Public rallies for implementation of RIIN

DIMAPUR/KOHIMA, MAR 19 (NPN): A peace rally under the banner of the Joint Committee for Prevention of Illegal Immigrants (JCPI) was held in several districts of Nagaland Friday, to press upon the state government to implement Register of Indigenous Inhabitants of Nagaland (RIIN) through an ordinance, with December 1, 1963 as cut-off date and year. In Dimapur, the rally was held at DC court junction, where thousands of people from various organisations, held placards, some of which read “Implement RIIN before March 31, 2021”, “Stop rampant issue of PRC”, “Protect indigenous people of Nagaland”, “Don’t sell my birth right” and “Follow deadline or face consequences” etc, gathered and staged demonstration. Later, the gathering marched towards DC office and submitted a memorandum to the chief minister through DC Dimapur, signed by 49 organizations. (See memorandum on p-6) Earlier, addressing the crowd JCPI convenor, Atomi Swu, said the rally
was to demand implementation of rights and privileges of Nagas of the state. He maintained that “Nagas are deprived of our rights” as RIIN should have been implemented long time ago. Atomi declared that demand for implementation of RIIN and ILP has become a movement reflecting the desire of the people whose rights should have been legislated and utilized as legal law. He said that Nagaland cannot be a state of lawlessness or a land of dumping garbage as people should have the right to discuss what was good and have authority to reject or object what was bad. Kachari Tribal Council president Ramesh Sasnu, in his address, said Kacharis joined the rally as Indigenous tribes of Nagaland. He also said some states in North East witnessed many illegal immigrants who began occupying major areas after reducing indigenous people to minorities in their own lands. Sasnu warned that if RIIN or ILP was not implemented, the same would happen in Nagaland, adding that Nagas would have nowhere to go. He also reiterated that it was impor-
tant to join hands and work together and ensure that the government implement RIIN without depriving the indigenous people like Kacharis and Kukis and to check influx of illegal immigrants from outside. Naga Tribal Union Chümuokedima Town president, Lhousito Khro, stated that the rally was organised to question why the state government failed to enact RIIN during the recently concluded winter assembly session. While maintaining that Nagaland was a land of unique culture and history, Lhousito urged the government to implement RIIN and ILP at the earliest. He warned that if RIIN or ILP was not implement at the earliest, Nagas would become slaves in their own land. He further reiterated that non-Nagas were always welcomed to the state, but with proper documentation (ILP). Speaking on the sidelines , JCPI convenor said if government failed to implement RIIN before March 31, then JCPI would go ahead with a phase-wise agitation. He said JCPI had opted for peaceful approach for the rally , keeping in mind of the problems faced by the
community due to the pandemic. He said the 14 tribes of Nagaland have decided to jointly write their own representation in support of JCPI. Swu also admitted that there was some communication problems for which rallies could not be held in some parts of the state. He blamed it on “some negatives roles played by certain bodies.” He was however optimistic that rights of Nagas would be ensured and that law and order in Nagaland will be better if ILP/RIIN was implemented. RIIN against Naga aspirations for integration: NH
Maintaining a different stand against demands by various apex tribe hohos and civil society organisations for implementation of Register of Indigenous Inhabitants of Nagaland(RIIN), Naga Hoho has cautioned that the matter should be handled with “utmost care” lest it leads to “unforeseen and dangerous implications for the Nagas as a people.” Naga Hoho, in a statement, agreed that the demand for extension of ILP to Dimapur over the concerns on influx of illegal immigrants was a genuine cause. NH however said “entangling ILP and RIIN as a synonymous is a gambit to throw a spanner against Naga aspirations for integration of Naga ancestral homeland. Currently, there are seven institutes-- IISER Kolkata, IISER Pune, IISER Mohali, IISER Bhopal, IISER Thiruvananthapuram, IISER Tirupati and IISER Berhampur. The IISERs have been built to provide education in the science stream along with research facilities at undergraduate level. All of them have been declared ‘Institutes of National Importance’. It may be mentioned that the Centre in 2016 had decided to setup IISER in Nagaland.
100% passenger capacity
DIMAPUR, MAR 19 (NPN): State government has permitted all the vehicles to operate with up to 100% passenger capacity with immediate effect in the state subject to the conditions. In an order, the state chief secretar y J Alam stated that in both private and commercial passenger vehicles, everyone including the drivers and attendants would mandatorily wear mask at all times, adding that no passenger would be allowed to travel without mask worn correctly. DIMAPUR, MAR 19 (NPN): A day after meeting Union Home minister Amit Shah, the all-party Assembly delegation led by chief minister Neiphiu Rio, NLA speaker Sharingain and leader of opposition (LoP) TR Zeliang met NSCN (I-M) general secretary Th Muivah and other leaders, in New Delhi on Friday. When contacted, Zeliang informed Nagaland Post that the delegation met both Shah and Muivah in the light of the Assembly resolution on February 18 to pursue “early solution to Naga political issue”. Zeliang said the delegation were directed to meet Shah while seeking
members of the two batches were employees serving the department under the two Central Flagships. As employees serving under the State, the members are bound by the Nagaland government Servants Conduct Rules, 1968, the principal director stated. The official pointed that the teachers of the two batches had been holding protests against the department and the State over the past few years. In the process, PD said that the

