Tension in border prevails Assam NGOs threaten INDEFINITE NH-61 eco blockade on Nagaland

KOHIMA, JUL 26 (NPN): Acknowledging the supreme sacrifice made by son of the soil and paying homage to late Capt Neikezhakuo Kenguruse MVC (Posthumous), chief minister Neiphiu Rio remarked when the country was safe and peaceful, every individual could prosper. He made this remark while addressing a gathering at Pheza village in Kohima district to mark the 19th Vijay Diwas celebrations along with rest of the country on Thursday. IGAR (N) organised the programme to commemorate brave captain (late) Neikezhakuo Kenguruse, who was martyred during the Kargil War in 1999 and was awarded Maha Vir Chakra (MVC) posthumously. While paying homage to the 527 fallen soldiers of the nation during the war, Rio said the battle was made historic due to their acts of bravery that had left behind an indelible mark for everyone to emulate, especially the youth, and to serve the nation. He said such a sacrifice for the nation was awe-inspiring and touching. Referring to the supreme sacrifice made by

police and border magistrates of both the state, it was lifted. Tension once again gripped the area along Nagaland-Assam border (Halwating-Tuli section) when reports spread about the impending blockade on NH 61. Many vehicles from Nagaland were stranded due to the blockade but was lifted after the Border authorities of both the state intervened. According to the report from the Border Magistrate (BM), L. Samuel, some Assam based NGOs Thursday morning blocked the highway (NH-61) at Halwating near the CRPF camp. However, after a series of meetings with the Assam counterpart, Samuel said they succeeded in having the NGOs temporarily lift the blockade. Accordingly a border magisterial meeting was held at Halwating police station. The NGOs were also informed about the Home ministry’s letter dated August 20, 2008 in which both Assam and Nagaland had agreed to maintain status

IMPHAL, JUL 26: Manipur’s leading civil society organizations (CSOs) Thursday announced a 24-hour general strike in Manipur on August 1 in protest against Centre’s “divide and rule policy” over Framework Agreement signed between Government of India and NSCN (I-M). United Committee Manipur, All Manipur United Clubs Organization and Committee of Civil Society Organization informed that the general strike will begin from midnight of July 31. Addressing a press conference here, leaders of the CSOs accused Centre of playing a “divide and rule policy” in Manipur with the Framework Agreement. They also criticized Manipur government for not discussing the report of the Parliamentary Standing Committee on Framework Agreement in the recently concluded Assembly session. The civil society organizations further announced that it would organize a mass rally on August 18 on the same issue.

A party can only form the government if it manages to clinch 172 seats in total. In his speech that was broadcast live via video link, Khan, who is set to be the next prime minister, said Pakistan is ready to improve its ties with India and his government would like the leaders of the two sides to resolve all disputes, including the “core issue” of Kashmir, through talks.

PML-N and PPP allege rigging Two main parties - Pakistan Muslim League-Nawaz (PML-N) and Pakistan Peoples Party (PPP) – have raised questions on the transparency of the vote counting process, alleging their polling Bilawal Bhutto and Shehbaz Sharif agents were not allowed to verify vote counts as is mandated by law. PML-N chief Shehbaz Sharif rejected the election results, alleging “blatant” rigging. He did not say who he believes could have rigged the polls, but allegations of manipulating the elections have been made against the country’s influential military. Bilawal Bhutto Zardari also raised questions over the credibility of the election commission. “24 hours & ECP cant give me lyari and larkana results. Can’t explain discrepancies or delays,” the top PPP leader tweeted. ECP has rejected the “blatant” rigging allegations.

backdoor appts inconclusive

KOHIMA, JUL 26 (NPN): The final hearing on a Public Interest Litigation (PIL) against alleged illegal backdoor appointments filed by Public Service Aspirants of Nagaland (PSAN) and ACAUT at Gauhati High Court, Kohima bench remained inconclusive even after the court proceedings went on for more than three hours here on Thursday. A good number of PSAN members and ACAUT activists were present at the High Court premise since morning for the hearing, which was subsequently deferred to the afternoon. Briefing media persons at Hotel Ura later in the evening, PSAN member Ngukato said the court was yet to give its observation. He said ACAUT and PSAN had decided to wait for the order, after which the next course of action would be decided. Ngukato asserted that both the organisations would not back

off in their fight against backdoor appointments and corruption in the State government. The PSAN member remarked that it was disheartening to observe government lawyers arguing for dismissal of the petition by claiming that both PSAN and ACAUT, which had questioned 706 backdoor appointments, did not have any locus standi. Alleging that 308 Class I gazetted, 177- Class II non-gazetted and 170 Class III non-gazetted officials were appointed without any advertisement, PSAN said when such a huge number of officials were illegally appointed, it was not proper to try and dismiss its petition on mere technical ground. Along with ACAUT, PSAN reaffirmed to take the battle to a higher level, if the court order did not favour them. The organisation claimed that eight public service aspirants had enough evidence to prove that they were aggrieved and reiterated that anything illegal would remain (Cont’d on p-11)

He informed the gathering that he had approached the Union defence ministry to set up an army public school at Pheza in memory of Capt Kenguruse, which, according to him, would benefit children of the area and motivate them later to join the Indian Army. He added that recently the State government had decided to hike ex-gratia payment from Rs 1 lakh to Rs 6 lakh for the serving Assam Rifles, Indian Army, (Cont’d on p-11)

bakeries, restaurants and hotels within the district for safety of public health and well-being. In Wokha, the office of the chief medical officer (CMO) Wokha in collaboration with the administration and police department Wokha inspected bakeries, restaurants and other food outlets. The inspection was conducted to check whether the food facilities comply

with the hygiene standards and baking practices as laid down in the Food Safety and Standards Act, 2006. The inspection team during the drive found out that most of the bakeries lacked hygiene and were prepared under unsanitary conditions. Food handlers in restaurants were seen working without proper headgear, gloves and aprons.

The inspection team also seized 17 kg of expired baking ingredients and 14 kg of cookies prepared under unhygienic conditions, which were later disposed. Notice was served on two baking units for improvement within a month, failing which their licences would be suspended. Meanwhile, the shops and food handlers have

been directed to obtain FSSAI license and medical fitness certificate from the CMO office Wokha. C M O Wo k h a h a s warned that similar inspection would be carried out from time to time. DIMAPUR, JUL 26 (NPN): Nagaland’s lone Rajya Sabha member, KG Kenye on Thursday raised the issue of adulteration and mixing of highly toxic and carcinogenic chemicals in food and essential commodities like formalin in fish, calcium carbide in fruits for early ripening and other harmful chemicals in essential commodities that had adversely affected health of lakhs of people in the State and the entire Northeast. This, according to him, was the probable cause for the high incidences of cancer in the region, including Nagaland. Speaking at the Upper House, the Rajya Sabha MP suspected a larger conspiracy behind all this and urged the Government of India to immediately inves-

tigate the matter through Central Bureau of Investigation (CBI) as Nagaland government alone could not tackle the syndicate that spanned across the country and had assumed an inter-State dimension. Kenye stressed engagement of CBI to arrest the culprits behind this “sinister” design. As Nagaland and the entire North-eastern region was located strategically with international borders, the MP feared that there could be a larger conspiracy to cut-off trade with the country’s mainland by monopolising and controlling the economy of the entire region through import of goods from the neighbouring countries. This was stated in a press release issued by Kenye’s PRO Kuvera Nakro. K Y M C

EAC, while lauding the department and local fish farmers of the district for organizing the sales day at the right time, said the government had been restricting the sale of imported fish from other states after they were found to be laced with the harmful chemical formalin which poses major health hazards for consumers. Vitoka said consuming locally grown fish was more beneficial from the point of view of health as the nutritional value of local produce is greater than produce that is imported from other states. Also, he said, local fish are fresh and

free from contaminants. The EAC also added that consuming locally grown products also boosts the local economy by supporting small scale farmers. He therefore called upon fish farmers of the district to continue fish farming as one of the major projects to improve the district’s economy. Sub-Divisional Fishery Officer (SDFO) who was also present during the sales day reported that another sales day would be organized very soon after making proper arrangements and after consultation with fish farmers of the district.

Rumours on social media huge challenge for police: Rajnath

NEW DELHI, Jul 26 (PTI): Union Home Minister Rajnath Singh Thursday flagged issues of burgeoning traffic due to rapid urbanisation and rumour mongering through the social media as major challenges before the police in the country. Singh inaugurated the 2nd conference of young Superintendents of Police. The two-day conference is being organized by the Bureau of Police Research and Development (BPRD) that functions under the Union Home Ministry. “The police has numerous challenges and with rapid urbanisation, traffic management is becoming a big problem. We (the police and security establishment) will have to think about it and find effective solutions,” the minister said. In Delhi too, Singh said, “people have to face the traffic problems and we get regular complaints on this subject.” Talking to the SPs and Commandant rank officers of various state police and central paramilitary forces, the Home Minister said the spread of rumours on social media was a huge problem. Recently we saw there

were some movements and protests in the country but no meeting was held to strategize these actions. However a message on social media platforms did all the job, he said. “There is no doubt that social media is a good tool too but it should be ensured that it is used constructively,” he said. The Home Minister also talked about the image and working conditions of the police personnel in the country. While everyone expects the policeman to be courteous and efficient, which he should be, the difficulties faced by them (police personnel) should also be seen,

Singh said. “The workload on an average policeman is so much...at times they get meals only once in 18 hours times. You can understand the mental state of such a person...after all every policeman is an emotional creature too,” he said. The Home Minister recounted his young days in politics and said he was once put off by the rude behaviour of a Deputy SP rank officer in Mirzapur district of Uttar Pradesh when he went to meet him regarding a murder probe. “The officer hurled all kinds of abuses on his Inspector who was handling the case. I told him that I do not approve of such a

behaviour and I left his office even as my work was not done,” he said. You should lead by example and exhibit good behaviour and promote good work culture, the minister advised to the police brass in attendance. The minister asked the Bureau of Police Research and Development, the think tank on policing subjects, to work and strengthen the capabilities of the agencies vis-a-vis the use of drones, unmanned aerial vehicles (UAVs) and forensic techniques while rendering law and order duties and investigations. He stressed that “predictive policing” should be taken up more and more in the police agencies so that “crime is stopped before it happens.” Mr Singh also broached the subject of coastal security and said all the stakeholders in this domain-- the Navy, Coast Guard and costal police -- need to enhance their coordination to effectively thwart threats to the Indian maritime boundary that is over 7,000-kms long. He underlined that an answer to any policing challenge should be found out through more and more “out-of-box solutions.”

Constitution has no place for violence: Kovind Jagdalpur (CG), Jul 26 (PTI): President Ram Nath Kovind said Thursday that there is no place for violence in Constitution, as he remembered sacrifices made by security forces involved in anti-naxal operations in Chhattisgarh. He also lauded efforts made by people and the government to win over the confidence of youth misguided by the outlawed Maoist movement and to check terror and violence. “In some parts of the country, few people misguided by naxalism tried to create an environment of violence and fear. Our culture and tradition and, above all, our Constitution do not have any place for violence,” he said. He was addressing a gathering after dedicating to the nation the newlybuilt hospital building of Lt Baliram Kashyap Memorial Medical College at Dimrapal village in Chhattisgarh’s Bastar district. The president said he was happy to know that the administration and “sensible people” of the society have won the confidence of misguided youth (referring to naxals). They have made efforts through non-violence coupled with developmental activities to curb the menace of violence and terror, he said.

