Economy to rebound in FY20
NEW DELHI, JUL 4 (PTI): India’s economic growth will rebound from a five-year low this year, but would need a huge boost in spending and reforms to accelerate higher rate of expansion to double the economy’s size to USD 5 trillion by 2024-25, the preBudget Economic Survey said Thursday. Stepping up private investments, exports and job creation will be key to achieving the target, the survey presented in Parliament by Finance Minister Nirmala Sitharaman said.
YAA reminds govt to deploy MO at CHC Shamator DIMAPUR, JUL 4 (NPN): Yimchungrü Akherü Arihako (YAA), the apex student body of Yimchungrü community, has expressed dismay at the “lackadaisical attitude” of the state government towards deployment of Medical Officer (MO) at Community Health Centre (CHC) Shamator. In a press release, YAA president S Yansomong Yimchunger and general secretary Achung Jangleh stated that several organisations including Shamator Town Public Forum (STPF) had made repeated appeals to the department to deploy MO at CHC Shamator considering the apathy of health care in the area. YAA said the department had also assured to deploy MO and a temporary arrangement was agreed upon in principle. However, the student body lamented that nothing materialised till date. Further, YAA pointed out the department through its order dated December 21, 2018 transferred a doctor and posted at CHC Shamator. However, it stated that the responsible officer was yet to report at his new place of posting.
The real GDP growth, which slowed to a five-year of 5.8 per cent in the first three months of 2019 -- well below China’s 6.4 per cent, is expected to rise to 7 per cent in the fiscal year 2019-20 that started in April, it said. GDP growth was 6.8 per cent in 2018-19, down from 7.2 per cent in 2017-18. Investment rate, which was declining since 2011-12, seems to have bottomed out and is expected to pick up in consumer demand and bank lending, the survey
said adding that economic slowdown impacting tax collections and rising state expenditure on farm sector may, however, put strains on the fiscal front. India is currently the sixth-largest economy in the world with a size of USD 2.7 trillion. The survey said investment (especially private), is the ‘key driver’ that boosts demand, creates capacity, increases labour productivity, introduces new technology, allows creative destruction and generates jobs.
The survey propagated the economics of “nudge” at the household level, judicial reforms to smoothen out enforcing of contracts, and investment reforms. While the survey has retained the fiscal deficit estimate for 2018-19 at 3.4 per cent, the general fiscal deficit -- Centre and states combined -- has been pegged at 5.8 per cent in 2018-19, down from 6.4 per cent in the previous fiscal. Former finance minister P Chidambaram, quickly latched on to the document to say that the government appears to be pessimistic about the economy as there are no sector-wise growth projections. “It appears to me that the government, speaking through the economic survey, is pessimistic about the economy,” he said in a statement. “The economic survey flags (1) slowing growth, (2) shortfall in revenue, (3) finding resources without compromising the fiscal deficit target, (4) impact of oil prices on the current account and (5) recommendations of the Fifteenth Finance Commission on central government finances.,” he said. GUWAHATI, JUL 4 (PTI): Forty-five people have died till July 3 since the outbreak of Japanese Encephalitis in Assam, the National Health Mission said Thursday. Most of upper Assam districts, including Jorhat, Golaghat, Dibrugarh, Lakhimpur, and the lower Assam district of Kamrup have been affected by the mosquito-borne disease. “Assam is undergoing the transmission season for Japanese Encephalitis cases. A total number of 45 Japanese Encephalitis deaths have been reported till July 3, 2019, in the state,” the National Health Mission (NHM) said in a statement. It, however, said the situation in the state is under close watch and all preventive measures are being taken to combat the situation. Diagnostic services for Japanese Encephalitis with Elisa kits have been made available in all district hospitals and government medical college hospitals, awareness programmes intensified and fogging operations stepped up in areas from where Japanese Encephalitis cases have been reported.

KOHIMA, JUL 4 (NPN): Even as the rainy season has just begun, massive subsidence was reported on NH-29 at the old KMC dumping site, about 5 km from here (TCP gate) on Thursday morning. Many vehicles were stranded and had to take the alternative route through Jotsoma bypass. Interacting with Nagaland Post at the sinking site, engineers from National Highway– Er Vikishe Yepthomi and Er Imkong Sungit– informed that the minor subsidence on Wednesday was restored the same day itself. However, heavy rainfall on Wednes-
day night worsened the situation and the area again sank by more than six feet by Thursday morning. The officials said that sufficient machineries were pressed into services and that more were expected to reach the site by Thursday evening. They however expressed apprehension that if the weather worsened, then it would take more time then expected to restore the affected portion. Road construction machineries were seen clearing the loose soil to be filled up with boulder stones. However, since the soil was loose and unstable, the officials told Nagaland Post that a permanent restoration

However, heavy vehicles would restricted only on a trial basis and in phases. Over 70 trucks were stranded till late afternoon, while light vehicles were diverted towards Jotsoma bypass. It was learnt that Peducha bypass was also not able for passage of heavy vehicle due to fresh cutting. Sources said the old bridge was too weak to bear the weight of heavy vehicles that weighed more than 10 tonnes.
Lok Sabha passes Aadhaar Amendment Bill NSCN/GPRN (K) disowns statement NEW DELHI, JUL 4 (PTI): The Lok Sabha Thursday passed a bill to allow voluntary use of Aadhaar as proof of identity for opening bank accounts and procuring mobile phone. The Aadhaar and Other Laws (Amendment) Bill, 2019, was passed by a voice vote after Information Technology Minister Ravi Shankar Prasad assured the House that Aadhaar is voluntary and informed consent of the biometric identity holder has to be obtained before it is used. “The amendments address the privacy and security concerns. It provides that no service or benefit of any scheme will be denied for lack of Aadhaar,” Prasad said.The amended bill also provides for a stiff Rs 1 crore penalty and a jail term for private entities for storing Aadhaar data. “As many as 123 crore people are currently using Aadhaar... All safeguards
are in place to prohibit misuse of Aadhaar biometrics. Iris and finger print data is stored in Indian machinery and it is safe and secure,” Prasad said. Displaying his personal Aadhaar card in the House, the Minister said the card only discloses his name, father’s name, date of birth, residential address and does not give out any information on medical records or details of caste, religion and community. He said Aadhaar data can only be shared when there is a threat to national security or there is Court order. “Even if I, as an, Information Technology Minister, seek Aadhaar data, I will be subject to 3 years of punishment,” Prasad said. He said the government has saved Rs 1.41 lakh crore due to Aadhaar and removed 4.23 crore and 2.98 crore bogus LPG connection and ration cards
respectively. The Minister further said the Government would soon bring a data protection legislation in the House as it believes that India’s data sovereignty has to be respected and the country should have a data analytics centre. The amendments provide for use of Aadhaar number for KYC authentication on voluntary basis under the Telegraph Act, 1885, and the Prevention of Money Laundering Act, 2002. Put simply, this means it will allow voluntary use of Aadhaar number for authentication and identity proof in opening bank accounts and procuring mobile phone connections. It also gives option to children to exit from the biometric ID programme on attaining 18 years of age, while stipulating stiff penalties for violation of norms set for the use of Aadhaar and violation of privacy.

