Dimapur, Jul 7 (NPN): Former Addl. Chief Secretary, H.K. Khulu in a write up said DoNER has not achieved the desired results. He pointed out that the 10% allocation of funds under Non Lapsable Pool of Central Resources (NLPCR) lacked a mechanism for implementation. He mentioned that while all other states have either regional or national institutes, Nagaland has missed out. Nagaland missed out in having the Regional Medical College in Dimapur since the state could not give land in the early 70s. He also noted that no officer from the state has been posted at NEC or DoNER as member, secretary or adviser etc. Even if efforts were made to post officers, for some reason, it has not been considered. He said Nagaland missed out on road connectivity like the Tri-Lateral Expressway to connect India with ASEAN countries from Porbander (Gujarat)Assam-Manipur-Myanmar -Thailand. He said work has not started for the DimapurPangsha via Zunheboto road that could link up with the Tri-Lateral Expressway. Karnataka had plunged into a major political crisis on Saturday as 13 MLAs from the ruling Congress-Janata Dal (Secular) combine quit, reducing the 13-month-old government to a minority in the 225-member state Assembly. The Congress hit out at the BJP for “orchestrating the defections” in a bid to pull down the government, but asserted that it would survive. The BJP, however, blamed the resignations on the “disgruntlement” among the ruling alliance lawmakers. Of the 13 legislators who submitted their resignations in the Assembly Speaker’s office, 10 are from the Congress and 3 from the JD(S). Meanwhile, former Karnataka chief minister and Congress leader Siddaramaiah Sunday evening warned party workers to

The political drama unfolding in Karnataka deepened after a rebel Congress MLA said that all the dissenting lawmakers are firm on their resignations. Cooped up in a Mumbai hotel, Karnataka Congress MLA ST Somashekar said that there was no question of 13 MLAs going back to Bengaluru and withdrawing the resignations.

The area will be fully developed with star hotels, malls, open air theatres, green parks, multi-level car parking facility, mini sports complex, digital library and many other things at an estimated project cost of Rs. 114.36 crore. Site development of Old Sectt. is already under progress at an estimated cost of Rs 4.51 crore. Community Amenities project with parking facility and community hall at New Market is estimated to cost Rs.3.27 crore. This will include multi-level car parking (basement will have parking capacity of 14 Cars and ground floor will have space for 16 cars) and community hall for citizens with revenue
generating potential for municipality through a revenue sharing mechanism. Creating of walk-ables and redevelopment of the local ground is also in the DPR preparation stage. Under this, road connectivity to open southern gate of the local ground towards north gate in order to convert the area from Old NST to Razhü point as walk-able area and redevelopment of the ground, including parking, have been proposed and all these will cost Rs 40 crore. DPR is also being prepared for development of Park (War Tank area) for beautifying and developing the area with provisions for restaurants, parks and green eco-friendly recreational
area at an estimated cost of Rs 4.98 crore. “To innovate the area and to create open space for promote indigenous art and culture, while an open competition will be organised to design around the WW-II tank heritage,” report stated. Though Kohima was selected under the smart city project in September 2016, implementation work began only in October 2018. According to KSCD Ltd chief executive officer Kovi Meyase, seven projects had been taken up in the past nine months. Altogether 63 projects should be taken up under the smart city project within a period of five years from the date of its declaration.

(AGENCIES): The Army has dismantled an undesignated hideout of the NSCN (I-M) in Manipur after its members were allegedly found extorting from people at a village, the Army said. “An undesignated and unauthorised hideout of NSCN (I-M) was busted on July 6 by the Army troops at Kekru Naga village in Manipur. Based on a specific input regarding NSCN (IM) cadres camping in Kekru Naga and carrying out illegal extortion, a wellcoordinated operation was launched on the night of July 5,” the Army said in a statement. “However, seeing the troops advancing toward their camp, the cadres fled leaving huge amount of arms, ammunition, uniform and other war-like stores,” the Army said. DIMAPUR, JUL 7 (NPN): Bodies of two boys who had drowned in Doyang river just a little downstream the Doyang Hydro Electric Project (DHEP) in Wokha district on Friday afternoon were recovered on Sunday morning. According to Wokha SDO (Civil) Chonpenthung Ezung, the district administration had received reports
around 3 p.m. on Friday that two boys had drowned. On receiving information from Wokha deputy commissioner (DC), he claimed Sanis administration officials immediately rushed to the spot and confirmed that four individuals had gone down to the river bank and two of them unfortunately had drowned between 2:45 and 3 p.m. It was further ascer-
tained that, upon receiving a report about the incident, the dam & spillway division had immediately switched off all three hydro machines. He said the Wokha DC also immediately wrote to DHEP authority to suspend power generation until the bodies were retrieved. Meanwhile, local volunteers and divers carried out a search, while the State
Disaster Response Force (SDRF) team stationed at Wokha was immediately requisitioned by the Wokha DC. Though the SDRF team reached the spot at 6:10 p.m. and immediately initiated a search operation with their divers, the operation had to be called off at 9:25 p.m. as it was very late and the water was extremely murky. SDRF commenced their search operation the following day at 6 a.m. with motor boats and divers, even as another team led by EAC Aitepyong, Wokha SDPO and Central Industrial Security Force (CISF) assistant commandant numbering around 50 searched downstream beyond the Doyang bridge. DIMAPUR, JUL 7 (NPN): Liangmen bridge, the lifeline to several villages under Longchem sub-division in Japukong range, was damaged on Sunday by flood due to incessant rains during the past few days.
According to reports, heavy rainfall in the subdivision has also caused mudslides and flash floods in the area. Despite several appeals to the state government regarding the weak wooden

NPGN/NNC condemns Ovung’s ‘unethical statement’
DIMAPUR: NPGN/NNC has condemned the “unethical statements” and “falsehood attitude” of the “then acting president” of NPGN/NNC, T. Ovung which it claimed has exposed his lack of ability to be a leader quality. In a press statement, MIP of NPGN/NNC said that his statement has reflected his image of “lack of principle” and “immature sentiment”. In this regard, MIP claimed that T. Ovung, who is not a member of NNPGS working committee or a part of NPGN/NNC, has no authority to use the name of NNPGS on his own interest. It therefore warned T. Ovung to stop making such “foolish press statement” or else NPGN/NNC will be compelled to take stern action for his act of disrespecting the NNPGs and the entire Nagas in general. NPGN/NNC also demanded that T.Ovung must
apologize for claiming to be the president through his “unethical statement”. The release also said that the alleged raid on the house of Ovung’s loyalist claiming to be by organisation of NNPGS was a “great insult to the above mentioned government”. NPGN/NNC therefore asked Ovung to give every details of the entire scenario as on which case and who had taken action against them instead of accusing the members of NNPGs. The release stated that T. Ovung have no right event to speak about the Naga political issue since he was no longer a member of any well recognised Naga political groups. Further, NPGN/NNC warned Ovung “not to make or talk false press statement” and not “to play the dirty game of divide and rule policy as it is totally against the aspiration of Nagas in general”.

AT M A D i m a p u r within state farmers training: ATMA Dimapur organized within state farmers training programme on “scientific beekeeping” in collaboration with Nagaland Beekeeping & Honey Mission (NBHM) on July 2. A press release from ATMA Dimapur, deputy project director, Tonikali Achumi stated that, technical training session aimed at the value importance of beekeeping, the rearing practice and the seasonal routine management. Resource persons were Bokali, Nitoshe, Letgong Patrick, Neilazono and Francis, NBHM team members. The programme was chaired by Tonikali Achumi deputy PD, ATMA. She also apprised the members that an FSG should serve as a “Model Food Security Hub” through establishing kitchen garden, animal husbandry etc. Seed money was given to the group for the initial start up of the group. Training on integrated pest management of Fall Army Worm (FAW) was held at Sechii Zubza. ATM, Thejavizonuo Kelio spoke on the life cycle of the pest and its severity on the infestation in and around the district. AFA, Thepfulelie Yhome spoke on the usage of chemical, its doses and its precautionary measures. Emamectin Benzoate 5% SG under the trade name “Pocket” was distributed to the farmers in lieu of the heavy infestation in the village. Altogether 40 participants attended the training.

