Petrol price up, diesel down NEW DELHI, MAR 11 (AGENCIES): Petrol prices edged higher by up to 6 paise per litre while diesel rates were cut by up to 11 paise per litre across the four metro cities on Monday, according to state-run IOC’s website. Currently, staterun oil marketing companies review petrol and diesel prices on a daily basis, based on the international fuel prices and the value of rupee. Any changes in the rates are implemented at petrol and diesel stations with effect from 6 am. In Dimapur, petrol price stood at Rs.70.14 per litre after Monday’s hike while diesel price fell to Rs.64.86 per litre. In the state capital, a litre of petrol was retailing at Rs. 70.96 and diesel at Rs. 65.48.
JDU reaffirms support to PDA
DIMAPUR, MAR 11 (NPN): Janata Dal United (JDU) Nagaland state unit, one of the People’s Democratic Alliance (PDA) partners, Monday affirmed that party’s rank and file was “fully behind” the PDA government. In a press release, JDU Nagaland state unit president Senchumo NSN Lotha and general secretary Kitoho S Rotokha also reiterated that the party full support the alliance and would continue to do so. JDU state unit, on behalf of its national president and Bihar chief minister Nitish Kumar, has also congratulated the chief minister Neiphiu Rio and deputy chief minister Yanthungo Patton for successfully leading the PDA government to a one-year completion. Recently, BJP Nagaland state unit, another alliance partner, also affirmed that it was fully committed to keep the PDA intact.

DIMAPUR, MAR 11 (NPN): With Nagaland set to go to the polls on April 11 for the lone Lok Sabha seat, the political scenario in the state throws up two alliances- ruling PDA and the other, a possible understanding between the opposition NPF and the recently rejuvenated Congress. The current sitting Lok Sabha MP, Tokheho Yepthomi is from the NDPP and a consensus candidate of the PDA. It is likely that Tokheho would remain as the lone contender as the unanimous candidate of the PDA. He had won the Lok Sabha by-poll in May 2018 over the NPF candidate C. Apok Jamir by a margin of over 1.7 lakh votes. In the by-poll to the lone Lok Sabha seat, the NPF and Congress had forged a strategic understanding by setting up a common candidate from the NPF. While the PDA is all set to roll out its election machinery to retain the seat, the opposition NPF will also not let an opportunity go by in putting up a consensus candidate like the 2018

Distt administration mulls blocking stretch of NH-29 DIMAPUR, MAR 11 (NPN): Dimapur district administration is contemplating to block movement of vehicles on a particular section of NH-29 between Patkai bridge and Kukidolong area for a specific period of time for blasting of rocks on nearby hills for road widening. Sources said the proposal to ban vehicular movements from 10.30 pm to 5 am was meant for ensuring safety to commuters and allow the contractors to carry out controlled blasting before the arrival of monsoon. The move is aimed at speeding up construction work of the four-lane road prior to arrival of the monsoon rains, sources added. However, sources said the proposal was yet to be finalised and awaiting the State government’s approval. Though only some sections of the road would be blocked for vehicular movements for a particular period of time, arrangements would be made for alternate routes for vehicles plying at night, the sources added.
Congress are also in line for the homecoming, said a source from the party. The Congress source told this Reporter, that the party was keen to set up a consensus candidate along with the NPF. For the Congress, a continuation of an understanding with the NPF appears quite ironic since the state party president and high command were totally opposed to having any truck with NPF in the DAN-III government because the BJP was also a constituent. As a result of the manner in which they were almost shown the door, the party lost all eight MLAs on November 21, 2015 when they merged with NPF. Both Tokheho and C. Apok who fought the May 2018 by-poll, were among the eight Congress MLAs who merged with the NPF in defiance of the directive of the party president and party high command. CEO warns of action against violators of electoral laws DIMAPUR, MAR 11 (NPN): Chief Electoral Officer (CEO) Nagaland has warned that appropriate legal action would be taken against anyone found violating laws related to conduct of free, fair and transparent election. In a directive issued in this regard, CEO Abhijit Sinha elaborated that Article 326 of the Constitution of India granted universal adult suffrage to every eligible Indian citizen, while Rule 39 of The Conduct of Elections 1961 mandated maintenance of secrecy of vote by electors. Similarly, Section 135A of Representation of the People Act 1951 on “Offence of Booth Capturing” provides that whoever commits an offence of booth capturing would be punishable with imprisonment for a term not less than one year, which may further extended to three years with fine. Open declaration of support in favour of a particular candidate or political party by a village, ward, khel or community through public announcement and even through publication in electronic or print media violates the above provisions, the CEO added. Despite being second largest party, NPF with the remaining parties-- BJP (7), NDM (5), J-DU (3), Samata Party (1) and Independent (4) NPF formed the government (DAN-I) headed by Neiphiu Rio, a former Congress leader. In 2008 the Congress, without Dr. Jamir who became Governor of Goa, got a vote share of 36.28% , around 3% more than in 2003. The party won 23 seats two more than in 2003. The ruling NPF got lesser vote share of 33.62% but won 26 seats, seven more than in 2003. The Congress failed to win over other non-NPF elected members despite UPA being inclined to tip the scales due to infighting within its leadership.
NEW DELHI, MAR 11 (PTI): The BJP Monday latched on to Rahul Gandhi’s reference to terrorist organisation Jaish-e-Mohammad’s head as “Masood Azhar ji” to throw “Rahul loves terrorists” barb at the Congress chief, as the opposition party hit back accusing its rival of deliberately twisting his comments made with sarcasm. Addressing a meeting of Congress workers here, Gandhi attacked the BJP, saying, “These people with 56 inch chest, you would recall, in their previous government, the current National Security Advisor Ajit Doval went in an aircraft with Masood Azhar ji and handed over Masood Azhar there in Kandahar.” Gandhi noted it was Azhar who was responsible for the killing of 40 CRPF soldiers in Pulwama in Kashmir on Feb 14. Azhar and two other terrorists, Mushtaq Ahmed Zargar and Ahmed Omar Saeed Sheikh, were released from Indian prison in 1999 by the then BJP-led government headed by Atal Bihari Vajpayee in exchange for the passengers held hostage on board IC-814 flight hijacked to Kandahar in Afghanistan. Azhar formed JeM after his release from jail. Since then, JeM, based in Pakistan, has been involved in terrorist attacks in India. The group was responsible for the attack on Indian Parliament on December 13, 2001 in which nine security personnel and officials were killed.
2019 election scenarios for BJP, Congress NEW DELHI, MAR 11 (AGENCIES): The stage is set for 2019 Lok Sabha elections with Election Commission announcing the poll schedule. An aggressive Congress and possibilities of a mega opposition alliance have made the elections highly unpredictable even though Prime Minister Modi has got a massive image boost after air strikes on Pakistan and BJP hopes to get full majority riding on the still-intact popularity of its leader. What are the prospects of BJP and Congress? There are chances of smaller parties playing a decisive role in the formation of the next government in the instances of two biggest parties falling short of seats. Based on a Times of India analysis, below are the possible scenarios for the two biggest parties. Scenario 1 for Congress- 150+ seats: This looks a far cry and will need Congress to get the better of BJP

in big states like Rajasthan, MP, Maharashtra, Chhattisgarh, Karnataka and Gujarat where two parties are face to face. This result will mean Rahul Gandhi could lead a non-NDA coalition. Scenario 2- 110-130 seats: Congress will still be the largest non-BJP party by far and can still stake claim to leading a coalition government. This will be resisted by big regional players like TMC, RJD and BSP but other parties like Left, RJD, NC and DMK will support Rahul as PM. Scenario 3- 75-100
seats: This is thin ice as far as the leadership stakes go. This number may well mean a decisive lead for BJP and that may put Congress out of play. Even otherwise, a pre- or post-poll grouping of regional parties may insist on their own candidate though consensus on this is not easy. DGCA advisory for flying Boeing 737 MAX planes NEW DELHI/BEIJING/ S E AT T L E , M A R 1 1 (AGENCIES): Aviation regulator Directorate General of Civil Aviation (DGCA) on Monday issued additional safety instructions to SpiceJet and Jet Airways for operating Boeing 737 MAX planes. The pilot commanding the aircraft should have at least 1,000 hours of flying experience, according to the DGCA directions. A day after a 737 MAX aircraft crashed in Ethiopia killing 157 people, the DGCA said interim safety measures are being taken with inputs available at this stage. “The DGCA will continue to closely monitor the situation and may impose/ take any other operational/ maintenance measures/ restrictions based on the information received from accident investigation agency/ FAA/ Boeing,” the regulator said in a statement.

