Prohibitory orders clamped in border area DIMAPUR, MAR 23 (NPN): In the aftermath of the killing of three persons by unidentified assailants on March 22 (Monday) evening along the Dimapur-Peren district border, Deputy Commissioner (DC) and District Magistrate (DM) Peren, Sentiwapang Aier has imposed curfew under prohibitory orders in the disputed border areas. According to the order, curfew has been imposed in the disputed areas from Mhainamtsi (Kohima-Dimapur) junction towards Mhainamtsi police check gate to Heningkunglwa police check gate border Dimapur district. The order also

bans assembly of more than five persons or carrying of any lethal weapons or arms. The order came into effect from 9 p.m. of March 23 and would remain in force till further order. DC stated that the prohibitory order has been promulgated to ensure that there was no untoward incidents of law and order as well as further loss of life and property. Patton described late Atula as a strong and patient woman who supported and stood by her husband during his long years of public service. Stating that she was also kind-hearted and generous to the needy, Patton said he death was not only a loss to the family but to many people who knew her. On behalf of the state BJP legislatures, Patton conveyed heartfelt condolences to the bereaved family and prayed for the departed to rest in peace.

DIMAPUR, MAR 23 (NPN): A three-member sub-committee of Press Council of India (PCI) called on Nagaland Governor RN Ravi at Raj Bhavan and chief minister Neiphiu Rio at his official residence Kohima on Tuesday. PCI sub-committee members, to evolve guidelines for media and security forces on reporting in conflict situations and to organise activities in Northeastern States, Naxal-affected areas and J&K, are on a two-day visit to Nagaland. According to an official bulletin, the sub-committee members briefed the chief minister on the purpose of their visit to the state and highlighted various problems faced by journal-

DIMAPUR, MAR 23 (NPN): Nagaland NET Qualified Forum (NNQF) has taken exception to All Nagaland Government College Teachers Association (ANGCTA)’s demand from NPSC to put on hold the recruitment of asst. professors under higher education because a review committee has been constituted to look into the “high discrepancies” in the present Nagaland Higher Education Service Rule 2015. In a statement, NNQF questioned ANGCTA on what grounds the review committee report on the Nagaland Higher Education Service Rules, 2015 affected the recruitment of assistant professors through NPSCCESE. The forum also appealed to the ANGCTA to make public the contents of the report and the setup of the review committee “as we are not privy to such report.” It stated that the term “discrepancies” used by ANGCTA was “vague and requires clarification.”

MHA extends Covid-19 guidelines to April 30 States allowed to impose local curbs M e a n w h i l e, a m i d fresh coronavirus surge in many states, Home Ministry (MHA) Tuesday issued new guidelines for effective control of infections, effective from April 1 till April 30. The main focus of the guidelines is to consolidate the substantial gains achieved in containing the spread of Covid-19, which was visible in the sustained decline in the number of active cases, continuously for about 5 months, said MHA. The guidelines mandate the States to strictly enforce the “Test-Track-Treat” protocol, ensure Covid appropriate behaviour by all; and to scale up the vaccination drive. The guidelines also stressed on the need to strictly follow the prescribed containment strategy, and strictly observe the guidelines issued by the Centre. Te s t - Tr a c k - Tr e a t protocol: States and UTs, where the proportion of RT-PCR tests is less, should rapidly increase it, to reach

the prescribed level of 70% or more. The new positive cases, detected as a result of intensive testing, need to be isolated and quarantined at the earliest and provided timely treatment. Further as per the protocol, their contacts have to be traced at the earliest, and similarly isolated and quarantined. Based on the positive cases and tracking of their contacts, containment zones must be carefully demarcated by district authorities. Within the demarcated containment zones, containment measures, as prescribed by MoHFW, shall be scrupulously followed, which include strict perimeter control, intensive house-to-house surveillance, contact tracing. Local district, police and municipal authorities shall be responsible to ensure that the prescribed Containment measures are strictly followed and states must ensure the accountability of the officers concerned

DIMAPUR, MAR 23 (NPN): Kohima Police arrested two persons in connection with fraudulent misappropriation of money meant for replenishment of cash at ATMs in Kohima.

According to Kohima Police PRO, preliminary investigation revealed shortage of cash amounting to Rs 1,84,56,500 from 15 SBI ATMs across Kohima town. In this connection, a case has been registered at North Police Station and is being investigated by an SIT led by SDPO (North). The accused identified as Mankai Konyak (32) and Santosh Khatri (27), both employees of Ms Writer Business Service Pvt Ltd, a cash replenishment agency for State Bank of India (SBI), were working as ATM operators. Police have so far recovered Rs 38,48,000. Further investigation is on to ascertain the modus operandi and involvement of persons in the fraudulent misappropriation of money meant for ATMs.

SSAALWC sets deadline DIMAPUR, MAR 23 (NPN): SARDP Sumi Area Affected Landowners’ Welfare Committee (SSAALWC) has set a 40-day deadline (from March 22 to April 30) for the State government to resolve the issue of non-payment of compensation for property damage to landowners for SARDP-NE road project in 2011. In an ultimatum to DC Zunheboto, committee’s convener Ghuvishe V Zhimomi and secretary Kakheto Zhimo warned to re-impose suspension of work from May 1 without any prior notice, if no written assurance reached the organisation during this period. Seminar on ‘narcotic drugs: laws and procedure’ DIMAPUR: With emergence of new synthetic drugs which are easy to manufacture and can be smuggled in smaller quantity, DIG (training & camp commandant), Aotemsu said cracking modus operandi of the peddlers was critical to the fight against narcotic substances. The DIG was speaking at the seminar on “narcotic drugs: laws and procedure” on March 22 at Rhododendron Hall, Police Complex, Chümoukedima, Dimapur, informed a release by Nagaland State Legal Services Authority (NSLSA). Dimapur being a “transit point of a very vicious cycle that facilitate movement of narcotic substances” in the state, Aotemsu said the underlying challenge of the law enforcement agency in recent times was cracking the modus operandi of the peddlers. DIMAPUR: Yikhum Village Baptist Church (YBC) under Wokha district inaugurated rehabilitation centre (Ekumrhong) on March 20, 2021. According to DIPR report, while congratulating YBC, deputy commissioner (DC) Wokha, Orenthung Lotha highlighted that Yikhum village was the first village in Wokha district to become a tobacco free zone and added that the inauguration of the rehabilitation centre was another milestone of the church ministry. Highlighting earlier failure of such rehab centres in the district, DC opined that success and sustainability of such centre required dedicated specialists and professional human resources as it dealt with human complexity. Speaking at the programme, chief medical officer (CMO) Wokha, Dr. CW Tungoe said that de-addiction or rehab centre initiated by the church was real missionary work. CMO added that

