Assam tense; final NRC draft today HIGHLIGHTS OF NRC DRAFT

People submit documents to NRC officials at a Seva Kendra in Guwahati, Assam.  Of the 3.29 crore applicants in Assam, 1.9 crore have been cleared in first round of lists as Indian nationals on January 1 this year.  Descendants of those who can prove citizenship till March 24, 1971, will also be considered Indian citizens. So will those who came between January 1, 1966 and March 25, 1971, and registered themselves with the Foreigners Registration Regional Officer.

 National Registry of Citizens was first prepared in 1951 after a census. The latest updation of the list in Assam contains the names of descendants of those whose names were in the 1951 list, or those who were in Assam’s Electoral rolls till March 24, 1971.

 NRC authorities have disclosed that 1.5 lakh people will be dropped from the first list, since anomalies were found in their documents. Around 50,000 of them are rural women.  NRC is also preparing a common database of citizens to help identify declared foreign nationals

Mother, daughter swept away by river DIMAPUR, JUL 29 (NPN): A mother and her daughter were swept away by the waters of Dzuchru river, Phesama under Kohima jurisdiction on Sunday. A press note by Nagaland State Disaster Management Authority (NSDMA) informed that the incident took place at around 2:30 p.m. when the women had gone to collect pig fodder and slipped into the river. The mother was rescued by State Disaster Response Force (SDRF) while the daughter was still missing. The mother was admitted to Bethel Hospital with multiple injuries. NSDMA said personnel of SDRF and DDMA Kohima swung into action with the help of Phesama local community. However, inclement weather hampered the rescue operation and will resume early Monday to find the missing daughter, NSDMA said.

All vehicles were being allowed to pass through the stretch. Sources informed that the road clearing work was conducted by BRO with the help of the local populace. Meanwhile, restoration work along the stretch near Peducha, which was hit by

a massive landslide on July 24, was still on. All vehicles were being diverted via Peducha–Tsiesema till Sunday, sources informed. According to NHIDCL branch office Dimapur, restoration work is being carried out round the clock. However, the work has been affected due to incessant rain leading mudslide in the area. NHIDCL said the restoration work may take another one week up to August 4, if weather conditions were favourable.

Over Rs 15k crore unclaimed money with insurance cos NEW DELHI, JUL 29 ( I A N S ) : A s t a g ge r i n g amount of Rs 15,167 crore amount belonging to policyholders is lying unclaimed with 23 life insurance companies, according to latest regulatory data. As per data released, of the total unclaimed amount of Rs 15,166.47 crore as on March 31, 2018, Life Insurance Corporation towers over other companies in the unclaimed list with Rs. 10,509 crore, while the 22 private sector insurers account for the remaining Rs 4,657.45 crore. Among private companies, ICICI Prudential Life Insurance has Rs 807.4 crore of unclaimed insurance claims, followed by Reliance Nippon Life Insurance (Rs 696.12 crore), SBI Life Insurance (Rs 678.59 crore) and HDFC Standard Life Insurance (Rs 659.3 crore).

ACAUT, PSAN ask govt to clarify on 706 posts under ‘illegal’ appts

DIMAPUR, JUL 29 (NPN): Reacting to news report published in sections of the local daily on Saturday, directorate of fisheries & aquatic resources has denied the allegation by People’s Democratic Rights (PDR) that fish production in the State had declined in 2017-18. In a rejoinder issued on Sunday, fisheries & aquatic resources director Kevisa Kense asserted that the news was factually incorrect and claimed that fish output had actually increased to 8,990.5 metric tonne (MT) in 2017-18 as against 8,605 MT in 2016-17. People’s Democratic Rights had alleged that fish production declined to 8,220 MT during the year under review. On the issue of potential areas developed by the department, he claimed that the potential area developed so far was 3375 ha and not as stated. The director explained that fish production could only be achieved after completion of projects,

NSLSA: State-wide campaign against human trafficking DIMAPUR, JUL 29 (NPN): State-wide campaign “Fight Against Human Trafficking” was carried out by Nagaland State Legal Services Authority (NSLSA) in more than 100 churches across Nagaland on Sunday in association with Nagaland Baptist Church Council, Nagaland Christian Revival Church and Catholic and Pentecostal church bodies. The State-wide campaign was in line with National Legal Services Authority’s (NALSA) Victim Trafficking and Commercial Sexual Exploitation Scheme, 2015. Altogether 108 panel lawyers and para-legal volunteers of NSLSA and 11 district legal services au-

thorities and three social workers spoke on the legal provisions for trafficking. Resource persons on the occasion pointed out that 8,132 cases of human trafficking were reported from the country in 2016, as per National Crime Records Bureau (NCRB) records. West Bengal with 3,579 reported the highest number of human trafficking cases and accounted for nearly 44% of all cases across the country. However, as per NCRB, there was no case of trafficking reported from Nagaland in 2016. As per legal provisions, anyone convicted of trafficking one person will get imprisonment for a minimum of seven years, which might

go up to 10 years, along with a fine. For trafficking of more than one person, the punishment is a minimum 10 years of jail term, which may go up to life imprisonment, and a fine. For trafficking one minor, the punishment is minimum 10 years of jail, which may go up to life term, and a fine. Considered one of the largest exercise of its kind carried out in any corner of the world to determine residency status of citizens, the NRC of 1951 in Assam is being updated by Registrar General of India along with Office of the State Coordinator, NRC as per the directive of Supreme Court and under its strict monitoring. And with barely 12 hours remaining for publication of the complete NRC draft, neighbouring States like Arunachal Pradesh, Meghalaya and Nagaland too are facing anxious moments as many organisations are apprehending large scale influx of alleged illegal immigrants from Assam. They fear that those whose names don’t figure in complete NRC draft might move into their States.

