D imapur , J un 2 4 (NPN): Use of harmful substances for food preservation or addition, has been reported in the past but only recently acknowledge by the state government through the branch of Food Safety and Standards Authority of India (FSSAI). There is a list of substances used in a whole range of food products ranging from bread, bakery items, raw fish, and meat products etc. which are considered unsafe and harmful when ingested. Food additives are substances added to food to preserve flavour or improve its taste and appearance. Unfortunately many of these enhancers are also known to cause cancer. Here are some food additives that are being used in India, despite banning them in many countries due to side effects. Fish imported from faraway places such as South or North India takes around ten to fifteen days to reach distant places. A report stated that as plastic affects human health, toxic chemicals leach out of plastic and are found in the blood and tissue of nearly all people. Prolonged consumption of water packaged in ordinary untreated plastic was suspected to be linked to cancers, birth defects, impaired immunity, endocrine disruption and other ailments. The market is also flooded with food items that are adulterated with artificial non-edible colours found in powdered spices and also using Carbide Gas for artificially repining of fruits that are very harmful for human consumption. For the uninitiated, preservatives are a type of food additive that is put into packaged food to prolong its

shelf life, enhance the taste or keep the colour and nutrients of the product intact. Another harmful substance used in food items-Propyl gallate- an antioxidant preservative is used to prolong life of fats and oils-- such as in vegetable oil, chewing gum, meat products, and chicken soup base. It was also said that prolonged use of items having propyl gallate may cause cancer. Monosodium Glutamate (MSG) is also believed to cause allergies including chest pains, headache, sweating, flushing, numbness or a burning sensation around the mouth etc. FSSAI had also banned use of potassium bromate as food additive in wake of a Centre for Science and Environment (CSE) study flagging their harmful effects on health, including causing cancer. BHA (butylated hydroxyanisole) and BHT (butylated hydroxytoluene), banned in the UK, Japan and many other European countries, are widely used by the food industry as preservatives in cereal, baked goods, packaging, cosmetics, snack foods, chewing gum, meats, butter, dehydrated potatoes, beer etc. (Cont’d on p-7)

T hiru v anan thapuram, Jun 24 (PTI): In a major haul, 6,000 kg of fish, preserved in toxic chemical Formalin, was seized at the border check post of Walayar in northern Palakkad district on Sunday. The state Food Safety department officials foiled the attempt to ferry the chemical-mixed fish from Andhra Pradesh during a raid carried out as part of the ‘Operation Sagar Rani,’ a drive launched to ensure safety and hygiene at fish handling and distribution centres. As many as 6000 kg of prawns, brought in 45 lorries, was found mixed with Formalin, officials said. Last week, 12,000 kg of toxic fish, containing Formalin, was confiscated during raids in the state. Formalin is used to preserve dead bodies and prevent its decay in mortuaries. The widespread use of the deadly chemical nowadays in the preservation of fish, fruit and other food items is posing a great threat to public health.

NEW DELHI, JUN 24 (AGENCIES): In a sensational murder, suspected to involve a love triangle, Delhi police on Sunday arrested an Army Major in connection with the murder of another Army Major’s wife in New Delhi on Saturday. Both the Army officials were posted in Dimapur . Major Amit Dwivedi’s wife Shelja Dwivedi was found dead on Saturday with her throat slit on a street in the Delhi Cantonment area. Major Nikhil Handa, who is currently posted in Dimapur was arrested from Uttar Pradesh’s Meerut on Sunday by Delhi Police According to NDTV reports, Maj Handa and Shelja, wife of Major Amit Dwivedi, met about three years ago in Nagaland, where both the officers were working together, the police said. Ms Dwivedi then moved to Delhi after her husband was transferred. “He knew her since 2015... He was obsessed with her... He wanted to marry her,” said senior police officer Vijay Kumar. Dwivedi had left home on Saturday morning for a physiotherapy session at

