Will treat action against social media Covid appeals as ‘contempt of court’: SC NEW DELHI, APR 30 (PTI): Terming the second wave of COVID-19 as a “national crisis”, the Supreme Court on Friday warned authorities, from the Centre down to police chiefs, against silencing people and their pleas for help on the presumption that they are raising false grievances on the internet. The top court made clear that any attempt to clampdown on free flow of information on social media including the call for help from people would be treated as the contempt of court. “There should be free flow of information, we should hear voices of citizens,” said a bench headed by Justice DY Chandrachud, and asked the Centre, states and all DGPs not to take any action against anyone who is posting messages on social media about issues like shortage of oxygen, beds or doctors as spreading rumour. “If any action is taken against such posts

by citizens in distress, we will treat it as contempt of the court,” said the bench which also comprised Justices L Nageswara Rao and S Ravindra Bhat. The observations assume significance in view the recent decision of the Uttar Pradesh administration to prosecute people under National Security Act for allegedly raising false alarms on social media. The hearing before the top court on the suo motu case for devising national policy for COVID-19 management is underway. The bench is taking up issues such as projected demand of oxygen in the country at present and near future and as to how the government intended to allocate it to “criticallyaffected” states and about the monitoring mechanism to ensure supply. During the hearing, it observed that even frontline doctors and healthcare workers were not getting beds for treatment and

NBCC calls for prayer during mission week DIMPUR, APR 30 (NPN): As with previous years, Nagaland Baptist Church Council (NBCC) has designated the first week of May as Nagaland Missions Movement (NMM) week of prayer. In a statement, NBCC general secretary Rev Dr Zelhou Keyho emphasised that the mission week was not only a time to solicit mission support for missionaries and mission work, but also a time to recall the faithfulness of God and being grateful to Him for His grace, mercy and love

for the Nagas. Rev. Keyho said letters and appeals had gone out from NMM to associations and churches to meaningfully dedicate the seven days to pray for mission. Stating that “We are the beneficiary of the Great Salvation,” Rev Keyho said Nagas had gone out of their comfort zone with the gospel in last 50 years and that much had been sacrificed and accomplished. Keyho however stressed that much was “asked of us and still desired because we are blessed in so many ways”.

Reminding that Christianity in Nagaland was almost 150 years now, Keyho said year 2022 would be the sesquicentennial year of the coming of the gospel to the Nagas. Prior to that, he recalled that Nagas lived in a world of their own but God, in His mercy and grace, “found us and now we have a majority Christian State”. While participating in the mission week, he called for prayer to the God of harvest to send more labourers to the field, besides praying (Cont’d on p-8) for the

NSF holds 29th general conference Correspondent

Kohima, APR 30 (NPN): Amid the pandemic and relocation of its conference venue, Naga Students Federation (NSF) held its 29th general conference at Naga Solidarity Park, here Friday. Naga society in shambles, says Tongpang: Speaking as the special guest during the theme session, Minister for housing & mechanical and former NSF president, Tongpang Ozukum lamented that Naga society was in shambles and that not even a single apex Naga organisation had the representation of the entire Naga community. He said that this resulted in the voices of Nagas being heard less and its forces becoming weaker because the people were divided and were filled with hatred while being deeply rooted in tribalism. In the backdrop of all these, the biggest irony was the people calling for unity among Naga national workers, Tongpang said, which, he added was very sarcastic in nature. He said since its inception, NSF had always been at the forefront of socio-political activities, making significant contributions to the Naga political movement as well. He reminded successive NSF officials to continue making its presence felt not only within the Naga society but even beyond “our” territory as they uphold the functioning system of the federation.

(NP) While lauding the students body for coming up with a befitting theme “towards harmony”, Tongpang urged Naga leaders to change their mindset, forgive each other and move forward and only then would the people become a force for cooperation and collaboration. Recalling NSF’s 21st general conference held 16 years ago at the same venue during which state chief minister Neiphiu Rio had said NSF was undoubtedly one of the most organised, disciplined and powerful students’ organisation not only in the North East but even in the whole country, Tongpang regretfully said that the same could not be said about the federation anymore. Earlier in the morning, Tongpang unveiled a monolith and also hoisted the Naga flag. He urged the people to respect one’s own language and also realise that a person’s identity was their culture. Former NSF president asserted that language was “our identity” which defines “us as being unique in a diverse world.” On the Naga issue, he said there was no better time than today for Nagas to try and extend their support to both the government of India and the Naga political groups for an honourable, acceptable and inclusive solution to the long pending issue when both the parties were trying their best to solve the vexed issue. Vikheho pointed out that close to 60 years since statehood, the Naga struggle had endured and that the people’s understanding of individual roles had also expanded. He observed that it was the

DSSU appeals DMC to check price hikes DIMAPUR: Dimapur Sumi Students’ union (DSSU) has urged the Dimapur municipal council (DMC) to address the price hikes. sacrifice made by the forefathers that had given work and purpose to each successive generations of young people in the NSF. Like the elders who carried out the duties to preserve Naga rights and identity, Vikheho urged everyone in the present generation to carry their own burdens even as they were in the midst of a silent crisis that was slowly but surely killing off the Naga identity. In the president’s address, Ninoto Awomi said the federation was compelled to reschedule its conference into a one-day event keeping in mind the safety and sound health of its members. He highlighted that after his team took over office in the month of May 2019, in the interest of the student community and Naga as a whole, issues such as extension of ILP in Dimapur, setting up of Nagaland Staff Selection Board (NSSB), mainstreaming of SSA & RMSA teachers 2010 & 2013 batch into state cadre, hoisting of Naga National Flag in all Naga inhabited areas, mass solidarity rally at New Delhi to the ongoing Indo-Naga dialogue, no-false claim on scholarship campaign, setting up of foreign graduate medical examination centre in Kohima, reservation issue etc. were taken up and completed. Meanwhile, theme speaker, Morung Express publisher, Aküm Longchari while deliberating on the theme, “towards harmony” said harmony was

not uniformity but it was diversity and existed only amid differences. He pointed out that like every generation, present day Nagas were at a turning point in history and in an ironic way, the theme captured the essence of what the people aspired to attain and that Nagas need to explore two aspects: to cultivate harmony from within and to nurture harmony from without. He further urged NSF to take the conference as an opportunity to celebrate its legacy and critically reflect by drawing on its strengths and addressing its weaknesses as a constructive process of moving forward. He said all these were done through constant support and cooperation of the federating units, sub-ordinate bodies, tribunals, senior NSF members and well wishers. Earlier, the session was chaired by Esther Rhakho, welcome address by organising committee convener Subenthung Kithan while discussion hour was moderated by FNR member Nepuni Piku. Faith Harvest Church pastor, Rev. Shan Kikon offered the invocation and NCCBC pastor Bendangtemsu Jamir offered dedicatory prayer for the newly elected team. Indian Navy deploys warships to Stay in touch with people, take their feedback: PM bring medical oxygen from abroad

NEW DELHI, APR 30 (PTI): Amid the COVID19 crisis, Prime Minister Narendra Modi urged Union ministers on Friday to stay in touch with the people of their respective regions, help them and keep getting their feedback on the situation. Chairing a meeting of the Union Council of Ministers, Modi also stressed upon the “need to ensure that issues at the local level are promptly identified and addressed”, according to an official statement. The meeting was held virtually to discuss the situation arising out of the second wave of COVID-19 in the country. It noted that the pandemic has led to a “once-in-a-century” crisis and thrown a big challenge to the world, the statement said. T h e c o u n c i l wa s briefed about the steps being taken to ramp up

Prime Minister Narendra Modi during a meeting on COVID-19, via video conferencing, in New Delhi, April 30. (PTI) the number of hospital beds, oxygen facilities and resolve issues related to the availability of oxygen and essential medicines, it added. The support measures for the vulnerable population in the form of free foodgrains and financial support to Jan Dhan account holders were also discussed at the meeting, the statement said.