But at this point, based on the information available, we do not have any basis to issue new guidance to operators,” Boeing said in a statement on Monday.

But BJP may well insist on Modi becoming the PM or choose to sit in opposition. Scenario 3- 140-160 seats: This will mean Congress and others having made significant gains. A low BJP number could set the stage for a Congress-led government. It will almost certainly mean BJP sits in the opposition. It will still command numbers likely to be more than Congress.
RBI had objections to notes ban, agreed in ‘public interest’, reveals RTI NEW DELHI, MAR 11 (AGENCIES): The Reserve Bank of India (RBI) board had warned about the short-term negative effect of demonetization on growth and had noted that it would have no material impact on the campaign against black money. The central bank had listed four objections to the overnight notes ban announced by Prime Minister Narendra Modi before agreeing to it “in larger public interest”, an RTI reply has revealed. The central bank board had met just about 2.5 hours before PM Modi’s sudden announcement in a televised address to the nation on November 8, 2016. The ban of Rs. 500 and 1,000 notes, which wiped out 86 per cent of the cash in circulation, was announced even before the board’s ap-
proval. The approval was sent to the government five weeks later, on December 16, and the RBI had recorded its objections to most of the government’s arguments for banning high value notes. According to the minutes of the RBI meeting, shared in response to the Right To Information (RTI) query, the directors had noted that it was a “commendable measure” but would have a short term negative effect on the GDP “for the current year”. Then RBI Governor Urjit Patel, and the man who succeeded him as central bank chief -- Economic Affairs Secretary Shaktikanta Das -- were present in the meeting that approved demonetisation. The government had argued that the circulation
of Rs. 500 notes was up by 76 per cent and Rs. 1,000 up by 109 per cent. The RBI, however, said that argument did not adequately support cash ban recommendation. The central bank directors also felt that while counterfeit notes were a concern, “Rs. 400 crore as a percentage of the total quantum of currency in circulation in the country is not very significant”. Also, most of the black money was held not in the form of cash but in the form of assets like gold or real estate and demonetization would not have a material impact on those assets, the board felt. He was speaking as guest speaker at the Western Chakhesang Hoho (WCH) general session 2019, held at WCH conference hall, Chakhesang Colony Dimapur on March 9. According to a press release from publicity & information secretary WCH, Vide Ritse, the DC, in his speech, lamented that the good Naga culture was fading away. Zehol said it was disheartening to see the majority of village and town populations, who have enough arable land, were now becoming more dependent on rice supply and subsidy schemes from the government. NSCN (R) warns imposters DIMAPUR: NSCN (R), through its MIP, has stated that many unscrupulous elements were serving information slips, demand letters and collecting taxes in and around Kohima town by masquerading as NSCN officials. In this regard, NSCN (R) has issued a stern warning to all those responsible to immediately stop “such sordid and fraudulent activities or face severe consequences of serious and of highest nature”. It also said that Avi ‘deputy kilonser’, Finance i/c of Kohima has been assigned for the purpose of “legitimate taxation” in and around Kohima and he can be reached at 8014797929. NSS unit of Sao Chang College (SCC) visited the Primary Health Care (PHC) centre at Longpang, Tuensang to perform community service, on March 9. NSS student volunteers cleaned the PHC and surrounding areas, attended to the sick and infirm, helped the staff in their work and interacted with the patients’ family members and staff of PHC. Various bodies condemn alleged rape of minor girl KOHIMA: Various Yimchunger organizations have condemned the alleged rape of a minor girl on February 24 in Tuensang and demanded stringent action against the perpetrators under the law. A joint statement from the Yimchunger Union Tuensang Town (YUTT), Yimchunger Beru Areakho Tuensang Town (YBATT), Yimchunger Student Union Tuensang Town (YSUTT) and Yimchunger Union 3rd NAP Sakshi (YU 3rdNAP Sakshi) out rightly condemned the act and said that such kind of inhuman act by the perpetrator should be condemned by all right thinking citizens. It further urged the law enforcing authorities to book the perpetrators under appropriate sections of the law and award punishment in accordance with the crimes committed. constructive members of society and good human beings. To teach with authority one should be “the Master of his subject”, Dr. Rume said. In the second session, Dr. Rume concentrated on the importance of motivation and propounded the idea that “motivation is the only way of learning”.
He said that motivation is equivalent to learning because learning is the process of change and modification of behaviour. He advocated for ‘Achievement Motivation’ where a child is motivated by his or her own achievements. A new team of office bearers was also elected for the tenure 2018-2020. The team will be led by ThepuhuThira as president, Mathew Rabha as general secretary, and three others. The program attended by over 180 teachers from 16 different schools under Pfutsero Division. D I M A P U R : Wi t h a n nouncement of the Lok Sabha election date for Nagaland, deputy commissioner Dimapur, Kevekha Kevin Zehol who is also the district election officer (DEO) Dimapur, convened a meeting of all the nodal officers in charge of various teams, held on March 11 in the DC’s Conference Hall, Dimapur. According to a DIPR report, Kevekha urged officers to work in full gear with sincerity and commitment
in order to ensure free, fair and successful conduct of the Lok Sabha polls slated for April 11. He further directed the officers to not apply for any leaves until the election process was over. However, should unavoidable circumstances compel someone to apply for leave, the DC asked the concerned officers to let him know. “These are not duties but deputation to the Election Commission of India,” he said. The training for officers
in Dimapur district will be held in three phases. Phase one from March 22 to 23, second phase from March 29 to 30 and the last phase on April 8. The DC and DEO further directed administrator DMC to remove pamphlets, posters and banners that feature the face of elected members of any political party. Staff Reporter DIMAPUR, Mar 11 (NPN): To encourage, inspire and make a positive impact on the lives of students, a motivational training program has been organized for government teachers of Dimapur which commenced Monday, at Don Bosco Institute for Development Leadership (DBIL) Dimapur. The training program will cover various activities and topics such as Classroom Management, Stress Management, Psychology, Traditional Aspects of Teaching, Creative Writing etc. It will culminate on April 16. Guwahati, Mar 11 (PTI): Over 2.17 crore people will be eligible to vote in the three-phase Lok Sabha election in Assam, including 7.06 lakh first time voters, a top election official said here Monday. Assam, Chief Electoral Officer, Mukesh Chandra Sahu addressing a press conference here, said the number of voters are being updated on a daily basis and the final figure will be published just before the polling. “As per the last summary revision published on January 1 this year, we have a total electorate of 2,17,60,604 across Assam. Out of this, 1,11,32,782 are male and 1,06,27,319 are female,”
he said. The CEO said with announcement of the polling dates on Sunday by the Election Commission of India, the modal code of conduct (MCC) comes into force with immediate effect and all the mechanism like flying squads and static surveillance teams to monitor that have been activated. “We will also have an app -- cVIGIL. Anyone can take a picture or video and upload it in the app. Then our team will go and take action. The MCC is for having a level playing field for all candidates and we will implement that strictly. There is no question of any bias to ruling party can-
didates (as alleged by the opposition),” he added. To oversee the entire process, the ECI will send general observers and expenditure observers, while police observers may also be sent depending on the requirement The voting in Assam will take place at 28,143 polling stations in three phases on April 11, 18 and 23, while the counting of votes will be on May 23 after completion of the entire sevenphase voting across the country, he added. During the first phase, voting will happen for Tezpur, Kaliabor, Jorhat, Dibrugarh and Lakhimpur constituencies at 9,574 polling stations with 75,16,284 electorates, Sahu said. Karimganj (SC), Silchar, Autonomous District (ST), Mangaldoi and Nawgong will go for polling in the second phase, in which 68,36,496 persons will vote at 8,992 election booths. The CEO informed that Dhubri, Kokrajhar (ST), Barpeta and Gauhati seats will witness elections at the last phase across 9,577 polling stations, where 74,07,824 people will vote.