the Army Base Hospital in Delhi Cantonment, the police said. An official vehicle assigned to her husband had dropped her outside the hospital. When the driver went to pick her up, he was told that she had not turned up for the session on Saturday, the police said. Half-an-hour later, she was found dead. The police said they had got a call from passers-by about a body on the road. It appeared that she had been run over by a car, but when the police examined the body, they found her throat was slit. Preliminary investigations indicated that Ms Dwivedi was last seen getting into another car from outside

the hospital, the police said. Police said Major Handa reached Delhi on Saturday to meet Ms Dwivedi and picked her up from Delhi Cantonment in his Honda City car. They said he ran her over to disguise the murder as an accident. “He called her on Saturday, slit throat with a knife and ran his car over body,” Kumar said. A senior investigator said that information gathered at the hospital and the victim’s phone led them to the suspect, who had also disappeared since the crime came to light. Police are still unclear about the motive, saying it could either be a love affair gone sour, or a personal enmity.

MUMBAI, JUN 24 (AGENCIES): The statewide plastic ban in Maharashtra, including carrybags and thermocol by the Devendra Fadanvis government, will result in loss of up to Rs. 15,000 crore and nearly 3 lakh job, says the plastic manufacturing industry. “The ban imposed by Maharashtra from Saturday has hit the industry very hard and plastic industry is staring at a loss of Rs. 15,000 crore, leaving nearly 3 lakh people jobless overnight,” Plastic Bags Manufacturers Association of India general secretary Neemit Punamiya told PTI Sunday. Nearly 2,500 members of the association have left with the no option but to shut shop following the ban, he added. Industry insiders have said the job losses from the ban will impact the state’s GDP, and also increase banks’ bad loans from the plastic sector. Civic authorities have imposed a fine of Rs. 5,000 for the first-time offenders and Rs. 10,000 for the second-time offenders. Those who violate the ban for the third time will face a fine of Rs. 25,000, along with a three-month imprisonment.

DIMAPUR, JUN 24 (NPN): A moderate intensity earthquake measuring 3.5 on Richter scale hit Dimapur and other parts of the state on Sunday night around 9.30 p.m. According to India Meteorological Department report, the epicentre of the earthquake was Karbi Anglong (KA) district, Assam at a depth of 16km. The tremor triggered panic among residents of Dimapur, however there were no reports of damages or casualties reported till the time of filing this report. Meanwhile, an earthquake of magnitude 4.4 str uck near ManipurMyanmar border at 4:37 p.m. on Sunday. No reports of damages or casualties were reported.

DIMAPUR, JUN 24 (NPN): Even as the ongoing fourth phase of its stir entered the fifth day on Sunday, All Nagaland Ad hoc Teachers’ Group (ANATG) - 2015 batch has appealed to the State government to utilise available alternative possible means to regularise the services of ad hoc teachers. In a statement, ANATG-2015 batch presid e n t Ru g u o t s o l i e a n d agitation core committee convener Temsuchiba Aier clarified that the suitability test was conducted prior to filing of the writ petition (W.P.© NO-145 (k)/ 2017) at Gauhati High Court and not after the court’s interim order of July 28, 2017. They said the organisation was left with no other logical option but to appeal to the State government in this regard. According to ANATG, which comprises Grade-III teachers like GT, PT, AT, LT, DT, CI, KI and HT

appointed on ad hoc basis against vacant sanctioned posts, the appointments were made under certain terms and conditions by the State government. These include the ad hoc teachers having to mandatorily undergo professional training i.e.- D Ed and B Ed within two years, and their appointments were to be regularised after three years of continuous service by appearing for the departmental suitability test. The association claimed that the ad hoc teachers of 2015 batch had fulfilled all the procedures and norms laid down by the government, including the verification and clearances from the P&AR department. It pointed out that the teachers of that batch were all appointed prior to December 31, 2012 with a fixed monthly salary between Rs 6,700 and Rs 8,400. And, even after completion of three years of contin-