Heavy rains lash Delhi-NCR: Ghaziabad road caves in

A road caves in after monsoon rainfall at Vasundhara, in Ghaziabad on Thursday. (PTI) New Delhi, Jul 26 (Agencies): The DelhiNational Capital Region (NCR) woke up to heavy showers on Thursday morning. Ghaziabad was the worst-affected area with a road in Vasundhara having caved in resulting in a floodlike situation, news agency ANI reported. Waterlogging in parts of Noida, Ghaziabad and Gurgaon have brought traffic movement to a near-halt in these areas. “The minimum temperature recorded at 8.30 AM was 26 degrees Celsius, normal for this time of the year. The humidity level was 93 per cent,” PTI quoted a

MeT official as saying. The Safdarjung observatory recorded 4.6 mm rainfall till 8.30 AM, while the rainfall recorded by Palam observatory was 9.3 mm. The Lodhi Road observatory received 5.3 mm rainfall and the ridge area recorded 8.8 mm rainfall. The Delhi Traffic Police has listed out routes to avoid. There is yet no report about the cancellation of flights and trains owing to the rains. The Indian Meteorological Department has predicted heavy to very heavy rainfall in Delhi NCR and heavy rains at isolated places across

northern India over the next five days. There would be no significant change in the temperatures though, the department said. West and north-west region of the country is expected to witness mild rainfall as well in the next five days. The Delhi-NCR region had witnessed heavy showers briefly on Monday which had toned down the flaring temperature of the region. The southwest monsoon was expected to strike northern India on July 29 but it made sluggish progress last week, delaying rains to parts of west and north India.

Border animosity

ncidents along the Assam-Nagaland boundary may have decreased and the level may have also lessened today because both states had agreed to maintain peace after the centre came down heavily on both after the 1985 Merapani war. Incidents along the Assam-Nagaland border will continue to be prickly. These pin pricks are not caused by Nagas encroaching into Assam but the the policy of containment being pursued as a policy by the Assam government. Through this policy, lakhs of illegal immigrants have been settled along the disputed border with Nagaland. When such immigrants cause problem (or are not discouraged to do so) the Assam government invariably rakes up the “law and order” issue to send its police force. The July 23 incident on the AmguriMokokchung side was precipitated by the decision made at some level by the Sivasagar district administration to establish a police outpost there in clear violation of the border agreement of 1972 and subsequently reaffirmed at several meeting by both states. In order to construct the proposed police outpost, the jungles, which fell within Nagaland had to be cleared. Thus while clearing the jungles, the land owners from Nagaland side, the villager of Wamekan, turned up the next day and chased the jungle clearing labourers from Assam side. According to reports, the decision to set up the police outpost was pushed by the local Amguri MLA and despite the potential threat on law and order, it was carried out. The situation in the area has been on a cyclic highs and lows and which indicates that the problem will continue. The Nagas of Mokokchung, Mon, Dimapur, Wokha and perhaps Tsimenyu have a long history of having their lands under occupation by people of Assam. The lands were either transferred without their consent by the British to Assam or like Rengmas in Karbi Anglong, dispossessed or deprived of their inheritance. The particular area in Assam bordering Mokokchung and Mon, has had many trouble makers who have one agenda- to strangulate the activity and economy of people living in those districts. Assam has continued to allege large scale encroachment by the Nagas on these lands. As a point of argument, no landowner can be called and encroacher when he claims and occupies his land. In reality, the historical boundary between the Nagas and Ahoms lie within Sibsagar (now Sivasagar) district in Assam. In the changed circumstance, Nagas understand that though they are the traditional owners of the large tracts of lands that are now within Assam, they are still willing to accept a rational adjustment but the fact that they are the traditional owners of the transferred forests and lands should not be erased from the record. Nagaland has insisted all along, that the 1925 notification cannot be taken as fait accompli as it was done without the knowledge or consent of the Nagas. Accepting the notification would mean that Nagaland has no claim whatsoever and therefore, as a consequence, no dispute exists with regard to the inter-state boundary. The boundary issue is not only about territory but about history. This is why the boundary issue is an issue about the history of the people of Nagaland and Assam. Fraternity should be maintained and miscreants on both sides should be dealt with in order to ensure peace and tranquillity on the border areas.

DailyDevotion The Way to Purity Those things which proceed out of the mouth come from the heart….For out of the heart proceed evil thoughts, murders, adulteries, fornications, thefts, false witness, blasphemies. These are the things which defile a man… —Matthew 15:18-20 Initially we trust in our ignorance, calling it innocence, and next we trust our innocence, calling it purity. Then when we hear these strong statements from our Lord, we shrink back, saying, “But I never felt any of those awful things in my heart.” We resent what He reveals. Either Jesus Christ is the supreme authority on the human heart, or He is not worth paying any attention to. Am I prepared to trust the penetration of His Word into my heart, or would I prefer to trust my own “innocent ignorance”? If I will take an honest look at myself, becoming fully aware of my so-called innocence and putting it to the test, I am very likely to have a rude awakening that what Jesus Christ said is true, and I will be appalled at the possibilities of the evil and the wrong within me. But as long as I remain under the false security of my own “innocence,” I am living in a fool’s paradise. If I have never been an openly rude and abusive person, the only reason is my own cowardice coupled with the sense of protection I receive from living a civilized life. But when I am open and completely exposed before God, I find that Jesus Christ is right in His diagnosis of me. The only thing that truly provides protection is the redemption of Jesus Christ. If I will simply hand myself over to Him, I will never have to experience the terrible possibilities that lie within my heart. Purity is something far too deep for me to arrive at naturally. But when the Holy Spirit comes into me, He brings into the center of my personal life the very Spirit that was exhibited in the life of Jesus Christ, namely, the HolySpirit, which is absolute unblemished purity.

e are all very familiar with the phrase ‘going Dutch’ (meaning each person of a group pays one’s own expenses in an outing), but are we also aware of dealing with HIV/AIDS the Dutch way? Perhaps very few of us know that “Amsterdam, which is currently hosting the 22nd International AIDS Conference (AIDS 2018) from 23-27th July 2018 - the largest conference for any global health issue in the world - became the first city in the world to overshoot the 90:90:90 target, set by UNAIDS (joint United Nations programme on HIV/AIDS), with a continuum progress of 94:90:94,” said Alphonsus Stoelinga, Netherlands Ambassador to India, in an exclusive interview given to CNS (Citizen News Service) on the eve of AIDS 2018. Stoelinga shared with pride (and rightly so) that Netherlands has indeed been on the forefront of the global fight against HIV/AIDS for quite some time now. “We are actively contributing to UNAIDS’ 90:90:90 target for 2020 that is also intertwined with the global promise of ending AIDS through the adoption

of SDGs by 2030. As per UN General Assembly Special Session (UNGASS)’ Country Progress Report 2016, the Netherlands’ estimated continuum progress in as far back as December 2014 was 88:94:92, with 88% HIV-infected people diagnosed and linked to care; 94% with initiated combination antiretroviral therapy (ART), and 92% of all people receiving ART with suppressed viral load”, said the Ambassador. Multi-sectoral approaches and innovations are a must: Any efforts directed towards ending AIDS cannot function without multi-level cooperation and innovation. Presently, in the absence of functional vaccines or cures against HIV infection, the need for countries to join hands and innovate - both at the local and global levels - becomes more important than ever. “I am very proud to share that the Kingdom of the Netherlands has consistently and diligently been working at both these levels. The Dutch HIV/AIDS policy focuses on 3 core principles: (i) Prevention (ii) Linkage between prevention and care and (iii) Ensuring low threshold access to testing

available through the internet and the pharmacy. This allows one to test ones blood or saliva for HIV antibodies at home. The young population is given particular attention - by way of sexual education at schools, mother/child care (in the form of food supplements), prevention of teenage pregnancy, ensuring that young people can be tested for HIV, and those living with HIV have access to the care they need. “Our efforts cover the full spectrum. We have a close-knit system of physicians, nurses, social workers working together to keep all people living with HIV in a continuum of care. Additionally, keeping up with the reach and power of social media, communicating about HIV/AIDS is also a part of our efforts”, the Ambassador said. Global collaboration: Netherlands collaborates and shares technical assistance and knowledge with other countries at the global level. At the same time, it also learns from partner countries that have their own set of challenges and solutions. Partnerships are key, working together across sectors and national bound-

ne thing is absolutely clear. The Government of India has recognized the unique history of the Naga people and that the Nagas are not secessionist forces fighting against India, but only for their legitimate right as a distinct race of people living in their ancestral land from time immemorial. This was made abundantly clear when the interlocutor for the Naga talks, R.N Ravi, explained the basis of the Aug.3, 2015, Framework Agreement signed between the GOI and the NSCN(IM) to a parliamentary panel on the 19th of July 2018. The panel headed by Senior Congress leader, P. Chidambaram, had then asked the Ministry of Home Affairs to prepare a detailed and generous rehabilitation scheme. The NSCN (IM) on their part had reiterated that the relations between the Nagas and the GOI will be based on the agreement that would be arrived at, and that, the agreement should not be distorted by anyone for personal benefits since the NSCN and the GOI have taken sufficient steps, including the framework agreement, to conclude the negotiation that is honorable to both. The political will shown by the Government of India to solve the protracted Naga issue and thereby usher in peace not just in Nagaland but the entire North East cannot be more welcome. Yes, peace in the North East is a national issue which needs to be addressed sooner rather than later to strengthen the diversity and security of democratic India, and to fast pace development in the entire region, but this cannot happen at the expense of the Naga people’s integrity. The truth remains in the fact that when the common hard-pressed voiceless Naga masses

and treatment”, informed Stoelinga. Dealing with HIV the Dutch way: Netherlands Ambassador to India Stoelinga claimed that the Dutch were the first nation in the world to spearhead large scale needle exchange programmes to combat the spread of HIV among injecting drug users (IDUs). “The first information campaign targeting the Dutch population began in 1987 and it was initiated by the government. HIV testing through public health institutions is free-of-charge. Outreach programs are perpetually being set up for specific risk populations being tested. Free HIV testing, on World AIDS Day (December 1) and during the AIDS Conference 2018, are also being offered. All pregnant women in the Netherlands are tested free of cost for HIV. For most other people, HIV testing is covered by health insurance. Those who are more likely to have STIs and/or HIV (the high risk populations) for various reasons can get tested for free at an STI Outpatients’ Clinic of the Public Health Service”, he said. The again, in Netherlands, HIV testing is also

living in India but outside of the administration of the present state of Nagaland are literally enslaved and subjugated, peace in reality will remain a pipe dream. No race of people in India has suffered as long and as much as the Naga people. First it was the British, and after the British left, segregation in the name of administrative convenience was the excuse to snuff out the dearly held aspiration of the Naga people to live together as a unit. Living in India as a part and parcel of the Indian Union, are not the Nagas as much Indian as the Telenganas, or the Uttarkhandis, or those citizens of Jarkhand or Chattisgarh? Why are Nagas segregated even in this day and age? Are we second or third class citizens of India? It is time to repair the historic blunder of the past and make true the political will of the GOI today to right the wrong, to usher in peace, not just as a façade but in true letter and spirit of integrating the Naga people as true citizens of the Indian nation. This is so very possible if no Naga is made to feel excluded and vulnerable. This is so very possible if top leaders in Delhi and in Nagaland are not weak-kneed, are not mere interpreters, but have minds of the Naga people to know what is best and deliver justice to the people. Peace in the North East, as in Nagaland, is a national issue. It is imperative that national issues override state issues, and when the stake is about delivering justice, ushering in peace and stability, and the security of the nation, member states have to make sacrifices for the sake of the nation. It is in the interest of all the North East states that there is permanent peace in

the region. The extent to which Nagas are being subjugated in Manipur can be ascertained from the vow taken by the Chief Minister of Manipur in the state assembly that the Manipur government would not even allow any kind of administrative arrangement like autonomous council or special status for any particular community or group (read, the Nagas) outside the purview of the State administration. The CM of Manipur is very sadly mistaken if he is under the illusion that he can bulldoze over the legitimate right of the Naga people through his high octane dictatorial statement made in the assembly. The CM of Manipur has to know that he is an outsider, and as a rank outsider he cannot determine the future and fate of the Naga people. Him and his like will come and go, but the Nagas and the land of the Nagas will remain for eternity. It is only in the greater interest of Manipur that he learn to live in peace with the Naga people. As much as Nagas are peace loving, Nagas will never let go off the legitimate rights. Why should it be the Manipuri people that determine the fate and future of the Naga people? Nagas are being subjected to the highest level of provocation when even civil society of Manipur are even objecting to the purported move of the centre to extend Article 371(A) of the Indian constitution to the Naga inhabited areas in Manipur. This is like the proverbial straw that broke the camel’s back. This is too much. The time has come for the Naga people to stand and speak as one. The hour indeed has come. It is now or never to remain united. Benito Z. Swu

