ECI modifies poll timings for 309 PS
D I M A P U R , M AY 2 2 (NPN): Election Commission of India (ECI) has modified the poll timing for 309 polling stations in nine districts of Nagaland. Poll timing would be from 7 a.m. to 3 p.m. for 22 polling stations in Peren, 13 in Phek, 40 in Mokokchung, three in Zunheboto, 78 in Wokha, 93 in Mon, 13 in Longleng, 23 in Tuensang and 24 in Kiphire. Polling parties to those polling stations, also known as P-2 polling stations, have to move out from the dispersal centre (District Hq.) two days prior to the date of poll. In all other polling stations, the poll timing would remain the same. Commissioner Nagaland & Returning Officer for 1-Nagaland Parliamentary Constituency M Patton has informed this modification to the two political parties concerned and the candidates.

Restriction on Kma bypass road lifted
D I M A P U R , M AY 2 2 (NPN): Restrictions imposed on the movement of vehicles on Naga Hospital Authority Kohima (NHAK)-Naga Bazaar- Pezielietsei (Tinpati) bypass have been lifted in view of the completion of repair work. According to an official bulletin, the DC and RTA chairman Kohima, Rajesh Soundararajan, in an order, stated that the stretch has been opened for normal traffic with immediate effect. However, movement of heavy vehicles would not be allowed. All commuters and responsible residents have been requested to take note of the above. Meanwhile, Kohima Police PRO also informed all commuters that the stretch of road from NHAK Junction to Census/ Pezielietsei (Tinpatti) junction was opened both ways for light vehicles. However, heavy vehicles have been prohibited till further notice.

NPRAF said except making hue and cry through media, people are helpless when various scams were highlighted in the media in departments like law & justice, roads & bridges, irrigation & flood control, health, industries, food & civil supplies, NSMDC, rural development, education, police, finance, etc, involving several thousand crore of rupees. NPRAAF pointed out that even Enforcement Directorate had recovered huge cash from the residence of former Addl SP MKR Pillai in Kerala in connection with swindling of police modernization fund. It said that though the news was flashed across national media, nothing really happened as politicians and officials were hand in glove with the accused, it alleged.

DIMAPUR, MAY 22 (NPN): Nagaland will soon have a Central Bureau of Investigation (CBI) branch office. This was conveyed by CBI officials to a delegation of the Nagaland Public Rights Awareness and Action Forum (NPRAAF) that called on DIG and SP of the Central investigating agency at Guwahati on Monday. The CBI officials also informed the NPRAAF delegation that a case was registered on May 21 in connection with the alleged Nagaland High Court complex corruption scam following a Gauhati High Court order, which set a three-month deadline for the investigating agency to probe and submit a report. According to a statement issued by NPRAAF information and publicity cell, the CBI officials also asked the forum leaders to maintain regular touch with CBI and share information, to which the latter agreed. CBI officials also agreed to examine the matters brought up by NPRAAF in its representation and assured to take action on those besides

Speaking on the occasion, Acharya remarked that cancer was becoming rampant in the State with cancer patients increasing day by day. He, however, appreciated Tata Trust for investing for a noble cause. He also expressed his hap-
piness at Tata Trust for its plan to invest Rs 1,000 crore in health sector of the Northeast. The radiotherapy centre at CIHSR is part of the 200 such centres in the country funded by Jamshedji Tata Trust, Mumbai. Acharya also lauded CIHSR for taking up the Herculean task of addressing the issue of cancer treatment. “Now, patients need not go to other States for cancer treatment, but can
avail the facilities at their doorstep with the inauguration of the radiotherapy centre,” he remarked. Appealing to the institute for taking up research that can be beneficial for the society, the governor informed the gathering that a medical college will be set up at Kohima by Government of India. Mentioning about the presence of five universities in the State that have produced around three lakh graduates, some whom are serving in different parts of the country, he described Naga youth as “second to none”. However, Acharya observed that simply obtaining conventional degree courses was of no value and stressed the need for a change in mindset, stating that rich resources of the State needed to be converted into wealth. In a press release, the Nagaland State Disaster Management Authority (NSDMA) Home Department stated that pre-monsoon rains, after a brief break, were all set to return over Nagaland with a heavy shower. However, rains would increase substantially by May 23 onwards. According to NSDMA weather analysis, moderate rains with some heavy spells over many parts of the state were expected. These showers would also be accompanied with thunderstorms, high velocity winds and lightning strikes. Further, these activities are not expected to stop anytime soon and would

The condition of Moosa, whose two sons had died earlier, is very critical and he was on ventilator support, while another person, undergoing treatment for nipha, was responding to treatment as of now, the sources told PTI. A total of 116 persons, who had come in contact with some of the infected
persons, have been put under quarantine-- 94 in their homes and 22 in various hospitals, the sources said. The World Health Organisation (WHO) has been informed about the outbreak of the virus in Kerala, she said. Health ministry says virus outbreak localised occurrence: An initial investigation by a medical team sent by the Centre to probe the sudden outbreak of the deadly Nipah virus in Kerala suggests it is a “localised occurrence” and is unlikely to spread as early, the Health ministry said on Tuesday urging people not to believe in rumours on social media and spread panic. “There is no reason for people to panic. This appears to be a localised occurrence,” the health ministry said. A multi-disciplinary central team from the National Centre for Disease Control (NCDC) visited the house in Kerala’s Perambra from where the initial death was reported, and found many bats in a well from where the family took water.

