STEPS needed to be taken without creating a state of panic among people NEW DELHI, MAR 17 (AGENCIES): Prime Minister Narendra Modi today said it was critical to stop what he called the “emerging second peak” of Covid with decisive steps including micro-containment zones, increased testing and enforcement of restrictions like masks. At a virtual meeting with chief ministers amid a worrying spike in Covid cases in some states, PM Modi said nearly 70 districts in the country had seen an increase in the positivity rate by over 150 per cent recently. “If we don’t stop this right now, then there could be a situation of a nationwide outbreak. We have to immediately stop the emerging second peak and take big and decisive steps,” PM Modi told the chief ministers. “The self-confidence that we gained in our corona fight should not turn into overconfidence. Our success should not be the reason for carelessness,” he warned.

cause carelessness, he said, and asked chief ministers to take measures, including more testing, enforcement of preventive measures as well as increase in number of vaccination centres to curb the virus. People should not be put on panic-mode but need to ensure that they get rid of this problem as well, he said. “Test, track and treat” should be taken as seriously now as it has been for over
a year since the outbreak, he added. Modi called for increased RT-PCR tests for proper testing and tracking of the infection and a focus on smaller towns. “Over 70 per cent of the tests should be RTPCR. States should not rely on Rapid Antigen Tests,” said Modi, referring to Kerala, Odisha, Chhattisgarh and Uttar Pradesh. We have to be pro-active in the test, track and treat strategy application,” he stressed. The Prime Minister noted that tier 2 and 3 towns, which had escaped the first wave, were getting affected this time round. It would not take much for the virus to spread to villages from there, which would overwhelm the health care system of the country, he said. DIMAPUR, MAR 17 (NPN): Altogether 19,418 bottles of seized assorted Indian made foreign liquor (IMFL) worth Rs 41,25,700 were destroyed at Excise directorate here on Wednesday. In this connection, a total of 103 cases (IMFL offences) were registered while Rs.1,97,000 was re-
alized as fine. The seizures were made during the period July 2020 to December 2020 which include-- 1323 bottles of 750ml rum, 1080 bottles of 375ml rum, 3344 bottles of 180ml rum, 2131 bottles of 750ml whisky, 4704 bottles of 375ml whisky, 3147 bottles of 180ml whisky, 890 bottles 650ml beer, 2599 bottles of 330ml beer, 48 bottles of 375ml Vodka, 100 bottles
of 180ml Vodka and 143 bottles of 275ml Breezer. Speaking on the occasion, Excise commissioner Hotolu Swu congratulated superintendent of excise and his team, the narcotic cell, mobile squad and enforcement branch for the commendable job. He reminded them that the foremost priority of the excise department was to check “evil forces” from poisoning the youth and destroying their family. He said “Today you have won a battle, but the war will continue” and told them that they were the shield against the enemy. Hohos, CSOs to hold peaceful rally on Mar 19 DIMAPUR, MAR 17 (NPN): Joint Committee for Prevention of Illegal Immigrants (JCPI) has announced that a peaceful rally would be organised in Kohima and Dimapur on March 19, 2020 and submit representations to respective DCs. JCPI convenor Atomi Swu and secretary Tia Longchar said that the decision was based on the March 12 meeting in connection with ILP/RIIN. JCPI has appealed to tribal apex bodies in other district headquarters to exercise their own wisdom and make a representation to the state government through their respective DCs. JCPI has appealed Dimapur-based tribal bodies and CSOs to send their participants to the DC Court junction by 10 am on Friday. After marching to the DC’s office, JCPI said representation would be submitted to the DC. All major tribes have been requested to send 200 participants each. It has requested the Naga Tribal Union Chumokedima Town to send 200 participants. Other tribes and CSOs have also been requested to send at least 50 participants each. JCPI has requested participants to wear one’s traditional attire.

NEW DELHI, MAR 17 (PTI): Intensifying their agitation against the three farm laws, the Samyukt Kisan Morcha on Wednesday met with different mass organisations to strategise for their ‘Sampurna Bharat Bandh’ on March 26. Addressing a press conference, Ranjit Raju of Ganganagar Kisan Samiti said that during the nationwide strike on March 26, which also marks four months of the farmers’ movement, all shops and other business establishments will remain shut for 12 hours. On March 28, the protestors will burn copies of the three laws during ‘holika dehan’, he added. “The strike will start from 6 in the morning and will continue till 6 in the evening, during which all shops and dairies and everything will remain closed. “We will burn the copies of the three laws during Holi and hope that better sense prevails in the government, and it repeals the laws, and gives us a written guarantee for MSP,” Raju said. According to farmer leaders, the Samyukt Kisan Morcha’s call for the bandh had found support in trade unions from organised and unorganised sectors, traders and arhtiya associations, workers’ unions, including agricultural workers unions, transporter associations, teachers’ associations, youth and student associations. “We are also trying to create such meetings at the state-level so that the strike is observed everywhere,” said another farmer leader Purushottam Sharma. All India Kisan Sabha (AIKS) leader Krishna Prasad said the fact that the movement had managed to
continue for as long as 112 days was an achievement in itself, and it would only get stronger. He added that the Bharat Bandh will be held at “state, zila, tehsil and village levels”. “The protest has been going on for 112 days. That itself is an achievement. Neither you, nor us had thought that we could do this, and the public has shown that it supports us,” he said. Prasad also expressed concerns over the central government’s move to introduce
the Electricity Amendment Bill 2021, claiming that any amendments made to the act would be in violation of the commitment made by the government to the farmers in January. An SKM statement said that several organisations had also committed to mobilising thousands of people at the protest sites at a time when the protesting farmers would have to attend to wheat harvesting operations in a couple of weeks’ time.