uous service and obtaining of professional trainings, the government was delaying conduct of suitability test despite numerous appeals in this regard, the group regretted. ANATG pointed out that after a prolonged delay the School Education department decided to hold a suitability test (vide notification no. DSE/ESTT/ REG/01/13 ( pt-11) 1299, dated December 19, 2016) where 912 ad hoc teachers who had completed three years of service as on March 31, 2015 were to appear. As per the notification, the 2015 batch were to submit the necessary documents. However, after compilation of all the documents that took more than three months, the department amended the cut-off date from March 31, 2015 to December 31, 2015 just to delay the suitability test, the association alleged. DIMAPUR, JUN 24 (NPN): Condemning the June 17 ambush at Aboi, where security forces were killed, Eastern Naga Students’ Federation (ENSF) has called upon concerned parties to uphold the Tuensang Resolution in letter and spirit, wherein ENPO jurisdiction was declared a peace zone. In a press statement, ENSF president Sepili Sangtam and general secretary Choba Chang lamented that for the past few months, the ENPO jurisdiction had become a battlefield for Naga political groups and security forces. This, according to ENSF, had created a sense of insecurity and led to fear psychosis in the minds of innocent populace, which the federation could not afford to let it continue. ENSF said that as a students’ body, it was concerned with the situation within its jurisdiction and therefore bound to respond. Peaceful existence and safe environment for citizens is one of the many priorities of the federation, it added. Strongly appealing to all Naga political groups and security forces to exercise maximum restraint as violence did not help any party, ENSF added that violence had only complicated the prevailing situation. It also warned that violence would sabotage the freedom to live without fear

in “our own homeland”. Appeal to state govt.: Taking serious note of rising incidences of violence in Eastern Nagaland, ENSF has asked the state government to be a good facilitator between Government of India and NSCN (K) in the interest of Nagas. Expressing serious concern over frequent outbreak of clashes between NSCN (K) and security forces, particularly in Eastern Nagaland, ENSF said that the state government as a facilitator should be more pragmatic rather than just being resolute and appealing. The government should understand that peace was pre-requisite for development and growth and it should, therefore, sincerely deal with the issue, it pointed out. Appeal to NSCN (K): ENSF has also appealed to NSCN (K) to reconsider its decision and return to peace talks. The students’ body appealed to the militant outfit to acknowledge the desire of common Nagas to have a peaceful atmosphere as they yearn for a solution to the prolonged Naga political movement. The federation said it was optimistic that “our brothers in NSCN (K)” would respond positively to this appeal in good faith.

GUWAHATI, JUN 24 (PTI/ AGENCIES): Social organizations, media houses and student communities in Assam are working to create awareness on responsible use of networking websites, in the aftermath of the recent lynching episode in the state, fuelled by circulation of rumours. Nilotpal Das (29), a sound engineer, and Abhijeet Nath (30), a businessman, were on June 8 pulled out of their vehicle at Panjuri in Karbi Anglong district and beaten to death by a mob, who suspected them to be child-lifters, following dissemination of fake news on social media. The incident prompted a local media house to launch ‘FakeMat’ campaign here to increase awareness about the dangers of “rumour mongering” on digital platforms. The campaign aims to engage with the youth, who are active users of the internet, through various platforms like the digital and social media, outdoor and print media and on-ground activities, the managing director of ‘G Plus’, Sunit Jain, told PTI.

“I request people not to spread fake news as we have seen that such news can lead to tragic situations,” Assam Health and Finance Minister Himanta Biswa Sarma said, supporting the campaign. An online crusade has also been initiated by Gauhati University Postgraduate Students’ Union (PGSU). “We have taken a pledge not to circulate unverified information, to create awareness among the backward sections, maintain peace and harmony in all situations and not take law in

one’s own hand under any circumstance,” PGSU general secretary Monjit Sarma said. The editor of web magazine ‘Thumbprint’, Teresa Rahman, along with others, have recently reached out to rural schools in the state to give them lessons in “judicious use” of online platforms. Post the lynching incident, the Assam police upgraded and strengthened its social media presence by launching a special unit for cyber patrolling - ‘Nagarik Mitra’ - to thwart any attempt to spread hatred or rumours.