Sumis celebrate Tuluni with fervour
DIMAPUR: Sumi community of Upper Assam comprising of six villages under Margherita subdivision, Tinsukia district celebrated Tuluni festival on July 5 and 6 at Tingkupathar Sumi village with the theme, “Our Culture is our Shield.” The celebration was graced by commissioner and secretary Land Resource Department, Y. Kikheto Sema as “Tuluni Papu”. In his address, Kikheto stressed on the need for Sumi community living in Upper Assam to live in peace and harmony with people of all communities especially Assamese people. He said the area was inhabited by some Sumi Nagas as early as 1883-84 when they served there as Political Labour Corps (PLC). The Sumis settled in the area in 1904 at Sodiya, cleared thick jungles and forest for Digboi Oil Refinery. In 1911 too, they participated in the AngloAbor war. Later, among other Naga tribes majority of which consisted of the Sema (Sumis) helped in construction of Stillwel Road. According to Kikheto, since many of those Sumis

3 Mega voluntary blood donation camp in Dimapur DIMAPUR: Rotary Club of Dimapur (RCD), Inner Wheel Club, Dimapur (IWCD) and National Highway & Infrastructure Development Corporation Ltd (NHIDC Ltd) jointly organised a mega voluntary blood donation camp at Durga Mandir Hall with the support of District Hospital Blood Bank, Dimapur on July 7. While addressing a press conference at Janata Bhawan in Guwahati on Saturday minister Sarma said, “The treatment and medicines for Japanese Encephalitis patients, who are treated in the Intensive Care Units (ICUs) of medical colleges’ hospitals, will be free. The state government will make payment to the medical colleges for the
treatment.” He also said, “The Japanese Encephalitis affected patients, who undergo treatment in private nursing homes, will also get financial assistance of Rs 1 lakh from the state government.” Sarma announced that the doctors, nurses, ASHA workers and other employees engaged in government medical college hospitals and any other government hospital would not get leave up to September. A total of 135 persons died due to Japanese Encephalitis in 2015 while the death toll in 2017 was 87.

GANGTOK, JUL 7 (AGENCIES): Sikkim chief minister P S Golay has appealed to the people of the State to resort to reduce, re-use and re-cycle practices and manage natural resources efficiently and make this a habit and way of life in the State, reports Northeast Now. In his message on the occasion of ‘A Day for Mother Earth,’ being observed across the State on Sunday, the chief minister said the State Government has come up with the novel idea of dedicating a day for Mother Earth on July 7 every year as a permanent feature. The day is also coinciding with the closing day of Van Mahotsav Week. “Amidst our daily busy schedule, let each one of us spare some time during this event to dedicate our green good deeds to the Mother Earth by contributing in whatever small ways possible,” Golay stated in a message, according to reports. “Every living being on Earth has a role to play in maintaining the ecological balance. AGARTALA, JUL 07 (AGENCIES): The Tripura Natural Gas Company Limited (TNGCL), in accordance with the order from the Tripura government, has reduced the price of Compressed Natural Gas (CNG) and PNG (domestic pipeline gas), reports The Northeast Today . Within two weeks of fresh hike in the prices of CNG and PNG, TNGCL has reduced the prices after a gazette notification of state government to reduce the price of goods taxable from existing 15.5 % to 9 % and accordingly the price of PNG and CNG are reduced. The reduction in the prices of the CNG and Piped Natural Gas (PNG) will benefit about 40,000 domestic consumer of Piped Natural Gas (PNG) in and around the Agartala and above 500 commercial and small industrial consumers across Agartala. The TNGCL presently operates 8 CNG stations, dispensing CNG to over 15,000 vehicles every day. Sources in TNGCL said that in accordance with the gazette notification of Tripura government issued on July 5th, 2019, the TNGCL has reduced the pricing of CNG and PNG.

School, Digboi, was attacked by a wild elephant around 2.30 pm when he along with his two friends went to Digboi Oil Field Area to click a selfie with the wild jumbo wandering in the area. “Ankit went to one of the wild elephants to snap a moment with him. Getting intimidated, the tusker went violent and chased Ankit while he moved too close to click a selfie. The elephant charged at him and attacked him,” Soumin Debnath, a friend of Ankit, who accompanied him, told Northeast Now. A little later on be-
ing informed, the security personnel who had allowed the boys earlier to get into the area, rushed to the spot and rescued him. He was immediately taken to Digboi Civil Hospital for treatment and then to AOD Hospital but doctors referred him to AMCH in Dibrugarh for advanced treatment. Doctors in AOD hospital said Ankit sustained multiple rib fractures and injuries on his head, chest and abdomen. “He is in a semi conscious state and has been referred to AMCH for advanced treatment,” said an AOD doctor.
Tripura High Court orders closure all 393 brick kilns AGARTALA, JUL 7 (AGENCIES): The High Court of Tripura has ordered the closure of brick kilns in the state, which have been flouting the statutory environmental clearance for manufacturing, reports UNI. They were barred to operate and carry out any commercial activity, without complying the statutory provisions. A division bench of the high court comprising Chief Justice Sanjay Karol and Justice Arindam Lodh while examining the affidavit filed by Tripura State Pollution Control Board found that almost all 393 brick kilns in the state have been running without having obtained or submitted the environmental clearances. According to record, there are 393 brick kilns in the state and last year 280 brick kilns were functional, 70 brick kilns last were not fun.

Mnp student’s death: CBI finally registers FIR IMPHAL , JUL 7 (AGENCIES): A student from Manipur, who had died in mysterious circumstances in Lucknow’s Gautambuddha Nagar, nearly after 22 months the special crime branch of Central Bureau of Investigation (CBI), Lucknow, registered a case of murder and concealment of evidences against unknown persons on Friday, reports Hindustan Times . A student, Pravish Chanam (22) went missing on the night of September 8, 2017 after he along with his three friends went to a music concert at India Expo Centre and Market under Knowledge Park police station limits of Gautambuddh Nagar district. On September 9, 2017, his body was found lying alongside the road near Murga market under Sector 20 police station area. Police cremated the body without ascertaining his identity on September 13, 2017 after conducting its postmortem examination.

As per the complaint of Pravish Chanam’s elder brother Phanjoubam Lingthoingambi, an FIR was lodged in this connection against unknown persons. Earlier, he had lodged a similar FIR with Sector 20 police station of Gautambuddh Nagar on September 16, 2017. Before
it, he had lodged a missing complaint on September 9, 2017, with the Knowledge Park police station after coming to know about his disappearance through his friends Ashok Thounaojam, Sachin and Teresa Karam (a girl). The CBI official said the police personnel of Sector 20 had discovered that Pravish was admitted to BR Ambedkar hospital in Sector 30 by a doctor Amit, who also visited the concert, after finding him lying injured outside the concert venue on Septem-
ber 8, 2017. But, Pravish slipped from the hospital on September 9, 2017 and was found lying dead near Murga market the same day. The victim’s brother came to know about the recovery of his brother’s body and its cremation when he approached Nithari police outpost searching for him on September 14, 2017. The complainant has raised suspicion of foul play and said that it was really surprising why police personnel cremated the body without getting its identity ascertained when he had already lodged the missing complaint with Knowledge Park police station on September 9, 2017 itself. He said the post-mortem report clearly mentioned that the victim’s cause of death was shock and haemorrhage due to head injury and multiple abraded contusions and swelling on his entire body. He said the local police despite this did not probe the matter properly.

