DIMAPUR, JUL 27 (NPN): With the arrival of monsoon season, the possibility of the cases of vector-borne disease like dengue and malaria may increase According to data available from Dimapur district hospital authorities, so far only eight have been tested positive out of 21 cases reported at the district hospital. However, sources said there could be more cases as most of the patients were being treated at private hospitals and the data yet to be submitted to the district hospital authorities. DMC mass social work: In view of recent outbreak of dengue in Dimapur district, Dimapur Municipal Council (DMC) has informed all the citizens under municipality that from August-November 2018 there would be mass social work every Saturday from 7 a.m. to 8 a.m. for removal of stagnant water in respective households. In an order, DMC administrator, Moa Sangtam, has directed all residents to completely remove/drain stagnant water within their respective compounds, from household utensils, flowerpots, drains etc. DMC also informed the colony chairman/GBs to monitor the social work and impose a fine of Rs 100 if they find any household with stagnant water within their compound.
IMA Nagaland branch to join nationwide stir D IMA P UR , J UL 2 7 (NPN): Indian Medical Association (IMA) Nagaland state branch would join the 12-hour nationwide strike on Saturday called by IMA to protest against the National Medical Commission Bill, which seeks to replace the Medical Council of India (MCI) with a new body. As part of the protest, IMA, an organisation of Doctors of Modern Scientific System of Medicine in India, has called for suspending all non-emergency services, including OPD on Saturday from 6am to 6pm. Indian Medical Association said that while all elective procedures will be deferred, critical services including deliveries, emergencies and in-patient care will be provided. The association has stated that a general body meeting of all local branches would be convened at 9 AM on Saturday to pass a resolution against the NMC Bill.

Dimapur, Jul 27 (NPN): In a bid to save the giant fish industry facing losses due to fish ban, a team from Andhra Pradesh is on a tour of the north east region to convince the states to lift the ban on fish from Andhra Pradesh. Food Safety Commissioner Nagaland, I. Himato Zhimomi, in a tweet, said he met Andhra Fisheries Commissioner on Friday in Kohima during which he reiterated the official stand that formalin treated fish would not be permitted to be sold in Nagaland. Himato further requested fish traders to be ethical and use only safe preservation methods. Nagaland banned imported fish on June 22 after fish samples were found to contain formalin under laboratory tests. Kerala banned it on June 24 after detecting traces of formalin in fishes. Manipur had also banned import of icedpacked fish from other states on June 30 after traces of formalin was found in the fishes. Assam imposed ban on July 11 but only for ten days. Among the many demands, the All Nagaland Domestic Workers Union has demanded the state government to recognise domestic workers as workers by including domestic work in the schedule of employment of the Minimum Wage Act and register the union as a trade union. It may be mentioned that unlike other occupation, domestic work
is not recognised as work by the government. Further, the union has demanded from the central government a comprehensive legislation for domestic workers and withdrawal of labour codes, which the centre has brought in to streamline all labour laws into four labour codes. The Ministry of Labour and Employment has been taking steps for simplification, amalgamation and rationalisation of 44 central labour laws into four major labour codes – Code on Wages, Code on Industrial Relations, Code of Social Security, and Code on Occupational Safety, Health and Working Conditions. However, the domestic workers union has expressed apprehension that the four codes would strengthen the hands of the employers and weaken the hands of the workers in various ways.

Andhra fisheries authorities are visiting NE states from Friday in order to sensitise the state fishery officials about the steps taken by the AP government to improve the quality of fish exported to other states. The entire issue came to light on June 24, when over 6,000 kg of fish from Andhra Pradesh were seized at the border checkpost at Walayar in Palakkad in Kerala were found to contain formalin, a carcinogenic substance.

In a press release, transmission division Kohima, executive engineer informed that restoration of the lines was likely to be delayed since the landslide was still continuing. Further, 33kV AP-1 feeder has also been affected due to landslide near Sechu, Zubza affecting the power Supply to Peren district and Medzipema area. D IMA P UR , J UL 2 7 (NPN): Legislators Forum on AIDS (LFA)-Nagaland, state consultant, Dr. Vinito L. Chishi has revealed that, though slow progress, HIV prevalence in Nagaland has come down in the last five years. Dr. Vinito said five years ago HIV prevalence rate for adults in Nagaland was at 1.25%, however, at present (till May 2018) the same was at 0.76% (source: NACO technical report). He said at present general populace prevalence rate was at 0.82% (source: NACO HSS 2014-15 report). He, however, cautioned that since HIV prevalence

Myanmar Army launches offensive against NSCN (K) GUWAHATI, JUL 27 (AGENCIES): Myanmar Army has launched operation against several camps of Naga rebel group NSCN (K) inside that country forcing a large number of NSCN (K) cadres to flee, according to security sources. The Tribune report stated that Myanmar Army launched the operation against the NSCN (K) camps in Sagaing region of Myanmar, notwithstanding a ceasefire agreement between the two parties. The operation began on Wednesday. Meanwhile, NSCN (K) spokesperson, Isak Sumi claimed that the entire NSCN (K) was safe in the wake of operation launched against it by the Myanmar Army. Isak Sumi in his Facebook post said: “The on-going standoff between the Myanmar Army and Naga Army has
temporarily been resolved without untoward incident but Naga Army had to make a tactical withdrawal. The overall situation is still tense but the Naga Army are reentrenched again and safe. Requesting prayer to all the loved ones”. It may be mentioned that NSCN (K) has been maintain its base in Myanmar and there it has provided logistic support and training to many other militant outfits from North Eastern region especially those from Assam and Manipur including ULFA (I), NDFB (S), PLA etc. These groups have also formed am umbrella organization to launch joint attacks. Government of India has been mounting pressure on Myanmar to evict NE militants groups that have pitched their camps inside Myanmar territory.

Dr. Vinito divulged that as of May 2018 since 2000 (cumulative figure), in Nagaland a total of 10, 46,767 adults have been tested (blood screened) for HIV out of which 23, 491 have been tested positive. LJP puts Modi govt on notice NEW DELHI, JUL 27 (Agencies): Ram Vilas Paswan-led Lok Janshakti Party (LJP) Friday put ally BJP on notice. It said it would be forced to join Dalit protests against the Narendra Modi government on August 9 if its two demands were not met by then, reports the Business Standard. LJP is the latest in a series of BJP allies who in recent months have flexed muscles. If it was the BJP which parted ways with its Kashmir ally PDP, the TDP quit the BJP-led alliance in March, and Shiv Sena has kept BJP on tenterhooks. Other allies have also been more voluble in expressing disconcert at BJP leadership not heeding their concerns. Decrease in fish production despite crores spent: PDR Govt to check overloaded NDPP condemns D IMA P UR , J UL 2 7 (NPN): People for Democratic Rights (PDR) on Friday claimed that fish production in Nagaland decreased despite crores being released for fishery activities under various schemes/projects. In this regard, PDR through its media and publicity affairs has raised several queries on fund utilization and demanded the department to bring out a white paper on the fishery activities in the state and the reason for the declining fish production. Citing Nagaland Economic Survey 2016-17, PDR said fish production increased to 8605 MT during 2016-17 from 8220 MT in 2015-16. However, during 2017-18, it said the fish production decreased to 8200 MT covering only about 30% of the total requirement of fish consumption in the state.
PDR said this was also disclosed by former Fisheries secretary while speaking at a programme in Kohima on April 17, 2018 and published in the local dailies. However, as per 201718 Annual Administrative Report of the Fisheries department, PDR noted that there was a huge demandsupply gap despite huge amounts of money being released for various fishery activities. For instance, it said during the financial year 2017-18 alone under the Blue Revolution (NEC project), Finance department, Expenditure ‘B’ Branch released Rs 7.35 crore to Fisheries department under Demand number 51 on various occasions-- i. on 27 November 2017, an amount of Rs 10250000 was released as the 1st installment, ii. on 29 March 2018, an amount of Rs. 21940000 was released
as the 3rd and final installment and iii. again on 29 March 2018, an amount of Rs. 19100000 was released as “20 % state share against 1st, 2nd, 3rd and final installment of Central share. PDR maintained that if the state was contributing its 10% share against each installment, it should have been 30% percent and not 20% alone. Moreover, it was also not known whether the 2nd installment was released, PDR added. In this, PDR pointed out that since the state contributed only 20% share while citing it as state share for 3 installments, it clearly reflected that the Finance department released DA for only 2 installments. PDR said it wondered whether the Fishery department received the 2nd installment and how much was the amount received. It further pointed out that on August 17, 2017,
an amount of Rs. 19060000 was released for development of fisheries in the state under CSS on Blue Revolution (backlog of 2016-17). Highlighting several instances, PDR said a total amount of Rs 2.40 crore was also released on two occasions- March 29, 2018 and December 5, 2017 for development of fish seed and table farm (NEC) at Ghowoto Village, Dimapur. The amount of Rs 2.40 crore was only the 1st installment inclusive of state share. Since it clearly mentions as the 1st installment, more funds are anticipated, it added. On June 12, 2017 and March 16, 2018 PDR said Rs. 854000 and Rs. 1600000 respectively were released as 10 % state share for 1st and 2nd installment for development of Paddycum-Fish Culture.