Over 200 bikers from across the Northeast converged at Khanapara Sunday for a peace rally, with a pledge to unite against mob lynching and moral policing and push for a legislation deterring a Dokmoka-like incident. Red Land Brothers, Axom, a Royal Enfield motorcycle club, organised the rally as a tribute to Nilotpal Das and Abhijeet Nath. The bikers carried placards with messages such as “#Brotherhood is above religion and caste”, “Verify before you share on social media” and “United we can do so much”. There was display of bonding among the participants who came from Garo Hills, Shillong and Mumbai among other places as they kicked off a campaign they pledge to sustain. The bikers have also pledged to take the message against the menace to other parts of NE. Earlier, Geetashree Konwar, the general secretary of International Human Rights Council, India, flagged off the rally.

NEW DELHI, JUN 24 (IANS): Media organisations on Sunday demanded strict action against Jammu and Kashmir BJP MLA Choudhary Lal Singh over his “threatening and intimidating” remarks directed at journalists in the Valley. The Indian Women’s Press Corps, Press Club of India, Press Association and the Federation of Press Clubs of India said in a statement that Singh, a former J&K Minister, had warned journalists at a press conference in Jammu to “draw a line”. He openly threatened them with consequences and warned them of a fate similar to that of Shujaat Bukhari, the Editor of Rising Kashmir who was shot dead less than a fortnight ago, the statement said. Bukhari’s assassination was condemned by people in general, besides a number of journalist organisations.

Condemning his remarks, the statement said that Singh also blamed Kashmir journalists for creating a “wrong atmosphere” and told them to control themselves. Singh resigned from the state cabinet in April following his participation in a rally organised by the Hindu Ekta Manch in January in support of those accused of rape and murder of a young girl in Kathua. “We demand that strict action be taken against the lawmaker for making threatening remarks hinting possible violence at journalists in the Valley,” the statement said. It said that such remarks were nothing short of criminal intimidation and a direct attack on the freedom of the press. “They also serve to vitiate atmosphere and endanger the lives of journalists who work and live precariously in conflict situations,” the statement read. DIMAPUR: In order to generate awareness on sanitation and sensitise the denizens to cleanliness, the launching program of “Litter free zone” was organised by the sanitation committee of Ward No.8, New Market, which was held at its Panchayat hall on June 23, Kohima. The sanitation committee then distributed a number of banners and hoardings with messages on cleanliness which were put up at various places in the colony. While formally declaring the colony a “Litter Free, Zone” during the launching program, Ruokuobeizo Ny-

usou, the chairman of New Market Panchayat urged the gathering comprising of the sanitation committee, ward angels, youth members and women representatives, to cooperate, work together and contribute towards the cleanliness of the capital city. He said that the “Litter Free Zone” program is a part of government policy and Kohima Municipal Council (KMC) will carry out inspections every six months and give away awards to the cleanest among the 19 colonies under Kohima district. He encouraged the gathering that if they see someone littering, they should approach them and teach

them not to litter so that others may benefit. He also underscored the importance of food safety, keeping clean surroundings and healthy environment with scientific discipline. LKM & MDLSA organize cleanliness drive DIMAPUR: The Langpangkong Students’ Conference in collaboration with the Mokokchung District Legal Service Authority (MDLSA) organized a cleanliness drive under the theme “live life cleaner, make Langpangkong greener” on its foundation day in all the villages of the federating units and towns under Langpangkong range on June 22. A press release by LKM general secretary, Imtisungkum Lemtur stated that all the federating units initiated the cleanliness drive in their respective villages and also students of town units as per an LKM directive to protect the environment and maintain clean surroundings. Flex banners with awareness quotes were distributed to all the federating units and towns, donated by MDLSA. LKM officials also cleaned its conference hall and repaired some furnitures. The LKM has thanked the MDLSA for their cooperation and involvement in the cleanliness effort.

The program was divided into two sessions and during these sessions the teacher-in-charge and club members were instructed to take attendance at every club meeting. out with the knowledge of the DLSA to coordinate accordingly. The students were also briefed on various law topics and encouraged to perform their activities in a manner that invokes community spirit. Altogether 622 students, 43 teachers in-charge of 42 schools from the 11 districts of Nagaland were trained during this period.

