DIMAPUR, JUL 2 (NPN): State-run oil marketing companies on Tuesday hiked petrol prices by 4-8 paise for the sixth successive day across major cities of the country while diesel prices, on the other hand, were raised by 4-7 paise. In Delhi, petrol prices rose to Rs 70.51 a litre on Tuesday while diesel price climbed to Rs 64.33 per litre. In Dimapur, the retail price of petrol price was increased by 9 paise to Rs 68.57, from Rs 68.48 recorded on Monday. A litre of diesel costs Rs 62.21 per litre, 11 paise higher than yesterday’s rate of Rs 62.10 a litre. In Kohima, following Tuesday’s hike, petrol was retailing at Rs. 69.26 per litre while diesel was priced at Rs. 62.75 per litre. Oil marketing companies review fuel prices on a daily basis, and any revisions are implemented at the fuel stations with effect from 6 am. The domestic fuel prices are determined broadly by the global crude oil and rupee-dollar forex rates.

She spoke on difference between HIV and AIDS, factors affecting progression of HIV infection to AIDS, routes of transmission, etc. It was followed by a presentation on the basics of PPTCT by district programme officer, District AIDS Prevention & Control Unit (DAPCU), Sentimongla Tzudir. She shared on goals of PPTCT, factors that decrease risk of transmission of HIV from mother to child. They said the State government was holding a yearlong commemoration of the Battle of Kohima, adding that many war veterans were present at the inaugural function held in Kohima on April 4, the day the Battle of Kohima began in 1944, with the theme “Remembrance, Reconciliation & Rebirth”. Mentioning that the commemoration was continuing with several programmes by engaging all sections of society, especially war veterans, students

and youth, the duo said the yearlong celebrations would conclude on April 4, 2020 and welcomed anyone wanting to join “us” at any of the events from now till April next year. According to Rio and Toy, the World War II was horrible and the sufferings “our people” had to endure were very severe as two foreign armies fought over “our lands”. It had great consequences not just for “our people” but for all those involved in the war that re-shaped world history, they added. Pointing out that the Japanese Army suffered its greatest military defeat and Britain herself saw her empire beginning to crumble, the chief minister and chief secretary claimed that the Naga people suffered greatly and their traditional community-based society was spoilt forever. They added that Kohima also rose to a place of prominence from being a sleepy little town in 1944. They recalled that British historians in 2013 had voted the Battle of Kohima-Imphal as most significant in their history, adding that Kohima today

was firmly on the world map. Mentioning that British-Naga relations began in the early part of 19th century, Rio and Toy asserted that this relationship was tried and severely tested many times over the years, especially during the World War II when “our lands” became the battlefield. But through it all, “our relationship and friendship” have endured, they claimed. The message read: “We are also grateful to the British veterans, particularly those who fought in Kohima, and Kohima Educational Trust that they set up in 2004, and now embraced by the larger British public, for all the good works they have been doing in Nagaland. Their scholarship programme alone has benefitted about 800 Naga students till date.” “With much gratitude in our hearts, we stand in solidarity with you as you remember the events that occurred in our lands 75 years ago. DIMAPUR: Reaffirming to work for the welfare of the students, Naga Students’ Federation (NSF) president, Ninoto Awomi said that the federation will always confront any issues that threaten the welfare of the students’ community. According to Dimapur Bengali Students’ Union (DBSU) general secretary, Rajat Ghosh, the NSF president said this while addressing a felicitation programme for HSLC and HSSLC toppers organized by DBSU on June 30. This was decided in a meeting chaired by NEC secretary Ram Muivah with a team from UNICEF which included health specialist Dr Ashish Dadwal, risk & resilience programme officer Anand P Kar and DDR & CCA consultant Nishant Borgohain. The NEC has agreed to coordinate the programme. As an initial effort towards this, the UNICEF state office for Assam will organise a regional consultation programme on “Emergency Preparedness for Public Health Sector” for the states of Sikkim, Meghalaya and Assam in next month with all

He told a 12-member US delegation of the Professional Fellows Program Outbound 2019 of the roadmap to capture the markets of the ASEAN and south east Asian countries through industrial resurgence of Assam in the light of increased investment inflow to the state. Highlighting Prime Minister Narendra Modis thrust to develop Assam and NE region through the Act East Policy, he spoke about his governments endeavour to make the state the gateway to South East Asia. The Act East Policy is putting emphasis on youth exchange programmes along with exchange of culture and literature, besides encouraging tourism with the neighbouring countries in view of better connectivity and communication, he said.

IMPHAL, Jul 2: The High Court of Manipur on Tuesday reserved the judgment on a petition seeking disqualification of state forest and environment minister Th Shyamkumar as MLA. While reserving the judgment for a week after the final hearing to the case was held today. State MAHUD, forest& environment and horticulture minister Shyamkumar, who was elected on Congress ticket in the general elections to state Assembly in 2017, had defected to BJP even before taking oath as member of the Assembly. He became a cabinet minister in the N Biren led BJP’s coalition government which come to power on March 15, 2017. Alleging that Shyamkumar had violated the 10th Schedule of Indian Constitution, commonly referred to as the anti-defection law, two Congress MLAs – K Meghachandra and Md Fajur Rehmanhad filed petitions to the High Court of Manipur in the early part of 2018. Responding to the petitions, the High Court of Manipur had issued notices to the Speaker of Manipur Legislative Assembly, its secretary and state forest and environment minister Th Shyamkumar, returnable by February 28, 2018. In the petitions, it was alleged that even as Congress members had filed 13 similar applications for disqualification of Th Shyamkumar, the Speaker failed to initiate any action. In the petition submit-

