is over and they are not following COVID appropriate behaviour. “There are multiple reasons for the surge, but the main reason is that there is change in people’s attitude and they feel coronavirus is over. People should still restrict non-essential travel for some more time,” he said at an event organised here by the Indian Police Service (Central) Association. NITI Aayog member (Health) V K Paul said the chain of transmission has to be stopped and for that vaccine is one tool but another is containment and surveillance strategy. “Not following COVID-19 behaviour and laxity is a major reason for the surge,” he said speaking at the same event. tions held the day long prayer programme, Himato was optimistic that the prayers of Nagas would be answered. Asserting that Nagas were tired of sending out representations and memorandums to the Centre for early solution, Himato urged the negotiating parties to come to an understanding for an early solution. Quoting the adage-- “God helps those who help themselves”, he urged upon the negotiating parties not only to pray, but also work things into action. He further went on to state that the CNSA would carry out similar exercise across the state if needed in the days to come.

He however clarified that he “did not have an opportunity to talk to” Prime Minister Narendra Modi on reports of human rights violations targeting minority communities. To a question from the news channel whether the issue of erosion of democracy featured in his discussions, Austin said, “You’ve heard President Biden say human rights and rule of law are important to the U.S. We always lead with our values. As a democracy that’s pretty important to us.”

oad, with the western state contributing to 62 per cent of such cases, while Kerala and Punjab account for 8.83 per cent and 5.36 per cent of active cases respectively. “A rising trajectory of daily new cases is visible in eight states. These are Maharashtra, Tamil Nadu, Punjab, Madhya Pradesh, Delhi, Gujarat, Karnataka and Haryana. Kerala is showing a consistently declining trend,” the ministry said in a statement. Responding to a question on vaccinating more people, Paul said the issue is vaccines are limited and that is why, prioritisation has been done. “If we had unlimited supply, we would open the vaccination for everyone. That is the reason, not everyone, is getting vaccinated. Most countries in the world are not able to go beyond priority group because of this reason,” he added.

NEW DELHI, MAR 20 (NPN): Union Minister of State (I/C) for Development of North Eastern Region, Dr Jitendra Singh said that as India prepares to celebrate 75th Year of Independence in 2022, North East will become the torch bearer of “New India”. ture and connectivity in the North East”, Dr. Singh said the Centre was committed to the growth and development of the Region. “A great effort has been undertaken in the last 7 years to improve the last-mile connectivity across NER,” he said.
He reminded that it was Prime Minister Narendra Modi who gave the vision of “Act East”, soon after assuming power in 2014 and accorded a special priority to the development of the North Eastern region. He said if India has to suc-
cessfully engage with the countries across the eastern borders, it must have a strong basis in the areas proximal to eastern borders which comprise the NE states. He also pointed out that various developmental projects taken up by the Centre, including connectivity has changed the narrative in the past few years. He said, in the PostCOVID era, India’s economic resurgence will not be complete, unless it takes care of the vast unexplored potentialities and resources of the North East. North East is set to lead India’s growth story in the post pandemic world, he added.

Mizoram CM wants asylum for BJP attacking culture, Cong conspiring against Assam tea: Modi Myanmar refugees; writes to PM language of Assam: Rahul Modi rakes up toolkit issue
Guwahati, March 20 (IANS): Addressing an election rally in poll-bound Assam, Prime Minister Narendra Modi on Saturday said the Congress is conspiring against Indian and Assam tea so the party must be punished. Speaking at a rally at Chabua in eastern Assam, Modi said the Toolkit campaigners are campaigning for defaming Indian and Assam tea and the Congress has supported them. “A few days back, during its election campaign in Assam, the Congress had used photographs of tea gardens of Sri Lanka and Taiwan. The party also supported the Toolkit campaign against Indian and Assam tea,” the Prime Minister said during his second election rally in the north-eastern state in the last two days. Modi on Thursday addressed his first election rally after the declaration of Assembly elections on February 26 at Bhatgram in Bengali dominated southern Assam’s Karimganj district. gress, Modi said when the party is conspiring against Assam tea, how does it dare to seek votes in the state. “Their (Congress) target is only the chair, not the nation’s and people’s welfare. The party is against the interests of lakhs of tea garden workers. Congress has no respect for talent. To win the elections, it can ally with anyone to realise its ambitions. It is the BJP government that would provide peace and stability in Assam,” Modi added. “The National Democratic Alliance (NDA) government is committed to increase the wages of tea garden workers. A Rs 1,000 crore package has been announced for the
tea garden workers. More than 125 schools have been opened in and around the tea garden areas and welfare schemes were undertaken for the pregnant women and their children. The tea industry in Assam is playing a pivotal role in making an ‘Aatmanirbhar Bharat’,” he said. “The Prime Minister said Assam has the potential to become India’s organic hub. Now farmers in Assam can directly export their produce globally. Through the Kisan rails, crops, fruits and fish can be supplied anywhere in the country. This is how the NDA government is empowering the farmers in the country.” Modi said the water-

Guwahati, Mar 20 (PTI): Jailed Raijor Dal chief Akhil Gogoi on Saturday through an open letter appealed to the people of the state to vote for the strongest non-BJP candidate in every constituency in the upcoming assembly election to “save Assam”. Gogoi, contesting from the Sibsagar constituency, sent
from jail an open letter that was read out by his political outfit’s advisor Dr Sitanath Kahkar at a press conference here. “I am sending this letter from jail to save Assam and its people’s future from the anti-democratic BJP”, Gogoi said. Asserting that the future of Assam and its people is “dark under BJP rule”, the Raijor Dal leader urged all those who oppose the Citizenship Amendment Act (CAA) and the BJP to unitedly vote against the saffron party in this 2021 assembly election. “Assam’s future will depend on the people and they have to take the final decision to save the state. If Assam is to be saved then do not vote for BJP or those in favour of CAA”, he appealed.

