Flak on PIL against ILP in Dimapur

KOHIMA/DIMAPUR, JUN 24 (NPN): There has been strong reactions from various organisations against the Public Interest Litigation (PIL) filed in Supreme Court, seeking protection of non-Nagas residing in Dimapur; while the State government was likely to hold consultations with the advocate general before taking steps to address the matter. It may be recalled that BJP leader Ashwini Kumar Upadhyay had filed the PIL in the apex court challenging certain sections of the Bengal Eastern Frontier Regulation Act 1873 that gives unbridled power to a State to implement Inner Line Permit (ILP). When contacted, a senior government official from the Home department informed Nagaland Post that the government had not received any notice from the Supreme Court yet. DIPHU, JUN 24: Unidentified miscreants shot dead a well-known liquor businessman Mulsingh Rathore at Khatkhati, Assam on June 23 at around 8.30 p.m. Saturday. According to a delayed report, police informed that, a gang of around six to seven masked men in camouflage and armed with AK 47 rifle and pistol stormed inside the residence of Rathore. They then held his wife, son and daughter-in-law at gunpoint to commit robbery. Rathore rushed home on receiving a distress call from his son. The gang had robbed valuables including jewellery and cash from his residence. As he entered his home, Rathore was shot several times from close range and later succumbed to injuries following excessive haemorrhage on reaching the hospital.

has condemned that Public Interest litigation (PIL) filed by BJP leader, Ashwini Kumar Upadhyay in the Supreme Court, against certain sections of BEFR Act of 1873. WSH president Dr. K. Zhimomi in a release , said the PIL has not only sent a wrong signal to outsiders, but that it was a “direct challenge to the people of Nagaland and our very own existence” that serve as a ploy to make the Supreme Court remove Article 371(A). “If Updhayay says BEFR is a colonial era regulation, then he should also ask for scrapping for Cr.PC, Sedition etc. which are all archaic laws inherited from the British era,” Zhimomi pointed out. Zhimomi has therefore, appealed to all Nagas, to “rise up unitedly against such diabolic designs with sinister intention” to take away the inherent rights and privileges of Nagas. He reminded that Nagas’ hospitability was exceptional and outstanding and also admired the world over. However, he warned that trying to take undue advantage of the Naga people’s “docile and generous

nature” may invite serious repercussions. On the claims that Dimapur was never part of Nagaland when it attained statehood, Zhimomi described it as “a figment of imagination and complete distortion of historical facts”. He maintained that ILP was still very relevant in the present times as it was a tool to safeguard and protect tribals and Nagas from being reduced to a minority in their own land. Zhimomi reminded that Nagaland state was created under the 16 Point Agreement Article, with a special and unique constitutional provision of Art. 371 (A), which was “ purchased by the blood, sweat and tears of our leaders.” He reminded that under the purview of the statehood granted to Nagaland, non-Nagas except those who settled prior to 1963, have no right to possess immovable properties. Zhimomi however lamented that Nagas’ hospitability and complacent nature has been taken for granted by some people. No compromise on ILP, says NSF: Meanwhile, talking to this correspon-

dent, Naga Students’ Federation (NSF) president Ninoto Awomi said NSF had no idea on what ground the PIL was filed. He however reiterated that NSF’s stand was clear, that Dimapur district should be brought under the purview of the ILP. Awomi also said NSF has taken a serious note of the PIL and reaffirmed its demand that ILP should be extended to Dimapur district with firm determination not to compromise on the ILP issue at any cost. Meanwhile, it was also learnt that top state BJP leaders are likely to meet on June 25 to discuss this issue as the petition was filed by a “BJP leader”. NH questions intention of BJP leader: Naga Hoho has expressed “astonishment” over the report that one Ashwini Kumar Upadhyay of the BJP had filed the PIL in Supreme Court seeking protection of non-Nagas, particularly at Dimapur. NH communication Cell, has questioned the motive of Upadhyay and what had actually prompted him to go to the extent of filing a petition in the apex court. NH said if Upadhyay had

any apprehension on ILP, he could have addressed it to the State government “or any other appropriate forum” to clear his doubts, instead of going to the court of law. NH said this clearly showed that Upadhyay had some mala fide intention to malign the Nagas and which could not be easily absolved. NH said the petitioner had painted Nagas as racist which was something that it could not tolerate. Further the NH reminded Upadhyay that unlike other States in India, Nagaland was created out of a political agreement and that Dimapur came within the purview of the new State created in 1963. However, NH maintained that creation of Nagaland was not the final solution to the Naga political issue and therefore peace process and talks between the Government of India and Naga national workers were still going on to find an honourable solution to the vexed Indo-Naga political issue. DIMAPUR, JUN 24 (NPN): NDPP has welcomed the official merger of Janata Dal (U) Nagaland unit under the leadership of Agriculture minister G Kaito Aye, along with the party’s State executive members, office bearers and former candidates. T h e y a l l f o r m a l ly merged with NDPP in the presence of chief minister Neiphiu Rio, its president Chingwang Konyak and other senior leaders at Kohima here on Monday. According to a communiqué issued by the ruling party’s media & communication committee, the JD (U) members led by Kaito had decided to officially merge with NDPP

