Centre had on Wednesday said a total of 70 districts in 16 states have seen an increase of more than 150% in active cases between March 1 and 15. With rising covid19 cases coupled with a low uptake of vaccines among priority groups, the Centre is considering including all persons aged above 45 years in its immunization drive. In a notification, principal director Shanavas C warned that appropriate action would be initiated against erring school heads and school managements. Shanavas said it has been brought to the notice of the department that a few schools have resumed regular classes for students of pre-primary classes despite the government allowing resumption of normal classes only for students of classes 6 and above with effect from February 8, 2021 and students of classes 1 to 5 with effect from March 22, 2021.

NEW DELHI, MAR 18 (NPN): Union Minister of State (Independent Charge) Development of North Eastern Region (DoNER), Dr. Jitendra Singh, on Thursday said that in the AatmaNirbhar Bharat Package announced on October 12, 2020, the Central government earmarked Rs.200 crores each for eight North Eastern States as a special interest-free 50-year loan to States under Capital Expenditure Boost for States package. In a written reply to a question in the Rajya Sabha, Dr. Singh said the Government of India has announced AatmaNirbhar Bharat Packages (ANB) 1.0, 2.0 and 3.0 on May 13, 2020 to May 17, 2020, October 12, 2020 and November 12, 2020 respectively. AatmaNirbhar Bharat Packages comprise of various long-term schemes/ programmes/policies announced with the objective of fighting COVID-19 and to make the country selfreliant. Packages/schemes under AatmaNirbhar Bharat Abhiyan are applicable to the entire country including North Eastern Region. On May 12, 2020, the Prime Minister Modi announced a special comprehensive economic package to fight the COVID-19 pandemic.

Poultry meat scarcity hits Dimapur as traders shut trade after spike in rate Staff Reporter
DIMAPUR, MAR 18 (NPN): Poultry meat has become almost unavailable in markets under Dimapur Municipal Council’s (DMC) jurisdiction as poultry traders here have halted trade after their counterparts in Assam increased wholesale rate from Rs 100-120 to Rs 155-160 per kg. The local poultry traders are in a fix as they cannot hike retail prices following the hike in wholesale prices as DMC had fixed rates at Rs 140 for live chicken and Rs 180 for dressed meat. Traders caught selling at higher rates earlier were even fined Rs 2,000 to 3,000. Meren Aier, a poultry trader from Rail Bazaar here, lamented that he was not able to run his business for the last two weeks, which has badly affected him. He pointed out that while the wholesale price in Assam had been increased to more than that of the price fixed by the DMC, poultry traders under the municipal council’s jurisdiction could not hike the retail price, thereby forcing them to halt their business. “How can one run a business by selling chicken at a retail price of Rs 140 after buying it for Rs 155160 from whole sellers in Assam?” questioned Aier. He further stated that a letter addressed to DMC had been sent by the poultry on March 12, requesting the authority to review the