Assam Chief Minister Sarbananda Sonowal and other senior Bharatiya Janata Party leaders were present at the rally. In the first phase on March 27, elections would be held in 47 constituencies, while in the second phase on April 1, polling would take place for 39 seats. Aizawl, Mar 20 (PTI): Mizoram Chief Minister Zoramthanga has called “not acceptable” the Centre’s order to prevent illegal immigration from Myanmar and ensure speedy deportation of refugees, and urged Prime Minister Narendra Modi to provide them asylum on humanitarian grounds, an official said Zoramthanga on Saturday. Hundreds of refugees, including many policemen, have arrived in Mizoram since the military seized power in Myanmar last month. Zoramthanga said since the people of his state share ethnic ties with the refugees of the Chin community of Myanmar, they cannot remain indifferent to their plight. Zoramthanga, also the chief of the ruling MNF, wrote a letter to Modi on March 18 and sought his personal intervention for providing asylum to the political refugees on humanitarian grounds, an official at the Chief Minister’s Office said. He said the Ministry of Home Affairs’ (MHA) March 10 advisory to Mizoram, Nagaland, Arunachal Pradesh and Manipur was not acceptable to his state. Though the MNF is a part of the BJP-led North East Democratic Alliance (NEDA), it does not have an alliance with the saffron party in the state. “This (MHA advisory) is not acceptable to Mizoram. I understand that there are certain foreign policy issues where India needs to proceed cautiously. However, we cannot ignore this humanitarian crisis,” Zoramthanga said in the letter, a copy of which is available with PTI. He said the areas in Myanmar bordering Mizoram are inhabited by the people of Chin community who share ethnic ties and have had close contact with the people of the state even before India became Independent.
Medical student death: Protests gain momentum Correspondent IMPHAL, Mar 20: Protest continued on Saturday as hundreds of locals of Khurai area in Manipur’s Imphal East district took to the streets to demand justice for the demise of medical student Sanaton Athokpam (22), an MBBS 5th semester student was found hanging inside his hostel room with his hands tied on his back at RIMS on March 15 last. Alleging that it was a murder case, family, relatives and locals of Khurai area of Imphal East district pressurized the state government for a probe into the mysterious death of the medical student. Continuing the protest, residents of Khurai and its surrounding areas today, converged at a public ground at Khurai, where the deceased student hailed from, and took part in a sit-in-protest
organised under the banner of ‘Justice for Sanaton Athokpam’. Placards with various slogans demanding justice for the student and punishment to the accused at the earliest were displayed at the protest site. The protesters demanded that the case should be handed over to the CBI saying that they are doubtful of the state government delivering justice in the case. Convener of ‘Justice for Sanaton Athokpam,’ Moirangthem Loyalakpa alleged that even as the necessary post-mortem was conducted on the lifeless body of the student on March 16, the report detailing the nature of the death has not been released. “We suspect RIMS authorities of trying to cover up the case,” he said. Alleging the two SIM cards along with the mobile handset and a tab of the deceased student
were still missing, he demanded handing over of call records of the two SIM cards along with the CCTV footage of hostel no. 3 of the RIMS where the deceased stayed to the police. The convener demanded proper investigation into the mysterious death, to place the finding in public domain, and punish those involved in the death of the student, and furnish post mortem report in public domain. Stating that being a Central institute, RIMS authority may try to cover up the case to save its face, the convener demanded that the state government should hand over the case to the CBI. He observed that if justice is not delivered by finding the truth behind the death of the student, parents and guardians of the students studying in the institution may not feel safe sending their wards to the institution.

M ariani / G o h pur (Assam), Mar 20 (PTI): Congress leader Rahul Gandhi Saturday slammed the ruling BJP in Assam for allegedly attacking the culture, language, history, heritage and bonds of brotherhood in Assam and assured to protect the indigenous ethos if his party is voted to power in the state. Gandhi, who had arrived for campaigning in poll-bound Assam on Friday, blamed the ruling BJP for “handing over” the entire state to outsiders and accused Prime Minister Narendra Modi of working only for two-three richest industrialists and not the general public of the country or for their welfare. “The BJP in Assam and across the country is attacking culture, language, heritage and brotherhood ... We will protect you, your culture and identity. This is your state and it cannot be run from Nagpur (RSS headquarters),” hesaid at rallies at Mariani and Gohpur. Hitting out at the ruling BJP for “handing over” the Assam to outsiders, he said “The government spent Rs 2,000 crore of your money to modernise Guwahati airport. Now the airport been snatched from you and given to Adani. This way everything in the country is being given to two-three richest businessmen friends of the prime minister,”. Gandhi said if a Congress chief minister assumes power in Assam the ‘5 guarantees’ promised by the party will be implemented. A law will be introduced in the state assembly to nullify the

Mounting his attack, the Congress leader said “Modi had talked about ‘Make in India’. But look at the labels of the products you are using. They are all ‘Made in China’. That is because the prime minister broke the backbone of entrepreneurs through demonetisation and imposition of GST. “GST was introduced promising simple tax and benefit for all. Modi brought it with five different taxes and highest at 28 per cent... Thousands of industries were shut down due to these two decisions. Modi says something but does something else,” the former Congress president said. Raising the price rise issue, he said the BJP-led government at the Centre is working for “hum do, humare do”, (a government of two with two others meaning apparently Prime Minister Modi and Union Home Minister Amit Shah and Adani and Ambani likely.

