DIMAPUR, JUL 28 (NPN): Welcoming the advisories issued by the state home department as preventive measures against influx of illegal immigrants ahead of publication of Assam’s NRC final draft; the Leader of Opposition and former chief minister, TR Zeliang, Saturday, however, said such a one-time checking cannot bring forth any tangible result. Zeliang in a statement pointed out the “vulnerability and effectiveness” of the Inner Line Permit (ILP) was a contentious subject and which could not be wholly relied upon to check influx. He, therefore, suggested that the state government device sustainable mechanisms by bringing an ordinance in the Assembly for regulation of a permanent system in the State. Taking the example of Assam , Zeliang shared the statistics that out of 3.29 crore people who had applied for inclusion of their names in the NRC since 2015, the first draft contained names of 1.9 Crore Indian citizens living in
KOHIMA, JUL 28 (NPN): Massive landslide triggered by incessant rainfall for the past few days has blocked the NH-2 near Phesama thereby completely cutting off Kohima-Mao Gate road, which is a lifeline to several Southern Angami villages and also neighbouring Manipur state. According to reports, mudslide from above the road near FCI godown, ahead of Phesama village, has totally blocked the highway,some 9 km
away from Kohima. Police sources confirmed that the highway was cut off and that the mudslide from above the road, was continuously flowing down the road. Police said some light vehicles were plying via Phesema-Lerie colony Kohima through Kucha road, but added that road condition was not good. Advisor for Youth Resources & Sports, Zale Neikha, who visited the spot to take stock of the situation on hearing about the calamity, informed that the NH-2 was intact, but mas-

NEW DELHI, JUL 28 (AGENCIES): Fuel prices in the country were lowered on Saturday after a three-day pause in price revision. Staterun oil marketing companies Indian Oil, Bharat Petroleum and Hindustan Petroleum revise fuel prices with effect from 6 am on a daily basis. Petrol price per litre in metro cities were slashed to Rs 76.16 in Delhi, Rs 83.61 in Mumbai, Rs 79.05 in Kolkata and Rs 79.11 in Chennai. Diesel, on the other hand, was revised to Rs 67.62 in Delhi, Rs 71.79 in Mumbai, Rs 70.37 in Kolkata and Rs 71.41 in Chennai. On Friday, diesel prices were cut, however, petrol rates remained unchanged. International benchmark Brent futures were trading lower by 25 cents to $74.29 a barrel. Government allowed revision of fuel rates on a daily basis since mid-June last year.

I TA NAG A R , J ul 2 8 (Agencies): Parliamentary secretaries in Arunachal Pradesh will have to lose their posts, as the Itanagar permanent bench of Gauhati High Court has declared the Ar unachal Pradesh Parliamentary Secretaries (Appointment, Salaries, Allowances and Miscellaneous Provisions) Act 2007 as ‘unconstitutional’. The bench comprising Justice Monojit Bhuyan and Justice Rumi Kumari Phukon on July 25 while closing a PIL filed by one Kyoda Ram, pronounced the Act as ‘Unconstitutional’ in line with the Supreme Court judgement of July 27, 2017 on the Assam matter of appointing parliamentary secretaries. “Parties agreed that in view of the decision of the Supreme Court, the PIL does not survive for further consideration,” the judges stated while giving their verdict. Additional Advocate General of the state Kardak Ete informed that the certified copy of the judgement would be available in a day or two. The Pema Khandu-led BJP government in Arunachal Pradesh has at present 23 parliamentary secretaries.

DIMAPUR, JUL 28 (NPN): With barely 48 hours remaining for publication of the much-anticipated final draft of National Register of Citizens (NRC) in Assam, fears have mounted over possible large scale influx of illegal immigrants from the neighbouring state into Nagaland. And even as the State government had issued advisories to village, town and municipal authorities to strictly monitor and check possible infiltration of illegal immigrants, Central Nagaland Tribes Council (CNTC) has urged Naga people to wake up from their slumber to the danger lying ahead and the “impending doom looming on our coming generations.” In a statement issued by its media cell, CNTC has urged the State government to direct the police to

According to CNTC, with no proper mechanism to control and the will to tackle the menace of unabated influx illegal immigrants, Nagaland had become an open house for all outsiders. It said the issue was crucial for people of the State and the entire Northeast. It pointed out that Nagas with a very small population could not afford to keep blaming one another for the abnormal rise of migrant population in the State as the fault lay “in all of us”.
Alleging that some NPGs recruited outsiders in their rank and files, the council said it was a very serious issue for all Nagas and called for discarding the “despicable act” immediately. The CNTC also raised concern over issuing of indigenous certificates, trade licenses and vehicle permits randomly by government agencies as well as by various local gaon buras and colony chairmen for easy money without thinking about the grave consequences for “our children’s future”. It asked the State government to nullify all such trade licenses, vehicle permits and indigenous certificates issued to suspicious illegal immigrants. The council said it was time for the Nagas to come united and stand up together as the future of Naga people was at stake.

Zeliang also called for people to lend support to one another to curb the menace of illegal immigrants so as to restore “our identity, our livelihood and our future.” The former chief minister also urged upon all political parties, irrespective of party affiliations, NGOs, Tribal Hohos, student organizations and village councils including individuals to come out in unison against influx of illegal immigrants into the state. He particularly urged upon the state government to effectively monitor the situation while initiating concrete measures to curb the threat. Villages bordering Assam must be more vigilant and adopt measures to thwart off any infiltration attempt by illegal immigrants, Zeliang said and further appealed to the people of Nagaland to be watchful.

People were out on roads or their rooftops and terraces to watch the moon turning red-- the longest celestial event of the 21st century that lasted for about two hours. In Delhi, some 2,000 stargazers were at the Nehru Planetarium to witness total lunar eclipse. But they re-
turned disappointed because monsoon clouds spoiled the show, with Delhi like many other parts of north India, missing their date with “the blushing” bride -- the moon which turned red. The phenomenon is caused because the earth blocks all direct sunlight from reaching the moon. But the indirect sunlight is refracted by the earth’s atmosphere. Only the refracted red light, with longer wavelength, travels the distance and passes to the moon and other colours are filtered out. In Bengaluru, about 3000 visitors, including students accompanied by their par-
ents, visited the planetarium between 11.54 p.m and 4.58 a.m to view the longest lunar eclipse through telescope, Director of planetarium Pramod G. Galgali told IANS here. The eclipse began at 10.44 p.m on Friday night ending at 4.58 a.m. on Saturday. The period when the moon was completely in earth’s shadow, known as the ‘totality’, lasted for about an hour and 43 minutes. Many, especially Hindus, completed their dinner early by 8 p.m. on Friday and ate nothing till the eclipse came to an end. They took a bath before resuming their day on Saturday to wash off

IMPHAL, JUL 28: Civil Society Organisation (CSOs) –– United Committee Manipur (UCM), All Manipur United Club Organization (AMUCO) and Committee of Civil Society Kangleipak (CCSK) Saturday staged a sit-in demonstration in Imphal’s Keishampat Junction against the alleged intention of the Centre to extend Article 371 (A) in Naga inhabited areas beyond Nagaland. Holding placards with various slogans denouncing Centre’s “divide and rule policy”, the leaders and representatives of CSOs demanded that the Act meant for the Nagaland must be confined only in Nagaland. Talking to reporters at the protest site, AMUCO president, Ph Deban, reiterated their demand to convene a special session of the Manipur Assembly to discuss the latest development in the Centre-NSCN(I-M) peace talk with reference to recent report of Parliamentary committee tabled in both the houses of Parliament. After a threadbare discussion in the Assembly with the active participation of members of
both ruling and opposition, Deban said the state government must convince the firm the stand of the people of the state to the Centre. He said that the Central leaders have given assurance that Manipur would not be affected by the framework agreement. However, Deban alleged that the recent Parliamentary Committee report throws light over the possibility of extension of Art 371A of the Indian Constitution. Art 371A gives special provision with respect to the state of Nagaland including administration of civil and criminal justice involving decision according to Naga customary law, he added. UCM secretary, Athouba, alleged that the report of the Parliamentary committee also hinted implementation of the 6th Scheduled of the Indian Constitution to Naga inhabited region of Manipur. The 6th Scheduled was passed by the Manipur Assembly during rule of Manipur People’s Party (MPP) with RK Ranbir Sana by as chief minister by adding a provision “local adjustment”. ‘Doctors not doing business in medicines’