Meghalaya Governor Satya Pal Malik Wednesday backed the farmers’ protests against three agricultural laws and criticized the ruling BJP in a series of provocative comments. Malik also predicted loss of support for the BJP in Uttar Pradesh, Rajasthan and Haryana because of the four-month-old agitation outside Delhi’s borders. “Even when a dog dies it is condoled but 250 farmers have died, yet no one expressed condolences,” said the Governor in an interview to NDTV. “If this movement continues like this then in the long term, BJP will lose out in western UP, Rajasthan and Haryana,” he said. Malik claimed he had spoken to Prime Minister Narendra
Modi and Home Minister Amit Shah on the protest. “The farmers should not be sent back empty-handed. The government should open talks with them soon,” he remarked. Asked whether he was worried at all about his controversial statements as governor, Malik was defiant. “If the government thinks I am harming them then I will step aside. I will speak even if I am not a Governor,” he said. “I cannot bear to see the state of these farmers. BJP leaders are unable to leave their villages as people are beating MLAs. Those who want to harm the government, they are the ones who do not want a resolution. My statements will not harm the party - rather the opposite as the farmers will feel that someone is speaking up for them.” Malik, familiar to controversies, was J&K Governor and was transferred to Goa. He was again shifted to Meghalaya, amid differences with the BJP-led government in Goa.
NDPP’s HPC visits Foot Hill road, Doyang bridge construction site DIMAPUR, MAR 17 (NPN): Accompanied by officials of the department concerned led by R&B Dimapur division executive engineer and Nagaland Foothills Road Co-ordination Committee (NFHRCC) representatives, a high powered committee of NDPP visited the Foothill road (Trans Nagaland Highway) and construction site of Doyang bridge. NDPP media & communication committee informed that the visiting team had a detailed deliberation on the status of the ongoing project with special reference to the Doyang bridge, during which it was reported that entire road cutting was almost completed barring in two stretches– one in Tizit area and another in Niuland area. The bridge was also found to have been completed up to 70.66%, it said. Having learned of the sincere efforts being made by all the agencies concerned in the noble and extra ordinary project, the visiting team expressed its sincere appreciation and also took note of the various issues shared by all the organizations present and acknowledged the

‘School health & wellness prog’ launched in Kohima
DIMAPUR: Orientation programme of principals, headmasters and head teachers on “school health & wellness programme” under Ayushman Bharat for district of Kohima commenced on March 16, 2021 at SIEMAT Hall, SCERT, Kohima. According to DIPR report, an inaugural session was held with principal director, school education, Shanavas C as special guest. Addressing the participants present, Shanavas highlighted on the dire need of the students’ health and wellness as well as their mental health. He emphasised on the importance of counseling in school as children from different economic and social status underwent different psychological experiences.

According to Dimapur police PRO, the cause of death was suspected to be due to natural illness. The body was shifted to district hospital Dimapur for post mortem examination/identification, PRO said, adding that all legal formalities were conducted. One held with ganja: Personnel of Kohima police South PS while on routine surveillance duty at paramedical junction intercepted a Mahindra Scorpio (AS06F0498) and apprehended on driver Silastin (30), Senapati, Manipur on March 15 on charges of possessing contraband ganja. According to Kohima police PRO, on checking the vehicle, 20 packets of contraband ganja wrapped in black coloured polythene sheet was found concealed inside the vehicle. The contraband ganja weighing approximately 200 kg along with the vehicle were seized. In this connection, a regular case under NDPS Act was registered for further investigation, PRO added.

Can’t deport Myanmar exiles: Mizo MP
NEW DELHI/GUWAHATI, MAR 17 (AGENCIES): They are our brothers; sending them back will mean killing them, says lawmaker. A Rajya Sabha member from the Mizo National Front (MNF) said on Tuesday that more than 300 people who have entered Mizoram from Myanmar fearing the military crackdown in that country include pregnant women and children, report The Hindu. Vanlalvena told The Hindu that the Ministry of Home Affairs (MHA) was indulging in doublespeak as the Chief Minister had been assured recently that no one will be deported but on the other hand, the Ministry sent letter to the State governments of Nagaland, Arunachal Pradesh, Manipur and Mizoram that people fleeing the coup should be identified and deported. The four States share a border with Myanmar. The Tatmadaw, or Myanmar military, had taken over the country after a coup on February 1.