He said that the district was in dire need of such centre as it was witnessing high surge of substance and alcoholic abuse and addiction in the district. Nzanbemo said that the vision for establishing the centre under the aegis “Ekumrhong” “lifeboat” was to save the perishing souls of persons/families spiritually and socially. Nzambemo said the centre was established through the generous donations of the church members and well-wishers. Earlier, pastor Longsa BC Rev. L.K. Tsanglao dedicated the centre while pastor, UBC Doyang, Rev. Ellis Lotha delivered the God’s message.

DIMAPUR: GPRN/NSCN has expressed grief over the untimely demise ofAtovi G. Yeputhomi, deputy kilonser, who passed awat on March 21 after prolong illness. In a condolence message, GPRN/NSCN MIP said late Atovi joined the “national service” in the year 2007 and served the “nation” wholeheartedly with full commitment and compassion as a true national worker in various capacities till his last breath. In his demise, GPRN said it has loss one of the most dedicated and promising patriot and that his admirable and persistent dedication for the Naga nation shall ever be cherished and treasured in the pages of Naga history. Meanwhile, GPRN/ NSCN has conveyed deepest sorrow and sympathies to the bereaved family members and prayed the Almighty to grant solace and comfort at this grief time. DoSE & theological colleges hold meeting; form core committee DIMAPUR: A coordination meeting between Directorate of Higher Education (DoSE), Nagaland and principals of theological colleges in Nagaland was held in Kohima on March 22 under the initiative of PDA government and higher education & tribal affairs minister, Temjen Imna Along. Addressing the meeting, Along stressed on the need to place proper structure and holistic education system in the theological colleges of the state. The minister also propounded on National Education Policy (NEP) 2020 and expressed his concern on the challenges. As suggested by the minister, the meeting formed a five member core committee with two from higher education department and three from theological fraternity to facilitate proper coordination between the two and to maintain proper standard of theological colleges in the state. Expressing concern over the growing theological colleges in the state, the theological fraternity requested the government to intervene and scrutinize the factor properly and give NOC accordingly. On NEP 2020, a copy which was circulated at the meeting by the department, a representative from theological college requested the department to arrange a workshop to help them to get acquainted with the policy.

Correspondent Ko h i m a , MA R 2 3 (NPN): World Obtometry Day was observed with a training of school teachers on vision checking at Directorate of School Education (DoSE), here on Tuesday organised by Nagaland Optometry Association (NOA). In a short speech, DoSE principal director, Shavanas C highlighted the importance of a person’s vision and how people often overlooked the need to take care of their eyes. Sharing experiences on how he had to wear

spectacles from a young age because of poor eyesight, Shanavas said it was important for a student to have good sight to perform better at school. He lauded NOA for coming up with the event and expressed optimism that through this initiative, teachers would be able to help out students in detecting defective eyesight and refer them to necessary remedial help. He further requested NOA members to train teachers in a few schools in Kohima which he added would greatly benefit the students.

DIMAPUR: Department of agriculture organised a state level training programme for seed inspectors at directorate of agriculture, Kohima on March 19. A press release by department of agriculture stated that while speaking at the training programme, director of agriculture, M Ben Yanthan stated that the agriculture sector was highly dependent on availability of quality seeds for a productive harvest. He said that seeds were the most critical input for sustainable agriculture and in India, seed programme adhered to the limited generation’s system for seed multiplication in a phased manner. Yanthan also said that the system recognised three generations: breeder; foundation and certified seeds. He said that most of the high yielding crop varieties that show promising results in mainland India were not suitable in the hilly areas of the state due to climatic factors except few pockets in the foothills covered with new varieties under the NFSM programme initiatives. He added that this was the reason why seed replacement rate and varietal replacement rate was low.

However, he shared that Nagas were fortunate as the state had many climate resilient landraces traditional varieties of cereals, pulses, oilseeds, root crops and spices. He said that State Agricultural Research Station (SARS) Yisemyong has been preserving the rich bio-diversity germplasms of paddy at gene bank under NAFCC to sustain the agriculture production system. The SARS gene bank has a collection of 250 numbers of local cultivars which is regarded as an asset of the state’s biodiversity. Yanthan also further added that the orientation programme for seed inspectors would learn the detail aspects of the role of their duties and would continue to work with better knowledge serving the department and farmer’s welfare. Meanwhile, resources person, head of department (agronomy) SASRD NU, professor L Tongpang Longkumer trained the participants on topics of power of seed inspectors, procedures to be followed by seed inspectors under seed Act, 1966 and seed rules, 1968. The programme was chaired by deputy director, Khriesezolie Kire.

