2 youths lynched in Karbi Anglong

DIPHU, JUN 9 (PTI/ IANS): In a shocking incident, two youths from Guwahati were beaten to death by an agitated mob at a remote location in Karbi Anglong district on suspicion of being child lifters. The incident took place on Friday night in the backdrop of a rumour on social media that a group of ‘sopadhara’ (meaning child abductor or lifter in Assamese) were on the prowl along Assam-Nagaland border area. Two men, suspected of being child lifters, were lynched by unidentified people in Assam’s Karbi Anglong district, police said. Nilotpal Das (29), a sound engineer based in Mumbai and his friend Abhijeet Nath (30), a businessman had gone to the picnic spot Kangthilangso in Karbi Anglong last night to capture the sounds of nature, they said. On their way back, the duo was stopped by some villagers at Panjuri, pulled out of the car and thrashed on suspicion of being child lifters, they added. NSSATA to continue stir till govt responds Dimapur, Jun 9 (NPN): Nagaland Sarva Shiksha Abhiyan Teachers Association (NSSATA) appointed in 2010 and 2013 have expressed resentment with the state government’s “apathetic attitude” of trying to wash its hand off regarding appointments of SSA teachers. In a joint statement, NSSATA Agitation committee convenor Thejangulie Kirha and secretary agitation committee Arenla Tzudir have reiterated that their fight was based on government’s credentials and not beyond democratic norms, as alleged by the government. NSSATA reiterated that agitating SSA teachers were appointed during 2010 and 2013 as regular employees after advertisements for open recruitment. It said the appointment orders of SSA teacher clearly mentioned that they were endowed with “scale pay with all allowances/rates prescribed by the government of Nagaland from time to time with effect from the date of joining” NSSATA said the government orders

also clearly described the appointees as “Regular State Teachers.” Further, NSSATA also argued that as per RTI reply in October 2013, it was pointed out that post creation was not done by SSA but by the government undertaking and therefore, SSA teachers were appointed on regular basis and that their services are not co-terminus with SSA project( as stated by the government.) The signatories therefore clarified that they were not asking for what was not theirs but what was rightfully theirs as per the appointment terms and all other benefits of regular employees by pointing to the deduction of 10% of NPS of the total emolument, GIS and professional tax regularly. Thus, the signatories said imputing NSSATA demand with irregularities of Centrally sponsored flagship programme will not solve the problem. NEW DELHI, JUN 9 (AGENCIES): WhatsApp will soon roll out a new feature that will make it easier for its users to distinguish forwarded messages. In an effort to curb fake news, Facebook-owned chat platform has been spotted testing out a feature that labels forwarded messages shared on the app as ‘Forwarded’. As of now, the feature has not been rolled out to the stable version of the app and can only be found on its Beta version (2.18.179). With the roll-out of the new feature, WhatsApp users will be able to identify forwarded messages. For this, whenever a user forwards a message on the chat app, the message will be labelled on the top right corner as ‘Forwarded’. As of now, no toggle option for the feature can be spotted on the beta version, indicating that this will be a permanent change on the app after its rollout. WhatsApp has announced multiple features for its users since the start of the year. Earlier, the company had revealed its plans for WhatsApp Payments, group video calls, more rights for group administrators and more. DIMAPUR, JUN 9 (NPN): Nagaland RMSA Teachers Association (NRMSATA) 2013 has withdrawn its ultimatum served to the State government regarding the 7th Revision of Pay (RoP). This was stated in a press release issued by NRMSATA president Mhasiekholie Paul Belho and general secretary Vika S Sumi. According to the release, the decision has been taken in view of several rounds of meetings between executive members of the association with the authority concerned, including school education principal secretary, which assured NRMSATA, 2013 leaders of not leaving them out of 7th RoP and agreed to address their grievances and demands with utmost sincerity and priority. The central executive body has informed all its members accordingly. Meanwhile, NRMSATA, 2013 has extended its full support to Nagaland SSA Teachers’ Association (NSSATA) and appealed to the authority concerned to heed to the genuine call of NSSATA and NRMSATA 2013 for bringing about an amicable solution at the earliest to the current impasse involving the welfare of teachers in the interest of students affected by the current situation.