There are 16 to 17 roads that connect Myanmar to India, there is a small river, it is very easy to cross over to India. There is no fencing. The Mizoram government has also sent a petition to the National Human Rights Commission. They are not here for good; they will be sent back once the situation is peaceful. MHA should provide food and amenities to the refugees,” he said. He said the refugees from Myanmar belong to the Chin ethnic group comprising Lai, Tidim-Zomi, Lusei and Hualngo tribes — related to the dominant Mizos in the Northeast. “The Chief Minister spoke to Home Minister Amit Shah and he was promised that no refugee will be deported to Myanmar. But he gave this assurance about those who have already
entered and now MHA has sent a letter to send them back,” the MP said. MHA in a letter dated March 10 to the four States said the State governments have no powers to grant “refugee” status to any foreigner” and India is not a signatory to the United Nations Refugee Convention of 1951 and its 1967 Protocol. Union Minister of State for Home Nityanand Rai informed the Lok Sabha on Tuesday that “all foreign nationals (including asylum seekers)” are governed by the various of law. “However, a standard operating procedure (SoP) was issued in 2011 by the Central Government and amended in 2019 which has to be followed by law enforcement agencies while dealing with foreign nationals who claim to be refugees,” the reply stated. 16 pc in Phase-1 of Assam polls face criminal cases: ADR New Delhi, Mar 17 (PTI): Sixteen per cent of the candidates contesting in the first phase of Assam assembly elections have declared criminal cases against themselves, according to a report by poll rights group Association for Democratic Reforms (ADR). The Assam Election Watch and ADR have analysed the sworn affidavits of 259 out of the 264 candidates in the first phase. Out of 259 candidates analysed, 41 (16 per cent) candidates have declared criminal cases against themselves and 34 (13 per cent) have declared serious criminal cases against themselves, the ADR said. The report said out of 259 candidates, 101 (39 per cent) are crorepatis. Giving educational background, the report said 97 (37 per cent) candidates have declared their educational qualifications to be between 5th and 12th standard.

Because of PM Modi’s efforts, Assam is already developing rapidly and the other northeast states of Meghalaya, Mizoram, Nagaland, Tripura, Manipur, Arunachal Pradesh and Sikkim too are well on their way to prosperity, the minister said while addressing an election rally here. “During my interactions with various sections of people in Assam, I was told that the BJP will return to power as the BJP-led government’s biggest achievement has been halting militancy and stopping the killing of innocent people in the state. “People told
me that thousands of people were earlier killed by insurgents. But since the BJP-led government was formed in the state five years ago, not a single person has died in the hands of underground outfits. That is the biggest achievement of the present dispensation”, Tomar added. The union minister was seeking votes for Narayan Deka, BJP nominee from Barkhetri assembly constituency, where polling will be held in the third phase on April 6. The government has been working for peace, security and development and the people here have benefitted, he said. Changes have now come to the economically challenged people with parameters of development reaching villages as the prime minister is working to improve the quality of life of citizens through various welfare schemes, he pointed out. After becoming the Prime Minister in 2014, Modi(ji) had directed all his ministers to visit the northeastern states once in two months to monitor the implementation and progress of the welfare schemes of their respective departments, Tomar said. The elections to the 126-member Assam assembly will be held in three phases, beginning on 27 March. The results will be announced on 2 May.

IMPHAL, Mar 17: Manipur Democratic Alliance (MDA) on Wednesday lauded Centre’s decision of deferring delimitation in four north-east states including Manipur. Addressing a press conference here, MDA convener N Tombi Singh said the alliance welcomed the decision of the Central government, terming it a right step. He said delimitation was welcomed, but MDA had strongly opposed the exercise based on an erratic census report. It should be
done based on a fresh and credible census. He reminded the opposition registered by the alliance when the Centre attempted to hold the delimitation exercise based on the 2001 census. There were many errors in the 2001 census, he added. In response to the objection letter, they had received a letter from the Delimitation Commission acknowledging the objection in January this year. It was after receiving the acknowledgement letter from the commission that the Union ministry of law and justice affairs issued a
gazette notification omitting the north-eastern states of Assam, Manipur, Nagaland and Arunachal Pradesh from the delimitation on March 3 last, he said. Following the gazette notification, a division bench of High Court of Manipur on Tuesday disposed of a PIL filed by the MDA against the delimitation exercise in the state based on the erratic census report, he informed. The convener said that Centre might have taken the decision to defer the delimitation exercise in the four north-eastern states, particularly in Manipur after
studying the intelligence report and the state government’s and political parties’ reactions. Not only Manipur but Assam had also filed four petitions in the Supreme Court and one petition by Nagaland, he said. The Centre had formed a Delimitation Commission with tenure of one year to effect delimitation in Manipur, Assam, Arunachal Pradesh, Nagaland and Jammu and Kashmir. It was against the Centre’s previous decision to withhold delimitation in the north-east states till 2026,” he said.
Meghalaya on brink of power crisis Shillong, Mar 17 (PTI): Meghalaya is on the brink of another power crisis, the third in a month, as utility NEEPCO sent a notice to the state government, stating that it would regulate supply from March 20 if Rs 504.41 crore dues are not cleared, an official said on Wednesday. The Union Power Ministry has also expressed concern over the inability of the Meghalaya Power Distribution Corporation Ltd (MePDCL) to clear dues even as a loan of Rs 1,345.72 crore has been sanctioned to it for the purpose. Power System Operation Corp on Tuesday, NEEPCO’s Executive Director (Commercial) NK Mao said that despite constant persuasion at various levels, MePDCL has failed to clear the outstanding dues against the purchase of power from its power stations. Dues of MePDCL continue to escalate and the outstanding in excess of 45 days have piled up to Rs 156.70 crore as of March 15, and there is another pending of Rs 347.71 crore, taking the total dues to Rs 504.41 crore, Mao said in the letter. “In view of the above mentioned situation, NEEPCO has no other option but to exercise its option provided