rates fixed by them. He claimed that even when the rate was fixed at Rs 140 for live chicken by DMC, many traders sold it for Rs 120 per kg when wholesale price in Assam dropped to Rs 80-100 per kg.
DMC assures price review within this week Echoing Aier, Keyigwalung, another poultry trader, said the hike in wholesale price in Assam and DMC’s rates left them with no other option but to shut their trade for the past two weeks. He alleged that some poultry sellers outside DMC’s jurisdiction were selling live chicken at Rs 180 per kilo and Rs 240 for dressed meat. He said the traders would resume selling chicken, if they were allowed to sell at Rs 170 for live weight.
When contacted, DMC administrator Albert Ezung confirmed that the municipal council had received an application calling for reviewing the rates and said it was accordingly reviewing it and comparing the prices in neighbouring areas. He pointed out that DMC could not just reduce or hike rates as there were many factors that needed to be taken into consideration. Ezung acknowledged that he had received confirmation from inspectors confirming that prices of poultry in Assam had been increased. Mentioning that DMC was collecting and comparing prices in neighbouring areas, he assured that the fixed rates for poultry would be reviewed within this week. When asked what might be reason for the sudden increase of rates in poultry, Ezung felt that it could be due to the increase in fuel prices, poultry feeds, etc.
5 NE states gave over Rs. 7 crore for construction of Ram Mandir
GUWAHATI, MAR 18 (AGENCIES): Five states from the North East region have contributed Rs 7.84 crore towards the construction of the upcoming Ram Temple in Ayodhya. A tweet from the official Twitter handle of the Shri Ram Janmbhoomi Teerth Kshetra trust on March 6 said Arunachal Pradesh had contributed Rs 4.5 crore, Manipur Rs 2 crore, Mizoram Rs 21 lakh, Nagaland Rs 28 lakh, and Meghalaya Rs 85 lakh for the purpose. “From the North-Eastern region of Bharat, Arunachal Pradesh have contributed INR 45 million, Manipur INR 20 million, Mizoram INR 2.1 million, Nagaland INR 2.8 million, Meghalaya INR 8.5 million, & from South, Tamil Nadu contributed INR 850 million, and Kerala INR 130 million.” The amount would go up substantially once the fig-
ures for Assam, Tripura and Sikkim are also available. “Based on the bank receipts received till March 4 that the samarpan (donation) amount from the region will be much higher,” member, Shri Ram Janmbhoomi Teerth Kshetra, Dr Anil Mishra told EastMojo in a telephonic interview. According to another tweet sent out by the trust the same day, Rs 2,500 crore was collected from across the country. In what has been billed as the world’s largest crowdfunding exercise to date, voluntary contributions were accepted at branches of notified public sector banks, through door-to-door canvassing, and online. For its part, the Government of India made a token donation of Rs 1 to the trust in February. “Even as the world’s biggest campaign since January 15, 2021, for construc-
tion of the grand temple of Bhagwan Shri Ram at Ayodhya completed on February 27, 2021, it unified Bharatvarsh from east to west and north to south,” the Shri Ram Janmbhoomi Teerth Kshetra said in another tweet. “We have consciously decided against segregating donors based on their religion and gender. Anyone contributing towards the construction of the grand temple in Ayodhya is first and foremost a Ram Bhakt and believed in the continuity of the Indic civilisation,” Dr. Mishra remarked on being quizzed about the donors’ profiles. About 9 lakh volunteers in 1,75,000 teams of four to five people each were involved in the outreach. The donations were deposited in different bank branches by over 38,000 volunteers.
Government announces details of vehicle scrappage policy Kma: Commercial vehicles NEW DELHI, MAR 18 (AGENCIES): Union minister for road transport and highways Nitin Gadkari on Thursday announced the details for the country’s longawaited vehicle scrapping policy in Parliament, explaining that the absence of a fitness certificate will mean an automatic cancellation of registration for commercial vehicles that turn 15, and that the registration of a private vehicle will be for 20 years, with renewal requiring proof of fitness. The minister added that the government plans to
incentivise owners of old vehicles to scrap these through registered scrap centres. The policy, which also recommends the mandatory scrapping of all government vehicles over 15 years old, applies only to four-wheeled vehicles. India has 17 lakh medium and heavy commercial vehicles that are older than 15 years without any valid fitness certificate, 51 lakh light motor vehicles older than 20 years and 34 lakh light motor vehicles older than 15 years, according to the transport
ministry. The average age of commercial vehicles is over 10 years and the private ones, 10-15 years. The move is expected to reduce pollution, create job opportunities, through the registered scrapping centres, and boost demand for new vehicles. Under the policy, tentatively, rules for fitness tests and scrapping centres are likely to be applicable from October 1, 2021, while scrapping of government and PSU vehicles that are older than 15 years will be from April 1, 2022.
Mandatory fitness testing for heavy commercial vehicles is likely to be in force from April 1, 2023, and the same will be in place in a phased manner for other categories from June 1, 2024. Addressing the media, Gadkari said about 100 scrapping centres would be made operational in the next two years. The Ministry will publish a draft notification for stakeholders’ comments in the next few weeks. “The scheme shall provide strong incentives to owners of old vehicles to
scrap old and unfit vehicles through registered scrapping centres, which shall provide the owners with a scrapping certificate,” he said. Listing the incentives, Gadkari said, “Scrap value for the old vehicle given by the scrapping centre will be approximately 4-6 per cent of the ex-showroom price of a new vehicle”. The state governments may be advised to offer a road tax rebate of up to 25 per cent for personal vehicles and up to 15 per cent for commercial vehicles, he said.

DIMAPUR, MAR 18 (NPN): As per the decision of the High-Powered Committee on Covid-19 to relax various activities in the State including the number of occupancy in commercial vehicles, the deputy commissioner (DC) Kohima, Gregory Thejawelie, allowed 100% occupancy in commercial vehicles within Kohima district. In an order, DC Kohima, Gregory Thejawelie, informed that the fares charged would also be reverted back to the pre-lockdown rate. Further, the order stated that the direction would be applicable to the entire jurisdiction of Kohima district with immediate and would be enforced till further directions. DIMAPUR: Department of agriculture organised a state level orientation programme for fertiliser inspectors on March 18, 2021 at the directorate agriculture conference hall. Highlighting on the importance of fertilisers in agriculture farming, additional director, C Peter Yanthan said that that under fertilisers control order, the government of India declared fertiliser as an essential commod-
ity under the Essential Commodity Act 1955 and notified fertiliser Control Order 1985 (FCO) under this act. As per provision of FCO, he said that the fertilisers which meet the standard of quality let down in the order should only be sold to the farmers. Yanthan added that in order to make available large variety of fertiliser as per soil requirement, different grades of fertilisers
including bio-fertilisers, organic fertilisers, city compost and vermin compost were notified under FCO. In this regard, he said that the central committee advises the central government on matters relating to inclusion of new fertilisers under FCO and its specification. He also said that subsidy was given for manufacturing of neem coated urea and in 2015, urea subsidy was enhanced from 35% to 75% for neem coated urea. Further, he requested the staff to educate the farmers in the field of agriculture when they go back to their respective areas. Meanwhile, resource person of the programme, deputy director, Dr. James Chawang addressed duties and responsibilities of fertiliser inspectors and types of fertilisers commonly used in agriculture. The programme was chaired by joint director, agriculture, Hewoto Sema, followed by discussion and interaction with the participants.

