KOHIMA, MAR 13 (NPN): Neiphiu Rio-led People’s Democratic Alliance (PDA) government sailed through the motion of trust comfortably on day one of the first session of 13th Nagaland Legislative Assembly (NLA) on Tuesday. It mustered 33 votes – two more than the required magical figure of 31 to prove majority in a House of 60 members – in its favour, while 26 members voted against the motion of trust. After Rio moved the motion that PDA government headed by him enjoyed majority in the House, newly-elected speaker Er Vikho-o Yhoshu put the motion to vote. MLAs belonging to NDPP and its alliance partners BJP, JD (U), NPP and Independent voted in favour of the motion, while the opposition members voted against. The PDA government comprises 18 NDPP (including Rio), 12 BJP and two NPP MLAs, besides one JD (U) and one independent MLA. Meanwhile, after finishing business on the first day, the speaker adjourned the House till March 22.

WASHINGTON, MAR 13 (PTI/AGENCIES): After a series of public spats, US President Donald Trump today fired his beleaguered Secretary of State Rex Tillerson and replaced him with CIA Director Mike Pompeo. “Mike Pompeo, Director of the CIA, will become our new Secretary of State. He will do a fantastic job!” Trump tweeted, in a surprise announcement. Tillerson is the latest in a long string of staff fired by President Donald Trump. Others who were fired include Steve Bannon, Chief Strategist; Anthony Scaramucci, Communications Director; Reince Priebus, Chief of Staff; James Comey, FBI Director; Katie Walsh, Deputy Chief of Staff; Sally Yates, Acting Attorney General and Angella Reid, Chief Usher. Trump also announced appointment of Gina Haspel, CIA Deputy Director, to head the agency -- first woman selected for the top post.

Vikho-o Yhoshü elected speaker of 13th NLA

NDPP candidate and threetime MLA from 14 Southern Angami-I constituency Vikho-o Yhoshü was elected as speaker of 13th Nagaland Legislative Assembly (NLA) by a secret ballot on day one of the first session of Assembly here on Tuesday. He defeated NPF candidate and former speaker, Dr. Imtiwapang Aier by garnering 33 votes against the latter’s 26 votes. Later, in his acceptance speech, the newly-elected speaker expressed deep gratitude to the members for electing him and assured fair, unbiased and judicious conduct of the House proceedings and equal treatment of MLAs, irrespective of the parties they belong to. Congratulating Yhoshü, chief minister Neiphiu Rio described the new speaker as gentleman with a pleasant nature and had strong integrity. Rio hoped that Yhoshü’s vast experience of 32 years as a government servant in Nagaland and other parts of the country and 10 years as legislator would prove to be a great asset and help him conduct the proceedings in NLA. Rio also appealed for cooperation from all members cutting across party lines for smooth functioning of the House.

NPF reacts to report on NPSC reforms DIMAPUR, MAR 13 (NPN): Naga People’s Front (NPF) has reacted to reports that appeared in a section of local media that Neiphiu Rio-led People’s Democratic Alliance (PDA) government had announced some major changes in recruitment and composition rules of Nagaland Public Service Commission (NPSC). In a statement issued by its press bureau on Tuesday, NPF accused chief minister Neiphiu Rio of “snatching” credit for something in which his government had no hand, but was hogging the limelight “for all the wrong reasons”. Explaining the sequence of how the amendments and reforms in the recruitment rules of NPSC came about and under whose leadership it was passed, the statement recalled that Public Service Aspirants of Nagaland

(PSAN), comprising young and dynamic civil service aspirants, had raised their voices for effecting change in the recruitment rules. PSAN activists under the aegis of Public Coordination Committee (PCC) had held a protest meet at Secretariat Junction in Kohima in December 2017, after which an invitation was sent out by then chief minister TR Zeliang. Thereafter, PCC leaders held two rounds of meetings with Zeliang at the chief minister’s residential office, in which the latter assured that their demands would be met. Subsequently, in the cabinet meeting that followed, the demands of PSAN were approved, along with the much-discussed Lokayukta Bill, 2015, the release pointed out. NPF said “Now for the unabashed PDA government to hijack good deeds of the past NPF-led

government is most obnoxious.” It said to think that such reforms could be initiated even before the PDA could settle its internal disputes arising out of portfolio distribution and without convening a single sitting of the cabinet to discuss the issue was beyond any sensible person’s imagination. Demanding that credit for bringing about transparency and meritocracy in the highest recruitment body of Nagaland should go to the daring and wise decision of the then chief minister, the party added that efforts and sacrifices of PSAN and other groups too could not be undermined. It insisted that the much chanted “Change is coming” mantra of PDA must be manifested in reality “while refraining from stealing accolades for things they have not done”.

Dr. Jamir, who was four-time chief minister of Nagaland and former Governor of Goa, Maharashtra and Gujarat was appointed as Odisha Governor on March 9, 2013. 87-year old Jamir was first elected to the state Assembly in 1971. IMPHAL, MAR 13 (IANS): Coordinating Committee (CorCom) formed by six proscribed underground organisations in Manipur on Tuesday called for a 17-hour shutdown in Manipur to coincide with the state visit of Prime Minister Narendra Modi and Home Minister Rajnath Singh. CorCom said the shutdown will come into effect from 1 a.m. of March 16. It appealed to the people not to participate in official functions and said examinations and other essential services will be exempt from the proposed shutdown. On the other hand, the Joint Action Committee protesting against the “forcible” inauguration of Mapithel dam has called for a 48-hour general strike in Manipur, which will end on March 16 midnight. Modi is scheduled to arrive in Imphal on March 16 morning on a one-day visit and will lay the foundation stones of a slew of projects. PM is also slated to address a public event at Luwangshangpham ground-- chief minister, N. Biren Singh’s constituency on March 16.

KO H I M A , M A R 1 3 (NPN): Facing the heat of the National investigation Agency’s (NIA), former chief minister and NPF leader TR Zeliang has cried foul after he was issued fresh summons. A day after the former chief minister expressed his inability to present himself before NIA in New Delhi on Tuesday and sought time till March 26, the country’s premier anti-terror investigation once again summoned him to its office in the national capital on March 17. NIA is probing into the matter related to alleged “tax collection” and “extortion” from state government departments by banned Naga insurgent groups. Zeliang had on Monday expressed his inability to appear at such a short notice, especially in view of the first session of Nagaland Legislative Assembly that began on Tuesday and which he was required to attend as leader of opposition. Interacting with media persons outside Nagaland Legislative Assembly com-

plex here on Tuesday, Zeliang said he was yet to decide whether he would present himself before NIA on March 17 as he had to prepare for the on-going Assembly session. Mentioning that he failed to understand the reason for repeated summons by NIA, which had also summoned chief minister’s office (CMO) officials, including then officer on special duty (OSD), Zeliang said the move smacked of conspiracy. “Yeah, I too feel something like that,” he remarked when asked by newsmen whether he felt there was any conspiracy behind the summons. He pointed out that just a day before election results were announced, NIA had summoned his OSD and was detained in Guwahati for five days. Even after the election results were out, the OSD was once again summoned to New Delhi and asked the same questions that were asked earlier. Alleging that his OSD was detained until the day he resigned as chief minister, Zeliang said he failed to understand NIA’s strategy.