The meeting was informed that 15 crore antiCOVID vaccine doses have so far been administered to people, while it was also pointed out that the country could successfully produce two vaccines and there are many vaccine candidates at various stages of approval and induction. The council of ministers also highlighted the

NEW DELHI, APR 30 (AGENCIES): Eminent jurist and former Attorney General of India Soli J Sorabjee died of Covid at a private hospital here on Friday morning, sources said. He was 91. He is survived by wife, two sons and daughter Zia Mody, a lawyer. Born on March 9, 1930, Sorabjee obtained his LLB degree from Government Law College, Mumbai, and got enrolled at the bar in Mumbai in 1953. He was designated a senior advocate in 1971. Sorabjee served as the Attorney General of India twice - from 1989 to 1990 during the VP Singh government and from 1998 to 2004 during the Atal Behari Vajpayee government. During his long career in the legal profession spread over almost seven decades, Sorabjee appeared in many landmark cases that shaped the constitutional history of India. This included the Kesavananda Bharati case (1973) in which a 13-judge Constitution Bench of the Supreme Court propounded the doc-

Suspension of intl passenger flights extended till May 31 NEW DELHI, APR 30 (PTI): The coronavirusinduced suspension of scheduled international passenger flights has been extended till May 31, aviation regulator Directorate General of Civil Aviation (DGCA) said on Friday. “However, international scheduled flights may be allowed on selected routes by the competent authority on a case-tocase basis,” the Directorate General of Civil Aviation added. Scheduled international passenger services have been suspended in India since March 23, 2020, due to the coronavirus pandemic. But special international flights have been operating under the Vande Bharat Mission since May and under bilateral “air bubble” arrangements with selected countries since July. India has formed air bubble pacts with around 27 countries including Kenya, Bhutan and France. Under an air bubble pact between two countries, special international flights can be operated by their airlines between their territories. The Directorate General of Civil Aviation circular also said that the suspension does not affect the operation of international all-cargo operations and flights specifically approved by it.

trine of basic structure. He was there in the IR Coelho case (2007), in which a ninejudge Constitution Bench ruled that laws placed in the Ninth Schedule of the Constitution don’t enjoy a blanket protection from judicial review. He also appeared in the BP Singhal case (2010) wherein the Supreme Court held that governors could not be dismissed without due cause. He was awarded Padma Vibhushan in 2002 for defending free speech and protecting human rights. He also served as a member of various UN bodies and international organisations, including the Permanent Court of Arbitration at The Hague from 2000-06.

NEW DELHI, APR 30 (PTI): More than one crore COVID-19 vaccine doses are still available with the states and UTs which will receive an additional nearly 20 lakh doses within the next 3 days, the Union Health Ministry said on Friday. The Government of India has so far provided nearly 16.33 crore vaccine doses (16,33,85,030) to states and UTs free of cost. Of this, the total consumption including wastage is 15,33,56,503 doses, the ministry said. “More than one crore COVID vaccine doses (1,00,28,527) are still available with the states and UTs to be administered. Nearly 20 lakh (19,81,110) vaccine doses will be received in addition by the States/UTs within the next 3 days,” it said. Vaccination is a crucial pillar of the five point strategy of the government of India to fight the pandemic including test, track, treat and COVID appropriate behaviour.

importance of COVIDappropriate behaviour -wearing masks, maintaining a physical distance of six feet with others and washing hands frequently. Emphasising that the participation of the society is a key aspect to accomplish the gigantic task ahead, the ministers expressed confidence that the country will rise to the occasion and defeat the

virus. This was the first meeting of the council of ministers in the aftermath of the second wave of the pandemic in the country. NITI Aayog member VK Paul gave a presentation on COVID-19 management. After him, Union ministers Piyush Goyal and Mansukh Mandaviya briefed their cabinet colleagues on the availability of oxygen and medicines respectively. The prime minister has held several rounds of meetings with chief ministers and top government officials to deliberate on the COVID-19 situation. He has also been holding meetings with pharmaceutical industry leaders, oxygen suppliers, the heads of the three-armed forces and other dignitaries to discuss how to tackle the pandemic.

NEW DELHI, APR 30 (PTI): The Indian Navy on Friday launched a special operation to bring oxygenfilled cryogenic containers from abroad as hospitals across India are reeling under an acute shortage of medical oxygen as a result of sky-rocketing COVID19 infections. Initially, the Indian Navy warships are bringing oxygen from Bahrain, Singapore and Thailand, officials said. Two ships -- INS Kolkata and INS Talwar -have already entered the Manama port in Bahrain to bring 40 metric tonnes of liquid oxygen to Mumbai, they said. Another ship, INS Jalashwa, is enroute to Bangkok while INS Airavat is leaving for Singapore for similar missions, the officials said. “Indian Navy has

launched Operation Samudra Setu-II to augment the ongoing national mission for meeting the oxygen requirements,” Indian Navy spokesperson, Commander Vivek Madhwal, said. “Mission deployed Indian Naval warships will undertake shipment of liquid oxygen filled cryogenic containers and associated medical equipment in support of nation’s fight against COVID-19,” he said. Last year, Indian Navy had launched Operation Samudra Setu as part of the Vande Bharat evacuation mission under which it brought back to the country around 4,000 stranded Indians from Maldives, Sri Lanka and Iran. In the last few days, the Indian Air Force has already airlifted empty cryogenic oxygen contain-

ers from Dubai and Singapore as part of efforts to augment the government’s efforts to augment oxygen supply and distribution infrastructure. Though India is facing severe shortage of medical oxygen, the IAF brought empty tanks as containers filled with oxygen are highly combustible and may pose a risk to the planes As India battles a devastating second wave of coronavirus pandemic, countries around the world have announced sending medical supplies to help it tide over the situation. The leading countries that have announced assistance to India include the US, Russia, France, Germany, Australia, Ireland, Belgium, Romania, Luxembourg, Singapore, Portugal, Sweden, New Zealand, Kuwait and Mauritius.

Complete failure; it’s a war, not battle: Delhi HC on Covid situation NEW DELHI, APR 30 (AGENCIES): The Delhi High Court on Friday said that it is a “complete failure of the State” that everything including hospital beds and medical oxygen is in short supply. It is a war and not a battle, said the court regarding the ongoing COVID-19 situation in the national capital. Wi t h o u t r e f e r r i n g to any particular government, the division bench of Justices Vipin Sanghi and Rekha Palli observed that the country is witnessing a huge surge in infections, which has impacted the

entire medical system. “Nobody could have imagined it would attack us this way,” said the court. It added that there is a problem of infrastructure not being there. “There is such a great dearth of oxygen that hospitals, that have beds, have stopped admissions because they are unable to service the patients, doctors are breaking down, crying,” the court added. The court was hearing a petition filed by a Bar Council of Delhi member. A visibly emotional Senior Advocate Ramesh Gupta, who is the chairman of the

We only need attachment so that patients in case of serious emergency can be shifted to ICU,” Gupta told the court. The court said, “We understand your pain. We are going through it ourselves everyday” and asked the government counsel to seek instructions.