DIMAPUR, JUN 9 (NPN): In an alarming development, initiation into tobacco has been found to be very early in Nagaland. As against the average initiation age of early 20s in rest of the country, consumption of both smoke and smokeless forms of tobacco is reported to start in middle school level (from class 5 to 7) in Nagaland. And three eminent doctors from the State’s premier hospitals– Civil Hospital, Eden Medical Centre and Christian Institute of Health Sciences & Research (CIHSR)– have sounded an alarm bell over the increasing rate of consumption of pan masalas and smoking by the students, as cases of precancerous lesions are being reported regularly. The doctors were unanimous in their opinion that tobacco consumption must be immediately arrested and

called for spreading awareness about the ill-effects of tobacco consumption at the school level. Oral cancer detected earlier in Nagaland: While oral cancer is generally detected at the age of 40 and above in other States, tobacco users as young as 25 years till 35 years are being diagnosed with oral cancer in Nagaland. This is the result of early initiation into tobacco consumption. Numbers that don’t make happy reading: The most reliable and exhaustive source of study on tobacco consumption is currently available with the CIHSR at 4th Mile in Dimapur. In 2017, CIHSR, also known as Referral Hospital, conducted oral screenings in 25 schools and colleges in Dimapur, targeting mainly higher secondary and school students, in collaboration with Biocon Foundation, Bangalore and National To-

From a sample size of 3,300 high school, higher secondary and college students, it was found that: • 9.7% students smoke – while 7% smokes cigarettes, 2.7% smokes beedis • 10.9% students chew pan with or without zarda; pan without zarda is also harmful due to the presence of lime and betel nut • 26.2% students consume pan masala and other tobacco-related products

Today, Nagaland also has the dubious distinction of being the highest consumer of pan masala in the country. As informed by district oral health officer Dr C Tetseo, Nagaland also holds the dubious record for the State with highest monthly expenditure on cigarettes. The bigger but not better picture: According to Tetseo, oral screening was also conducted by CIHSR’s community medicine department in collaboration with Biocon Foundation among youth 15 years and above in

more than 10 villages in and around Dimapur, including Diphupar, Doyapur and Dhansiripar, recently and it was found that out of a decent sample size of 400 tobacco users, 170 were found with lesions in their mouth. Though precancerous lesions do not constitute cancer, it is a definitive pointer to the possibility of progression to oral cancer. Dentist Dr Ankit Jain from Eden Medical Centre said 10 to 15 new cases of pre-malignant lesions or precancerous diseases in

These conditions do not fall under

cancer, but are potential and clear warning signs that prolonged intake could lead to progression into cancer. Oral Sub-Mucous Fibrosis: OSMF is a chronic precancerous disease that results in progressive juxta epithelial fibrosis of the oral soft tissues, mainly occurring in the Indian subcontinent. It is a chronic insidious, disabling disease involving oral mucosa, oropharynx, and rarely the larynx. The symptoms are: the onset is insidious, burning sensation, blanching oral mucosa, fibrous band restricting mouth opening, dry mouth, inability to whistle or blow, difficulty in swallowing. Leukoplakia: Leukoplakia is a white thickened patch on the mucous membranes of the cheeks, gums and tongue. The patches sometime form fissures and often become malignant. (Cont’d on p-8) K Y M C

Thepfusalie Guozi where he reported that the new office building was constructed under the project name “Construction of new office building of IFCD Dimapur division” at a cost of Rs. 244.714 lakhs, funded by HUDCO, with contractor M/s Jayzee construction. According to him, after the work order was issued on January 2016, the work began on February 18, 2016, and was completed on January 2018. It is a two floor building with 20 rooms, a conference hall and a canteen, all of which covers 950 square meters. Namri Nchang inaugurated the building with a ribbon cutting ceremony and unveiling of the inaugural plaque. Earlier, the programme was chaired IFCD commissioner and secretary, N Hushili Sema, who also delivered the welcome address. Later, vote of thanks was delivered by IFCD chief engineer Er. Violence-hit Shillong limps back to normalcy

Shillong, Jun 9 (PTI): A week after clashes broke out between local Khasi people and Sikh community members, life in Shillong is gradually returning to normalcy with no fresh violence reported from anywhere in the city prompting authorities to relax the daytime curfew. The capital of Meghalaya was gripped by violence since May 29 following an altercation between Sikh residents in the city’s Punjabi Lane area, and Khasi drivers of state-run buses. More than 10 people, including policemen and CRPF personnel, were injured in the clashes. As in past two days, curfew was relaxed for nine hours in the 14 “vulnerable areas” from 7 am to 4 pm today. The non-locals, Montu Paswan (20) from Bihar’s Motihari district and Chandan Paswan (18) of same district and state were shot at by the armed miscreants at Langol Tarung village under Lamphel police station of Imphal West district this late evening, around 7 pm, reports said. Montu who had a bullet injury mark on his belly succumbed to his injury on the way to hospital. Chandan sustained bullet injuries on his leg has been admitted at the hospital. They were labourers engaged by Adim Construction Work and staying at their work place at Tarung village along with three other labourers hailing from the same state, reports said.