Sharing the keynote address, Hitoli Khehoto Jimo said there were more than 30 optometrists in Nagaland who were working in both private and government sectors as opthalmic assistants. He disclosed that the main cause of vision impairment among the general masses was because of uncorrected refractive error (URE) which affected people of all ages and ethnic groups. She pointed out that URE adversely affected the society through different forms including loss of education, employment

opportunities, lower productivity and impaired quality of life. Jimo said that world optometry day was observed to raise awareness of eye care among the public, to inform the public on the importance of having optometrists as part of health teams and the need to consult professionals for their eye problems. She stated that through their initiative, the teams hoped to reach out to children who were unable to access basic eye examination and minimise the negative consequences of failing to take proper care of one’s eyesight. Later NOA convenor, Porenthung Odyuo gave a PowerPoint presentation on good eyesight. He also demonstrated on how to conduct a basic eye exam by teachers in their respective schools. Earlier the programme was chaired by NOA assistant general secretary, Kilin Noswe while NOA president, Nengneilhing Nakhro proposed the vote of thanks. More than 30 teachers from various government schools in and around Kohima attended the training programme.

State level training for SMC, SMDC underway in Kohima Correspondent KOHIMA , MA R 2 3 (NPN): State level training for district and block resource persons for School Management Committee (SMC) and School Management and Development Committees (SMDC) training and meeting was held at the state capital convention centre, here on Tuesday. Special secretary school education Kevileno Angami asserted that many at times, data furnished by the school management committee and school management and development committee were found non-factual and based on ulterior motives. She reminded that as resource persons, the members had to go back to their SMC/SMDCs members, community and build capacity and said “honesty is on us how we teach them, direct them and build the capacities so that their planning and inputs will be found useful in the education system”. In his keynote address, Samagra Siksha deputy mission director, Kelhikha Kenye said decentralisation of education was aimed to achieve substantial improvement in efficiency,

transparency, accountability and responsiveness of services in education and decentralised education ought to be more efficient, reflect local priorities, encourage community participation and eventually improve coverage and quality of education. The two-day intensive training will focus on roles and responsibility of SMC/SMDC, improving students’ enrolment in schools, identification of out of school children (OoSC), children with special needs (CWSN), better delivery of mid-day meals in schools, implementation of school safety programmes, preparation of school development plans, etc. Kenye said SMCs were expected to play vital roles in the management of schools to achieve overall improvement of the quality of education. Following the state level training, he informed that the district/block resource persons (DMA officials, EBRC coordinators and ToTs) would replicate the same in the district/block level covering all the 1990 government schools.

DC Kohima bans dumping construction materials on roads

D IMA P U R : D e p u t y Commissioner (DC) Kohima, Gregory Thejawelie has infor med that dumping/offloading of construction materials on the road within Kohima town has been banned with immediate effect. According to DIPR report, the order was issued taking note of random dumping of construction materials causing blockage of drainages and waterways, creating traffic congestions, affecting pedestrian movement and causing general pollution to the air and environment. It also stated that all such materials have to be immediately removed by concerned owners. In the exigent case where offloading of such materials is inevitable, concerned owner should ensure that such off-loading and removal be made between 8 p.m. to 7 a.m. and not prior or after the

scheduled time. The order further stated that failure to adhere to the directive would be penalised as per provisions of the law. M e a n w h i l e, i n a public notice, the DC informed general public that number of complaints and reports were received on rampant selling and encroachment of government land. The public notice stated that government’s endeavour was to provide all requisite support to safeguard rights of genuine landowners. However, it stated that illegal activities of encroachment on government land/ government quarters would be dealt with sternly as per the provisions contained in section 5 (1) and 6 (1) of the Nagaland eviction of persons in unauthorised occupation of public land Act 1971, which entails issuing notice, eviction etc. and in case

of illegal occupation may invite imprisonment and fine. In the matter of sale and purchase of land within the Government Acquired Area and Iand coming under the 1934-35 Map of British conquered area, both the buyer and the seller will be liable for action as this is tantamount to illegal transaction and will attract penalty under appropriate section of law. Therefore DC has informed any private person or group desiring to purchase land in and around Kohima town and other government acquired areas particularly new secretariat/ Thizama and Lerie area to first obtain necessary clearance from DC’s office. DC further informed that failure in doing so would entail necessary penal action as per relevant provisions of law.

Organisations flay March 20 assault incident DIMAPUR: Khetoi Village Union Dimapur (KVUD), Sumi Community Purana Bazar ‘B’ Village and Purana Bazar ‘B Village Council have separately condemned the alleged assault incident that occurred at Purana Bazar ‘B’ village on March 20, 2021. CAA will be implemented ‘in time’ Congress fooling people by saying it will not allow Act in Assam: Nadda

Guwahati, Mar 23 (PTI): BJP President J P Nadda on Tuesday asserted that the Citizenship Amendment Act (CAA) has been passed by the Parliament and will be implemented “in time”. Nadda after releasing the party’s manifesto for the Assam elections said that the law, (which does not find a mention in the manifesto), is a central legislation and the Congress claim that they will not allow its implemenation in the state, if voted to power, may be either “due to their ignorance or they are trying to fool the people of the state”. “I do not want to comment on the Congress thinking but their approach is not only problematic but also dangerous for the state”, he said. The highly contentious CAA seeks to provide Indian citizenship to Hindus, Jains, Christians, Sikhs, Buddhists and Parsis entering India on or before December 31, 2014 from Bangladesh, Pakistan and Afghanistan after five years of residence here. A task force will be set up to recover lands of Sattras (Vaishnav monastery) and places of worship from illegal encroachment and strengthen all ‘Namghars’ (prayer halls) and places of worship of the tribals in the state by providing grants in aid upto Rs 2.5 lakh each. The party also promised to launch ‘Mission Shishu Unnayan’ to provide free education to every child of Assam in government institutions and provide free bicycles to all school students from class eight onwards to increase access to schooling.