First consignment of medical supplies from US lands in India NEW DELHI, APR 30 (PTI): The United States on Friday delivered to India its first consignment of emergency medical supplies including hundreds of much-needed oxygen cylinders and regulators to help the country fight the coronavirus pandemic. The medical equipment and other supplies were brought to Delhi in a C-5M Super Galaxy, one of the largest strategic airlift aircraft of the US Air Force. “The first of several emergency COVID-19 relief shipments from the United States has

arrived in India! Building on over 70 years of cooperation, the United States stands with India as we fight the COVID-19 pandemic together,” the US embassy tweeted. Another military aircraft carrying a large number of medical equipment and other materials from the US is expected to land in the national capital later in the day. In a tweet, External Affairs Ministry Spokesperson Arindam Bagchi said healthcare partnership between India and the US can help effectively tackle the global pan-

Nagaland Post

Post-mortem

Vol. XXxI NO. 144 Dimapur, SATURDAY, MAY 1, 2021

Impending challenge

N

agaland has recorded significant rise in number of fresh COVID-19 positive cases per day though Manipur, Meghalaya and Tripura have higher numbers and Assam still leading the way with over 1000 daily and the highest spike being 3000 fresh cases on April 30. Several states have imposed night curfew such as Nagaland (Dimapur district from April 30 till further orders), Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Tripura and Sikkim. On April 27, the state government announced that it would ensure stricter rules—“lockdown with consolidated guidelines”, from April 30. However, the “lockdown with consolidated guidelines” is temporary and will continue only till May 14. Under the new guidelines, all schools, colleges, educational/coaching/vocational institutions/student hostels etc will be prohibited. Unlike in previous first wave of the COVID-19 pandemic, where children below 10 years of age were believed to be immune, in the second wave, data so far available from various states indicate that those most affected belong to those 40 years and below. In Maharashtra, the worst-hit state, those below the age of 40 accounted for 48% of cases between January and March this year. In Karnataka, 47% of those who tested positive for the virus between March 5 to April 5 were between 15 to 45 years, which appears to be similar to last year. Delhi chief minister Arvind Kejriwal informed on April 13, that 65% of Covid-19 patients in the city-state are below the age of 45 years. However, what has not been highlighted even when the virus began to show gradual rise, was that a majority of those infected were below 45 years of age. According to report, a large number of Covid-19 cases in ages more than 10 years and also between 1-8 years are being reported in the fresh surge - though most are mildly symptomatic. Dr Anjan Bhattacharya, consultant pediatrician, Apollo Hospital said that while Covid-19 affected 1 per cent of children in 2020, it is about 1.2 per cent presently, in 2021. Experts say the double mutant coronavirus variant alongside a cocktail of other strains have a higher tendency to infect children. Children getting infected from members of family who go outside and are lax in maintaining Covid-19 appropriate behaviour are also part of the spread seen during the second wave. Schools throughout Nagaland from class VI and above were beginning to re-open from mid-February this year. The state government stated that as parents and students felt that physical classes were necessary for the preparation of annual exams it was decided to reopen the schools for higher classes first. By mid-March classes from class I and class V were also reopened. Even then, most parents of school children were concerned about the new mutant virus infecting children in many parts of India. What is also worrying is that the new mutant virus is believed to be more infectious and fatal than the earlier virus. Many states are reporting shortages of hospital beds, oxygen supply, medicines, even space in morgues and crematoriums. Health authorities in Nagaland should also be prepared for an emergency-like situation with regard to health care facilities. Some experts have also warned that Dimapur could witness a worse COVID-19 situation and so the state government should be prepared to ensure that it is geared up to provide needed critical health facilities.

DailyDevotion Spontaneous Love

Love suffers long and is kind… —1 Corinthians 13:4

Love is not premeditated– it is spontaneous; that is, it bursts forth in extraordinary ways. There is nothing of precise certainty in Paul’s description of love. We cannot predetermine our thoughts and actions by saying, “Now I will never think any evil thoughts, and I will believe everything that Jesus would have me to believe.” No, the characteristic of love is spontaneity. We don’t deliberately set the statements of Jesus before us as our standard, but when His Spirit is having His way with us, we live according to His standard without even realizing it. And when we look back, we are amazed at how unconcerned we have been over our emotions, which is the very evidence that real spontaneous love was there. The nature of everything involved in the life of God in us is only discerned when we have been through it and it is in our past. The fountains from which love flows are in God, not in us. It is absurd to think that the love of God is naturally in our hearts, as a result of our own nature. His love is there only because it “has been poured out in our hearts by the Holy Spirit…” (Romans 5:5). If we try to prove to God how much we love Him, it is a sure sign that we really don’t love Him. The evidence of our love for Him is the absolute spontaneity of our love, which flows naturally from His nature within us. And when we look back, we will not be able to determine why we did certain things, but we can know that we did them according to the spontaneous nature of His love in us. The life of God exhibits itself in this spontaneous way because the fountains of His love are in the Holy Spirit.

all responsible for India’s devastating second wave

ndia logged over three lakh COVID-19 cases in the last 24 hours. However, just about one and a half months back, there were only around 14,000 infections daily. Something went drastically wrong because the sudden avalanche of cases had led to an acute shortage of oxygen, medicine, beds, and even oxygen in the hospitals. We may go back to business as usual as soon as the current surge is over. But a moment of self-realisation and introspection is urgently needed before we go to sleep peacefully after shifting all the blame on our political leaders. And while we are witnessing the surge all around, we need to pause for a moment and think — is the current situation not of our own making? We need to accept that the politicians do not decide what we do in our everyday routine. Several of our countrymen who went holidaying in the Maldives early this year or gleefully held parties and large gatherings were not instructed by the politicians

to do so. It was we Indians who decided to throw caution to the wind and let our desires rule our lives. We need to remember governments can only issue guidelines, but we have to follow them when no one is watching. Everyone was busy planning their reunions, their next holiday destination, or beautiful picnic locations. The Indian wedding industry was already slated to be back to the pre-COVID level by the year-end (I know of at least two such events which had to be suddenly canceled in the second wave). What was our medical community thinking when they held the national physical conference in March this year in the middle of the pandemic? Did we believe that because we are doctors, nothing can touch us? Most of us are responsible for flouting the well-established norms if we look hard. And some are waiting for the surge to die down to plan for their reunions towards the end of the year. Some may call this pandemic fatigue, and they are perhaps tired of stay-

ing indoors, but several people early this year had an attitude of everything-is-ok and nothingcan-go-wrong-now. Precisely five weeks ago, I took a photograph of a busy marketplace with several hundred people, and not a single person wearing a mask. That photograph showed no sign of being from the COVID era. I had casually wondered whether all these people were immune or just considered themselves immune. And we now realise it was sheer irresponsibility and carelessness, the result of which is abundantly clear. A section of society even believed that Indians have higher immunity than Caucasians because of exposure to the common cold virus. Several articles were gloating over our superman-like immunity to the virus and attempting to explain the miraculous vanishing of the virus from the Indian hinterland. As is now apparent, all those theories had no basis. Let this sink in while we stare at the

loss of countless fellow Indians — we are not stronger or more immune than any other race because of our ability to live a hard life. We certainly don’t have better immunity just because the common cold is more prevalent in India. Of course, the country’s leadership, exemplary last year, behaved recklessly this year by allowing political rallies and religious gatherings. But the infections soared even in those states where no elections or religious meetings were organised. Political leaders are, in the end, just a reflection of our society and of how we think and behave. They are not God-sent. Counting on others to control our fate, relying on others to always bail us out is an inherently weak and foolish approach. In the movie Rocky Balboa, Rocky reprimands his son: “And when things got hard, you started lookin’ for something to blame, like a big shadow”. Isn’t this what we are all doing now, blaming the whole fiasco on the readily-available

