NEW DELHI, MAY 22 (AGENCIES): Counting of votes for the Lok Sabha elections 2019, in which over 8,000 candidates were in the fray for 542 seats, will begin at 8 a.m. on May 23 and results are expected only by late evening due to tallying of voter verified paper audit trail slips with EVM count for the first time. 67.11% of the 90.99 crore electors had cast their vote in the seven phase elections. This is the highest ever-voter turnout in Indian parliamentarian elections. This is for the first time in a Lok Sabha election that results of voting machines will be matched with slips generated by paper trail machines. The exercise will take place in five polling stations per assembly segment which effectively means that out of nearly 10.3 lakh polling stations, the EVM-VVPAT matching will take place in 20600 such stations. Terror funding case: NIA carries out search D I M A P U R , M AY 2 2 (NPN): National Investigation Agency (NIA) sleuths carried out search at the residence of Akaho Zhimomi @ Akaho Zhimo, ‘brig.’ of NSCN (K), here in connection with a NIA case (no. RC-01/2017/NINGUW). NIA in a press note said Rs 1,50,000 in cash was recovered from Zhimomi’s residence, along with items like SIM cards, hard disks, memory cards, mobile phones as well as other incriminating documents. NIA had registered a case (no. 01/2017/NIAGUW, dated 26/05/2017) under section 17 of Unlawful Activities (Prevention) Act against Shelly N Sumi, wife of Niki Sumi of NSCN (K), and her associates on the basis of an FIR (no. 8(4)/2017, dated 07 /04/2017) registered at Senapati police station. NIA said, Shelly N Sumi was arrested along with three of her associates on April 7, 2017 while she was proceeding to Moreh to allegedly transfer funds derived as proceeds to NSCN (K). The role of Akaho Zhimo also surfaced in illegal collection of funds for the proscribed organisation, it added. Investigation into the case is continuing.

EC rejects: Election Commission (EC) on Wednesday rejected demands of Opposition parties that VVPAT slips be matched with EVM data before counting begins tomorrow for the Lok Sabha elections. EC said there would be no change in procedure of matching Voterverified paper audit trail (VVPAT) slips. The decision was taken a day after the leaders of over 21 Opposition parties met the Election Commission on Tuesday and demanded verification of VVPAT slips of randomly-selected polling stations before the counting begins of the votes polled in the just-concluded Lok Sabha election on May 23. The Opposition had also demanded that in case of any discrepancy during VVPAT verification, 100 per cent counting of the paper slips of VVPATs of all polling stations of that particular Assembly segment be compared with the

electronic voting machine (EVM) results. EC is learnt to have stuck to its plan of counting the paper trail machines slips at the end of counts and not in the beginning as demanded by opposition parties. The Commission is also learnt to have decided to count postal ballots simultaneously with EVM count due to the “sheer size” of the ballots received this time from service voters. Till now, the postal ballots were counted in the beginning followed by votes polled in voting machines. The Commission on Wednesday is learnt to have decided to follow the established procedure of counting VVPAT slips for the mandatory five polling stations per assembly segment of each parliamentary constituency at the end of the entire counting process. Though EC had made it clear to the parties on Tuesday that the old protocol would continue, its top officials met Wednesday and decided to continue with counting the slips at the end. The exact reasoning for sticking to the old protocol was not immediately clear. Cong terms EC ‘Enfeebled Commission’: Con-

gress Wednesday dubbed Election Commission as “Enfeebled Commission” after the poll body was learnt to have rejected the opposition parties’ demand for preverification of VVPATs with EVMs while counting. Party spokesperson Abhishek Singhvi asked on what basis the commission had arrived at the decision as the Supreme Court ruling on VVPAT counting did not come under Rule 56-D as cited by it. He also questioned whether EVMs were “electronic victory machines” for BJP and the Model Code of Conduct was “Modi’s Campaign Code”, alleging that EC had succumbed to the pressure of Prime Minister Narendra Modi and BJP chief Amit Shah. “It is a black day for democracy and it is very sad and unfortunate for an institution like the Election Commission,” he told reporters. Addressing a press conference, Singhvi said though Congress or any other party had not received any reply or order from the EC on their complaints, the poll body has no logistical reason to reject the demand as it entails no extra time or burden on it.

MHA alerts states on ‘possible violence’

NEW DELHI, MAY 22 (AGENCIES): On the eve of counting of votes for the general elections, Ministry of Home Affairs (MHA) Wednesday issued advisory to all states to be ready to counter “possible eruption of violence” and asked them to ensure that “law and order, peace and public tranquillity” is maintained. In a statement, MHA has asked state chief secretaries and DGPs to ensure adequate security in strong rooms and venues of counting of votes. “This is in the wake of calls given and statements made in various quarters for inciting violence and causing disruption on the day of counting of votes,” the ministry stated. According to report, central security agencies have received inputs that some organisations and individuals, particularly in Uttar Pradesh, West Bengal, Bihar and Tripura, have made certain statements which may lead to violence and disruption in counting process, an official said.

Army launches massive operation to nab killers of Arunachal MLA, 10 others D I M A P U R , M AY 2 2 (NPN): Following the killing of 11 persons, including an MLA, in Arunachal Pradesh’s Tirap district by suspected militants on Tuesday, Indian Army launched a massive operation in the jungles of Tirap, Longding and Changlang districts on Wednesday to nab the culprits. National People’s Party (NPP) MLA Tiron Aboh and his son Longgem were among the 11 killed when suspected militants opened fire at their vehicles in 12 Mile area near Khonsa. Army sources have confirmed that all likely escape routes have been effectively blocked, while checking along the Nagaland-Arunachal border has been intensified. As part of the intensified operation, increased area domination teams and mobile check posts have been put up along the adjoining districts of Nagaland. Additional troops, including special forces, have also been roped in to add teeth to the entire operation. The army has confirmed deployment of

In an ultimatum to executive engineer PWD (R&B) Dimapur division, MCC chairman David Zhimo and secretary K Boheto Chophy stated that main lifeline of Lane No.6 of Model colony was totally demolished on May 14, 2019 cutting off all traffic movements. Taking into account the gravity of the situation, the MCC said its executive council held an emergency meeting May 22, 2019 and resolved to apprise the responsible department to direct the contractor to complete/construct the culvert within seven days. Failure to comply within specified period would invite necessary course of action by MCC, the signatories cautioned.