Need change for a change

t a first glance, the title of this article seems pretty complicated to comprehend. But gradually as one reads on, it will untwine to be able to easily grasp the meaning. Presumably, we Nagas are the frontrunners in being lackadaisical in almost every aspect. Neither do we want to strive to bring change in our society nor do we bother to ask for ‘Change’ from the shopkeepers when we purchase something. We have the habit of bargaining a lot but we are reluctant to ask for Change. Any amount which is below Rs. 5 is returned in exchange for ‘Chewing Gum’ or ‘Toffee’ and at times we tend to tell the shopkeepers to ‘Keep the Change’ whilst trying to display the affectionate and generous side of ours

which is nothing but absolute vanity! And this trait seems to persist in almost every Nagas. The world today is run not just by politicians but by business tycoons and industrialists. The might of a nation is determined by its economic strength and while every nation is making efforts to improve and strengthen its economy, we Nagas are least bothered to even ask for a Change let alone try to boost our economy. Shopping in any parts of Nagaland is an arduous task. Initially, the shopkeeper will charge exorbitant price knowing the nature of Naga customers. Then the bargaining will start till both the customer and shopkeeper come to a common ground. Apart

from this typical style of shopping, in most of the cases the customers are not given the money which is due to them. Instead, chewing gums and toffees are given in return. In fact, it has become a trend even for the pharmacy and beauty shops to keep toffees in their stores! Though these things seem trivial in nature, it does have serious implications. The economy of a nation/state is adversely affected because there is absolutely no circulation of Coins in the market. The consumers are also affected not realizing that they are largely responsible for the decline of our economy. This also clearly depicts that the Nagas have no value for money. Markets in Nagaland thrive due to our sheer ignorance. The trend

aries is deeply embedded in the country’s traditions. Stoelinga gave one the example of one such initiative - the HIV-Cohort between India, Netherlands and Sweden. Launched during Prime Minister Mark Rutte’s visit to India in May this year, the programme is aimed at tapping into complementary, diverse research strengths and expertise across the three countries to strengthen the development of better tools to understand and address the epidemic of HIV/AIDS, informed Stoelinga. Sexual and re productive health and rights (SRHR) are closely related to the goal of ending AIDS. For the Dutch government, the diagnosis, treatment and subsequently, ending AIDS is also closely linked to two of its international policy priorities - SRHR and women empowerment. “We focus on linking SRHR with HIV/AIDS to ensure people have the knowledge and the means to prevent HIV. Linking HIV/AIDS initiatives with SRHR also create an enabling environment in which individuals are free to take decisions to protect themselves.” Stoelinga emphasised

that Netherlands government’s priority is to find a functional or real cure for HIV infection. Various research programmes, such as the one at Erasmus Medical College, have been set up to reach this goal. While this is still at a research stage and not clinical practice, he reiterated that the Netherlands will continue to strive for a functional cure against HIV/AIDS. Stoelinga firmly believes that HIV/AIDS issues also form a vital branch for UN’s Sustainable Development Goal 3 (Good health and well-being) and Goal 5 (Gender equality). “Netherlands has been consistently performing well under the SDG 3. Our country is in full compliance with the international health regulations, and for seven years in a row it has topped the European Health Consumer Index”. Nagas have never begged

T

he biggest corruption in the history of India has been exposed by the ‘Annual Report, 2016’ of Dassault Aviation, in a single shot. For 36 Rafale Aircraft, Modi has paid 60,145/- crores at the rate of 16,70.70/-crores per aircraft. However, the international bid of 2012 during UPA where the rate of each aircraft was only 526.1 Crs and the total deal worth was 18,940 Crs, was cancelled. Thus, Modi has paid more than Rs. 41,205/crores in excess. More than 40,000 crs kickback for sure. There is no reason to cancel an International bid winner’s Contract of Rs. 18,940 crs and pay Rs. 60,145 crs if it was not for kickbacks! The Defence Minister has also lied to the nation. in reply to a stared question in the Rajya Sabha on 18th March 2018, she announced that the cost per Rafale Aricraft was about Rs. 670 crs whereas in reality, it was Rs. 1670 crs. She hid Rs.1,000 crs per aircraft. Why should the nation forgive such a liar? PM Modi lied to the people refusing to disclose the price of the Rafale deal. Terms and conditions covered under the agreement are tactical and technical and not the price. In the past, UPA has declared all such prices. There has not been any agreement not to disclose the price and there is no need for such an agreement because the deal is funded by public money. PM Modi has also failed to answer Congress President Rahul Gandhi in the No-Confidence Motion debate on 20th July 2018, as to why the price

should not be transparent, why he has by passed mandatory provisions in taking the approval of Defence Procurement Procedure, Cabinet Committee and why he has compromised technology transfer to HAL (Hindusthan Aeronautics Limited), a PSU. The PM and Defence Minister has misled the Parliament and the people of India. Therefore, a privilege motion against them has been initiated. As long as the Government does not come out clean, the hunt will continue. Nagaland as Christian State should not compromise with corruptions any more. Honourable Members of the Legislative Assembly should lead for change. The demography of Nagaland Society has changed to accepting corruption as a way and means of life. We must stop accepting bribes and easy money if one has faith in Christianity. As long as we hunt bribes and easy money, there will be no prosperity. There will only be suffering. A gift of fish will only sustain one dinner while learning to fish, will sustain for life. Let us say “no” to easy money and bribes. It has no respect, dignity and it is a sin before God. Nagas have never begged. We were self content people. Although our villages and our rice stores were burnt down, we did not die of hunger or cry for aid. We can struggle and live. However, we don’t even need to struggle if the welfare schemes are delivered to the targeted sectors. K. Therie, President NPCC

Don’t touch Fadnavis, or we back out, Ind. MLAs warn BJP even as the government came under severe fire from its ally Shiv Sena, the opposition Congress, Nationalist Congress Party (NCP) and Maharashtra Navnirman Sena (MNS) for its failure to tackle the Maratha reservations issue. “The CM is committed to giving reservations to the Maratha community. We shall not allow him to be replaceda If the BJP attempts to remove him, we shall pull our support to the government,” said Rana. Adding a new dimension to the ongoing political row, Women and Child Welfare Minister Pankaja Munde on Thursday said that “if the Maratha reservations file had come to my table, I would have cleared without a moment’s delay”. Meeting a group of Marathas agitating in her home town Beed, she expressed her complete support to the community’s

demands, but said the delay was because the matter is currently sub-judice. “I am fully behind the Maratha community. I shall act as your ambassador and if required, I shall approach the CM and Prime Minister Narendra Modi for your cause,” she assured them. Munde promised to take up the demand for a special legislature session to discuss the Maratha quotas issue with Fadnavis and also dealing leniently with the innocent protestors. Meanwhile, at least four more legislators - two from BJP, one each from Congress and Nationalist Congress Party - have offered to quit their seats in support of the Maratha reservations. On Wednesday, two MLAs - one from Shiv Sena and one from NCP - had resigned from their seats to build pressure on the government to resolve the issue.

WB Assembly passes resolution Kovind, Naidu, Modi lead nation in to rename state as ‘Bangla’ paying tribute to martyrs of Kargil

Ko l k ata , J u l 2 6 (PTI): KOLKATA: The West Bengal Assembly today passed a resolution to rename the state as ‘Bangla’. The state will now have to wait for a nod from the Union home ministry for the resolution’s final approval. The move was aimed at climbing the alphabetical sequence of state names in which West Bengal appears last in the list now, Chief Minister Mamata Banerjee had earlier said. The resolution said the state will be called Bangla in three languages -- Bengali, English and Hindi. The Centre had in the past rejected the state government’s proposal of having three names -- Bangla (in Bengali), Bengal (in English) and Bangal (in Hindi). The Mamata Banerjee government’s move to rename West Bengal as ‘Paschim Bango’ in 2011 was also turned down by the Centre. She told the Assembly, “There were detailed discussions on the name change many times.

The two pilots, in their early 20s, plan to circumnavigate the globe in a tiny Light Sports Aircraft in 90 days. “It’s been almost four years that we have been friends. We have been training together at the Bombay Flying Club and we have been legit partners from there,” says Captain Pandit.

“When we were approached for the expedition, we decided to work together as a team. We wouldn’t do it without each other,” she says. The tiny plane they will fly, which they call Mahi, is actually a Slovenian-built Pipistrel Sinus. With 80 horsepower on tap, Mahi is just about as powerful as a Maruti Baleno and cruises at 215 kilometres per hour. It can’t fly longer than four hours at a stretch so there will be plenty of landings and halts scheduled every day during their expedition. Mahi is equipped with multi-function displays in

her two-person cockpit and also a ballistic parachute rescue system. If things go terribly wrong, Aarohi and Keithair have the option of deploying the parachute which will support the weight of the entire aircraft and bring it down safely to Earth. It’s a last resort the two captains hope they will never have to use. Unlike larger aircraft, Mahi is heavily dependent on weather for safe flights. “The main concern for a pilot is always the weather. We always have to check the weather first and then other things. If the weather doesn’t support us, there is no way that we can take off,” says Captain Misquitta. If everything goes as planned, the two aviators will touch three continents, fly 40,000 kilometres across 23 countries 90 days. In Punjab’s Patiala,

where they have been training, the pilots are waiting for a spot of clear sky before they can fly to Ahmedabad and then cross Pakistani airspace as they fly westwards. At the moment, they have flown about 40 hours each on the aircraft that will be home for the next few months. Over the next three months, they will have to navigate treacherous mountain ranges, oceans, steppes, the tundra, glaciers, deserts and tropical forests. Their journey will take them across Iran, Turkey, Slovenia, Austria, and the UK before they make the treacherous crossing over the Atlantic by flying to Iceland, Greenland before making it to Canada. They then fly across Canada and the US before attempting to cross over the frigid waters of the Bering Strait to Russia.