in order to strengthen the PDA government and to further uphold and expedite the ongoing Framework Agreement. With the merger of JD (U), NDPP said it was confident that all confusions and rumours floated by its political rivals would be put to rest since the PDA Government was here for a long haul and would grow from strength to strength. Assuring to continue providing the people with stability and good governance as it looked forward to working hand in hand with the newly-installed government in Delhi, the ruling party sought the support of the people of Nagaland in all its endeavours in bringing

development for them. Meanwhile, chairman of North East Executive Council of JD(U) and also the convenor JD(U) unit, Senchumo NSN Lotha told PTI that the party was aware of its legislator joining the ruling NDPP. Nonetheless, he said that the party would respond to the development only after in-depth consideration. With the JD(U) MLA joining the NDPP, the strength of NDPP in the 60-member state Assembly has gone up to 21 while its alliance partner BJP has 12 MLAs. DIMAPUR, JUN 24 (NPN): Tamlu, Yongnyah and Namsang Area (TYNA) public forum Monday declared dissociation from Phom Peoples’ Council (PPC) due to what it called “PPC failure to uphold and implement its resolution No. 3 adopted on 25th November 2015.” In a press release, TYNA president Büphei Phom and general secretary V Longba Phom said the decision to disassociate form PPC was as per the resolution passed by 24 villages under the banner of TYNA on June 18, 2019. On several occasion, the forum said TYNA people submitted representation to PPC to uphold and implement its resolution. It said TYNA even on June 18, 2019 wrote a letter to PPC, but it failed to uphold its resolution. The forum said declaration of dissociation was “not emotional based and hurried decision” but an outburst of “accumulated

displeasure” over the intentional non-implementation of apex tribal resolution. Further, the forum said that a representation was submitted to the responsible minister and the state government not to go against the resolution. However, it alleged that the minister Temjen Imna Along “consciously” shrug off and disregarded the genuine appeal of the people. TYNA forum also stated that on June 18, 2019 it requested the government not to create misunderstanding and disunity among the people, but the government failed to pay heed to the appeal. Denouncing the laying of two foundation stone for a single polytechnic institute, TYNA said the move has “only sown the seed of hatred and division.” TYNA public forum affirmed that it would not rest “until justice was delivered to the people by implementing PPC resolution No. 3 in letter and in spirit.”

DIMAPUR, JUN 24 (NPN): State minister of higher and technical education (H&TE), Temjen Imna Along, has assured to disperse scholarship on time and ensure that students’ scholarship was not misappropriated by anyone. Along was speaking as the special guest at a thanksgiving programme for Mewar University, organised by students under Eastern Naga Students Union Dimapur (ENSUD), Education Initiative Programme 2014 batch, at DBIDL Hall, Don Bosco campus, here Monday.

Recalling the incident that took place in Uttar Pradesh in 2015, wherein 150 Naga students were thrown out of their respective colleges for not receiving scholarship from government of Nagaland, Along assured that such situation would not happen again. The minister, on behalf of the government and people of Nagaland, also apologised to those 150 students. On the occasion, Along also affirmed to eradicate backdoor appointment in his department, saying that reserved seats would be allotted to the deserving candidates. Breaking silence on the issue of polytechnic institute in Longleng district, Along clarified that the issue was not of politics but of the location. He maintained that an institute has to be in an accessible location, where scholars can travel from their respective homes, and not in the middle of a forest or an island. He said that

the same case was with the Wokha Polytechnic institute at Pangti village. Along acknowledged the Mewar University for minimizing 50% of tuition fees for Nagas and also giving chance to 71 students out of the 150 students who were thrown out of their university in 2015. He also thanked the Mewar university chairman, Dr. Ashok Kumar Gadiya, and his colleagues for the good Samaritan work. Also, speaking at the programme, Dr. Ashok Kumar acknowledged the ENSUD Education Initiative Programme 2014 batch for honouring the University and organizing a thanksgiving programme. He stated that it was the university’s aim to help and provide the best educational guidance to Nagas. Former president of ENSUD, Honiko Luklem and secretary, parents fraternity, Er. Caleb Kent also delivered short speeches at the programme.