Reducing food imports
I
t is without doubt that Nagaland is among states having very high consumption of meat especially pork and despite years of schemes for promoting local growers, the import bill continues to be very high. It may be pointed out that livestock and poultry farming is an integral part of the people of the state. Added to this is growing popularity of fish. Consumption of animal and poultry products in Nagaland has been increasing over the years with the annual imports being to the tune of around Rs.1219.70 crore. Out of this, the state internally produces 43.35% of the requirement and leaving a shortfall of 56.65%. In terms of imports, the state imported meat worth Rs 121.56 crore by importing 7.279 tonne but the total shortage of meat in the state stood at 34.66 tonne. It may also be noted that internal product has increased and significantly reduced imports from around Rs. 375.00 crores and in 2018-19 to around Rs. 212.03 crore during 2019-20. However, the demands continue to outstrip supply. This means a significant quantity of meat, fish and poultry products have to be imported to meet the demands. Prices of meat, fish and poultry have been rising especially after the pandemic lockdown from March last year to February this year. Pork meat, which is the most common item on the table has been hit after the pandemic. A kilogram of pork meat that used to sold for around Rs.225 during 2019 rose to Rs.250 per kilogram by 2020. After the pandemic, there was acute shortage as imports were affected due to lockdown. After lockdown was lifted, the prices shot up to Rs.350 and still not readily available. Similarly much of poultry birds and eggs are imported from outside. Prices of a kilogram of poultry bird has also shown gradual rise especially after lockdown. In the most recent case, poultry traders in Dimapur stopped import after the suppliers in Assam hiked up the wholesale price from Rs.100-120 to Rs.155-160 per kilogram. This was in view of the rate as fixed earlier by the Dimapur Municipal Council which was lower than the new rate fixed by poultry growers in Assam. The DMC had fixed the rate at Rs.140 per kilogram for live chicken and Rs.180 per kilogram for dressed chicken. Thus, the local poultry traders had no option but to stop imports since the purchase rate at Rs.155-160 per kilogram, was higher than the approved sale rate. The non-availability of poultry meat could lead to two scenarios- push up retail prices higher than Rs.150-160 per kilogram or push the item underground to be sold at much higher price. Price of fish has also shot up during lockdown from Rs.150 per kilogram to Rs.180 to Rs.200. However the price of fish appears to have levelled off after lockdown led to many entrepreneurs offering home delivery. Dimapur also has a large number of fishery ponds that produced around 90 lakh kigs of fish during 2018-19. According to livestock census, Nagaland over seventy thousand cattles, four lakh pigs and over 28 lakh poultry birds. As a few hundred crore rupees annually goes out for import of meat, fish and poultry products, it is high time that the state takes up this field with a more proactive approach where genuine beneficiaries are given the benefits due.
DailyDevotion Friendship with God
Shall I hide from Abraham what I am doing…? —Genesis 18:17 The Delights of His Friendship.Genesis 18 brings out the delight of true friendship with God, as compared with simply feeling His presence occasionally in prayer. This friendship means being so intimately in touch with God that you never even need to ask Him to show you His will. It is evidence of a level of intimacy which confirms that you are nearing the final stage of your discipline in the life of faith. When you have a right-standing relationship with God, you have a life of freedom, liberty, and delight; you are God’s will. And all of your commonsense decisions are actually His will for you, unless you sense a feeling of restraint brought on by a check in your spirit. You are free to make decisions in the light of a perfect and delightful friendship with God, knowing that if your decisions are wrong He will lovingly produce that sense of restraint. Once he does, you must stop immediately. The Difficulties of His Friendship. Why did Abraham stop praying when he did? He stopped because he still was lacking the level of intimacy in his relationship with God, which would enable him boldly to continue on with the Lord in prayer until his desire was granted. Whenever we stop short of our true desire in prayer and say, “Well, I don’t know, maybe this is not God’s will,” then we still have another level to go. It shows that we are not as intimately acquainted with God as Jesus was, and as Jesus would have us to be— “…that they may be one just as We are one…” (John 17:22). Think of the last thing you prayed about— were you devoted to your desire or to God? Was your determination to get some gift of the Spirit for yourself or to get to God? “For your Father knows the things you have need of before you ask Him” (Matthew 6:8). The reason for asking is so you may get to know God better. “Delight yourself also in the Lord, and He shall give you the desires of your heart” (Psalm 37:4). We should keep praying to get a perfect understanding of God Himself.