Oppn criticizes govt
Opposition on Thursday criticised the government during the discussion on amendments to provide legal backing for voluntary seeding of biometric Aadhaar ID with mobile numbers and bank accounts. Opposing the bill, Adhir Ranjan Chowdhury, Leader of the Congress in the Lok Sabha, said the government used the ordinance route to bring in the legislation. He said the ordinance was issued by the last government (from 2014-19) and the current government has brought it as a legislation. The government is “resorting to the ordinance route without any rhyme and reason”. Chowdhury said it was the UPA government, which brought in the law, to which Law Minister Ravi Shankar Prasad said the NDA government gave legal status to Aadhaar.

DMC reminds on pork, beef rates DIMAPUR, JUL 4 (NPN): Dimapur Municipal Council (DMC) has authorised respective colony authorities under its jurisdiction to check and impose fine on butchers if found selling above the rate fixed by DMC– pork Rs.220 per kg, pork viscera Rs.180 per kg, beef Rs.1190 per kg and viscera Rs.150 per kg. DMC administrator Moa Sangtam also reminded about fines to be imposed on butchers who were not processing their livestock at the DMC modern abattoir. DMC has also directed butchers to put up rate charts in their respective shops. It has also authorised colony authorities to close down butcher shop running without DMC trade license. This pest was observed from end of March to April, where feeding damages were caused by the larvae throughout the whole plant. The observation was made by Dr. Waluniba, Dr. Moakala Changkiri, Dr. Aastik Jha, Yongkongtula, Dr. S.P. Kanaujia and Dr. Akali Sema. The vegetable farmers of Nagaland have been asked to take note of this insect pest and be vigilant as it might attack tomato plant with great severity in the future.

KOHIMA, JUL 4 (NPN): One-day seminar on the theme “waste management” with special reference to Kohima, organized by Environmental Studies department and Eco Club was held at Dr. Setu Memorial Hall, Alder College Kohima (ACK) with commissioner and secretary (Rtd) and founding member of Green Team Kohima, Thangi Mannen as the resource person on Thursday. Mannen in her address while sharing on the importance of sustainable waste management in the state, expressed that it cannot be understated especially in view of the problem of plastic pollution, considered as second to the problem of climate change facing mankind today. Mannen maintained that with increase in population and waste volume, there
was urgent need to explore real solutions that were sustainable and community based. She highlighted the Government of India initiatives on Solid Waste Management (SWM) Rules, 2016 /18 (GOI) the guidelines for sustainable waste management, the mandate of which goes beyond municipal areas. She informed that this rule in conjunction with Plastic Waste Management Rules, 2016 (GOI) and various other relevant rules spelt out clearly a host of practices that are to be implemented for ensuring proper waste management. Mannen informed that in compliance with the National Green Tribunal orders and the GOI’s SWM Rules 16-18, the Government of Nagaland has notified its Nagaland Integrated Waste Management Policy 2019 (NIWMP) on April 8, 2019, to attain sustainable waste management throughout the
state by 2030. She further added that the guiding principles of government rules and policy included no burning, focus on waste reduction as much as possible, decentralised solutions for maximum resource recovery under the concept of “MY Waste My Responsibility” etc. She suggested various activities at ward level committee, involvement of clubs, NGOs, youth organisations, schools, etc to propagate the message for decentralised waste treatment such as community composting units and nonbiodegradable waste segregation. While pointing out that the immediate action needed was to initiate pilot wards by identifying from already existing wards’ undertaking, Mannen said that pilots could also be developed at the level of educational institutes, hotels and
restaurants, government offices or at a ward/village level, through combination of knowledge and skill building as well developing the required infrastructure. She shared her thought on how during events, participants could bring their own utensils or organisers invest in re-usable items as well as filtered or boiled water instead of single use plastic bottles. While agreeing that problem of pollution cannot be removed at one go, Mannen urged all the participants to be involved and be the change for cleaner environment. Administrator, Kohima Municipal Council (KMC) Kovi Meyase in his brief address stressed the need to bring revolution in behavioural and mindset of the society to bring drastic change in waste management. He challenged the college students if they could spare one day in a year for cleanliness drive in the Kohima town. Members of Green Team Kohima also addressed the gathering. Interaction session was also held with the resource person and KMC administrator during the seminar. The programme was chaired by nodal officer extension services Zhapuvi Liegise, while vote of thanks was proposed by assistant professor department of Environmental Studies, Kevingunuo Angami.