Rhino falls prey to poachers in Assam Tezpur, Jun 9 (PTI): A partially decomposed carcass of a rhino with its horn missing was recovered by forest personnel at Kaziranga National Park in Assam’s Sonitpur district, forest officials said. The rhino was found with bullet injuries on the forehead by the forest personnel inside Haregari Kathoni yesterday, Range Officer of Sixth Addition Kaziranga National Park Pranjal Baruah said. The officials said the rhino was suspected to have been killed on the night of May 29. Baruah said the forest staff had heard six rounds of firing but were unable to locate the place in the dense forest. An empty cartridge has been recovered from the spot and a case has been registered under Wildlife Protection Act and Arms Act, the official said. This is the fifth rhino poaching incident in Kaziranga National Park this year.

He was 41. Rabha founded his theatre group ‘Badungduppa’, a rural based theatre centre at his village Rampur, in 1998 and had directed several plays in Rabha, Bodo and Nepali languages. He used to organise the annual open air theatre festival -- ‘Under the Sal Theatre’ -- which brought theatre lovers from across the country and abroad to remote village in Goalpara district. His prominent plays are ‘Tikhar, ‘Chankoy’, ‘Rupalim’, ‘Lovita, ‘Poidom’, ‘Madaiah Muchi’, ‘Dangai’ and ‘Damukuchi’. He is survived by wife and two children.

Kejriwal alleges 10 pc drop in punctuality rate of trains raid at DJB offices; NEW DELHI, Jun 9 (AGENCIES): Days after being reprimanded by railway minister Piyush Goyal over the declining punctuality of trains, the Northern Railways (NR) on Saturday clarified that despite large-scale works underway in the zone, there was only a 10 per cent drop in the timelines of trains as compared to last year. At a press conference, Vishwesh Chaube, General Manager (GM), NR, said as of June 8, 2017, the punctuality rate in the zone was 63 per cent, adding that on June 8, 2018, it had declined to 53 per cent. “The punctuality of trains is now being recorded through data-loggers whereas, earlier it was done manually. Now, even if a train is late by a minute, it is counted as a train arriving late. This has made a difference in the punctuality figures of this year. Also, despite a lot of work going on, there is only a 10 per cent drop in the punctuality rate,” he said. Chaube added that

while the number of trains in the zone had increased from 1,300 in 2008 to 1,800 in 2018, the infrastructure had not grown at the same pace. “So, capacity building is essential. The yards do not have the capacity to handle so many trains,” he said. The Northern Railways had taken measures to ensure punctuality of trains, including monitoring of the delayed trains at every station by the station directors, Chaube added. A reduction in engineer restrictions, ensuring that the loco pilots ran at the maximum permissible speeds and an

intensive exercise to reduce the speed restrictions had also helped curb the delays, he said, adding that in April, the punctuality rate of trains in the zone was 49 per cent, it grew to 50 per cent in May and in June, it was 53 per cent. The NR data also showed the zone had taken 141 mega blocks (six-seven hours each) for maintenance work in 2017-2018 and 25 till May this year. It had also completed 152 km of track-doubling and 545 km of track renewal in 20172018. On May 30, Goyal had warned the heads of the zonal railways that delays in train services would defer their appraisal proportionately and given them a month (till June 30) to improve the punctuality of trains. Sources present at the meeting said Chaube had to face Goyal’s wrath with the NR zone recording an abysmal 49.59-per cent punctuality performance till May 29, a 32.74-per cent dip compared to the same period last year.