KOHIMA, MAR 13 (NPN): Former minister and MLA, Imkong L. Imchen said a “fragile coalition” government in the State could not be expected to handle any political or social repercussion in the event of a solution being brought about to Naga political issue, leaving aside developmental activities. Talking to media persons at Hotel de Oriental Grand here on Tuesday evening, Imchen said NPF would welcome any member of the NLA who desired to bring about political settlement, adding together it would endeavour to facilitate political dialogue between Centre and Naga stakeholders. Imchen explained that settlement of the Naga issue was very dear to Naga people for several years now, for which NPF felt it imperative to call for postponement of the Assembly election. However, since the election had been held, he felt it would not have any negative impact now. Acknowledging the Nagas for giving their mandate to NPF, though not enough to get absolute majority in the NLA, the NPF legislator said the peace process, which was halted during the electioneering, would resume again and that he was expecting a solution sooner than later. He added that the initiative of Prime

Minister Narendra Modi was highly appreciative and that there was no reason to doubt his intention. He hoped that Modi would succeed in bringing a solution to the problem, which even Jawaharlal Nehru and Indira Gandhi had failed. Reiterating that NPF would stand firm in its support to the on-going political dialogue to try and bring about an amicable settlement to the Naga issue, Imchen asserted that though his party was in opposition in NLA, it still had the strength of 26 members. “Therefore, the party will leave no stone unturned on its part to contribute its services wherever required,” he added. New political equation?: Imchen remarked that NPF was in the process of working out a new political formation, though he was categorical in claiming that his party had not made any formal offer to any political party so far. He pointed out that NPF had pre-poll alliance with NPP and JD (U), though the two parties chose to join PDA government led by NDPP without revoking the agreement. He added that BJP was in a similar alliance with NPF, before the former announced its tie-up with NDPP without formally breaking the alliance. He explained that NPF had not reacted to all these as the alliances were based on principles and ideologies and that it would be premature to react.

SC indefinitely suspends Aadhaar linking Ex-minister Chenlom Phom passes away NEW DELHI, MAR 13 (IANS): Supreme Court on Tuesday extended the deadline for linking of various services with Aadhaar till it delivers its judgment on a batch of petitions challenging the constitutional validity of the biometrical identification scheme. Announcing the order, a five-judge constitution bench, headed by Chief Justice Dipak Misra, however said that this extension will not affect the linking of Aadhaar with the disbursal of benefits under social welfare schemes. “We direct that the interim order passed on December 15, 2017 shall stand extended till the matter is finally heard and the judgment is pronounced,” the court said in its order. The court also directed that its interim order “shall also control and govern the Passports (1st Amendment) Rules, 2018” which insisted

on Aadhaar identification for getting passports under the ‘Tatkal’ scheme. The order came as senior counsel Arvind Datar, appearing for one of the petitioners, told the court that passport issuing authorities have made submission of Aadhaar mandatory for issuance of passports. At this point, Attorney General K.K. Venugopal sought to clarify that this requirement of Aadhaar was only for issuance of ‘tatkal’ passports. The current deadline for linking of bank accounts, mobile phone connections, and other services with Aadhaar was March 31 and this had been extended by the apex court on December 15 last year. As Chief Justice Misra said that their interim order stands extended, the Attorney General told the court that the government was prepared to extend the deadline in the last week of March

as arguments in the matter would have concluded by then. “We were prepared for extension in last week of March,” he told the court in a bid to stall the extension. The constitution bench, which also includes Justice A. K. Sikri, Justice A. M. Khanwilkar, Justice D. Y. Chandrachud and Justice Ashok Bhushan, had on March 7 ruled that the CBSE will not insist on Aadhaar-only identification for NEET and other allIndia examinations. Earlier in the course of the arguments, senior counsel P. Chidambaram told the court that it could look into the decision of the Lok Sabha Speaker in allowing Aadhaar Bill to be tabled as a Money Bill. Noting that under the Constitution’s Article 122, the decision of the Speaker that a Bill is a Money Bill was “final” and mere procedural irregularities would

not stand in the way of the decision, he argued that the Speaker’s decision was final only in respect of Lok Sabha and does not interdict the court from looking at it if the decision is coupled with illegality and unconstitutionality. Appearing for Congress’s Rajya Sabha member Jairam Ramesh who has challenged the introduction of Aadhaar Bill as Money Bill, Chidambaram, who continued his arguments from the last hearing on March 7, said that to declare a bill as a Money Bill even though it is not was a procedure that violated the Constitution’s basis structure, thus the power of judicial review is not taken away. He told the court that declaring as Bill as a Money Bill strikes at the root of federalism as it eclipses the powers of the Rajya Sabha which represents the collective wisdom of the states.

DIMAPUR, MAR 13 (NPN): M Chenlom Phom, former minister, passed away at his Dimapur residence Tuesday after prolonged illness. He was 77. He is survived by his wife Chubasenla, four sons, one daughter and 13 grandchildren. He was elected as member of NLA for five consecutive terms since 1977 till 2008. Family sources said that the funeral services would be held at his private residence Purana Bazar, Dimapur, on March 14 at 10am and at Longleng town on March 15, 2018 and would be laid to rest at Yachem village under Longleng district on March 16. Home commissioner clarifies on CSWF

DIMAPUR: After rumours being circulated on social media with regard to voluntary contributions to Chief Secretary Welfare Fund (CSWF), the Home Commissioner Abhishek Singh has issued a clarification, on the operation of the fund. In a statement, the home commissioner said that CSWF was created in pursuance of the decision taken during AHODs/ HODs meeting on February 19, 2016 and through an Office Memorandum issued in August 2016. Through voluntary contributions and resolution by the government officers to contribute one day’s salary every year, the fund started from April 1, 2017. However, any officer, who is not willing to contribute, can write to Home Commissioner through AHoD without giving any reason. He said that the fund was

overseen and administered by an Executive Committee under the chairmanship of chief secretary, development commissioner and finance commissioner as members and home commissioner as member secretary, while the day to day functioning and operation was monitored by a Steering Committee consists of home commissioner – chairman, secretary NSDMA &RR- member secretary and members- Addl. Secretary SAB (Home), joint secretary finance and OSDNSDMA (Home). The fund has been utilized to extend relief and to provide assistance to individuals and organizations/ bodies within and outside the State for such causes as deemed fit by the Executive Committee, he added. The fund had also been utilised for procurement of CD4 machines for AIDS Care, the commissioner added.

NVCO slams govt

Nagaland Voluntary Consumers’ Organisation (NVCO) Tuesday termed as “unreasonable” the government’s decision to deduct one day salary of all government employees as contribution towards chief secretary’s welfare fund (CSWF). NVCO through its press & media cell maintained that the “government of Nagaland as a welfare state cannot simply take any decision against the welfare of its employee as a whole.” It asserted that one day salary or monthly salary was the hard earned money of the employee, adding that “the government cannot simply play with it in the name of Welfare Fund without considering any genuine cause or reason or relief or disaster etc.” NVCO said while it welcomed and fully supported

the government decision to do away with VIP culture, it failed to understand the decision of salary deduction. Further, the organisation objected to the government’s condition that employees unwilling to contribute to the fund were to inform accordingly in writing. Stating that such step was not voluntary, NVCO said it was “simply harassment and compulsion”, saying “no individual employee would find convenient to go against the master.” Nagaland Voluntary Consumers’ Organisation questioned the government what was so special about the CSWF and what was the cause? It pointed out that government employee was also ‘consumer’ and entitled to all consumer rights guaranteed under the Consumer Protection Act, 1986.

Delayed PMS: ANCSU seeks CM’s intervention

DIMAPUR: Drawing attention of the chief minister to the delay in release of 4th instalment of Post Matric Scholarship (PMS), the All Nagaland College Students’ Union (ANCSU) has sought the immediate intervention of the chief minister to ensure that 11335 deserving beneficiaries would not be deprived of their due rights. In a representation addressed to the chief minister Neiphiu Rio, ANCSU vice president & grievances committee chairman, Benjong Longchar, and general secretary, Vimeyiekho Vitso, pointed out that 4th instalment of the PMS for ST students of Nagaland for the year 2016-17 have not been sanctioned by the ministry of Tribal Affairs till date. ANCSU stated that constant delay in releasing the 4th instalment amounting Rs 7.71 crore by the Ministry of Tribal Affairs has gravely affected the student beneficiaries at large. Since the state government assured that all necessary steps were being taken pertaining to the genuine issue, the ANCSU said it cooperated with the state government. However, the student body expressed dismay that the state government has failed to fulfil the genuine demands and wishes of the student community. In this regard, the ANCSU has cautioned that failure to meet the demand it would not be held responsible for any untoward situation in future upon.

The cause of the fire is believed to have been due to short circuit. In this connection, the school management development committee Phisami and Phisami village council has lodged first information report to district education officer Kiphire on March 13. No casualty was reported. Phisami village is under Seyochung ADC jurisdiction of Kiphire district.

