Hardik Patel and his two aides - Lalji Patel and A K Patel - were granted bail by the same court. Visnagar sessions court Judge V P Agarwal held Hardik Patel, Lalji Patel and A K Patel guilty under IPC sections pertaining to rioting, arson, damage to property and unlawful assembly. The three were awarded two years imprisonment along with a fine of Rs 50,000 each, which the trio deposited in the court today. The other 14 accused were let off by the court for want of enough evidence against them. From the penalty collection of Rs 1,50,000, the court ordered that Rs 10,000 be given to TV channel reporter Suresh Vanol, Rs 1 lakh to the owner of a car torched by the mob during violence and Rs 40,000 to local BJP MLA, Rishikesh Patel, towards damage caused to his property. The rally in Visnagar was the first prominent event of the quota movement when Hardik Patel came into limelight. As per the case details, when the rally reached near the office of MLA Patel, some Patidar community members tried to meet him to hand over a memorandum of their demands. However, when they did not find the MLA in his office, they got angry and ransacked his office. It was also alleged that protesters had torched a car parked on a road in the area. Some media persons were also attacked by the mob at that time. The complainant in the case was TV channel reporter Vanol, who was brutally thrashed by those present in the rally.

Jhansi, Jul 25 (PTI): The sixth accused, who was part of a group of youth which allegedly molested a 16year-old girl and also filmed the act, was arrested here today, police said. “On the complaint lodged by the girl, a case was registered against the accused. One person was arrested today, taking the number of persons arrested (in this connection) to six,” circle officer Moth Thakur Deenpal Singh said. The incident is said to have taken place around 10 days ago in an area under the Chirgaon police station, he said. New Delhi, Jul 25 (PTI): The CBI has written to Antiguan authorities seeking whereabouts of fugitive diamantaire Mehul Choksi, allegedly involved in over USD 2 billion scam in state-run Punjab National Bank, government sources said. The move comes after it emerged that Choksi had moved to the Caribbean country in July and also taken a local passport. The CBI in its communication sent to Antiguan authority last evening cited diffusion notice issued by the Interpol against the fugitive businessman and sought details of his movement and his present location, the source said. Choksi had taken citizenship of Antigua in November 2017, and oath of allegiance on January 15 this year, according to a local newspaper Antigua Observer. Citing reports from Indian outlets, the newspaper sent a questionnaire to Citizenship by Investment unit of Antigua about Choksi. It was informed that Choksi’s application was granted after “robust due diligence” and “international investigation” by “reputable agencies”, including the International Criminal Police Organization and the CARICOM Implementing

ndia’s democracy and rule of constitutional law has again bitten the dust after another victim died in a brutal manner at the hands of self-styled cow protectors and indicated that, a cow’s life is more precious than a human being. Alwar, in Rajasthan has earned notoriety for showing just that on two occasions and both incidents-the lynching of Pehlu Khan on April 1,2017 and on July 20,2018 - happened barely a year of each other. On April 1,2017 Pehlu Khan, along with six others, were fired upon as they were transporting cows and calves for dairy business. They had valid documents that permitted purchase and transportation of the cows. However, the mob at Alwar weren’t interested in legal documents but suspicions fuelled by communal hatred. Rajasthan’s Home Minister Gulab Chand Kataria defended the cow vigilantes, describing their deed as “alright” and blaming the victims for illegally transporting animals. Even Alwar Superintendent of Police Rahul Prakash on April 8, claimed that “Pehlu Khan and the others were 100% cow smugglers.” As if last year’s outrage in the media never happened, Alwar again made news for the wrong reason when another suspected cow smuggler (spelt Muslim) was brutally lynched on July 20. Rakbar Khan, who was killed in Alwar on Saturday, was accused of being a “habitual cow smuggler” by local BJP MLA Gyan Dev Ahuja, in whose constituency the death happened. Interestingly, the MLA slammed the Rajasthan police for allegedly beating Khan to death in police custody for three hours and “implicating Hindu villagers” for lynching him. The post mortem report revealed the severity of the beatings suffered by Rakbar and which point the brutalities on the Rajasthan policemen. Rajasthan DGP (law and order) N R K Reddy admitted that there was an “error of judgement” by cops in gauging the situation. The police also admitted they made a mistake in handling a deadly vigilante attack in Alwar on a man by tending to the cows instead of the injured. A judicial probe should be ordered to expose all involved including the rouge-policemen. recent cases have revealed that a particular religious identity has been clearly under attack of the majoritarian forces who are probably using cow protection politics as merely a tool to eliminate their ‘enemies’. According to the data released by IndiaSpend, 28 people were killed and 124 others were injured in these attacks by the so called ‘gau rakshaks’. What is more disturbing in these numbers is that out of the 28, deaths 24 were Muslims, which is a whooping 86 percent of the total fatalities. As many of 97% of these attacks were reported after Prime Minister Narendra Modi’s government came to power in May 2014, and about half the cow-related violence - 32 of 63 cases - were reported from states governed by the Bharatiya Janata Party (BJP) eight run by the Congress, and the rest by other parties. As many as 124 people were also injured in the cow-related attacks and more than half (52%) of these attacks were based on rumours. The veneration of the cow in Hinduism has been totally distorted and it is very painful to hear how the cow protectors justify the murders. At a time when India seeks to be a world leader, such crimes have projected India as a nation of vigilantes or a mob republic and a variant of fundamentalist Pakistan.