He added that fulfilling the commitments of all-round development was a collective effort and the contributions of the engineers of the state will go a long way towards achieving the goal of the government’s ‘Sabka Saath,Sabka Vikas, Sabka Vishwas.’ Singh informed that the government was planning to construct elevated highways and ring roads for better road connectivity in the state. of around Rs1000 crore, he added. In order to streamline the engineering departments, he urged the engineer fraternity to submit a proposal to maintain a proper transfer and postings policy of the engineering departments under the state government. He maintained that engineers should not work under pressure of politicians, bureaucrats etc. and should hear their own conscience to execute good work. GUWAHATI, JUL 7 (AGENCIES): Assam recorded the first case of swine flu death this year after an elderly man recently expired due to H1N1 infection at Narayana Superspeciality Hospital in Amingaon. The 75-year-old man identified as Bhagawan Prasad died at 5 am on Wednesday last. The information was shared on Sunday. Prasad, who hails from Tamulpur area of Baksa district, was first taken to a hospital in Rangiya. However, he was later admitted to Narayana Superspeciality Hospital after his condition became serious. As per reports, the man who was
admitted to the hospital on Tuesday was suffering from high fever and was found to have a septic shock with left ventricular failure. Prasad unfortunately developed cardiac arrest in the wee hours on Wednesday. He later expired on the same day. His medical test which was conducted in the microbiology department of Gauhati Medical College and Hospital confirmed that he was suffering from H1N1 infection. Swine flu is a respiratory disease which infects the wind pipe (respiratory tract) of pigs and gets transmitted to human beings. It results in nasal secretions, cough, decreased appetite and restlessness.
Drug, opium worth Rs 9.7 crore seized from three women in Mnp Correspondent
IMPHAL, JUL 7: Three women were arrested in Manipur with large quantity of contraband crystal methamphetamine valued at around Rs seven crore and opium worth around Rs nine lakh in separate cases. A police source said that the contraband methamphetamine was seized from a woman hailing from Tamil Nadu while the opium from two local women hailing from Kangpokpi district. The woman detained with 20kg of methamphetamine worth around Rs nine crore in the international market was identified as Sushila
(61) wife of Selvam. She is from Chennai, Tamil Nadu, the police said. A combined team of Narcotics and Affairs Border (NAB) of state police and 12 Assam Rifles arrested the woman with the contraband item at PVCP (Permanent Vehicle Check Post) of Assam Rifles at Khudengthabi along Imphal-Moreh section of NH-102 in Tengnoupal district on Saturday, around 9.30 am. Sleuth of NAB Imphal also arrested two women with 13 kg of opium from Bishnupur district’s Nachou Lamkhai on Saturday. The seized opium would worth around Rs nine lakh in the
international market, the police source said. The two arrested women were Kikim Haokip (50) wife of Heliry Haokip and Hevah Haokip (49) wife of Henthang Haokip, both from Pangmol village of Kangpokpi district. NAB registered cases against them and investigations were on to establish the origin of the contraband items, the source added. As Manipur shares its border with Myanmar, it is used as a transit point for smuggling drugs, arms, human trafficking and security forces seize different forms of drugs worth crores of rupees every year.

Scindia, Deora resign amid leadership crisis New Delhi, Jul 7 (PTI): The spate of resignations within the Congress continued on Sunday with Rahul Gandhi loyalists Jyotiraditya Scindia and Milind Deora resigning their posts in the party, weeks after the Lok Sabha poll debacle. While Scindia resigned as AICC general secretary for Western Uttar Pradesh, Deora resigned as Mumbai Congress chief; both took moral responsibility for the party’s poor electoral show in their respective areas. “Accepting the people’s verdict and taking accountability, I had submitted my resignation as General Secretary of AICC to Shri Rahul Gandhi. “I thank him for entrusting me with this responsibility and for giving me the opportunity to serve our party,” Scindia tweeted. Deora said he is looking forward to play a role at the national level to help stabilise the party. He recommended setting up of a provisional collective leadership comprising three senior Congress leaders to oversee the party’s city unit till the Maharashtra assembly polls, due later this year. “We all will have to get ready for roles that these times demand,” he said, adding political realities have changed since the Lok Sabha poll results were declared on May 23. Aghadi’ is a challenge for the Congress in Maharashtra, a statement issued by Deora’s office on Sunday said. Deora had expressed his desire to quit after meeting Congress leader Rahul Gandhi in New Delhi on June 26. “The same has been conveyed to All India Congress Committee general secretaries Mallikar jun Kharge and K C Venugopal,” the statement said. Deora was appointed president of the Mumbai Congress before the Lok Sabha polls and he had replaced Sanjay Nirupam. “I had accepted MRCC presidentship in the interest of uniting the party. I felt I should also resign after meeting Rahul Gandhi,” he said. Gandhi quit as Congress president and informed about it via Twitter on Wednesday, but the Congress Working Committee, the highest decision-making body of the party, is yet to decide his successor. “I have suggested a
three-member panel (to oversee the city party unit) and I am being consulted by leaders to identify names. I look forward to play a national role to help stabilise the party. Needless to say, I will continue to guide and unite the Mumbai Congress,” Deora said. Deora unsuccessfully contested Lok Sabha election from Mumbai-South constituency, but lost to Shiv Sena’s Arvind Sawant. Indian Youth Congress president Keshav Chand Yadav too had resigned Saturday, taking moral responsibility for the poor electoral show. A number of middlerung leaders have resigned their posts in the Congress, but top leaders have refrained from quitting after Gandhi quit as Congress president. The party’s top leadership, which is now looking for a replacement for Gandhi, will have a new team once the new Congress chief is appointed and some more resignations are likely to pour in till then.
Priest held for sexually assaulting children Kochi, Jul 7 (PTI): A 40-year-old Christian priest was arrested Sunday for allegedly sexually assaulting six inmates of a boys’ home here, police said. George alias Jerry was arrested on a complaint lodged by the parents of the children who ran away from the home in Perumbadom on Saturday night when he allegedly attempted to sexually assault them. The priest had been allegedly sexually abusing six children since December, they added. The priest was the director of the church-run boys’ home, which provided shelter and education to children from poor families. The issue came to light when six children ran away from the home and called their parents from a phone with the help of a person whom they met on the street Saturday night, police said.

5.28 lakh posts vacant in police forces
New Delhi, Jul 7 (PTI): A whopping 5.28 lakh police posts are lying vacant in the country of which nearly 1.29 lakh are in Uttar Pradesh, 50,000 in Bihar and 49,000 in West Bengal. There are 23,79,728 sanctioned posts in police forces of all states of which 18,51,332 were occupied as on January 1, 2018, according to Home Ministry statistics. On that date, a total of 5,28,396 posts were lying vacant, a Home Ministry official said. Uttar Pradesh, which
has a sanctioned strength of 4,14,492 posts in its police force, has an actual strength of 2,85,540 personnel.The state has 1,28,952 vacant posts. Bihar has an actual strength of 77,995 personnel against a sanctioned strength of 1,28,286 posts, leaving 50,291 posts vacant. The West Bengal Police has 48,981 vacant posts in its sanctioned strength of 1,40,904 and Telangana 30,345 vacant posts in its sanctioned strength of 76,407 personnel. Interestingly, the Na-
galand Police is the only force in the country which is overstaffed as it has 941 more personnel than its sanctioned strength of 21,292 posts. Officials attributed the large number of vacancies to reasons like slow recruitment process, retirement and untimely deaths. Further investigation is underway,” he said. When asked whether explosives and illegal arms are being brought in from outside Bengal, the officer refused to comment but said such incidents of blasts and violence “are not new in Birbhum”. A blast ripped through a club building near Mallarpur railway station in the wee hours of June 30, causing the roof and a wall of the building to partially collapse. Forensic team was called in to ascertain the nature of the blast.