ince the Governor of Nagaland P.B.Acharya has been devoting attention on the need for reforms in education, it should have spurred a serious deliberations among the policy makers for finding out ways in which the goal is better understood and ways identified to achieve the goal. Education is a process of facilitating learning - knowledge, skills, values, beliefs etc. So, education determines the country’s future as it is having all the powers to change everything. What does reform of education mean ? Perhaps the word could have a broad meaning which would depend upon the desired objectives of those pursuing reforms. Again reform of education can also mean overhauling the curriculum or brining significant improvement in the quality of teachers. Since the 1980s, education reform has been focused on changing the existing system from one focused on inputs to one focused on outputs. In the current system of education, on common denominator is the disinclination for change and encouraging creativity among teachers and students. The standard of education in India still relies heavily on academic excellence by excessive use of textbooks and external examinations, to the exclusion of the method of education. The entire government system in India is still shaped and managed by bureaucratic minds and therefore, any attempt to veer away from the conventional, always meets with resistance. As it is, even if there is talk of reform in education, these hardly make a dent to the current system of book-based education system and theory-oriented teaching. These suffocate innovation and free and independent thinking. Reform cannot be understood in isolation- that is has to be achieved within the institutes. Desiring reform in education only part of the need of the overall big picture. One particular statement spoken often at various seminars in India is : “India is set to become the youngest country by 2020 with 64 percent of its population in the working age group.” To sound impressive, even bureaucrats and politicians in Nagaland have modified the cliché by substituting India for Nagaland. These are overused because there is another dismal picture in Nagaland about poor number of enrolment in higher education. On introduction of skill development in the curriculum, it sounds good but that’s all about it. In the end, it is again about job opportunity and availability. Skills which cannot find jobs are not going to be popular. Those who are already in the market doing various skilled jobs are not educated. Professional courses such as medical, engineering and agriculture research are good examples of skills that are academically developed. Therefore, giving value to education through a holistic approach is achievable if teachers and instructors are themselves highly trained and are independent to encourage creative thinking. This has to be accommodated in a big way by a system that encourages innovation and entrepreneurship. Unless society and its leaders are genuinely reform-minded and totally convicted and committed, reform, not only in education but all other aspects of the polity will be a lip service.

The Holy Spirit is the one who makes everything that Jesus did for you real in your life. “Everyone who asks receives….” This does not mean that you will not get if you do not ask, but it means that until you come to the point of asking, you will not receive from God (seeMatthew 5:45). To be able to receive means that you have to come into the relationship of a child of God, and then you comprehend and appreciate mentally, morally, and with spiritual understanding, that these things come from God. “If any of you lacks wisdom….” If you realize that you are lacking, it is because you have come in contact with spiritual reality— do not put the blinders of reason on again. The word ask actually means “beg.” Some people are poor enough to be interested in their poverty, and some of us are poor enough spiritually to show our interest. Yet we will never receive if we ask with a certain result in mind, because we are asking out of our lust, not out of our poverty. A pauper does not ask out of any reason other than the completely hopeless and painful condition of his poverty. He is not ashamed to beg— blessed are the paupers in spirit (see Matthew 5:3).

European fan watch UEFA champions league on every Tuesday and Wednesday. Real Madrid (13 times winner), Milan (7), Bayern Munich (5), Liverpool (5), Barcelona (5) are most successful continental clubs. Soccer is a truly an international game and is the most popular sport in the world. FIFA the sport’s governing body oversees soccer in 211 member countries. There are more than 15 international tournaments for men and women, including the FIFA World Cup. Every sport embraces the use of technology in modern age. But FIFA opposed the cutting-edge technology that could help referees from making the wrong calls. Then FIFA President, Sepp Blatter whose term lasted 17 years until he resigned in 2015 had conservative thoughts of rely on human beings. “Players make mistakes, coaches make mistakes and yes, sometimes referees make mistakes. But football is passion, football is emotion. NSSATA 2010 & 2013 agitation should not be taken so lightly by all

agaland Sarva Shiksha Abhiyan Teachers’ Association (NSSATA) 2010&2013 demand for their rights is justifiable. Under Education Department (DoSE) Nagaland, there are many categories of teachers including backdoor appointed teachers. Those backdoor appointed teachers who were regularized by the government are enjoying all the benefits and also drawing salary in 7th ROP since January 2018 without any agitation by those teachers. However, the question is why the government is silent, reluctant and provides step motherly treatment to those teachers who were appointed through open recruitment examination under Directorate of School Education? Is it not the responsibilities of the Government to provide NSSATA members their due rights at bar with the other regular teachers in the State? The teachers in turn need to nurture their students to compete with the private schools students. Government cannot ignore and take lightly the NSSATA peaceful sit in protest at the DoSE and at Nagaland Secretariat. Many intellectual and educated people are examining and aware of this issue between the government and the NSSATA. Affected Government School students all over Nagaland need to voice out in support of NSSATA and also stand for the right of the teachers who are deprived of the rights. We also appeal the teachers to dedicate and provide quality education to all the students. As we all know, ‘If the spring is clean, the water that flows from spring will always be clean.’ S. T. Role of Dobashis in Naga Customary Law & practice