We soon find, however, that the Beatitudes contain the “dynamite” of the Holy Spirit. And they “explode” when the circumstances of our lives cause them to do so. When the Holy Spirit brings to our remembrance one of the Beatitudes, we say, “What a startling statement that is!” Then we must decide whether or not we will accept the tremendous spiritual upheaval that will be produced in our circumstances if we obey His words. That is the way the Spirit of God works. We do not need to be born again to apply the Sermon on the Mount literally. The literal interpretation of the Sermon on the Mount is as easy as child’s play. But the interpretation by the Spirit of God as He applies our Lord’s statements to our circumstances is the strict and difficult work of a saint. The teachings of Jesus are all out of proportion when compared to our natural way of looking at things, and they come to us initially with astonishing discomfort. We gradually have to conform our walk and conversation to the precepts of Jesus Christ as the Holy Spirit applies them to our circumstances. The Sermon on the Mount is not a set of rules and regulations— it is a picture of the life we will live when the Holy Spirit is having His unhindered way with us.

T
he attaining nonagenarian (1929-2018) Naga struggle for self-determination is given birth by legitimate historical, cultural, political as well as biological that has no divergence to any existing universal law. The present contenting disclaimer of neighboring states and their stiff opposition to the Indo-Naga political settlement is observed purely as a direct challenge to humanity and existence. Simply, an employed baby sitter cannot claim parentage. Such is the prevailing situation at this stage of final Indo-Naga political settlement that India needs to understand if at all she is determined to bring the age old political conflict to an honorable end. Nagas are not Indian is the proven fact and the crux of the conflict, hence solution should be arrived at in the bidding of respect and coexistence. If the present offer of shared sovereignty is taken as illusive, there may not be any better time and opportunity for both the party. The policy of incitement and waylaying to disowned the agreed terms and recognition of Naga uniqueness should be stopped immediately because it will never serve the continuation of supra subjugation/oppression instead it will lead to provocative engagement to the 71 years old republic. People’s rights are derived out of history, cultural, political as well as biological legitimacy but on abjuration to respect others rights evoked engagement of power, strength and frame malign policies of annihilation. What Nagas don’t validate in demand for self-determination as a people? Did the Nagas ask others land? No, it is pathetic on the countering opposition (Meitei and associates) against to settlement to any cultural, political, economic and self-identity establishment. Savagery has no place in this post modernity. It only shows immaturity that manifest the syndrome of power and ruling obsession. What don’t belong to you; do not belong to you, so it is wise to practice political tolerance rather than challenging humanism and existential rights of people. The Nagas without boundaries and as a nation must come toward united and stand the test of time to any aggression and those vying to derail the peace initiative that is expected to ink the final settlement. Successively, if the generous offer of shared sovereignty is not admiring to India the Nagas need to go his own way. It is hard to have total faith in the Indian as well as her perplex democracy that could hardly deal with political concerns. It is of a great apprehension that India will keep the negotiation delay by political party, democratic etc. as an implication. The framework agreement is believed to be signed on the basis of two political entities which therefore required no others people’s acceptance and interference. For India and the Nagas, political mutuality and natural negotiation appear more pragmatic in finding a common ends rather than investigative manipulated diplomatic dexterity application. If India is a competent nation she should have made used the constitutional provision that the empowered creation of state/ states. The protracted conflict should find an immediate termination before the extraction of people’s trust and empathy. Nevertheless, Nagas were not ruled either by Burma or India since time immemorial, the present Naga situation is the divisional colonialism and aggression of the two (India and Burma) against Universal rights and on the pretext of delaying independence with a deliberate derisory to the United Nations Charter that solemnly proclaimed to bring to a speedy and unconditional end of colonialism an all its forms and manifestations. Who is the mother or step-mother of the Nagas?