The army is working closely in synergy with the police, civil administration and intelligence agencies to identify the insurgents involved in the brutal killings. The Indian Army has assured of soon tracking

down and bringing to justice all perpetrators involved in the horrific act. The Army, the Assam Rifles and the state police have launched the operation to nab the perpetrators involved in the crime, Tirap Deputy Commissioner P N Thungon said. The Army deployed helicopters on Tuesday night to search the area, which is covered by dense jungle. “So far, no arrests have been made, but the operation has been intensified by the security agencies by cordoning the area,” the DC said.

NDPP accuses NPF of ‘double standard’ DIMAPUR, MAY 22 (NPN): Nationalist Democratic Progressive Party (NDPP) has accused Naga People’s Front (NPF) of having double standards and indulging in doublespeak. In a press note, NDPP media & communication committee said the real face of NPF has once again been exposed as its representatives participated in the meetings organised separately by the ruling coalition and the opposition. Condemnations on killing of Arunachal MLA, 10 others Rock blasting works on for 4-lane D I M A P U R , M AY 2 2 (NPN): Various organizations including Forum for Naga Reconciliation (FNR) and Naga Peoples Movement for Human Rights (NPMHR), Naga Mothers’ Association (NMA), Council of Nagalim Churches (CNC) and JD(U) Nagaland have strongly condemned the killing of Arunachal MLA Tirong Aboh and 10 others in an ambush at Tirap district on May 20, 2019. In a press note, FNR said that the “senseless violence and brutal killing of Tirong Aboh, his son and nine others was “outrageous and numbing.” FNR stated that such killings go against the very tenet of life. FNR expressed grief and sorrow and condoled the families of the victims. It stated that use of violence was “short-sighted” and had no room in today’s context. FNR implored the

use of nonviolence and contemplative dialogue to address differences and disagreements. FNR also affirmed that it stood stands for a culture of peace and respect for human rights of all peoples. NPMHR: Expressing deep shock over the incident, NPMHR stated that “this tragic incident happened in the midst of Burmese military operations against Nagas in Hoyat, Throilu and Nyanching under the Naga Self Administered Zones of Myanmar since May 16, “which is still continuing.” Condemning the killing, NPMHR asserted that no matter how divided people were on issues confronting them, or whatever disagreements individuals or leaders have, killing was never the option as it was against the very basic human rights concerns. Meanwhile, NPMHR

has also condemned the “atrocious military operations” against Nagas of Burma (Myanmar). It said the entire civil population was reeling under gunfire, bombardments and reign of terrors. NPMHR said many Naga leaders and villagers have been arrested and detained by both Burmese and Indian military. NPMHR has urged both the Government of Myanmar and Government of India to release the Naga leaders and villagers and drew the attention of the Indian civil and democratic organizations and institutions besides international communities and the United Nations. NMA: Naga Mothers’ Association expressed deep pain over the incident and said that Naga mothers share grief and deep loss of the families and the people of Arunachal Pradesh. In a

statement, NMA reiterated that violence and bloodshed can never be justified in any way. Appealing for justice, NMA demanded that appropriate authorities take cognizance for action against such dastardly attacks on a Naga leader and unarmed civilians. NMA also appealed to law enforcing agencies to bring out the truth in the public domain at the earliest. “At a time in our history, when there have been great efforts of Nagas across boundaries reaching out in peace and brotherhood, it is most unfortunate that such brutal attacks will trigger immense loss of faith in our age old relationships,” NMA stated. CNC: Council of Nagalim Churches (CNC) has expressed shock and grief over the incident and maintained that such act was “diabolic in the eyes of God and humankind”, adding

the act deserves condemnation at the highest degree from all circles. In a press release, CNC general secretary, Rev. Seksim Kasar, demanded that the perpetrators be brought to justice. CNC also conveyed condolences to the families of the bereaved and prayed for a speedy healings of the injured. JD(U): Janata Dal (United) Nagaland condemning the killing demanded that the responsible state government and competent central agencies probe the unfortunate incident at an earliest and bring the culprit(s) to book. JD-U through its media cell also demanded that befitting punishment for the perpetrator(s). Condoling the death of deceased MLA and innocent victims, the JD(U) Nagaland urged upon every sensible citizen to condemn such heinous crime.

D I M A P U R , M AY 2 2 (NPN): Intensive earth cutting works along the ongoing Dimapur-Kohima four lane project from Patkai Bridge to Pakala Pahar Bridge has entered third day. According to a DIPR report, DC Dimapur Kevekha Kevin Zehol updating on the ongoing works informed that out of the 128 + 950 km stretch, a stretch of 129 + 300 km has been opened. Presently, the 60

metre height hill has come down to 45 metre after working for the last two nights. At least ten excavators along with two rock breakers and 15 dumpers are being used for carrying out the intensified works. Last night, 245 trips of rocks/soil have been transported. DC Dimapur had earlier issued a circular restricting movement of traffic from 10:30 p.m. to 5 a.m. till June 20, 2019. K Y M C

DIMAPUR: Two-day workshop on Mathematics Learning Enhancement Programme, Nagaland (MLEPN) was held on May 14 and 15, 2019 at the Mathematics Laboratory, SCERT, Nagaland, Kohima. A press release from SCERT director T Sekhose stated that the participants included Mathematics teachers from the GMS,

GHS and GHSS from various districts of Nagaland. The main objective of the workshop was to develop a Mathematics Teacher’s Handbook on Teaching Learning Materials (TLM) for Classes 6,7 & 8. At the valedictor y function, Director, SCERT, T. Sekhose stressed on the importance of mathematics education and how it cannot be undermined in

this present technological era. Research and surveys such as ASER and NAS has revealed the poor performance in mathematics in the state. He further said that SCERT has been making efforts to address this issue to enhance the teaching skills of the mathematics teachers and making the subject more interesting and joyful.