DIMAPUR, JUL 27 (NPN): As notified by the Ministry of Road Transport and Highways (MoRTH), the Deputy Commissioner (DC) Dimapur would issue an order to check the overloading trucks along National Highway-29. MoRTH had on July 16, 2018 notified maximum safe axle weight for different categories of transport vehicles. According to an official bulletin, the matter was discussed at a meeting chaired by deputy commissioner (DC) Dimapur, Sushil Kumar Patel, and attended by commissioner & secretary (W&H) Nagaland, general manager NHDICL, DCP traffic, DTO, EE PWD(NH), EAC Chumukedima and DPRO Dimapur on July 27, 2018 in the office chamber of DC Dimapur. At the meeting, the members deliberated on issues regarding tonnage limit of overloaded trucks on NH-29 and improvement of existing NH-29 for smooth passage of traffic. Further, general manager NHIDCL was requested to improve the condition of NH- 29 for smooth passage of traffic. Discussing on road issue, it was informed that Niuland-Zhadima-Kohima road was opened for light vehicles only. DIMAPUR, JUL 27 (NPN): Drawing attention to the border tension along Halwating-Tuli area, NDPP 21 Tuli A/C has vehemently condemned the intrusion of Assam authorities in to Nagaland led by Assam police and the local MLA of Amguri, Prodip Hazarika. According to NDPP 21 Tuli A/C media & communication cell, the police and local MLA of Amguri entered into Nagaland on July 23 to set up a police outpost at Watiyongpang. NDPP alleged that this group from Assam tried to cause communal disharmony amongst the Assamese and the Nagas living in the border as well as create law and order situation. NDPP asserted that the said area was well under the jurisdiction of Wamaken village since time immemorial and the villagers had been cultivating in that area since the time of their ancestors. “It is absurd that the Assam government is suddenly trying to claim that area as theirs!”, NDPP stated. Meet discusses NE states’ dependence on central funding DIMAPUR: Resident commissioners of all the North Eastern states of India held a “brainstorming and intellectual lunch session,” called by chief resident commissioner of Nagaland Dr. D. K. Bhalla at Nagaland House R.K Puram, New Delhi on July 27. A press release from New Delhi Nagaland House PRO (IPR), Kuolie Mere stated that the session was called in order to brain storm different policies and options for development of the North East region. Among the things discussed in the meeting was how most of the North Eastern states were deficient in generating monetary resources and how the states could be made more self-sufficient so that they do not have to only depend on central funding. The possibility of mandating that all corporate houses spend their CSR funds for developmental activities in the North East was also discussed. It will allow the corporate sector to explore various avenues of development and nation building in North Eastern states, they opined. At the meeting, it was also suggested that the rich flora and fauna, bio diversity etc of the NE states can be used for revenue generation by developing sustainable tourism activities without disturbing the

Patton inaugurates biometric system at PHQ
DIMAPUR: Deputy chief minister Y. Patton inaugurated Aadhaar Based Biometric system installed in the Police Head Quarters (PHQ) on July 27 in Kohima. According to a press note sent by PHQ through DIPR, Patton mentioned issues related to maintenance of law and order which needed to be improved. He also stressed on investigation of pending high profile cases which, he said, should be concluded at the earliest and the monthly progress report should be submitted to the government.
The deputy chief minister also spoke about traffic management and traffic regulations. He expressed deep concern over the encroachment of police land by civilians and said that strict action should be initiated against these encroachers. Patton also stated that cleanliness drives should be initiated in every Police station and reserve, as an effort towards making Nagaland a plastic free state. Director General of Police, T. Mnp ‘encounter killings’: SC summons CBI director
New Delhi, Jul 27 (Agencies): The Supreme Court on Friday pulled up the Central Bureau of Investigation (CBI) for the investigation agency’s slow pace of investigation into the alleged extra-judicial killings by security forces in Manipur, The Indian Express reported. The apex court directed the agency’s chief to appear before it on July 30 to decide what can be done to expedite the probe process. The Indian Army, Assam Rifles and the Manipur Police have been accused of fake encounter killings in 1,528 cases from 2000 to 2012 in the insurgencyhit state. Two weeks ago, the top court had directed the CBI director to form a team of officers to conduct the probe. In April, 282 cases were referred to the Supreme Court for verification, prompting the bench to direct the Centre to distinguish those related to the armed forces, including the

Similarly, it had asked the Manipur government to examine and segregate the cases related to the local police. “The state of Manipur will examine these 265 cases and segregate the cases of Manipur Police. Similarly, the Union of India will examine and segregate the cases related to the armed forces including Army and Assam Rifles,� the bench had said. Based on a public interest litigation, the Supreme Court in 2016 had ordered
a thorough probe into the alleged killings, observing that the use of “excessive or retaliatory force� by the armed forces or police was not permissible in “disturbed areas� under the Armed Forces (Special Powers) Acts (AFSPA). It also noted that “democracy would be in grave danger� if citizens were killed merely on suspicions that they were enemies of the state. In its contention, the Centre said an internal enquiry had already been conducted by the Human Rights Division of the Army and the Defence Ministry. To this, the apex court had said that it did not possess accurate and complete information on each of the 1,528 cases over the last 20 years. The Army too had contested the Supreme Court’s decision, saying it cannot be subjected to FIRs for carrying out antimilitancy operations in insurgency-prone areas like Jammu and Kashmir, and Manipur.