Jammu recorded a maximum of 37 degrees Celsius, up by 2.6 notches compared to the previous day, while the minimum temperature in the city increased by 2.5 notches to settle at 26.7 degrees Celsius, a Meteorological (MeT) office spokesperson said. He said both the temperatures are one degrees above normal during this part of the season. Monsoon rainfall hit Jammu on Saturday, giving relief to people from the scorching heat, which
led the mercury to drop below the season's average for the first time in the past month. The city had recorded the season's high at 44.4 degrees Celsius on June 10. Summer capital Srinagar, which has experienced pleasant weather due to frequent pre-monsoon rains, recorded a high of 31.5 degrees Celsius against the previous day's 28.1 degrees Celsius and a low of 19.2 degrees Celsius against previous night's 17.7 degrees Celsius, he said. The spokesperson said the day and night temperature in the city is slightly higher than the season's average of 30.2 degrees Celsius (maximum) and 17.7 degrees Celsius (minimum).

fter all the efforts made by the state government for decades, to revive the state’s only big industry, the Tuli Paper Mills, the UPA government gave the nod for the revival package under the Board for Industrial and Financial Reconstruction (BIFR) and for which a capital outlay of Rs 552.44 crores was approved in 2006. The revival plan consisted of rebuilding/re-furbishment of paper machine, pulping mill, new power plant etc. The Government of India had allocated Rs 100 crore to HPC, as part of revival plan, but only Rs 33 crore was allotted to Nagaland Pulp & Paper Company Ltd.(NPPCL). The amount proved too meagre to clear the pending dues to the vendors and arrears as salary of the paper mill’s employees. Unfortunately, the same problems that had caused a premature death in 1993 has come into play to ensure that the mill relapse into its second and perhaps final death. One of the various reasons for the death sentence, was fund diversion by the Hindustan Paper Corporation Limited (HPCL), in violation of standing government orders. This was pointed out by the Comptroller and Auditor General (CAG) of India in its report released in August 2018. The mill was established mainly due to the efforts of Naga pioneer officers who wanted to usher in industrialisation in a positive manner. The Tuli Paper Mill in fact, a peace packages after the signing of the first cease fire on September 6,1964 with a share equity of 7:1 between the government of India and the state government respectively. The ambitious Tuli paper mill, is a joint venture with the Hindustan Paper Corporation established in 1971. When it was envisioned, the paper mill was to be among the few with the best of technology and had the potential of producing 60,000 MT per annum. However, in the mill could hardly produce 1/6th of the installed capacity when it begun production sometime during the late 70s. BIFR was set up in January 1987 by the Rajiv Gandhi government, but it was dissolved on December 1, 2016 by the Modi government which referred proceedings to the National Company Law Tribunal (NCLT) and National Company Law Appellate Tribunal (NCLAT) as per provisions of Insolvency and Bankruptcy Code. The best that has so far come out of the paper mill is not the end product but the raw material called bamboo chips that are cut by chipper machines. It is learnt that the chips are transported to other paper mills in Assam on the plea that since the Tuli Paper Mill is not yet functional. It means that revival of Tuli Paper Mill has been translated into supplying bamboo chips to other paper mills. Now, with the board of directors of HPC having been recently dissolved and taken over by National Company Law Tribunal (NCLT), there is likelihood of the corporation being sold to a recognised bidder in order to clear the corporation’s accumulated dues, including those of NPPCL. HPC, has already referred the matter to NCLT to consider for closure. When this was mooted, it was reported that the State government’s representative in the board had not confronted HPC . Whether this is true or not, the fact remains that the mill is likely to be sold as scrap or handed over to a private investor in keeping with the central government’s thrust for sick PSUS.

The Christian life is gloriously difficult, but its difficulty does not make us faint and cave in— it stirs us up to overcome. Do we appreciate the miraculous salvation of Jesus Christ enough to be our utmost for His highest— our best for His glory? God saves people by His sovereign grace through the atonement of Jesus, and “it is God who works in you both to will and to do for His good pleasure” (Philippians 2:13). But we have to “work out” that salvation in our everyday, practical living (Philippians 2:12). If we will only start on the basis of His redemption to do what He commands, then we will find that we can do it. If we fail, it is because we have not yet put into practice what God has placed within us. But a crisis will reveal whether or not we have been putting it into practice. If we will obey the Spirit of God and practice in our physical life what God has placed within us by His Spirit, then when a crisis does come we will find that our own nature, as well as the grace of God, will stand by us. Thank God that He does give us difficult things to do! His salvation is a joyous thing, but it is also something that requires bravery, courage, and holiness. It tests us for all we are worth. Jesus is “bringing many sons to glory” (Hebrews 2:10), and God will not shield us from the requirements of sonship. God’s grace produces men and women with a strong family likeness to Jesus Christ, not pampered, spoiled weaklings. It takes a tremendous amount of discipline to live the worthy and excellent life of a disciple of Jesus in the realities of life. And it is always necessary for us to make an effort to live a life of worth and excellence.