D I M A P U R , M ay 2 2 (NPN): In order to create awareness on cleanliness in Dimapur, the Community Avenue Network (CAN) Youth in collaboration with Better Dimapur and Dimapur District Autorickshaw Drivers’ union (DDADU), powered by Dimapur Municipal Council (DMC), launched sensitization awareness campaign on litter free zone and launching of mini dustbins in autorickshaws at Tourist Lodge, Dimapur on May 22. Office Superintendent, DMC, Ganesh Sharma, in his address recorded appreciation to CAN Youth for coming up with innovative idea to make Dimapur a cleaner place to live in. He expressed the hope that with the small step of placing dustbins in autorickshaws, it will not only make Dimapur cleaner but also change the mindset of the people in general. He also said such innovative idea will be seen in many parts of the country

in the near future. He also urged auto drivers to dump the garbage collected at DMC dumping site or dustbins and contribute towards a cleaner Dimapur. President, DDADU, I.Vitoshe Sema, in his address acknowledged CAN Youth for reaching out to the union in initiating the project, which was beneficial not only for the drivers and the passengers but for a better and cleaner Dimapur. He also mentioned that though the drivers have never been acknowledged for their noble deeds, they will continue to sacrifice for a better Dimapur with assistance and further urged upon CAN Youth to continue assisting the union. He also assured that the union will cooperate for a better Dimapur as it has become part of the family of CAN Youth through the collaboration. dirty environment. Aier said though the campaign demanded time, energy and money there was no option for a clean environment which is a priority. Aier also commended that thousands commute daily in autorickshaws and from the small initiative, huge quantities of waste will be disposed off where

She also encouraged the drivers to sensitise the passengers to make use of the dustbins provided for dry waste only. Earlier, the programme was compeered by Faihamti Longmaili and invocation offered by Sentiwati Kichu. MoU for Centre for NE Studies signed in Kolkata

Correspondent IMPHAL, May 22: North Eastern Council (NEC) has entered into an agreement with New Delhi based Indian Institute of Foreign Trade (IIFT) for the setting up of Centre for North Eastern Studies (CeNEST) at IIFT Kolkata Campus. A Memorandum of Understanding (MoU) was signed between NEC, Shillong and IIFT, New Delhi for setting up of CeNEST on Wednesday, a release of the DIPR Manipur here said. The MoU was signed at the secretariat of NEC at Shillong in Meghalaya as a part of the initiative to develop NEC as the ‘state of the art’ resource centre. It was signed by secretary Ram

Muivah on behalf NEC and Prof K Rangarajan on behalf of IIFT in the presence of officials from NEC and IIFT Kolkata, it added. This collaboration would enable the setting up of the Centre for North Eastern Studies (CeNEST) at the IIFT Kolkata Campus in a partnership model between the NEC and IIFT, the release quoted the NEC. The Centre would facilitate the North Eastern states in policy making, strategic planning and effective implementation of various trade promotion schemes and undertake research and analysis on issues relating to international trade and business, capacity building and serve as a knowledge

partner. It will help the states in exploiting the potentials of exports of the products from the region and promote innovations in business. The newly developed website of (CeNEST) was also officially inaugurated and launched by NEC secretary Ram Muivah on the occasion. The NEC is the agency for the economic and social development of the North Eastern region which consists of the eight states - Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim and Tripura. It was constituted in 1971 by an Act of Parliament and has been instrumental in setting in motion a new economic endeavour aimed at removing the basic handicaps that stood in the way of normal development of the region and has ushered in an era of new hope in this backward area full of great potentialities. The main objective of the council was to ensure the balanced and integrated economic development of the North-eastern parts of the country.

Impact of 61 yrs of AFSPA deliberated in Imphal

IMPHAL, May 22: The impact of Armed Forces (Special Powers) Act 1958 was discussed in a public discourse hosted by Apunba Manipur Kanba Ima Lup(AMKIL) in Imphal on Wednesday to mark 61 years of imposition of draconian act in the state. Resource persons who took part in the public discourse questioned whether the objective of the Act was achieved even after it was imposed for such a long 61 years. They alleged AFSPA 1958 is one of the most draconian legislations that the Indian Parliament has passed during its sixty-four years of existence as an independent country. In the discussion, it was observed that the objective of AFSPA is to provide law and order in the places where the normal order has been disturbed but quite on the contrary, the Act provides security personnel with absolute powers without accountability. This leads to various atrocities and human rights violation by the security agencies, they added. AMKIL advisor Khangenbam Anandi, alleged that imposition of the draconian law means 61

years of suspension of right to life in Manipur. Despite knowing that contrary to the objective of the enforcement of the Act, activities of the insurgency has increased in the state, Anandi said, adding that the state government had so far not taken up any positive step to repeal the Act. Manipur had witnessed a series of people’s uprising demanding removal of the Act. The central government however is was yet to hear the hue and cry of the people of the state, she added. She said, in Assam where the Act is in force, the state government has at least taken up some steps forward to remove disturbed area status that paved the path for extension of the Act. She also questioned of what steps have been taken up by the incumbent government regarding review of the disturbed area status in the the state. Not a single step has been taken to repeal the draconian law by the present government, she alleged. The AMKIL advisor said that people of the state have been suffering for the last 60 years due to the atrocities meted out to them by the security forces under the shadow of AFSPA.