10 injured as protestors clash with police in Manipur

Imphal, Jul 27: At least 10 persons including four police personnel were injured as anti-Manipur People’s Protection Bill 2018 protest turned violent at Lalpani area in Jiribam district Friday. Six protesters were also injured in the clash, police said. According to reports, the incident occurred at around 1.30 pm after a large number of protesters tried to stage a sit-in demonstration protesting against the Manipur People's Protection Bill 2018 which was passed by the state Assembly recently. The Bill seeks to protect the identity of indigenous people of the state taking 1951 as the base year for treating people as natives of the state. The protesters have been demanding a change in the base year to 1972. "Since Section 144 of CrPC have been imposed in the district since morning, the police had asked the protesters to get permission for their sit-in from the district administration," said a senior police officer. However, the agitators de-
fied the prohibitory order and staged the protest at Lalpani area under Jiribam police station. The scuffle broke out when police personnel tried to disperse them. In the clash, four personnel including the SP and a woman personnel received minor injuries. Six of the protesters were also injured. Earlier in the day, Jiribam district magistrate imposed prohibitory order in the region under section 144 of CrPc. Tension prevailed in the district after Bengali and Bengali Muslims in the district rose up in protest against passing of Manipur People’s Protection Bill, 2018 with 1951 as ‘base year’ by the Manipur Assembly on July 23. Registering their objection to the bill, they carried out a protest rally in the district under the aegis of a Joint Action Committee (JAC). The rally originated from public ground at Lalpani concluded at the same place after submitting a memorandum to DC Jiribam Robert Singh Kshetrimayum.

IMPHAL, Jul 27: Protesting against their eviction, irate women vendors in Imphal on Friday laid siege to a police officer who was supervising the eviction drive. In compliance to a government order not to allow street vendors to sell their wares on the streets after 8 am in the morning and before 5 pm in the evening, police has been carrying eviction drive, particularly during the day time. Today, when a city police team led by its office-incharge carried out the drive
asking the vendors to vacate the streets using loud speaker, streets vendors gathered themselves and protested against the eviction. The women vendors converged from different parts laid siege to the police personnel including women personnel. While other police personnel were let to go, they kept the OC encircled at Shamu Makhong area of the Ema Keithel (Women market). After keeping the police officer under siege, they demanded apology from the police alleging that some police personnel used of-
fensive language during the eviction drive. Later, the OC was released after top officials of the state police department intervened by convincing the irate vendors. They demanded that the state government allow them to sell their wares during the day time. The women vendors also claimed that nearly a month since the police conducted drive against them, they have suffered a lot. They said that they could not even sell their wares properly and for which their daily earnings have been badly affected.

Shillong, Jul 27 (PTI): The by-election to Ranikor assembly constituency in Meghalaya will be held on August 23, the day when by-election to South Tura will also be conducted. State Chief Minister Conrad K Sangma will contest from South Tura in West Garo Hills district. “The Election Commission has announced that the by-election for the Ranikor seat will also be held on August 23,� Chief Electoral Officer F R Kharkongor told PTI. The EC on July 23 announced the date for South Tura. He said the notification for the Ranikor by-poll will be issued on July 30 while the last date of filing of nomination papers will be August 6. The nomination papers would be scrutinised the next day. The last date of withdrawal of nominations will be on August 9. The results will be declared on August 27, he said.
Agartala, Jul 27 (PTI): Two persons have been arrested for vandalising a statue of veteran Communist leader Baidyanath Majumder at Srirampur in Unakoti district of Tripura, located about 185 km from here, police said Friday. District Superintendent of Police Lucky Chauhan said the incident took place late on Wednesday and two youths have been arrested in this connection. However, we have not found any political angle into the incident, she said. It may be recalled that soon after the BJP came to power in the state, a group of miscreants had bulldozed the statue of Communist icon Vladimir Lenin at Belonia, the headquarters of South Tripura district, in May this year. Locals informed Wednesday’s incident to police who accordingly tried to identify the miscreants. “Two youths, identified as Litan Sarkar and Ranjit Nama were arrested in this connection,� Chauhan said.

CBCD Christian education deptt organises VBS DIMAPUR: Chang Baptist Church Dimapur (CBCD) Christian Education Department, organised a weeklong Vacation Bible Study (VBS) from July 16 to 22 under the theme, ‘Game on--gearing up for life’s big game’ (2 Peter 1:3). A press release from Christian Education Department CBCD stated that six classes were divided according to age named: beginner, primary, junior, intermediate, senior, and young adult. To make the event more interesting for children, four teams were divided: Germany, Argentina, Portugal and Brazil, where four teams competed against each other in all categories for the whole week like reciting Bible verses, singing, drama, games and activities. The last program was conducted at Noune resort where team Germany was declared the winner. A total of 176 children from the age group of 4 to 21 years attended VBS from CBCD Christian education department. 21 teachers, four volunteers and five cook and Christian Education Board members were also part of the program. A total of 220 members attended the VBS.

akistan’s elections have rarely been free or fair but that goes with the kind of over bearing role played by the chiefs of the military, powerful elites and ISI throughout its chequered history. The recently concluded elections was also another classic example about the powerful lobby exerting control through secret manipulations. Pakistan is often described as a rogue state because it unabashedly sponsors terror groups such as - Al Qaeda, Laskhar-e-Omar, Lashkar-e-Taiba, Jaishe-Mohammed and Sipah-e-Shaba to name some. Imran Khan, the former cricket superstar and his Pakistan Tehreek Insaf (PTI) which was formed in 1996 won majority with 110 seats but still short of 27 seats out of the 137 required for a simple majority to form the government. The results were not entirely unexpected because the ‘Deep State’( heads of the military, ISI, civil and justice officials) had already decided on whom to foist at the next prime minister. This was done by filing charges of corruption against PMLN chief and former prime minister Nawaz Sharif and his daughter then arresting and then imprisoning him after he returned home to fight the case. The other opponent the PPP led by Bilawal Bhutto son of late Benazir Bhutto also fared badly. In a shocking result, Bilawal came third in the cost when he lost the family stronghold of Lyari seat. With Sharif in jail and Bilawal not allowed to addressed many public meetings on whatever plea, the entire campaign was tailor made by the ‘Deep State’ to suit Imran Khan. This time the ‘Deep State’ decided to keep out its former protégée Nawaz Sharif. The elite decided it was time to give a new man with an unknown image a chance so as to “be part of the change”. The powerful elite got rid of both Sharif and Bhutto and replaced them with a cricketer-cum-playboy who carries his idealistic dreams with him and who is clueless about the intricacies of international politics. Imran sold his idea of a welfare state and created an image as the anti-dote of everything that has gone wrong with Pakistan politics. Imran will also have to take along some of the other parties in order to form a coalition government. The party of the Bhutto family, the Pakistan People’s Party (PPP) won 42 seats and could likely extend support to PTI in forming the government. India will be watching the post-election scenario in Pakistan closely. Indian media including government have been cautious about Imran as the next prime minister. He is known to be close to the radical Islamic groups in Pakistan and has also been called as ‘Taliban Khan’. New Delhi cannot expect any major thaw in the frosty relationship between the two nations under Imran but that does not mean the opportunity should be lost. The two countries have much to gain and nothing to lose by being friends and turning their focus on trade and economic ties. That is not an impossible task which was witnessed during Atal Behari Vajpayee’s term and also Dr.Manmohan Singh. There are hawks and doves on both sides of the border but people on both sides share the same history and culture. Normalisation can take place if religious radicalism on both sides is not allowed to hijack peace and prosperity.

No one ever receives a word from God without instantly being put to the test regarding it. We disobey and then wonder why we are not growing spiritually. Jesus said, “If you bring your gift to the altar, and there remember that your brother has something against you, leave your gift there before the altar, and go your way. First be reconciled to your brother, and then come and offer your gift” (Matthew 5:23-24). He is saying, in essence, “Don’t say another word to me; first be obedient by making things right.” The teachings of Jesus hit us where we live. We cannot stand as impostors before Him for even one second. He instructs us down to the very last detail. The Spirit of God uncovers our spirit of self-vindication and makes us sensitive to things that we have never even thought of before. When Jesus drives something home to you through His Word, don’t try to evade it. If you do, you will become a religious impostor. Examine the things you tend simply to shrug your shoulders about, and where you have refused to be obedient, and you will know why you are not growing spiritually. As Jesus said, “First…go….” Even at the risk of being thought of as fanatical, you must obey what God tells you.