Agartala, Mar 11 (Agencies): Tripura Congress Monday ruled out the possibilities of a pre-poll alliance with the CPI(M) saying that the two parties share a history of bitter opposition for decades in the state. Speaking to indianexpress.com, Tapas Dey, vice president, Tripura Congress said: “Though CPI(M) and Congress are in talks for an alliance in West Bengal for the upcoming Parliament elections, there is no possibility of such an alliance in Tripura.” “We have requested the party high-command to ensure that there is no alliance between CPI (M) and Congress in West Bengal. However, if the party decides otherwise depending on the national scenario, we shall welcome it. But there will be no overt or covert alliance with CPI(M) in Tripura,” Dey added. The senior party leader said that many Congress
leaders were allegedly murdered by CPI(M) in their rule over two decades. He also expressed that the BJP is “damaging” Tripura on the lines of the left. “The Left started damaging Tripura. BJP is finishing and perpetuating it. Congress is open to an alliance with any anti-left, anti-BJP political parties here”, Dey said. “If we look at CPI (M) from 1972, they played a much stronger role as opposition compared to what we get to see now. IMPHAL, Mar 11: Manipur police on Monday busted one more fake Indian Made Foreign Liquor (IMFL) production unit in Thoubal district. In this connection, three persons identified as Heikrujam Bikramjit Singh (37) of Khongjom Bazar, Changamayum Usharani Devi (43) of Athokpam Awang Leikai and Md Ajit Khan (39) of Heiyel Labuk were arrested, police said. Police also seized various items that were used in the preparation of fake IMFL. The arrested persons along with seized articles have been handed over to Khongjom police station where a criminal case was lodged, the source added. It may be noted that on March 5, the same Thoubal district police busted a fake IMFL manufacturing unit and arrested a couple. The busting of the fake IMFL unit came at a time when the state excise department has intensified checking of flow of illicit liquor in the state in connection with the ensuing Lok Sabha elections. The excise department had already intensified its drive against flow of illicit liquor into the state where prohibition is in force well ahead of the announcement of the Lok Sabha poll schedules.

EC introduces steps to improve voting process New Delhi, Mar 11 (IANS): From the faces of candidates with their respective party symbols on EVMs to the use of Voter Verifiable Paper Audit Trail (VVPAT), the 2019 Lok Sabha election will introduce voters to a range of novelties in the voting process. The Election Commission said this on Sunday while announcing the schedule for elections to 543 constituencies in 36 states and union territories spread over seven phases. Among the things introduced to improve the voting process are: 1. Photo Voter Slips (PVS): This will not be accepted as the standalone identification document in polling stations. Electors can carry their electoral roll and Elector Photo Identity (EPIC) or any of the 11 alternative photo identity documents that include passport, driving licence and service identity cards with photograph issued to employees by central and state governments, public sector units and public limited companies. The other documents
include passbooks with photograph issued by bank and post office, PAN card, Aadhaar card, smart card issued by the Registrar General and Census Commission of India under the National Population Register, MNREGA (Mahatma Gandhi National Rural Employment Guarantee Act) job card, health insurance smart card issued under the scheme of the Labour Ministry, pension document with photograph, official identity cards issued to MPs, MLAs and MLCs. 2. Braille Photo Voter Slips: To ensure wholesome and constructive participation and active engagement of Persons with Disabilities (PwDs) in the election process, the Commission is issuing accessible photo voter
slips with braille features to persons with visual impairment, over and above the normal photo voter slips to be issued. 3. VVPAT at all booths: VVPATs -- which allow a voter to verify his or her vote -- will be used alongwith EVMs at every polling station to enhance the transparency and credibility of the election process. The Commission has made arrangements to ensure availability of adequate number of EVMs and VVPATs for the smooth conduct of the elections. 4. Photographs of candidates on EVM Ballot Paper: To help voters identify the candidates easily, the Commission is printing photographs of candidates on the EVM as well as on
postal ballot papers. 5. Women Staff: The Commission wants at least one polling station in every Assembly to be managed exclusively by women staff. 6. Social Media Platforms: Social media platforms will cooperate with the Election Commission to track the political campaign. The EC has also asked these platforms to hire a Grievance Officer to look into the complaints lodged by users. 7. Tracking of EVMs through GPS: The Commission has instructed Chief Electoral Officers of all states and Union territories to carefully monitor at all times end-to-end movement of all reserve EVMs and VVPATs. For this purpose, vehicles of all Sector Officers’ with reserve EVMs and VVPATs will be mandatorily fitted with GPS tracking system. 8. Minimum facilities at polling stations: All Chief Electoral Officers have been instructed to ensure that every polling station is equipped with assured minimum facilities like drinking water, shed, toilet, ramp for
physically challenged voters and a standard voting compartment. 9. Protection to electors of SC/ST, weaker sections: Those who force or intimidate members of Scheduled Caste or Scheduled Tribe to not vote or to vote for a particular candidate are liable to be jailed -- from six months to five years -- and fined. 10. Systematic Voters’ Education and Electoral Participation (SVEEP): The Commission has launched several initiatives under SVEEP, its flagship voter education programme, to connect voters of all categories to the polling stations. 1 1 . Vo t e r G u i d e : Ahead of the elections, every household will get a voter guide, with the date and time of polls, contact details of the Booth Level Officers (BLOs), important website details, helpline numbers, documents required for identification besides other important information including the dos and don’ts for the voters. The BLOs will distribute this Voter Guide along with the Photo Voter Slips.

The Jharkhand Police, along with the central paramilitary forces, have launched a special drive in the state. “In the last two months, 18 encounters have taken place between the security forces and the Maoists in which 15 Maoist guerrillas have been killed and 59 have been arrested,” L. He said: “To ensure safety and security during the Lok Sabha elections, the operation against the Maoists and the criminals will continue in cooperation with the bordering states.” He also informed that from February 1, 8,926 pending warrants have been disposed off.

Srinagar, Mar 11 (AGENCIES): Moderate Hurriyat Conference chairman Mirwaiz Umar Farooq has asked the National Investigation Agency (NIA) to question him here instead of in Delhi as he fears for his security in view of “conditions of hostility”. The NIA is investigating a case related to terror funding in Kashmir through hawala channels. The agency last month carried out a series of raids on separatists, including the Mirwaiz, and summoned him for questioning in Delhi. “Under the prevailing conditions of hostility wherein there is a threat to the personal safety of my client, it becomes unwise for my client to travel to Delhi,” counsel for the Mirwaiz, Aijaz Ahmad Dhar, said in a letter to the NIA in response to the agency’s March 6 notice. If the NIA wanted to question the Mirwaiz, it could do so in Srinagar and he is willing to cooperate as “he has nothing to hide”,