Post-mortem
Dystopian: Freedom of thought and expression under siege E ducation is the base that lays the foundation for any society. Education is vital for a country to grow and prosper. If a society is educated, then all other aspects of the society will function in healthier ways. An educated society forms the present and future destiny of a country. And so, education plays the vital role in any society. By saying this, I’m not referring to literacy i.e. reading, writing and arithmetic (3 R), but education. And so, education is different than 3 R. Education is for life that enables us to know about the world in which we live and the world around us. Education enhances our critical inquiry thereby pushes us to ask questions. Education is not banking-type, but creates critical awareness, leading to action-reflection-action process. Therefore, education is a process that offer tools to enlarge human potentials and capabilities for betterment and well-being of humanity at large. Education inculcates, imparts and strives for better governance, citizenry and values promoting common good. Education in sum should enable us to transform us and the world around us. Education has a purpose, an agenda, and a perspective. Hence, education is complex and reformatory. In such a complex scenario, education can be described in many ways. There is no one definition, but many, but converges on
T
the key word ‘transformation’. People look at education from their own standpoints and perspectives. Education is viewed by philosophers of education in many ways. On the one hand, education is a socializing activity, organized, funded, and regulated by authorities who set a curriculum managed (or changed) in the classroom by teachers. While on the other, education is a social experience for tens of millions of students who come to class with their own dreams, and agendas, sometimes cooperating with and sometimes resisting the intentions of the school and the teacher. While conceptualizing, articulating and translating education we come into conflict and thus clash with others in terms of philosophic- ideological frameworks. Conflicts are bound to arise because we are dealing with concepts, theories, and ideas and all these resonates our value premises and perspectives. However, the purpose of education is transformation through the development of human beings as members of society. Education is not to turn humans to machines who can be used as instruments in the expansion of the economy and wealth alone. It is to turn out men and women who have the know-how and ability to expand and transform all facets for the benefit of all. Education as we move to higher levels it
should help the learners to enter into critical inquiry leading to creative application. Therefore, education basically is to enable learners’ critical consciousness and to act creatively to the world they live and the world around them. A glimpse into the third decade of the 21st Century posits that we are plunged into dystopia characterized by human misery, vengeance, ego clashes, suppression, detention, arrests, intimidation, false accusations, suppression of freedom of expression and many others. The State via the Government of India (GOI) is gradually tightening its noose. A classic example is Ashoka University, one of India’s premier institutions that hit the headlines some time ago following the resignations of noted economist Arvind Subramanian. Few days ago, Ashoka University hit the headlines as Pratap Bhanu Mehta, tendered his resignation. Responding to Pratap Bhanu Mehta’s resignation, Arvind Subramanian said it was “ominously disturbing” that it could “no longer provide a space for academic expression and freedom”, and the disclosure of Pratap Bhanu Mehta’s letter to the vice-chancellor earlier, he wrote, “After meeting with the founders, it has become abundantly clear to me that my association with the university may be considered a political liability.” Mehta, a newspaper
KVC rejoinder to TVAC, TYSO
columnist and public intellectual, also told Vice Chancellor Malabika Sarkar in his letter, “My public writing in support of a politics that tries to honour constitutional values of freedom and equal respect for all citizens is perceived to carry risks for the university.” “It is clear it is time for me to leave Ashoka,” he wrote. Continuing further, “A liberal university will need a liberal political and social context to flourish. I hope the university will play a role in securing that environment.” Quoting Nietzsche “no living for truth is possible in a university”, he hoped that his prophecy would not become true in this case. But said “In light of the prevailing atmosphere, the founders and the administration will require renewed commitment to the values of Ashoka and new courage to secure Ashoka’s freedom.” Another parallel example is Arvind Subramaniam, a renowned economist who was the chief economic advisor to Modi during his first terms happened to be a teaching faculty had to resign from Ashoka University some time ago who in his letter to Sarkar, said, “The circumstances involving the ‘resignation’ of Professor Pratap Bhanu Mehta, who is not just dear friend but a truly inspirational national figure, have devastated me.” Adding further, “I am acutely aware of the broader context in which Ashoka
and its trustees have to operate, and have so far admired the University for having navigated it so well. But that someone of such integrity and eminence who embodied the vision underlying Ashoka, felt compelled to leave is troubling … Ashoka – with its private status and backing by private capital – can no longer provide space for academic expression and freedom is ominously disturbing. Above all, that the university’s commitment to fight for and sustain the Ashoka vision is now open to question makes it difficult for me to continue being part of Ashoka.” The university faculty in a statement addressed to Sarkar and the chairman of the board of trustees Ashish Dhawan on the 18th March, 2021, said Mehta’s “departure … raises urgent questions about the university’s commitment to academic freedom as well as its internal processes … It seems quite plausible that his resignation was a direct consequence of his role as a public intellectual and critic of the government. We are greatly troubled by this scenario. Even more troubling is the possibility that our university may have acceded to pressure to remove Prof Mehta or to request, and accept, this resignation …” This is how a fascist state employs its brute force on the public and organic intellectuals. History informs us that totalitarians show their intolerance against
those who write and express their views. The state would employ its apparatus to silence the critics and public intellectuals. Sometimes it could go to any extent of terminating those who speak or write against it.This trend we have been witnessing since Modi-01 to the present vis-à-vis Modi-02. BJP-ruled state governments as well as the government at Centre are equipped with brute power. They are equipped with apparatus and so whenever attacked they tend to unleashbrute force against those who defy their narratives, politics and programs. Across the country those institutions that have faculty and students who question the politics of majoritarian, lawspromulgated against the farmers and citizenship amendment act, rip opens religious fundamentalism, violating fundamental rights and exposing the fake narratives are under attack. There are many organic scholars and intellectuals in the student and faculty like Arvind Subramaniam, Mehta continue to dare the nefarious designs of the governments -- states and the Centre. Clamping and throttling freedom of expressions by all means be defied, since it is our constitutional and fundamental rights. Though majority have fallen to the dictates of the State, there are a few who stand for freedom in thought and expression. Dr. John Mohan Razu

India, US resolve to further consolidate ties NEW DELHI, MAR 20 (PTI): India and the US on Saturday resolved to further expand their robust defence ties through deeper militaryto-military engagement and logistic support, with the US describing the partnership as a “stronghold” of a free and open Indo-Pacific amidst China’s growing assertiveness in the region. After holding wideranging talks with Defence Minister Rajnath Singh, US Defence Secretary Lloyd Austin said elevating the Indo-US defence partnership is a “priority” of the Biden administration, and that India is an increasingly important partner amid rapidly shifting international dynamics and a “central pillar” in Washington’s approach towards the region. “I reaffirmed our commitment to a comprehensive and forward-looking defence partnership with India as a