DIMAPUR: Ahead of the by-election to the 51 Noksen (ST) assembly constituency, the state level appellate Media Certification and Monitoring Committee (MCMC) has been constituted. According to DIPR report, the committee would be headed by chief electoral officer (CEO) Nagaland, Abhijit Sinha as chairman and joint CEO Nagaland, Ruokuovituo Khezhie as member secretary. DIMAPUR: With an aim to provide health care services in the far flung areas, District hospital welfare committee Phek (DHWCP) led by medical superintendent (MS) Phek, Dr. Tiala Longkumer conducted multispecialty free health camp at Reguri and Kanjang village on March 13 & 14, 2021 under Meluri Block. In a press release, DHWC Phek stated that services provided were general medicine, obs/gynae, orthopedic, general surgery, ANC, family planning, pediatric, ENT and others. Altogether 390 patients availed the free health
services wherein, 102 ultrasonography were done, five lap- ligation were carried out, ANC services were provided to 20 pregnant women, 87 blood test for sugar, scrub typhus, Hepatitis B&C were checked, 47 dental procedures were done, 145 were examined under non-communicable diseases, five ECGs were checked and services for mental health were provided. Meanwhile, activities under national health protection scheme, Pradhan Mantri Jan Arogya Yojana (PMJAY) were carried out where 47 new beneficiaries were registered.

In a press release, NZP Rangapahar, director, Dr. Prabhat Kumar, informed that due to the pandemic, the zoo administration would allow visitors to enter the park protocols laid down by the central and state government. Visitors have been requested to adhere to the following guidelines: mandatory social distancing and
wearing of masks while entering the park among others; visitors have been requested to cooperate with the zoo staff during entry as protocols were required to be followed; visitors are allowed to bring their own drinking water, the bottle if disposable would be disposed into the waste bins provided at locations inside the park. According to DIPR report, CEO also informed that any vehicle, premises etc., belonging to private persons or institution/organisation so requisitioned, would be entitled for compensation under Section 161 of the R.P. Act of 1951.

DIMAPUR: Fellowship of Naga Baptist Associations (FNBA) held its general assembly under the theme “live peaceably with all” with executive secretary Ao Baptist Arogo Mungdang (ABAM), Rev. Dr. Mar Atsongchanger as the messenger hosted by Chakhesang Baptist Church Kohima (CBCC) on March 16. During the general assembly, FNBA passed three resolutions which included the need of the hour which was “expression of oneness in our existence”. 15-day ultimatum on state government
KYGK said that it had submitted a representation to the commissioner of police Dimapur on September 2, 2019 with the hope that police and law enforcing agencies would arrest all those involved in the August 16 incident and justice would be delivered. However, KYGK said that no positive action has been taken till date with regard to the case. The by-election to the Serchhip constituency in the Christian-majority state is scheduled to be held on April 17, a Saturday, and votes will be counted on May 2 which is a Sunday. The ZPM wrote to the ECI saying that Saturday is a sanctified day for certain Christian denominations in Mizoram especially Seventh Day Adventist Church which follows the Sabbath, a day of religious observance and abstinence from work. Sunday is also a holy day for Christians, the party said. “It is, therefore, requested that these two
days such as polling day and counting day may be postponed on other suitable dates for favour of Christians in India to maintain secularism,” the letter read. The BJP’s state unit also urged the poll panel to defer the days of the by-poll and counting as they fell on Saturday and Sunday respectively and the days are sacred for Christians. The party said in a statement that voter turnout could also be less if polling is held on Saturday as it is a sacred day for some churches in Mizoram. “We want both dates for the bypoll and counting for Serchhip seat to be deferred to suitable dates,” the statement said. The bypoll to the Serchhip seat was necessitated by the disqualification of incumbent MLA Lalduhoma under the anti-defection law. 3 special observers appointed for Assam assembly election Guwahati, Mar 18 (PTI): The Election Commission has appointed three special central observers for the assembly polls in Assam, according to a statement issued by the CEO’s office here on Thursday. Retired IAS officer Sudarshan Srinivasan was appointed as a special general observer, while former IPS officer Ashok Kumar was entrusted with the responsibility of special police observer. Former IRS officer Neena Nigam will work as a special expenditure observer for the assembly elections in the state.

NEW DELHI, MAR 18 (AGENCIES): An internal probe by the Army revealed that at least two candidates made it into the prestigious Officers Training Academy (OTA), Chennai, and another cleared the Service Selection Board (SSB) of the National Defence Academy (NDA) in December 2020 through corrupt practices, ThePrint has learnt. The investigation, sources in the defence establishment said, also revealed that a Non-Commissioned Officer (NCO) managed to become an officer in the Grenadiers regiment after paying close to Rs 10 lakh to the main accused, a Lieutenant Colonel rank officer. The alleged scam is believed to involve several serving personnel, including five Lt Colonel rank officers and two Majors. DMK ally MDMK promises lifting of ban on LTTE CHENNAI, MAR 18 (IANS): The Vaiko-led MDMK, which is part of the DMK-led front in Tamil Nadu, has promised to lift the ban on the LTTE and promised support for the trial in the International Court of Justice of those responsible for killing Tamils in Sri Lanka. The MDK’s election manifesto, released on Wednesday, also promised 50 percent reservation for women in the Assembly, total prohibition, allocation of 30 percent of the state’s revenue to panchayats, and a resolution against the Citizenship Amendment Act. The manifesto said that party General Secretary Vaiko had undertaken a 3,000 km yatra across Tamil Nadu for total prohibition and also proposed a committee of experts to examine how to compensate for revenue losses following the liquor ban.

Maharashtra accounts for 63% of daily Covid-19 cases
New Delhi, March 18 (IANS): With India on Thursday recording highest single-day rise since December, the cases in Maharashtra accounted for 63.21 per cent of the daily new cases, followed by Kerala and Punjab. The country recorded 35,871 new Covid-19 cases in the last 24 hours. A single-day spike of 36,011 new infections were recorded on December 6. According to the Health Ministry, Maharashtra, Punjab, Karnataka, Gujarat and Tamil Nadu continue to report a surge in the COVID
daily new cases. 79.54 per cent of the new cases are from these five states. Maharashtra has reported the highest daily new cases at 16,620, accounting for 63.21 per cent of the daily new cases. It is followed by Kerala with 1,792 while Punjab reported 1,492 new cases. A rising trajectory of daily new cases is also visible in eight states. These are Maharashtra, Tamil Nadu, Punjab, Madhya Pradesh, Delhi, Gujarat, Karnataka and Haryana. Kerala is reporting a consistently declining trend over last one month.