Hepatitis – a global health concern
H
epatitis is a term used to describe the inflammation of the liver as a result of viral infection or exposure to harmful or toxic substances such as drugs or alcohol. While some types of hepatitis will pass without causing permanent damage to the liver, chronic cases can cause cirrhosis, liver failure or cancer. There are five main hepatitis viruses, referred to as types A, B, C, D and E, which pose the greatest risk. Hepatitis B (HBV) and C (HCV) are viral infections which can cause chronic hepatitis and are the leading causes for hepatic cirrhosis and cancer, thus creating a significant burden to healthcare systems due to the high morbidity / mortality and costs of treatment. Around 70-80% of people with Hepatitis B or C do not even have any symptoms. The symptoms often go unnoticed, the reason why this disease is also known as the ‘silent killer.’ Approximately 1 in 12 persons worldwide, or some 500 million people, are living with chronic viral hepatitis. About 15 million Indians are anti-HCV positive and 5 million of them may be viraemic. Of these, nearly 25%, i.e. over 1 million, may develop chronic liver disease within 2 decades and 1%–4% of them may develop liver cancer. Annually, in India about 250,000 people die of viral hepatitis or its sequelae. About 130–170 million people worldwide are chronically infected with hepatitis C virus, and more than 250,000 people die from hepatitis C-related liver diseases each year. There are an estimated 2-4 million people in the United States, 5 to 10 million people in Europe and about 15 million people in India who are chronically infected with HCV. HCV has six major genotypes, referred to as genotypes 1 through 6. It is important for the treating physician to determine which HCV genotype a patient has, as this information can impact decisions regarding the type and duration of treatment. The major risk factor for HCV infection is parenteral exposure, primarily through blood products and needle sharing among injection drug users. Recipients of previously
unscreened blood, blood products and organs, patients and employees in haemodialysis centers (nosocomial infections). hemophiliacs, injection drug users sharing contaminated needles and/or injection materials , people exposed to unsterile medical or dental equipment. Occupational exposure to blood - people administering or receiving acupuncture and/or tattooing with unsterile devices. Health care workers ,through sexual route and perinatal transmission (infants born to infected mothers ) Screening for HCV among blood donors has reduced the risk of acquiring HCV from blood products by half to two thirds. Some people acquire the infection through non-parenteral means that have not been fully defined, but include sexual transmission in persons with high risk behaviors, although transmission of HCV is generally less common than that of HBV and HIV. Approximately 70%–80% of people with acute Hepatitis C do not have any symptoms. If present they can include : Flu-like symptoms • Fatigue • Nausea • Aching muscles and joints • Anxiety and depression • Poor concentration • Stomach ache • Loss of appetite • Dark urine/ bright stools. Transfusion and use of unsterile syringes are the dominant mode of transmission of HCV in India. 15%–20% of all chronic liver disease and hepatocellular cancer HCC in India are caused by HCV . Currently, there is no approved vaccine for HCV. All children should get the Hepatitis B vaccine. Babies should get a first dose of the hepatitis B vaccine at birth. They should have all three shots in the series by age 6 to 18 months. Infants born to mothers who have acute hepatitis B or have had the infection in the past should get a special hepatitis B vaccine within 12 hours of birth. Children younger than age 19 who have not had the vaccine should get “catch-up” doses. Adults at high risk for Hepatitis B should also be vaccinated, including: Health care workers and those who live with someone who has hepatitis B, people with end-
stage kidney disease, chronic liver disease, or HIV infection, people with multiple sex partners and men who have sex with other men and those who use recreational injectable drugs. There is no vaccine for hepatitis C. Hepatitis B and C viruses are spread through contact with blood or bodily fluids of a person infected with the virus. The viruses are NOT spread through casual contact, such as holding hands, sharing eating utensils or drinking glasses, breastfeeding, kissing, hugging, coughing, or sneezing. Avoid coming in contact with blood or bodily fluids of others, avoid sharing personal items, such as razors or toothbrushes DO NOT share drug needles or other drug equipment. Clean blood spills with a solution containing 1 part household bleach to 9 parts water. Be careful when getting tattoos and body piercings. Safe sex means taking steps before and during sex that can prevent you from getting an infection, or from giving an infection to your partner. After realizing the gravity of these infections, and in recognition of the birthday of Professor Baruch Blumberg, who won the Nobel Prize for discovering the Hepatitis B virus, World Health Organization has decided to observe 28th July as the “World Hepatitis Day” to create awareness among the people about the infection, its consequences and ways and means to prevent the spread of this dreadful and fatal disease. World Hepatitis Day was launched in 2008 in response to the concern that chronic viral hepatitis did not have the level of awareness, nor the political momentum, seen with other communicable diseases such as HIV/AIDS, tuberculosis (TB) and malaria. This is despite the fact that the number of people chronically infected with, and the number of deaths caused by, hepatitis B and C is on the same scale as these conditions. ommunication plays a vital role in our life. There are various reasons why communication skills are important for students. Communication skills help students in their study, to secure an interview ,to advance in their career, to do their job well and of course for social networking etc. Communication can be categorized into three basic type namely (i) verbal communication (ii) written communication (iii) Non-verbal. Verbal communication in business take place over the phone or in person. The Medium of the message is of oral in which you listen to a person to understand their meaning and the message. Verbally, we all communicate. But how effective do we communicate? Effective communication takes place only if we speak clearly with correct pronunciation, and by listening actively. The English Language is now the Global Language in its true sense. English is a dynamic language and is always evolving in terms of increasing the lexical resources and their usages. Every Language has a set of sounds and these sounds exist in some relationship with each other. English being a Non-Phonetic language ,it is not always pronounce the way it is spelled or written. Therefore the art of mastering the language is not easy. During our school days we didn’t get a chance to learn about different sound sets, for example we learn in English there are 26 letters , 21 consonants and 5 vowels (letter “y” being the special vowel as it mostly takes the form of ‘E ‘vowel sound when we pronouce). But we grew up without learning vowel and consonantal sounds. Therefore when we communicate or speak in English we speak, but without proper pronunciation, stress, articulation and intonation (music in speech). For instance Bill Clinton speaks Hindi in American Accent and I speak English in Sumi Accent (First language Influence / Mother Tongue influence).Tough English is the official Language of our State it is the fourth langauge that we are learning. First being your Mother Tongue, second will be Nagamese, Third is Hindi and the fourth is English .Suppose if we ask the President of America to speak Sumi Language it will be very difficult for him to speak but if we train him he may as well be able to speak a little but it will sound very choppy and funny when we listen to his speech. Similarly when a native English speaker hear us speaking in English he may as well feel funny (may not laugh at our face tough) because of incorrect pronunciation
,intonation and sentence construction. It is important that we learn different sound sets, rise and fall in pitch, breaking the word into syllable by identifying the vowel sound, knowing which syllable to stress in order to reduce First language influence when we speak in English. Therefore the attempt is to neutralise the accent by learning different sound sets in English and not trying to speak in American or British accent (no harm in learning) because unless you and i are born and raised up from there no matter how much you try, you will never sound like them rather you would sound “fake”. Secondly, in contrast to verbal communication, written communication are printed messages. Example of written communications include writing proposal, e-mails, letters and operating policies. Verbal communication takes place in real time whereas written communication occurs at different times. Sender can write a message and the receiver can read it anytime. A written communication can be read by one -to - many as opposed to one-to -one verbal conversation. There are exceptions of course. Conference calls and speeches are oral one-to -many communications and e-mails may have only one or more recipient. Another form of communication is Non-Verbal. What you say is a vital part of communication but what you don’t say can even be more important .Researchers says that 55 % of in -person communication comes from Non-verbal like Facial expressions, Eye Gaze, Gestures, Body language and postures, appearance etc. Non verbal cues can also affect whether you get a job offer in an interview .A change in facial expression can change our emotional state. To be an effective communicator we need to align our body Language, appearance and tone with the words we’re trying to convey. The then US President Barack Obama is one living example of an effective communicator of our time. Nagaland will very soon like the rest of the world start communicating with clients by text, audio, video conferencing in the job and even in schools. This is why students need to improve their communication skills while they are in school and college. Chakhroma GBs’ Union on illegal immigrants vis-à-vis NRC
W
ith the publication of the draft National Register of Citizens (NRC) in our neighbor state, Assam, which is due shortly, influx of illegal immigrants in huge number into our state is expected if we do not remain vigilant. It is heartening to see the Government of Nagaland taking preventive measures to tackle the situation. However, the Chakhroma G.Bs’ Union (CGBU) is of the opinion that much is still desired to be done in this regard and the issue has to be seriously taken up not by the Government alone but also by the Village Councils, various organisations as well as every individual collectively. With the announcement of publication of the NRC, a rush to procure one or another legal document to prove their citizenship was also noticed even in our state. People claiming to be from Assam or other states were seen applying for various documents such as Birth Certificates, Driving license, Residential Certificates etc, and many had already easily procured it. It is a sad reality that many people in other states, particularly Assam, are now using documents procured from Nagaland to claim citizen-
ship. This is a very alarming issue and raises serious concerns as Nagaland has become a place where even illegal immigrants can get any documents on payment without any proper verification. It may be mentioned here that when verification of Non- locals in Dimapur was taken up in the year 2017 upon the Government Order No.ILP/11/2017, it was found that some of them could not produce any valid document in support of their citizenship, while some were found shifting from one place to another during verification period to avoid detection. This shows the number of illegal immigrants still residing in our state especially Dimapur. The CGBU, therefore, with great concern for our people and our land urge everyone including the Administrations, Village Councils, Unions and Organisations to not only stay alert but also take prompt necessary action to tackle and address this issue. The CGBU would like to suggest some measures which we feel will be useful to check the influx and presence of Illegal Immigrants in our state: 1. The GOVERNMENT should not issue any license or permits to
the non-locals without verifying the antecedents of the Applicant. It has been noticed that the non-locals are able to easily procure Driving License especially from the newly created districts which are later used as a valid document to freely move around and claim citizenship. Similarly Birth Certificates and other Certificates/ Permits are found to be issued without proper verifications in many places, and surprisingly it is issued on payment of extra amount, even when there is no proof of citizenship. Thorough checking should be done at all entry points and any person found without valid documents should be immediately deported. 2. T h e TOW N S / MUNICIPAL COUNCILS should properly verify the citizenship and places of origin and the backgrounds before issuing trade license or any other licenses to any nonlocal within their jurisdiction. Any non-local with doubtful history should not be allowed engage in any work whatsoever. Work permits should be granted only to the genuine citizens of India, 3. T h e N A G A POLITICAL GROUPS should not give protection or empowerment to any unknown non-local