ted before the High Court, Meghachandra mentioned that Speaker has failed to honour his plea for disqualification of minister Th Shyamkumar and 12 similar petitions filed by Congress members. He stated that the Speaker was supposed to dispense charge as the presiding officer of tribunal constituted under the 10th Schedule of the Constitution of India for initiation of disqualification proceedings against the minister. The Congress MLAs, in the petitions, also referred to an earlier ruling by a Constitutional Bench of the Supreme Court in the case of Rajendra Singh Rana and others versus Swami Prasad Maurya and others in 2007, to substantiate the charge against minister Shyamkumar. Even though Shyamkumar was sworn in a minister, he is technically remains as Congress legislator, Meghachandra maintained in his petition. Induction of Shyamkumar as minister in the BJP-led coalition government was violation of para 2(1) (A) of 10th Schedule of Indian Constitution, the

petitioner alleged. Responding to the petition submitted by the Congress legislator, Justice Kh Nobin of High Court of Manipur issued the notices to the Speaker of state Assembly, its secretary and minister Shyamkumar himself. The court asked the respondents to retur n their reply within February 28. The hearing of the case was going on since then in the court. The final hearing was held today and the judgment was kept reserved which it would be pronounced within a week. M e n t i o n m ay b e made here that not only Shyamkumar’s case but cases seeking disqualification of seven other MLAs of Congress who had defected to BJP were also pending with the tribunal of the Speaker of Manipur Assembly. The seven other Congress MLAs defected to BJP and currently supporting the BJP-led coalition government are Ginsuanhau, Ksh Biren, S Bira, Ngamthang Haokip, Paonam Brojen, O Lukhoi and Y Surchandra. The Congress had already planned to file similar petitions against other seven defectors after the judgment to Th Shyamkumar’s case.

22 dogs seized by Assam Police GUWAHATI, JUL 2 (AGENCIES): At least 22 dogs were seized by the police which were being illegally transported to Nagaland in Assam’s Borpathar area of Golaghat district on Monday. According to The North East Today, Golaghat, Additional superintendent of Police, Surjit Singh Paneswar informed that ten dogs were found dead and autopsies were conducted by the veterinarians to find out the cause of deaths. The twelve others are under due care and attention of the district veterinary department officials. He disclosed that preliminary investigation suggested that the dogs were being carried from Dergaon to Nagaland to be sold in clandestine markets. Police have registered a case under Sec. 379 (punishment for theft) and 428 (mischief by killing or maiming animals) of the IPC read with Sec. 11 (treating animals with cruelty) of the Prevention of Cruelty to Animals Act, 1960. The vehicle carrying the dogs met with an accident at Borpathar and injured an youth at 1 pm on Monday. Locals raided the truck and found the dogs tied up inside. An official, who is engaged in the investigation said that the mini-truck did not have a dog selling licence either from Assam or Nagaland. It was the handiwork of some smugglers who trapped the canines from different parts of upper Assam districts. It is a regular practice by some unscrupulous traders based in Assam and Nagaland. The vehicle has been seized by the police and the driver has also been arrested.

Tripura Cong leader slams police for defamation case Agartala, Jul 2 (PTI): Senior Congress leader Subal Bhowmik Tuesday slammed the Tripura Police for summoning him in connection with a defamation case filed by chief minister Biplab Deb and wife Niti. Addressing a press meet here, he insisted that he had nothing to do with the case and that the police were harassing him for no proper reason. The police had last month arrested Facebook user Anupam Paul from Delhi and charged him with forgery, defamation and criminal conspiracy for allegedly posting derogatory content about the chief minister’s personal life. H e wa s p r e s e n t e d before a local court here, which remanded him in police custody for three days. Paul, who was earlier associated with the IT cell of the BJP, is currently out on bail. Shillong, Jul 2 (PTI): In a first, a 30-year-old woman in Meghalaya has come up with eco-friendly sanitary napkins with an aim to check land and air pollution in the hill state, where access to hygiene still remains a distant dream for many. Shaidalin Marbaniang, a member of a self-help group (SHG) at Riangdo village in West Khasi Hills, launched her own brand of sanitary pads ‘Syntu’ (flower in English) last month, after having attended a one-week workshop on menstrual hygiene organised by the Central government. “I was concerned about the non-availability of hygienic pads for girls and women in my village. Add to that, non-compostable pads were making their way to the sewerage system and landfills in the state, posing threat to the environment,” Marbaniang told PTI. The new pads have been manufactured with 95 per cent biodegradable materials, she claimed. “At the moment, 300 pads are produced every day.