DHEMAJI, JUL 4 (AGENCIES): After a wait of long 15 years, the Dhemaji District & Session Judge Court on Thursday pronounced its judgment of the 2004 Dhemaji parade ground blast case convicting a total six out of the total 15 accused persons, reports Northeast Now news. The session court has convicted Jatin Duwori alias Rongmon, Leela Khan, Dipanjali Gohain, Muhi Handique and awarded them life jail with fine of Rs 10,000, while it has ordered 4- year rigorous imprisonment (RI) and fine of Rs 5,000 to Prasanta Bhuyan and Homen Gogoi. The court, however, acquitted eight accused due to lack of evidence of involvement in the case. The court has acquitted Mohan Chutia, Chandra Nath Gogoi, Gobin Kalita, Joy Chandra Chutia, Apsara Borah, Jaya Chutia, Jiten Chutia and Meena Baruah. One of the accused Rashid Bhorali, who was

IMPHAL, Jul 4: Suspected militants triggered a powerful bomb at the residence of an MLA of the ruling BJP in Manipur on Thursday. No human casualty were reported. The bomb suspected to be IED, allegedly planted by militants went off at the back courtyard of MLA L Susindro at Khurai Sajor Leikai under Porompat police station of Imphal East district. The suspected IED went off around 4 pm while family members of the MLA were on the street next to the residence enjoying the Kang (Rathyatra) festival. The MLA himself was not at his residence at the time of the blast. Top officials of the state police rushed to the spot and took stoke of the situation. Chief minister N Biren Singh also visited the residence of the MLA late Thursday evening. (Correspondent)

The incident comes close on the heels of an attack by BJP lawmaker Akash Vijayvargiya on a civic official in Indore a few days ago. ICJ likely to announce verdict on Kulbhushan Jadhav in July NE W D E L HI , J U L 4 (AGENCIES): The International Court of Justice (ICJ) is expected to pronounce later this month its verdict in the case relating to Indian national Kulbhushan Jadhav, who is on death row in Pakistan, official sources said Thursday. Kulbhushan Jadhav, a retired Indian Navy officer, was sentenced to death by a Pakistani military court on charges of espionage and terrorism in April 2017. India approached the ICJ in May 2017 against Pakistan for denying consular access to Kulbhushan Jadhav. India had also challenged the “farcical trial” by the military court of Pakistan against 48-yearold Kulbhushan Jadhav. The ICJ on May 18, 2017 had restrained Pakistan from executing Kulbhushan Jadhav till adjudication of the case. The world court held a four-day public hearing in the case in February during which both India and Pakistan submitted their detailed pleas and responses. India based its case on two broad issues -- breach of Vienna Convention on consular access and the process of resolution. India also urged the ICJ to annul Kulbhushan Jadhav’s death sentence and order his immediate release, saying the verdict by a Pakistani military court based on a “farcical case”

NE W D E L HI , J U L 4 (PTI): The Supreme Court Thursday agreed to hear a PIL seeking identification and deportation of all illegal immigrants and infiltrators including Bangladesh nationals and Rohingyas. A bench headed by Chief Justice Ranjan Gogoi and Justice Deepak Gupta took note of submission of lawyer and BJP leader Ashwini Upadhyay that his plea, which was filed in 2017, be listed for an urgent hearing. “It would be listed for hearing on July 9,” the bench, which also comprised Justice Deepak Gupta, said. Upadhyay, in his plea, has also favoured the Centre’s stand to identify and deport to Myanmar around 40,000 illegal Rohingya Muslims staying here. The plea has sought a direction to the Centre and the state governments to identify, detain and deport all illegal migrants and infiltrators, including Bangladesh nationals and Rohingyas. “The large-scale illegal migrants, particularly from

Myanmar and Bangladesh, have not only threatened the demographic structure of bordering districts but have seriously impaired the security and national integration, particularly in the present circumstances,” the plea said. The plea alleged there was an organised influx of illegal immigrants from Myanmar through agents and touts facilitating illegal immigrants Rohingyas via Benapole-Haridaspur and Hilli (West Bengal), Sonamora (Tripura), Kolkata and Guwahati. “This situation is seriously harming the national
security of the country,” it said. The apex court is also seized of a separate plea of two Rohingya immigrants, Mohammad Salimullah and Mohammad Shaqir, and the plea said that Rohingyas had taken refuge in India after escaping from Myanmar due to widespread discrimination, violence and bloodshed against the community there. Former RSS ideologue and Rashtriya Swabhiman Andolan leader K N Govindacharaya had also moved the Supreme Court seeking to intervene in the pending PIL filed by Rohingyas.
CIC paves way for disclosure of corruption complaints against ministers NE W D E L HI , J U L 4 (PTI): The Central Information Commission (CIC) has paved the way for disclosure of corruption complaints against Union ministers by terming objections of the Prime Minister’s Office (PMO) as “not correct” in response to an RTI application filed by bureaucrat Sanjiv Chaturvedi. Chaturvedi, a 2002batch officer of the Indian Forest Service, had in August 2017 filed an RTI ap-
plication with the PMO seeking details of corruption complaints against Union ministers received from June 2014 till the date of filling of the application. The PMO, in its response in October 2017, had said that this information was “generic and vague” and cited an earlier order of the CIC to deny this information. Against this, Chaturvedi had approached the Central Information Commis-

The Commission had directed the Central Public Information Officer of the PMO to provide information on this within 15 days. In response to this CIC order, the PMO had responded to the applicant but cited Section 7 (9) of the RTI

The PMO said it receives a variety of complaints on different matters against Union ministers and high-level functionaries of the government of India and they may be scattered across different sections and units of the office and hence disclosure would disproportionately divert the resources. The Section says “information shall ordinarily be provided in the form in which it is sought unless it
would disproportionately divert the resources of the public authority or would be detrimental to the safety or preservation of the record in question”. Chaturvedi then filed a complaint with the CIC
under section 18 of the RTI Act, for compliance with its October 16 order. In his submission to the Commission, he had said the PMO cannot deny the information under Section 7 (9) of the RTI Act.