Fisheries dept responds to PDR allegation

NEW DELHI, JUL 29 (AGENCIES): Seeking to scotch rumours and identify fake news on social media platform WhatsApp, a team of experts at a city-based institution is working on developing an application that may be able to tell you whether a

message is fake or not. P. Kumaraguru, associate professor of computer science at the Indraprastha Institute of Information Technology, Delhi, is heading the team which is developing the app. Rumours on WhatsApp have sparked off a spate of incidents involving mob fury. The professor feels that the application will be a useful tool in the current scenario where a number of such incidents have been reported in which people were killed in violence, triggered on the basis of rumours circulated on WhatsApp. “We are collecting a large number of data and have asked people to forward us messages on the number 9354325700. These messages will be analysed and accordingly, we will develop a model for putting a wrapper on such messages,” he added. For example, if a message is received, there will be colour codes that will indicate the authenticity. A green might indicate that it is a legitimate content, yellow colour might indicate that the system is not able to decode it while red might indicate that it is definitely fake content, he said. “We will study the common factors in such messages. The commonality might be an image, a URL or some words. If it is a forwarded message, it is a high probability that it is a fake message,” he said. K Y M C

The fortnight had family planning camps being held in all the health units providing free family planning services. DIMAPUR: The Working Committee of Naga National Political Groups (WC, NNPGs) has condemned reports of the raid at the residence of ‘gen.’ TM Rhakho, commander-in-chief of Naga Army, FGN/NNC at Hebron 1, Phek town by personnel of 22 Assam Rifles (AR) on July 26. In a statement issued by its media cell, WC, NNPGs asked that when there was a dialogue on to resolve the Indo-Naga political issue, where the need was to raid the residence of a top military commander. DIMAPUR: Officials of Soil and Water Conservation department, on July 28, visited Viswema village under Kohima district to assess damage to property and infrastructure caused due to the sinking of land (land subsidence), attributed to incessant rainfall, being currently experienced in the state. A press release by S&WC department deputy director, Hetoho Y. Swu stated that the massive landslide triggered by incessant rain had damaged

at least seven houses in the village including paddy fields, the value of which may amount to crores of rupees. It also pointed out that the road has been completely damaged thereby causing undue hardship to the commuters, both village dwellers and those travelling towards Zuketsa and vice-versa. The damage was of alarming magnitude and the concerned department/agency needs to address the problem on a priority basis, otherwise

the landslide may escalate further causing more damage and hardship, the press release stated. The release further reported that the landslide stretched from about fifty meters below the National Highway 2 extending into forested areas, where large gaps/fissures as wide as 4 feet have developed and the land surface has been greatly disfigured. A report to this effect is being submitted to the Nagaland State Disaster Management Authority (NSDMA)

for further necessary action. The team was led by commissioner & secretary, Soil & Water Conservation, Vikeyie Kenya accompanied by project director, deputy director and soil survey officer of the deptt. Mob blocks NH-102 after student dies in hospital

They claimed that the student, who was rushed to Thoubal district hospital following a complaint of pain, was not treated well by the doctors. “When we rushed him to the hospital, the doctors on duty were found enjoying drink and did not attended the patient properly

and prompted the death,” a relative of the deceased boy said. After the news of death of the boy spread, residents of Khangabok stormed the hospital and ransacked the property of the hospital. Timely intervention by police saved the hospital property from large scale damages, reports said. At a public meeting held today at the locality, a joint action committee (JAC) has been formed to press the responsible authorities of the state government to take up befitting action against the doctors who failed to discharge their duties.

Mentallychallenged girl raped in M’laya Tura (Meghalaya), Jul 29 (PTI): Ten persons, including two minors, allegedly took turns to rape a 13-year-old mentally-challenged girl over a period of two months in Meghalaya’s North Garo Hills district, police said Sunday. The incident came to light after an FIR was lodged by the girl’s family at the Resubelpara police station yesterday. Police arrested nine of the accused today, while one is absconding. The mentally-challenged girl was repeatedly raped over the last two months, the police said, adding that the wife of one of the accused had witnessed the dastardly act and informed the village elders about it. The village heads called the family members of the girl to a meeting on July 25 to arrive at a compromise. However, the girl’s family did not relent and lodged the FIR, the police said. They added that two of the accused were minors, while most of the others were married and hailed from the same village of Haluapara under Resubelpara police station. “The accused confessed to their crime at the meeting held in the village,” Circle Inspector of Resubelpara police station G K Sangma said.

No lynching in Tripura in 25 years of Left govt: Sarkar

NEW DELHI, Jul 29 (PTI): Former Tripura Chief Minister Manik Sarkar has claimed that no incident of lynching occurred in the 25year rule of the Left Front in the state and said such incidents happen when a government fails to deliver on its promises and wants to divert the attention of people pointing fingers at it. The Left leader, who was in Delhi recently to participate in a protest organised by the five Left parties against the “murder of democracy” in Tripura and West Bengal and incidents of lynching, alleged that the BJP failed to fulfil the promises it made in the runup to the 2014 Lok Sabha polls and was “trying to divide society on the basis of class and creed”. Referring to the lynching of four people in Tripura, the former state Chief Minister claimed: “such incidents never happened in the 25-year-long Left Front rule”. According to him, “such incidents happen when the government cannot fulfil the promises made during elections and wants to divert the attention of people pointing fingers at them”. Incidents of child lifting, lynching and cow vigilantism are part of the BJP’s “sinister design” to divert

people’s attention from the failures of its government at the Centre, Sarkar alleged. Minorities and Dalits are the “worst victim of this fear psychosis” prevailing in the country. “ T h e g ove r n m e n t wants to muzzle the voices of those who oppose the BJP,” he claimed. Earlier, the Left Front in Tripura had accused the BJP of creating a “situation of frenzy” in the state and alleged that the incidents of mob lynching were part of a “greater conspiracy”. “A movement is taking shape against them because they failed the people. The BJP is scared because of this and is realising that people have turned against them. Suddenly, lynchings have started. This is the way they want to divert people’s attention from their weaknesses,” he alleged while talking to PTI. Criticising the Biplab Deb-led BJP dispensation in the state, he said that just like the Centre, in Tripura, too, the state government has not been able to fulfil its promises made in the run-up to the assembly elections. He complained that no work was being done under the Mahatma Gandhi National Rural Employment Guarantee Act, “a source of income for tribal and non-tribal people in the rural areas”.

The department tied up with NE Agro Products, a Gurgaon based company for selling fresh organic and chemical free pineapples (850 grams to 1.5 kilograms) for ‘queen’ and ‘kew’ varieties. The pineapples were produced by the Organic Pineapple Growers of Thay-

ong, Andro, Waithou Chiru (Imphal East district), where queen variety is cultivated in Bunglon and Khousabung and kew variety cultivated under the Mission Organic Value Chain Development for North East Region (MOVCD-NER) implemented by the Mission Organic Mission Agency (MOMA) in the state. At present, 600 organic growers/farmers are cultivating organic pineapples covering 600 hectares of land under phase-1 and another 1,000 growers/farmers are taking up cultivation at 1,000 hectares of land under phase-II of the mission. Talking to reporters, state horticulture and soil conservation minister Thounaojam Shyamkumar termed it as a new dawn for the department and for the organic farmers of the state.