Such protest have also resulted in confrontations which has necessitated the intervention of the law enforcing agencies, the PD said. The principal director said that protest held by the members were in total disregard and violation of Section 25(2) 3(ii) of the Nagaland Government Servants Conduct Rules, 1968 which reads
as under: “Section 25 (2) Government servants shall not call a public meeting for discussing their conditions of service nor shall any Government servant participate in any such meeting or public discussion.” “No Government servant shall:- ii) “resort to or in any way abet any form of strike in connection with any matter pertaining to his service or the service of any other Government servant”. DIMAPUR, MAR 19 (NPN): Nagaland Inservice Doctors Association (NIDA) Friday maintained that all its members will continue to wear ‘black armbands’, as initiated on January 25 2021, to register resentment towards the state government for nonimplementation of Prime Minister Narendra Modi’s package announced on May 26, 2016 to enhance superannuation age of medical doctors in the country. Nagaland In-service Doctors Association president Dr. E. Phyantsuthung said this was resolved at the core committee of NIDA’s executive body meeting on superannuation on March 19. NIDA said while most states had already implemented PM’s commitment, it had not escalated its agitation in view of the positive assurance received from the state Health minister . A representation pertaining to the ongoing issue was also submitted to the chief minister, it added. 11,819 electors to cast ballot in Noksen Assembly by-poll Correspondent KO H I M A , M A R 1 9 (NPN): Altogether 11,819 voters will cast their ballots across 23 polling stations in the by-poll to 51 Noksen Assembly constituency in Tuensang district scheduled on April 17. This was stated by chief electoral officer (CEO) Abhijit Sinha during a meeting held with representative of media houses in Nagaland to discuss paid news, Media Certification and Monitoring Committee (MCMC) guidelines and other poll-related issues at Hotel Japfu here on Friday afternoon. According to the information made available during the meeting, out of the 11,819 voters as per the general electoral rolls of 2021, there were 6,163 male, 5,625 female and 31 service electors (male).

person on March 19. In a press release, superintendent of excise & prohibition Dimapur, T. Arilong Longkumer informed that based on an “intelligent tip-off ”, the excise duty party intercepted the truck along NH29 route and on frisking the vehicle recovered the liquor which were concealed under various essential items. In this connection, one Didarul Islam (33), resident of Surupathar, Golaghat, Assam was arrested and later penalised under the NLTP Act. On preliminary investigation, Arilong said the accused disclosed that

Although the coffee board failed the coffee growers as it could not provide market linkage, he said that today, Naga coffee had become the richest crop with high demand. Kronu also appealed spices board to introduce black pepper since varieties of black pepper were grown in the state and advised NEDFi to focus on developing banana fibre. NEDFi deputy general
manager, Ashim Kumar Das in his address said that it would invest after training and urged beneficiaries to attend upcoming training in Guwahati. Having advantageous raw material, Das encouraged the farmers to design more and work on how to take the product ahead and assured on working together in future. Spices board, deputy director Dharmendra Das in his address said that cardamom fibre quality was excellent and there was high chance of developing the product on higher scale. He said that the spices board would work on market linkage and urged on initiating ginger production
in the market. Senior scientist and head in-charge of KVK Porba Phek, Dr. T Esther Longkumer said as per 2019 record, cardamom cultivation in Phek district had spread over 277 ha with production of 630 MT so far. She also advocated planting more pepper trees as cardamom was a shed loving crop as well as to rear bees so that farmers would benefit in multiple fields. Highlighting POLCPC Ltd, the CEO Vilhou Wetsah said the farmers were currently focusing on large cardamom and that they would venture into other crops in future. Wetsa said in 20182019 POLCPC market production on cardamom was 20 metric tonne, 50 metric tonne in 2019-20 and in 202021, it anticipates to market 60 MT during 2020-21. He said FPC was established and incorporated as a producer company under the company act 2013, ministry of corporate affairs in 2018 and said currently they had 500 share subscribers who are primary producers and exuded confidence to increase the share in the days to come. The minister also handed out certificates to 25 trainees who completed the nine-day training.

selecting/electing their village council members of their respective villages in accordance with the prevailing customary practices and usages as provided in the Nagaland Village and Tribal Council Rules and Act. It will be ensured in the state assembly that the CAA is not implemented in Assam, Gandhi told students of Lahowal College in Dibrugarh district. “In the other states, we will stop it (CAA implementation) after we (Congress) come to power at the national level,” he said. During the meeting, the minister agreed to compensate drivers who were robbed and assured to book the culprits at the earliest. The compensation assurance coupled with the arrest of three of the culprits allegedly involved in the robbing incident, the drivers decided to suspend the steering down strike with immediate effect, the joint secretary said.