ometimes referred to as the “Reluctant Gandhi” because he had not shown any particular aptitude for politics nor any burning ambition for power but rather choosing to maintain a low profile even if he was ‘reluctantly” crowned as the Congress party chief, Rahul’s resignation has indeed exposed the grand old party to its worst ever existential crisis. He was pushed into politics like his late father who had to lead the party after the assassination of Indira Gandhi in 1984. After Rajiv Gandhi was assassinated in 1991, the Congress was in a limbo. Sonia refused to enter politics which led to the party’s leadership mantle being passed on to P.V.Narasimha Rao in 1991. He went on to become the prime minister of a minority Congress government. Egged on by “loyalists” Sonia was forced to take up the party leadership after Sitaram Kesri was removed. Like his late father, Rahul was a reluctant politician as was his mother Sonia. However, Sonia despite poor Hindi(she had to read with Roman script) proved a much better learner when she led the Congress to two victories against the BJP in 2004 and 2009. Unlike both his parents, Rahul was more disinclined to the family obligation to the party. He led the party in 2014 Lok Sabha with disastrous result but was not held accountable. He was then rewarded with the post of party president in 2017 after Sonia placed the chief’s mantle on him. Rahul led the Congress in the 2019 Lok Sabha election and became the undeclared prime ministerial candidate of some opposition allies though others like the TMC, SP,BSP and TRS rejected the proposal. Rahul lack charisma and his speeches were unendingly more of rhetoric than substance. His sister Priyanka Vadra was more charismatic and could strike immediate rapport with the people. How and why Rahul failed to click, is a matter of intense debate and discussion. Among numerous factors was the unpreparedness of the Congress party organisation whose grassroots foundation had been eroded over the decades. Rahul was to have revamped the party since 2007 but which he did not. During the UPA-I and UPA-II Rahul hardly spoke in parliament and his contribution was hardly worth mentioning. He wasted ten years opportunity of learning time and refused to be inducted into the Manmohan Singh cabinet that would have given him valuable experience. His only achievement during UPA-II was when he tore up a paper at a press meet in New Delhi in 2012, that supposed to save convicted legislators from disqualification. He also attacked his own government openly just when Dr Singh was to meet the visiting US president Obama. To many, his discomfort with seasoned politicians was less about generation gap and more a personal issue. Rahul failed to spark his party because he tried to please all and ended up displeasing all. These suggest that Rahul is confused about what he should do as a politician and also as the dynastic head of a family-run party. On the flip-side Rahul is a decent human being; known to be a liberal and an idealist whose concern for the poor and downtrodden remain closest to his heart. Perhaps it is time that people respect Rahul’s desire to step back from the arena as he is not cut out to be what others want him to be.

It is one thing to say, “Do not fret,” but something very different to have such a nature that you find yourself unable to fret. It’s easy to say, “Rest in the Lord, and wait patiently for Him” (Psalm 37:7) until our own little world is turned upside down and we are forced to live in confusion and agony like so many other people. Is it possible to “rest in the Lord” then? If this “Do not” doesn’t work there, then it will not work anywhere. This “Do not” must work during our days of difficulty and uncertainty, as well as our peaceful days, or it will never work. And if it will not work in your particular case, it will not work for anyone else. Resting in the Lord is not dependent on your external circumstances at all, but on your relationship with God Himself. Worrying always results in sin. We tend to think that a little anxiety and worry are simply an indication of how wise we really are, yet it is actually a much better indication of just how wicked we are. Fretting rises from our determination to have our own way. Our Lord never worried and was never anxious, because His purpose was never to accomplish His own plans but to fulfill God’s plans. Fretting is wickedness for a child of God. Have you been propping up that foolish soul of yours with the idea that your circumstances are too much for God to handle? Set all your opinions and speculations aside and “abide under the shadow of the Almighty” (Psalm 91:1). Deliberately tell God that you will not fret about whatever concerns you. All our fretting and worrying is caused by planning without God.

n the year 1999, I was elected as General Secretary, Kuzhami Literature Committee at the General Meeting of Kuzhalhü Zahwe at Pfütsero College, Phek District, and later elected as the Chairman in the next General Session and since then I have been actively working for the Literature of Kuzhale Chakhesang Naga. Again in the General meeting of 13 Nagaland Literature Boards meeting in the Zonal Council Hall, Kohima I was elected as its President and till today, I am actively working with my team. In the year 2008, Mrs. Z. Bano Jamir, the then Commissioner & Secretary, Department of School Education, Govt. of Nagaland, spoke in the meeting of Nagaland Literature Boards Executives and the Language Officers, Nagaland with the Director, School Education at Ura Academy Hall, Kohima and there she took much interest in the study of Mother Tongues, Nagaland and enquired all the Chairmen of the different Languages of 17 as approved by the Government of Nagaland. During that year, Kuzhale Chakhesang Naga was being studied till Class- IV, while some other Languages were above that. She encouraged every Literature group to help in the study of their Mother Tongue to Matriculation level and beyond, whoever was able. With much assurance from our Commissioner& Secretary, Education, Nagaland, we encouraged our students to study our Mother Tongues and many of us reached up to

Today, I would like to share a few thoughts and facts with our Naga brothers and sisters living in the rest of the Naga inhabitated areas other than the eastern regions regarding the present scenario of our struggle.