hough the Election Commission of India (ECI) had delayed the announcement for the scheduled Lok Sabha election by five days, yet it was welcome since it has put to rest apprehensions expressed by opposition leaders. This time 900 million voters will elect 543 MPs as compared to 814.5 million in 2014.This will also include around 1.5 crore new voters who have attained 18-19 years on January 1, 2019 and who constitute 1.66 per cent of the total electorate. The 2019 general election is scheduled to be held in 7 phases from April 11, 2019 to May 19, 2019 to constitute the 17th Lok Sabha. The counting of votes will be conducted on May 23, 2019 and on the same day the results will be declared. The 2019 Lok Sabha election is crucial for Modi in particular he seeks a bid to retain power. It is also crucial for the fragmented and leaderless opposition as another loss would surely mean a political catastrophe. The term ‘Modi government’ best describes who rules India. The Modi government has been successful in ‘managing the national media’ and thus, able to manipulate facts to suit itself. The failures of Modi are many but they have not received the attention from the media. Even alleged scams –Rafale, Bank loans, communalising of all institutions has not been given proper highlight in the media. That itself is the most serious damage done to democracy. Modi has not fulfilled his 2014 poll promises. The farmers are still in distress and thousands have committed suicide. Modi had promised to double their income when he campaigned in 2014. He also promised Rs.5 lakh medicare for the 10 crore poor household under Ayushmann Bharat Scheme. His promise of electrifying four crore household, build 100 smart cities and so on have not seen the light of day. He also made the most famous promise to credit Rs.15 lakh in the account of every Indian citizen from the black money his government would bring from foreign banks. Instead, banking has been hit by a series of loan scams and customers are paying hiked up charges and restricted from transacting beyond certain amount. He promised 10 crore jobs in five years but hardly one crore have been employed after five years. In fact, India’s unemployment rate has touched 6.1 per cent, which is the highest it has been since 1972-73. The report by National Sample Survey Office’s (NSSO’s) further said that unemployment was higher in urban areas, at 7.8 per cent, as compared to 5.3 per cent in rural areas of the country.It is in the economy which Modi has micromanaged that has done well. He has achieved the target of reducing the deficit initially due to huge revenue earnings through excise duty on oil which were not lowered despite crude prices having come down from $130 per barrel (2013-14) to $40 per barrel (2015-16) and today to $70 per barrel. The government earned nearly 3 lakh crore as revenue by centralising power. Economically, Modi has done a good job in containing inflation but deficit is rising. On the other hand, Modi has undermined all government institutions as he micro manages the entire government edifice through his omni-potent PMO. The undermining of CBI, RBI, ECI, CVC and other public institutions is the most damaging effect of the one-man rule government. However, the moot point is if people will ignore them because there is no alternative as against awesome resources of the BJP?

We lose the vision because of our own lack of spiritual growth. If we do not apply our beliefs about God to the issues of everyday life, the vision God has given us will never be fulfilled. The only way to be obedient to “the heavenly vision” is to give our utmost for His highest— our best for His glory. This can be accomplished only when we make a determination to continually remember God’s vision. But the acid test is obedience to the vision in the details of our everyday life— sixty seconds out of every minute, and sixty minutes out of every hour, not just during times of personal prayer or public meetings. “Though it tarries, wait for it…” (Habakkuk 2:3). We cannot bring the vision to fulfillment through our own efforts, but must live under its inspiration until it fulfills itself. We try to be so practical that we forget the vision. At the very beginning we saw the vision but did not wait for it. We rushed off to do our practical work, and once the vision was fulfilled we could no longer even see it. Waiting for a vision that “tarries” is the true test of our faithfulness to God. It is at the risk of our own soul’s welfare that we get caught up in practical busywork, only to miss the fulfillment of the vision. Watch for the storms of God. The only way God plants His saints is through the whirlwind of His storms. Will you be proven to be an empty pod with no seed inside? That will depend on whether or not you are actually living in the light of the vision you have seen. Let God send you out through His storm, and don’t go until He does. If you select your own spot to be planted, you will prove yourself to be an unproductive, empty pod. However, if you allow God to plant you, you will “bear much fruit” (John 15:8). It is essential that we live and “walk in the light” of God’s vision for us (1 John 1:7).

