SP-BSP in UP, RJD in Bihar halt BJP’s chariot Over `3000 cr road projects for Nagaland Spl. Correspondent

Lu c k n ow / Patna , Mar 14 (IANS): In results that can set the tone for the 2019 general elections, the BJP on Wednesday received a severe drubbing in the Lok Sabha and assembly byelections in Uttar Pradesh and Bihar losing four of the five seats, including the prestigious Gorakhpur and Phulpur parliamentary constituencies, after nonBJP parties teamed up in alliances against the saffron party in the two states. The BJP also lost the Araria Lok Sabha constituency and the Jehanabad assembly seat while scoring a consolation win in Bhabhua assembly seat in Bihar. The results in both the states triggered calls for a Grand Alliance - a la Bihar - all across India to take on the BJP in the next Lok Sabha polls. Samajwadi Party (SP) and BSP stitched a last minute alliance in the by-polls. Bahujan Samaj Party (BSP) supremo Mayawati had announced the backing of her party for SP candidates in both the constituencies in return for a SP support to her party candidate in the Rajya Sabha biennial polls. BJP lost Gorakhpur seat to the SP by a margin of

Banks lose Rs 1.6 crore every hour to cheating, forgery BENGALURU, MAR 14 (AGENCIES): Every hour, Indian banks lose Rs 1.6 crore to just “cheating and forgery”, one of the oldest methods of frauds which accounts for a little more than 60% of all money lost by banks. The Reserve Bank of India (RBI) has eight categories of frauds for the sake of uniform reporting by banks, and just one — cheating and forgery— saw Indian banks lose a whopping Rs 42,276 crore in three years of 201415, 2015-16 and 2016-17, with Public Sector Banks (PSBs) bearing the brunt. Data for 2017-18 is being compiled. Experts say this points to a major vulnerability in the system resulting from lack of training, security frameworks and overall hygiene. Such fraud basically involves obtaining loans using forged documents, or cheating banks by making false claims. Of the Rs 42,226 crore lost to ‘cheating and forgery’, 89% (Rs 37,583 crore) was lost by public sector banks (PSBs), while private banks lost Rs 4,683 crore. The State Bank of India lost the most-- Rs 5,743 crore-- accounting for 15% of money lost by PSBs.

Stephen Hawking, science’s NSDMA issues safety tips brightest star, dies aged 76

LONDON/NEW DELHI, MAR 14 (IANS): Renowned British physicist Professor Stephen Hawking, who shaped modern cosmology and inspired millions despite suffering from a lifethreatening condition, died on Wednesday -- leaving millions in mourning globally. He was 76. His family released a statement on Wednesday confirming his death at his home in Cambridge. “We are deeply saddened that our beloved father passed away today. He was a great scientist and an extraordinary man whose work and legacy will live on for many years,” Hawking’s children said in a statement. Hawking is survived by three children -- Robert, Lucy and Timothy -- from his first marriage to Jane (More on p-2) Wilde, and three grand-

children. The physicist was born on January 8, 1942 in Oxford, England. Known the world over for his acclaimed book “A Brief Histor y of Time: From the Big Bang to Black Holes”, Hawking was diagnosed with amyotrophic lateral sclerosis (ALS) -- a progressive neuro-degenerative

disease -- in 1963 at age 21, The Guardian newspaper said. Hawking’s doctors gave him nearly two years to live but he defied medical history and survived for decades. For the rest of his life, the physicist used a wheelchair to move around and a speech synthesizer that allowed him to speak in a computerised voice with an American accent. For Hawking, the early diagnosis of his terminal disease ignited a fresh sense of purpose. With fellow physicist Roger Penrose, Hawking merged Einstein’s theory of relativity with quantum theory, suggesting that space and time began with the Big Bang and end in black holes. In 1974, Hawking proposed what is known as his most significant theory that black holes can emit sub-atomic particles.

DIMAPUR, MAR 14 (NPN): In view of the onset of the windy and dry season, Nagaland State Disaster Management Authority (NSDMA) has issued some safety tips for the prevention of fire accidents. Home Commissioner, Abhishek Singh, in a press release stated that fire incidents have been recorded as one of the major disastrous events in Nagaland which had destroyed hundreds of acres of forest cover. He recalled the 2015 Japfu/Dzukuo forest fire where the Indian Air Force had to be called in along with a host of officials from different departments to douse the fire. To limit fire-related dangers, Singh suggested the following dos and don’ts: i) On an outing to the forest during dry/windy season, be informed about the dangers and the preventive measures in effect for the sector one intends to visit; ii) Always have an emergency kit at home

and burn anything (house hold waste, dead leaves) at the end of the day far from vegetation, when there is no wind; iii) Cigarettes, matches etc from moving vehicles should never be discarded near forests; iv) Completely extinguish cigarettes before disposing of them; v) If caught in a wildfire, look for a body of water such as a pond or river to crouch in. In the absence of a water body, find a depressed, cleared area with vegetation, lie low to the ground, and cover body with wet clothing, a blanket, or even soil; vi)Stay low and covered until the fire passes. Protect lungs by breathing air closest to the ground, through a moist cloth, if possible, to avoid inhaling smoke. The press release requested the public to report sightings of wild fire at the 24/7 NSDMA toll free number 1070, or the concerned District Fire & Emergency Services.

NPSC rules: PCC welcomes govt notification IIT-R researchers decipher antibacterial mechanism of naturally occurring chemical

DIMAPUR, MAR 14 (NPN): Public Coordination Committee (PCC)-- comprising of PSAN, ACAUT, CTAN and various associations-- has welcomed the official notification of the State government pertaining to recruitment and composition rules of Nagaland Public Service Commission (NPSC). In a press release issued on Wednesday, PCC said civil service aspirants of the State could now look forward to better days with the government finally issuing an official notification to streamline NPSC. Stressing that meritocracy should be given importance for efficiency in the system, the organisation opined that P&AR notification of March 12 could be considered a red-letter day for civil service aspirants of Nagaland as the drastic change would surely aid in bringing about higher levels of fairness and transparency in the State’s most prestigious examination. It recalled that after protests in November and December last

year by activists of organisations like PSAN, ACAUT, CTAN, etc, under the aegis of PCC, then cabinet led by chief minister TR Zeliang took a decision on November 29 to revoke the October 26 office memorandum (scrapping of Grade III posts from the purview of NPSC) and also met other demands made by PCC. While appreciating then NPF government for being sensitive towards the plight of young, educated and unemployed youth of Nagaland and its prompt action, PCC also applauded new chief minister Neiphiu Rio for his quick positive response that helped clear the pending notification. The organisation hoped that the present government would strive to work towards uplifting the society in the days to come. It also acknowledged the vital role played by outgoing chief secretary Pankaj Kumar to make the reforms a reality. Meanwhile, as per the notification, the following amendments have been made – i) candi-

dates for main examination from preliminary examination will be selected in the ratio of 1:10 for the number of posts notified, as opposed to the previous ratio of 1:7, which will accommodate more candidates for the main examination; ii) interview marks have been reduced from 75 to 55; iii) declaration of answer keys for all examinations conducted by NPSC, which will help candidates cross-check answers and review their performance; iv) awarding of maximum and minimum interview marks shall be in line with the convention followed by UPSC; v) at least three members of NPSC will be appointed having requisite administrative experience, provided they have good track record and integrity; and vi) senior officers nominated by chief secretary and DGP shall be included in the board of interview for civil service exam so that transparency may be maintained.

New Delhi, March 14 (AGENCIES): Researchers at the Indian Institute of Technology (IIT), Roorkee, have found out the mechanism that underlies anti-bacterial properties of a natural compound called ChlorogenicAcid which occurs in several plants including coffee. They have shown that the compound binds itself to an enzyme called chlorismate mutase in bacteria, thereby inhibiting its growth and causing its eventual death. The enzyme is in Shikimate pathway, which is one of the most essential metabolic pathways in any bacteria. It provides amino acids essential for survival of bacteria. The shikimate pathway is present in microorganisms, plants, and apicomplexan parasites, but is absent in higher eukaryotes, which makes the enzymes of this pathway prom-

ising targets for the development of antibiotics, herbicides and pesticides. Dr. Pravindra Kumar of the Department of Biotechnology at the Institute, while speaking to India Science Wire, said, “based on biochemical and structural findings, we have shown that chlorogenic acid, a structural analogue of chorismic acid, is an inhibitor of chorismate mutase.Biochemical and binding assays have shown the inhibitory activity of chlorogenic acid against chorismate mutase type II.”

The researchers claim that molecular mechanism of antibacterial properties of chlorogenic acid has been deciphered for the first time. “The overall structural blueprints obtained from our work can be exploited to produce a more efficient new class of antibiotics. The atomic resolution structural snapshot of the Chlorogenic Acid binding with Chlorismate Mutase enzyme provides information, which can be used to tweak the chemical structure of Chlorogenic Acid to make a more potent inhibitor”, Dr. Pravindra Kumar added. The first results of the study were published in Scientific Reports in 2017. The research team included Dr. Shivendra Pratap, Dr. Aditya Dev, Dr Vijay Kumar, Dr. Ravi Yadav, Dr. Manju Narwal and Dr. Shaily Tomar. K Y M C

New start-up policy in Manipur soon: Biren had collected a revenue of Rs 831 crores during the fiscal year 2017-18 which was a steep Rs 245 crore increase over Rs 586 crore in the last financial year 2016-17. Moreover, the government has set a revenue target of Rs 948 crores to be collected in the next fiscal year, he added. The chief minister further claimed that the new government has been able to make Manipur a blockade and bandh-free state. BJP-led government with Nationalist People’s Party (NPP), Naga People’s Front (NPF) and Lok Janasakti Party (LJP) as main partners came into power on March 15, 2017. The coalition government is celebrating its first anniversary on Thursday (March 15) which would also mark the conclusion of its “Inauguration Fortnight” on the same day. Asserting that the government has made continuous efforts to remove the emotional and developmental gaps between various communities of the state, Singh said that his government was focusing

on all-round, inclusive and harmonious development in the state. Since day one, the government adopted citizencentric and corruption-free approach, thus the process of regular and structured interaction with the public such as “Meeyamgi Numit” and “Hill Leaders’ Day” was initiated and has been successful to reduce the grievances and problems faced by the people of the state, he claimed. The government was committed to maintain transparency and good governance in the state, he reiterated. The government has launched various pro-people welfare schemes such as Chief Ministergi Sotharabasing-gi Tengbang (CMST), Chief Ministergi Hakshelgi Tengbang(CMHT) for the poor, needy and disabled people of the state. The government has especially launched “Chief Minister’s LaiyengShen” – a health programme for widows where Rs 15,000 each will be given to selected beneficiaries.

Border incident politically motivated: Assam GUWAHATI, Mar 14 (Agencies): Assam government Tuesday claimed that the turmoil created along the AssamMizoram border in Hailakandi district following attempts by a Mizo organization to set up a rest house in Assam territory was “politically motivated”, and said the situation is being closely monitored.Speaking on behalf of the Home Minister at the State Assembly, Parliamentary Affairs Minister Chandra Mohan Patowary said the government wants peace and brotherhood among the neighbouring states and at the same time it is committed to protect its territory. “There are elements who are trying to create tension along the border. But the government is alert to the safety and security of its people living along the border areas. The situation is being monitored closely,” he said, responding to a zero hour notice brought on the issue by MLAs Suzam Uddin Laskar, Kamalakhya Dey Purkayastha and Opposition leader Debabrata Saikia. Laskar and Purkayastha claimed that following the incident, Assamese people living in Mizoram have been living in fear apprehending a repercussion and are not

venturing out of their homes. They suggested holding of talks to hammer out a permanent solution to the border dispute and sending of an all-party delegation to the affected areas. Patowary ruled out sending any allparty delegation insisting that it might further escalate the tension. “We are not sure how the Mizoram government will react if we send an all-party team. It might heighten the tension. Our priority is to secure our land and restore peace in the area,” he said. Patowary also informed about the meetings held between the administrations of Hailakandi and Mizoram’s Kolasib districts and the telephonic conversations between both the Chief Ministers and Chief Secretaries in a bid to restore normalcy. “Yesterday, a Mizoram delegation led by two MLAs also had a discussion with the officials of Assam at a border observation post. The Mizoram delegation assured to maintain status quo along the border, but they also alleged that Assam has been violating the agreement. However, sufficient forces have been stationed in the sensitive areas and the situation is being closely monitored,” Patowary said.