Class- VIII by the year 2012 itself. The students who got promoted were to go for ClassIX in the year 2013, continuing with their Mother Tongue as the additional subject. But to our surprise that was not allowed by the Chairperson of NBSE stating that it will not be allowed without Government Order, even though the language textbooks for ClassIX had already been printed by many of the tribal literature boards. After that we hurriedly applied for the permission, but it was not granted and the students of that batch had to take up another Language in Class- IX in the year 2013 and they were faced with a miserable situation. Seeing the acute problem faced by our students, we approached the Chairperson of NBSE again, but she questioned as to how many languages should the Government of Nagaland approve! And the matter stopped there. This sentence has been repeatedly ringing in my ears and my question is, “Why should Nagaland Government be partial in development of the Mother Tongues of the backward tribes of Nagaland?” Yes, Nagaland Govt. has allowed all the four Languages, viz. Angami, Ao, Sema and Lotha to Matriculation and above. Why the 13 other Languages, viz, 1. Chang, 2.Chokri, 3.Khiamniungan, 4.Konyak, 5.Kuzha, 6.Kuki, 7.Liangmai, 8 . P h o m , 9 . P o c h u r y, 10.Rengma, 11.Sangtam, 12.Yimchunger,and 13. Zeme are stopped to go beyond ClassVIII? Seeing the difficulties
faced by the 13 backward Literature Boards, we decided to convene a General Body Meeting in the year 2016, and the 13 Nagaland Literature Boards formed an association under the aegis of “Association of Nagaland Literature Boards” to jointly pursue the permission for the studies of our Mother Tongues in the Secondary level. We moved up and down incurring lots of time, energy and finance, without success till today. A UN report has declared alarming figures for the disappearing of languages in the world and India too is worried for the extinguishing of its Languages. There are 6000- 7000 Languages in the world today and 90% of world languages will be disappeared in the next 100 years, according to UN. There were 1100 languages in India in the year 1961 and in 2013 there were 880 languages only in India. India has lost 220 languages in the past 50 years. With the Government of India striving to uplift the studies of Mother Tongues in the Schools, His Excellency the Governor of Nagaland, Shri P.B. Acharya is encouraging the State Government for the development of Mother Tongues in Nagaland as well. Now the Government of Nagaland has ordered all the Schools in Nagaland to study their Mother Tongues and that Alternative English will be abolished in all the schools across the State in the year 2019 up to Class- VIII level. We see that this is a good sign, but not quite forward-looking as without the permission for
studies of Class-IX and X for the 13 Mother Tongues in Nagaland, our children are faced with the same problem as that of the batch of 2012. Faced with this predicament, we, the Executive Members of ANLB have travelled up and down looking for the respective high officials and Legislators in their offices for help, but to no avail for reasons best known to them. However, sooner or later, the permission for the studies of Mother Tongue for these 13 tribes will have to be granted for the welfare of our children, in line with the 4 advanced tribes, if the Languages of all 17 tribes of Nagaland are to be given equal status. As languages are a creation of God, one cannot question the fact that He has created so many Languages in our small state of Nagaland. The Government of the day should not be dissuaded to take corrective measures by just a few individuals in official capacity, if the cause is for the greater good and development of its citizens. Because of our helplessness, I am therefore questioning as to who will help in the development of the 13 (Thirteen) Backward Tribal Languages. I am left wondering, “who will go for us?” I request any right thinking person to come out and help our cause as we have been struggling for all these years without any positive outcome till today. Plastic pollution and its adverse effects

lastic pollution has become a major threat to our environment in today’s times and it is likely to make things worse in the times to come. The adverse effects of plastic pollution are also plenty. Economical and Easy to Use: Plastic is one of the most widely used substances when it comes to production of containers, bags, furniture and various other things. This is because it is economical and can easily be moulded into different forms. The increasing use of plastic goods has increased the plastic waste which is a cause of plastic pollution. Plastic waste which is increasing by the day is non-biodegradable. Plastic does not get disposed of in soil or water. It remains in the environment for hundreds of years and adds to the land, water and air pollution. Plastic Breaks but Doesn’t Dissolve: Plastic bags and other items made from plastic break into tiny particles that make their way into the soil or enter the water bodies thereby contributing to plastic pollution. Plastic waste is entering the water bodies such as rivers, seas and even oceans and is polluting our water drastically. This water is then supplied at our places. No matter how much we filter this water it can never get back to its pure form and thus has negative repercussions on our health. Large amount of plastic waste is dumped in landfills. Wind carries plastic bags and other small plastic particles from one place to another thereby effecting major area. Plastic particles release harmful chemicals that deposit in the soil and ruin its quality. It impacts the growth of the plants. Besides, waste lying on the land breeds mosquitoes and other insects that are carriers of various serious illnesses. Harms Marine Life Plastic bags and other plastic litter that goes into rivers and seas are mistaken as food by the marine creatures who often gulp them and eventually fall sick. Animals mostly feed on food thrown in the garbage. They eat plastic bags and other items along with other things. Plastic bags often get stuck in their intestines and choke them to death. They are also a cause of many serious illnesses. Plastic pollution is a cause of serious concern. It is increasing because of the negligence of humans. NSCN/GPRN open letter to the Nagas 1. The Myanmar government approached the NSCN/GPRN to formulate a ceasefire agreement in the year 2012, which the government agreed and accepted in good faith and spirit for the welfare of the people. 2. Later on, the Myanmar government hypocritically overran the Council Headquarter at Taga, at the behest of the Fascist Indian government by pumping in money and arms into the Myanmar army. 3. The Myanmar mercenary army again proceeded to burn down the General headquarter twice, but the Naga army did not retaliate for the sake of peace we dearly held. 4. The Myanmar mercenary army even bom-
barded the civilian areas mercilessly in the Konyak region with artilleries and mortar fires and also arrested 5 (five) members of Peace Committee from the Laison office, Khamti. Then, the mercenaries burned down the Konyak region headquarter and the 3rd Brigade headquarter. 5. Our sacred government still stand by the Plebiscite of 1956 and is totally against the Nationwide Ceasefire Agreement (NCA) of the Fascist Myanmar govt and will never compromise or sign unless the Nagas consent to it. 6. The government is still strong and intact under the able leadership of His Excellency, the President. As such, the government is growing more matured
and stronger under His Excellency, who has come in with an ocean of experience and unquestioned integrity, and with the unflinching support of many dedicated Nagas and with the prayerful blessings of the Naga nation, though the adversaries have tried to break our resolute. 7. The sacred govt is also fortunate to have leaders from the western, southern and the northern regions besides the very brave and dedicated leaders from the eastern sectors, in the likes of the visionary and fatherly figure Lt.Gen. Nikki Sumi, the deputy CNC who have sacrificed immensely leaving behind all the comfort despite the enemies bounding the family and tarnishing his reputation.
8. During the initial years of our sacred struggle, the Naga pioneers from the western region promised the Naga brothers and sisters a "ONE SOVEREIGN NATION". Now, where is the promised made to the Naga nation ? Except for a few dedicated and faithful Nagas why have the Naga brothers especially from the western region abandoned our brothers in the east forgetting the promises for "ONE SOVEREIGN NATION" and also the sacrifices made by the countless martyrs. Let us not forget, we have our future generations who will read our history between the lines. Let us remove the narrow domestic classifications between the eastern, western, or southern Na-