figure — the politician — in order to feel good and in order to believe that we never made a single mistake. Unless we realise and own up to our mistakes, we may land in the same situation again in the future. We need to remember that our actions during the relatively-quiet period will decide how long the infection stays silent. The change does not seem significant if we realise that we only need to give up the luxury of gatherings, meetings, and loud marriages for a while to live to the fullest in the notso-distant future. It remains to be seen if we can do better after the second wave settles down. But it’s time we held the mirror up to ourselves. It will all start and end with our attitude of self-realisation. Regulation 1886. Nagaland Village and Area council act 1979:- This Act under Section 15, (1), (g) provides as follows:- (g) no transfer of immovable property shall be effected without the consent of the Village Council. Written record of this shall be maintained by the Village council. Nagaland land requisition and acquisition Act 1965:- (Ref: - Nagaland Code, Vol-II, Page 21-29). This act speaks only about requisition and acquisition of land by the State Government for maintaining supplies and services essential to the life of the community in the State. Generally in our State, the ownership of land and its resources if not being regulated by any particular specific statutory enactment it usually governed by customary practice and usage which in many cases differ from place to place, tribe to tribe and village to village. It is seen that the right of the user of land or landowner is also sometimes subject to the control of authority in the village, clan and community. It is therefore noted that inspite of all possible harmony in customary practice, confusion, conflict and contradiction still exists in regard to ownership of land and its resources in the state. Situated as summarized above, if the Securitisation and Reconstruction of Financial Assets and Enforcement of Security Interest Act, 2002 (hereinafter referred as the-SARFAESI Act 2002 is to be implemented in our State all abovesaid land holding and statutory laws prevalent in our State needs necessary repeal and amendment by following parliamentary process as envisaged under Art.196 to Art.200 of the Constitution of India. Particular aspects of SARFAESI Act 2002: The SARFAESI Act 2002 is a complete code by itself, providing for expeditious recovery of dues arising out of loans granted by banks and financial institutions.

It contained comprehensive procedure for recovery of the dues and also formulated in itself quasi-judicial bodies for redressal of the grievance of any aggrieved person. It is observed that the SARFAESI Act 2002 was enacted in the country on consideration of the fact that the banking and financial sector in the country was felt not to have a level playing field in comparison to other participants in the financial markets in the world. The financial institutions in India did not have the power to take possession of securities and sell them. The SARFAESI Act essentially empowers banks and other financial institutions to directly auction residential or commercial properties that have been pledged with them to recover loans from the borrowers. Section 13, under chapter 3 Enforcement of Security Interest, more particularly clause (4) (a),(b),(c),(d),empowers the secured creditor to take possession of the borrowers immovable property and take hold of it.It is understandable that the above Section 13 intrude into the express and non-derogable mandate of law as enshrined under Article 371A of the Constitution. Section 17 and 18 of the SARFAESI Act clearly stipulates remedy available to an aggrieved person without approaching regular normal courts of law so as to avoid serious adverse impact and delay on the rights of banks and financial institutions to recover their dues from their creditors. By all indications if Article 371 A is to be protected and safeguarded, then there must be a expressed amendment in the SARFAESI Act itself indicating that properties including land, ,buildings and other immovable property morgaged by indigenous Nagas could be auctioned by banks and financial institutions to local indigenous Nagas only. This arrangement in SARFAESI Act will save Article 371 A of the Constitution from being circumvent , becoming otiose and redundant.

Sir,

Strict enforcement of SOP

As ridiculous as it sound, there are people who still roam about without wearing masks. We are in the midst of a crisis and with India being a hotspot of the deadly Corona virus, everyone has been taking precautions. However, there are certain people who think they are immune to the killer disease. Strict enforcement of SOP is much needed. Therefore, I would be grateful if the concerned authority can kindly deploy security personnel or volunteers to conduct a surprise checking every now and then so that the public would be more cautious and diligent. In most of the (COVID-19) positive cases, oxygen is not required. Whenever the saturation level goes down, then only oxygen is required and in that case, everyone should follow the guidelines

issued by the Ministry of Health and Family Welfare. "We have also asked the states and Union territories to sensitise hospitals and people to ensure that there is no wastage of oxygen at any stage," he said at a press conference here. Weekend lockdown in 9 Haryana dists CHANDIGARH, APR 30 (AGENCIES): The Haryana government on Friday ordered weekend lockdown in nine districts of the state, Panchkula, Gurugram, Faridabad, Sonepat, Rohtak, Karnal, Hisar, Sirsa and Fatehabad. The lockdown will be enforced from 10 pm on Friday (April 30) till 5 am on Monday (May 3). "The residents must stay indoors during the lockdown period. No person shall leave their homes or shall move on foot or by vehicle or travel or stand or roam around on any road or public places during the above said hours," the order said. Those exempted from the curfew are people tasked with law and order, emergencies and municipal service duties and government machinery tasked with COVID-19 related duties.

THIRUVANANTHAPURAM, APR 30 (PTI): With Kerala recording 37,199 COVID-19 cases on Friday, pushing the total caseload to 15.71 lakh and active cases to over three lakh, Chief Minister Pinarayi Vijayan said the government may have to consider imposing complete lockdown in districts reporting high cases. "In districts where severe spread of the infection is reported, we may have to think of imposing a complete lockdown," he told reporters here. However, a decision has not yet been taken on which districts would be imposed, he said. As many as 17,500 people have been cured of the virus, taking the total recoveries so far to 12,61,901. Presently, 3,03,733 people are undergoing treatment for the infection in various districts, Vijayan said. 3 districts accounted for over 4,000 cases- Kozhikode (4915), Ernakulam (4642), Thrissur (4281), while Malappuram and Thiruvananthapuram accounted for over 3000 cases each.

Defence Staff to the Chairman Chiefs Of Staff Committee (CISC) and General Officer Commanding-inChiefs (GOC-in-Cs) and equivalents in all three services have been given full powers. "The Cor ps Commanders/Area Commanders have been delegated powers up to Rs 50 lakh per case and Division Commanders/Sub Area Commanders and equivalents have been delegated powers up to Rs 20 lakh per case," the ministry said. A senior government officer said the step will augment the efforts of the civil administration. These powers have been devolved initially for a period of three months from May 1 to July 31. "The emergency powers were sanctioned to the Armed Forces last year too when the Covid19 pandemic first broke out. This had helped the Armed Forces tackle the situation faster and in an effective manner," said the ministry.

NEW DELHI, APR 30 (IANS): Defence Minister Rajnath Singh on Friday granted emergency financial powers to top officers of all the three armed forces to fight the Covid-19 surge. These are in addition to the emergency powers delegated to the medical officers of the armed forces last week, a Defence Ministry statement said. Invoking special provisions, Rajnath Singh granted the emergency powers to empower the armed forces and speed up

their efforts in tide over the current Covid-19 situation in the country. "These powers will help formation commanders to establish and operate quarantine facilities/ hospitals and undertake procurement/repair of equipment/items/material/ stores, besides provisioning of various services and works required to support the ongoing effort against the pandemic," the statement said. Telangana permitted to use drones for delivery of vaccine NEW DELHI/HYDERABAD, APR 30 (PTI): The Civil Aviation Ministry on Friday permitted the Telangana government to use drones for experimental delivery of vaccines within the visual line of sight. The ministry's statement does not mention which particular vaccine will be part of this experimental delivery. The ministry on Twitter said it has granted conditional exemption to the Telangana government from the Unmanned Aircraft System (UAS) Rules, 2021, for "conducting experimental delivery of vaccines using drones within the visual line of sight range". This exemption will be valid for a period of one year or until further orders, it noted. On April 22, the ministry had permitted the Indian Council of Medi-

cal Research (ICMR) to conduct a feasibility study on using drones to deliver COVID-19 vaccine. An official release from the Telangana Government said the 'Medicine from the Sky' (MFTS) programme has been approved to undertake Visual Line of Sight

(VLOS) feasibility studies for a year. With the support and guidance of MoCA and DGCA, the state government has finally received the required approvals and exemptions to conduct these trials like no-objection from AAI on use of identified airspace in Vikarabad District,

SOP approval for VLOS operations from DGCA, and UAS 2021 exemption from the ministry, it said. Jayesh Ranjan, Telangana Principal Secretary, said the state is determined to leverage emerging technologies in the healthcare industry and the usage of drones ensures that primary healthcare is accessible in even the remote areas. "The Medicine from the Sky trials would yield important information on the reliability of drones and their adoption in medical deliveries." "The approval from MoCA is highly appreciated and we look forward to working with the ministry in conducting these trials in the safest manner by strict adherence to SOPs and having risk mitigation strategies in place," the official said.