Last time, it was discussed on August 29, 2016. The Union home ministry did not act on our proposal of changing the name for two years. Subsequently, I had personally requested the Union Home Minister.” The Chief Minister said, “The Home Ministry told us that three names cannot be approved and we have to choose any one name for our state and pass another resolution in the Assembly.” Banerjee also said that the name ‘Bangla’ was chosen as “it is the identity of Bengal”. “We cannot say Bangal because it will be a problem for non-Hindi speaking people,” she said. “So many states have changed their names. There was talk about renaming the state during the Left Front rule. We too had taken a decision earlier. I do not want to go into any controversy. Rather, I would say that let us pass the resolution unanimously and send it to the Centre for its approval,” she said.

Lok Sabha passes anti-trafficking bill

New Delhi, Jul 26 (IANS): The Lok Sabha on Thursday passed a bill to prevent human trafficking, especially of women and children, provide rehabilitation to the victims and prosecute offenders. The Trafficking of Persons (Prevention, Protection and Rehabilitation) Bill, 2018, was passed after a reply by Women and Child Development Minister Maneka Gandhi, who had introduced the proposed law in the house. The bill creates a dedicated institutional mechanism for the prevention, protection, investigation and rehabilitation steps related to trafficking. In response to the concerns of the members, Gandhi said that the bill was “victim-centric” and takes a compassionate view of those who become victims of the sex trade.

Tributes were paid in the Parliament, at the Kargil War Memorial in Drass, the Tiger War memorial in Jammu as well as across states as a grateful nation saluted its soldiers. CBI probing Facebook-Cambridge Analytica data theft case New Delhi, Jul 26 (Agencies): Minister of Information and Technology Ravi Shankar Prasad on Thursday revealed that the Central Bureau of Investigation probe into FacebookCambridge Analytica theft case was underway, India Today reported. The inquiry was ordered by the Ministry of Electronics and IT. Prasad apprised Rajya Sabha about the probe. Prasad said in Parliament that Cambridge Analytica has denied to the Indian government that data from Indians was breached, but that contradicted information received from Facebook. Prasad said a notice also was sent to Facebook in March, and it promised to improve its internal processes regarding hacking of

personal data. “They also promised to take various other steps to ensure that such things don’t recur,” he said. Earlier in March, the government issued a notice to Cambridge Analytica a Britain based data mining firm that was at the centre of the Facebook users’ data breach controversy. The government notice was also

addressed to several other entities that were engaged with Cambridge Analytica. Cambridge Analytica declared bankruptcy this year following allegations that it used personal information harvested from 87 million Facebook accounts to help Donald Trump win the 2016 presidential election.

Mumbai, Jul 26 (IANS): Amidst speculation on the fate of Maharashtra Chief Minister Devendra Fadnavis, a group of six Independent legislators on Thursday came out solidly in his support, warning the Bharatiya Janata Party against a leadership change in the state. “In case the BJP decides to remove Fadnavis, we shall withdraw support to the state government,” the leader of the Independent legislators group Ravi Rana told media persons here. On Wednesday, Shiv Sena MP Sanjay Raut created a flutter by claiming that the BJP top leadership was contemplating replacing Fadnavis in the wake of the violent Maratha quota stir which rocked the state since the past three days. However, several senior state BJP leaders and ministers promptly dismissed Raut’s contentions as “rumour-mongering”

if Iranian oil in a company’s portfolio comprised of 10 per cent, the insurance cover would be to the extent of 90 per cent of the processing. Sources said HPCL problem should be sorted out soon and the cancellation of one cargo happened because of new insurance company coming in on the renewal of the cover. Other firms like Indian Oil Corp (IOC) would renew their insurance cover in 2-3 months, by when a clear situation on Iran would emerge, they said. Iran was India’s second biggest supplier of crude oil after Saudi Arabia till 201011 but western sanctions over its suspected nuclear programme relegated it to the seventh spot in the subsequent years. In 2013-14 and 2014-15, India bought 11 million tonnes and 10.95 million tonnes respectively from the country.

lines participated in recent tenders for transportation of Iranian oil, they said. Earlier this month, Hindustan Petroleum Corp Ltd (HPCL) had to cancel the purchase of an Iranian oil cargo after it faced insurance issues. When HPCL at the beginning of the month got its insurance for all its installations - from refineries to pipelines and storages, renewed to protect against any accident, the re-insurer refused to cover any incidents involving Iranian oil processed or stored. Sources said this seems to be a temporary problem and a similar situation had arisen when first round of sanctions against Iran were imposed in 2012. At that time, the insurance cover was extended to all installations minus the proportion of Iranian oil the company processed. So

New Delhi, Jul 26 (PTI): With the US sanctions threatening to block its oil trade, Iran has started providing ships as well as insurance cover to continue exporting crude oil to India, its second-biggest buyer after China, people familiar with the development said. The US, which in May pulled out of a landmark nuclear deal and said sanctions will be re-imposed on Iran within 180 days, has threatened to cut off access to the American banking system for foreign financial institutions that trade with Iran. This has led to European re-insurers refusing to give insurance cover to firms importing Iranian oil. To overcome this, Iran has started providing shipping insurance, the people said. New York, Jul 26 (PTI): Calling cryptocurrency “junk”, Mastercard President and CEO Ajay Banga has said an “anonymised” currency that can fluctuate “wildly” does not deserve to be considered as a medium of exchange. merger of these companies on July 9 and had asked them to meet the demands raised for taking merger on record. Following this, Idea Cellular and Vodafone India, earlier this week, made joint payment of Rs 7,268.78 crore ‘under protest’ to the government. This included Rs 3,926.34 crore paid in cash and Rs 3,342.44 crore furnished as bank guarantees. The combined might of Idea and Vodafone will result in a telecom juggernaut worth over USD 23 billion (or over Rs 1.5 lakh crore), with a 35 per cent market share and a subscriber base of around

If Vodafone and the Aditya Birla Group’s shareholdings in the combined company are not equal after four years, Vodafone will sell shares in the combined company to equalise its shareholding to that of the Aditya Birla Group over the following five-year period. Vodafone Group CEO Vittorio Colao had yesterday said that the company expects the merger to close in August. “In India, where competition remains intense, we have now received conditional approval from the Department of Telecoms for the merger of Vodafone India and Idea Cellular, which we aim to close before the end of August, allowing us to unlock substantial synergies,” Colao had said.

New Delhi, Jul 26 (PTI): Government Thursday gave final approval to the mega merger of Vodafone and Idea Cellular which creates India’s largest mobile operator with about 35 per cent market share and nearly 430 million subscribers, an official source said. The new telecom behemoth - Vodafone Idea Limited - will dislodge Bharti Airtel, the current market leader with 344 million customers from its pole position. A senior DoT official privy to the development confirmed that the final approval has been accorded to the merger today and the two entities will now apprise the Registrar of Companies (RoC) of the various approvals received, wrapping up the last leg of formalities. BRICS for sustainable growth of global trade 4 killed in Paraguay plane crash

Johannesburg, Jul 26 (IANS): Member states of the BRICS economic bloc on Thursday called for sustainable growth of global trade and expressed determination to work together to strengthen multilateralism. “BRICS economies continue to support global economic expansion and outlook,” said the Johannesburg Declaration issued following the 10th BRICS (Brazil, Russia, India, China, South Africa) Summit here. “We advocate continued use of fiscal, monetary and structural policies in concert, to forge strong, sustainable, balanced and inclusive growth,” it stated. In what can be seen as a stinging indictment of US President Donald Trump’s protectionism measures by getting into tariff wars with other countries, the BRICS nations expressed concern over some macro-economic policies “adopted by some advanced countries”. “We express concern at the spill-over effects of macro-economic policy measures in some major advanced economies that may cause economic and financial volatility in emerging economies and impact their growth prospects adversely.

“We call on major advanced and emerging market economies to continue policy dialogue and coordination in the context of the G20, FSB (Financial Stability Board) and other fora to address these potential risks,” said the statement. While China is locked

in a trade war with the US, which accuses Beijing of dodgy business practices, New Delhi last month decided to hike tariffs on 30 US products in retaliation to Trump’s decision to slap more taxes on Indian steel and aluminum. The BRICS nations stressed “the importance

US, EU agree to iron out trade dispute through talks Washington, Jul 26 (PTI): In a significant development, the US and the European Union have agreed to iron out trade dispute through negotiations and put on hold the tariff war while they talk through their differences. The move came after a meeting between US President Donald Trump and European Commission President Jean-Claude Juncker. Addressing a joint press conference in the Rose Garden at the White House, the two leaders agreed to begin discussions on eliminating the tariffs and subsidies that hamper trade across the Atlantic. “We met right here at the White House to launch a new phase in the relationship between the US and the European Union -- a phase of close friendship;

of strong trade relations in which both of us will win; of working better together for global security and prosperity; and of fighting jointly against terrorism,” Trump told reporters. This is a significant development because the US and the EU together count for more than 50 per cent of the global GDP. “Together, we are more than 50 per cent of trade. If we team up, we can make our planet a better, more secure and more prosperous place,” Trump said. The US president said both the parties have agreed to work together toward zero tariffs, zero non-tariff barriers and zero subsidies on non-auto industrial goods. “We will also work to reduce barriers and increase trade in services, chemicals, pharmaceuticals, medical

products, as well as soybeans...This will open markets for farmers and workers, increase investment, and lead to greater prosperity in both the US and the EU,” he said. “It will also make trade fairer and more reciprocal,” Trump added. The two sides also agreed to strengthen strategic cooperation on energy. “The EU will build more terminals to import liquefied natural gas from the US,” Juncker said. They also agreed to work closely together to reform the World Trade Organisation (WTO) and to address unfair trading practices, including intellectual property theft, forced technology transfer, industrial subsidies, distortions created by state-owned enterprises and overcapacity.

of a favourable external environment for sustained growth of global trade”. According to the 23page Johannesburg Declaration, the five memberstates reinforced their commitment to upholding multilateralism and to working together on the implementation of the UN’s 2030

8 killed, 1 missing in Nepal landslide Kathmandu, Jul 26 (PTI): Eight people were killed and one was missing after a landslide, triggered by incessant rains, in central Nepal’s Rasuwa district, police said Thursday. According to the police, the landslide occurred at Timure of Gosaikunda Rural Municipality around 1 am and swept away two houses. Twelve people were injured in the landslide, they said, adding that search and rescue works were underway with the help of the police and locals. In another incident, one person died while four others suffered injuries in a landslide triggered by torrential rain in Darchula district in western Nepal yesterday. Earlier on Monday, three people were killed in a landslide in Rolpa district in western Nepal.

Sustainable Development Goals “as we foster a more representative, democratic, equitable, fair and just international political and economic order”. “We reiterate our determination to work together to strengthen multilateralism and the rule of law in international relations, and to promote a fair, just, equitable, democratic and representative international order,” it said. “We recommit our support for multilateralism and the central role of the United Nations in international affairs and uphold fair, just and equitable international order based on the purposes and principles enshrined in the Charter of the United Nations, respect for international law, promoting democracy and the rule of law in international relations, and to address common traditional and non-traditional security challenges,” it stated. In his interventions during the day’s proceedings, Indian Prime Minister Narendra Modi highlighted the challenges faced by multilaterilism and rulesbased international order. “The Prime Minister emphasised that the objective of preserving multilateralism and the multilateral world order is not to maintain the status quo.