Welcome bid to move away from Nehru
he Narendra Modi’s NDA-II government’s budget has changed the focus to peg India’s finances on village and farms – visible shift from the Nehruvian economy of promoting large public sector entities. The new government instead wants the private sector to be a driver be it infrastructure or overall economy. That is aimed at building a larger $ 3 trillion economy in the immediate future and $ 5 trillion in the course of time. Finance Minister Nirmala Sitharaman says, “In purchasing power parity, we are in fact, the 3rd largest economy already, next to China and the US”. That sounds good. Sitharaman’s Rs 27.86 lakh crore budget has interesting features. It is ambitious and spread widely. Her positive is looking for the soul of India, that she says, “lives in its villages”. So the economy is planned to get a boost with empowerment of the villagers, women and farmers. It sees the farms and increasing rural income as the pivot. The Pradhan Matri Awas Yojana Gramin (PMAY-G), PM Gram Sadak Yojana (PMGSY), Bharatmala, Sagarmala and Udaan are designed to be engines of
connectivity and rural and urban – now being called ‘rurban’ – growth. The 1.25 lakh km new roads would entail Rs 80,000 crore investment. The scheme of fund for upgradation of regeneration to traditional industries (SURTI) will create 100 clusters for 50,000 artisans. The ASPIRE for promotion of technology business incubators (TBI) in rural industry proposes another 100 clusters to develop 75,000 skilled entrepreneurs in agro-rural industry sectors. This is in addition to 10,000 new farmer producer organsations (FPO), apparently with corporate interface, to ensure economies of scale for farmers over next five years. The PM digital saksharata, Jal Shakti in 256 districts, e-nam, APMC, swachha Bharat for rural solid waste management are designed to spur rural growth. Many of these would be a bridge between urban and rural growth. These are backed by many programmes for industry. This is likely to create demand and spur the growth of the industry and allied sectors. Fine. But the finance minister has thrown a span-
ner. Her proposal to levy additional excise duty, road and other cess of Rs 2.50 on petrol and diesel will be inflationary as it would shoot up transport expenses at all levels. Truck, bus and other transport fares are to shoot up. This may thaw the economy. Already cess, duties are high on fuel. Tolls are at atrocious rates. It calls for a relook and withdrawal of the proposal to keep economy on track. Another act of raising customs duty on gold, already high at 10 percent, has been increased to 12.5 percent. Presumably, gold is mistakenly Shivaji considered an item of consumption by the rich. No marriage in poor or rural household is complete without purchasing of gold. Apart, those suggesting such levies forget that NDA-I of Atal Behari Vajpayee had taken the prudent decision of having zero duty on gold import to stop smuggling. Higher duties are happy indicators for the smugglers, who have links with international gun, drug, runners and terrorist organisations. Though the aim is to raise revenue, it may end up increasing surveillance at
multiple sectors causing revenue loss. Ideally, this needs to be rolled back as the losses outweigh gains. Similarly, TDS on cash withdrawals of over Rs 1 crore, not large sum for even small businesses may cause slowdown. The government should not be in a hurry to digitalise economy. Cash is the fastest transaction method. Linking it to black money – simply meaning untaxed – is misnomer. Let the cash lubricate and speed up economy. Digitalisation would be normal an automatic process. There are apprehenSarkar sions too for digitalization as many Aadhar-linked accounts are stated to have been defrauded. Government needs to go slow and withdraw such strange rules that make dealings and tax filing cumbersome. It was expected that the FM would say some words on abolishing income-tax. iotechnology (Bio-meaning Life and Technology- Application, or harnessing of scientific processes for a specific purpose) refers to any technical process or practice that modifies or makes use of any living system or organism to be used for human purpose(s) with the intent to improve the quality of human life. Biotechnology is a branch of study laid by the foundation of Genetic studies as well as Molecular Biology studies that can in turn be used to study an organism at the simplest level, so called the molecular level. All living organisms are made up of nucleic acids(DNA -Deoxyribonucleic acid or RNA- Ribonucleic acid) which are sequences of nucleotides (a nucleotide is a single structural unit comprised of a Nitrogen base linked to a 5 carbon sugar and Phosphate group). It is also important to note that the chemical and the structural properties of the nucleotides of every organism, ranging from the prokaryotic single celled (Bacteria and other microbes) to higher multicellular eukaryotes (plants and animals) are exactly the same. The structural ascendency of an organism from the smallest level can be explained as a set of nucleotides in tandem forms the nucleic acids (DNA and RNA); the sequences of DNA/RNA form a chromosome; a set of chromosomes with other cellular organelles constitute a cell; cells congregate together to form a tissue; tissues then form an organ; organs then gives rise to an organism. There is a clear misconception about the concept of the term “Gene” in this world today. As opposed to the thought of a ‘gene’ as an alien substance that enters an organism through ingestion or exposure to it. Whereas, a gene is just a sequence of nucleotides which can simply bedescribed as a carrier of genetic information. The information can be converted into a working product through a 2 step change wherein the DNA/ RNA undergoes a structural and functional change into mRNA (messenger RNA). The mRNA is then converted to amino acids. The amino acids are then linked together by peptide bonds to form a functional protein.Biotechnological approaches makes use of exploiting an organism in its molecular state (DNA, mRNA or proteins) as well as cellular state for human benefit. Different types of Biotechnology can be classified based on the targeted nature. They are listed in brief below: • Red biotechnology involves medical processes by making use of living organisms to produce new drugs, or using stem cells to regenerate damaged human tissues and perhaps re-grow entire organs. • White (also called gray) biotechnology involves industrial processes such as the production of new chemicals or the development of new fuels for vehicles. • Green biotechnology applies to agriculture and involves such processes as the development of pest-resistant grains or the acceler-
ated evolution of disease-resistant animals. • Blue biotechnology, though it is rarely mentioned, encompasses processes in marine and aquatic environments, such as controlling the increase of harmful water-borne organisms. Advances in the field of Biotechnology: Healthcare: Recombinant DNA (rDNA) technology utilizes DNA molecules from two different species (a donor and a host) wherein one of the DNA moleculeis isolated and a part of the DNA which contains the useful gene (a transgene)is cloned into a suitable vector to be inserted into the host’s genome (A complete set of an organism’s DNA). This advancement has been used for a number of applications such as: Diagnostics: rDNA technology has proved to be a powerful diagnostic procedure that is useful in both medicine and forensics. In medicine this technologyis used in counselling prospective parents to the likelihood of having a child with a particular disease as researchers look for specific DNA fragments that are located in close proximity to the gene that causes the disease of concern. In forensics, DNA fragments called variable number tandem repeats (VNTRs), which are highly variable between individuals, are utilized to produce a “DNA fingerprint.” This DNA fingerprint can be used to determine if blood or other body fluids left at the scene of a crime belongs to a suspect. Gene therapy: Gene therapy is the process where a normal gene is introduced into an individual’s genome in order to repair a mutation that causes a genetic disease. When a normal gene is inserted into a mutant nucleus, it will most likely integrate into a chromosomal site different from the defective allele. Upon replacing the mutant gene by the normal gene, it is probable that the transformed cells will produce enough normal gene product for the entire body to be restored to the undiseased phenotype. In human gene therapy, this has been attempted only on somatic (body) cells for diseases such as cancer and severe combined immunodeficiency syndrome (SCIDS). Somatic cells cured by gene therapy may reverse the symptoms of a disease in the treated individual, but the modification is not heritable. Germinal gene therapy which utilizes the germ cells to place corrected cells inside the germ line will prove to be heritable as they will undergo meiosis and provide a normal gametic contribution to the next generation. However, germinal gene therapy has been achieved experimentally in animals but not in humans. Protein manufacture: rDNA procedures have been used to convert bacteria into “factories” for the synthesis of foreign proteins. This technique is useful not only for preparing large amounts of protein for basic research but also for producing valuable proteins for medical use. For example, the genes for human proteins such
as growth hormone, insulin, and blood-clotting factor can be commercially manufactured. Marine Biotechnology: It is an emerging field focused on research and development of technological applications of living marine organisms as well as their derivatives and bioprocesses. The marine derived products have been utilized to several areas such as health, environment remediation, industrial processes,pharmaceuticals and also on food supply which are the areas of interest. Nowadays,more researchers are applying the tools of biotechnology to the discovery and production of marine natural products. The biotechnological processes that have been extensively exploited are the use of marine organisms as biological factories for Bio-processing and extraction of organic substances such as the production of enzymes, proteins,chitin, carotenoidsand biomass. Crop improvement: There has been significant advances in the improvement of crops using biotechnological approaches which has brought about improvement of both quality and quantity of food crops. The recent advancements also helped in longer shelf life of the food produce by reducing their senescence activity as well as tolerance to herbicides, pesticides, biotic and abiotic stresses through rDNA technology. Micro-propagation through tissue culture of the food crops can be also carried out giving rise to a large number of progeny plants from a single explant (any part of the plant which is grown in a culture medium containing all the essential nutrients). Micropropagation is also used to rescue the immature embryos of the crops which have been developed through genetic modifications or through conventional breeding approaches of distant related crop species. Industrial Biotechnology: Industrial biotechnology focuses on using micro-organism and cellular matter (enzyme) to make commercial based products like chemicals, textiles, bioenergy (biofuels or biogas), and to reduce impact of harmful wastes from industrial plant by treating them with biological mediums such as microbes.Industrial Biotechnology deals ininitiating new technologies using biotechnological applications to aid the discoveries of products which are useful for the mankind. The advancement in Industrial biotechnology revealed untapped knowledge in the areas of research such as Bioenergy as an alternative for fossil fuels, Biomaterials (biofilms and bioplastics) as an alternative to plastic use, Biodefence against biological weapons (BW), Bioremediation for the reclamation of land and water sources and nano-biotechnologies where nanoparticles are used as probes, sensors and delivery systems in a living organism which are few of the applications of Industrial Biotechnology. to review it. Indian economy needs simplicity in tax administration. More is the rigmarole more the complication for the economy. The NDA-I had started on a good note. The FM should continue that. Besides, those who have been let off up to Rs 5 lakh income should be allowed not to file tax returns. This only burdens the tax office with more clutter and little benefit. Another correction in the system should be to allow taxes, as of now, to be calculated at Rs 5 lakh instead of forcing those who earn a rupee above it to pay from the base rate of Rs 2.5 lakh. This is dichotomy and is not a good sign for tax administration. This drains a taxpayer of huge sum to feed an oversized government at the cost of the comfort to the economy. Sooner, the FM does it, would be better for all – taxpayers, tax administrators and the market. Politically too it would soothe the voters, who have as the FM in the opening paragraph says, overwhelmingly supported the Modi government, “putting the nation first”. A small gift would have larger dividend.