India moves to ‘right’
B
oth Indira Gandhi and Narendra Modi are considered to be India’s two most decisive prime ministers in their own eras. However, in ideological terms both represented opposite sides. While Indira was left of the Centre; Modi is considered to be right of the Centre. Indira’s economic policies were tilted towards socialism when she nationalised 14 major private banks and also abolished privy purses of erstwhile princely states. Modi’s government moved to the right or from nationalisation to privatisation. Successive finance ministers – be it in the UPA regime or NDA rule – have talked about disinvestment. The term ‘disinvestment’ was consciously used by them to avoid any possible backlash while selling government stake in public enterprises. For the first time perhaps, a finance minister has used the term ‘privatisation’ in a budget speech. Nirmala Sitharaman has indicated that two public sector banks would be privatised. This is by far a significant announcement, giving a clue or two to the shape of things to come in the coming days, months and years. Typically, privatisation policy in India has been motivated by the need to raise resources in tough fiscal conditions. This is evident in the choice of the word ‘disinvestment’, as opposed to ‘privatisation’, which implies that the ownership and management of companies or assets move to private hands. Privatisation, as a means for improving efficiency and hence achieving higher productivity and improved allocation of resources, has not been the guiding principle in earlier Budgets. Prime Minster Modi had said that his government was committed to privatising all PSUs barring four strategic sectors -- atomic energy, space and defence. Famously, Modi said “The government has no business to be in the business,” and that it will follow the motto: Modernise and Monetise. As much as Rs 1.75 lakh crore is being targeted from the sale of government stake in firms such as India’s second-biggest oil firm BPCL, national carrier Air India, largest shipping line Shipping Corporation of India Ltd, helicopter services company Pawan Hans, IDBI Bank and Container Corporation of India in the next fiscal year beginning April 1. This, along with an initial public offering of Life Insurance Corporation (LIC) and sale of two public sector banks and one general insurance company, will be the largest disinvestment drive ever. A two-day nationwide strike by bank unions and federations paralysed banking sector from March 16 to 17 against the move to privatise some PSU banks. Soon to follow are LIC unions which have also threatened to launch nationwide strike for the same issue. In September 2020, the government sold its entire 52.98 per cent stake in India’s second-largest fuel retailer and third-biggest oil refiner BPCL. The government also plans to privatize airports as it seeks to accelerate efforts to boost infrastructure development. In July 2020 GMR Infrastructure Ltd, the company that operates Delhi and Hyderabad airports sold 49% stake in its airports’ business to France’s Groupe ADP. The government said airports were being sold for a fixed term of 60 years and that after the period, the two airports along with six others will once again be back under the authority of Airports Authority of India (AAI). The Modi government has also decided to increase Foreign Direct Investment (FDI) in defence from 49% up to 74%. Despite protests, Modi isn’t going to change the course his government has set for putting India on a high-growth trajectory.

God’s perspective is that through His promises I will come to recognize His claim of ownership on me. For example, do I realize that my “body is the temple of the Holy Spirit,” or am I condoning some habit in my body which clearly could not withstand the light of God on it? (1 Corinthians 6:19). God formed His Son in me through sanctification, setting me apart from sin and making me holy in His sight (see Galatians 4:19). But I must begin to transform my natural life into spiritual life by obedience to Him. God instructs us even in the smallest details of life. And when He brings you conviction of sin, do not “confer with flesh and blood,” but cleanse yourself from it at once (Galatians 1:16). Keep yourself cleansed in your daily walk. I must cleanse myself from all filthiness in my flesh and my spirit until both are in harmony with the nature of God. Is the mind of my spirit in perfect agreement with the life of the Son of God in me, or am I mentally rebellious and defiant? Am I allowing the mind of Christ to be formed in me? (see Philippians 2:5). Christ never spoke of His right to Himself, but always maintained an inner vigilance to submit His spirit continually to His Father. I also have the responsibility to keep my spirit in agreement with His Spirit. And when I do, Jesus gradually lifts me up to the level where He lived— a level of perfect submission to His Father’s will— where I pay no attention to anything else. Am I perfecting this kind of holiness in the fear of God? Is God having His way with me, and are people beginning to see God in my life more and more? Be serious in your commitment to God and gladly leave everything else alone. Literally put God first in your life.