alf a century has gone by since the glorious declaration of the State of Nagaland. It is time that the State must compete with the neighbouring States in development of human resources and infrastructures. Failure to do so can turn the State into a primitive museum. Economic growth is equally important to raise the standard of the State. The central Government is kind enough to feed Nagas with easy money despite it failures in some aspects. Many ministers go to Delhi in search of financial assistance. They more they assist, the more we become dependent. We search for a motherly treatment from the central Government but give a step-mother’s treatment to our own people back home. This is why development of people and places do not go hand in hand. Every Indian State is given timely financial assistance to manage its affairs so as to renew the face of India towards wholesome growth. No State is left orphan to manage its own life or to die in misery. Likewise, Nagaland has received sufficient financial assistance from the central Government. We do not deny many developmental works. But quality development is better than quantity non-lasting development. There should be sincere reality check to make sure that we do not fall ill due to mismanagement or disorder. There is always financial deficit in Nagaland because we know only how to receive. With less income from the State (within), it is far beyond the capacity to develop Nagaland into a selfsustainable State. There are so many stepmothers in the form of politicians, public leaders and associations. We have become the cause of our own downfall. Are all districts or (political) constituencies of Nagaland getting their equal financial share to develop its area? If the answer is positive, than why do some areas of Nagaland still live like ancient world without much or any development?
Who shall be blamed for such dejected life of our brothers and sisters? There are many leaders who consume the share of others and still live in glory. The illiterate, uneducated and simple minded people are taken for long ride so as to drain their (given) wealth and position. A big mansion can be built in towns and cities at the expense of a tiny thatch hut of the villagers. A vast and deep division (a type of caste system) is digging its foundation among the Nagas. This is because some people try forcefully to be more equal than others by extending their illegal tentacles far and wide. All must be given equal share and privileges to grow and develop (be it towns or villages, far or near). Every cruel unfaithful step-mother should realize that Nagaland cannot grow under them. The recent voice of the Eastern Nagas demanding separate State aroused the feeling of uneasiness (though not expressed) in some of the Political Advisors/leaders who played the role of step-mothers. Indeed, they have played the role efficiently. Those Government officials who are hardly seen in their work places bear equal shame and guilt. They can be called ‘the new stepmothers’ to Nagas. Is the Government of Nagaland giving a step-motherly treatment to the eastern brothers and sisters (as some people claim this statement to be true)? Who is the mother or step-mother of Nagaland? It is our own people who modify themselves from mother to step-mother. If we become step-mothers to each other than the future of Nagas will have no grip. Who divided the Nagas into eastern or western Nagas? It is the step-mother. She divides the children of the family. What is the stand of the political leaders from the so called eastern Nagaland? (as they called themselves to be). Do they feel neglected by the Government of Nagaland or are they neglecting their own people? Every cause of divi-
sion starts from within. The public forum, youth and student body have equal responsibility in bringing up their respective areas through the system of check and balance. But when associations drown themselves in the pool of money, they need not talk about development and progress. A good public speech is not enough to expose one’s personality. Hidden actions can speak more than public speeches. How many associations in Nagaland can truly say with clean lips and hearts that they are working tirelessly for the good of the Nagas? Many people speak against corruption and other forms of evil practices only after wiping their mouth clean. Yes, after the stomach is filled, it is easy to speak of hunger and thirst. Many people hunger and thirst for development and progress after filling their own pockets and stomach. Associations can further or block the system of development. They can further development if they are true to themselves. They can block development if they stand only for selfish motives. Most financial assistance meant for particular area can be swallowed together by different associations. Today, Nagaland has numerous associations. Are they helping Nagaland to grow or decay slowly? Are they taking the place of mother or step-mother? Let every political representative be held responsible for development or non-development of its constituency. They need not reside in Kohima or Dimapur from January to December. To return to one’s own constituency after four and half years is not enough to taste the life situation of the people. Today, Nagaland is in need of good mother who can look after the daily affairs of the Naga family. Let us not allow several wicked step-mothers to intrude our rights and privileges. Rev. Fr. G. L. Kudos to Nagaland Food Safety Commission