hen Britishers established their Administration over the Naga Hills, Dobashi’s and Gaonburas (G.B) were appointed to assist in their administration. At village level Gaonburas were appointed to collect the annual household tax and to carry out as Government agents for all correspondence. Whereas, the Dobashis were appointed as an interpreter to translate the local dialect into Assamese, Hindi and vice versa. The term Dobashi is a derivation of Assamess and Hindi word “DOU-BASHA” that is , one who could speak the two languages of Assamess or Hindi and translated into local dialect. And with the passage of time Dou-Basha changed its form to “DOBASHI” and emerged a new vocabulary. Dobashis were appointed at Kohima, then the Headquarters of Naga hill district, later followed by more appointment at the others Sub-Division Office like Wokha and Mokokchung. Initially, the dutyof Dobashis were just to interpret, but gradually their duty became more functions both civil and criminal cases and the Administration of justice. Initially, British Officers tried the cases when any disputes brought before them and Dobashis interpreted the matter to the Officers, and decided the disputes. The Britishers had good experiences to deal with the local people and to run the administration of justice wherever they occupied any territory. For example, Warrent Hasting Judicial Plan of 1772 in India, The English Judges had no acquaintance with native Indian language, habits, and personal laws of Hindus and Muslims. The local customary laws of Hindus were written in Sanskrit and Muslim laws were written in Arabic. Then, they needed the assistant of the local people to run the administration of justice, so, they appointed the Pandits’ to interpret the Hindu personal laws, and Kazis to interpret the Muslim personal laws, which were is known as “Native Law Officers”. They applied the same idea/strategy while establishing administration over the Naga Hill district. They appointed the interpreters to assist them mainly to deal

with the local affairs. In the meantime Nagas has no script nor written laws, but carry-out through verbally or orally and practices the Laws of customs, usages and tradition from forefathers. Perhaps, this could be another factor which compel the British administrators to appoint the interpreter’s within their administrative jurisdiction who were known as, ‘’DOBASHI. Later on, the Dobashi court was established for better administration of justice. The Dobashi court was not established through any Act, but out of necessity and by convention.. For example, as per the record Dobashi court at Mokokchung was established in 1st June 1914. Whereas, the Dobashi court of Kohima, had been established much earlier. Gradually, Dobashi service became an influential and coveted one in the Administrative Service. Nowadays, this court is established at every District Head quarters and its subordinate Administrative Head quarters. The system of dispensation of civil and criminal justice in the Naga Hill district has been further streamlined and has empowered the Dobashi and Gaonbura by “Rule for Administration Justice and Police in Naga Hills District 1937”. Which has been amended by the State Government of Nagaland from time to time, i.e, first amendment in 1974, second amendment in 1983 and third amendment Act 1984, fourth amendment Act 1987, and received the assent of President of India on 4th March 1987 (better known as “Nagaland Act No. 1.1987). Dobashis are salaried Government employees; it is another designated service to wear uniform, a waist coat with two colours, red in front, and black on the back with black- belt indicating a special official person. Beside a red blanket provided annually through the District Administrative authority. However, the Goanburas in village level is not a salaried service, but as a Government agent, paid certain commission on percentage basis out of the annual household tax collection as remuneration and provided a red blanket annually by the District Administration authority. They are also allowed to wear the