The VILLAGE COUNCILS should keep a strict check on the presence and activities of nonlocals within their jurisdiction. The councils should keep regular verification on the population of nonlocals within the village jurisdiction and any person without proof of citizenship should not be allowed to reside within the village and the Councils should assist the administration in every possible way to check influx of illegal immigrants within their territory. Residential Certificates or any other certificates by the Village should not be given to anybody who is not in possession of proof of citizenship. Moreover, non locals should not be allowed to enroll their names in the Electoral Roll without
proof of citizenship. 5. The INDIVIDUAL NAGAS should also not give shelter or tenancy to any non-Naga without verifying his antecedents. Adoption of non Nagas should be discouraged and avoid by any means in our society. Past incidents have shown us that many crimes and antisocial activities are committed by non locals who are adopted or who have patronage of Nagas. There are also incidents where bad bloods are created among the Nagas at the behest of non locals. Employing non locals for any work should be done only after proper verification. 6. T h e v a r i o u s UNIONS, ASSOCIA-
TION AND ORGANISATIONS should give all support and assistance in this regard and they can even initiate their action plans to tackle the menace of illegal immigrants in our land. The CGBU call upon all to rise to the situation and act together to save our land from the hands of the illegal immigrants while there is still time. The Union undertake to do our own part within our jurisdiction and to extend our support to the government in this regard whenever called upon to do so. He also expressed serious concern over rise in HIV case among children. Dr. Vinito said children as young as 14 years have been infected through sexual route and tested positive. Quoting SIMS report from April 2016-March 2017, he said 15% of HIV positive in Nagaland belonged to the age group of 15-24 years while 6% were from <14 years. The most infected age group belonged to 25-34 years at 42% followed by 3549 years at 31% while >=50 years are at 6%. Citing the routes of HIV transmission in Nagaland from April 2016-March 2017 (source: SIMS), he said 90% of transmission was through sexual route, 6% from parent to child, needle and syringes 1%, blood to blood 0% and 3% from unknown sources. He cited sexual intercourse with female sex workers (FSW), MSM, migrants and transgender as primary source of HIV infection in Nagaland while infection through injecting drug use (IDU) has decreased significantly in last few years. The state consultant said sex workers, gay men, migrants, refuges, transgender people are more affected by HIV while FSW risks for 13 times higher, MSM 27 times higher, IDU 23 times higher and transgender women 12 times higher. Death of patients on ART has been recorded at 1561 while 7436 (including children) are recorded to be alive and on ART. New Delhi, Jul 27 (PTI): The amendment to the Prevention of Corruption Act will ensure that honest officers will not be harassed by investigative agencies in the process of apprehending the corrupt, Union Minister Arun Jaitley said Friday. The Prevention of Corruption (Amendment) Bill, 2018, which seeks to punish bribe givers for the first time with imprisonment of up to a maximum of seven years, was passed by Parliament this week. “I do hope that the investigators also realise that it is only professionalism and fairness which will ensure a higher rate of conviction. Punishing the corrupt has to be judiciously balanced
with non-harassment of the honest,” Jaitley wrote in a Facebook post. The amendment “corrected a fundamental flaw” in the 30-year old anti-corruption law, which was enacted in pre-liberalisation regime and had not anticipated the kind of risk which could be faced by honest decision makers. The HDFC Bank report acknowledged that the risks on inflation still persist, but added that the rise in food prices (in June and July) has been lower than the historical trend. The sub-par food inflation can offset the likely impact of hike in minimum support prices (MSP) for food grains announced earlier this month and also the elevated core (excluding food and fuel) inflation, it said. Additionally, stabilisation in the otherwise volatile rupee and the moderation in oil prices can also be pointed out by RBI as a comforting factor, it said. The bank said it expects a sharp decline in the headline inflation to 4.4 per cent in July from the 5 per cent level in June, which had led to voicing of concerns.

Mumbai, Jul 27 (PTI): It is a “close call” for the Reserve Bank of India (RBI), but its rate-setting panel will go for a status quo on key policy rates at the August monetary policy review, a report by HDFC Bank said Friday. “It’s a close call and a tough balancing act, but we expect the RBI to tilt in favour of a ‘hold’,” its house economists said in a note. After last review in June, when the RBI hiked rates by 0.25 per cent, and data releases showing hardening in inflation, many analysts had voted for a rate hike. But the divide on the call seems to be coming out now as the review date nears. Last week, economists at country’s largest lender SBI had also said that the RBI may go for a status quo.