KOHIMA, JUL 28 (NPN): Accepting that every person had the right to live a dignified life, health & family welfare director Dr Tokuho Chishi denied the allegation that doctors were doing business in medicines. He said this in response to a charge by former Nagaland Users’ Network (NUN) president Ketho Angami during a program “Test, Treat Hepatitis” held at Hotel Japfü here on Saturday on the occasion of World Hepatitis Day. With regard to procurement of medicines, Chishi explained that there were specific requirements like the temperature at which certain drugs should be stored, even as he pointed out that there were many companies manufacturing and selling the same drug, but at different prices. He said the problem of medicine costs had emerged due to absence of a drug regulating authority. Suggesting that some pharmaceutical companies might be exercising huge influence on the price mechanism, the director

urged NGOs to approach the Prime Minister’s office, which had the power to change the existing system, instead of targeting his department. He regretted that the department continued to count bodies, adding that those few lucky ones who could afford treatment also had to undergo many hardships due to lack of proper testing and diagnosis facilities and for having to pay a exorbitant price for their treatment. He expressed concern stating that some doctors were prescribing wrong treatment regimens and charging exorbitant prices simply for benefitting the pharmaceutical companies. Angami further alleged that despite advocacy and the government being aware of the high burden of disease, the health department was just remaining a mute spectator. He further regretted that National Viral Hepatitis Prevention and Control program, which was being launched in New Delhi, had not included Nagaland. The former NUN president blamed it on the
failure of the State’s policymakers to highlight the issue at the national level, besides holding National Health Mission responsible for not proposing any such program in their annual action plan. He asserted that State government should provide healthcare since it was a State subject and Article 21 of the Constitution of India guaranteed protection of life and personal liberty to every citizen. The health activist warned that, if the State and the concerned department continued to shun the gravity of viral hepatitis, health activists would have to take legal recourse for pursuing people’s rights. “We will soon have to meet in the court,” he remarked in the presence of health department officials, including its director Chishi. Earlier, another health activist Temjen shared his personal experience in battling Hepatitis C. The program was jointly organised by Nagaland State AIDS Control Society, NUN and Kripa Foundation.

DIMAPUR: Niu colony council Burma camp area has resolved to make the colony a ‘Tobacco-Free zone’. The decision was made after a joint meeting was held between Niu Colony council, Sumi Totimi Hoho, Niu colony unit on July 25. In this regard, the council Saturday issued a 30-day deadline, directing all shops within its jurisdiction to stop sale of all tobacco products within its jurisdiction. It further warned that non-compliance of the order would be taken seriously and initiate corrective action against defaulters.

convenor, K Temjen Jamir, and member secretary, V. Phushika Aomi, said the committee held a joint meeting with the respective constituent units of the DNSU on July 28 at the DNSU office. At the meeting, they said it was unanimously resolved to replace the existing system of election by nominating

KOHIMA, JUL 28 (NPN): Sishunu village was declared a tobacco free village by district nodal officer, National Tobacco Control Dr. Aren Thong. The nodal officer also handed over a certificate to Sishunu village council chairman, Joel Kath after the official declaration in a function held at Sishunu community hall on Saturday. Dr. Aren in her speech said that with this, Sishunu village has become the 4th tobacco free village after Gariphema, Khonoma and Jotsoma under Kohima district. While congratulating the village and expressing her happiness over the declaration, Dr. Thong said the department alone cannot make the essence of the declaration a success, but it needs the support and cooperation of the whole village.
She highlighted the harmful effects of tobacco, both short and long terms, which has killed millions of people around the world. Citing the example of the formalin injected fish case, she said tobacco is also harmful and is killing people. She said the enforcing team would be coming to the village to check if the prohibition measures against smoking in public places, schools hospitals etc. were being implemented effectively. She told the people gathered that that if anyone needed counselling

MGNREGA approach road inaugurated In another program an approach road constructed under the scheme of Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) was formally inaugurated by project director & DPC DRDA Kohima, Alemla Chishi, as chief patron, at Sishunu village on Saturday. DIMAPUR: Wotsa Art & Training Centre (WA&TC), Dimapur organized a “spot painting” event for its students at Kukidolong along the 4-lane stretch between Dimapur and Kohima on July 28. A press release from WA&TC Dimapur stated that the spot paintings by
the students depicted the positive as well as the negative reality of the ongoing road construction. Some paintings depicted the road as muddy and messy owing to the ongoing construction, while others showed expansive and striking depictions of the road at some stretches of the construction.
The students and faculty of the training centre, in the release, appealed to the authorities to complete the construction on time. They also thanked the Kukidolong village council chairman, Pelhouvilie and the GB for granting them permission to conduct the spot painting in their jurisdiction.
DIMAPUR: On the recommendation of the Ministry of Women and Child Development, Government of India, the department of Social Welfare, Government of Tamil Nadu, represented by the joint director, deputy director, and state project coordinator, state resource centre for women, Tamil Nadu, as well as an officer from Intelnet Services conducted a three-day visit to Nagaland from July 24 - 27. A press release from State Resource Centre for Women (SRCW) Nagaland stated that the purpose of their visit was to conduct a study of SRCW Nagaland chapter, in regard to the convergence model of the SRCW with special reference to the various central government schemes being implemented by the SRCW, viz. Sakhi-One Stop Centres, Women Helpline Nagaland, and Mahila Shakti Kendra. The visit was also for knowledge sharing in order for Tamil Nadu
to emulate the model. It may be mentioned that the Nagaland State Social Welfare Board is the nodal agency for implementing the SRCW in the state. The officials visited the office of the Women Helpline (181) Nagaland, established in the premises of the Nagaland State Social Welfare Board, and interacted with the Helpline team. A meeting was also held with officials of the department of Social Welfare and Information Technology & Communications, and the director of Elysium Enterprises, whose firm developed the MIS software for the WHL. Another highlight of their visit was their meeting with the chief secretary to the Government of Nagaland, Temjen Toy. The team concluded their tour by visiting the Sakhi-One Stop Centre, Kohima (in the premises of the Directorate of Social Welfare) and OSC, Dimapur (near the District Hospital).

The 8 foot 3 inch python was caught alive at RK Farm, Zhadima village on July 27 and was donated by Chiephobozou BDO, Seyiekhrielie Rio, VDB secretary of Nerhema and Zhadima, Riikravolie Riilho and Roko Angami. Seyiekhrielie hoped this move would create awareness among villagers about preserving and conserving wildlife in the state for future generations. IMPHAL, Jul 28: A silent protest staged by Village Defense Force (VDF) turned violent after police stopped them from proceeding further in Imphal’s Kwakeithel on Saturday. However, there were no reports of injury in the scuffle. A large number of VDF personnel carried out the silent protest rally along Tidim road in Imphal pressing the state government to
address their long pending demands. The scuffle broke out when a police team blocked them from proceeding further. In a bid to disperse the agitating VDF personnel, police resorted to tear gas shelling besides using mock bombs. Unable to disperse the VDF personnel with tear gas and mock bombs, police cane-charged the agitators leading to scuffles. In the process, some VDF personnel snatched the service
revolver of a police officer on duty along with two magazines and refused to surrender the items despite repeated warning from the police. With additional force, the police encircled some of the agitating VDF personnel near Kwakeithel Bazar until top officials of the state police arrived and convinced them. Tripura to provide relief to 10,323 teachers AGARTALA, Jul 28 (Agencies): The state government of Tripura has decided to provide relief to 10,323 school teachers who were earlier terminated by a verdict of the Supreme Court. Relaxation in the upper age limit of eight candidates selected as teachers who are graduates and eligible to teach till the Madhyamik level. While talking to the reporters, Education minister Ratan Lal Nath, said that the erstwhile Left Front government issued a notification on November 13 last year inviting applications for the post of 3,706 graduate teachers. According to new rules of the Right to Education
Act and National Council for Teachers Education (NCTE) guidelines, schoolteachers are recruited through selection tests of Teachers Eligibility Test (TET) and Teachers Recruitment Board (TRB). Nath said, “A total of 1,092 candidates were selected through an interview conducted by the TRB. However, eight among them were from the 10,323 teachers serving as ad hoc teachers in the department of school education. They have exceeded their age limit. We have decided to relax their age limit and allow them to join their new duties”. Jobs of 10,323 school teachers were terminated by
Tripura High Court, earlier in 2014 terming recruitment rules followed to induct them as unconstitutional. The state government challenged the verdict in the Supreme Court, which upheld the high court verdict in March last year. The jobs of teachers were subsequently terminated from December 31. They were inducted on ad hoc basis for six months by the erstwhile Left Front government. The incumbent BJPIPFT government recently filed a special leave petition seeking extension of their ad hoc service by two years. The petition is now under consideration of the top court.
Arunachal seeks Centre’s help to complete road projects
Itanagar, Jul 28 (PTI): Arunachal Pradesh has sought intervention of the Union Transport Ministry for early completion of the Potin-Pangin stretch of the Trans-Arunachal Highway and various other road projects in the state. Arunachal Deputy Chief Minister Chowna Mein, accompanied by Union Minister of State for Home Affairs Kiren Rijiju recently called on Union Transport Minister Nitin Gadkari at New Delhi and apprised him of the deteriorating condition of the Potin-Pangin portion of the highway and the need for its early completion. The Trans-Arunachal Highway covers 1,559 km and extends from Tawang in western part to Kanubari in the east. While discussing the terminated projects of SARDP-NE (Special Accelerated Rural Development Project for North East)
namely Lalpul-Manmao-Changlang road, Mein informed the Union minister that in a meeting earlier on July 12, it was decided to allow one-month time to the original contractor for mobilizing the work and if the contractor fails to comply the Ministry has agreed to re-tender the balance work. Mein also raised the issue of LongdingTissa-Khonsa road to which the ministry has agreed to re-tender the balance work after placing the proposal before the next high powered committee (HPC). With regard to double laning of Khonsa-Hukanjuri road along NH-315A (35 Km), the ministry informed that the land assessment estimate of HukanjuriKhonsa is being considered for sanction provided the state government agrees to 2.5 per cent administrative charges as requested by the ministry.
MNF flays Mizoram govt over indefinite strikes
A i z aw l , J u l 2 8 (Agencies): The Opposition Mizo National Front (MNF) on Friday came down heavily on the Congress-led Mizoram Government for being reluctant to upgrade nine higher secondary schools and held the government responsible for indefinite closure of government offices and educational institutions in nine villages in different parts of the State. Addressing party workers at Tarpho village in south Mizoram’s Lunglei district, MNF vice-president R Lalthangliana said students of nine villages had to impose roadblocks and close government schools and educational institutions because of the government’s apathy to meet their demands of upgrading the schools to ad hoc status. He further said as the nine schools were established during MNF rule, the aspirations of the students would be fulfilled if the MNF is voted back to power. He said the Congress government constituted an Education Reform Commission under the pretext of establishing world class education, but there is a huge shortage of teachers in several places, including the constituency where State Education Minister H Rohluna was elected from.