She alleged, not only many people were tortured by the security forces under the shadow of the draconian law, but many women have been raped and murdered in the name of countering insurgency. The security forces had even raped women in front of their husbands and family members, she added. Taking part in the discourse, chairman of Committee on Human Rights (COHR) Phulindro Konsam alleged that AFSPA has been using the act as an instrument to suppress and oppress the people of Manipur by government of India and its security forces. Asserting that right to life was the most important right, Phulindro said that other rights have little meaning if right to life was not respected or protected. There would be no meaning of development if right to life of the people was curtailed, he added, alleging that AFSPA is an Act that curtails the right to life for the people of the state. Director of Peace Building Action, Ningthemcha Bobichand alleged that AFPSA has been a problem in creating an environment to maintain peace in the region.

Peace and tranquillity was needed for upliftment of every society and its survival and to get the people the taste of freedom, he asserted. He suggested that while pressing the state government, people of the state should demand repeal of the draconian law by the Centre. All the participants of the public discourse wore black batch to mark a protest against the imposition of draconian law in the state. On the occasion, a report compiled by Civil Society Coalition for Human Right on human right condition in the state recently submitted to United Nation Human Rights Committee was released. After releasing the report, director of Human Rights Alert, Babloo Loitoingbam said that the report presented a gist of the major human rights challenges faced by the people of Manipur and Northeast states of India. He added that the report primarily focuses on the suspension of right to life, the lack of effective remedy, the non-recognition of ethnic minorities, the plundering of natural resources of the land and political right to self-determination.

Cong flays EC for rejecting VVPAT slip count plea

New Delhi, May 22 (IANS): Hours after the Election Commission on Wednesday rejected demand of 23 opposition parties to count the VVPAT slips, the Congress hit back saying the poll panel had become enfeebled and dubbed the electronic voting machines (EVMs) as “election victory machines”. Addressing the media at the party headquarters here, Congress spokesperson Abhishek Manu Singhvi said, “The Election Commission (EC) has rejected our request to check the VVPAT slips, which we came to know through the media reports. The interesting thing is we have not received any formal orders yet.” Singhvi said earlier the poll panel had declined 15-20 requests of the party without giving any reason. The Congress Rajya

We are only demanding sample counting of the VVPAT slips,” he said and added, “They (EC) are not sharing the dissent notes, delaying the requests and are applying biased approach. Rengma Hoho reminds govt of its district demand

D I M A P U R , M AY 2 2 (NPN): Rengma Hoho (RH) has reminded the state government to consider the demand for Tseminyu district at the earliest. In a press release, RH president Kenyuseng Tep and general secretary Thonchilo Kath stated that the Rengmas have given enough justification to the government on its demand for district and it was up to the government to do justice to the Rengmas. Stating that it stood firm on the demand, RH said it sees no reason as to why a district should not be given to Rengmas. The hoho maintained that Rengma have contributed for the Nagas and would continue to uphold its commitment towards the development and welfare of the Nagas and its interest. RH, however, asserted that it expected the government to reciprocate to their sacrifices. “We believe our rights will not be subject to

suppression by natty gritty norms and add casualty to our rightful demand”. It said that Rengmas as a community were also equal to any other community of the Nagas and deserved recognition. Asserting that Rengmas demand for equal opportunities and rights, the hoho said there was not an iota intension of antagonising and polarisation on their issue as their demand was of equality and justice. RH expressed confidence that the present government under the leadership of Neiphiu Rio would grant their demand “without a second thought.” The hoho said it expected every leader across the party line to “sensitively support our demand.” RH appealed to the government to expedite the district for Tseminyu and not to delay the issue as their rights have been deprived for long.

Myanmar military continues operation: EKU D I M A P U R , M AY 2 2 (NPN): Eastern Konyak Union (EKU) Myanmar Wednesday claimed that Tatmadaw (Myanmar military) continued to launch operation in Chen Hoyat forest and paddy fields after bombing and firing at public huts on May 21, 2019. In a press release, EKU Myanmar general secretary, K Honwang, stated that Myanmar military troops arrived at Hoyat village and sent villagers for carrying their food items and other vegetables from the junction of Monyakshu and Chen Hoyat. However, when some 20 Hoyat villagers were returning, the Indian Army at the border accused them of crossing the border without taking the permission from Indian authority. EKU said 20 villagers were detained from 1pm of May 21 to 4pm of May 22 with-

out any reason. Due to the presence of Indian army and Tatmadaw, EKU said the villagers were unable to move freely. The union said that the villagers cannot even go to field for cultivation and move out of the village for their livelihoods. EKU said while Myanmar military were present at the village of Chen Hoyat and Indian military were stationed along border. In this regard, the union has urged both the militaries to allow public to move freely and let them live peacefully in their own place instead of disturbing and creating unwanted condition. Meanwhile, EKU has expressed gratitude to Naga People’s Movement for Human Rights, NSF, Naga Hoho and other organisations for extending support and voicing out for Eastern Nagas.

It further requested all Naga organisations to pray for the innocent villagers in border area who were in horrible situation. EKU has also appealed to the armed forces to restrain from firing, bombing and torturing innocent people and allow free movement of public without any prohibition.