You and your therapist can work together to develop a treatment plan and goals. • Medications. Antidepressants, antipsychotic medications, anti-anxiety medications and other medications for mental illness can help reduce symptoms, which can help you feel less suicidal. • Addiction treatment. Treatment for drug or alcohol addiction can include detoxification, addiction treatment
programs and self-help group meetings. • Family support and education. Your loved ones can be both a source of support and conflict. Involving them in treatment can help them understand what you're going through, give them better coping skills. Coping and support: Don't try to manage suicidal thoughts or behavior on your own. Dangerous cable wires
Sir,
In some places around Dimapur, the cable wires plus telephone wires are all entangled along electric poles. Some of these wires give out shock as they are obviously entangled with the electric wire and need to be separated properly. The concerned department needs to make a thorough check and sort out the tangles because it could prove to be dangerous for innocent passersby. They may accidently touch the cable wire thinking it to be safe only to get a jolting shock as happened to a resident in that area. court had asked the Centre to respond to Sharma’s plea which has also sought a direction to the CBI to register an FIR to probe the matter. The top court had appointed senior advocate P S Narasimha as amicus curiae to assist it in the case. The plea has alleged that in February this year it came to Sharma’s knowledge that 288 mining leases were extended in exchange of “large donations” to political parities which has created a “serious financial loss” to the tune of Rs 4 lakhs crore to public ex-
chequer. The petitioner has claimed that leases have been either granted or extended to the firms for mining iron ores in over 358 mines without either any fresh evaluation or adopting the auction process. It has also sought directions for recovery of market value of the mined minerals in accordance with the law. Besides, it has sought a court-monitored probe into the extension of lease and allotment of the mineral mines for free of cost alleging that it had caused huge financial loss to the
public via a concocted conspiracy. “Within the principle upheld by the Supreme Court in its previous judgement, no natural assets can be allotted/extended free of cost. Impugned extension is contra to the law of the country. No where in the Act, it says to extend the lease free of cost. At least value of extension must be decided as per the maximum rate of auction value by the state or by another state government during these period,” the plea has said. It has said that loss caused to the exchequer is liable to be recovered from the mining firms and their leases are liable to be quashed and the mines be put to fresh auction. The plea has also sought quashing of section 8A of the MMDR (Mines and Minerals Development and Regulation) Act. Section 8-A of the Act provides that all mining lease should be granted for 50 years and on expiry of lease period, it should be
put up for auction as per the procedure specified in the Act. “It is revealed to the petitioner that a large amount of political donation has been given by the corporate miner for the impugned provisions (of MMDR Act) for extension of the mining lease as free of cost from escaping auction process which is also a subject matter for CBI investigation and calling list of mines from all states for further action,” the plea said. The petitioner has also referred to media reports on the issue of mining leases in some states. “All old lease of the minerals mining, except coal block, has been extended for further 5 to 20 years under the garb of the amendment of 2015 without charging any cost/ premium and fresh value to pay for mining while new mines has been put up for auction which were auctioned for 80 per cent to 110 per cent premium other then royalty etc,” it said.
NEW DELHI, JUL 4 (PTI): A special court Thursday pardoned jailedmedia baron Indrani Mukerjea in the INX Media corruption case and allowed her to turn approver to support the prosecution case in which former Union minister P Chidambaram and his son Karti are accused. The court also issued a warrant requiring the presence of Mukerjea on July 11 to go through the relevant documents about her turning an approver in the case and give her consent. She is currently lodged in Byculla jail, Mumbai, in her daughter Sheena Bora’s murder case. Her husband Peter Mukerjea, the company’s founder, is also in jail in the same case. NEW DELHI, JUL 4 (Agencies): India has moved a step closer to inviting bids for the purchase of 114 fighter jets, currently the world’s largest deal in play, as Prime Minister Narendra Modi seeks to boost the capability of the country’s armed forces and replace an ageing combat aircraft fleet. The deal - valued at more than US$15 billion (S$20.33 billion) - has attracted initial offers from global defence majors, including Boeing Co, Lockheed Martin Corp and Sweden’s Saab AB. Mumbai, Jul 4 (PTI): The Indian rupee Thursday furthered its gains by another 39 paise to 68.50 a US dollar, tracking firmer emerging market currencies, lower crude oil prices, even as participants keenly awaited the Union Budget to be unveiled on Friday. At the interbank foreign exchange market, the rupee opened at 68.86 per dollar and advanced to a high of 68.49 during the day. It finally settled at 68.50, up 39 paise against its previous close of 68.89. Meanwhile, the Economic Survey 2019 stressed the need to give a huge boost to spending and reforms to accelerate higher rate of expansion to double the economy’s size to USD 5 trillion by 2024-25. Forex traders said the budget will give further cues going ahead in the currency market . “Rupee gain was followed by stronger emerging market currencies. Lower crude oil prices and stronger domestic equity markets supported rupee in Thursday’s trade,” said V K Sharma, Head PCG and Capital Markets Strategy, HDFC Securities. Meanwhile, the 10-year government bond yield was at 6.75 per cent on Thursday.

(IANS): Union Minister Nitin Gadkari on Thursday told Parliament that the government had set the goal of raising the micro, small and medium enterprises (MSME) sector’s contribution to India’s national income in the next five years to 50 per cent of the GDP and create five crore additional jobs in the sector. The Minister made the announcement during Question Hour and rejected opposition objections in this regard, saying “it was not just his tall claims”. Gadkari said the target should always be set high. “Sometimes it is fulfilled and sometimes we fail to fulfill it. “We have set a target to contribute 50 per cent to India’s GDP in the next five years. We have already created 11 crore jobs and would now create over

New Delhi, Jul 4 (IANS): Cumulative investment by Foreign Portfolio Investors (FPIs) in India declined in 2018-19, the Economic Survey 2018-19 said. According to the survey, there was a net outflow in investments worth Rs 5,499 crore in 2018-19, whereas an inflow of Rs 22,466 crore was reported in 2017-18. “Total cumulative investment by FPIs decreased to Rs 248,154 crore as on March 31, 2019 as against Rs 253,653 crore as on March 31, 2018,” the survey, tabled in the Parliament by Finance and Corporate Affairs Minister Nirmala Sitharaman, said. “The assets of the FPIs in India, as reported by the custodians, increased to Rs 33,42,680 crore as on March 31, 2019 from Rs 31,48,349 crore as on March 31, 2018.” However, the notional value of offshore derivative instruments (including ODIs on derivatives) decreased to Rs 77,287 crore