Guwahati, Jul 28 (PTI): The Opposition Congress in Assam will launch a mass-contact campaign in the state against the alleged failures of the BJP-led Narendra Modi government, party leader Harish Rawat said Saturday. “We have our strategy worked out to launch a massive mass campaign to expose before the people how the BJP-led NDA government has failed to keep its poll promises,” said Rawat, the AICC general secretary. He was talking to reporters here after his appointment as Congress incharge of Assam. The former Uttarakhand chief minister said Congress will be strengthened from the grassroots level with APCC deciding that each leader will hold booth committee meetings once in two weeks to discuss the issues of the area with people. “We believe that the turnaround in 2019 will be through the booth committees,” Rawat asserted. He said each Congress worker will maintain contact with 100 voters and should be available for any kind of assistance.

the contraband gold was also seized, he added. Singh said difference in gold price in India with that of coming from other Asian countries was the main reason behind rampant smuggling of the gold from Myanmar to India through Moreh town. There is a difference of nearly Rs 3 lakh per kg in the price of gold. So, there was increased trend in the gold smuggle, he observed.
Agartala, Jul 28 (PTI): Tripura Chief Minister Biplab Kumar Deb Saturday said conspirators were behind the demolition of veteran Communist leader Baidyanath Majumder’s statue in Unakoti district last week. Speaking to reporters on the sidelines of an event at Prajna Bhawan here, Deb said deliberate attempts were being made to discredit the Bharatiya Janata Party-Indigenous People’s Front of Tripura (BJP-IPFT) government of Tripura with statue vandalism incidents. Baidyanath Majumders statue was vandalized at Srirampur in Unakoti district, about 185 kms from state capital Agartala, late on Wednesday night. Majumder was also the deputy chief minister of Tripura during chief minister Dasarath Deb’s regime in the 1990s. The Opposition CPM has alleged that BJP supporters were behind the incident. Assam parental care law from October 2
Guwahati, Jul 28 (Agencies): The PRANAM (Parent Responsibility and Norms for Accountability and Monitoring) Act, which makes it mandatory for Assam government employees to look after their aged and dependent parents and divyang siblings, will come into force from October 2. The act mandates deduction of 10-15 per cent of the gross salary of government employees who do not take care of their parents and disabled siblings. The deducted amount will be passed on to the parents and the siblings who have been neglected. Assam finance minister Himanta Biswa Sarma on Friday said the state Cabinet has approved the rules framed under the Act on July 23 and it will come into effect from October 2.
He said a PRANAM Commission would be constituted, headed by a chief commissioner, a retired officer of the rank of additional chief secretary or above. “If a retired officer of the rank of additional chief secretary or above is unavailable, then a serving officer of that rank would be appointed,” he said. The commission will also have two additional commissioners, who would be social workers or retired commissioners or secretaries. The VDF personnel under the aegis of All Manipur VDF Welfare Association have been on armed down strike since July 11 last pressing the state government to address their long pending demands. Their 13-point charter of demands submitted to the government includes hike in their monthly pay, 13 month pay, service security among others. Talking to reporters, leaders of VDF alleged that they had already submitted a 13-point charter of demand to the chief minister but had not received positive response compelling them to launch the armdown strike. The present pay given to VDF could not meet even their personal expenditure, they alleged. “Among us, many are sole bread earners of their families and the present pay cannot manage our family,” they said. At present, VDF are paid a sum of Rs. 6000 per month. Recently government has hiked the pay to Rs 7720 with Rs 1000 as ration allowance. However, the agitating VDF refused to accept the hike.

Rain wreaks havoc: 537 dead in 6 states impacted 1.49 lakh people. The state has registered 126 deaths due to heavy rains, while nine people are missing. Four NDRF teams have been deployed for rescue and relief operations in the southern state, while three are stationed in Maharashtra, which has been battered by heavy rains. Altogether 117 people have been injured in Maharashtra following heavy rains. In Uttar Pradesh, apart from the 70 deaths, 68 people have been injured due to rain-related incidents. According to the Home Ministry’s National Emergency Response Centre (NERC), 139 people have died in Maharashtra, 126 in Kerala, 116 in West Bengal, 70 in Uttar Pradesh, 52 in Gujarat and 34 in Assam due to the floods and rains. The deluge and rains have hit 26 districts in Maharashtra, 22 in West Bengal, 21 in Assam, 14 in Kerala, 10 in Gujarat and a large part of Uttar Pradesh so far. They reiterated the “BJP hatao, desh bachao” slogan given by Banerjee during the martyrs’ day rally in Kolkata last week and said that a pledge needed to be taken to win all the 42 Lok Sabha seats in the state. Addressing a rally at the same ground where Prime Minister Narendra Modi held a meeting on July 16, TMC MP Abhishek Bandopadhyay said Banerjee had set a target for the party to defeat the saffron party in 2019 Lok Sabha election. Bandopadhyay said the TMC had formed a “syndicate of the people” to usher in development in the state and to bring peace in the erstwhile Maoist-affected areas and Darjeeling hills.

Delhi Chief Minister Arvind Kejriwal held an emergency meeting today with top officials of his government, including Chief Secretary Anshu Prakash, to take stock of the situation after the Yamuna crossed the danger mark here. The water level reached 205.30 metres at 7 pm today, prompting authorities here to evacuate people from low-lying areas, officials said. Kejriwal said all departments have been put on high alert. “Haryana has released 5 lakh cusec water. Called an emergency meeting to discuss the situation. This water likely to reach Del by tomo eve. Wherever administration evacuating
people, they r requested to cooperate. All depts put on high alert. For any flood related emergency, control room no is 1077 (sic),” he tweeted. The Yamuna water level at the Hathinikund barrage has crossed the danger mark of 90,000 cusec and till 7 pm, 5,63,186 cusec of water was released. The water level of the Yamuna river at the Old Delhi Railway Bridge rose to 205.30 metres by 7 pm and is expected to rise even further, an official said. “The water level of river Yamuna at Delhi Old Rly Bridge reached at 204.92 metres at 7 am on July 28 (above the warning level) and having rising trend,” a statement issued in the morning had said. An alert was sounded yesterday by the Delhi government after the water level of the Yamuna crossed the danger mark, an official said.

Rubble from landslides has blocked a number of roads in Uttarkashi. The Rishikesh-Gangotri national highway is blocked at Therang, Laldhang and Nalupani whereas the Delhi-Yamunotri highway is blocked at Kadikhal, Silesu, and Lakhwad bend. Barkot-Vikasnagar road is blocked at Kharsun. The Yamunotri highway has been blocked at Dabarkot, which is highly vulnerable to landslides since July 22 itself. However, yatra to Gangotri and Yamunotri shrines has been continuing through alternative routes. The Ganga, Yamuna, Tons and Kamal rivers are in spate, whereas there has been no power supply in the entire Yamuna valley since last night.