IMPHAL, JUL 29: Zeliangrong organizations of Assam, Manipur and Nagaland have lodged a complaint with Union Home minister, Rajnath Singh claiming that leaders of the apex body including its frontal organizations were allegedly issued threats by NSCN (I-M). Addressing a press conference here at Manipur Press Club, after holding a consultative meeting to discuss the issue, Zeliangrong Baudi (AMN) condemned the threat meted out to leaders of Zeliangrong Baudi (AMN), Zeliangrong Youth Front (AMN) and All Zeliangrong Students’ Union (AMN). ZYF president Titus Kamei alleged that the threat to eliminate the leaders came up after the

frontal bodies failed to pay heed to the “diktat” of the NSCN (I-M). “We are being threatened to be eliminated because we strongly objected to NSCN (I-M) Tatar Hoho’s decision- trifurcating Zeliangrong into three separate communities Zeme, Liangmai and Rongmei,” he said. Guwahati, Jul 29 (PTI): The task of creating a digitised database of over three crore people -the backbone for the muchawaited National Register of Citizens (NRC) - was no mean feat, but a Guwahati-based IT company has accomplished the mission in stipulated time with its software solutions. Assam is the first Indian state where the NRC is being updated after 1951 with March 24, 1971 as the cut-off date to include the names of genuine Indian citizens. The first draft of the ongoing NRC process was released on the midnight of December 31, 2017 and it comprised 1.9 crore names out of the total application of 3.29 crore. The final draft is scheduled for release on July 30. An exercise of this magnitude for identifying the genuine Indian citizens in Assam, under the supervision of the Supreme Court, was a mammoth task, said Abhijit Bhuyan, the managing director (MD) of IT firm Bohniman Systems. “The challenges were daunting with myriad problems along the way during the last three-anda-half years, beginning

from September 2014, but we managed to create the database, which formed the basis of NRC,” Bhuyan told PTI. Over three crore (30 million) people, almost 95 per cent population of Assam, used “legacy data” while applying for the current NRC, he said. The legacy data are a combination of the 1951 NRC and electoral rolls of Assam from 1951 till March 24, 1971 “Each of these data sets was given a unique code. These unique legacy data code has also become the base for family tree, as it accounted for three crore people and almost 65 lakh families,” she explained. The NRC Seva Kendras (NSKs) delivered 75 lakh Legacy Data Code (LDC) while 69 lakh LDCs were delivered online, he said. “The need to create a searchable legacy database was first felt during the pilot NRC process in 2010. The entire process was, however, derailed due to non-availability of legacy data in a comprehendible format,” he said. After the National Register of Citizens authorities, who had called for tenders, accorded the work of digitization to

Bohniman systems, the IT team set out to work with great zeal, Bhuyan said. “The professionals, however, faced the initial challenge of collecting legacy data of 1951 National Register of Citizens (handwritten) and electoral role (printed and handwritten) between 1951 National Register of Citizens and March 24, 1971, which were in the lockers of the offices of deputy commissioner and district superintendent,” he said. In 1951, there were only eight districts in Assam, which increased to 27 by 2014. At present there are 33 districts. People have migrated over the years and it would have been very difficult for them to go search for certified copies of their legacy data in their places of origin, the MD stated. “Even if people knew their origin, mapping the original eight districts to the current day 27 or 33 districts would not have been possible. The Bohniman systems team had to create multiple filtering options for zone-wise search and all legacy data were mapped with the present districts,” he said. The second challenge was to translate the legacy data from Assamese and

Bengali to English. “We developed a software to transliterate these Assamese and Bengali data to English. The entire database was then made available in all three languages,” Bhuyan said. The third challenge was that most of the people were not sure about the spellings of their forefathers’ names. “A phonetic-based search engine was designed by us to search these legacy records that will display all similar sounding names. Also, additional mechanisms were designed to search with the name of villages or neighbours,” he added. Another major issue was that most of the legacy documents were in fragile condition and flat scanning was not possible under any circumstances. “We had to use photo scanners for these records. Each and every image was linked with the data through special tools developed by us,” he added. After the legacy data phase was over, next came the challenge of digitization of applicant’s data submitted in physical form at NSKs. “Every NSK had two operators, which meant

5000 operators in 2500 NSKs with two laptops and these people were experienced in computers. The original idea was to digitize the data centrally but we developed an application which was easy to install,” he said. The final step was to develop the ‘Family Tree Application’ to map the manual inputs of 65 lakh families with the computerized data, Bhuyan added. Parallely, 6.5 crore documents submitted by the applicants were also handled by an app developed by Wipro by creating a metadata and sending it to the place of origin for verification. “The results that returned were entered into the system and the final family tree information was merged with field verification results. The authorities took the decision for each applicant based on these results,” he pointed out. In addition, Bohniman Systems also digitised the 27,000 village boundaries of Assam and plotted all data in layers for monitoring the project in a graphical view, together with an integrated view on Google maps, Bhuyan added.

India needs 1,023 special courts to try rape cases: Law Ministry

New Delhi, Jul 29 (PTI): A little over 1,000 ‘fast track special courts’ need to be set up across India as part of a new scheme to try cases related to rape of children and women, the Law Ministry has estimated. These courts are to be set up as part of a larger scheme to strengthen infrastructure for better investigation and swift prosecution in such cases. The Department of Justice in the Law Ministry has estimated an expenditure of Rs 767.25 crore to set up these special courts. The Centre will have to shell out Rs 474 crore as central funding, the department has told the Ministry of Home Affairs (MHA). “ ... It is estimated that a total of 1,023 FTSCs (fast track special courts) are required to be set up for disposing of rape and the Protection of Children from Sexual Offences (POCSO) Act cases with an estimated expenditure of Rs 767.25 crore out of which Rs 474 crore as central funding on the pattern of centrally sonsored scheme,” said a Law Ministry document. The details worked out by it have been forwarded to the MHA. The new scheme is part of an ordinance recently promulgated to allow courts to award death penalty to those convicted of raping children aged up to 12 years. The Criminal Laws