NPRAAF disappointed over DGP replacement DIMAPUR: Nagaland Public Rights Awareness and Action Forum (NPRAAF) has expressed disappointed over the “forced replacement” of Rupin Sharma (IPS) as DGP by an officer, who it said, was “much junior to him in service.” The forum met and submitted a Memorandum to the Governor of Nagaland on June 22, in which it sought the intervention of the Governor in the matter to ensure that the government acts constitutionally following all sets of rules while appointing the new DGP in the state of Nagaland. “The action of the State Government is against the IPS (Regulation of Seniority) Rules, 1988 and against the wishes of the people of Nagaland who openly demanded his retention” it said. NPRAFF cited to the Supreme court judgement of April 24, 2017 which ruled that the head of police force in the state and DGP

cannot be removed merely on the basis of the chief minister losing confidence in the person. Calling the action an insult to an honest police officer who refused to bow down to “Mantris” and “Babus” for corruption, the forum said that such unethical action would demoralize honest public servants. It questioned if Sharma did not qualify for the criterion of 30 years of service to become the DGP, then what criteria was being applied for the new DGP. It also asked if Sharma, who has 27 years of service, was appointed a stop-gap measure, then what was the need to appoint another officer with 20 years of service, to be in turn replaced by T. John Longkumer who also only had 28 years of service. NPRAAF appealed to the government to follow the set criteria of 30 years of service in appointing the new DGP, and if there was no choice, to continue with Rupin Sharma.

It also appealed to the government to not bring in any police officer as DGP who does not qualify the criteria to become DGP as it would set the wrong precedence. It also asked that Sharma be reverted back as the DGP until the Centre approves a new DGP who fulfils the 30 years of service criterion. At the meeting with the Governor, NPRAAF alleged that the state government had worked overtime to replace Rupin Sharma as DGP. It expressed anguish that, Sharma was threatened with disciplinary action on allegation that he had orchestrated a protest in his support. NPRAAF requested the Governor not to allow the government to make intimidating statements based on unfounded allegations. The Governor assured the NPRAAF delegation that he would take the matter up with the chief minister and central Home Ministry immediately.

DIMAPUR: Naga Students’ Union Delhi (NSUD) in collaboration with Helping Hands NGO under the theme, “donate blood, save life” organized a blood donation camp exclusively for Nagas at AIIMS Hospital in Delhi on June 23. A press release issued by NSUD general secretary, Mathiuchunbou Rimai stated that more than a hundred donors of different tribes and communities, seniors, social workers and students came forward to donate blood which continued till late evening. The main purpose of the blood donation camp was

to provide instant blood to Naga patients. This is the second phase of the NSUD’s blood donation camp. Any Naga patient in Delhi is entitled to avail of the facility by approaching the union. Flood situation improves; Assam CM visits Cachar Guwahati, Jun 24 (PTI): The flood situation in Assam improved Sunday even as nearly two lakh people are still reeling under the deluge in six districts, the Assam State Disaster Management Authority (ASDMA) said. The six districts are -- Dhemaji, Lakhimpur, Hojai, Cachar, Karimganj and Hailakandi. So far, 24 people have died in the floods in the state, including three in landslides. As per the report issued by the ASDMA, Karimganj is the worst affected district with more than 1.25 lakh people hit by the deluge, followed by Cachar with over 27,000 people. Currently, 394 villages are under water and 3,100 hectares of crop areas have been damaged, the ASDMA said. The authorities are running 133 relief camps and distribution centres in four districts, where 27,954 people are taking shelter at present, it said.

Itanagar, Jun 24 (PTI): Security forces in Arunachal Pradesh has apprehended an over-ground worker of NSCN (IM) during an operation at Longding district on Saturday. Based on specific intelligence inputs, the Longding Battalion of Assam Rifles yesterday launched an operation and apprehended the cadre of the outlawed outfit, Kohima-based Defence Spokesman Colonel Shiranjeet Konwer said. During interrogation, the cadre admitted that he terrorised people in the district to extort money for the outfit, he said. The Longding battalion, under the aegis of Dao Division of the Indian Army, has been carrying out relentless operations in south Arunachal Pradesh to maintain peace in the area, Konwer said, adding that yesterday’s arrest would go a long way in creating fear among the “anti-national” elements in the district.