central pillar of our approach to the region,” he said, in a clear indication of the new US administration’s foreign policy priorities. Describing the talks as “comprehensive and fruitful”, Singh said they agreed to enhance cooperation between Indian military and the US IndoPacific Command, Central Command and Africa Command, and that both sides are keen to work together to realise the full
potential of the IndiaUS comprehensive global strategic partnership. It is understood that China’s aggressive behaviour in eastern Ladakh figured the talks. Referring to Indo-US foundational agreements on defence cooperation, Singh said both sides discussed steps to be taken to realise the full potential of pacts such as LEMOA (Logistics Exchange Memorandum of Agreement), COMCASA (Communi-
Ishrat Jahan case: Guj govt denies CJI asked to sanction to prosecute three cops recommend AHMEDABAD, MAR 20 (PTI): The Gujarat government has refused sanction to prosecute three accused police officials including IPS officer G L Singhal in the 2004 Ishrat Jahan fake encounter case, the CBI told a court here on Saturday. The Central Bureau of Investigation had sought permission from the state government to prosecute Singhal, Tarun Barot and Anaju Chaudhary on the direction of special judge V R Raval. Under section 197 of the Code of Criminal Procedure, sanction is required for prosecuting government servants for anything done in the discharge of official duty. “The Gujarat government has declined sanction for the prosecution of the three accused. We submitted the letter to the court today,” said R C Kodekar, special prosecutor. Inspector General of Police Singhal, retired police officers Barot and J G Parmar, and Chaudhary have filed applications before the court seeking “dropping of proceedings for want of requisite sanction”. Parmar died during the course of hearing. In its order in October 2020, the court had
observed that the police officers had “acted in their official duties,” so the CBI was required to obtain prosecution sanction. In 2019, the CBI court had dropped proceedings against former police officers DG Vanzara and NK Amin in the case after the state government similarly refused sanction. In 2018, former incharge Director General of Police PP Pandey was discharged from the case. The CBI had named seven police officers— Pandey, Vanzara, Amin, Singhal, Barot, Parmar and Chaudhary—as accused in its first charge sheet filed in 2013. Ishrat Jahan, a 19-yearold woman from Mumbra near Mumbai, was killed alongwith Javed Shaikh alias Pranesh Pillai, Amjadali Akbarali Rana and Zeeshan Johar by Gujarat police in an ‘encounter’ near Ahmedabad on June 15, 2004. The police claimed the four were terrorists who were planning to assassinate then Gujarat Chief Minister Narendra Modi. H owe ve r, a H i g h Court-appointed Special Investigation Team concluded that the encounter was fake, after which the CBI registered a case against police officials.

New Delhi, Mar 20 (PTI): With a little over a month left before Chief Justice of India SA Bobde retires, the government has started the process of appointment of next CJI, asking the incumbent to recommend his successor, sources said Saturday. Law Minister Ravi Shankar Prasad Friday sent a letter to Justice Bobde, who is set to retire on April 23, seeking his recommendation, the sources said. As per the Memorandum of Procedure governing the appointment of members of the higher judiciary, “appointment to the office of the Chief Justice of India should be of the seniormost judge of the Supreme Court considered fit to hold the office”.

Singh also said the recent summit of leaders of India, the US, Japan and Australia under the Quad framework emphasised the resolve to maintain a free, open and inclusive IndoPacific region. “India is committed to further consolidate our robust defence partnership with the US. I look forward to working with you closely to make the India-US relationship one of the defining partnerships of 21st century,” Singh said. In his media statement Austin, who arrived here on a three-day visit on Friday, said India is an increasingly important partner amid rapidly shifting international dynamics and Washington was committed to a “forward-looking” defence
partnership with New Delhi as a central pillar of its approach to the region. “As the world faces a global pandemic and growing challenges to an open and stable international system, the US-India relationship is a stronghold of a free and open Indo-Pacific region,” he said. The US Defence Secretary said as the Indo-Pacific region faces challenges to a free and open regional order, cooperation among like-minded countries is imperative to securing the shared vision for the future. “We discussed opportunities to elevate the US-India Major Defence Partnership...a priority of the Biden-Harris Administration through regional security cooperation, military-to-military interactions, and defence trade,” Austin said.
Sharad Pawar should head UPA, says Shiv Sena MUMBAI, MAR 20 (PTI): Shiv Sena leader Sanjay Raut on Saturday said NCP chief Sharad Pawar should take over as UPA chairperson. The need of the hour is to strengthen the United Progressive Alliance so that it emerges as a strong alternative to the BJP, Raut told reporters in Nashik. “Congress president Sonia Gandhi has handled the responsibility (as UPA chairperson) very well. She is unwell now and not politically active....Pawar should become UPA chief. If UPA emerges stronger, the Congress too will benefit,” the Rajya Sabha member said. The Sena shares power with the Congress and the NCP in Maharashtra, but it is not part of the Congressled UPA.