DIMAPUR, MAY 22 (NPN): Former MLA, Chupfuo Kense has refuted the allegation made by his own party colleague, Yitachu that Neiphiu Rio had allegedly bought the 11-Northern AngamiII A/C seat from him and another intending candidate. It may be recalled that Chupfuo, who was the 2018 NPF nominee of 11-Northern Angami-II A/C had clarified that he withdrew his nomination due to health reasons and not for personal gain as alleged. He therefore demanded “clarification/apology” from NPF MLA and spokesperson, Yitachu, failing which, Chupfuo said he will be compelled to seek legal recourse. Nipah virus (NiV) infection is a newly emerging zoonosis that causes severe disease in both animals and humans. K’taka: Cong gets dy CM, 22 ministries and JDS 12 NEW DELHI, MAY 22 (AGENCIES): After days of hectic parleying, the Congress and JD(S) have decided on G Parameshwara as the deputy chief minister of Karnataka. “Party president Rahul Gandhi has approved the name of Parameshwara for the deputy chief minister post in the coalition government,” AICC general secretary in Karnataka KC Venugopal told reporters Tuesday evening. Parameshwara, president of the Karnataka Pradesh Congress Committee (KPCC), will take oath as deputy CM alongside chief minister-designate and JD(S) leader H D Kumaraswamy in Bengaluru on Wednesday.
Congress party’s KR Ramesh Kumar will be the Speaker of the Karnataka assembly. Emerging from a meeting of Congress and JD(S) leaders to discuss the power-sharing arrangement between the two post-poll allies, Venugopal said the 34member state cabinet will have 22 ministers from the Congress and 12 from the JD(S). “Out of 34 ministries, 22 ministries will go with Congress Party and 12 ministries, including CM will be with JD(S). DIMAPUR: A seminarcum-workshop on nature conservation was organised by the Nagaland forest department on May 19 at Kikruma Community Reserve for community and schools of the locality. A press release by chief wildlife warden Nagaland, Satya Prakash Tripathi, stated special invitee, conservator of forests (STC), Kohima, Dr Kenei M, spoke on role of community and individuals for protection of forest and wildlife in the state of Nagaland. Dr Kenei said in Nagaland, 88.3 percent of forest wealth was under the control of individuals and communities where the government has a little regulatory role.
He then appealed to the people to come forward for community reserve proposals for possible funding by the Ministry of Environment, Forest & Climate Change, Government of India. In a keynote address, Satya Prakash Tripathi highlighted the importance of forest and wildlife and scenario of forest and wildlife in Nagaland. He also briefed the participants on details of community reserves for increasing protected area network in the state and financial assistance to the communities. Tripathi informed that with notification of a forest into a community reserve, the ownership does not change and that the land was required to be used
only for forestry and wildlife purpose. He also highlighted the importance of banning of plastic in and around the community reserved area. DFO Phek, Velatso Demo gave the conservation example of Amur Falcons to the participants and also spoke about his observations of the good water management practices of the village to work with limited water resources. Wildlife Warden, Kiphire Wildlife Division, Suman W M Sivachar, spoke as to how behaviour of wild animals was affected by their interaction with the surroundings and with human beings. The focus of the workshop was to assist the stakeholders in understanding the regulatory framework of GST, its implications and more specifically its impact to north eastern states. In his inaugural address, pro-vice chancellor Nagaland University Kohima Campus, Prof Ramesh C. Gupta expressed hope that the seminar would help the stakeholders in effectively implementing GST in the state.

Stating that the mission has undergone significant expansion and in the light of this, Athel said there was an urgent need to strengthen systems and focus on qual-
ity control. Presenting the overview of the annual action plan for FY 2018-19, M. COO (Programs), Rollan Lotha, highlighted the macro footprint of the mission in Nagaland. He appreciated the commendable achievement of building 4333 SHGs and federating them into 197 VLOs and 12 CLF. He then emphasized on integration of all NRLM thematic as the key to achieving NRLM objectives and goals. Lotha said through integrated inter vention approach, the state mission was looking at 7000 SHGs, 300 VLOs and 20 CLFs emerging this FY as self-governed sustainable
grassroots community institution. The workshop is being jointly facilitated by the State Mission team and Trivikram, State Anchor from NMMU, MoRD with Shivaji N Choudhury; B.K Basu and Madhabananda who are National Resource Persons, NIRD. The four-day workshop would culminate on May 25 and would have intensive sessions on the thematic components under NRLM, group discussion for district-wise action plans for achievement of quarterly targets and implementation objectives, strategy, activities and outcome. Meanwhile, the release informed that the four fold objective of the workshop was to integrate all NRLM thematic activities; provide broad contours of annual plan and highlights of key challenges and emerging issues and suitable strategic responses and policies; to provide a forum for brainstorming District/Block– wise specific plans and targets based on the overall State annual targets, and to implement Performance Management System (PMS) & Staff Performance Plan and Assessment (SPPA).
NGO consultative meeting held DIMAPUR: Interim NGO body meeting was conducted for the formation of NGO forum in Nagaland on May 17 at Peace Channel conference hall, Dimapur. In a release, Garrol Lotha said that, Dr. Fr. C. P. Anto at the meeting explained on the need and objective to conduct a seminar on Article 371 (A) which sprung up during the NACWR general body meeting. He said that the main objective of organizing the seminar was to bring to light the clearer content of Article 371 (A). He also emphasized on the formation of Nagaland NGO forum so that the forum can act as a support and pressure body to the government by coming together and voicing on issues that needed attention. During the interim body meeting, the house had thoroughly discussed on the formation of the forum and seminar on Article 371 (A) and the house unanimously agreed to organize a seminar on Article 371 (A)-cumfirst general meeting for Nagaland government registered NGO forum on May 26. The meeting was chaired by Dr. Hesheto Chishi while invocation was pronounced by Ella.
DIMAPUR: The XIX Local Board of Administration (LBA) meeting of Sainik School Punglwa (SSP), Nagaland was held on May 22 under the chairmanship of chief of staff, HQ 3 corps and LBA chairman, major general Atanu K Pattaniak. In a press release, SSP Nagaland said that AK Pattanaik, expressed satisfaction on the performance of the school during two years of his chairmanship. AR organizes rally for ex-servicemen
DIMAPUR: Assam Rifles under the aegis of IGAR (North) conducted an exservicemen rally at Kohima on May 22 with an aim to reach out to the Assam Rifles ex-servicemen residing in four districts of Phek, Wokha, Kiphire and Kohima. Altogether 121 ex-ser-
vicemen, Veer Nari, and dependents attended the rally. During the rally, the ex-servicemen were provided information through special kiosks about skill development, army recruiting office, agriculture department, telecom, banking and CSD. A grievance cell has also been established to
register and provide on the spot remedial measures. Major General Sanjay Gupta, IG AR (North) felicitated the war wounded, veterans and widows of ex-servicemen. He assured the veterans that their grievances will be attended expeditiously to their full satisfaction.