heartily congratulate the State Food Safety Commissioner Mr. Himato Zhimomi and his team for the sincere initiatives being taken to check the habitual anomalies committed by traders and food producers in Nagaland. The detection of formalin injected fish on sale in market, the exposure of unhygienic hoteliers and bakeries and the seizure of fruits ripened with use of chemical are but semblance of governance. I am thankful to Bengaluru based Public Affairs Centre(PAC) for highlighting the comparative data on how each State is governed effectively in India, and for sure Nagaland is recorded at the penultimate as least governed. It is obvious and such exposure of truth does not surprise anyone here in Nagaland nor such will prick the 60 members and bureaucrats who have elephant skin barring few. The opinion of PAC’s Public Affairs Index(PAI) has alarmed Meghalaya. Yet no amount of warnings and embarrassments can make Nagas sensible as we, including myself, all have been suffering from numbness for too long. In that state we allowed individualism and selfishness to dictate the governance of the affairs of the State. In that state, we allowed our valuable and powerful laws to get rusted and rot. I do not believe that for want of laws the Food Safety measures could not be enforced earlier. The nodal
authorities were equipped with powers to take actions against the defaulters at anytime and at any place with the same existing laws and yet none bothered till Mr. Himato Zhimomi was given the assignment as I watch in the gallery. Introspectively speaking, due to negligence of the concerned authorities to prevent sale of contaminated food in the market, how many lives were lost and how many people are being placed in health peril due to adulterated food items. Is Nagaland Govt. not responsible for those who had premature death due to food poisoning? Why Nagaland has maximum number cancer patients in NE? Is Nagaland Govt. serious about the ongoing operation against food adulteration and unhygienic hotels and confectionaries under the command of Mr. Himato? The Govt. must not have subjective operation but the enforcement of the law must be holistic and impartial. The actions of the defaulters are not accident but incident, and therefore corrective measures should be laced with punitive actions to make the defaulters respect the law henceforth. The Kohima team has started as disclosed, but how determined and sincere the team will be is the question. Just as the CMO Dimapur, the Kohima counterpart too should have comprehensive action plan without any subjectivity. The ini-
tiatives have begun and it should not be allowed to become a mere show like Nagaland’s Swach Bharat or Kohima Town cleaning once in a blue moon but it should reach its logical conclusion. Hence, there are possibilities in the process that Mr. Himato may become the odd number similar to that of a discipline petty police officer in Nagaland. As assigned, the poor police officer booked the culprit and reported the matter to his boss. Whereas, instead of getting unconditional support from his boss for the honest job done, he had to face reprimand for the reason that his boss connived with the culprit. The police personnel on ground are demoralized lot today as the fish always rots from head and never from tail. To be blunt, authorities of today, be it politician or bureaucrat, are malleable and remained un-resistible to wads of currency notes from traders or anyone who can offer. I am sure Mr. Himato and team is now uniting all those whose business establishments are checked. When so, the nucleus will become formidable to gain political, legal and bureaucratic backings. Following which whisper campaign will start branding Mr. Himato to be over smart, excessive, partial, too personal and vindictive followed by lobby for his immediate transfer to insignificant Department. If the State Govt. becomes so fragile and lacks
integrity even to lend support to such an important undertaking (its all for health) headed by a daring bureaucrat who is found able to resist the temptation of abuse of the delegated power for personal interest, then the common man will have what they do not deserve. Our markets will go back to square one. Formalin laced fish will fill the fish market and we will be compelled to consume contaminated food items all the time to come. Secondly, as much as the contaminated food is poisonous to health, the manipulated and uncontrolled rates of items be it eatables or garments or construction materials are injurious to consumers’ economy. The other day, the Dimapur Chamber of Commerce and Industries (DCCI) clarified that costly rate of brick is due to indulgence by middlemen and not that the kiln owners raised the rate. The ball is in the court of the Govt. now. I believe Nagaland has the costliest rate of sand in the country as Kanaikat sand costs Rs.26000/-, Longli sand costs Rs.23500/and Deopani sand costs Rs.22000/- per truck load respectively though the rates do fluctuate. Although we do not have elected Municipal body, we have District administration manning the Council. Yet, for instance as Kohima town, I seldom see the presence of the administration in respect of public welfare