Ravi Shankar Prasad (file) (Amendment) Ordinance amended the Indian Penal Code (IPC), the Code of Criminal Procedure (CrPC), the Evidence Act and the POCSO Act. While bringing out the ordinance, the government had decided to frame a scheme to set up an “appropriate” number of fast track courts to try rape cases in the states. The scheme will include components, including strengthening of the physical infrastructure and prosecution machinery, provision of the required number of judicial officers for lower courts, additional posts of public prosecutors, dedicated investigators and special forensic kits. A senior government functionary said as many as 524 fast-track courts are already functional in the country to try cases related to women, SCs and STs,

the marginalised and senior citizens. Quoting a written response of Law Minster Ravi Shankar Prasad in Parliament in March 2017, the functionary pointed out that of the 524 fast track courts, 100 are in Maharashtra, 83 in Uttar Pradesh, 39 in Tamil Nadu, 38 in Andhra Pradesh and 34 in Telangana. The special fast track courts proposed now as part of the ordinance would specifically deal with rape and child rape cases, the functionary said. In April, the government had issued an ordinance to provide stringent punishment, including death, for those convicted of raping minors up to the age of 12 years, amid a nationwide outrage over cases of sexual assault and the murder of minors in Jammu and Kashmir’s Kathua and

Gujarat’s Surat, and the rape of a girl in Unnao in Uttar Pradesh. New fast-track courts will be set up to deal with such cases and special forensic kits for rape cases will be given to all police stations and hospitals in the long term, according to the Criminal Law (Amendment) Ordinance. It stipulates stringent punishment for perpetrators of rape, particularly of girls below 16 and 12 years. The death sentence has been provided for rapists of girls under 12 years. The measure also provides for speedy investigation and trial. The time limit for investigation of all cases of rape has been prescribed and has to be now completed within two months. The deadline for the completion of trial in all rape cases will be two months, officials said. A six-month time limit for the disposal of appeals in rape cases has also been prescribed. New posts of public prosecutors will be created and special forensic kits for rape cases given to all police stations and hospitals in the long term, the officials said. Dedicated manpower will be provided for investigation of rape cases in a time-bound manner. Special forensic labs exclusively for rape cases would also come up in each state.

Maharashtra bus accident: 30 bodies retrieved from gorge Mumbai, Jul 29 (PTI): At least 30 bodies have been retrieved from a gorge where a bus packed with picnickers fell in Raigad district of Maharashtra yesterday, killing 33 people, the police said today. The rescue operation was underway at Ambenali Ghat near Poladpur town, located around 180 km from here. The police, fire brigade, teams of the National Disaster Response Force (NDRF) and local trekkers were making efforts to pull out all bodies from the accident spot, a senior police official said. So far, 30 bodies have been recovered and handed over to the relatives after completion of the due formalities, he said. As the gorge is over 500-feet deep and located off a slippery road, the rescue teams are finding it difficult to retrieve the bodies, he said. The rescue teams had initially managed to trace 14 bodies, but it took nearly six hours to pull out the other corpses because of the difficult terrain of the area which is surrounded by dense vegetation, the official said. Senior police officials, including Raigad’s superintendent of police, were at the spot, he said. The private bus was carrying 34 staff members of the Balasaheb Sawant Konkan Krishi Vidyapeeth at Dapoli on a picnic when it fell into the 500-feet deep gorge at Ambenali Ghat yesterday afternoon.

Ahead of MP polls, BJP harps on development; targets Digvijay Bhopal,Jul 29(PTI): The ruling BJP in Madhya Pradesh is gearing up to fight the upcoming assembly elections on development plank and is also alleging “misrule” by the Congress when it was in power in the state for 10 years. However, the main opposition party has poohpoohed the development claims of the BJP and maintained “winds of change” are blowing in the state, where the saffron outfit is in power since 2003. The BJP is specifically targeting senior Congress leader Digvijay Singh, who headed the party government from 1993 to 2003, reminding people about the days when Madhya Pradesh was regarded as a “BIMARU” (laggard) state. The BJP has brought out a lot of written material, including two booklets, to underline its development credentials and list welfare programmes launched by the government in the last 15 years. It won’t succeed in its design,” he added. “There are no differencesin the party. He criticised the NDA government, saying it had earlier assured it will appoint the Lokpal and implement the Lokpal Bill, passed by Parliament and signed by the then President in January 2014. “But there is a lack of will in this government to curb corruption and hence, it is giving a lot of reasons and delaying the ap-

The government had said the search panel would lay down its procedures, following which the selection committee would fix the time frame within which the names for selecting the chairman and members of the Lokpal would be recommended. The committee comprises the prime minister, the chief justice of India, Lok Sabha speaker, the leader of the largest opposition party and an eminent jurist. The apex court, in its last year’s verdict, had said there was no justification to keep the enforcement of Lokpal Act suspended till the proposed amendments, including on the issue of the Leader of Opposition in Lok Sabha, were cleared by Parliament.

New Delhi, Jul 29 (AGENCIES): India is working on a mega defence project to make the airspace over almost all its major cities, including Delhi and Mumbai, virtually impregnable, sources in the military establishment said. The government is procuring a variety of air defence systems, including missiles, launchers and command-and-control units from the US, Russia and Israel, besides deploying indigenously developed missiles as part of the project, they said. In the last few years, China has significantly ramped up its air power and the sources said that the government was determined to equip the Indian Air Force with capabilities on par with its adversaries. “Missile shield over the national capital and many other cities are being strengthened considering the evolving security scenario. Procurement of missile systems, radars and weaponry is part of the initiative,” a senior military official said.

India is engaged in talks with the US for procuring components of air defence systems, including missiles, radars and drones, and attack helicopters. The US has already approved the sale of 22 Sea Guardian drones to India at an estimated cost of USD 2 billion. It is for the first time, the US is selling the drones to a country which is not a member of the North Atlantic Treaty Organization (NATO). The sources said India is also looking at the US’ National Advanced Surface to Air Missile System-II to bolster its own missile shield. India is also procuring the S-400 Triumf air defence missile systems from Russia at a cost of nearly Rs 40,000 crore to boost its air defence mechanism. C’garh cops probe source of foreign arms seized from Maoists Raipur/Kolkata, Jul 29 (PTI/AGENCIES): Maoists in Chhattisgarh may have been procuring sophisticated foreign weapons by smuggling them through the North East, the state police suspect. The police are investigating this aspect in the wake of the recovery of two hi-tech ‘foreign made’ firearms for the first time from Maoists in the Naxal hotbed of Bastar region. A rifle with a ‘Made in Germany’ mark was recovered on May 2 after a gun-battle with naxals in Sukma district, while a sub-machine gun of the US make was seized from them in Narayanpur district on July 4, a police official said. “The possibility that Maoists got foreign-made weapons smuggled via the North East side cannot be ruled out as there were intelligence inputs in this

connection,” Deputy Inspector General of Police (anti-naxal operations) Sundarraj P told PTI. “An investigation is on to trace sources of these weapons, which were earlier never found with ultras in Bastar region,” he said. Earlier in December 2011 and April 2014, two 7.65 mm automatic pistols with the ‘Made in USA’ mark were recovered after encounters with Maoists in Raoghat and Bhanupratappur areas of Kanker district, he said. The questioning of Maoists who were arrested and those who surrendered revealed that they were getting weapons and advanced devices, like direction finders and China-made binoculars, from abroad. But naxals had also looted such weapons and gadgets from security forces, the DIG said. Maoist spokesperson