BJP’s stand on CAA varies from state to state, claims Assam Cong GUWAHATI, MAR 23 (PTI): The Congress on Tuesday wondered why the BJPs manifesto for the Assam assembly election is silent on the issue of Citizenship Amendment Act (CAA) and claimed that the stand of the saffron party on the controversial Act varies from state to state. The party in a statement also alleged that Union Home Minister and senior BJP leader Amit Shah sought to deny the existence of those people who lost their lives during the antiCAA agitation in the state. “Their (BJP’s) stand on the CAA is ambiguous. In West Bengal, they say they want it. In Tamil Nadu, they do not want it and in Assam they are silent. But the Congress has only one stand. We oppose the CAA and will leave no stone unturned to nullify it,” it said. In the BJP’s manifesto for West Bengal, the party promised to clear the implementation of the CAA in the first cabinet meeting of the new government. The saffron party in Tamil Nadu has forged an alliance with the AIADMK which

in its manifesto said that it will urge the Centre to scrap the contentious law. However, in the manifesto released by BJP president JP Nadda for Assam earlier in the day, there is no mention of the CAA. In the statement, the Congress wanted to know the reason behind the omission. Nadda told reporters that the CAA has been passed by Parliament and will be implemented “in time”. The objective of the CAA is to grant Indian citizenship to people of minority communities Hindu, Sikh, Jain, Buddhist, Parsi and Christian of Pakistan, Bangladesh and Afghanistan, who had come to India till December 31, 2014 due to religious persecution in these countries. Assam, ruled by a BJP-led coalition, witnessed violent protests against the CAA in 2019 and five persons lost their lives. The protestors saw the law as a threat to their cultural identity and livelihood. Three rail stations, a post office, a bank, a bus terminus, shops, dozens of vehicles and many other public properties were set

ablaze or damaged during the anti-CAA protests. The statement of the state Congress signed by its media department chairperson Bobbeeta Sharma also condemned Union Home Minister Amit Shah’s assertion in election rallies in the state on Monday that no protests were held in the state during the last five years. “He wants to simply obliterate the anti-CAA uprising that happened in Assam. He wants to deny the existence of those young boys who lost their lives in police firing. What can be more unfortunate for the people of Assam than this?” the statement read. The BJP also failed in giving the people of Assam a foolproof National Register of Citizens (NRC) though the party’s governments are there at the Centre and in the state, the Congress said. The NRC, a database of Indian citizens living in Assam which was updated under the supervision of the Supreme Court and published on August 31, 2019, excluded names of over 19 lakh of the 3.29 crore applicants.

Addressing an election rally here, he said the BJP government has started electronic surveillance across the Indo-Bangla border in Assam to stop infiltration from the neighbouring country. “We will not allow Bangladeshi infiltrators to enter Assam at any cost... We will not allow politics to play over illegal immigration problem,” Singh said. He said BJP has governments in Assam and Tripura, while it will come to power in West Bengal this time and then the infiltration problem from Bangladesh through these three states will be solved. The BJP leader also said that misinformation is being spread by the opposition that the saffron party is attacking and destroying the civilisation, culture and identity of Assam. “BJP simply cannot think of doing so. Today I can say that we will not allow anyone to touch Assamese identity. If we had any bad intention, we would have not conferred Bharat Ratna award on Dr Bhupen Hazarika. We respect Assamese culture,” he added. The Defence Minister also said that misinformation is being spread regarding the BJP’s role with the

Rajnath Singh Citizenship (Amendment) Act and the National Register of Citizens (NRC). Talking about the perennial flood problem, Singh said the BJP government, once it is back to power again, will do everything possible in this regard and make Assam a “flood- free” state. “Today we have also released our manifesto. We will give government jobs to two lakh youths, while eight lakh private jobs will also be created,” he added. Stating that only BJP has worked for the development of Assam, Singh said he has a “long list” of achievements of chief minister Sarbananda Sonowal and his government. He further said government education till Class VIII will be completely free and land pattas will be handed over to all the landless people. “By 2022, there will be not a single person in Assam who will not have a concrete roof above his head... We will give free cycles to students,” Singh said. To eliminate the mid-

After the pronouncement of the order, Bharti was taken into custody, a lawyer said. A magistrate court had in January sentenced him to two years in jail. Special Judge Vikas Dhull partly dismissed Bharti’s appeal and convicted him for the offences under sections 147 (rioting) read with 149 (unlawful assembly) of IPC and under

Raipur, Mar 23 (PTI): Five police personnel were killed and 13 others injured as Naxals blew up the bus in which they were traveling in Chhattisgarh’s Narayanpur district on Tuesday, senior police officials said. The landmine explosion took place between Kanhargaon and Kadenar villages under Dhaudai police station limits. Personnel of the police’s District Reserve Guard (DRG) were returning in the bus to Naryanpur town, 300 km away from capital Raipur, after a counterinsurgency operation, said Inspector General of Police (Bastar range) Sundarraj P. “Five DRG personnel, including the driver, were killed in the explosion,” he told PTI. Reinforcement was rushed to the spot and bodies and injured personnel

were evacuated from the forest. The injured personnel are being airlifted to Raipur in an Indian Air Force chopper for treatment, the IG added. Earlier while confirming the incident, state’s Director General of Police D M Awasthi had said over 20 security personnel were onboard the bus. The bus was passing along the under-construction Barsoor-Palli road which is surrounded by dense forest of Abhujmad when the naxals triggered a landmine blast near a culvert, said a police official. The impact was such that the bus fell off the culvert. This was the second major Naxal attack on DRG personnel - the frontline anti-naxal force of the state police -- in the span of one year.

New Delhi, Mar 23 (PTI): The Railways announced on Tuesday a slew of initiatives against smoking and carrying inflammable items, which were apparently the cause behind some of the recent fires on board trains. The national transporter has instructed zonal railways to initiate intensive awareness drive of seven days to educate all the stakeholders, including railway users and employees, about precautions to be taken against fire incidents. Carrying inflammable objects in trains is a punishable offence under Section 164 of the Railways Act and the offender may get an imprisonment of up to three years or a fine of Rs 1,000 or both, and a fine of Rs 500 is applicable under Section 165. In a directive, the Railway Board said these include enforcing the ‘no-smoking’ rule, preventing carriage of inflammable material through rail, creating awareness through distribution of leaflets, pamphlets, pasting of stickers; conducting street plays, announcement through public address system at stations, and advertisement in print, electronic and social media. The directives come after an initial report on the fire on board the DelhiDehradun Shatabdi Express found the cause to be a burning cigarette being thrown into a toilet dustbin. “In the view of incidents of fire resulting in loss of property and danger to life in various zonal railways, out of which few incidents appeared to have been caused by smoking onboard or transportation of inflammable material by the train.