Naga Women Hoho Dimapur (NWHD) has expressed serious concern over the ongoing military operation by the Myanmar army “targeting the civilians under the pretext of proxy war against the NSCN K”. In a press release, NWHD publicity & info secretary, Keninguno Kath, said that the victims were mostly innocent children and women. It said that the action perpetrates and intends to subjugate the minor community, adding that waging war without respecting the human values was a violation of human rights. On May 17, Namrata Singh approached the police with swollen eyes and face. The victim has alleged that her husband Amit Nigam, an IPS officer of Nagaland cadre, has been regularly beating her up over the past few years. She also accused him of demanding dowry. ECI’s obstinate stand

R

esults of the Lok Sabha elections will be declared from May 23 onwards and that will prove whether the contentions of the opposition parties over EVMs were based on facts or were simply baseless allegations. Leaders of 22 Opposition parties have been making hue and cry about their misapprehensions that Electronic Voting Machines(EVMs) are being manipulated to favour the BJP in the recently held Lok Sabha polls. They had approached the Supreme court for Voter Verification Paper Audit Trail (VVPAT) slips. The court had on May 7 dismissed a plea of 21 Opposition parties, led by Andhra Pradesh Chief Minister N. Chandrababu Naidu, to review its judgment rejecting 50% random physical verification of EVMs using VVPAT. The biggest issue over the concerns is not whether the EVMs have been tampered through some sophisticated gadgetry as alleged but why is the ECI continuously shying away from taking the challenge to disprove the allegations or even accept the demand to count at least 50% of the EVMs along with VVPAT?.If there are genuine concerns that appear to be supported by convincing technical argument, then the ECI must take up the challenge. There’s no doubt that conducting elections in India is a mammoth, constantly evolving process. While there’s no denying that any system is flawed and can be exploited, the question is – are the loopholes big enough to impact election outcomes? So far, unlike in the past where ballot papers in sacks were either lost in transit or exchanged, it is difficult to do the same with EVMs. Also complaints against EVMs need to be looked without delay in order to preserve the sanctity of the elections and the reliability of the EVMs. The opposition parties again approached the ECI to conduct at least 50% of the EVM counting with VVPAT but that too was shot down. According to information provided by media, the EVMs are supposed to have a firmware for tamper proof. However as per RTI, this software was found not to be tamper proof as it did not have OTP. When the demand was made to ECI to reveal the particular software used, the manufacturer, ECIL refused outright on the specious plea that it involved national security. The apprehensions felt by the opposition parties may be about fear of losing or actually, fear of losing to unfair means but that is not the issue for the nation. If the EVMs are 100% tamper proof as claimed by the ECI but when all opposition parties demand clear answers, then there is something wrong somewhere. The ECI exists to conduct free and fair elections and it must be seen to be doing just that. The opposition parties have every right to demand clear answers and expect a greater transparency from the ECI. Their demands are not unconstitutional nor irrational. They insist that their demand for counting of 50% of EVMs through VVPAT is more than justified. It would have helped assuage apprehensions if the ECI had been responsive and sought to clear misgivings but by rejecting the demands, it only fuelled more misapprehensions that something was amiss. However, the issue is not about EVMs alone but the ECI under its present CEC Sunil Arora, which has consistently failed to live up to expectations and that is indeed the biggest tragedy.

God is not concerned about our plans; He doesn’t ask, “Do you want to go through this loss of a loved one, this difficulty, or this defeat?” No, He allows these things for His own purpose. ree Thinking’ simply put is the act of processing thoughts in the mind, independent of conjecture, prejudice, doctrine and popular belief. It is an integral part of cognitive process and learning experience of human beings. This process sources new ideas, innovations, inventions, discoveries, solutions and sustainable alternatives to otherwise redundant traditions. Individuals who exercise free thinking are driven by higher convictions and rise above petty issues and narrow minded concerns. Such minds make independent decisions, which are free from racial, tribal, sectarian and partisan allegiances. They form independent opinions instead of uncritically registering and accepting other’s opinions. Such people tend to have strong disbelief in supernatural and conventional and conformist beliefs. This is not to say that free thinking individuals reject conventional opinions and societal beliefs, but that they rationalize everything before accepting and practicing them. A sound and open mind is an agent of doubting, critical judgement and creativity. A free thinking person produces tangible ideas and practices. Persons with such minds are catalysts of change in human society. The popular dictum, ‘simple living, high thinking’ is an apt example of people with free thinking and positive behavior. Open mindedness, creativity and originality are the hallmarks of free thinking individuals and they in turn gives raise to positive behavior. In fact, free thinking and positive behavior are complimentarily interrelated. For one thing, free thinking individuals behave in posi-

tive manner and reversely, a person with positive behavior tends to be broad minded. Such individuals develop value system in lines with the best societal values. Such value system stems from the best of culture in relation with one’s independent thinking process. Individuals with positive behaviors move along the goal of becoming well-adjusted, fully functioning individuals. In some advanced societies, Positive Behavioral Supports Management Systems are run to regulate individual’s behavior in society. One agreement of individual’s inappropriate behavior is the functional nature of a given behavior – it serves a purpose. Some people often reinforce their socially undesired behaviors because they receive others’ attention out of a given behavior. In this case it becomes a societal responsibility to give due recognition to individuals on even the slightest positive behavior of individual. Thinking process of narrow minded individuals are seldom conditioned, if not, influenced by religious dogmatism, political ideologies and popular practices and beliefs, which oftentimes are utopian, redundant or impractical. Besides, shallow minds are best breeding grounds of pride, intolerance, dogmatism, imitation, extravagance and superficiality. Another symptom of shallow mindedness is desire for materiality – a death-trap to free and progressive thinking. It contains the mind in the narrow circuit of transient material conditions of life – status, fashionable clothes, trendy accessories, jazzy cars and luxurious house. The danger lurking beneath such pursuit is location of honour