Guwahati, Mar 14 (PTI): The Assam Assembly Wednesday expressed dissatisfaction over the tardy pace of work in four-laning of National Highways in the state and asked the government to expedite it for benefitting the public. “Yes, it is true that the work (on NH projects) is slow. These are being implemented by two central agencies -- NHAI and NHIDCL. Apart from the new roads, the repair works are also not satisfactory,” Assam PWD Minister Parimal Suklabaidya said in the House. Taking part in a discussion during the Zero Hour, he said there are 11 projects going on in the state to repair 403 kilometre of highways at a cost of Rs 99 crore that are supposed to be over by April 15 this year. “But the contracts were awarded recently. Ragging: 6 NIT-Agartala students suspended IAF largest transport aircraft lands at Tuting Ag a rta l a , M a r 1 4 (IANS): Two senior students have been academically suspended and punitive action has been taken against four other students of National Institute of Technology (NIT), Agartala, on charge of ragging, an official said here on Wednesday. “Two senior NIT-Agartala students of 8th semester have been suspended academically on charges of ragging junior students. Four other students have been fined Rs 5,000 and three among them have been asked to quit the institute hostels,” NIT-Agartala, Dean of Students’ Welfare Rajsekhar Panua told IANS. The anti-ragging committee of NIT-Agartala, headed by Panua took these punitive actions after an inquiry on a complaint of ragging. Another NIT-Agartala official said that on March 9 around midnight, some senior

students had called a number of junior students to a meeting outside the hostel and physically tortured them in the name of ragging. “In the ragging, a student from Arunachal Pradesh, Dui Duji, sustained serious injuries but he was not even taken to hospital. Duji informed his parents and it was only after their arrival that the victim was hospitalised,” the official added. Union Minister of State for Home Affairs Kiren Rijiju had earlier spoken to Tripura Chief Minister Biplab Kumar Deb and Director General of Tripura Police Akhil Kumar Shukla and requested them to take action against the guilty students. Some guardians of the ragged students had also filed FIRs with the police and it was only after that the NIT-Agartala authorities began proceedings

Arunachal court restrains rape complainant from defaming CM

Itanagar, Mar 14 (Agencies): A civil court in Arunachal Pradesh has issued orders restraining a complainant, who has accused Chief Minister Pema Khandu of raping her, from defaming the political leader, Northeast Today reported on Tuesday. Civil Judge (Senior Division) Yupia issued the order on March 9, a day after the complainant addressed a press conference on the allegations. In the order, the court said that the complainant publicly labelled allegations against the chief minister despite being aware of a pending defamation suit against her. On February 27, the woman was served a court notice after Khandu’s counsel told the court that a defamation suit had been filed against the complainant. Again on March 6, the court issued a new notice, seeking her response as to why she should not be restrained from making further allegations. “Taking into account the case at hand and subsequent development carried out by respondent knowing about the pendency of suit, I am of the view that ad interim injunction can be granted,” the court order read. The court order also applies to everyone who is party with her. “In view of the fact as an interim measure the respondent and any of her representatives are hereby restraint from making any further defamatory statements or agitation against plaintiff till returnable date or until further order whichever is earlier,” the order read. The woman had first filed the complaint against Khandu in December 2015, a few months before he became chief minister. She alleged that Khandu and two others had raped her in 2008. But the court of the chief judicial magistrate found no merit in the complaint and dismissed it in 2016. On February 15, she approached the National Commission for Women. However, the NCW also reportedly dismissed the complaint. Chief Minister Khandu had said that the allegations against him were “politically motivated” and a “dirty trick” to bring disgrace to political life. “I am shocked and saddened by the false allegations against me,” the chief minister had said. “I have always conducted myself honourably and with utmost integrity. In my view, these allegations are politically motivated and crafted by my opponents.”

Syama Prasad Mookerjee bust vandalised in Assam

G u wahat i , M a r 1 4 (Agencies): Miscreants vandalised a bust of Bharatiya Jan Sangh founder and BJP icon Syama Prasad Mookerjee in western Assam’s Kokrajhar town on Tuesday night. According to The Hindu, Kokrajhar, about 225 km west of Guwahati, is the headquarters of the Bodoland Territorial Council (BTC) administered by the Bodoland People’s Front, a ruling partner of the BJP in Assam. This is the first such instance in Assam, after a statue of Vladimir Lenin was toppled in Tripura’s Belonia town two days after the BJP swept the Left Front out of power on March 3. A statue of Syama Prasad Mookerjee was targeted allegedly by Left-wing activists in Kolkata on March 7. Residents of the town’s Rabindranagar locality noticed the damaged bust in the morning and informed the police. “We did not receive any complaint but we have decided to register a case on our own,”

Rajen Singh, Superintendent of Police of Kokrajhar district, said. “Our force has the situation under control there. They are trying to find the culprits responsible,” Kuladhar Saikia, Special Director-General of Police (law and order), told The Hindu.

Appeal for peace

Rajib Kumar Brahma and Doneswar Goyari, executive members of the BTC, visited the spot during the day and assured the locals that action would be taken against those trying to “foment trouble in the council areas”. Former MP Urkhao Gwra Brahma condemned the incident on behalf of the regional United People’s Party Liberal. “This is an attempt to create communal turmoil. We demand strong action and appeal for peace and harmony in the area,” he said. Mookerjee’s bust in Kokrajhar was inaugurated in 2002 by BJP leader and former Bihar Minister Kailashpati Mishra.

student bodies in Arunachal Pradesh had also protested the incident of ragging in NITAgartala. The NIT-Agartala, official said that those involved in the ragging all belonged to the states of Bihar and Uttar Pradesh.

New Delhi, Mar 14 (PTI): The Indian Air Force’s largest transport aircraft -- C-17 Globemaster – Tuesday landed at Arunachal Pradesh’s Tuting airfield which is close to the Chinese border. The landing of the US-manufactured aircraft is seen as part of the IAF’s move to strengthen its overall operations in the strategically-key border state. “The C17 Globemaster carried out a historic

landing at Tuting Advanced Landing Ground. The mission was executed flawlessly owing to its superlative performance and excellent flying skills of pilots,” said an IAF spokesperson. Troops of India and China were locked in a 73-day-long standoff in Doklam from June 16 last year after the Indian side stopped the building of a road in the disputed area by the Chinese Army. The face-off ended on August 28.

hen officials in the CMO during the tenure of T.R.Zeliang as chief minister, were summoned by the National Investigation Agency(NIA) for questioning on the alleged payment of money deducted from various departments to underground outfits; it set off speculations that the agency was getting too close to the incumbent. According to PTI, the agency is looking into the alleged terror financing since 2016. T.R. Zeliang was Nagaland chief minister during May 24, 2014 and February 19, 2017, and between July 19, 2017 and March 7, 2018. Those who have experienced how the NIA functions will testify to its lack of sensitiveness about the difficulties faced by those summoned. Being summoned by the NIA is not a very pleasant experience since the Agency has little inclination to ensure convenient timings to those summoned. T.R. Zeliang was reportedly served with notice to appear before NIA at its Lodhi Road residence in New Delhi on March 12 midnight and then at 10 a.m. for the schedule on March 13 at 10 a.m. This was indeed a short notice which also revealed that the agency did not realise that as leader of the opposition, the former chief minister was supposed to take oath as member and also be present in the house on March 13 for the trust vote. Thus when T.R.Zeliang made a strong plea to defer his appearance till after end of the ongoing Assembly session since he as leader of the opposition was expected to be present in the house from Mach 13 till March 26; the NIA instead responded by rescheduling the date to March 17. The NIA had earlier summoned several staff under the CMO when on February 15 and 16, just before the state Assembly elections, it questioned three officials in Guwahati which included the OSD, media officer and public relations officer to the then Chief Minister, Zeliang. On March 1, just before the election results were announced, an officer of T.R. Zeliang was again summoned and interrogated for five days, from March 3 to 7 at its Delhi headquarters. According to a statement issued by the press secretary the timing for the summons “conspicuously odd” and alleged political motivation and vendetta behind the move. It is a fact that all government employees including supply and contracts works are subjected to 25% deduction – annually for salary but regularly on different works. As alleged by NIA, if even the then CM was also linked with payments, could lesser mortals dare refuse? This also raises the question, as to why wasn’t Zeliang summoned during 2017 when he was then chief minister and only after he demitted office and NPF no longer an alliance partner with BJP? In this regard, it will not be wrong to assume that the Central agencies are not ignorant about the deductions being enforced on government funds. Deductions were also there since the early 90s till 2002 but then chief minister S.C.Jamir won’t have none of it. His government used to warn officials to report such demands to police and that those who paid would be charged under NSA. If at all, the NIA is serious about cutting off funding to various outfits, it will have to pursue the case without fear or favour and prove that it is not another CBI or ED to be used to settle political scores and only harass the harassed victims further.

DailyDevotion Yielding …you are that one’s slaves whom you obey… —Romans 6:16 The first thing I must be willing to admit when I begin to examine what controls and dominates me is that I am the one responsible for having yielded myself to whatever it may be. If I am a slave to myself, I am to blame because somewhere in the past I yielded to myself. Likewise, if I obey God I do so because at some point in my life I yielded myself to Him. If a child gives in to selfishness, he will find it to be the most enslaving tyranny on earth. There is no power within the human soul itself that is capable of breaking the bondage of the nature created by yielding. For example, yield for one second to anything in the nature of lust, and although you may hate yourself for having yielded, you become enslaved to that thing. (Remember what lust is— “I must have it now,” whether it is the lust of the flesh or the lust of the mind.) No release or escape from it will ever come from any human power, but only through the power of redemption. You must yield yourself in utter humiliation to the only One who can break the dominating power in your life, namely, the Lord Jesus Christ. “…He has anointed Me…to proclaim liberty to the captives…” (Luke 4:18 and Isaiah 61:1). When you yield to something, you will soon realize the tremendous control it has over you. Even though you say, “Oh, I can give up that habit whenever I like,” you will know you can’t. You will find that the habit absolutely dominates you because you willingly yielded to it. It is easy to sing, “He will break every fetter,” while at the same time living a life of obvious slavery to yourself. But yielding to Jesus will break every kind of slavery in any person’s life.

Post-mortem

Matters of public concern & interest!

H

ere are some of the though-provoking issues confronting the present Naga society today:1) The recent sanitation drive undertaken by one Discussion Group to clean up Dimapur city, a commercial hub of the Nagaland State and even a gate way to other North-East States, is really laudable provided it has done some sanitation works at Dimapur Railway Gate areas especially the over-bridge/ auto rickshaw station vicinity where the wasted materials/ human excreta have been accumulating for the last so many years/ months/days/ hours without any sanitation drive by the Dimapur Municipal Council (DMC)/ Non-Governmental Organizations (NGOs). 2) Dimapur NST Station and other private bus stands should be more decent/ attractive in management/ maintenance of the premises with proper sanitation/beautification/hospitality to the passengers/ public by providing more new NST bus services (it seems no new NST bus has not been so purchased for the last 5-10 years while the Nagaland State Legislators and Bureaucrats are using costly/ luxurious vehicles costing even 20 lacs of rupees by ignoring the needs of common people/ public in transportation. 3) The 50 yrs Dimapur Airport should be updated/ widened to provide a considerable length of runways for landing and takeoff to the larger size of aeroplanes or a new Airport project at Rüziephema Village or Tsiethu be constructed in competition with Imphal/Aizawl Airport (some 30 years younger than the Nagaland State but likely to become an International) World Class Airport. 4) The so called District Administration-Deputy Commissioners (DCs), Addl. Deputy Commissioners (ADCs), Sub-Divisional Officers (SDO) Sardars, Extra Assistant Commissioners (EACs), Revenue Officers (ROs), Suptd. of Police (SPs) and the Commissioner of Police are to take around their respective jurisdiction from time to time at least once in week/month/ year to take stock of the public movement/ needs/developmental works and forward the same to the concerned department for execution of such works but not just waiting public grievances/ problems to come to their four walls of their respective office buildings.