Abhay Devdas Nayak, who was arrested last month, revealed during his interrogation that naxals had bought arms and ammunition from abroad till 2011 before the death of their top leader Koteswara Rao alias Kishenji, he said. Kishenji was gunned down in an encounter with security forces in West Bengal in 2011. The DIG said Nayak told the police that the extremist groups like LTTE (from Sri Lanka) and ULFA (in Assam) had also earlier supplied weapons, including AK-47, Insas and M15 rifles, to Maoists. He said weapons generally reach ultras in Bastar from North Eastern states like Assam via Jungle Mahal (West Bengal) and Malkangiri (Odisha). But for the past couple of years, the supply chain of Maoists was choked by joint efforts of security

forces from all these states, he added. “Even some documents recovered recently from naxal camps and hideouts revealed that they were running short of arms, ammunition as well as cadres,” the official said. Since 2001, security forces have recovered about 2,600 weapons, including 92 automatic guns, from naxals after encounters and busting their camps, particularly from Bastar region. In the last five years, around 1,007 weapons, including some hi-tech ones, were seized from them, he said. “The foreign-made weapons recovered in the two recent encounters, wherein middle-rung cadres were killed, could be replicas of the international models. A thorough investigation into it will reveal the actual origin of these weapons,” he added.

Supplementary charge sheet in Maoists attempting Kathua rape case this week: Officials to regroup in Bengal After about six years of peace in West Bengal’s Jangalmahal since the death of Maoist leader Mallojula Koteswara Rao also known as Kishenji, the spectre of Maoists seems to have come back to haunt the administration, as they are attempting to regroup in this region. Officers in central intelligence agencies said that activities of the armed squad led by state secretary Akash have recently increased in the villages along Bengal-Jharkhand border in the districts of Jhargram and Purulia in West Bengal. This squad, which comprises between 12 and 15 guerrillas, was based in the forests of Jharkhand over the past five years but was spotted along the Bengal-bordering villages of Jharkhand several times over the past couple of months.

Jammu, Jul 29 (PTI): The Jammu and Kashmir Police’s crime branch will be submitting its supplementary charge sheet this week before the Pathankot court, which is hearing the gruesome case of rape-andmurder of an eight-year-old girl in Kathua this January, officials said here today. The charge sheet would be submitted this week in which further investigation carried out by crime branch personnel would be presented in the court against the eight people arrested for allegedly committing the heinous crime, they said. Earlier this month, the crime branch had informed the Supreme Court that they would be submitting a supplementary charge sheet in the case. The apex court had given them eight weeks to file it.

A bench comprising Chief Justice of India Dipak Misra and Justices D Y Chandrachud and Indu Malhotra had on July 9 issued a detailed order asking the crime branch to file the supplementary charge sheet within eight weeks after obtaining due sanctions. The fresh supplementary charge sheet is likely to highlight other angles of the alleged conspiracy that was hatched by the accused people, who are at present in district jail of Gurdaspur in Punjab. The crime branch has arrested Sanji Ram, his son Vishal and his juvenile nephew, two special police officers Deepak Khajuria alias ‘Dipu’ and Surender Verma and friend Parvesh Kumar alias Mannu. It also names head constable Tilak Raj and sub-inspector Anand Dutta,

who allegedly took Rs 4 lakh from Sanji Ram and destroyed crucial evidence. Both Raj and Dutta have since been dismissed from the police services. The district and sessions court in Pathankot framed charges of rape and murder against the seven accused in the case on June 8. Sanji Ram, considered the main accused, is alleged to have hatched the conspiracy with the other accused for kidnapping the girl as part of a strategy to remove the minority nomadic community from the area. The fate of the eighth accused, a juvenile, was yet to be decided after the crime branch of the Jammu and Kashmir Police moved an application in the high court claiming him to be an adult.

ecent ban by some states in the north east on import and sale of varieties of fish from Andhra Pradesh due to presence of formalin (used as preservative for dead bodies ) has exposed how the harmful practise has been going on for so many years. The presence of formalin in the fish samples were detected through laboratory tests conducted in Kohima, Dimapur, Mokokchung and Wokha etc and not only unproved speculations. According to medical reports, consumption of formalin on a regular cycle results in presence of the chemical(formalin) in high doses and that triggers cancer. In addition, formaldehyde is a highly toxic systemic poison that is absorbed well by inhalation. The vapor is a severe respiratory tract and skin irritant and may cause dizziness or suffocation. For decades, fish lovers in the north east have been consuming easily available and fully matured fishes imported mainly from Andhra Pradesh. Of course, except West Bengal, all other eastern states depend on fishes from Andhra Pradesh. According to reports some 50 truck loads of fishes are transported to the north east states every day. The total cost of a day’s transportation of fishes by 50 trucks is estimated at around Rs.10 lakhs. In a year, the total value of fish exports from Andhra Pradesh works out to Rs. 10 lakhs x 50 trucks x 30 days x 12 or Rs. 1800 crore. This is a whooping bill for fish consumption. Fish export is believed to be the biggest business in Andhra Pradesh and the ban on fish has definitely hit the state very hard. This has led the chief minister Chandra Babu Naidu in writing a strong letter defending the quality and safety of fishes from Andhra Pradesh and also promising to ensure that the quality and health safety will continue to be enforced very strictly The use of formalin( formaldehyde) is a fact but the question is at which stage? Recently some officials of the Andhra Pradesh state fisheries and allied departments toured the north eastern states to convince the state governments to lift the ban on fishes exported from Andhra Pradesh. According to the Andhra Pradesh chief minister the fisheries in Andhra Pradesh do not inject formalin and has therefore pointed the finger at “traders”. What needs to be asked from Naidu is whether the “traders” or fish wholesalers are in Andhra Pradesh or the handling agents or state dealers in the north east? The fish-laden trucks take at least five to six days to reach Guwahati and another day to reach Dimapur. That means the fishes, that are packed in ice packs will have to endure soaring temperatures in summer for a week’s journey. If the truck’s main body for carrying perishable items is refrigerated then it is another matter. However since the ice in the packs melt, the fishes certainly undergo deterioration. To prevent deterioration, the fishes are injected with formalin for preservation throughout the journey. Now, where does the injection of formalin take place-in Andhra Pradesh or in Guwahati or Dimapur?. It is clear that the injection has to be done before packing them in ice packs in the place of origin-in Andhra Pradesh otherwise, it is insane and useless to inject the fishes after so many days and when some deterioration would have taken place. Assam has lifted the ban after assurances from the Andhra Pradesh officials but probably it has more to do with business interests rather than anything else. And which is bad news for other states.