A big task ahead

agaland is to have its own version of the National Register of Citizens (NRC) that seeks to prepare a comprehensive list of its indigenous citizens in order to check alleged ‘rampant’ issuance of indigenous certificates in the state. The state government has informed that it will soon be bringing out the proposed Register of Indigenous Inhabitants of Nagaland (RIIN), to be ready in two months’ time. Much had been written about the alleged questionable indigenous inhabitant certificates that were being issued by authorities and some of which have been in public domain. When indigenous certificates are issued to persons with doubtful antecedents, it can also mean depriving job and other opportunities to genuine indigenous citizens. Besides this concern, there is also a need to bring some clarity about how many indigenous inhabitants are there in the state. All Deputy Commissioners have been asked to compile the RIIN list within seven days after issuance of the government notification. There will be teams for each village and ward (urban area) with SDO (C)/EAC as its chairman along with the members comprising of BDO/UDO, headmaster of Government High School (to be nominated by DEO), two GBs (nominated by the deputy commissioner) and two GPS/GMS/GHS teachers (nominated by DEO). The provisional lists prepared by the teams will be published in the villages and wards as well as on the website of the district and the state government on September 11. Claims and objections can be filed for a period of 30 days i.e. on or before October 10.Officials said the RIIN process will be completed on or before December 10 and copies of the final list will be provided to every village and ward besides being placed at the district and State levels.The notification also stated that there will be a complete ban on issue of fresh indigenous inhabitant certificate and in case there is anyone who is left out from the RIIN, he/she will need to file an application before Home Commissioner who will get the matter verified and take necessary action The exercise will be a big task and could even result in a similar problem that Assam’s NRC faced. As in the case with NRC the proposed RIIN could also find its way in the court of law. Be that as it may, the issue could also meet with some difficult problems such as in the case with a section of a community whose parents were mentioned in the state electoral roll 1963. The second and third generation whose numbers have grown are finding themselves caught in between over an issue of revocation of recognition of members of the community as indigenous inhabitants of the state. There is also another issue of what would be the position of the children adopted by Naga parents or children of Naga mothers married to non-Nagas. The draft list of the RIIN could either concur or differ with the Census 2011 when the state’s population of around 20 lakh came down by a negligible 11,000. The indigenous population includes communities as recognised by the state government besides or indigenous inhabitants. The RIIN is also expected to set in motion the demand for checking the growth of immigrants some of who managed to get indigenous certificates. Perhaps these issues need to be deliberated in consultations with tribe organisations for the primary purpose of making a clear list of indigenous inhabitants.

outheast Asia, like any other place on earth, has been shaped by its great empires: the Han and Tang Dynasties in China, the Gupta Empire and the Nanda Dynasty in the Indian sub-continent, the Siamese kingdom in Thailand, the Bagan Dynasty in Myanmar, just to name a few. These civilizations grew up along coasts or in fertile river valleys and plains, engulfing vast stretches of territories and leaving behind rich historical records in everything from tombs and temples to treatises and household goods. Their cultures still dominate the identities of the countries where their descendants live. Perhaps one would wonder how certain dominant people groups in the valleys and plains were able to make such great strikes in all spheres of life and progress far ahead of others. Since they were, first of all, the ones who essentially controlled the state, they enjoyed more privileges and could focus on their own development. Second, they were able to get the weaker communities to work for them, whether through co-

ercion or willing cooperation, to do things such as: fighting for the ruling class, constructing their houses and roads, buildings their walls, paying taxes to their government or supplying agricultural products to feed those living in the cities. Attempts to bring the weak minority communities to be part of the mainstream were always presented as providing literacy, progress and development. But this did not always grow out of a real concern for them. “In practice,” according to James C. Scott, “it has meant something else. The objective has been less to make them productive than to ensure that their economic activity was legible, taxable, assessable, and confiscatable or, failing that, to replace it with [other] forms of production that were.” What, then, was the resultant effect of the state’s coercive labor systems? Their life was fluid and wild, free and independent. Their social organization was suited for quick and easy dispersal and reunification, allowing them to escape assaults and wage guerrilla warfare. As such, these hill peoples in Southeast Asia, even today, have earned a reputation for insurrection and independence. So, what can we learn from our hill ancestors?

First, we must remind ourselves that government, particularly centralized government, is not always necessary for life. Our health, family, community, prosperity, trade, and faith can all do without it. Where strife and inequality may seem inevitable in the governed world, there can be equality and freedom without being governed by the state. Second, our sense of ethnic identity and sovereignty of our village republic system must never be surrendered to any other sovereign nation-state no matter what kind of enticements the latter may offer. The story of our ancestors’ resistance to nation-states has very deep roots. It goes thousands of years back, which means it is precolonial or, one may say, even pre-states. If, then, we are truly descendants of the hill ancestors, we ought to still defend our mountainous homeland and protect our own way of life. Third, if we must opt to embrace the concept of nation-states, it must be organic, not externally imposed, and that must happen only on our own terms.

ccording to English diction, Indigenous is an adjective and when referred to a Human being, it describes a “person living naturally in a particular region”. This definition makes the white Americans in the United States of America non-Indigenous people of North America; white Australians nonIndigenous of Australia and the whites of New Zealander nonIndigenous of the State. In short, Indigenous means only person belonging naturally to the place. A Naga girl married to a Non-Naga is ethnically an Indigenous Naga whether she lives with a Russian in the Tundra Region or with an American in Honolulu. Indigenousness is a gift of nature to the earliest inhabitants and their descendants of the place; it is not malleable by human interests or wishes and desires. A non-Naga bor n and brought up and living in the State of Nagaland, is not an Indigenous but a domiciled of Nagaland and the person has all the rights of a Citizen of Nagaland, except the privileges that an Indigenous has. Every Nation has a priority for its own Citizens. Donald Trump has every right to seek the interest of the America first and he has every right to allow others into America without any regulations. A Naga girl married to a Non-Naga cannot lose her indigenous ethnicity of a Naga but she cannot have the indigenous ethnicity of her husband. The Naga everywhere is a Naga, there is no question about it otherwise, but a Naga, -not Native of Cachar- can claim the privilege of the Indigenous of Cachar State: A Naga of Nagaland cannot be an Indigenous