NEW DELHI, JUN 24 (AGENCIES): As many as 12 states are likely to get a new Governor in the coming weeks, according to a report in The Economic Times. The Prime Minister’s Office (PMO) and the Union Home Ministry are reportedly planning a shuffle that could see appointment of new faces. These 12 states include West Bengal, Uttar Pradesh, Tripura, Nagaland and Gujarat. Governors in these states will complete their tenures in July. “Since a Governor serves at the pleasure of the President of India, some of them may continue till the monsoon session of Parliament or even further. Names of some senior BJP politicians are under consideration,” a senior Home Ministry told ET. Gujarat Governor OP Kohli’s tenure will conclude on July 16. Nagaland Governor PB Acharya’s tenure

will end on July 18. Tenures of Uttar Pradesh Governor Ram Naik, West Bengal Governor KN Tripathi and Tripura Governor Kaptan Singh Solanki will end on July 21, 23 and 26, respectively. Currently, Chhattisgarh and Madhya Pradesh, and Andhra Pradesh and Telangana share a Governor. This is likely to change. The government could discharge duties of one of the two states from Anandiben Patel and ESL Narasimhan, respectively. The Centre is also likely to appoint a Governor for Mizoram. The position had fallen vacant after BJP member K Rajasekharan contested the 2019 Lok Sabha election from Kerala. Maharashtra Governor C Vidyasagar Rao, Goa Governor Mridula Sinha and Karnataka Governor Vajubhai Rudabhai Vala’s terms will end later in August.

DIMAPUR, JUN 24 (NPN): All Nagaland College Students’ Union (ANCSU) and Dimapur Chamber of Commerce & Industry (DCCI) are seemingly on a collision course following the latter’s objection to raising of funds by the former. In a press release issued by its finance secretary Inato Y Chisho and education secretary Kruto Tetseo, the union termed DCCI’s resolution of June 22 as “misleading” and said it deserved to be condemned at the highest level. ANCSU maintained that any form of fundraise was “purely anticipated on well wishers and not by force.” It demanded to know from DCCI on what grounds it termed “fundraise activities” by student bodies as illegal? It said DDCI had no authority to “dictate the manner in which the student bodies would sustain its

visionary activities.” It also stated that DCCI cannot “harass and boast over the innocent student unions” just because they were financially stable. ANCSU reminded DCCI that it would oppose those business establishments that harass student community “by words or action” on any occasion. Fur ther, slamming DCCI putting a ban on individuals and organizations to search for expiry goods and MRP, ANCSU questioned whether the business establishments have openly declared they had been and would continue to practice illegal sale of expiry goods and tempered MRP? ANCSU said that the union along with consumers and other concerned organisations would continue to check illegal sale of expiry goods and tempered MRPs. It stated that DCCI resolu-

tion “clearly” seemed to be resolution to oppress the students in particular and society in general. CCC resolution on garages and motor workshops

DIMAPUR: Churches Colony Council (CCC) held an emergency meeting for welfare of the colony on June 20 and adopted some resolutions. A press release from CCC chairperson, Kuholy Chishi stated that, the resolutions were passed in regard to garages/motor workshops for strict compliance, and non-adherence of which shall invite penalty. CCC resolved that only power/commercial line should be used due to their usage of heavy power consuming equipments. Secondly, it resolved that oil, lubricants, paints and chemicals should not be spilled on the ground but

Thirdly, fire extinguishers should be kept/installed for emergency and should be complied within one month from the date of issue of this notice. TYO expels family of abductors D I M A P U R : Te n y i p h e Youth Organization (TYO) has condemned the abduction of minor child by Md. Abdul Salam, Habijaj Begum and Md. Abdul Bari and further expelled the perpetrators and their children from Tenyiphe village jurisdiction on June 19. A press release from Tenyiphe Youth Organisation (TYO) president, Rokosielie Viyie and vice president, Mhasileto Medoze stated that, on ground violation of the customary law of the village, TYO with the consent of Tenyiphe Village Council expelled the alleged abductors, who were temporary residents in the village along with their children. TYO cautioned that, henceforth if anyone of them is/are seen in the village or any person found sheltering the accused within the village jurisdiction, then TYO will take its own course of action as per the law of the land against the defaulter. NSU condemns Assam Rifles raid DIMAPUR: Nerhema Students’ Union (NSU) has condemned the unprecedented raid conducted at the private residence of its community member Kezhaleo Riilho, Class 1 contractor, at Lower Bayavii Colony on June 20. A condemnation note by Nerhema Students’ Union president, Zevituo Mere and assistant general secretary, Medokhriezo Kengüruse stated that security personnel raided the house in the absence of the male member which caused terror to the family members. IMPHAL, Jun 24: Manipur chief minister N Biren Singh on Monday suggested developing Behiang, a village in Manipur Churachandpur district, bordering with Myanmar as second corridor to South East Asian nations. “The location of the village is strategically important as it can serve as the second corridor to South East Asian nations next to Moreh in the light of India’s Act East Policy,” Singh said. Addressing the public during the inauguration of a police station at the border village, Singh said, ImphalBehiang road (Tiddim road) must be developed as the second route which connects the state with South East Asian countries. It was his second visit to the village as a chief minister. During his maiden visit on December 19, 2017, Singh laid the foundation for the construction of the

