Solution for permanent peace: CM
Correspondent
KOHIMA, MAR 24 (NPN): Nagaland chief minister Neiphiu Rio made a spirited reply to various issues raised by the opposition NPF members who kept the government on its toes. Responding to the opposition during the debate on the motion of thanks to the Governor’s address, Rio maintained that current peaceful climate in Nagaland will be temporary unless there is solution to the Naga political issue. He reiterated his government’s commitment to pursue early solution as facilitator and pave way when a settlement is reached. Rio also reiterated that the Naga political issue was complex since Nagas were also living in Myanmar and thus, requiring two settlements. Rio appreciated former chief minister T.R. Zeliang for writing to NSCN (K) to join the negotiations with the government of India and expressed confidence that the outfit would heed to appeals. On the opposition’s criticism of the Governor’s speech “My Government has come back to power”, Rio said it could be interpreted in many ways; such as the Governor probably being having in mind that he (Rio) was chief minister on three successive terms and so might have referred to the new government as “my government”. On the opposition member Vikheho Swu’s demand that the

Governor should resign if solution was not achieved within six months which he (Governor) had stated on March 6, Rio said statement could not be verified and his PDA government had no knowledge about it. On the criticism against the public show of the oath taking ceremony held at Khuochiezie (local ground) on March 8, Rio defended by saying it was a milestone where chief ministers of four states and two union ministers, central party leaders, church and tribal leaders attended amid a mammoth gathering. Taking a dig at the NPF members who raised the issues of portfolio distribution and seat sharing within the PDA, Rio said when NPF could not woo BJP to form the government, it should not be bothered nor spend sleepless nights about what concerns PDA. Rio also informed members that a new system was being introduced for all official programmes which will begin with singing of the national anthem followed by prayer. He said this was done after approval of the Governor. Rio also shared concerns of the opposition by condemning atrocities meted out to Christian community in various parts of India and assured that he would not remain silent on the issue. He also said the PDA government was serious about road repairs and the cabinet at its first meeting decided to do what the previous government failed to do.
BJP member’s Hindi speech in NLA draws flak TR Zeliang attacks NDPP Correspondent
Earlier taking part in the debate, leader of opposition T.R Zeliang, in an oblique reference to the election slogan of NDPP ‘Change Has Come” remarked “change has come and not coming”. He said the unusual oath taking ceremony was organized like a felicitation programme while the governor’s address was complementary to NPF as majority of the policies and programmes were of DAN ministry’s. Zeliang said he was not surprised that Rio was following DAN’s footsteps and so it was a surprise that during his campaign speech in Kohima, Rio (in a slip of tongue) asked people to vote for NPF and not NDPP. Zeliang said DAN ministry tirelessly worked to get funds for road maintenance and lauded the PDA government for following up the projects. While lauding the people for exercising their franchise Zeliang pointed out that many genuine voters could not exercise theirs due to faulty EVM machines. He said effectiveness of EVM’s was highly questionable and suggested to do away with EVMs and to go back to ballot system which could be cross-checked. Zeliang also insisted that the recruitment policy and supply of rations should be streamlined by pointing out that police personnel should get cash for ration because the men do not get their rightful share due to nexus of supplier and middlemen. On NDPP-BJP government Zeliang asked who was leading, since the bigger partner NDPP had only four while the (Cont’d on p-7) smaller party BJP has six in the cabinet?
Opposition NPF legislators continue to lash out at govt. Correspondent
KOHIMA, MAR 24 (NPN): Opposition legislators on Saturday continued to hit out at the ruling PDA government during the ongoing budget session of the 13th NLA. Taking part in the debate on the motion of thanks to the Governor’s address, Nagaland chief minister, Neiphiu Rio informed the house that a workshop will be organized particularly for the newly elected members on the proceedings of the House During the debate, leader of the opposition T.R. Zeliang insisted that a workshop be organized particularly for first time elected members on the proceedings of the House as many were not familiar with the conduct of business. Also taking part in the debate, NPF legislator, Y.M. Yollow Konyak questioned the ruling PDA government as to why road repair and filling up of pot holes were undertaken only in Dimapur, Kohima and district headquarters, while majority of the state’s population were (Cont’d on p-7) in the rural areas. KO H I M A , M A R 2 4 (NPN): It was the first time in the history of the Nagaland Legislative Assembly (NLA) that a member chose to address the house in Hindi. This happened on Saturday when BJP member and first timer, Temjen Imna Along, minister of Higher and Technical Education minister acknowledged Piyong Temjen Jamir, principal of Rashtrabhasha Hindi Shiksha Sansthan, Dimapur on being conferred the Padmashree award recently. Even as Along began in Hindi, NPF member Imkong L. Imchen raised a point of order by demanding a transcript in English. He urged members to read the rules of procedures for conduct of business which was easily available in the NLA library. The speaker Vikho-o Yhoshu however permitted the BJP member to continue. Later, supporting his colleague, former speaker and NPF member Dr. Chotisuh Sazo cited NLA
ing his concern, Konyak urged the government not to delay any projects in the state, which would result in price escalation. Hitting out at the government, NPF MLA, Dr. Chumben Murry said the government of the day lacked vision to increase the state’s economy and GDP. Recalling the campaign speeches of some NDPP leaders, wherein they had inadvertently appealed the voters to vote for NPF, Murry took the opportunity to urge upon them (NDPP) to rather join them (NPF) while also assuring to give them major cabinet posts. Going by the ratio of MLAs and allocation of cabinet posts, Murry said they were confused as to whether NDPP or BJP was ruling the government. Reacting to Murry’s statement, BJP member Mmhonlumo Kikon said such “open horse-trading” was not acceptable. Kikon was also supported by NDDP member, K.T. Sukhalu and BJP’s Temjen Imna Along. NPF MLA, Amenba Yaden, taking part in the debate, alleged that the atroci-

CBI judge Shiv Pal Singh awarded two separate sentences of seven years each to Prasad under the IPC and the Prevention of Corruption Acts, counsel Rakesh Prasad said. Both the sentences will have to be served consecutively, he added. Advocate Vishnu Sharma, while explaining the court’s decision, said, “Lalu Prasad has been sentenced to seven years in prison under IPC sections 420 (cheating), 409 (criminal breach of trust by public servant), 467 (forgery of valuable security), 468

(forgery for purpose of cheating), 471 (using as genuine a forged), 477 (fraudulent cancellation, destruction of will or valuable security) and 120B (punishment of criminal conspiracy), and penalised Rs 30 lakh. “He was awarded another seven-year jail term and slapped with a fine of Rs 30 lakh under the Prevention of Corruption Act... Both the sentences will run consecutively.” For default or nonpayment of fine, the convict would have to spend one more year in prison for each
of the two sets of sections, Sharma said. The court also pronounced the quantum of sentence for 18 other convicts in the case. Former regional director of Animal Husbandry department O P Diwarkar received the same punishment as Prasad. Nine other Animal Husbandry department officials and former IAS officer Phoolchand Singh were sentenced to seven years in prison and fined Rs 30 lakh each for their involvement in the case. Sharma said failure to pay the fine would entail an additional 18-month prison term for each of them. Seven fodder suppliers were given three-and-a-half years of prison terms and Rs 15 lakh penalty each. Prabhat Kumar, Lalu Prasad’s counsel, told reporters he would appeal in a higher court against the judgment.
Tejashwi fears for Lalu’s life
Hours after RJD chief Lalu Prasad was sentenced to 14 years in jail, his son and former Bihar deputy chief minister Tejashwi Yadav alleged a threat to his father’s life, reported ANI. “I am sure there is a threat to Lalu ji’s life, looking at the conspiracy being planned by BJP,” ANI quoted Yadav as saying after his father was sentenced in connection with a fourth fodder scam case. He also promised to challenge the special CBI court order in the high court. “We will decide further strategy on the basis of overall judgement in all four cases,” he said. Bihar deputy chief minister Sushil Modi, however, dismissed all allegations, and instead advised Lalu to “appeal in court” if he feared for his life.

Policy decisions
Speaking to The Hindu, Rijiju said, “The MHA is taking a lenient view to open up and relax the PAP regime in some border areas for tourists on the requests of the State governments, including Arunachal Pradesh. We are taking some policy decisions.” Earlier, the Tourism Ministry had written to the Home Ministry, seeking to ease the registration of these permits. It also sought an extension of these permits from the existing one year to two years. Under the Foreigners (Protected Areas) Order, 1958, all areas falling between the ‘Inner line’ and the International Border of the State have been declared as a ‘Protected Area,’ applicable to all of Arunachal
Pradesh and Sikkim, parts of Himachal Pradesh, Jammu and Kashmir, Manipur, Mizoram, Nagaland, Rajasthan and Uttarakhand. Every foreigner, except a citizen of Bhutan, who wants to enter and stay in a Protected Area, is required to get a special permit. Citizens of Afghanistan, China and Pakistan and foreign nationals of Pakistani origin are not issued the permit without the Home Ministry’s approval. In states like Manipur, Mizoram, and Nagaland foreign nationals are not allowed to enter without obtaining a due permit from the Ministry of Home Affairs. In 2017, MHA had announced that relaxation of 5 years has been made on PAP Order, 1958 for the states of Manipur, Nagaland, and Mizoram with effect from December 13, 2017 till the 31st December 2022.