W

5) The less burning of forests in Nagaland State last year-2017 was only due to early monsoon but not because of any advisory from the Forest & Environment/ Ecology Deptt. and even in 2018 we don’t see any awareness/precautionary measures except a recent seminar by some concerned related platform on the issue but, these ideas are not reaching the local populace in rural areas where forest burning is maximum, through their Departments Field Offceirs-District Forest Officers (DFOs), Divisional Forest Rangers/Guards who are just comfortably residing in towns but not at the forest-burning prone areas and as a result, we see forest burning flames everywhere which may even cause to Japfü Peak, Dzükou Valley during March-April, 2018. If at all we are to stop this forest burnings, an awareness programme should start right from November every year by the Forest experts and to be executed by the District Administration & Nagaland State Disaster Management Agency but not when it is too late to extinguish the forest burning flames with helicopters. Even the dried farmers (jhum cultivators and gardeners) should be instructed to properly demarcate their areas of cultivation before burning of dried materials or hunters not to burn the forests. What about the fine collection from VDBs amounting to 50,000/per village whether such collected fine were utilized for protection of forest or gone to the pocket / buildings of the district administrators since 1990’s 6) Fire Brigades should keep their water tankers full with water readily to perform their duties as and when called upon from anywhere but not after half an hour or even hours to reach the fire hazard areas without water especially during this dry season, 2018. Once this mechanism/system of precautionary measures are undertaken the same can be followed even in future. 7) We prefer more church planting works in needy areas of Nagaland State than establishing more and more sectarian/denominational/ independent churches by investing more of our resources and energy even for luxurious church buildings instead of evangelizing the unconverted or lost souls by giving prophetic/anointed messages intend of promoting or solving unemployment problems of

some theologians who have no clear calling from God in whom they serve or to go for theological studies. 8) The less govt. employment opportunities to the educated youths is mostly because of the selfish legislators/ bureaucrats (AHODs) HoD who had no vision/planning in good governance by creating over stabbed/backdoor appointments to their dear ones other expansion of their respective department through post creation. As a result, the deserving ones aren’t getting govt. employment facilities/ opportunities to utilize their expertise which they have learnt during their course of studies but hardly in Central Project (CSS) with fixed pay and thus getting frustrated. 9) Selection of Ministers and distribution of their portfolio by the newly formed govt. should be according to the capability/interest/ aptitude of the concerned legislator(s) but not for the sake of accommodating someone’s. As for instance, in 1980s/990 it so happened that one veteran State Political became the Chief Minister, his younger brother became the Planning Minister and his son became a Member of Parliament or in 2017, the father became the CM and his son was offered an Advisor (Cabinet Rank) to him which are totally again the Naga values of sharing resources and opportunities. Infact, if one person from one family becomes CM, his other family members must not be made another Minister but even MLA without portfolio shall be equally powerful/ useful like other Ministers to carry out his father/elder brother’s activities in every/all Assembly Constituencies. 10) Failure to distribute School Education/SCERT/ NBSE portfolio to a particular able legislator, depicts the mentality of the Nagas neglecting Human Resources Development (HRD) is so unfortunate and hope that the present CM who acted as the President of State Education Society as per National Policy directive 2012 and State Chief Secretary (a retired IAS who hailed from Mizoram as Secretary-cum-Cashier who hijacked the RMSA (Rashtriya Madhyanik Shiksha Abhiyan) project not to be repeated henceforth (some of such clues / proofs are readily available in this deptt.) … Contd. The legacy of opposition-less government

‘O

pposition-less government’ that becomes a popular phrase within the arena of politics and that becomes the nature of governance in Nagaland for the last four years ruining the state in the process is now gone into history book of the state of Nagaland. Yet Nagas can never forget this eventful yet disastrous four years, where all sorts of political drama, power struggle and dirty politics were played under this so called opposition-less government by our elected representative forgetting all their poll promises, commitment and responsibility towards the state and its people, which would go down in Naga history as a period of ‘national shame’. This is the period where Naga lawmakers found themselves having no time for governance as the struggle for power prolong till the last end, changing the government as many as four times (till December 2017 when the next election was barely three months away, there was a report of grouping of one faction from within the elected members belonging to the same political party in their effort to wrest power from another) and thereby completely ignoring the mandate of the common masses. Repeat of this strange political phenomenon that we had just witness would be the last thing on the wish list of the Nagas. This Opposition-less government had its origin as a result of the opportunistic politics engaged by our Nagas politicians. Had they respected the mandate of the common masses, this kind of sort would not have arise as both the opposition and the treasury bench in the house would recognized their unique role and responsibility of a lawmaker and concentrate in their assigned position and willing to commit themselves for the success of democracy in the state and most importantly for the welfare of the people of the state. Not willing to sit in the opposition bench by our elected representatives, which have been proved time and again, reflects their poor understanding of the nature of real politics diminishing their status as politicians. After all, to be a part of the ruling government is not only politics. To be in opposition means to be the voice of conscience for the people in the house, and perhaps there can be no greater honor for the lawmaker than to be in this position. The most comical side of the story is that the ruling bench could able to inspire the oppositions to give up their role and joined the ruling government which is apparently appealing. But that never creates a favorable political environment for delivering good governance to the people. The ruling party could mange to inspire the opposition to join their party, but they never succeed in inspiring them to work together to fulfilled people’s expectation. The uniqueness of the given situation is that the opposition-less government, which is supposed to be strongest, turned out to be the weakest government that Nagas had ever witness. It was supposed to make way for stable and effective government but it becomes the most unstable and vulnerable government. Inside the house there was no opposition, outside it there was opposition everywhere. The government appears strong but they are weak in reality as the Naga public

could able to undo most of their effort. Is this a case where a group of people who are divided among themselves into many faction in their pursuit of greed for power and engaged in all sort of dirty politics, and when they finally realized that they are left with no option but to team up together and formed the so called “opposition-less government” to further exploit and cheat the Nagas for all the given tenure. It’s pretty quite hard to believe these groups composed of corrupt politicians who lack commitments and had no vision for the people. In effect, the only achievement of this opposition-less government is earning disgrace from the Naga public. In case, this kind of opposition-less government, which is hitherto unknown in any democratic process, replicate in different parts of India and even in the world, then Nagaland can claim as the place where it was first used. An opposition-less government formed by Naga regional party should provide a historic opportunity to prove to the world of our ability to govern on our own. Managing this given opportunity in an effective, smooth and transparent manner could have impress India and the world, and influence them to seriously consider our Nagas’ case for self determination. Unfortunately, terribly mismanagement on the part of our elected representative has now created an impression that Nagas cannot govern ourselves and should never be left alone. Only when New Delhi (national political parties) intervene and becomes party to any government in Nagaland would it create a strong and stable government in the state. Is all these a reflection of our inability to accept each other and that we always in need of outsider to pacify and control us? The simmering discontent reflected in delaying the allocation of portfolios and once again resorting to the unwanted culture of grouping in different hotels is an early indication that our newly elected lawmakers are in a mood to continue with the same legacy left behind by the previous regime. How on earth could we expect a group of adults be confined strictly in an isolated hotel and the intention behind the act? This only demonstrates the magnitude of distrust prevailing among our leaders. Optimism of the Nagas public on the new government had been vanished even before it starts to function. And for all these, should we shift, as usual, the blame to our dear common people that they are the one who elected them and that they are responsible for all the act of transgression of our politicians, and certify them as blameless politicians who are incapable of doing wrong. For the sake of good democracy, strong opposition is needed; so goes the saying. But for Nagas the stake is higher. For our sake and for our survival, we need to do away with this imposed political system, under which we are going through all these enduring years of comedy of errors and for which it is the common people who are paying the heavy price. Hope for newly elected members

Sir,

Heads off to all the newly elected members “Congratulations “. In the past, our state has remained only a nightmare of dreaming big changes. I hope one day even our state will be fully developed, no pothole, no debate but only in deeds, not own benefit but to work for the welfare of the people, work for commitment not for namesake. To work it carries togetherness, encourage, advise, commitment and fear God to build our state is very much important than our personal home. At least, please protect our state from any circumstances especially religious matter, remember nothing is so important than our Creator. Fingers crossed to see our state bright and prosperity. M. Naxal Sukma attack: Ahir denies intelligence failure

Raipur, Mar 14 (PTI/ IANS): A day after nine CRPF personnel were killed in a Naxal attack in Chhattisgarh’s Sukma district, Union minister Hansraj Ahir today said there was no intelligence failure and asserted that the government was committed to ensuring the security of jawans. He also said the government wanted to arm the security forces with the latest equipment. Ahir visited the camp of the Chhattisgarh Armed Force here this morning and paid homage to the nine Central Reserve Police Force (CRPF) personnel killed yesterday after Naxals blasted their mine protected vehicle (MPV) in Sukma. “Our jawans sacrificed their lives while fighting a tough battle. We are pained over the incident and at the same time taking this as a challenge. People of the country hope that this will not be repeated and the Centre is alert over it,” Ahir told reporters. Prime Minister Narendra Modi and Union Home Minister Rajnath Singh have expressed their condolences over the inci-

dent, and the Centre has been thinking seriously to ensure the security of its jawans and avoid such incidents in future, the Minister of State for Home Affairs said. To a question on yesterday’s Naxal attack, he said there was no lack of intelligence inputs. He said that yesterday morning, an exchange of fire took place between the CoBRA personnel (an elite wing of the CRPF) and Naxals. “It means, we had inputs but the ultras always look for a chance to target,” the minister said. Asked about the need to deploy more forces in anti-Naxal operations, he said, “Rather than inducting forces, we want to arm the security forces with the latest equipment to further strengthen them. We will also focus on the intelligence mechanism.” Besides focusing on modernisation of the secu-

Aadhaar cards found dumped in well in Maha; probe ordered

Yavatmal (Maha), Mar 14 (PTI): A group of youth found hundreds of Aadhaar cards dumped in a well in the district while they were cleaning it, an official said today. The district administration has ordered a probe into the matter, and an FIR has also been lodged against officials of the postal department, he said. The youth had volunteered to carry out the work of desilting the well, located in the premises of a temple in the Shinde Nagar area, when they found some plastic bags inside it on March 11, the official said. On opening the bags, to their surprise, they found hundreds of original Aadhaar cards, mostly of the residents of Lohara village, located on the city’s outskirts. While most of the cards were damaged beyond recognition, around 157 partially damaged ones, which had the unique identification number intact, were taken in possession by tehsilar Sachin Shejal. Following a complaint, Yavatmal Collector Rajesh Deshmukh asked the tehsilar to conduct a probe into the matter and give him a report. “We will not spare anyone who is found guilty of negligence,” the collector said. After the panchnama, the tehsildar filed an FIR yesterday at the Awadhootwadi police station against unidentified officials of the postal department. According to Shejal, he has taken possession of 157 Aadhaar Cards on which the identification numbers are visible.

rity forces, the government has also been looking for the latest technology on the Improvised Explosive Device (IED) detection techniques, Ahir said. “Every (Naxal-affected) state has been taking the Left Wing Extremism (LWE) as a challenge. The central forces and the state police are fighting in full coordination against the menace,” he said. To a query, the minister denied the probability of deploying the Army to tackle Naxals in the Bastar region, which is considered as the hotbed of the ultras. He was speaking at the headquarters of 4th battalion of the Chhattisgarh Armed Force in the Mana Camp area here early this morning. Nine CRPF personnel were killed and two others injured after Naxals blew up their mine protected vehicle (MPV) while they were patrolling on the Kistaram-Palodi route in Sukma. The rebels used over 50 kgs of explosives to blast the vehicle. The victims were from to the CRPF’s 212th battalion.

C’garh: 3 CRPF jawans hurt as grenade launcher shell explodes

Raipur, Mar 14 (PTI): Three CRPF jawans were today injured, one of them critically, when a shell of an Under Barrel Grenade Launcher (UBGL) accidentally exploded at a paramilitary camp in Dantewada district in Chhattisgarh, police said. The incident took place this morning at the camp of 111th battalion of the Central Reserve Police Force (CRPF) in Aranpur when the jawans were being issued arms and ammunition for the anti-naxal operation duty, Deputy

Inspector General of Police (south Bastar range) Sundarraj P told PTI. “As per preliminary information, three constables identified as S Sornapalan, M Gyan Shekharan and Ram Singh, belonging to CRPF’s 111th battalion sustained injuries after the shell of an UBGL (fitted with automatic rifles) accidentally exploded,” he said. Soon after the incident, the injured jawans were rushed to a local hospital, where the condition of Sornapalan was said to be critical, he said.