DIMAPUR: Nationalist Democratic Progressive Party (NDPP) 8-Western Angami A/C in a representation to the chief electoral officer (CEO) Kohima has reiterated its demand for appropriate disciplinary action against erring officials and culprit(s) involved in “illegally casted postal ballots” under 8-Western Angami A/C. The representation appended by NDPP 8-Western Angami A/C president Vitsalhou Kesiezie and general secretary, Ravolhuto Whiso stated that despite NDPP candidate Er. Kevisekho Kruse having filed a complaint case on March 1 under the 8-Western Angami A/C, no progress has been made so far on the part of the district election officer, who was also the deputy commissioner of Kohima district. The representation further stated that according to reliable sources from the office of DC Kohima, some suspects have been identified but even after 13 days no arrest has been made or any action taken against the culprit(s). Taking this as lackadaisical attitude on the part of the law enforcing agency, the signatories of the representation has sought immediate intervention as this was a case of seri-

ous irregularities and foul play committed against the NDPP candidate, and a case of violation against the constitutional and fundamental rights of citizens as 29 voters were denied to vote. It further elaborated that a total of 29 voters (Annexure-A) were denied to exercise their right of adult franchise on the polling day during the recently completed state’s assembly elections. It stated that a separate complaint letter on this matter was submitted to the DEO on February 27 and careful investigation undertaken. None of 29 denied voters were on election duty list as opposed to the reason given by all the presiding officers of separate polling stations, stated the representation. The signatories expressed that the entire episode leading to the case must have been spearheaded by some workers of a political party in connivance with some government officials attached to the election office. Therefore, it cautioned that failure to book the culprits and necessary action taken, the NDPP 8-Western Angamin A/C should not be held responsible for any untoward incident that may erupt relating to the incident.

DIMAPUR: After reports of certain village councils passing diktats involving expulsion of some GBs/ residents from the village for voting for or against a certain party/candidate, the DC Mon has warned of immediate disciplinary action including heavy fine and dissolution of the council, in the event of village council found involved. In a notification through DIPR, DC Mon, K. Thavaseelan said in the aftermath of the elections, any disputes/fight arises which may cause harm to human lives or damage to public/private property, the concerned Village Council shall be held squarely responsible and liable to be fined a minimum of Rs. 50,000 in addition to dissolution of Village Council. DC further reminded the village councils that as per Section 15(1) of the Village Councils Acts, 1978, the Village Councils shall be auxiliary to the District Administration and have powers to deal with maintenance of law and order and also to enforce orders passed by the competent authority on the village as a whole.

Unidentified body found in Dmu DIMAPUR: Based on information received on March 12 at around 10:30 a.m, sub urban police station found the dead body of a non local male, 40, fair complexion with grey halfpant, grey sweatshirt, blue shirt, red chappals and one gamcha (Assamese) at the roadside, towards station road, Marwari Patti. Sub urban police station, through a press release, said all legal formalities were observed and the dead body was then taken to the district hospital morgue. Finance department informs departments on DA/DL DIMAPUR: Department of Finance has informed that the following non-transaction Wednesdays i.e. March 21 and March 28 has been declared as transaction days both in treasuries and bank in the state. According to DIPR report, as per finance department March 10 notice, the non-transaction Saturdays i.e. March 17 and March 31 shall be declared as transaction

days for treasuries and banks in the state. In this regard, finance department has requested all departments to ensure that proposals for issue of DA/DL are submitted to the Finance Department on or before March 26 (Monday) except for those proposals under CSS, NEC, NLCPR, Negotiated Loans, etc., which may be sanctioned and

credited to the state account only towards the end of the financial year. Departments have been asked to ensure that all requisite details for issue of DA/DL are furnished along with their proposals for facilitating finance department to examine and dispose the proposals without delay. New Delhi/Guwahati, Mar 13 (Agencies): Union Home Secretary Rajiv Gauba has convened a meeting of the chief secretaries of Mizoram and Assam on March 20 to resume dialogue on the boundary dispute between the two states in the wake of protests by students who turned violent recently. This was conveyed by Home Minister Rajnath Singh to Mizoram Chief Minister Lal Thanhawla, who wrote to him seeking his intervention in the ongoing boundary dispute between Mizoram and Assam by resuming the talks and ensuring peace along the border. Thanhawla reminded Singh that the last time a dialogue process was initiated to resolve the dispute was in 1995-96, reported The Hindu. Gauba will meet the chief secretaries of Mizoram and Assam on March 20 and carry forward the dialogues on boundary dispute, Satyendra Garg, joint secretary in home ministry said. In his communication, the Home Minister also urged the Mizoram Chief Minister to ensure peace on the Mizoram side

The situation along the Assam-Mizoram border turned violent after police resorted to lathicharge to control some protesting students. Among others, a journalist was also injured. The Mizo Journalists’ Association, an umbrella body of journalists in Mizoram, staged a sit-in in state capital Aizawl on Tuesday to protest against the attack on five journalists, including a woman television reporter, who were covering the stand-off last week. On Monday, the Mizo Zirlai Pawl (MZP), an influential students’ body, and other organisations held statewide protests de-

manding resignation of the Congress government for allegedly failing to protect Mizoram’s territory and students. At least 49 people were injured in the alleged lathicharge and firing by Assam police on Mizo students who were constructing a wooden resting shed on land they claimed was donated by former Mizoram Chief Minister Ch. Chhunga’s wife Lalrothangi near Bairabi town in Kolasib district. Officials in Assam said the Mizo students encroached upon the land that falls under Assam’s Ramnathpur police station, and that Google Maps clearly indicated the place was within Assam. Adil Khan, Deputy Commissioner of Assam’s border district Hailakandi, said the “police used minimum force” while controlling the mob and advised restraint on the part of all stakeholders. Assam has had boundary conflicts with neighbouring states in the northeast and with West Bengal. At least 40 people have died in clashes along the border with Arunachal Pradesh, Nagaland, Meghalaya and Mizoram since the 1960s.

Poppy cultivation destroyed in Arunachal No new entry into DIMAPUR, Mar 13 (NPN): As part of its effort to make Arunachal Pradesh a drug free state, the troops of Khonsa battalion Assam Rifles in coordination with Arunachal Police personnel under DC and SP Tirap, NCB and local NGOs carried out mass destruction drive on opium cultivation at villages- Lazu, Sanliam, Raho & Longlem, under Lazu circle district Tirap of Arunachal Pradesh from March 9 to 12. During the drive, a total of approximately 103.42 acres standing opium cultivation in the fields was burned down, a press statement from Assam Rifles informed. This was followed by a public meeting at Lazu circle, where awareness message on the ill effects of drug abuse among the teenagers were circulated by urging the teenagers to join the armed forces, police services & other government services.

Insurance scheme for scribes in Assam

Guwahati, Mar 13 (PTI): Assam Government has proposed an insurance scheme for journalists and their families in the budget for 2018-19. Presenting the budget in the assembly yesterday, Assam Finance Minister Himanta Biswa Sarma said, “I have earmarked a budgetary allocation of Rs 63 crore in 2018-19 for the (Information and Public Relations) Department (that would implement schemes for journalists). The New Journalist Insurance Scheme would ensure security and protection of the journalists and their families, he said. The minister said he has made necessary provision for media fellowship for pursuing higher studies in journalism so that 20 media persons can be selected for it at the rate of Rs 50,000 each. “As a token of appreciation of the work being done by the Media Trust, I propose to give a one-time grant of Rs 10 lakh to the Trust,” he had said. The government has also extended one time ex-gratia of Rs 5 lakh each to the next of kin of 31 journalists of the state who have lost their lives or have been declared missing while on duty, Sarma said. “Further, as promised in my speech last year, the Pension Scheme for Journalists has been introduced to provide retirement benefits to journalists working for more than 20 years in Assam. We have already distributed individual pensions of Rs 8000 per month to many respected journalists,” he said.