NPF member, Vikheho Swu also criticized the Governor’s address as for avoiding the word “IndoNaga” and reminded that talks were between two identities. Hitting out at Governor’s claim that Naga political issue would be resolved in six months, Vikheho said such statement was false propaganda and misguiding, favouring the NPDD party. He further demanded Governor’s resignation if Naga solution failed to arrive at within the stipulated time as claimed. On doing away with VIP culture/name plates etc., NPF member B.S. Nganlang advised the ruling government not be in hurry to remove the VIP tag. He encouraged the women saying that successful implementation of NRLM could invite banks which can help Self Help Groups (SHGs) through loans. Wennyei stated that hard work and dedication would enable people to receive the rights and entitlements offered in the program. He also cautioned that failure of one member can put the rest of the group into trouble. He further appealed to the participants to make a practicable five year plan and see that each SHG is able to generate a corpus of rupees five lakhs. District program manager, M. Temjen Longchar,
in his speech, said that with the coming of the NRLM program to the district, a lot of changes had taken place. Sharing his experiences in Mon, he said that a benefit is the availability of organic vegetables. He encouraged the BLF to set targets for the SHGs for production of goods and channelize them for export. He was optimistic that once the BLF begins functioning successfully, the system of today’s business system in Mon could see a U-turn very soon. Chief Manager SBI Mon branch, KK Sharma stated that the existence of departments and banks is predicated on their purpose of developing society for which funds are allocated as per the requirements of the public. The question, according to him, is how the public utilize the funds.

Correspondent KO H I M A , M A R 2 4 (NPN): Realizing the need for parents to be pro-actively involved in the learning process of their children, the Joyance Group of Preschools organised a one day Parents’ Orientation programme at Joyance preschool, D Block, Kohima on Saturday. The workshop was designed to help parents understand the needs of children, especially during their formative early years before starting formal school. Addressing the gathering of more than 80 parents, proprietor of Joyance Group, Chanda Sahi said that 50% of a child’s adult intelligence develops before the child turns 4 and 30% by the time the child is 8 years old. Based on this, she said that in order to prepare
children for their future, “choosing the right preschool is most critical”. Chanda stated that preschool education should address the various areas of development for a child -- physical, moral, social, emotional, communication skills and cognitive. She also highlighted the various activities of Joyance pre-school and said that the pre-schools motivate children to do more difficult tasks to develop their mental abilities. Speaking on the Importance of strengthening concepts during formative years, , Master Franchisee of the Aloha Mental Arithmetic, Nagaland, Neikule Doulo stressed on the need to help children develop good foundational base for education. Neikule emphasised that children with
good understanding and learning will go on to do much better in life adding that it should be the collective effort of parents and educators to partner towards meeting this need. Suggesting that Mathematics was often a misunderstood subject with many assuming it to be only related to numbers, she stated that math is related to all things around us as well as to all aspects of our daily lives. If this is understood then, the subject will be viewed differently by all, she opined. She added that understanding of the subject was of the utmost importance. Presenting research studies that found that children’s math precocity directly ensures better performance in studies even in the future, Doulo hoped that this would help parents to understand the importance of the subject. It is pertinent to mention that Joyance under the leadership of Chanda Sahi pioneered the introduction of inclusive education for children with special needs in its early years. The programme was chaired by Neilangunuo Sanchu while the invocation prayer was said by Suboli Swu.

IMPHAL, Mar 24: Union minister of state for social justice and empowerment, Krishan Pal Gurjar said that a universal identity card, to be accepted by central and state governments, will be issued to all disabled to help them avail various welfare schemes and quota. The Union minister was speaking at the “Samajik Adhikarita Shivir” and free distribution of aids and assistive devices to persons with disabilities (Divyangjan) in Imphal on Saturday. “Central government is planning to distribute the universal identity card to all disabled persons in the country,” he said while

As per 2011 census, there were 2.68 crore disabled in the country, but so far there is no proper identity document for them, he maintained. The Centre has already increased the reservation for persons with disabilities in employment from 3% to 4% and from 5% to 7% in education, he said. The Union social justice and empowerment ministry will be launching a new welfare scheme for the mute and deaf children under which
they would get financial benefit of Rs six lakhs, he announced. The previous government had recognized only seven types of disabilities, however, the NDA government has recognized 21 types of disabilities to get welfare schemes of the government. Chief minister N Biren Singh, who attended the function, highlighted the various initiatives and welfare schemes being implemented by the state for the welfare of the differently abled people and weaker section of the society in the state. Guwahati, Mar 24 (PTI): Gearing up for the next general election, BJP President Amit Shah Saturday set a target of 21 seats out of 25 parliamentary constituencies from northeast in Lok Sabha polls in 2019. Addressing a rally of BJP booth unit chiefs here, he asked the party members to work towards achieving this target. “I want to give a target for 2019 polls. We want to win more than 21 seats out of 25 seats from North East,” Shah said in the rally. “Exce pt Mizoram, all other states in NE are ruled by NEDA (North-East Democratic Alliance) constituents. So all of you need to take it forward,” Shah said, adding the party won eight seats from the region during last Lok Sabha polls in 2014. The BJP needs to win maximum number of seats from northeast to strengthen Prime Minister Narendra Modi so that development of the region continues. The party chief also asked the Assam BJP unit to expand the network and appoint ‘Page Pramukh’ or in-charge of each page of the electoral list. Shah attacked the Congress and said the northeastern part of the country lagged behind other regions post Independence due to faulty policies of the oldest political party of India. Indefinite stir at Assam Women’s University AR celebrates 183rd Raising Day Guwahati, Mar 24 (PTI): Students of Assam Women’s University (AWU), the only institute of its kind in the North East, are agitating to press for permanent vice-chanellor and for transforming it into a full fledged varsity. The agitation had been launched on March 5 and protests are being held across upper Assam in support of it. The government is considering to downgrade it to a technical institute by repealing the Act, which was passed by the state Assembly in 2013, and is likely to discuss the matter in the next cabinet meeting. “The government has not taken a final decision yet. It can be either way. A discussion is going on, mostly in the political level. As a public debate is going on at present, the government will definitely consider this,” Assam Higher Education Principal Screteray Ajay Tewari told PTI. “Most probably, the Cabinet will take up the
matter in the next meeting. If the Cabinet decides to scrap the varsity then the Assembly has to ratify it,” Tewari said. When asked to comment on the governmentappointed expert committee’s view that the university should be retained, he said the report was a technical one and a university requires lots of other things. “The government will take a sensible and unbiased decision ... The university has been languishing since long,” Tewari said. Since classes began in 2013, the university has been functioning without a vicechancellor or any permanent teaching staff. Assam Agricultural University V-chancellor K M Bujarbaruah is functioning as its mentor and all the teachers have been appointed on contract and ad-hoc basis. The AWU students are on an indefinite strike and are boycotting classes from the first week of March and even held a 36-hour hunger strike from
March 19. “We want a written undertaking from the government on two issues -- appointing a permanent VC and transforming AWU into a full-fledged university. Otherwise, we will continue our strike,” AWU Students’ Forum president Chinmoyee Gogoi said. Students bodies like AASU, SFI, SMSS, ACYCP other social organisations have thrown their weight behind the students and have organsied rallies, satyagraha and other protest programmes across upper Assam and in Guwahati in the last couple of days. Effigies of Chief Minister Sarbananda Sonowal and Education Minister Hemanta Biswa Sarma were burnt and nearly 175 colleges under Dibrugarh University organised satyagraha marches during the week. The agitation has garnered support from students and teachers of JNU, TISS, BHU, NEHU, IIT-Kharagpur, Jadavpur University and Sikkim University among others.

developed state in India after Independence but it was fourth from the bottom when Sarbananda Sonowal became the chief minister in 2016, he claimed. “Congress’ policy is divide and rule, while it is sabka saath sabka vikaas for BJP. During 2014 campaign, Modiji had promised to develop northeast like the western part of India. Four years have gone and see the progress of the region done by him,” he said. Assam, he said, had got Rs 79,741 crore from the 13th Finance Commission during the UPA tenure which soared to Rs 1,55,292 crore in 14th Finance Commission during the Modi government. Without naming former prime minister Manmohan Singh, Shah criticised him for allegedly not doing anything significant for the region despite being elected to the Rajya Sabha from Assam twice. The BJP chief also listed a series of schemes and financial benefits provided to Assam and the other northeastern states during the NDA regime in the last four years. “(With) the stand India has taken on Doklam issue under Prime Minister Modi, a message has been sent to the entire world. He has also solved the border dispute with Bangladesh, helping the (northeast) region to prosper,” the BJP chief claimed.