same uniform worn by the Dobashis. Besides, Goanbura’s are empowered in the village administration by the “Rule for Administration Justice and Police in Naga Hills District 1937.” They are part and parcel of village council. Their service is remain as long as they are found deem fit. The village council members may come and go, but GBs may not, hence they become another Guardian of Customary Law’s and Practice in the village level. Today, GBs are appointed even in the urban areas. Thus, G.Bs has a very important role in the administration of grass root level. Now, the Government of Nagaland provides a welfare scheme for GBs vide Notification No.GAB-1/COM/82/2004 Dated Kohima24th March 2007. The functioning of the Dobashi court is headed by a head Dobashi, however, they have a higher post of Political Assistant (PA) to Deputy Commissioner promoted from the post of Head Dobashi. Here the cases are conducted in summary trial manner. Cases are appealed from village level or can be appealed directly in this court by any aggrieved person or parties; it takes shorter period to deliver the verdict except in cases such as land disputes where the cases can be decided after verifying the spot according to the tradition, customary practices and usage. Thus, trial of cases by the Dobashi court/customary court take’s much shorter period and cheaper in comparison with the court of Magistrate and others higher court where so many legal formalities are there then taking more longer time with higher rate of cost. The decision of this court is subjected to higher Magistrate court, if the decision given by this court is not satisfactory, the aggrieved party can appeal in the higher courts. At present, District Dobashi court is equal in status with that of the second class magistrate court. For example, reference to Dobashi court at Mokokchung, a good remark of appreciation by Shri D. Pathak then Honourable Chief Justice of Guwahati High Court during his visit on 30-06-1982: “The DB’s Court at Mokokchung was established

on 1st June 1914. My visit to this court in the 30th June 1982 after a lapse of 68 years is quite an experience. I am very much impressed by the performance and trouble taken by DB’s court for disposal of the disputes according to the customary law prevailing among the people, having jurisdiction of this court. I expected the disposal of cases quicker and cheaper in this court; I am satisfied after going through some of the records that the performance is quite in order.” Similar remark of appreciation has been also there by Shri Madan Lokur, Honourable Chief Justice Guwahati High Court during his visit on 07-12-2010. “It has been a very pleasant experience visiting Mokokchung District and the Dobashi customary court. I have learnt a lot from the officers about their customary law and its implementation and enforcement. That the court has been functioning effectively since 1914 speaks volumes of its acceptance and credibility. Such courts should be encouraged because they render justice as the parties accept the vertices.”Perhaps, if they could visit all the District Dobashi Court, they could find out more reality, the value and principle of the customary practices and usage of the Nagas. The institution of Dobashi Court is as century old, even older than the Statehood of Nagaland. Hence, while demanding Statehood, it included on the 16th points memorandum Sl.No.7: No Act of law passed by Parliament affecting the following provision shall have legal force in Nagaland unless especially applied to it by a majority of vote of Nagaland Legislative Assembly:(i) The religious or social practice of Nagas. (ii) Naga Customary Law and Procedures. (iii) Civil and criminal justice so far as these concern decision according to the Naga Customary Laws. (iv) The ownership and transfer of land and its resource. The above points were incorporated under Article 371 (A) of Indian Constitution while attained the Statehood of Nagaland Therefore, Dobashi

court is the institution of the custody of Naga Customary Laws and usages. As per the customary practice no female is recruited in this service. Besides, this service is quite peculiar in comparison with others departmental services in the state. The posting and transfer has confined only within the respective district. The functioning of Dobashi service can be said an unique one, i.e. a three tier system. Their duty is to assist the civil administration, sometimes performs as a Police duty, and to act as a Jury, because, they are the members of judges in the Dobashi court. So this customary court shows the symbol of a unique identity of Naga social life. . To preserves the sanctity of customary court, firstly it depend on the efficiency and responsibilities of the members of the Dobashis, where as they need high integrity to its service. Secondly, it is important on the part of Government that recruitment should be strictly adhered to Dobashis service rule 1970, Rule 7. (1) (2) (3) and should not be interfered in by politics. Besides, facilities to be provides fully like travelling allowances, accommodation of departmental quarter, etc and the pay and allowance should be enhanced better than the existing ones by the coming 7 ROP. On the other hand, they are one of the protectors of Naga identities. For example, in the Indian judicial service the retirement or superannuation age of Supreme Court judge is 65 years, and High Court judge

is 62 years. The idea of the higher the superannuation or retirement age the greater is that the professionalism of the senior members is highly required to dispense public justice, because the seniors have more expertise more learned and better versed. So it is also good and important to apply the same ideas and principle equally to Dobashi’s service by enhancing the superannuation age and not to be counted on the length of service. This would further signifies the important and value of the Naga traditional and the customary Law and practice. Nagas are comprised of different tribes having distinct culture, custom, tradition and dialect, and one tribe could not understand another tribe dialect and mostly communicate through Nagamese or English. When, the administrators posted to any district whether a Naga or Non-Naga, except the officers belong to that District, he or she may not know the dialect, custom and tradition of that particular tribe or the locals of the posting place. Under such circumstances, Dobashi’s service is very necessary to assist the administrator to deal with the local affairs as well as relating to their custom, tradition and their habit. Drawing attention to the statement made by state chief secretary Temjen Toy to media persons, NSSATA said it was aware also that the demands would have to undergo some procedural formalities. It said the procedure was also what had been stated in 2016 when directives were issued to the DoSE for examination. RBI rate hike boosts key Indian equity indices