Shillong, Mar 19 (PTI): Meghalaya Deputy Chief Minister Prestone Tynsong on Friday informed the assembly that the state government is planning to redevelop the Punjabi Lane area in Shillong as it is adjacent to Them Iew Mawlong, the city’s main commercial hub. The area is inhabited by people from Punjab, who were brought to Shillong around 200 years ago by the British to work as cleaners and sweepers. An incident of assault in the area in May 2018 had resulted in group clashes, following which it was put under curfew for over a month. There were demands from various quarters to relocate “illegal settlers” from Punjabi Lane at that time and the state government set up a High-Level Committee (HLC) headed by Tynsong to look into the issue. “The HLC will again sit very soon and a report (on redeveloping Punjabi Lane) will be submitted to the state government,” Tynsong said while replying to a query by Congress member M Rapsang. The HLC found many problems that need to be corrected, the deputy chief minister said. The Centre has selected Shillong in the Smart City K Y M C
project and “we are thinking of redeveloping quite a number of places including Them Iew Mawlong area”, he said. Tynsong said that the urban affairs department is working on a detailed plan to refurbish the area. The deputy chief minister also informed the House that the government is seriously considering to find out a permanent solution to the issue of relocation of alleged illegal settlers from the Punjabi Lane area. On May 29, 2018, clashes erupted when a bus driver and his friend were attacked at the Punjabi Lane area and they received injuries. As rumours of the assaulted victims dying in hospital spread on social media, people attacked the settlers following which the entire area was put under curfew for over a month. Following the incident, a delegation of the Punjab government visited the city and interacted with the settlers. The delegation members also met Chief Minister Conrad K. Sangma. However, the Meghalaya administration expressed unhappiness after the Punjab government sanctioned Rs 60 lakh as compensation to the community members who were affected by the violence.

US Defence Secy Austin calls on PM Modi
NEW DELHI, MAR 19 (AGENCIES): US Secretary of Defence Lloyd James Austin III, who arrived in New Delhi for a three-day visit to India earlier on Friday, called on Prime Minister Narendra Modi, the latter’s office said in a press release. Austin conveyed greetings of US President Joe Biden to Modi, said the PMO. Modi “welcomed the warm and close relationship between the two countries, which is rooted in shared values of democracy, pluralism and commitment to a rules-based order”, said the release. The PMO said Modi also outlined his vision for the strategic partnership between the India and US, and emphasised the important role of bilateral defence cooperation. Austin said the US government was committed to strengthening the bilateral defence relations between the two countries, and expressed US’s strong desire to further enhance the strategic partnership for peace, stability and prosperity in the Indo-Pacific region and beyond, said the release. India’s plan to acquire 114 fighter jets at a cost of around $18 billion could also figure in the talks as American defence majors –Boeing and Lockheed -Martin– are eyeing it, the people said. Secretary Austin is set to have extensive talks with Rajnath Singh on Saturday. He is also likely to meet External Affairs Minister S Jaishankar. His visit to India came days after the top leadership of the Quad grouping of India, the US, Japan and Australia vowed to expand their cooperation in the Indo-Pacific region. Ahead of Austin’s visit, Senator Robert Menendez, Chairman of the powerful Senate Foreign Relations Committee, wrote a letter to the US Defence Secretary, urging him to take up with Indian leaders the issue of New Delhi procuring Russian S-400 missile defence system. Though democracy and human rights issues do not come under the domain of the Pentagon, Menendez also urged Austin to raise these concerns with Indian leaders.