measures. The consumers are always at the mercy of traders whose hobby is to squeeze maximum juice from the gullible consumers. I do not trust the vegetable qualities imported from outside Nagaland to Kohima market. I am told chemicals are used for the speedy growth of even non-cultivated jungle leaves which are on sale at Kohima. What about meat qualities in Kohima markets? How perfect are the scales of meat sellers? How often the responsible local officers are responsible enough in monitoring
the markets for the sake of consumers. Are our food items safe for human consumption or not. The authority concerned must be committed to verify food item comprehensively in the interest of the citizens. Whereas, when the local administration has much indifference and lethargy, who will protect the interest of the consumers. Show your existence. All those who are doing well, you are not alone. Dimapur since time immemorial
I congratulate the Chakhroma G.B. Union for bringing out the fact that Nagas had always lived in their own land of “Dimapur” from time immemorial giving minute details. “Dimapur” did not even have a name when the British came in the 18th Century. The so called Dhansiri River was called Temorü (no-end river) in Tenyidie by Angamis of the area. “Dhansari” was a name coined by outsiders later on. Yes, legend has it that it was Thezhüuo, an Angami warrior with divine and supernatural powers and magic who occupied the deep forests of Dimapur with a group of youth who accompanied him throughout his migratory travels from the east. Kiruphema claims that Thezhüuo was a man of the village. So the story goes on. Over the years, one named “Dima” came and begged to live with Thezhüuo’s group; then marriage of Thezhüuo’s daughter with Dima followed. New Delhi, Jul 25 (IANS): The Election Commission on Wednesday said 5.88 lakh units of VVPAT (Voter Verifiable Paper Audit Trail) have been produced so far and the remaining 10.27 lakh units would be procured by November, allowing it the time for making pre-poll preparations for the 2019 general elections. “VVPAT deliveries have been delayed due to analysis of “technology stabilization issues in the initial batches and incorporates essential design improvements”, the EC said in a report on Wednesday highlighting how the Commission was struggling to meet the deadline. The EC said in a statement that even after continuous monitoring, all VVPATs will be delivered well before the end of November 2018, well within the time required for making pre-poll prepara-
tions. In order to meet the requirement of VVPATs for 100 per cent saturation of all polling stations for the Lok Sabha elections in 2019, the Commission had placed an order for 16.15 lakh VVPATs with state-owned Bharat Electronics Limited (BEL) and Electronics Corporation of India Limited (ECIL). To date, 5.88 lakh units have been produced by the PSUs (4.36 lakh by BEL and 1.52 lakh by ECIL), which is 36 per cent of the total quantity to be supplied,” it said. “Both the PSUs have assured the Commission that the remaining VVPAT units (10.27 lakh) will be manufactured and supplied to the various states/UTs before end of November 2018.” “The Commission is committed to 100 per cent deployment of VVPATs at all polling stations in all elections,” it said.

New Delhi, Jul 25 (IANS): Hunger appears to have killed three minor sisters on Tuesday in Mandawali area of east Delhi. Though the police are still awaiting the second post-mortem report, the doctors at Lal Bahadur Shastri (LBS) Hospital here said the first autopsy revealed that the girls died due to ‘starvation’. The police said the three victims aged two, four and eight years, were found unconscious in their one-room house by their neighbours and were later declared brought dead at the LBS Hospital. “When their neighbours went to the house, they discovered that the girls were numb while their mother, who was also present in the house, did not know anything,” said Deputy Commissioner of Police, East, Pankaj Kumar Singh. The mother, along with the neighbours, took the kids to LBS Hospital, where they were declared brought dead. “The family had shifted to Mandawali a few days back,” said Singh, adding they were living with a relative. The father, a rickshaw-puller, has been missing since Tuesday morning, he said. The minors’ mother, the police said, is mentally challenged, and she was unable to look after her children. Suresh was a history-sheeter with a long police record of petty theft. Their suspicion was aroused when they found Rs 4,000 with Udayakumar. The prosecution case was that Jithukumar and S.V. Sreekumar along with another colleague K.V. Soman bound Udayakumar to the bench spreadeagled and inflicted crush injuries on his thighs purportedly to extract a confession.