person in any other place except Nagaland and vice versa. The Kuki and the Kachari and the Garo, who had and have ancestral Village in Naga Hills from time immemorial in the ancient past before the whites colonized the Naga Hills, are Indigenous of Nagaland, even a Nepali born and brought up and living in Naga Hills prior to 31 December 1963, -not all Nepalis-, have been accepted by the Government as Indigenous of Nagaland. The Nepalis of above should have been appropriately recognized as “Domiciled Citizens of Nagaland”, rather than irregularly as Indigenous after the State of Nagaland was formed. But whatever has been done, let Nagaland Government not rescind it now, however the State Government has bungled in the past in the case of the Rongmei. The Matter is now in the Court and let the Court decide. But a bigger question is: Is the Government authorized to do this monumental Task of Social Classification with immense consequences just by a Cabinet Decision and an Executive Order bypassing formal Regulation through the Legislative Assembly of Nagaland? I am not a person with Legal training, let the people with Legal Expertise share their legal Minds. First, the State must first of all clearly define what the government means by ‘INDIGENOUS’! Surely, “original inhabitant of the house” of the Notification nowhere means ‘Indigenous inhabitants’. Quite many new Villages have come up and are coming up in Nagaland with miscella-

neous transient populations without traditional cultural ropes of Family-Clan-Khel-Village-Tribe connections and Territory. So it is unconscionable to empower such emigrated miscellaneous population with the power to decide whether a person is Indigenous or non-Indigenous when they themselves are non-Indigenous. In this collateral Issue, it is improper to give the Urban Colony/Wards to exercise the full fledged authoritative power of a traditional, Cultural and Tribal Village whereas the Government Notification seems to have treated the paramount, Authoritative Village Council only the semblance of an accompaniment In Nagaland, the appropriate authority to decide whether a person of ‘Indigenous’ or ‘NonIndigenous’ Status lay not with the Government but is with the native Gaunbura of the Village. In Nagaland it is the Village who decides whether a person or even the Clan is Immigrant or Indigenous. The Ward or Colony of a Town or City or an Urban Area in Nagaland State does not have the Authority of a native Village to decide Indigenous or not of the place. Nagaland now should be very careful in the case of RIIN. Let it not rush things in haste. The Government has not accomplished much since the Bengal Inner Line Regulation was promulgated 146 years ago in 1873. If it is so, what can a Register of Indigenous Inhabitants do. n Kohima near Leo’s Club some beautiful words is rewritten on the retaining wall: “Kohima is the mirror of Nagaland.” I wonder in what sense the writer has written these words, is it because Kohima is the capital of Nagaland or for having a memorial war cemetery or a museum or a beautiful landscape? Here I want to reflect on the road condition of Dimpaur City where many roads connecting to this city from different directions. As we know Dimapur is the only commercial hub of Nagaland linking Airline, Rail-line and National High way from neighbouring states. We are proud of this. Yes. The above statements are true. But let me reflect on the present road conditions. A few roads in the middle of the City i.e Western side of Dimapur somewhat okay comparing with other roads. The rest of the roads in Dimapur are so horrible and pathetic condition. I believe that road condition of other districts in our state must be the same too. Sometimes black-top work is carried on but it lasts hardly for 2.3 years (no maintenance and no repairing at all). Ministers, MLAs, bureaucrats, public leaders who have their beautiful residences in different locations are also using the same road. I would like to know their view about the pathetic road condition. Do they have any public concern? They have thrown the public into dustbin forcing to inhale air pollution. Govt. officials, VVIP, rich people and so on can escape from this bad road travelling by air, that is why Helicopter service is opened recently. This is for them not for common people. As mentioned earlier Dimapur is the only Metropolitan City where people from all walks of life are going and coming including foreigners

(tourists). They have witnessed the condition of bad roads. Public road is common property. Yet, it is under either Municipal Council or Town Council. They have enough funds through Tax collection. Moreover, state govt. fund is there for city and town development. What is wrong with the concerned leaders today? There are so many pot-holes, water-logging in every part of the city plus bad smell. Why should public suffer because of these insincere and dishonest leaders? The present scenario of our road condition is so bad, nobody care for it, no party or group come forward for repairing. But here is a question, when we talk about road definitely it is under PWD department. What is wrong with this Deptt. We have a ruling govt. Then what about the respective members elected for their constituencies. When election comes they move out to every corner for votes. After election they forget everything and have the least concern. All these happenings are prevailing in our land. We Nagas are not so sincere and honest only cheating is there in our mindset. Many years back, during British rule they have constructed bungalow (resting houses) which are still in good condition and are used by us even today. The roads constructed by them are still in good condition. Their engineers are efficient workers and were far superior to the present day engineers and workers. NEW DELHI, JUL 2 (PTI): Four out of the five terrorists involved in the Pulwama terror attack were killed, while one was arrested by security forces, Union Minister of State for Home G Kishan Reddy said on Tuesday. We had said some disgruntled (MLAs) may come out,” he told reporters here. He accused state Congress chief Dinesh Gundu Rao of trying to divert attention from the differences among his party leaders by seeking to blame the BJP for the resignations. On Congress leaders threatening a “reverse operation” against the BJP, he said they had been saying this for the last three months and dared them to carry it out.