The spokesperson said that the national transporter has issued guidelines to all zonal railways and production units to prevent incidents of crime against women in trains and in railway premises. He said that the railways action plan includes short-term as well as longterm measures. Short-term plans should be implemented immediately from existing resources on priority without delay. These may include keeping a watch on suspects, regular visits to vulnerable spots by duty officers and staff during their rounds. Discussing the preventive measures to en-
sure safety of women, he said that proper lighting arrangements should be ensured covering all vulnerable places identified in railway stations, circulating area, parking, foot over bridges (FOBs), approach roads, ends of platforms, yards, washing lines, DEMU / EMU car sheds, saloon sidings, maintenance depots, etc. The railways preventive plan also focuses on the abandoned structures in platforms or yards, abandoned quarters, buildings at isolated places which remain unguarded or unattended. He said that such structures should be demolished immediately in consultation with the engineering department.
CEC hopeful of remote voting by next LS polls NEW DELHI, MAR 20 (PTI): Chief Election Commissioner Sunil Arora Saturday expressed hope the concept of remote voting will see “the light of day” by the 2024 Lok Sabha elections, and said that a pilot project could begin in the next two-three months. Addressing an event here, he said, the EC had early this year started a research project for enabling remote voting, in consultation with IIT Madras and eminent technologists from IITs and other leading institutions. O ve r t h e l a s t f ew months, a dedicated team has been working hard for giving shape to this project, he said, adding the concept would hopefully “see the light of day” by 2024 Lok Sabha elections. The first pilot project could be rolled out in the next “two to three months”, the CEC said. It needs to be underscored that the project is neither aimed at internetbased voting nor does it imply voting from home, he observed. For the Commission, transparency and confidentiality of voting has always been a guiding consideration in ensuring free, fair and credible elections, he said, adding the Commission will soon be giving shape to the final model of such voting, after due deliberation on various options. This will entail some process changes as well, he said, adding there will be wider consultations with political parties and other stakeholders. Explaining the “blockchain” technology involved in the project, former Senior Deputy Election Commissioner Sandeep Saxena had earlier said the concept is a “two-way electronic vot-
ing system in a controlled environment on white-listed IP devices on dedicated Internet lines enabled with biometric devices and a web camera”. Saxena, however, had made it clear that voters will have to reach a designated venue during a pre-decided period of time to be able to use this facility. It does not mean voting from home, Saxena had said. On the issue of Commission’s proposal to allow eligible overseas Indian voters use one-way electronically transferred postal ballots to cast vote, Arora said after the elections to five assemblies are over, the poll panel would hold a seminar with all stakeholders as suggested by the government. He expressed hope that the concept would materialise in the next six months or a year. At present, non-resident Indians can vote in the constituency in which their place of residence, as mentioned in the passport, is located. Some time ago, the Commission began to look for options to enable NRIs to vote from overseas after it received several requests for expanding their voting options. At the event, Bhartruhari Mahtab (BJD), Supriya Sule (NCP) and Shrirang Appa Barne (Shiv Sena) were given the ‘Sansad Maha Ratna Award’ for their sustained qualitative overall performance in the 16th Lok Sabha. Twelve Parliamentarians including the Chairman of a Parliamentary Standing Committee on Agriculture were given the Sansad Ratna Awards. The awards were instituted in 2010 by a Chennaibased NGO Prime Point Foundation, and the eMagazine PreSense.

MUMBAI, MAR 20 (PTI): Former Mumbai police commissioner Param Bir Singh on Saturday claimed that Maharashtra Home Minister Anil Deshmukh wanted police officers to collect at least Rs 100 crore from city bars and hotels every month, a charge which Deshmukh denied. The senior IPS officer, who was transferred to the low-key Home Guards on March 17 following the arrest of police officer Sachin Waze in the case related to the bomb scare near Mukesh Ambani’s house Antilia, said he was made a scapegoat. Responding to the letter, Deshmukh, NCP leader from Vidarbha region, said Singh was hurling false accusations “to save his skin” in the Waze case, adding he will file a defamation case against the former Mumbai police chief. In the eight-page letter to Chief Minister Uddhav Thackeray, Singh alleged that Deshmukh used to call police officers to his

official residence and give them a “collection target” from bars, restaurants and other establishments. The Chief Minister’s Office, in a late night release, said Singh’s “unsigned letter to Thackeray” was not sent from his official email ID and efforts were on to contact him to verify it. In the letter, Singh claimed that Waze, who headed Mumbai police Crime Intelligence Unit, was called by Deshmukh many times in the last few months and repeatedly instructed to assist in collection of the funds. The minister rejected Singh’s allegations, claiming that the former Mumbai police chief was trhing to save himself from further action with false claims.

Finland retains rank as world’s happiest country
A child in Finland holding the national flag.
Helsinki, March 20 (IANS): For a fourth consecutive year and despite the Covid-19 pandemic, Finland has been ranked the world’s happiest country, a UN report said on Friday. The researchers said this was “no surprise”, citing that Finland has “always ranked very high on the measures of mutual trust that have helped to protect
lives and livelihoods during the pandemic”, reports Xinhua news agency. Finland was one of 23 surveyed countries that had a female head of government. They “have tended to favour making policy with overall well-being as the objective, and this makes suppressing community transmission an even more obvious choice for them”,
according to the World Happiness Report. The report is based on three years of Gallup surveys of how happy citizens perceive themselves to be. “The pandemic reminds us of our global environmental threats, the urgent need to cooperate, and the difficulties of achieving cooperation in each country and globally,” said co-editor Jeffrey D Sachs of Columbia University’s Center for Sustainable Development. Factors used for the assessment include GDP per capita, healthy years of life expectancy, freedom, and perceived corruption in government and business. Denmark, Switzerland, Iceland, Netherlands, Norway, Sweden, Luxembourg, and New Zealand were also among the top 10.

US, China wrap up 1st face-to-face talks under Biden A n c h o r ag e ( U S ) , Mar 20 (AP): Top US and Chinese officials wrapped up two days of contentious talks in Alaska on Friday after trading sharp and unusually public barbs over vastly different views of each other and the world in their first face-to-face meeting since President Joe Biden took office. The two sides finished the meetings after an opening session in which they attacked each other in an unusually public way. The US accused the Chinese delegation of “grandstanding” and Beijing fired back, saying there was a “strong smell of gunpowder and drama” that was entirely the fault of the Americans. The meetings in Anchorage were a new test in increasingly troubled relations between the two countries, which are at odds over a range of issues from trade to human rights in Ti-