Imphal, Mar 13 (PTI): Security forces have recovered heroin and brown sugar worth Rs 2 crore in Manipur’s Tengnoupal district and apprehended a woman, an Assam Rifles release said. During routine checking of vehicles at Sita junction in Tengnoupal district on Sunday, a combined team of Assam Rifles and Manipur Police commandos recovered the heroin and brown sugar kept hidden inside a rice cooker by a woman, the release said yesterday. The woman was travelling from Moreh town to Imphal, the release said. The security forces apprehended the woman for smuggling the contraband items. The woman and the seized contraband were handed over to the state police, it added.

Quality of education is the need of the hour,” Deb said after inaugurating a 30-day faculty induction training programme organised by the Faculty Development Centre of Tripura University. He said, “Israel is a small nation. But due to its technical and non-technical knowledge this tiny country is well acknowledged by the entire world. Tripura might be a small state, but if we become a model in education

and knowledge the other parts of the world would give us due importance.” The training programme was undertaken under the scheme of Pandit Madan Mohan Malaviya National Mission on Teachers and Teaching scheme. The Department of Higher Education had launched the ambitious scheme in March 2015 with a budget of Rs 900 crore for the 12th Plan period. The Tripura University is the first varsity in the entire northeastern region to implement the mission. “To make the Tripura University one of the best educational institutions, the state government is ready to do whatever is needed. It is keen to see the university produce best students for the welfare of the society and the country,” the Chief Minister added. At least two persons had died and eight others were injured when police opened fire on people protesting against the arrest of a Buddhist monk at Tawang in Arunachal Pradesh on that day. Lama Lobsang Gyatso, a Buddhist monk and the general secretary of Save Mon Region Federation, which has been opposing mega dam projects in Tawang and West Kameng districts, was taken into police custody on April 26 that year after an audio clip surfaced where he allegedly said that Guru Tulku Rinpoche, the abbot of the famous Tawang Monastery, should distance himself from hydropower issues in the districts. According to official source, the officials - Ashok Sharma from Rajasthan’s Sikar village and Bidhuyut Majumdar from Assam’s Lamding - were released at a place near Nungkau under Nungba police station of Tamenglong district Monday, around 6 pm. They were whisked away from their worksite at Makru village under Tuosem police station of Tamenglong district on March 10. A highly reliable source said that after taking captive of the officials of Bhartia Infra Projects Limited (BIPL), the kidnappers have demanded a ransom amount of Rs 1.5 crore. Guwahati, Mar 13 (PTI): Over 32,000 posts, including nearly 28,000 teaching posts, are lying vacant in government schools across Assam, the state Assembly was informed Tuesday. Assam Education Minister Himanta Biswa Sarma said at present 15,852 teaching posts are lying vacant in Middle English and High Schools of the state. In the primary schools, the vacancy of regular teachers stands at 12,121, Sarma said in a written reply to a query by Congress MLA Jakir Hussain Sikdar. He also said that 999 third grade and 2,113 fourth grade posts are vacant in the middle English and high schools, while 1,189 fourth grade posts are vacant in primary schools. The minister said that steps are being taken to fill the vacancies. C u r r e n t ly, 9 9 , 2 3 4 teachers are working in primary schools, while 55,094 are teaching in middle English and high schools, Sarma said. Similarly, a total of 14,362 persons are working in third and fourth grade posts in primary, middle English and high schools across the state, he added.

Shillong, Mar 13 (PTI): Meghalaya Home Minister James K Sangma has said the new dispensation is making concerted efforts to tackle militancy and crime. “The government of Meghalaya is committed to its goal of ensuring that the state is free of militants and criminals,” Sangma said after eight GNLA cadres surrendered before him at the police headquarters yesterday. The surrender came just a few weeks after the killing of GNLA “commander-in-chief ” Sohan D Shira on February 24. This is the “beginning of the end of militancy” in Meghalaya, Sangma said, appealing to other militant organisations in the state to shun violence and return to the mainstream. “The surrendered cadres will be receiving a rehabilitation package. They will be given much-needed guidance too,” Sangma said. The militants yester-

TB-free India by 2025: PM focus on eradication

New Delhi, Mar 13 (IANS): Judiciary cannot remain silent or inactive in case of violation of human rights and access to justice is available to people through the PIL which is sometimes confused with judicial activism, Supreme Court Judge, Justice Madan B. Lokur has said. The judiciary has to step in and strike down the law which violates human rights, he said and also stressed on the protection of defensive rights like right to be protected against crime and abuse of power. “Judiciary can not remain silent if there is violation of rights of people. If there is violations of human rights then judiciary cannot fold his hand,” he said in a lecture organised by Commonwealth Human Rights Initiative (CHRI) on Monday. Justice Lokur said that the right to access to justice can be achieved through Public Interest Litigation (PIL), but stressed that it is “sometime confused with what is described as judicial activism”. “Judiciary has to stand up and take notice of this,” he said, terming PIL a necessity to deal with the government’s inaction.

Delhi High Court seeks CBI’s response to bail plea of Karti New Delhi, Mar 13 (AGENCIES): The Delhi High Court on Tuesday sought a response from the CBI on the bail plea of Congress leader and businessman Karti Chidambaram, who is arrested in the INX Media corruption case. Justice S.P. Garg told the CBI to file a status report before March 16. The CBI, however, contended that the matter was not maintainable. During the hearing, senior advocate Kapil Sibal, appearing for Mr. Karti, said he would withdraw the bail plea from the trial court. Earlier in the day, the

matter was posted before Justice Indermeet Kaur but she recused herself from hearing Mr. Karti’s bail plea. She said she would refer the matter to the Acting Chief Justice for assigning the bail plea to another bench for Tuesday itself. The bail plea was mentioned on Monday before the bench of Acting Chief Justice Gita Mittal and Justice C Hari Shankar and listed for hearing today. On Monday, Mr. Karti, son of former Union Minister P. Chidambaram, moved the High Court seeking bail, hours after a court sent him to judicial custody till March 24.

TB was responsible for 1.7 million deaths in 2016, despite most cases being curable while over 10 million people contract TB every year. The summit would set the stage for the September 2018 United Nations HighLevel Meeting on TB, where for the first time, TB would be discussed in the UN General Assembly at the Heads of State level.

New Delhi, Mar 13 (IANS): Congress President Rahul Gandhi on Tuesday said that the attack on CRPF troopers in Chhattisgarh that left nine paramilitary personnel dead reflected a deteriorating internal security situation under the Narendra Modi government. “The Maoist attack in Sukma, Chhattisgarh in which 9 CRPF jawans lost their lives is tragic. It reflects a deteriorating internal security situation due to flawed policies,” tweeted Gandhi. “My condolences to the families of those killed. To those who have been injured, I wish a speedy recovery,” he added. At least nine CRPF personnel were killed and three others injured when Maoists blew up their antilandmine vehicle in Sukma on Tuesday, said a senior Chhattisgarh Police official. The blast was followed by a heavy exchange of fire between the security forces and the rebels. New Delhi, Mar 13 (PTI): Launching the TBfree India campaign to eradicate the disease by 2025, Prime Minister Narendra Modi today said global efforts to eliminate tuberculosis have not been successful and stressed on changing the approach to achieve the goal. oon after results of the recently held state assembly election were declared on March 3,2018 the main contenders –NDPP with BJP( with 18+12) including one Independent and JDU were kept in hotels in Kohima and Dimapur. Elected members of the single largest party, NPF which won 26 seats, were also kept in a hotel in Kohima. The NPF had pre-poll alliance with NPP (which won two seats) and JDU(which won one seat). However, even without breaking the alliance, the lone JDU legislator joined the People’s Democratic Alliance(PDA). Later the NPP also did a U-turn by backing the PDA. Both JDU and NPP party organisations in the state had to reverse their decisions because their elected members went ahead in joining the PDA. Rather than being reduced to parties without MLAs, the two decided it was better to give their elected members a free hand. The present position is that the ruling coalition of the PDA has 34 members as against the opposition NPF with 26 members. The razor-thin majority is a cause for concern for the ruling since a shift by four MLAs to NPF could result in a tie of 30-30 members each between them and in which, neither would be able to form a government. However, the Speaker is not counted as member of any party because the incumbent is supposed to be neutral but may vote only in case of a tie. On the other hand if the four members withdraw support but do not join the opposition, then it would mean that the PDA will continue to remain as the single largest bloc though not enjoying even a simple majority. What one understands from the arithmetical composition of the present 13th Nagaland Legislative Assembly, is that it may prove to be a tenuous period where anything could happen. Most importantly, the BJP has gone beyond being the kingmaker; instead the party has become the dominant partner though with lesser number by virtue of having the blessings of the BJP leaders such as prime minister Narendra Modi, Amit Shah and others. For the BJP, winning 12 seats is perhaps something to talk and boast about since, so far it is the highest ever tally the party has won in any of the so-called Christian dominated hill states of Nagaland, Meghalaya and Mizoram. The win in Nagaland is also an eye opener to those who were under the illusion that voters would be aware about the implication of BJP gaining a toehold. One of the implications is that it sent a strong message across India that even Naga voters have embraced the BJP and have rejected the distortions against it by the Congress. Practically speaking, the BJP has benefitted from the alliance with the NDPP after it was offered 20 seats by the latter. The NPF cannot hope to form any government even if the all four MLAs join back its claim. The hotel politics that has become the trademark of Nagaland legislators is another low in politics. It only shows that legislators can switch sides at any given moment so they have to be quarantined or corralled in hotel rooms. If this is the kind of politics then what kind of change can people expect from those who are morally rudderless?