Taxing the bank deposits does not suit the welfare nature of Narendra Modi government. It may give small revenues but it causes immense hardship to those who save. Savings, the FM says, has to be encouraged to boost the economy. The TDS and low interest rates dampen the enthusiasm of the savers. Her words must match the deeds. It’s a necessity not only for the savers but for a nation that is pining for funds. If savings are taken care of, the government would not have to look for borrowings abroad as the FM’s speech indicate to spur growth and fiscal management. This swadeshi move would make easy finance available to government and save forex. The FM may do some rework. It would contain inflation which after this budget is likely to rise to 5 percent. For a $ 5 trillion economy in nine years, it would require a growth rate of at least 11 percent not 8 percent as the Economic Survey indicated. With a little vision, the budget 2019-20 can become the real growth propeller and deviate from the residues of Nehruvian economy.
Nagaland and beyond
had recently been to Shillong/ Cherrapunji and had dropped in to NEC to say hello to the Secretary NEC and the Financial advisor, NEC. In the course of discussion, it transpired that today the NEC is no longer having any autonomy as it used to have before the Doner Ministry came into existence. The Governing council NEC consists of the CMs and Governors of the NE states whereas the Chairman was the Minister of State, Doner, Government of India. Realising this anomaly, the Union Home Minister of cabinet rank was made the Chairman by the last NDA Government. But no other changes seem to have been made in terms of budgetary support or the system of taking decisions. Nagaland is the only State that has no regional or national institution. All other NE states have some national or regional institutions. We had missed having the Regional Medical college at Dimapur because we could not give the required land in the early seventies. Incidentally, NEC was established in 1972. After Assam, we were one of the first to get Statehood in 1963. Where did we go wrong ? let us ponder ! The setting up of the ministry of DONER does not seem to have brought any improvement, rather there seems to be more confusion. For example, no ministry is clear about the NLCPR (Non lapsable pool of central resources) which was meant to specifically develop the NE states. By its nomenclature, it is clear that these funds do not lapse at the end of any financial year and comprises of 10% of the budget of many of the central ministries. Even if there was noble intent to focus on the development of NE, the ground realities are very far from satisfactory. The just presented union budget seems to make higher allocations for DONER ministry and hopefully it would also mean higher allocation for NEC. The much hyped Act east policy does not seem to have any mechanism for implementation. The UPA Government had coined it as Look east policy. The only change seems to be the nomenclature. we are happy with increased allocation presented by the Union Finance minister, Nirmala Sitharaman and hope that it will result in actual accelerated
development in the Northeast in general and Nagaland in particular. I take this opportunity to make a few suggestions particularly for Nagaland. 1. There has never been any officers from Nagaland posted in NEC or DONER since inception. As a regional agency for development it would be fair to have officers representing different member states whether as Member, Secretary, Advisor or in other capacities. It is not that efforts have not been made by officers from Nagaland in the past but unfortunately none have been considered thus far. 2. The Tri-lateral highway from India to ASEAN countries is under construction through Assam and Manipur, this is most welcome but it would be good for the Government in Nagaland to make all out efforts to plan out a route through Nagaland as it has a large international boundary. The present route is starting from Porbander in Gujarat and traverses several states in India and touches Guwahati via Silchar ( Doboka road) on to Moreh in Manipur to Bagan in Myanmar and is to go up to Mae Sot in Thailand. There is a road approved by NDA Government from Dimapur to Pangsha via Zunheboto which is already notified as national highway but the works are yet to be taken up. This road could perhaps be linked up with the Tri-lateral highway somewhere in Myanmar. The present Government must take this up in all seriousness as this will be a vital road especially for the future and the coming generations. 3. Another important road linking all International trade centres-Avangkhu-Pangsha-Longwa, on the international boundary on the eastern sector of Nagaland known as the Trans- Eastern highway has been approved by NDA Government when shri Nitin Gadkari had visited Nagaland in 2015 and has been declared as national highway by gazette notification by GOI. Water shortage is rampant in Kohima where people buy even this basic amenity, but it is sad that some water pipes are left unattended with water freely leaking out. Of course there might be some mischievous people breaking the pipes but at least regular check on water supply pipelines must be conducted. During the rainy season people manage to collect and store water but in the dry winter a drop of water becomes very precious. Won’t tolerate any crime: Jharkhand CM Simplify land laws, procedures: VP of lynching. “Is this fair? Why are they insulting a state. None of us have the right to insult the state of Jharkhand,” he had said and referred to violence in states ruled by opposition parties. “All kinds of violence whether in Jharkhand or West Bengal or Kerala should be treated as same and law should take its course,” he had said. On June 24, Leader of the Opposition in the Upper House Ghulam Nabi Azad had said that Jharkhand has become a lynching factory where Muslims and Dalits were lynched and attacked every week. Last year, a fast track court in Jharkhand had convicted 11 people for lynching a meat trader in June 2017 over the suspicion that he was carrying beef in his car.
Bodies of 2 boys recovered from Doyang (From p-1) The Wokha DC wrote an urgent letter to home commissioner seeking technical assistance for the search operation through manpower and equipments. National Disaster Response Force (NDRF) team stationed at Dimapur was also rushed to assist in the ongoing operation and although the team moved out immediately, unforeseen circumstances delayed their arrival at the site. The SDRF carried out the search, but the operation had to be called off at 7:30 pm due to rains. The NDRF team again began its search operation at 5 am on Sunday and its deep divers began checking all possible locations identified by the officers in charge of the operation and locals. An aerial survey was carried out at 7 am with a police drone especially requisitioned by Wokha Superintendent of Police (SP) from Mokokchung. All resources and technology available were requisitioned and equipments like drones and manpower from Nagaland GIS Cell, underwater cameras from NSDMA were used in the search operation while the NDRF and SDRF teams carried on their search op-
eration simultaneously. Wokha DC, along with SDO (C) Wokha and Wokha SP, also reached the spot to personally supervise and oversee the search operations. Finally, one body was found from a spot at 11:45 am and minutes later the second body too was retrieved from the same location by the NDRF divers. All necessary procedures were carried out by the magistrates and police on the site and the two bodies were handed over to the family members as post mortem was refused by both families. An ambulance was arranged and both the bodies were taken to Wokha town. Following the successful conclusion
of the search operation that led to recovery of both the bodies within 48 hours, a debriefing session was held at the CISF camp at DHEP where EAC Aitepyong gave a short report on the entire operation, which was followed by reports from officers of various teams involved in the operation like Wokha SDPO, Home Guards Wokha district commandant, NDRF team commander and DHEP. The Wokha DC and SP thanked all the teams for their tireless efforts and the coordination exhibited by them that ultimately led to the retrieval of the two bodies. EAC Aitepyong, Wokha SDPO, NDRF and
SDRF teams were felicitated for their exemplary efforts in making the operation a success by the DC, who is also the chairman of Wokha District Disaster Management Authority. The Wokha DC reiterated that people should refrain from going to the dam site or the banks of the Doyang for picnic or any other purpose during the monsoon season as the water level remained very high, and thereby avoid any untoward incident. In this regard, he said a notice had already been issued by his office. The DC further thanked local volunteers, village councils, NGOs and all those involved in the search for the two bodies.
New Delhi, Jul 7 (PTI): Vice President M Venkaiah Naidu Sunday said there should be minimal interface between people and officials dealing with land issues, to eliminate corruption, and urged the Centre and state governments to simplify land transaction procedures and make them transparent. Jashpur/Raipur, Jul 7 (PTI): Chhattisgarh police have lodged an FIR against BJP's Rajya Sabha MP Subramanian Swamy following a complaint that he allegedly made a false statement against Congress leader Rahul Gandhi. Based on a complaint of Jashpur district Congress president Pawan Agrawal, the FIR was registered at Patthalgaon police station, Jashpur SP Shankar Lal Baghel told PTI. In his written complaint, Agrawal said Swamy alleged that Rahul Gandhi takes cocaine, and added that the BJP leader has no right and facts to make such a statement. "Swamy himself knows that his statement was false and intentional to insult Rahul Gandhiji. Swamy knows that his statement can encourage enmity between political parties and provoke people..." he said in the complaint. The case has been registered under IPC Sections 504 (intentional insult with an intent to provoke breach of peace), 505(2) (intent to incite any class or community of a person) and 511 (attempting to commit offences punishable with imprisonment for life or other imprisonment), the SP said.