We will resist BJP’s attacks on Constitution: Rahul Gandhi
New Delhi, MAR 24 (AGENCIES): Congress president Rahul Gandhi on Saturday accused the ruling BJP at the Centre of attacking the Constitution with an aim of changing it but vowed to protect the guiding principles of the country. Gandhi’s sharp attack on the BJP came during a rally at Chamarajanagar on the first day of his fourth and final leg of his statewide tour titled Janasahirvada Yatra. Gandhi has been crisscrossing the state ahead of the crucial assembly elections, likely to be held in May, with the ruling Congress facing a stiff challenge from the BJP. “The BJP has started a new fashion of attacking the Constitution. (BR) Ambedkar fought for this Constitution, but they want to change it. Through this rally I want to warn them, that we will not let this happen. No matter how hard they try we will not let them change Ambedkar’s Constitution,” the Congress president said.
Congress president Rahul Gandhi interacts with the students of Maharani Arts, Science and Commerce College during his Janashirvada Yatra in Mysuru on Saturday.
Gandhi also praised Tipu Sultan, the 18th century ruler whose legacy has been a source of constant dispute, with the Congress government in the state celebrating him and the BJP alleging that he murdered many Hindus. “Karnataka’s great men have made this land what it is. Tipu Sultan, S Visvesvaraya, Nalwadi Krishnaraja Wodeyar, and the poet Kuvempu,” Gandhi said. He added that the philosophy of the 12th century reformer Basaveshwara, credited with having found-
ed the Lingayat religion, formed the Congress’s ideology. Earlier this week, the Congress government led by chief minister Siddaramaiah accorded the status of a religion to the Lingayat sect, a move ridiculed by the BJP. Invoking Basaveshwara’s teachings, Gandhi attacked Prime Minister Narendra Modi, accusing him of not following the philosopher’s famous dictum of practising what one preaches. Earlier in the day, Gandhi visited the temple of Chamundeshwari in
Mysuru and interacted with students at the Maharani College in the city. Referring to this interaction, Gandhi said: “In the morning, I interacted with students and one student said demonetisation was a disaster, yet another said the GST (goods and services tax) at 28% with five slabs was counterproductive. This means students can understand the problems with these policies, but not Narendra Modi.” The Congress president alleged that the BJP stole people’s money and never gave them anything back. “BJP stole your money and gave it to the rich. Their four ministers and chief minister went to jail. But we give money back to you,” he said, highlighting many welfare schemes of the state government. Reacting to the allegations made by Gandhi, BJP leader S Suresh Kumar said the Congress had no moral right to allege that another party was attacking the Constitution.

BJP’s ‘DNA’ is ‘full of lies’: Congress SSC exam paper leak: Mumbra New Delhi, Mar 24 (PTI): A day after Prime Minister Narendra Modi charged the opposition of spreading lies against the government, the Congress today hit back alleging that it was the BJP’s “DNA” that was “full of lies” and its dispensation had “crossed all limits”. Congress spokesperson Tom Vadakkan accused the government of coming up with “jumlas” (empty rhetoric) that were nothing but “pure lies”. The opposition has chosen to call the government’s “blunt lies”, “jumlas”, he said, adding that the term ‘jumla’ was “borrowed” from BJP chief Amit Shah. “Now who has to go through the lie detector test is something that the people of India will tell you…you are a government that needs to go through a lie detector, because you have crossed all limits,” Vadakkan told

Stating that the government is committed to fill the vacant posts of doctors in the state, Pandey said 1,805 general practitioners and 665 specialists have been appointed on the recommendations of Bihar Public Service Commission (BPSC) in 2016.
CBSE to set up metal detectors at JEE-Mains exam centres Kanpur, Mar 24 (AGENCIES): Students appearing for the prestigious Joint Entrance Examination (JEE) Mains next month will have to pass through metal detectors at the examination centres, a top official of the Central Board of Secondary Education (CBSE) said on Saturday. The stringent system has been introduced for the first time at the JEE-Mains, the first stage for gaining entrance to some of the top engineering institutes in the country. The examination will be held on April 8. CBSE coordinator Balvinder Singh said it was being done to prevent examinees from carrying electronic devices which could be used for cheating.
to the people. He also attacked the government for the alleged manhandling of a woman journalist by Delhi Police while she was covering a protest by JNU students here. “The point is, these people (BJP), their DNA is full of lies. Their postmortem in 2019 (general elections) will clearly indicate that it is full of lies, lies and lies,” he said. Modi had yesterday accused the opposition of spreading lies against his government due to its increasing “frustration” over electoral losses, and asked BJP MPs to use technology effectively to take the truth to the masses. BJP chief Shah had also blamed the opposition for the impasse in Parliament and asked the MPs to hold press conferences in the next three days in their parliamentary constituencies to highlight the matter.
school principal questioned
Mumbai, Mar 24 (PTI): The principal of a school in neighbouring Mumbra, from where SSC exam papers allegedly leaked and where the main accused was employed, is currently being interrogated in connection with the probe into the case, police said today. Police said they have observed several irregularities in the functioning of the school in which main accused Firoz Khan worked. “Khan didn’t have a proper appointment letter or other valid documentation but he still had access to exam papers. We are questioning the principal as the leak allegedly originated from the school,” said a police official. The principal has told police that she along with Khan had access to the room in which the papers were stored, officials said. Amboli police, which is investigating the case, have
5
so far arrested four persons in this connection. Eight students have been booked and are facing action under the Juvenile Justice (Care and Protection of Children) Act. A similar case which occurred in Saki Naka is also being probed to check if there are any links to the Amboli one, said officials. The leak of the SSC Board exam paper of History and Political Science (Part 1) was revealed on March 20 after the exam invigilator of a school in Andheri noticed some students constantly referring to their notes and mobile phones outside the exam hall. On checking the phones of these students, the invigilator found that the paper, scheduled for the day, had been leaked. On being alerted about the matter, Amboli police arrested three persons, including Khan, the same day.
Rekha Sharma
Acting Chairperson Rekha Sharma said. The protesting students had claimed that the “attack” by the police was “unprovoked”, with a woman journalist alleging that a man in uniform “groped” her and asked her to vacate the place. The “Padyatra”, which started at the varsity’s
campus, was organised by the Jawaharlal Nehru University Students’ Union (JNUSU) and the Jawaharlal Nehru University Teachers’ Association (JNUTA). The associations are demanding academic freedom, and accessible and equitable education. The teachers’ body had requested other associations to join the protest march. Their other demands include withdrawal of the executive council decision to constitute a committee to take action against teachers and the immediate withdrawal of notifications replacing chairpersons who were opposed to implementing compulsory attendance.
BJP at 69, Congress at 50 in RS after polls New Delhi, Mar 24 (PTI): The BJP has made a significant gain of 11 additional seats while the Congress made an overall loss of four in the biennial elections to 58 Rajya Sabha (RS) seats, consolidating the saffron party’s position in the House and leaving its main rival far behind. Its 28 candidates emerged victorious in the polls held yesterday against 17 retiring members, while
the Congress won only 10 seats while 14 of its members will retire next week. A calculation of tallies show that the BJP’s strength in the 245-member House will go from the existing 58 to 69 and that of the Congress will fall from 54 to 50 when the new MPs take oath next week. However, a majority in the Council of States will continue to elude the
BJP-led NDA. It recently suffered a setback when the Telugu Desam Party, its ally of four years, decided to break ties. The TDP has six members in the House. However, NDA managers are upbeat following the loss in numbers of most vocal opposition parties like the Congress and the Samajwadi Party, which won only one seat while its six members are retiring.
Mining issue: Who is Gadkari to overrule Goa govt, asks Sena Panaji, Mar 24 (PTI): The Shiv Sena today criticised Union Minister Nitin Gadkari for `overruling’ the state government’s decision to file a review petition against the Supreme Court’s decision on mining. The mining activity in Goa has come to a standstill after the apex court quashed second renewal of 88 mining leases. Gadkari visited the state earlier this month to work out a solution to the crisis. “The State Cabinet Advisory Committee had decided to file a review petition in the mining matter”. “But suddenly Gadkari arrived and announced that a legal opinion would be taken before filing the
Rakhi Prabhudesai Naik
petition,” Sena’s Goa spokesperson Rakhi Prabhudesai Naik said in a statement here. What authority Gadkari had to overrule the decision taken by the Cabinet Advisory Committee appointed by Chief Minister Manohar Parrikar (who is undergoing treatment in the US), she asked.
“Gadkari has no right to act like a de-facto chief minister of Goa and act against the Cabinet Advisory Committee,” Naik added. “The BJP is not able to provide a solution to the mining crisis which is its own creation,” Naik said. Gadkari’s visit to the state and the “drama” of holding meetings with industry stakeholders, ruling coalition partners and BJP leaders was merely an eyewash to avoid a backlash from the people dependent on mining, the Sena leader alleged. Gadkari, after holding meetings over the mine closure issue, had announced that further steps would be taken after seeking a legal opinion.