Prudent pricing policy must for growth

he sudden record movement of sensex to 36,548 points once again proves that the stock market need not follow other economic indicators. Yes, it is rising even as consumer inflation hits five-month high of 5 percent in June and industrial output growth slowed to a seven-month low of 3.2 percent. There is one difference. The Central Statistical Organisation (CSO) figures are of May and sensex and Nifty index at 11,023 are of July 12. Has the economy started doing really that well? There is a possibility though it is not necessary that stock market has to synchronise with other growth indicators as past experiences tell. The sensex first. It is a narrow band of 30 stocks. The movement necessarily does not mean that it is reflecting the broad movement across the market. A handful of stocks have given the cosmetic look. It is restricted to good performance of Tata Consultancy Services (TCS), Reliance Industries and some other companies which of late had improved their balance sheet. The Reliance hit $ 100 billion mid-cap and its shares are up 17.5 percent.

The TCS performance also improved but it is attributed also to the falling rupee. It boosted its earning. The BSE mid-cap index shows a sharp contrast. It has dropped 12.74 percent and the small-cap index has declined a steeper 14.62 percent. That speaks volumes and the trend is apparently in sync with other indicators. The trade war and possible reopening of talks between China and US are also said to have bettered the market prospects. As trade war and oil prices have created choppy situation across the major markets, the players are moving to areas where a thin hope of gains is expected. Indian market has seen once again the return of the foreign institutional investors (FII), who had fled to the US and western markets, between January and March, as interest rates firmed up. Not much should be read into the latest stock movements though it sustained for the last four sessions after a not so encouraging patch. The Nifty had touched 11,027 on January 31 but took a long time to come close to that suggesting that the players are cautious and of and gains are survival techniques.

The global situation remains tricky and market would be making many corrections during the next few weeks. It does not mean it has to rise. One needs to remember that the market is coming out of cheap money – low interest rates. Many companies that depended on cheap money may see a real squeeze. The stock market has been supported by domestic institutional i nv e s t o r s . Shivaji They have pumped in Rs 66,000 crore. But mutual fund inflows have slowed down. The performance of some listed companies and select banks during June quarter may decide the future real investment growth. Sustaining such performance is not easy. Many sectors are not doing that well. The sugar industry production has increased to 320 lakh tons. Another 39 lakh tons from the previous season has added to its problems. International demand for sugar has come down. Except for China there is no demand. Many competitors, including Briazil and India, have rushed to China to sell their product. It is causing a slump in

price. The sugar producers are also finding fall in domestic demand. Even aerated water suppliers are cutting consumption as it is stated that health conscious consumers are avoiding sugary drinks. The unsold stocks have mounted sugar manufacturers’ arrears to be paid to farmers to about Rs 22,000 crore. The government announced Rs 8,000 crore supports but Sarkar t h e h u g e backlog is more than an economic problem. The ease of business is stated to have increased. But overall stiff regulations and alleged rent seeking in many areas are hindrance. States like UP are seeing many “unlicensed” schools being closed down. Not many are eager to invest in education. Such highhanded approach further dampens the spirit. It is just not the state bodies even the municipalities act in a queer way. Some who tries to sell fast food comes across bands of local body functionaries demanding their share or the licence, which is not easy to procure. The nation has to rethink on what ease of business really means. Does a

fast food-seller really need a licence? A pragmatic approach, including on ecological issues, across all businesses are needed for the nation to thrive. It may be a good subject of study for NITI Ayog. Rising prices as the consumer index indicates may further impact demand. The rainfall deficit and high oil prices may further stiffen conditions. As inflation is crossing RBI tolerance limit, rightfully it has to firm up interest rates. It also has to see that the banks increase deposit rates as well and not pass on losses caused by their follies to depositors. This may shake the confidence of the people in the system. A higher interest rate would also be a deterrent for corporate. They had taken unnecessary huge loans since 2010. Increased rates would possibly make them more responsible. But the state has to act firm on rising prices. It should not be treated as a ‘normal’ phenomenon. The falling rupee increases impact of oil prices and further weakens the currency. The minimum support price hike for farm products is double-edged. It may marginally help

the farmers but hit the consumers more as food grain and products become expensive. It hits demand. The industrial products face difficulty in selling and consequently their growth gets hit. A prudent pricing policy is needed to boost the slowing manufacturing sector. In terms of industries 10 out 23 industry groups in the manufacturing sector showed negative growth. It indicates the broad-based nature of slowdown. The best performing are the mining and electricity sectors. The Indian economy has many challenges to face. Some cues may be found from the UK and EU visit US President Donald Trump. Cowering under pressure NATO allies has increased their spending. As Trump goes on to talk with many of them, new signals could be found. He may initiate a new series of discussions with India on Iran and Afghanistan. The international scenario is under cloud but the US audacity has also its answers in Trump dialogues. May be the future would be better for India but it has to check the prices to ensure growth.