MUMBAI, JUN 9 (IANS): The Reserve Bank of India’s (RBI) decision to hike the repo rate by 25 basis points boosted the investor sentiments, which in turn lifted the key equity indices during the week ended on Friday. Weak global cues and depreciation in the rupee, however, weighed on the indices and limited the gains during the week. The barometer 30-scrip Sensitive Index (Sensex) of the BSE rose by 216.41 points or 0.61 per cent to close at 35,443.67 points on a weekly basis. The wider Nifty50 of the NSE closed the week’s trade at 10,767.65 points -- up 71.45 points or 0.67 per cent -- from its previous close. “Market sentiments got a boost as RBI retained its neutral policy stance raising hopes that probably there would be no more rate hikes in the near future,” said Rahul Sharma, Senior Research Analyst at Equity99. Hem Securities’ Director, Prateek Jain said: “This

was a week of two halves for the market. The first saw the market falling in anticipation of a rate hike by the central bank.” “But when the RBI announced a rate hike markets shot up and recovered the losses. In fact, it closed 0.6 per cent higher than the previous week despite a 25 basis points hike announced by the central bank,” he added. Following a cycle of rate cuts begun in January 2015, the RBI on Wednesday raised its key interest rate for the first time by 25 basis points to 6.25 per cent. “The reverse repo rate under the liquidity adjustment facility (LAF) stands

adjusted to 6 per cent and the marginal standing facility (MSF) rate and the Bank Rate to 6.50 per cent,” the RBI had said. Rupee meanwhile hit a one month low of 67.54 during the week due to an appreciation of the dollar against all major currency and outflows of funds from India, Jain said. On Friday, the rupee closed at 67.51 against the US dollar depreciating by 45 paise from its previous week’s close of 67.06 per greenback. In terms of investments, provisional figures from the stock exchanges showed that foreign institutional in-

vestors bought scrips worth Rs 1,367.22 crore, while the domestic institutional investors purchased stocks worth Rs 2,131.56 crore during the week. Figures from the National Securities Depository (NSDL) revealed that foreign portfolio investors (FPIs) invested equities worth Rs 3,757.94 crore, or $560.40 million, in the week ended on June 8. The top weekly Sensex gainers were Sun Pharma (up 9.38 per cent at Rs 528.20); Tata Motors (up 7.96 per cent at Rs 310.05); Tata Motors (DVR) (up 7.96 per cent at Rs 186.20); Tata Steel (up 6.99 per cent at Rs 599.50); and Dr Reddy’s Lab (up 6.26 per cent at Rs 2,062.90 per share). The major losers were Power Grid (down 3.59 per cent at Rs 198.50); HDFC Bank (down 2.82 per cent at Rs 2,050.10); Larsen and Toubro (down 2.02 per cent at Rs 1,343.60); Adani Ports (down 1.98 per cent at Rs 379.50); and NTPC (down 1.64 per cent at Rs 161.55 per share).

NEW DELHI, JUN 9 (PTI): Union Minister Arun Jaitley today said the amendments to the Insolvency and Bankruptcy Code (IBC) will eliminate “fly by night” operators in the real estate sector and ensure timely completion of projects. Earlier this week, President Ram Nath Kovind gave his assent to promulgate the Insolvency and Bankruptcy Code (Amendment) Ordinance, 2018, which allows home buyers to be recognised as financial creditors under the insolvency proceedings. Jaitley said the changes brought about through the Ordinance will help in formalising the real estate sector. “Sound and structured real estate developers would remain. The ‘fly by night’ operators would be eliminated. Projects would be completed in reasonable time and investors would get their share of allotments expeditiously,” he said in a Facebook post. The new ordinance equates an ‘allottee’ of a ‘real estate project’ to be a person having a commercial effect of borrowing as he is now treated as financial creditor, Jaitley said. “He can initiate a corporate insolvency for a resolution against the errant developer. He acquires the right to be on the committee of creditors. He gets voting right. He can influence the resolution process. In the unlikely eventuality of liquidation, he stands at par with other financial creditors,” he added.