Winds of politics
W
ith the Telugu Desam Party walking out of the NDA alliance at the Centre, tension among the BJP bigwigs is palpable. Other BJP allies like Shiv Sena and JD(U) are also unhappy, especially the former. Even the AIADMK is also wary of the wiles of the BJP in using the party as a crutch to make inroads in Tamil Nadu. Today, the BJP is only two seats above the halfway mark of 272 in the 543-member Lok Sabha. The decrease in the number of MPs stem from continual losses in by polls held. In the 15 Lok Sabha byelections held since 2014, the BJP lost five of seven seats it held earlier. Again, in around 123 assembly byelections held since 2014, the BJP won only 45 seats. This is the emerging picture of the ascent and descent of the BJP. It follows the natural corollary that everything that goes up must come down. However, when the coming down takes place is not specific since it can run its own course before following the rule of gravity. The BJP’s woes stem from its determination to grab power at any cost so that it can unleash and implement its Hindutva ideology over the entire country. In the process, BJP has attempted to marginalise the Shiv Sena, a long time ally in Maharashtra and today the Sena has announced it will go against its ally in future elections. In the run up to the 2019 Lok Sabha elections, the BJP is facing a near-revolt from its allies over seat adjustments. The Shiv Sena has already made it clear that there won’t be any seat sharing with BJP. Tensions are also growing between the BJP and the Janata Dal-United on the subject of seat-sharing in Bihar for the general elections. The great somersault artiste –Nitish Kumar, chief minister of Bihar- is probably deeply regretting the sudden switch to the BJP. Nitish had ended a 17-year-old alliance with the BJP in 2013, over the latter’s choice of Narendra Modi as its prime ministerial candidate for the 2014 general elections. However, in July 2017, the same Nitish Kumar walked out of the Mahagathbandhan coalition government , or grand alliance, with the Rashtriya Janata Dal and Congress to partner the BJP once again. In the ruling alliance in the state, the Janata Dal (United) is the senior partner with 71 seats in the 243-member Assembly while the BJP has 52 seats. What has riled the Janata Dal (United) was the response of the BJP to its demand for a “respectable share” of seats commensurate to its status. The BJP is not willing to offer it more than nine of the 40 Lok Sabha constituencies in the state, office-bearers of both parties said. For the Janata Dal United, what is even more problematic in the BJP’s seat-sharing formula is that the majority of seats on offer have a formidable presence of Muslim and Yadav voters – the core vote base of the Lalu Prasad-led Rashtriya Janata Dal. Even trusted partner Akali Dal, it seems, is not that happy. Naresh Gujral, Akali Dal MP, had confided to a magazine “In politics you change with the changing times. We see where the wind is blowing now.” Well, the changes seem to be manifesting but will the wind be strong enough to blow the change in 2019, is the question.
DailyDevotion Decreasing for His Purpose He must increase, but I must decrease. —John 3:30 If you become a necessity to someone else’s life, you are out of God’s will. As a servant, your primary responsibility is to be a “friend of the bridegroom” (John 3:29). When you see a person who is close to grasping the claims of Jesus Christ, you know that your influence has been used in the right direction. And when you begin to see that person in the middle of a difficult and painful struggle, don’t try to prevent it, but pray that his difficulty will grow even ten times stronger, until no power on earth or in hell could hold him away from Jesus Christ. Over and over again, we try to be amateur providences in someone’s life. We are indeed amateurs, coming in and actually preventing God’s will and saying, “This person should not have to experience this difficulty.” Instead of being friends of the Bridegroom, our sympathy gets in the way. One day that person will say to us, “You are a thief; you stole my desire to follow Jesus, and because of you I lost sight of Him.” Beware of rejoicing with someone over the wrong thing, but always look to rejoice over the right thing. “…the friend of the bridegroom…rejoices greatly because of the bridegroom’s voice. Therefore this joy of mine is fulfilled. He must increase, but I must decrease” (John 3:29-30). This was spoken with joy, not with sadness— at last they were to see the Bridegroom! And John said this was his joy. It represents a stepping aside, an absolute removal of the servant, never to be thought of again. Listen intently with your entire being until you hear the Bridegroom’s voice in the life of another person. And never give any thought to what devastation, difficulties, or sickness it will bring. Just rejoice with godly excitement that His voice has been heard. You may often have to watch Jesus Christ wreck a life before He saves it (see Matthew 10:34).