and prestige in ephemeral aspects of life. Such is the characteristic of a baser mind which finds contentment in transient material things. Besides, narrow minded societies are infested with blind imitation of outward foreign culture - extravagant weddings; extravagant Jubilee celebrations of churches and civil society organizations, etc - indication of lack of reason and judgement amongst masses. Cultured societies are free from social prejudice, sectarian differences, class consciousness, dogmatic beliefs and mimicry. Tolerance and self-reliance are chief traits of a free thinking society. Other desirable social behavior of advanced society includes high level of social interdependence, unrestrained social mobility. Positive societal behavior manifests in the form of inclusive, humane, universal and sustainable decisions and practices. Such societies believe in universal brotherhood, liberty, gender equality and social justice. The onus of inculcating free thinking and positive behavior first lies in the hands of parents and teachers. Till the 1990s, there was a subject in many school curriculums, called ‘Moral Science’. Such a subject does not find relevance in this globalized materialistic world. Nearly two decades into the new millennium, global trends have changed in terms of school and university education and curriculum. Schools and colleges need to get back to ‘moral science’ and personality development. Parental guidance based on popular practices seldom come into direct opposition with aspirations and attitudes of their children. This is also one rea-

son why schools hold regular teacher Parent-Teacher Meetings (PTM). Social and religious institutions should claim responsibility of inculcating desirable attitude, habit and behavior amongst the members of society. What remains still is internalization of these traits by the target learners, for it requires a transformation of heart and mind. At the initial stage, it will involve effort on individual as well as institutional levels. However, in the long run, these traits will become integral part of society - a normal way of life of a given group of people. Civilizations are gauged not only by material progress but majorly by ideas, cultural refinement and values. The depth of ideas and level of refinement are reflected in human behavior, which are the chief indicators of a civilized society. Such traits are acquired and transmitted through a prolonged and continued process of social interaction and learning. The question is, how long will it take for our townspeople to imbibe free thinking and refined behavior? When will ‘free thinking’ and ‘positive behavior’ become characteristic identity traits of our society? If parents instill good behavior in their children; if teachers implant passion for knowledge and trigger creative streak amongst students; if politicians give truth and able youth a chance; if bureaucrats work out development on the ground; if public become aware of their individual and political rights; if the youth become free thinking and responsible citizens, we would be a sensible and creatively progressive society. he Bible says: “To fear the Lord is to hate evil” (Prov.8:13). It further states: “Hate the evil and love the good and establish justice in the gate...” (Amos 5:15). Now the word “hate” is not a passive word but an active verb which denotes action and activity. Further, the word of God in this context is not a neutral statement but a definite commandment, commanding us to fight against evil for the establishment of justice within our community gates. However, one very wrong conception about evil among Christians seems to be that –As long as we are not indulging in evil, we have done our duties to God. But such an attitude amounts to an evasion of our duties to God rather than obedience to God. And if we evade our duties against evil, what will the end result be? The answer is simple: Good and justice will disappear and evil will reign within the gates of our cities. This is how the word of God describes such a condition: “Whoever shuns evil becomes a prey to evil” (Is. 59:15). To shun evil is to see evil, but do nothing about it. Because of our evasion and indifference to evil, we are today under the suffocating grip of evil and corruption. We are in short, allowing the Devil and evil to rule over us because we have given up our hatred and fight against evil. Our present condition is so similar to the condition in Israel in the context of which Isaiah was speaking in Isaiah 59. “Their feet rush into sin; they are swift to shed innocent blood.. The way of peace, they do not know; there is no justice in their paths. So justice is far from us, and righteousness does not reach us. We look for light, but all is darkness...at midday we stumble as it were twilight...truth has stumbled in the streets, honesty cannot enter... Truth is nowhere to be found and whosoever shuns evil becomes a prey” (Is. 59::7, 9, 10, 14, 15). In the true Christian experience, when we are born again in the spirit, we are freed from slavery to sin and evil (Rom. 8:2). The born again experience is however not an experience where we are transformed into spiritual beings and then transferred into a spiritual realm in the heavens. Far from it, our spiritual beings continue to live under our material bodies in a material world. And here, if we are not careful and continue to oppose evil, we can end up in a material world where both our spirits as well as our bodies become captives to the material world and its evil ways. Open letter to R N Ravi In Re: “They have no option but either to keep fighting or surrender” Dear Sir, We, the undersigned for and on behalf of Naga National Council (NNC), under the leadership of NNC President, Gen. (Retd) Thinoselie M. Keyho wish to state that we are extremely grateful for your honest public declaration of India’s position on behalf of Govt. of India on “Naga politics” at Pune as Chief Guest at the General Lachit Barphukan Memoral Lecture, as published in the Nagaland Posts on 21st December, 2018 quoting from “Times of Assam”. The same is hereby quoted as under (quote) “the Naga Framework Agreement signed between the Government of India and NSCN (IM) was within the Constitution of India and the final settlement would be done considering all groups and neighbouring states, not just the Naga group alone…. . they have no option but either to keep fighting or surrender.. … the message was clear to those groups ……” (unquote). Mr.Ravi, your often repeated offer on behalf of Govt. of India for “sharing of sovereignty” with a provision for the “Naga Yehzabo” (constitution) and “Naga flag” under the Indian Constitution treating the Naga Nation as just an NGO is crystal clear, so we are to state that those offers and the threat to surrender along with the offer of lucrative rehabilitations are unacceptable insults absolutely irrelevant for the NNC, the only mandated Political Institution of the Naga Nation, hence we flatly reject it. We hereby apprise you of our irrefutable stance for your information. 1. We can understand your position as the Representative and Interlocutor for the Govt. of India. In your statement as quoted above, you have honestly and faithfully made India’s position clear without any ambiguity for the Naga people to understand, which we assumed was made for the welfare of the Naga people to avoid further miscommunication with the Govt. of India that Nagas may not be deceived repeatedly is highly appreciated.