Mumbai, Mar 23 (PTI): Maharashtra Anti-Terrorism Squad (ATS) on Tuesday said suspended police officer Sachin Waze was a “prime accused” in the Mansukh Hiran murder case and it will approach the special NIA court here to get his custody. More arrests were likely in the case, said ATS chief Jaijeet Singh. Waze, arrested in connection with the recovery of explosives-laden SUV near industrialist Mukesh Ambani’s residence in south Mumbai, is currently in the custody of the National Investigation Agency (NIA). The NIA custody will expire on March 25. The ATS had last week arrested suspended policeman Vinayak Shinde and

on parole last May and since then he was in touch with Waze and helped him in his “illegal activities”, the ATS had said earlier. “Many more people were involved in the crime,” said the ATS chief. On Monday, the ATS seized a Volvo car with Maharashtra registration from the Union Territory of Daman in connection with the case. The probe agency had also claimed to have detained a person from Ahmedabad who had allegedly provided SIM cards to the accused. The SUV with explosives found near industrialist Mukesh Ambani’s house on February 25 had been allegedly stolen from Hiran’s possession. On March 5, Hiran, who ran auto spare parts business in Thane, was found dead in a creek. Hiran’s wife had alleged that Waze had played a role in his death.

ight since the day when an explosives-laden Scorpio was found with 20 gelatin sticks weighing 2.6 kgs, parked near the South Mumbai home of Mukesh Ambani’s Antilia on February 25, the news raised many speculations and the most pertinent being- why would anyone want to harm the Ambanis? There were speculations that perhaps it could have been business rivalry or even a terrorist plot. The latter appeared more obvious since terrorism continues to be a hot topic all over India and especially linked with Islamic jihadi groups. However, the Antilia explosive case has taken many turns along the way and today, it has become an issue for political slug fest between the BJP and the ruling Maha Vikas Aghadi (MVA) comprising of the Shiv Sena, NCP and Congress. The case grew more curious days later, when Mumbai Police disclosed that the owner of the Scorpio - Mansukh Hiren- had died of suicide by jumping into the Kalwa creek. This made the case more mysterious when former Maharastra chief minister and BJP leader Devenddra Fadnavis alleged that Vaze had been in frequent touch with Mansukh Hiren, a Thane man with a car decor business who had been in possession of the vehicle that sparked the security scare outside Antilia in Mumbai’s Carmichael Road. Hiren’s wife alleged that Vaze was behind her husband’s murder. She also alleged that the Scorpio had been with Vaze for several months until February 5 this year. The Maharashtra government handed over the case to the Anti Terror Squad(ATS).However, the Centre ordered the National Investigation Agency(NIA) to probe the case. While probing the case, NIA arrested Sachin Hindurao Vaze on March 13. Vaze was in the Crime Intelligence Unit (CIU), and virtually leading the investigation into the security scare outside Antilia. It may be mentioned that Vaze is an Assistant Police Inspector of the Mumbai Police. He was one of the original group of Mumbai’s so-called “encounter specialists” He returned to the force in 2020 after a 16-year hiatus when r he resigned after being placed under suspension. It was mentioned that Vaze had then joined the Shiv Sena after quitting the force but was reinstated and posted to the Crime Intelligence Unit of Mumbai Police. Vaze also had a past history as one of four policemen charged with murder and destruction of evidence in the custodial killing of 27-year-old engineer Khwaja Yunus, picked up in Mumbai in 2002 under the Prevention Of Terrorism Act (POTA). The four men were interrogated and Yunus was last seen in custody by the other three on January 6, 2003. Maharashtra home minister Anil Deshmukh then transferred Police Commissioner Parambir Singh as DG Home Guards purportedly to ensure fair probe. The case took another turn when Parambir in a letter to the state chief minister Uddhav Thackeray, claimed that Deshmukh had asked Vaze to collect Rs.100 crore a month from business persons. After the letter bomb, the Antilia case turned into a political battle. The BJP has demanded the resignation of Deshmukh who belongs to the NCP. Thus, the Antilia case turned to Hiren case then to Vaze case and to letter bomb case which now engulfs both the BJP and MVA.

Are you quarrelsome and easily upset over small things? Do you think that no one who is a Christian is ever like that? Paul said they are, and he connected these attitudes with carnality. Is there a truth in the Bible that instantly awakens a spirit of malice or resentment in you? If so, that is proof that you are still carnal. If the process of sanctification is continuing in your life, there will be no trace of that kind of spirit remaining. If the Spirit of God detects anything in you that is wrong, He doesn’t ask you to make it right; He only asks you to accept the light of truth, and then He will make it right. A child of the light will confess sin instantly and stand completely open before God. But a child of the darkness will say, “Oh, I can explain that.” When the light shines and the Spirit brings conviction of sin, be a child of the light. Confess your wrongdoing, and God will deal with it. If, however, you try to vindicate yourself, you prove yourself to be a child of the darkness. What is the proof that carnality has gone? Never deceive yourself; when carnality is gone you will know it— it is the most real thing you can imagine. And God will see to it that you have a number of opportunities to prove to yourself the miracle of His grace. The proof is in a very practical test. You will find yourself saying, “If this had happened before, I would have had the spirit of resentment!” And you will never cease to be the most amazed person on earth at what God has done for you on the inside.