NEW DELHI, MAR 19 (AGENCIES): Supreme Court Friday sought to know from a petitionerNGO whether the state legislatures have the right to express their opinion or not on central laws and asked it to do some more research on the subject. The top court was hearing a PIL filed by an NGO challenging legislative competence of different State Assemblies in passing resolutions against central laws like Citizenship Amendments Act (CAA) and the three farm laws saying it falls under the Union List of the Seventh Schedule. The NGO has made the Centre and the Speakers of the Legislative Assemblies of Punjab, Rajasthan, Kerala and West Bengal party in the petition, saying the top court is already seized of multiple petitions challenging these laws passed by Parliament. A bench of Chief Justice Bobde and Justices AS Bopanna and V Ramasubramanian adjourned the hearing on the PIL after four
weeks while observing “we don’t want to create more problems than resolving the issue. We will see”. During the hearing, senior advocate Soumya Chakraborty, appearing for NGO ‘Samata Andolan Samiti’, said that the state Assemblies are incompetent to pass such resolutions against the central legislations. The bench asked the counsel to show the resolutions he was objecting to. Chakraborty referred to the Kerala Assembly resolution passed against the CAA and said that it was invalid. Referring to CAA law and the Kerala Assembly resolution, Chakraborty said that the state legislature said that central law was against the basic structure of the Constitution as it did not grant citizenship to Muslims and gave it only to Hindus, Jains, Christians and Sikhs. The bench observed, “This is the opinion of majority of Kerala Assembly and this may not have the force of law. This is just an
opinion. They have simply requested the Centre and sought repeal of the law. Do they have no right to express their opinion? They have not asked the people to disobey the Central law”. It asked the petitioner, “How can you say that Assembly does not have the right to express their opinion”. Chakraborty said that the top court is seized of over 60 writ petitions against the CAA and it was the duty of the assembly Speaker not to allow discussions on such resolutions pending adjudication of the issue. “There were 60 writ petitions pending as on the date when such a resolution was passed by the Kerala Assembly. Law states resolution cannot be on issue which us pending adjudication. It was pending before your lordships,” he said. Chakraborty referred to rule 119 of the Kerala Assembly rules which he said does not permit such resolutions to be presented for the discussion in the house, which are pending adjudication by the court of law.

Also speaking at the rally, Sumi Hoho Kohima vice president Vixepu Swu said now was the time to fight for one’s rights. Calling upon the people to act collectively in this movement, Swu said no one should stay at home and expect someone else to fight for their rights. Swu said that since the government was mandated by the people to run the state, it should also listen to their genuine and reasonable demands. He further called on the people to respond if there was a clarion call for their support. Kohima District GB Association president, Vineipra Pienyü, in a short speech, said that RIIN could be likened to the process of winnowing paddy where good grains are separated from the chaffs. Echoing the earlier speakers, Pienyü said the movement was not to rebel against the government but simply to urge it to keep its word and implement RIIN. In his short speech, former MP, Z Lohe, said a State could fully identify itself as sovereign only when it has complete record of its indigenous people. He remarked that Nagaland without RIIN had become a state where anyone could come and reside as and when they please. He attributed the special provisions enshrined under Article 371a as God’s blessings and urged the government to implement RIIN to protect “our” land, resources, culture, tradition and religion. Lohe also cautioned
people not to throw aspersions or false prophecies against RIIN as such actions would only further divide the people and create more confusion on the issue. He exuded confidence that like a “broom” RIIN would cleanse Naga society and rejuvenate it. Later, after a mass prayer, the tribe hoho leaders accompanied by JCPI representatives marched to Nagaland Secretariat to meet with chief minister and also handover the approved and signed representation. NIPF through its media cell expressed dismay at the state government’s delay in implementation of Inner Line Pass/Permit (ILPI) in the whole of Nagaland and also RIIN even after the commission had submitted its report. ‘Risk of second wave in India has risen materially’ NEW DELHI, MAR 19 (IANS): With new confirmed Covid-19 cases spreading to states outside Maharashtra, the risk of a second wave in India has risen materially, Nomura said in a research note. “We believe this can lead to near-term growth concerns and delay market expectations on the timing of policy normalisation,” it added. “However, we expect only marginal negative growth effects, because government restrictions are less stringent, the goods sector continues to chug along and households and businesses have adjusted to the new normal,” Nomura said. Over the medium term, progress on vaccinations, stronger global growth and lagged effects of easier financial conditions are likely to act as growth tailwind, it said. Nomura said that India is potentially entering its second wave of Covid19. The first wave peaked in the third week of September with daily cases at 92,000, with cases declining to a low of 11,000 in mid-February. However, over the past one month, daily cases have risen to 25,000 per day. While the initial pickup was mainly led by Maharashtra, cases have now risen in other states as well, such as Punjab, Gujarat, Madhya Pradesh, Tamil Nadu, Chhattisgarh, Delhi, West Bengal, Haryana, Karnataka, Uttar Pradesh among others, in varying paces, Nomura said.
A H M E DA BA D, M A R 19 (AGENCIES): Gujarat’s Independent MLA Jignesh Mevani was on Friday suspended from the state Assembly for a day for “indiscipline” after he raised the issue of a Dalit man’s murder without the Speaker’s permission. He was evicted from the House on the orders of Speaker Rajendra Trivedi over the issue. Mevani had been evicted from the Assembly for the same reason on Thursday as well. As soon as the Question Hour came to an end, Mevani, who represents the Vadgam Assembly constituency, suddenly raised a poster that carried the picture of the Dalit man killed on March 2 by a mob allegedly in the presence of a policeman. The poster read:

Concern over Covid spikes
I
n what is India’s highest daily spike in cases of Covid-19 this year, nearly 40,000 fresh infections were reported in the country in the last 24 hours, as of March 19,2021 according to record shown in the Union ministry of health and family welfare’s (MoHFW) dashboard. India recorded 39,726 new cases in this period, taking the infection tally to 1,15,14 ,331, the dashboard showed. As per the union health ministry data, 83.91 per cent of the new cases are from Maharashtra, Punjab, Karnataka, Gujarat and Tamil Nadu, and Kerala. Following spike in Covid-19 cases, the Maharashtra government has ordered a week-long lockdown in Nagpur from March 15 while placing Pune under curfew till March 31 from 11 p.m. to 6 a.m. besides several other cities. In Madhya Pradesh, the government has also imposed night curfew in several cities from 10 p.m. to 6 a.m. In Gujarat, curfew is being extended in Ahmedabad, Surat, Vadodara, and Rajkot from 10 pm to 6 am.; in Punjab eight districts have come under curfew from 11 p.m. to 5 a.m. while in Karnataka the government is considering restrictions in several cities including Bengaluru. The Sikkim government has also imposed night curfew by 10 p.m. everyday while vehicles will be restricted from movement from 10.20 p.m. to 6 a.m. The rising number of fresh Covid-19 infections can be gauged from official statistics during 2021 vis-a-vis 2020. Covid-19 cases were gradually declining by 2020 from figures of around 60 to 70 thousand a day with the end of 2020 on December 31,2020 when 21,822 fresh cases were recorded. While most believed that COvid-19 was on its way out especially after vaccinations began, it was not to be. By January 31, 2021, there were 13,052 Covid-19 cases and the figure marginally increased to 16,752 by February 28,2021. By March 19,2021 the number shot up to 39,726 and still rising. The spike in fresh Covid-19 cases comes at a time when the country has been pushing for vaccinations which till date, has been received by a little over three crore people, mostly frontline workers, security personnel and those above 60 years of age. Earlier, after the government had approved emergency authorisation use of OxfordAstraZeneca’s Covishield besides clearing Bharat Biotech International Limited’s locally-developed Covaxine for “restricted use in emergency situation”. This only triggered a debate among experts over the approval despite the shorter duration of human trials and relatively less data. Thus, efforts for mass vaccination has led to hesitation among many. The government of India plans to reduce the vaccination age to 45 years including those with co-morbodities. However, even as Covid-19 vaccination is underway, there has been some controversy over the safety of the vaccines. While there are concerns over the relatively less amount of data on the efficacy and safety of Covaxin, developed by the Hyderabad-based Bharat Biotech, the company clarified that vaccine is safe and that the company was conducting trials in more than 12 countries apart from India.. As communities began to reopen, unfortunately, the combination of reopening and lapses in these infection prevention efforts has caused the number of coronavirus infections to rise again. Therefore, unless the government makes it mandatory for SOPs, the spike could well become the dreaded second wave.

This is what Jesus Christ was referring to in Luke 14:26. Living a life of faith means never knowing where you are being led. But it does mean loving and knowing the One who is leading. It is literally a life of faith, not of understanding and reason— a life of knowing Him who calls us to go. Faith is rooted in the knowledge of a Person, and one of the biggest traps we fall into is the belief that if we have faith, God will surely lead us to success in the world. The final stage in the life of faith is the attainment of character, and we encounter many changes in the process. We feel the presence of God around us when we pray, yet we are only momentarily changed. We tend to keep going back to our everyday ways and the glory vanishes. A life of faith is not a life of one glorious mountaintop experience after another, like soaring on eagles’ wings, but is a life of day-in and day-out consistency; a life of walking without fainting (see Isaiah 40:31). It is not even a question of the holiness of sanctification, but of something which comes much farther down the road. It is a faith that has been tried and proved and has withstood the test. Abraham is not a type or an example of the holiness of sanctification, but a type of the life of faith— a faith, tested and true, built on the true God. “Abraham believed God…” (Romans 4:3).