police station. The chief minister said that the police station was set up understanding the need for security of the people residing at far-flung and interior areas like Behiang. He said that a trade centre would also be developed at Behiang like Moreh to enhance trade activities with neighbouring Myanmar. Asserting that Churachandpur-Singhat section road was already declared as a national highway, Singh said that he had requested the Centre to upgrade the remaining section from Singhat to Behiang to a national highway as well. “And I am hopeful that the said section would also become a national highway very soon,” he added. He said the officials

transferred include the DIG of Home Guard, Headquarters, and the Armed Police, the SPs of Khowai, Sepahijala and Dhalai Districts, 28 DSPs and equivalent rank officials and 17 officer-incharges of as many police stations. Four killed in accident in Manipur Correspondent

IMPHAL, Jun 24: Four labourers were killed and four others including the driver sustained critical injuries after the truck they were travelling in fell into a deep gorge at Biyang village, four kilometres away from Keithelmanbi police station of Kangpokpi district, Monday morning around 6:30 am. The vehicle carrying seven labourers was on its way to a stone quarry at Kotlen in Noney district when it skidded off the road and fell into the 130 feet deep gorge, police said. Three labourers died on the spot while one succumbed on the way to hospital. All the four injured were evacuated to RIMS and JNIMS hospitals in Imphal were three of them have been referred to Shija hospital after their conditions became serious. All deceased and injured victims were from Moidangpok village of Thoubal district. The deceased labourers are identified as Laishram Dolen Singh (36), Laishram Nando Singh (30), Wangkheirakpam Shanta Singh (33) and Thokchom Tondonda Meetei (26). The injured labourers were Laishram Sanjit (34), Laishram Naotomba (27) and Thokchom Sitaljit (34) while the driver was identified as Thokchom Naoba (34). Police from Keithelmanbi police station who immediately swung into action along with security forces on foot patrolling retrieved the lifeless bodies after rescuing the injured labourers and transferred them to hospitals in Imphal.

Assam to set up special group to protect rhinos Guwahati, Jun 24 (PTI): The authorities will set up special rhino protections groups following reports that poachers from other states are targeting Assam’s Pobitora Wildlife Sanctuary that has the highest density of rhinos in the world. According to the intelligence reports, poachers from neighbouring Nagaland and Manipur in collusion with local miscreants have targeted the sanctuary where no poaching was reported during the past three years, Morigaon Superintendent of Police Swapnil Deka said. The special rhino protection groups will consist of villagers in vulnerable and sensitive areas near the famed rhino habitat and they will report any suspicious movement of people to the authorities to prevent poaching, he said. “The success of no poaching during the last

“The villagers have been playing a key role in preventing rhino hunting in Pobitora but their cooperation is more vital now as it has come to our notice miscreants are roaming in the area to kill rhinos,” he said. Villagers as a community have made Pobitora famous and it has provided various sources of livelihood to the people of the area, particularly through tourism ventures, Chief Executive Officer of bio-diversity conservation group ‘Aaranyak’ Dr Bibhab Talukdar said. By protecting the rhino, they are protecting the wetland ecology which sustains them in the area, he said. Mizoram CM asks Puri to check high airfares Aizawl, Jun 24 (PTI): Mizoram Chief Minister Zoramthanga has urged Union Civil Aviation minister Hardeep Singh Puri to rationalise the airfare between Kolkata-Aizawl and Imphal-Aizawl sectors. In a letter to Puri on Friday, Zoramthanga said the north eastern state has extremely poor air-connectivity with only seven flights a week between Aizawl and Kolkata, as compared to 91 flights a week from Kolkata to Imphal and Agartala. “The airfare between Kolkata and Aizawl in comparison to airfare in other parts of the country for the

The extremely large difference in the airfare between Kolkata-Aizawl (Rs 16,716) and Kolkata-Imphal (Rs 3,916) is Rs 12,800 while the sector length is 241 nautical miles (Kolkata Aizawl) and 325 nautical miles (Kolkata-Imphal). The airfare between Imphal-Aizawl, which is barely 90 nautical miles (flying time of 20 minutes) is Rs 7,950 which is far higher than Imphal-Kolkata fare of Rs 3,845, a sector distance of 325 nautical miles, and a flying time of one hour and 20 minutes, he said.