Norway at 33 C last week, more than 15 degrees C higher than normal, according to the Norwegian meteorological institute. Another record in Norway was set at Makkaur on the Barents Sea where the mercury in the land of the midnight sun on July 18 never dropped lower than 25 C. And near the Arctic Circle at Kvikkjokk in Sweden temperatures climbed to 32.5 C on July 17, while the Finnish Lapland the next day saw 33.4 C, according to Meteo France. In Russia’s Siberia,

the mercury hit 37.2 C at Tompo on July 9 and 35.5 C at Vanavara on June 26, the US National Oceanic and Atmospheric Agency (NOAA). In other parts of Europe, a heatwave has moved across Ireland and the British isles to France, though the temperatures have not set record highs. Southern European countries, in contrast, have seen summer temperatures lower than normal, according to the WMO. But the still hot, dry weather triggered wildfires in Greece, claiming

at least 82 lives, making them Europe’s deadliest this century. In Japan, several dozen people have died in the scorching heat which reached a national record of 41.1 C at Kamagaya on Monday, official data showed. T h e s a m e d ay i t reached more than 40 C for the first time in Tokyo’s metropolitan region. In the Sahara desert of Algeria on July 5, the mercury soared to 51.3 C, which was probably “the highest ever recorded in Algeria by reliable instru-

ASUN C I ON, J u l 2 6 (agencies): Paraguay Agriculture Minister Luis Gneiting and three others died when the twin engine airplane carrying them to the capital Asuncion crashed into a wetland on Wednesday night, an official told reporters on Thursday. “It is with great sadness that we announce the deaths of four people on a flight that had an accident,” said Joaquin Roa, the head of the National Emergency Secretariat, adding that emergency workers were currently trying to recover the bodies and that the

aircraft was “totally disintegrated.” A search and rescue team located the small aircraft on Thursday morning six kilometres (3.73 miles) from the airport in the southern city of Ayolas, where the plane took off, Luis Aguirre, head of the National Civil Aviation Directorate told Reuters. “The remains of the plane were found in a wetland. The tip of the tail is visible and the rest of the plane is underwater,” Aguirre said. Aguirre added that the plane was only in the air for

Acting New Zealand PM tells Australia to change its flag Auckland, Jul 26 (PTI): New Zealand’s Acting Prime Minister Winston Peters Thursday called on neighbouring Australia to change its flag, saying it had pinched the Kiwi banner’s design and was causing confusion. “We designed it and they borrowed it and if we wanted to clear the matter up they should change their flag,” Peters told reporters. “It must be patently obvious that all over the world people are confused. I’ve been in places like Turkey and elsewhere where they’ve confused our countries on the basis of those flags. It’s not helpful.” Both the New Zealand and Australian flags are dark blue with the Union Jack emblem of former colonial power Britain in the top right corner. The only major difference is

Record heatwave across Northern Hemisphere Paris, Jul 26 (AFP): From the Arctic Circle and Scandinavia to California, Japan and North Africa, an exceptional heatwave has been sweeping across the Northern Hemisphere for several weeks, setting record high temperatures and causing drought and wildfires. Meteorologists say the summer weather conditions are a result of climate change. “2018 is shaping up to be one of the hottest years on record, with new temperature records in many countries,” said Elena Manaenkova, deputy secretary-general of the World Meterological Organisation (WMO). “This is no surprise,” she added. “The heatwaves and extreme heat we are experiencing are consistent with what we expect as a result of climate change, caused by greenhouse gas emissions. “This is not a future scenario. It is happening now.” The summer weather in the north of Europe has been especially unusual with the thermostat in the Arctic Circle hitting 30 degrees Celsius (86 degrees Fahrenheit). Record temperatures were reported in northern

ments”, the WMO said. It is likely a record for the African continent, since reliable records began, according to Meteo France. But if the WMO recognises data from Africa’s colonial period as reliable, the 55 C temperature reached in Tunisia in 1931 would still be considered as the African record. Neighbouring Morocco has also seen a new national record temperature at 43.4 C on July 3 at Bouarfa, the WMO said. And in the Middle East, on the coast of Oman on the Arabian Peninsula, the temperature never fell below 42.6 C, even at night, on June 28, which could be the highest minimal temperature ever registered there, the WMO said. In the United States, California has been under scorching heat, including record temperatures on July 6 of 48.9 C in Chino in the west of the state, and the next day 47.2 C in the Van Nuys neighbourhood of Los Angeles. At the Furnace Creek station in the Mojave Desert’s Death Valley on July 8, the mercury registered 52 C -- still below the 56.7 C hit on July 10, 1913, although the historic world record is contested by some experts.

that the Australian version has six white stars, five representing the Southern Cross, while New Zealand depicts the constellation with four red stars. Peters, who is temporarily leading the country while Prime Minister Jacinda Ardern is on maternity leave, feels strongly about the flag issue. Opposition leader Simon Bridges ridiculed Peters’ flag preoccupation, accus-

ing him of populism and labelling him “a poor man’s Donald Trump”. Bridges said New Zealanders he had spoken to were concerned about topics such as the economy and healthcare. “They never raised with me changing the Australian flag. That’s weird by even his (Peters’) standards,” he told parliament. New Zealand adopted its flag in 1902, while Australia’s was not officially recognised until 1954. However, the Australian version had been used informally since 1901 and both countries say similar designs were common throughout the late 1800s. New Zealand held a referendum on changing its flag to a silver fern design in 2016, with the proposal defeated 43 percent to 57 percent.

The pilot, Gerardo López, was a former agriculture viceminister. Gneiting, who took office two months ago, is a former governor of Itapua department, one of Paraguay’s main soy producing regions. “All of Pagaguay is in mourning over this accident,” President-elect Mario Abdo, who will take office on Aug. 15, told reporters.

Athens hit by flash floods Athens, Jul 26 (Agencies): A flash flood has struck an Athens suburb just days after the devastating wildfire ripped through parts of Greece killed at least 80 people. The Greek capital’s fire department Thursday received 140 calls for help to pump water from flooded homes and businesses. No injuries have been reported, but dozens of cars were damaged as torrential rain hit. Fire crews headed to a car park in the suburb of Maroussi to see if there were any people trapped in cars that were submerged in a muddy lake. Authorities urged drivers to avoid the area and shut down a side road off the main highway leading north out of Athens. Bulgaria had Wednesday warned Greece and Turkey that they could face flooding after heavy rain.

Man detonates bomb outside US Embassy in Beijing

Beijing, Jul 26 (IANS): A man detonated a bomb on a street outside the US Embassy in Beijing on Thursday, rattling the diplomatically sensitive area in the capital. The police identified the man as 26-year-old Jiang Moumou, who set off a device made from fireworks, injuring his hand. He hails from China’s Inner Mongolia region. “There was an explosion at approximately 1 p.m. on the street outside the South East corner of the Embassy compound,” the US mission said in a statement. “There was one individual who detonated a bomb. Other than the bomb-

er, there were no injuries and there was no damage to Embassy property. The local police responded,” it added. The street in front of the Embassy, Tianze Road, which is also near the embassies of India and Israel, was closed for about an hour after the blast. Soon after the street reopened, a new line began to form outside the Embassy compound. State media outlet Global Times tweeted that local residents had heard a “thunder-like bang”. Video and images posted on social media showed smoke rising from the vicinity of the Embassy in the heart of the Chinese capital with crowds

gathering. Chinese Foreign Ministry spokesman Geng Shuang called the explosion an “isolated security incident”. “Chinese police have dealt with it in a timely and proper manner,” he said. A visa agent, who said he was about 30 feet away when the blast occurred, said the source appeared to be an explosive device, set off by a man who had been trying to call attention to a human rights issue. Earlier in the day, the police arrested a woman spraying petrol on herself in a suspected attempt at self-immolation. It was not clear whether the two incidents were related.

Individual’s privacy is supreme: CJI

New Delhi, Jul 26 (PTI): An individual’s privacy is supreme and should not be disturbed, Chief Justice of India Dipak Misra Thursday said. He said he always believe that privacy is a constitutional concept and one area where there has been a surge in constitutional rights was human rights and their implementation. “My house is my castle, how can you disturb me at my home? Even as a lawyer, you have to have some kind of appointment with me. My time is my time, my life is my life. My privacy is supreme to me,” he said while delivering M C Setalvad memorial lecture on the topic of ‘Dynamic Ascendance of Constitutional Rights-A Progressive Approach’. Justice Misra also spoke on gender equality and mentioned a case from Madhya Pradesh on a proposal for 50 per cent reservation for women in panchayat elections. He said that the argument that women cannot administer and will depend on their husbands was “preposterous”.

“Women are more superior to men in most occasions,” Misra added. He said that constitutional rights are dynamic and for sake of democracy should not stop growing as it will contribute to strengthening the democratic set up. Justice Misra said rights are “not ephemeral or transient”, but “eternal, sublime and constitute the soul and spirit of humanity”. “Therefore, constitutional and human rights have to be honoured and enforced with a tenacious, indomitable and indefatigable spirit,” he said at the lecture organised by the Bar Association of India. “It is this quintessen-

10 new cities will be developed under Smart Cities project: Govt New Delhi, Jul 26 (PTI): The government Thursday said 10 new cities are being built under its Smart Cities project, which envisages to develop 100 cities across the country. Minister of State for Urban Development Hardeep Singh Puri said he was confident that each of these cities will complete projects identified for them in five years. “About 90 of them are brown field projects. In other words, the existing cities where there are already vast urban structures, they are being retro-fitted and retro-developed, but 10 per cent of them are greenfield projects, for instance Naya Raipur,” he informed the Rajya Sabha. Replying to supplementaries, he said, these 100 Smart Cities were selected in four instalments, starting in January 2016, and the 100th city was selected in June this year. Around 2.5 million citizens participated in selecting them. The scheme envisages that the Centre contributes Rs 500 crores in respect of each of these cities, he said. There will be a matching contribution from each of the state governments and the urban local bodies and the remaining resources would be raised through convergence, through pri-

vate-public partnerships, from loans and other sources, he said. Puri said the amount of expenditure that had been incurred as a result of the contracting was about Rs 8,000 crores when he joined the ministry. “Presently, it is about Rs 30,000 crores and by December 2018, it will be about Rs 50,000 crores. So, this is a process which is ongoing. I think, in respect of the cities which were in the first category, that is, the cities which were allocated in January, 2016, 37 per cent of the expenditure would have been incurred,” he said. Puri said the Smart Cities Project envisages a total expenditure outlay of Rs 2,05,800 crores, and this expenditure will be met in stages within five years, in respect of each city from the date of allocation. The minister assured the House that the rate of implementation of the schemes, going by projects anywhere in the world, considering that it has been allocated funds, is extremely fast. “I have absolute confidence that all the hundred smart cities will be completed within five years from the date of commencement in respect of each of them,” he said.

tial spirit that keeps the torch of justice burning bright. It is our strong allegiance and fidelity to this ethos that will lead us on the path of constitutional renaissance and constant awakening thereby ensuing protection of constitutional rights for all,” the CJI said. “The Universal Declaration of Human rights and the International Covenant on Civil and Political rights have served as an important stimulus for all the three wings of the state, the judiciary in particular, for implementation of human rights by raising their status to that of fundamental rights,” he said in his speech. He said that constitutional rights have to be construed and developed in a manner that their real intent and existence percolates to the lowest rungs of the society and in this exercise an important role is played by the state which has to ensure effective implementation of the rights. “The state action has to be concrete and not such that its effects leak into so

is how far the practice of exclusion of certain category of women is valid. Your custom must stand the test of constitutional provisions.” Lawyer Sai Deepak, arguing for People of Dharma, told the judges that the public character of an institution does not take away its identity. “Ayyappa devotees themselves form a ‘religious denomination’ and their rights must be protected,” he said, adding that the exclusion of a certain category of women does not mean discrimination. He also told the judges that there is no connection whatsoever to the “impurity of menstruation” forming the basis of the religious practice. Menstruation is not regarded as impure, said the lawyer, referring to the Kamakhya temple in Assam where the deity Kamakhya is revered as the “bleeding goddess”. Justice YS Chandrachud intervened and ob-

many rivulets that they dissipate. Mere rhetoric and passivity by the state without reflection of serious commitment will only result in reducing the solemn duty of the State to that of a feigned act of affectation,” Justice Misra said. According to the CJI, constitutional rights define and shape the life of citizens and societies in general. “Their positive exposition and assertive and energetic appreciation constitute the lifeblood of progressive societies. “These rights would become a dead letter without their dynamic, vibrant and pragmatic interpretation,” he said. Speaking on the occasion, Acting Chief Justice of Delhi High Court Gita Mittal said that judges have to overcome many hurdles before delivering judgments. She said when being a lawyer, “you won’t realise the bias inside you”. Mittal said once a person becomes a judge, that bias has to be set aside.