Maha’s growth rate is falling: Chavan Mumbai, Mar 13 (PTI): Former Maharashtra chief minister Prithviraj Chavan today criticised the BJP-led government for bringing down the overall growth rate of the state. Speaking in the Assembly during the discussion on state Budget, Chavan claimed that during 2013 to 2017, Maharashtra’s growth rate came down to 7.8 per cent, while Gujarat (10 per cent), Madhya Pradesh (8.1 per cent) and Haryana (7.9 per cent) clocked higher average growth rates. “The revenue deficit is estimated to be Rs 15,374 crore. This is the highestever revenue deficit recorded by the state government. It clearly indicates that the state failed in managing its income and spendings,” he said. The Centre’s ‘assistance subsidies’ in 2015-16 were Rs 8,000 crore, which increased to Rs 10,794 crore in

Prithviraj Chavan

2016-17, the Congress leader pointed out. Economic surveys of the last few years are pointing out that number of factories in the state is on a decline, Chavan said. There were 38,326 factories in the state in 2013, which came down to 34,769 in 2017. Which means in the last four years, 3,557 factories closed down, Chavan said. “Since 2015-16, the industrial growth rate is on decline. The industrial growth rate in 2015-16 was 7.2 per cent which came down to

6.9 per cent in the next year. It further came down to 6.5 per cent in 2017-18. The rate was around 6.8 per cent during 2014-17. The other states such as Bihar (26.9 per cent), Chhattisgarh (16.7 per cent), Gujarat (15.2 per cent) and Haryana (9.7 per cent) have a higher growth rate,” Chavan said.

No White Paper on Rafale deal: Govt New Delhi, Mar 14 (IANS): The Union government on Wednesday ruled out any plan to issue a White Paper on the Rafale fighter jet deal with France, which has been questioned by opposition parties. Congress MP K.V. Thomas, in a written question in the Lok Sabha, had asked if the government had been urged to issue a White Paper on the Rafale deal by “defence experts as well as some political leaders”, and its reaction. has alleged that the deal for 36 Rafale fighter planes with the French government was finalise at a higher price than the previous deal for 126 medium multi-role combat aircraft (MMRCA). In a reply in the Rajya Sabha earlier, Bhamre had said that no price was arrived at in the previous deal, which never saw a

conclusion. “It had not been possible to finalise the terms and condition for acquiring the 126 aircraft even after a protracted process from the period of issue of Request for Proposal (RFP) in 2007 to the unsuccessful commercial negotiations up to 2014,” the Minister had said. The Congress has alleged “irregularities” in the agreement to buy 36 Rafale jets off-shelf from France. The opposition party has claimed that the fighter jets are being bought at a price higher than what was negotiated in the previous MMRCA deal wherein 126 jets were to be bought -- the deal included assembly of a number of fighters in India.

Delhi HC concerned over rise of e-waste

New Delhi, Mar 14 (IANS): The Delhi High Court on Wednesday expressed its concern over rise of e-waste in the city and asked the civic bodies whether there is any plan on its disposal. The court’s quer y came while discussing status of waste management in the city but the civic bodies failed to give it a satisfactory response on management of e-waste. A bench of Acting Chief Justice Gita Mittal and Justice C. Hari Shankar directed the Municipal Corporation of Delhi and the Delhi Pollution Control Committee (DPCC) to make some effective policy to control rise of e-waste in city. The court also sought response from Centre for Science and Environment head Sunita Narain on the issue, while asking the

Delhi High Court

municipal bodies and the Delhi government whether there was any policy to deal with the disposal of electronic waste, saying that it is a critical area which has so far escaped attention. Electronic waste is a term for electronic products that have become unwanted, non-working or obsolete, and have essentially reached the end of their useful life. The court was hearing

PILs claiming the government and civic agencies have not taken preventive steps against vector-borne diseases such as chikungunya and dengue. The court has listed the matter for April 11 for further hearing directing the Delhi Cantonment Board (DCB) to apprise it whether the waste management by-laws were being implemented in the areas under its jurisdiction.

cused, Amolkumar Thombale, has been arrested while two other accused - Balaji Panchal, Raju Motewar – are absconding, he said. The police has sealed the bank accounts of the accused and also seized Rs six crore, Patil added. BJP MLA Ashish Shelar told reporters outside the Assembly that some companies allegedly lured people from Nanded and other areas to invest in Bitcoins, while promising higher returns. “The owners of these companies are now on the run and investors feel cheated,” he said. “There should be a thorough inquiry by the Enforcement Directorate in the matter,” Shelar said. Kul said Bhardwaj had formed the company and invited investments in Bitcoins. “As per my estimates, he has gone abroad and Rs 2,000 crore of thousands of investors are stuck,” he alleged. The company’s directors also allegedly transferred the investors’ money into their own accounts, which is illegal, Kul said. Kul represents the Daund Assembly constituency in Pune district and his party is a part of the BJP-led government in Maharashtra.

Mumbai, Mar 14 (PTI): The Maharashtra government today said the Enforcement Directorate (ED) would probe the alleged scam of duping investors to the tune of Rs 2,000 crore with Ponzi marketing schemes through the GainBitcoin website. In this connection, a lookout notice has been issued for GainBitcoin founder Amit Bhardwaj, who has fled the country, Minister of State for Home Ranjit Patil said. A case was also filed at a police station in Nanded on January 24, 2018 in connection with the scam, he said. Patil was replying to a discussion on the issue raised through a Calling Attention notice by Rahul Kul (of the Rashtriya Samaj Paksha) and others. “The matter of duping of several investors with Ponzi schemes through Gainbitcoin website would be probed by the ED,” the minister said. He said Bhardwaj and his associates allegedly duped investors to the tune of Rs 2,000 crore in Mumbai, Pune, Nanded, Kolhapur and other places in the state. “The main accused, Bhardwaj, has fled the country and a lookout notice has been issued for him,” he said. The reply was to a specific query on the number of accounts being closed after introduction of charges on non- maintenance of minimum balance from April 1, 2017. The State Bank has 41 crore savings bank accounts. Of that, 16 crore are under the Pradhan Mantri Jan Dhan Yojana/basic savings bank deposit (BSBD) and of pensioner, minors, social security benefit holders which are all exempted from the penalty for not maintaining of the minimum balance. Between April and November 2017, the bank had netted a windfall of Rs 1,771.67 crore, more than its second quarter profit, from customers for nonmaintenance of minimum balance, according to the finance ministry data.

INDORE, Mar 14 (PTI): State Bank of India has closed as many as 41.16 lakh savings accounts between April-January in the current fiscal year for not maintaining the average monthly balance, reveals an RTI query. Last April, the nation’s largest lender had re-introduced the penal charges on non-maintenance of average monthly balance after a gap of five years. Later in October, it had revised down the charges to some extent. “Due to provisions of penalty on non-maintenance of minimum balance, the bank has closed 41.16 lakh savings bank accounts between April 1, 2017 and January 31, 2018,” the bank replied to an RTI query filed by Chandra Shekhar Gaud from Neemuch in Madhya Pradesh. tradiction, the World Bank report said the slow pace of investment growth could be due to deleveraging. “Indian businesses over invested and over leveraged during the boom years. Yet due to slow pace of resolution, business cannot deleverage quickly and start investing afresh.” There may also be sectoral constraints to investments in sectors such as construction, leather, infrastructure, telecom and energy sector, it added.

The change in regulations may hit import dependent businesses and trade that are often reliant on LoUs to get bank guarantees. Earlier in the day, Finance Minister Arun Jaitley in a written reply to a question in Rajya Sabha said that Nirav Modi obtained his first fraudulent guarantee from PNB’s Brady House branch in Mumbai on March 10, 2011 and managed to get 1,212 more such guarantees over the next 74 months. PNB says junior employees at the branch issued LoUs over the SWIFT interbank messaging system without entering any of these transactions on the bank’s own system. Such transactions went on for six years without detection. Solar Exports, Stellar Diamonds and Diamond R US belonging to high-end jeweller Modi and Choksipromoted Gitanjali Gems, Gili India and Nakshatra are alleged to have been involved in the scam.

New Delhi, Mar 14 (IANS): The World Bank on Wednesday said it was worrisome that the rate of private investment in India had remained low, despite all enabling factors including improvement in macroeconomic stability and increased public investment. In its India Development Update report which takes stock of the Indian economy, the World Bank said the investment rate had declined and remains low “despite the fact that macroeconomic stability is much higher, public investment has picked up and its quality has improved”. It added that business environment had also improved in the country and the global liquidity had continued to remain positive. Not only that, the Indian equity markets have also done well offering good valuations to the companies looking to raise money. “All these factors should have helped spur private investment, yet it has been enigmatically subdued,” the report said. limit either. These firms raised short-term credit from overseas branches of other Indian banks based on these LoUs. The fraud which began in March 2011, is now estimated to have crossed USD 2 billion (about Rs 13,000 crore). “On a review of the extant guidelines, it has been decided to discontinue the practice of issuance of LoUs/ LoCs for trade credits for imports into India” by commercial banks with immediate effect, RBI said. “Letters of Credit and bank guarantees for trade credits for imports into India may continue to be issued subject to compliance with (certain) provisions.” As a trade financing measure, overseas banks usually lend to importers based on the LoUs issued by the importers’ bank. The money thus raised is used to make payment to offshore suppliers in foreign currency.

Gandhinagar, Mar 14 (PTI): Expressing deep anguish over a spate of banking frauds, RBI Gover nor Ur jit Patel said Wednesday that like the ‘Neelakantha’, the central bank will consume poison and face brickbats, but will persist with endeavour to become better with each trial. Breaking silence over the Rs 12,967 crore scam at PNB, he said: “I have chosen to speak today to convey that we at the Reserve Bank of India also feel the anger, hurt and pain at the banking sector frauds and irregularities.” Delivering a lecture at the Gujarat National Law University here, he said: “In plain simple English, these practices amount to a looting of our country’s future by some in the business community, in cahoots with some lenders.” Patel said RBI has in place asset quality review of banks and “we are doing all we can to break this unholy nexus”. The Reserve Bank of India also banned with immediate effect issuance of letters of comfort which, like LoUs, are used by importers to fund their overseas purchases. 10 Afghan soldiers killed KABUL, MAR 14 (AP): Insurgents attacked a security checkpoint in western Afghanistan early today, killing at least 10 security forces, officials said. No one immediately claimed the attack, but a series of assaults by the Taliban in Farah province over the past week have killed at least 38 security forces, while another five were captured and several were wounded. Abdul Samad Salehi, a member of the Farah provincial council, said four of those killed in today’s attack were from the intelligence service and six were police. “We have asked the central government for additional troops before Farah city falls into the hands of the Taliban,” Salehi said. Meanwhile, a suicide truck bomb struck a checkpoint in the southern Helmand province, killing at least two border police.

MANILA, MAR 14 (AGENCIES): President Ro d r i g o D u t e r t e s a i d Wednesday he was pulling the Philippines out of the treaty underpinning the International Criminal Court (ICC), which is examining his deadly drug war, reports AFP. The outspoken leader, who is accused of stoking the killing of drug suspects with inflammatory statements, has fiercely pushed back since the Philippines became the first southeast Asian nation put under “preliminary examination” by the court’s prosecutors. The ICC announced last month it was launching a study of the killings, which Philippine police put at 4,000 but rights groups say is actually triple that number. Officially quitting the court requires a year’s notice and experts say pulling out does not preclude an investigation of the deaths, which have drawn international concern. “It is apparent that the

ICC is being utilised as a political tool against the Philippines,” Duterte said in a statement, adding the ICC examination was “unduly and maliciously created”. “I therefore declare and forthwith give notice... that the Philippines is withdrawing its ratification of the Rome Statute effective immediately,” he added. Opened in 2002, the ICC is the world’s only permanent war crimes court and aims to prosecute the worst abuses when national courts are unable or unwilling. The Philippines, under previous President Benigno Aquino, ratified in 2011 the Rome Statute which underpins the ICC, giving the tribunal authority to investigate crimes on its soil. Rights advocates and attorneys said quitting the court would not eliminate the possibility of a case before it. “The Philippines’ intention to walk away from the International Criminal Court is unfortunate, but it doesn’t shut the door on the

prosecutor’s scrutiny of the government’s horrendous track record of grave abuses,” said Param-Preet Singh of Human Rights Watch. Celeste Mallari, a professor at the Philippines College of Law, said the court can “investigate any acts that have been done from the time the Philippines became a member of the ICC... until one year after we gave our notice of withdrawal”. However, should the Philippines fully withdraw from the court it would not be the first to do so, as Burundi became the first ever nation to leave in October 2017. In a wave of unprecedented defections, other African nations -- Zambia, South Africa, Kenya and Gambia -- have also made moves to quit or expressed interest to withdraw as they accused the court of being biased against Africans. Russia in 2016 dealt the ICC another blow by withdrawing its signature from the Rome Statute. Duterte, who is buoyed by high popularity ratings in the Philippines, has fiercely defended the drug war as a battle to bring safety to the nation’s 100 million people. On Wednesday he repeated that defence, citing “baseless, unprecedented and outrageous attacks on his person as well my administration”. “The acts allegedly committed by me are neither genocide nor war crimes. The deaths occurring in the process of legitimate police operations lacked the intent to kill,” he added.