hen Mr. Angam of Molnom village in the North-Eastern state of Manipur joined a Public Sector Bank in 2008, he was not only ecstatic but relieved to finally land a job in a Public Sector. His whole villagers were happy for him. Infact, he was the first to crack a Bank PO exam from his village. That the Indian Government has announced in the budget 2021 about the privatisation of Public Sector Banks and the subsequent announcement of the probable banks to be privatised, which included his Bank, has left him insecure and depressed. He cannot believe that all his efforts then,when preparing for the Bank PO exam, were for him to become a private employee now. Employees of Public Sector Banks, upon joining their organisation have to sign an agreement- between the individual and the organisation. It goes without saying that, the employees believe

that their service condition is an agreement between them and the organisation which has majority shares owned by the Government. They felt that job security is given in a public sector and hence decided to settle with the job without venturing for more employment opportunities. With privatisation, the ownership of the Bank will be relinquished from the Government and the service rules governing the employees would then be open for modifications as per the owners’ liking and requirements. Though job security is one factor the Government ensures its employees, it is not a priority for corporates who are purely driven by profit-making decisions. Still, one of the most important factors which many public sector bank employees felt is the pride and satisfaction of having contributed to the welfare of society by implementing the Government's flagship

Water is not just a combination of hydrogen and oxygen alone. It means many things to living beings, society and even religion. For instance, water in Christianity—Baptism—symbolizes rebirth and purity; in Hinduism, water is believed to hold purifying and cleansing powers; in Islam, it symbolizes wisdom; in Buddhism, it embodies the calmness and serenity of water, and in animism, it is believed to be the source that connects others. Almost all of the sector in the world relies on water—economy, energy, urbanization, industry, space exploration, agriculture, health, tourism, and environment. It isalso an integral part of the society that binds the elite to the poorest, because the purpose of water remains constant i.e., drinking, cooking, and washing. But, the amount of freshwater that is available is declining at an alarming rate because of climate emergency—increasing frequency and intensity of storms, floods and droughts—and pollution. Water more than ever is highly polluted in this decade chiefly because of exponential population growth which triggers the demand and supply chain to the higher end. Water pollution can be considered

As per the Ministry of Finance reports, the Pradhan Mantri Jan Dhan Yojana has more than 40crore Bank Accounts opened by Public Sector Banks out of the total 41.7 crore accounts opened. Thus, handing over banks’ ownership to the corporates will not only rob employees their job security but the all-important commitment and reason for them to put in extra efforts in their belief of doing something good for the society will fade away in the new environment. The Honourable Finance Minister in her speech, on the 16th of March 2021, amidst the two days Bank strike called by the United Forum of Bank Unions in protest against the Government's privatisation move, has assured to look into the salaries, scales, and concerns

of the employees. But it is not clear to what extent and how long can the Government interfere in matters as internal as pay and promotion of a private corporation. Notably, many intellectuals and experts are against the privatisation of Public sector Banks. Former RBI Governor said in an interview with PTI on the 15th of March 2021, "think it would be a colossal mistake to sell the banks to industrial houses." Some however feel privatisation of PSBs is necessary considering the alarming number of NPAs in PSBs. What is important though is that the largest contributor to the NPAs of PSBs is in fact wilful-defaulter corporates. As witnessed earlier in other instances like the Bank Unions’ opposition to the merger of Banks, the Government could be tempted to move ahead with their plans to privatise PSBs, but the ensuing scenario will certainly see a disruption of

the financial systems as the Bank employees Union are hell-bent on welcoming the move. Also interesting is the concern felt by many that the present protest against privatisation goes beyond the PSBs; they believe that privatisation of PSBs will pave way for further change in ownership of many other Public sector undertakings. The Railway Minister's assurance that Railways will not be privatised could not deter many employees of Public Sector Undertakings from feeling the heat. Evidently, it is not just the bank employees the Government has to worry if it plans to go ahead with their PSBs privatisation plans After the two days strike, AIBEA General Secretary C H Venkatachalam told PTI on the 16th of March 2021, "We got support from all trade unions, some farmer organisations, lot of political parties have supported us." as the most prevalent pollution of all the other types of pollution as it’s the final resting place for all the pollution whether it is from the air or soil which get into the water bodies by rain.Both groundwater as well as surface water are polluted by humankind to the greater percentage.Groundwater gets polluted from pollutants like pesticides and fertilizers, and waste that are leached from landfills and septic systems along with natural sources—iron and other minerals— enters the water table making it unfit for use.While surface water is polluted with millions of chemicals and effluents from industries, from municipal sewage and waste, from hospital waste, from agricultural runoffs, stormwater runoff, and careless and illegal disposal of waste into water bodies.This contamination of water affects the natural water cycle, and is chiefly associated with various high end health risk both for human, animals and the environment. In addition, in the era of climate change, the most affected resource is water, as water touches all sectors of the society (eg., food, health, energy,and environment). Climate change leads to increasing frequency and magnitude of extreme events (heatwaves, unpredicted precipitation, hurricanes, thunderstorms and storm surge events). For example, even before the mid-summer, states like Odisha, Delhi, Assam are breaking all records by experiencing the heat due to extreme temperature rise, or the disaster triggered by an

avalanche in Uttarakhand due to glacier burst. With the mercury rising, the scarcity of fresh and clean water is likely to decline. It is estimated that, by 2025, half of the world’s population will be living in water-stressed areas. Though water cover 71% of the earth’s surface, climate change along with water pollution has alreadyled to water scarcity in many parts of the world, where people struggle to get access to clean and safe water for daily use. And with the pandemic, the need for clean and safe water have drastically increased.According toSustainable Development Goals (SDG)report, around 2.2 billion people lacked safely managed water and 3 billion people still lack basic handwashing facilities at home. While according to WHO report, “785 million people lack even a basic drinkingwater service, including 144 million people who are dependent on surface water, and some 829 000 people are estimated to die each year from diarrhoea as a result of unsafe drinking-water, sanitation, and hand hygiene.” It is because bothpollution and extreme events will adversely affect the water quality as a result of higher water temperatures, and reduced dissolved oxygen which in turn will reduce the self-purifying capacity of freshwater bodies. In addition, risk related to pollution and pathogenic contamination caused by floods and concentrated pollution during drought will also elevate. Thus, in order to prevent and conserve water, in such situation, smart management