The salvation which comes from God means being completely delivered from myself, and being placed into perfect union with Him. When I think of my salvation experience, I think of being delivered from sin and gaining personal holiness. But salvation is so much more! It means that the Spirit of God has brought me into intimate contact with the true Person of God Himself. And as I am caught up into total surrender to God, I become thrilled with something infinitely greater than myself. To say that we are called to preach holiness or sanctification is to miss the main point. We are called to proclaim Jesus Christ (see 1 Corinthians 2:2). The fact that He saves from sin and makes us holy is actually part of the effect of His wonderful and total surrender to us. If we are truly surrendered, we will never be aware of our own efforts to remain surrendered. Our entire life will be consumed with the One to whom we surrender. Beware of talking about surrender if you know nothing about it. In fact, you will never know anything about it until you understand that John 3:16 means that God completely and absolutely gave Himself to us. In our surrender, we must give ourselves to God in the same way He gave Himself for us— totally, unconditionally, and without reservation. The consequences and circumstances resulting from our surrender will never even enter our mind, because our life will be totally consumed with Him.

But Farooq is wrong to blame Jawaharlal Nehru and Sardar Patel for it. I am witness to that era and this is how I understood the events. Jinnah was an “ambassador” of Hindu-Muslim unity, as Sarojini Naidu, a top Congress leader, put it. He was driven to it. It is clear that the differences between Hindus and Muslims had become so acute by the beginning of the forties that something like partition had become inevitable. For those who still regret the division, I can only say that the British could have probably kept the subcontinent united if they had been willing to ladle out more power in 1942 when Sir Stafford Cripps tried to reconcile the aspirations of the people of India with his limited brief. the Cabinet Mission proposals of a Centre with limited powers. The states would have all the powers except those which were entrusted to the Centre. Jinnah had agreed to the Cabinet Mission plan. But the ifs of history are at best hypothetical and at worst subjective. Has partition served the purpose of the Muslims? I do not know. In Pakistan people avoid the word “partition”. On 14 August they celebrate their deliverance not so much from British rule as from the fear of Hindu rule. During my trips to that country, I have heard people say that they are happy that at least they have “some place” where they feel secure, free of “Hindu domination” or “Hindu aggressiveness”. But I feel that the Muslims have been the biggest losers; they are now spread over three countries, India, Pakistan and Bangladesh. Imagine the influence that their numbers—their votes—could have commanded in the undivided subcontinent. They would have been more than one-

third of the total population. The worst part is that a line has been drawn on the basis of religion. It will always be brisling with enmity and weapons on both sides. The two countries have already fought two wars in 1965 Kuldip and 1971 and they are growling all the times, not letting the people to live in peace. I do not see the subcontinent being reunited. But I do believe that one day the high walls that fear and distrust have raised on the borders will crumble and the peoples of the subcontinent, without giving up their separate identities, will work together for the common good. This might usher in an era fruitful beyond their dreams. This is the faith which I have cherished ever since I left my home town, Sialkot, in Pakistan, 70 years ago. And this is the straw I have clung to in the sea of hatred and hostility that has for long engulfed the subcontinent. Quaid-e-Azam Mohammad Ali Jinnah came to

He said Germany and France which had fought wars against each others, were now the best of friends. The same things would happen to India and Pakistan. He was proved wrong. The forced migration due to mistrust between the two communities made people leave their homes and hearts. They left, however, with the conviction that they would come back after the post-partition fallout had settled down. The Hindus and Sikhs

left West Punjab and Muslims East Punjab. There was ethnic cleansing. And in the process, one million people lost their lives. I tried to talk to Lord Radcliffe at London who had delineated the border. He did not want to discuss the partition. I am told that he refused to pick up the fee which was fixed at rupees forty thousand. He thought that what had happened was on his soul and he could not forgive himself for the killing. Why the people killed one another when they had lived together for centuries? Nothing would be more futile than the effort to pin down who was responsible for the partition. With the sequence of events stretching back for over seventy years, such an exercise can only be an academic sturdy. Pakistan Founder Mohammad Ali Jinnah went on plugging that Hindus and Muslims were two separate nations and this made them increasingly distant from each other. Mahatama Gandhi did reply to Quaid-e-Azam’s

contention. Gandhi said that would he belong to a different nation if he embraced Islam and what would happen if he came back to the fold of Hinduism. The worst thing which has happened is that Pakistan has come to be known as Muslim country. India has adopted secularism but Hindutva has not been stemmed. Unfortunately, there is a growing feeling amongst Hindus, particularly after the advent of Prime Minister Narendra Modi to power that they being a majority in the country should have a system which emits Hindutva. One may recall the secular face of national struggle and the rule for the first five decades or so. But today, RSS chief, Mohan Bhagwat calls the shots. This is despite the secular constitution and the laws framed under it. Farooq Abdullah should not blame Nehru and Patel because they passed on the baton to the next generation which is growing up in an atmosphere of they and we, Muslims and Hindus.

Do not seek respect, earn it

uthor, Ziad Abdelnour, wrote in his book, ‘Economic Warfare’, “Seek respect and not attention. It lasts longer”. Do you agree with him? Is it right to seek respect? The title of this article conflicts with his idea. I opine that seeking respect is unwise. What is respect? Oxford Advanced Learner’s Dictionary defines respect as a feeling of admiration for somebody/something because of their good qualities or achievements. According to this definition, respect is accorded for two reasons: good personalities and accomplishments. So, one can be respected without being admired or adored. How often humankind seek respect, honor, fame, reputation, appreciation and praise of others! We seek these in the field of religion, politics, film industry, business and society. For want of fame or recognition, attempting to do or contribute something to the society/organization as a leader during one’s tenure is very a common trait. It is not wrong to contribute something good to the society; however, when the sole aim or objective is not to benefit the people or society, but rather to obtain acclamation or honor, it is flawed. You do something for the people but the focus is yourself. You are seeking respect, honor and praise through your deeds. In public gathering, many often spell out in detail the activities they have carried out. I don’t argue that testimonies cannot be shared, but if you proclaim because you want to be recognized and extolled, you tarnish your own image. Many often complain that their names are not in the program, monolith, souvenir, etc. They are respect-seekers. If you are reliable, whether your name is in the program or not, you won’t bother or worry for you are regarded by the community. Certain people give money for a program as they want the organizers to call out their names and acknowledge them. Some always expect others to invite them to be the speaker or resource person or leader in programs. If their names are not in the program, they refuse to participate. On the contrary, respected persons think lowly of themselves. Others’ invitation humbles them. Recently, before the Nagaland State Assembly Election, it was disheartening to see the poster of some political parties in the local dailies. I say disheartening because some political parties used some full newspaper pages to attract the voters. It’s a sheer wastage of money and space. I don’t contend that they don’t have the right to do it. But the fact of the matter is as they know that they have failed in winning the trust of the people through their good life and deeds, they resort to such act. I believe most of the people, including their party members, were not impressed and inspired by such advertisement; it only irks the public. Those who fail people seek respect. Those who love the people and selflessly work for the society don’t seek it, for they know that without seeking, it is given. Respect is two-way: if you respect others, they respect you.