t is the liberty of NPF to stay united, to opt for disintegration or to adopt any political manoeuvre as thought fit in its wisdom. A non-NPF member, like myself, need not neither bother nor try to indulge in the business of NPF had not the latest mishaps of NPF have its share of impact on the overall political scenario of the State of Nagaland and its governance. The ignorant lot may not necessarily understand the vital role the Opposition party plays in moulding and driving the good governance home in a State. Today’s Opposition party of NPF having 26 MLAs in a house of 60 is very formidable. The stronger is the Opposition the better is supposed to be the transparency in governance. The performance of the Opposition is rated at how efficient and effective in keeping the ruling party on tender hook both inside and outside of the House. In other words, the Opposition does not have a single role of floor performances such as putting Starred and un-Starred Questions, participating in the debate on the Motion of Thanks on Governor’s address by moving amendment motion, the debate on the budget speech by moving Cut Motions or putting a Private Member’s Bill on Matters of Public Importance. The Opposition has the best opportunities to check and cross-check the performances of the Govt. collectively and individually by means of exposing the wrongdoings in governance on any issue relating to the welfare of the people. The Opposition influences or even forces the ruling party to change anti-people program to pro-people program. Keeping the CAB 2016 in cold storage was the handiwork of the Opposition parties in Raja Sabha just for instance. The check and balance role is therefore played by the Opposition. Such being the importance of the role of the opposition, Nagaland needs strong and dedicated Opposition party. Any political party that acts well as Opposition can rule well. Any political party is not destined to be in ruling endlessly, but it is destined to perform dual roles of opposition
and ruling alternately. For economically poorer MLAs in Opposition, it is most trying time for one to survive politically mostly because the voters, in Nagaland in particular, do not appreciate the predicaments an elected member faces while in Opposition. Yet, by experience, an Opposition MLA is in the best institute of learning real politics, and it helps one to become robust in the long run. Those elected members who never tasted the curry of Opposition are like bamboos grown under the shadow of giant trees which is un-useable for any purpose. Those un-trained and all the time privileged MLAs (every time in ruling) are the ones who live in castles in the air not knowing the conditions of those who live on earth’s surface. Those MLAs made for ruling definitely lacked depth, selfish, destructive and not people friendly as they are from another planet and they remained insensitive to human languages and sufferings. However, in the context of Nagaland, those MLAs from other planet find it easy to get re-elected for the mere reason that their Bank account make them eligible. Thus, today, Nagaland is fashioned in their designs. An arm chair MLA cannot become a pro-active Opposition member. An Opposition member has to be very hard working solely by which he can become well-informed. Knowledge is the best weapon for him to gain strength in commanding respect from colleagues and from bureaucracy. An MLA who suffers from megalomania comes and vanishes without leaving trace. There are tendencies particularly with Opposition MLAs having misconception that the whole bureaucracy is on the side of the ruling party and therefore un-penetrable. Whereas, in reality, bureaucracy naturally remains porous. Bureaucracy remains 50:50 in matters of allegiance. The only thing an Opposition MLA has to do is to explore relentlessly, after which one can discover. Now, the old regional party NPF has some landmark achievements in its kitty. The Nagaland Land and Revenue
Regulation (Amendment) Act, 1978, the establishment of Nagaland VDB in 1970s and the revocation of Rongmei tribe recognition by the President of NPF while serving as the CM for a brief period are some of the major achievements. Yet, basking leisurely in the past few glories leads the old regional party to suffer from megalomania. Whereas, the recent NPF drama by which 18 of its MLAs offered olive branch to NDPP for exclusive regional coalition seemed to outwit the minority restless and fragile few. Perhaps, the circumstances compelled the 2/3 majority of NPF legislators to play the sabotaging game of 1/3 openly placed the party in a whirlwind. Possibly the game of 18 saved the split of the Legislature Party for the moment, and yet it was costly. The ‘knee jerk’ fart produced huge amount of foul smell. The cheeks of NPF was smacked by both NDPP and BJP. The grape of NDPP-NPF coalition was found to be sour. Indeed, the drama eventually concluded to be NPF’s self-goal. Is NPF feeling comfortable to be out rightly rejected by BJP in Nagaland while its 4 MLAs are coalition partner of BJP in Manipur? What is this inconsistency? Secondly, not long ago, an NPF functionary purportedly represented the party in one of the debates on the contemporary Naga political negotiations issue conducted by NE Live TV channel harped on Naga integration saying that NPF has committed on it. Is NPF conveying to GOI and the Naga negotiators that lest the expected solution includes Naga integration, NPF will reject such solution? Whatever said and done is the desire for having a working Opposition party in Nagaland which is the need of the hour and not that of a Legislature Party enjoying the position of Opposition with its leader having the status of a Cabinet Minister and yet those Honourable Members are easily wooed to go for jumble sale. Protestants still protesting
C
onstitutionally, secularism gives us the freedom of faith and belief where, every citizen of India has the right to practice his/her choice of faith without any discrimination in the country, India. Whereas, here in Nagaland we boast of 95% Christian amongst which Baptist could be 70-75% out of which 60% could be in village and hamlets who are mostly ignorance of their own faith that ultimately put the rest of the other denomination in great jeopardy from time to time was simply “Ignorant Christian” in the making. Here, the recent incident’s story goes like this; it was on 9th March 2019 where a group of catholic missionary from St. Xavier Parish Jalukie went to Beisumpuilo, some 35 KM from Jalukie on casual program just to meet some of their faithful in that village. There on the way, to their utter dismay at around 2:30 p.m. the village’s Baptist pastor along with a strong force of youth blocked the whole road with logs and bamboo declaring that catholic are not allowed in their village without any rhyme or reason more like Puritanism that went viral in most of the whatapp groups with pictures of the incident. There, despite of counter argument and justification, it’s become useless for the diehard youth would not understand anything beyond their nose. Thus, thereby the missionaries from St. Xavier meekly returned to their base in the best spirit of Christianity without creating a situation to the most satisfaction of those jealous Baptist youth. Taking a dig at this long practice of the Baptist in Na-
galand as a whole or partial, the NBCC as the religious head organization of the state cannot remain silent for such outrageous action of their own flock. It’s true that most of such conflicts and hiatus are the result of their own pomposity who, thought that they have the key to the gate of heaven, “heaven forbid” Nevertheless, why I have sarcastically coined the headline was for the fact that; some 500 years back since what is seen as the “Start” of the reformation, when the German priest Martin Luther challenged the tradition of worship in the late medieval catholic church and that ushering in a schism that led to the rise of protestanism across Europe. No wonder, it was Dr. Clark who first set foot on Molungkimong Mokokchung district Nagaland on 22nd December 1872 as the first Christian missionary had deeply embedded the seed of Baptist Christianity (Protestant) in Nagaland with its big acclamation of “From Darkness to Light” very good so far. However, as the time ticks on, the old habit of protesting once again jumped back into the system especially here in our soil where, God Himself must be amusingly amused at His own creation, Halleluiah. Here, I am sure some diehard Protestants may considered this write up as blasphemy but the random act of their own flocks speaks volume of their real being. Therefore, it would be of the nicest thing if the apex organization rein in their flock with transparent Christian doctrinal instruction to all its protestant families in the state of Nagaland. N. Private schools: The unsung leaders of School Education in Nagaland
(From previous issue) It is also astounding that the entire fleet of private schools in Nagaland runs only with meager self generated funds, mostly through fees, which is equivalent to 10% in comparison to the entire budgetary allocation given to Government Schools each year. Even a layman will be able to judge the huge discrepancy in utilization of funds, whereby private schools are able to cater to more than 75% students of the state with mere 10% financial resource raised by themselves which hardly make ends meet and also without any assistance from either the State or the Central Governments and that too with so much of quality and yeoman service to the State of Nagaland; but on the other hand, even with 100% budgetary allocation of several Thousand Crores of Rupees each year poured in so lavishly by the State Government, the Government Schools are not even able to cater to a quality education even for less than 25% of the total students in Nagaland. Despite all the monetary benefits and exorbitant salaries given to Government Schools and Teachers they always fail to outdo the private schools in all fields of activities including examination results, infrastructure or other extracurricular facilities. The Government of Nagaland should come up with a drastic step to put to action a plan whereby the public funds are not wasted in vain but put to more judicious use. Instead of pouring all the public money unnecessarily in non-productive government schools, it should rather be the honest endeavour of the government to provide more grants in aid to all private schools in the State out of the budgetary allocation that the government doles out exclusively for government schools each year. If there is any benefit that is going to take place out of the huge allocation of funds and resources for government schools, it will be towards the construction of mansion like buildings belonging to some School Education Department Officials or some Head-
masters or some government teachers who have already reached the zenith of prosperity in Nagaland. Therefore, the Government should dwell on this matter with due earnestness and use some much needed conscience in the utilization of funds and channelize it properly so that the benefit of government resources only to performing government as well as private schools which have always ensured the development in the quality of education for Nagaland. Also the Teachers’ Awards that are given at State and District Levels every year is in sheer favour of the Government Schools without much and proper verification and just on the mere basis of recommendation. It is really baffling to note that though there is no effort by most Government Schools in the growth of education, more than 80% of government teachers are selected each year for the Awards. There should be a conscious effort on the part of the Education Department towards bringing about equity in the criterion of selection of awards for the Government and the private schools. How can the private schools providing genuine and quality education to more than 75% of students across the State be sidelined for such Awards? In recent times there has been much criticism from various quarters about the fees collected by private schools. But when we make a logical analysis, where will the managements of private schools pay reasonable salaries to the private teachers in lines with the salaries received by the government teachers who are getting hefty amounts despite their minimal efforts in comparison to the private school teachers? Whatever the criticisms about private schools and their fees, the truth remains that they are surviving not because of the fees alone, but due to the fact that the proprietors or mission-aided societies have supplementary businesses, ventures, missionary funds and various other assistances which aids in the development of the private schools. Some of the private schools have been
forced to shut down because of lack of incentives or any supplementary or alternative businesses to keep the schools up and running. The private schools, on the other hand should in fact receive true patronage and recognition as they have put in their own resource and effort in bringing about educational benefits to so many students from varied backgrounds. In sharp contrast some organizations and agencies receive so much of appreciation from all corners, despite the fact that they have been able to achieve the few laurels that they may have achieved only due to some governmental funds and schemes; whereas, the private schools go unrecognized despite their entrepreneurial capabilities and service for the mankind. Moreover the parents of students studying in private schools should be immensely grateful that their children are receiving quality educational facilities in the private schools in Nagaland itself without having much tension for their children’s welfare and without spending undue extravagant money for sending them to private schools outside the State. The educational facilities provided by some of the private schools in Nagaland are at par with some of the best schools outside the State. Also making the children pursue their studies in Nagaland saves them from undue harassment and dangers that they might be exposed to while pursuing their studies away from their home state in hostile conditions while also giving the parents ample opportunity of monitoring their children’s performance and upbringing without any fear, stress and tensions about their children’s whereabouts. This is due to the fact that in recent times there have been many alarming cases of children ruining their lives in the metropolitan cities by keeping their parents in the dark that they are studying in good schools, whereas the truth is that they get carried away and resort to immoral acts driven by the colourful city life filled with night clubs and bars. Such children come back to Nagaland and become misfits as
they become alienated from their culture and society as they have been exposed to an all together different culture and mindset when they had been pursuing their studies outside the state and by the time they become oriented to the Naga society it becomes too late. It is therefore always desirable that parents who are permanently settled or working in Nagaland educate their children within the State itself till their Higher Secondary levels or for simple graduation unless and until they have a desire of sending their children for technical and professional courses. In this regard, it is also very important to take note of the fact that many private schools in Nagaland offer unsolicited fee-concessions and special benefits and scholarships to many deserving students and also students from marginalized families, not forgetting the benefits that go into educating the wards of the school staff members, in terms of 50% or even 100% concessions in fees. To make matters worse, private schools suffer from non-payment of fees by many defaulting parents. Again, the private schools have different fee structures depending on the kinds of facilities and faculty provided. Therefore, critics must know fully-well that it is at the sheer discretion of an individual to choose any school according to one’s educational needs and a polished up-bringing. Thus, it is pertinent that those who blindly criticize the private schools should look into facts and make a thorough analysis before making wild accusations. Helen Keller rightly said, “The only thing worse than being blind is having sight but no vision!” As the future generations of a glorious culture and one of the most culturally rich States in India, let us not lose sight of our immediate goals and let us dwell in the truth with a vision for the equitable growth and development of the entire Naga society. Today we are in a democratic society – we are free to speak. However, the vast majority maintain silence despite the fact that they tend
to disagree with violence, corruption, nepotism, etc. that abounds in our state and elsewhere. Thus, our state, society and perhaps our homes suffer because of our silence. There are many agencies, business cartels, land grabbers and stockists in our State who monopolises the economic benefits and hoard goods and indulge in adulteration too. They have organized themselves mainly for their own selfish goals or motives and not for the greater benefit of the citizens. Many of the individuals are utilizing these organizations as spring boards for their individual success. These organizations also act as lobbies in the government and bring about senseless and autocratic rules just for their own benefits and also indulge in blanket bandhs, thus disrupting normal lives. The rampant corruption, unstable prices, deteriorating education & health systems and nepotism in our society is a direct fall out of these kinds of agencies and organizations which have been thriving due to the patronage of few individuals. If we have to make ourselves accountable and truly educated, we have to make a collective effort on all fronts to root out such corrupt practices and work unitedly and unselfishly like our forefathers, so that our Naga society can move forward in the right direction towards peace, progress and prosperity for all. As Mother Teresa has rightly put, “The hands that serve are holier than the lips
that pray”, let us all collectively work towards helping the young minds of our society and bring about equitable development of all sectors without any ‘isms’ and corruptions. Let us strengthen our education system in such a way that it reflects our rich heritage. The motive behind penning down this article is not to antagonize any individual, organization or the government. The main aim behind it is to bring to the fore what is pertinent, that is to build a society devoid of lacunas in education, to change the mindset of the society towards the private schools and most importantly to tell everyone that in whatever capacity or field that we work in, whether in government or private sector, we must uphold the very basic ethos of humanity because ultimately we are all working towards the betterment of the human society and our upcoming generations. Let us all remember that leadership is not only about holding a status or position but about performance, contribution and responsibility which is executed honestly and without any bias. In conclusion, let us all open our eyes to the fact that no person was ever honoured for what he received; honour has always been the reward for what one gave. Let us hope that constant monitoring is done by concerned department because miscreants usually end up shooting down light bulbs in their inebriated enthusiasm. ‘Balakot air strike a political gimmick’ Srinagar, Mar 11 (AGENCIES): National Conference (NC) president Farooq Abdullah Monday made serious allegations against the BJP-led Centre, saying it ordered the air strike in Pakistan’s Balakot with the “sole purpose” of winning Lok Sabha elections. The Srinagar MP alleged the BJP has “failed” on all fronts and it was apprehended that there would be a fight or skirmish with Pakistan before the polls so that Prime Minister Narendra Modi becomes some kind of an “avatar” without whom India cannot survive. “This surgical strike (air strike) was done only for the purpose of election...totally for the election. We lost an aircraft worth crores of rupees. Be thankful that the IAF pilot (Wing Commander Abhinandan Varthaman) survived and returned from Pakistan with respect,” Abdullah told reporters here. The air strike came in response to a terrorist attack in Pulwama on February 14, in which 40 CRPF jawans were killed. Abdullah said Monday, “In the Parliament, we knew they have failed on all other things and that there would be a fight or a skirmish with Pakistan in Kashmir so that he (Prime Minister Narendra Modi) becomes some kind of an ‘avatar’ without whom India cannot survive. But I want to tell him that whether he or I live or not, India will live and move forward.” The NC president said