C H E N NA I , A P R 3 0 (IANS): Dravida Munnetra Kazhagam leaders and cadres are in high spirits after almost all the exit polls predicted a landslide for the party led front. The DMK has been out of power for the past ten years and the April 6 elections were a do or die battle for the party. This is the first assembly election the DMK has fought after the passing away of its towering leader and former Chief Minister M. Karunanidhi. Duraimurugan, party state general secretary, told IANS: "Not only the exit polls, the feedback we got from the grassroots across the state has given us clear information that the DMK is coming back to power with a landslide. The results of the exit polls have added to this confidence. People of Tamil Nadu are ready for a change and the feedback we received is to oust the AIADMK regime from the soil of this great state." While the Times NowC-voter polls predicted 166 seats for the DMK and allies it gave the AIADMK and allies only 64 seats with the AMMK winning 1 seat, MNM 1 seat and others 2 seats. India Today, Axis My India survey gave even more seats to the DMK front at 185 and the AIADMK and allies 46 seats. The AMMK got 2 seats in this poll while the MNM received 1 seat. Republic TV, CNX in its exit poll gave 165 seats to the DMK and allies, while the AIADMK and allies were given 63 seats.

ment, he added. The exit polls on Thursday forecast a tight contest between the incumbent TMC and the BJP in the high-profile West Bengal Assembly polls. India Today-Axis My India predicted a neck-andneck contest, giving the BJP 134-160 and the TMC 130-156 seats. The RepublicCNX polls also gave the BJP a slight edge by projecting 138-148 seats for the party in the 294-member Assembly and 128-138 to the TMC. H o w e v e r, T i m e s Now-C Voter predicted a clear majority for the TMC by projecting 158 seats for the party and 115 for the BJP. The Jan Ki Baat exit polls, however, predicted a strong majority for the BJP in West Bengal, giving it 162-185 seats, against 104121 to the TMC.

NEW DELHI, APR 30 (PTI): A day after exit polls gave a divided opinion on the outcome of the West Bengal Assembly election, the BJP expressed confidence on Friday that it will form the next government in the state by winning a majority of the seats after the votes are counted on Sunday. "We will get a full majority and form the next government comfortably," BJP general secretary Bhupender Yadav, a key member of the party's brain trust, said. Asked about a few poll forecasts that have given an edge to the ruling Trinamool Congress (TMC), headed by Chief Minister Mamata Banerjee, he exuded confidence that the saffron party will get people's blessings. BJP's IT wing head Amit Malviya, who was

The logistical challenge is being resolved. We are trying to supply oxygen to all 24x7," he said. With a record singleday rise of 3,86,452 cases, India's COVID-19 tally has climbed to 1,87,62,976, while the number of active cases in the country has crossed the 31-lakh mark, the health ministry said on Friday. The death toll due to the viral disease has gone up to 2,08,330 with 3,498 more people succumbing to it, according to the ministry's data. Due to the sudden spike in coronavirus cases, there were reports of a shortage of hospital beds, ICUs and oxygen in some parts of the country like Delhi. ‘1 bn Covid vax unprecedented feat, but disparities exists’ G E N E VA , APR 3 0 (IANS): The speed at which the world has administered one billion doses of Covid-19 jabs, just four months after the World Health Organization (WHO) approved the first vaccine for emergency use, is remarkable, but unequal distribution of the vaccinations highlights global disparities, say researchers. Just 10 countries have acquired nearly threequarters of all doses -China and the US alone account for about 50 per cent of all the doses given out, while the entire continent of Africa has received only 2 per cent of jabs. Around 7.3 per cent of the world’s population of 7.79 billion have received at least one dose, as of April 27, but more than 75 per cent needs to

be vaccinated to bring the pandemic under control. This highlights the uneven distribution of vaccinations, both within and between nations. “It is an unprecedented scientific achievement. Nobody could have imagined that, within 16 months of the identification of a new virus, we would have vaccinated one billion people worldwide with a variety of different vaccines, using different platforms and made in different countries,” Soumya Swaminathan, the WHO’s chief scientist, based in Geneva, was quoted as saying by the Nature. The world is also likely to hit the two-billion mark much faster than it hit the first billion, but it is important to ensure global vaccine equity to help curb the pandemic, she added.

and armed conflict between the government and ethnic minority groups seeking greater autonomy. There has been an upsurge in fighting in recent months, especially since the military’s seizure of power on February 1 from the elected government of Aung San Suu Kyi. Some of the ethnic guerrilla armies have allied themselves with the

city-based popular movement against the new ruling junta and seeks a return to democracy. The bigger ethnic groups suppor ting the protest movement are the Kachin in the north and the Karen in the south. The guerrilla forces of both groups have engaged government troops on the ground and have also been the targets of air strikes by Myanmar’s military. “The escalating conflict, including attacks or threats of attacks against transport infrastructures, including vehicles, roads and bridges, significantly increases safety concerns for humanitarian actors, compounding access challenges,” the OCHA report said. “Blanket restrictions on access to populations in areas controlled by nonstate armed actors remain in place,” it said.

The resulting “normalcy”, with limitations, saw rejoicing crowds across Israel on Thursday evening with youngsters, especially school children, coming out in large numbers in open spaces putting bonfires that accompanied the Lag BaOmer festivities. lowers blood pressure and improves control. Several expert blood pressure guidelines now endorse home blood pressure monitoring based on this information. I recommend home blood pressure monitoring for all my patients and emphasize that the best way to take your blood pressure is to sit quietly for 5 minutes first. It may be better to take your blood pressure medications at night. In the past, I reasoned that blood pressure is higher during the day, so it would be better to take blood pressure medications in the morning. However, more recent research suggests that taking blood pressure medications at night does a better job of lowering blood pressure and, more importantly, may reduce

in the United States weren’t surprised by the findings. “The take-away is that people with diabetes should focus on what has always been the priority: A healthy lifestyle to control inflammation from chronically elevated glucose [blood sugar], which would lessen the risk of chronic diseases and organ damage,” said Dr. Minisha Sood, an endocrinologist at Lenox Hill Hospital in New York City. She added that “metformin appears to have a protective role, which is not surprising.” Dr. Barbara Keber is chair of family medicine a Glen Cove Hospital in Glen Cove, N.Y. Reading over the findings, she believes that the length of time a patient has lived with diabetes may be even more important to COVID-19 outcomes than its current severity. And she believes that more study is needed to get at the root of the key risk factors for these patients. (Ernie Mundell)