GUWAHATI, Jun 24 (Agencies): The London sitting of the International Organization for Standardization (ISO) Working Group-II discussed the possibilities of providing an independent slot for the Assamese script in the USbased Unicode Consortium and agreed to rename the Unicodes attached to the Assamese script from its present Bengali script to Bangla/ Assamese script, The Assam Tribune reported. The meeting, held with a five-day programme between June 18 and June 22, also decided to review this decision provided the Bureau of Indian Standard (BIS) sends a fresh recommendation for providing a separate slot for Assamese script in the Unicode. It needs mention here that script of each language has been provided with an independent chart of Unicodes for its characters by the Unicode Standard Consortium. This allows the data to be transported through many digital platforms and devices. But so far, Assamese script does not have its own identity in the digital world. Mehbooba hits back, says BJP ‘disowning’ its own narrative

NEW DELHI, Jun 24 (Agencies): Refuting BJP chief Amit Shah’s allegations holding PDP responsible for the breakup of the alliance in J&K, former chief minister Mehbooba Mufti on Sunday launched a counterattack on the saffron party, accusing it of “disowning” its own narrative by calling it a “soft approach”, Times of India reported. “Many false charges levelled against us by our former allies. Our commitment to the Agenda of Alliance (AoA), co-authored by Ram Madhav and endorsed by senior leaders like Rajnath Ji never wavered. It is sad to see them disown their own initiative and label it a ‘soft approach’,” Mufti said in one of the six tweets directed at her former political partner. The tweets were in response to BJP leaders holding the PDP accountable for the failure of the alliance. On June 19, BJP, in a surprise decision, announced that it will no longer be a part of the alliance leading to the fall of the government in the state.

Medical college asked to pay Rs 20 lakh penalty each to 19 students New Delhi, Jun 24 (PTI): The Supreme Court has directed a Maharashtrabased medical college to pay Rs 20 lakh as penalty to each of the 19 meritorious students who were “illegally” and “wrongly” denied admission by it six years ago. The top court asked the college to deposit the money in three months with the Pravesh Niyantran Samiti (PNS), a body constituted by the state government to oversee and regulate admissions in medical colleges. The 19 students were “illegally” and “wrongly” denied admissions to MBBS and BDS courses in the 2012-13 academic year. A bench of justices Arun Mishra and U U Lalit spared the Dr. Ulhas Patil Medical College and Hospital, Jalgaon, in Maharashtra from de-recognition and set aside the direction of the Aurangabad bench of the Bombay High Court as the institution agreed to pay the penalty to the students. “As the college has shown the gesture of making payment of penalty to the 19 students, who were

deprived of admission, considering the fact that several years have passed and a large number of students have passed out and are undertaking instructions in the college, it would not be appropriate in the facts of the case that once monetary penalty has been imposed to withdraw the recognition... And to dis-affiliate the appellant college,” the bench said. It diluted and set aside the direction of the high court with respect to the withdrawal of the recognition, dis-affiliation and contempt. The bench, however, clarified that if the penalty amount is not deposited with PNS in three months and compliance is not reported to the apex court, then the high court order of March 27 will stand as it is. It directed PNS to send the compliance report to the apex court. To a breather to less meritorious students, who were admitted by the college for alleged motive of profiteering in the place of more deserving students, the top court set aside the direction of the high court cancelling

their admissions. The high court, on March 27, had said Dr. Ulhas Patil Medical College and Hospital, Jalgaon, had “wrongly and illegally denied admissions to 19 meritorious students and instead took admissions of less meritorious students for profiteering”. The high court also found that the college even violated the set procedure and calendar fixed by PNS for admission of students to MBBS and BDS courses. It directed for payment of Rs 20 lakh penalty to each of the 19 students for wrongful denial of admissions, cancellation of admissions of less meritorious students, de-recognition of the college and contempt action against the office bearers of the college. The meritorious students, who were denied admissions by the college had complained to the collector, PNS and other authorities concerned about the irregularities, and even approached the high court for the relief. The college had challenged the order of the high court before the apex court.