‘Key conspirator’ in Pulwama attack killed and killed more than nine militants so far, including some top commanders. Mudassir Khan, a resident of Midoora in Tral, was an active JeM militant since 2017 and is believed to have been involved in several attacks, including the Fidayeen attack on Sanjuwa base camp in Jammu and the CRPF camp in Lethpora, over the past two years. His role in the Pulwama attack has been pieced together by the security agencies following the attack and they have established that he was the mastermind behind the attack. The National Investigation Agency (NIA) had carried out searches at his house on February 27, in the aftermath of the Pul-
wama attack, as well. “He was in close touch with the suicide bomber, Adil Ahmad Dar, and we believe this man, Khan, provided the logistics for the attack,” a police source said. Eldest son of a labourer, Khan was a graduate and also had a year-long certification as an electrician from the Industrial Training Institute (ITA). Local sources told The Tribune that Khan worked as an Over Ground Worker (OGW) for Pakistani Jaish commander, Mufti Waqas, before becoming an active militant. Waqas was killed in March last year-in Hatiwara area of the Awantipora Police district not far from the site of the Pulwama attack.

New Delhi, Feb 11 (AGENCIES): The Enforcement Directorate (ED) has filed a fresh charge sheet against Punjab National Bank (PNB) scam accused Nirav Modi under the anti-money laundering law, officials said on Monday. They said the charge sheet or the prosecution complaint has been filed before a special Prevention of Money Laundering Act (PMLA) court in Mumbai. This is a supplementary charge sheet against the diamantaire and few others and the ED had recorded additional evidences gathered in the case and attachments made, they said.
The assembly election in 2013 saw a steep decline in vote share when Congress managed only 24.89% for only eight seats. That same year saw a huge swing for NPF when it outdid the Congress by polling 47.04% of votes and winning 38 seats. The assembly election in 2018 was a straight contest between two regional parties-ruling NPF and its offshoot, the newly formed, Nationalist Democratic Progressive Party (NDPP) and where the Congress was nowhere in sight. In the 2018 election NPF polled 38.78% of votes and won 26 seats while NDPP polled 25.30% of votes and won 18 seats. The BJP performed well polling 15.31% of votes and winning its highest tally of 12 seats. In 2003, BJP had won
seven seats. On the other hand, Congress in 2018 got a dismal 2.07% of votes polled and drew a blank. The 2018 election came after a majority of Congress veteran members left the party in 2016 due to differences with the NPCC chief. The condition of the party was such that there were hardly any takers for party ticket. The by-election in the same year also saw the party gravitating towards NPF, the party it had bitterly opposed since 2003. Congress workers are buoyed by the return of former veteran leaders and Naga veteran Dr. S.C. Jamir taking on the role of mentor. It would need more than homecomers and a few newcomers to gain lost ground for the Congress since financial resources decide the fate of politics and political parties.
Dhinakaran moves SC against Delhi HC ruling on ECI decision
New Delhi, Mar 11 (AGENCIES): Amma Makkal Munnetra Kazhagam (AMMK) leader T.T.V. Dhinakaran on Monday moved the Supreme Court against a Delhi High Court judgment upholding an Election Commission of India (ECI) decision to recognise the E.K. Palaniswami-O. Panneerselvam faction as the “real” All India Anna Dravida Munnetra Kazhagam (AIADMK) worthy of the ‘two leaves’ election symbol. The petition was mentioned by senior advocate Vijay Hansaria before a Bench led by Chief Justice of India Ranjan Gogoi. The case has been listed for hearing on March 15. Dhinakaran, through his counsel Vivek Singh, challenged the February 28 judgment of the High Court, saying it was erroneous and sought an ex-parte order to stay the verdict till his petition in the apex court is decided. He also wanted the apex court to freeze the implementation of the ECI decision of November 2017 to allot his rival group the ‘two leaves’ symbol.
SC to send 10% quota law challenge to Constitution Bench
New Delhi, Mar 11 (AGENCIES): The Supreme Court on Monday decided to consider the question whether the challenge to the 10% economic reservation law should be heard by a Constitution Bench. A three-judge Bench led by Chief Justice of India Ranjan Gogoi scheduled a hearing on the question of reference to the larger Bench on March 28. The court refused to pass any interim order to stay or hamper the implementation of the Constitution (103rd Amendment) Act, which provides 10% reservation in government jobs and educational institutions for those economically backward in the
unreserved category. The issue of reference to a Constitution Bench arose when senior advocate Rajeev Dhavan pointed out that 50% quota limit was part of the Basic Structure of the Constitution and the new amendment tinkered with it. The Act amended Articles 15 and 16 by adding clauses, empowering the government to provide reservation on the basis of economic backwardness. The petitions in the Supreme Court, mainly the one filed by activist Tehseen Poonawala, said the Act violated the Basic Structure of the Constitution. They argued that the 50% ceiling limit on quota was “engrafted as a part of the
Basic Structure of the Constitution’s equality code” by the Supreme Court. One of the petitions, filed by Youth For Equality, represented by advocate Senthil Jagadeesan and settled by advocate Gopal Sankaranarayanan, contended that the Supreme Court, in a nine-judge Bench judgment in Indira Sawhney, had settled the law that economic backwardness could not be the sole basis for reservation. The plea argued that the Act was “vulnerable” and negated a binding judgment of the top court. The petitioners contended that the amendments excluded the OBCs and the SC/ST communities from the scope of
the economic reservation. This, it said, “essentially implies that only those who are poor from the general categories would avail the benefits of the quotas”. It said the high creamy layer limit of `8 lakh per annum ensured that the elite captured the reservation benefits. Further, the petitioners said the Supreme Court had settled the law that the “State’s reservation policy cannot be imposed on unaided educational institutions, and as they are not receiving any aid from the State, they can have their own admissions provided they are fair, transparent, non-exploitative and based on merit”. A petition said, “While
the impugned amendment attempts to overcome the applicability of Articles 19(1)(g) and 29(2), it remains completely silent on Article 14, which right protects the citizens from manifestly arbitrary State action.” It also contended that the term “economically weaker sections” remained undefined in the Act along with the “ambiguous” term of “State. A Constitution Bench, back in September 2018, modified a 2006 judgment requiring the State to show quantifiable data to prove the “backwardness” of a Scheduled Caste/Scheduled Tribe community in order to provide quota in promotion in public employment.