Nagaland, world bank, and $68 million
n 22nd February 2 0 2 1 , t h e G ov ernment of India (GoI), the Government of Nagaland (GoN), and the World Bank signed a $68 million project to improve and enhance government schools. The project is titled: Nagaland Enhancing Classroom Teaching and Resources (NECTAR). The actual project, according to the World Bank, is worth $85 million (Rs.629 crores) shared between the World Bank contributing $68 million (Rs.503 crores) and the Government of India contributing another $17 million (Rs.125 crores). This project will be implemented by the GoN’s Department of School Education (DSE) through its constituent agencies: Directorate of School Education (DoSE), State Council of Educational Research and Training (SCERT), Nagaland Board of School Education (NBSE), and Samagra Shiksha State Implementation Society (SIS), as well as School Management Committees (SMCs)/ School Management and Development Committees (SMDCs). Nagaland’s DSE also has entered into a contractual agreement worth (around Rs. 9.9 crores) with the Tata Institute of Social Sciences (TISS), and KPMG Advisory Services Pvt. Limited to deliver the services for the project “Lighthouse” (i.e. NECTAR). All this information as well as the project documents is freely available on the World Bank’s website. On paper, at least, the project seems to be very opportune and timely for

improving the education system in Nagaland, which at present seems to be in utter disarray and in need of a major overhaul. But the challenges that await this project is enormous requiring a herculean task and efforts, given that none of these implementing agencies (DSE, DoSE, NBSE, SCERT, and SIS) have “prior experiences handling World Bank-funded projects” coupled with a “lack of adequate resources or systems for efficiently procuring project-related activities.” These are World Bank’s own words. Thus, it is no wonder that the GoN has recruited TISS and large advisory and accounting firm KPMG. The GoN has indeed admitted how the 2000 plus government schools catering to about 1.5 lakhs students are largely characterized, in GoN’s own words, by “... low enrolment, low learning outcomes at all levels, [and] large inter-district disparity in achievements...” Our state, according to Unified District Information System for Education (UDISE) 2016-17 data, ranked Nagaland at the bottom five in terms of enrolment rate, retention rate, and rates of transition from elementary to secondary education. Nagaland also has the second-highest dropout rates at primary and upperprimary levels according to UDISE data. The number is significantly worse when we look at the secondary and higher secondary level, where Nagaland ranks second-last from the bottom in the country on net enrolment rate (34.03%) and third-last in retention
rate (30.9%). A very gloomy picture indeed! To make matters worse, Nagaland also performs poorly on basic reading and arithmetic skills. A glaring sign of a systemic fault in teaching quality and teacher workforce management, exemplified by widespread phenomena of ‘proxy-teachers,’ ad-hoc recruitment of teachers, and with GoN’s own admission that Nagaland “has yet to begin recruiting teachers through the use of the Teacher Eligibility Tests (TET).” Compound to these troubles is, according to the World Bank, the inept and confused condition of “education functionaries in the district and sub-district administrative units of the state (such as district education officers, block/cluster resource persons, etc.), [who] suffer from unclear roles and responsibilities and weak core capabilities.” So, where does the Rs. 629 crore NECTAR project stands with respect to these challenges? According to the GoN, 15 “target schools” out of 44 government higher secondary schools will be selected and transformed into composite schools, “the Lighthouse Schools,” offering kindergarten to higher secondary level education. These schools will be fitted with STEM laboratories; library space; internet connectivity; transformable classrooms to enhance the learning environment. All these are proposed to be done with the objective of improving the state’s school management index; and improve teaching, learning, and passing rate in these “target
schools.” At the same time, the NBSE will review and make necessary changes to the current curricula, syllabi, setting of question papers, marking schemes, and exam settings, etc. for Class 10 and 12, reflecting the aim of India’s New Education Policy (NEP). Simultaneously, the GoN will also clarify the roles and responsibilities of district and sub-district level education functionaries as well as strengthen the Education Management Information Systems (EMIS) to monitor and improve the school management index. However, what is deeply troubling about these objectives and methods about this project is: what are the criteria or basis (poor class 10 and 12 pass results, low enrolment, low net retention rate, etc.) for selecting these “target/lighthouse schools”? To give readers a context, the 2020 NBSE class 12 results for government higher secondary schools will serve as a good baseline to consider and understand these concerns. Out of 2000 odd government schools in Nagaland, there are only 44 government higher secondary schools. Out of these 44, only 8 higher secondary schools have a science stream and 6 have a commerce stream. And when we look at the pass rate, some of the worse performing government higher secondary schools are (those below 45%): government higher secondary schools in Satakha (7%), Zunheboto (39%), Aghunato (40%), Wokha (32.5%), Bhandari (45%), Longkhim (32%), Mon Town ‘D’ (45%), and
Another equally troubling concern is: Does the GoN really need Rs. 629 crore on 15 school complexes? These concerns are reflected in the World Bank’s own assessment of the project, where it has rated the NECTAR project to be SUBSTANTIALLY RISKY. Substantially risky because of Nagaland’s lack of “institutional capacity for implementation and sustainability” and assessed Financial Management/ fiduciary to be risky “as multiple agencies are involved in the implementation of project components at the State level.” This is not surprising given that in Nagaland, according to the World Bank, the “...government employs 4.7 percent of the state’s population. The next biggest employer in Nagaland, after the government, is the Church.” The concern here is to ensure that the GoN does not mortgage the future of the youths; since the World Bank loan must be repaid (it is not a free gift). Despite all of these concerns and troubling indications, the World Bank in good faith decided to approve $68 million. It is now up to the GoN along with the implementing agencies (DoSE, DoSE, NBSE, SCERT, SIS, and SMCs/ SMDCs) and agencies contracted (TISS and KPMG) to deliver on the promised services of the project to work diligently, and successfully achieve the proposed objectives. Barely had UK’s Royal Navy announced the schedule for early 2021 deployment of HMS Queen Elizabeth and its battle group to the Western Pacific, Chinese media began its usual hyperventilation. The UK and in the same breath India were accused of, “infesting China’s surroundings with aircraft carriers to target China”. The news could have been amusing if it weren’t for a time when the world reminisced how the year gone by was devastated by the Wuhan virus. Alas, a country big by geography and economy, instead of feeling secure and aiding others remained consistent with its-petty mindset. In 2013 the Philippines was devastated by Typhoon Haiyan. While countries with much smaller budgets contributed aid in figures upwards of millions of dollars, China offered a paltry $100,000 despite being the second largest economy -- a figure less than what Ikea, the home and furniture firm donated. It was only after a global outcry, that China marginally increased its aid. It even refused to deploy its hospital ship Peace Arkto the aid of the Philippines, which it otherwise previously employed to play the
medical diplomacy card. Essentially, it was proof that Peace Ark was for optics and not for actual aid. Contrast China’s behaviour with that of India which not only believes in the concept of “Vasudhaiva Kutumbakam” meaning “the world is one family”, but translated it into action on ground through its policy of SAGAR -- Security and Growth for All in the Region. All along in 2020 as the Wuhan virus devastated economies, nations and mankind, the Chinese were busy militarising artificial islands in South China Sea; cracking down on pro-democracy protestors in Hong Kong; enslaving Uyghurs and Tibetans, pillaging natural resources of the ocean upon which smaller countries were dependent and attempting to usurp territories of neighbouring countries. Yet, Indian Navy ships were shuttling astride the Indian Ocean and South China Sea to provide succour to the needy. From African island nations to countries in the South East Asia, the Indian Navy, far from infesting the surroundings of any country -- was welcomed and thanked by all. Wonder what is irking China when other navies announce deployments to the Western Pacific or the South China Sea? Surely, none of these navies have been surreptitiously sneaking into other
nation’s territories or carrying out unannounced research.The waters after all, are global commons where not only navies, but international shipping transit. Rewind to 2013, when China accelerated the construction of more than 3,000 dredged-up acres across seven reefs in the South China Sea and turned them into artificial islands. In 2015, the then Deputy Chief of the General Staff of the People’s Liberation Army (PLA) Sun Jianguo publicly asserted that the “Islands are built with the purpose that international community could lead on them their activities. It is planned that on the islands will be performed the work of meteorologists and oceanographers in the interest of the UN”. Even the Chinese President, Xi Jinping pledged not to militarise the islands. These lies have been laid bare by the artificial structures housing long range sensor arrays, port facilities for warships, runways, and reinforced bunkers for fuel and weapons. The dozens of hangars for fighter aircraft on a handful of islands, as well as anti-ship cruise missiles, anti-aircraft batteries and missile defences are an unmistakable offensive military footprint that reflect everything other than peaceful intentions. For China to cast aspersions on customary and peaceful