New Delhi, Jul 27 (PTI): ICICI Bank Friday reported a loss of Rs 119.5 crore on standalone basis for the June quarter, on account of rise in bad loans. The bank’s net profit in the year-ago period stood at Rs 2,049 crore. Total income was Rs 18,574.17 crore as against Rs 16,847.04 crore in April-June, 2017-18, the bank said in a statement. Net profit on consolidated basis for the June quarter was a meagre Rs 4.93 crore, compared to Rs 2,604.73 crore a year ago. There was a deterioration in bank’s asset quality, with gross non-performing assets (NPAs) or bad loans widening to 8.81 per cent of the gross advances as on June 30, 2018, compared to 7.99 per cent by June last year.

New Delhi, Jul 27 (PTI): ITC on Friday went past Hindustan Unilever to become the country’s fourth most valued firm in terms of market valuation helped by a smart surge in its share price. At close of trade, ITC shares ended 5.24 per cent higher at Rs 302.20 on BSE. Intra-day, it zoomed 6.91 per cent to Rs 307 -- its 52week high. The stock was the top gainer among the 30-Sensex blue chips. Led by the sharp rally in the stock, the company’s market valuation rose to Rs 3,69,259.15 crore, which was Rs 10,460.27 crore more than that of HUL’s Rs 3,58,798.88 crore m-cap on BSE. ITC becomes country’s 4th most valued firm in m-cap
Mumbai, Jul 27 (PTI): India’s forex reserves increased by USD 67.7 million to USD 405.143 billion for the week ended July 20, mainly due to a rise in foreign currency assets and gold reserves, RBI data showed Friday. The overall forex reserves had decreased by USD 734.5 million to USD 405.075 billion in the previous reporting week. In the week under review, foreign currency assets, a major component of the overall reserves, increased USD 46.8 million to USD 380.049 billion, the data showed. Expressed in US dollar terms, foreign currency assets include the effect of appreciation or depreciation of non-US currencies such as the euro, pound and yen held in the reserves. Gold reserves increased for the second consecutive week, up USD 24.9 million to USD 21.140 billion. The special drawing rights with the International Monetary Fund (IMF) decreased by USD 1.8 million to USD 1.480 billion, while India’s reserve position with the IMF also declined by USD 2.2 million to USD 2.474 billion, the central bank said.

Mumbai, Jul 27 (PTI): The country’s gold imports, which has a bearing on the current account deficit (CAD), increased by 22.31 per cent to USD 33.65 billion in 2017-18, according to Commerce Ministry data. Imports of the yellow metal stood at USD 27.51 billion in 2016-17 financial year. In 2015-16, the imports aggregated at USD 31.7 billion. CAD, which is the difference between the inflow and outflow of foreign exchange, jumped to USD 48.7 billion, or 1.9 per cent of GDP, in 2017-18 fiscal. This was higher than USD 14.4 billion, or 0.6 per cent, CAD in 2016-17 fiscal. Increase in gold imports pushed the country’s trade deficit to USD 157 billion in the last fiscal, an increase of about 45 per cent as compared to the year ago period. Imports of the metal, however, recorded negative growth since January this year. India is the largest importer of gold, which mainly caters to the demand of the jewellery industry. New Delhi, Jul 27 (PTI): Union Minister Arun Jaitley Friday exuded confidence that GST rates on cement, ACs and televisions will be cut as tax revenues increase, and only luxury and sin goods will attract the highest slab of 28 per cent. In a Facebook post, Jaitley termed the pre-GST indirect tax regime, during which most of the household items attracted a levy of 31 per cent, as “Congress Legacy Tax”. The past one year, he added, has seen rate reduction in 384 commodities. Goods and Services Tax (GST), which subsumed 17 local taxes, was rolled out on July 1, 2017. “Today, the 28 per cent category is being phased out. Bulk of these items remaining in this category are only luxury items or sin goods. The other items outside the luxury–sin goods category are cement, airconditioners, large screen televisions and a handful of others,” Jaitley said. “Hopefully, with further expansion of revenues, these few items may also witness a change

‘UN at risk of running out of cash’, warns UN chief
UNITED NATIONS, Jul 27 (PTI): The United Nations is at risk of running out of cash, the UN chief has warned, urging member states to pay their mandatory contributions on time and in full to ensure that the world body can continue to deliver on its key mandates. In a letter to UN staff, Secretary-General Antonio Guterres said he had “written to member states regarding the troubling financial situation facing the United Nations”. “Caused primarily by the delayed contributions of member states to the regular budget, this new cash shortfall is unlike those we have experienced previously,” he wrote in the letter. “Our cash flow has never been this low so early in the calendar year, and the broader trend is also concerning: we are running out of cash sooner and staying in the red longer,” the letter stated. As of July 26, as many as 112 member states, including India, have paid their regular budget dues in full. India made a payment

In the corresponding period last year, the amount paid to the regular budget was just over $1.70 billion. A total of 81 nations are yet to pay their regular budget dues. These include Afghanistan, Bangladesh, Brazil, Egypt, Israel, Maldives, Pakistan, Saudi Arabia, Seychelles, Sudan,
Syria, the United States and Zimbabwe. The United States is the biggest contributor to the United Nations, paying 22 per cent of the $5.4 billion core budget and 28.5 per cent of the $7.9 billion peacekeeping budget. US Ambassador to the UN Nikki Haley had said that other countries need to “step up” and pay a bigger share, adding that Washington’s contribution will be capped at 25 per cent. Last year, the UN had agreed on $5.4 billion budget for the 2018-2019 fiscal year. The US had negotiated a reduction of over USD 285 million from the budget, saying the “inefficiency and overspending” of the UN are well known and it will “no longer let the generosity of the American people be taken advantage of or remain unchecked”. Mr Guterres said he has appealed to member states to pay their assessments on time and in full, and highlighted the risk the current situation poses to the delivery of mandates and to the reputation of the organisation.

Athens, Jul 27 (IANS): The death toll in the wildfire which swept through a once idyllic seaside resort in eastern Attica rose to 87 on Friday, according to the latest update from local authorities. Meanwhile, the government said the deadliest blaze in over a decade in Greece was most probably the result of a well prepared plan by arsonists. The fire started on Monday. Autopsies were carried out on 86 bodies recovered from the Mati, Neos Voutzas and Kokkino Limanaki settlements, the head of the Athens coroner’s service Nikos Karakoukis was cited as saying by Xinhua news agency. The process of identifying the dead was continuing at the police forensics labs, he said. Moreover, a 62year-old burn victim died in hospital, the Health Ministry announced. According to the medics, 11 of the 187 injured in the wildfire were still in intensive care because of their critical condition. Greek officials have not yet released the number of the missing as the search continued among the charred remains of homes and cars and the sea area, where thousands of people fled to escape the blaze.
‘US looking forward to 2+2 dialogue with India’ Washington, Jul 27 (PTI): The US and India are working together “hand in glove” diplomatically and militarily to build dimensions of the critical bilateral relationship ahead of the “two-plus-two” dialogue, a State Department official has told American lawmakers. During a Congressional hearing, Alice Wells, principal deputy assistant secretary of state for South and Central Asia, said the US is looking forward to the “two-plus-two” dialogue with India in New Delhi in September. She said she expects substantial progress will be made in the bilateral
relationship during the dialogue. “On India, we’re looking ahead to the September 6th two plus two and the joining of forces between Secretary (of State Mike) Pompeo and (Defence) Secretary (James) Mattis to help define what (is) major defence partnership,” Wells said, responding to a question from Indian-American Congressman Ami Bera. “We’re working together hand in glove diplomatically and militarily to build out the dimensions of what Secretary Pompeo said is one of our most critical relationships,” she said. The September meet
will be the first “two-plustwo” dialogue between India and the United States. Last month, the US had postponed the dialogue due to “unavoidable reasons”. The dialogue, a vehicle to elevate the strategic ties between the two countries, was announced last year during Prime Minister Narendra Modi’s meeting with President Donald Trump. Indication that the two countries are closer to signing the long-pending foundational agreements, Wells said, “We’re going to be able to demonstrate both in terms of the prog-
ress we make on the agreements we can reach that will make it easier for US to share classified information and undertake logistical activities together.” The dialogue is expected to give meaning and definition to how major purchases and on-theground activities such as the Malabar Exercise can work together to secure the Indo-Pacific region, Wells said. Lo n d o n, J u l 2 7 (Agencies): North Korea has returned remains believed to be of 55 US troops killed during the Korean War, bringing renewed hope to families who have waited decades for closure. The return of the remains, brought to a US base in South Korea, is the latest move in the cautious diplomacy between Washington and Pyongyang. The repatriation was agreed at the June summit between US President Donald Trump and North Korea's Kim Jong-un.