IAF Group Captain dies in MiG-21 accident New Delhi, Mar 17 (PTI): A Group Captain of the Indian Air Force was killed in an accident involving a MiG-21 Bison aircraft at an airbase in central India on Wednesday, the IAF said. The accident took place when the aircraft was taking off for a combat training mission, the IAF said on Twitter. It said Group Captain A Gupta was killed in the accident. Kochi/Kottayam, Mar 17 (PTI): Ahead of the April 6 Assembly polls, the Kerala Congress headed by former Union Minister P C Thomas on Wednesday quit the BJPled NDA and merged with another Kerala Congress faction headed by P J Joseph, which is a constituent of the Congress-led UDF. Thomas, who helped the NDA register its first electoral victory in Kerala by winning the 2004 Lok Sabha polls from then Muvattupuzha seat, quit the BJP-led alliance alleging that his party was neglected by the front when the seats were allocated for the April 6 polls. The Kerala Congress leader, who was a minister in the Atal Bihari Vajpayeeled NDA government, said his party was given four seats in the 2016 Assembly

Test of Bengal polls
A
s electioneering in West Bengal gains momentum for the inordinately and unexplained long duration 8-phase polls, the ruling TMC and the main challenger BJP are in the ring for the do-or-die battle; while the Left and Congress alliance are left in the fringes and only hope to play spoilsport or grab the crumbs left. The campaign heat has risen high and the arriving summer weather is adding to the heat in West Bengal. Both defender(TMC) and attacker(BJP) are logged in a battle where no quarter will be given nor expected for both victor and vanquished. For the TMC and the BJP, it is an existential battle- defeat is not an option as could spell their death knell in the state. Mamata has to pull out all stops to confront the party in power that is ever hungry for more power and determined to change the entire political map of India. Bengal is witnessing a fight between two determined rivals and that has raised deep concerns among democratic minded citizens across India. BJP may not be wrong in believing it can pull off an upset based on its performance in the 2019 Lok Sabha polls when it won 18 seats and polled 42.38% vote share (TMC won 22 and vote share of 52.38%). In 2014, BJP won 2 seats with vote share of 17.02%. The BJP’s 42.86% vote share in 2019 would have translated into 126 assembly seats and the TMC’s 52.38% share into 156 assembly seats. The poll battle in Bengal is already making headlines as both TMC and BJP are using every means even including abuse of official powers. According to political commentators, “it is raining money” in West Bengal as “tons of money” are being pumped in for election purposes. Cash is crucial in elections and reportedly, Bengalis have never witnessed so much money in all previous elections. There are also worries that use of armed goons or even paramilitary forces to capture booths will spell the end of democracy. It may be admitted that elections in India are free but that the process is not so fair. But in the end, the democratic process is to be seen to be working. Therefore, in the context of the emerging political environment in Bengal, what makes the election crucial is on whether democracy or the will of the people will triumph, as it used to be. In order to ensure that and to strengthen India’s democracy, the role of the Election Commission of India is pivotal. However the ECI has not reasserted its independence and appears to be disinclined to take on the party in power at the Centre. One of the EC who dared to differ, was practically sidelined by his colleagues. He then had to accept an honourable exit in the form of appointment as vice president of a global bank. Worse for the security scenario is that political narratives since 2014 has been fanning communal fires. Bengal is experiencing the phenomenon of divisive politics. Bengal has had a bloody communal history and has seen clashes after partition too. Political commentators warn that a deliberate push to create communal divide and hatred can push Bengal into pre-partition days. If that happens, then it would be one of the most tragic and enduring legacies of this election.

And when He brings you conviction of sin, do not “confer with flesh and blood,” but cleanse yourself from it at once (Galatians 1:16). Keep yourself cleansed in your daily walk. I must cleanse myself from all filthiness in my flesh and my spirit until both are in harmony with the nature of God. Is the mind of my spirit in perfect agreement with the life of the Son of God in me, or am I mentally rebellious and defiant? Am I allowing the mind of Christ to be formed in me? (see Philippians 2:5). Christ never spoke of His right to Himself, but always maintained an inner vigilance to submit His spirit continually to His Father. I also have the responsibility to keep my spirit in agreement with His Spirit. And when I do, Jesus gradually lifts me up to the level where He lived— a level of perfect submission to His Father’s will— where I pay no attention to anything else. Am I perfecting this kind of holiness in the fear of God? Is God having His way with me, and are people beginning to see God in my life more and more? Be serious in your commitment to God and gladly leave everything else alone. Literally put God first in your life.