Anantnag, Mar 11 (AGENCIES): The family of Jaish-e-Mohammad (JeM) commander Mudassir Khan has identified his body as one of the two militants killed in Tral encounter, police said on Monday as it awaited forensic reports. The 23-year-old Khan is the mastermind of the Pulwama attack. “One of the two slain militants has been identified as Mudasir Khan, alias Mohammad Bhai, JeM commander believed to have masterminded the February 14 Pulwama terror attack in which 40 CRPF troopers were killed,” an officer said. Following the attack, the security forces have cracked whip on the JeM
selves as it is the only way forward,” he said. Asked about the Election Commission of India’s decision to delay the assembly polls in the state, Abdullah said he feared some “mischief ” by the Centre in J-K. “I think they must have thought of doing some mischief, that’s why they delayed the polls. I do not understand that when thousands of people took part in the Panchayat and municipal polls, what danger they think there is now when forces are present in larger number than they were. And they are present in every nook and corner of the state,” he said. The NC president said all parties are in favour of holding simultaneous Lok Sabha and Assembly polls and now the public should understand what their motive is. He said if the EC is saying that the environment is conducive for Lok Sabha polls, then why is it not conducive for the state polls.

New Delhi, Mar 11 (Agencies): Cashstrapped Jet Airways has secured funds worth Rs 2,050 crore from staterun Punjab National Bank (PNB) in a bid to provide temporary support to the carrier. The airlines raised foreign currency term loans worth Rs 1,100 crore and a non-fund based credit facility of Rs 950 crore from PNB, Mint reported. This credit has been raised in two trenches through separate agreements with PNB. Under one agreement, the airline received credit of Rs 1,050 crore, including a term loan worth Rs 350 crore and a non-fund based facility of Rs 700 crore, the report said. The government has been pushing for popularisation of electric and hybrid vehicles in the country and has already notified the Rs 10,000crore FAME II scheme to be implemented from April 1 for three years.
New Delhi, Mar 11 (PTI): Gold prices gained Rs 80 to Rs 33,250 per 10 gram at the bullion market on Monday due to fresh buying by local jewellers, even as the metal lost steam overseas, according to the All India Sarafa Association. Silver, however, fell by Rs 370 to Rs 39,530 per kg due to low offtake from industrial units and coin makers. Traders attributed the rise in gold prices to pick-up in demand from local jewellers in the domestic market, but said a weak trend overseas capped the gains. Globally, gold shed 0.09 per cent to USD 1,297.50 an ounce, and silver 0.20 per cent to USD 15.38 an ounce in New York as a weak US employment report sent the greenback lower and clouded the outlook for the global economy. In the national capital, gold of 99.9 per cent and 99.5 per cent purities recovered by Rs 80 each to Rs 33,250 and Rs 33,080 per 10 gram, respectively. It had lost Rs 100 on Saturday.

Mumbai, Mar 11 (PTI): The Indian rupee Monday advanced by 25 paise to close at 69.89 against the US dollar in line with a strong rally in domestic equities, reflecting positive investor sentiments amid hopes that the incumbent NDA government will get the second term. Besides, sustained foreign fund inflows also helped the rupee trade higher. At the interbank foreign exchange, the Indian unit opened on a positive note at 69.99 against the dollar and hit a high of 69.8250 and low of 70.03. It finally settled the day at 69.89, showing 25 paise gains. The Financial Benchmark India Private Ltd (FBIL) set the reference rate for the rupee against the dollar at 69.9308 and against euro at 78.5710. The reference rate for the rupee against the British pound was fixed at 90.7916 and against 100 Japanese yen at 62.93. In the previous session on Friday, the rupee was down 14 paise to close at 70.14. On a weekly basis, however, the domestic currency clocked 78 paise gains. New Delhi, Mar 11 (PTI): The government has notified phased increase in basic customs duty on parts of electric passenger vehicles to be assembled in India to 15 per cent from April 2020 and 10 per cent on imported lithium-ion cells by April 2021 to promote domestic manufacturing of electric vehicles (EVs). The notification is part of the road map under the phased manufacturing programme (PMP), and also entails doubling the basic customs duty on completely built units of electric buses and trucks to 50 per cent from April 2020. Currently, the basic import duty on completely knock-down kits used in electric buses, passenger electric vehicles, electric two-wheelers, three-wheelers and electric trucks is 10 per cent, which will be raised to 15 per cent from April 2020. Some 500 IS fighters are believed to be still in the territory, along with possibly 3,000 to 4,000 civilians, including women and children — mainly family members who remained after thousands of civilians streamed out of Baghouz in past week during pauses in the fighting.
Beijing, Mar 11 (PTI): Amid reports that the resolution to declare Pakistanbased JeM chief Masood Azhar as a global terrorist would come up in the UN Security Council on March 13, China on Monday said “a responsible solution” can only come through discussions. Beijing also said security issues constituted an “important topic” in its talks to ease tensions between Pakistan and India following the Pulwama terror attack. The US, the UK and France had moved a proposal at the United Nations Security Council (UNSC) after the Pulwama tragedy to designate the chief of the Pakistan-based Jaish-eMohammed (JeM), which has claimed responsibility for the suicide attack, as a global terrorist. According to reports, the resolution was expected to be taken by the 1267 committee of the UNSC on March 13. China, which has thrice blocked such moves by India and other UN members, is yet

Asked about India’s appeal and China’s stand on the issue, Chinese foreign ministry spokesperson Lu Kang told reporters, “First I would like to say that the UNSC as a main body of the UN has strict standards and rules of procedures... According to Reuters, outlining a global plan to fight the viral disease and get ahead of a potential global outbreak, the WHO said the next influenza pandemic “is a matter of when, not if ”. “The threat of pandemic influenza is everpresent,” Tedros Adhanom
Ghebreyesus, the WHO’s director-general, said in a statement. “We must be vigilant and prepared – the cost of a major influenza outbreak will far outweigh the price of prevention.” The world’s last flu pandemic was caused by the H1N1 virus, which spread around the world in 2009 and 2010. Studies of that pandemic found that at least one in five people worldwide were infected in the first year, and the death rate was 0.02 percent. Global health experts and the WHO warn there is a risk that a more deadly flu virus will one day jump from
animals to people, mutate and infect many hundreds of thousands of people. Flu viruses are multiple and ever-changing, and they infect around a billion people every year around the world in seasonal outbreaks. Of those infections, around 3 to 5 million are severe cases, leading to between 290,000 and 650,000 seasonal flurelated respiratory deaths. Tripura folk musician Shilpgram Mahotsav 2019 concludes S awarded Padma Shri