of water needs to be implemented: to prevent water from evaporating during hot days from water bodies either by groundwater recharge and storage, to utilize rain water by sustainable methods like water harvesting, to find means to recycle wastewater (which is actually 99% water and 1% waste), and to find means to storage or divert floodwater to water scare areas. But it is not all, we need to be conscious that we don’t pollute the water by careless disposal which many often do—dumping of garbage in river bodies, excessive use of pesticides and fertilizer, unregulated seepage of oil spills from garages and vehicle leaks into groundwater, careless disposal of pharmaceutical, cosmetics, plastics, decay products, and leakage of landfills and septic tanks into water bodies.It’s a time where we have to really think beyond the principle of the 3Rs (Reduce, Reuse and Recycle). We have to think about sustainability and circular economy along with the 3Rs. We have to be more possessive and obsessive about water than earlier generations as we are the one who are in the make-or-break era. Even the SDG (sustainable development goals) 6 also known as the “Water Goal” aims at this area i.e., to ensure availability and sustainable management of water and sanitation for all by 2030. But this is not possible with active participation from all sectors of the world—from governance at both central and local level and to the greater degree with an active individual participation.

If its polluted, or exploited, its high time to join our hands to tackle this alarming situation by various preventive measures such as —creating awareness at local level, incorporating the risk associated to water pollution, formulating and drafting policies for waste disposal and water use, reducing the wastage of water wherever possible, reusing water, recycling water by groundwater recharging and rain water harvesting, recusing contaminated water and species in it caused by human actions, reconnecting to nature to get the true meaning of water, and refusing to pollute the water bodies in the first place.” Dr. Parimal C. We should never forget the needs of rural landless households

O

ne message of Mahatma Gandhi which has remained of enduring significance for policy makers as well as for social activists is that whenever faced with doubt and uncertainty, keep in mind the concerns of the poorest and the weakest sections and this will enable you best to resolve the doubt. In fact this is also the point on which the message of Mahatma Gandhi and Shahid Bhagat Singh is exactly the same. So when we discuss the concerns of rural India, we can never forget the concerns and needs of roughly the bottom half of the rural population who are landless. These sections are generally the poorest, although there may be very few exceptions here and there. In several contexts their conditions are deteriorating. Several of them had a little land earlier which they do not have now. Earlier there were ongoing programs to make available some cultivation land to even the poorest which have stopped now. Earlier in many villages the opportunities for farm work were much higher which have declined greatly due to mechanization and use of herbicides. In particular

the loss of harvesting season work opportunities has been a big blow to food security of these households as several of them they were paid in the form of a share of harvested crop, and despite exploitation in some forms of work, at least this contributed to food security of the landless to some extent as even they could store at least a few months’ food-grains. More recently in Covid times opportunities of migrant work have also declined. A ray of hope appeared in the form of rural employment guarantee law or MGNREGA. While this is open to all, poorest landless households are expected to benefit more from this. I have seen from close quarters how helpful this can be when implemented properly. But unfortunately, conditions of proper implementation and prompt payment are available in only a relatively small part of the country. Public distribution system is also helpful for meeting the essential food needs but the various limitations and irregularities of this system should be kept in mind while evaluating its contribution. When this scheme is functioning well, even then only about 12

days food grain needs in a month may be met by the highly subsidized component of this scheme, and in conditions of inflation of open market prices of a wide range of essential food items, the overall relief in meeting essential food needs may be quite less. In such conditions it may well be asked to what extent the most widely discussed demand for increase in minimum support price (MSP) in present conditions will be useful for the poorest sections in rural as well as urban areas. The demand for MSP is not directly useful for the landless ( about 50 per cent ) and for those sections of rural India who may have a little land but have hardly any marketable surplus or else cannot benefit from MSP due to other reasons ( perhaps another 15 per cent of the rural population). In urban areas also nearly two-thirds of the population will suffer if food becomes much more expensive. Hence for about two-thirds of the population of India, the poorest in rural and urban areas, getting staple food at reasonable price is more of a concern than MSP. The present farming

conditions are very high-cost conditions as the dependence on external inputs like chemical fertilizers, pesticides, herbicides ( not to mention diesel) etc. is very high at present, as well as on marketpurchased expensive seeds often linked to these inputs. Without reducing excessive external inputs, if the price is to be fixed much in excess of these and other costs ( including family labour and land rentals) then of course food price will be very high, and as the capacity of subsidization is also limited, this will lead ultimately to higher price for staple food, which will be harmful for the food security of the bottom twothirds of the rural as well as urban population. Hence the way out is to first reduce farm costs by reducing dependence of farming on external expensive inputs ( which, with accompanying desirable changes, can also make farming more resilient, self-reliant, ecologically protective and sustainable). Having first reduced costs significantly and found other means of getting good yields, then it becomes possible to assure a good return to farmers while keeping overall food price at low levels. In this way farm-

ers also benefit and the rural landless and the urban poor also benefit as healthier food at reasonable price is better ensured to all. If in addition this is combined with finding at least some land for the rural landless, If MGNREGA implementation can be improved and scaled up significantly, if schemes for increasing greenery and forest protection with the involvement of the landless sections in particular can be scaled up in a big way and

if there is overall progress towards decentralization and diversity of livelihoods in rural areas then rural landless households can get a lot of relief and their longer-terms prospects can also improve. These aspects should be examined carefully not only by the government but also by the movements of farmers and workers so that the interests of landless sections can get adequate attention at all levels. We were happy to see the advertisement(NPSC/ADVT1/04(vol-1) dated 17th Feb 2021 for the NPSC technical exam with maximum age as on 01/01/2020. As we all know that due to the Corona pandemic there was not even a single competitive exam conducted for the whole of last year i.e 2020 AD. And for aspirants like us who had their last attempt last year we were glad that the Government of Nagaland or the Commission was so thoughtful to give us respite for the year we lost. However, it has come to the notice that while filling up the form for the said examination the NPSC had change the upper age from 01/01/2020 to 01/01/2021. If other States of India can relax the upper age as a one time special measure to undo the damage of the pandemic, can we get the same opportunity please! Covid resurge: Maha, Pjb, Guj major cause of worry