US ‘hell-bent’ on hostility despite talks: North Korea

UNITED NATIONS, JUL 4 (IANS): North Korea has accused Washington of being “hell-bent on hostile acts”, days after US President Donald Trump and regime leader Kim Jong-un held a historic meeting and agreed to resume nuclear talks. North Korea’s delegation to the UN said on Wednesday that the US was “obsessed with sanctions” while responding to an allegation that Pyongyang had breached a cap on refined petroleum imports that was set in 2017.The delegation’s remarks come in response to a joint letter sent by the US, France, Germany and the UK to all UN member states that called for further sanctions on Pyongyang, the BBC reported. The letter reportedly
asked all members to send expatriate North Korean workers home. T h e d e ve l o p m e n t comes after Trump met Kim on June 30 in the heavily fortified demilitarized zone which divides the two Koreas and the two sides agreed to set up teams to resume stalled negotiations on denuclearization. The latest North Korean statement marks a shift in tone and a return to the angry exchanges that have marred relations between the countries in recent times. North Korea also accused Washington of attempting to “undermine the peaceful atmosphere” on the Korean peninsula. “What can’t be overlooked is the fact that this joint letter game was carried out... on the very same day
when President Trump proposed (a) summit meeting,” the delegation statement read. “(It) speaks to the reality that the US is practically more and more hell-bent (on) hostile acts against North Korea. All UN member states will have to keep vigilance against deliberate attempts by the US to undermine the peaceful atmosphere that has been created on the Korean Peninsula,” it said. Pyongyang added that it was “quite ridiculous” for the US to view sanctions as a “panacea for all problems”. The US is yet to respond to the statement. The US President and the North Korean leader earlier met in Hanoi in February but the talks ended with no deal, as they failed to agree on the pace at which sanctions on Pyongyang should be eased. Since then the negotiations have stalled, though Kim and Trump have exchanged letters. When both leaders met on Sunday at the demilitarized zone, their exchanges were largely complimentary. Trump, who once referred to Kim as “little rocket man”, called their friendship “particularly great” and said it was a “great day for the world”.

Hafiz Saeed, 12 other JuD leaders booked for terror financing LAHORE, JUL 4 (IANS): Top 13 leaders of the banned Jamaat-ud Dawa (JuD), including its chief and Mumbai terror attack mastermind Hafiz Saeed, have been booked in nearly two dozen cases of terror financing and money laundering, days ahead of Pakistan Prime Minister Imran Khan’s visit to the US. The Counter-Terrorism Department (CTD), which registered the cases under the Anti-Terrorism Act, 1997 in five cities of Punjab, declared that the JuD was financing terrorism from the massive funds collected through non-profit organisations and trusts, including Al-Anfaal Trust, Dawatul Irshad Trust and Muaz Bin Jabal Trust, the Dawn reported on Thursday. These non-profit organisations were banned in April as the CTD during investigations found that they had links with the JuD and its top leadership and them accused of financing terrorism by building huge assets/ properties from the collected funds in Pakistan. On Monday and Tuesday, 23 FIRs were registered against JuD leaders at the CTD police stations of Lahore, Gujranwala, Multan, Faisalabad and Sargodha. According to the official, substantial and irreversible punitive/legal action has been taken against them by the state, making these organisations “fully dysfunctional”. He said action was taken against them in connection with implementation of UN sanctions imposed on the JuD, Lashkar-i-Taiba and Falah-i-Insaniyat Foundation (FiF) besides their designated entities and leadership as directed by the National Security Committee (NSC) in January under the National Action Plan. The CTD took some months to collect evidence against the banned organisations regarding terror financing.

of Chinese investments in Bangladesh were regarded as the second highest by Beijing after the USD 60 billion China-Pakistan Economic Corridor (CPEC). China’s investments in Bangladesh included the construction of 6-km long bridge across the Padma river, as the Ganga is known in the country, costing about USD 3.7 billion and the USD 2.5 billion power plant at Payra near Dhaka. Both the CPEC and the BCIM were the components of the Belt And Road Initiative (BRI) which was mooted by President Xi when he came to power in 2013. The BRI aims to link Southeast Asia, Central Asia, the Gulf region, Africa and Europe with a network of land and sea route. While the CPEC regarded as the flagship project took off, the BCIM failed to make headway. India has protested to China over the CPEC as it is being laid through Pakistanoccupied Kashmir.