New Delhi,Jul 25 (Agencies): Billionaire and Reliance Anil Dhirubai Ambani Group (ADAG) chairman, Anil Ambani has written to Congress president Rahul Gandhi refuting allegations of his Reliance Group lacking experience to get the Rafale fighter jet deal and said the government had no role in French Group Dassault picking up his company as a local partner. In a two-page letter written on December 12, 2017, Ambani explained to Gandhi, who has been attacking the government over the Rafale deal, why his Reliance Group bagged the multi-billion dollar project. Invoking his family’s “respectful relationship” with the Gandhi family over generations, Ambani said he was “personally saddened” by the “unfortunate statements” against him and his group by several functionaries of the Congress party. “Not only do we have the necessary experience but we are also the leaders in several important areas of defence manufacture,” he said in the letter written on the last day of campaigning for the Gujarat assembly polls that was marked by political mud-slinging over the Rafale fighter jet deal. The CBI Special Judge Nazar handed down the capital punishment to K. Jithukumar and S. V. Sreekumar. The victim’s 67-year-old single-mother, Prabhavathi Amma, was in court, clad in white, to hear the verdict. The accused officers wept as they listened to the order. The judge said he found no mitigating circumstances to reduce the quantum of punishment. “Law enforcers are protectors of life and property and not death dealers. The accused had killed an innocent person in their custody,” he said. Justice Nazar ruled the crime fell in the rarest of the rare category that deserved death. Elsewhere, silver prices surged for the fourth straight session, climbing Rs 130 to Rs 38,335 per kg due to sustained offtake by industrial units. Standard gold (99.5 per cent purity) rose by Rs 45 to close at Rs 29,965 per 10 gram from Tuesday’s closing level of Rs 29,920. New Delhi, Jul 25 (PTI): Maruti Suzuki India (MSI) on Wednesday said it is recalling 1,279 units of new Swift and Dzire models to inspect for a possible fault in the airbag controller units. MSI in a statement said it will proactively and voluntarily undertake a recall for 1,279 vehicles (566 new Swift and 713 new Dzire) manufactured between May 7 to July 5, 2018. “Recall campaigns are undertaken globally to rectify faults that may be potential safety defects. Starting July 25, 2018, owners of the vehicles included in this recall campaign will be contacted by Maruti Suzuki dealers for inspection and replacement of the faulty part free of cost,” the company added.

The forex market witnessed a highly volatile session, with the home currency falling initially before staging a comeback. The upbeat trend was supported by unwinding of long dollar positions by speculators and local banks in view of subdued overseas cues, even as Dalal Street’s record-breaking run continued for the third straight day. The Indian unit also recovered against the British pound, euro and Japanese yen. Most Asian currencies were treading water. Earlier, the rupee opened weak at 68.96 at the Interbank Foreign Exchange (forex) market against 68.94 previously. It lost ground to hit a session low of 68.99 on

economists who answered an additional question on risks to the outlook said the recent rise in oil prices was the biggest threat, as that would increase the prospect for more interest rate hikes by the Reserve Bank of India. “We think that for every 10 dollar rise in oil prices, India growth declines by 30-40 basis points. This impacts growth by lowering consumption and raising input costs,” said Shashank Mendiratta, economist at ANZ. India’s economy has started to recover after a slowdown caused by a ban on high-value currency notes in November 2016, followed by the hasty implementation of a goods and services tax (GST) in July last year. Indeed, growth has been accelerating over the past year from a low of 5.6 per cent to above 7 per cent in recent quarters. But, while the quarterly growth outlook for India is relatively steady through to the end of next year, it is not expected to match or surpass the 7.7 per cent rate reported for the latest quarter.

The over $2 trillion economy, which surpassed France recently to become the world’s sixth-largest economy, is expected to grow 7.4 per cent in the fiscal year ending in March 2019 and 7.6 per cent next, according to average forecasts in the latest poll of nearly 70 economists, taken July 19-24. In contrast, analysts in the most recent Reuters poll expect China’s economy, the world’s second largest, to grow 6.6 per cent this year. But record high costs of diesel and petrol - which are the biggest items on India’s import bill - at a time when the rupee is weakening and close to a record low has become a major burden, posing a risk to those forecasts. Polling ends in Pak; 37 killed in violence