New Delhi, March 23 (IANS): Maharashtra, Punjab and Gujarat are turning out to be a major cause of worry as the three states are recording the highest daily new coronavirus cases. India recorded 40,715 infections in the last 24 hours, 13 per cent lower than a day before, taking the total tally to 1,16,86,796 on Tuesday. According to the data of the Health Ministry, six states -- Maharashtra, Punjab, Gujarat, Chhattisgarh, Karnataka and Tamil Nadu together account for 80.90 per cent of the new cases. Maharashtra continues to report the highest daily new cases at 24,645 (60.53 per cent). It is followed by Punjab with 2,299 while Gujarat reported 1,640 new cases. The Ministry also listed out 10 states which are recording an upward trajectory, including Maharashtra, Punjab, Gujarat, Madhya Pradesh, Delhi, Tamil Nadu, Chhattisgarh, Karnataka, Haryana and Rajasthan. Kerala and Chhattisgarh follow with 12 deaths each. Besides this, India recorded the highest singleday vaccination. More than 32.53 lakh doses were given in the last 24 hours.

PM Modi sends letter to Imran Khan on Pakistan Day

New Delhi, Mar 23 (PTI): India desires cordial relations with Pakistan but an atmosphere of trust, devoid of terror and hostility, is “imperative” for it, Prime Minister Narendra Modi said in a letter to his Pakistani counterpart Imran Khan. Modi wrote the letter to Khan to extend greetings to the people of that country on the occasion of Pakistan Day. “As a neighbouring country, India desires cordial relations with the people of Pakistan. For this, an environment of trust, devoid of terror and hostility, is imperative,” he said. Government sources said it is a routine letter sent every year. Modi also conveyed his best wishes to Khan and the people of Pakistan in dealing with the challenges of the coronavirus pandemic. There have been indications of positive movement in ties between India and Pakistan. Last month, the Indian and Pakistani armies recommitted themselves to the 2003 ceasefire on the Line of Control (LoC) in Jammu and Kashmir. On Monday, a delegation of Pakistani officials arrived in India for a meeting of the

Narendra Modi permanent Indus commission. It is the first such dialogue in over two-and-a-half years. Last week, Foreign Secretary Harsh Vardhan Shringla said India desires good neighbourly ties with Pakistan and is committed to addressing issues, if any, bilaterally but added that any meaningful dialogue can only be held in a conducive atmosphere. He said the onus is on Islamabad to create such an atmosphere. The relations between the two countries nosedived after India withdrew special status of Jammu and Kashmir and bifurcated the state into two union territories in 2019. New Delhi, Mar 23 (PTI): To mark ‘Shaheed Diwas’, thousands of youth from different parts of the country on Tuesday took over the protest sites at Delhi’s borders, demonstrating their role in shaping the future of the country. According to a statement issued by the Samyukt Kisan Morcha (SKM), thousands of youth had started arriving at the three protest sites since Monday. There were also three ‘padyatras’, which culminated in the youth joining the protest sites in Delhi. Hundreds of farmers are camping at Delhi’s borders points at Ghazipur, Singhu and Tikri since November last year demanding that the Centre repeal the three contentious farm laws. March 23 is observed as ‘’Shaheed Diwas’’ to pay tribute to Bhagat Singh, Sukhdev and Rajguru who were executed by the British government for killing British police officer J P Saunders. The trio wanted to avenge the death of freedom fighter Lala Lajpat Rai. The day-long commemoration of ‘Shaheed Diwas’ at Singhu saw conferences being organised

Similar events were organised at the Tikri border, where in large numbers, members of the Kisan Mazdoor families questioned the government on the lack of education and employment opportunities for the youth. Speaking in solidarity with the farmers’ movement, the youth said they would not go back without securing the demands of the protests.

NMA also appealed to the State government to ensure that safety, security and respect for precious human lives was upheld and take strong preventives measures to prevent recurrence of violence and killings in the State. Demanding that law enforcing agencies should punish the perpetrators as per law and ensure that rule of law prevailed, the association also urged all citizens to maintain peace and exercise utmost restraint and avoid spreading of rumours, provocative comments to avoid further escalation of tension. The shooting took place on Monday at the King Soopers grocery store in the city of Boulder. Addressing a press conference later in the day, Boulder Police chief Maris Herold said that the officer, identified as 51-year-old Eric Talley, was one of the first responders at the scene, Xinhua news agency reported. Herold revealed that at about 2.30 p.m., the city’s police department received phone calls saying shooting incident occurred, when the crew arrived at the scene, they were shot by the suspect, who was taken into custody. Judge Abu Zafar Md Kamruzzaman of Dhaka’s Speedy Trial tribunal-1 pronounced the verdict as nine of them were brought to the court from jail to face the trial in person. Earlier today (March 23), the group’s agency SM Entertainment confirmed that the boyband are in the process of recording new music for a future release. “NCT Dream are preparing a new album aimed for an April release,” the company said, per Soompi. Canadian-Korean singer and founding member Mark Lee will reportedly be involved in the upcoming release. It will be his first official comeback with NCT Dream since their 2018 song ‘We Go Up’. Lee left the group in December of the same year, after the release of the holiday single ‘Candle Light’, under the group’s rotational graduation system, where members would leave after

PUNE, MAR 23 (IANS): India beat England by 66 runs runs in the first One-day International with debutants all-rounder Krunal Pandya (58 not out off 31 balls) and speedster M. Prasidh Krishna (4/54) playing key roles with bat and ball here on Tuesday. India made 317/5 wickets in their allotted 50 overs while England were bowled out for 251 in 42.1 overs at the Maharashtra Cricket Association Stadium.