2. Nagas are aware that from your long years of dedicated and intelligent study, which was part of your professional responsibility, you have a thorough grasp of the facts of Naga history which needs no further elaboration in this open letter. 3. If we put ourselves in the shoes of the Govt. of India we, the Nagas can see that India cannot be blatantly blamed in the first place for defending the disputed map of the new independent India which was made by the then British India without the consent of the Nagas. It may be noted that a small portion of Naga homeland was unilaterally made by taking undue advantage of our hospitality and simplicity as a District of Assam in British India which was passed on to India’s new rulers when Great Britain terminated her Empire in the Indian Sub-Continent. 4. And if India were to put herself in the shoes of the Naga pioneers - defenders of their history, India should see that India cannot blame the Nagas in any case for taking the position they took in 1929 and 1947 before India became an independent nation, which they defended resolutely unwaveringly up to this day by making huge sacrifices due to the declared India’s wrong stand mentioned above as “either keep fighting or surrender’. Delhi has maintained this wrong stand for over 70 years. Without recognising the historical facts and use of military power by the Govt. of India on the innocent Naga people as it is in the present case, we can clearly see that there can be no honourable, sustainable and acceptable solution to the Naga issue. 5. The Nagas were not and are not against India or being “anti-India” when they declared themselves to be a sovereign, independent people and a nation, because the position was justified by the facts of their history. The people of India should know this that the Naga people simply chose to be true to themselves and to dare to claim the right and privilege their history entitle them

to claim and their defence of the stated status at immense sacrifices till date clearly shows what their struggle means to them. 6. India has no justification for treating the Nagas as if their struggle is “secessionist”, “hostile” or “anti-national” because Nagas chose to reclaim their pre-British status before the British left India. The Nagas were never a part of India or any other neighbouring nations or even the then British India before they made a “no more fight agreement” in their own terms and practices in their favour to restore peaceful co-existence with the British in 1880 after 50 years of battle to defend their honour, dignity and land. However, many years later, this agreement was unilaterally interpreted by the British by making a small portion of western Naga areas as a part of the eastern edge of the then British Empire in India and making the small portion of that Naga homeland as a District of Assam of British India without our consent. As such, the Nagas by absolutely non- violence and democratic means re-affirmed their stance in writing in form of a Memorandum and declared on behalf of all the Naga people to “ Leave us Alone to Determine for Ourselves” before the British Statutory Commission headed by John Simon in 1929. It undoubtedly means to say that the British were to “leave us alone for Sovereignty” as and when their departure from their South Asian colonies took place. 7. Therefore, under these premises, it is clear that Nagas demanding anything that is not theirs from India does not arise. We are not asking India to give sovereignty or anything to us. We only expect and humbly ask India to recognise the true facts of our unique history and leave us alone to determine our future by ourselves. In doing so India will not be losing anything that was part of the new India created by the British. We earnestly urge India not to unwisely use force to treat us as a people who “have no option but either to keep fighting or surrender”. You must mark our

words today that we definitely have an option not to fight militarily but shall never-never surrender as threatened. Do not treat us as a part of the new India in any way which is terribly wrong on your part because we are not Indian and our territory was and is not a part of the new Indian Union as aforesaid. We had to resist mighty India just in self-defence because we were compelled to protect our history, land, culture, dignity and identity not because we thought we could match India’s vastly superior force. Moreover, Nagas cannot throw away what is most important for their proper growth in all dimensions of life just because it is too difficult for India to discuss the matter today. We can understand India’s problem who fail to understand the facts of

our political history made before God. But that does not mean we are to treat our history as if it is not true or not important for our proper development in our own unique culture “the purest form of democracy” without any class system or caste system, as a people and a nation. 1. To the men and women who really know God, the world is beautiful and His creations are beautiful. All human races are beautiful and worthy of compassion. How beautiful the sun rise and sun set, moon rise and moon set, cycles of day and night and yearly seasons; Oceans and seas are roaring every day and night with waves of water keep on rising up and down and beating the shores are natural greetings to the ONE LIFE the Creator of the heavens and the earth. Do men and women who are created after the image of God really know God? The different peoples and nations are proud of their different entities and sovereignty, their economic power, defense power, nuclear power even at the risk of economic crisis, technological achievements and racial power. But nothing is heard about praising of the only ONE LIFE by whom only the nations are existing. The world is inevitable to face natural calamities and climatic changes. But all these are not beyond the control of God but all creations are existing according to the wisdom and power of God. If the inhabitants of the world really know that He is the Creator, their God and Lord, they will believe in Him, praise Him, love him, fear Him and honour Him and at any time of need they will look up unto Him and pray to Him as their beloved Father. Opposition raising EVM issue unnecessarily: NDA

New Delhi, May 22 (IANS): Opposition parties had raised doubts on the EVMS “unnecesarily” and the act was out of “desperation” of losing the election, NDA leaders said on Tuesday after their meeting ahead of counting of votes on May 23. “We expressed concern over the opposition raising unnecessary doubts on the EVMs and the integrity of the Election Commission. Especially, when the Supreme Court has given its judgements,” Union Minister and Bharatiya Janata Party (BJP) leader Rajnath Singh told reporters. He said the Opposition was trying to create hurdles in the Indian election system, which can be “a global brand”. Union Minister and Lok Janshakti Party chief Ram Vilas Paswan said the

New Delhi, May 22 (IANS): Congress leader Udit Raj on Wednesday in a serious development raised questions over the way the Supreme Court has dealt with complaints of EVM rigging and with petitions seeking review of 100 per cent VVPAT slips along with electronic voting machines on vote counting day. “Why does the Supreme Court not want all the VVPAT slots to be counted? Is it also involved in rigging? In the process of selection, when the government work has been slow for almost three months, then it takes two to three days to count,” Raj tweeted. The Supreme Court on Tuesday declined to hear a PIL which sought 100 per cent verification of Voter Verifiable Paper Audit Trail (VVPAT) slips with the Electronic Voting Machines (EVMs) during the counting of votes on May 23 for the recently held Lok Sabha elections. The plea was filed by Tech for All, a Chennaibased organisation. Before this on May 7, the top court dismissed a petition filed by 21 Opposition parties to review its April judgment. Earlier on April 8, an apex court bench headed by the CJI, directed the Election Commission (EC) to increase random matching of VVPAT slips with EVMs from one to five machines at polling booths per Assembly segment in the general elections. The court observed that the increase in the number would provide greater satisfaction to the electorate as well as the political parties.