ope Francis’ historical Iraq visit underlined his commitment to interfaith dialogue, tolerance and coexistence, and their necessity in today’s world. The Head of the Catholic Church arrived in Iraq on March 5 to a red carpet and military-band reception at the beginning of the first-ever papal visit to Iraq. He went with a plea for the country to protect its centuries-old diversity, urging Muslims to embrace their Christian neighbours and asking the embattled Christian community, “though small like a mustard seed”, to persevere. The aim of the trip was to encourage Iraq’s dwindling Christian communities, which have faced violent persecution by the now defunct Islamic State terror group, to stop fleeing Iraq and to promote greater dialogue with the country’s Shia majority. The visit was marred by controversy due to the Pope’s decision to travel during the continuing pandemic, but the Vatican defended his decision, saying all health care precautions had been taken and that the trip was an “act of love for this land, for its people and for its Christians”. During his meeting in Baghdad with Iraqi President Barham Salih, Pope Francis said Christians and other minorities in Iraq deserve the same
rights and protections as the Shia Muslim majority. He said that the religious, cultural and ethnic diversity that has been a hallmark of Iraqi society for millennia is a precious resource on which to draw, not an obstacle to eliminate, and urged Iraqis to show everyone, especially in the Middle East, that diversity, instead of giving rise to conflict, should lead to harmonious cooperation in society. President Salih, belonging to ethnic Kurdish minority, echoed his call. He was of the view that the East cannot be imagined without Christians and the continued migration of Christians from the countries of the east will have dire dire consequences for the region in future. In his long and momentous meeting with Iraq’s Grand Ayatollah Ali Al Sistani, the most influential Shia cleric, in the holy city of Najaf, the Pope urged Muslims to embrace the beleaguered Christian minority. On his part the Shia cleric affirmed his concern for Christians and said that they should live like all Iraqis in peace and security, and with their full constitutional rights. He also said that religious authorities have a role in protecting Iraq’s Christians. T h e Va t i c a n s a i d Francis thanked Al Sistani for having “raised
his voice in defence of the weakest and most persecuted” during some of the most violent times in Iraq’s recent history. The Pope further said that Al Sistani’s message of peace affirmed “the sacredness of human life and the importance of the unity of the Iraqi people”. Cradle of civilisation The Pope later visited the ruins of ancient Ur in southern Iraq, revered as the birthplace of Prophet Abraham, father of Judaism, Christianity and Islam, to reinforce his message of inter-religious tolerance and fraternity. In his speech, Pope urged Iraq’s Muslim and Christian religious leaders to put aside animosities and work together for peace and unity. He underlined that hostility, extremism and violence are not born of a religious heart: they are betrayals of religion. He also urged Iraq’s Muslim and Christian religious leaders to put aside animosities and work together for peace and unity during an interfaith meeting in the traditional birthplace of Prophet Abraham. In Irbil, the head of the Kurdistan Region, Nechirvan Barzani, welcomed him. Referring to the historic region of Mesopotamia, which covered much of modern Iraq including Mosul, Pope Francis wondered aloud how cruel it is that this country, the cradle of civilisation, should have been afflicted by so barbarous a blow, with ancient places of worship destroyed and many thousands of people - Muslims, Christians, Yazidis and others - forcibly displaced or killed. Christian-Muslim relations Pope’s Iraq visit was in keeping with Francis’ long-standing efforts to improve relations with the Muslim world, which have been augmented in recent years with his friendship with the leading Sunni cleric, Sheikh Ahmed Al Tayeb. Sheikh is an imam and academic at the Al Azhar University in Cairo and he signed a landmark document on February 4 in Abu Dhabi, with the Pope. The document calls for greater mutual understanding and solidarity to confront the problems facing the world. With the backing of the United Arab Emirates, the initiative has gone on to create a high-level commission to spread the message and plans are under way to build a centre in Abu Dhabi with a synagogue, mosque and church to
demonstrate the feasibility of interfaith coexistence and sharing. Christians in Iraq In Iraq, the pontiff brought his call for tolerance to a country rich in ethnic and religious diversity but deeply traumatised by hatred. After the invasion of the country by the US in 2003, it has seen vicious sectarian violence between Shiites and Sunni Muslims, clashes and rising tensions between Arabs and Kurds, and militant atrocities against minorities like Christians and Yazidis. In Iraq, Christian presence goes back nearly to the time of Christ. They subscribe to a number of rites and denominations, of which the Chaldean Catholic is the largest sect, along with Syriac Catholics, Assyrians and several Orthodox churches. They once constituted a sizeable minority in Iraq, estimated at around 1.4 million. But their numbers began to fall rapidly at the hands of the Sunni and Shia militants after the disposition of Saddam Hussein. Pope’s call for tolerance and co-existence Pope Francis’ efforts to promote tolerance and coexistence amongst faiths and particularly between Christians and Muslims are nothing new. His efforts have earlier seen endorsing partnership with Sheikh Tayeb in the recent past
and the messaging, which he conveyed in Iraq. Though symbolic, this sort of messaging carries enough weight and support amongst people, many of whom are guided by such spiritual and kindhearted initiatives by their religious leaders. Such gestures and meetings become the cornerstone of long lasting partnership among faiths, which has been a hallmark of Iraq particularly, which is often described as the cradle of civilisation and has seen co-existence of Christians, Jews and Muslims together in a tolerant manner, each paying tribute to other’s faith and holding all faiths as equal. Political solution if talks are over; should be implemented