IMA calls nationwide strike on Saturday

New Delhi, Jul 26 (IANS): The Indian Medical Association (IMA) on Thursday called a 12-hour nationwide strike on Saturday (July 28) to protest against the “anti democratic and anti poor” National Medical Commission Bill, 2017. “IMA, fully conscious of its responsibility towards the generations of doctors to come, is withdrawing non-emergency medical services across the country on Saturday, July 28, 2018 from 6 a.m. to 6 p.m.,” it said in a release. Terming it a “Dhikkar Diwas” (shameful day), the IMA, whose website says it has more than 2,15,000 doctors as members, said the government is going ahead with the enactment of the Bill despite deep resentment and opposition by medical professionals. On Saturday, all nonemergency services including OPD would remain closed for the 12 hours. However, critical services including deliveries, emergencies and in-patient care would be provided, the doctors’ association said.

Final hearing on PIL against backdoor appts inconclusive legedly violating its own rules, the organisation cautioned that if Nagas did not rise up against such practices, Nagaland would never have a bright future. ACAUT core team member Tia Longchar, who too addressed the media, alleged that the government used all its powers to overwrite all rules and select its own people, especially in home department. He said such a practice was nullifying all the hard work of bright and meritorious youth and called for putting an end to it. Though backdoor appointments persist in spite of the June 6, 2016 high court order that upheld all appointments, he exuded confidence that the judiciary system would not let the hope of thousands of youth down. Demand for SSC: Meanwhile, expressing dismay over the meeting with chief minister Neiphiu Rio on June 25,

PSAN said it was surprised to see his cabinet directing P&AR department to see the feasibility of setting up a Staff Selection Commission (SSC) in the State. Recalling the promise of transparency and meritocracy made by PDA partners before coming to power by displaying PSAN protest pictures in their banners, posters and advertisements, and asking people to vote for them during the last Assembly election, the organisation said the PDA government had a “moral responsibility” to live up to its motto of “change is coming”. PSAN said if States like Arunachal Pradesh and Assam could establish SSC, there was no reason why Nagaland could not establish one, which, according to it, would streamline the recruitment process in the State. It demanded setting up of the commission without any further delay and excuse.

Lunar eclipse: Cloudy skies may play All police stations, chowkis in Delhi to have CCTVs dampener on rare celestial event

Centre orders probe into Delhi starvation deaths

New Delhi/Hyderabad, Jul 26 (PTI): Lunar eclipse on July 27 is tipped to be the longest in the century and planetariums across the country have made elaborate arrangements for enthusiasts, but rains and cloudy skies are likely to play a spoilsport, astronomy experts feel. The eclipse will also coincide with the closest approach of Mars to Earth. The Nehru Planetarium in the national capital will organise a ‘Moon Carnival’ tomorrow. N Ratnashree, the director of the Nehru Planetarium, said besides arranging five telescopes, the centre has also organised lectures pertaining to the eclipse. Amateur astronomers have also volunteered to guide people tomorrow about the eclipse, she said. “But all this is subject to the rains and cloudy sky. There is already a lot of enthusiasm among people,” Ratnashree added. The Astronomical Society of India (ASI) cautioned against creating a hype around this event. “For serious astronomers, this event does offer an extraordinary opportunity to study Mars through their telescopes. ‘Another Ayodhya’ if Sabarimala ban on women scrapped, warn petitioners NEW DELHI, Jul 26 (Agencies): There may be “another Ayodhya” if there is any interference in the Sabarimala Temple’s ban on women, petitioners told the Supreme Court today. To which, Chief Justice Dipak Misra said the Kerala temple’s custom “must stand the test of constitutional provisions”, NDTV reported. The Kshetra Samrakshana Samiti said the fivejudge constitution bench should not “tinker with the religious practice of restricting the entry of women between 10 and 50” into the renowned temple in Kerala. “Any interference with the age-old custom will result in another Ayodhya and will create social tension in Kerala,” lawyer Kailasanatha Pillay said, representing the group. Justice Dipak Misra responded: “If you say it is a public temple, then the custom and essential and practice must be integral to the religion; the question

served, “It is constitutionally impermissible to exclude a section of women on the basis of their physiological conditions. However essential that practice is, it cannot alter basic constitutional principles. If our Constitution overrides all other aspects, there cannot be exclusion of women from temples.” Yesterday, an influential body representing the Nair community in Kerala said that the temple’s deity Lord Ayappa “himself doesn’t want the presence of women between 10 and 50” and allowing them would “change the character of the deity and the temple”. The constitution bench headed by the Chief Justice is hearing a bunch of petitions that challenge the restrictions on the entry of women in the temple; women of an age to menstruate are stopped from entering the temple as its presiding deity, Lord Ayyappa, is considered to be a celibate.

the surface of Mars would probably be disappointed,” it said in a statement. “Since we are in the middle of the monsoon here in India, the sky is likely to be cloudy,” it said. “People in Jammu and Kashmir, and Tamil Nadu are most likely to be able to witness the event clearly,” Aniket Sule, Chair of the Public Outreach and Education Committee (POEC) of ASI, told PTI. Tomorrow night, the total lunar eclipse will coincide with another relatively rare celestial phenomenon known as the Mars opposition. Ratnashree said the Moon would enter the penumbral shadow of the Earth at about 10.53 pm IST. Nothing much will be noticeable to the untrained eyes for next 30-40 minutes. After that, one might notice gradual change in the brightness on the lunar disk. By 11.54 pm, the Moon will enter the umbra of the Earth’s shadow. The dark shadow will now be seen progressing on the lunar disk. This will be quite noticeable to the naked eyes. “At 1 am of July 28, the Moon will be completely inside the umbra of the Earth. At this time, the colour of the lunar disk will be red with it’s many hues - crim-

son, brick red etc. The time of the maximum eclipse is 1.51 am. The total phase of eclipse will end at 2.43 am, it will be out of umbral shadow by 03.49 am and completely out of penumbra at 5 am. The eclipse will last for 103.6 minutes,” Ratnashree said. Mars will rise around the sunset time and will set around the time of sunrise. An opposition happens when Mars is the closest to Earth in its orbit, both on the same side of the Sun. The red planet will appears brighter and bigger than usual. Though the opposition of Mars is tomorrow, it comes closest to us on July 31. This curious fact is because the orbits of all planets around the Sun are not a perfect circle, but an ellipse. Due to this, the closest approach of Mars to us will occur four days later than its opposition. This is also one of the reasons why the distance between Mars and Earth is not the same during every opposition. The distance between Mars and the Earth ranges between about 400-million kilometers (2.7 Astronomical Units, or AU) and 56million km (0.38AU). The closest approaches occur during opposition.

Convert aged coaches UNTABA condemns into restaurants: Rly Board (FromThep-1)association said unless people

New Delhi, Jul 26 (PTI): The Railway Board has instructed its zones to convert overaged coaches into rail-themed restaurants to generate revenue and provide employment. “Rail museums/heritage parks that witness substantial footfall, has potential to supplement its revenue as well generate additional employment by opening rail coach restaurants. For this purpose, railways may suitably convert, refurbish one or two overage coaches into rail theme-based restaurant for catering to museum visitors and general public,” Subrata Nath, executive director (heritage), has said to the railway zones in a letter dated July 21. Citing the example of the Shan-e-Bhopal -- India’s first multi-cuisine rail-coach restaurant located in Bhopal -- Nath said such eateries were popular among tourists and the general public. The concept design and detailed layout may be decided engaging professional agencies in the field of architecture and hospitality sector, the letter said. The zones should formulate proposals and sanction appropriate works for rejuvenation and strengthening railway museums, heritage parks, galleries, providing facilities for differently-abled visitors and installation of CCTV cameras, it added. The letter has also listed a protocol to be followed in restoring vintage saloons and coaches in museums, which require regular up-keep and periodic refurbishing. It has instructed assessment of such coaches by professional agencies to formulate a detailed report of their current status of preservation and work needed for restoration.

under Mejensanger Putu Wameken handled the situation in a matured way, as they did, another border clashes would have erupted again. UNTABA reminded that there was no demarcated boundary between the two states for which active litigation process was undergoing in the Supreme Court for the last 30 years. It said that Assam failing to accept this fact and continuing such illegal intrusions would not only invite contempt of Court, but also invite more unwarranted tensions amongst the people living in both sides. Further, UNTABA reminded that until the Civil Suit No.2 of 1988 was brought to conclusion, the authorities of both the states must work under the Interim Agreement of 1972 and 1979 made between the two state governments so as to maintain status quo. Meanwhile, UNTABA said preemptive action initiated by the Nagaland government ahead of draft NRC publication was “too little too less” since there was no demarcated boundary in the entire stretch of the boundary between the two states. In such scenario, UNTABA said it would be a herculean task to conduct verification. UNTABA maintained that it had therefore been urging Nagaland Government to take up the issue in its right perspective all these times.

through criminal standing counsel Rajesh Mahajan, the police told the bench that the cameras will be installed by mid October 2018. The Delhi HC was hearing a PIL initiated by it in 2012 after the infamous December 16, 2012 gangrape of a young woman in a moving bus. The woman later succumbed to injuries inflicted on her by the rapists. It was also hearing another PIL by social activist Ajay Gautam alleging that there have been several deaths inside police stations in the city in 2018 and the presence of functional CCTVs could act as a deterrent. He has also claimed that even the CCTV cameras installed at a few police stations were obsolete, as they did not have the recording feature, and CCTVs were required at police stations to ensure transparency in their functioning.

New Delhi, Jul 26 (PTI): The Centre has ordered an inquiry into the deaths of three children in the national capital reportedly due to starvation, Union minister Ram Vilas Paswan said today. Three sisters, aged two, four and eight, were found dead in east Delhi’s Mandawali area on Tuesday. The initial postmortem report attributed it to “malnourishment/starvation and its complications”, prompting the city government to order a magisterial probe into the matter. “We have ordered an enquiry into the matter,” the consumer affairs, food and public distribution minister said today. Meanwhile, official sources refuted claims by some AAP leaders that the state government’s proposed doorstep delivery of ration scheme would have averted such a tragedy, saying the family was not eligible for subsidised ration as it did not have a ration card. The AAP government has been alleging that the Lieutenant Governor, a Centre’s appointee, is not allowing it to implement the scheme. The sources said it is up to the state government to fix eligibility criteria for ration card beneficiaries.

‘Will make Pak an Islamic welfare state’ before. We will work for the betterment of the poor and downtrodden people," he pledged. Khan has not officially been declared prime minister yet. According to results

and trends available so far, his party has won 76 seats and is leading in 44 seats, while its main rival Pakistan Muslim League-Nawaz (PML-N) was way behind with 65 seats.