behaviours exhibiting concerns, shared by our allies and partners,” he said. “And we did that. We also wanted to lay out very clearly, our own policies, priorities, and world view. And we did that too.” In separate comments, Chinese Communist Party foreign affairs chief Yang Jiechi said dialogue was the only way to resolve differences, But he also made clear that Beijing had no intention of backing down
on any issue. “China is going to safeguard our national sovereignty, security and our interests to develop China,” he said. “It is an irreversible trend,” he said. “We hope the United States is not going to underestimate China’s determination to defend its territory, safeguard its people and defend its righteous interests,” he said. As they opened the talks on Thursday, Blinken said the Biden administration is united with its allies in pushing back against Chinese authoritarianism. In response, Yang accused Washington of hypocrisy on human rights and other issues, many of which Blinken mentioned in his comments. “Each of these actions threaten the rules-based order that maintains global stability,” Blinken said of China’s actions.
Strong quake shakes Japan EC urges members Saudi Arabia: Drones attack Riyadh oil facility, no damage no immediate reports of damage
The US Geological Survey put the strength at magnitude 7.0 and depth at 54 kilometres (33.5 miles).
Tokyo, Mar 20 (AP): A strong earthquake struck Saturday off northern Japan, shaking buildings even in Tokyo and triggering a tsunami advisory for a part of the northern coast. There were no immediate reports of damage or injuries. The US Geological Survey put the strength at magnitude 7.0 and depth at 54 kilometres (33.5 miles). The shaking started just before 6:10 p.m. The quake was centered off the coast of Miyagi prefecture, in the country’s rugged northeast, which was heavily damaged during the huge earthquake and tsunami of 2011 that left more than 18,000 people dead. Japan’s Meteorological Agency issued an advisory for a tsunami up to 1 metre (yard) in height for Miyagi prefecture immediately after the quake, but lifted it about 90 minutes later. The tsunami might have reached parts of the Miyagi coast already, Japan’s NHK public
television said. Officials there said there were no immediate reports of damage. The strong temblor caused a temporary blackout in some areas and suspended bullet train services in the area, NHK said. The Nuclear Regulation Authority said no abnormalities have been detected at nuclear power plants in the region, including the Fukushima Daiichi nuclear plant, which suffered meltdowns in the 2011 quake and tsunami. Akira Wakimoto, a crisis management official in Tome town in Miyagi prefecture, said he was in his apartment when the quake struck, and felt his room shake for a long time. In a coastal city of Ofunato, Shotaro Suzuki, a hotel employee, said there was a temporary blackout and elevators stopped briefly, but power has been restored and there were no other problems.
to fight racism
Brussels, March 20 (IANS): European Commission President Ursula von der Leyen urged the 27 member states of the European Union (EU) to implement the bloc’s new action plan against racism. At the opening of the first European Summit Against Racism, von der Leyen on Friday said that the plan recognises that structural racism exists in all areas and that the member States must act, reports Xinhua news agency. She stressed at the virtual meeting that “anti-racism is a founding principle of the Union”, and that the Commission will not hesitate to “resort to justice when necessary” to alert countries that violate the directive. She said that “a European anti-racism coordinator will be appointed soon” who will have the mission of “bringing the voices of racialised people to the heart of the European institutions”. The European Commission President recalled that this plan against racism was motivated by the “many Europeans who took to the streets” to support the “Black Lives Matter” movement, created after the killing of African-American man George Floyd under police custody.
Dubai, Mar 20 (AP): A drone attack struck an oil installation in Saudi Arabia’s capital of Riyadh on Friday, the Saudi state-run news agency reported, igniting a blaze at the facility deep in the kingdom’s territory. T h e d aw n a t t a c k caused no injuries or damage, and did not disrupt oil supplies, according to the official Saudi Press Agency. The kingdom is facing more
frequent airborne assaults as Saudi-led coalition forces battle Iran-backed Houthi rebels across the southern border in Yemen. Most recently, drones struck Ras Tanura, the country’s largest crude oil refinery with capacity of 550,000 barrels a day, raising concerns about the expanding capabilities of Saudi Arabia’s regional foes. Details about Friday’s
attack remained slim, and authorities did not name the facility. Saudi Arabian Oil Co., the kingdom’s oil giant, operates a refinery just southeast of Riyadh that produces gasoline, diesel, jet fuel and other products for consumption around the capital. Satellite images from Planet Labs Inc., analysed by The Associated Press, showed no immediately visible damage at the Riyadh
5 Philippine policemen killed in fight with rebels Manila, March 20 (IANS): Five policemen were killed in a clash with suspected rebels in the Philippines, a top official said on Saturday. Two officers were also wounded in the fighting late Friday in a remote village in Labo town in Camarines Norte province, about 200 km south-east of Manila, reports dpa news agency. The cops were on patrol in the village of Dumagmang when they encountered a group of guerrillas, triggering the firefight, said Juancho Ibis, Labo town’s police chief said. There were no reports of casualties from the side of the rebels.
Communist rebels have been fighting the Philippine government since the late 1960s.
President Rodrigo Duterte earlier in the month ordered police and military to kill communist rebels. Communist rebels have been fighting the Philippine government since the late 1960s, making the movement one of the longest-
running leftist insurgencies in Asia. In November 2017, Duterte terminated peace talks with the communist rebels amid unabated attacks by the guerrillas. Efforts to resume the negotiations have so far failed.

hours earlier, Houthi military spokesman Brig. Gen. Yehia Sarie reported the group had fired six drones at an unnamed Aramco facility in Riyadh, without providing evidence for what he described as a “highaccuracy hit.” Riyadh lies some 1,000 kilometers (over 600 miles) from Yemen’s soil, but the rebels have fired drones and missiles at the Saudi capital before.