NEW DELHI, Jun 24 (PTI): The government plans to adopt 15 districts in the country on a pilot basis to implement an intensive action plan for de-addiction and make the districts drug-free, according to the redrafted National Drug Demand Reduction Policy. The draft policy, which has been sent to the Cabinet by the ministry of social justice and empowerment, also proposed regulation of over the counter sale of sedatives and pain killers

with the involvement of departments concerned both at the central as well as the state level. The 15 districts which have been identified include Vishakhapatnam, Pune, Aizawl, Dibrugarh and Ludhiana. “Integrated and comprehensive action plan would be carried out in the pilot districts initially for a period of one year for reduction in number of drug addicts and make these districts drug free,” said a government official.

The draft policy proposes upgrading existing de-addiction centres in these pilot districts to treatment clinics to provide for both inpatient and outpatient treatment facilities. Also, as part of the draft policy, de-addiction centres would be set up in 25 factories and major in-

dustrial establishments, 25 prisons, 25 juvenile homes and 25 separate de-addiction centres for women in prisons. The ministry of social justice and empowerment has forwarded the draft National Drug Demand Reduction Policy to the Union Cabinet last month after modifying the document

as suggested by the group of ministers (GoM). Prime Minister Narendra Modi had directed the GoM, headed by Home Minister Rajnath Singh, to examine the draft national policy which seeks to address the problem of drug and substance abuse in the country.

ustice Chelameswar, who retired on June 22, 2018 has come out openly in airing his concern over issues confronting the Supreme Court and the imminent danger posed to it if these are not rectified. Justice Chelameswar during interviews to various news channels rued the fact that though many former judges had hailed him for his decision to highlight the deficiencies in the functioning of the apex court but right- thinking persons were not coming forward. In his frank admission, the outspoken justice said “It is the silence of the right-thinking people that causes more damage....” To highlight the inhibition among many who agreed with the issues he raised but lacking the guts to say so in the open, Justice Chelameswar disclosed that one of the former judges had wished him “strength” but had expressed inability to speak out. Asked by India Today channel whether he thought that the credibility of the Indian judiciary was in danger, he said “occasionally, yes”. The government has sent back Justice Joseph’s name to the Collegium and has written to Chief Justice Dipak Misra that it cannot recommend it “in terms of seniority and merit and fair representation”. Indu Malhotra, the second name recommended by the Collegium or group of five senior-most judges, was cleared on Wednesday night, three months after both names went to the Centre for approval. Reading from the Collegium’s January 10 note of recommendation in favour of Justice Joseph, he said, “The collegium considers that at present Justice KM Joseph is more deserving and suitable than other judges of the High courts to be appointed as SC judge.” There could be more reasons than one on why the Modi government turned down Justice Joseph’s elevation. There have been reports that the sole reason why the government had blocked the appointment of Justice Joseph was because he was the one who struck down the presidential rule in Uttarakhand and allowed the Harish Rawat-led Congress regime take over the state. The other and plausible reason could be the letter which Justice Joseph wrote to prime minister Narendra Modi during Good Friday in 2015. In that year, the controversy over Supreme Court Chief Justice HL Dattu holding a conference on Good Friday has drawn the prime minister into its ambit, with Justice Kurian Joseph taking his complaint to Narendra Modi. Justice Joseph had written to Dattu earlier objecting to the Conference of Chief Justices of High Courts being scheduled on Friday and refused to attend it on the ground that his faith did not allow him to do so. Justice Joseph has followed this up with a letter to the PM, pointing out that no important programmes are held on holidays of religious significance, declining an invitation from Modi for a dinner on Saturday in honour of the visiting judges. Now that Justice Chelameswar is no longer bound by official rules, he is free to air his views to public so that there is greater understanding about the disabilities inflicting the courts. Since various issues are on public domain, they cannot be hidden on the pretext that these be left to be dealt with by the court. Hopefully, the government will also set the trend by respecting the court so that the only trusted institution does not end up being discredited.