BJD MLA arrested for forcing engineer to do sit-ups

BHUBANESWAR, JUN 24 (PTI): Odisha Police on Monday arrested newly elected BJD MLA Saroj Kumar Meher for allegedly forcing a junior engineer from a tribal community to do sit-ups in public. The incident came to light in the beginning of the month when a purported video went viral showing the MLA asking the PWD engineer to do sit-ups in public. The incident took place in Patnagarh assembly segment on June 5. After statewide furore, Bolangir Collector Arindam Dakua had ordered an enquiry by the sub-collector to verify the allegations. The enquiry report stated that due to substandard road construction work, the Patnagarh MLA “punished” Jayakanta Sabar in public and also asked the engineer-in-charge to slap him. Meher was booked under different sections of the IPC based on the FIR filed by the engineer’s wife. Earlier in the day, the police picked up the MLA from a hotel in Nuapada and brought him to Bolangir for questioning. Meher will be produced at the court of the Additional District Judge, Bolangir, police said. The MLA had apologised for his action, contending that he was compelled to ask the engineer to do sit-ups to assuage public anger.

NEW DELHI, JUN 24 (PTI): External Affairs Minister S Jaishankar Monday said his ministry has proposed manufacture of e-passports on priority so that the travel document with advanced security features can be rolled out in the near future. Speaking at the seventh Passport Seva Divas, Jaishankar said the ministry has initiated discussions with the ‘India Security Press’ regarding the project for issuing chip-enabled epassports to the citizens. “We propose to pursue the manufacture of epassports on priority so that a new passport booklet with advanced security features can be rolled out in the near future,” the minister said. He said that in line with the commitment made by the government in its previous tenure, the ministry shall continue with the process of opening new Post Office Passport Seva Kendras (POPSK) in every Lok Sabha Constituency where no seva kendras exist today. “Both our ministries (MEA and Ministry of Communications) are completing the necessary formalities for early inauguration of the POPSK already announced. We would also be announcing more locations for setting-up POPSK after completing the feasibility studies,” he said.

Toll in Barmer tragedy reaches 15, 71 injured BARMER (RAJ), JUN 24 (PTI): The death toll in the Barmer ‘pandal’ collapse tragedy in Rajasthan has climbed to 15, whereas the number of people injured in the incident stood at 71, officials said Monday. The incident took place on Sunday when a pandal fell on the people due to strong winds and heavy rains during a religious programme here. A ‘Ram Katha’ was organised at a school ground near Rani Bhatiyani temple in Jasol village of the district on Sunday. The pandal was uprooted by strong winds, trapping the people sitting under it.

Plea for ILP

hile most laws framed by the British colonial rulers have either been done away with or drastically changed or even revoked, the Inner Line Permit (ILP) appears to be the sacred cow in the north east. Inner Line Regulation (ILR) was introduced by Britishers in Bengal Eastern Frontier Regulation (BEFR) of 1873 titled as -a regulation for the peace and government of certain districts on the Eastern frontier of Bengal. The ILP is obligatory for Indian citizens from outside those states to obtain a permit for entering into the protected state. The document is an effort by the government to regulate movement to certain areas located near the international border of India. ILP is an offshoot of the BEFR 1873, which protected Crown’s interest in the tea, oil and elephant trade by prohibiting “British subjects” from entering into these “Protected Areas” (to prevent them from establishing any commercial venture that could rival the Crown’s agents). Though the ILP was borne out of the BEFR Act of 1873, the former was mainly to restrict the ingress of outsiders into a state or area. Be it Nagaland, Mizoram or Arunachal Pradesh, the people of these states want the ILP. There are also ongoing demands for the introduction of ILP in Assam, Meghalaya, Manipur and Andaman & Nicobar Islands to regulate entry of outsiders into the state. With regard to inclusion of Dimapur under the ILP system, the committee set up has in its recommendation stated that “a proper decision needs to be taken by the state government as per the Pros and Cons” mentioned in the report. As per the view of the Law & Justice department in the report, the state government can issue a notification under sub clause 2 of the BEFR, 1873. The department further stated that there is no legal impediment to the extension of ILP system in Dimapur. In its report to the State cabinet on February 15 this year, the committee stressed that while the ILP system should facilitate visits of genuine tourists and legal migrants coming for work, it should be foolproof to ensure that no illegal migrants can enter. This demand for inclusion of Dimapur district (which does not fall under the purview of ILP) has been challenged in the Supreme Court by BJP leader Ashwini Kumar Upadhyay through a Public Interest Litigation (PIL). The litigant stated that Dimapur is home to many other communities from various parts of India and any move to place Dimapur district under ILP amounted to “racial discrimination.” Perhaps it needs to be mentioned, that ILP does not mean that all non-Nagas, many of who are permanent residents and domiciled citizens of Dimapur, will be reduced to the status of aliens. Even in most parts of the state, many domiciled non-Naga citizens continue to carry on with their professions and many in Dimapur, who were born and brought up over decades, own lands and buildings. The main purpose of demand to include Dimapur district under ILP is primarily to check inflow of illegal migrants and nonresident communities from other states. People of the north east, especially the tribals and indigenous people are economically vulnerable and therefore, they want safeguard against being swamped (like in the case of Tripura) through the ILP.