T20I: India outplay Eng to seal series 3-2
Player of the match: Bhuvneshwar Kumar Player of the series: Virat Kohli AHM E DA BA D, MA R 20 (PTI): Dishing out a dominating all-round show, India toppled England in the high-scoring fifth Twenty20 to not only claim the series 3-2 but also prove that their preparations for the T20 World Cup are moving in the right direction. Rohit Sharma’s sensational 64 off 34 balls and skipper Virat Kohli’s unbeaten 80 off 52 balls powered India to a massive 224 for two, their best ever total against England, after the visitors won the toss for the fourth time in the series and opted to field on Saturday. In the run chase, Jos Buttler (52 off 34) and Dawid Malan (68 off 46) kept India on the edge with a threatening 130-run stand but England’s challenged fizzled with the fall of the wicketkeeper-batsman in the 13th over bowled by Bhuvneshwar Kumar. England’s innings eventually ended at 188 for eight as they lost match by 36 runs. The dew was a factor in the second innings but the Indian bowlers overcame that to defend the target on
a batting beauty. Bhuvneshwar was impressive in his comeback series and saved his best for the decider to end with two wickets for 15 runs in four overs. Apart from Bhuvneshwar’s successful return from injury, the big plus for India was the emergence of Suryakumar Yadav and Ishan Kishan. Hardik Pandya was back to bowling regularly, marking another positive for Kohli’s team which proved in the series that it can win while chasing as well as batting first. England were dealt a big blow at the start of the daunting chase with Bhuvneshwar castling Jason Roy’s stumps with an inswinger. However, incoming batsman Malan ensured the required big hits kept coming and in the company of the dangerous Buttler, took England to 104 for one in 10 overs. Malan, the world number one batsman, who did not fire earlier in the series, was in his elements. His off side play was the highlight of his innings which comprised nine fours and two sixes. tum shifted decisively in India’s favour when Buttler holed out at long off with Bhuvneshwar conceding only three runs in that over. Buttler’s dismissal also fired up Kohli, who was involved in an exchange with the opposition players, something that needed umpire’s intervention. Three more wickets, including Malan’s, in quick succession effectively sealed the game for India. E a r l i e r, p r e p a r i n g themselves for success in all conditions ahead of the World Cup, India thrived under the pressure of a series-decider to produce their batting performance of the series. Jofra Archer and Mark Wood had troubled the Indians with their extra pace in earlier games but Rohit and Kohli sent them to

the cleaners on way to their 94-run stand off 54 balls. The other major contributions came from Suryakumar Yadav (32 off 17 balls) and Hardik Pandya (39 not out off 17 balls). The hosts hammered 67 runs in the last five overs to give the innings a perfect finish. Barring Ben Stokes and Adil Rashid, all England bowlers leaked more than 10 runs per over with Chris Jordan (0/57) being the most expensive. India decided to drop opener K L Rahul to accommodate an extra bowling option in left-arm pacer T Natarajan for the all important game. With no Rahul at the top, Virat Kohli moved himself up the order to open with Rohit, a move that worked wonders. Rohit did the bulk of

the scoring in their partnership as Kohli was more than happy to enjoy a sensational display of stroke-making from the other end. Rohit, who was rested for the first two games and did not get much in the next two, enhanced his reputation of a big match player on Saturday. Most of his five sixes were his trademark shot, the seemingly effortless pull over deep square leg. Also a treat to the eye were his rasping straight drives off a seriously quick Mark Wood in his first over. Kohli too pulled Wood into the stands, a shot that got him fully pumped up. As Kohli paced his innings beautifully at the other end, he had the company of a supremely confident Suryakumar, who carried on from where he left in his debut game. Kohli then partnered with Hardik to get India past 200. Brief Scores: India: 224 for 2 in 20 overs. (Virat Kohli 80 not out, Rohit Sharma 64; Ben Stokes 1/26, Adil Rashid 1/31). England: 188 for 8 in 20 overs (Dawid malan 68, Jos Buttler 52; Shardul Thakur 3/45, Bhuvneshwar Kumar 2/15).

Birmingham, Mar 20 (PTI): Reigning world champion P V Sindhu suffered yet another semifinal defeat at the prestigious All England Championships as she went down tamely in straight games to Pornpawee Chochuwong of Thailand in the women’s singles here on Saturday. Sindhu, the Olympic silver medallist, couldn’t match the pace, power and precision of her younger world number 11 rival Chochowong and lost 17-21 9-21 in a match that lasted 43 minutes. The world no. 7 Indian had also lost at the semifinal at the 2018 edition as well. Sindhu came into the semifinal contest with an overwhelming 4-1 headto-head lead over the 23year-old Chochuwong, whom she had beaten at the HSBC BWF World Tour Finals in January. But all that statistics didn’t matter as Chochowong showed immaculate defence and played at a searing pace to outclass the Indian. 21-16 21-19 in an intriguing quarterfinal match to make it to the last eight stage. Sindhu had battled
for an hour and 16 minutes to eke out her first win over world number five Yamaguchi in last four
meetings. “I am playing against her after quite a long time. I’m sure she would have trained very hard. The match was a good, tough long match I would say,” she had said. Sindhu, who had reached the finals at Swiss Open, played an aggressive game, matching Yamaguchi with her speed and retrieving skills but unforced errors allowed the Japanese to jump to a 11-6 lead, a deficit she couldn’t erase as the Japanese pocketed the first game. After an error-prone start to the second game, Sindhu moved to 6-2 with some superb shots. She then led 8-4 with the Japanese missing the lines twice. Sindhu got five game points and won the game easily. In the decider, Yamaguchi came back to make it 15-15 and then grab the lead with another superb return at 18-17. Sindhu then made it 19-18 with a couple of points and then grabbed the match points with Yamaguchi going wide. The Japanese then hit the net as Sindhu won the match.