On the other hand, people treating their diabetes with metformin -the first-line therapy used in most cases of type 2 diabetes -- were 50% less likely to die from COVID-19 than those not using metformin, the study found. Men with diabetes were 28% more likely to die with COVID-19 than women with diabetes, and people 65 and older with diabetes were more than three times more likely to die than younger people with diabetes, the study found. Among people with diabetes, each 5-year increase in age was associated with a 43% increase in the relative risk of death from COVID19, they noted. Poorly controlled blood sugar levels, tested upon admission to hospital, were among the greatest factors upping death risk in people with diabetes and COVID19, according to the study. OVID-19 is never a good diagnosis, but health risks are especially high in people with poorly controlled, advanced diabetes, a new study confirms. The new report looked at pooled data from 22 studies that included a total of nearly 18,000 people. Simply having diabetes didn’t raise a COVID-19 patient’s risk for death: The study found that COVID-19 death rates among people with diabetes were similar to those among people without diabetes. It was the severity of diabetes -- along with other factors -- that seemed to up the odds for a poor outcome in patients who battled both diabetes and COVID-19, according to German researchers led by Sabrina Schlesinger of the Leibniz Center for Diabetes Research at Heinrich Heine University in Düsseldorf. Being male, older and having other chronic health conditions, as well as being treated with insulin rather than the diabetes drug metformin, were risk factors for worse outcomes, the team reported April 28 in the journal Diabetologia. Use of insulin as treatment indicates “a more progressive course of diabetes,” Schlesinger’s group pointed out. Patients taking insulin to control their diabetes were 75% more likely to die

Hypertension to help improve the health of people with high blood pressure. If you’re interested in taking control of your blood pressure, there are three new medical literature findings that you should know about. It’s important to monitor your blood pressure at home. Like most doctors, I always thought the most accurate blood pressure is the one taken in my office, preferably by me. But research in recent years has shown that office blood pressures are often not accurate. Studies show up to 65% of office blood pressures are not correct. Other research has shown that home blood pressure measurements may be a better predictor of risk than office measurements and that monitoring at home

ustin Bieber and BTS are reportedly preparing to enter the studio together. A source told The New York Post‘s Page Six: “They are taking their time on it and going to make sure it is released right.” They said the song “could be part of a deluxe release of ‘Justice’ to keep the album on the charts.” A deluxe edition of ‘Justice’ would be the second such release. ‘Justice (Triple Chucks Deluxe)’, which featured collaborations with Lil Uzi Vert, Jaden Smith, Quavo, DaBaby and Tori Kelly. BTS have also named Bieber as an influence in past interviews, while Bieber indicated mutual fandom when he lip-synced to a chant of the BTS members’ names on TikTok. The collaboration would also come after a significant merger between HYBE – the label of BTS formerly known as Big Hit Entertainment – with Ithaca Holdings, the company of Bieber’s manager Scooter Braun. f you have high blood pressure, you’re probably concerned about getting it under control. And you should be. High blood pressure is a major risk factor for heart disease (the leading cause of death) and stroke (the fourth leading cause of death) and contributes to over 1,100 deaths per day. The more striking aspect is most of these deaths are preventable. We have effective and inexpensive treatments for high blood pressure, yet less than 44% of high blood pressure cases are controlled. Tips to Lower Your Blood Pressure The devastating effect on our health and length of life of uncontrolled high blood pressure is unacceptable and led the U.S. Surgeon General to release a Call to Action to Control

the risk of death, heart attack, heart failure, and stroke. The one caution I have is if you take a blood pressure medication that is a diuretic or water pill, it may still be better to take it in the morning to avoid having to go to the bathroom at night. If your blood pressure has been difficult to control, ask your doctor whether there may be a hormone problem. We have known for a long time that one of the causes of high blood pressure is an elevation in the hormone aldosterone. This was thought to be rare. Recent research, though, suggests that high aldosterone levels may be a more frequent cause of high blood pressure than we thought. One paper demonstrated up to 20% of people with hard-totreat high blood pressure may have high aldosterone levels, although only about 1 in 1,000 people are actually tested. You have the power to take charge of your blood pressure. Lifestyle changes such as exercising regularly, eating nutritious food, avoiding excess alcohol and salt, and getting down to a healthy weight may be as effective (or more!) than any medication. In addition to lifestyle change, talk to your doctor to see if you should monitor your blood pressure at home, take your medicines at night, and possibly be tested for high aldosterone levels.

AFC League: Al Wahda beat FC Goa 2-0 Sports begins social media boycott Fatorda (Goa), Apr 30 (IANS): FC Goa were beaten 0-2 by Al Wahda in their final AFC Champions League match at the Jawaharlal Nehru Stadium here on Thursday night. Owing to the Covid19 situation, FC Goa were without the services of all their foreign players as well as head coach Juan Ferrando. The result means that the Gaurs finished third in Group E in their maiden appearance in the tournament thanks to three points from three draws. They avoided the wooden spoon which went to Al Rayyan. FC Goa’s foreign contingent was forced to leave for native Spain abruptly. The departure of foreign players meant all eleven players that took the pitch were Indians. Al Wahda, coming into the game on the back of three successive wins, were full of confidence. They bombarded the Goan penalty area with bodies in the first half, leading to a host of decent chances. Lucas Pimenta fashioned the first really big opportunity just short of the 15-minute mark follow-

ing a corner, but his tame effort was easy for Dheeraj Singh to deal with in the Goa goal. Omar Khribin was growing into the game, and he managed two good chances back to back. Tim Matavz was the main man upfront for the Emiratis, and he had a good chance of his own just after the half-hour mark.

Despite finding himself one-on-one with Dheeraj, the striker fired his shot over the bar. The Gaurs did manage one decent chance of their own in the first half, which came following a free-kick that was only partially dealt with by Al Wahda custodian Mohamed Al Shamsi. The follow-up shot

came to Glan Martins, but Al Shamsi was sharp enough to block the effort from the all-action midfielder. Goa kept out the visitors for the rest of the half with some dogged defending in their own penalty area. Khribin, however, scored in the 61st minute of the game. The forward was found inside the pen-

alty area by Tim Matavz, and he smashed the ball home to make it 1-0 to Al Wahda. Al Wahda got their second goal in the 90th minute as captain Mohammed Barqesh Almenhali made the Gaurs pay for a mistake in possession, his shot deflecting off Adil Khan and finding the back of the net.

Lo n d o n, A p r 3 0 (Agencies): Football clubs, players, athletes and a number of sporting bodies have begun a four-day boycott of social media in an attempt to tackle abuse and discrimination on their platforms. It began at 15:00 BST on Friday and will end on Monday at 23:59 BST. The “show of solidarity against online abuse” hopes to encourage companies to take a stronger stance against racist and sexist abuse by users. Rugby union, cricket and rugby league have also joined the protest. The Premier League released a statement prior to the four-day silence, saying it would not stop challenging companies “until discriminatory online abuse is removed from our game and wider society”. “We know that a boycott alone will not eradicate this, which is why we will continue to take proactive steps to call for change,” the statement continued. A nu m b e r p l aye r s posted a statement shortly before the protest began,

English football and cricket clubs and institutions will boycott Twitter, Facebook and Instagram for four days.

while football clubs changed their Twitter feed icons to a blacked-out version of their logo. Leeds United midfielder Kalvin Phillips wrote: “Disappointed that we even have to be doing this. Social media should be a safe space for everyone. “I really hope main platforms make it a priority to eradicate online abuse from their system. It’s already a problem in society, let’s do more to stop it online as well.” Anti-discrimination charity Kick It Out says the boycott “signifies our collective anger”, with football being joined by other sports. British Cycling, British Horseracing, Great Britain

and England Hockey, England Netball and the Lawn Tennis Association are also involved. The Duke of Cambridge, who is president of the FA, has also joined, alongside seven-time Formula 1 world champion Lewis Hamilton and Williams driver George Russell. “I am fully supportive of the initiative and if me doing it helps put pressure on those platforms in order to help fight against it then, for sure, I am happy to do so,” said Hamilton. “I am really proud to hear there are so many organisations getting involved. I am not sure why Formula 1 is not a part of that.”