ost people who choose dogs seem to have some physical similarity with them. High heeled coiffured ladies with long legged, high stepping dogs, overweight people with plumper dogs, shaggy haired master and dog. Sadahiko Nakajima is a psychologist at Japan’s Kwansei Gakuin University who has researched not just the notion that humans and their pet dogs look alike, but also why that is so. In 2009 Nakajima showed how people were able to match dogs and their owners simply by looking at photographs of their faces. This is one of the many experiments done that reinforce the popular belief that dog and owner have a physical resemblance to each other. The next step was to understand why. Nakajima conducted another experiment, the results of which were published in the journal Anthrozoos. He found that the reason lay in the eyes. 500 people were shown two sets of photographs. One set showed pictures of real dog-owner pairs, while the other set had random pairings of people and dogs. The participants were shown 5 sets of pictures where different organs were masked : no-mask (in which the human’s and the dog’s faces were unobstructed), eye-mask (the human’s eyes were blacked out), mouthmask (the human’s mouth was blacked out), dog-eyemask (the dog’s eyes were blacked out), and eye-only (where just the eyes of the human and the dog could

be seen). The participants were then asked to select the dog-owner pairs that physically resembled each other. As in Nakajima’s 2009 experiment, 80 % participants who were shown the unobstructed photos correctly identified the dog-owner pairs . When the owners’ mouths were concealed, participants were correct 73 % of the time. But when the eyes of either humans or the dogs were blacked out, there was no accuracy at all – simply random guesses. When participants were shown only the eyes of the dog and the human, their accuracy rose to 74 percent. The conclusion reached was that people choose to get dogs that look similar to themselves – but mainly in the eye region. The psyc holog ic a l mechanism, that explains why a person might choose a dog who looks similar to themselves, is”familiarity”, known in technical terms as the “ mere exposure effect”. That is why we like the same authors, the same “oldie” songs. That is why we vote for actors, and the wives/ children of well known people, without caring about their competence. It is also the reason why fake news has so much strength - repeated every few weeks , it takes on a life in our imagination simply because we are familiar with it. We are familiar with our own faces. So, anything that looks like us arouses a warm response. In a test done by Dr Stanley Coren, 104 women were asked to look at the heads of four dog

The women were divided into those with longer hair styles that covered the ears and those with shorter or pulled back hair that exposed the ears. The results ? Women with longer ear covered hair preferred beagles and spaniels with longer ears that framed the face. Women with shorter hair and visible ears chose the Siberian Husky and the Basenji with pricked ears. Now a new study done by social psychologists at Michigan State University says that dog and owner personalities also tend to be similar. The study had 1681 owners of dogs evaluate their own personalities and the personalities of their dogs. Researchers found that most of them shared personality traits. An agreeable person was twice as likely to have a dog that is happy and less aggressive than one who was moodier. Loving responsible owners rated their dogs as amenable to training. Neurotic owners rated their dogs as fearful. Obviously the study

could not rely on just the observation of the owner, as it might be biased. But acquaintances rated the dog in the same way as the owner did. This is the standard personality guidelines for personality comparison: Neuroticism or emotional stability – is a person oversensitive and nervous, or secure and confident. Extraversion – is the person outgoing, sociable and energetic, or solitary and reserved. Agreeableness –is a person friendly and compassionate, or cold and unkind. Conscientiousness – is the person hard-working, efficient and organized, or easy-going, lazy or careless. Openness – Intelligence levels – is the person inventive and curious, or consistent and cautious When the owners rate the personality of their dogs, using a test developed by the University of Texas to measure a dog’s personality, the owners rated their dogs as similar to themselves in all five of the personality traits. Family members rated the dog as well and the results showed, that in four out of the five person-

ality characteristics, these family members saw the same traits in the dog as in the dog’s owner. However, both these studies apply to one dog households. If there are more than one, the similarities become less consistent. A study by the University of Vienna, published in the journal PLOS, recruited 132 dogs and their owners, monitoring the stress of each member of the pair using both behavioural tests (how they reacted to perceived threats in the lab) and physical markers (heart rate and saliva samples to detect the stress hormone cortisol). The scientists found that the more anxious the owner, the more neurotic the dog. If the owner was relaxed, so was the dog. Why do these similarities exist. Dr Stanley Coren, professor of psychology at the University of British Columbia, researched 6000 people’s personalities in 1996 to bring out a chart that predicted the breed of dog that they were likely to choose. The data from that study, which resulted in the book Why We Love the Dogs We Do, was not a comparison of the personality traits of the dog and its owner, but on