Respect must not be sought, but earned. It can be earned by living a good life, by being sincere, hardworking, doing commendable job. It is considerably gained by ‘loving the people’. Bruce Lee said, “Knowledge will give you power, but character respect”. Industrious people may be respected in one sense but they may not be valued. For instance, if you achieve success one time, say passing a competitive exam, you may be respected for that feat. But after getting the job, if you are selfish, callous and imperious, you may not be esteemed thereafter. Our people are crazily and obsessively engrossed in thinking and talking about the so called ‘highest’ and ‘toughest’ exam, UPSC exam. Especially, the news and talk of cracking IAS is rife. We discuss as though those who crack IAS are supernatural beings. I don’t mean cracking UPSC exam is easy. But the pertinent question we need to ask is do we truly respect IAS Officers? I think most of the people respect the exam, not the IAS officers. I don’t say all the IAS officers are unreliable. But, in my observation, many IAS officers are just respected for ‘what they are’, not ‘who they are’. A good number of IAS officers have come and worked in our districts, but many of them have not been regarded well by the community. They are not honored because they do not truly love the people and passionately serve them. Once, one of my intimate friends told me that he won’t respect even an IAS officer if he/she is not good. He was sensible in his remark, for clearing the exam does not make a person good. Many IAS officers are untruthful and inconsiderate; you might have seen a bunch of them. In my opinion, earning true respect mostly comes from within, not principally from our achievements. A good cultivator may be more valued than an IPS officer. Today, we are in need of more leaders who are esteemed not because of their ‘designations’ or ‘titles’, but because of ‘who they are’ and their invaluable services rendered. We indeed fail to cooperate, encourage, and support our leaders, but the leaders also fail to understand that they are not respected because they often seek it. Good leaders are followed by the people. Many of our society leaders do not influence and impact the public. To me, that ability to influence stems from ‘within’. Some leaders may do lot of activities but still they may not be cherished. Why you do what you do, the motive of doing things matter. Be good, do good, love people and sacrificially work for the society. Then, you don’t need to seek respect, you will be respected. You don’t have to be so keen in declaring what you do; your good deeds will be heard and known. If you seek fame, you defame yourself. If you seek respect and honor, you are inviting disrespect and dishonor. International movement for religious freedom and human rights

E

very citizen in India is entitled to the fundamental Right of Freedom of Religion under Article 25 of the Constitution of India. The makers of our constitution ensured that citizens have the right to choose and practice their religion without any fear or threat from another community. Even the Universal Declaration of Human Rights, proclaimed by the United Nations in 1948, accorded all human beings equal and have the same rights as anyone else, or that was the thought at least. Reality, sometimes, is stranger than fiction. Least to say, it’s a bit different. Several Indian states and Hindutva Groups use muscle and power to attack the minorities while they themselves openly boast about converting people from other religions to Hinduism. In Jharkhand, the Rashtriya Swayamsevak Sangh (commonly known as RSS) aims to make whole blocks “Christianity free” and have been force converting hundreds of families to Hinduism. But what’s even more sad (and shocking) is when you realize these kind of practices are not just prevailing in India but even in countries like South Korea, which resulted in the death of a 25-year-old woman. Known for its momentous industrial growth in the past few decades, South Korea has continued making headlines in several avenues of global interests including the recent winter Olympics at Pyeongchang and being announced as one of the World’s Greatest Success Stories, in several global influential publications. But what most of the world is unaware of are the unscrupulous and unethical ploys being run in the name of religious counselling. Modus Operandi: Coercive Conversion The religious leaders try to teach their doctrines to the youth members, especially those belonging to another congregation, religion or faith.Upon disagreement, the religious leaders usually try to influence the youth’s parents and resort to several unethicalandeven illegal ways, including kidnapping and prolonged confinement,to enforce their doctrines to the individuals. According to reports from the Human Rights Association for Victims of Coercive Conversion Programs (HAC), there have been more than 1000 victims of Coercive Conversions. Coercive conversion is a program run by an organized group of religious leaders who forcibly convert people to their own religion for monetary gains. They usually target the youth generation, as this segment is (more) susceptible to such dubious schemes. Citizens Gather Together, but Silence from Government and Religion Continues The 25-year-old Korean woman, Ms. Ji-Un Gu, was found dead in January this year while she was confined in a small lodging far away from her place. She was suffocated to death from an obstruction in the airway while she had been

kidnapped by her family and forced to change her religion. Before this, she was also taken in 2016 to a Catholic monastery for 44 days. At that time, she was kidnapped by her family and a Christian pastor forced her to convert. After that, Ms. Gu filed a petition for legal protection of citizens from religious discrimination to the Blue House, the presidential office of South Korea. While there has been no official response from the Blue House, Ms. Gu was kidnapped again. But this time, she diedin her confinement. The HAC urged the government to take responsibility for investigation of the conversion program and prevention of reoccurrence of similar cases. The Ministry of Culture, Sports and Tourism made it known that it cannot carry out investigation on a religion due to the principle of the separation of church and state. The HAC further says that there have been more than 1,000 victims for the last decade. The online petition for ban on coercive conversion program received 140,000 supporters, but it disappeared in the government website without any explanation. The religious circle in South Korea is also consistent in remaining in silence. Targeting those who change their religious orientations, coercive conversion programs by religious leaders have been carried out with a tacit agreement from religious organizations in Korea. In the name of “educating ‘lost followers’ taken to cult”, the Korea Christian Heresy Research Center has been actively promoting the conversion program and even claims that the pastors involved in “cult consulting” should be protected. Freedom of religion The South Korean government has been actively engaged in reconciliation process with North Korea, but not even a single official statement from the government on 1,000 victims from forcible change of religion against individuals in minor religious denominations has not been delivered. Human Rights Association for Victims of Coercive Conversion Programs (HAC), hosted a rally on March 4 in major cities including Seoul for legislation to protect religious freedom in terms of human rights and investigation of Christian pastors involved in

“coercive conversion programs”, accompanied with kidnapping and confinement of individuals by family members instigated by pastors. Around 100,000 Korean citizens participated in the rally. The last rally in January was held in 22 locations in 12 countries including the United States, Japan, South Korea, the Philippines and France with 200,000 participants after a death of young woman caused by coercive conversion. The recent rally is a part of an international movement, condemning silence of both the Korean government and Christian community in the country. Over the Family Issue “The problem of coercive conversion program is that Christian pastors consider it as a business to make money in the name of ‘counseling’ for protection of family from cult. Through this, they instill distrust in the familyagainst otherfamily members who pursue other religions,” said Ms. Ji Hye Choi, co-president of HAC. “The consequence is destructive. Mental traumas, fear, family breakdown, divorce, losing jobs, school dropout and many other irreversible problems continue,” she added. In her interview at Franceinter the French state-run radio, Ms. Hye Jung Lim said, “Three men came to me grabbed my hair and dragged me into my place. I jumped over the wall, ran in bare feet and luckily got a taxi to escape. My life changed ever and I lost my family. I reported what happened to the police but their response was family issues should be handled within the family.” “The fundamental issue behind the death of a young woman from the conversion program is the the corruption of the whole Christian world represented by the CCK. The organization with the majority of the Presbyterian Church has been controversial in worshipping the Japanese emperor, support forthe military dictatorship in the 1970s and illegal fund during the CCK presidential election.It is obvious that many followers leave church to pursue other religions. What can we say about the relationship between the government and church when the government is hesitant to protect citizens and religions are not willing to give love to those who lose faith?” said Mr. Sang Ik Park, co-president of HAC. Adding to this woe, is the decreasing number of posts advertised year-by-year. Now that the government has made an amendment to increase the ratio to 1:10.It’s our humble prayer that this amendment should have an effect from this year preliminary results. When addendum can be made just before the preliminary results, this amendment should also be considered. RAIPUR/NEW DELHI, MAR 13 (PTI): Nine CRPF personnel were today killed after Maoists blasted their mine protected vehicle using over 50 kgs of explosives in Chhattisgarh’s Sukma, about a year after a dozen jawans were killed in a similar ambush in the district. Officials said the incident took place around 12:30 pm along the 5-km under-construction Kistaram-Palodi road when the troops of the 212th battalion of the Central Reserve Police Force (CRPF) were out for an operation. Home Minister Rajnath Singh said the incident was “deeply distressing” and asked CRPF Director General R R Bhat-