NEW DELHI, JUL 2 (PTI): The CBI Tuesday launched a “special drive” against alleged bank fraudsters across the country registering 14 separate cases involving Rs 640 crore of siphoned funds and carrying out coordinated searches at 50 locations in 18 cities across the country, officials said. The agency teams swooped down at different locations in 12 states across the country in a coordinated action against the promoters and directors of the companies made accused in the cases, they said. The searches are be-

ing conducted in Delhi, Mumbai, Ludhiana, Thane, Valsad, Pune, Palani, Gaya, Gurugram, Chandigarh, Bhopal, Surat and Kolar among others, they said. The companies facing action include Mumbai-based Winsome group linked to absconding diamond merchant Jatin Mehta and Tayal group’s Eskay Knit, Delhi-based Naftogaz and SL Consumer Products Limited and Punjab-based International Mega Food Park Ltd and Supreme Tex Mart, they said. The amount involved in these banking scams is

New DelhI, Jul 2 (PTI): India still continues to be the fastest growing economy and demonetisation has had no effect on the Indian economy, Finance Minister Nirmala Sitharaman told the Rajya Sabha on July 2. The minister, while responding to supplementaries during the Question Hour, said the manufacturing sector has had a certain fall, but it is not attributable to demonetisation. She said economic growth is high on the agenda of the government and various reforms are being undertaken in many spheres to improve GDP growth. Sitharaman said “the moderation in growth momentum in 2018-19 is primarily on account of lower growth in ‘Agriculture and allied’, ‘trade, hotel, transport, storage, communication and services related to broadcasting’ and ‘public administration and defence’ sectors.” “If the impact of low growth in certain sectors has impacted growth rate, particularly in agriculture and allied activities as also in financial and real estate and professional services, there has been a fall, particularly in agriculture based on third advance estimates, it is believed that there has been a 0.6% decline in the output.” “If the impact on the

New Delhi, Jul 2 (IANS): The total unclaimed deposits of scheduled commercial banks increased to Rs 14,578 crore in 2018, up 26.8 per cent from Rs 11,494 crore in 2017, Parliament was informed. The unclaimed deposits by life insurers stood at Rs 16,887.66 crore, as in September 2018 while that of non-life insurers was at Rs 989.62 crore, up from Rs 15,229.53 crore and Rs 847.54 crore respectively in March 2018, Finance Minister Nirmala Sitharaman told the Lok Sabha in a written reply on Monday. The unclaimed deposits rose to Rs 11,494 crore in 2017 from Rs 8,928 crore in 2016, she added. Of the total unclaimed deposits, the country’s largest bank State Bank of India has the largest share of 2,156.33 crore at the end of 2018, Sitharaman said. “As far as unclaimed deposits in banks are concerned, in pursuance of the amendment to the Banking Regulation Act, 1949, and insertion of Section 26A in the said Act, RBI has framed the Depositor Education and Awareness Fund (DEAF) Scheme, 2014,” she said. The results of the CNN poll conducted by SSRS indicate a significant tightening in the race among a pack of 23 candidates vying for the Democratic Party nomination. The winner will take on President Donald Trump, a Republican in the November, 2020 presidential election. A rising Democratic Party star and vocal critic of Trump, 54-year-old Harris, if elected, would be the first woman and woman of colour to be the President of the United States. The Indian-origin Senator, whose mother was born in Tamil Nadu and father was an African-American from Jamaica, in January launched her campaign for the presidential election. The opinion poll, conducted after the two-night debate last week, found that former US Vice President Joe Biden’s lead over the crowded field has shrunk to a narrow 5 points. The poll found that 22 per cent of registered voters who are Democrats or Democratic-leaning independents backing Biden, 76, for the party’s presidential nomination, 17 per cent Harris, 15 per cent Warren and 14 per cent Senator Bernie Sanders. That represents a 10point decline in support for Biden since the last CNN poll in May, while Harris, the Senator from California, has posted a 9-point increase, and Warren, 70, of Massachusetts, has boosted her support by 8 points. Hanoi, Jul 2 (IANS): African swine fever (ASF) has struck 61 localities across Vietnam, leading to the culling of over 2.84 million pigs or 10.3 per cent of the country’s total pig population. The country’s Tra Vinh province has become the latest locality to be hit by ASF, the provincial authorities said, noting that a herd of 54 pigs raised by a household in Giong Trom district was affected by the animal disease, Vietnam News Agency reported on Tuesday. Vietnam will focus on developing cattle, poultry and aquatic breeding to compensate for a shortage of pork which is expected to hit the country this year due to ASF, its Ministry of Agriculture and Rural Development said late last month. Vietnam reported the first ASF outbreak in February in northern Hung Yen province.

Washington, Jul 2 (IANS): The US government has proposed punitive tariffs on EU goods worth $4 billion, intensifying its trade fight with the European Union over aircraft subsidies. The US Trade Representative’s Office (USTR) on Monday released a supplemental list of 89 tariff sub-categories which includes cheese, pork, pasta, fruits, coffee, whiskey and chemicals as well as metals, among others. The duties will be added to the tariffs on EU exports worth $21 billion announced in April. The USTR claimed in a statement that it issued the supplemental list “in response to public comments and additional analysis”,

A group of protestors on Monday broke through the Legislative Council (LegCo) building in Hong Kong and occupied it for several hours. They damaged the building and the furniture inside. AR provides basic facility to Lazami village DIMAPUR: Assam Rifles (AR) handed over a newly constructed toilet block with water storage facility on May 31, at Lazami village, Zunheboto district. ATMA Tuensang: With an objective for enhancing farm productivity, profitability and also to provide practical orientation on efficient crop management, ATMA Tuensang conducted within state training on “Good Agricultural Practices” on June 20-21 at SARS, Yisemyong. A press release by ATMA Tuensang stated that the resource persons, joint director, Temsuinla and deputy director, SAR S, Yisemyong, T Supongmar Longchar, briefed the farmers on various topics such as importance of cropping system, plant protection measures and soil health management. The technical session was followed by field visit to research demonstration plots where the participants were exposed to different experimental trials on cropping patterns, nutrient management and different agronomic technologies. Resource persons also explained the importance of soil testing and conservation and storage of seed in gene bank during the visit to the units. Sonia opposes move on Rae Bareli railway factory