victory of humility
ntroduction: Palm Sunday in most Christian Churches involves the distribution of palms and a commemoration of Jesus’ triumphal entry into Jerusalem amidst shouts of Hosanna. But what is the meaning of his decision to ride into Jerusalem on the back of a donkey? It has everything to do with true victory being a victory of humility. Palm Sunday-When a conquering hero of the ancient world rode into town in triumph, it was in a regal chariot or on the back of a stately stallion. Legions of soldiers accompanied him in the victory procession. Triumphal arches, festooned with relief sculptures, were often erected to immortalize his valiant victory. After driving out demons, healing the sick, and raising the dead, it was time for the King of Kings to enter the Holy City. But to do so, he rode not on the back of a warhorse, but a donkey. His companions accompanied him brandishing not swords, but palm branches. The monument to his victory, erected a week later, was not an arch, but a crucifix. His earthly beginning was frightfully humble. And his earthly end would be no different. The wood of the manger prefigured the wood of the cross. From beginning to end, the details are humiliating. No room in the inn. Born amidst the stench of a stable. Hunted by Herod’s henchmen. Growing up in a farflung province of the Roman Empire-Galilee, the land where the country accent is so thick, you can cut it with a knife. How it that the high priest’s servant-girl knew Peter was a disciple of Jesus? His hillbilly accent gave him away (Matthew 26:73). Jesus disciples were not cultured, learned men of ability. They were drawn from the low-life
T
of a backwater region. When one of his closest companions offered to betray him, he did not require millions. Jesus’ worth was reckoned to be no more than the Old Testament “book value” for a slave-thirty pieces of silver (Ex 21;32). When he was finally handed over to the Romans, he was not given the punishment meted out to Roman citizens. Beheading was the quick, dignified way to execute someone of any standing. Instead Jesus was given punishments reserved only for slaves and rebellious members of subjugated peoples - flagellation and crucifixion. These two penalties were not just about the pain, but about the humiliation. In first century Judea, men and women typically covered themselves from head to toe, even in the scorching heat. A crucified man was stripped naked and put on display for all to see. But this is not primary a story of violence and humiliation. The events of Holy Week are much more about love and humility. That’s why on Passion Sunday we read the powerful words of Paul’s letter from the Philippians (2:6-11). Though the Divine Word was God, dwelling in the serene heights of heavenly glory, he freely plunged to the depths of human misery, joining himself to our frail nature, entering into our turbulent world. As if this act of humility were not enough, he further humbled himself, accepting the status of a slave. His act of stooping down to wash the feet of his disciples (Jn 13) was a parable of his whole human existence, for this act was regarded as so undignified that not even Israelite slaves could be compelled to do it. But that’s just it. Jesus was not compelled to do it. He willingly lowered himself in his birth, in his ministry, in his death. No one took his life from him. He freely
laid down his own life (Jn 10:18). Others did not have the chance to humble him; he humbled himself. Humility is above all God’s way: God humbles himself to walk with his people, to put up with their infidelity. This is clear when we read the Book of Exodus. How humiliating for the Lord to hear all that grumbling, all those complaints against Moses, but ultimately against him, their Father, who brought them out of slavery and was leading them on the journey through the desert to the land of freedom. Conclusion: Humility is not a sign of weakness. Just as arrogance reveals insecurity, humility demonstrates strength of character. Consider the humble nun from Kolkata, Mother Theresa, and the power she wielded in changing the lives of so many of India’s poor. Mahatma Gandhi likewise was a very humble man. Although educated as an attorney, he lived a simple life and even wove his own garments. Yet through humility and nonviolence, for which Gandhi credits Jesus after reading the Sermon on the Mount, he was able to help liberate his native India from British rule. Finally, humility attests to your level of spiritual growth and maturity. Humility is the realization that all your possessions, accomplishments and life are a gift from God. You no doubt realize how precious life is, how “by the grace of God” your life could be worse, much worse. Humility is your acknowledgement that you are God’s child. His instrument and servant. In this world the great are served by the humble, but as Jesus demonstrated, the humble are served only by the truly great. Rev. Fr. C. Joseph, Counsellor-St. Joseph’s College, Jakhama
T
oday, the congress party in Nagaland is just like a crux political party that had been already diminished and even dissected by creating another political party called ‘Nagaland Congress’. Later on even this party had merged to other political party. Once, the mighty congress party ruled the state for nearly four decades, is today struggling to survive its entity and unable to get even a single seat in the recently concluded 13th NLA election. Currently, even to stand the Congress office building seems to be uncertainty. The congress party is less fortunate that nobody bothers to take up the affairs of the party for rejuvenation and propaganda and it can only be succeeded unless some fatherly figure or some political veteran takes over the charges for political tenacity. During the stage of congress disintegration just to add fuel to fire, the top brass from the centre deputed to look into the affairs of party in the North Eastern Region didn’t bother to visit Nagaland and had visited state twice only and also refused to let Rahul Gandhi come to the state and campaign for the party (as per the statement made by NPCC president on local dailies) knowing that there wouldn’t be any fruitful result in the state. Now, the reign of congress in Nagaland is not only dead but already put in a coffin for final rite/disposal whereas in the centre congress is likely to storm back to power. To some extent the revival of congress party in Nagaland can be necessitate only by changing of guard (shifting of power) in the centre from BJP led NDA government to congress led UPA government in the coming Lok sabha election of 2019. Otherwise survival and reviving of the party to a prestine glory seems impossible. There is always a common feeling that ‘where the central government wind blows, the state government also blows on that direction’. But this notion is not a conclusion to it because in Punjab state election the congress won majority and heading the strong and stable government. In Gujarat state election too, there was a close fight between the BJP and the Congress losing narrowly to BJP. Congress party in Nagaland needs to tackle seriously from
where the water is leaking in order to recover from sickness suffering from unknown diseases. I’m not in favour of congress party nor am I an active politician neither against any political parties but the congress party once ruled the state for years had come and gone like a mighty kingdom and now unable to mark its presence in state’s politics. So, is this the end for congress party? Before the era of coalition government in the centre, the central government was always headed by the congress party. Nagaland government too was headed by the congress party for some decades and it was until the rise of DAN (Democratic Alliance of Nagaland) government under the strong and dynamic leadership of Shri. Neiphui Rio (the present chief minister of Nagaland). The era of coalition government and coalition politics (pre poll and post poll alliance between the parties) had sowed the seed in our state too whereby no single party could form the government on its own without alliance or without the help of other political party. It was only in the case of outgoing 12th NLA that there was an opposition- less government with NPF party as the sole owner of the state government after merging and defection dramas by some political parties like BJP, NCP, Congress and some Independents on different occasions for game of thrones politics. During the high peak of congress rule in Nagaland, to defeat or to overthrow them was just like an ant challenging an elephant fighting for the survival. No matter how, an NPF party had succeeded in overthrowing a long decade congress rule in the state and in the year 2003 strong and stable government was formed by NPF led DAN government despite congress party coming out as the single largest party. The congress party needs to calculate the mistakes done in the past and introspect the present reality of state’s affairs by reinventing firmly on policies and programmes and come out with palatable manifestos in order to revive and survive the party for the larger interest of the masses. India’s secularism myth
he political resolution adopted during the 84th plenary session of the Indian National Congress (INC) at New Delhi invoked Mahatma Gandhi’s ideas of “multi ethnic, multilingual and multi-religious” India. The resolution gives credit to the party as the sole custodian and defender of the vision of this great man, recognized INC as the party that champions the cause of “freedom, human dignity and democracy across the world”, and asserts its claim that it is only the “resurgent Congress alone shall win back the idea of India as envisioned by the founding fathers of our nation”. The spirit of secularism, pluralism and diversity, which is Mahatma’s dream for India, is supposed to be the very ethos that should constitutes and defined modern independent India. However, the nation, that was born under the shadow of tragic partition vis-à-vis communal violence where people regardless of their religious affiliation who are co-existing for centuries had to start taking each other’s life and that displaced and cost millions of innocent lives, is yet to live to that dream as the partition ghost continues to haunt every Indian citizens and the tragedy of communal violence and conflicts based on religious ground keep reenacting in and around the country for the last seven decades with the successive democratically
elected government failing to prevent this infamous reenactment. If there is one political party that had failed Mahatma Gandhi, then it is the Congress. During 70 years of India’s independence, the grand old party of India had the unique privilege of ruling the country for 54 years. But this period is marked by series of catastrophic events that befall upon humanity which in turn had earned a tragic blot on India’s secularism. This includes suppression of the right of the hill people including the Nagas political aspiration by brute force and through imposition of a draconian law called AFSPA, imposition of emergency to defy people’s mandate, the infamous Operation Blue Star where a “secular government” sent an army, which was supposed to be an instrument for protecting and safeguarding its people and their faith, to destroy a temple and the anti-Sikh riot as the concerned authority “justified” its action with a conspicuous statement “when a big tree falls the earth shakes”. The content of political rhetoric in the party’s resolution does not sufficed Mahatma’s vision of India as the Congress’ rule for over five decades never reflected the character of being a true Gandhian. In contrast, the nature of governance under Congress all proves an anti-thesis to the very idea of India of its founding father.
Mahatma Gandhi’s extra-ordinary height of tolerance and understanding of other’s right was exhibited when he expressed his willingness to grant the Nagas’ political aspiration for free sovereign nation. As he dreamed of a secular and diverse India, respect for other’s right towards making the world a better place to live is what he envisaged for the whole world. By crushing the Nagas’ right, the successive Congress regime had betrayed not only the Nagas but the commitment of the person whom they had takes pride in championing his vision. For the party, fulfilling his vision will require meeting the dreams and aspiration of many minority groups in India including the political aspiration of the Nagas. Appeasement politics for electoral gains is what has distance the INC from being a secular party. The party’s dearth of integrity and incisiveness in its stand for secularism is many a times seen in the recent past when they are often lured away by the techniques of appeasement politics with the hope of consolidating its vote bank. The same was most prominently shown during and after the Muzaffarnagar riots in 2013. At the height of communal tension, the ambiguous statement of its leader Rahul Gandhi that the Pakistani ISI are recruiting Muslim youths in the state thereby instilling fears and insecurity in
the minds of the people belonging to minority religion. This statement was purely intended to win the support of the majority Hindus. Again, during campaign for last year Gujarat assembly election, Rahul Gandhi tur ned religious and started visiting different temples that only created doubt in the minds of the people on the integrity and commitment of this man, who is now leading the party. The party is now proposing to “de-Hinduize” the 20 million Lingayats and Veerashaivas from Karnataka and according them with a status of minority religion in their attempt to win their support as election in the state is just round the corner. Quota here is the pretext, vote is the target. Resorting to this kind of politics is a reflection of the party suffering from the chronic power struggle with the motive of grasping it at any cost. The rise of majoritarian religious fundamentalism in today’s India that threatens the freedom of religion of the minorities is one thing; the inherent flaws within India’s claim for secular and pluralistic nation since its independence are equally problematic. Could one claim that India was a very tolerant and a secular country, a safe haven for ethnics and religious minorities till 2014, and that all of sudden things turn around when a man called Narendra Modi appeared and take the center stage
in India politics, and that has affected the whole social fabric of the country? Persecution, poverty and underdevelopment were part of India’s story for the last 70 years. The country today is witnessing a political tug-of-war between the forces of religious fundamentalism and pseudo-secularism. One represents the idea of India under one religion and the other politics of appeasement on religious ground for the sake of achieving political power. This is the product of India’s democratic institution after 70 years of its independence and this is the choice that
it is now offering to its citizen. One can never be sure which one of the two would be the better option. And this is the tragic proverbial choice between the devil and deep sea that the Indian, especially the minorities, confront today. The political and social circumstances under which India as a nation was created, and the enduring defective electoral process and practices are preventing the nation from becoming a truly democratic, secular and pluralistic nation. Reader’s Post Identity crisis
Sir,
Lately, everyone has become so transparent due to enhanced technological platforms, from one snap away Instagram to real life streams Twitch. Right to privacy is literally disappearing from the fabric of society. We humans need privacy; right to anonymity, especially in such crowding times and environment. People in modern states could make substantiated statements by choosing to remain anonymous and labeling pseudo identity to retain individuality of the remark, while still holding accountable and answerable to the state in the records. The catch is, by holding accountable, the statements are ensured of not being legally offensive to the state and any individual. Perhaps, with relevance to the developing realities of Nagaland, we can assess all the irregularities in our current system and deliberate more on regulating social and privacy rights of an individual in the future. of this,” she said. Accusing Prime Minister Narendra Modi and BJP chief Amit Shah of misusing state machinary to make their candidates win, she said: “The BJP did not deter from indulging in malpractices. They exterted all their force to ensure that the BSP candidate does not win at any cost. “The entire system was deployed to ensure that the newly formed ties between BSP and SP loosens. An environment of fear was created due to which there was also some cross-voting done.” Mayawati was reacting over Chief Minister Yogi Adityanath’s claim in which he blamed the Bahujan Samaj Party’s loss on the Samajwadi Party’s “opportunism”. Taking a swipe at SP, Adityanath described
it as “opportunistic” since it got votes of the BSP in bypolls to Gorakhpur and Phulpur parliamentary seats but failed to transfer its own in the election for 10 Rajya Sabha seats of the state. He also cautioned the BSP, saying the results are a signal as its candidate Bhimrao Ambedkar got defeated by BJP nominee Anil Agarwal in a close contest for the 10th seat. “The opportunistic face of SP has been once again exposed. It can take from others but can’t give,” Yogi told media persons after the BJP won nine out of the 10 seats. Without taking name of Mayawati, he said the election results are a “signal for some” and “they should be cautious”. “Signals are enough for an intelligent person,” he added. In a nail-biting finish, the BJP managed to get all its nine candidates in the Rajya Sabha polls elected. The BJP candidates were Union Finance Minister Arun Jaitley, party’s national general secretary Anil Jain, spokesperson G.V.L. Narasimha Rao, Vijay Pal Tomar, Kanta Kardam, Ashok Bajpai, Harnath Yadav, Sakaldeep Rajbhar and Agarwal.

Earlier, leader of opposition, TR Zeliang, expressed discontentment over the electoral process and said some EVMs were damaged and many genuine voters could not cast their votes. Zeliang said election was conducted but lives were lost and post-poll and post-result violence continued. He said there was a
ing by saying election was conducted smoothly. Zeliang also raised the 6 Tening A/C issue, saying NPF and independent candidate were not invited for the second tabulation. He asked why only NDPP was invited after the Returning Officer had issued certificate to the NPF and the same was also uploaded on ECI website.
Solution for permanent peace: CM
(From p-1) On NPF criticism against the PDA cabinet decision to repair roads within 60 days, Rio said NPF only exposed itself of knowing where all the money had gone. He said the 60-day period was effective from March 8, 2018 and also urged the opposition to keep the government on its toes. When opposition took a jibe at NDPP for copying the party motto from that of a renowned school, Rio said the motto was the party vision and not copied as alleged. Responding to former chief minister and leader of opposition T.R. Zeliang that PDA has no vision and only following the policy of NPF, Rio instead pointed out that as three-time chief minister of NPF-led DAN government, the manifesto of “Peace for Development and Development For Peace” was adopted when he was NPF leader. Rio also reminded T.R. Zeliang to assess his performance as chief minister after he took over from him (Rio) and later how public revolted and demanded his resignation and how he (Rio) helped T.R. Zeliang retain his chair. Making comparison, Rio said T.R.
Zeliang led the NPF for the first time in election but failed whereas he led NPF thrice and succeeded .Rio also maintained that the four-lane road extension was initiated during his tenure as chief minister when prime minister Atal Bihari Vajpayee visited Kohima in 2003. He therefore, asked Zeliang not to take all the credits for projects which he (Rio) had initiated after the NDA government came to power. On the Vision 2030, Rio said his government will study it minutely and only incorporate those that were realistically achievable. On the issue of streamlining of recruitment policy and ration supplies to police personnel, Rio opined that the suggestions could have been implemented during Zeliang’s leadership but nevertheless the PDA would take corrective measures. He also informed that appointments of advisors were made with limited powers to assist the minster-in-charge and the delay was due to consultations with legal luminaries. Meanwhile, the motion of thanks to the Governor’s address was passed as the opposition agreed not to put it to vote.