Tripura nonagenarian folk musician on Monday said he was upset for not being able to physically receive the prestigious Padma Shri, India’s fourth highest civilian award, from President Ram Nath Kovind due to old-age complications. “I am ver y upset that I could not personally receive the prestigious national award from the President,” the musician, Thanga Darlong, told IANS. Earlier on Monday, President Kovind presented the Padma Bhushan and Padma Shri awards for 2019 at Rashtrapati Bhavan in New Delhi. Northern Tripura’s Kailashahar Sub-Divisional Magistrate (SDM) Vishal Kumar said: “He

The instr ument is made using seven small bamboo chips which is pierced into a wild fruit, locally called “om”, similar to a gourd. Last month, the Tripura government conferred Darlong the first Atal Bihari Vajpayee Life-Term Achievement Award. It was presented at the valedictory function of the 37th Agartala Book Fair. The musician, who has travelled with his instrument across India and also to several other countries including Japan, has already been bestowed with the Sangeet Natak Academy Award, the Academic Fellowship Award and the state’s Vayoshresta Samman. DOHA, Mar 11 (Agencies): World athletics governing body IAAF said on Monday it had decided not to lift a ban on Russia’s athletics federation over doping, saying it was still waiting to receive data collected from Moscow and financial compensation for its investigations. Russia’s athletics federation (RUSAF) has been suspended since 2015 following a WADA report that found evidence of widespread doping in the sport. The IAAF’s governing council discussed the possibility of lifting the ban at a meeting in Doha on Sunday and Monday. But Rune Andersen, chair of the IAAF’s Russia Taskforce, said Moscow had yet to meet two conditions. “Logistical” issues had held up financial compensation, including for the taskforce’s costs and legal costs in cases Russia had brought to the courts, he said. And the IAAF had not yet not received analytical data and samples from a Moscow lab, which are now still being assessed by WADA. “Those (issues) need to be resolved. As soon as we have everything we need... we will seriously reconsider and recommend to the IAAF council for reinstatement (of Russia),” he said. Russia’s reinstatement has been rejected on numerous occasions by the IAAF over the past three years. Should it fail to meet conditions in the coming months,

Bengaluru, Mar 11 (Agencies): Bengaluru FC won the second leg of the Indian Super League semi-final against NorthEast United 3-0 on Monday and progressed to the final to be played in Mumbai. Miku, Dimas Delgado and Sunil Chhetri bagged the goals for the home team at the Kanteerava Stadium as the Blues overturned a 1-2 deficit from the first leg. BFC have now made it to the title clash in both their seasons competing in the ISL. The hosts started with an attacking line-up as they opted for creative midfielder Xisco in the place of defender Albert
Serran. Miku started up front supported by Sunil Chhetri and Udanta Singh. Alex Barrera sat deepest, aided by Dimas Delgado alongside. NorthEast United, without the injured Bartholomew Ogbeche and Rowllin Borges, started with Juan Mascia in attack and Lalrempuia Fanai in midfield. Robert Lalthlamuana, captain for NorthEast suffered an injury in warm-up and was replaced by Keegan Pereira in the left-back slot. The hosts started the faster of the two teams but it was NorthEast who had the first big chance of the night. Federico Gallego stole the ball in midfield,
slipped it to Juan Mascia who shot straight at Gurpreet Sandhu at his near post. Miku, then, had three big chances for the Blues in the space of ten minutes but the Venezuelan striker contrived to miss all of those. First, Nishu Kumar’s early cross in the 23rd minute was met by the unmarked striker but he contrived to put his header wide. Two minutes later, Harmanjot Khabra found Udanta Singh down the right and the Manipuri’s cut-back was blazed over the bar when it seemed easier to hit the target. And then, with 12 minutes to go in the first half, Miku start-
ing from the right channel cut in and beat four defenders, but his final shot with his left foot was tame and it was straight at NorthEast’s keeper Pawan Kumar. Gallego was then injured in the second half as he blocked Miku’s shot, only for his shin bone to be injured, and he was stretchered off in an ambulance. Miku then finally got his name on the scoresheet as Udanta’s low cross found him in the box and he flicked it with his left foot onto the post and into the net. It was Miku at the other end playing a role in the second goal in the 87th minute, clearing the ball from a corner as Udanta Singh broke forward at pace. His misplaced cross was tipped onto the post by Pawan Kumar, as Dimas Delgado running into the box buried the rebound. Captain Chhetri then sealed the deal in the 92nd minute, as Miku’s through ball set the BFC talisman on his way to goal. The no 11 rounded Kumar, and tapped it into the back of the net as the crowd erupted at the venue referred to as the fortress. Nor thEast United failed to muster a response, as Bengaluru won the tie 4-2 on aggregate. Bengaluru FC will play the winners of Mumbai City vs Goa, with the Gaurs leading the first leg 5-1.
Infantino to push forward Club WC
BERLIN, Mar 11 (Agencies): Gianni Infantino wants to speed up plans for a new Club World Cup and abolish the Confederations Cup at next week’s FIFA council meeting in Miami, according to German broadcaster ZDF. The report says FIFA president Infantino wants to discuss expanding the Club World Cup from it’s current format of seven teams to 24, including 12 sides from Europe on Thursday and Friday in the US. The Swiss also reportedly wants to scrap the Confederations Cup, an international tournament held the year before a World Cup by the host nation and last won by Germany in Russia in 2017. According to the ZDF report, the new-look Club World Cup would be held from 2021, a year before Qatar hosts the 2022 World Cup. “Yes, that’s the way it will come about, we want to say goodbye to the Club World Cup (in it’s current format) and we will make that decision,” Fernando Sarney, Brazil’s member of the FIFA Council, told ZDF. According to the report, Infantino also wants to delay plans to introduce a global Nations League until a later date. European football’s governing body UEFA has so far opposed the introduction of a new Club World Cup from 2021 in an already congested fixture list.

Indian Wells, Mar 11 (Agencies): Roger Federer began his campaign for a record sixth Indian Wells title by defeating German Peter Gojowczyk 6-1 7-5 in the BNP Paribas Open in California on Sunday. Fresh from earning his 100th ATP singles title a week ago in Dubai, the Swiss fourth seed repelled a tough second set challenge from the world No. 85 to book his third-round place. Federer said he was happy to get into his stride early in the tournament. “For the first round I actually felt really good,” he told reporters. “If I maybe would have served a little bit better, I think things would have gone faster. But at the end it was a tough second set, and it’s maybe exactly what I needed.”
Federer, who won the last of his Indian Wells titles two years ago but lost in the 2018 final, used his backhand slice to keep Gojowczk from gaining any rhythm in the first set. Yet the second proved more of a challenge as the German saved four break points in his first service game, then used his momentum to break for a 3-1 lead. Federer immediately broke back before later benefiting from an untimely double fault for another break and serving out for victory in just over an hour and a quarter. Yet he double faulted on the third break point he faced in the game and Nishikori raced into a 6-2 lead in the deciding tiebreak. Granit Xhaka scored with a swerving long-range strike in the first half and Pierre-Emerick Aubameyang doubled the lead from the penalty spot in the 69th minute at the Emirates Stadium. The win puts Arsenal back into fourth place, two points ahead of United, and handed Solskjaer his first league loss since taking over as United manager in December. Zidane set for Madrid return
Madrid, Mar 11 (AFP): Zinedine Zidane will make a shock return as coach of Real Madrid after the club decided on Monday to sack Santiago Solari, say reports in the Spanish press. Madrid president Florentino Perez has reportedly met with the board and resolved to dismiss Solari, with Zidane set to be his replacement, nine months after the he resigned at the end of last season. Zidane could take training as early as Tuesday and be in charge for Madrid’s La Liga game at home to Celta Vigo on Saturday. His priority will be to secure Madrid’s place in the top four after a turbulent fortnight that has seen them lose twice to Barcelona and knocked out by Ajax in the Champions League.