Islamabad, Jul 25 (IANS): At least 37 people were killed and several injured mostly in a suicide bombing in Balochistan on Wednesday as millions of voters thronged polling stations across the country to exercise their franchise in the 11th general election. Counting has begun at certain polling stations after the voting ended. The Balochistan bombing targeted the convoy of Deputy Inspector General of Police Abdul Razzaq Cheema near a polling station. It left 31 persons, including some policemen, dead. The senior police official escaped unhurt, Geo News reported. Civil Hospital Quetta officials confirmed the casualties. The area was crowded as people were making their way to vote at Tameer-e-Nau Model School. Polling was halted at the polling station, only to resume later. While polling stations opened for voting at 8 a.m., enthusiastic citizens queued up outside their respective stations as early as 7 a.m. The PML-N had sent a letter to the Chief Election Commissioner, seeking an extension in time by one hour. Of those 30 new infections each hour among 15 to 19 year-olds in 2017, around 20 - or two-thirds - were in girls, UNICEF said, representing a “crisis of health as well as a crisis of agency”. While there has been substantial progress in the fight against AIDS in the last two decades, the failure to prevent so many new infections among children and teenagers is slowing this down, the report said. It said the epidemic’s spread among adolescent girls is being fuelled by early sex, including with older
men, forced sex, powerlessness in negotiating around sex, poverty and lack of access to confidential counselling and testing services. “In most countries, women and girls lack access to information, to services, or even just the power to say no to unsafe sex,” said Henrietta Fore, UNICEF’s executive director. “HIV thrives among the most vulnerable and marginalized, leaving teenage girls at the centre of the crisis.” UNICEF’s report, presented on Wednesday at an AIDS conference in Amsterdam, said that 130,000 children aged 19 and under died from AIDS last year, while 430,000 – almost 50 an hour – were newly infected. Adolescents between the ages of 10 and 19 account for almost two thirds of the 3 million under-19 year-olds living with HIV. And while AIDS-related
deaths among all other age groups have been falling since 2010, those among older adolescents aged 15 to 19 have seen no reduction. Angelique Kidjo, a UNICEF goodwill ambassador who contributed to the report, said economic empowerment and education were crucial. “We need to make girls and women secure enough economically that they don’t have to turn to sex work,” she said. “We need to make sure they have the right information about how HIV is transmitted and how to protect themselves.” UNAIDS says the fight against the AIDS epidemic - in which 37 million people worldwide are infected with the incurable HIV virus - is at a “precarious point”, with deaths falling, treatment rates rising, but rates of new HIV infections stubbornly high.

More than 150 dead in IS attacks in southern Syria Beirut, Jul 25 (Agencies): A string of suicide blasts and raids claimed by the Islamic State group killed more than 150 people in southern Syria today, in one of the jihadists’ deadliest ever assaults in the country, AFP reported. The Syrian Observatory for Human Rights said the attacks hit several areas of the largely governmentheld southern province of Sweida, where IS retains a presence in a northeastern desert region. They came almost a week into a deadly Russiabacked regime campaign to oust IS fighters from a holdout in a neighbouring province of the country’s south. IS claimed responsibility for the violence, saying “soldiers of the caliphate” attacked Syrian government positions and security outposts in Sweida city, then detonated their explosive belts. The Britain-based Observatory said three suicide attackers set off boobytrapped belts in Sweida city, as other blasts hit villages to the north and east. A fourth suicide explosion hit the city later. “IS fighters then stormed villages in the province’s northeast and killed residents in their homes,” Observatory head Rami Abdel Rahman said. raids killed 156 people including 62 civilians, the Observatory said. The remaining 94 dead were pro-regime fighters, most of whom where residents who had picked up weapons to defend their villages, it said. Sweida, whose residents are mostly from the Druze minority, have been relatively insulated from the war that has ravaged the rest of the country since 2011. “It’s the bloodiest death toll in Sweida province since the start of the war” in 2011 and one of the deadliest ever in Syria, Abdel Rahman said. The violence also left 30 IS fighters dead, including the suicide attackers. The jihadists captured at least three of the seven villages it targeted but clashes were ongoing today, the Observatory said. State media confirmed the attacks had killed and wounded people in Sweida city and villages to the north

Google testing ‘grammar suggestions’ feature for ‘Docs’

oogle is testing a new tool called “grammar suggestions” for its word processor app “Google Docs” that would be integrated directly into the spell-checking tool to help users avoid grammar errors. The new tool that would underline and highlight probable grammar issues with a blue line, is in the experimental phase and has been made available to eligible applicants of Google’s Early Adopter Programme (EAP), Android Headlines reported late on Tuesday. The full-featured checker would allow users to wait until they have finished typing up a document before correcting any
possible errors. The real-time checker would automatically cycle through the highlighted words or phrases and the user would have the choice to either ignore or fix the errors. “Google says its grammar checker is powered by the same Machine Learning algorithms as its spelling checker and natural language search feature. That means that the tools should continuously improve over time and as more users take advantage of it,” the report said. Microsoft’s Office software also incorporates a similar “grammar check” functionality to keep up the pace in the document editing sphere. (IANS)