MOKOKCHUNG, MAY 22 (NPN): Government High School, Mangmetong, on Tuesday felicitated the 12 students, who have successfully cleared their HSLC examination 2017 at the school Assembly Hall. On the occasion, head master, I Toshi Kichu congratulated the students for brining laurels to the school and the village and wished the students best of luck in their future endeavours. He also said that since the school was upgraded to high school, in the year 2011, the school has witnessed only one fail record in 2013. Besides that, the school maintained a cent per cent pass record, since
2014 – 2018. He also credited the success to the community of Mangmetong village, for sponsoring three month intensive coaching camp (hostel) along with the sincere and dedicated teaching faculty. One student achieved distinction in Social Science and three passed out in first division, he added. Last year, the BIEO registered a case based on complaints alleging that top forest officials, in connivance with contractors, were running an illegal sand-mining racket in the Doigrung River. The officials were allegedly issuing fake challans to run the operation.

“Subsequently, a BIEO team conducted an inquiry and found out that sand depot owners, in collaboration with forest officials, were manipulating challan books to embezzle government royalty for personnel gains,” a source said. The police wing believes that the arrest of Hazarika would be crucial to
unearth the role of top forest officials involved in the scam. “Hazarika claimed that he was only following the orders of his seniors. Another top forest official is on the run since since April. A hunt is on to nab him,” the source added. The BIEO has prayed for five-day remand of Hazarika for further inter-
rogation. Police said another forest department official, suspected to be one of the key racketeers in the case, is currently evading police action. Some of the accused are believed to be hiding in Nagaland. Illegal sand mining in the rivers of the state poses a great threat to the ecology
and environmentalists of the region are demanding strong action agianst those involved in the racket. During the monsoon, when river flow becomes rash, the absence of sand beds triggers heavy erosion on the banks. Demand for sand has grown over the years because of a boom in the real estate sector.

Agartala, May 22 (Agencies): The overall flood situation across Tripura improved marginally on Tuesday with water level receding in all the major rivers and no heavy showers during the last 24 hours. This was informed by concerned official sources. According to official records, there are 17,840 inmates as of now lodged in 71 relief camps across the State. The concerned authorities also said that if rain does not occur, then the affected people will started moving to their respective homes. Meanwhile, people taking refuse in make-shift camps have expressed their anguish over shortage of relief materials. The inmates have also complained about inferior quality of food being supplied in the relief camps. Notably, areas adjacent to River Howrah in Jirania and Sadar sub-division are the worst hit due to flood triggered by incessant rain over the last couple of days. Crops spreading over hundreds of acres of land have been washed away due to the flash flood.

IMPHAL, May 22: Manipur chief minister N Biren Singh Tuesday assured the people that Citizenship Amendment Bill 2016 will not harm Manipur in any way and also reiterated his government’s commitment to enact an Act to protect the indigenous people of the state. Talking to reporters on the sideline of a function at chief minister’s secretariat, Singh said, “Citizenship issue is purely for Assam and Manipur has nothing to do with the much hyped Citizenship Bill.” The chief minister’s comment comes at a time when the voices of opposition to the proposed Citizenship (Amendment) Bill 2016 is getting louder in Assam and other Northeast states including Manipur. On Monday, apex students’ bodies in Manipur, Arunachal Pradesh, Mizoram, and Nagaland organized sit-in-protests in their respective state capitals, demanding immediate scrapping of the proposed

Work on to add 5,158-km rail tracks in NE: Gohain
Agartala, May 22 (PTI): More than 40 railway projects are currently underway in the northeast region which will add 5,158 km-long tracks on completion, Minister of State for Railways Rajen Gohain said Tuesday. Flagging off the second service of Humsafar Express at Agartala railway station here jointly with Tripura Chief Minister Biplab Deb, he said Prime Minister Narendra Modi led NDA government is very keen to develop the northeastern states and working for it. A total 43 railway projects are currently on in the region for which Rs 90,000 crore had been allotted. On their completion 5,158 km railway line would be added in the northeast, he said. The train, which was flagged on January 5 plies between Agartala and Bangalore Cantonment once a week. With the introduction of the second service the train will be available twice a week now. Gohain said, “The central government has also sanctioned a project for electrification of all lines.” On development of
Rajen Gohain railway services in the region, he said Arunachal Pradesh and Tripura and Manipur are connected with the railways and work is now underway in Mizoram and Nagaland. He also said railways development work was in progress at Meghalaya since the Conrad Sagma government came to office. The minister of state said work on the Rs 3,451 crore 112-km broad-gauge line from Agartala to Sabroom in South Tripura district is underway and when it is commissioned Chittagong Port in Bangladesh would be only 90 km away from the nearest station. Arms and ammunition recovered in Manipur