It is very unfortunate to state that Z. Royim (Acting President) has betrayed the entire NNC Parent Body and the General Secretary V. Nagi in particular after coming to know and witnessing everything in Delhi with his own eyes of the submission of compromised political agenda of the Naga people but fully aware of the reality, he is secretly working with the conspirator’s will and wishes in hiding at the cost of Naga people and its land. And this we do not accept and Z. Royim will be held responsible and accountable alone. Now that the situation demands the NNC Parent Body have to make it very that Z. Royim was and is never a full-fledged President but only made Acting President due to political necessity in 2011 in a Central Executive Council (CEC) Member’s Meeting, but not officially elected by the General Meeting with one month official notice as convention. So Z. Royim was and is never the President of NNC Parent Body. Also Z. Royim (Act-

As stated above, the so called 6th June 2018 meeting was illegal and invalid. In fact, the meeting of some members like Lamso, Bamteo, etc from Zeliangrong Region , Toshi (Yibang) Walling, H. Sumi and Z. Royim cannot be considered a CEC meeting as only few individuals were involved without the knowledge or notice of all the existing Regions Authority, CEC members and in particular the Office of the General Secretary in- charge of executive power of official functioning. The fact of the 6th June 2018 meeting was that UT-1 Chairman H. Sumi categorically stated in the meeting that without proper consultation and discussion with all concerned members and in particular the General Secretary & Co-Convener V. Nagi and his team who were yet to return from Delhi should also be present for such

meeting, but in spite of his appeal, the discussion went on, so H. Sumi walked out from the meeting, and this was the real picture of that hidden meeting. We the NNC Parent Body must also make it clear to one and all that CoConvenership of Working Committee NNPGs was bestowed upon V. Nagi the General Secretary of NNC Parent Body on 13th of December 2016 unanimously in the meeting with Nagaland Tribes Council in the name of God Jehovah and declared to the Naga people and all concerned. We the NNC Parent Body will always stand and work with the leader who can speak, argue, debate and negotiate with opponents and even among the NNPGs especially in negotiation on the inalienable historical and political rights of the Naga people for freedom of our Homeland. Therefore, the unnecessary accusations on V.Nagi regarding small matters are irrelevant and immaterial at this time of negotiation at the highest level of political talk on the longest political movement and struggle of seven decades with the largest democracy India. We condemn hatred, envy and above all jealousy in the Working Committee (WC) of six NNPGs of six leaders. Talk big, do big, fear God and do away with jealousy and political

compromisation of Naga rights. We also condemn conspiracy and victimization of our leader at this sensitive and crucial time of our history. he press statement reportedly issued by one C.Y Lotha on 24 & 25th July using the name of NNC (Parent Body) is dubious and without any sanctity. We would like to clarify to the Naga people that Mr. Toshi Walling, CEC member, NNC (Parent Body) was unanimously chosen to replace Mr. V Nagi, General Secretary, as the co-convener of WC, NNPGs on 6th June 2018. The Central Executive Council meeting held at Dimapur gave its consent and approval for the same and President NNC (Parent body) Mr. Z Royim Yimchunger ordered the change. Presently, Mr. Toshi Walling is ably assisting other WC members in the ongoing dialogue with the GoI. The change was necessitated not for any political reason because Mr. V Nagi is a signatory of Agreed Position between GoI and WC, NNPGs, which in essence captured the spirit of Naga plebiscite of 1951. Mr. Nagi was recalled because of fundamental flaw in his personality and character as a leader. When the first report of volatile temper of Mr. V Nagi, as co-convener, reached the National workers back home, President Z Royim and senior leaders requested WC to allow him to continue represent NNC (parent body) as co-convener. The next round of negotiations were fixed but Mr. V Nagi, General Secretary NNC (parent body) who was still the coconvener, neither joined WC members in New Delhi nor participated in the political dialogue. In the interest of the Nagas in general and the NNC National workers in particular, the President in consultation with CEC members, unanimously endorsed Mr. Toshi Walling and Mr. Liangkebo Zeliang to represent NNC (Parent Body) as co-convener and member respectively in the ongoing political negotiation with the GOI. This is the present status. NNC (Parent Body) is a political institution of the Naga and not a private property. At this stage leaders and followers must understand that finding solution to Naga problem is more important than any leader or few misguided men. It is useless to occupy a misplaced high moral ground, accusing other comrades when WC, NNPGs and GOI are working towards an acceptable and honorable political solution. NNC (Parent Body)

Yamuna flows above danger mark; Sisodia reviews evacuation

New Delhi, Jul 29 (IANS): As the Yamuna river continued to flow above the danger mark in Delhi on Sunday, Deputy Chief Minister Manish Sisodia took stock of the ongoing evacuation in lowlying areas. Over 1,000 families had been evacuated till Sunday morning. Sisodia also visited low- lying areas around Akshardham and Pandav Nagar and urged people to move to safer

places. The river’s water level rose to 205.50 meters on Sunday due to water discharge from Haryana’s Hathnikund Barrage amid continuous rain in the catchment areas. It is expected to rise to 206.60 meters on July 31. Haryana had released six lakh cusecs of water at 6 p.m. on Saturday. The water released at Hathnikund barrage, which provides drinking water to

New Delhi, Jul 29 (AGENCIES): Central government employees may soon be able to go abroad on Leave Travel Concession (LTC), top officials said on Sunday. A proposal in this regard has been finalised by the Personnel Ministry, which has asked for comments from other departments concerned such as Home, Tourism, Civil Aviation and Expenditure “at the earliest possible” time, they said. The plan, which has been mooted by the Ministry of External Affairs (MEA), proposes to include five central Asian countries -Kazakhstan, Turkmenistan, Uzbekistan, Kyrgyzstan and Tajikistan -- under the LTC scheme, the officials said, citing a communique in this regard that has been accessed by PTI. The move to allow central government employees to visit these countries is aimed at increasing India’s footprint in the strategically important Central Asian region, they said.

New Delhi, Jul 29 (IANS): Chief Minister Arvind Kejriwal on Sunday directed Information and Technology Minister Kailash Gahlot to revive the non-functioning Delhi government website. Kejriwal asked Gahlot to call an emergency meeting of officials concerned on the issue and to submit a compliance report within 24 hours. Soon after the Kejriwal’s official note on the matter to the Minister, the website began to function normally. The website had been down for the last four days. There had been public complaints about the website’s erratic functioning for the past few months. Informed sources said that the Chief Minister was upset over the improper working of the website and even warned of divesting Gahlot of the portfolio if the situation was not redressed.