BEIJING, JUL 4 (PTI): China Thursday accorded a red carpet welcome to Bangladesh Prime Minister Sheikh Hasina, who held wide ranging talks with her Chinese counterpart Li Keqiang to further consolidate bilateral ties and signed nine agreements. The nine instruments five agreements, three memorandums of understanding (MoUs) and a document - were signed in different sectors ranging from aid for the Rohingyas and economic and technical cooperation, investment, power, culture and tourism. Prime Minister Keqiang welcomed the Bangladesh prime minister as she reached the Great Hall. She was accorded a red carpet welcome and a team of armed forces offered her a guard of honour. The two leaders held talks for half an hour after which the two countries signed the nine agreements. acebook, WhatsApp and Instagram were back in action on Thursday morning after affecting millions of users across its platforms globally, including in India. Some users, however, still reported failed messaging and image download issues. Users in India had night-long problems in sending photos, videos and voice messages on WhatsApp. Only the text messages were being shared on the mobile messaging service. Similar problems were faced on Facebook and Instagram. According to DownDetector.com, the problems impacted users across the globe. Facebook on Thursday posted on Twitter that the issues have almost been resolved. “Earlier today, some people and businesses ex-
perienced trouble uploading or sending images, videos and other files on our apps and platforms. The issue has since been resolved and we should be back at 100 per cent for everyone. We’re sorry for any inconvenience,” said the Menlo Park (California)headquartered company which has over 2.38 billion users globally. Facebook users were reporting that uploaded images were visible again, though there were continued reports of messaging and image problems with WhatsApp and Instagram. The District and Sessions Court here is hearing the actor's appeal against the five-year sentence handed down to him in April 2018 for allegedly killing two blackbucks in 1998. The next hearing is on September 27. “Judge Chandra Kumar Songara also warned Khan's counsel that if he failed to appear at the next hearing, his bail could be rejected,” prosecution counsel Mahipal Bishnoi said. he Who‘s Roger Daltrey has predicted that he won’t be able to sing any more within the next five years. The legendary rock frontman is still going strong at 75 – with The Who set to play a massive show at London’s Wembley Stadium this Saturday (July 6). But Daltrey says that as he hurtles towards the big 8-0, it’s only a matter of time before he loses his pipes. “Obviously within the next five years I think my voice will go,” he told Billboard. “Age will get it in the end.” He added, optimistically: “It’s still there at the moment.”
And while the rockers might be in the “twilight” of their career, Daltrey isn’t ruling out further shows next year. “It’s always very difficult getting us to do anything; Pete’s on different projects and everything else. I just want to get this tour done and the second leg to be even better than the first, and let’s see where we are once we’ve done that. I mean, we’re obviously coming to the twilight of our live career, and I’m glad we’re getting to do something like this before it’s over,” he admitted. [Pete] let me have a bit of freedom with changing a few things, changing the tenses of songs and other little things. And he gave me complete melodic freedom. The former GUNS N’ ROSES drummer addressed the incident in a video message posted to his Facebook page earlier today. In the clip, which can be seen below, Adler says: “I’m really sorry about all this media confusion that’s been going on. I’m alive and well. I’m looking forward to seeing everybody on July 12 at the Golden Nugget in [Las] Vegas and July 13 at this motorcycle rally in Oregon, which is gonna be bad to the bone. And I love everybody, and I can’t wait to see and hug everybody. Thank you so much for your love and support.” On June 27, local authorities responded to a call shortly after 6:30 p.m. for a possible suicide attempt at Adler’s Studio City, California, home. A spokesperson at the Los Angeles Fire Department confirmed to People that they were called to the address for a possible stabbing and transported one patient to the local hospital
via ambulance. Adler’s representative later told TMZ that the stabbing was not a suicide attempt and was simply an accident. The rep would not specify what caused the accident except to describe it as a “very minor, superficial wound.” He also insisted that Adler has been sober for several years. Steven was the drummer for GUNS N’ ROSES from 1985 to 1990. He was eventually fired from the band due to his drug addiction, which caused him to spiral down into depression and more drug use. GUNS N’ ROSES was inducted into the Rock And Roll Hall Of Fame in 2012. West Indies win last match in vain

Leeds, Jul 4 (Agencies): In a game that had no implications on the World Cup 2019 semi-finals line-up, West Indies defeated Afghanistan by 23 runs at Headingley, Leeds on Thursday to end their World Cup campaign on a high. Afghanistan were all out for 288 to suffer their 8th defeat of the World Cup 2019. In a rematch of World Cup qualifier last year, West Indies had set a 312 target for Afghanistan, who had never scored above 300 in an ODI. In the mammoth chase, Afghanistan lost their skipper Gulbadin Naib in the second over. However, Rahmat Shah and Ikram Ali Khil played with composure to a build 133-run stand and
bail Afghanistan out of a pressure situation. Rahmat Shah brought up his maiden World Cup fifty off 57 balls, while Ikram Ali became the youngest to get an above 80 score in the history of World Cup to keep Afghanistan’s track on chase . It was Carlos Brathwaite, who gave West Indies a crucial breakthrough and broke the well-looking partnership. Rahmat Shah (62) got a leading edge to hand an easy catch to Chris Gayle at short cover. The game took a turn when West Indies claimed three wickets in 14 balls to create worries for Afghanistan. With his occasional offspin, Chris Gayle took the key wicket of Ikram Ali
Khil, trapping him lbw for 86. Najibullah Zadran (31) was run out two balls later and Mohammad Nabi (2) then holed out in the deep off Kemar Roach. Hima Das wins 200m gold in Poland New Delhi, Jul 4 (PTI): Star Indian sprinter Hima Das won the women’s 200m gold, while national record holder shot putter Tajinder Pal Singh Toor bagged a bronze in the Poznan Athletics Grand Prix in Poland. Hime, the world junior champion and national record holder in 400m who has been struggling with a back problem for the past few months, clocked 23.65s on her way to the 200m gold. This was Hima’s first competitive 200m race of the year. She has a personal best of 23.10s, which she clocked last year. Another Indian, V K Vismaya finished third with a personal best time of 23.75s in the race at Poznan on Tuesday night. Asian champion Toor won the men’s shot put bronze with a best effort of 19.62m. His national record while winning Asian Games gold last year stands at 20.75m. Muhammed Anas, the 400m national record holder, was third in the men’s 200m race with a timing of 20.75 seconds. Kohima, Jul 4 (NPN): Hreli Albert scored a hattrick as Christ King Higher Secondary School, Kohima defeated defending champions Loyola Higher Secondary School, Jakhama 3-1 at IG Stadium Kohima, on Thursday. Albert with his fine solo effort put Christ King Higher Secondary School in the lead in 9th minute. But five minutes later, Seyielezo Pfüsenuo scored the equaliser in the 14th minute for Loyola HSS. However eight minutes later, Albert gave the team the lead again scoring two goals in the 22nd and
24th minute to make it 3-1 at the end of the first half. In the second half, Loyola fought back and put pressure to find the equaliser but Christ King school managed to hold on the lead till the final whistle to send Loyola School home. Albert with his hattrick became the 6th hattrick scorer of the tournament. Christ King HSS will now take on neighbouring school Don Bosco HSS in the next round on July 9. Earlier in the first match, St. Mary’s Cathedral Higher Secondary School registered a thumping 5-0 victory over Baptist Higher Secondary Tsemi-