Imphal, May 22 (PTI): A large quantity of arms and ammunition was recovered by Assam Rifles (AR) Tuesday while those were being transported in a vehicle from Ukhrul to Imphal in Manipur, an AR release said. I M P H A L , M ay 2 2 : Commander-in-chief of Hmar People’s Convention (Democratic), Lalropui Famhoite, who is also the chairman of United Peoples’ Front (UPF), an umbrella body of six Kuki based militant groups passed away Monday evening. He breathed his last around 11 pm in Imphal’s Mothers Care Clinic where he was undergoing treatment for high blood pressure. In a statement, Zomi Re-unification Organization has expressed shock at the sudden demise of their fellow comrade. While the UPF and KNO have been engaged with the government for a durable solution in hill areas of Manipur, his death was untimely and very unfortunate, the statement added.

Meghalaya observes World Honey Day

Shillong, May 22: World Honey Bee Day was observed on Tuesday here in Meghalaya with an aim to raise awareness about the importance of bees and other pollinators for humankind and to give an opportunity for entrepreneurs of the state to sell and display their product. Agriculture Minister Banteidor Lyngdoh said that the state government is doing its best to uplift the economic conditions of farmers and, therefore, urged farmers to take up bee keeping. In order to boost bee keeping activities in the State, Lyngdoh agreed to the need of constituting Meghalaya Honeybee Board. He also lauded the office of the District Horticulture Officer, East Khasi Hills for drawing attention to the need to preserve and protect bees particularly as there is a growing threat to their population globally. Additional Chief Secretary and Agriculture Production Commissioner, K N Kumar spoke at length about the importance of bees as pollinators and the threat posed to humankind
due to their dwindling population worldwide. Citing the indiscriminate use of pesticides as one of the main reason for the decrease in bee population, Kumar said that the need of the hour is to ban the use of pesticides in the State. He also said that introduction of foreign bee species like the Apis mellifera to boost honey production was detrimental to the survival of indigenous bee species and hence called for a proper survey to be carried out so as to ensure that the ecosystem of local species is not harmed. Further, Kumnar also highlighted the need to establish the Meghalaya Agriculture Research Institute so that local issues can be effectively addressed. In order to streamline and add value to beekeeping activities in the State, Kumar reiterated the need to establish the Meghalaya Honeybee Board. During the programme, Bee Keeper T Lyngdoh and Bee Processor P Wahlang shared their experience with the gathering and encouraged fellow farmers to take up bee keeping proactively.
Body of kidnapped man found
Tura, May 22 (PTI): The body of a man, who was allegedly kidnapped by unidentified men from his house in West Garo Hills district on May 19, has been recovered from a spot about a kilometer from his residence, police said Tuesday. The incident occurred at Sakaboldakgre village under Dadenggre police limits in Meghalaya. Some locals alleged that the victim was suspected of practising witchcraft, which may have led to personal enmity. “We are looking at all angles and will know what happened after we receive the post mortem report. Prima facie, it seems to be a case of murder,” superintendent of police Dr MGR Kumar said. An FIR lodged at the police station by two villagers on May 20 said that at around 10 pm on May 19, two people with their faces covered, had barged into the bedroom of the victim, identified as Nangseng Ch Marak (60), and dragged him out of his bed. They also slapped the wife of the victim Wenem Sangma (56) before taking him to an undisclosed location. The victim’s 20-year-old daughter was, however, left alone, the FIR said. “After receiving the information, police teams launched an extensive search for the victim. We recovered a khukri, two blood-stained stones and a skull bone. “There were also blood stains where the victim was dragged by his captors. The skull bone was recovered about a kilometre from the house near a river bank,” the SP said. The police and locals continued the search for the missing person before his body was recovered yesterday morning.

or obvious reasons, the Modi government kept oil prices in check in the run-up to the Karnataka assembly elections, but the prices shooting up after the polls does not mean their impact will not hit Modi’s future. State-owned oil companies chose not to increase fuel prices for 19 days leading to the elections Right after the elections were over, the Modi government unleashed its ‘achhe din’ when the tax-hit consumer was hit by hikes that left public numbed. There has been steady rise in prices of fuel since 2014 but there was no one to protest. The political parties went into hibernation after their disastrous and crushing defeat by the BJP. Even if it was unfair and unjustifiable, fuel prices did not fall from the 2013 level even though prices of crude came down from $113 per barrel to $50 per barrel then. Today the prices of petrol and diesel have reached the highest level in many years. In less than a year of Modi becoming the prime minister in May 2014, the price of the Indian basket of crude oil crashed from $113 per barrel to $50 by January 2015. That was a bonanza for a government struggling to manage fiscal deficit and planning large social-sector spending. Although the crude oil prices have risen to $70 per barrel as opposed to $113 per barrel in 2013-14, the petrol prices are at all-time high. In 2015 crude was $49.49 and in became cheaper in 2016 to $40.68 per barrel but the Modi government did not pass on the benefits to the consumers. It not only maintained the same price level as that in 2013-14 but gradually raised the price through the subsequent years. After the recent hikes, petrol prices in Delhi went up to Rs 74.08 per litre and diesel at a record high of Rs 65.31, the highest since 2013. In Kolkata, petrol retailed at Rs 76.78, while in Mumbai it retailed Rs 81.93 and Rs 76.85 in Chennai. Former Finance Minister P. Chidambaram has questioned the manner in which the BJP has been dealing with the fuel pricing. He said the BJP boasts that it is ruling 22 states and so asked why does the NDA government refuse to bring petroleum and petroleum products under GST?. It may be pertinent to point out that during the UPA-I and UPA-II though prices of crude was hovering above $113 per barrel, the price of both petrol and diesel were kept within Rs.70-mark. The government had netted a very huge sum as revenue from excise tax. During the financial year 2016-2017, the government earned a whopping Rs 2.67 lakh crore revenue on account of several increases in indirect taxes (Excise, Customs and import duties) on such products. The Modi government had raised excise duty nine times between November 2014 and January 2016 to shore up finances as global oil prices fell, but then cut the tax just once in October last year by Rs 2 a litre. Tax revenue to the central government rose 18% to Rs 17.1 lakh crore in the year ended 31 March, aided by steady growth in direct taxes and a sharp jump in excise and service tax receipts. The promises of ‘Achhe Din’ has been exposed as being applicable only to those holding power while the credulous and mesmerized Indian public still vainly hope that someday it will come true.