Rising global criticism notwithstanding, it is routine for the Chinese Navy, Coast Guard, other maritime paramilitary fleet and maritime militia to ram fishing boats, harass oil exploration vessels, hold combat drills and shadow transiting international naval vessels in a hostile manner. While bigger navies have held their own, the smaller Southeast Asian states, especially the ASEAN find the escalating show of force often overwhelming. From this baseline, the government is in a better position to inquire what works and identify the best practices. For instance, from the better performing schools, it would be good to finds reasons (good practices, teachers’ affinity with the demography of the place, incentives, teachers’ attendance rate, rate of proxy teachers, etc.) behind high pass percentage rate. These can be further incorporated into broader data to understand why some schools are performing poorly. It would be very beneficial if the schools selected (for the lighthouse) are based on a mixture of poor as well as good performance schools, rather than concentrate only on good schools or schools in two or three districts. Interestingly, the 2020 higher secondary results prove the preliminary findings conducted by the World Bank suggesting that the “distance of the school from ‘headquarters’, i.e., Kohima, emerged as a primary factor impacting information flows, access to resources, and continuous engagement with the district administration.” Hence, the criteria for selecting schools ought to be prudently thought out, keeping in mind the interest of the students in the rural areas, before tribal sentiments and appeal to mismanage the project’s funds overcome the policymakers.

The study shows that the values of individualism in Western countries can subject parents to higher levels of stress. The results gain significance in a context where the mantra of “every one for oneself ” is spreading all over the
world. “Our individualistic countries cultivate a cult of performance and perfectionism. Parenthood in these countries is a very solitary activity, unlike in African countries, for example, where the entire village is involved in raising children,” said Roskam, a parental burnout specialist. Countries which often have many children are more collectivist. This dimension seems to protect against parental burnout, said the study. In addition, Western individualism is ex-
acerbated by the current health crisis: Families find themselves isolated and cut off from their social relations. So what measures can be taken to prevent stress in parenting? “The first would be to revive in our cultures the dimension of sharing and mutual aid among parents within a community. And abandon the cult of the perfect parent and gain some perspective on all the parenting advice out there in order to choose what works for you,” Roskam said. Indeed, China is the classic example of “We Don’t See Things As They Are, We See Them As We Are”. Even as Nagaland begins to open up school for classes 1 to 5, we should not forget the sacrifices and hard work of our frontline workers. While 7 to 8 states are currently experiencing the second wave of COVID-19, Nagaland other Northeastern states are in a much better position. Large part of the credit goes to frontline workers. Now that businesses are running again, schools are opening up, and restrictions have been lifted, we should dedicate one day to honour all the frontline workers. Leave ego, talk to farmers: Punjab CM
Chandigarh, Mar 18 (PTI): Punjab Chief Minister Amarinder Singh on Thursday urged the Centre to leave its ego, scrap the three farm legislations and bring in new laws after fresh discussions with farmers. Singh was addressing the media on the completion of four years of his government. “Bring new bills after discussion with farmers. Sit with them, talk to them and then bring a new bill. Why are you sitting on prestige and ego,” he asked the Centre. Referring to the amendment bills passed by the state assembly last year to “negate” the Centre’s farm laws, Singh said, “We will go to the Supreme Court if the President does not give assent to the state amendment bills.” The chief minister, however, noted that the amendment bills are yet to be forwarded to the President by the governor of Punjab. Singh further said he could not see a middle path to break the stalemate be-