Kerala CM should face graft case trial, CBI tells SC New Delhi, Jul 28 (IANS): The CBI has told the Supreme Court that Kerala Chief Minister Pinarayi Vijayan, who was discharged from all criminal and corruption charges in the SNC Lavalin case, “should face trial”. In an affidavit filed in the court, the Central Bureau of Investigation questioned the discharge of Vijayan and two others, saying the Kerala High Court orders in this regard was “not correct”. The CBI has challenged the High Court’s August 23, 2017, order to discharge Vijayan, K. Mohanachandran, former Principal Secretary in Department of Power, and A. Francis, then department Joint Secretary. The High Court had given the go-ahead for the trial of remaining three accused, who are Kerala State Electricity Board officials. Objecting to the High Court’s decision to discharge certain accused and making remaining charge-sheeted persons to face trial, the CBI said: “Vijayan should also face trial for the same set of offences”. “The specific acts and omissions of each accused can only be decided in a properly conducted trial and the discharge of some accused may adversely impact the outcome vis-a-vis those tried in court,” said the CBI affidavit. Reacting to the fresh development, Leader
Pinarayi Vijayan (File) of Opposition in Kerala Assembly Ramesh Chennithala told the media that it had now been proved right what they had been saying all along. “Vijayan should now react to this... we have been saying all through that he has a role in it.” Vijayan, however, has not responded so far. The case pertains to an agreement with Canadian firm SNC Lavalin in 1997 for the renovation and modernisation of Pallivasai, Sengulam and Panniar hydroelectric projects in Idukki district of Kerala, which allegedly caused a loss of Rs 266 crore to the exchequer. Vijayan was then the Power Minister in Kerala. The three accused directed to face trial too had approached the apex court, asking why they were not treated on par with Vijayan and two co-accused discharged in the case. The CBI maintained that the High Court order
was “bad in law” and its findings that Vijayan and two others need not to face the trial amounts to “clear differentiation” between two sets of accused. “Without the knowledge of Vijayan and two others, the consultancy agreements would not have been converted into supply contracts on fixed rates on February 10, 1997, when Vijayan was (Power) Minister and had gone to Canada along with Mohanachandran (also discharged in the case) as a guest of Lavalin and during the visit the decision to sign the supply contract was taken by Vijayan,” the affidavit added. “The wilful omissions and commissions on the part of the public servants provided the opportunity to SNC Lavalin for deriving wrongful gains, casing corresponding loss to the KSEB,” it added. A bench of Justice N.V. Ramana and Justice Abdul Nazeer had earlier stayed the trial of the case and sought the CBI’s response. On November 5, 2013, a CBI court in the state capital exonerated all the accused, without taking up the case for trial. However, a year later, the CBI approached the High Court against the CBI court’s exoneration, which ordered the trial against three persons and discharged three others, including Vijayan.

Chennai, Jul 28 (PTI): Defence Minister Nirmala Sitharaman today formally handed over two types of indigenously built highpower multi-fuel engines to the Army. The engines manufactured by the Engine Factory, Avadi -- a unit of Ordnance Factory Board, Department of Defence Production -were fully indigenised for the first time under the Centre’s ‘Make in India’ programme. “Earlier, we were importing
some of the components for defence. Now, with these two engines produced by you, you have proved that the Army does not look outside (other countries) than to look at you,” she said at a function in the factory, 35 km from here. The first engine of 1000 HP engine -- V92S2 engine -- powers T-90 Bhisma Tank, the second engine -- V-46-6 engine -- powers the T-72 Ajeya Tank and its variants are manufactured with ‘100
per cent Made in India’ parts, officials said. Earlier,local content of the two engines was upto 73 per cent, they said. Sitharaman formally handed over the documents of the two types of engines to Vice Chief of Army Staff Devaraj Anbu. Sitharaman said the Engine Factory General Manager, Anil Kumar has said the factory would be producing fully indigenised engines for the BMP-1 tank as well. “You have made us proud,” she said. Prime Minister Narendra Modi has been encouraging the Make in India programme since there was a thought that products engaged in country’s security need to be locally sourced, she said. Though these engines were manufactured based on Russian design, India was depending on Moscow for its supply of critical assemblies like turbocharger, supercharger, fuel injection pumps, Defence (Production) Secretary Ajay Kumar said.
Chennai, Jul 28 (PTI): DMK chief M Karunanidhi, being treated for fever due to urinary tract infection, was shifted to a private hospital from his residence here early today due to dip in blood pressure and is now stable, the hospital said. The 94-year-old leader was admitted to the Intensive Care Unit of Kauvery Hospital around 1:30 am. A bulletin issued at 8 pm said “former Chief Minisiter Karunanidhi’s health condition continues to remain stable with ongoing active medical support. He is continuously being monitored and treated by the panel of expert doctors in the ICU.” Earlier the hospital said he was admitted after his blood pressure had dropped. “His blood pressure has been stabilised with medical management and he continues to be monitored and treated by a panel of experts,” the 2.30 am bulletin said. Bengaluru, Jul 28 (PTI): Senior Congress leader P Chidambaram today asked his party workers not to get fooled by the “BJP’s propaganda of Congressmukt Bharat”, saying if at all there was a “mukt Bharat, it would be BJP-mukt”. The former Union minister said that things had changed from the time when the Congress was an “unchallenged” political party in India and stressed on the need to strengthen it at the booth level, reminding that now elections were fought at
that level. Launching project ‘Shakti’ in Karnataka for the Congress workers, with an aim to strengthen the party’s ground organisation by connecting workers across every booth, village, block, town and districts. Party workers could enroll in the project by sending an SMS containing their voter ID card number to a dedicated number, party officials said, adding that ‘Shakti’ would enable boothlevel workers to engage with local leadership on various issues. Emphasising the need
for micro-management of every booth, Chidambaram set August 15 as the deadline for enrollment of lakhs of the workers for the project. “Massive enrollment should take place beginning today and we must have some result by August 15... Senior SP leader Ram Gopal Yadav said, “The main decision taken in the national executive is that party president Akhilesh Yadav has been authorised to take a decision on alliance and seat sharing for the 2019 Lok Sabha polls.” “The executive is of the view that elections should be held through ballot papers and not through EVMs (electronic voting machines),” he told reporters here. The ruling BJP claimed that the SP’s demand reflected its “nervousness and desperation”. “The SP appears to have accepted defeat even before the elections,” BJP spokesperson Shalabh Mani Tripathi told PTI.

Asked about possibilities of him contesting from Sambhal Lok Sabha seat, he said, “It is up to the party to decide whether I will contest or not. If it directs me, I will contest. If it doesn’t, I will not.” To a question on who will lead the alliance if it is formed, Ram Gopal Yadav said, “The government at the Centre is running with 17 parties. Their leader is only (Narendra) Modi. Every party has its leader.” To another query as to whether there was any discussion about Akhilesh Yadav’s warring uncle Shivpal Yadav, he replied in the negative. When his attention was drawn towards the frequent visit of Prime Minister Narendra Modi to Uttar Pradesh, Ram Gopal Yadav said, “This is just the beginning. As elections approach, he will
have to come here on a daily basis.” At the meeting, the attendees condoled the death of poet Gopal Das Neeraj and some other eminent personalities, and observed silence as a mark of respect to them. A senior SP leader said the seat sharing formula could be that each party in the prospective alliance will get to contest in those constituencies where they had either won or were runners-up in the last Lok Sabha polls. Going by this arithmetic, the Congress will be eligible for only eight seats in Uttar Pradesh as it had won two seats and was runners-up in six in the 2014 general elections. According to Samajwadi Party insiders, the party leadership is not ready to spare more than eight seats for the Congress. If the SP relinquishes these eight seats and some more for smaller partners, its own quota of seats would go well below 30. “In such a scenario,
the party believes that it will be left with only 25-26 seats to contest in 2019, which does not suit its stature,” said another SP leader, requesting anonymity. He said Akhilesh Yadav might not be, therefore, willing to accommodate the Congress beyond its pocket boroughs of Amethi and Rae Bareli.

Abuse of religious practices

ll hell literally broke loose when an audio clip surfaced about the husband of a woman who was heard complaining to a church official about how church priests had sexually abused his wife for 20 years. Earlier, the first case before the bench was against Joseph Therakam, who is accused of trying to help the main accused priest cover up the incident. The accused priest was arrested in 2017 on charges of raping a minor girl and impregnating her. The second shocking clip, reveals how the five priests in Kerala had sexually assaulted a woman for almost 20 years in a cycle of abuse and blackmail. Two of the priests then approached a court for protection from arrest. The Kottayam-based church had said it has ordered a “clear, impartial” probe into the allegations and if found guilty, action would be taken. The sexual abuse in the church reportedly happened after ‘confession’ by the woman. In Catholic teaching, the Sacrament of Penance is the method of the Church by which individual men and women confess sins committed after baptism and have them absolved by God through the administration of a Priest. The Catholic rite, obligatory at least once a year for serious sin, is usually conducted within a confessional box, booth or reconciliation room. According to reports, the woman who had gone for confession after which the priest(s) sexually abused then blackmailed her into silence. Such instances where priests abused the victims by taking advantage of their confessions, has hit the church very badly. After the recent sex scandal in the Malankara Orthodox Syrian Church, in Kerala, a new dimension was added to the scandal when the National Commission of Women(NCW) has strongly demanded that the practise of ‘confession’ in the church be banned in order to protect vulnerable victims from sex predators. The National Commission for Women(NCW) chairperson Rekha Sharma in her report to the government on the two sex scandals in churches in Kerala, has recommended that the government should intervene to abolish the practice of confession in churches as “they come in the way of security and safety of women.” Quite expectedly and also with more than enough reasons, the church has objected to the attempt to interfere in a religious practise. In a statement here on Friday, Catholicos of the East and Malankara Metropolitan Baselius Mar Thoma Paulose II said the directive of NCW chief Rekha Sharma could only be viewed as an attempt to undo the citizen’s freedom of religious practice assured by the Constitution. The Church was of the firm stand that culprits should be punished if the charge levelled by an individual against a few priests that they had misused the confessional secrets to sexually exploit her was proved. But denouncing the entire clergy for this was unfair, the Catholicos said. Even the National Commission for Minorities(NCM) slammed the NCM by strongly opposing the recommendation for abolishing the practice of confessions in churches, saying it was an integral part of Christianity and could not be interfered with. Perhaps a proper perspective is to tackle the sexual assault as a serious offence by awarding stringent punishment on those sex predators and the church needs to adopt effective measures to ensure that a church tradition is not abused by predators.