nagar to rush to Chhattisgarh. “My heartfelt condolences to the families of those personnel who lost their lives in Sukma blast. I pray for the speedy recovery of the injured jawans,” he said. The home minister spoke to Chhattisgarh Chief Minister Raman Singh who briefed him about the incident, steps taken for the jawans’ treatment and operations to nab those involved. The armoured MPV had gone about 10-feet into the air and crashed on the ground before splitting into pieces. All the personnel were killed due to the impact of the blast even as many were thrown out of the vehicle, officials said.

“The troops who came under attack were travelling in the MPV and going towards a newlyopened post in Palodi. Naxals were first spotted in the area around 8 am and the CoBRA teams effectively retaliated and broke the ambush. “However, when a convoy of motorcycles and 2 MPVs were crossing the area in the noon, the second mine protected vehicle got caught in the blast,” Bhatnagar told PTI in Delhi. He had returned from the state only this morning after conducting an official tour. When asked why MPVs were being used despite their vulnerability in Naxal areas, the DG said they were used sparingly and that they had not been abandoned completely for use in operations. Officials said nine men were killed while two other jawans are injured after the armoured vehicle was blown up using over 50 kgs of improvised explosive devices (IEDs) concealed under the track that joins Kistaram to Palodi, a senior official said. A senior CRPF official in Raipur said the patrol squad had launched the search-cum-area domination operation from

Kistaram towards Palodi, located around 500 kms from here, in view of the visit of Sukma Superintendent of Police Abhishek Meena in Palodi today. The blast is suspected to have been triggered by Maoists by joining wires from a distance when the MPV crossed over the IED, officials said. They said the Maoist cadre led by elusive Naxal commander Hidma and his PLGA (Peoples Liberation Guerrilla Army) battalion no 1 could be behind the deadly attack. Sukma, considered one of the worst insurgency-hit regions of the state, has witnessed several dreaded attacks on security forces in the past, particularly in summer season during which rebels carry out an annual tactical counter offensive campaign (TCOC). There were reports that the TCOC was launched by the Naxals early this year, from late February as compared to March-end, the official said. Soon after the incident, reinforcements were rushed to the spot, around 500 kms from state capital Raipur, officials said, adding further details were awaited.

BJP MP remarks on protesting farmers draw flak

The remarks drew flak from the CPI(M), NCP and AAP, whose leaders targeted the BJP MP for the “insensitive” remarks. The MP from Mumbai North Central said it was the responsibility of the BJP-led Maharashtra government to sit with the protesters, who were being “captured” by Maoists, to solve their problems.

Mumbai, Mar 13 (PTI): State Bank of India today reduced the penalty charges on non-maintenance of average monthly balance by up to 75 per cent from April 1 as the measure had faced a public backlash for raking in huge profits by way of penal charges. However, the bank has not lowered the monthly minimum balance requirement which has been retained at Rs 3,000 for metro customers, at Rs 2,000 for semiurban accounts and at Rs 1,000 for rural accounts. The move will eat into the fee income of the bank, which had reported first quarterly loss in 20 years, as it had to make huge provisions for bad loans. “We’ve reduced these charges taking

into account the feedback and sentiment of our customers. We have always focused on keeping the interests of our customers first and this is one of our many efforts towards fulfilling customer expectations,” SBI Managing Director for retail and digital banking P K Gupta said in a release. Last April, the nation’s largest lender had re-introduced the penal charges on non-maintenance of average monthly balance, after a gap of five years. Later in October, the bank had revised down the charges to some extent. Between April and November 2017, the bank netted a windfall of Rs 1,771.67 crore, more than its second quarter profit, from customers for nonmaintenance of minimum balance, according to the finance ministry data.

New Delhi, Mar 13 (Agencies): IndiGo airlines cancelled 47 flights today after the Directorate General of Civil Aviation (DGCA) grounded 11 Airbus 320 Neo planes. Yesterday morning, a Lucknow-bound IndiGo flight from Ahmedabad had to make an emergency landing due to a mid-air engine failure. NEW DELHI, Mar 13 (PTI): Union Minister Suresh Prabhu Tuesday said that he has asked civil aviation ministry officials to prepare a plan for providing air cargo support to agricultural hubs to promote farm exports. The commerce and industry minister, who also holds additional charge of the civil aviation ministry, said that draft policy to increase agricultural exports is ready and is being circulated for inter-ministerial views. He said that effort would be made to provide air cargo support to the sector to promote exports of agri commodities. “I have asked officers (of civil aviation ministry) to prepare a plan” to provide this support with a view to

New Delhi, Mar 13 (PTI): Indian Oil, ONGC and Coal India have emerged as the most profitable PSUs for 2016-17, whereas BSNL, Air India and MTNL incurred the highest losses, according to a government survey tabled in Parliament Tuesday. The Public Enterprises Survey 2016-17, which mapped the performance of central public sector units, showed that the top ten lossmaking state-owned firms accounted for a whopping 83.82% of the total losses made by 82 loss-making CPSEs during the year. BSNL, Air India and MTNL incurred 55.66% of the total losses suffered by the top ten loss-making CPSEs in 2016-17.

NEW DELHI, Mar 13 (PTI): Tightening the noose around wilful defaulters, the government has asked banks to ‘name and shame’ such borrowers by publishing their photographs and other details in newspapers. The finance ministry has written a letter to all state-run banks directing them to take board approvals for publication of photographs of such defaulters. Mumbai, Mar 13 (PTI): State Bank of India Tuesday reduced the penalty charges on non-maintenance of average monthly balance by up to 75 per cent from April 1 as the measure had faced a public backlash for raking in huge profits by way of penal charges. However, the bank has not lowered the monthly minimum balance requirement which has been retained at Rs 3,000 for metro customers, at Rs 2,000 for semi-urban accounts and at Rs 1,000 for rural accounts. The move will eat into the fee income of the bank, which had reported first quarterly loss in 20 years, as it had to make huge provisions for bad loans. “We’ve reduced these charges taking into account the feedback and sentiment of our customers. We have always focused on keeping the interests of our customers first and this is one of our many efforts towards fulfilling customer expectations,” SBI Managing Director for retail and digital banking P K Gupta said in a release. Bus crash kills 38 in Ethiopia ADDIS ABABA, MAR 13 (AFP): Thirty-eight people have died after the bus they were travelling in plunged off an embankment in northern Ethiopia, state media said today. “A total of 38 people, (28 male, and 10 female) were killed in the accident,” state-affiliated Fana Broadcast Corporate said of the crash in the Legambo district of the regional state of Amhara, citing local authorities. Ten passengers survived but suffered “serious and minor injuries” in the accident, which took place between the towns of Dessie and Mekane Selam, Fana reported. Amhara regional spokesman Nigussu Tilahun confirmed the accident, saying it happened on Monday. He added that most of the passengers were from towns near the site of the crash, the cause of which remains unknown. “You can guess it might be technical, but the police are investigating it,” he said.

BANGKOK, MAR 13 (AGENCIES): Myanmar’s government on Tuesday rejected two reports presented to the U.N. Human Rights Council that concluded it committed extreme human rights violations, probably amounting to crimes under international law, in its repression of several minority groups, reports AP. Government spokesman Zaw Htay said the reports presented Monday by the Independent Fact-

Finding Mission on Myanmar and U.N. Special Rapporteur on Human Rights in Myanmar Yanghee Lee lacked credibility. The report of the FactFinding Mission, chaired by former Indonesian Attorney-General Marzuki Darusman, was based on hundreds of accounts by victims and witnesses of reported human rights violations, as well as satellite imagery, photographs and video footage.