Stating that in and around major townships massive real estate projects have been coming up, and many of these are being developed by professional real estate developers. However, many ‘fly by night’ operators have entered the sector, he said, adding some developers have very little resources of their own. “They use the homebuyer’s money to develop, invest in land banks and then get caught in a debt trap. The homebuyer is the worst sufferer. He has a triple whammy. He has invested his savings with the developer”.

HBO has ordered a pilot episode for the show, set thousands of years before the battles over the Iron Throne. Executives say any spinoff will not be broadcast until after Game of Thrones’ final season in 2019. S AO PAU LO, J U N 9 (IANS): Brazilian tennis legend Maria Bueno, who dominated the women’s game in the late 1950s and for much of the 1960s, has died at the age of 78 after a battle with mouth cancer. Bueno passed away at the 9 de Julho hospital here, where she had been admitted several days earlier, doctors and family members said on Friday, reports Xinhua news agency. The winner of 19 Grand Slam titles -- seven in singles, 11 in doubles and one in mixed doubles -- Bueno was nicknamed the tennis ballerina for her elegant playing style. U19 inter district cricket tournament DIMAPUR, JUN 9 (NPN): Nagaland Cricket Association (NCA) has informed all the district cricket associations that the Nagaland U19 Inter District Cricket Tournament, which was earlier postponed, would be held from June 19, 2018 at NCA stadium, Sovima, Dimapur. In a press release, NCA joint secretary, A Rahman, informed that NCA has fixed June 13 as the last date for

Simona beats Sloane to win French Open women’s title

PARIS, JUN 9 (AGENCIES): For the first time in a young career filled with both success and heartbreak, Simona Halep is a Grand Slam champion. The 26-year-old world No. 1 defeated American Sloane Stephens in a wild French Open final on Saturday to claim that elusive first major title at the fourth attempt. Moments after the match-winning point, she covered her face with her hands in a combination of disbelief and relief. “I was dreaming of this moment since I started to play tennis,” she told the crowd minutes later. The Romanian trailed

one set to love and 2-0 in the second set, but roared back in the second and dominated the third to triumph, 3-6, 6-4, 6-1. From the beginning of the match, the 10th-ranked Stephens was clearly superior on her serve, and offered resistance on Halep’s. A few unforced errors kept her away from break opportunities. But she got her only one of the first set in the fourth game, and took advantage to go up 3-1. At 5-3, Halep had an opportunity of her own to return the favor. But an unforced error spoiled her one and only break point. Stephens went on to win

three straight points, the game and the set. O u t o f n ow h e r e, though, Stephens responded with a four-point break of her own to get back to 4-3, and eventually 4-4. But Halep had refound herself. She persevered through a battle to hold serve and go up 5-4. There was a sense that if Stephens was going to win, she had to do so in two sets. But at 15-15 in the subsequent game, she missed a golden opportunity for a winner down the line. Then at 30-30, Halep won two consecutive points to claim the second set. As feared toward the end of the second set, Halep had asserted herself. She was now decidedly superior. She won the first three games of the third set, capitalizing on a few unforced errors from Stephens to win a break. The American had lost a touch of both power and focus. After one error, exasperated, she slapped her thigh in frustration. Halep then all but clinched the match by winning a few insane rallies and breaking Stephens

She lost that second set 6-4, then the third 6-3. She fell in three sets, just as she had to Maria Sharapova in the French Open final three years earlier, and just as she would in the 2018 Australian Open final to Caroline Wozniacki. Saturday’s major final was the fourth of her career – the third as the higher seed, and the third at Roland Garros. And down a set and two games, she appeared to be on course for more disappointment. But with that disappointment staring her in the face, she responded as only the sport’s best can, and finally claimed her first major title.

While speaking to the manager of a gift and memorabilia shop, Suresh said that the sales and flags and memorabilia took off the last week. On an average, he said the shop witnesses about 200 customers, mainly buying flags, small and large, and other memorabilia like scarves and banners. According to shopkeepers at another Arts shop located at Nyamo Lotha road, at least 120 small flags were sold in the last four days.