he question of piece meal solution does not arise as one solution cannot be applied to other states. According to the Framework Agreement and the Agreed Position, solution for Nagas of Nagaland is in the pipeline. NPCC is not the one negotiating with GOI therefore the negotiation teams know better. NSCN(IM) has been assuring early solution for 24 years. Early is not indefinite tense. There is time for everything. No solution, is the power that evades One Govt One Tax. We have had enough. Our patience of 24 years cannot be questioned. It is time we have solution. As the state Government continues to demand for delay in solution, I have doubt the BJP Govt will implement the solution without its endorsement. The Framework Agreement was hidden for years which we have tolerated. We came to learn its interpretation from the 213th Report of the Parliamentary Standing Committee on Union Home
Affairs which was tabled in Parliament on 19th August 2019. It says settlement will be within the Union of India and that boundaries shall not be changed. It has also recommended generous economic package. Therefore, in the view of Parliament, the question of Sovereignty and Integration were ruled out. If this is not the correct interpretation, it is for NSCN(IM) to raise. NSCN(IM) continues to defend the Framework Agreement for fear of GOI but do it dare question the interpretation of the said Standing Committee of Parliament. When the issue of sovereignty and integration are ruled out of negotiations, there is no reason why Nagaland people should continue to suffer. People are demanding One Govt One Tax since long. Please do not mislead the people anymore with Framework Agreement’s interpretation. What we could understand
is the Framework Agreement appreciated the intricacies of the Indian system and with such an understanding and with due appreciation of the imperatives of the contemporary realities and regard for future vision, it was signed with great satisfaction. Further it went on to say, both sides understood each other’s respective positions and are cognisant of the universal principles of democracy. After great satisfaction there should be no complaint. Nagas are known for honesty. Remaining issues are resettlement schemes and economic package. The Stakeholders of Nagaland have made our position clear to the interlocutor on what is acceptable. Hon’ble Governor has declared “talks are over for Nagaland”. Therefore as a stakeholder, we demand that solution in the pipeline for Nagaland be implemented. Congress is grateful to Nehru for agreeing to the 16 Point Agreement and for providing Art.371(A) which gave birth
to statehood. Beneficiaries should think deeper before condemning. Those who have participated in the Plebiscite have the right to talk about history, the rest that have joined after 1964 peace talks and many after 1977 ceasefire agreement, for them it is too late to reverse time. Those who have rejected should not condemn. To set the record straight, 9 Point Agreement, 16 Point Agreement and Shillong Accord have political and economic commitment. The Framework Agreement has given recognition to the 16 PA position and existing contemporary realities in regard of future vision/ solution. It has no political or economic commitment. New Delhi, Mar 17 (PTI): Maharashtra, Punjab, Karnataka, Gujarat and Tamil Nadu continue to report a high number of daily COVID-19 cases, accounting for 71.10 per cent of the 28,903 new infections, the Union Health Ministry said on Wednesday. It said 83.91 per cent of the new cases are from Maharashtra, Punjab, Karnataka, Gujarat and Tamil Nadu and Kerala. Maharashtra alone accounts for 61.8 per cent of the daily new cases with 17,864 cases. It is followed by Kerala with 1,970 while Punjab reported 1,463 new cases, the ministry said. Kerala is reporting a consistently declining trend over the last one month. India’s total active caseload has reached 2.34 lakh (2,34,406) comprising 2.05 per cent of the total infections.

For this, we need to take quick and decisive steps.” He further said, “If we do not stop this pandemic, it might create a national outbreaklike situation.”
EC makes seizures worth Rs 331 cr ahead of polls NEW DELHI, MAR 17 (AGENCIES): The record seizures have been made even though polling is yet to start in these states/ Union Territory, as it is slated between March 27 and April 26. The seizures have already surpassed the total seizures made in Assembly elections to these states/ UT in 2016. Of the Rs 331 crore seizures, the EC has declared recoveries of cash amounting to Rs 89.48 crore, liquor worth Rs 28.93 crore, drugs valued at Rs 75.67 crore, freebies of Rs 48.52 crore and precious metals worth Rs 88.87 crore. Maximum (Rs 127.64 crore) recovery was made from Tamil Nadu followed by Rs 112.59 crore recovery from West Bengal, Rs 63.75 crore from Assam, Rs 21.77 crore from Kerala and Rs 5.72 crore from
Puducherry. The seizures were done till March 16. In the 2016 Assembly elections, the commission had made the seizure of Rs 225.77 crore. The Commission said it has deployed 295 Expenditure Observers in these poll-bound regions for effective monitoring to curb black money. Besides, it has appointed five Special Expenditure Observers -- Madhu Mahajan, B.R. Balakrishnan, B. Murali Kumar, Neena Nigam and Pushpinder Singh Puniha. MUMBAI, MAR 17 (PTI): The kurta that was worn by the person, who was spotted parking an explosives-laden SUV near industrialist Mukesh Ambani’s residence, was set on fire using kerosene to destroy the evidence, an official said on Wednesday. The National Investigation Agency (NIA), which is probing the Ambani security scare case, had on Tuesday seized a black Mercedes car, which was being used by arrested police officer Sachin Waze, from a parking lot near the Chhatrapati Shivaji Maharaj Terminus (CSMT). From the car, Rs 5 lakh cash, a note-counting m a c h i n e, t wo nu m b e r plates, some clothes and a kerosene bottle were recovered. Waze was arrested by the NIA on March 13. “While investigating the purpose of the kerosene bottle kept in the car, it came to light that it was
India’s engagement with China Govt penalising educated youth: Rahul Gandhi complex: Govt in Lok Sabha New Delhi, Mar 17 (PTI): India on Wednesday said its engagement with China is “complex” and the two countries agreed that the future direction of ties should be built upon respecting each other’s sensitivities, concerns and aspirations. Minister of State for External Affairs V Muraleedharan also said in the Lok Sabha that India will continue discussions with China to resolve the remaining issues along the Line of Actual Control in eastern Ladakh to achieve the objective of disengagement from all friction points. His written response came when asked whether India-China relations are being affected due to violation of negotiations made in the past by China and “unfruitful efforts” to cross
the LAC again and again. Referring to the eastern Ladakh row, Muraleedharan said the Chinese side, since April/May last year, undertook several attempts to unilaterally alter the status quo along the LAC in the region and India’s armed forces responded to them appropriately. “It has been made clear to the Chinese side that such unilateral attempts are unacceptable. These actions have seriously disturbed the peace and tranquillity along the LAC in the western sector,” he said. The government often refers to eastern Ladakh as western sector. “India’s engagement with China is complex. The two sides agree that the future direction of India China relations should be built upon respecting each other’s sensitivities, concerns and
aspirations,” he said on the overall ties. “The two sides have also agreed to manage their differences and not allow differences on any issue to become disputes,” Muraleedharan added. On the border row, the minister said the two sides have maintained communication through both diplomatic and military channels to ensure complete disengagement from all friction points and full restoration of peace and tranquillity in the border areas. “The two sides were able to reach an agreement on disengagement in the North and South Bank of the Pangong Lake, which has been completed. There are however still some outstanding issues with regard to deployment and patrolling at some other points along the LAC in eastern Ladakh,” he said.