RABAT, MAR 14 (IANS/ MAP): The Moroccan authorities have decided to ban demonstrations in the restive eastern province of Jerada, which has been witnessing protests since last December. The eastern province has seen a wave of protests since last December following the death of three miners while they were digging in abandoned mines. The protestors called for justice for the dead and demanded job opportunities and “economic alternatives”. “The Interior Ministry stressed its right to enforce the law in the city of Jerada by banning illegal demonstrations on public roads and responding firmly to irresponsible acts and behaviours, with a view to preserving security and protecting the interests of citizens,” the Moroccan Ministry said in a statement on Tuesday. The Ministry said that despite efforts to address the problems raised in the province of Jerada, some parties persist in undermining these efforts by trying to exploit the legitimate demands expressed and inciting the population to protest without any respect for established laws, which disrupts normal life in the region.

TOKYO, MAR 14 (AGENCIES): Japanese Prime Minister Shinzo Abe on Wednesday remained steadfast that he and his wife were not involved in a discount land-sale deal that has seen the opposition call for the resignation of his ally, Finance Minister Taro Aso, reports Reuters. Abe and Aso have come under fresh pressure over the ministry’s admission this week that it had altered documents related to the sale of state-owned land at a steep discount to a school operator with ties to Abe’s wife, Akie. Suspicion of a cover-up could slash Abe’s ratings and dash his hopes for a third term as leader of his Liberal Democratic Party (LDP). Victory in the LDP September leadership vote would put him on track to become Japan’s longestserving premier. Copies of documents released by the finance ministry on Monday

United Kingdom, putting the lives of innocent civilians at risk. And we will not tolerate such a brazen attempt to murder innocent civilians on our soil,” she added, giving Moscow a Tuesday midnight deadline to respond on the circumstances surrounding the attack. US President Donald Trump, as well as North Atlantic Treaty Organisation (NATO) and European Union (EU) allies including Germany’s chancellor, Angela Merkel, have since come out in support of the UK and offered support. Downing Street said the British prime minister received the backing of Trump, who agreed in a phone call that Moscow “must provide unambiguous answers as to how this nerve agent came to be used”. A spokesperson added that France’s President Emmanuel Macron and German Chancellor Angela Merkel had also condemned the attack and offered support to the UK, as well as Estonia, Latvia and Lithuania – the Baltic states bordering Russia.

LONDON, MAR 14 (PTI): British Prime Minister Theresa May today held Russia responsible for the nerve agent attack against a former Russian spy and his daughter as she expelled 23 Russian diplomats and suspended high-level bilateral contact. Former Russian spy Sergei Skripal, 66, and his daughter Yulia, 33, were found collapsed after being poisoned last week. Both remain in a serious condition along with a police officer who came in contact with the same substance. Russia denies being involved in the attempted murder of the former spy and his daughter. “The Russian state was culpable of the attempted murder” of spy Sergei Skripal and his daughter, May told lawmakers. She said Britain will suspend high-level bilateral contact with Russia and revoke an invitation to Russian Foreign Minister Sergei Lavrov to visit the UK. The Prime Minister announced that Britain will expel 23 Russian diplomats,

MALE, MAR 14 (IANS): The Maldivian gover nment on Wednesday said it would not extend the state of Emergency after it expires on March 22. At a media briefing held for foreign journalists at the President’s Office, Legal Affairs Minister at the President’s Office Aishath Azima Shukoor said the government did not intend to extend the state of Emergency as the situation in the archipelago had returned to normal. “You would have seen today that life in the Maldives in a normal state. No school or shop is closed. Offices and businesses are open and running,” the Minister said. She further reiterated the government’s view that the Emergency did not pose any danger to civilians, expatriates and tourists in the country, Xinhua news agency reported. The Maldivian Parliament on February 20 approved extending the state of Emergency in the island by 30 days following a request by President Abdulla Yameen. The President’s Office said Yameen had requested for an extension as the threat to national security had not diminished following the Supreme Court ruling on February 1 ordering the release of detained opposition leaders, including self-exiled former President Mohamed Nasheed. Yameen declared a 15day state of Emergency on February 5.

mokers beware. You may be at a higher risk of suffering hearing loss, as a new study suggests that smoking affects the ability to hear both high and low frequency sounds. “These results provide strong evidence to support that smoking is a causal factor for hearing loss and emphasise the need for tobacco control to prevent or delay the development of hearing loss,” said lead author Huanhuan Hu from the National Centre for Global Health and Medicine in Japan. For the study, published in the journal Nicotine and Tobacco Research, researchers included 50,195 people, aged between 20 to 64 years and free of hearing loss. The researchers anal-

Smoking may up risk S of hearing loss ysed data from annual health checkups, which included audio testing performed by a technician and a health-related lifestyle questionnaire completed by each participant. They examined the effects of smoking status (current, former and never smokers), the number of cigarettes smoked per day, and the duration of smoking cessation on the extent of hearing loss. The participants were followed up for a maximum of eight years. Even after adjusting for factors including occupational noise exposure, researchers noted a 1.2 to 1.6 increased risk of hearing loss among current smokers compared with never smokers. During follow-up, 3,532 individuals de-

veloped high-frequency hearing loss, and 1,575 developed low-frequency hearing loss. While the association between smoking and high frequency hearing loss was stronger than that of low frequency hearing loss, the risk of both high and low frequency hearing loss increased with cigarette consumption, the researcher said. The increased risk of hearing loss decreased within five years after quitting smoking, the researcher added. “With a large sample size, long follow-up period, and objective assessment of hearing loss, our study provides strong evidence that smoking is an independent risk factor of hearing loss,” Hu said. cientists have developed a new “rapid test” that produces a cheaper and faster diagnosis on infectious diseases in just three hours thus preventing antibiotic resistances from spreading. Owing to small number of pathogens in a patient’s sample, standard practices require up to 72 hours to allow for a reliable result for the infectious diagnostics. The new method provides much faster diagnosis with the help of tiny electrodes that are fixed on the surface of a stamp-sized chip. “Electric fields secure bacteria in a very small area,” said Ute Neugebauer from the Friedrich Schiller University Jena in Germ a n y. T h e scientists then a p p l y va r i o u s antibiotics in different concentrations on the trapped bacteria and examine them with Raman spectroscopy. “This means that we irradiate the pathogens with laser light and evaluate the scattered light spectrum”, Neugebauer said. “We combine light-based analytical methods with microfluidic sample processing. With our Lab-on-a-Chip system, thus a miniaturised lab, we are able to clearly identify bacterial strains and their resistances, in less than three hours,” he explained. The combination of fast, light-based diagnostics and a high automation level reduces the time from sampling to result from to date 72 to three and a half hours. The doctors can then derive whether the strain is resistant or sensible. At the same time they can also derive information on the needed concentration of the antibiotic to constrain bacterial growth. “This is an important diagnostic parameter that influences the success of a treatment decidedly...such a fast procedure could revolutionise diagnostics of infectious diseases”, the researchers said, in a paper published in the journal Analytical Chemistry. hose suffering from urinary or respiratory tract infections may face nearly double the risk of heart attacks and strokes than obesity, researchers have warned. The study -- led by a researcher of Indian origin -found that if the frequency of these common infections causing hospitalisation continues for a longer period it may even lead to death. Patients diagnosed with any one of these common infections were three times more likely to die than those without prior infection after developing heart disease, and almost twice as likely to die if they had a stroke. “Our figures suggest

that those who are admitted to hospital with a respiratory or urinary tract infection are 40 per cent more likely to suffer a subsequent heart attack, and 2.5 times more likely to have a stroke, than patients who have had no such infection and are considerably less likely to survive from these conditions,” Rahul Potluri, researcher at Britain’s Aston University, said in a statement. The effects of the common infections were of similar magnitude among the people suffering from diabetes, hypertension, and cholesterol, researchers said. “It is notable that infection appears to confer

as much, if not more, of a risk for future heart disease and stroke as very well established risk factors such as high blood pressure and diabetes,” Potluri added. Researchers conducted the study over 34,027 patients who had been admitted with a urinary or respiratory tract infection with an age and sexmatched control group without infection. Factors such as age, gender, ethnicity, obesity and tobacco use, as well as medical conditions including excess cholesterol, high blood pressure, diabetes and kidney disease, heart failure and atrial fibrillation were also taken into account. Being sleepy during the day could Death risk increased with two blood pressure drugs be a warning sign of Alzheimer’s H igh blood pressure, or hypertension, is a major risk factor for heart disease, the leading cause of death in the United States. But a new study has found that two classes of medication that are commonly used to lower blood pressure could present a death risk all on their own. Scientists at the Intermountain Medical Center Heart Institute in Salt Lake City, UT, found that individuals with hypertension

of all of the volunteers from the start of the study to the end, she found that people who reported excessive daytime sleepiness at the start of the study were more likely to show increases in amyloid in their brains as the study progressed. These people also tended to show faster deposition of the protein than those who did not report daytime drowsiness. What’s more, the amyloid was heaviest in two regions of the brain: the anterior cingulate and cingulate precuneus, which typically show high levels of amyloid in people with Alzheimer’s. “We found that daytime sleepiness was causing more deposition of amyloid in people who are already amyloid positive, so it was influencing the rate of deposition over time,” says Vemuri. While the study went to great lengths to try to track how amyloid levels in the brain change over time in people with and without daytime sleepiness, it still does not provide a definitive answer about whether sleep disruptions contribute to amyloid buildup or whether sleep problems emerge as amyloid starts to pile up. But the findings reinforce the importance of good sleep in keeping the brain healthy. “I would hope that people understand that good sleep habits are important to have a healthy brain, since it can prevent amyloid, which is one of the primary proteins underlying Alzheimer’s disease,” says Vemuri. against the wall of the arteries. And, in November last year, the American Heart Association (AHA) and the ACC set new guidelines. Now, a person is considered to have hypertension if their systolic blood pressure (the top number) is 130 millimeters of mercury (mmHg) or higher, and their diastolic blood pressure (the bottom number) is 80 mmHg or higher. Systolic blood pressure is the force of blood against the artery walls

when the heart is beating, while diastolic blood pressure is the force of blood when the heart is at rest, or between heartbeats. The updated guidelines mean that almost half of adults in the United States have high blood pressure, which puts them at greater risk of heart attack, stroke, and heart disease, among other health problems. Of course, when it comes to treating hypertension, the goal is to lower

blood pressure. This may be achieved through lifestyle changes — such as adopting a healthful diet and increasing physical activity — medication, or both. Previous research, however, has discovered that consistency is key for blood pressure levels. A study published in The BMJ in 2016, for example, associated higher variability of systolic blood pressure with a 15 percent increase in all-cause mortality. (Medical News Today)

esearchers know that a condition as complicated as Alzheimer’s can’t be traced to a single or simple cause. Genetic factors contribute to the degenerative brain disorder that robs people of their memory, and biological process related to aging play a role as well. But in recent years, scientists have uncovered some behaviors that may also influence Alzheimer’s risk. In the latest study published in JAMA Neurology, a group of them report how sleep — daytime sleepiness, in particular — may be an indicator of Alzheimer’s. Prashanthi Vemuri, an associate professor of radiology at the Mayo Clinic, and her colleagues wanted to address a puzzling problem in the field. Studies showed that people with Alzheimer’s disease tend to have disrupted sleep, which made sense: biological studies have recently revealed that while the brain sleeps, it clears away deposits of amyloid, the protein that builds up and eventually strangles nerve cells in Alzheimer’s disease. But it wasn’t clear whether the amyloid plaque deposits led to the disrupted sleep, or whether changes in sleep habits contributed to the buildup of the protein. To find out, Vemuri and her team took advantage of a long-running study of nearly 3,000 older people in the Mayo Clinic Study of Aging, all of whom were recruited from Olmsted County, Minn. For the study, Vemuri selected 283 people without dementia who were over 70, who answered questions about their sleep habits and agreed to have several brain scans for amyloid over the seven-year study period. Among the people in the study, 22% reported problems with daytime sleepiness, a sign of disordered sleep. When Vemuri compared the brain scans

who used alpha blockers and alpha-2 agonists to control their blood pressure showed an increase in blood pressure variability, which could increase mortality risk. Lead study author Dr. Brian Clements and team have recently presented their findings at the 2018 American College of Cardiology (ACC) Scientific Sessions, held in Orlando, FL. Blood pressure is the force of blood that pushes

Ayodhya parties free to settle dispute, says SC

Supreme Court of India.