An amount of Rs. 185.09 crore was also released during for the period of 2017-18 as grants for the excluded areas (areas not covered under Part IX and Part IX A of the Constitution). Bendang stated that this amount should be able to clear the backlog of Grant-in-Aid to the VDB’s in Nagaland for three years besides enabling the government to provide Matching Cash Grant to the VDB’s without any constraints. He urged the general public and VDBs to be aware of such fund allocations so that they are not deprived of any sanction granted by the Ministry of Rural Development.
EC to discuss measures to protect electoral process New Delhi, Mar 23 (PTI): The Election Commission is set to discuss measures it can adopt to protect the electoral process from being compromised by “outside influences” after revelations of data harvesting by poll consultancy firm Cambridge Analytica through Facebook. Next week, the poll panel would also discuss whether the 2014 Lok Sabha polls were also influenced due to data mining. But without details and expert opinion, the EC cannot ascertain that, said an official. In the coming days, the
commission could also seek an “actual” report from the IT Ministry to decide on the future course of action, a senior EC functionary said. He said that as the issue was related to elections, the poll watchdog would have to take decisions, including recommending changes, in the law to the government. The commission would also review its understanding with Facebook which had been helping the body in encouraging youth to enroll as voters. The EC’s social media cell was also expected to draw up a report on the al-
legations of data mining to influence voters. CEC OP Rawat had recently said that the poll panel was drafting a media policy that would allow it to monitor content that transgresses the code of conduct and also checks the misuse of the medium for surrogate publicity. “It has come to the EC’s notice that some public relations firms are actively being deployed to shape public opinion online.
(From p-1) Further, the four bodies warned that they would not tolerate such act of terror but would be responded in a befitting manner. With the up-gradation of Police Commissionerate, they said the public reposed their faith in the agency hoping for peace and tranquillity in Dimapur. However, the two incidents indicate that many areas and loopholes in policing were yet to be strengthened, they maintained. The four bodies also reminded the law enforcement agencies that with the beginning of the new financial year, illegal tax collection and harassment on the public and business community have increased. They, therefore, appealed to the police to take sufficient step by deploying adequate civilian cloth policeman in various sensitive and market areas and provide dedicated helpline to all business establishments and the public. They also demanded deployment of sufficient quick response and patrolling team to prevent recurrence of such terror incident.

Lucknow, Mar 24 (IANS): Dubbing BJP’s victory for the 10th Rajya Sabha seat in Uttar Pradesh as “immoral”, BSP supremo Mayawati on Saturday and made it clear that the defeat will not affect its tie up with former archrival Samajwadi Paty. The former Uttar Pradesh Chief Minister also decried use of money, muscle power and state machinery by the state’s ruling party to win the elections but refused to blame the SP. “I would like to tell BJP that their malpractices will not succeed in breaking the ties between SP and BSP. The poll results of Rajya Sabha have not affected the SP-BSP tie up in any way. Not even by an inch,” she told a press conference here. Mayawati said that the Bharatiya Janata Party tried to show its win in Rajya Sabha polls as “revenge” for the defeat in the bypolls to the Gorakhapur and Phulpur parliamentary constituencies but they forget that in Lok Sabha polls, people directly elect their representatives. “This immoral victory cannot make up for their defeat in Gorakhpur and Phulpur. C h e nna i , M a r 2 4 (IANS): PMK leader Anbumani Ramadoss on Saturday demanded that Tamil Nadu’s AIADMK government set up anti-corruption body Lokayukta immediately. Citing the Supreme Court’s direction to Chief Secretaries of 12 states including Tamil Nadu - to explain the reasons for not setting up Lokayuktam, he said the state government should pass the necessary law immediately. The former Union Minister said the state government need not wait for the Central government amend the Lokpal Act to set up Lokayukta as there is no connection between the two. On March 23, the Supreme Court sought an explanation from 11 states - Jammu and Kashmir, Manipur, Meghalaya, Mizoram, Nagaland, Tamil Nadu, Telangana, Tripura, West Bengal and Arunachal Pradesh and the Union Territory of Puducherry - as to why they have not appointed any Lokayukta or Uplokayukta. The court order came on a petition filed by Bharatiya Janata Party leader and top court lawyer Ashwini Kumar Upadhyay, seeking appoint of Lokpal at the Centre and Lokayukta in the states.

Delhi Police on Saturday tendered their “deepest apologies” for the attack on two media personnel in Jawaharlal Nehru University (JNU) on Friday when police undertook a baton charge on protesting students. “Yesterday’s (Friday’s) incident was a very unfortunate one. Our deepest apologies to the media. Our intention wasn’t to obstruct the media from doing its job,” said DCP and Delhi Police spokesperson Madhur Verma in a statement. The Delhi Police, in its statement, said the incident happened due to confusion as some female police personnel mistook the photojournalist as a protestor. It has, however, taken strong cognizance of the matter and ordered an inquiry. “Delhi Police and I personally have always maintained that the media is an integral part of our democracy. We have always provided access to information and at our end have always tried to ensure media personnel covering the police don’t face any problems while doing their job,” said Verma.

On the currency front, the rupee weakened by eight paise to close at 65.01 against the US dollar from its previous week’s close at 64.93. “Sentiments were affected by rising crude oil prices, bond yields and a troubled domestic banking system. Uncertainty around the political situation in the country added to the woes, and collectively dragged the sentiment across the street,” Gaurav Jain, Director at Hem Securities, told IANS. Provisional figures from the stock exchanges showed that foreign institutional investors purchased scrips worth Rs 2,524.13 crore and the domestic institutional investors (DIIs) scrips worth Rs 211.91 crore during the week.

Apart from the prospects of escalating trade wars, the risk-taking appetite of investors was marred by rising crude oil prices, the ongoing turmoil in the domestic banking system as well as the uncertainty on the political situation in the country. New Delhi, Mar 24 (PTI): Gold prices rose by Rs 85 to trade at one-month high of Rs 31,835 per 10 grams Saturday on strong global cues and increased buying by local jewellers. Silver prices also went up by Rs 50 to Rs 39,600 per kg, on sustained buying by industrial units and coin makers. Marketmen said, sentiment remained bullish largely backed by a firming trend overseas as renewed trade war fears between the US and China dragged the US dollar down, prompting safe-haven buying. Globally, gold rose by 1.37 per cent to USD 1,346.80 an ounce and silver by 1.13 per cent to USD 16.53 an ounce in New York in yesterday’s trade. Moreover, pick-up in buying by local jewellers helped the precious metal to hit onemonth high, they added. In the national capital, gold of 99.9 per cent and 99.5 per cent purity rose further by Rs 85 each to Rs 31,835 and Rs 31,685 per 10 grams, respectively, a level last seen on February 27.

PARIS, MAR 24 (IANS): Police in France arrested a second person for Friday’s attacks by a gunman, which led to the death of four people. A report by state-run France Info radio said the young man, born in 2000 and a friend of the gunman, Redouane Lakdim, was placed in custody. Lakdim began his rampage by hijacking a car in the southern French town of Carcassone. He shot one passenger dead and injured the driver. In Carcassone, he also fired at jogging police officers, injuring one, before driving to nearby Trebes. He stormed a supermarket there, telling the 50-odd people inside that he was “a soldier of the Islamic State” and was seeking “to liberate brothers”. Later, 25-year-old attacker Lakdim was shot dead by the police. He was initially believed to have acted alone. The death toll climbed to four after a police officer who voluntarily took the place of a hostage during the supermarket siege died on Saturday, the BBC reported. Lt. Col. Arnaud Beltrame, 44, “fell as a hero” and showed “exceptional courage”, French President Emmanuel Macron said. Col. deter similar crimes,” said Deputy Attorney General Rod Rosenstein. The organization to be sanctioned is the Mabna Institute, which was supposedly subcontracted by the IRGC to carry out these cyber intrusions, and committed the data theft for private profit. T h e i n s t i t u t e wa s founded in 2013 to aid Iranian universities and research companies obtain foreign scientific information and intellectual property, according to the US Treasury Department. Among the individuals sanctioned were nine Iranbased “leaders, contractors, associates, hackers-for-hire or affiliates of the Mabna Institute” who engaged in “malicious cyber-enabled activities related to the significant misappropriation of economic resources or
personal identifiers for private financial gain”, the Treasury said. The tenth affected was an Iranian who illegally hacked a US media and entertainment company, from which he tried to extort $6 million. With regard to the academic and research institutions from which data were stolen, the United States said that 14 universities on its territory and another 176 overseas had been the hackers’ cyber victims. The massive theft struck organizations in 21 countries besides the United States, including Australia, Germany, Ireland, Italy, South Korea, Spain and Turkey. “Today, in one of the largest state-sponsored hacking campaigns ever prosecuted by the Department of Justice, we have unmasked criminals who normally hide behind the ones and zeros of computer code,” said Geoffrey Berman, US attorney for the Southern District of New York.
Iran condemns US sanctions
Iran’s Foreign Ministry on Saturday condemned the US sanctions on 10 Iranians and an organisation and
called the measures “illegal and provocative”. Washington imposed sanctions on Iranians and an Iranian firm on Friday, all related to the Islamic Revolutionary Guard Corps (IRGC) for the massive theft of valuable data from hundreds of universities, private firms and government agencies worldwide. The US’ “illegal and provocative” measures could not affect the country’s scientific growth, Iranian Foreign Ministry spokesman Bahram Qasemi was cited as saying by Xinhua news agency. “The US move proves the country’s inherent hostility towards the Iranian nation,” he said. Through the Treasury Department and the Justice Department, the US government established penalties on the suspected perpetrators of the cyber attack, through which 31.5 terabytes of sensitive data were appropriated from universities, US and UN agencies, as well as from private companies. According to US authorities, the sanctions consisted of freezing all the suspects’ assets under US jurisdiction and banning them from doing business with Americans.