day after chief EU negotiator Michel Barnier told visiting British Brexit Secretary Dominic Raab that a key element of the plan involving Britain collecting customs duty for the EU must be changed and repeated scepticism about May’s efforts to extend to the British mainland special customs arrangements which the EU is willing to offer Northern Ireland. The BSG said, “The backstop remains specific to the unique circumstances of the island of Ireland and ... cannot establish the terms of the future relationship between the EU and UK. It is incumbent on the UK that it no longer postpone coming forward with its own, workable and legally op-
erative proposal for a backstop.” The BSG stresses that without a credible, genuine and operational backstop, it will be impossible for the European Parliament to give its consent. Without ratification of that withdrawal agreement, Britain would not have the orderly Brexit, including a status quo transition period, which has otherwise largely been agreed. Mumbai, Jul 27 (Agencies): Maharashtra Chief Minister Devendra Fadnavis has called an all-party meeting on Saturday to discuss the issue of granting reservations for the Maratha community in educational institutions and government jobs, The

MLAs from various parties, including the BJP, have submitted their resignations to state Assembly Speaker Haribhau Bagade in support of reser vations for Marathas. The Speaker’s office however indicated that the resignations have not yet been
accepted. The situation was tense throughout the day today after a protester, who was injured in Wednesday’s violence Navi Mumbai, succumbed to his injuries. According to the police, Rohan Todkar, 25, had suffered multiple injuries
to head and limbs during the violence at Koparkhairane in Navi Mumbai on Wednesday. However, strong police presence in Navi Mumbai and various other places in Maharashtra ensured that the situation did not go out of hand.

LU C K N OW, J u l 2 7 (PTI): As many as 27 people were killed as heavy rains wreaked havoc in different parts of Uttar Pradesh , a government spokesperson said in Lucknow Friday. Thundershowers were likely to continue at many places across the state, the MET office said. Widespread rains in different parts of the state since yesterday claimed 27 lives, the spokesperson said. While five people died in Agra, four deaths were reported in Mainpuri, three each in Muzaffarnagar and Kasganj, two each in Meerut and Bareilly and one each in
Kanpur Dehat, Mathura, Ghaziabad, Hapur, Jhansi, Rae Bareli, Jalaun and Jaunpur, the official said. As many as 12 others were injured in different parts of the state, he added. Chief Minister Yogi Adityanath directed officials to launch relief and rescue work on a war footing and asked district magistrates of the affected areas to immediately provide necessary monetary help, as per the rules, in cases of house collapse. Directions were also issued for taking all necessary steps to ensure proper treatment to the injured as
the chief minister warned officials that no laxity will be tolerated in relief works. The MET office said that southwest monsoon was “active” over east Uttar Pradesh and “vigorous” over the western part of the state causing moderate to heavy rain and thundershowers at most places. According to officials, chief amount of rainfall recorded in cm were- Mathura- 19, Kasganj- 18, Aligarh- 13, Gautam Buadh Nagar- 10, Barabanki, Badaun, Saharanpur, Firozabad- 9 each, Ravidas Nagar and Gorakhpur- 8 each.
Leaders make a beeline for Karunanidhi’s residence
Chennai, Jul 27 (PTI): Even as political leaders cutting across party lines made a beeline for the residence of Dravid Munnetra Kazhagam (DMK) patriarch M Karunanidhi, who is being treated for fever, party working chief and his son M.K. Stalin on Friday said the ailing leader’s condition was improving. “There is good improvement in his health, the fever and infection are receding,” he told reporters. President Ram Nath Govind and Prime Minister Narendra Modi had enquired about the 94-year-old DMK chief ’s health. India yet to write to us on Choksi: Antiguan PM New Delhi, Jul 27 (IANS): Antigua and Barbuda Prime Minister Gaston Browne on Friday said that the Indian government has not approached them on fugitive diamond jeweller Mehul Choksi who has secured citizenship of the Caribbean country, but promised all cooperation on the issue. Speaking to television channel CNN News18, Browne also said Choksi, who got the citizenship when there was no case against him, can lose the citizenship if he gave any false information at the time of application. Choksi, wanted in the Rs 13,500 crore Punjab National Bank % fraud case along with nephew Nirav Modi, had taken Antiguan citizenship last year. “At the time when he applied about August last year, there was no derogatory information on him. T h i ru va na n thapuram/Kochi, Jul 27 (PTI): A day after the National Commission for Women said it has recommended a ban on confessions in churches over fears they could lead to blackmailing of women, a Kerala bishops body has petitioned Prime Minister Narendra Modi against the move, calling it “shocking”. Union Minister Alphons Kannanthanam, a Kerala native and a Christian, meanwhile “rejected outright” the NCW’s recommendation, insisting that the Modi government would never interfere in religious beliefs of people. “It was shocking not only for the Christian community but also to everyone who stands for the freedom of religion,” Kerala Catholic Bishops’ Council president Archbishop Soosa Pakiam told a press conference in Thiruvananthapuram. He said a memorandum has been sent to the prime minister against the recommendation. Pakiam said the NCW had “abused” its powers by submitting a “one-sided” report to the Centre without consulting the church. He called it an “irresponsible” act done “with ulterior motives”.
Pakiam also wrote to George Kurian, Member Secretary of National Commission for Minorities, requesting him to raise before appropriate authorities the concerns of the church. Kurian was learnt to have forwarded the letter from Pakiam to the prime minister and home minister. “We strongly feel the recommendation is unwarranted and intended to tarnish the credibility of the Church. It is unfortunate that people in responsible positions make such statements which deeply wound the religious sentiments of the Christian minority community,” Pakiam wrote in the letter. Kannanthanam came out against the NCW recommendation after the Church in Kerala protested. “It is not the official stand of the government. The Union Government has no connection with the stand taken by the NCW chairperson Rekha Sharma. It is a personal opinion of Rekha Sharma,” Kannanthanam, Union Minister of State for Tourism, wrote in a Facebook post. “The Narendra Modi government would never interfere in religious beliefs,” he insisted.
Ultimatum from Paswan, son Chirag in fresh ally trouble for BJP NEW DELHI, Jul 27 (Agencies): In more alliance trouble for Prime Minister Narendra Modi, union minister Ram Vilas Paswan and his son Chirag Paswan have served an ultimatum over the appointment of a retired judge they say acted against Dalit interests, NDTV reported. The Paswans have threatened that their Lok Janshakti Party (LJP) will join anti-government protests by Dalit organisations on August 9 if their demands are not met. Paswan’s party wants the government to bring an ordinance or executive order to restore stringent arrest rules in the Scheduled Caste and Scheduled Tribes (Prevention of Atrocities) law for the protection of Dalits. A Supreme Court bench in March scrapped a provision in the law for immediate arrest. The Paswans also want the government to cancel the appointment of one of the judges in that bench, retired Justice AK Goel, as the chief of the National Green Tribunal. As ‘Modicare’ deadline nears, major states hold out
NEW DELHI, Jul 27 (Agencies): The central government’s plan to launch the world’s largest government-funded healthcare programme - Ayushman Bharat, popularly referred to as “Modicare” is already facing obstacles, NDTV reported. While the government had earlier said that the launch date would be October 2, on Gandhi Jayanti, it is now aiming to launch the scheme by August 15 as Prime Minister Narendra Modi is likely to make the grand announcement on Independence Day. However, 10 big states are yet to sign up for the ambitious scheme. On February 1 this year, then Finance Minister Arun Jaitley, had announced the scheme which would provide a health insurance cover of Rs. 5 lakh per family per year to 10 crore poor and vulnerable families. States that haven’t signed not only include
non-BJP states like - Odisha, Punjab, Delhi, Karnataka, Telangana, Tamil Nadu and Kerala but also BJP-run states like Rajasthan, Maharashtra and Goa. Seven out of these 10 states haven’t signed the scheme yet as their existing state health insurance schemes cover a larger population than what is proposed under Ayushman Bharat. Six out of these seven are still in negotiation with the government so that their scheme can be integrated with Ayushman Bharat but Odisha has flatly refused to adopt Ayushman Bharat. Odisha’s Chief Minister Naveen Patnaik also wrote a letter to Prime Minister Narendra Modi on June 16, informing him about the decision. If the state wants to cover any population beyond that, it will have to bear the expenses on its own. For instance, Rajasthan’s current scheme Bhamashah Swasthya Bima Yojana (BSBY) provides an insurance of Rs. 3 lakh per family per year to 90 lakh families while Modicare has only identified 60 lakh
beneficiary families. Rajasthan’s Health Secretary Naveen Jain said, “As of now, we are continuing our scheme only since it is functioning well and covers higher population. It is very difficult to switch over quickly. The National Health Authority is aware of our concerns and we are examining all the options.” Similarly, Tamil Nadu’s existing scheme Chief Minister’s Comprehensive Health Insurance Scheme (CMCHIS) provides an insurance of Rs. 1 lakh per family per year to 1.6 crore families while Modicare has only identified 78 lakh beneficiary families. A rough calculation shows that in other states like Maharashtra, Punjab, Karnataka and Telangana, the gap between their schemes and Modicare comes to 2.4 crore families. While the state schemes in
these four states would cover a total of 4 crore families, Modicare would cover only 1.6 crore families. Delhi does not have any existing insurance scheme but is unsatisfied with Ayushman Bharat’s proposed target of 6 lakh families which is just 3 per cent of its total population of 2 crore. Delhi government is currently examining options to cover a larger population than the current target under Ayushman Bharat. Two states-Kerala and Goa have agreed in principle but haven’t signed the Memorandum of Understanding (MOU) yet due to procedural delays. Kerala would have more people covered under Ayushman Bharat than its existing scheme while Goa would have a deficit but Goa is not looking for going beyond the proposed target under Ayushman Bharat.