New Delhi, March 14 (IANS): The Supreme Court on Wednesday said that the parties to the Ramjanmabhoomi-Babri Masji dispute were free to settle the contentious issue between themselves but it will not ask them take it as a way forward except for deciding the title issue. A bench of Chief Justice Dipak Misra, Justice Ashok Bhushan and Justice S. Abdul Nazeer said this as a number of applicants including the resident of Ayodhya and Faizabad urged to court to ask parties to the dispute - Sunni Wakf Board and Nirmohi Akhara - to arrive at a compromise. “You say that they must compromise, how can we issue notice on it,” said Justice Bhushan, making it clear that it was for the parties

to settle the issue but as far the court was concerned it would not get into it except for deciding the title suit. The court also said this to former Union Minister Arif Mohammad Khan who told the court that two professors of MIT Pune have drawn a plan to convert the disputed site into a place of worship for all religions and teaching of their spiritual tenets. “If anybody is a professor or academician, he can speak to both the parties and if he succeeds, then he can approach us,” Chief Justice Misra said declining the plea for court exercising its extra-ordinary power. “Inherent power must not grow up to this. It has its own limitation,” he noted. Rejecting about 20 intervention applications including by BJP MP Subra-

manian Swamy, 32 eminent people including Shyam Benegal, Aparna Sen, Anil Dharkar, Teesta Setalvad and others, the court said that it would hear only those parties which were before the Allahabad High Court. However, later the court revived the writ petition by Swamy saying that it would be listed before an appropriate bench. Swamy told the court that his contention is that the right of the worshipers is on a higher pedestal than the parties to the dispute to title suit. Having rejected all the intervention applicants, the court asked senior counsel Rajeev Dhavan to address it on his plea that all the petitions should be heard by a larger five judge constitution bench. “Address us on the question whether these appeals needs to be referred to the five judge constitution bench. First we will decided that and then proceed further,” CJI Misra said recalling an earlier submission by Dhavan. As the other side representing Ramlala and Nirmohi Akhara resisted the plea to refer the matter to five judge bench, he said: “We have to be persuaded that principle emerging from an earlier five judged bench needs reconsideration.” Addressing the bench, Dhavan,

appearing for lead petitioner M. Siddiqui represented by his legal heirs, picked holes in 1994 top court judgment which, in one of its paragraphs, had said that mosques were not an integral part of religious practice of offering prayers. He said that the question to be decided by the court is acewhat is the meaning of mosque to the Muslims” and “Do you take it as a gospel that a mosque is not essential to Muslims and Islam”. Assailing the principle emerging from 1994 judgment, Dhavan said that if this position was to be accepted then except for Makkah, Madinah and Dome of the Rock in Jerusalem, rest of the mosques will be of no consequence to the Muslims. “We can’t have a narrow view of the essential and integral practices of Islam, otherwise we would deprive (the Constitution’s) Article 25 - guaranteeing freedom of conscience - of its soul,” he said. The court was told this in the course of the hearing of a batch of cross petitions challenging 2010 Allahabad High Court verdict that had divided the disputed Babri Masjid-Ramjanmabhoomi 2.77 acres site between the Nirmohi Akhara, Lord Ram deity and the Sunni Waqf Board.

Koregaon caste riots accused’s bail plea denied New Delhi, Mar 14 (IANS): The Supreme Court on Wednesday dismissed the anticipatory bail plea of prominent Hindutva leader Milind Ekbote, who is accused of instigating the Bhima-Koregaon caste violence of January 1. A bench of Justice M.B. Lokur, Justice Kurian Joseph and Justice Deepak Gupta dismissed Ebote’s plea after Maharashtra government objected to his plea saying he was the main person who instigated the mob that injured 177 persons in the incident. Rejecting his anticipatory bail plea, the bench remarked: “You are creating communal violence. What is this? You are spreading communal disharmony.” The Maharashtra government sought dismissal of Ekbote’s anticipatory bail plea, saying he has not been cooperating in the investigation by giving improbable or unscrupulous information which cannot be by any stretch of imagination relied upon. On February 7, the apex court had granted Ekbote protection from arrest till February 20 and asked the state government to file its response on his plea. On the last date of hearing, the court had extended the interim protection till March 14.

WHO member-countries commit to end TB by 2030

Tedros Adhanom Ghebreyesus and JP Nadda.

New Delhi, Mar 14 (IANS): Member-countries of the World Health Organisation (WHO) SouthEast Asia Region, including India, on Wednesday committed to intensifying efforts to eradicate tuberculosis by 2030. “The member-countries unanimously agreed to actualise and intensify essential actions agreed to in the Delhi Call to Action, adopted in March last year, to accelerate efforts to end TB in the region,” a statement adopted at the two-day Delhi End TB Summit that concluded here said. The summit sets the

stage for the September 2018 United Nations high-level meeting on TB, wherein the issue will be discussed at the Heads of State level. The UN meeting is likely to endorse a set of goals to put the world on course to ending TB. The WHO South-East Asia Region, which comprises 11 countries including North Korea and India, is host to one fourth of the global population but a disproportionate 46 per cent of the global TB burden. “Progress against TB in this region will have a major impact on the global progress. Too much is at stake, we cannot afford to fail,” said

Dr Tedros Adhanom Ghebreyesus, Director-General, World Health Organization. As per the statement, the member-countries would collectively reach out to 2 million missing TB cases and 150,000 multidrug-resistance cases by 2020 and implement a response adequate to end TB. On Tuesday, the Health Ministry and the WHO signed an agreement for enhanced cooperation in the health sector. WHO’s Tedros met Union Health and Family Welfare Minister J.P. Nadda and complimented the government’s bold initiatives to expand universal health coverage through Ayushman Bharat. An apex government body for biomedical research, Indian Council of Medical Research (ICMR) functioning under the Health Ministry was awarded the International Kochon Prize 2017 for contribution to the National Programme in Tuberculosis research on Tuesday. ICMR through its TB consortium has accelerated efforts for research and development of TB in the country. The TB consortium is working with public and private institutes to guide the country’s research towards development of point-ofcare diagnostics, shorter treatment regimens, and effective vaccine for tuberculosis.

Political parties reaction to UP, Bihar bypolls NGT summons Uttarakhand CS over Ganga cleaning New Delhi, Mar 14 (PTI): Buoyed by victory in the Lok Sabha bypolls to Gorakhpur and Phulpur, Samajwadi Party chief Akhilesh Yadav said on Wednesday it was a mandate against both the central and state governments and the results will give a new direction to the national politics. He credited BSP chief Mayawati and allies Nishad Party and Peace Party as well as the Left parties for the victory. Future SP-BSP alliance?: Senior Samajwadi Party leader Ramgopal Yadav Wednesday refused to comment on the possibility of an alliance with the BSP for the next Lok Sabha elections in 2019, saying “just wait and watch”. Talking to reporters outside Parliament, Yadav said that the victory of the SP in both Gorakhpur and Phulpur Lok Sabha byeelections was a referendum against the Yogi government. “Me and my party are grateful to the BSP and its workers who worked hard to ensure the victory of the SP candidate in these bypolls. As far as 2019 general elections is concerned, just wait and watch. And hope for the best,” Yadav said. Most of the SP MPs in the House were today

Speaking in the well of the Lok Sabha, SP MP Dharmender Yadav attacked the Gorakhpur DM for allegedly delaying the announcement of the initial trends of counting. The SP today wrested both the Gorakhpur and Phulpur Lok Sabha seats from BJP, which had won them in 2014 general election. BSP, the SP’s archrival, had extended support to the Akhilesh Yadav-led party in these bypolls The victory on these two seats assumes significance as Gorakhpur was won by Chief Minister Yogi Adityanath, while Phulpur was won by Keshav Prasad Maurya, who is currently the deputy chief minister of the state, in the 2014 elections.

Both Yogi and Maurya resigned from their respective Lok Sabha seats after they were appointed as leader and deputy leader of the BJP government in the state last year. Voters angry with BJP. says Rahul Gandhi: “It is clear from the by-poll results that voters are angry with BJP and they will vote for the non-BJP candidate who has the strongest chance of winning. As far as Congress is concerned, we are committed towards re-building the party in UP, and it will not happen overnight,” tweeted Congress president Rahul Gandhi. New Delhi, Mar 14 (IANS): Unsatisfied over the explanation given by Uttarakhand over cleaning the river Ganga, the National Green Tribunal (NGT) on Wednesday summoned the state’s Chief Secretary. It also said that that there is no clarity as how much funds shall be dedicated to clean the Ganga’s tributaries under the National Mission for Cleaning Ganga (NMCG). Rapping the officials involved, the Tribunal also asked for the minutes of the meeting of the Principal and Core Committee. “What was the resolution of the meeting... we want the minutes, like a proper meeting has, unlike a ‘chai-pakoda’ meeting,” it said. The tribunal has asked the Chief Secretary to be present before it on April

3 to explain the steps take so far for cleaning the river Ganga from Gomukh to Haridwar under Phase-I. The bench, headed by Justice Jawad Rahim, found the compliance report filed by the state as “factually incorrect”, and then asked for the official concerned, who was not present in the court. “Since we notice absence of responsible officers, we direct the Chief Secretary of Uttarakhand to be personally present here with first hand information that the tribunal expects,” Justice Rahim said. “There is no clarity over the funding by NMCG

Guj Assembly: Two Cong MLAs suspended for 3 yrs

Gujarat Assembly witnessed ugly scenes when the ruling BJP and opposition Congress members clashed in the House, leading to the suspension of two Congress MLAs.

Gandhinagar, Mar 14 (PTI): The Gujarat Assembly today witnessed ugly scenes when the ruling BJP and opposition Congress members clashed in the House, leading to the suspension of two Congress MLAs for an unprecedented three years and a one-year suspension of another lawmaker from the party. The House plunged into chaos as the BJP and Congress members came to blows during the proceedings. The speaker later suspended two Congress MLAs -- Pratap Dudhat and Amrish Der -- for three years, the longest ever in the state’s

history. Another Congress legislator, Baldevji Thakor, was suspended for a year for an incident that allegedly took place at the lobby of the Assembly. The three MLAs were asked not to enter the Assembly premises during their period of suspension. Angry over the suspension of their colleagues, the other Congress MLAs walked out of the House in protest. After the unruly scenes, Deputy Chief Minister Nitin Patel introduced a motion to suspend Der and Dudhat for three years. He moved a separate

motion to suspend Thakor for a year. The motions were put to vote by Speaker Rajendra Trivedi and passed by a majority vote. Denouncing the scuffle inside the House, Trivedi said it was a “black day” in the history of the Assembly even as the Congress MLAs stormed out in protest. Earlier, the Assembly witnessed chaotic scenes. A few Congress members hit BJP MLA Jagdish Panchal with the rod of a microphone and also punched him. This invited a retaliation from the ruling party members, who assaulted

Congress MLA Der. The ruckus began when the speaker stopped Vikram Madam of the Congress from expressing his views during a discussion on an issue after the Question Hour. Madam, however, insisted that he would speak. At that time, Der asked the speaker to allow Madam to speak. The speaker objected to his tone, following which Madam and Der rushed to the Well of the House in protest. Trivedi suspended both the MLAs for the rest of the day and they were taken out of the Assembly by the marshals. This enraged Congress’ Dudhat, who attacked BJP’s Panchal with the rod attached to a microphone. Dudhat was angry with Panchal for asking Congress MLAs to remain silent when the speaker was making his point. After the attack on Panchal, the speaker suspended Dudhat for the rest of the ongoing Budget Session. He then adjourned the House for 10 minutes. In the meantime, Der entered the House from the back door and attacked Panchal.