s long as mankind inhabit planet earth, the inherent diversity of conflicting thoughts and actions will remain a constant distraction in decision making. It however goes without saying that an enlightened visionary leadership with a forthright strength of conviction can alleviate the burdens the masses...while an uncompromising self-centred, egoistic leadership can only spell doom for those being led. This is the universal truth that will consequently determine the destiny of a people. Having said that, at the cost of being accused of tiresome repetition, it needs be reiterated as a reminder to us all that the Nagas have travelled a very difficult unpalatable road of injustice for the past 71 years. In so many ways, the first chapter of Naga history has, by and large, been courageously, honestly and honourably written by our first generation Christians, both ‘Overground’ and ‘Underground’, that we can be proud about. They steadfastly braved the odds, crossed impossible bridges along the way, making countless life impacting decisions...that some may applaud while others may condemn...nevertheless bringing us forward from the dark ages of headhunting to the present day ‘enlightened’ modernity. The unfortunate part is that we have learnt so little from the past excruciating experiences. The baton has been passed on to the present generation to script the next chapter of our history...and we seem to be smudging each page with nothing much more than a story of relentless hunt for personal power and money... indifferently abandoning the fundamental issue that ought to draw our utmost focused attention and action... rather than to let it rot in the cesspool. The hypocrisy and uncompromising greed factor is fast dragging the ‘once proud Nagas race’ down the abyss. The true picture of our present trend seems to depict more of a people who have lost their collective vision and hope for the common good. For better or for worse we, the Nagas, must rejuvenate mass awakening towards realigning our misconception. Over the years we have more or less left the subject of “Naga Sovereignty” and “Integration” as an exclusively terrain of the NNPGs for them to independently chart the course of OUR collective destiny. It has resulted in the much touted opaque “Framework Agreement”...the contents of which the stakeholders know absolutely nothing till date...leaving no other choice but to uncomfortably analyse our circumstance purely on conjectures and speculations. This is certainly not right. The one thing that has emerged more
unambiguously in the recent past is the fact that the issue of “Sovereignty” and “Integration” is no longer a primary subject on the negotiating table. The first reaction of the “shadow patriots” was that of their silent condemnation of the NNPGs within the safe confines of their kitchen and others in the social Medias. The successive ruling government too adopted an inconsequential policy of “Equidistance” and “Equi-closeness”... and to this day...continues to pose as a “Facilitator” without facilitating anything realistically. The 71 years of conflict that has literally destroyed successive generation of Nagas from growing to their fullest potentials has now become a secondary concern in subordination to a new version of headhunting called “Money-hunting”. GoN ought to realise that “Sovereignty” as was aspired by our forbearers is now being redefined as a “Shared Sovereignty” (whatever that may mean) but strictly understood to be within the confines of Indian Constitution...that too without incorporating “Integration”. This contentious change of scenario nevertheless offers legitimate opportunity for the GoN to take direct responsibility of becoming an ‘active facilitator’. The unwieldy group of rudderless ‘Joint Legislative Committee’ manned by those who have indifferent level of understanding or commitment to the Naga cause should be replaced by a more formal, concise ‘go-between’ platform of matured, commitment personalities to directly interact both with the NNPGs and the GoI and help GoN to stay on course without other distractions. Apart from the resolution of the Legislative Assembly to pave the way for NNPGs in the formation of an ‘Interim Government’ in the aftermath, the GoN can also officially invoke traditional strength of our customary social structure of Chieftainship, (well acknowledged by Article 371A), to generate real and genuine endorsement of the efforts of our NNPGs rather than the unconvincing opportunistic endorsements that have been peddled around thus far. Mass momentum must be generated to draw the attention of GoI that the Nagas want a settlement without further delay tactics. With the final settlement presumably drawing towards a close, another complex issue that baffles a mind is: who will be the final signatories to the final settlement with the GoI?...NSCN (IM) or the Working Group or both together? Joint signatory does seem to appear more rational an option but judging by the uncompromising stance of the NSCN (IM) hierarchy in the past...it is difficult to comprehend such a positive outcome

We should never have the thought that our dreams of success are God’s purpose for us. In fact, His purpose may be exactly the opposite. We have the idea that God is leading us toward a particular end or a desired goal, but He is not. The question of whether or not we arrive at a particular goal is of little importance, and reaching it becomes merely an episode along the way. What we see as only the process of reaching a particular end, God sees as the goal itself. What is my vision of God’s purpose for me? Whatever it may be, His purpose is for me to depend on Him and on His power now. If I can stay calm, faithful, and unconfused while in the middle of the turmoil of life, the goal of the purpose of God is being accomplished in me. God is not working toward a particular finish— His purpose is the process itself. What He desires for me is that I see “Him walking on the sea” with no shore, no success, nor goal in sight, but simply having the absolute certainty that everything is all right because I see “Him walking on the sea” (Mark 6:49). It is the process, not the outcome, that is glorifying to God. God’s training is for now, not later. His purpose is for this very minute, not for sometime in the future. We have nothing to do with what will follow our obedience, and we are wrong to concern ourselves with it. What people call preparation, God sees as the goal itself. God’s purpose is to enable me to see that He can walk on the storms of my life right now. If we have a further goal in mind, we are not paying enough attention to the present time. However, if we realize that moment-by-moment obedience is the goal, then each moment as it comes is precious.