ver the past few weeks, several state governments have presented their budgets for the financial year 2021-22. These budgets shed light not only on how state finances have fared during the current year (2020-21) but equally critically, detail the expenditure stance of these governments during these tumultuous years (202022). Considering that the states, put together, account for a larger share of general government spending than the Centre, their spending stance is pivotal to the hopes of a government spending-led economic recovery. The broad state-level budget trends highlighted in this article are based on 11 states that account for a little over 60 per cent of India’s GDP. While more concrete trends will emerge once all states present their budgets, this does provide a sense of what transpired in the year almost gone by, and what to expect in the coming financial year. Five broad trends emerge. First, the collapse in states’ revenues and transfers
from the Centre, coupled with“reluctance” among some states to borrow more to spend, has meant that at the aggregate level spending by these states in 2020-21 will end up being lower than what they had budgeted for before the onset of the pandemic. The revised estimates peg their total expenditure to decline by around 6 per cent in 2020-21 from their budget estimates. If these trends were to hold for the other states as well, then it would imply that the “additional” spending by the central government, over and above its budget estimate (which was around Rs 2 lakh crore if one discounts allocations meant for clearing past dues as that does not amount to a demand stimulus), is likely to be offset by the decline in spending by states. In effect, the total general government spending may end up being around or even lower than what was budgeted for before the onset of the pandemic. Second, this year, states which typically run revenue surpluses will run revenue deficits. This was expected. The collapse
in revenues meant that states that usually borrow to finance capital expenditure have had to borrow to finance their recurring expenditure as well. As a consequence, capital spending by states, which was budgeted to be around 50 per cent more than that of the Centre in 2020-21, has been cut sharply. But the spending cuts don’t end there. With their borrowings curtailed, and the collapse in revenue so severe, states have had to cut back even on the sticky components of revenue expenditure. Data on state budgets collated by PRS shows that most of these states have cut back on allocations for pensions. Some have even slashed allocations for salaries this year. States, though, expect the situation to reverse in the coming fiscal year, with most projecting a return to revenue surpluses even as the Centre will continue to run revenue deficits. This anomaly is unlikely to be resolved unless the root cause of the situation — the nature of the fiscal compact between the Centre and the states — is addressed. Third, oddly enough, some of

n view of the demands made by organisations for implementation of Register of Indigenous Inhabitants of Nagaland (RIIN) with datelines, the Naga Hoho is constrained to issue this cautionary note that the issue of RIIN should be handled with utmost care as it could have unforeseen and dangerous implications for the Nagas as a people. The professed objective of RIIN is to prevent outsiders from obtaining fake indigenous certificates for seeking jobs and benefits of government schemes. Accordingly, the Government of Nagaland constituted the RIIN Committee headed by Banuo Z. Jamir (Retd. IAS) to determine: (a) Eligibility criteria to be an indigenous inhabitant; (b) Authority to authenticate claims of being indigenous; (c) Place of registration as indigenous inhabitant; (d) Basis of claims of being indigenous; and (e) Nature of documents that will be acceptable as proof of being indigenous. While the Naga Hoho is not in a position to comment on the merits or demerits as it is not privy to the committee’s report, the Hoho is genuinely apprehensive of the negative ramifications if certain organisations are allowed to piggy back on it to advance their vested interests as enunciated below: 1. The press statements from the advocates of RIIN clearly indicate that the Bengal Eastern Frontier Regulation Act, 1873 and RIIN are synonymous and therefore there can-

not be a different date and time for its implementation which should be strictly adhered to as December 1, 1963. They have also categorically stated that only indigenous people can live, work and earn in Inner Line Pass (ILP) areas of Nagaland. Further, they have stated that non-indigenous Nagas from other states cannot be indigenous nor be given Schedule Tribe (ST) status in Nagaland and they are to be barred from buying land and property in the state as per Nagaland Land and Revenue (Amendment) Act, 1978. In sum, their demand is that ILP should be subjected to the status of inhabitants’ categories as defined by RIIN. 2. While the Naga Hoho fully agrees that the demand for extension of ILP to Dimapur and the concerns about the influx of illegal immigrants is a genuine cause, the conflation of RIIN and ILP and its blanket application by reducing ‘indigeneity’ to ‘permanent settlement’ in Nagaland prior to December 1, 1963 will ripe the Nagas off with dreadful consequences. There are Naga tribes straddling across the state boundaries in Assam, Manipur, Nagaland, and Arunachal Pradesh in India and also in Burma as indigenous people to their ancestral homeland with a legitimate claim to their right to self-determination as a people. It is a fact that there are thousands of Nagas who have bought lands, built houses and settled down in Nagaland for several decades. In the absence
these states did have the leeway to ramp up spending by borrowing more. The Centre had raised the ceiling on their market borrowings from 3 to 5 per cent of GSDP. Of this 2 percentage point increase in the borrowing limit, part was unconditional while the remaining was subject to fulfilling Centre-mandated reforms. Several states did qualify to undertake the conditional borrowings. As per ICRA’s estimate, 17 states qualified based on the One Nation One Ration Card reforms, 15 qualified based on the ease of doing business reforms, seven partially completed power sector reforms, while six had completed the urban local body reforms. But, it is only the lowincome states of Bihar, Rajasthan and Madhya Pradesh with already stretched finances — their budgeted fiscal deficit for 2020-21 was pegged at 3 per cent or above before the pandemic — that seem to have availed the additional borrowing space and were thus able to either maintain or exceed their budgeted expenditure levels. In comparison, the high-income states of