IndiGo cancels 42 flights for today Mumbai, Mar 14 (PTI): Domestic carrier IndiGo continued to operate with a curtailed schedule for the third day today with the airline cancelling 42 flights following the grounding of eight of its A320neo planes along with three of GoAir due to Pratt & Whitney engine issues. IndiGo has cancelled 42 flights for March 14. This includes flights to Mumbai, Kolkata, Pune, Jaipur, Srinagar, Bhubaneswar, Chennai, Delhi, Dehradun, Amritsar, Bengaluru and Hyderabad, among others, the airline announced on its website. Number of flights cancelled by the other carrier GoAir for today was not immediately available. Yesterday, IndiGo and GoAir had together cancelled over 65 flights due to the grounding of their 11 aircraft by the country’s aviation watchdog DGCA on Monday, citing passengers safety concerns arising out of the mid-air shut down of the Pratt& Whitney- manufactured Neo engines of these airplanes. The cancellation of services in a large number has put thousands of passengers at inconvenience as they had pre-booked these flights amid the concerns of exorbitant fares which are charged by the carriers for last-minute travel.

City to have Buddhist Chinese temple in future Ko l k ata , M a r 1 4 (PTI): Chinese Consul General Ma Zhanwu today said the 50-year old Hsuan Tsang Monastery in the city will be converted into a ‘’most modern’’ Buddhist Chinese temple in future. The monastery in the southern fringes of the city, is named after Hsuan Tsang, the famous seventh century Buddhist monk, scholar, traveller and translator from China who travelled to India in the seventh century. The monastery had been set up by the local Chinese community about 50 years ago. Chinese immigrants had arrived in the city in the 18th century to work at the Calcutta port. They have contributed to the social and economic life of Kolkata through manufacturing and trade of leather products, running of restaurants and beauty parlours. Their largest population is in the Chinatown in the city. Zhanwu, who was present at the foundation stone laying ceremony of the new complex within the compound of the old monastery building, told reporters that once completed the new temple will have the “most durable and most modern features” retaining the unique characteristics of a Buddhist temple in China. Describing the foundation stone laying ceremony

Ma Zhanwu

as a “good starting phase in terms of cultural exchanges between the two countries”, the envoy said, it will be made an important landmark in the entire East and a tourism spot for both domestic and foreign tourists. The temple, once it is rebuilt with modern amenities, will be another step in promoting friendly exchange and cooperation between people of two great nations, enhance their mutual trust and push for continuous development in the bilateral ties, he said. “We hope that the monastery will be more widely known to the people of India and abroad,” the Consul, whose office is participating in the renovation along with the monastery authorities, said. Hsuan Tsang had visited India over 1400 years ago by the Silk Road and took large number of Buddhist scripts back to China. This had helped in development and spread of Buddhism in China, he said.

Special judge Natarajan said he was discharging all the seven accused from the case since there was no prima facie evidence to prove the charges against them. According to the CBI, Dayanidhi Maran, during the check period of June 2004 to December 2006, when he was Union minister for communication and information technology, had misused his office and installed a private telephone exchange at his residences in Chennai and utilised the facility for business transactions involving Sun Network. It said he had caused a loss of Rs 1.78 crore to the exchequer. More than 700 telecom lines had been installed at their residences in Boat Club and Gopalapuram here, the agency charged. Among the accused were former BSNL general manager K Brahmnathan, former deputy general manager M P Velusamy and Dayanidhi Maran’s private secretary Gauthaman.

COLOMBO, MAR 14 (PTI): Sri Lankan President Maithripala Sirisena has said restrictions imposed on social media after the communal riots in the island’s central hills will be lifted within the next few days, as the government faced flak for not lifting the blockage despite improvement in the situation. The government imposed a state of emergency last week and blocked Facebook, WhatsApp and other social media sites following anti-Muslim violence in Kandy and Ampara districts. The government restricted the use of social media after police claimed that they were being used to spread hatred against the minority community. Sirisena, addressing Sri Lankan community in Japan yesterday, said that the temporary ban on Facebook following the riots will be lifted within the next few days. He said that even though there is room for any medium for the benefit of the society, there is a need for a certain approach to control the destruction cause to the society by some vicious elements using these mediums, the Colombo Page reported.

Hamas probe into Gaza bomb attack against PM GAZA CITY (PALESTINIAN TERRITORIES), MAR 14 (AGENCIES): Gaza’s Islamist rulers Hamas widened an investigation Wednesday into a bomb explosion that targeted Palestinian prime minister Rami Hamdallah as he made a rare visit to the strip a day earlier, reports AFP. The interior ministry in Gaza said it had launched a “high-level investigative committee” into the bomb attack, which was a further blow to faltering reconciliation talks between Hamas and president Mahmud Abbas’s secular Fatah party. It said a number of suspects were being questioned after the roadside bomb targeted Hamdallah’s convoy shortly after he entered Gaza, leaving him uninjured but lightly wounding six guards. It did not provide further details on the investigation Wednesday or release the identity of the suspects. “The door is open to anyone who wants to participate in the investigation,” Tawfeeq Abu Naim, the head of the Hamas security services in Gaza, said in a statement.

KATHMANDU, MAR 14 (AP): Survivors of this week’s plane crash at Nepal’s main airport said today that it was a miracle they survived an accident that killed 49 of the 71 people on board. Shorna Huggain of Bangladesh, who was a passenger on the US-Bangla Airlines flight when it crashed Monday while attempting to land at Kathmandu’s airport, said her husband saved her life. “I thought I was going to die because I inhaled a lot of smoke, but I did not want to die,” Huggain said from her hospital bed, recalling how she was pinned in her seat after the crash. “Finally, my husband was able to pull me out of the plane, and moments later it burst into flames,” she said. “My husband saved my life.” Huggain’s brother-inlaw died in the crash. Another passenger, Nepalese travel entrepreneur Keshav Pandey, said he was lucky to survive with only injuries. “I have not heard of many people surviving a plane crash, but it is a miracle that I am alive,” Pandey said. “I guess I lived because the plane crashed

on open grounds,” said Pandey, adding that he does not remember much but believes he was ejected from the plane when it broke on impact. Huggain and Pandey recalled the flight being mostly smooth all the way from Bangladesh’s capital, Dhaka, to Kathmandu, but said that before the crash, the aircraft violently shook, tilting toward the left and hitting the ground with a huge sound. Among the 22 who survived, two have gone home, while the others were being treated at various hospitals in Kathmandu, Nepal’s capital. Ten of the injured were at the Kathmandu Medical College Hospital, where Dr. Rajeev Manandhar said Wednesday that seven were in stable condition and three in critical condition. Nepalese investigators have begun an investigation into the crash, with Kathmandu officials and the airline blaming each other for the accident. The airport’s general manager said Monday that the pilot did not follow the control tower’s instructions and approached the runway from the wrong direction.

tariffs on imported steel and aluminum that could kick in next week, it will prepare countermeasures to hit U.S. goods. Trump has said that the tariffs are necessary on national security grounds,

but Malmstrom insisted this is a ruse: “We suspect that the U.S. move is effectively not based on security considerations but an economic safeguard measure in disguise.” Mistrust between the long-time allies has increased since Trump became president last year, and the U.S. tariffs proposal has acerbated ill feelings. Tusk said it was not too late to turn this around and asked Trump to come through on his promise to exempt “real friends” from the tariffs. Harking back to two world wars and the Cold War, Tusk said: “I would like to stress today that the free world has survived the most difficult decades only thanks to the fact that Europeans and Americans have been real friends.”

Reuters journalist Kyaw Soe Oo, center, is escorted by Myanmar polices as they leave the court after their trial Wednesday, March 14, 2018. (AP/PTI)

YA N G O N, M A R 1 4 (AGENCIES): Some international observers urged Myanmar on Wednesday not to drag out legal proceedings against two Reuters journalists, as they appeared in court for the 10th time since they were arrested in December and accused of possessing secret government papers, reports Reuters. A Yangon court began preliminary hearings in January to decide whether reporters Wa Lone, 31, and Kyaw Soe Oo, 27, will face charges under the colonialera Officials Secrets Act, which carries a maximum penalty of 14 years in prison. Denmark’s embassy in Yangon, which has closely followed the case, said ahead of the latest hearing that the journalists should be “thanked and not punished” for their reporting on north-

ern Rakhine state - where they found evidence of security forces’ involvement in the killing of 10 Rohingya Muslim men. “Nor should they be subject to a dragged out trial that appears to be set to last for months while keeping Wa Lone and Kyaw Soe Oo incarcerated, away from their families and their work,” the embassy said in a statement. Two civilians that police brought to witness a search of Wa Lone’s family home the evening after the reporters were arrested gave testimony on Wednesday. Min Min, a neighborhood official in north Yangon, told the court he joined nine or 10 policemen searching the residence and signed a form to confirm a laptop with a charger and a bag, a hard drive and a notebook were discovered there.

Asked by defense lawyer Than Zaw Aung during cross-examination whether any government papers were discovered in the search, he said no. Min Aung, a ward administrator who joined the search and gave testimony, said he could not remember seeing police find official documents. Lead prosecutor Kyaw Min Aung left the court building before Reuters was able to put questions to him after the hearing. Government spokespeople have declined to comment on the case, citing the ongoing court proceedings. The government prosecutor has now called 12 of 25 listed witnesses to hearings that have been taking place weekly. The court agreed to hear three witnesses at its next session on March 21.

BERLIN, MAR 14 (AGENCIES): Angela Merkel was sworn in for her fourth term as German chancellor on Wednesday, putting an end to nearly six months of political drift in Europe’s biggest economy, reports AP. Lawmakers voted 364315 to re-elect Merkel, Germany’s leader since 2005. The coalition of Merkel’s conservative Christian Democratic Union, its Bavariaonly sister party, the Christian Social Union and the center-left Social Democrats has 399 of the 709 seats in parliament. In what is widely ex-

that liberal democracies are capable of acting and facing the future.” Merkel will travel to Paris Friday for talks with French President Emmanuel Macron on the first trip abroad of her new term. The chancellor heads a much-changed Cabinet, with the governing parties — which are traditional rivals — keen to send signals of renewal after a September election in which all lost significant ground. There are new faces in the most important posts, the finance, foreign, economy and interior ministries. The same parties have governed for the past four years but putting together the new administration has been unprecedentedly hard work. Wednesday’s parliamentary vote came 171 days after the election, nearly double the previous record. The Social Democrats initially planned to go into opposition after crashing to their worst result since World War II, but Steinmeier nudged them into a reluctant about-turn after Merkel’s talks with two smaller parties collapsed in November.

ollywood superstar Aamir Khan, who turned 53 on Wednesday, said his “Thugs of Hindostan” co-star Amitabh Bachchan’s health is better now and he is back to shooting. The actors have been shooting for the movie in Jodhpur. “I shot with Amitji last night itself. It’s true that he has pain in the shoulder and back. But this film also has a lot of action scenes for him. I think it is after a lot of years that you will see Amitji doing a lot of action. So, it’s definitely a challenging film for him and he is coping very well with it,” Aamir told the media here. “He has had a shoulder and back injury. The pain had got aggravated day before, but he is better now,”

he added. Aamir, who is in Mumbai just for a day for his birthday, celebrated his special day with mediapersons. The actor hopes “Thugs of Hindostan” reflects the hard work being put in. “I hope the work we are doing on ‘Thugs of Hindostan’ is good and people really like it. I want that the film that I am working in with Amitji is memorable. This is my expectation from the film,” he said. The movie, being directed by Vijay Krishna Acharya, also features Katrina Kaif and Fatima Sana Sheikh. Parts of it are being shot at Jodhpur’s Mehrangarh Fort, from where Big B has been sharing some picturesque updates. (IANS)

ddie Mur phy has joined the cast of the “Twins” sequel, confirms actor Ar nold Schwarzenegger. Schwarzenegger revealed this during a panel discussion at South by Southwest when he confirmed that Murphy, 56, was set for the long awaited sequel titled “Triplets”, reports deadline.com. He said the film’s script is finished. He also spoke on the physical differences between the three triplets in the movie, saying that it is about “Funny thing that happens in the mixing of the sperm”. The original 1988 film, which was directed and produced by Ivan Reitman, saw Schwarzenegger, 70, and Danny DeVito, 73, starring as twins Julius and Vincent Benedict, who were separated at birth. Schwarzenegger opened up about the idea of Murphy joining the cast in the past, and said that it was something everyone was on board with. “Eddie is hilarious. We’ve met several times, and I think we all want to do it, but some things take time to get off the ground,” he said. (IANS)

eing panned by some critics hasn’t stopped Hugh Jackman’s infectious movie musical The Greatest Showman from becoming the most enduring film hit for a decade. While Black Panther continues to dominate the box office rankings, raking in more than $1bn worldwide in four weeks, another movie phenomenon has been slowly unfolding. Last weekend, The Greatest Showman posted a huge 26% upturn in its takings in the UK and Ireland compared with the previous weekend. That’s in its 11th week of release, taking its total to £37.3m - and giving it a longevity that’s virtually unheard of in the world of here today, gone tomorrow popcorn fodder. What makes it more surprising is that the musical extravaganza was met with mediocre reviews when it was released just before Christmas. The Telegraph declared

formance, according to Tom Grater at movie trade publication Screen International. “Normally a film is expected to see the numbers of cinemagoers drop off by as much as 50% after its opening weekend,” says Grater. But The Greatest Showman only fell by 7% in week two and hasn’t suffered the usual weekly major dropoffs. “It has even had multiple upticks,” Grater says. “That basically never happens.” “Last weekend, it went up by a massive 26% - which is huge. No film since Avatar [in 2009] has been posting these kinds of numbers beyond week nine - and Avatar was a massive draw because everyone wanted to see the new 3D technology. “It’s just been incredibly consistent over its 11-week run.”