China satisfied with Pak election

Imran Khan

Islamabad, Jul 26 (PTI): Pakistan Tehreeke-Insaf chief Imran Khan said on Thursday that he envisioned to set up a Medina-like welfare state which will be sympathetic towards widows and the weaker sections of the society. In his first public address since his Pakistan Te h r e e k - e - I n s a f ( P T I ) emerged as the single largest party in the general election, Khan shared his vision for Pakistan and pledged to safeguard the interests of ordinary citizens. "I want to share the kind of Pakistan I envision - the type of state that was established in Madina, where widows and the poor were taken care of," the 65-year-old cricketer-turnedpolitician said. "My inspiration comes from the last Prophet who set up an ideal welfare state in Medina. I want Pakistan to become like that. A humanistic not an animalistic state," he said in a speech made from Bani Gala in Is-

lamabad that was broadcast via video link. Khan said his guiding principles will be the same adopted by the last Prophet in setting up one of the "greatest civilisations". "I pledge to our people that I will introduce a system that is for the masses, all policies will be for the people and not for the elite," he vowed. "I will live humbly. So far we have seen that everyone who comes to power changes. That will not happen with me," he promised. Khan said Pakistan was in "shambles" as a state and the country is facing its "biggest challenge" on the economic front. "We are facing governance and economic challenges. Our economy has never been so abysmal. It's because institutions have not been doing their jobs," he said. "Ours style of governance will be entirely different. The one never seen

China on Thursday expressed pleasure over the successful general elections in Pakistan and reiterated its readiness to work with the new government to promote greater development in the all-weather strategic partnership between the two countries. “We are pleased to see Pakistan’s successful general election,” Chinese foreign ministry’s spokesperson said during his regular briefing held in the Chinese capital. He said, “We sincerely hope that Pakistan will maintain political and social stability and concentrate on nation-building.” The spokesperson said that the friendship between Pakistan and China had won the support of the two peoples, adding, “No matter what the outcome of the election, it will not affect the development of PakistanChina relations.”

Religious parties fail to make cut

Much against the popular notion, not a single prominent religious leader has been able to make a cut in the Wednesday’s National Assembly elections of Pakistan. Both emerging religious entities, the Khadim Rizvi-led Tehreek Labbaik Pakistan (TLP) and Mumbai terror attack mastermind Hafiz Saeed’s political front Milli Muslim League (MML), failed to secure any of the 14 National and 30 Punjab Assembly seats. Interestingly, the extreme-right TLP had fielded two women candidates for

National Assembly seats though none of the two -Sumera Noreen and Memona Hamid -- ever appeared in the public to seek votes. Using “Khatme Nabuwat” issue for its electioneering, the outfit managed to mobilize voters from certain pockets in Lahore but could not make any visible dent in the votes of the Pakistan Muslim League-Nawaz. Most of the TLP and MML presence was seen in the form of banners and flexes, as their polling camps and polling agents were seldom found in and around the polling stations.

‘N Korea still making nuke material’

Iran vows not to talk with US under threats

Washington, Jul 26 (AFP): North Korea is still making nuclear material, US Secretary of State Mike Pompeo told lawmakers Thursday, six weeks after President Donald Trump said the nuclear threat from Pyongyang was over. “Yes, they continue to produce fissile material,” Pompeo told senators during a closely watched appearance before the Senate Foreign Relations Committee. Trump met with North Korean leader Kim Jong Un in Singapore on June 12, where the US said Kim had agreed to totally get rid of his nuclear weapons. After the historic summit, Trump tweeted that “there is no longer a Nuclear Threat from North Korea,” but in recent days he has faced criticism about the lack of clear progress towards denuclearization. Pompeo insisted that “progress is happening” and that Trump is “upbeat about the prospects of North Korean denuclearization.”

Death toll from IS attacks in Syria rises to 302

Damascus, Jul 26 (IANS): The total number of people killed in yesterday’s attacks by the Islamic State terror organization in the Syrian city of Sweida rose to 302 on Thursday, a UK-based war monitor reported. The toll increased due to the death of the seriously wounded and the recovery of bodies of those who were missing or executed by IS in the rural areas of the region, Efe news reported citing the monitor. According to the Syrian Observatory for Human Rights (SOHR), 135 civilians were among those killed, including 34 children and 111 fighters. SOHR added that 56 extremists also died, including seven who blew themselves up on Wednesday at different points in al-Suwayda. The death toll could rise further due to the severity of injuries and because people were still missing. The Syrian government’s official news agency SANA reported that a mass funeral had begun in the city of al-Suwayda to bury the victims. K Y M C

Mike Pompeo

The top US diplomat said Trump “would agree that the primary systems that have threatened America continue to exist.” “I think what his comment was that the tension had been greatly reduced,” Pompeo said. Still, he warned, Washington will not let nuclear negotiations with Pyongyang continue indefinitely. “We are engaged in patient diplomacy, but we will not let this drag out to no end,” Pompeo said. Pompeo said he had emphasized this position during “productive” discussions he’d had with Kim Yong Chol, Kim’s powerful

right-hand man. “Progress is happening. We need Chairman Kim Jong Un to follow through on his commitments made in Singapore.” In a sign of potential progress, new satellite imagery shows that Kim has started dismantling a facility seen as a testing ground for intercontinental ballistic missiles. Pompeo added that “every single nation” must maintain enforcement of US sanctions against North Korea. China and Russia have argued that North Korea should be rewarded with the prospect of eased sanctions for opening up dialogue with the United States and halting missile tests. When asked if North Korea is still advancing its nuclear program, Pompeo demurred. “May I answer that question in a different setting?” he said, referring to a closed-door meeting with senators where classified information can be discussed.

Tehran, Jul 26 (IANS): Iranian Foreign Ministry has said the US government should forget talks with Iran under sanction threats. “Iran will never accept one-way negotiations that are based on excessive demands,” Spokesman of Foreign Ministry Bahram Qasemi was quoted as saying on Wednesday by IRNA news agency. “Iran has never hesitated to defend the people’s rights, territorial integrity, or independence of the country,” said Qasemi, Xinhua reported. US President Donald Trump hinted on Monday that Washington was open to negotiate a new nuclear deal with Tehran ahead of looming deadline for Washington to snap back gold and oil sanctions on Iran. Iran’s Supreme Leader Ayatollah Ali Khamenei on Saturday said that any negotiation with the US to solve the existing mutual problems was an “obvious mistake”.

Turkish parl approves new anti-terror law

Ankara, Jul 26 (IANS): Turkish parliament has ratified a new anti-terrorism law proposed by the ruling party, six days after the twoyear-long state of emergency ended. The law was backed by lawmakers of the ruling Justice and Development Party and Nationalist Movement Party, Xinhua news agency reported. The new legislation, approved on Wednesday, empowers governors and security forces with certain powers that they could previously exercise under the state of emergency for another three years. With the law, governors can prohibit individuals from leaving or entering a defined area for 15 days over security concerns, while suspects can be detained without charge for 48 hours or up to four days if there are multiple offences. This period can be extended on two occasions under special circumstances. The law also authorizes the government to dismiss personnel of Turkish Armed Forces, police and gendarmerie departments, and public servants and workers if they are found linked to a terror organisation. On July 18, the country’s state of emergency rule came to an end since it was not renewed by the cabinet. The opposition Republican People’s Party had criticized the new anti-terror legislation as a ploy to make “emergency rule permanent.”

Japan executes 6 cult members involved in 1995 sarin attack

A woman walks on a street while watching TV news reporting executions of six members of Aum Shinrikyo, in Tokyo on Thursday

Tokyo, Jul 26 (Agencies): The last six members of a Japanese doomsday cult who remained on death row were executed Thursday for a series of crimes in the 1990s including a sarin gas attack on Tokyo subways that killed 13 people. Thirteen members of the group had received death sentences. The first seven, including cult leader Shoko Asahara, were hanged about three weeks ago. Japan has never executed so many people in one month, Justice Minister Yoko Kamikawa said. She called their crimes unprecedentedly heinous and said they should never be repeated. The cult, which envisioned overthrowing the government, amassed an arsenal of chemical, biological and conventional weapons in anticipation of an apocalyptic showdown. Named Aum Shinrikyo,

or Supreme Truth, it was blamed for 27 deaths before authorities raided its compound near Mount Fuji in 1995 and captured Asahara nearly two months later. The group’s most notorious crime was the March 20, 1995, subway attack that sickened 6,000 people and sowed panic during the morning commute. The attack woke up a relatively safe country to the risk of urban terrorism. Cult members used umbrellas to puncture plastic bags, releasing sarin, a deadly nerve agent, inside subway cars just as the trains approached the Kasumigaseki station, Japan’s main government district. Commuters poured out of stations, and the streets were soon filled with troops in Hazmat suits and people being treated outside. Kamikawa said it was a terrorist attack that terrified

people even outside Japan. Four of the six executed Thursday released sarin on the subway. The two others were convicted in other crimes, including the 1989 murders of an anti-Aum lawyer and his wife and 1-year-old baby and a 1994 sarin attack in the city of Matsumoto in central Japan, which killed seven people and injured more than 140. An eighth victim in Matsumoto died after being in a coma for a decade. The executions were announced only after they had happened, as is the practice in Japan. Asahara, whose original name was Chizuo Matsumoto, founded Aum Shinrikyo in 1984. The bearded, self-proclaimed guru recruited scientists and others to his cult, attracting people who were disillusioned with a modern, materialistic lifestyle.

The actress has admitted that she didn’t expect to receive such a backlash when the couple announced they were getting divorced in 2014 and they issued a statement saying they were”conscious uncoupling” after seven years of marriage. She said: ”I was really saying we’re in a lot of pain, we failed at this; we’re going to try and do it in a different way. But I was so raw that I didn’t anticipate … I think that

The 34-year-old returned to Broadway on Tuesday, marking the occasion with a selfie on her Instagram account. “Dad, this one’s for you. @waitressmusical here we go…” she captioned the picture. The update comes several days after McPhee, who recently got engaged to 68-year-old record producer David Foster, offered fans a peek of her engagement ring. “It’s been a hard week,” the star confided on Saturday. “Lots of tears but I want to thank my friends and family for all the love and support. She told the New York Times magazine: ”All I’m saying is it’s not nothing. I really wanted another one.” She added: ”Really, the question becomes how much of your ego are you willing to check at the door, and can you let go of spite – because if you can do those things, then you absolutely can have a friendly divorce. Adil, Moeen in Eng squad for 1st Test vs India Rathore urges corporates to

Lo n d o n, J u l 2 6 (Agencies): Spinners Adil Rashid and Moeen Ali have been recalled to England’s squad for the first Test against India at Edgbaston on Wednesday, with Essex seamer Jamie Porter handed his maiden call-up. Leg-spinner Rashid quit red-ball cricket for Yorkshire earlier this year but revealed to Sky Sports last week that he would consider playing against India if asked and is now in line for his 11th Test appearance, first at home and first since England’s tour of India in 2016 after impressing in ODIs. The 30-year-old took 12 wickets as England completed a 5-0 whitewash over Australia earlier this summer and then six in three games as the side secured a 2-1 win over India - Rashid bowling visiting captain Virat Kohli with a stunning delivery in the third and deciding ODI at Headingley. England National Selector Ed Smith says Rashid has confirmed his availability to play Test cricket this summer and on the winter tours to Sri Lanka and the Windies - but Smith has stressed that the bowler

Adil Rashid

must sign a four-day contract with a county in order to be considered in 2019. “Clearly, the one-off circumstances around Adil’s return to the Test squad are unusual. However, the selection panel was unanimous in believing that Adil should be selected in England’s squad,” Smith said of Rashid, who claimed 23 wickets across five Tests in India in 2016.