he third high profile departure of Chief Economic Advisor (CEA) Arvind Subramanian coming shortly after the decision to withdraw support to a PDP government in Jammu and Kashmir is a bit of surprise. Arrest warrant issued against Nirav Modi in DRI case New Delhi, Jun 24 (Agencies): A Surat court has issued an arrest warrant against fugitive Nirav Modi in connection with a Customs Duty evasion case registered by the Directorate of Revenue Intelligence (DRI). The agency has found that Nirav Modi’s three companies, Firestar International, Firestar Diamond International and Radashir Jewellery, allegedly indulged in diversion of duty free imported goods, Cut-andPolished Diamonds (CPDs) and pearls. The total diversion of duty free goods was found to be Rs.1,205 crore, while the recoverable Customs Duty with interest and penalty components stands at Rs.48.21 crore. The DRI launched prosecution in the case against Modi in March, based on the findings of its investigation into interception of six consignments at Mumbai airport in December 2014. The consignments, destined to Hong Kong and Dubai, were found to be mis-declared in terms of quality, quantity and value, mainly that of CPDs.

Railways gear up for largest ever divestment exercise

NEW DELHI, Jun 24 (Agencies): Indian Railways is ready to undertake its largest ever divestment exercise as the ministry has set a target of raising at least Rs 25,000 crore through monetisation of its power transmission lines, also known as overhead equipment network. T h e p r o p o s a l wa s mooted in the last fiscal but could not make much progress because of reservations from senior officials in the ministry. But the railway minister has now cleared it and the proposal would soon be taken up for approval by the rail board after which it will go to the union cabinet for its consent. Indian Railways has an operational electrified network of 25,000 route km. Electric locomotives draw power from these lines to run trains. According to a railway ministry official, a joint venture of the two public sector units would be set up that would buy these lines. “One of the PSUs will be of the railway ministry and

Almost simultaneously, in a downtown neighbourhood, five other men gathered at a hairdressing salon to watch football were killed by a group who arrived at the scene in a blue van, according to witnesses. Hours earlier, during the early hours of the morning, three other people were taken from a party in a neighbourhood on the outskirts of the city and executed by gunmen. The killings bring to 128 the number of people killed in the city this month alone.

25 injured in Germany building explosion Berlin, Jun 24 (Agencies): German police say 25 people have been injured, four severely, after an explosion destroyed an apartment block in the city of Wuppertal. The explosion rocked the building shortly before midnight on Saturday, though the cause is unclear. Four seriously injured people were rescued from inside while a further 21 received minor injuries. Fire broke out in several different parts of the building - which is three stories plus a converted loft - and firefighters had trouble putting it out because parts of the building kept collapsing. Emergency services were still trying to get the fire under control on Sunday. A car which was parked outside was destroyed, becoming buried under window frames that were blown onto it by the impact of the explosion.

HAWAII, Jun 24 (IANS): An earthquake measuring 5.2 on the Richter caused by the continuous eruption of the Kilauea Volcano jolted Hawaii, according to the US Geological Survey. The earthquake occurred on Saturday at a very shallow depth of 1,100 metres and its epicenter was located 5 km from the Kilauea volcano on the largest island of the Hawaii archipelago, reports Efe news. The closest city to the epicenter is Hawaiian Paradise Park, with a population of more than 11,400, many of whom had already been evacuated following the eruption of the volcano. Prior to May 3, when the Kilauea volcano erupted for the first time - the region had recorded a series of tremors of magnitude 5. In June, the USGS reported that the flow of the volcano is still very active and there was no way of knowing when the eruption would end or if more vents would open up. Kaliningrad, Jun 24 (Agencies): Switzerland stars Xherdan Shaqiri and Granit Xhaka are facing disciplinary action from FIFA after their provocative goal celebration against Serbia at the World Cup.