LIMA, MAR 24 (IANS): Peru’s new President Martin Vizcarra took the oath of office on Friday, pledging to take a strong stance against corruption in government. Vizcarra, who was vice president until scandal-hit Pedro Pablo Kuczynski handed in his resignation as president on Wednesday, also called for national unity. “We will be very firm in combating actions that go against the law, no matter where, no matter what the cost ... with a steady hand,” Xinhua quoted Vizcarra as saying in his first

national address after being sworn in by the head of parliament. Kuczynski’s fall from grace should mark “the start of a new era,” he added. Earlier in the day, lawmakers accepted Kuc-
zynski’s resignation letter following a lively debate, with 105 votes in favor, 11 against, and four abstentions. The vote officially left the top office vacant, paving the way for Vizcarra’s swearing in, though there was little doubt that the majority of legislators would accept Kuczynski’s departure. Kuczynski was accused of accepting bribes from Brazilian construction giant Odebrecht when he was minister in the first half of the 2000s, with payments made to a U.S.based consulting firm that he owned.

House Minority Leader Nancy Pelosi condemned the Trump administration’s move as “cowardly” and “disgusting”. “This latest memorandum is the same cowardly, disgusting ban the President announced last summer. No one with the strength and bravery to serve in the US military should be turned away because of who they are,” Pelosi said. LGBT advocates also denounced the move. “There is simply no way to spin it, the Trump-Pence Administration is going all in on its discriminatory, unconstitutional and despicable ban on transgender troops,” Human Rights Campaign president Chad Griffin said. “The Tr ump-Pence administration’s continued insistence on targeting our military families for discrimination is appalling, reckless and unpatriotic,” said American Military Partner Association president Ashley Broadway-Mack.
Cairo, Mar 24 (IANS): A car bomb killed two people and injured several others in the centre of the Egyptian port city of Alexandria on Saturday, officials said. The attack unsuccessfully targeted the city’s security chief while he was travelling in a convoy, the Interior Ministry was cited as saying by Efe news. Egypt is just two days away from its presidential election, that will be held from Monday to Wednesday, in which President Abdel Fattah al-Sisi is competing for a second mandate. An Interior Ministry statement only confirmed the death of one policeman, adding that three others were injured by an explosive device placed under a vehicle parked near the Alexandria Security Directorate headquarters. On April 9, 2017 two separate bomb attacks targeted Coptic Christian churches in Alexandria and the city of Tanta in the Nile Delta, killing 44 people and wounding 100 others. The Islamic State terror organization claimed responsibility for both attacks.

The White House issued a memorandum on Friday night on policies determined by Defence Secretary Jim Mattis, stating that transgenders were “disqualified from military service except under limited circumstances”, The Hill magazine reported. The memorandum, filed in the US District Court in Seattle, stated that “transgender persons with a history or diagnosis of gender dysphoria -- individuals who the policies state may require substantial medical treatment, including medications and surgery -- are disqualified from military service except under certain limited circumstances”. The Greatest Showman soundtrack New Breaking Benjamin song ‘Psycho’ The Twin Effects releases single ‘Chasing Shadows’ T equals Adele’s UK chart run
T
he Greatest Showman soundtrack is number one in the UK for the 11th week in a row - more than any other album in modern chart history except Adele’s 21. The soundtrack hasn’t loosened its grip on the top spot since January, and has seen off competition from the likes of Craig David and Camila Cabello. It has sold 465,000 copies - more than 40% of which have been on CD and vinyl, the Official Charts Company said. The success comes despite lukewarm reviews for the movie itself. The Telegraph declared it “completely and utterly bibbly bibbly quack-quack insane”, while the Evening Standard called it “a load of big top baloney”. But the film, which stars Hugh Jackman as circus entrepreneur PT Bar-
num, defied the critics to become a major box office success. In the UK, it has sold £37.5m worth of tickets, second only to Black Panther in 2018. Many fans are paying to see the film multiple times, with a knock-on effect on the success of the soundtrack, which has also spawned the top 40 hits This Is Me and Rewrite The Stars. When it first reached number one, on its third week of release, songwriters Benj Pasek and Justin Paul said they were “honoured and thrilled” by its reception in the UK. “The universal themes of inclusion and acceptance are what inspired every song on the soundtrack, and we couldn’t be more proud of everyone involved,” they told the Official Charts Company. It now has the the joint-
longest consecutive run at the top spot in the past 30 years, along with Adele’s 21 in 2011. Other albums that have enjoyed long consecutive spells at the summit include Madonna’s Immaculate Collection (nine weeks in 1990), the Eurythmics’ Greatest Hits (nine weeks in 1991), The Beatles’ greatest hits collection 1 (nine weeks in 2000), and Ed Sheeran’s Divide (nine weeks in 2017). The overall record for the longest ever spell at number one is held by the South Pacific soundtrack, which was number one for a mammoth 70 weeks in a row from 1958-1960. Meanwhile, on this week’s singles chart, Drake also sustains a long run at the summit - with God’s Plan notching up its ninth week in pole position. That means Rudimental’s These Days has to settle for a seventh week at number two. It is now one of only three singles to spend so long in second place without reaching number one. The others are I Swear by All-4-One in 1994, and Moves Like Jagger by Maroon 5 and Christina Aguilera in 2011. E l s ew h e r e i n t h i s week’s top five, George Ezra’s Paradise climbs seven places to number five, earning his third top 10 hit. (BBC)
“P
sycho”, a brand new song from Breaking Benjamin was released. The track is taken from the band’s upcoming sixth studio album, “Ember”, which will be released on April 13 via Hollywood Records. Speaking about the disc, Breaking Benjamin founder/frontman Ben Burnley noted: “People have always really liked the heavier side of the band. I think that’s what they sort of gravitate towards. But we also make sure to explore our melodic and softer side too.” On “Ember”, he explained, “we just tried to make it more extreme — the softer side
on this album is really soft, and the heavy side is really heavy. We decided to give everybody what they want to the furthest degree.” Produced by Breaking Benjamin, “Ember” is the follow-up to the band’s 2015 release “Dark Before Dawn”, which debuted at No. 1 on Billboard 200 chart and spun off three No. 1 rock radio tracks, “Failure” (2015’s most played Active Rock track), “Angels Fall” and “Never Again”. The first single from “Ember”, “Red Cold River”, was released on January 5 and the accompanying video has nearly four million views. (Blabbermouth)

‘It has been a difficult Asian Cup qualification’ Rai confident of bagging CWG medal
NEW DELHI, Mar 24 (PTI): His team may have already made the finals of next year’s Asian Cup but Indian football team head coach Stephen Constantine, who presided over an
unbeaten run of 13 internationals, asked his players to remain focussed, having endured a “difficult” qualification. India play Kyrgyz Republic in an inconsequen-
“We played the playoffs for the World Cup qualifiers, the group stages for the WC Qualifiers, the play-offs for the Asian Cup qualifiers and the group stages again. The last time we qualified was in an 8-nation competition in India and so it doesn’t compare.” The coach said he is going to miss a few important players, including skipper Sunil Chhetri, next week. “We always play to win. We have, however, a number of players who are out for the match. Sunil Chhetri is serving a double yellow booking, Eugeneson Lyngdoh is injured and so are Jackichand Singh and Nikil Poojary.”
Porterfield blasts ICC’s obsession with ‘big cheque’ H ARAR E , M a r 2 4 (Agencies): Ireland captain William Porterfield blasted ICC for an obsession with the “big cheque” after his side were edged out of a spot at the 2019 World Cup by Afghanistan on Friday. Ireland lost by five wickets in their final qualifier, a defeat which allowed Afghanistan to join defending champions Australia, India, Pakistan, Sri Lanka, Bangladesh, England, South Africa, West Indies and New Zealand in the 2019 finals in England and Wales. The trimmed-down 10-team tournament has been widely lambasted for its detrimental effect on the development of the game globally after it once boasted 16 teams. “How is there only two teams going (from the qualifiers) to a competition that’s played every 208 weeks and you’ve got a six-week com-
William Porterfield
petition, to just play it so two or three big teams can play nine games on TV so the ICC can cash in with a big cheque, and a lot of teams are leaving here with nothing in their pocket,” said an angry Porterfield. “The big cheque they’re getting from the World Cup has to be pushed back down through. All I hear is how good this competition has been, how everyone has beaten everyone, it’s gone round in a circle.”
He can call us: Sweden on Ibra’s World Cup hopes
“It has to be put back into the game because if countries don’t have a World Cup to look forward to or the possibility of getting to the World Cup... if they actually give that carrot, dangle it in front of countries, surely cricket is going to get better in those countries and actually expand. I’m not just saying that because we didn’t get there but I feel sorry for a lot of countries that are leaving here that don’t know what’s going to
happen next week.” The ICC cut the World Cup to 10 teams for 2019 with all sides playing each other in a round-robin competition. As one of cricket’s newest Test nations, alongside Afghanistan, Ireland have at least their first Test match against Pakistan this summer on the horizon. “To some extent we’re lucky. We’ve managed to get where we are. I feel sorry for Scotland, how it ended for them. For them to progress, it’s going to be harder. We’ve got our pathway, as hard as it is, to keep drip feeding money out to keep improving facilities and things like that, from the ICC.” “And a lot of teams will leave here with nothing in their pocket. Scotland have come so close and yet so far themselves, but what have they got to look forward to for the next few years?”
And missing the duo of Chhetri and Eugeneson will be a factor. “Yes, of course. Both are experienced players. The list is long and you need to add Jackichand, Nikhil and Sumeet Passito too. But this is football and the players replacing them should look at this as an opportunity to make an impression. “We have a long way to go before the Asian Cup Finals and a lot can happen between now and the finals. In between we have the Intercontinental Cup, the SAFF Championship, the Asian Games and the FIFA International dates as well. “There’s also a lot of football to be played at the domestic level.”