Indian athletes sad at missing Indian wrestlers reach Sofia for Olympic qualifiers World Relays, says Sprint coach New Delhi, Apr 30 (IANS): The disappointment of missing next month’s World Relays due to new travel restrictions imposed on Indians due to surging Covid-19 cases in the country is palpable among the Indian athletes who would have competed, said sprint coach N Ramesh on Friday. “It’s a bad experience. We had a good chance to win a berth for the Tokyo Olympic Games as well as qualify for the 2022 World Athletics Championships in Oregon, USA,” Ramesh told IANS from Patiala. Since there was no direct flight from India to

Poland, the Athletics Federation of India (AFI) had to cancel the tour as there was no alternate route to reach the Polish city of Chorzow, the venue of the World Relays. The national team, however, will get another opportunity in June. “There is an invitational meet in Kyrgyzstan. Depending on the situation prevailing at the time, it could be a good chance to make cut for the Olympics,” said Ramesh. The AFI, depending on the situation, has also planned to organise the National Inter-State Athletics Championship in the third week of June in

Bengaluru. The competition will be an Olympic qualification event. The top sprinters gave ample display of their prowess during the Federation Cup in Patiala in March. “Four leading sprinters are capable of clocking 100 metres dash below 11.50 seconds. That gave us reason to believe that our relay team has a good chance to make the cut for the Tokyo Olympics,” said Ramesh. Individually, none of the top male or female sprinters have earned a quota place for the Olympics.

Bajrang Punia and Vinesh Phogat have already earned qualification.

New Delhi, Apr 30 (PTI): A final chance to make the Olympic cut at stake, India’s wrestlers have finally landed in Sofia, Bulgaria for the World Qualifiers starting May 6 after

missing an earlier scheduled flight because of the travel ban on the country. Several countries have imposed travel bans on India due to a sharp rise in COVID-19 cases here.

A group of 10 wrestlers were to leave for Sofia via Amsterdam on Wednesday but their tickets were cancelled at the last minute by a Dutch airline. The Wrestling Federation of India (WFI)

then swung into action and arranged for fresh flight tickets via Paris. “ We h a d d i s c u s sions with those countries through our embassies in Netherlands and France and succeeded in getting travel restrictions relaxed. Eventually we booked tickets via Paris for Thursday night. The wrestlers have already reached there,” WFI Assistant Secretary Vinod Tomar told PTI. The World Qualifiers will be held from May 6-9. India have so far earned qualification in six categories. Three men’s free style wrestlers [Ravi Dahiya (57kg), Bajrang Punia (65kg), Dee pak Punia (86kg)] and three women’s

wrestlers [(Vinesh Phogat 53kg, Anshu Malik (57kg) and Sonam Malik (62kg)]. Now, Amit Dhankar (74kg), Satywart Kadiyan (97kg) and Sumit Malik (125kg) will make one last attempt to book their tickets for Tokyo in men’s free style event while Seema (50kg), Nisha Dahiya (68kg) and Pooja Sihag (76kg) will try to book their slots in the women’s event. None of India’s Greco Roman wrestlers have qualified for the Games and six of them -- Sachin Rana (60kg), Aashu (67kg), Gurpreet Singh (77kg), Sunil (87kg), Deepanshu (97kg) and Naveen Kumar (130kg) -- will present their challenge in Sofia.

Rahul hits 91 in Punjab’s 34-run win over RCB Aussie IPL stars’ return threatened

KL Rahul plays a shot during match 26 of the Vivo Indian Premier League 2021 in Ahmedabad, Friday. (PTI)

Ahmedabad, Apr 30 (PTI): Skipper KL Rahul scored a combative 91 while Harpreet Brar accounted for three key batsmen as Punjab Kings thumped Royal Chal-

lengers Bangalore by 34 runs in an IPL match, here on Friday. Put into bat, Punjab were in a spot of bother at one stage but Rahul’s perseverance, power-hitting of

Chris Gayle (46) and energy of Brar (25) ensured they had a competitive 179 for five on board. R a h u l a n d G ay l e shared a 80-run stand but Punjab’s middle order collapsed as Brar, batting at number seven, was the only other batsman to manage a double-digit score. Rahul hit seven fours and five sixes in his 57-ball knock, while Brar took 17 balls for his 25 that had two sixes and a four. Brar (3/19) then returned with ball in his hand to dismiss key rival batsmen -- Virat Kohli (35), Glenn Maxwell (0) and AB de Villiers (3) -- as RCB managed 145 for eight. The win took Punjab (6) to fifth place behind Mumbai Indians (6) in the points table from the sixth place, while RCB (10) remained at number three. The fiery spells from Riley Meredith (1/29) and Mohammed Shami (1/28) meant that RCB were off to a sedate start as they could score only 36 runs from the Powerplay overs. The 24-year-old Australian

pacer consistently tested the RCB openers and eventually uprooted the stumps of Devdutt Padikkal (7) after being hit for a six on a mis-timed shot by the lefthander. At half-way mark, RCB were just 62 for two and to make matter worse, left-arm spinner Brar clean bowled Kohli and Maxwell off successive deliveries in the 11th over. The Punjab bowler returned and sent back dangerous De Villiers (3) to leave RCB gasping at 69 for four in 12.1 overs. From there onwards, it stopped being a contest as the required run-rate kept soaring. Earlier, the pace duo of Daniel Sams and Mohammed Siraj bowled tight spells initially to keep the Punjab batsmen on a tight leash, not letting them open their arms. Prabhsimran Singh, who played in place of injured Mayank Agarwal, could not contribute much, scoring a-run-aball 7. Rahul looked in good touch, driving the ball el-

egantly but runs did not come at a good pace for the side until Gayle exploded. The West Indian creamed five fours, including four in a row, in the last over of the Powerplay, bowled by Jamieson. He followed that up with two sixes off Yuzvendra Chahal in the next over with the first one being a flat maximum. Jamieson got rid of the Caribbean marauder, getting him caught behind. It was a soft dismissal as the sharp short ball touched Gayle’s gloves and reached into the hands of AB de Villiers. The tall Kiwi bowler also got rid of Nicholas Pooran (0) while Deepak Hooda (5) and Shahrukh Khan (0) also made their way back to pavilion in a jiffy. Rahul, who was losing one partner after another, completed his half-century with a single as big shots dried up again. Saturday’s match

Doi got off to a superb start, swatting away drive volleys and dictating off the ground with her lefthanded forehand. But the World No.79’s high-risk game also leaked errors, and after missing three points for a 3-0 lead, Osaka took control. Brett Lee and Ricky Ponting among others are in the IPL franchises’ coaching/ support staff and TV commentary team.

New Delhi, Apr 30 (IANS): Australian cricketers may face trouble getting back home and could be left stranded after reports of their country’s federal government mulling hefty fine and jail term for those returning from India came out in the local media. “The federal government is considering fining and jailing anyone who tries to enter Australia from India amid that country’s Covid-19 crisis,” said a report in the Sydney Morning Herald (SMH). As many as 14 Australian cricketers are currently in India playing the Indian Premier League (IPL). These include top draws David Warner, Steve Smith and Pat Cummins. Australians are also part of various IPL franchises’ coaching/support staff and TV commentary team. These include Ricky Ponting, David Hussey, Brett Lee and Matthew Hayden among others.