Our commitment is to punish the criminals... New Delhi, Jul 7 (PTI): Justifying raising of tax incidence on super rich, the finance ministry said the highest tax rate in India was still lower than many countries, including the US and China, and it was a worldwide phenomenon to ask the super rich to pay extra tax. Revenue Secretary Ajay Bhushan Pandey sought to justify the Budget proposal to increase surcharge on super-rich saying that the highest tax individual tax rate is 45 per cent in China and South Africa, and 50.3 per cent in the US. However, a final call will be taken by a panel of ministers, a top official on Saturday hinted. “A general feeling (in the government) is that if people want to have full (control), let them have it. But I will be able to tell you only when a specific decision is taken. New Delhi, Jul 7 (PTI): Public sector lender Punjab National Bank said on July 6 it has detected a fraud of more than Rs 3,800 crore by Bhushan Power & Steel Ltd (BPSL) and has reported it to the Reserve Bank of India (RBI). PNB said Bhushan Power & Steel Ltd misappropriated bank funds and manipulated its books of accounts to raise funds from consortium lender banks. “On the basis of forensic audit investigation find-

The government also proposed to allow NBFCs raise funds in public issues and do away with the requirement for creating a debenture redemption reserve (DRR), which is currently applicable for only public issues as private placements are exempt. As of now, NBFCs that do public placement of debt have to maintain a DRR and in addition, a special reserve as required by the RBI also has to be maintained. In a bid to improve regulatory oversight, the government also proposed to bring housing finance companies under RBI from the fold of National Housing Bank.

New Delhi, Jul 7 (PTI): The country’s largest car maker Maruti Suzuki India (MSI) has cut vehicle production for the fifth consecutive month in June, according to a regulatory filing. The auto major said it slashed total vehicle production, including Super Carry LCV, by 15.6 per cent last month to 1,11,917 units as compared to 1,32,616 units in the year-ago month. The total passenger vehicle production stood at 1,09,641 units last month, down 16.34 per cent from 1,31,068 units in June 2018. The auto major cut production of mini segment vehicles, including models such as the Alto, by 48.2 per cent to 15,087 units last month as against 29,131 units in the year-ago period. Similarly, it slashed production of compact segment cars such as the WagonR, Swift and Dzire by 1.46 per cent to 66,436 units in June from 67,426 units earlier. Production of utility vehicles witnessed a decline of 5.26 per cent to 17,074 units, as against 18,023 units in June last year. The company said production of vans declined by

New Delhi, Jul 7 (PTI): Assuring that all the numbers mentioned in the Budget are realistic and achievable, Finance Minister Nirmala Sitharaman said as a government minister she is duty bound to follow glide path to achieve fiscal deficit target of 3 per cent as per the law. In the Budget presented on Friday, the government lowered the fiscal deficit target to 3.3 per cent of the GDP for 2019-20 as compared to 3.4 per cent projected in the interim Budget in February. “I am a government Minister. There is a law under FRBM where we have committed ourselves for the gliding path for the adherence to achieving 3 per cent (fiscal deficit) limit set on me. Till such time the law exists, I have to comply,” Sitharaman said. The Centre has committed to reduce the fiscal deficit -- the gap between total expenditure and revenue -- to 3 per cent of the gross domestic product (GDP) by 2020-21, and eliminate the primary deficit as per the Fiscal Responsibility and Budget Management

LONDON, JUL 7 (IANS): Former British Foreign Secretary Boris Johnson will win three quarters of the votes in a ballot to choose the UK’s next Prime Minister, according to a new opinion poll published by the Times newspaper. The poll result came on Saturday as ballot papers started to arrive at the homes of 160,000 members of the ruling Conservative Party, reports Xinhua news agency. Johnson is going headto-head with incumbent Foreign Secretary Jeremy Hunt in the race to succeed outgoing Prime Minister Theresa May as leader of the Conservative Party. London, Jul 7 (IANS): In leaked emails, the UK’s Ambassador to Washington Kim Darroch labelled American President Donald Trump’s administration as “inept, insecure and incompetent”, a media report said on Sunday. In the leak of the memos to the Mail on Sunday, Darroch said: “We don’t really believe this administration is going to become substantially more normal; less dysfunctional; less unpredictable; less factionriven; less diplomatically clumsy and inept,” the BBC reported. He questioned whether the White House “will ever look competent”,
adding that it was “uniquely dysfunctional” and “divided” under Trump. He also warned that the US President should not be written off. Although Darroch said Trump was “dazzled” by his state visit to the UK in June, the Ambassador warned that his administration will remain self-interested, adding: “This is still the land of America First”. Differences between the US and the UK on climate change, media freedoms and the death penalty might come to the fore as the countries seek to improve trading relations after Brexit, the memos showed. To get through to the President, “you need to make your points simple, even blunt”, the Ambassador added. In response to the leaked memos, the Foreign Office it was “mischievous” but did not deny their accuracy, reports the BBC. An Office spokesman said the public expects diplomats to provide Ministers with an “honest, unvarnished assessment” of politics in their country.
Nepal strives to clear trash from Everest
Kathmandu, Jul 7 (IANS): In a bid to save Mount Everest from trash, Nepal conducted a monthlong cleaning campaign by collecting over 10,000 kg of rubbish from the region. The historical mega clean-up campaign coordinated by government and non-government agencies by mobilizing a dedicated Sherpa team from the base camp to four higher camps, not only collected waste but also removed four dead bodies from the roof of the world, Xinhua news agency reported on Sunday. Instead of sending those solid waste to dump in the landfill site near Kathmandy, the items were segregated, processed and recycled as raw materials for various products. “We segregated the collected materials in different categories like plastic, glass, iron, aluminium and textile. Among 10 tonness of waste received, two tonnes have been recycled while the

KABUL, JUL 7 (IANS): At least 12 people were killed and 179 others injured on Sunday in a suicide car bombing in Afghanistan’s Ghazni city. The Taliban has claimed responsibility for the attack. “The attack took place in the morning at around 8.30 a.m. near a local base of the National Directorate of Security (NDS) in Ghazni city,” Arif Noori, a spokesman for the governor of Ghazni province, told Efe news. The victims comprised eight security personnel and four civilian, Noori said. Taliban spokesman Zabihullah Mujahid claimed responsibility for the attack in a statement. “A key base of the National Directorate of Security in Ghazni city was targeted by a martyrdom-seeking attacker using a VBIED (vehicle-borne improvised explosive device). “According to our ini-
tial information, the base was completely destroyed and tens of NDS forces and workers were killed and injured,” Mujahid added. The NDS said that the attack took place at a security check-post located at the first entrance of one of its facilities in Ghazni. “Civilians living in nearby houses suffered the most,” the NDS said, adding that “the site of the attack has now been cordoned off by the security forces.” This attack occurred on the same day that a round of intra-Afghan peace talks commenced in Qatar between the insurgents and a delegation including members of the Kabul government taking part in an unofficial and personal capacity. Afghan President Ashraf Ghani condemned the attack in a statement, labeling it a “crime against humanity” that proved them to be
the enemy of the people. “By conducting this terrorist attack, Taliban showed a paradox in what they are saying and what they are doing. While they are holding talks in Qatar, everyday in Afghanistan they are shedding more blood of innocent civilians,” Ghani said. Meanwhile, the Taliban are also holding talks with the US in Qatar. The insurgents have expressed their satisfaction with the advances made in the negotiations, focused on the withdrawal of US troops and the Taliban’s promise that no terror group will attack another country while based on Afghan soil. However, the ongoing talks have not prevented the Taliban from carrying out brutal attacks such as a suicide bombing against a Defence Ministry facility in Kabul on July 1 that killed 11 people and left 65 injured.