Islamabad, Jul 27 (IANS): The Tehreek-eInsaf (PTI) led by Imran Khan was on Friday scouting for partners to form the government in Pakistan after emerging as the single largest party but short of a majority in the National Assembly elections marred by allegations of military interference and rigging. With nearly two days elapsing since the counting of poll results began, the PTI has retained its considerable edge over its contenders, bagging 116 of the total 270 seats on which elections were held, according to the preliminary results announced by the poll officials here. The incumbent Pakistan Muslim League-Nawaz (PML-N) bagged only 64 seats and the Pakistan Peoples Party, led by former Prime Minister, the late Benazir Bhutto’s son Bilawal Bhutto-Zardari, was placed third with 43 seats. While cricketer-turnedpolitician Imran Khan, 65, is all set to be the 19th Prime Minister, his tryst with destiny still faces a possible last glitch. A party needs at least 137 seats to cross the half-way mark in the 272member National Assembly. Seoul, Jul 27 (IANS): South Korea and North Korea have agreed to hold general-level military talks next week, Seoul’s Defence Ministry said on Friday. North Korea had proposed the talks, which South Korea accepted, according to the Defence Ministry. The general-level military dialogue would be held on July 31 at the Peace House, a South Korean building at the border village of Panmunjom, Xinhua news agency reported. The South Korean delegation would be led by Major General Kim Do-gyun who will talk with his North Korean counterpart Lt.

The waqf, the religious authority that runs the mosque, confirmed the gates were closed after clashes broke out. Israeli police did not immediately comment. Reuters news agency reported that masked youth cracked fireworks in the direction of Israeli police near the mosque on Friday and police charged the mosque compound to confront them. Lima, Jul 27 (IANS): Peru has 186 species of animals that are facing extinction, of which 64 are critically endangered species, according to the “Red Book of the Endangered Wildlife of Peru,” launched by the National Forest Service and Wildlife (SERFOR) at the Lima International Book Fair (FIL). A result of the long and meticulous work of researchers and specialists from both public and private sectors, the book also includes a list of 203 animal species made vulnerable as
127 constituencies. A party needs 149 seats in the 297-member Punjab assembly to form the government in the wealthiest and most populous province of Pakistan. A friend inside her home called 911, pleading with the dispatcher that they needed to get help as soon as possible. Demi received Narcan, a lifesaving drug, which counteracts opioids. Conflicting reports claim there were two different ways the singer received the drug — one report alleges it was the paramedics who administered it; another claims it was her friends inside the home who gave it to her. Sydney, Jul 27 (Agencies): Peter Handscomb has denied playing any part in the Australian cricket team’s ball-tampering scandal. He insists vision of him appearing to run a message out to Cameron Bancroft has been drastically “edited”. Video of the incident appears to show coach Darren Lehmann using a walkie-talkie to contact 12th man Handscomb after noticing Cameron Bancroft’s attempt to scuff the ball with sandpaper during the Cape Town Test in March. Hanscomb then appears to run a message out to Bancroft, widely alleged at the time to be from Lehmann. C o l o m b o, J u l 2 7 (Agencies): Sri Lanka all-rounder Danushka Gunathilaka has been banned for six international matches for breaching code of conduct regulations, the country’s cricket board said on Friday. Sri Lanka Cricket, the national governing body, had launched an inquiry into alleged misconduct by the 27-year-old and had suspended him from all forms of international cricket at the conclusion of the second Test against South Africa. Gunathilaka was banned for three matches by SLC last October for misconduct during the home series against India and was also handed a suspended sentence of an additional three matches over a oneyear period. “Out of the total six matches, three matches have been handed over for the latest violation of the ‘Player Code of Conduct and Contractual Obligation’ he has entered to with Sri Lanka Cricket,” the board said in a statement. “Whilst another 3 matches are given from a suspended sentence of one year, which Gunathilaka was already serving since 18th October, 2017, for breaching the ‘Player Contract,’ in an earlier occasion.”

CAS upholds Valcke’s ban
LAUSA NNE, J ul 27 (Agencies): Jerome Valcke’s 10-year ban from football was upheld by the Court of Arbitration for Sport on Friday. The secretary general at FIFA for eight years during Sepp Blatter’s presidency was fired in 2016 and banned from all football-related activity for 10 years by the FIFA ethics committee. His appeal was heard in October, and on Friday it was dismissed by CAS.
“The offenses found to have been committed by Jerome Valcke were cumulatively of a serious degree of gravity,” CAS said in its statement, adding the ban and fine of 100,000 Swiss francs ($100,200) “were wholly proportionate.” Valcke was fired in January 2016 after being implicated in irregular World Cup ticket and broadcast rights sales, plus expense abuses including personal use of private jets.