“Nine News reported on Friday night that the government was considering a further step by making it a crime, punishable by a maximum $66,000 fine or five years’ jail, if they travel home from India,” added the SMH report. “Nine reported that federal Health Minister Greg Hunt would invoke powers under the Biosecurity Act -- the same legislation used to close the borders -- as soon as Saturday,” it added further. While there are 36,000 Australians stuck abroad there are 9,000 Aussies in India including the cricketers. Australian Prime Minister Scott Morrison had earlier said that since the players are privately visiting India for the IPL they would have to ensure their return. “They have travelled there privately,” Morrison was quoted as saying by The Guardian. “This wasn’t part of

an Australian tour. They’re under their own resources and they’ll be using those resources too, I’m sure, to see them return to Australia in accordance with their own arrangements,” the report further said. “If imposed, it would be the first time it has been made a crime for an Australian to enter their own country,” the SMH report on Friday further said. Three of the Australian cricketers in IPL -Adam Zampa, Kane Richardson and Andrew Tye -- have already returned home via Qatar. However, since their arrival home, the borders have been completely sealed. Umpire Paul Reiffel, who also wanted to return via Qatar after the three cricketers, couldn’t do so as the flights to Australia were by then cancelled. He was just 10 minutes away from leaving the IPL bio-bubble before he learnt about the cancellation of the flights.

she had contracted the highly contagious virus that is causing over 3,000 deaths daily in the country. Hailing from a village in Uttar Pradesh’s Baghpat district, Tomar was 60-plus when she picked up the gun for the first time but went on to win many national competitions for veterans, her feats ultimately inspiring the award-winning Bollywood movie ‘Saand

ki Aankh’. Well-known people from various walks of life condoled her death, including sports minister Kiren Rijiju and actor Bhumi Pednekar, who played her in the biopic. “I’m deeply saddened by tragic demise of our most lovable Dadi Chandro Tomar ji. She was inspiration for millions and will continue to inspire forever. May her soul rest in peace. Om Shanti,” Rijiju said. “Devastated by the news of Chandro Dadi’s demise. L o nd o n, A p r 3 0 (Agencies): The megafight between Tyson Fury and Anthony Joshua is on the brink of being called off, with alternative opponents for both Britain’s world heavyweight champions already on standby. Fury’s US promoter Bob Arum said on Thursday night: ‘We keep passing deadlines for Eddie Hearn to deliver the deal he keeps talking about and we are out of time. Once again he is saying next week but next week never comes.’ Legal arbitration about Deontay Wilder’s right to a trilogy fight with Fury, who sensationally knocked him out to gain the WBC world title, have been delayed even longer than the Joshua contract but have been accelerated

this week in New York, Dailymail reported. Wilder is back in training and Arum added: ‘Fury-Joshua looks dead in the water. Tyson has been out of action for too long and has to fight this summer. Who else is he going to fight other than Wilder? A third fight between them

is huge in its own right.’ Oleksandr Usyk, the former undisputed world cruiserweight champion, is also back at work in the gym as the mandatory challenger for one of Joshua’s collection of belts and is ready to step in against AJ. Hearn is still insisting

Manchester United thrash Roma 6-2 in Europa League semis

Manchester, Apr 30 (IANS): Bruno Fernandes and Edinson Cavani scored a brace each as Manchester United came from behind with five second-half goals to thrash Roma 6-2 in the first leg their Europa League semi-final tie. Fernandes opened the scoring for United in the ninth minute but Lorenzo Pellegrino levelled with a penalty and Edin Dzeko put Roma ahead in the 34th, DPA reported. Cavani struck in the 48th and 64th minutes to turn matters around, and Fernandes’ penalty in the 71st, Paul Pogba in the 75th and substitute Mason Greenwood in the 86th ensured a big win for United. The result leaves the 2017 champions United well-placed for next Thursday’s second leg in Roma and a place in the May 26 final in Gdansk, Poland. “The result is positive but it’s not finished.

Cavani swept the ball into the back of the net for United’s third, after it was spilled by replacement goalkeeper Antonio Mirante.

We are going to have to stay focused and play the second leg with the same mentality,” Pogba told BT Sport. The other English side, 2019 runners-up Arsenal, lost 2-1 at Spain’s Villarreal in a game both sides ended with 10 men. Roma lost midfielder Jordan Veretout, first choice goalkeeper Pau Lo-

pez and Leonardo Spinazzola in the first half but still managed to battle back from a ninth-minute deficit when Fernandes chipped over Lopez after being set up superbly by the 34-yearold Cavani. Pellegrino netted from the spot into the left corner after a sliding Pogba had handled an attempted cross from Rick Karsdorp.

Roma were 2-1 up in the 33rd when Dzeko tapped home Pellegrino’s cross to complete a move which involved a superb defence-splitting pass from former United player Henrikh Mkhitaryan to Pellegrino. It was Dzeko’s fifth goal at Old Trafford after two braces in the past while at Manchester City.

Cavani wasted a big chance to level on the stroke of half-time after being gifted the ball by Roma’s defence. The Uruguayan did better three minutes after the restart when he fired the 2-2 equalizer into the top right corner off Fernandez and then also tapped home in the 64th to put United ahead again. Fernandes completed his brace from the penalty spot after former United player Chris Smalling brought down Cavani, four minutes later Pogba headed the fifth off Fernandes’ cross, and substitute Greenwood fired into the far left corner as United scored a second big win against Roma after beating them 7-1 in the Champions League in 2007. “At half-time, we said, ‘let’s do the right things, let’s do the simple things’. We were all motivated and determined to go and score

as many goals as possible,” Pogba said. Villarreal meanwhile had a dream start against Arsenal when Manu Trugeuros fired into the bottom left corner with the first attempt five minutes into the game. The Gunners were harmless and went 2-0 down from captain Raul Albiol after a corner was flicked on to him. Arsenal had Dani Ceballos was sent off for a second bookable offence in the 57th before Nicolas Pepe gave them hope with a 73rd-minute penalty, and Villarreal then had Etienne Capoue dismissed over a second yellow card. “I’m happy in the second half we picked ourselves and have given us a chance at the Emirates. We showed we are better than them, even with 10 men, so it is up to us. When we play properly we can beat anyone,” Arsenal’s Bukayo Saka insisted.

that a $150million (£108m) deal for a mid-summer battle between Joshua and the Gypsy King remains in the Saudi Arabia pipeline for this summer, saying: ‘It is definitely, 100 per cent, going to happen.’ Arum retorts: ‘Eddie only has one fight left with his Joshua contract and he is desperate for it be this big one. Usyk is a a good fight but not as huge as Tyson and AJ. But it doesn’t look possible now before next year or even the year after. Like Tyson, Joshua needs to fight soon.’ Hearn protests that he has been carrying the work-load of finding a country willing to pay a site fee massive enough to meet both boxers’ expectations of one hundred million dollar purses, adding: ‘A little support would be nice.’

Arum and Fury’s UK promoter Frank Warren said that when the various, complex tasks of a fight of this magnitude were allocated between them, Hearn insisted on handling the search for a site. Under Ar um’s TV contract with ESPN, the US Disney-owned giant, Fury can still expect a hefty pay-night in America against Wilder, with help from BT. Unless the biggest Brit battle ever can be saved and next - Sky will have to rejoin the bidding for UK rights to what might yet end up as a Wembley blockbuster. If so, that would delight British fans, even though there will be massive, widespread dismay at another delay. Even more so if Joshua v Fury never happens.