The early hominins would have used these tools for various tasks, including crafting spears from wood, working leather and butchering the animals they killed. An international team of researchers found chemical traces of the glue — made from resin and sometimes with added beeswax — on flints unearthed in two Italian caves. The resin, which would have been collected from trees outside of the Neanderthals' caves, would have needed to be heated over a small fire in order to fashion the glue. The findings add to the growing evidence suggesting that Neanderthals were more resourceful and advanced that traditionally

Archaeologists have unearthed more than 1,000 stone tools from the two locations, among which are pieces of flint measuring around an inch in length. To distinguish between the two, the res e a r c h e r s c h e m i c a l ly analysed 10 flints using a technique — finding that some of the tools had been coated with resin from local pine trees and, in one instance, with a mixture of resin and beeswax. Neanderthals in Italy did not just hold stone tools in their hands, Dr Villa explained. Instead, they would also attach the flints to handles — allowing them better grip as they used
tools to sharpen wooden spears, work leather and butcher their kills. The use of a primitive adhesive to glue tools to handles — a technique researchers call 'hafting' — is an important technological advance. As pine resin dries as it is exposed to air, she added, the Neanderthal crafters would have needed to warm collected resin over a small fire in order to make their glue. Indeed, the new discoveries are neither the only or oldest known example of hafting being used by Neanderthals in Europe, with two stone flakes previously unearthed from the Campitello Quarry in central Italy predating the researcher's finds. n array of different animal species benefit from having beavers in their environments because they boost biodiversity, researchers claim. The semiaquatic rodents were capable of facilitating many groups of organisms to thrive near beaver patches including moose, otters, and weasels. According to the study, they do this by preventing drought, carbon sequestration, flood management and keeping streams cool. The team, from the University of Helsinki in Finland, describe them as 'ecosystem engineers' because their dam-building work has such a good effect on habitats. Both the Eurasian beaver and the American beaver were almost driven extinct by hunting in the early 20th century. In Britain, beavers became extinct around 400 years ago, mainly because of hunting for their fur and

meat. The researchers argue that promoting facilitative ecosystem engineering by beavers could be very valuable in habitat conservation or restoration, especially in landscapes deficient in wetlands. The team set up camera traps and looked at tracks in southern Finland where the American beaver was introduced in the 1950s. After analysing the footage they compared the composition of mammal fauna of 10 beaver-modified sites with 10 control sites. The tracks showed that moose, otters, weasels and
pine martens were more active in beaver patches than other sites. 'The otter is a species of some concern in Europe, so this may be important from that point of view,' Petri Nummi at the University of Helsinki, Finland told the New Scientist. They found that water from the dams beavers build flood large areas, creating shallow ponds that harbour lots of invertebrates, like insects and crustaceans, the study said. The trees they fell create open spaces in the forest where young saplings can grow, they said.
Felled trees, saplings and aquatic plants can all provide food for moose. When beavers leave a pond and their dams break, the previously flooded area is rich in nutrients and can become a meadow. In forests where beavers have been introduced in Finland, their presence is linked to increased activity of several species, according to Beavers have begun to re-establish themselves in Europe, thanks in part to at least 157 reintroduction projects that have taken place in 24 European countries. In Scotland, they were first reintroduced in 2009 as part of a trial, and now enjoy protected status. But their appetite for destruction has led to conflict with some farmers and landowners. ritain's rarest bee is under threat because of habitat loss at the only location it is found. The six-banded nomad bee, is clinging on at the cliffs of Prawle Point in South Devon. It used to be scattered across southern England but is now found in only one place. Nomads are known as 'cuckoo' bees – as they lay their eggs in other bees' nests. When the nomad's larva hatches, it eats the pollen stores that the host bee gathered for its own young. The nomad's choice of host is the long-horned bee, which is threatened itself since it only feeds on a few
wildflowers in the pea family such as everlasting pea and kidney vetch. And while the longhorned bees haven't disappeared from the nomad's former range, the loss of the nomad indicates they have declined in numbers. In the nomad's last ref-
uge in South Devon, the cliffs provide the perfect habitat for long-horned bees to breed. But even here, both species are disappearing. F a r m f i e l d s h av e squeezed closer to the cliffs, removing legume-rich grasslands the long-horned bees depend on. If this continues,
the nomad bee faces extinction in Britain. Now insect charity Buglife is looking to help by encouraging farmers to create wildflower margins near the cliffs to feed the long-horned bees and in turn save the six-banded nomad. (Daily mail reporter)

London, Jul 7 (Agencies): Jose Mourinho has turned down a bumper £88m (€100m) contract to manage a club in China, according to Sky sources. It is claimed Guangzhou Evergrande were willing to pay the former Manchester United and Chelsea boss £28m a season, with bonuses, in what is believed to be the biggest managerial offer in world football. It is understood Mourinho had the right to choose the duration of the contract on offer. Mourinho was pictured meeting Xu Jiayin, the billionaire chairman of the Evergrande group, in London in April when they discussed a potential move. Despite declining the offer, the meeting with Jiayin was good-natured with Mourinho flattered by the interest. The Portuguese, as he has repeatedly stated, wants to continue his career in European football, to coach at the top level and is aspiring to win his third Champions League and his ninth league title in different countries. He was recently endorsed for the Juventus job by Cristiano Ronaldo but was out of the Italian club’s price range and didn’t feel it would have been the right opportunity anyway.

Afghanistan to play WI test in India MUMBAI, Jul 7 (Agencies): Afghanistan will play a lone test match against West Indies when they host the Caribbean side for a short series in November in their adopted home India, the Afghanistan Cricket Board has said. “Afghanistan National team is scheduled to host West Indies for a tour from 5th November

Lyon, Jul 7 (Agencies): USA made history by becoming just the second nation to defend the Women's World Cup with a 2-0 victory over the Netherlands in the final in Lyon on Sunday. Captain Megan Rapinoe set the US on their way with her sixth goal at the tournament, breaking 61 minutes of Dutch resistance, when she converted a VAR-awarded penalty, after Alex Morgan was caught in the area by Stefanie van der Gragt's raise boot. Rose Lavelle then wrapped up the victory, capping a fine tour nament on a personal level as she slalomed through the Dutch defence and fired a brilliant solo effort beyond the inspired Sari van Veenendaal. Victory sees Jill Ellis' side deliver a record fourth World Cup title, four years on from their third triumph in Canada in 2015, and become the first side since Germany in 2009 to triumph at back-to-back tournaments.

Sao Paulo, Jul 7 (Agencies): Lionel Messi was controversially sent off as Argentina beat Chile 2-1 to win the Copa America third-place playoff in Sao Paulo. The Barcelona midfielder was shown a straight red card towards the end of the first half following a confrontation with former Cardiff midfielder Gary Medel, who was also dismissed. Argentina had taken an early lead through Manchester City forward Sergio Aguero. Chile saw Manchester United forward Alexis Sanchez forced off with a suspected hamstring problem before Paulo Dybala made it 2-0 after 22 minutes. After Messi and Medel were dismissed by Paraguay referee Mario De Vivar, who had consulted a video replay of the incident, Arturo Vidal’s penalty pulled a goal back from Chile on the hour, with the VAR again called into action. Andy and Serena off to flying start
The dream team of Andy Murray and Serena Williams made a winning start to their mixed doubles campaign. Murray and Williams linked up well as they cruised past sixth-seeded Andreas Mies of Germany and Alexa Guarachi of Chile 6-4 6-1 on Centre Court. Williams overcame an inauspicious start, where she played the first two points with her accreditation lanyard still around her neck, to play her part in winning the first set. Mies’ serve was broken in the first game and there was no looking back as Murray served it out to make it a promising start to their partnership. They continued to dominate proceedings and as well as entertain the crowd. The level of their tennis will also surely have other pairings shuddering as they demolished Mies and Guarachi in the second set. They broke twice to lead 4-0 and, after Williams saved three break points, they saw out the win in 76 minutes.