The mission’s members were barred by Myanmar’s government from entering the country, so its researchers interviewed refugees and others in Bangladesh, Malaysia and Thailand. Zaw Htay said Myanmar had barred the FactFinding Mission because it rejected its legitimacy. He questioned the reliability of its research and cast doubts on the credibility of the refugees’ stories. “We are not denying rights violations but we are asking for strong, fact-based, and trustworthy evidence on the allegations they are making,” Zaw Htay told The Associated Press by telephone. He also said Myanmar would no longer cooperate with Lee because she “has made biased, one-sided and unfair accusations against Myanmar.” Lee told the Human Rights Council that violent sweeps by the Myanmar army in Rakhine state that prompted about 700,000 Rohingya Muslims to flee

to neighboring Bangladesh “bear the hallmarks of genocide.” She said accountability for the abuses in Rakhine should be “the focus of the international community’s efforts to bring long-lasting peace, stability and democratization to Myanmar.” “This must be aimed at the individuals who gave the orders and carried out violations against individuals and entire ethnic and religious groups,” she said. “The government leadership who did nothing to intervene, stop, or condemn these acts must also be held accountable.”

KATHMANDU, MAR 13 (PTI): Nepal today voted in its presidential election with early trends indicating a win for incumbent Bidya Devi Bhandari, the country’s first woman president. Bhandari is on course for an overwhelming majority since her nomination is backed by the ruling Left alliance of the CPN-UML and CPN (Maoist Centre), the Sanghiya Samajbadi Forum-Nepal and other fringe parties, the Kathmandu Post reported. Bhandari is facing Nepali Congress leader Kumari Laxmi Rai for the post of head of state. A total of 334 members of the federal parliament, comprising 275 members of the house of representatives, 59 of the national assembly, and 550 of provincial assemblies are eligible to vote in the election. But three nominees of the national assembly will be out of the voting process because their appointments have been challenged in the Supreme Court. According to the Act for the Election of President and Deputy President, each vote of a lawmaker in the parliament will have a weightage of 79 and those from provincial assemblies will have 48. With 148 lawmakers in the Federal Parliament and 243 in Provincial Assemblies, the CPN-UML commands a total vote of 23,356. CPN (Maoist Centre) has 65 lawmakers in parliament and 108 in provincial assemblies, which account for 10,319 votes.

COLOMBO, MAR 13 (PTI): The Sri Lankan government is unlikely to extend the 10-day nationwide state of emergency imposed after communal riots erupted in Kandy district, as no fresh incidents of violence has been reported from anywhere in the country, the new Law and Order Minister has said. Communal violence broke out in the country’s scenic district following the death of a man from the mainly Buddhist Sinhalese majority, resulting in the death of two persons and damage to several homes, businesses and mosques. President Maithripala Sirisena has appointed a three-member commission to probe the communal clashes in Kandy. He had declared a nationwide state of emergency on March 6 and deployed the police and military to prevent escalation of violence after clashes between

t the invitation of the SPIC MACAY (The Society for Promotion of Indian Classical Music, Art and Culture Among Youth) the ‘Ao Naga Choir’ performed at Kochi, Kerala on March 11. SPIC MACAY in collaboration with the Ministry of Tourism , had been conducting programmes at various heritage and tourist sites all over India, under the ‘Incredible India series’. The choir was requested to perform Sacred, Classical, Gospel and Naga folk songs. The concert was held

at the ‘Bastion Bungalow’ a heritage site at Fort Kochi, a quaint little place which still retains its old world colonial charm and has a cosmopolitan culture highly influenced by historical trading partners Phoenicians, Portuguese, Dutch, Arab, Chinese and Japanese. DUBAI, Mar 13 (PTI): Kagiso Rabada regained his top spot among bowlers crossing the coveted 900point mark in ratings even as Indian off spinner Ravichandran Ashwin climbed up a couple of notches to be placed fourth in the ICC Test Player Rankings, released on Tuesday. Rabada was back as No 1 after his ‘Player of the Match’ effort of 11/150 helped South Africa defeat Australia by six wickets in Port Elizabeth to level their four-match series at 1-1. 2009 IPL probe: Srinivasan crossexamined Mumbai, Mar 13 (Agencies): The adjudication authority cross examined former BCCI president N Srinivasan in connection with transfer of funds from India to South Africa in 2009 for IPL without mandatory permission from RBI. It is alleged that in 2009, BCCI transferred foreign exchange equivalent to Rs 243 crore into the account of Cricket South Africa to organise the tournament there. In 2009, Shashank Manohar was the president of BCCI and N Srinivasan the secretary. Lalit Modi was, at that time, vice-president of BCCI and also the commissioner of IPL. During the cross examination proceedings, Srinivasan’s representative read out his earlier statement where he had mentioned that Modi was also part of the decision-making process related with the transfer of the funds, said a source. Srinivasan said that he was just following the instruction of than BCCI president (Manohar) and the cricket board’s working committee. Modi’s lawyer Mehmood Abdi said, “During the proceeding, Srinivasan tried to put the entire blame on Shashank stating that he was chief functionary of BCCI and everyone was working under him. Shashank is blaming Srinivasan. Modi was not involved in the financial decision-making process of the board or shifting of the IPL matches.”

Man City broke the deadlock after just 10 minutes at the bet365 Stadium thanks to Silva’s neat sidefooted finish. The Spain midfielder then doubled the visitors’ advantage, converting after a lovely move five minutes into the second half. As a result, Pep Guardiola’s side will now win the Premier League by beating Everton and second-placed Manchester United in their next two fixtures. Stoke, meanwhile, remain in the relegation zone and a point from safety with just eight games left of the season. L o n d o n, M a r 1 3 (IANS): English football club Southampton has announced the sacking of coach Mauricio Pellegrino, who joined the EPL side in June 2017. The Argentine manager came to England after a fairly successful run with Spain’s Alaves, but Southampton sit 17th in the EPL, just one point above the relegation zone with eight matches to play. News of Pellegrino’s dismissal on Monday follows the Saints’ 0-3 loss last weekend away to Newcastle United, their fourth consecutive league match without a victory. Southampton have won only once in their last 17 EPL outings, though

PyeongChang, Mar 13 (IANS): Ticket sales for the PyeongChang Winter Paralympic Games in South Korea have reached 320,531, beating the record set four years ago in the 2014 Sochi Games, when 316,200 tickets were sold, according to the International Paralympic Committee. The opening ceremony on Friday was witnessed by 21,000 people and 105,966 people bought tickets for the first three days of the event. “It is fantastic news that PyeongChang 2018 has now sold a record number of tickets to the Paralympic Winter Games, beating the record previously set in Sochi,” International Paralympics Committee President Andrew Parsons said. With just six days to go for the event to conclude, the PyeongChang Organising Committee for the 2018 Olympic and Paralympic Games (POCOG), sold 90 percent of the tickets for all the remaining sessions.

INDIAN WELLS, Mar 13 (Agencies): World number one Roger Federer stepped up his bid for a sixth Indian Wells Masters title with a 6-2, 6-1 demolition of Filip Krajinovic on Monday. The 36-year-old marvel continues to defy the ageing process as he needed just 58 minutes to overpower the Serb with a brilliant display of Swiss timing. “I was feeling like he was not loving my slice and I was also mixing in dropshots,” said Federer, who extended his perfect record this season to 14-0. “I was able to mix up my game nicely, make it difficult for him. Port Elizabeth, Mar 13 (Agencies): South Africa paceman Kagiso Rabada has been banned for the rest of the Test series against Australia. Rabada won the manof-the-match award as South Africa won the second Test in Port Elizabeth to level the four-match series at 1-1. But the 22-year-old has been also found guilty of two ICC charges of misconduct for aggressive wicket celebrations during the match.