CBI takes over Muzaffarpur shelter home rape case New Delhi/Patna, Jul 29 (IANS): The CBI on Sunday took over the case of rapes in a shelter home in Bihar’s Muzaffarpur and filed an FIR to probe the crime in which at least 34 minor girls were victimised, the agency said. The move comes a day after the Congress demanded a Supreme Courtmonitored Central Bureau of Investigation (CBI) inquiry into the incident and sought Prime Minister Narendra Modi’s attention towards such crimes. A CBI official said the agency registered a case on the request of Bihar government and a further notification from Central government. Under pressure from opposition, Bihar Chief Minister Nitish Kumar on Thursday recommended a CBI probe into the series of rapes that he described as “a heinous crime”.

‘Happiness Curriculum’ on demand New Delhi, Jul 29 (IANS): Private schools and colleges also want to have the ‘Happiness Curriculum’ meant for Delhi government schools, though the city administration does not have any plan for its extension. “It has only been a month since its launch, but the response is great. We were approached by about 50 private schools and colleges which want to take the curriculum into their system,” Rajesh Kumar, who was head of the ‘Happiness Committee’ which designed the Curriculum, told IANS. “We had a meeting about the extension to the private institutes, but we planned to go slow. Our priority will be government schools first,” Kumar, who is also the Principal of District Institute of Education and Training (DIET), Daryaganj, said. However, if a private institute wants any help the government will not refuse.

7-year-old found raped, murdered in Rajasthan New Delhi, Jul 29 (AGENCIES): A sevenyear-old girl who was reported missing was found dead in a field in Rajasthan’s Jhalawar district on Saturday and it’s suspected that she was raped and strangled, police said. The girl’s father said in his complain that she went missing while playing outside home in Mogiyabhiya village Saturday morning, said Station House Offier (SHO) of Kamkheda police station Dharmaram said. The police launched a search and found her body was found around 4.30pm in a maize field, about 250 to 300 metres from her home, the SHO said. “Her body was sent for postmortem and it has been established that she was raped and strangled to death. We have formed a team to nab the accused,” said Superintendent of Police (SP) Anand Sharma.

New Delhi, Jul 29 (PTI): As much as Rs 15,167 crore amount of policyholders is lying unclaimed with 23 life insurers, according to Irdai data. Insurance regulator Irdai has already asked insurers to take steps to identify the policyholders or beneficiaries and disburse the claims. Board level committee for policyholder protection of every insurer is entrusted with the responsibility of monitoring the timely payout of the all dues to policyholders. It also oversees the steps taken by the insurers to reduce unclaimed amounts. Mumbai, Jul 29 (PTI): Commerce and Industry Minister Suresh Prabhu has said his ministry wants to include the export segment under the priority sector lending category and it has taken up the issue with the Reserve Bank of India. “Exports is a strategic issue which promotes India’s interest and therefore its a strategic priority for India (but) not a priority sector lending for banking sector. Abrams announced Friday that footage of Fisher shot for 2015’s “Star Wars: The Force Awakens” will be used in the ninth film in the space opera’s core trilogies about the Skywalker family that includes Fisher’s character, Leia. Filming is scheduled to begin Wednesday at London’s Pinewood Studios. Mark Hamill, who plays Luke Skywalker, will also appear in the film, which for the moment is simply called “Episode IX.” It is scheduled to be released in December 2019.

For the study, a team of researchers from Brown University in Rhode Island, US, carried out a worldwide scan in search of hosts running the Robot Operating System (ROS) over three different periods in 2017 and 2018. They found as many as 100 exposed systems running ROS, up to 19 of which were considered to be fully operational robots. The findings are a reminder, the researchers said, that everyone needs to be mindful of security in an increasingly connected digital world. “Though a few un-

According to Strategy Analytics (SA) Inc., 47.7 per cent of smartphones sold on the global market will be equipped with some kind of on-device AI assistant, up from 36.6 per cent last year, Yonhap news agency reported. On-device AI is growing fast among smartphone vendors and by 2023, around 90 per cent of smartphones will have a built-in AI assistant, according to the Strategy Analytics report. In 2017, Google Assistant rose to be the top AI assistant with a 46.7 per cent market share, followed by Apple’s Siri with 40.1 per cent, it said. The report said the market share of Google’s AI assistant is expected to climb to 51.3 per cent this year and 60.6 per cent by 2023. (IANS)

Wrestlers Bajrang, Liverpool run riot against Man Utd; City win Pinki win gold in Turkey Michigan, Jul 29 (Agencies): Liverpool scored three second half goals as they wrapped up their pre-season tour of America on Saturday with a dominating 4-1 victory over Manchester United at Michigan Stadium. Xherdan Shaqiri put a stamp on his Liverpool debut with a spectacular bicycle-kick goal to round out the scoring in the International Champions Cup match in front of a crowd of 101,000. Shaqiri, of Switzerland, was one of five recent high profile signings which saw Liverpool shell out more than 200 million pounds ($260 million US) in an attempt to close the gap on Premier League champions Manchester City. It was a nice way for the Reds to finish up their US exhibition swing as they now travel back to Merseyside before continuing their preparations for the season with a training camp in France beginning next week. Sadio Mane converted a penalty to open the scoring for Liverpool in the 28th minute. Manchester United’s 22-year-old midfielder Andreas Pereira tied the game 1-1 in the 31st minute off a free kick.

nowhere and pulled himself upfront. In his anxiety to catch up with Sourabh, the Japanese made unforced errors which only helped the Indian’s cause. Lo n d o n, J u l 2 9 (Agencies): The Qatar 2022 World Cup bid team has been accused of running a secret campaign to “sabotage” rival nations’ bids for the tournament in a Sunday Times report. The report has revealed how Qatar allegedly hired a PR firm and former CIA agents ‘to pump out fake propaganda’ about rivals including USA and Australia. It describes how the accusations are based on leaked documents, seen by the paper, from a whistleblower who worked on the Qatar bid. The documents allege the campaign involved ‘recruiting influential people to attack the bids in their own countries’ and attempted to ‘create the impression’ that there was no support for the World Cup domestically. The Qatar bid team Anirudra Taekwondo Academy, Medziphema won 10 gold medals at the recently concluded has strongly denied the 31st Nagaland State Taekwondo Championship. Blasters looked a much-improved side, starting the final fixture with a 4-4-2 formation, and tightening the defence with their wingers sitting deep. On the other hand, Girona’s strategy was no different from their first game as they looked to attack from the word go. The home side managed to hold fort till the half hour mark, making all the necessary interceptions and keeping Girona forwards at bay. The Spanish side kept pressing with more possession through the first half, but the defensive formation worked well for David James’ side.