Targeting the governor for not forwarding the amendment bills passed by the Punjab Assembly for the President’s assent, he remarked, “Are we a democracy or not?” Punjab took a unanimous decision and the governor has no business to sit on the files, the chief minister said.
It is his duty to forward to the President for assent under Article 254 (2) of the Constitution, he said. Singh said his government would fulfil the promises made in the run up to the assembly elections in 2017 before going back to the people for their blessings ahead of the 2022 Assembly elections. The Congress in Punjab has no rival. Neither the Akalis nor the Aam Aadmi Party (AAP) can offer any competition, he claimed. The chief minister said more than 85 per cent of promises made in the last election manifesto have
been implemented, and claimed it was record for any party in any state. He said the previous record was held by Chandrababu Naidu in Andhra Pradesh (for 81 per cent of promises fulfilled). Listing his government’s biggest achievement as the maintenance of ‘Punjabiyat’ in the state, Singh said people wanted peace so as to conduct their work or business. Asked if he would lead the party in the 2022 assembly election and be its CM face, Singh it the for the Congress leadership to decide. On poll strategist Prashant Kishor’s appointment as his principal adviser, the he said in a democracy, every leader and party has a team of strategists. New Delhi, Mar 18 (PTI): The Central Reserve Police Force (CRPF) on Thursday said 226 terrorists were killed during operations in Jammu and Kashmir since 2020, while 296 were apprehended. CRPF Director General (DG) Kuldiep Singh said stone-pelting incidents in the Kashmir Valley have “reduced drastically”, although they have not stopped completely. The stone-pelting incidents have now been reduced to 10 per cent of what it used to be earlier, he said while addressing a press conference on the eve of the forces’ 82nd anniversary. “In Jammu and Kashmir, where the force works in close coordination with the state police and the Indian Army, 215 terrorists were neutralised in 2020 and 11 terrorists were killed this year,” Singh said. “Only a few days back, we neutralised four terrorists in two different operations. This included top Jaish commander Sajjad Afghani who was neutralised in Shopian in a joint operation,” the DG said.
New Delhi, Mar 18 (PTI): Meghalaya Governor Satya Pal Malik has said he was talking “unofficially” to the agitating farmers and the government to press for an early solution to the stalemate over the contentious agri laws, adding there was a growing understanding within the two sides that a resolution needs to be found at the earliest. Malik, who hails from Baghpat in western Uttar Pradesh, asserted the issue of farmers needs to be resolved soon else it will damage the BJP in Western Uttar Pradesh, Haryana and Rajasthan. He also expressed regret that “no one has uttered even a single word” at the death of agitating farmers during the over 100-day protest by them. DBS has retained its assumptions for a stronger pick-up in March quarter growth versus December 2020 quarter, and expects a double-digit rebound in fiscal year 2021/22. MUMBAI, MAR 18 (IANS): To pump up liquidity, the Reserve Bank of India will conduct a one-day ‘Open Market Operations’ on March 25 to simultaneous purchase and sell government securities. The OMO session will see simultaneous purchase and sale of government securities worth Rs 10,000 crore. Under this OMO, the RBI will sell short-term securities worth Rs 10,000 crore maturing in the current band next year and purchase long-term securities of an equal amount maturing between 2025 and 2035. The move is expected to improve liquidity. “On a review of current liquidity and financial conditions, the Reserve Bank has decided to conduct simultaneous purchase and sale of Government securities under OMO for an aggregate amount of Rs 10,000 crore each on March 25, 2021,” the RBI said in a statement. “The Reserve Bank will continue to monitor evolving liquidity and market conditions and take measures as appropriate to ensure orderly functioning of financial markets.” The central bank had said it would continue to monitor evolving liquidity and market conditions and take appropriate measures to ensure orderly functioning of financial markets.

At the interbank forex market, the local unit opened strong at 72.48 against the greenback but failed to hold on to gains following a massive selloff in the domestic equity markets. NEW DELHI, MAR 18 (IANS): To mitigate the hardships faced due to corona pandemic, insurance major LIC has allowed its policyholders to deposit their maturity claim documents at their nearest LIC office anywhere in the country. “LIC has allowed its 113 divisional offices, 2,048 branches, 1,526 satellite offices and 74 customer zones to receive maturity claims documents from policyholders whose maturity payments are due, irrespective of the servicing branch of the policy,” it said. “However, the actual claim payment will be processed by the servicing branch only. The documents will be digitally transferred through ‘LIC’s All India Network’.” According to the statement, the facility is available on a trial basis with immediate effect till March 31, 2021 only. “LIC values its policyholders and its customer-centric initiatives focus towards ease of operations during the pandemic. LIC currently services more than 29 crore policies across the nation.”

In the broadcast, U Maung Weik, a business owner, is shown explaining how he handed over envelopes full of cash to Suu Kyi or her associates starting in 2017, reports dpa news agency. In all, Weik said he had handed over a total of $550,000 during four separate incidents. A news reader said the businessman has been found guilty of bribery and that the country’s anti-corruption commission is investigating. According to the announcement made by the PAF on Wednesday, Babar will assume the new role on Friday. He was commissioned in the PAF as a fighter pilot in April 1986 and has commanded a fighter squadron, an operational airbase and regional air command, reports Xinhua news agency. He also served as assistant air chief for operation research and development, assistant air chief for training officers and the director-general of projects at the Air Headquarters. Babar will replace the incumbent Air Chief Marshal Mujahid Anwar Khan at the change of command ceremony to be held at the Air Headquarters in Islamabad on Friday, the reports said.