Chennai FC beat Goa; enter ISL final

title in 2015. Local lad Dhanapal Ganesh found the back of the net with a superb header in the 29th minute to put the team 2-0 ahead at the Nehru Stadium. Chennaiyin now face Bengaluru FC at the grande finale on March 17 at Sree Kanteerava Stadium in Bangalore. Bengaluru FC had beaten FC Pune City on 3-1 aggregate in the other double leg semifinals. The first half saw the

visiting side enjoying a lions share of the possession (61 per cent to CFCs 39) but that mattered little as the hosts had scored twice. Like in the first leg, FC Goa had more possession but the Chennaiyin looked to mount attacks whenever they had the chance. It was an entertaining first half which saw Chennaiyin FC nose ahead in some style. Though FC Goa blazed away and created a lot of trouble for the Chennaiyin back line,

some lazy defending let them down. The opening goal came against the run of play. Jeje, who had missed a clear chance just a few minutes ago, found the goal in the 26th minute. Gregory Nelson put in a brilliant ball from the left and found Jeje, who was unmarked. This time he made no mistake and beat the keeper Naveen Kumar, who was preferred over Laxmikant Kattimani. Three minutes later, Chennaiyin took control of the match as Dhanapal Ganesh found himself on the scoresheeet. The goal came about after another defensive lapse by FC Goa. Nelson put in another superb ball via a free kick from the left. It was aimed at the far post where Ganesh rose majestically and headed it in. After a slow start, CFC began to gain more of the ball and had their first real chance when Franciscos attempted cross hit Narayan Das arm in the 21st minute. Nelsons subsequent free kick found Jeje unmarked inside the area but the forward could not time his leap well and sent the header over the bar. The first leg had ended in a 1-1 draw at Fatorda on Saturday last.

Aizawl FC beaten by New Radiant in AFC Cup clash

New Delhi, mar 14 (Agencies): India’s Aizawl FC suffered a 1-3 drubbing at the hands of New Radiant in their maiden group stage AFC Cup match, with inspirational skipper Ali Ashfaq’s hattrick leading the Maldivian charge here Wednesday. The 2016-17 I-League winners, playing with 10 men for some part of the second half, found the day’s opener in the 33rd minute, but the game belonged to New Radiant as star striker Ashfaq scored in the 40th, 77th and 85th minute at the National Stadium. Aizawl drew first blood in the game through Lalram Hmunmawia’s strike. Ashfaq found the equalizer with five minutes to go in the first half. Aizawl’s task became tougher when Hmunmawia was sent off for bringing down second-half substitute Guillem Marti in the 74th minute. Saleem’s cross was then headed in by the Ashfaq as the ball bounced off the ground, hit the bar and entered the net before the Aizawl defence could react. Ashfaq completed the hat-trick when he tapped in with his left foot after Ali Fasir headed the ball down for the striker inside the box with five minutes to go.

Darya Kasatkina

Indian Wells, Mar 14 (Agencies): Caroline Wozniacki blew any chance she had to overtake Simona Halep as world number one after losing 6-4, 7-5 to Darya Kasatkina in the fourth round of the BNP Paribas Open at Indian Wells on Tuesday. While Halep overcame a sluggish start to beat Wang Qiang 7-5, 6-1, Australian Open champion Wozniacki fell to the same player who knocked her out of last month’s St. Petersburg Ladies Open. “I’m just going on court and actually now enjoying every minute during I’m playing,” 20th seed Kasatkina told reporters. “And, yeah, I’m playing (my) best matches against the best players. But as I

say, if you want to be on the top, you have to beat the top players. So quite simple rule.” Facing Kasatkina in the quarters will be No. 10 seed Angelique Kerber, who easily defeated Caroline Garcia 6-1, 6-1. Earlier on Tuesday, Halep booked a quarter-final place against Petra Martic after getting the better of China’s Wang. The turning point came after a string of unforced errors left Halep trailing 5-4 in the first set, prompting coach Darren Cahill to tell the defensive specialist to work longer points and reduce the error count. Halep went on to lose only one more game. The 26-year-old Romanian showed no sign of the foot injury that forced

her to withdraw from the Qatar Total Open in Doha last month and is well positioned to make a run at reclaiming the Indian Wells title she won in 2015. First she will have to get past unseeded Croatian Martic, who advanced to the last eight with a 6-3, 7-6(4) win against Marketa Vondrousova. “She is a very tough opponent because she is serving pretty strong and also the forehand has a lot of top spin … So I will have to work hard,” Halep told the Tennis Channel. A day after beating her sister Serena, Venus Williams moved past Anastasija Sevastova 7-6(6) 6-4 and will next face Carla Suarez Navarro, who defeated Danielle Collins 6-2 6-4. Former world number one Karolina Pliskova used her powerful serve to overwhelm 16-year-old Amanda Anisimova and reach the quarter-finals for the third year in a row. Pliskova’s 6-1 7-6(2) win ended the run of the young American, a wild card who beat ninth seed Petra Kvitova in the third round for the biggest win of her fledgling career. Pliskova will face 20year-old Naomi Osaka of Japan, who defeated Maria Sakkari 6-1 5-7 6-1 to reach her first Indian Wells quarter-final.

All England Open: Srikanth in second round; Saina loses NEW DELHI, Mar 14 (Agencies): Indian shuttler Kidambi Srikanth advanced into the men’s singles second round with a hard-fought victory over Brice Leverdez of France in the opening round of the All England Open Badminton Championships in Birmingham on Wednesday. Saina Nehwal made a firstround exit from the tournament after a straight-game defeat against World No. 1 and defending champion Tai Tzu-Ying. Srikanth had endured a tough first round outing against Leverdez before emerging victorious 7-21, 21-14, 22-20 in the match that lasted almost an hour. The third seed Srikanth, who won four Super Se-

The Indian failed to find his rhythm and went to the break trailing 5-11. Leverdez continued where he left after the interval and wrapped the game 21-7.

Srikanth changed the gears in the second game and headed into the break with 11-5 lead. The World number three Srikanth used all his experience and held his nerve to carve out a fighting win against Leverdez. Earlier, Saina lost the contest in straight games 14-21, 18-21 in 38 minutes to the defending champion. Facing the top-ranked player in the lung opener was always going to be a tough one and the match went on with service exchanging for every point till 14-14, before Tai broke through by winning seven consecutive points to wrap the opening game 21-14 in 16 minutes.

Colombo, Mar 14 (IANS): Skipper Rohit Sharma led from the front with a fluent half century and teenaged off-spinner Washington Sundar scalped three wickets to help India beat Bangladesh by 17 runs at the R. Premadasa Stadium here on Wednesday and guide the men-in-blue to the final of the Nidahas Trophy T20 tri-series. Chasing a healthy 177, Bangladesh were off to a forgettable start, thanks to Sundar’s (3/22) exploits with the new ball as opener Liton Das (7) and onedown Soumya Sarkar (1) perished to the tweaker cheaply. Stumper Mushfiqur Rahim raged a lone battle with a 55-ball unbeaten 72, comprising eight fours and a six but that was not enough for his team as Bangladesh could only muster 159/6 in the end. Sundar came back to pack back the other opener Tamim Iqbal (27), who looked threatening with his four boundaries and a six off Shardul Thakur’s first over before losing his leg stick to the 18-year-old tweaker. Tottering at 40/3, Bangladesh’s hopes were further dented when legspinner Yuzvendra Chahal (1/21) saw the back of skipper Mahmudullah (11) caught by Lokesh Rahul. Despite losing his partners at the other end, Rahim, who came in at No.4 started well, occasionally dispatching the odd balls to the boundary until Sabbir Rahman (27) joined him to add 65 runs

for the fifth wicket. But the joy was shortlived as Thakur came back to shatter the defences of Rahman, reducing Bangladesh to 126/5 even as the Indian bowlers tightened the flow of runs towards the later part of the innings. Pacer Mohammed Siraj, who came into the playing XI replacing left-armer Jaydev Unadkat, was at the receiving end of Rahim’s aggression but managed to contain the Bangladeshis towards the end. Earlier, the Indian openers Rohit and Shikhar Dhawan (35) clicked at the right time with a 70-run stand after being put in to bat. Skipper Rohit, who was out of form for quite a

long time, returned to form and slammed his 13th T20 fifty (off 42 balls). Aiming to cement his place in the T20 side, veteran Suresh Raina (47) also contributed handsomely to the cause. The last four overs saw some brilliant hammering from Rohit and Raina before the southpaw, who was three short of his 50 at that point, was caught by Sarkar off Rubel Hossain. BRIEF SCORES: India 176/3 (Rohit Sharma 89, Suresh Raina 47; Rubel Hossain 2/27) beat Bangladesh 159/6 (Mushfiqur Rahim 72 not out, Tamim Iqbal 27, Sabbir Rahman 27; Washington Sundar 3/22, Yuzvendra Chahal 1/21) by 17 runs.

Sevilla stun Utd; Roma upsets Shakhtar

Wissam Ben Yedder strikes from the edge of the Manchester United box to put Sevilla into the lead on Tuesday evening.

L on d on, M ar 1 4 (Agencies): Manchester United crashed out of the Champions League on Tuesday, losing 2-1 at home to Sevilla after a goalless first leg. Wissam Ben Yedder struck twice in six minutes after coming on as a 72nd-minute substitute to down Jose Mourinho’s side, which had been mystifyingly lackluster throughout the round.

The French striker scored in the 74th minute -- two minutes after coming on -- with a low shot from 12 meters and then sent in a header off a corner that United goalkeeper David De Gea could only parry into his own net in the 78th. That left United 2-0 behind on aggregate and needing three goals to advance. Romelu Lukaku pulled one back from close range in the

84th but a late rally couldn’t prevent United slipping out of the competition. For Sevilla, this will be its first Champions League/European Cup quarterfinal in 60 years; Man United, meanwhile, still hasn’t been into the last eight since David Moyes was in charge. In the day’s other last16 game, Edin Dzeko got the only goal as Roma beat Shakhtar Donetsk 1-0 to go

through on the away goals rule after a 2-2 aggregate draw, sending the Italian side to just its fourth quarterfinal ever. The Bosnian striker’s 52nd-minute goal proved enough after a 2-1 first-leg loss in Ukraine, with 10-man Shakhtar failing to find the late strike they needed after Ivan Ordets was sent off late on. Cengiz Under’s goal in the first leg last month ultimately proved crucial for Roma, but Dzeko was the hero on the night and also proved instrumental in Shakhtar defender Ordets being shown a straight red card with 12 minutes left. That sending-off led to tensions spilling over, with Shakhtar’s Facundo Ferreyra picking up a booking for shoving a ballboy over an advertising board. Eusebio Di Francesco’s side are the second Italian team to advance to the quarterfinals after Juventus, with the draw for the last eight taking place on Friday.