NEW DELHI, JUL 2 (PTI): UPA chairperson Sonia Gandhi on Tuesday opposed in Lok Sabha a railway ministry proposal to corporatize its production units, including the Modern Coach Factory in her Lok Sabha constituency of Rae Bareli, alleging that it was the “first step” towards their privatisation. Soon after the Congress leader raised the issue during the Zero Hour, the Railways rejected her charge and said the factory will remain under government control. Slamming the move to corporatize railways’ production units, Gandhi accused the government of selling the country’s assets to private players at a throwaway price. It was a rare instance when Gandhi raised an issue during the Zero Hour in Lok Sabha. “Those who don’t understand the real meaning of corporatization.... It is actually the first step towards privatisation. They are selling the country’s assets to a handful of private players at a throwaway price. This will leave thousands unemployed,” she said. But, the Railways maintained that “corporatization was not privatisation”. “What railways means by corporatization is making a government PSU - the Indian Railway Rolling Stock Company- under the Ministry of Railways and shifting the production units including MCF, Rae Bareli to it,” an official said. “This means they will remain under government control but will be better managed as these production will become fully functional PSUs. Today, it is sad to see that these temples are under threat,” she said. An official source pointed out that while the foundation stone of the MCF was laid by the Congress led UPA government in February 2007, construction started only in May 2010. “ T h e f a c t o r y wa s slated to produce 1,000 coaches. However, it was far from achieving its full potential. “Between 2011-14, it only did minor work on some coaches brought from Kapurthala. Only 375 coaches were ‘refurbished’ between 2011 to 2014 whereas it should have been fully manufacturing coaches. In July 2014, MCF was declared a Production Unit of Indian Railways and now its production capacity has grown by leaps and bounds,” said the source.

NEW DELHI, JUL 2 (PTI): In the first BJP parliamentary party meeting after he came back to power, Prime Minister Narendra Modi on Tuesday pulled up party MPs for their poor attendance in Parliament, and asked them to be present during legislative proceedings. According to sources, the Prime Minister expressed displeasure over the absence of party MPs from Parliament and gave examples to drive his message home. “How will you feel if you win your election by 2 lakh votes but come to know that your best friend did not vote? How will you feel if a rally by party president Amit Shah in your constituency is cancelled at the last minute?” he asked party MPs, adding that this is how the leadership felt at their absence from Parliament. The Prime Minister also cited the example of LJP MP Chirag Paswan for his good attendance in Parliament and told BJP MPs to learn from him as to how to come prepared for an issue to participate in parliamentary debates.

SC seeks EC response on EVM malfunction complaint

NEW DELHI, JUL 2 (IANS): The Supreme Court on Tuesday asked the Election Commission to respond on a plea seeking to remove the provision which criminalizes the reporting of malfunctioning of the electronic voting machines, if proven false. A bench headed by Chief Justice Ranjan Gagoi asked the poll panel to file its reply within two weeks. The court was hearing a plea filed by advocate Sunil Ahya which has sought liberty to register complaint related with EVM malfunctioning. Ahya said that on August 14 2013, the Conduct of Elections Rules, was amended to insert a new rule 49MA to prescribe a procedure to be followed in case of a complaint realted to the EVM. Ahya told the court that Rule 49MA of the Conduct of Election Rules with Section 177 of Indian Penal Code criminalizes the reporting of malfunctioning of EVM and voter-verified paper audit trail (VVPAT), which may not be fair and just to charge a voter reporting such a complaint.

Centre moves SC over Mehul Choksi’s medical report

The Centre Tuesday moved the Supreme Court challenging a Bombay High Court order which sought fugitive Mehul Choksi’s medical report to ascertain if he was fit to be extradited to India to face trial in various cases, including the USD 2 billion PNB scam. A bench headed by Chief Justice Ranjan Gogoi was told by Solicitor General Tushar Mehta, appearing for the Centre, that the high court order may have an adverse impact on the government’s effort to extradite Choksi to India. The apex court said that it will consider the government’s submission and pass an order on listing of the plea. The high court had taken note of the submission that Choksi was not keeping well and had sought his medical report to ascertain whether he was fit to travel to India from Antigua.

NEW DELHI, JUL 2 (PTI): The Singapore High Court has ordered freezing of bank deposits worth Rs 44.41 crore, kept in that country by PNB fraud accused Nirav Modi’s sister and brother-in-law, as part of a money laundering probe in India, the ED said Tuesday. The agency said the bank account is in the name of Pavillion Point Corporation based in the British Virgin Islands, a company that is “beneficially owned” by Purvi Modi and Maiank Mehta. The couple are the sister and brother-in-law of Nirav Modi, who is currently under arrest in this alleged bank fraud case in London from where India is seeking his extradition. The high court has put a freeze on deposits of USD 6.122 million (Rs 44.41 crore) following Enforcement Directorate’s (ED) request on the ground that the money was “proceeds of crime” illegally siphoned off by Nirav Modi from the Punjab National Bank (PNB), it said in a statement. It was, however, not known immediately when the order was given by the court. The latest order comes a week after four Swiss bank accounts, holding deposits of Rs 283.16 crore, of Nirav Modi and Purvi Modi were similarly “frozen” by authorities in Switzerland as part of this