he Naga political movement does not belong to any section or groups and individual, but it belongs to every section, groups and individual, and henceforth it deems to be regarded of the outmost professionalism to procure political emission emulating standard common dispensation of political equity – nothing short of which will suffice otherwise lest we become so persuaded by un-owned rhetoric, opinion and responsibility. The Naga issue is not a secession agenda although the proponents who intertwined among themselves over their priorities leave behind a trail of themselves racing to succeed and overthrow each other in their quest to attain power and engrave the party symbol prior to the collective definition of what Naga solution signifies. Naga solution is the salvation of the Nagas and just so this is clear, the people are not against or are at anytime confirming to discriminate any political groups including NSCN (IM) and the others. Neither do the people appeal to any placement that is non inclusive of people’s mandate and comprising of peoples’ rights. To be shoved and nailed to a political graveyard is the pressing matter the conscious Nagas are quivering and that’s what the fuss is all about. If we are denied to secure a correct political placement without being able to question and hold the power-that-be accountable, we have failed ourselves miserably. And if the people have failed, the
nation has failed. There is no nation without total rights... not a democratic one at least. It is obvious our problems are manifold in different varieties; corruption to integration and else. But the contraption to process solution is rather convenient and it could be that simple. To accommodate all the NNPGs along with people; we have consistent public personalities well equipped with common political knowledge: Dr. Salikyu, K. Hoshi, Z. Lohe, T. Solo etc. are some few listed among many calibers…who could capably represent the people and securing a definitive conclusion to boldly fast track solution and shifting the growth trajectory of the Nagas from the face of history. There should not be personal or group agenda involved and mere mind games to claim our political right and identity from India and the world. Our claim is genuine and our problems and lives real. To respect our rights is to reciprocate equally with others, such is the natural order of things. To embark with our neighbors naturally is to respect and regard their human conditions as well, their limitations and consideration too. Together us and them, we can find common grounds to grow and share and live amicably without hindering the other. Muivah. By extension, the upper echelon within the NSCN (IM) is also predominantly armoured by our Naga brothers from Manipur both in the Civil and Army wings. Now, in the absence of “Integration”, (without intending to hurt anyone’s sentiment), the truthful and logical conclusion is that the direct authority of our Southern brothers from Manipur within the State of Nagaland would necessarily become redundant/ irrelevant... leaving behind only remnants of leaderless leadership of the remaining Tribes. Given such an eventuality, the need will emerge for GoN to shoulder responsibility through the ‘Go between forum’ to play an important role of mediation between the two entities. Such is the complexity of our given reality. Honest efforts for a united house have long eluded the Nagas even though we are being confronted by an adversary far superior to us in every field. Rather than stand united to face the odds, we have been more efficient in compounding our problems. Take the case of the recent upheaval of our Eastern Front for a separate State. This subject has been festering for quite a while. It ought to have attracted immediate and serious attention of the Government to find a pragmatic amicable solution...but has the GoN bothered to do anything substantial thus far? The State Government ought to press the pause button to their ‘power-hunting’ and ‘moneyhunting’ games and wholeheartedly concentrate on these festering issues being reflected...beyond the realm of lip servicing political manifesto. It would be worthwhile to note that positive History is seldom written by the feeble hearted. So, can our present political leadership find the strength of true conviction to lead us forward and allow our younger generation to rediscover real hope for their future and blossom? Natural talents are abundantly prevalent. Given the right kind of fair environment and grooming opportunities, our young generation will be second to none across the globe. This is my sincere belief. We therefore need to honestly and earnestly begin the exercise of rubbing out the dark smudges and add positive inputs on the pages of our history being written by the present generation. God Bless. bow my head in shame. I’m totally devastated and dumbfounded, when I heard that three sisters aged 8, 4 and 2 died due to huger and starvation. Father of these children is a rickshaw puller went out in search of job when this unfortunate episode happened. Their mother happened to be mentally challenged. It’s shocking, utter shame to the system and a huge shame to all the Indians. Post-mortem and autopsy reports revealed that the three sisters died of hunger and starvation. The report further states that they had not eaten any food for more than 8 days. The autopsy reports further states that their stomachs, bladders and rectums were empty. The shrunken bones and flesh could not take anything, and so there were hardly any fat found in their bodies—absolutely no fat at all. It’s pathetic, horrifying and annoying. Right from the Prime Minister to the chief ministers and their cronies irrespective of political shades and affiliations talk about big things—transforming India to digital, bullet train and what not? “Empty Words”! This shocking incident happened just 12 kilometers away from the Indian Parliament in Mandavali, Delhi. If this is the state of affairs of our country in the 21st Century where many great promises are made and debates takes place, then the citizens should rethink about the systems that we have created that have absolutely failed to deliver the basic necessities and therefore be made responsible and accountable. The systems that are evolved to deliver food, shelter and employment have failed and thus become non-functional. Starvation, hunger and deprivation are the order of the day for many Indians. The Government at the Centre and other state governments may be boasting of their schemes and programs and exaggerate about their achievements, but got exposed to the incident that happened in under the prerogative of central and state governments. Politicians lie without any shame and often get caught. The classic example is what happened in Delhi is a shocker that three children died of starvation. It shows that we do not have strong agencies and systems to deliver and so they are not accountable to anyone. They all failed and betrayed us. What is this new India we are talking? The following data would give us more shock waves and tremors as we go through: • India has the largest number of undernourished population in the world. • 19 crore people go hungry every day. • 1 in 4 children in India is malnourished. • One-third Indian children stunted, • 3000 children die every day. • 21 per cent under five is undernourished. • 14.5 per cent of our population is undernourished. • 51 per cent of women in the reproductive stage is anemic.
• Global Hunger Index report states India is in the 100th position in the ranking out of 190 or so countries. It has climbed down drastically than yesteryears. The above facts and figures make us to ask simple questions: Where did we fail and who failed? In hunger and poverty there are no taking brownie points. As citizens we collectively failed for the death of those children including the ones died in Jharkhand. A country that has grown economically and made many strides in many areas has failed in not providing food, shelter and employment. Let us not pass buck on each other. We have failed collectively and those who are governing the country and the bureaucracy that works out programs, policies and makes false promises and extend fake news and wrong data should take the onus and be ashamed. Those who died of starvation and hunger did not have absolutely anything in their stomachs. They died of starvation with empty stomachs. How can we digest the very images that posits many meanings? The government which is representative of the State failed in not providing the basic fundamental right— food, then it should be considered as ‘killing’. It’s nothing, but ‘silent killing’. This is another way of getting rid of poor and vulnerable from the very face of the earth. It certainly amounts to that. Father of the three not children, a rickshaw puller went out in search of job and may not have found any job, and thus left the children without feeding them. A pathetic and stomach churning episode happened to our children the future of India—starved to death/starvation death. As I type this write up I am angry to myself and feel guilty that in a country of plenty there are many who die of starvation and hunger. I have been confounded with many things that push me to ask: what type of future we give to our generations? This is the country that could have combated hunger and poverty on war-footing, but is still caught with ‘politics of poverty and hunger’. Each political party wants to capitalize on the issue of poverty and as a result the poor becomes the target. The program and schemes that are enunciated by the state governments and the government at the centre fails to benefit people. Populist programs are just to make the vulnerable and the disempowered more dependent and vulnerable. The schemes and programs should create more jobs and livelihood opportunities. The political parties deliberately keep weak and vulnerable as vote banks— objects of their doles, and not subjects of their own history. In this episode and others we see clear violations of the State by not providing the basic food, shelter and employment. The State failed miserably and these are the human rights questions where the State failed to adhere to the constitutional obligations.. Dr. John Mohan Razu

e all want good government officer, one who is honest, works sincerely and willing to sacrifice for the people without bothering much about his or her family or relatives. But what we generally make out of a government officer often go like this; church building construction- donation from government officers, church fundraise or lottery sell or calendar sell- donation from government officers, church jubilee celebration- donation from government officers, church’s ministry financial crisis- donation from government officers, missionary sponsorship- donation from government officers, student union fundraise- donation from government officers, various village unions fundraise- donation from government officers, any sports event or any social or cultural event in a village or a town or sometimes even in thick jungle- donation from government officers, a beauty pageant contest anywhere in Nagaland- donors ticket for government officers, a buffet or a thanksgiving sell, free health camp or a revival or a youth camp- again donation from government officers, Naga national workers from A to Z groups financial problem- donation from government officers, NGOs or small self help groups work or program-donation from government officers, chief guest or guest of honour at any event- again government officers will be invited and expected to donate prize money, natural calamities- donation from government officers. From student union meetings to jubilee celebrations, from pity tithes to luxurious church guest house construction, from overground to underground, be it women or children or student, everything from top to bottom, in this small place called Nagaland the government officers gives out or are expected to give out the lion share. What does a government officer gets in return? If he or she is honest, upright and sincere in work- a transfer to a remote place as
reward where their services cannot be optimally used. In some cases a government officer gets transferred even three to four times in a year when their kids are in school or give them an uncultured officer tag or a demotion after labeling unfounded charges against them for exercising their due rights for the welfare of the people. And then after all this, we the people want good government officers while we are busy running around for a backdoor appointment for our near and dear ones proudly protruding our chest for what they have done in previous election. Most preachers preaches and so does most leaders on how to serve in government jobs as a good public servant with both their hands stretching out far and wide for a coercive donation for their varied fantasies. Yes people, demand for a good and upright officer, scream out loud and cry, pray and fast. What’s wrong in it? Let us keep asking, demanding and complaining but let us not change our ways, have our hearts as crooked as it can possibly get. If incase we get good officers lets burden them to corruption. If the officers don’t bend to our tone then let him or her
be made to pay the price with his own blood and flesh. God is watching from above. The corners and the roads we take, at the end, be it a minister or a government officer, we the people gets what we deserves. What we want and what we do seem to be as opposite as north and south poles. Our lips and hands seem to be far away from each other as east and west. Our expectations and what we actually deserve are as high and low as heaven and earth; they never meets. Hence the proof- government schools don’t perform well, our files don’t move up fast and often get rejected because of clerical error, police can’t perform to its full potential, government hospitals don’t perform up to the mark, roads and bridges are pathetic, water supplies, electricity, transport and communication are crippling, salaries are not paid on time, government aids do not reach the rightful people and most of all we produce spineless youngsters. There are populous pedestrians than commuters in Nagaland. Not all the pedestrians are poor people, but more than half are wealthless. Now we are in monsoon season, the roads have become a channel of gutter that water floats on it. The question is, why are you driving so recklessly on these poor roads? It is raining constantly these days and some drivers are splashing dirty water on the Footgoers. Due to this, there are students and others who couldn’t attend/do their daily job. TRAI chief’s Aadhar details leaked online

New Delhi, Jul 28 (IANS): Alleged personal details of Indias telecom watchdog chief R.S. Sharma were leaked on Saturday after the TRAI chairman threw a challenge and tweeted his 12-digit Aadhaar asking if it had made him vulnerable to any security risk. A French security expert, who goes by the nickname Elliot Alderson and uses twitter handle @fs0c131y, in a series of tweets caused ripples on the social media, leaking “personal address, DoB, your alternate phone number” and explaining to Sharma, the Telecom Regulatory Authority of India (TRAI) chairman, how risky it was to make the Aadhaar number public. “People managed to get your personal address, DoB and your alternate phone number. I stop here, I hope you will understand
why make your Aadhaar number public is not a good idea,” Alderson wrote. Sharma, a known defender of Aadhaar, has been maintaining that the unique ID does not violate privacy and the government reserved a right to create such a database of residents since it gives subsidies on state-run welfare schemes. Amid a debate on privacy concerns, which has also reached the Supreme Court, activists and people in general fear that the 12-digit biometric number was harmful to citizen’s privacy. “My Aadhaar number is 7621 7768 2740. Now I give this challenge to you: Show me one concrete example where you can do any harm to me,” tweeted Sharma, whose tenure ends on August 9. A twitter user had earlier asked Sharma to “walk your talk” after
the TRAI chief tweeted his interview with an online portal in which he strongly defended Aadhaar and rejected apprehensions that one billion Aadhaar accounts were vulnerable. He said there had not been a single instance of data being breached and had there been one, the entire Aadhaar database would have been vulnerable. Within hours of tweeting his Aadhaar number, Anderson replied to Sharma: “The phone number linked to this #Aadhaar number is 9958587977. “According to an official @nicmeity circular, this phone number is the number of your secretary,” Anderson wrote and posted a link to the Ministry of Electronics and Information Technology circular. The security researched also posted a picture of Sharma with a portion of it blackened. “I supposed this is your wife or daughter next to you.” Anderson, who is known to have revealed security loopholes in the Aadhaar data system, also posted screenshots of Sharma’s leaked details with key areas blackened and hidden. One of the screenshots even carried his PAN details. But that was also hidden.