The things we are going through are either making us sweeter, better, and nobler men and women, or they are making us more critical and fault-finding, and more insistent on our own way. The things that happen either make us evil, or they make us more saintly, depending entirely on our relationship with God and its level of intimacy. If we will pray, regarding our own lives, “Your will be done” (Matthew 26:42), then we will be encouraged and comforted by John 17, knowing that our Father is working according to His own wisdom, accomplishing what is best. When we understand God’s purpose, we will not become small-minded and cynical. Jesus prayed nothing less for us than absolute oneness with Himself, just as He was one with the Father. Some of us are far from this oneness; yet God will not leave us alone until we are one with Him— because Jesus prayed, “…that they all may be one….”

Karnataka’s verdict loud and clear
actically the Congress has won the day even though the party has been rejected outright by the people of Karnataka which went to polls for the state legislature. In the process, the Congress has still managed to win 78 seats out of a possible 222 for which elections were conducted. The par ty high command went into a huddle and instantly decided to provide outside support to Janata Dal (Secular) which has secured mere 38 seats. Eventually, the Congress avenged its defeat. At the same time, it also turned the tables against the BJP which emerged the single largest party. It’s unfortunate that despite 104 seats in its kitty, the BJP will not be able to form the government. In the bargain, it is JD(S) under the leadership of former Prime Minister Deve Gowda which has got an unexpected bonanza. However, one cannot deny the BJP’s success because of the popular verdict. Apparently, it is all because of Prime Minister Narendra Modi and his party president

Amit Shah, who were instrumental in bringing together the two warring groups, one led by B.S. Yediyurappa and the other by B. Sriramulu, in the state. The RSS can also feel satisfied that it had its way in selecting the candidates. This is the first time that the BJP, always associated with the north, crossed the Vindhyas to have a foothold in the south. This is bound to have an impact in Andhra Pradesh if and when it goes to polls, especially after chief minister N. Chandrababu Naidu decided to take on the BJP when the Centre refused to give a special status to the state. Kerala has traditionally been a Communist stronghold while Tamil Nadu is still caught up with the two Dravidian parties, DMK and the AIADMK. Making inroads into the two states will be a difficult proposition for the BJP, but the party has already begun its spadework, keeping the future elections in mind. As for Telangana, chief minister K. Chandrasekhar Rao is fully entrenched now.
Yet, the overall scenario is not conducive to the belief of secular parties. The Congress has realized it more than anybody else. That also sums up the reason for the party’s high command sending two veterans Kuldip in Ghulam Nabi Azad and Ashok Gehlot to Bengaluru to offer the party’s support to H.D. Kumaraswamy to form the government. In the process, the Congress was able to keep out the BJP from seat of power. The only possible hurdle in the entire plan, the outgoing chief minister Siddramaiah, was taken on board before the party offered the leadership position to Kumaraswamy. This was in contrast to what happened in Goa, Manipur and Meghalaya where BJP moved swiftly to form the governments with its quick planning. Perhaps, this was something even the BJP would not have dreamt. At the time of writing, the ball was in the state governor’s court. All depended on what he ultimately decides. As for the convention, the gover-
nor has to ask the single largest party to form the government and proves its majority on the floor of the house. But the recent experience is not a happy one. The Congress had emerged as the single Nayar largest party both in Goa and Manipur. However, it was not invited to form the government. I t i s b e yo n d a n y doubt that the JD(S) and the Congress coalition have a clear majority. But it is only a post-poll arrangement which has no sanction. Normally, the prepoll alliances between political parties are the safer options for governors to trust and ensure formation of a stable government than the post-poll alliance, like the one now between the JD(S) and the Congress. gress has lost yet another state from its grasp. It’s more than a coincidence that the party started losing ground ever since Rahul Gandhi has become the president. The Congress has no option except to have a new face at the top. But who will replace him remains the question. Ideally, Sonia Gandhi herself should re-occupy the office. The tag of being Italian is no longer there. The other option is Priyanka Vadra if the choice is to be confined to the dynasty. There are other leaders available but the party is so much linked with the NehruGandhi dynasty that no other person qualifies. The tragedy is that the people of India have moved away from the dynasty, but it has not from its thinking. The Karnataka election will certainly have repercussions for the future of Indian politics. Gadchiroli, May 22 (IANS): Residents of a village in this Maoist-affected Maharashtra district on Tuesday alleged that at least eight innocent youth, including five girls, may have been felled by police bullets in the country’s biggest antiMaoist operation here last month. The villagers of Gattepalli have demanded a judicial probe into the April 22-23 operation and action against the commandos of the crack unit C-60 who had
carried out the twin security operation killing 40 Maoists in the forests of Kasnasur. In a memorandum to the Gadchiroli Collector, the villagers have said that the eight youth - aged between 15-25 - were among who had left Gattepalli for Kasnasur on April 21 to attend the wedding of Somu Rainu Madavi. While two of them - Gonglu Muka Gawde and Tulsi Chaitu Gawde - returned on Sunday (April 22), the remaining eight did not come back
from the wedding festivities in Kasnasur, around 25 km from Gattepalli. The following day (April 23), the families made frantic enquiries and even visited Kasnasur for their missing kin, but failed to trace them out. The next day, on April 24, the distraught families finally lodged missing complaints with the local police, who took the families to various morgues where the bodies of the slain 40 Maoists were kept prior to identification