Authorities to promote beer cans as shards of beer bottles pose threat to animals in Mt Abu MOUNT ABU (RAJ), JUL 2 (PTI): With shards of beer bottles posing a threat to wild animals in Mount Abu, the district administration has launched an initiative to promote beer cans instead of bottles. Sub Divisional Officer (Mount Abu) Ravindra Goswami told PTI that empty beer bottles were usually dumped in forest areas and water bodies in large numbers. When Nakki Lake was cleaned sometime back, thousands of empty beer bottles were recovered from it and three tractors had to be used to shift the bottles, he added. Glass shards from broken bottles are also found scattered in the Mount Abu wildlife sanctuary area, which harms wild animals like sloth bears and causes problems for tourists. The officer said a meeting was held with liquor shop licensees recently where they agreed upon the new arrangement which was taken in the interest of ecology and tourism. There are five licensees in Mount Abu and on an average, 40,000-50,000 bottles

After hearing the initial arguments, a bench headed by CJ Ranjan Gogoi said it will look into the matter and consider listing of the DMK's petition seeking court's direction to disqualify the MLAs, which also include Dy. CM O. Panneerselvam. In April, last year the Madras HC rejected a plea by the DMK to disqualify the 11 MLAs. Panneerselvam and the other 10 MLAs, had voted against the trust vote, which was sought by Palaniswami on February 18, 2017.

On September 26 last year, a five-judge Constitution bench of the apex court declared the Centre’s flagship Aadhaar scheme as constitutionally valid but had struck down some of its provisions including its linking with bank accounts, mobile phones and school admissions. The court had however upheld the passage of the Aadhaar Bill as a money bill by the Lok Sabha. While one of the judg-

es of the constitution bench had said that Lok Sabha Speaker’s decision to certify the Aadhaar Bill 2016 as a money bill was not immune from judicial review, another judge had said that Aadhaar Act “could not have been passed as money bill”. The high court had rejected Ramesh’s plea on PMLA amendments saying he has not been able to justify the delay in filing the petition. The Congress leader said he had come to know about the amendments being through money bills only recently. The plea had alleged that the amendments made to PMLA were “unconstitutional” and “illegal” as they have no relation to the money bill provisions enumerated in Article 110 of the Constitution. “Passing the impugned amendments by way of a Money Bill is grossly illegal and is expressly ultra vires the Constitution of India. Such action bypasses the authority of the Upper House and is a desecration of bicameralism which forms an invaluable part of the basic structure of the Constitution,” he had said in his petition in the high court.

Fuel tank of IAF jet falls in a field in TN COIMBATORE, JUL 2 ( AG E N C I E S ) : A n Air Force jet dropped its 1,200-litre external fuel tank over farm land near Coimbatore while flying a routine “sortie” at around 8.40 am today morning. The plane, a Tejas Light Combat Aircraft (LCA), managed to land safely at Sulur Air Force Station, which is located approximately 30 kilometres from Coimbatore city. “We don’t know how it happened and if there was fuel in the drop tank. The flight has landed safely. Investigation is on,” an Air Force officer told NDTV. The Air Force has said no damage had been reported. News agency ANI, quoting IAF sources, said only one engine was hit and the pilot managed to land the plane safely at the Air Force base in the city. There were no reports of any casualties. In January, a Jaguar, which is a deep penetration strike aircraft imported from Europe in the 1970s, crashed in Kushinagar in Uttar Pradesh, after developing technical problems during a routine mission from Gorakhpur. The pilot, Wing Commander Rohit Katoch managed to eject safely from the plane.

NEW DELHI, JUL 2 (PTI): The Supreme Court Tuesday sought response from the Centre on a plea by Congress MP Jairam Ramesh challenging the amendments made to the money laundering law, PMLA, through money bills since 2015 on the ground that they violated the Constitution. A bench comprising Justices S A Bobde and B R Gavai issued notice to the Centre on the appeal filed by Ramesh who has challenged the Delhi High Court’s February 28 order dismissing his similar plea. Senior advocate P Chidambaram, appearing for Ramesh, told the bench that amendments to the Prevention of Money Laundering Act (PMLA) have been passed through money bills since 2015. Amendments PMLA were passed through ordinary bills till 2013 but from 2015 to 2018, they were passed as money bills in violation of the Constitution, said the plea. A money bill is a piece of legislation which can be introduced only in the Lok Sabha and the Rajya Sabha cannot amend or reject it. The Upper House can only

NDRF officials said that around 2 am a compound wall in Pimpripada area of Malad east collapsed and people living in shanties adjacent to the wall got trapped under the debris. “Our team of National Disaster Response Force along with sniffer dog reached the site of the incident immediately after receiving the information. Besides, a team of fire brigade and local police also reached the spot and took control of the situation,” a senior NDRF official said. 16 people were killed in the wall collapse incident. Another official said, “34 people have been admitted to the Jogeshwari Trauma Hospital after a wall collapse in Malad area of Mumbai. Another 51 were injured in a wall collapse in Kurar village, and they have been taken to Kandivali-based Shatabdi Hospital”.