Addressing a session of the firstever Islamabad Security Dialogue here, Gen Bajwa also said that the potential for regional peace and development always remained hostage to the disputes and issues between Pakistan and India - the two “nuclear-armed neighbours”. “We feel it is time to bury the past and move forward,” he said, adding that the responsibility for a meaningful dialogue rested with India. India last month said that it desires normal neighbourly relations with Pakistan in an environment free
of terror, hostility and violence. India has said the onus is on Pakistan to create an environment free of terror and hostility. Ritika Phogat, cousin of Geeta & Babita, allegedly kills self T20 WC regional qualifiers postponed NEW DELHI, MAR 18 (IANS): Rajasthan wrestler Ritika Phogat, cousin of Commonwealth Games gold medallists Geeta and BabitaPhogat, allegedly killed herself after finishing second in the 53kg category of the state sub-junior competition, said an official of the Wrestling Federation of India (WFI). She died on Monday. The competition was held at a local stadium in Bharatpur, Rajasthan from March 12 to 14. Ritika, 17, was one of of four competitors and she lost the gold medal round. “She too wanted to win a medal at the interna-
tional level like her cousins but went into depression after losing the gold medal bout in the state meet,” said the official. After post-mortem, the body was handed over to her parents and last rites were performed at the family village near Jhunjhunu, Rajasthan. NEW DELHI, MAR 18 (IANS): The 2022 T20 World Cup qualifiers in Africa and Asia have been postponed due to Covid-19, the International Cricket Council (ICC) said on Thursday. The Asia A Qualifier, which is two steps away from the 2022 T20 World Cup set to be played in Australia, was due to be hosted between April 3 and 9, 2021 involving Bahrain, Kuwait, Maldives, Qatar and Saudi Arabia. It will now be played in Kuwait from October 23 to 29 this year. “The decision was taken to postpone due to new restrictions being put in place by several participating countries to suspend sporting activities to limit the spread of the new Covid19 variants therefore giving no opportunity for teams to sufficiently train. The other contributing factor was the extensive quarantine requirements for the visiting teams on their return to their respective countries,” said the ICC in a statement. The Sub Regional Af-
rica A and B Qualifiers, which are three steps away from the World Cup, were due to take place in South Africa in April 2021 and have been rescheduled to October 25-31 this year. Qualifier A involves Ghana, Lesotho, Malawi, Rwanda, Seychelles, Swaziland and Uganda and Qualifier B includes Botswana, Cameroon, Mozambique, Sierra Leone, St Helena and Tanzania. He was speaking as the special guest at the inaugural programme of the 49th Angami Sports Association (ASA) meet held at Indira Gandhi Stadium, here Thursday. Rio said people consider sporting events as a celebration and fail to take it seriously which was why there was lesser progress in sports. He urged the gathered players to take advantage of the sports infrastructure available in the state capital and train themselves in the disciplines they feel they are talented. Rio said although there were some players doing well in their chosen disciplines, Nagaland was still lacking behind when compared with other states. He pointed out that players from neighbouring states including Assam, Manipur and Mizoram
were doing exceptionally well in many sports disciplines earning laurels for their states. Rio urged the state government to encourage players through financial assistances and also guide them in identifying their talents. He stressed on the need for players to be persistent in their approach and also train consistently which, he added, was the only way to reach the top. In-spite of the health protocols put into place because of Covid-19 pandemic, Rio exhorted the players to keep themselves in shape since a sportsperson has to stay fit to compete. Later in the day the valedictory programme was held with Advisor for Technical Education & Election, Medo Yhokha as the guest of honour. In his speech, Yhokha emphasised on the importance of excellence and professionalism in a players’ career. He urged the sportspersons to be committed in their chosen disciplines and always strive for the best. Besides exhibiting sportsmanship, discipline and sound character in a
game, Yhokha exhorted the players to replicate such good behaviours even beyond the playground as people would look up to them as ambassadors of their respective sport disciplines. Chakhroma Sports Association emerged as the champions of men’s football in the final match against Northern Angami Sports Association by 2-0. They received a cash prize of Rs. 30,000 along with the running trophy, while runners-up NASA received a cash of Rs. 20,000. In women’s volleyball final, Southern Angami Sports Association beat Western Angami Sports Association and emerged as the champions of the meet. A cash prize of Rs. 20,000 and Rs. 10,000 were awarded to the winners and runners-up respectively. BIRMINGHAM, MAR 18 (IANS): The Indonesian badminton team has pulled out of the on-going All England Open after a person travelling on their inbound flight tested positive for Covid-19. The team will be put in quarantine for 10 days from the date of their flight, the Badminton World Federation (BWF) and Badminton England confirmed on Wednesday. “The Badminton World Federation (BWF) and Badminton England can confirm that a number of players and team members from the Indonesian team have been contacted by the UK Government’s National Health Service (NHS) Test and Trace service and are required to self-isolate with immediate effect,” the organisers said in a statement. The isolation means “all Indonesian players will not be able to compete in the current or next round of the tournament and have therefore been withdrawn from the YONEX All England Open 2021,” the statement read.