how the personality of the human affected his attitude toward certain types of dogs. For instance, the study found that individuals who owned aggressive breed dogs had life histories associated with aggression. The video in question, circulated widely on social media platforms, was handed over to the police by Ansari’s family members and it was being investigated, the SP said. “We are looking into all angles. Ansari’s family members mentioned about some unidentified miscreants in their complaint. Based on that, we have already arrested three persons, including a man named Papu Mandal,” he added. Ansari’s wife, Shaista Praveen, has accused the police of taking the deceased to jail first, instead of a hospital. “The police should have taken him to a hospital, instead of arresting him and sending him to jail,” Praveen, who recently got married to Ansari, has said in her complaint. Meanwhile, the opposition Congress said it had formed a seven-member team to probe the incident. “We demand Rs 25 lakh as compensation to the family of the victim and a job for his wife,” a Jharkhand Pradesh Congress Committee (JPCC) member said.

The government has taken steps under 4R’’s strategy of recognising nonperforming assets (NPAs) transparently, resolving and recovering value from stressed accounts, recapitalising PSBs and reforms in banks and financial ecosystem to ensure a responsible and clean system, she said. To improve recovery, number of steps including enactment of Insolvency and Bankruptcy Code, 2016 (IBC), amendment in Securitisation and Reconstruction of Financial Assets and Enforcement of Security Interest Act and creation of stressed asset management verticals under the PSB reforms agenda.

New Delhi, Jun 24 (PTI): Recovery of bad loans at Rs 45,593 crore in PSBs was much faster than the total write-offs during 2018-19, Finance Minister Nirmala Sitharaman said in Parliament Monday. The write-offs stood at Rs 36,377 crore during the year, the minister said. The year-on-year rise in recoveries and recapitatlisation in public sector banks (PSBs) during financial year 2018-19 was much faster than the rise in write-off figures on bank loans, Sitharaman said in a written reply in the Lok Sabha. “Recoveries and recapitalisation rose by Rs 61,593 crore (comprising of a rise of Rs 45,593 crore in recoveries, as per RBI data, and Rs 16,000 crore in recapitalisation), whereas write-off figures grew by Rs 36,377 crore (as per RBI data),” she said. Airbus’ flying taxi complete its ‘most exciting’ test

radical electric passenger drone developed by Airbus has completed its first full transition flight, proving its ability to take off vertically and accelerate to over 100 miles per hour before slowing down for a soft landing. Vahana, the project working to bring the craft to life under Airbus’s innovation arm, shared incredible footage of the accomplishment this week. The test marked Vahana’s 66th flight, a number it has since surpassed by more than a dozen. In a blog post announcing the milestone, Vahana’s Zach Lovering said the test ‘represents everything we set out to achieve when we began our flight test

campaign.’ The successful full transition flight was performed on May 3 in Oregon. ‘In the video, you’ll see Vahana take off vertically and then accelerate forward, much like in other videos we’ve shared,’ Lovering explains. ‘This time, however, Vahana’s wing and canard rotate to the full cruise configuration as the aircraft speeds up to 90 knots (over 100 mph). ‘ O n c e t h e ve h i c l e reaches cruising speed, the transition is complete and the vehicle begins to decelerate preparing for its descent and skids down!’ The craft took its first flight in February 2018 after just two years of develop-

ment. During that test, it climbed to a height of 16 feet (five metres) before successfully returning to the ground at 8:52am PT (11.52am ET / 4.52pm GMT). Since then, it’s lifted off dozens of times. Vahana’s single-seater air taxi is a vertical takeoff and landing (VTOL) craft, meaning it doesn’t need a runway to get into the air. The company has been working toward a 2020 goal for a production-ready version of the craft. Project Vahana began early in 2016 and is one of the first projects at A³, the advanced projects and partnerships outpost of Airbus Group in Silicon Valley. It’s hoped that this form of transportation will make personal flight more accessible, the company has said previously. Following the first successful test flight, Lovering said in a past blog post: ‘Our aim has long been to design and build a single passenger electric VTOL self-piloted aircraft that will answer the growing need for urban mobility. ‘Our first flights mark a huge milestone for Vahana as well as the global pursuit of urban air mobility.’ (Dailymail)