Kohima, May 22: Kohima Municipal Council (KMC) has informed that the rate of the beef has been enhanced from Rs. 180 to Rs. 200 per kg under KMC jurisdiction in partial modification of the office order dated April 4, 2017. In a press release, KMC administrator, Kovi Meyase explained that the order comes with immediate effect subject to fulfilment of the terms and condition by the butchers that they shall put up sign board and display rate chart. Colombo, May 22 (PTI): Sri Lankan President Maithripala Sirisena Wednesday extended by a month the state of emergency imposed in the wake of the deadly Easter Sunday bombings that killed nearly 260 people. The president issued a special gazette notification extending the state of emergency by a month, citing “public security”. The emergency law gives police and the military extensive powers to arrest, detain and interrogate suspects without court orders. Sri Lanka initially imposed the emergency on April 23 to crack down on the nine suicide bombers who attacked three churches and as many luxury hotels April 21, killing more than 258 people and injuring 500 others. The ISIS terror group claimed the attacks, but the government blamed the local Islamist extremist group National Thawheed Jammath (NTJ) for the Ester Sunday bombings. Following the deadly blasts, anti-Muslim riots broke out in the north of the capital as a backlash against the attacks.

The operation “Icebreaker” broke up the gang, which is thought to have amassed an estimated 680 million euros ($760 million) in ill-gotten gains through assassinations, money laundering as well as drug and cigarette trafficking between 2016-2019, Europol said. “Searches took place, resulting in the seizure of 8 million euros in cash, diamonds, gold bars, jewellery, luxury vehicles as well as the discovery of hidden compartments used to smuggle drugs and psychotropic substances,” according to a statement cited by Efe news. The raids took place in the early hours of May 1516 during which the police supported by Europol and Eurojust arrested the al-

leged gang leader, a 48-yearold Lithuanian national, in Huelva, southwest Spain. Police officials described the operation as the largest of its kind to date in Europe -- with over 450 police and customs officers deployed in Poland, Lithuania, the United Kingdom and Spain. A substantial quantity of illicit cigarettes was also seized. “This criminal group would traffic drugs and cigarettes into the UK, before smuggling the illegally obtained cash to Poland by different means,” the police statement said. “The money was then laundered via currency exchange offices and subsequently invested in real estate in Spain and other countries.” The suspected criminals also employed counter-intelligence technology to evade law enforcement organizations.

he Friet Museum in Bruges, and the Museum of Toilets in New Delhi are among the most unusual and bizarre museums in the world. odi: Journey Of A Comm o n M a n’ , the web series on Prime Minister Narendra Modi is live again, a month after the Election Commission banned its streaming in favour of a level-playing field during the Lok Sabha elections. Directed by Umesh Shukla of ‘OMG - Oh My God’ fame, the web series was launched just days ahead of the polls, and was playing on even though the EC had stopped the release of Bollywood biopic ‘PM Narendra Modi’ from releasing on April 11 when the seven-phase polls began. Five episodes, which were launched earlier, were made available again on OTT platform Eros Now

on Tuesday. The remaining five are yet to be out. “Our plan is to release episodes 6 and 7 on Thursday (May 23) in five different languages - Hindi, Telugu, Tamil, Kannada and Gujarati. The remaining episodes of the 10-part original series will be streamed shortly,” Ridhima Lulla, Chief Content Officer, Eros Group, told IANS. “Our attempt through this series is to tell the story of Narendra Modi’s struggle, will power, vision and victory. His journey is truly inspiring,” Lulla added. Shukla, the director of the web series, had earlier said the release of the show was not planned in a way to coincide with the elections.

“I was working on it for almost a year. It could have come out a month earlier as well, but it got delayed owing to some technical glitches... My web series is not about politics. It is more about a character and his journey,” Shukla had told IANS. The trajectory of the web series and the film ‘PM Narendra Modi’ is similar as they trace Modi’s journey from his humble beginnings to become the Prime Minister. Over the years, Dylanite has attracted many of the “Blowing in the Wind” singer’s fans from the state and outside the state and has hosted eminent singers as well. Documentary on Lok Sabha polls announced

documentary encapsulating the story of the Indian elections will soon make way to the Indian small screen. National Geographic announced the project on Tuesday. The multi-crew production is shot at 37 locations across the length and breadth of the country. Several facets of the elections have been captured -- from several booth level officers, political leaders to ground level party workers, from first-time voters to 100-yearold voters, said a statement from the channel. The documentary further spans high power corridors of the Election Commission’s offices in Delhi, remote locations on the India-China border, densely populated by-lanes of Uttar Pradesh and Tamil Nadu and areas of Chhattisgarh. The documentary promises to take audience behind the scenes of political party’s rooms, to the ringside view of political rallies, examine the role of social media and cover new technology in wooing the voters and unravel the trail that leads to Parliament. Guwahati, May 22 (PTI): It was a spectacular homecoming for World championship bronze medallist Shiva Thapa, while Asian Games gold medallist Amit Panghal also lived upto his billing reaching the semifinals in 52kg category at the second India Open boxing tournament here Wednesday. Five other Indians also progressed to the semifinals at the Karmabir Nabin Chandra Bordoloi Indoor Stadium. Three years after he was crowned national champion at the same venue, a matured Thapa returned stronger as