As for the Non-indigenous Nagas, this will mean that they will be treated as “illegal immigrants” and their lands and properties will be considered as illegal and confiscated. The idea of the Nagas as a people to live together and their aspiration to live with self-determination will be irreparably damaged. It seems the entangling of ILP and RIIN as synonymous is a gambit to throw a spanner in the Nagas’ aspiration for integration of Naga ancestral homeland by sowing seeds of division between Nagas of different states so as to leverage Nagaland as a legitimate political entity in the best interest of the so called Pure Indigenous inhabitants of Nagaland. The RIIN can turn out to be the Chanakyaish master stroke of the hawkish strategists, a Trojan horse to ripe the Nagas off to the hilt from within and without. RIIN is just like the swirling tail of the predatory snake to attract and fools its prey and the ILP is like the head of the snake with its full fangs to incapacitate the Nagas as preys. RIIN imposed on the Nagas by the Nagas themselves is going to be the perfect stratagem to erect the Berlin wall of the Nagas. Communication Cell, Naga Hoho
Gujarat, Maharashtra and Karnataka, all of whom had greater fiscal headroom going to the crisis, and were better placed to borrow more and spend, have not done so. It is true that the economic hit from the pandemic is uneven — the growth projections accompanying these budgets, though to be taken with a pinch of salt, suggest that some states expect to do better than others. But, considering the breadth and depth of this crisis, there is a case for far greater spending than what is visible in these budgets. Fourth, as is the case with the Centre, states have, remarkably, budgeted for aggressive fiscal consolidation next year. The average fiscal deficit across these states is expected to fall by more than 1 percentage point of GSDP, more than twice the decline recommended by the 15th finance commission. Fifth, this aggressive consolidation next year is expected to be achieved not by expenditure compression, as is the case with the Centre, but by significant revenue enhancement. However, some revenue assumptions are quite
ambitious, to say the least — some states have pegged their GST and VAT collections to grow far in excess of 30 per cent in 2021-22. A deterioration in fiscal marksmanship will mean that expenditure in the coming fiscal year will also end up being lower than what has been budgeted for. But this is not an anomaly. In the past too, there has been a considerable gap between the “aspirational” budget estimates and actuality. Subdued general government spending during these tumultuous years heightens the risks to economic recovery. Considering the possibility of the economy exiting from this period with lower mediumterm growth prospects, there is a strong case for greater government spending during these years. Mistaking a rebound in economic activities and that too in the formal part of the economy for a broad-based recovery in the larger economy could prove to be a costly error. The above exercise is expected to render clear-cut identification of the residents in the State for the purpose of maintaining our identity, culture and privileges as enshrined in the Constitution (thirteenth amendment) Act of 1962 inserted in the Article 371A of the Constitution of India. Once RIIN classification is completed and specific laws are legislated, the full protection and privileges will reach the deserving stakeholders. Without RIIN our birth right will be lost forever; aboriginals will be reduced to secondary citizens in one’s own land. This very threat is no more an apprehension but an active process seen in the last few decades making Nagaland the next victim after Tripura in the North East India. Thus the future security of Nagaland is exposed to all potential disadvantages and self destruction. JCPI once again remind the Government of Nagaland that it was with the State of Nagaland Act,1962 that statehood was granted to Nagaland on 1. December 1963. So also it was vide no AR-8/8/76 Dated Kohima the 28th April, 1977 that the “Indigenous Inhabitant” of