London, Jul 2 (PTI): Embattled liquor tycoon Vijay Mallya arrived at the UK High Court on Tuesday as he seeks permission to appeal against an extradition order signed off by UK home secretary Sajid Javid for him to be extradited to India to face alleged fraud and money laundering charges amounting to Rs 9,000 crores. The 63-year-old former Kingfisher Airlines boss said he was feeling “positive” as he entered the Royal Courts of Justice here. He has already lost a UK High Court “leave to appeal” on paper, leading to an oral hearing of his renewal application this week. A two-judge bench of the Administrative Court division of the Royal Courts of Justice in London will hear the application, filed in April. During the daylong hearing, listed before Justices George Leggatt and Andrew Popplewell, Mallya’s legal team and the Crown Prosecution Service (CPS) – arguing on behalf of the Indian government – will go head to head to reiterate factors for and against the businessman’s extradition to Arthur Road Jail in Mumbai. The judges are likely to reserve their judgment in the case and hand down their ruling in the coming weeks. In the scenario that Mallya is unsuccessful in his appeal, he must be extradited within 28 days from the appeal decision becoming final. However, if he is granted permission to appeal, the case will then proceed to a full hearing stage at the UK High Court. The appeal will mark one of the final stages of the appeals process, as

the chances of permission to appeal to the Supreme Court are unlikely if such a permission is already denied at the High Court stage. “It is not for me to prejudge the outcome of the appeal, but he [Mallya] does face serious challenges in overturning the order for extradition,” said Toby Cadman, co-founder of Guernica 37 International Justice Chambers. “The right to appeal against an extradition order is not straightforward. His defence will have to prove fairly strong grounds to convince the judges to grant an appeal,” explained Cadman, a UK-based barrister who handles high-profile extradition cases. An appeal to the UK’s Supreme Court is quite a rare prospect in extradition cases such as this one, as Mallya’s defence team would need to have a “point of law of general public importance” certified by the Administrative Court of the High Court. There is a final recourse for Mallya to approach the European Court of Human Rights (ECHR) based in Strasbourg, France, to argue against his extradition to India on human rights grounds by trying to prove a real threat of harm or torture or that he would not receive

Colombo, Jul 2 (PTI): Sri Lanka’s former defence secretary Hemasiri Fernando and suspended police chief Pujith Jayasundera were arrested on Tuesday, a day after the Attorney General instructed the authorities to charge them for their failure to prevent the Easter terror attacks that claimed 258 lives. Jayasundera and Fernando were suspended by President Maithripala Sirisena for their alleged inaction on the intelligence shared by India, which warned of an impending attack by Islamic militants, and thereby, failing to prevent the serial blasts on April 21. Police Spokesperson SP Ruwan Gunasekara said a group of CID officials arrested Fernando, who was earlier admitted to the National Hospital. Jayasundara was arrested at the Police Hospital by the Criminal Investigations Department (CID), the Colombo Gazette reported. He was issued notice on Tuesday to appear before the CID to record a statement over the Easter Sunday attacks. However, he fell ill and was admitted to the Police Hospital. The CID officers visited the hospital and questioned him and later arrested him, the paper said. In a letter to acting police chief Chandana Wickremaratne, Attorney General Dappula de Livera on Monday said the duo should be tried for “grave crimes against humanity” for their failure to prevent the Easter Sunday bombings. De Livera also slammed Wickremeratne for not taking any action

Sirisena had appointed a three-member panel to probe the negligence by the top officials despite the availability of intelligence inputs on the impending attacks. Sydney, Jul 2 (IANS): Three men were arrested in Australia on Tuesday during an operation by the New South Wales Joint Counter Terrorism Team targeting a group of people linked to the Islamic State (IS) terror group. The New South Wales police alleged that the men -- aged 20, 23 and 30 -were planning to carry out a terror attack at one of several prominent Sydney landmarks, media reports said. Later in the day, the men will be transferred to a court where they will be charged with various criminal offences, Efe news reported. The 20-year-old is expected to be charged with offences including “one count of acts in preparation for a terrorist act” and “one count of engage in preparations for incursions into foreign countries for the purpose of engaging in hostile activities”, the Australian Federal Police (AFP) said in a statement.

Taliban overruns area in Afghanistan Pul-e-Khumri (Afghanistan), Jul 2 (IANS): Taliban militants have captured the strategically important Kayan valley in Dushi district of Afghanistan’s northern Baghlan province, District Governor Sahib Dad Ghafoori said on Tuesday. “Taliban have overrun Kayan valley,” Ghafoori told Xinhua without providing more details. Locals have said that the Taliban fighters captured the area on Monday night after fierce fighting that left a dozen dead and injured from both sides. Observers in Baghlan province believe if the Taliban militants were able to keep control over Kayan valley, they could attack the main highway linking the national capital Kabul to northern Mazar-eSharif and central Bamian cities. Taliban militants have yet to make comment.

The institute said the tremor, which was tectonic in origin, was also felt in Borongan City, the capital of Eastern Samar province. The institute said aftershocks are expected.

Mayank to join Team India today

London, Jul 2 (IANS): Right-handed batsman Mayank Agarwal, who has been named as replacement for Vijay Shankar for the ongoing World Cup, will join Team India in Leeds on Wednesday, BCCI confirmed this development in a statement on Tuesday. Shankar was on Monday ruled out of the World Cup as he sustained a toe injury in the nets while batting against Jasprit Bumrah. Mayank was named as his replacement and it was approved by ICC’s technical committee. Mayank made his Test debut last December against Australia, but is yet to make his bow in the 50-over format. Pat Cummins issues warning to World Cup rivals

London, Jul 2 (Agencies): Australia paceman Pat Cummins has fired a warning at the nation’s Cricket World Cup rivals, saying the champions may have “clicked” but are yet to put in a complete performance at the global showpiece.