Zlatan Ibrahimovic
STOCKHOLM, Mar 24 (Agencies): He has an ego to match his towering physique but Zlatan Ibrahimovic’s pride must be smarting: he’s taking a massive paycut to play for LA Galaxy, and Sweden is showing no interest in his return to its 2018 World Cup squad. Ibrahimovic, who on Friday became the latest in a long line of ageing stars to swap the heights of European football by leaving Manchester United for LA Galaxy, said earlier this month he missed playing for Sweden. “I miss the national team,” the 36-year-old former captain said. He retired from Sweden duty after the Euro-2016. Known for his swagger, he added confidently, “If I want, I do it. I want to feel that I can deliver a good performance.” But Sweden coach Janne Andersson is clearly not chasing after the 6ft 4ins (1.95m) striker. “It doesn’t change anything for me,” Andersson said as he announced Sweden’s squad for Saturday’s friendly against Chile -- which did not include ‘Zlatan’, as he is simply known in Sweden. “Zlatan is very welcome to call me,” Andersson said, hinting he would not take the initiative. Andersson took over coaching duties in August 2016 - after Ibrahimovic’s departure. In 19 matches, he’s registered 11 wins, four losses and four draws.

Hamilton takes Australian GP pole MELBOURNE, Mar 24 (Agencies): Mercedes world champion Lewis Hamilton produced a sizzling final lap to grab pole position for the seasonopening Australian Formula One Grand Prix in Melbourne on Saturday. The four-time world champion knocked out his rivals with a blistering time of one minute 21.164 seconds to claim his 73rd career pole. The Ferrari duo Kimi Raikkonen and Sebastian Vettel finished second and third with Red Bull’s Max Verstappen in fourth. Hamilton delivered a special flying lap to put a stunning 0.664sec gap on Raikkonen and clinch the pole for Sunday’s opening race of the season. His blistering pace shows he will be the one to beat and helped offset a spectacular crash of his Mercedes team-mate Valtteri Bottas early in the final shootout. Bottas’ crash brought out the red flag to halt Q1 after he ran wide on turn two and slammed into the wall, dislodging a wheel in the collision. He was uninjured and was taken back to the pits in the course car. The shunt tore the rear wing from the car and destroyed the right-side suspension, leaving a mas-

sive overnight repair job for the Mercedes crew. Vettel topped Q2 in 1:21.944 from Hamilton and Bottas. Verstappen and Australian Daniel Ricciardo both ran supersoft tyres in a potential alternative strategy move from Red Bull. McLaren’s Fernando Alonso was a major casualty in Q2, finishing 11th fastest and missing out to Renault’s Nico Hulkenberg.
Others to miss out in Q2 were Alonso’s teammate Stoffel Vandoorne, Sergio Perez, Lance Stroll and Esteban Ocon. Hamilton topped Q3 with 1:22.824 ahead of Ferrari’s Raikkonen and Vettel. Sauber’s Marcus Ericsson was among those who failed to get out of Q1 along with Brendon Hartley, Charles Leclerc, Sergey Sirotkin and Pierre Gasly.
Djokovic dumped out by Paire in Miami Miami, Mar 24 (Agencies): Novak Djokovic suffered his third consecutive defeat as the former world No 1 fell at the first hurdle in the Miami Open on Friday, beaten by Benoit Paire. Six-time champion Djokovic saw his 16-match Key Biscayne winning streak ended with a straightforward 6-3 6-4 loss to talented Frenchman Benoit Paire in the second round. It was another setback for the ninth seed as he bids to return from the elbow injury that sidelined him for six months and finally saw him have a minor surgical intervention after a disappointing Australian Open. He was upset two weeks ago in the second round at Indian Wells by Taro Daniel, a 109th-ranked qualifier. “I’m trying, but it’s not working,” Djokovic said. “That’s all it is. I mean, obviously I’m not feeling great when I’m playing this way. Of course I want to be able to play as well as I want to play. Just, it’s impossible at the moment. That’s all.”
“I felt I started the match well, first six games. Then I just ran out of gas. He was serving well. I just wasn’t able to break him down. He was just coming up with the good shots at the right time. It happened very fast.” Paire broke Djokovic in the seventh game of the opening set - part of a run of five straight games that saw him take a 6-3, 1-0 lead. Djokovic, now ranked 12th in the world, dug deep to escape a 0-40 hole and hold serve in the next game before Paire broke him for a 4-2 lead. Djokovic responded with his first break of the match to put the set back on serve, but he had no answer in the final game as his 28year-old opponent broke to love to seal the win. Meanwhile, second seed Croatian Marin Cilic moved into the third round with a 7-5 6-3 triumph over Frenchman Pierre-Hugues Herbert. David Goffin was unsuccessful in his return from an eye injury, the seventhseeded Belgian falling to Portugal’s Joao Sousa 6-0 6-1.

Wozniacki crashes out
Australian Open champion Caroline Wozniacki slumped to a shock 0-6, 6-4, 6-4 defeat to Monica Puig as she suffered her quickest ever exit from the WTA Miami Open. The 27-year-old world number two appeared to be headed to an easy victory after winning the first set in less than 30 minutes
before the wheels fell off. Puerto Rico’s Puig, who won the gold medal at the 2016 Rio Summer Games, clinched the win with a blistering forehand winner on the second match point. It was another disappointing exit for Wozniacki, who finally silenced her critics earlier this year with her maiden Grand
Slam title in Melbourne, where she defeated Simona Halep in the final. Wozniacki drops to 17-5 on the season as she has now crashed out of her last two tournaments in stunning fashion. In her most recent WTA event in Indian Wells, Wozniacki was upset in the round of 16 by rising Russian star Daria Kasatkina.
Jesse Lingard seals England win against Netherlands Kohli set to play for Surrey; Amsterdam, Mar 24 (Agencies): Jesse Lingard’s first international goal fired England to a 1-0 friendly victory over the Netherlands - their first since Euro 1996 - in Amsterdam on Friday. The Manchester United midfielder’s low shot from the edge of the area just before the hour secured a first English win in the Dutch capital since 1969, as Gareth Southgate’s squad stepped up their preparations for this summer’s World Cup in style. The game was billed as a friendly before kick-off but debutant Hans Hateboer’s shoulder barge into Danny Rose’s face in the opening minute ensured it was anything but. That, and the early loss of Joe Gomez to injury, did little deter England though, as Southgate’s experimental side embarked on an encouraging firsthalf performance, which had everything except end
product. Alex Oxlade-Chamberlain’s rasping eighthminute drive drew Dutch goalkeeper Jeroen Zoet into action before Virgil van Dijk deflected a Lingard shot wide on 17 minutes. Jordan Pickford ensured Matthijs de Ligt’s speculative drive on 22 minutes did not hand the hosts an unlikely foothold - something more clinical finishing would have achieved, Jordan Henderson glancing a Kieran Trippier free-kick wide 10 minutes later. A dominant England were almost made to pay for their profligacy when Bas Dost headed a Memphis Depay corner over five minutes before the interval, and the in-form Lyon forward drew a save from Pickford in stoppage-time. England continued in the same vein after the break, though, and their exuberant display should have yielded a penalty on
Argentina beat Italy

52 minutes, but Stefan de Vrij’s clear trip on Marcus Rashford went unpunished. A minute later, Raheem Sterling and Henderson got in each others’ way while trying to convert Harry Maguire’s
knockdown in the area, but the English pressure soon told. Pickford and OxladeChamberlain combined to release Danny Rose down the left and when his cross was cleared to the edge of the area, Lingard kept
his head to stroke the ball home. Falling behind kicked the Dutch into gear but a comeback never materialised as Dost’s scuffed shot on 63 minutes and a late Depay free-kick were saved by Pickford.
Argentina looked outof-sorts without superstar Lionel Messi for much of their pre-World Cup friendly here against Italy, but midfielders Ever Banega and Manuel Lanzini scored second-half goals to lift them to a 2-0 victory. Although Argentina is regarded as a contender at this summer’s World Cup in Russia and Italy is in rebuilding mode after failing to qualify for football’s showcase event for the first time in 60 years, both teams seemed equally lacking in ideas and structure and overly dependent on their star players to rescue them during Friday night’s game. Even so, the South Americans still had enough punch to threaten the opposing goal, with veteran net minder Gianluigi Buffon making saves on shots in the first half by Nicolas Otamendi, Nicolas Tagliafico and Gonzalo Higuain to keep the game scoreless at the intermission.

It is learnt that the Indian captain’s sole focus is on the five Test series against England and he is ready to miss the one off Test against Afghanistan starting June 14 as he will be busy with his county stint.
“Virat Kohli will be playing for the top English County side Surrey in the month of June. The BCCI has allowed him to fully focus on the England Test series along with Pujara, Ashwin and Ishant Sharma. Virat will miss the Test match against Afghanistan in Bangalore from June 1418,” COA chief Vinod Rai told PTI.