Lynching cases: PDP leader warns of another partition
New Delhi, Jul 28 (AGENCIES): For mer J&K deputy chief minister Muzaffar Hussain Baig on Saturday said the country would face another Partition soon if the incidents of lynching were not curbed. Addressing workers at the raising day of the PDP in Srinagar, Baig said: “Gai aur bhains ke naam par musalmano ka katal bandh karein warna naateje achhe nahi honge. 1947 mein ek partition pehle hi ho chuka hai (Stop killing Muslims in the name of cows and buffalos or the results won’t be good. The country has already seen one Partition in 1947).” He said the PDP had allied with the BJP not for power but to ensure that justice was done to Muslims across the country and to the Kashmiri people. “We allied with the BJP so that they can trust Muslims. We allied with the BJP so that justice is done to Muslims and Kashmiris and talks with Pakistan can take place,” he added. As the statement created a buzz in political circles, Baig tried to play down his remarks. Speaking to CNNNews18, the PDP leader said he was misquoted and he meant that society would be divided if such incidents continued. Baig said incidents of lynching divided the community emotionally and polluted the environ-

ment of the country. Expressing faith in Narendra Modi, he said only the Prime Minister could put an end to the incidents. However, he added that Modi alone could not control the situation for which he blamed individuals who indulge in violence. Baig sought to underplay the political connotation of lynching incidents, saying such cases were reported under every regime, including the Congress, and could not be tied down to the Bharatiya Janata Party (BJP) alone. When asked about Union minister Rajyavardhan Rathore’s statement that a high-level committee set up to examine the need for a separate law to curb such incidents would also bring cases of stone-pelting under its ambit, the PDP leader said he welcomed the expanded definition of lynching.
32 Maha varsity staffers die as bus plunges in ravine Raigad, Jul 28 (IANS): At least 32 university staffers were killed and one miraculously survived when a private bus on a picnic trip plunged into a deep ravine near Poladpur, around 175 km from Mumbai, on Saturday morning, officials said. The sole sur vivor, Prakash Sawant-Desai, who escaped the tragedy with minor injuries, managed to climb to safety and alerted the university and police authorities of the accident around 10.30 am. According to Raigad Police Control officer P.D. Patil, the bus was on way to Mahabaleshwar for a weekend picnic when the tragedy occurred. By noon around 12 bodies were retrieved with the help of locals, he said. Sawant-Desai told reporers that near Poladpur, the bus reportedly lost control after skidding on wet mud that had collected on the trecherous stretch. “I managed to climb up and called up Dr. Balasaaheb Sawant Konkan Agriculture University authorities and the police,” said SawantDesai, who is an Assistant Director. He said that he had to climb over 500 feet, as there was no mobile phone range in the valley below in the treacherous Ambenali Ghat section. “On reaching the road at the top, I came into the mobile range and called up the police and university officials,” he said.

The Raigad police along with National Disaster Response Force teams from Pune and local Mahabaleshwar hikerstrekkers groups are engaged in a massive operation to retrieve the bodies from the ravine fighting heavy rains, with clouds descending on the thickly forested valley and hills. Around 34 varsity staffers, including some women of the Ratnagiri-based university, left around 6.30 am today for a weekend sojourn to the state’s most popular twin hill resort of Mahabaleshwar-Panchgani. Hundreds of shocked family members of the victims and varsity officials have rushed to the site. The police have blocked the Poladpur-Mahabaleshwar road as a precautionary
measure. Deep below in the ravine, the remains of the bus lie as a crumpled heap of metal, with bodies of the passengers strewn around or stuck in the trees and bushes. Prime Minister Narendra Modi has expressed sorrow over the accident. “Pained by the loss of lives due to a bus accident in Maharashtra’s Raigad district. My condolences to those who lost their loved ones.” Congress President Rahul Gandhi also condoled the deaths. “I appeal to Congress workers in the area to provide all possible assistance to the injured and families of those who have died,” Gandhi said. Chief Minister Devendra Fadnavis in Mumbai said he was pained to learn about the massive loss of lives in the accident.

As local adjustment mentioned in the bill passed by the state assembly did not mention its meaning clearly, the Centre is still asking the Manipur government to give the exact meaning of the local adjustment. The assertion by the NCM comes a day after the NCW chief Rekha Sharma recommended the ban saying the practice can lead to blackmailing of women. Loya had met with natural death and that a PIL was misused for advancing political agenda and to scandalise the judiciary. A bench headed by Chief Justice Dipak Misra, which had earlier rejected the plea for a SIT probe into the judge’s death, will hear the plea on Tuesday. Mumbai, Jul 28 (Agencies): State-run lender Bank of Baroda posted 160% increase in net profit to Rs.528.26 crore for the quarter ended June 30 as compared with Rs.203.26 crore in the year-earlier period. The rise in profit was driven by 28.7% growth in net interest income to Rs.4,381 crore. The bank had reported a net loss of Rs.3,102.34 crore in the January-March quarter. New Delhi, Jul 28 (PTI): Reliance Retail today reported an over three-fold jump in its pre-tax profit at Rs 1,069 crore for the first quarter ended June 30, 2018. The retail arm of Reliance Industries Ltd (RIL) had posted a PBDIT (profit before depreciation, interest and tax) of Rs 292 crore in the April-June period a year ago. Revenue from RIL’s organized retail segment during the quarter under review grew over twofold to Rs 25,890 crore as against Rs 11,571 crore in the corresponding quarter of the last fiscal. RIL Chairman and Managing Director Mukesh Ambani said: “Our consumer businesses continue to scale new highs and now account for nearly 21 percent of consolidated segment EBITDA.

New Delhi, Jul 28 (PTI): NITI Aayog CEO Amitabh Kant has said the country needs to improve its human development index (HDI) to achieve a growth of around 10 percent. “We are growing at around 7.5 percent and if our ambition is to grow at high rates like 10 per cent over a three-decade period, (then) it is not possible to do this if we don’t improve the HDI for India,” Kant said at an event by childrights organisation Plan India on Friday. According to market observers, appreciation in the Indian rupee and progress in the southwest monsoon rains also added to the enthusiasm in the market. On a weekly basis, Sensex closed at 37,336.85 points -- up 840.48 points or 2.30 per cent from the previous close. The wider Nifty50 on the National Stock Exchange (NSE) settled at 11,278.35 points, higher by 268.15 points or 2.44 per cent -- from its previous week’s close. On Friday, Noidabased HCL Technologies said its dollar revenue rose 0.8% to $2.05 billion in the quarter from the proceeding three months. Bengaluru-based Wipro’s dollar revenue declined 1.7% sequentially to $2.03 billion in the first quarter. Last year, Wipro’s full-year revenue totalled $8.06 billion, about $220 million more than HCL Technologies’ $7.84 billion. Abandon use of force in space, Russia urges US Moscow, Jul 28 (IANS): The Russian Foreign Ministry urged the US to abandon steps to beef up its missile defences in space, which could hamper the global strategic stability. “Apparently... the preparations for the creation of the anti-ballistic missile (ABM) space grouping are another step towards the realization of the task of ensuring ‘American dominance in space’,� Xinhua quoted the Ministry as saying in a statement. On Thursday, the US House of Representatives passed the National Defense Authorization Act for Fiscal Year 2019, which stipulates the “development and deployment of persistent space-based sensor architecture� by the end of 2022 to ensure the effectiveness of Washington’s missile defences, according to the bill published on the US Congress website. “We carefully analyze the possible consequences. We call on the US side to show prudence and not to repeat mistakes of the past,� the Foreign Ministry said, adding that armed confrontation in space can be as dangerous as nuclear arms race unleashed by Washington in the middle of the last century. It said that Russia stands against such adventures and give priority to the exploration of outer space for exclusively peaceful purposes.
California wildfire rages on; 2 firefighters killed R EDDING , J u l 2 8 (Agencies): A monster wildfire in northern California burned unchecked on Saturday after it killed two firefighters, destroyed hundreds of structures and sent thousands of frantic residents racing from their homes. Some 3,400 firefighters on the ground and in helicopters and airplanes battled the 48,300-acre (19,500 hectares) Carr Fire early on Saturday as it ripped through Redding, a city of 90,000 people, in California’s scenic Shasta-Trinity area. More than 38,000 residents in Redding and elsewhere in Shasta County fled their homes as the fire began to gain speed and intensity on Thursday, destroying 500 structures and leaving Keswick, a town of 450, in smouldering ruins. The fire, which was just three percent contained after igniting six days ago, has been fed by high temperatures and low humidity, which were expected for at least the next week, said California Department of Forestry and Fire Protection (CalFire) Director Ken Pimlott. “This fire is a long way from done,� he said.