anny Boyle has confirmed that a third instalment in the 28 Days Later franchise is in the works, sixteen years after the influential horror film hit cinemas. Released in 2003, the apocalyptic horror starred Cillian Murphy as Jim, a courier who awakes from a coma 28 days after a zombie invasion has destroyed modern society. The film is widely considered to be the turning point for the revival of the big screen zombie genre and spawned the 2007 sequel 28 Weeks Later – which starred Robert Carlyle. Now, Boyle has confirmed that a third film in the series is in development, some 12 years after the sequel arrived. Speaking to The Independent, the Trainspotting director said that he’s teaming up once more with screenwriter Alex Garland – who penned the script for the original movie. lastonbur y boss Emily Eavis has denied rumours that Lady Gaga and Bradley Cooper could be making a surprise appearance this weekend to perform the A Star Is Born soundtrack. Cooper took to the Pyramid Stage as his character Jackson Maine in 2017 to shoot a performance scene for the film. Following his Worthy Farm visit, he discussed the “surreal” experience and told NME that he attends the festival “every year”. This weekend, r umours arose that Cooper and Gaga could pop up as musical guests at the festival. Speaking on yesterday’s (June 23) Sunday Brunch, DJ and presenter Edith Bowman hinted at the potential special show. Miffed at All India Football Federation general secretary Kushal Das’s public acknowledgement of Indian Super League as the country’s main league, representatives of Mohun Bagan, East Bengal, Churchill Brothers, Minerva Punjab FC, Aizawl FC, NEROCA and Gokulam Kerala FC held a meeting in New Delhi, where they decided to move courts. Das’ acknowledgement is expected to be rubber-stamped in the All India Football Federation

Kening clinches Mallorca Open title Mallorca, Jun 24 (Agencies): Sofia Kenin captured her second WTA singles title of the season on Sunday, saving three championship points before overcoming Belinda Bencic, 6-7 (2), 7-6 (5), 6-4, in the Mallorca Open final. “This was such a tough match. I’m so happy we got to share the court together. I hope we’ll have many more finals to come,” Kenin said to Bencic in her on-court speech. Kenin was appearing in her third final this year, following a title run in Hobart and runner-up effort in Acapulco. She reached the round of 16 at a major for the first time at Roland Garros, where she stunned 23-time Grand Slam champion Serena Williams in the third round. Jason Roy ruled out of Australia clash at Lord’s Lo n d o n, J u n 2 4 (Agencies): England opener Jason Roy has been r uled out of Tuesday’s World Cup match against Australia at Lord’s after failing to recover from an hamstring injury in time. Roy, who smashed 153 against Bangladesh earlier in the tournament, was injured in the win over West Indies 10 days ago and has missed games against Afghanistan and Sri Lanka. A second scan on Monday morning showed Roy’s injury was much improved, boosting hopes he will be fit to play in the match against India at Edgbaston on Sunday. “It’s all positive news, he won’t be fit tomorrow but we will monitor his progress this week. The 32-year-old, a five times a singles champion at the grasscourt event, looked overjoyed as he and Spaniard Lopez claimed a 7-6(6) 5-7 10-5 over Briton Joe Salisbury and American Rajeev Ram. For Lopez it completed

an unlikely double after the 37-year-old wildcard had earlier taken the singles title for the second time, outlasting Frenchman Gilles Simon in nearly three hours. The Spaniard belted a forehand winner to give the duo match points and when Salisbury mistimed a forehand wide off a Murray serve, the Briton jumped for joy. Three-time Grand Slam champion Murray had hip resurfacing surgery in February in a bid to salvage a career that appeared to be

Argentina book Copa America last 8 spot Porto Alegre, Jun 24 (IANS): Argentina downed Qatar 2-0 courtesy goals by Lautaro Martinez and Sergio “Kun” Aguero, thus moving to the quarterfinals for Group B in Copa America. On Sunday, the Argentine squad played acceptably, without any real flashes of brilliance although they controlled the game all the way through and Qatar never really threatened, before 39,100 fans at Arena do Gremio in Porto Alegre, reports Efe news. Argentina had been in last place in Group B, having lost to Colombia 2-0 and battled Paraguay to a 1-1 draw, and the so far rather disorganized squad was desperate for the win on Sunday to get them through to the elimination stage. Prior to the match, Qatar had an identical 0-1-1 record, although they were one spot in front of Argentina on goal differential. They had fought back to a draw from a two-goal deficit in the second half against Paraguay but then had gone down to a 1-0 defeat against Colombia. On Sunday, Lautaro took advantage of a Qatari gift in the 4th minute to open the scoring and Aguero made a great individual effort on a powerful shot in the 82nd minute for the second tally. Later during the first half, Aguero had a fabulous opportunity to put Argentina another goal ahead but he fired low and wide of the goal from about 12 meters. After the break, Argentina seemed to get its act together and started manufacturing much better chances for themselves, but Al-Sheeb still managed to defend well against the driving Aguero, saving two shots on goal from the Man City striker.

Lionel Messi - who otherwise didn’t seem to factor in the match much at all - tried a close-range shot about 30 minutes into the second half but it sailed over the crossbar. The second goal came as the ever-present Aguero was on the scene again eight minutes before regulation time expired, firing

a powerful low shot that finally got by Al-Sheeb for the 2-0. With the result, and Paraguay’s 1-0 loss to firstplace Colombia in Group B, Argentina now sits in second place in the group and will go up against Venezuela in the quarterfinals in Rio de Janeiro on June 28.