New Delhi, May 22 (PTI): Facing “crisis situation” created by rising fuel prices, the government is likely to come out with “some steps” this week to deal with record high petrol and diesel rates, a senior official said Tuesday. The government may not rely only on cutting excise duty, which makes up for a fourth of the retail selling price, the official said but did not elaborate. “Rising fuel price is a crisis situation for government and it has to be handled with combination of steps. Finance ministry is consulting the petroleum ministry on rising crude prices,” he said. More than a week after the state-owned oil firms ended a 19-day pre-Karnataka poll hiatus on revising fuel prices, petrol and diesel rates have touched record highs. Petrol costs Rs 76.87 per litre in Delhi and diesel costs Rs 68.08 a litre. In last nine days, petrol price has risen by Rs 2.24 a litre and diesel by Rs 2.15. DIMAPUR: Federal Government of Nagaland (FGN) ministry of rali wali has expressed grief at the demise of khapur, Namphunpou Ruangmei, who passed away on May 21 at Rangkhung village, Zeliangrong region Nagaland, after prolonged illness. In a condolence message, FGN stated that late Namphunpou joined NNC/ FGN in 1970s and served the nation till his last breath. It described him as a true patriot and a gallant national worker. FGN stated that his untimely demise was a great loss and that it has created a vacuum for the nation and community. It said late Namphunpou’s valuable deeds and sacrificial service rendered to the nation would always remain alive in the annals of the nation. DIMAPUR: Awareness campaign on conservation and protection of forest and wildlife to mitigate human animal conflict and wildlife crime was held on May 19 at Old Church Kami Village, Phek District. A press release by chief wildlife warden Nagaland, Satya Prakash Tripathi, stated that the awareness campaign was jointly organised by the Forest Department, Nagaland and 111 Battalion, Border Security Force (BSF), Ministry of Home Affairs, Government of India. The release stated that special invitee, conservator of forests, southern territorial circle, Kohima, Kenei M, spoke on the need of conservation of forest and wildlife by the individuals and communities as they are proprietor and owner of forest resources. Stating that forest and wildlife cannot be protected only by government machinery, Kenei appealed villagers to come forward with project proposals on community reserves for possible funding by the Ministry of Environment, Forest & Climate Change, Government of India. I-T conducts raids in Delhi; unearths black money New Delhi, MAY 22 (AGENCIES): The income tax (I-T) department has unearthed black money worth over Rs 215 crore after it conducted multiple raids over the weekend against two real estate groups who were selling land and farm houses on the Yamuna plains to highend investors in the national capital, officials said on Tuesday. Sleuths of the Delhi investigation wing of the department searched and surveyed a total of 33 premises of the two property developers, whom they did not identify. They said the two developers largely dealt in cash while cracking these deals and thus evaded income tax along with their clients, who are now under the department’s scanner. The modus operandi undertaken by the developers, sources said, was to file their I-T returns based on the sale of the property on actual circle rates but the actual transaction was priced “much higher”.
SBI posts Rs 7,718 crore loss in Q4 due to bond loss

M u m b ai , M ay 2 2 (AGENCIES): State Bank of India (SBI), the country’s largest lender, posted its highest ever loss in the fourth quarter — of Rs 7,718 crore due to provisions made for losses in its bond portfolio and for bad loans. In the Oct-Dec quarter, the bank made a loss of Rs 2,416 crore while during the fourth quarter of the previous financial year, the loss was Rs 3,442 crore.
The numbers are not exactly comparable on a year-onyear basis, since the lender merged all its five associate banks and Bharatiya Mahila Bank at the beginning of 2017-18. The bank has made Rs 24,080 crore provision for bad loans and Rs 4,761 crore for investments, mainly in its bond portfolio. “Let me confirm that the recognition [of bad loans] is completed,” SBI chairman Rajnish Kumar said at the press conference. He pointed to the
‘strength’ of the balance sheet as the loan loss coverage ratio improved by almost 500 basis points to 50.38% in one year. “Our capital position is also strong,” he said. The bank’s capital adequacy ratio was 12.6% as on March 31, including tier-I capital of 10.36%. The other reason for the bank’s confidence in improving its performance is that the resolution of stressed assets has started, resulting in banks recovering loans, albeit after taking deep haircuts. Last week, lenders successfully sold Bhushan Steel — that was referred for bankruptcy following default — to Tata Steel. The SBI has recovered 72% of the loans given to the steel company from the sale. The SBI has an exposure of Rs 49,116 crore for the 12 companies against which bankruptcy proceedings were initiated by banks, after being identified by the Reserve Bank of India (RBI) for action under the Insolvency and Bankruptcy Code. The SBI has
made a provision of 56% on these accounts and expects to take 52% on these accounts, Kumar said. There was also a second list of accounts, where SBI has an exposure of Rs 28,510 crore and has made 63% provisioning. However, proportion of haircut from these accounts are expected to be higher, a bank official said. The SBI expects resolution of the first list of accounts that was referred to the National Company Law Tribunal (NCLT) by the end of September, and for the second list by the end of the financial year. “Resolution of NCLT accounts will lead to lower GNPAs, in addition to better margins,” the bank said in a presentation to the investors. Shares of SBI rose 3.7% to close at Rs 254.15 on the BSE, while the overall indices ended almost flat. “Last year [2017-18] was disappointing. There is hope this year. FY20 will happiness,” Kumar said indication that a real turn around for the bank would start from the next financial year.