Authorities are warning of heavy rain, landslides, strong winds and high waves, and urging people to consider early evacuation. “We want people especially in the downpourhit regions to pay close attention to evacuation advisories,� meteorological agency official Minako Sakurai told reporters. TOKYO, Jul 28 (Agencies): A powerful typhoon hurtled towards Japan on Saturday, with wester n areas recently devastated by floods and landslides in the storm’s cross-hairs. Typhoon Jongdari, packing winds of up to 180km an hour, is forecast to make landfall on the country’s main island early Sunday, according to Japan’s Meteorological Agency. The storm, currently about 400km southeast of Tokyo, is expected to barrel towards the western Chugoku region on Sunday, where record rainfall earlier this month unleashed flooding and landslides, killing around 220 people.

Twitter loses 1 million users in Q2; stock plummets

The average number of spam reports it received through the reporting flow continued to drop -- from an average of approximately 25,000 per day in March, to approximately 17,000 per day in May. “The new protections we’ve developed have already helped us prevent more than 50,000 spammy signups per day in June,” it added. The news led to Twitter shares plummeting over 19 per cent in the morning trade. The quarterly results confirmed that Twitter has lost a measurable number of active users as it started removing inactive and locked accounts as part of its cleanup exercise in the second quarter. The micro-blogging platform reported $711 million in revenue -- an increase of 24 per cent year-overyear. The advertising revenue totalled $601 million -- an increase of 23 per cent year-over-year. The US revenue hit $367 million while global revenue was $344 million.
Average daily active users (DAU) increased 11 per cent (year-over-year) -- compared to 10 per cent year-over-year growth in Q1, Twitter said in a statement. “Our second quarter results reflect the work we’re doing to ensure more people get value from Twitter every day,” said Twitter’s CEO Jack Dorsey. “We want people to feel safe freely expressing themselves and have launched new tools to address problem behaviours that distort and distract from the public conversation,” he added. The company said it will continue to invest in improving the health of the public conversation on Twitter, making the service better by integrating new behavioural signals to remove spammy and suspicious accounts. Twitter recently acquired Smyte, a company that specialises in spam prevention, safety and security.

esearchers have developed an Artificial intelligence (AI)-based system that can reveal your personality type just by looking at your eye movements. The system uses Machine Learning (ML) algorithms to demonstrate a link between personality and eye movements. The findings showed that people’s eye movements reveal whether they are sociable, conscientious or curious, with the algorithm software reliably recognising four of the “Big Five” personality traits -- neuroticism, extroversion, agreeableness and conscientiousness. “People are always looking for improved, personalised services. However, today’s robots and computers are not socially aware so they cannot adapt to nonverbal cues,” said Dr Tobias Loetscher from University of South Australia. “This research provides opportunities to develop robots and computers so that they can become more natural, and better at interpreting human social signals,” Loetscher added in a university statement.
The research was done by the University of South Australia in partnership with the University of Stuttgart, Flinders University and the Max Planck Institute for Informatics in Germany, Researchers tracked the eye movements of 42 participants as they undertook everyday tasks around a university campus. The study provided new links between previously under-investigated eye movements and personality traits, delivering important insights for emerging fields of social signal processing and social robotics. “There’s certainly the potential for these findings to improve human-machine interactions,” Dr Loetscher said. he draft personal data protection law recommended by the Justice Srikrishna Committee proposes exemption of those personal information from disclosure under the Right to Information (RTI) Act, which can cause harm to the person concerned. The 213-page report, prepared by a 10-member committee set up last year under the chairmanship of the retired Supreme Court judge, Justice B.N. Srikrishna, said the data protection law is designed to limit the processing of personal data to legitimate reasons where the flow of information is beneficial and respects autonomy of the data principal. The report which was submitted to the government on Friday has proposed amendments to the Section 8(1)(j) of the RTI Act which mentions exemptions from the disclosures under the Act. “In addition to the likelihood of harm, disclosure should be restricted only where any likely harm outweighs the common good of transparency and accountability in the functioning of public authorities,” the report said regarding any personal information with a government authority. The content reviewers are a mix of full-time employees, contractors and companies Facebook partners with -- covering every time zone and over 50 languages across the world. “Content review at this size has never been done before. After all, there has never been a platform where so many people communicate in so many different languages across so many different countries and cultures. We recognise the enormity of this challenge and the responsibility we have to get it right,” Ellen Silver, Vice President of Operations at Facebook, wrote in a blog post on Friday. “Language proficiency
is key and it lets us review content around the clock. If something is reported in a language that we don’t support 24/7, we can work with translation companies and other experts who can help us understand local context and language to assist in reviewing it,” Silver added. The company came under heavy criticism Channel 4 Dispatches -- a documentary series -- sent an undercover reporter to work as a content moderator in a Dublin-based Facebook contractor. It showed that moderators at Facebook were preventing Pages from far-right activists from being deleted even after they violate the rules. Williams has enjoyed a medal-laden career at the Olympics after winning four golds and a silver during her five previous appearances stretching back to Sydney 2000. Sister Serena is the only other women’s player to have picked up four golds in tennis. And the 38-year-old has not ruled out adding to her tally after revealing her ambitions of making a sixth Olympic appearance in Tokyo. “It’s my goal to take up another Olympic spot,” said Williams. “And it’s not a given. The club will take part in the second edition of the Goa Women’s Football League. “I am extremely happy that the club is focused towards developing football for men and women in Goa”, said Technical Director, Derrick Pereira. The tournament is slated to begin on August 14 with eight teams expected to participate. Grassroots coach, Naresh Virnodkar has been handed the role as coach of the team as training for the league has begun at the Chowgule Sports Centre in Margao.

The Asian Athletics Association (AAA) selected seven top Indian athletes
to represent Asia-Pacific Team in the International Association of Athletics Federation Continental Cup, an event competed among the season’s top rankers from the regional associations. Based on current IAAF world rankings, Neeraj (javelin), Muhammed Anas (400m), Jinson Johnson (800m)
and Arpinder Singh (triple jump) made it to the AAA list of athletes for AsianPacific in men’s category while Hima Das (400m), P U Chitra (1500m) and Sudha Singh (3000m Steeplechase) were included in the women’s event. In his communication to the Athletics Federation of India, AAA Secretary Maurice R Nicholas said, “The excellent performances of these selected athletes are based on the top lists rankings of IAAF and our statisticians for AsiaPacific. “We are aware that results are rapidly changing in the next few days and if an athlete overtakes the performances of your selected athletes, he or she would be replaced by us. With the win Amateur progressed into the quarter finals. In a closely encountered second match, Fury FC beat United Four Phesama 3-0 via penalty shootout after the match ended in a 1-1 draw. United Four Phesama could not convert any of the first three penalty kicks which resulted in Fury FC winning the penalty tie breaker with 3-0 on the scoreboard to progress into the quarterfinals. New Delhi, Jul 28 (PTI): The failed attempts to bag the top prize in her previous Asian Games appearances are fresh in her memory as shooter Heena Sidhu gears up to break the gold medal jinx in the upcoming quadrennial extravaganza. The 2018 Asiad will be organized in the Indonesian cities of Jakarta and Palembang from August 18 to September 2. “This is another opportunity to do that, improve my medal and performance. I have got two team bronze in the Asian Games, and hopefully, I will improve my performance and maybe even get the gold,” said the 28-year-old today. The former world number one was speaking on the sidelines of a send-off event arranged by the Indian team’s sponsors Edelweiss. Heena, however, cautioned that medals cannot be guaranteed even if the
performance is an improvement on earlier displays. “I cannot guarantee a medal. Medals are subjective and it’s a comparative sort of thing which comes at the end of a good performance. That’s what I am trying to do, put up a good performance and improve my score,” said the two-time Commonwealth Games gold medal winner. Heena is to take part in the 10m air pistol event but post Games will be seen in action in the 25m event as well as in the mixed event at the World Championship in Korea. “Preparation has been going well. BUENOS AIRES, Jul 28 (Agencies): Russia’s ban from international athletics over widespread doping has been maintained by the International Association of Athletics Federations (IAAF), the president of the sport’s governing body, Sebastian Coe, said on Friday. Russia has been suspended from international athletics since November 2015 after the McLaren report discovered widespread doping. The Russians had hoped to be reinstated but IAAF officials meeting in Argentina on Friday unanimously upheld the ban and said that although Russia had taken positive steps in the right direction it had not done enough to merit inclusion. “We have brought about change and it’s change that is very viable,” said Coe. “But we weren’t yet at that point where every element of that criteria had been met.”