ccording to IQ Magazine, Guns N’ Roses has broken the attendance record for a hard rock/heavy metal act at Gothenburg, Sweden’s Ullevi Stadium. The band’s July 21 concert was attended by 64,289 people, surpassing the record previously set by Mmetallica (63,036 attendees). Pollstar previously reported that the 2016 and 2017 legs of Guns N’ Roses’ “Not In This Lifetime” tour grossed a combined $480.9 million from 125 performances around the world. Guns N’ Roses recently kicked off its first tour of 2018, a 19-show European trek that included performances at Download festivals in Paris, Madrid and the United Kingdom. How long that will go on for, I don’t know. We’ve been talking about this kind of thing for the last 20 years, but as time goes on, it becomes more of a reality that one day we may not be able to tour any more. London, Jul 25 (Agencies): Serena Williams says she is a victim of “discrimination” as she is the most drug tested American tennis player, BBC reported. The 23-time Grand Slam singles champion made the claim in a tweet on Tuesday, after doping officials visited her. The American had previously expressed frustration about the volume of her tests earlier this month. “Out of all the players it’s been proven I’m the one getting tested the most. Discrimination? I think so,” said the 36-year-old. An article published by website Deadspin in June revealed that
Williams had been tested out of competition by the US Anti-Doping Agency (Usada) on five occasions in 2018. It also claimed the player was not present when Usada officials visited her home on 14 June - Williams stated that the tester showed up 12 hours earlier than the agreed time. It was eventually marked as a “missed test” - three of those would result in a Usada doping violation. At the time of publication of the Deadspin article, Williams had been tested more than twice as many times as other top American players - male or
female - including US Open champion Sloane Stephens (one) and sister and multiple Grand Slam winner Venus Williams (two). Pinto appointed head coach of Indian Arrows
New Delhi, Jul 25 (IANS): The All India Football Federation (AIFF) on Wednesday appointed Floyd Pinto as the new head coach of Indian Arrows. The AIFF’s technical committee met here on Wednesday to decide that Pinto will take over from Luis Norton de Matos who left his position recently. Pinto is the head coach of the Indian U-20 team which will play in the COTIF International tournament in Spain. In an interview with France Football magazine, Mbappe says he displaced three vertebrae in his back during the tournament in Russia three days before France defeated Belgium 1-0 in the semifinals. France won the World Cup with a 4-2 victory over Croatia in the final. “It was essential not to alert our opponents, otherwise they could have taken advan-

Dubai, Jul 25 (IANS): Defending champions India will face arch-rivals Pakistan on September 19, the day after the Virat Kohli-led side open their Asia Cup 2018 campaign against a yet-to-be-confirmed qualifier here, the ICC announced the schedule late on Tuesday. Bangladesh will take on Sri Lanka in the opener of the biennial tournament, that runs from September 15 to 28, according to a statement from the International Cricket Council (ICC). New Delhi, Jul 25 (PTI): The Sports Ministry is open to the idea of considering outstanding performers of next month’s Asian Games for this year’s National Sports Awards, which will be held on September 25 instead of the conventional August 29 to ensure that athletes don’t miss out due to their participation in the continental showpiece. Every year, the National Sports Awards ceremony is held on August 29 at the Rashtrapati Bhawan to commemorate the birth anniversary of hockey legend Major Dhyan Chand as the National Sports Day. But in a departure from tradition, the awards ceremony will be held on September 25 to avoid a clash of dates with the Asian Games to be held in the Indonesian twin cities of Jakarta and Palembang from August 18 to September 2. Sports Secretary Rahul Bhatnagar said the decision was taken to ensure maximum participation from sportspersons and the Sports Ministry has already received a green signal from the Rashtrapati Bhawan on the change of dates. “The Sports Ministry has decided to shift the date as it coincides with the Asian Games. We want maximum participation from athletes, coaches and officials at the awards ceremony so we wrote to Rashtrapati Bhawan, requesting for the change of date,” Bhatnagar told PTI. The official also confirmed that performances at the Asian Games will be considered for the sports awards. “The athletes who will receive the sports awards this year have already been selected on the basis of their entries received before April 30. But the government has provision to name outstanding sportspersons of Asian Games to the
recommendation committee,” Bhatnagar said. “The recommendation committee will have a meeting after the Asian Games and it will be up to them to decide. If they decide to include some more deserving names, they can be included along with the selected ones.” Rajiv Gandhi Khel Ratna is the highest sporting honour for an Indian athlete and has not been given to more than four athletes in a single year. The Arjuna Awards are next in the pecking order and have been given to a maximum of 17 athletes in a single year so far. The Dronacharya Award is handed out to outstanding coaches, while the Dhyan Chand honour is a lifetime achievement honour.