Rupee ends flat at 72.55 against USD MUMBAI, MAR 17 (PTI): The rupee on Wednesday closed flat at 72.55 against the US dollar in a restricted trade ahead of the final outcome of the US Federal Reserve meeting. Losses in the domestic equity markets and a strengthening dollar against major currencies overseas weighed on the rupee sentiment, forex dealers said. Market participants were cautious ahead of the final decision of the Federal Reserve’s meeting on Wednesday. Though the US Fed is expected to keep interest rates unchanged, investors are focusing on its commentary about the US economy and its predicted path of interest rate movements going forward. “Rupee traded little weak ahead of the Fed policy which can give hints of strengthening of the US economy. Levels in which rupee can range is between 72.40-72.90 in coming sessions,” Jateen Trivedi, Senior Research Analyst at LKP Securities, said. At the interbank forex market, the rupee opened almost flat at 72.56 against the greenback and witnessed an intra-day high of 72.51 and a low of 72.62. It finally ended unchanged at 72.55 against the American currency. The dollar index, which gauges the greenback’s strength against a basket of six currencies, advanced 0.03 per cent to 91.91. Brent crude futures, the global oil benchmark, fell 0.82 per cent to USD 67.83 per barrel. On the domestic equity market front, the BSE Sensex ended 562.34 points or 1.12 per cent lower at 49,801.62, while the broader NSE Nifty fell 189.15 points or 1.27 per cent to 14,721.30.

NEW DELHI, MAR 17 (IANS): Experts have pointed out that the provision providing for concessional income tax rate of 5 per cent on debt return for foreign portfolio investors (FPIs) has been inadvertently omitted. Sunil Badala, Partner and Head (financial services, tax) at KPMG in India, said the government had in September 2020 amended Section 115AD of Income Tax Act to accord a concessional income tax rate of 10 per cent on specified income to funds set up in the International Financial Services Centre (IFSC). “While amending Section 115AD, it seems that the provision providing for concessional income tax rate of 5 per cent on specified interest to foreign portfolio investors (FPIs) has been inadvertently omitted,” Badala said. The error will impact at least 4,000 international funds.