Kolkata, May 22 (IANS): A man, who underwent a heart transplant said to be the first such human-to-human surgery in eastern India, is stable, the hospital said on Tuesday. Dilchand Singh, 39, has been taken off assisted ventilation, said a medical bulletin. “Our transplant recipient is stable and continues to progress well,” Fortis Hospital Medical Superintendent Arafat Faisal said in the bulletin. “All medical parameters are satisfactory. His relatives have visited him and have been updated,” the bulletin said. According to the bulletin, the patient is alert. He has been able to consume normal food and water. His condition will be monitored for another 7296 hours. The kin of Singh, who hails from Jharkhand, feel the family of the donor, a 21-year-old who died in Bengaluru, has given a new lease of life to him. “Once we are out of the hospital, we will visit the donor’s family. We will be connected with the family till the time we are alive,” a relative said.

New Delhi, May 22 (IANS): The Telangana Rashtra Samithi (TRS) is confident that the proposed Federal Front will emerge as a strong alternative political platform before the 2019 Lok Sabha elections and will be a “game changer”, a party leader said on Tuesday. The formation of the Federal Front -- an anti-BJP and anti-Congress platform mooted by TRS chief and Telangana Chief Minister K. Chandrasekhar Rao -is under process, said his daughter and party MP K. Kavitha. “Our country needs an alternative political platform which is non-BJP and non-Congress. The Federal Front is an idea to get into an alliance wherein both these parties did not perform to the expectations of the people,” she told reporters at the Indian Women’s Press Corps (IWPC) here. Kavitha, the first woman MP from Telangana who represents Nizamabad, said
that the party supremo was in talks with like-minded people and the front agenda will soon be put before the public. “The TRS as a party does not believe in north-south divide. KCR has reached out to not just southern leaders but also Mamata Banerjee and Akhilesh Yadav as well. The situation and equation will determine who all are going to be part of this platform,” she said. Air ticket cancellation within 24 hours to be free
New Delhi, May 22 (Agencies): Air travellers will be able to cancel their tickets within 24 hours of booking a flight free of cost, provided they do so atleast four days before the scheduled departure, as per the draft passenger charter made public on Tuesday. The Ministry of Civil Aviation has placed the draft for public consultation for a period of 30 days and aims at notifying the final version within two months. The Ministry has also proposed that airlines not levy any additional charge for correction in name, if the error is pointed out within 24 hours of making a reservation, and provided the rectification is required for no more than three characters. The proposal also lays down compensation norms for passengers, and recommends that in case a traveller is informed about a flight cancellation between two weeks to 24 hours before the flight, the airline must offer an alternate flight which departs within two hours of the scheduled departure time booked by the passenger or refund the ticket. If the airline doesn’t inform the passenger about the cancellation atleast 24 hours before the scheduled departure time, the airline will have to refund the full value of the air ticket.