Moeen Ali

“Following his earlier decision in February 2018, Adil has a white-ball only contract to play for Yorkshire this summer. That arrangement is unchanged by his selection for England. “However, Adil fully understands that if he wishes to be eligible for Test cricket in the 2019 season, he must have a county contract to play four-day cricket. invest in development of sports

Rajyavardhan Singh Rathore with MC Mary Kom and other Athletes.

New Delhi, Jul 26 (PTI): Union Minister Rajyavardhan Singh Rathore Thursday urged investors to pump in money for the development of sports in the country. The sports minister announced that the government is looking to launch a project that will identify the potential and hone the skills of 8-10 years of age in the country and provide them scholarships. “At any given time there are 10 crore students in schools. We will partner with school boards, state governments and even the armed forces. They will identify and map the physical fitness of 8-10-year-olds

based on a simple test,” Rathore said at the Confederation of Indian Industry Global Sports Summit. After the first test has been carried out the number of student will be narrowed to 5000 children followed by 1000 students on which super advance tests will be conducted. “The right physical talent for the right sport will be identified and Rs 5 lakh scholarship will be given to them for eight years so that by the time the child is 16 years he is ready to be a champion. This is the time to invest in sports,” he said. “From 1990 till date, all Olympic medallist and potential medallist have

been funded by the National Sports Development Fund (NSDF). It’s a fund that was largely supported by the PSUs, now we are opening it to the entire country,” Rathore said. The minister said that government is also planning a manufacturers’ summit this year, where international companies along with their Indian counterparts will come together and tell the government what policy modifications are required to start manufacturing sport equipment in India. “By 2019, the sports industry will reach $75 billion. This is the time to be a part of the Indian sports story,” he concluded.

Tite

Rio de Janerio, Jul 26 (IANS): Adenor Leonardo Bacchi, commonly known as Tite, has renewed his contract to coach Brazil until after the 2022 World Cup, the Brazilian Football Confederation (CBF) said. Team coordinator Edu Gaspar has also kept his position following’s Brazil’s quarterfinal loss to Belgium at the World Cup in Russia earlier this month. “The CBF is investing in a longterm project, guarantee the coaching staff a six-and-ahalf year term,” the confederation’s executive manager Rogerio Caboclo said in a statement on Wednesday, Xinhua news agency reported. “We believe that careful planning and execution will deliver Brazilian football the results we want.” The contract extension makes Tite the first person to remain Brazil coach after a loss at the World Cup since Claudio Coutinho in 1978.

Meanwhile, Chelsea have told AC Milan they will have to pay up to £62m for Alvaro Morata after initial negotiations got underway on Wednesday. It is understood Milan’s new sporting director, Leonardo, had a series of phone conversations about a potential transfer, with the player reportedly keen on a return to Italy, where he impressed for Juventus in the Champions League. The two clubs remain poles apart on their valuations of the player, though, prompting Milan to retain their interest in bringing Gonzalo Higuain or Radamel Falcao to the San Siro. Morata joined Chelsea last summer from Real Madrid for an initial £57m, with the job of replacing Diego Costa. But the forward scored just 11 goals in 31 Premier League appearances and lost his place to Olivier Giroud in the latter part of last season.

England Test players must be committed to the County Championship.” Offspinner Ali, who took 19 wickets during England’s 3-1 Test series win at home to India in 2014, is also back in the squad after being left out of the final Test in New Zealand in March and then the drawn two-Test series against Pakistan in May and June. Somerset off-spinner

Dom Bess played against Pakistan but has been overlooked for the first of five Tests against India, as has fit-again county colleague Jack Leach, the slow leftarmer who made his debut in New Zealand before a thumb injury ruled him out of the Pakistan Tests. Smith, though, has confirmed that Leach - not considered due to a lack of overs in county cricket following his thumb injury and a bout of concussion and Bess will train with the squad ahead of the 1,000th men’s Test. Porter and Sam Curran join fellow seamers James Anderson and Stuart Broad in a 13-man squad, with England giving Chris Woakes more time to recover from injury. Opener Keaton Jennings and middle-order batsman Dawid Malan are also retained, although Malan would appear most at risk of dropping out of the XI if England play two spinners at Edgbaston. England and India will play five Tests in six weeks, with the Edgbaston fixture followed by matches at Lord’s (August 9), Trent Bridge (August 18), The Ageas Bowl (August 30) and The Oval (September 7).

Man Utd beat AC Milan after epic shootout James latest footballer on United, who on two occasions attempted to catch the scrambling keeper off his line with Sanchez almost scoring direct from a corner, while Mata came close with a quick free-kick after Herrera was denied by the Italian moments earlier. Sanchez continued to look sharp and the Chile international’s acrobatic volley came close to restoring United’s lead two minutes into the second half. From that point, Mi-

New York, Jul 26 ( Ag e n c i e s ) : M a n chester United enjoyed a winning start to their International Champions Cup campaign after surviving a penalty shoot-out 9-8 against AC Milan. Franck Kessie chipped a spot-kick over the crossbar to finally hand United victory after 26 penalties, following a 1-1 draw in Pasadena, California on Wednesday. Milan twice had the opportunity to prevail after Pepe Reina saved three successive penalties, including one from United counterpart Joel Pereira, but the Red devils eventually triumphed in a marathon.

United made a dream start at the Rose Bowl when the refreshed Sanchez broke the deadlock in the 12th minute. Having struggled following his high-profile arrival from Arsenal, Sanchez – who enjoyed an extended break courtesy of Chile’s failure to qualify for the World Cup – scored with a tidy finish past Gianluigi Donnarumma. Jose Mourinho, however, was left visibly frustrated after United conceded three minutes later – a ball from Leonardo Bonucci picking out Suso with ease. Both teams enjoyed chances to win their ICC

opener but neither side could make the breakthrough in regulation time as United prevailed on penalties. Herrera almost put United ahead in the third minute, but Donnarumma got down low to tip away the shot. But the Red Devils did hit the front thanks to Sanchez nine minutes later after being played through by Mata in a swift move. United’s lead was short-lived, however, as a simple throughball from Bonucci exposed Milan’s opponents – Suso firing a half-volley past Lee Grant. D o nna r um m a a p peared to be targeted by

lan looked the more likely to add to the scoring as United tired with the minutes ticking by, though the tireless Sanchez provided an outlet up front, while Milan debutant Reina made a fine save to keep out Luke Shaw’s longrange effort. Calhanoglu looped a ball over to Fabio Borini, but the substitute’s shot was tipped onto the post by Joel Pereira with six minutes remaining as the match headed to penalties.

Liverpool down Man City 2-1

Liverpool defeated Manchester City 2-1 in the International Champions Cup at the MetLife Stadium in New Jersey. Manchester City forward Leroy Sane opened the scoring after 54 minutes on Wednesday, assisted by Bernardo Silva. Eygptian star Mohamed Salah levelled the game just eight minutes later, reports Xinhua news agency. Liverpool’s forward Sadio Mane added a penalty in the 94th minutes, helping Liverpool clinch the victory. Riyad Mahrez, who just joined Manchester City for a club-record 60 million pounds, made his second appearance for the club. He debuted on Friday in the first match of the pre-season tournament, in which Manchester City was defeated by Borussia Dortmund. Now in its sixth year, the International Champions Cup is a pre-season tournament that has been held every summer since 2013. This year, the tournament kicked off on July 20 and will conclude on August 11. Eighteen elite clubs including Real Madrid, Manchester United and Juventus will play in a total of 27 matches to be held in the United States, Singapore, and Europe.

Spanish taxman’s hit-list

Mad r i d, J u l 2 6 (Agencies): Spain’s taxman wants Bayern Munich’s Colombian midfielder James Rodriguez to pay 11.65 million euros ($13.64m) for evading taxes when he played at Real Madrid, the El Mundo daily reported today. James, who moved to Bayern Munich last year, is accused of having evaded 6.35 million euros in taxes, mainly linked to his image rights, and would have to pay that amount plus a fine and interests for a total of 11.65 million euros, it reported. Citing sources close to the case, the daily said James was transferred to Real Madrid from Monaco for 80 million euros mid2014, but that year he registered as a non-resident. Ta x a u t h o r i t i e s, though, reportedly believe he should have registered as a resident, which means he should settle the difference, or 6.35 million euros, related to his salary and the sale of image rights. Spain’s tax authorities refused to comment when contacted by AFP. The 27-year-old, who won the Golden Boot for the top goal scorer in the 2014

James Rodriguez

World Cup, joins a long list of other players who have got on the wrong side of Spain’s taxman. Some have reached deals, like Cristiano Ronaldo, who recently moved to Juventus from Real Madrid and accepted to pay 18.8 million euros and a

two-year jail sentence he won’t have to serve. FC Barcelona’s star Lionel Messi, though, went to court where he was fined 2.1 million euros for tax fraud and given 21 months in jail, which was subsequently converted into another fine.

Kohima, Jul 26 (NPN): Sechü Zubza FC defeated New Market FC by 2-1 at the ongoing Kohima Football League (KFL) at Kohima local ground on Thursday. The league is being organised by Kohima Town Club (KTC). In a very exciting match, both Sechü Zubza and new Market FC displayed their skills despite the muddy and slippery ground after incessant rain. New Market

FC took the lead in the 24th minute through Achamo Shitio. The first half ended with a scoreline of 1-0 in favour of New Market FC after Sechü Zubza failed to find the net. After the lemon break, a determined Sechü Zubza team fought hard for the equaliser but New Market FC checked their advances. However, in the 81st minute, Shiirhosiil Zhotso found the equalizer for Sechü Zubza. Four minutes later, Sechü

Zubza netted the second goal through Petevizo Kezieo. A desperate New Market FC tried hard to equalize but Sechü Zubza boys held on to win the match 2-1. Players of Sechii Zubza FC, Viketoukho Miasalhou and Aloumei Panmei were cautioned for unsporting behaviour. Friday’s Match Time: 2:00 pm Khriekesa FC Vs Ziekezou SC

New Delhi, Jul 26 (PTI): The International Weightlifting Federation (IWF) has admitted to committing a mistake in giving the exact sample number of Sanjita Chanu in its report of her failed dope test, a development which has prompted the Commonwealth Games gold-medallist to demand an inquiry. The IWF has admitted to mentioning two different urine sample numbers in its communication of her dope flunk earlier this year, according to a letter that the world body sent to the National AntiDoping Agency (NADA). The communication conceding the “administrative mistake” is in possession of PTI. Sanjita has now written to the IWF, seeking a probe into how such a mistake could have taken place. While sending the dope result notification

to Sanjita on May 15, the IWF mentioned sample code number 1599000 as the one collected on November 17 last year at Las Vegas while it mentioned sample code 1599176 in the results section. The admission from the IWF came after the issue reached the Prime Minister’s Office. The PMO had written to the Sports Ministry to look into the matter, which, in turn, directed the NADA to do so. The IWF’s admission, however, is unlikely to have any impact on the actual doping issue and interestingly, the NADA, in its reply to the Sports Ministry, has said that Sanjita “will need to explain before the International Weightlifting Federation hearing panel regarding the Anti-Doping Rule violation”.