NEW DELHI, MAR 17 (AGENCIES): State-owned refiners are planning to cut oil imports from Saudi Arabia by about a quarter in May, in an escalating stand-off with Riyadh following OPEC’s decision to ignore calls from New Delhi to help the global economy with higher supply. Two sources familiar with the discussions said the move was part of the government’s drive to cut dependence on crude from the Middle East. Indian Oil Corporation, Bharat Petroleum, Hindustan Petroleum, and Mangalore Refinery and Petrochemicals Ltd are preparing to lift about 10.8 million barrels in May, the sources said on condition of anonymity. In a statement issued on Tuesday night, the Philippines’ coronavirus task force said foreign citizens and returning nationals who had not been working overseas will not be able to enter the country from March 20 to April 19 under the ban. The task force also directed concerned agencies to limit the number of inbound international passengers to 1,500 a day. Bangladesh hospital fire leaves 3 Covid patients dead DHAKA, MAR 17 (IANS): A major fire on Wednesday morning in Dhaka Medical College Hospital (DMCH) here has left three Covid-19 patients dead, said DMCH Director Nazmul Haque. Haque told IANS that the victims were being treated at the Intensive Care Unit (ICU) of the hospital, when the fire broke out. “Rest of the 11 patients of the ICU unit-2, dedicated to Covid-19 patients, have also been evacuated from the ICU following the fire outbreak. They were, later, shifted to the burn unit and ICU of the old building,”
Haque added. The fire broke out at around 8 a.m., causing dense smoke inside the ICU unit-2 of DMCH, the state owned biggest hospital of the country. Three patients who were in life support in ICU, died during shifting to CCU of the Dhaka Medical College Hospital’s. The fire is said to have apparently exploded from a machine besides bed 12 of the ICU, but the fire officials are yet to ascertain the cause behind the blaze. at around 8.55 a.m., said Quamrul Hasan, Duty Officer at Fire Service and Civil Defense headquarters. Haque told IANS that they had failed to control the situation with fire extinguisher. DIMAPUR: Annual review meeting was conducted under divisional management unit (DMU) Kiphire at forest office complex on March 17, 2021. The annual review meeting is organised every year as part of Nagaland forest management project (NFMP) review exercise to evaluate the activities initiated in the past one year
for its onward submission to the higher authority for appraisal. While delivering a short speech, SDO (C) Kiphire (Hq), James T. Khulu called upon the gathering to conserve the ecosystem. He encouraged the participants to cultivate sense of responsibilities and belongingness so as to make the project a successful venture.
The staff delivered PowerPoint presentations where re presentatives from village Joint Forest Management Committees (JFMCs) deliberated on the project and expressed satisfaction on its implementation. Earlier, the meeting was chaired by DFO cum DMU head, Kiphire and vote of thanks was delivered by FR-1, Khumliba.
The meeting was attended by the representatives of JFMC from eight villages: Anatongre, Yangzitong, Penkim, Keor, Pokphur, Bilongkyu, Old Resithsi and Seyochung village and SDO (C) Kiphire (Hq) as DC representative. It may be mentioned that NFMP project is a ten-year project funded by Japan international cooperation agency (JICA) from 2017 for improvement of forest ecosystem through conservation involving community in the selected villages under each district. The project intends to support establishment of self help group (SHG) through creation of income generation activities (IGA) thus reducing the biotic pressure on forest resources. DIMAPUR: District planning and development board (DPDB) meetings were held in Mon and Noklak to discuss various issues on March 15. Mon: Mon DPDB held its meeting at the conference hall, office of deputy commissioner (DC), Mon, chaired by DC, Mon Thavaseelan K. According to DIPR report, chairman, Nagaland state biodiversity board, Satya Prakash Tripati who was present at the meeting as special guest, highlighted the importance, role and structure of the state biodiversity board. He also highlighted the roles of biodiversity management board at the village level and the problems faced in setting up such a board in Nagaland. He made an appeal to the board to avail the benefits of central schemes such as national mission on medicinal plants and community forests. Agenda for the meeting included: upgrading of Yingang school Aboi to Class VIII. The board deliberated on this and approved the agenda for necessary action; renewal of little angel school welfare society at Naginimora. The school serves children from underprivileged background and with the verification from EAC Naginimora, the board approved for necessary action; SDO(C) Angjangyong, Yanithung Ngullie put an agenda for towns which were not notified in Mon. He proposed for such towns to be recognised as rural settlements or population criteria for township to be relaxed and until such arrangements are made, the towns were to be covered under DUDA. The board approved the proposal for necessary action. Social welfare department Mon presented a PowerPoint presentation on its activities such as ICDS, NSAP, PMMVY and Poshan Abhiyan. It was highlighted that
all together there were 403 Anganwadis in the district. Total beneficiaries in Mon under PMMVY stood at 3,669 mothers with a total amount of 1.55 crores paid to the beneficiaries through DBT. The beneficiaries under NSAP in the district from six different categories stood at 7510 beneficiaries with IGNOAPS having the highest at 6166 beneficiaries. Noklak: Noklak DPDB meeting for the month of March was held at DC’s conference hall, Noklak. According to DIPR report, vice chairman & DC, Noklak, Reny Wilfred informed the house that a cave called Pyo Ling Kha at Chiphur village measuring 300 ft length, 150 ft height and 30 ft breath was one of the biggest caves of the state. He informed that a massive tree at Choklangan village called Nok-khio Pai Meiniu measuring 148.5 ft height, 22.8 ft in circumference and 7.2 ft in diameter was also one of the largest trees. In this regard, he added that these two landmarks among many others were located in the district and needs to be preserved and protected. With many students moving out of the district due to unavailability of proper institutions in the district, DC emphasised on the education sector and called on the need for IGNOU, NIOS and other institutions in order to improve education in the district. Agendas discussed during the meeting were posting of PHE and electrical junior engineers at Thonoknyu Hq and construction of water storage tank at Thonoknyu town which the house approved and recommended to the concerned departments. District promotion promoter, Chongkoi also submitted a proposal to conduct science exhibition in the district, business incubator under ministry of food processing etc which was approved and forwarded to the concerned authorities. Registration of brand name as Noklak and Noklak First for various products was discussed and approved, and inclusion of priority list in the district website was also approved. The house constituted verification committee for LADP implementation 2020-21 and approved for development of public park in the district hq and recommended to the concerned department. Virat Kohli NEW DELHI, MAR 17 (IANS): India captain Virat Kohli has moved back into the top five of the International Cricket Council’s (ICC) T20I rankings for batsmen. Kohli recorded unbeaten knocks of 73 and 77 in the second and third T20Is against England. Kohli, who has had lengthy spells as the top ranked batsman in T20Is in the past, rose to fifth on the back of his performances in the second and third T20Is. Meanwhile, Shreyas Iyer jumped 32 places to 31st while Rishabh Pant gained 30 places to reach 80th in the rankings. All-rounder Washington Sundar (up two places to 11th) and seam bowlers Shardul Thakur (up 14 places to 27th) and Bhuvneshwar Kumar (up
seven places to 45th) have moved up the list for bowlers. England’s Dawid Malan retains the No.1 rank among batsmen in T20Is while Jos Buttler’s match-winning 83 not out in the third match has helped him advance five places to 19th position, just two shy of his career-best 17th position attained in October 2018.