New Delhi, May 22 (IANS): Making a scathing attack on the BJP-led Central government, the Congress on Tuesday questioned the constant rise in petrol and diesel prices, and demanded they be brought under the Goods and Services Tax (GST) ambit. It also asked the Central government to immediately reduce the central excise duty on petroleum products and demanded that the BJP-ruled state governments should also reduce Value Added Tax (VAT) and other taxes on the same to provide relief to the common man. Congress spokesperson Pawan Khera told reporters here that there has been an increase of around 212 per cent in excise duty on petrol and 433 per cent on diesel since the BJP came to power in May 2014, while central excise duty had been hiked 12 times. “Post May 26, 2014, international crude oil prices have come down by more than 30 per cent. (Narendra) Modi government earned a windfall of Rs 9.95 lakh crore by levying central taxes on petrol and diesel till December 2017. It is over Rs 10 lakh crore now. Where has the money gone?” “As soon as Karnataka elections were over, the government revealed its true colours as the daily fuel price hike resumed,” he said. “Our major demand is to bring fuel prices under GST which would imply uniform taxation and simple procedural compliance,” he added. New Delhi, May 22 (IANS): The Supreme Court on Tuesday refused urgent hearing on a plea filed by the Akhil Bharat Hindu Mahasabha (ABHM) challenging Karnataka Governor Vajubhai Vala’s decision to invite the alliance of the Congress and the JD-S to form a government in the state. The petition was mentioned before a bench of Justice A.M. Khanwilkar and Justice Navin Sinha which refused to give urgent hearing, saying the petition would be heard in due course. The plea, filed by Advocate Barun Kumar Sinha, said: “Such fraudulent, opportunist, collusive, tactics between these two political parties have defrauded the electorate of Karnataka which is against the basic structure of the Constitution of India.” The Governor was bound to consider the concept of popular government in a parliamentary democratic system and the opportunistic post-poll coalition has to be disregarded by the Governor keeping in view the people’s will, the Hindu outfit’s plea said. JD-S legislative party leader Kumaraswamy will take oath as Chief Minister on Wednesday. Kumaraswamy was invited by the Governor to form the government as the leader of the JD-S legislative party with the support of the Congress. T U TICO R I N / CHE N NAI, MAY 22 (PTI): Nine people were killed in police firing after protests for the closure of Vedanta group’s Sterlite Copper plant over pollution concerns turned violent in Tamil Nadu’s Tuticorin, with the police action drawing opposition criticism. Chief Minister K Palaniswami confirmed reports about the death of nine people in “police action”, while reports claimed many, including policemen, were injured in clashes. Governor Banwarilal Purohit condoled the deaths. Palaniswami announced a compensation of Rs 10 lakh to the families of each of the deceased, and ordered judicial inquiry into the violence. The protests were going on in Tuticorin for over three months now, but violence erupted today with agitators fighting pitched battles with police, prompting it to open fire. Palaniswami said in a statement in Chennai that the protesters took out a procession towards the collectorate in defiance of the prohibitory orders clamped in the specific area in Tuticorin. Stockholm, May 22 (IANS): The Swedish government is sending an instructional war pamphlet to all 4.8 million households in the country, educating them for the first time in more than 30 years on the perils of war. The brochure, titled “Om krisen eller kriget kommer (If crisis or war comes)”, was compiled by the Swedish Civil Contingencies Agency (MSB) and instructed civilians on what to do if “their everyday life was turned upside down”, CNN reported on Tuesday. The pamphlets will be distributed in 13 different languages between May 28 and June 2 during Sweden’s Emergency Preparedness Week. The brochure provides information on everything from how to identify fake news and prepare against extreme weather conditions to what to do in the event of terror attacks and military conflicts. The 20-page pamphlet, featuring illustrations of soldiers in the field, people fleeing disaster zones and cybersecurity teams at their computers, was an update on a version first produced during the Second World War and last released in the 1980s. Sweden remained a neutral country during the Second World War and has not been at war for 200 years. Turkey coup trial: Court jails 104 ex-military officers for life Istanbul, May 22 (IANS): A Turkish court has sentenced 104 former military officers to life in prison for their involvement in a 2016 coup attempt, state media report. They were given “aggravated life sentences”, which come with tougher terms than a normal life sentence, BBC reported on Tuesday. The country’s president had previously said he backed reintroducing the death penalty for coup plotters. The failed coup to overthrow President Recep Tayyip Erdogan left at least 260 dead and 2,200 injured on 15 July 2016. The Turkish government has since led a crackdown on alleged coup supporters, with the dismissal of more than 150,000 state employees and the arrest of some 50,000 people.
Of the 280 ex-military people on trial, the court in Izmir also served lesser sentences to a further 52 defendants. Sitting in Izmir in western Turkey, the court gave 21 people 20 years in prison for “assisting the assassination of the president”, while 31 others were sentenced to between seven and 11 years for “membership of a terrorist organisation”, state news agency Anadolu reported. MELBOURNE, May 22 (Agencies): An Australian archbishop was found guilty on Tuesday of concealing child sex abuse by a priest, which Australian media said made him the most senior Catholic in the world to be convicted on such a charge. Philip Wilson, the archbishop of Adelaide, is expected to be sentenced by the court in June. He faces a maximum penalty of two years in jail. He was accused of covering up a serious indictable offence by another priest, James Fletcher, after being told about it in 1976 when he was an assistant parish priest in the state of New South Wales. Lawyers for Wilson, 67, had argued that he did not know that Fletcher had abused a boy, Australian Broadcasting Corp (ABC) reported. Kandahar, May 22 (AFP): At least 16 people were killed and 38 wounded Tuesday when a minivan packed with explosives detonated as security forces were trying to defuse it in southern Afghanistan, officials said. Security forces in Kandahar had already cleared the area around a bus station where the van was found, provincial governor spokesman Daud Ahmadi said. “As the security forces were trying to defuse the van, it detonated,” said police spokesman Mohammad Qasim Azad. “The latest figures show 16 dead and 38 wounded people brought to the hospital. We still have two ambulances at the site because there might be more people under the rubble,” Dr Nehmat Barak, chief of the Mirwais Hospital in Kandahar, said. Kerala tourism to unveil world’s largest bird sculpture

erala tourism will inaugurate the world’s largest bird sculpture, Jatayu Earth’s Centre, here on July 4, Tourism Minister Kadakampally Surendran said on Tuesday. The replica of the bird ‘Jatayu’ -- a character in the Ramayana -- is 200 feet long, 150 feet wide, 65 feet tall and is positioned right at the top of a rock situated 1,000 feet above sea level. The sculpture, spread over 65 acres in Thiruvananthapuram, has been built at a cost of Rs 100 crore. “This has been the work of film-maker Rajiv Anchal and this project was declared under built-operate-transfer basis during the previous Left government in 2006,” said Surendran. “All these years he was working for this and on July 4, this would be thrown open to the public. Even now it’s ready, but since rains are expected anytime, we have decided to inaugurate in July,” added Surendran. Anchal, an award-winning filmmaker, selected the project site as the place

Du Plessis remained unbeaten on 67 off 42 balls to help CSK chase down 140 in a low-scoring thriller in Mumbai. The 33-year-old smashed five boundaries and four sixes during his knock to take CSK to their 7th IPL final.
He had started off his innings very slowly and didn’t get to bat for nearly three overs after opening the innings with Shane Watson. But du Plessis batted superbly in the second half of his knock with the tailenders - adding 30 runs with Deepak Chahar, 21 runs with Harbhajan Singh and 27* with Shardul Thakur - to take his team over the line with 5 balls to spare.