The serious flaw in this Notification is that the base year to determine the indigenous inhabitant is 21/11/1979, stating that Dimapur was constituted as Tribal Belt vide Land Revenue Department Notification No.LR/2-118/76. This is totally unacceptable as there cannot be no two cut-off years to determine the Indigenous Inhabitant in the State of Nagaland which is already a tribal State since inception. That Sir, it is pertinent to enforce BEFR,1873/ILP and RIIN and other laid down protective law of the land with a comprehensive digitalized infrastructure, mechanism and standard operating procedure with 24 X 7 monitoring cell under the Home department. Only then there shall be smooth governance and effective implementation of the existing laws to protect our culture, identity and economy from outside threats. The price rates of auto fares have shot up without a breakage in between. Prior to the construction of the NH-29, the auto fares for students from rail gate to 4th mile were 10-20 rupees. During those days, if these auto drivers had charged the students 40-50 rupees, we would have argued yet somehow understood. But in the present context, when the roads are fully furnished and equipped, I see no reason for these auto drivers to charge us excessively. The roads are wider and better. Commuting from one place to another takes minimal time and their autos would not face any sort of engine problem like they used to few years ago. Yes, there has been a hike in fuel rates recently but here’s a thought — when has the fuel rates not change? Therefore, I would like to request the concern authorities to revise the fare rates not just for the welfare of the daily commuting students but also for the general public. NEW DELHI, MAR 19 (NPN): India needs to grow at10.5-11 per cent in real terms in the next fiscal and sustain that to overcome massive ill-effects of the COVID-19 pandemic, Niti Aayog Vice Chairman Rajiv Kumar said on Friday. Kumar further said India needs to be prepared for the next pandemic as the country was caught unprepared during the COVID-19 pandemic. “We need to grow at 10.5 to 11 per cent in real terms 2021-22 and then sustain that to overcome massive ill-effects of the COVID-19 pandemic,” he said while addressing a virtual event organised by National CSR Network. India’s economy is estimated to contract 8 per cent in fiscal 2020-21. Similarly, the value of the country’s gold reserves rose by $336 million to $34.551 billion. However, the SDR value slipped by $4 million at $1.501 billion. MUMBAI, MAR 19 (PTI): The country’s largest lender State Bank of India has seen a perceptible increase in the number transactions happening at its multiple digital channels, with the percentage moving from 60 per cent in the pre-pandemic period to 67 per cent currently, Chairman Dinesh Khara said. The rise in the number of digital transactions at the bank was largely driven by pick up in e-commerce during the pandemic-induced lockdown, which restricted movement, he said. When e-commerce picked up, it was actually the digital channels we are offering that got wider currency and acceptability. That is one of the reasons our digital transactions have gone as high as 67 per cent now.

MUMBAI, MAR 19 (PTI): The country’s largest lender State Bank of India has seen a perceptible increase in the number transactions happening at its multiple digital channels, with the percentage moving from 60 per cent in the pre-pandemic period to 67 per cent currently, Chairman Dinesh Khara said. The rise in the number of digital transactions at the bank was largely driven by pick up in e-commerce during the pandemic-induced lockdown, which restricted movement, he said. When e-commerce picked up, it was actually the digital channels we are offering that got wider currency and acceptability. That is one of the reasons our digital transactions have gone as high as 67 per cent now.

TOKYO, MAR 19 (AGENCIES): Gold medal Paralympian Rina Akiyama pulled out of the Olympic torch relay at the eleventh hour this month, worried about drawing crowds that might spread the coronavirus, the latest in a series of cancellations that have plagued the event, reports Reuters. The withdrawal by Akiyama and more than a dozen celebrities from the relay, which starts Thursday, underscores the challenges facing organisers of one of the world’s most complex events, hosted by a nation where vaccinations have barely begun, in the midst of a yet-untamed pandemic. “I’m a former athlete and know how important the Olympics and Paralympics are, but life should be prioritised above everything else,” said Akiyama, 33, and a swimmer who won gold in London in 2012. “I’m no medical expert, but it doesn’t look to me like the situation will end
in just three or four months,” Akiyama added. “We have no silver-bullet medicine or enough vaccine to go around in Japan.” The combination of the pandemic and an unprecedented postponement of the Games has forced local organisers to scramble to pull things together. Three infection surges and lockdowns have slowed final arrangements, prompting media reports of busy singers and actors complaining about late notifications. Hiromi Kawamura, who oversees the relay at the Tokyo 2020 organisers, apologised for delays, but said they were juggling vast amounts of fast-changing information, a shifting pandemic situation and negotiations with national and local governments. “We had to make a comprehensive plan as the first wave, the second wave, the third wave came,” she told Reuters. “That took a lot of time, we can’t deny it, and I do believe that it made

The governor of the western prefecture of Shimane has threatened to cancel the relay altogether, saying he would decide only a month before the event arrives there on May 15. “The sense is it will probably be called off, but we’re preparing,” said a
Shimane official, declining to be named because of the sensitivity of the issue. “If it comes off, we’ll only have a month to do it, so that probably means working through the night a lot of times. And we’ll have to pull in people from other offices to help.” Tokyo 2020’s Kawamura acknowledged that it was hard to balance the celebrations usually accompanying a torch relay with the tough circumstances of the pandemic. “I think there is a feeling about whether it’s all right to be having fun, when there are people who are suffering,” she said. “On the other hand, this isn’t the kind of fun you have riding a rollercoaster. It’s having people who have contributed to the local areas as torch runners,” she added.
